 कांग्रेस महासचिव राहुल गांधी को कल रात उत्तर प्रदेश पुलिस ने किसान आंदोलन का केंद्र बने भट्टा पारसोल गांव से गिरफ्तार कर लिया और बाद में उन्हें रिहा कर दिया। श्री गांधी को शांति भंग करने के आरोप में कल रात करीब ग्यारह बजे - सीआरपीसी की धारा १५१ के तहत गिरफ्तार करके कासना पुलिस स्टेशन ले जाया गया। श्री गांधी कांग्रेस महासचिव दिग्विजय सिंह, कांगेस  की उत्तर प्रदेश इकाई की अध्यक्ष रीता बहुगुणा जोशी और अन्य पार्टी नेताओं के साथ आंदोलनकारी किसानों की मांगों के समर्थन में धरना दे रहे थे। किसान एक्सप्रेसवे परियोजना के लिए राज्य सरकार की भूमि अधिग्रहण प्रक्रिया के खिलाफ आंदोलन कर रहे हैं।
 उत्तर प्रदेश पुलिस ने आज तड़के श्री गांधी को डीएनडी एक्सप्रेसवे के रास्ते दिल्ली लाने के बाद सराय कालेखां बस अड्डे पर छोड़ दिया।
 श्री राहुल गांधी ने कासना में संवाददाताओं को बताया कि उनकी हिरासत के बारे में उन्हें कोई दस्तावेज नहीं दिया गया। श्री गांधी ने कहा कि उन्हें गैर कानूनी ढंग से गिरफ्तार किया गया और वह किसानों के समर्थन में संघर्ष जारी रखेंगे।

 उधर, कल देर रात लखनऊ में एक संवाददाता सम्मेलन में उत्तर प्रदेश के कैबिनेट सचिव शशांक शेखर सिंह ने कहा कि भट्टा पारसोल गांव में स्थिति शांतिपूर्ण है और वहां का माहौल खराब करने की कोशिश की गई।

 हमारे संवाददाता ने खबर दी है कि भट्टा पारसौल में कल रात की घटना के बाद राजनीतिक माहौल गरमा गया है।

 कांग्र्रेस और भारतीय जनता पार्टी ने भट्टा पारसौल गांव में हुई गोलीबारी की न्यायिक जांच कराए जाने की मांग की है। शनिवार को उत्तर प्रदेश के गौतमबुद्ध नगर के इस गांव में हुई इस घटना में चार लोग मारे गए थे। कांग्रेस महासचिव दिग्विजय सिंह ने भट्टा पारसौल गांव में पत्रकारों से कहा कि किसी सेवानिवृत्त न्यायाधीश से इस घटना की जांच कराई जानी चाहिए।
 उधर, भारतीय जनता पार्टी के वरिष्ठ नेता उत्तर प्रदेश के पूर्व मुख्यमंत्री राजनाथ सिंह ने भी यह मांग करते हुए कहा है कि केन्द्र सरकार को नया भूमि अधिग्रहण कानून बनाना चाहिए और तब तक किसी जमीन का अधिग्रहण नहीं होना चाहिए।

 इस बीच, कांग्रेस महासचिव राहुल गांधी की सुरक्षा में गंभीर खामी की घटना हुई है। कासना पुलिस थाने में उनके पास खड़े एक युवक को देसी पिस्तौल के साथ कल रात गिरफ्तार किया गया। पुलिस ने उससे पिस्तौल जब्त कर ली। लेकिन उसका नाम नहीं बताया। श्री राहुल गांधी को जब कासना पुलिस थाने ले जाया गया तो ये युवक भीड़ में उनके करीब खड़ा था। बाद में इस युवक को राहुल गांधी की सुरक्षा कर रहे एस पी जी को सौंप दिया गया।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह काबुल में अफगानिस्तान के राष्ट्रपति हामिद करजई के साथ मुलाकात के दौरान इस क्षेत्र में विकास गतिविधियों और आतंकवाद से संघर्ष सहित आपसी हित के अनेक मुद्दों पर चर्चा करेंगे। काबुल रवाना होने से पहले एक वक्तव्य में प्रधानमंत्री ने कहा है कि भारत अफगानिस्तान की घटनाओं से अछूता नहीं रह सकता। उन्होंने कहा कि शांति स्थिरता और सुलह सफाई के लिए अफगान जनता की कोशिशों को इस क्षेत्र के सभी देशों और अंतर्राष्ट्रीय समुदाय का पूरा समर्थन मिलना जरूरी है।
 प्रधानमंत्री ने जोर देकर कहा कि अगर इस क्षेत्र में तरक्की होनी है और इसे आगे बढ़ना है तो अफगानिस्तान को अपने पुनर्निर्माण में सफल होना ही होगा। डॉक्टर सिंह ने तमाम चुनौतियों के बावजूद अफगानिस्तान की जनता की मदद के लिए भारत का संकल्प दोहराया। उन्होंने कहा कि भारत ने अफगानिस्तान को करीब डेढ़ अरब डॉलर की विकास सहायता देने का वायदा किया है।
 डॉक्टर मनमोहन सिंह पहले अफगान राष्ट्रपति के साथ अकेले बातचीत करेंगे और उसके बाद प्रतिनिधिमण्डल स्तर की वार्ता होगी। हमारे संवाददाता ने खबर दी है कि प्रधानमंत्री यात्रा के दौरान राजधानी काबुल में सुरक्षा कड़े इंतजाम किये गये हैं।

 गृहमंत्री पी. चिदंबरम ने कहा है कि एन.एस.सी.एन.आई.एम. गुट सहित पूर्वोत्तर के विभिन्न उग्रवादी संगठनों से चल रही केंद्र की बातचीत से क्षेत्र में स्थायी समाधान का रास्ता निकलेगा। कल मणिपुर के उखरूल जिला मुख्यालय में नवनिर्मित मिनी सचिवालय भवन का उद्घाटन करते हुए उन्होंने कहा कि सभ्य लोकतांत्रिक समाज में हिंसा के लिए कोई स्थान नहीं है।
 श्री चिदंबरम ने कहा कि केंद्र मुख्यमंत्री से सलाह करके एक महीने में  राज्य सरकार और यूनाइटेड नगा कौंसिल के बीच अगले दौर की बातचीत कराने का प्रयास करेगा।

 भारतीय रिजर्व बैंक ने कहा है कि भारत में कारोबार कर रहे सभी विदेशी बैंकों में बैंकिंग नियमन और बैेंकिंग से जुड़े अन्य नियमों के किसी भी उल्लंघन के लिए उनके मुख्य कार्यकारी अधिकारी जिम्मेदार होंगे। मुम्बई में जारी एक अधिसूचना में रिजर्व बैंक ने कहा कि ऑडिट प्रक्रिया, निरीक्षण रिपोर्ट की समीक्षा और उनके कार्यान्वयन के लिए मुख्य कार्यकारी अधिकारी जवाबदेह होंगे। यह अधिसूचना प्रमुख विदेशी बैंकों की शाखाओं में धोखाधड़ी की खबरों को देखते हुए जारी की गई है।

 असम, केरल, पुड्डुचेरी, तमिलनाडु और पश्चिम बंगाल विधानसभाओं के चुनाव परिणाम कल दोपहर तक मिल जाने की संभावना है। मुख्य निर्वाचन आयुक्त एस.वाई कुरैशी ने कल नई दिल्ली में बताया कि कल सुबह आठ बजे से शुरू होने वाली मतगणना के लिए तीन स्तरीय सुरक्षा प्रबंध किए गए हैं। उन्होंने कहा कि किसी भी तरह की गड़बड़ी को रोकने के लिए पूरी प्रक्रिया की वीडियोग्राफी की जाएगी। श्री कुरैशी ने बताया कि असम में एक सौ बयालीस, केरल में एक सौ चालीस, पुड्डुचेरी में ग्यारह, तमिलनाडु में दो सौ चौंतीस और पश्चिम बंगाल में तीन सौ बारह केंद्रों में वोटों की गिनती की जाएगी।

 निर्वाचन आयोग ने पश्चिम बंगाल विधानसभा चुनाव के लिए मतगणना के वास्ते ३१२ पर्यवेक्षक नियुक्त किये हैं। हमारे संवाददाता ने बताया है कि पूरे राज्य में ८७ मतगणना केंद्र बनाए गये हैं।

 उधर चेन्नई से हमारे संवाददाता ने खबर दी है कि कल होने वाली मतगणना के लिए सुरक्षा के पुख्ता इंतजाम किये गये हैं।

 सरकार ने वर्ष २०१० के दौरान कर के रूप में  सात लाख ९० हजार करोड़ रुपये अर्जित किए जबकि मौजूदा वित्त वर्ष के दौरान ७४ हजार करोड़ रूपये लौटाए गए।  वित्त मंत्री प्रणब मुखर्जी ने बताया कि शुरूआती लक्ष्य सात लाख ४५ हजार करोड़ था लेकिन टैक्स के रूप में करीब सात     लाख नब्बे हजार करोड़ रुपये मिले। केंद्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष सुधीर चंद्र को लिखे प्रशंसापत्र में वित्त मंत्री ने कहा कि करों के रूप में अर्जित की गई राशि से हमारे वित्तीय प्रोत्साहन के प्रयास मजबूत होंगे, जो देश की अर्थव्यवस्था के विकास में महत्वपूर्ण भूमिका निभाएंगे।

 केन्द्रीय पर्यावरण और वन मंत्री जयराम रमेश ने कहा है कि केन्द्र सरकार संसद के मानसून सत्र में स्वतंत्र परमाणु नियामक की स्थापना के बारे में एक विधेयक पेश करेगी। कल मुंबई में टाटा सामाजिक विज्ञान संस्थान में ७१वें दीक्षांत समारोह के बाद पत्रकारों से बातचीत में श्री रमेश ने महाराष्ट्र के जैतापुर में प्रस्तावित परमाणु संयंत्र के बारे में पर्यावरण संबंधी मंजूरी के बारे में अपने मंत्रालय का रूख भी स्पष्ट किया।

Congress General Secretary Rahul Gandhi was arrested last night by the UP police at Bhatta Parsaul, the epicentre of the farmers' agitation in Uttar Pradesh and later released.  He was arrested under Sec 151 CrPC for breach of peace at around 11 pm and was taken to the Kasna police station.  Rahul Gandhi was on a dharna along with another Congress General Secretary Digvijay Singh, UP Congress Chief Rita Bahuguna Joshi and other party leaders in support of farmers demands who are agitating against the state's land acquisition process for an expressway project.  Rahul Gandhi was finally escorted back to Delhi by the UP police through the DND expressway and left at the inter-state bus terminus at Sarai Kale Khan in New Delhi in the wee hours this morning. 
Rahul Gandhi told newspersons at Kasna that no papers regarding their detention were given to them.  He said their detention was illegal and they will continue to fight for the cause of the farmers. Our correspondent has filed this report:
A high voltage drama continued last night after the police picked up AICC general secretary Rahul Gandhi and other party leaders from the protest site and took them to Police station in Gautam Budhha Nagar. There was fierce verbal war between congress activists and police following which Mr Gandhi was released. Meanwhile, in Lucknow the Chief Minister Mayawati placed the ball in the Centre’s court saying that the land acquisition act is Union’s subject and if it feels it is inappropriate it should replace it with a new law. In a major breach in Rahul Gandhi's security, a youth armed with a country made pistol and standing close to the Congress leader was detained last night at Kasna police station.  The youth, whose identity was not immediately disclosed, was handed over to the Special Protection Group guarding Rahul Gandhi.

The Congress and the BJP have demanded a judicial inquiry into the firing incident in Bhatta Parsaul Village of Gautam Buddha Nagar in Uttar Pradesh on Saturday in which four people were killed.  Congress General Secretary Digvijay Singh told reporters at Bhatta Parsaul village that a judicial inquiry by a retired judge should be held into the incident. Demanding the enquiry, senior BJP leader and former UP Chief Minister Rajnath Singh told a Press Conference that the Centre should bring a new Land Acquisition Act and till then no land should be acquired.

Wide ranging talks of mutual concern including development in the region and fight against terrorism are likely to dominate the agenda when Prime Minister Dr. Manmohan Singh meets Afghan President Hamid Karzai  in Kabul.  In his departure statement, the Prime Minister noted that India cannot remain unaffected by developments in Afghanistan. He said that the quest of the Afghan people for peace, stability and reconciliation needs the full support of all countries in the region and the international community.
The Prime Minister asserted that if the region has to prosper and move ahead, Afghanistan must succeed in rebuilding itself.  Dr. Singh reiterated India's commitment to assist the people of Afghanistan against all odds.  He said that India's development assistance commitment to Afghanistan is about 1.5 billion U.S. dollars.
Dr. Singh is scheduled to hold one-to one talks with Afghan President Hamid Karzai followed by delegation level talks. Our correspondent has filed this report:
This will be the second visit of Dr. Singh to Afghanistan and comes days after killing of Al-Qaeda leader Osama Bin Laden. Both India and Afghanistan have sought to expose Pakistan complicity in harboring terrorism on its soil and the matter will come again for discussion between the two leaders. Afghan government is pushing for peace process with Taliban-led groups and India would like to make it clear that any such effort should not harm the historical and friendly ties between the countries. Prime minister will announce another aid package for reconstruction of war-torn country which will include financing of small development projects and scholarship schemes. Both leaders are expected to sign a joint declaration on strengthening the bilateral relations and way forward for peaceful Afghanistan.  Santosh Kumar for AIR News, Kabul.

All arrangements have been put in place for counting of votes in five states of Assam, Kerala, Puducherry, Tamil Nadu and West Bengal tomorrow. Most of the results are expected by noon. Speaking to reporters in New Delhi, Chief Election Commissioner S.Y. Qureshi said an elaborate three tier security arrangement has been put in place for the counting of votes which would start at 8 A.M.

In West Bengal, Election Commission has appointed 312 observers for  counting of votes. Altogether 87 counting centers have been set up throughout the state. More from our correspondent:
Three-tier security arrangements have been made in and around all the counting centres.  Besides state police, 75 companies of Central Para Military Force have been deployed for this purpose.  The Election Commission has appointed one observer for each counting hall in 87 centres.  In an unprecedented step the Commission has also decided to keep 144 Companies Central Para Military Forces till 23rd of this month to deal with any post poll violence.  Meanwhile, State Election Department has called an all party meeting today on the subject.  With Sunil Shukla, Arijit Chakraborty, AIR News, Kolkata.

The Reserve Bank of India has issued a notification stating that the Indian Chief Executive Officers of all foreign banks functioning in the country would be held responsible for non-compliance of any regulatory and statutory banking norms. The notification also states that the CEO will be answerable for the audit process, review of the inspection reports and their compliance. The notification comes amid reports of fraud in branches of leading foreign lenders like Citibank and Standard Chartered Bank. 34 foreign banks including global leaders like HSBC and Deutsche Bank are operating in India.

In one of the biggest financial frauds in decades, a Court in New York has convicted a  well-known financier, Raj Rajaratnam of insider trading.   The prosecution evidence relied largely on intercepted phone calls with some of the  senior executives on Wall Street. The Government argued that he made more than 60 million dollars illegally by trading  on confidential information.   Mr. Raj Rajaratnam claimed he  was only using the information open to the public. The jury was not convinced and if he loses his appeal, he faces upto 20 years in prison.

Environment and Forest Minister Jairam Ramesh has said that the Centre plans to introduce a bill to create an independent nuclear regulator in the upcoming Monsoon Session of the Parliament.  He said, the environmental clearance was given to Jaitapur nuclear power plant in Maharashtra keeping in mind the suitable environmental conditions there.  He was addressing a press conference in Mumbai yesterday after the 71st convocation of the Tata Institute of Social Sciences. Mr. Ramesh said, for its overall development, India will have to depend largely on coal, hydel and nuclear power for the next 2-3 decades.

Two earthquakes  in less than two hours struck north-eastern Spain killing at least ten people.  The quake with a magnitude of 5.2 was the most serious to hit Spain in about 50 years.  Several buildings were damaged  near the town of Lorca.  The  centre of the town has been seriously damaged.  A regional Government official said the bell tower of a church came crashing down the ground.

The US Agency, CIA says, it plans to allow members of  four US Congressional committees to  view photographs of Osama bin Laden's  body, eleven days after he was killed  in a raid by US commandos in Pakistan.   So far, the US authorities have been saying that the pictures were too gruesome to be made public. Osama bin Laden was shot in the face and the chest in the raid on the 1st of this month.

The leader of al-Qaida in the Arabian Peninsula has warned the United States of more attacks in retaliation for last week's killing of Osama bin Laden in Pakistan. In a statement posted on the Internet, Yemen-based Nasser al-Wahishi said the US should not think that the matter will be over with bin Laden's killing.

India will take on New Zealand in Sultan Azlan Shah hockey tournament at Ipoh in Malaysia today.
India yesterday lost to Pakistan One-Three.  India now have seven points from five matches in the seven-nation round-robin tournament. Pakistan have collected nine points from the same number of encounters. In other matches,  New Zealand defeated hosts Malaysia 3-2, while Australia emerged victorious against South Korea 4-2.

Iran says Russia has delivered a new shipment of nuclear fuel to it for use at the Bushehr nuclear power plant. Iran's nuclear agency spokesman  told newsmen that  about 30 tonnes of uranium fuel rods had been sent to Iran by plane over the last week.  The Russian built power plant in Iran has been in controversy. The United States and its allies accuse Iran of using its  nuclear projects to develop weapons. Iran  denies this and says their sole aim is to produce electricity.

 प्रधानमंत्री डा मनमोहन ंिसंह अफगानिस्तान की दो दिन की यात्रा पर आज काबुल पहुंच गये हैं, जहां वे आतंकवाद, क्षेत्रीय विकास और युद्धग्रस्त अफगानिस्तान के पुनर्निर्माण कार्य में भारतीय सहायता को और तेज करने के विभिन्न उपायों पर चर्चा करेंगे। काबुल हवाई अड्डे पर अफगानिस्तान के विदेश मंत्री ज+ालमे रसूल, रक्षा मंत्री अब्दुल रहीम वारदक और वरिष्ठ अधिकाारियों ने डॉक्टर मनमोहन सिंह का स्वागत किया। हमारे संवाददाता ने खबर दी है कि डॉक्टर सिंह, छह साल बाद अफगानिस्तान का दौरा कर रहे हैं। इससे पहले उन्होंने २००५ में अफगानिस्तान की यात्रा की थी।

 उत्तरप्रदेश की मुख्यमंत्री सुश्री मायावती ने ग्रेटर नोएडा के भट्टा परसौल की घटना को विपक्ष की साजिश बताया है। आज लखनऊ में संवाददाताओं से बातचीत में सुश्री मायावती ने कहा कि भट्ठा परसौल में किसानों के मुआवजे का मामला बहुत पहले ही हल हो चुका है, लेकिन विपक्ष ने गावं के शरारती तत्वों की सांठगांठ से हिंसा भड़काकर इसको एक मुद्दा बना दिया है। उन्होंने फिर कहा कि भट्टा परसौल की घटना का किसानों के मुआवजा से कोई लेना-देना नहीं है।

 वहां के किसानों की जमीन के मुआवजे के विवाद से जोड़कर उत्तरप्रदेश में पूरे देश की जनता को गुमराह किया जा रहा है। साथ ही भट्टा परसौल गांव की  जमीन के बारे में यह भी षडयंत्र के तहत गलत प्रचार किया जा रहा है। इस गांव के किसानों के जमीन यमुना व गंगा एक्सप्रेस-वे  के लिए उनकी कंपनियों को दे दी है।
 विपक्ष पर प्रहार करते हुए सुश्री मायावती ने कहा कि भारतीय जनता पार्टी भी छह वर्ष तक केन्द्र में सत्ता में रही लेकिन कांग्रेस ने और न ही भारतीय जनता पार्टी ने भूमि अधिग्रहण की राष्ट्रीय नीति तैयार की। उन्होंने कहा कि उनकी पार्टी और सरकार ने केन्द्र को इस संबंध में उचित कानून बनानें के लिए कई बार खत लिखे।
 मायावती ने  कहा कि केन्द्र ने रायबरेली की रेल कोच फैक्ट्री के लिए अध्रिग्रहीत भूमि का मुआवजा किसानों को अभी तक नहीं दिया है। उन्होंने विपक्ष से अपील की कि वे भूमि अधिग्रहण के लिए नया कानून बनाने के मुद्दे को उठाये। उनकी पार्टी भी इस मामले में उनका साथ देंगी।
 हमारे संवाददाता ने खबर दी है कि भट्टा परसौल के ग्रामीणों पर कथित अत्याचार के खिलाफ  विपक्ष की लगभग सभी पार्टियां और कुछ किसान संगठन उठ खड़े हुये है।

 राष्ट्रीय महिला आयोग की कार्यकारी अध्यक्ष यासमीन अबरार ने ग्रेटर नोएडा में भट्टा परसौल गांव में महिलाओं पर कथित पुलिस अत्याचार की सीबीआई से जांच की मांग की है। गांव का दौरा करने के बाद उन्होंने कथित पुलिस अत्याचार को दुर्भाग्यपूर्ण बताया। उन्होंने कहा कि कुछ महिलाओं ने शिकायत की है कि पुलिस ने उनकी शारीरिक प्रताड़ना की। सुश्री अबरार ने कहा कि अगर राज्य सरकार सीबीआई जांच का आदेश नहीं देती तो आयोग इस बात को उठायेगा।

  असम, केरल, पुड्डुचेरी, तमिलनाडु और पश्चिम बंगाल में विधानसभा चुनाव की कल होने वाली मतगणना के लिए सभी इंतज+ाम कर लिए गए हैं। मुख्य निर्वाचन आयुक्त एस.वाई कुरैशी ने कल नई दिल्ली में बताया कि वोटों की गिनती शुक्रवार को सुबह आठ बजे शुरू होगी। इसके लिए तीन स्तरीय सुरक्षा प्रबंध किए गए हैं। चुनाव परिणाम शुक्रवार दोपहर तक मिल जाने की संभावना है।

 पश्चिम बंगाल में ८७ केन्द्रों पर मतगणना होगी। निर्वाचन आयोग ने सभी केन्द्रों पर एक-एक पर्यवेक्षक की नियुक्ति की है।
 राज्यपाल एम के नारायणन ने आज दोपहर राज्य के मुख्य सचिव, गृह सचिव और पुलिस महानिदेशक के साथ कानून और व्यवस्था की स्थिति की समीक्षा की।

चुनाव परिणाम के बाद उभरने वाले संभावित राजनैतिक ध्रवीकरण और सरगर्म राजनैतिक अकारण को देखते हुए आयोग द्वारा बुलाई गई सर्वदलीय बैठक इस दिशा में उठाया गया एक सही और महत्वपूर्ण कदम है। राज्य के राजपाल एन.के नारायणन्‌ ने भी मुख्य सचिव, गृहसचिव और पुलिस महानिदेशक के साथ कानून व्यवस्था और इसे बनाये रखने के लिए उठाये गये कदमों की समीक्षा की है। इस बीच राज्य में मतगणना की सारी व्यवस्थायें पूरी कर ली गई है। और इसके लिए सुरक्षा के व्यापक प्रंबंध किये गये है। सुनील शुक्ल, आकाशवाणी समाचार, कोलकाता।
 केरल में १४ जिलों में ६४ मतगणना केन्द्रों पर मतगणना के सभी इंतजाम कर लिये गए हैं। पिछले महीने की १३ तारीख को राज्य में ईवीएम के जरिये मतदान हुए थे।

 राज्य में सत्ता की बागडोर के लिए अटकलों का दौर कल खत्म हो जायेगा। इस बीच चुनाव आयोग ने एन.आई.सी के सहयोग से मतगणना के त्वरित रूझान और चुनावी नतीजों के लिए समूचे प्रदेश में व्यापक बंदोबस्त किये है। आयोग के अनुसार मतगणना के शुरूआती दौर में ही जहां रूझान मिलने की उम्मीद है, वहीं दोपहर तक तस्वीर पूरी तरह साफ हो जाने की उम्मीद है। चुनावी सर्वेक्षणों में ज्यादातर सर्वे राज्य में कांग्रेस नेतृत्व वाले यू.डी.एफ. को बढ़त मिलने की संभावना  व्यक्त कर रहे हैं लेकिन कुछ सियासत दो वाममोर्चे के नेतृत्व वाले एलडीएफ को एक बार फिर सत्ता में वापसी की संभावना व्यक्त कर रहे है। ऐसे में, अगले पांच वर्षो के दौरान सूबे में सत्ता किसके हाथ होगी, फिलहाल यह लाख टके का सवाल है।

 डी एम के सांसद और तमिलनाडु के मुख्यमंत्री एम करूणानिधि की बेटी कनिमोडी आज चेन्नई में आयकर अधिकारियों के सामने पेश हुई। आयकर विभाग ने उन्हें पेश होने के लिए सम्मन भेजा था। सुश्री कनिमोडी उप निदेशक-जांच, रामकृष्ण बांदी के सामने पेश हुईं और टू-जी स्पेक्ट्रम आवंटन घोटाले के बारे में आयकर विभाग द्वारा मांगे गए स्पष्टीकरणों का जवाब दिया। सरकारी सूत्रों ने कहा है कि कलइंग्नार  टी वी द्वारा एक कंपनी के साथ कथित रूप से दो सौ करोड़ रूपये के लेनदेन के बारे में भी पूछताछ की गई। सूत्रों ने भी कहा है कि शरद कुमार सहित कलइंग्नार टी वी के दो अन्य निदेशकों को भी सम्मन जारी किए हैं।

 मुम्बई के एक सत्र न्यायालय ने विदेशी बैंकों में काला धन जमा करने और कर चोरी के आरोपी हसन अली खान की न्यायिक हिरासत की अवधि कल तक बढ़ा दी। हसन अली के वकील आई पी बगाडिया ने न्यायालय को बताया कि उनका मुवक्किल सुनवाई के लिए नहीं आ सकता। न्यायालय ने मामले की सुनवाई कल तक स्थगित कर दी। कल ही हसन अली की जमानत याचिका पर भी सुनवाई होगी। ५३ वर्षीय हसन अली को प्रवर्तन निदेशालय ने विदेशों में काला धन जमा कराने के आरोप में गिरफ्तार किया था।

 सरकार, देश में मानव तस्करी निरोधक- ए एच टी कार्यक्रम को और मजबूत बना रही है। गृह मंत्रालय ने मानव तस्करी निरोधक ३३५ इकाइयां स्थापित करने का निर्णय लिया हैं जहां पुलिस अधिकारियों को मानव तस्करी की रोकथाम के तरीकों का प्रशिक्षण दिया जायेगा। मंत्रालय ने निश्चित समय में एक सौ से अधिक ए एच टी इकाइयों की स्थापना के लिए विभिन्न राज्य सरकारों को पहली किश्त के तौर पर करीब नौ करोड़ रूपये जारी किये हैं। मंत्रालय ने इन्दिरा गांधी राष्ट्रीय मुक्त विश्वविद्यालय'- इग्नू की भागीदारी से कानून लागू करने वाले अधिकारियों के लिए सर्टिफिकेट कोर्स भी शुरू किया है।

 जम्मू-कश्मीर के बारे में केंद्रीय वार्ताकारों का तीन सदस्यीय दल राज्य के सभी तीनों क्षेत्रों के लोगों की आकांक्षाओं को पूरा करने के लिए राजनीतिक दलों के साथ दूसरे दौर की बातचीत शुरू करेगा। इस दल को इस समस्या के राजनीतिक पहलुओं पर बातचीत करने के लिए नेशनल कांफ्रेस पीपुल्स डेमोक्रेटिक पार्टी ए एन सी और पीपुल्स कांफ्रेस से प्रस्ताव मिले हैं लेकिन उन दलों से कोई प्रस्ताव नहीं मिला है जो अभी तक बातचीत की प्रक्रिया में शामिल नहीं हुए हैं। उच्च स्तरीय सूत्रों ने आशा व्यक्त की है कि राजनीति की मुख्य धारा से बाहर के गुट भी आने वाले दिनों में बातचीत की प्रक्रिया में शामिल होंगे। वरिष्ठ हुर्रियत नेता मौलाना अब्बास अंसारी ने हाल में उनसे बातचीत की थी। सूत्रों के अनुसार वार्ताकारों का यह दल जम्मू और लद्दाख क्षेत्र की शिकायतों पर भी विचार करेगा और उन्हें दूर करने के लिए उचित उपाय सुझाएगी। जानेमाने पत्रकार दिलीप पडगांवकर के नेतृत्व वाले इस दल ने पिछले छह महीनों में विभिन्न पक्षों के लोगों से बातचीत की। उन्होंने राज्य के सोलह जिलों का दौरा किया और कम से कम पांच सौ प्रतिनिधिमंडलों से मुलाकात की। सूत्रों ने कहा है कि वार्ताकारों ने केंद्रीय गृह मंत्रालय को अपनी रिपोर्ट दी है और उनकी कुछ सिफारिशों पर अमल किया जा रहा है।

 नागपुर जिले में कलमेश्वर तालुका में केतापुर गांव के पास एक सड़क दुर्घटना में दो बच्चों सहित १४ लोग मारे गए। यह दुर्घटना तब हुई जब लोहे का भारी सामान ले जा रहा एक ट्रक कल शाम अमरावती रोड पर एक ऑटोरिक्शा पर गिर गया। गंभीर रूप से घायल छह लोगों को कलमेश्वर और नागपुर के अस्पतालों में भर्ती कराया गया है। इस कारण यातायात में भी बाधा आ गई जिसे बाद में सामान्य कर दिया गया।

 राष्ट्रपति प्रतिभा देवी सिंह पाटील ने आज राजस्थान में नाथद्वारा में चौथे राष्ट्रीय खगोल विज्ञान सम्मेलन का उद्घाटन किया। इस अवसर पर उन्होंने कहा कि हमारे प्राकृतिक संसाधनों का बेहतर प्रबंधन किए जाने की आवश्यकता है। उन्होंने बताया कि भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो एस्ट्रोसैट नामक उपग्रह अंतरिक्ष में भेजेगा जो पूरी तरह से खगोल विज्ञान के लिए समर्पित पहला भारतीय उपग्रह होगा। राष्ट्रपति ने कहा कि खगोल शास्त्र को सही परिप्रेक्ष्य में समझने की बहुत जरूरत है।

 अमरीका ने कहा है कि वह २६/११ के मुम्बई आतंकी हमलों के अपराधियों को सजा दिलाने के लिए  प्रतिबद्ध है।  विदेश विभाग के प्रवक्ता मार्क टोनर ने वाशिंगटन में संवाददाताओं को बताया कि अमरीका को भारत के साथ हमदर्दी है क्योंकि वह भी आतंकवाद का शिकार रह चुका है। मुम्बई आतंकी हमलों के बारे में १६ मई से शिकागो में मुकदमे की सुनवाई शुरू होगी। वाशिंगटन पोस्ट में प्रकाशित एक आलेख में खोजी पत्रकार सिबासटियन रोटेला ने कहा है कि २६/११ से संबंधित मुकदमे में मुम्बई आतंकी हमले के बारे में पाकिस्तान की खुफिया एजेंसी आई एस आई की भूमिका पर और अधिक जानकारी मिलेगी। तहव्वुर राणा के खिलाफ यह मुकदमा में मुम्बई हमलों में कथित रूप से पाकिस्तान की खुफिया एजेसंी आईएसआई के लिप्त होने से संबंधित सार्वज्निक रूप से पहली सुनवाई होगी। राणा २००९ में गिरफ्तार किया गया था और उस पर मुम्बई आतंकी हमलों में साजो-सामान मुहैया कराने का आरोप है।

 भारत और पाकिस्तान के बीच आज इस्लामाबाद में दोनों देशों के जल विवादों पर दो दिन की बातचीत शुरू हुई। इस बातचीत में वुलर बांध- तुलबुल नौवहन परियोजना पर विशेष रूप से चर्चा होगी। जल संसाधन सचिव ध्रुव विजय सिंह के नेतृत्व में भारतीय शिष्टमंडल बातचीत के लिए कल देर रात पाकिस्तान पहुंचा। भारत के सिन्धु जल आयुक्त जी रंगनाथन भी इस शिष्टमंडल के सदस्य हैं। पाकिस्तानी प्रतिनिधिमंडल का नेतृत्व वहां के जल और बिजली सचिव जावेद इकबाल कर रहे हैं।
 दोनों पक्ष जम्मू कश्मीर में वुलर झील के मुहाने पर तुलबुल नौवहन परियोजना पर पाकिस्तान की आपत्तियों के बारे में बातचीत करेंगे। भारत ने १९८५ में इस परियोजना पर काम शुरू किया था। इसका उद्देश्य गर्मियों में झेलम नदी को नौवहन योग्य बनाना है।

 पाकिस्तान की जेल में बंद भारतीय नागरिक सरबजीत सिंह की रिहाई में केंद्र के हस्तक्षेप के बारे में उच्चतम न्यायालय द्वारा केंद्र सरकार को नोटिस जारी किए जाने से सरबजीत के परिवार के लोगों को कुछ उम्मीद होने लगी है। उच्चतम न्यायालय ने सरबजीत की बहन दलबीर कौर की याचिका पर कल ये नोटिस जारी किया था।

सरबजीत की बहन दलबीर कौर उनका पूरा परिवार खुश है। वह केन्द्र सरकार से इस केस में साकारात्मक स्तर की उम्मीद करता है। सरबजीत इसे पाकिस्तान ने दो दशक पहले वहां बम धमाकों में उसकी कथित समुलियत करके मौत की सजा दी हुई है। पाकिस्तान की जेल में कैद है उनकी बहन दलबीर कौर के अनुसार यह एक गलत पहचान का केस है, जिस कारण उनका भाई पाकिस्तान जेल में सजा काट रहा है। सरबजीत के वकील अरविन्द शर्मा ने आकाशवाणी को बताया कि उन्होंने यह याचिका संविधान की धारा ३२ के अर्न्तगत दायर की है, वह उन्हें उम्मीद है  कि केन्द्र सरकार इस बारे में जल्द कदम उठायेगी। राजेश बाली, आकाशवाणी समाचार, जलंधर।

 बंगलादेश उच्चतम न्यायालय ने फतवा को गैर कानूनी करार देने के उच्च न्यायालय के आदेश में संशोधन करते हुए व्यवस्था दी है कि शिक्षित व्यक्ति ही धार्मिक मामलों में फतवा दे सकते हैं और फतवा की मान्यता अनिवार्य नहीं बल्कि स्वेच्छानुसार होगी। फतवा को अवैध घोषित करने के उच्च न्यायालय के फैसले के खिलाफ अपील पर फैसला सुनाते हुए प्रधान न्यायाधीश ए० बी० एम० खैरूल हक की सात सदस्यीय पीठ ने कहा है कि धार्मिक मामलों में फतवा दिया जा सकता है लेकिन इसे जबरन या अनुचित दबाव में लागू नहीं किया जाना चाहिए। बंगलादेश उच्चतम न्यायालय ने यह भी व्यवस्था दी कि फतवे के अनुसार शारीरिक हिंसा या मानसिक प्रताड़ना सहित किसी प्रकार की सजा थोपी नहीं जा सकती। इसके अलावा न्यायालय ने अपने फैसले में यह भी व्यवस्था दी कि देश के कानून का उल्लंघन करते हुए किसी व्यक्ति के अधिकारों, मान-मर्यादा अथवा उसके सम्मान को प्रभावित करने सम्बन्धी फतवा देने का किसी को अधिकार नहीं है।

 ईरान के परमाणु बिजली संयंत्र के लिए रूस से ईंधन की दूसरी खेप दक्षिणी स्थित बूशहर पहुंचा दी गई है। ईरान के परमाणु ऊर्जा संगठन के प्रवक्ता हमीद खादिम कायमी के हवाले से बताया गया है कि रूस के इस परमाणु ईंधन को बूशहर स्थित परमाणु ऊर्जा संयंत्र तक पहुंचाने में सभी सावधानियां बरती गई थीं और नियमों का पालन किया गया था। परमाणु ऊर्जा संगठन द्वारा जारी बयान में ये जानकारी दी गई है। वर्ष २००८ में रूस ने ईरान के इस परमाणु संयंत्र में बिजली उत्पादन की शुरूआत के लिए ८२ टन ईंधन उपलब्ध कराया था।

 भारतीय रिजर्व बैंक ने कहा है कि भारत में कारोबार कर रहे सभी विदेशी बैंकों में बैंकिंग नियमन और बैेंकिंग नियमों के उल्लंघन के लिए उनके मुख्य कार्यकारी अधिकारी को जिम्मेदार ठहराया जाएगा। मुम्बई में जारी एक अधिसूचना में रिजर्व बैंक ने कहा कि ऑडिट प्रक्रिया, निरीक्षण रिपोर्ट की समीक्षा और उनके क्रियान्वयन के लिए मुख्य कार्यकारी अधिकारी जवाबदेह होंगे। यह अधिसूचना प्रमुख विदेशी बैंकों की शाखाओं में धोखाधड़ी की खबरों को देखते हुए जारी की गई है। एच एस बी सी और डॉएश बैंक सहित ३४ विदेशी बैंक भारत में कारोबार कर रहे हैं।

 खाद्य पदार्थों की मुद्रास्फीति तीस अप्रैल को समाप्त हुए सप्ताह के दौरान गिरकर अठारह महीनों के सबसे निचले स्तर सात दशमलव सात प्रतिशत पर आ गई। ऐसा दालों और सब्जियों के दाम गिरने के कारण हुआ। थोक मूल्य सूचकांक पर आधारित खाद्य पदार्थों की मुद्रास्फीति की दर इसके पहले के हफ्ते में आठ दशमलव पांच-तीन प्रतिशत थी। और पिछले वर्ष की इसी अवधि में यह दर इक्कीस दशमलव चार-छह प्रतिशत थी।
 इस हफ्ते के दौरान दालों के मूल्य में वार्षिक आधार पर नौ प्रतिशत से अधिक की कमी हुई, जबकि सब्जियां तीन दशमलव छह-चार प्रतिशत सस्ती हुईं। आलू के दाम तीन दशमलव पांच-आठ प्रतिशत गिरे। लेकिन मोटे अनाज की कीमतों में चार दशमलव पांच-चार प्रतिशत और फलों के दामों में ३५ प्रतिशत से अधिक की वृद्धि दर्ज की गई। दूध चार दशमलव तीन प्रतिशत मंहगा हुआ और अंडे , मांस और मछली के दाम चार दशमलव छह-दो प्रतिशत बढ़े।

 एशियाई कारोबार में खनिज तेल के दामों में वृद्धि दर्ज की गई। न्यूयार्क के लाईट स्वीट खनिज तेल की कीमत ८८ सेंट बढ़कर ९९ डालर नौ सेंट प्रति बैरल हो गई। ब्रेन्ट नार्थ सी तेल के दाम ९ं३ सेंट बढ़कर एक सौ तेरह डालर पचास सेंट प्रति बैरल पर पहुंच गए।

The Prime MinisterDr. Manmohan Singh today arrived in Kabul on a two-day visit to Afghanistan during which he will discuss terrorism, regional development and ways to step up India's assistance to the war-torn country.Dr.Singh was received at Kabul airport by Afghan Foreign Minister Zalmay Rasoul and Defence Minister Abdul Rahim Wardak and other senior officials.Our correspondent reports, Dr.Singh is visiting Afghanistan after six years. His first visit was in 2005.
Earlier New Delhi renewed its pledge for the reconstruction of the war-torn country.  India's development assistance to that country is 1.5 billion US dollars Dr. Manmohan Singh said India cannot remain unaffected by developments in Afghanistan.  He said, the quest of Afghan people for epace stability and reconciliation needs full support of all countries in the region and the international community.

The Uttar Pradesh Chief Minister, Ms Mayawati today termed the incident in Bhatta Parsaul village of Greater NOIDA as a conspiracy hatched by the opposition. Talking to reporters in Lucknow this afternoon,   she said that the matter related with the compensation of farmers in Bhatta Parsaul was settled long ago but the opposition has made it an issue by inciting violence through miscreants in the village. She reiterated that the turn of events in Bhatta Parsaul is nothing to do with compensation to farmers.
Ms. Mayawati said,  the Centre has yet to distribute compensation to the farmers in lieu of acquired land for Rail Coach Factory in Rae Bareli.  She appealed to opposition to raise the issue of new Act on land acquisition and said her party will be in the forefront to press for the demand.
Meanwhile almost entire opposition and certain farmers’ organisations have come out against the alleged atrocities inflicted upon the villagers of Bhatta Parsaul. The BJP leaders including Rajnath Singh and Arun Jaitley are to observe day-long fast today while the congress has called for a state bandh.  The situation in Bhatta Parsaul village is however, returning to normal. The Inpector General of Police, Meerut Zone Rajnikant Mishra said the villagers are returning home after Saturday’s violence. He said section 144 will remain in force  western districts of the state.

In Uttar Pradesh, the Congress and the BJP have demanded a judicial inquiry into Saturday's firing incident in Bhatta Parsaul Village of Gautam Buddha Nagar. Congress General Secretary Digvijay Singh told reporters at Bhatta Parsaul that a judicial inquiry by a retired judge should be held into the incident.  Senior BJP leader and former UP Chief Minister Rajnath Singh told a Press Conference that the Centre should bring a new Land Acquisition Act and till then no land should be acquired.

Ms. Kanimozhi, DMK Member of Parliament and daughter of Tamil Nadu Chief Minister, Mr. M. Karunanidhi today appeared before Income Tax authorities in Chennai in response to summons issued by the  department.  Ms. Kanimozhi appeared before Deputy Director (Investigations), Mr. Ramakrishna Bandi   and clarified certain details sought by the IT department in relation to the 2G scam.  Official sources said that inquiries were also conducted about the 200 crore rupee allegedly received and returned by Kalingar TV to a company.  The sources also said that the summons had also been issued to two other Directors of Kalaingar TV including Sharad Kumar. The investigations last for over one and a half hours.

All arrangements have been put in place for counting of votes in four states of Assam, Kerala, Puducherry, Tamil Nadu and West Bengal tomorrow. Most of the results are expected by noon. Speaking to reporters in New Delhi, Chief Election Commissioner S.Y. Qureshi said an elaborate three tier security arrangement has been put in place for the counting of votes which will start at 8 A.M.
In West Bengal counting of votes will be taking place tomorrow at 87 counting centres.  The Election commission has deputed 312 observers to monitor the process. Three layered security arrangements have been made in and around all counting centers. A report,
Meanwhile, the State Chief Electoral Officer Mr. Sunil Gupta appealed to  all political parties to maintain peace after the announcement of the poll result. Mr Gupta held an all party meeting in Kolkata today and urged the political parties to take steps to check post poll violence.
In Assam, all arrangements are in place for tomorrow’s counting of votes for 126-member state Assembly elections for which were held in two phases on April 4 and 11. A three-tier security measure has been made in all the 48 counting centres across the State. 80 observers are deployed.
In Tamilnadu, elaborate arrangements are in place and authorities are having last minute preparations for the final stages of counting in all the ninety one counting centers which would be announcing the destiny of the political parties in the 14 th assembly elections. The Chief electoral Officer Mr.Praveen Kumar has said  234 observers have been deployed to monitor the counting process. 
In Kerala, all arrangements are in place in 65 counting centres spread across 14 districts of the state. Our correspondent reports, since electronic voting machines have been used in all polling stations for the assembly election, first trend will be available in the morning itself and by noon the final picture is expected to emerge.
In Union territory of Puducherry all arrangements are in place for counting of 30 assembly seats.  Four counting centres have been set up and 12 observers have been deployed for smooth counting.

In Jammu and Kashmir, the 8th phase of Panchayat elections in seven blocks of Jammu and Kashmir Divisions is going on smoothly amid tight security arrangements. The polling began at 8 a. m and is progressing in three blocks of Jammu Division and four blocks of Kashmir division.  Our correspondent,  who visited the Sunderbani block of border district of Rajouri reports that voters including women were seen standing in long queues right from the early morning to cast their votes and about 55 per cent  polling was recorded by noon . In Akhnoor block of Jammu district , over 50% polling was reported till noon.  So far polling in all the three blocks of Jammu Division is reported to be peaceful with no untoward incident having taken place anywhere.

US has said it is committed to bringing the perpetrators of the26/11  Mumbai  terror strikes to justice. State Department spokesman Mark Toner told reporters at his daily news conference in Washington  that the US sympathise with India, which has also been the victims of terrorism.
Chicago trial on the Mumbai attacks will start from  16th May.  Investigative journalist Sebastian Rotella said in his latest article in  the Washington Post and ProPublica.Com. that the trial on 26/11 will throw fresh light on the ISI's role in the Mumbai terrorist attack.
The first public hearing  of the ISI's alleged involvement in the Mumbai attacks will begin with the trial of Tahawwur Rana.  He was arrested in 2009 and charged with providing material support in the attacks. The main witness will be David Coleman Headley, a Pakistani-American businessman-turned-militant who has pleaded guilty to scouting targets in India and Denmark. Rana allegedly helped Headley use his firm as a cover for reconnaissance.

India and Pakistan today began talks on water disputes in Islamabad .  The issue of  Wullar barrage-Tulbul Navigation project  will  be the focus during the two day discussion.   An Indian delegation led by Water  Resources Secretary Dhruv Vijai Singh arrived in Pakistan late last night for the talks.  India's Indus Waters Commissioner G Ranganathan is also a member of the delegation.        The Pakistani side is headed by Water and Power Secretary Javed Iqbal.  The two sides will discuss Pakistan's objections to the Tulbul navigation project at the mouth of the Wullar lake in Jammu and Kashmir. India started work on the project in 1985 to make the Jhelum river navigable in summer.The project was stopped after Pakistan complained that it violated the Indus Waters Treaty of 1960.The two countries have held 13 rounds of talks on the issue so far, including four rounds under the composite dialogue.Foreign Office spokesperson Tehmina Janjua has said that Pakistan hopes that talks with India would bring positive results.

The Bangladesh Supreme Court today modified the High Court’s order which had ruled that fatwa is illegal by ruling that Fatwa on religious matters only may be given by the properly educated persons which may be accepted only voluntarily. Delivering its verdict on an appeal against the High Court’s ruling declaring fatwa as illegal, the seven member bench of the appellate division headed by Chief Justice A.B.M Khairul Haque said that fatwa on religious matters may be given but it should not be enforced by any coercion and undue influence in any form is also forbidden.

Food inflation dropped to its the lowest level in 18 months, at 7.7 per cent, for the week ended April 30, due to a fall in the price of pulses and vegetables. The rate of price rise in food items, as calculated on the basis of the wholesale price index, had stood at 8.53 per cent in the previous week, and 21.46 per cent in the corresponding period last year. During the week under review, prices of pulses declined by over 9 per cent, year-on-year, while vegetables became cheaper by 3.64 per cent. Potato prices fell 3.58 per cent. However, cereals became dearer by 4.54 per cent, while fruits prices rose by over 35 per cent. Milk was costlier by 4.3 per cent, and eggs, meat and fish were up 4.62 per cent.

The Reserve Bank of India has said that the Chief    Executive Officers of all foreign banks operating  in the country would be held responsible for  non-compliance with any regulatory and statutory banking norms. In a notification issued  in Mumbai, the RBI said,  the CEOs will be answerable for the audit process, review of inspection reports and their compliance. The notification comes amid reports of fraud in branches of leading foreign banks.
Thirty-four foreign banks including global leaders like HSBC and Deutsche Bank are operating in India.

The Sensex at the Bombay Stock Exchange fell 126 points,  or 0.7 per cent, to 18,459, in opening trade, today, on fresh selling by investors, amid weak Asian bourses. Later, the Sensex remained weak, and stood 140 points, or 0.8 percent in negative territory, at 18,445, in afternoon deals, a short while ago.

The rupee depreciated by 13 paise to 44.82 rupees against the dollar today. At the Interbank Foreign Exchange, market the rupee opened lower at 44.76 per dollar as against the previous closing level of 44.70 per dollar.
Forex dealers said that the strengthening of the dollar against major currencies overseas and a lower opening in the stock market mainly put pressure on the rupee.

The second consignment of fuel for Iran's nuclear power plant was delivered from Russia to the southern Iranian city of Bushehr.   The spokesman of the Atomic Energy Organization of Iran Hamid Khadem-Qaemi was quoted as saying that this consignment was shipped, taking into account all safety measures and legal procedures, and has been transported to its designated area in the nuclear reactor. In a statement released by the organization yesterday, Khadem-Qaemi said the fuel, which has been prepared in advance for the reactor's second year of operation, was air couriered to Iran from Russia on three separate flights. In 2008, Iran's Bushehr nuclear power plant received from Russia 82 tons of fuel needed for primary stage of commissioning of the nuclear power plant.

The opposition leader in Myanmar, Ms. Aung San Suu Kyi has said that no meaningful change has taken place since Myanmar's first elections in 20 years in November. भारत और अफगानिस्तान ने आपसी हितों के सभी क्षेत्रों में महत्वपूर्ण भागीदारी करने का फैसला किया है। प्रधानमंत्री मनमोहन सिंह और अफगान राष्ट्रपति हामिद करजई की बैठक के बाद एक संयुक्त धोषणा में दोनों देशों ने आपसी सद्भाव और दूरगामी हितों के लिए काम करने का फैसला किया। इस भागीदारी के तहत आपसी तथा अंतर्राष्ट्रीय स्तरों पर बहुआयामी संबंधों को मजबूत किया जायेगा। इस भागीदारी के लिए एक साझेदारी परिषद गठित की जायेगी , जिसकी अध्यक्षता दोनों देशों के विदेश मंत्री करेंगे और परिषद की बैठक वार्षिक आधार पर होगी।
डाक्टर मनमोहन सिंह ने अफगानिस्तान में मौजूदा और भावी परियोजनाओं के लिये पचास करोड़ डालर की अतिरिक्त विकास सहायता की भी घोषणा की। इसके साथ ही अफगानिस्तान को कुल विकास सहायता बढकर दो अरब डालर हो गयी है।
राजनीतिक क्षेत्र में दोनों देशों ने नियमित शिखर सम्मेलन आयोजित करने पर सहमति जताई। बाद में एक संवाददाता सम्मेलन में डाक्टर मनमोहन सिंह ने कहा कि क्षेत्र के सभी देशों को आतंकवाद का सफाया करने और अफगानिस्तान के पुनर्निर्माण में मदद के लिये एक हो जाना चाहिये।

सरकार ने कहा है कि भूमि अधिग्रहण विधेयक संसद के आगामी सत्र में पेश किया जाएगा। गृह मंत्री पी. चिदम्बरम ने नई दिल्ली में बताया कि विधेयक के बारे में आम सहमति है और केन्द्रीय मंत्रिमंडल से इसे मंजूरी मिलने के बाद ब्यौरे की जानकारी दी जाएगी।

सरकार ने भूमि अधिग्रहण विधेयक के लिए एक नया प्रारूप तैयार किया है जिसमें बेहतर मुआवजे पुनर्वास और अन्य प्रावधान शामिल है। लेकिन इस विधेयके को लोक सभा और राज्य सभा में बिना सर्व सम्मति के पारित नहीं कराया जा सकता। सरकार की मंशा है कि इसे संसद के अगले सत्र में पेश कर दिया जाए।
श्री चिदम्बरम ने बताया कि प्रस्तावित विधेयक में प्रावधान है कि सम्बन्धित पक्ष द्वारा किसानों से भूमि के बड़े हिस्से का अधिग्रहण किए जाने के बाद, सरकार उसके कुछ हिस्से का अधिग्रहण कर सकती है। उत्तर प्रदेश में कानून व्यवस्था के बारे में पूछे जाने पर गृह मंत्री ने कहा कि वहां स्थिति संतोषजनक नहीं है।

उन्होंने विरोध प्रदर्शनों से निपटने के मुख्यमंत्री मायावती के तौर तरीकों की आलोचना की।
कांग्रेस के नेता सलमान खुर्शीद ने कहा कि सांसद राहुल गांधी को भट्टा पारसौल में किसानों के प्रति चिंता व्यक्त करने का अधिकार है और उनकी गिरफ्‌तारी उचित नहीं थी।

कांगे्रस सूत्रों के अनुसार उत्तर प्रदेश की कांग्रेस प्रमुख रीता बहुगुणा जोशी, कई सांसदों और विधायकों सहित दस हजार से अधिक पार्टी कार्यकर्ताओं को राज्य में पार्टी के चक्का जाम आंदोलन के दौरान गिरफतार किया गया। इलाहाबाद में राज्य विधायी दल के नेता प्रमोद तिवारी को गिरफतार किया गया। उधर सामाजिक कार्यकर्ता मेधा पाटकर को भट्टा पारसौल गांव में दाखिल होने की कोशिश करते हुए गिरफतार किया गया। भारतीय जनता पार्टी के नेता और उत्तर प्रदेश के पूर्व मुख्यमंत्री राजनाथ सिंह को गाजियाबाद में पार्टी नेता अरूण जेटली और मुख्तार अब्बास नकवी के साथ 24 घंटे की भूख हडताल करते हुए गिरफतार किया गया। श्री राजनाथ सिंह ने गांववालों पर हुए अत्याचार को बेहद निंदनीय बताया।

जो कुछ भी हुआ है भट्टा परसौल में कितने मरे हैं और कितने जिन्दा है। इसको लेकर आज भी कयास लगाए जा रहे हैं। शासन यह भी बताने को तैयार नहीं है। कितने लोग इस समय गांव में है और कितने लोग इस समय बाहर है।
उधर, मुख्यमंत्री मायावती ने भटटा पारसौल की घटना को बहुजन समाज पार्टी सरकार के खिलाफ असामाजिक तत्वों के साथ मिलकर किया गया विपक्ष का षड़यंत्र बताया। उन्होंने भूमि अधिग्रहण के बारे में नया कानून नहीं बनाने का केन्द्र पर आरोप लगाया।

भट्टा परसौल गांव में जो भी घटना घटी है। उसका किसानों की जमीन के मुआवजे से कोई लेना देना नहीं है। बल्कि उसके पीछे कुछ विरोधी पार्टियों का काफी हद तक हाथ नजर आता है और अब जब इनकी इस राजनीतिक साजिश का पर्दाफाश हो गया है। तो अब ये पार्टिया अपनी कमजोरी को छिपाने के लिए इस घटना को किसानों के मुआवजे से जोड़कर इसका गलत व झूठा प्रचार कर रही है।
इस बीच, राष्ट्रीय महिला आयोग की कार्यकारी अध्यक्ष यासमीन अबरार ने आज भट्टा परसौल गांव का दौरा किया और प्रशासन की ज्यादतियों की निंदा करते हुए मामले की सी.बी.आई. से जांच कराने की मांग की । मेरठ जोन के पुलिस महा-निरीक्षक रजनीकांत मिश्रा ने बताया कि शनिवार की हिंसा के बाद गांव वालों ने अपने घर लौटना शुरू कर दिया है। उन्होने कहा कि पश्चिमी जिलों में धारा- 144 लागू रहेगी।

सरकार सीबीआई से भोपाल गैस कांड के आरोपियों को सख्त सजा दिलाने और पुनर्विचार याचिका पर जल्द सुनवाई के लिए भोपाल सत्र न्यायालय में याचिका दायर करने को कहेगी। उच्चतम न्यायालय द्वारा कल सीबीआई की क्यूरेटिव याचिका खारिज कर देने के बाद मंत्रीसमूह ने यह फैसला किया है। क्यूरेटिव याचिका में 1996 के उच्चतम न्यायालय के फैसले पर पुनर्विचार करने का अनुरोध किया गया था।

निर्वाचन आयोग ने राजनीति के अपराधीकरण से निपटने के लिए कानून बनाने पर जोर दिया है। आज एक रेडियो कार्यक्रम में भाग लेते हुए मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने चुनाव में आपराधिक पृष्ठभूमि वाले उम्मीदवारों की बढ़ती संख्या पर चिंता व्यक्त की।
डॉक्टर कुरैशी ने कहा कि चुनाव में धनबल का इस्तेमाल रोकने के लिए आयोग ने कई उपाय किये हैं। उन्होंने कहा कि चुनावी खर्च पर कड़ी नजर रखने के लिये आयोग ने निगरानी समितियां बनाई हैं, जिनसे चुनावों में कालेधन पर अंकुश लगाने में मदद मिली है।

India and Afghanistan have decided to establish a strategic partnership covering all areas of mutual interest.  In a joint declaration following meeting of Prime Minister Dr. Manmohan  Singh and Afghan President Hamid Karzai,  both the countries decided to work on mutual understanding and long term interest.  This partnership envisages elevation of multifaceted ties to a higher level both in the bilateral field and in the international  arena.  The strategic partnership will be implemented under the framework of a partnership council.  Dr. Singh said the council will be headed by the foreign Ministers  of both the countries and will meet annually.

Dr, Mammohan Singh also announced an additional developmental assistance of 500 million  US dollars for existing and up-coming projects in Afghanistan.  This takes the total development commitment to Afghanistan to 2 billion US dollars. In the political sphere,  the two sides agree to hold regular summit level meeting.  In the area of economic and commerce, the two sides decided to enter into a strategic, economic partnership, recognizing the advantages of closer economic integration with the South Asian market and the region.  They agreed to explore greater cooperation in sectors such as mining, metallurgy, fuel and energy,  information and technology and communication and transport.

President Karzai expressed gratitude to India for its commitment to Afghanistan reconstruction and development  over the past 10 years.

The two sides also affirmed that their strategic partnership was not directed against any other state or group of states.  Later talking to reporters in a Press Conference, Dr. Manmohan Singh said   that all the countries of the region should unite  to end the menace of terrorism and help rebuild Afghanistan.  He also emphasized that proper training and infrastructure have to be  given to  Afghan people. He said the fate of Afghanistan is  to be  decided by the Afghan people themselves.

Emphatically Dr. Singh also mentioned, that India's friendship with Afghanistan is not directed against Pakistan.

Union Home Minister P Chidambarm  has said that the law and order situation in Uttar Pradesh is not satisfactory. He was responding to queries from the mediapersons on the situation in the wake of land acquisition agitation in a number villages in Greater Noida .He described  the situation as distressing as farmers   are protesting on the acquisition of land and compensation . Some lives have been lost in the protests.  He criticised the way Chief Minister Mayawati is handling the protests  and expressed hope that the Uttar Pradesh government will take appropriate measures to address their demands. Mr. Chidambaram also disapproved of the police lathi charge on Congress activists in Lucknow. Mr.  Chidambaram said  the government will introduce the Land Acquisition Bill in the next session of Parliament. Addressing a joint press conference along with Union Ministers, Mr. Salman Khurshid and Mrs. Ambika Soni, Mr. Chidambaram said that  consensus on the bill has been reached.

              

Mr. Chidambaram said  the proposed bill provides for looking into issues like Compensation package and rehabilitation. The Congress  State Party Chief Dr. Rita Bahuguna Joshi, several MPs and MLAs where arrested across the state during the chakka jam called by the party. Dr Rita Bahuguna Joshi was arrested in Lucknow while the state legislative party leader Pramod Tiwari was arrested in Allahabad. Social activist Medha Patkar was arrested while trying to enter the Bhatta Parsaul village. BJP leader and former UP Chief Minister Rajnath Singh was arrested in Ghaziabad while  Arun Jaitley and Mukhtar Abbas Naqvi. Bhartiya Kisan Union leader Rakesh Tikait and 100 BKU workers were arrested in Muzaffarnagar.

Meanwhile, several leaders of opposition, social activists and farmers’ leaders were arrested by the Uttar Pradesh police today during state-wide agitation. They were protesting against alleged atrocities in Bhatta Parsaul village of Gautam Buddha Nagar.

 Earlier, Chief Minister Mayawati while talking to reporters in Lucknow termed the incident of Bhatta Parsaul village as a conspiracy hatched by the opposition in connivance with the anti-social elements. She blamed the centre for not bringing out a fresh legislation on land acquisition. The acting chairperson of National Commission for Women Yasmin Abrar today visited Bhatta village and termed the atrocities inflicted by the administration as brutal. She demanded CBI inquiry into the incident. Our correspondent reports that the situation in Bhatta Parsaul village  is returning to normal.

Responding to media queries on terrorism  the Home Minister Chidambram made it clear that government's priority is to see the real perpetrators of 26/11 attacks brought to justice. Speaking on  the  judgement of the Supreme Court on Bhopal the Gas tragedy, Mr Chidambram said that  the CBI will be requested to move Bhopal Sessions Court for early hearing in the case for slapping graver charges on the accused. He admitted that public outcry did play a part in the CBI filing curative petition in Supreme Court on the issue.

Earlier,  Information and Broadcasting Minister Ambika Soni informed that the Prime Minister has constituted a group of central ministers to apprise the media on various issues on daily basis.

The Election Commission today strongly advocated for bringing a law to deal with the criminalisation of politics. Participating in a live Radio programme today, the Chief Election Commissioner Dr. S.Y. Quraishi expressed concern over growing number of candidates with criminal background participating in elections.

Referring to the use of money power in the elections, Dr. Quraishi said that the Commission has taken a number of steps to stop this practice. He said, the Commission has set up expenditure monitoring committees to keep a close watch on the election expenditure. This, he said, has helped a great deal in curbing the use of black money in the elections.

All arrangements have been put in place for counting of votes tomorrow in the four states of Assam, Kerala, West Bengal , Tamil Nadu and the Union Territory of Puducherry. Speaking to reporters in New Delhi, Chief Election Commissioner S.Y. Qureshi said an elaborate three tier security arrangement has been put in place for the counting of votes which will start at 8 A.M. Most of the results are expected by noon.

In West Bengal, altogether, 87 centers have been set up for counting of votes for 294 Assembly seats. The Election Commission has appointed 312 observers to oversee the counting process. The State Chief Electoral Officer Mr. Sunil Gupta appealed to all political parties to maintain peace after announcement of poll results.

In Tamilnadu, elaborate arrangements are in place for the counting of votes in ninety one centers.  

In Puducherry, the counting process will be supervised by 12 Observers.

In Kerala,  Chief electoral officer Nalini Netto said in  Thiruvananthapuram that counting will be held at 64 centres spread across 140 assembly constituencies of the state under the strict vigil of 81 observers of the election commission.

Counting of votes is also being held in Nagaland tomorrow for the  26-Aonglenden Assembly Constituency by-election

President Mrs. Pratibhadevi Singh Patil today inaugurated the fourth national Astronomical  Sciences conference at Nathdwara in Rajasthan today. Speaking on the occasion, the President said that there is a need for better management of our natural resources.  She informed that ISRO will launch a satellite ASTROSAT which will be the first Indian satellite fully dedicated to Astronomy.  The President said that the role of observation systems in space and development of latest technology as well as weather prediction systems will be of great importance.

The Sensex at the Bombay Stock Exchange dropped 249 points, or 1.3 percent, to 18,336, on sustained selling by foreign funds, amid weak Asian and European markets, today. The Nifty declined 79 points, or 1.4 percent, to 5,486. Stock markets in Japan, China, Hong Kong, South Korea and Singapore lost between 1 percent and 2 percent. The rupee weakened 30 paise, to 45.00 against the dollar. Snapping a four-day rally, silver plummeted 7,200 rupees, to 53,300 rupees per kilo in Delhi. Gold tumbled 410 rupees, to 22,170 rupees per ten grams. And US crude oil futures dropped 1.05 dollars, to 97.16 dollars a barrel, while Brent crude fell below 112 dollars a barrel, on concerns about lower demand. Pradeep Kumar, AIR News

Encouraged by the moderation in food inflation, Finance Minister Pranab Mukherjee today said the rate of price rise of kitchen items will decline further in the coming weeks. Mr. Mukherjee  added that the recent monetary policy announcements should help in addressing these concerns. Food inflation had dropped to its lowest level in 18 months at 7.7 per cent for the week ended April 30th.

Industrial output growth has slowed down  to 7.8 per cent in 2010-11 from 10.5 per cent in the previous fiscal.

The fall in industrial out put growth is due to poor performance of the manufacturing and mining sectors.

At Ipoh in Malaysia today, the Indian hockey team suffered one of the biggest humiliation in their history as they suffered a Three - Seven  thrashing against New Zealand in the Sultan Azlan Shah Cup.                                                     

It was the biggest defeat for India in their 65 meetings against the Kiwis.

India,  who are the defending champions, are now virtually out of contention for a place in the final.

Five-time Azlan Shah Cup winners Australia, who defeated Great Britain 2-1 earlier today have ensured themselves of a place in the final.
