प्रधानमंत्री डॉ. मनमोहन सिंह ने कहा है कि १२वीं पंचवर्षीय योजना का उद्देश्य ज्यादा तेज समग्र और सतत् विकास होना चाहिए। वे कल नई दिल्ली में योजना आयोग की पूर्ण बैठक को संबोधित कर रहे थे। डॉ. मनमोहन सिंह ने कहा कि उन क्षेत्रों की पहचान करने की जरूरत है जहां मौजूदा नीतियों और कार्यक्रमों के परिणाम नहीं मिल रहे हैं। उन्होंने इन क्षेत्रों को मजबूत बनाने और उन पर विशेष ध्यान देने की आवश्यकता पर जोर दिया। उन्होंने कहा कि देश को नई चुनौतियों का सामना करना है जिसके लिए नई पहल करनी होगी।
मैंने आयोग से खासतौर से ऊर्जा, जल और शहरीकरण से संबंधित मुद्दों की चुनौतियों की जांच करने के लिए कहा है जिनके आगे चलकर और ज्यादा गंभीर होने की संभावना है। योजना आयोग और वित्त मंत्रालय को १२वीं पंचवर्षीय योजना में उपलब्ध होने वाले संसाधनों पर सहमत होने तक इंतजार करना चाहिए ताकि वित्तीय दायित्वों के उद्देश्यों को पूरा करना सुनिश्चित हो सके।
प्रधानमंत्री ने योजना आयोग से विशेष रूप से ऊर्जा, जल और शहरीकरण से संबंधित चुनौतियों का अध्ययन करने को कहा। उन्होंने योजना आयोग और वित्त मंत्रालय से १२वीं योजना के लिए संसाधनों की उपलब्धता के बारे में मिलकर काम करने को कहा। डॉ. मनमोहन सिंह ने कहा कि संसाधनों की कमी के दौर में इनके कुशलतापूर्वक इस्तेमाल और निजी निवेश से सार्वजनिक संसाधनों को बढ़ाने पर जोर दिया जाना चाहिए। प्रधानमंत्री ने योजना आयोग से ताजा आंकड़ों के आधार पर गरीबी का अनुमान तैयार करने और उन्हें सार्वजनिक बहस के लिए उपलब्ध कराने को कहा। उन्होंने कहा कि जबरदस्त सूखे और वैश्विक आर्थिक संकट के बावजूद ११वीं पंचवर्षीय योजना के अंत तक सकल घरेलू उत्पाद की विकास दर ८ दशमलव २ प्रतिशत रहेगी जो ९ प्रतिशत के लक्ष्य से कम है लेकिन ये एक उल्लेखनीय उपलब्धि है। डॉ. मनमोहन सिंह ने कहा कि स्कूलों में दाखिलों के मामले में लड़कियों की संख्या बढ़ी है लेकिन ये ११वीं योजना के लक्ष्य से कम है। १२वीं योजना में सतत् विकास के लिए सरकारी कार्यक्रमों को नया स्वरूप देने और स्वास्थ्य तथा शिक्षा पर विशेष ध्यान देते हुए नौ से साढ़े नौ प्रतिशत की विकास दर का लक्ष्य रखा गया है। वर्ष २०१२ से २०१७ तक की इस योजना में शत-प्रतिशत प्रौढ़ साक्षरता के लक्ष्य के साथ स्वास्थ्य पर खर्च को सकल घरेलू उत्पाद के एक दशमलव तीन प्रतिशत से बढ़ाकर कम से कम दो से ढाई प्रतिशत करने का प्रस्ताव है।

सरकार, गरीबी रेखा से नीचे के परिवारों की सूची बनाने के लिए एक और सर्वेक्षण करायेगी। ग्रामीण विकास और पंचायती राज मंत्री विलासराव देशमुख ने संवाददाताओं से बातचीत में स्वीकार किया कि इस सूची में कई फर्जी नाम हैं और मौजूदा प्रणाली में खामियां हैं। उन्होंने बताया कि नया सर्वेक्षण इस वर्ष जून से शुरू किया जायेगा।

पश्चिम बंगाल विधानसभा के दूसरे चरण के चुनाव के लिए सभी तैयारियां पूरी कर ली गयी हैं। इस चरण में नादिया, मुर्शिदाबाद और बीरभूम जिलों के पचास निर्वाचन क्षेत्रों में कल वोट डाले जाएंगे। मतदान कर्मचारी अपने-अपने मतदान केन्द्रों के लिए रवाना हो गए हैं। ९३ लाख ३३ हजार से अधिक मतदाता दो सौ तिरानवे उम्मीदवारों के भाग्य का फैसला करेंगे। स्वतंत्र और निष्पक्ष मतदान के लिए सुरक्षा के पुख्ता इंतजाम किए गए हैं।

आध्रप्रदेश में कड़प्पा लोकसभा और पुलीवेनदुला विधानसभा सीट पर उपचुनाव का प्रचार धीरे-धीरे तेजी पकड़ रहा है। कल नाम वापस लेने की आखिरी तारीख के बाद कड़प्पा लोकसभा सीट पर कुल ४२ उम्मीदवार चुनाव मैदान में रह गए हैं जबकि पुलिवेनदुला सीट से २५ उम्मीदवार अपना राजनीतिक भाग्य आजमा रहे हैं। इन दोनों ही सीटों के लिए अगले महीने की आठ तारीख को वोट डाले जाएंगे।

उत्तर प्रदेश में पिपराइच विधानसभा सीट पर उपचुनाव के लिए १३ उम्मीदवार चुनाव मैदान में रह गए हैं। मतदान ८ मई को होगा। हमारे लखनऊ संवाददाता ने खबर दी है कि कांग्रेस ने अपना उम्मीदवार खड़ा नहीं किया है और वह समाजवादी पार्टी के उम्मीदवार को समर्थन दे रही है। सत्तारूढ़ बहुजन समाज पार्टी ने भी अपना उम्मीदवार खड़ा नहीं किया है क्योंकि वह पहले ही घोषणा कर चुकी है कि वह अगले विधानसभा चुनाव से पहले कोई उपचुनाव नहीं लड़ेगी। यह उपचुनाव राज्य के मंत्री जमुना प्रसाद निषाद की मृत्यु के कारण हो रहा है। श्री निषाद का पिछले वर्ष नवंबर में एक सड़क दुर्घटना में निधन हो गया था।

केन्द्र और राज्य सरकारों ने जन्म पूर्व शिशु लिंग परीक्षण पर रोक लगाने के लिए जांच समिति गठित करने और अल्ट्रासाउंड मशीनों के इस्तेमाल पर निगरानी रखने सहित कई कदम उठाने का फैसला किया है।
प्रधानमंत्री द्वारा इस बुराई को खत्म करने के लिए प्रभावी उपायों पर जोर देने के संदर्भ में यह महत्वपूर्ण है कि एक व्यापक नीति तैयार हो क्योकि यह नीति लागू करने में एक महत्वपूर्ण भूमिका होगी। इसलिए उन्हें सलाह दी गई है कि वे अल्ट्रासाउंड क्लिनिकों की गतिविधियों पर नजर रखने के लिए खासतौर पर सीमावर्ती राज्यों में इन मशीनों और क्लिनिकों का उचित पंजीकरण सुनिश्चित करें। राज्यों को केन्द्रीय महिला और विकास मंत्रालय से भी तालमेल रखना होगा। स्थानीय निकायों जैसे नगर पालिका से जनमत पंजीकरण प्रक्रिया को मजबूत बनाने की जरूरत है साथ ही इस मुददे पर जागरूकता अभियान की भी आवश्यकता है। विजय रैना के साथ कुलश्रेष्ठ कमल आकाशवाणी समाचार दिल्ली।

जम्मू-कश्मीर में एक हजार ७८८ नए पंचायत घर बनाने और एक हजार ६०३ मौजूदा पंचायत घरों की मरम्मत करने के लिए ४७२ करोड़ ४२ लाख रूपये रखे गए हैं। यह जानकारी जम्मू-कश्मीर के ग्रामीण विकास और पंचायत मंत्री अली मोहम्मद सागर ने एक उच्च स्तरीय बैठक में दी। उन्होंने बताया कि तीन स्तरीय पंचायत व्यवस्था लागू करने के लिए यह जरूरी हो गया है कि पंचायत इमारतों का निर्माण किया जाए। इन्हें अपना पंचायत घर नाम दिया जाएगा। उन्होंने अधिकारियों को इस संबंध में तेजी से काम करने को कहा, ताकि विभिन्न पंचायतों के लिए आवश्यक अतिरिक्त ढांचा उपलब्ध कराया जा सके। बैठक में बताया गया कि मनरेगा की तरफ से प्रत्येक नए पंचायत घर के निर्माण के लिए २० लाख रूपये और हर पंचायत घर की मरम्मत के लिए दो लाख रूपये उपलब्ध कराए जाएंगे। यह भी बताया गया कि जिन हल्क पंचायतों के पास जमीन नहीं है, वहां पंचायत घरों के निर्माण के लिए जमीन खरीदी जाएगी।

सिक्किम में उत्तरी सिक्किम जिले की बर्फीली पहाड़ियों में कल लापता हुए सेना के एक हेलीकॉप्टर में सवार चार सैन्य कर्मियों की मृत्यु हो गई हैे। हमारे संवाददाता ने बताया है कि सेना के बचाव दल ने व्यापक तलाशी अभियान चलाकर आज सुबह इनके शव बरामद कर लिये हैं।
कल दो लेफ्टिनेंट कर्नल सह पायलटों एक नये सूबेदार तथा एक नायक को लेकर पश्चिम बंगाल में सिलिगुडी के पास सेवा स्थित सेना के ठिकाने से नियमित उडान भरने के करीब एक घंटे बाद ही इस हेलिकॉप्टर का संचार संपर्क टूट गया था। दुर्घटना के शिकार हेलिकॉप्टर के मलबे का पता लगाने में कामयाब राहत दलों ने आज सवेरे अपना काम शुरू किया। विनय राज तिवारी आकाशवाणी समाचार गंगटोक।

आज सुबह मुम्बई से कोच्चि जा रहे एयर इंडिया के विमान से धुंआ निकलने के कारण इसके उड़ान भरने में देरी हुई। कोचीन अंतर्राष्ट्रीय हवाई अड्डे पर इस विमान को रनवे से अलग ले जाकर इसकी जांच की गई। इसलिए करीब डेढ़ घंटे बाद इसने उड़ान भरी। इस विमान में चालक दल के सदस्यों के अलावा ११५ यात्री सवार थे।

नागरिक उड्डयन महानिदेशालय- डीजीसीए पायलटों की भर्ती के लिए नई परीक्षा प्रणाली शुरु करेगा। आज नई दिल्ली में पत्रकारों से बातचीत में डीजीसीए के निदेशक भारत भूषण ने कहा कि नई प्रणाली आधुनिक और कम्पयूटरीकृत होगी। हालांकि उन्होंने ये नहीं बताया कि नई प्रणाली कब से शुरु होगी। विभिन्न एयरलाइंस में फर्जी लाइसेंस वाले पायलटों की भर्ती के मामले सामने आने के बाद नई प्रणाली शुरु करने का फैसला किया गया है। इनमें से कई पायलट हटा दिए गए हैं और उन्हें गिरफ्तार कर लिया गया है। इस सप्ताह के शुरु में डीजीसीए में हवाई सुरक्षा निदेशक आर एस पासी को पद से हटा दिया गया। यह अनुशासनात्मक कार्रवाई स्पाइस जैट द्वारा डीजीसीए प्रमुख भारत भूषण को लिखे पत्र के बाद की गई। पत्र में कहा गया था कि आर एस पासी की बेटी गरिमा पासी को विशेष परिस्थितियों में स्पाइस जैट एयरलाइन में पायलट की नौकरी दी गई।

सरकार भारतीय प्रौद्योगिकी संस्थानों सहित इंजीनियरिंग और प्रौद्योगिकी पाठ्यक्रमों में प्रवेश के लिए एक ही परीक्षा कराने पर विचार कर रही है। इस प्रस्तावित राष्ट्रीय योग्यता परीक्षा से सात लाख से अधिक छात्र-छात्राओं को हर वर्ष लाभ होगा। देश के विभिन्न इंजीनियरिंग कालेजों में प्रवेश की एक समान व्यवस्था और छात्रों के चयन के तौर-तरीकों पर फिर से विचार करने के लिए बनाई गई समिति ने कल मानव संसाधन विकास मंत्री कपिल सिब्बल को अपनी रिपोर्ट सौंपी। रिपोर्ट में कहा गया है कि एक ही परीक्षा करने से छात्रों पर मनोवैज्ञानिक और आर्थिक बोझ कम होगा तथा कोचिंग के बजाय बारहवीं कक्षा के परीक्षा परिणाम पर ज्यादा जोर दिया जाएगा। रिपोर्ट में कहा गया है कि इस समय छात्रों को विभिन्न इंजीनियरिंग कालेजों में प्रवेश के लिए डेढ़ सौ से अधिक परीक्षाएं देनी पड़ती हैं।

केंद्र ने पर्यटन और सत्कार क्षेत्र से संबंधित परियोजनाओं को तेजी से मंजूरी देने के लिए होटल विकास और संवर्द्धन बोर्ड बनाया है। उत्तराखंड के नरेंद्र नगर में उत्तर-मध्यवर्ती राज्यों के पर्यटन मंत्रियों के क्षेत्रीय सम्मेलन का उद्घाटन करते हुए केन्द्रीय पर्यटन मंत्री सुबोधकांत सहाय ने राज्य सरकारों से सत्कार क्षेत्र में निवेश को बढ़ावा देने के लिए ऐसी ही व्यवस्था कायम करने को कहा। श्री सहाय ने कहा कि देश में पर्यटन क्षेत्र के निरंतर विकास के लिए पर्यटकों की सुरक्षा बहुत महत्वपूर्ण है। आज नई दिल्ली में जारी प्रेस विज्ञप्ति में कहा गया है कि देश में पर्यटन के क्षेत्र में उत्साहजनक वृद्धि हुई है। २०१० में ५५ लाख से अधिक विदेशी पर्यटक यहां आए जो २००९ में आये पर्यटकों से करीब दस प्रतिशत अधिक है। श्री सहाय ने कहा कि उनके मंत्रालय ने रोजगार के अवसर पैदा करने के लिए हुनर से रोजगार योजना शुरू की है।

विदेश मंत्री एस एम कृष्णा ने कहा है कि भारत और नेपाल के बीच विशेष और अनूठा संबंध है। काठमांडू में भारतीय दूतावास परिसर में नई इमारत का उद्घाटन करते हुए श्री कृष्णा ने कहा कि भारत और नेपाल के संबंध बहुत ही रचनात्मक और सबसे नजदीकी हैं। उन्होंने कहा कि दोनों देशों के बीच ऐतिहासिक संबंध हैं और काठमांडू का पशुपतिनाथ मंदिर इसका प्रतीक है। श्री कृष्णा ने कहा कि नेपाल के विभिन्न राजनीतिक दलों के नेताओं के साथ उनकी बातचीत बहुत ही लाभकारी और सार्थक रही। श्री कृष्णा इस समय बीरगंज में हैं। जहां वे समन्वित सीमा चौकी और पीआरएन-१२० सड़क परियोजना की आधारशिला रखेंगे। इस समन्वित सीमा चौकी के निर्माण के लिए भारत ने ८६ करोड़ ९० लाख रूपए की सहायता दी है। पीआरएन-१२० सड़क परियोजना, तराई सड़क परियोजनाओं के पहले चरण का एक हिस्सा है जो ८०५ करोड़ रूपए की भारतीय सहायता के साथ बनाई जा रही है। इन परियोजनाओं का उद्देश्य भारत और नेपाल के बीच बेहतर संपर्क उपलब्ध कराना है ताकि दोनों देशों के लोगों के बीच संपर्क बढ़ सके और नेपाल के लोगों को ज्यादा आर्थिक अवसर उपलब्ध कराए जा सकें।

पाकिस्तान में उत्तरी वजीरिस्तान में एक परिसर पर अमरीकी ड्रोन हमले में २१ लोग मारे गये और कई अन्य घायल हो गये। मरने वालों में ३ महिलाए और ५ बच्चे शामिल हैं। मीडिया की खबरों में बताया गया है कि मीरनशाह से ४० किलोमीटर उत्तर पूर्व में स्पिनवाम में एक परिसर पर अमरीकी ड्रोन ने पांच मिसाइल दागे। १७ मार्च के बाद से उत्तरी वजीरिस्तान में ये पहला मिसाइल हमला हैं। १७ मार्च को हुए ड्रोन हमले में ३९ लोग मारे गये थे।

उधर कराची में कल जुआघर में विस्फोट में कम से कम १९ लोगों की मौत हो गई और ४५ लोग घायल हो गए। शहर के घास मंडी इलाके के इसी जुआघर में कुछ हथियारबंद लोगों ने हमला भी किया । पुलिस ने बताया कि विस्फोट रिमोंट कंट्रोल से किया गया और हमले के लिये जिहादी उग्रवादियों को जिम्मेदार ठहराया है।

आज की के दिन श्रद्धालु क्रिश्चन का उपवास समाप्त होता है। वेडन्सडे से आरंभ होकर चालीस दिनों तक चलने वाला यह उपवास गुडफ्राइडे और उसके बाद ईस्टर संडे के दिन समाप्त होता है। गोवा के कई गिरजाघरों में ईसामसीह को सूली पर चढाने को दर्शाया जाता है। ऐसा विश्वास है कि गुडफ्रांईडे को सूली पर चढाये जाने के दो दिन बाद ईस्टर संडे को ईसामसीह पुनर्जीवित हो गये थे।

झारखंड में प्राकृतिक और मानव जनित आपदाओं से निपटने के लिए एक प्रशिक्षित आपदा प्रबंधन बल गठित किया जाएगा। सरकारी सूत्रों ने हमारे रांची संवाददाता को बताया कि मुख्यमंत्री अर्जुन मुंडा ने आपदा की स्थिति में जानमाल की हानि को कम करने के लिए विशेष दल गठित करने के प्रस्ताव काो मंजूरी दे दी है। इस बल में लगभग १२ सौ कर्मचारी और कई निरीक्षक नियुक्त किए जाएंगे। राष्ट्रीय आपदा प्रबंधन प्राधिकरण की अनुमति मिलने के बाद इनकी भर्ती शुरू कर दी जाएगी। राज्य का आपदा प्रबंधन विभाग भी एक करोड़ रूपये का कोष बनाने पर सहमत हो गया है। इसका इस्तेमाल राहत और बचाव कार्यों के लिए किया जाएगा। इसके लिए अलावा संभावित आपदाओं की पूर्व सूचना देने के लिए चेतावनी प्रणाली भी लगाई जाएगी।

सरकार ने वीरता पदक विजेताओं को दी जाने वाली राशि में तीन गुना बढ़ोतरी की है। रक्षा मंत्रालय के आदेश के अनुसार परमवीर चक्र विजेता को अब १० हजार रूपये प्रति माह, महावीर चक्र विजेता को पांच हजार और वीर चक्र विजेता को साढे तीन हजार रूपये प्रतिमाह दिए जाएंगे। मंत्रालय के अधिकारियों ने कहा है कि कीर्ती चक्र विजेता को साढ़े चार हजार और शौर्य चक्र विजेता को तीन हजार रूपये मिलेंगे। इससे पहले मई २००८ में इस राशि में बढ़ोतरी की गई थी।

कर्नाटक सरकार ने विशिष्ट पहचान पत्र- यूआईडी योजना लागू करने के लिए बंगलौर में एक अस्थायी डाटा सेंटर बनाने के वास्ते १३९ करोड़ रूपये मंजूर किए हैं। राज्य के उच्च शिक्षा मंत्री वी एस आचार्य ने संवाददाताओं को बताया कि मुख्यमंत्री बी एस येडियुरप्पा की अध्यक्षता में हुई मंत्रिमंडल की बैठक में यह फैसला किया गया। यूआईडी योजना राज्य के दो जिलों में प्रायोगिक तौर पर शुरू की गई थी। बाद में इसे आठ जिलों में लागू किया गया। अब इसे और २० जिलों में शुरू किया जाएगा।

सुप्रसिद्ध हिन्दुस्तानी गायक पंडित माधव गुडी का आज सुबह धारवाड़ में निधन हो गया। वे बीमार चल रहे थे। ६९ वर्षीय माधव गुडी, स्वर्गीय पंडित भीमसेन जोशी के शिष्य थे। संगीत की दुनिया में उनके योगदान के लिए उन्हें कई पुरस्कारों से नवाजा गया, इनमें राज्योत्सव प्रशस्ति, संगीत नाटक अकादमी पुरस्कार, महाराष्ट्र का यशवंत राव चव्हाण पुरस्कार शामिल हैं। वे आकाशवाणी के ÷ए'श्रेणी के कलाकार थे।

Prime Minister Dr. Manmohan Singh has said that the 12th Plan objective must be faster, more inclusive and sustainable growth. He was addressing the full Planning Commission meeting in New Delhi yesterday.Outlining the need to identify critical areas where existing policies and programmes are not delivering results, Dr. Singh called for strengthening or even restructuring them. He said, the country needs to tackle new challenges which call for new initiatives.
The Prime Minister specifically asked the Commission to examine challenges relating to energy, water and urbanisation which are likely to become more severe. He asked the Planning Commission and Finance Ministry to work in close cooperation on the availability of resources for the 12th Plan, consistent with the objective of ensuring fiscal viability.Dr. Manmohan Singh said, in a scenario of resource constraint, focus must be on efficiency of resource utilisation as well as supplementing public resources with private investment. He said that monetary targets should be set to different dimensions of inclusiveness.
The Prime Minister also urged the Commission to prepare estimates of poverty based on the latest data and make them available for public discussion as soon as possible. He said, despite severe drought and global economic slow down, the 11th Plan will end with 8.2 per cent GDP growth which is short of 9 per cent target but it is a commendable achievement.

All the four persons on board an Army helicopter which went missing in Sikkim yesterday are dead. Army rescue teams after after a massive search operation recovered the bodies this morning in the snow clad hills of North Sikkim district. More from Our Gangtok correspondent:(
“The bodies were recovered in Yume Samdong area from around three thousand metres deep gorge ,some thirty two kilometres from Lachung, near the Indo-China border. The high altitude area now lies under a thick blanket of snow and is covered with dense forests. The search operations had to be abandoned due to an inclement weather last evening.The rescue teams, who had succeded in locating the wreckage of the chopper, resumed their operations in the morning today.The chopper with two Leutinent Colonels-cum-Pilots,one Naib Subedar and one Naik on board had snapped its communication links about an hour after taking off from Sevoke Army base near Siliguri in West Bengal during a routine sortie. In West Bengal, the stage is set for the second phase of Assembly elections tomorrow. The polling will take place in 50 seats covering Murshidabad, Nadia and Birbhum districts. Arrangements for holding the elections are almost completed. Poll workers have already left for their destinations. Over 93 lakh 33 thousand voters will decide the fate of 293 candidates. 11 thousand 5 hundred 31 polling booths have been set up in the three districts. In Andhra Pradesh, the Election Commission has appointed two more central observers for Kadapa Lok Sabha bye election to be held on 8th of next month. Our correspondent reports that this is in addition to the six central observers already appointed for the bye elections being held for Kadapa Lok Sabha and Pulivendula Assembly segments.
Taking measures to ensure free and fare poll during the bye-election for Kadapa Lok Sabha and Pulivendula Assembly segments, the Election Commission of India has appointed the highest number of observers in a Parliamentary Constituency. According to the state Chief Electoral Officer, Bhanwarlal, this is the first time that the Commission has appointed 8 observers for single constituency in the state. Explaining the reasons, the CEO said the recent seizer of huge amount of unaccounted cash to a tune of 1.73 crore rupees might have warranted the commission to appoint many observers. The history of Kadapa Lok Sabha constituency and a series of complaints against the Ruling Congress party and Opposition Telugu Desam over misuse of power and also against the newly formed YSR Congress party over misuse of money might have led to appoint several observers.

In Jammu and Kashmir an amount of 472.42 crore rupees has been earmarked for the construction of 1788 new Panchayat Ghars and repairing 1603 existing ones . The Centre and State governments have decided on a slew of measures, including monitoring the use of ultrasound machines and setting up state inspection committees to check pre-natal sex determination. The decisions were taken at a meeting in New Delhi chaired by the Union Health Secretary K Chandramouli and attended by senior health ministry officials of 17 states and Union Territories. Alarmed over the declining child-sex ratio in the country , the Health Secretary said he would soon be taking up the matter with Chief Secretaries of the states to involve the district administration for the enforcement of the law. Official sources said among the other issues discussed in the meeting were identification and mapping of districts to find reasons for the skewed child sex-ratio and interstate coordination mechanism for regulating activities of ultrasound (USG) clinics in border districts . The Directorate General of Civil Aviation, DGCA will introduce a new system of examination for recruiting pilots. Talking to reporters in New Delhi today, DGCA Chief Bharat Bhusan said that the new system will be modernized and computerized. However ,no time frame has been given for putting the new system in place. The decision comes in the wake of incidents of several pilots having fake ceritificates recruited in several airlines coming to the fore. Many such pilots have been removed and arrested. Early this week ,the controversial Director of air safety at the DGCA, R.S. Passi, was removed from his position. The disciplinary action was taken after SpiceJet wrote to DGCA chief Bharat Bhushan that Passi's daughter, Garima Passi, got a job as a pilot with the airline under extraordinary circumstances.

Chief Election Commissioner S Y Quraishi has said India will provide Electronic Voting Machines, EVMs to Egypt gearing up for a democratic process after the ouster of Hosni Mubarak. Talking to reporters after a meeting with the Egyptian Minister of Justice and Communication Mr. Quraishi, said India is ready to offer all its experience to the budding democracy in Egypt. Accompanied by a five-member team, the Chief Election Commissioner, is on a five-day visit to Egypt to apprise top officials in the country about India's electoral system and the usage of EVMs. Egypt's military rulers had last month announced an interim constitution and said, presidential elections would be held by November.

In Pakistan, 21 people were killed while several others injured in a US drone attack today on a compound in North Waziristan. The dead included three women and five children. Media reports said US drones fired five missiles on a compound in Spinwam, 40 kilometres northeast of Miranshah. It was the first missile strike to hit North Waziristan since March 17 when a drone attack killed 39 people, including many civilians, causing a diplomatic furore.

The Centre has constituted a Hotel Development and Promotion Board to facilitate the speedy clearance of the projects related to tourism and hospitallity sector. Revealing this while inaugurating a Regional Conference of Tourism Ministers of North Central States in Narendra Nagar of Uttarakhand, the Union Tourism Minister Subodh Kant Sahay asked the State Governments to evolve a similar mechanism to encourage investment in the hospitality sector. Mr. Sahay said tourist safety and security is the key for sustainable development of tourism in the country. An official press release issued in New Delhi said that India is witnessing an encouraging growth with foreign tourist arrivals of more than five and a half million in 2010. The Government has increased monetary allowances to gallantry medal awardees by three fold. As per the Defence Ministry order, a Param Vir Chakra awardee will now get 10,000 rupees per month as against the earilier 3,000 rupees. Similarly, Maha Vir Chakra and Vir Chakra awardees will be entitled to 5,000 rupees and 3,500 rupees per month respectively. The allowances for Kirti Chakra and Shaurya Chakra have been raised to 4,500 rupees and 3,000 rupees from 2,100 rupees and 1,500 rupees respectively.

The health condition of Sri Satya Saibaba continues to be very critical. Stating that his heart rate and blood pressure continue to be low, Dr Safaya said vigorous efforts are being made to improve his health condition. He further said the over all clinical state of health has no change since yesterday. Dr Safaya added that respiration continued to be supported by a ventilator while Saibaba has been put on dialysis.

In Pakistani, Taliban fighters attacked a checkpoint in the North-western region killing 14 soldiers .Several others have sustained injuries. Officials said hundreds of militants stormed the post in Jandulmayar area of lower Dir last night , close to the tribal areas where the Taliban and Al-Qaida fighters are sheltered. Sources said,heavy weapons are being used in the operation , adding that the local people have begun to shift to safer places.

Noted Hindustani singer Pandit Madhava Gudi passed away at Dharwad this morning due to illness. 69 year old Madhava Gudi was a disciple of late Pandit Bhimsen Joshi. He had received several awards like Rajyotsava Prashasti, Sangita Nritya Academy award, Maharashtra"s Yashwanta rao Chowhan award for his contribution made to the world of music. He was an Artist with Akashavaani and mesmerised the audience with his musical acumen.
