पश्चिम बंगाल सरकार और गोरखा जनमुक्ति मोर्चा के बीच दार्जिलिंग संकट को खत्म करने के लिए पर्वतीय अंचल में लोगों को अधिक स्वायत्तता देने के बारे में सहमति बन गई है। दार्जिलिंग में एक नई स्वायत्तशासी संस्था गठित की जाएगी। इस बारे में विधानसभा के अगले सत्र में एक विधेयक भी लाया जाएगा। पर्वतीय अंचल में चुनाव के जरिए यह संस्था गठित की जाएगी। कोलकाता में इसकी घोषणा करते हुए मुख्यमंत्री ममता बनर्जी ने बताया कि सचिव स्तर की दो दिन की बातचीत के बाद पश्चिम बंगाल सरकार और गोरखा जनमुक्ति मोर्चा ने इस समझौते पर हस्ताक्षर किए। सुश्री बनर्जी ने कहा कि वे केन्द्र सरकार से शीघ्र त्रिपक्षीय बैठक बुलाने का अनुरोध करेंगी।

प्रधानमंत्री मनमोहन सिंह ने सभी मंत्रियों से अपने व्यावसायिक हितों के साथ-साथ अपनी और अपने आश्रितों की संपत्ति घोषित करने को कहा हैं। मंत्रियों से ३१ अगस्त तक अपनी सम्पत्ति का ब्यौरा देने के लिए कहा गया है। मंत्रियों को लिखे दो जून के कैबिनेट सचिव के० एम० चन्द्रशेखर के पत्र में कहा गया है कि मंत्रियों के लिए तय आचार संहिता के अनुसार प्रधानमंत्री ने ऐसा कहा है। मंत्रियों से सभी प्रकार की अचल संपत्ति, शेयर, डिबेंचर और आभूषणों का कुल अनुमानित मूल्य बताने को कहा गया है। सम्पत्ति का ब्यौरा उस वित्त वर्ष के लिए होना चाहिए, जिसके लिए मंत्री अपना आयकर रिटर्न भर चुके हैं। अगर मंत्री के परिवार का कोई भी सदस्य किसी तरह का व्यापार करता है अथवा किसी अन्य व्यापार के प्रबंधन में शामिल होता है तो उसे प्रधानमंत्री अथवा मुख्यमंत्री को इसकी जानकारी देनी होगी।
केंद्रीय मंत्रियों, मुख्यमंत्रियों और राज्य सरकार के अन्य मंत्रियों तथा केद्र शासित प्रदेशों के मंत्रियों को अपने जीवन साथी और आश्रितों को प्रधानमंत्री की पूर्व अनुमति के बिना भारत अथवा विदेश में किसी विदेशी सरकार या विदेशी संगठन में नौकरी की इजाज+त नहीं देनी चाहिए।

लोकपाल विधेयक की संयुक्त मसौदा समिति में सिविल सोसायटी के प्रतिनिधि इस महीने की १५ तारीख को होने वाली समिति की बैठक में भाग लेंगे। सामाजिक कार्यकर्ता अरविन्द केजरीवाल ने कल नई दिल्ली में यह जानकारी दी।
केन्द्रीय मंत्री कपिल सिब्बल ने इससे पहले कहा था कि सरकार तीस जून से पहले इस विधेयक का मसौदा तैयार करने के लिए प्रतिबद्ध है और वह इस दिशा में आगे बढ़ती रहेगी, चाहे सिविल सोसायटी के प्रतिनिधि बैठक में भाग लें या न लें।

टू-जी स्पेक्ट्रम घोटाले के मद्देनजर ,दूरसंचार नीतियों की जांच कर रही संयुक्त संसदीय समिति ने ए० राजा और १९९८ से सभी पूर्व दूरसंचार मंत्रियों को बुलाने का फैसला किया है। समिति के अध्यक्ष पी सी चाको ने बैठक के बाद बताया कि सीबीआई के निदेशक ए पी सिंह और दो अन्य वरिष्ठ अधिकारी इस घोटाले की जांच के सिलसिले में कल समिति के सामने पेश हुए। इस मामले में तीसरा आरोप पत्र इसी महीने दायर कर दिया जायेगा। संसदीय समिति ने ८५ गवाहों की सूची को अंतिम रूप दिया है जिन्हें दूर संचार नीतियों के सिलसिले में सबूत पेश करने के लिए कहा जायेगा।
श्री चाको ने उन खबरों को दुर्भाग्यपूर्ण बताया, जिनमें पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी को संयुक्त संसदीय समिति द्वारा बुलाये जाने की बात कही गई है।

उत्तर प्रदेश में राज्य कांग्रेस कमेटी ने आगामी विधानसभा चुनाव के लिए छोटी पार्टियों के साथ समझौते के लिए कांग्रेस महासचिव राहुल गांधी को अधिकृत किया है। पार्टी ने घोषणा की है कि बहुजन समाज पार्टी, भारतीय जनता पार्टी और समाजवादी पार्टी के साथ चुनाव पूर्व गठबंधन नहीं किया जाएगा। यह जानकारी कांग्रेस महासचिव और उत्तर प्रदेश के प्रभारी दिग्विजय सिंह ने कल लखनऊ में दी।

उत्तर प्रदेश सरकार ने, गौतमबुद्ध नगर के भट्टा-पारसौल गांव के एक सौ बीस परिवारों को ४८ लाख रूपये की सहायता राशि वितरित की है। यह परिवार पिछले महीने भूमि अधिग्रहण आंदोलन में पुलिस और किसानों की बीच हुई झड़पों में प्रभावित हुए थे। हमारे संवाददाता ने खबर दी है कि पुलिस फायरिंग में मारे गए दो किसानों के परिजनों को पांच-पांच लाख रूपये और गोलीबारी में घायल चार लोगों को दो-दो लाख रूपये की सहायता राशि दी गई।

विदेश सचिव निरुपमा राव ने प्रधानमंत्री मनमोहन सिंह की प्रस्तावित बांग्लादेश यात्रा के दौरान कुछ ऐतिहासिक समझौते होने की उम्मीद जाहिर की है। दोनों देशों के बीच विदेश सचिव स्तर की बातचीत की समाप्ति पर, बांग्लादेश के विदेश सचिव के साथ एक संयुक्त संवाददाता सम्मेलन में श्रीमती राव ने कहा कि दोनों पक्षों ने जल संसाधनों के बटवारे और भूमि सीमा से जुड़े अन्य मुद्दों को सुलझाने के बारे में रचनात्मक प्रगति की। श्रीमती राव ने कहा कि भारत एक अरब डॉलर के ऋण के अंतर्गत बांग्लादेश को ४५० बसें, ४० डीजल इंजन, रेल के डिब्बे और ब्रेक वैन की आपूर्ति करेगा।

उत्तर भारत में भीषण गर्मी का प्रकोप जारी है। राजस्थान में जबर्दस्त गर्मी से जनजीवन अस्त-व्यस्त है।
पूरा प्रदेश झुलसा देने वाली गर्मी की चपेट में है। कल राज्य में कई स्थानों पर तापमान ४९ डिग्री सेल्सियस को पार कर गया। जोधपुर जिले का फलौदी राज्य का सबसे गर्म स्थान रहा जहां तापमान ४९ दशमलब ६ डिग्री सेल्सियस पर पहुंच गया। जयपुर में भी प्रचंड गर्मी पड़ रही है जहां कल मौसम का सबसे गर्म दिन था। भीषण गर्मी के कारण सड़क यातायात के साथ साथ सामान्य जनजीवन बुरी तरह प्रभावित हो रहा है। मौसम विभाग के अनुसार अगले दो-तीन दिनों तक भीषण गर्मी से लोगों को राहत मिलने के कोई आसार नहीं है। अनुराग वाजपेयी, आकाशवाणी समाचार, जयपुर।
पंजाब और हरियाणा के मैदानी भागों में भी गर्मी से बुरा हाल है।
पंजाब और हरियाणा दोनों राज्यों में ही अधिकतम तापमान ४० डिग्री सेल्सियस के आसपास या इससे ऊपर चल रहा है। अमृतसर में तापमान ४३दशमलव चार और लुधियाना ४१ दशमलव पांच डिग्री सेल्सियस रहा। जलंधर और पटियाला में भी ४० डिग्री सेल्सियस के आसपास रहे तापमान में लोगों के पसीने छूटे। चंडीगढ में तापमान कुछ कम ३६ दशमलव ८ डिग्री सेल्सियसस दर्ज हुआ। मौसम विभाग ने चाहे गर्मी से ज्यादा राहत मिलने का कोई अनुमान नहीं लगाया है। परन्तु दोनों ही राज्यों के कुछ स्थानों पर धूल भरी आंधी अथवा गर्जना वाली आंधी आने से भी इंकार नहीं किया है। राजेश बाली आकाशवाणी समाचार जालंधर।

उत्तर भारत में जहां कई स्थानों पर लोग भीषण गर्मी से जूझ रहे हैं वहीं दक्षिणी राज्य केरल में मॉनसून की भारी वर्षा से जानमाल का काफी नुकसान हुआ है। लोगों को बारिश से कुछ राहत मिली है, लेकिन मौसम विभाग ने रविवार तक तेज बारिश होने का अनुमान व्यक्त किया है। केरल और लक्षद्वीप में अगले ४८ घंटों में भारी बारिश हो सकती है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि अन्तरराष्ट्रीय मुद्राकोष - आई. एम. एफ. के प्रबंध निदेशक पद के लिए फ्रांस की विदेश मंत्री क्रिस्टीन लगार्डे की उम्मीदवारी को समर्थन देने के बारे में भारत ने कोई आश्वासन नहीं दिया है। कल नई दिल्ली में बैठक के बाद श्री मुखर्जी ने कहा कि इस समय यह नहीं बताया जा सकता कि इस पद के लिए ब्रिक्स देशों का कोई साझा उम्मीदवार होगा या नहीं। दक्षिण अफ्रीका की उम्मीदवारी के बारे में ब्रिक्स देशों-ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका में एक राय नहीं है। श्री मुखर्जी ने कहा कि अन्तरराष्ट्रीय मुद्रा कोष के प्रबंध निदेशक का चुनाव योग्यता के आधार पर होना चाहिए।
अंतरराष्ट्रीय मुद्राकोष या विश्व बैंक के प्रबंध निदेशक का चुनाव योग्यता और सक्षमता के आधार पर पारदर्शी तरीके से होना चाहिए न कि किसी खास देश की नागरिकता के आधार पर।

The West Bengal Government has reached an agreement with Gorkha Janmukti Morcha to settle the Darjeeling crisis giving more autonomy to hill people. Announcing this in Kolkata yesterday, the Chief Minister Mamta Banerjee said that an agreement was signed between the West Bengal Government and the Gorkha Janmukti Morcha after two day's Secretary Level talks. Describing the day as a historic one, Ms.Banerjee said that she would urge the Center to convene a tri-partite level meeting within a week to endorse the Secretary level agreement.
Later speaking to newsmen, the State Chief Secretary Mr.Samar Ghosh said that a new autonomous body will be set up in Darjeeling. A bill to this effect will be placed in the next session of the state assembly. The body will be formed through election in the hills.

The Prime Minister Dr. Manmohan Singh has asked ministers to declare their assets including those of their spouses and dependents along with any business interests, as per the annual exercise. The ministers have been asked to furnish the details by August 31st. A letter written by Cabinet Secretary K M Chandrasekhar to ministers on the 2nd of this month says that this has been desired by the Prime Minister as per the code of Conduct for Ministers. He drew the attention of the ministers to the fact that the disclosure shall consist of particulars of all immovable property and the total approximate value of shares and debentures, cash holdings and jewellery. Such a Statement of assets and liabilities could be in respect of the financial year for which the income tax return has already been filed by the Minister. The letter also stresses the point that according to the relevant code, a minister should report the matter to the Prime Minister, or the Chief Minister as the case may be, if any member of his family sets up, or joins in the conduct and management of, any other business. A Minister, including Union Ministers, Chief Ministers and other Ministers of State Governments, Union Territories, should not permit their spouse and dependents to accept employment under a Foreign Government, in India or abroad, or in a foreign organisation including commercial concerns without prior approval of the Prime Minister.

The US has said that Pakistani-Canadian Tahawwur Rana knowingly conspired with David Headley and both were part of the same team that carried out the Mumbai terror attacks in 2008. A US Federal Attorney told a Chicago court last night that Rana was not fooled by Headley. Rana knew about the terror plots - both Mumbai and Copenhagen, and helped him in carrying out these terror plots and activities. If convicted, Rana faces a possible life sentence.

The Finance Minister Pranab Mukherjee has said that India has not given any assurance to his French counterpart Christine Lagarde on support for her candidature to the post of IMF's managing director.

Not adding to any particular nationality and for these offices there should be a broad consensus. India would like to be a part of that consensus. A government committee has suggested raising interest rates on post office savings deposits to 4 per cent. The interest rate at present is 3.5 per cent. The suggestion, if implemented, will benefit lakhs of small depositors. The committee on small savings also recommended linking returns on other small savings schemes with interest rates on government securities. It has also suggested that Kisan Vikas Patra be withdrawn and the annual investment limit for the popular Public Provident Fund be raised to one lakh rupees from 70,000 rupees at present.

The Jammu and Kashmir police has said that there are an estimated 250 to 300 militants active in the state. Talking to reporters on the sidelines of a function in Srinagar Director General of Police Kuldeep Khoda said that going by the estimates, this is the lowest number of militants to be active in Jammu and Kashmir in the last 20 years, when an armed insurgency began in the state.

In Tamil Nadu, 22 people were charred to death last night when the private bus they were travelling in, skidded off a bridge and caught fire near Kaveripakkam, about 40 km from Vellore. Police said, two persons including the driver were injured in the accident. The bus was on its way to Tiruppur from Chennai.

North India continues to reel under a severe heat wave. The Maximum temperature in the national capital touched 43.6 deg C, four notches above normal yesterday.
Normal life was badly hit in several parts of Rajasthan with heat wave conditions tightening their grip. Our correspondent reports that Phalodi recorded 49.6 deg C, the highest temperature registered in the town since June 6th, 1991.
Entire state is witnessing severe heat this year. Jodhpur distt. was the hottest place in the state where maximum temperature was recorded 49.6 degree C yesterday. Maximum temperature at Dhaulpur was 49, at Barmer 49.1, at Jaisalmer 48.7 and at Jodhpur 47.8 degree C. Jaipur also witnessed scorching heat and temp was recorded 46 degree C in the day. Maximum temperature in both Punjab and Haryana is hovering around or above 40 degree Celsius. Hissar and Amritsar were the hottest cities in both the states yesterday. In Hissar, it was above 45 degree C. Ambala and Karnal had both recorded a maximum of 38.4 degree C. Amritsar recorded 43.4 and Ludhiana 41.5 degreee Celsius. In Kerala, even as monsoon related destruction of houses and agriculture property is continuing, the southern districts of the state are experiencing slight respite from heavy rainfall. Our correspondent reports that isolated heavy rainfall is likely in Kerala and Lakshadweep during the next 48 hours.
Apart from setting up flood relief camps at taluk levels, the state administration is engaged in mitigating the sufferings, of those affected by monsoon related destruction. As a relief to farmers the Chief Minister Oommen Cahnday has ordered to clear backlog amount of paddy procurement in all districts. The state cabinet meeting to be held today is likely to announce more measures. Health officials have been instructed to take precaution against different types of fever likely during monsoon season. Representatives of Civil Society in the Joint Drafting Committee for the Lokpal Bill will be participating in the next sitting of the committee scheduled for the 15th of this month. In Uttar Pradesh most of the major political parties have speed up their poll preparedness for next assembly elections in 2012. The state congress has said that a two day meet of its election committee would be held at Lucknow in the third week of this month. दिल्ली उच्च न्यायालय ने टू-जी स्पेक्ट्रम मामले में डी०एम०के० सांसद कनिमोई और कलेंग्नर टेलिविजन के महाप्रबंधक शरद कुमार की जमानत की याचिका आज खारिज कर दी। न्यायमूर्ति अजित भरिहोक ने कहा कि अभियुक्तों के खिलाफ सरसरी तौर पर कुछ सबूत हैं। डी०एम०के० प्रमुख एम० करूणानिधि की ४३ वर्षीय पुत्री कनिमोई और शरद कुमार पर सीबीआई ने कथित तौर पर दो सौ करोड़ रुपये की रिश्वत लेने का आरोप लगाया है। इन दोनों की कलेंग्नर टी०वी प्राइवेट लिमिटेड में बीस-बीस प्रतिशत की हिस्सेदारी है, जिससे शाहिद बलवा द्वारा प्रायोजित कंपनी डी.बी. रियलिटी के जरिए कथित रूप से दो सौ करोड़ रुपये प्राप्त हुए। कनिमोई और शरद कुमार ने उनकी जमानत याचिकाएं नामंजूर करने के विशेष अदालत के फैसले को चुनौती देते हुए २३ मई को उच्च न्यायालय में याचिका दायर की थी। विशेष अदालत ने यह कहते हुए उन्हें जमानत देने से इंकार कर दिया था कि उनका अपराध गंभीर है और वे गवाहों को प्रभावित कर सकते हैं।
सीबीआई के विशेष जज ओ.पी सैनी ने २० मई को कनिमोई और कुमार की जमानत याचिकाओं को नामंजूर कर दिया था और उनकी गिरफ्तारी के आदेश दिए थे। ये दोनों इस समय तिहाड जेल में हैं। कनिमोई ने विशेष अदालत में महिला होने के आधार पर जमानत दिए जाने की मांग की थी और उच्च न्यायालय में यह कहते हुए राहत की मांग की है कि उसे अपने स्कूल जाने वाले बच्चे की देख-भाल के लिए छोड़ा जाए। उसका कहना है कि बच्चे की पूरी देख-भाल नहीं हो रही है, क्योंकि उसके पिता विदेश में हैं।

प्रवर्तन निदेशालय के प्रमुख अरूण माथुर और वित्त मंत्रालय के अधिकारी टू-जी स्पेक्ट्रम मामले की जांच कर रही संयुक्त संसदीय समिति को आज जानकारी दे रहे हैं। श्री माथुर प्रवर्तन निदेशालय के अन्य वरिष्ठ अधिकारियों और वित्त मंत्रालय के राजस्व विभाग के प्रतिनिधियों के साथ संयुक्त संसदीय समिति को स्पेक्ट्रम आवंटन घोटाले के सिलसिले में की गई जांच के बारे में भी अलग से जानकारी देंगे। कल सीबीआई के निदेशक ए.पी. सिंह ने टू-जी स्पेक्ट्रम घोटाले की अपनी जांच के बारे में संयुक्त संसदीय समिति को बताया था। प्रवर्तन निदेशालय ने स्वान, लूप और एस.-टेल सहित टू-जी स्पेक्ट्रम घोटाले में शामिल प्रमुख दूरसंचार कंपनियों के खिलाफ चार हजार तीन सौ करोड़ रुपये से अधिक के विदेशी मुद्रा नियमन कानून उल्लंघन के विभिन्न आरोप भी लगाए हैं। भारतीय दूरसंचार नियमन प्राधिकरण-ट्राई के अध्यक्ष जे.एस. शर्मा भी इस मुद्दे पर समिति को जानकारी देंगे। श्री शर्मा ने ट्राई के कामकाज और दूरसंचार क्षेत्र में उसकी भूमिका के बारे में जानकारी देनी शुरू की थी जो आज भी जारी रहेगी।

सरकार को चालू वित्त वर्ष में आर्थिक विकास दर आठ दशमलव सात पांच प्रतिशत रहने का पूरा विश्वास है। आज नई दिल्ली में केन्द्रीय उत्पाद शुल्क और सीमा शुल्क बोर्ड द्वारा आयोजित वार्षिक सम्मेलन का उद्घाटन करते हुए केन्द्रीय वित्त मंत्री प्रणब मुखर्जी ने कहा कि पिछली तिमाही में सात दशमलव आठ प्रतिशत की विकास दर रहने के बावजूद चालू वित्त वर्ष में विकास दर आठ दशमलव सात-पांच प्रतिशत से शून्य दशमलव दो-पांच प्रतिशत अधिक या कम रहेगी। उत्पाद शुल्क और सीमा शुल्क के मुख्य आयुक्तों और महानिदेशकों को सम्बोधित करते हुए वित्त मंत्री ने कहा कि चालू वित्त वर्ष में तीन लाख ९२ हजार नौ सौ अस्सी करोड़ रुपये के राजस्व का लक्ष्य रखा गया है और इसे प्राप्त करने के लिए २०१०-११ में निरंतर और नीतिगत प्रयास करने होंगे।
वित्त मंत्री ने कहा कि समूचित आर्थिक ढांचे में खामियों को दूर करने के लिए सरकार ने नीतिगत सुधार प्रक्रिया शुरू की है। श्री मुखर्जी ने कहा कि वित्तीय क्षेत्र कानून सुधार आयोग बनाया गया है, जो इस क्षेत्र से सम्बन्धित कानूनों में दुनिया की सबसे अच्छी व्यवस्थाओं के अनुरूप संशोधन करने का काम करेगा। उन्होंने कहा कि करों और व्यापार से सम्बन्धित प्रशासनिक प्रक्रियाओं को सरल बनाने और उन्हें इलेक्ट्रोनिक माध्यमों में उपलब्ध कराने के उपाय किये जा रहे हैं। उन्होंने आशा व्यक्त की कि इससे नयी प्रगतिशल और ज्यादा कुशल अर्थव्यवस्था कायम करने में सहायता मिलेगी।

जाने-माने गांधीवादी अन्ना हजारे ने बाबा रामदेव के शांतिपूर्ण आंदोलन के खिलाफ पुलिस कार्रवाई की निंदा की है। अन्ना हजारे अपने समर्थकों के साथ आज नई दिल्ली में राजघाट पर भ्रष्टाचार और काले धन के खिलाफ एक दिन का अनशन कर रहे हैं। ७१ वर्षीय अन्ना हजारे और सरकार के साथ भ्रष्टाचार निरोधक कानून का मसौदा तैयार कर रही समिति के अन्य सदस्यों ने आज सुबह अपना अनशन शुरू किया।
इससे पहले, अन्ना हजारे ने अप्रैल में पांच दिन तक अनशन किया था जिसके परिणामस्वरूप लोकपाल विधेयक का मसौदा तैयार करने के लिए संयुक्त समिति का गठन किया गया।

तमिलनाडु में कल रात एक बस दुर्घटना में २२ लोगों की मौत हो गई। वेल्लौर से चालीस किलोमीटर दूर कावेरीपक्कम के पास बस पुल से गिर गई और उसमें आग लग गई। पुलिस ने बताया कि दुर्घटना में चालक सहित दो लोग घायल हुए हैं। बस चेन्नई से तिरूप्पुर जा रही थी।
तमिलनाडु सरकार ने मृतकों के परिजनों को एक-एक लाख रूपये और घायलों को पचास हजार रूपये देने की घोषणा की है।

केरल सरकार ने मछुआरों को राहत पहुंचाने के लिए १० करोड़ रूपये की राशि आवंटित की है। मुख्यमंत्री ओम्मन चांडी ने राज्य मंत्रिमंडल की बैठक के बाद आज तिरूअनन्तपुरम में बताया कि इस राशि का इस्तेमाल मछुआरा समुदाय के गरीबी की रेखा से नीचे और गरीबी की रेखा से ऊपर रहने वाले परिवारों को लाभ पहुंचाने के लिए किया जाएगा। राज्य में मानसून की भारी वर्षा से संपत्ति और फसल को काफी नुकसान पहुंचा है। राज्य में इस महीने की १५ तारीख से जाल से मछली पकड़ने पर प्रतिबंध लगा दिया है।

केरल उच्च न्यायालय ने मार्क्सवादी कम्युनिस्ट पार्टी के नेता एम.वी.जयराजन को शुक्रवार को न्यायालय के अवमानना के एक मामले में आरोप तय होने के दौरान न्यायालय में हाजिर होने को कहा है। इससे पहले न्यायमूर्ति ए.के.बशीर और न्यायमूर्ति पी.के. बरकत अली की खंडपीठ ने इस महीने की ३० तारीख तक पेशी से छूट देने की जयराजन की अर्जी खारिज कर दी। जयराजन ने कहा था कि वे उच्चतम न्यायालय में अपील के लिए दिल्ली में है।

२६ नवम्बर, २००८ के मुम्बई आतंकी हमले के आरोपी तहव्वुर राणा के मामले की सुनवाई में सरकारी और बचाव पक्ष ने अपनी दलीलें पूरी कर ली है। शिकागो में चल रहे मुकदमे मे सरकारी वकील ने आतंकी हमले के शिकार लोगों को न्याय दिलाने की अपील की, वहीं बचाव पक्ष ने कहा है कि पाकिस्तानी मूल के कैनेडा के नागरिक राणा को डेविड हेडली ने फंसाया है।
सुनवाई कर रही संघीय जूरी राणा के भाग्य का फैसला करने के लिए अब अंतिम विचार विमर्श करेगी। हालांकि राणा एक पखवाड़े चली सुनवाई के दौरान चुप रहा और उसने अपने बचाव में कुछ नही कहा। पेशे से डॉक्टर राणा पर हमले के मुख्य आरोपी हेडली को मुम्बई में टोह लेने में सहायता देने का आरोप है। हमले में एक सौ ६६ लोग मारे गये थे। सरकारी वकील ने दलील दी कि इसका पक्का सबूत है कि राणा को अपने बचपन के मित्र हेडली की गतिविधियों के बारे में पूरी जानकारी थी। एटर्नी डेनियल कोलिन्स ने १२ सदस्यों वाली जूरी से कहा कि राणा को यह भी मालूम था कि उनका प्रशिक्षित आतंकवादी दोस्त हेडली लोगों की हत्याए करने पर उतारू है।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ९० अंक की गिरावट आयी। मुनाफा वसूली और एशियाई बाजारों में नरमी के रूख के कारण बाजार में यह गिरावट आयी। अब से कुछ देर पहले सेन्सेक्स ११८ अंक की गिरावट के साथ १८ हजार ३७९ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३५ अंक गिरकर ५ हजार ५२० पर था।
अन्तरबैंक विदेशी मुद्राबाजार के शुरूआती कारोबार में रूपये की कीमत में डॉलर के मुकाबले आठ पैसे की गिरावट आई लेकिन बाद में इसमें सुधार हुआ और यह कल के स्तर ४४ रूपये ६७ पैसे प्रति डॉलर पर आ गया।

जर्मनी के स्वास्थ्य अधिकारी अभी तक ई-कोलाई बीमारी के कारणों के बारे में किसी ठोस नतीजे पर नही पहुंचे है, क्योंकि इसके बीन स्प्राउट्स के कारण होने की पुष्टि नहीं हुई है। द्वितीय विश्व युद्ध के बाद जर्मनी में फैली यह सबसे बड़ी बीमारी है जिससे अब तक २५ लोगों की मौत हो चुकी है।
लोअर सैक्सोनी प्रांत की एक जैविक फर्म पर संदेह किया जा रहा है, जिसने प्रत्यक्ष या परोक्ष रूप से उत्तरी जर्मनी के कई शहरों के रेस्टोरेंट और कैन्टीन को बीन स्प्राउट्स की आपूर्ति की थी। इकोली बीमारी के अधिकतर मामले इसी इलाके से आये है।
बाल्टिक सागर के बंदरगाह शहर ल्यूइबेक के एक रेस्टोरेंट पर भी इस बीमारी के संक्रमण के लिए संदेह किया जा रहा है, जिसने इसी फर्म से बीन स्प्राउट्स की खरीद की थी।
हालांंिक लोवर सैक्ससोनी के स्वास्थ्य अधिकारियों ने बताया है कि प्रयोगशाला मे बीन स्प्राउट्स की जांच में घातक बैक्टीरिया का कोई अंश नहीं मिला है। इसके अलावा ४० और नमूनों की जांच की गई, लेकिन सभी नेगेटिव पाये गये हैं।
इसके बावजूद बीन स्प्राउट्स को इस बीमारी का
मुख्य कारण मानकर जांच की जा रही है क्योंकि जिन परिस्थितियों में ये स्प्राउट्स होते है उनमें बैक्टीरिया पैदा होने की संभावना अधिक है। अधिकारियों का यह भी कहना है कि १९६९ में जापान में फैली ई-कोलाई का मुख्य कारण बीन्स स्प्राउट्स में पाया गया बैक्टीरिया था।

अफगानिस्तान के पहले उपराष्ट्रपति मोहम्मद कासिम फहीम ने कहा है कि भारत और अफगानिस्तान विभिन्न क्षेत्रों में आपसी सहयोग से संबंधों को और प्रगाढ़ बना सकते हैं। श्री फहीम ने काबुल में भारतीय राजदूत से मुलाकात की। उन्होंने कहा कि भारत ने अफगानिस्तान के विभिन्न क्षेत्रों में काफी मदद की है। उन्होंने शिक्षा, संस्कृति और व्यापार के क्षेत्र में संबंधों को और मजबूत बनाने पर जोर दिया। मुलाकात के दौरान भारतीय राजदूत जी. मुखोपाध्याय ने अफगानिस्तान में स्थिरता और सुरक्षा को इस क्षेत्र के लिए बहुत महत्वपूर्ण बताया।

अफगानिस्तान में नेटो सेना के लिए तेल आपूर्ति करने वाले आठ टैंकर एक विस्फोट में पूरी तरह नष्ट हो गए। कल शाम विस्फोट के समय ये टैंकर खैबर एजेंसी में तोरखाम सीमा के पास खड़े थे। विस्फोट के बाद इन टैंकरों में आग लग गयी और ये पूरी तरह नष्ट हो गए। घटना में किसी के हताहत होने की खबर नही है।

नेपाल की सुप्रीम कोर्ट ने संविधान सभा का कार्यकाल तीन महीने और बढ़ाए जाने पर सरकार को कारण बताओ नोटिस जारी किया है। न्यायमूर्ति ताहिर अली अंसारी की एक सदस्यीय पीठ ने राष्ट्रपति रामबरन यादव, प्रधानमंत्री झालनाथ खनाल और संविधान सभा के अध्यक्ष सुभाष नेमवांग से संविधान सभा का कार्यकाल बढ़ाने की वैधता के बारे में लिखित स्पष्टीकरण देने को कहा है।
न्यायालय ने दो वकीलों की रिट याचिका पर यह नोटिस जारी किये हैं। इस याचिका में संविधान सभा का कार्यकाल बढ़ाएं जाने के फैसले को चुनौती दी गई थी। इन वकीलों ने कहा है कि संविधान सभा का कार्यकाल बढ़ाया जाना गैर कानूनी है क्योंकि २८ मई की आधी रात को इसका कार्यकाल समाप्त होने के कई घन्टों बाद ऐसा किया गया।

पश्चिम बंगाल सरकार ने दार्जिलिंग स्वायत्त पर्वतीय परिषद के स्थान पर एक नयी स्वायत्त परिषद बनाने का फैसला किया है। इसके लिए एक विधेयक राज्य विधानसभा के अगले अधिवेशन में पेश किया जाएगा। दार्जिलिंग पर्वतीय इलाके के लोगों को अधिक स्वायत्तता देकर उनकी समस्याओं के समाधान के लिए सचिव स्तर की बातचीत के बाद कल राज्य सरकार और गोरखा जन मुक्ति मोर्चा के बीच इस आशय का समझौता हुआ। कोलकाता में इसकी घोषणा करते हुए मुख्यमंत्री सुश्री ममता बनर्जी ने बताया कि उन्होंने केन्द्र से सचिव स्तर के समझौते के अनुमोदन के लिए एक सप्ताह के अन्दर दार्जिलिंग में ही त्रिपक्षीय बैठक बुलाने का आग्रह किया है। आकाशवाणी के कोलकाता संवाददाता अरिजीत चक्रवर्ती ने बताया है कि नयी स्वायत्त परिषद का गठन चुनाव के जरिये किया जाएगा। इसके अलावा प्रस्तावित परिषद की भौगोलिक सीमा को फिर से तय करने के लिए नौ सदस्यों की समिति बनायी गई है।
मुख्य सचिव समर घोष ने बताया है कि नई समिति को प्रशासनिक और वितीय अधिकार प्राप्त होंगे और राज्य के कानूनों के तहत वे नियम-कानून भी बना सकते हैं। मुख्य सचिव ने बताया है कि सचिव स्तर की बातचीत मे अलग गोरखालैंड के मुद्दे पर कोई चर्चा नहीं हुई।

दिल्ली उच्च न्यायालय ने टू-जी स्पेक्ट्रम मामले में डी०एम०के० सांसद कनिमोई और कलेंग्नर टेलिविजन के महाप्रबंधक शरद कुमार की जमानत की याचिका आज खारिज कर दी। न्यायमूर्ति अजित भरिहोक ने कहा कि अभियुक्तों के खिलाफ सरसरी तौर पर कुछ सबूत हैं। डी०एम०के० प्रमुख एम० करूणानिधि की ४३ वर्षीय पुत्री कनिमोई और शरद कुमार पर सीबीआई ने कथित तौर पर दो सौ करोड़ रुपये की रिश्वत लेने का आरोप लगाया है। इन दोनों की कलेंग्नर टी०वी प्राइवेट लिमिटेड में बीस-बीस प्रतिशत की हिस्सेदारी है, जिससे शाहिद बलवा द्वारा प्रायोजित कंपनी डी.बी. रियलिटी के जरिए कथित रूप से दो सौ करोड़ रुपये प्राप्त हुए। कनिमोई और शरद कुमार ने उनकी जमानत याचिकाएं नामंजूर करने के विशेष अदालत के फैसले को चुनौती देते हुए २३ मई को उच्च न्यायालय में याचिका दायर की थी। विशेष अदालत ने यह कहते हुए उन्हें जमानत देने से इंकार कर दिया था कि उनका अपराध गंभीर है और वे गवाहों को प्रभावित कर सकते हैं।
सीबीआई के विशेष जज ओ.पी सैनी ने २० मई को कनिमोई और कुमार की जमानत याचिकाओं को नामंजूर कर दिया था और उनकी गिरफ्तारी के आदेश दिए थे। ये दोनों इस समय तिहाड जेल में हैं। कनिमोई ने विशेष अदालत में महिला होने के आधार पर जमानत दिए जाने की मांग की थी और उच्च न्यायालय में यह कहते हुए राहत की मांग की है कि उसे अपने स्कूल जाने वाले बच्चे की देख-भाल के लिए छोड़ा जाए। उसका कहना है कि बच्चे की पूरी देख-भाल नहीं हो रही है, क्योंकि उसके पिता विदेश में हैं।

प्रवर्तन निदेशालय के प्रमुख अरूण माथुर और वित्त मंत्रालय के अधिकारी टू-जी स्पेक्ट्रम मामले की जांच कर रही संयुक्त संसदीय समिति को आज जानकारी दे रहे हैं। श्री माथुर प्रवर्तन निदेशालय के अन्य वरिष्ठ अधिकारियों और वित्त मंत्रालय के राजस्व विभाग के प्रतिनिधियों के साथ संयुक्त संसदीय समिति को स्पेक्ट्रम आवंटन घोटाले के सिलसिले में की गई जांच के बारे में भी अलग से जानकारी देंगे। कल सीबीआई के निदेशक ए.पी. सिंह ने टू-जी स्पेक्ट्रम घोटाले की अपनी जांच के बारे में संयुक्त संसदीय समिति को बताया था। प्रवर्तन निदेशालय ने स्वान, लूप और एस.-टेल सहित टू-जी स्पेक्ट्रम घोटाले में शामिल प्रमुख दूरसंचार कंपनियों के खिलाफ चार हजार तीन सौ करोड़ रुपये से अधिक के विदेशी मुद्रा नियमन कानून उल्लंघन के विभिन्न आरोप भी लगाए हैं। भारतीय दूरसंचार नियमन प्राधिकरण-ट्राई के अध्यक्ष जे.एस. शर्मा भी इस मुद्दे पर समिति को जानकारी देंगे। श्री शर्मा ने ट्राई के कामकाज और दूरसंचार क्षेत्र में उसकी भूमिका के बारे में जानकारी देनी शुरू की थी जो आज भी जारी रहेगी।

सरकार को चालू वित्त वर्ष में आर्थिक विकास दर आठ दशमलव सात पांच प्रतिशत रहने का पूरा विश्वास है। आज नई दिल्ली में केन्द्रीय उत्पाद शुल्क और सीमा शुल्क बोर्ड द्वारा आयोजित वार्षिक सम्मेलन का उद्घाटन करते हुए केन्द्रीय वित्त मंत्री प्रणब मुखर्जी ने कहा कि पिछली तिमाही में सात दशमलव आठ प्रतिशत की विकास दर रहने के बावजूद चालू वित्त वर्ष में विकास दर आठ दशमलव सात-पांच प्रतिशत से शून्य दशमलव दो-पांच प्रतिशत अधिक या कम रहेगी। उत्पाद शुल्क और सीमा शुल्क के मुख्य आयुक्तों और महानिदेशकों को सम्बोधित करते हुए वित्त मंत्री ने कहा कि चालू वित्त वर्ष में तीन लाख ९२ हजार नौ सौ अस्सी करोड़ रुपये के राजस्व का लक्ष्य रखा गया है और इसे प्राप्त करने के लिए २०१०-११ में निरंतर और नीतिगत प्रयास करने होंगे।
वित्त मंत्री ने कहा कि समूचित आर्थिक ढांचे में खामियों को दूर करने के लिए सरकार ने नीतिगत सुधार प्रक्रिया शुरू की है। श्री मुखर्जी ने कहा कि वित्तीय क्षेत्र कानून सुधार आयोग बनाया गया है, जो इस क्षेत्र से सम्बन्धित कानूनों में दुनिया की सबसे अच्छी व्यवस्थाओं के अनुरूप संशोधन करने का काम करेगा। उन्होंने कहा कि करों और व्यापार से सम्बन्धित प्रशासनिक प्रक्रियाओं को सरल बनाने और उन्हें इलेक्ट्रोनिक माध्यमों में उपलब्ध कराने के उपाय किये जा रहे हैं। उन्होंने आशा व्यक्त की कि इससे नयी प्रगतिशल और ज्यादा कुशल अर्थव्यवस्था कायम करने में सहायता मिलेगी।

जाने-माने गांधीवादी अन्ना हजारे ने बाबा रामदेव के शांतिपूर्ण आंदोलन के खिलाफ पुलिस कार्रवाई की निंदा की है। अन्ना हजारे अपने समर्थकों के साथ आज नई दिल्ली में राजघाट पर भ्रष्टाचार और काले धन के खिलाफ एक दिन का अनशन कर रहे हैं। ७१ वर्षीय अन्ना हजारे और सरकार के साथ भ्रष्टाचार निरोधक कानून का मसौदा तैयार कर रही समिति के अन्य सदस्यों ने आज सुबह अपना अनशन शुरू किया।

तमिलनाडु में कल रात एक बस दुर्घटना में २२ लोगों की मौत हो गई। वेल्लौर से चालीस किलोमीटर दूर कावेरीपक्कम के पास बस पुल से गिर गई और उसमें आग लग गई। पुलिस ने बताया कि दुर्घटना में चालक सहित दो लोग घायल हुए हैं। बस चेन्नई से तिरूप्पुर जा रही थी।
तमिलनाडु सरकार ने मृतकों के परिजनों को एक-एक लाख रूपये और घायलों को पचास हजार रूपये देने की घोषणा की है।

केरल सरकार ने मछुआरों को राहत पहुंचाने के लिए १० करोड़ रूपये की राशि आवंटित की है। मुख्यमंत्री ओम्मन चांडी ने राज्य मंत्रिमंडल की बैठक के बाद आज तिरूअनन्तपुरम में बताया कि इस राशि का इस्तेमाल मछुआरा समुदाय के गरीबी की रेखा से नीचे और गरीबी की रेखा से ऊपर रहने वाले परिवारों को लाभ पहुंचाने के लिए किया जाएगा। राज्य में मानसून की भारी वर्षा से संपत्ति और फसल को काफी नुकसान पहुंचा है। राज्य में इस महीने की १५ तारीख से जाल से मछली पकड़ने पर प्रतिबंध लगा दिया है।

केरल उच्च न्यायालय ने मार्क्सवादी कम्युनिस्ट पार्टी के नेता एम.वी.जयराजन को शुक्रवार को न्यायालय के अवमानना के एक मामले में आरोप तय होने के दौरान न्यायालय में हाजिर होने को कहा है। इससे पहले न्यायमूर्ति ए.के.बशीर और न्यायमूर्ति पी.के. बरकत अली की खंडपीठ ने इस महीने की ३० तारीख तक पेशी से छूट देने की जयराजन की अर्जी खारिज कर दी। जयराजन ने कहा था कि वे उच्चतम न्यायालय में अपील के लिए दिल्ली में है।

२६ नवम्बर, २००८ के मुम्बई आतंकी हमले के आरोपी तहव्वुर राणा के मामले की सुनवाई में सरकारी और बचाव पक्ष ने अपनी दलीलें पूरी कर ली है। शिकागो में चल रहे मुकदमे मे सरकारी वकील ने आतंकी हमले के शिकार लोगों को न्याय दिलाने की अपील की, वहीं बचाव पक्ष ने कहा है कि पाकिस्तानी मूल के कैनेडा के नागरिक राणा को डेविड हेडली ने फंसाया है।
सुनवाई कर रही संघीय जूरी राणा के भाग्य का फैसला करने के लिए अब अंतिम विचार विमर्श करेगी। हालांकि राणा एक पखवाड़े चली सुनवाई के दौरान चुप रहा और उसने अपने बचाव में कुछ नही कहा। पेशे से डॉक्टर राणा पर हमले के मुख्य आरोपी हेडली को मुम्बई में टोह लेने में सहायता देने का आरोप है। हमले में एक सौ ६६ लोग मारे गये थे। सरकारी वकील ने दलील दी कि इसका पक्का सबूत है कि राणा को अपने बचपन के मित्र हेडली की गतिविधियों के बारे में पूरी जानकारी थी। एटर्नी डेनियल कोलिन्स ने १२ सदस्यों वाली जूरी से कहा कि राणा को यह भी मालूम था कि उनका प्रशिक्षित आतंकवादी दोस्त हेडली लोगों की हत्याए करने पर उतारू है।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ९० अंक की गिरावट आयी। मुनाफा वसूली और एशियाई बाजारों में नरमी के रूख के कारण बाजार में यह गिरावट आयी। अब से कुछ देर पहले सेन्सेक्स ११८ अंक की गिरावट के साथ १८ हजार ३७९ पर था।

जर्मनी के स्वास्थ्य अधिकारी अभी तक ई-कोलाई बीमारी के कारणों के बारे में किसी ठोस नतीजे पर नही पहुंचे है, क्योंकि इसके बीन स्प्राउट्स के कारण होने की पुष्टि नहीं हुई है। द्वितीय विश्व युद्ध के बाद जर्मनी में फैली यह सबसे बड़ी बीमारी है जिससे अब तक २५ लोगों की मौत हो चुकी है।
लोअर सैक्सोनी प्रांत की एक जैविक फर्म पर संदेह किया जा रहा है, जिसने प्रत्यक्ष या परोक्ष रूप से उत्तरी जर्मनी के कई शहरों के रेस्टोरेंट और कैन्टीन को बीन स्प्राउट्स की आपूर्ति की थी। इकोली बीमारी के अधिकतर मामले इसी इलाके से आये है।
बाल्टिक सागर के बंदरगाह शहर ल्यूइबेक के एक रेस्टोरेंट पर भी इस बीमारी के संक्रमण के लिए संदेह किया जा रहा है, जिसने इसी फर्म से बीन स्प्राउट्स की खरीद की थी।
हालांंिक लोवर सैक्ससोनी के स्वास्थ्य अधिकारियों ने बताया है कि प्रयोगशाला मे बीन स्प्राउट्स की जांच में घातक बैक्टीरिया का कोई अंश नहीं मिला है। इसके अलावा ४० और नमूनों की जांच की गई, लेकिन सभी नेगेटिव पाये गये हैं।
इसके बावजूद बीन स्प्राउट्स को इस बीमारी का
मुख्य कारण मानकर जांच की जा रही है क्योंकि जिन परिस्थितियों में ये स्प्राउट्स होते है उनमें बैक्टीरिया पैदा होने की संभावना अधिक है। अधिकारियों का यह भी कहना है कि १९६९ में जापान में फैली ई-कोलाई का मुख्य कारण बीन्स स्प्राउट्स में पाया गया बैक्टीरिया था।

अफगानिस्तान के पहले उपराष्ट्रपति मोहम्मद कासिम फहीम ने कहा है कि भारत और अफगानिस्तान विभिन्न क्षेत्रों में आपसी सहयोग से संबंधों को और प्रगाढ़ बना सकते हैं। श्री फहीम ने काबुल में भारतीय राजदूत से मुलाकात की। उन्होंने कहा कि भारत ने अफगानिस्तान के विभिन्न क्षेत्रों में काफी मदद की है। उन्होंने शिक्षा, संस्कृति और व्यापार के क्षेत्र में संबंधों को और मजबूत बनाने पर जोर दिया। मुलाकात के दौरान भारतीय राजदूत जी. मुखोपाध्याय ने अफगानिस्तान में स्थिरता और सुरक्षा को इस क्षेत्र के लिए बहुत महत्वपूर्ण बताया।

अफगानिस्तान में नेटो सेना के लिए तेल आपूर्ति करने वाले आठ टैंकर एक विस्फोट में पूरी तरह नष्ट हो गए। कल शाम विस्फोट के समय ये टैंकर खैबर एजेंसी में तोरखाम सीमा के पास खड़े थे। विस्फोट के बाद इन टैंकरों में आग लग गयी और ये पूरी तरह नष्ट हो गए। घटना में किसी के हताहत होने की खबर नही है।

नेपाल की सुप्रीम कोर्ट ने संविधान सभा का कार्यकाल तीन महीने और बढ़ाए जाने पर सरकार को कारण बताओ नोटिस जारी किया है। न्यायमूर्ति ताहिर अली अंसारी की एक सदस्यीय पीठ ने राष्ट्रपति रामबरन यादव, प्रधानमंत्री झालनाथ खनाल और संविधान सभा के अध्यक्ष सुभाष नेमवांग से संविधान सभा का कार्यकाल बढ़ाने की वैधता के बारे में लिखित स्पष्टीकरण देने को कहा है।
न्यायालय ने दो वकीलों की रिट याचिका पर यह नोटिस जारी किये हैं। इस याचिका में संविधान सभा का कार्यकाल बढ़ाएं जाने के फैसले को चुनौती दी गई थी। इन वकीलों ने कहा है कि संविधान सभा का कार्यकाल बढ़ाया जाना गैर कानूनी है क्योंकि २८ मई की आधी रात को इसका कार्यकाल समाप्त होने के कई घन्टों बाद ऐसा किया गया।

पश्चिम बंगाल सरकार ने दार्जिलिंग स्वायत्त पर्वतीय परिषद के स्थान पर एक नयी स्वायत्त परिषद बनाने का फैसला किया है। इसके लिए एक विधेयक राज्य विधानसभा के अगले अधिवेशन में पेश किया जाएगा। दार्जिलिंग पर्वतीय इलाके के लोगों को अधिक स्वायत्तता देकर उनकी समस्याओं के समाधान के लिए सचिव स्तर की बातचीत के बाद कल राज्य सरकार और गोरखा जन मुक्ति मोर्चा के बीच इस आशय का समझौता हुआ। कोलकाता में इसकी घोषणा करते हुए मुख्यमंत्री सुश्री ममता बनर्जी ने बताया कि उन्होंने केन्द्र से सचिव स्तर के समझौते के अनुमोदन के लिए एक सप्ताह के अन्दर दार्जिलिंग में ही त्रिपक्षीय बैठक बुलाने का आग्रह किया है। आकाशवाणी के कोलकाता संवाददाता अरिजीत चक्रवर्ती ने बताया है कि नयी स्वायत्त परिषद का गठन चुनाव के जरिये किया जाएगा। इसके अलावा प्रस्तावित परिषद की भौगोलिक सीमा को फिर से तय करने के लिए नौ सदस्यों की समिति बनायी गई है।
मुख्य सचिव समर घोष ने बताया है कि नई समिति को प्रशासनिक और वितीय अधिकार प्राप्त होंगे और राज्य के कानूनों के तहत वे नियम-कानून भी बना सकते हैं। मुख्य सचिव ने बताया है कि सचिव स्तर की बातचीत मे अलग गोरखालैंड के मुद्दे पर कोई चर्चा नहीं हुई।

सरकार की एक समिति ने डाक घर में बचत खातों में जमा राशि पर ब्याज दर साढ़े तीन प्रतिशत से बढ़ाकर चार प्रतिशत करने का सुझाव दिया है। अगर इस सुझाव को लागू कर दिया जाता है तो लाखों लघु जमाकर्ताओं को इसका फायदा मिलेगा। रिजर्व बैंक के उप गवर्नर श्यामला गोपीनाथ के नेतृत्व में समिति ने अपनी सिफारिशें वित्त मंत्री प्रणब मुखर्जी को दी।

The Delhi High Court today dismissed the bail plea of DMK MP Kanimozhi and Kalaignar TV MD Sharad Kumar in the 2G spectrum case. Justice Ajit Bharihoke said there are certain prima facie evidences against the accused. Kanimozhi, the 43-year-old daughter of DMK supremo M Karunanidhi, and Kumar were named by the CBI for allegedly receiving kick back to tune of 200 crore rupees. Both Kanimozhi and Kumar have 20 per cent stake each in Kalaignar TV Pvt Ltd which allegedly received 200 crore rupees through a circuitous route from Shahid Balwa promoted D B Realty.
Kanimozhi and Kumar had moved the high court on May 23 challenging the trial court's order which had rejected their bail pleas, saying the offence attributed to them was grave and the possibility of influencing the witnesses cannot be ruled out. CBI Special Judge O P Saini had on May 20 rejected the bail pleas of Kanimozhi and Kumar and ordered their forthwith arrest. They are currently lodged in Tihar Jail. Kanimozhi, who sought bail in the special court on the ground of being a woman, had approached the high court seeking relief citing the need to look after her school-going child who is devoid of her care as his father is working abroad.

Chief of the Enforcement Directorate Arun Mathur and officials of the Finance Ministry are briefing the Joint Parliamentary Committee on the ongoing investigations into the 2G scam today. Mathur, along with other senior officials of the Directorate and representatives of the Department of Revenue in the Finance Ministry, will also brief the JPC separately about the probe carried out in the spectrum scam which included obtaining the share holding patterns of various telecom firms from foreign shores like Mauritius and the UK. The presentation by the ED comes a day after CBI Director A P Singh briefed the panel on its investigations into the 2G scam. The ED has slapped various charges of FEMA violations to the tune of over 4,300 crore rupees against top telecom firms involved in the 2G spectrum scam including Swan, Loop and S-Tel.Telecom Regulatory Authority Chairman J S Sarma will also make a presentation on the issue. Sarma had begun his presentation on the functioning of TRAI and its role in the telecom sector which was inconclusive and would continue today.

The government is confident of an economic growth rate of 8.75 per cent in the current financial year of 2011-12. After inaugurating an annual conference organised by the Central Board of Excise and Customs, in New Delhi today, the Union Finance Minister Pranab Mukherjee said despite registering a growth rate of 7.8 per cent in the last quater, it will be 0.25 per cent more or 0.25 per cent less than 8.75 per cent in the current fiscal year.
Addressing the Chief Commissioners and Director Generals of Excise and Customs, the Minister said that for the realization of the revenue target of 3 Lakh 92 thousand Nine hundred and eight crores rupees in 2011-12, sustained and strategic efforts are required. The Finance Minister said a policy reforms process has been undertaken by the government to address gap in the overall economic structure. Mr. Mukherjee said a financial sector Legislative Reforms Commission has been set up to rewrite the financial sector laws to keep pace with the best global practices. He said steps are being taken to simplify and place the administrative procedures concerning taxation and trade on electronic interface. He expressed the hope that this will set the tone for a newer, vibrant and more efficient economy.

Veteran Gandhian Anna Hazare today deplored the police action against the peaceful agitation of Baba Ramdev. Hazare with his supporters began a day-long fast against corruption and black money at Rajghat in New Delhi. The 71-year-old activist and other members of the committee drafting the anti-graft legislation with the government began their fast this morning. Earlier, Hazare had gone on a five-day fast in April that led to the formation of a joint committee to draft an effective Lok Pal Bill.

The West Bengal Government has decided to set-up a new autonomous body in Darjeeling replacing the Darjeeling Gorkha Autonomous Hill Council. A Bill to this effect will be placed in the next session of the State Assembly. The State Government entered into an agreement with the Gorkha Janamukti Morcha yesterday after Secretary level talks to settle the Darjeeling crisis giving more autonomy to hill the people. Announcing this in Kolkata the Chief Minister Ms. Mamata Banerjee said that she has urged the Centre to convene a tripartite meeting in Darjeeling itself within a week to endorse the Secretary level agreement. She expressed happiness over the decision.
AIR correspondent reports that the new autonomous body in the hill will be formed through election. Besides the State Government has also decided to constitute a nine-member committee to recommend the territorial jurisdiction of the proposed autonomous body. The Chief Secretary Mr. Samar Ghosh said that the new autonomous body will have Administrative, Executive and Financial powers and will be able to frame rules and regulations under the state act. The bye-partite agreement has also decided to set-up a Board of Administrators under the Darjeeling Gorkha Hill Council Act to start developmental activities in the hill until the new autonomous body is formed. The Chief Secretary categorically said that the issue of a separate Gorkha land in Darjeeling was not discussed during the two-day secretary level talks.

In Tamil Nadu, 22 people were charred to death last night when the private bus they were travelling in, skidded off a bridge and caught fire near Kaveripakkam, about 40 km from Vellore. Police said, two persons including the driver were injured in the accident. The bus was on its way to Tiruppur from Chennai. The Tamil Nadu government has announced an ex-gratia of one lakh rupees each to the bereaved families and 50 thousand rupees for the wounded.

Assam Chief Minister Tarun Gogoi has asked the officials to expedite the implementation of the Asian Development Bank-financed flood and river bank erosion projects in the State to provide respite to the people from the calamities. The instructions were given after reviewing the Integrated Flood and River Erosion Risk Management Investment Programme being implemented in the State with financial assistance of the Asian Development Bank (ADB) at a high-level meeting held at Guwahati last evening. The Chief Minister reviewed the financial and physical progress of the projects under implementation at Palasbari, Dibrugarh and the Kaziranga National Park. The meeting was attended by ADB officials besides Ministers and departmental heads of the concerned State Government agencies. Railway ministry has decided to participate in the global campaign to create awareness among road users to increase safety at unmanned level crossings. Railways will observe International Level Crossing Awareness Day tomorrow to sensitise road users about safety rules at unmanned level crossings. Frequent rail accidents at unmanned level crossing is a major cause of concern for the Railways. The Defence Minister Mr. A.K. Antony has said that the country is going through a transparency revolution which can't be stopped midway. He said the transition was facing problems as the country including politicians, bureaucrats, businessmen, armed forces and all those who are holding key position are not ready for this transition. He quipped that secrecy is becoming a thing of the past. The Defence Minister was talking to reporters in New Delhi this morning after inaugurating a new conference hall of the Press Club of India. Mr. Antony's observations assume significance against the backdrop of agitations demanding more openness and accountability in Government functioning. Cautioning the media against being manipulated by vested interests, he observed that in the industrialised society there is a clash of interests between various groups. He urged the media to work as the vanguard of democracy as they have greater social responsibility. Crediting Parliament for increasing transparency in the country, Mr. Antony said, the Right to Information Act, passed by Parliament in 2005, will help the transparency revolution percolate to all walks of life, organisations and ultimately all families. The Kerala government has allocated ten crore rupees to implement relief measures for the fishermen community during the trawling ban that comes into effect from 15th of this month. The Kerala High Court today directed CPM leader M V Jayarajan to appear before it on Friday for framing charges in connection with a contempt of court case against him. A Division Bench of the High Court comprising Justice A K Basheer and Justice P Q Barkat Ali rejected a plea by Jayarajan to exempt him from appearing in the court till the 30th of this month as he is in Delhi to move the Supreme Court in connection with the case. The Court suo motto had initiated contempt of court proceedings against Jayarajan following his controversial remarks against the judges at a public meeting in Kannur last year. The remarks came in the wake of a court order banning wayside meetings across the state. The Kerala High Court had decided to frame charges against Jayarajan today.

India's latest warship 'INS Kabra' was today commissioned at Kochi Naval Base. This will add edge to the Indian Navy in combating low intensity conflicts and anti-piracy operations. With a top speed of over 35 knots and maneuverability offered by her water-jet propulsion, the ship is ideally suited for high-speed interdiction of fast-moving targets and useful in search and rescue operations. Our correspondent reports, INS Kabra complies with the latest regulations of the International Maritime Organisation on sea pollution control. The ship has a crew of three officers and 39 sailors. INS Kabra is the eighth of a series built at Garden Reach Ship Builders and Engineers Kolkata.

In Germany, the health authorities groped in the dark in search of the source of the E coli infection with suspicions about bean sprouts being a potential carrier yet to be substantiated, as the death toll in Germany's worst outbreak since World War II rose to 25. An organic farm in the state of Lower Saxony came under the suspicion of the health authorities as a probable source of the outbreak after they discovered that it had directly or indirectly supplied bean sprouts to a number of restaurants and canteens in several cities in northern Germany where many cases of E. coli infection were reported. A restaurant in the Baltic Sea port city of Luebeck suspected of being a source of the infection had also received supplies of bean sprouts from the farm. However, laboratory tests of bean sprouts from the farm in Uelzen showed no traces of the killer bacteria, Lower Saxony health ministry officials confirmed. More than half of 40 samples taken from the farm tested since yesterday were negative, a spokesman for the ministry said in Hanover.

The prosecution and the defence have presented their final arguments for and against Tahawwur Rana's culpability in 26/11 Mumbai attacks. The Prosecution pleaded for justice to the Mumbai attack victims and the defence portrayed the Pakistani-Canadian Rana as a man duped by conman David Headley. A federal jury hearing the case is now set to begin its final deliberations to decide Rana's fate after the closing arguments were presented in the court that is set to deliver the verdict. Rana himself, however, chose to remain silent and did not testify at his trial that stretched for a fortnight. The 50-year-old doctor is charged with providing material support to terrorists by providing cover for main accused Headley while he laid the groundwork for the Mumbai attack in which 166 people died in a two-day siege. The government prosecutors argued that there was overwhelming evidence of Rana not only having the knowledge of but also assisting and providing material support to his childhood friend Headley in carrying out the attack in November 2008

Widening the scope of the Shagun Scheme, meant only for the marriages of girls of scheduled castes, earlier, the Punjab Govt. has now taken backward classes, economically backward families and girls from Christian families also under its ambit. Our correspondent reports, that the scheme provides a financial benefit of 15,000 rupees.
Daughters of widows from any caste, widows and divorcees from scheduled caste, who want to remarry, have also been included under the scheme to extend the benefit of Rs. 15000 to each one of them. However, the benefit of the scheme would be extended to only two daughters of a family. Eligible girl’s family would have to apply for the scheme before the marriage or on the date of marriage. No form would be accepted after the marriage. The form should give the bank account number of the beneficiary so that amount could be credited directly in her account within a month. To get the benefit under the Sahgun scheme, run by the Deptt. for the Welfare of Scheduled Castes and Backward Classes, the annual family income of the beneficiary should not be more than thirty thousand and for which they have to provide the income proof also. Nepal’s Supreme Court yesterday issued a show cause notice to the government on the extension of the Constituent Assembly’s term by three months. A single bench of Justice Tahir Ali Ansari has asked, President Ram Baran Yadav, Prime Minister JhalaNath Khanal and Constituent Assembly Chairman Subash Nemwang to produce a written explanation on the legality of the extension of the term of the Constituent Assembly. The court ‘s action comes after Advocates Bal Krishna Neupane and Bharat Mani Jangam had filed a writ, challenging the decision to extend the term of the Constituent Assembly. They have argued that the extension was illegal as it was done hours after the deadline had expired on the midnight on 28th May. The House which had convened just before the expiry of the deadline and the five point agreement between the three major parties had been extended in the wee hours of 29th May morning.

गृह मंत्री ने आरोप लगाया कि योग गुरू रामदेव के भ्रष्टाचार विरोधी अभियान के पीछे राष्ट्रीय स्वयं सेवक संघ का हाथ है। उन्होंने पुलिस कार्रवाई को उचित ठहराते हुए कहा कि योग गुरू को सिर्फ पांच हजार लोगों के लिए योग शिविर आयोजित करने की अनुमति दी गयी थी, जिसे उन्होंने राजनीतिक मंच में बदल दिया और सरकारी आदेशों की अवहेलना की।
उन्होंने कहा कि इस मद्दे पर उच्चतम न्यायालय ने जो नोटिस दिया है, दिल्ली पुलिस के प्रमुख उसका जवाब अदालत को देंगे। श्री चिदम्बरम ने बताया कि रामलीला मैदान में पुलिस कार्रवाई के दौरान ३९ नागरिक घायल हुए थे , जिनमें से सिर्फ चार को छोड़ कर बाकी लोगों को इलाज के बाद छुट्टी दे दी गयी। गृह मंत्री ने पुलिस कार्रवाई के दौरान गभीर रूप से घायल राजबाला की स्थिति पर चिंता व्यक्त की और कहा कि सरकार उनके परिवार के उसंपर्क में है। उन्होंने परिवार के सदस्यों से मिलने की इच्छा भी जताई।
बाद में पत्रकारों से बातचीत में श्री चिदम्बरम ने हथियारबंद निजी सेना तैयार करने की बाबा रामदेव की घोषणा की आलोचना की है। उन्होंने कहा कि योग गुरू की इस घोषणा से उनका असली चेहरा और इरादे सामने आ गये हैं। गृह मंत्री ने कहा कि इस मामले पर कानून अपना काम करेगा।

सरकार ने कर-चोरों का पता लगाने, उनकी पहचान, लोगो के सामने जाहिर करने और बकाया करों की वसूली के बारे में सुझाव देने के लिए एक और समिति बनाने की घोषणा की है। वित्त मंत्रालय के अंतर्गत केंद्रीय प्रत्यक्ष कर बोर्ड द्वारा गठित यह समिति पुराने कर-चोरों के नाम सार्वजनिक करने के बारे में भी विचार करेगी। आयकर महानिदेशक अनिता कपूर की अध्यक्षता वाली यह समिति ऐसे लोगों से कर वसूली का तरीका भी बतायेगी, जिनका कुछ अतापता नहीं चलता। इसके अलावा समिति लापता कर चोरों का पता लगाने के लिए बाहरी एजेंसियों से मदद लेने की संभावना का भी अध्ययन करेगी।
हमारे संवाददाता ने बताया है कि सरकार ने पिछले महीने भी काला धन जब्त कर उसे राष्ट्रीय संपत्ति घोषित करने के कानूनी ढांचे का सुझाव देने के लिए एक उच्च स्तरीय समिति बनाई थी।

वित्त मंत्रालय आयकर विभाग की खुफिया और आपराधिक जांच इकाइयों को एक ही छत के नीचे लाने जा रहा है ताकि आतंकवाद को आर्थिक समर्थन देने और राष्ट्रीय सुरक्षा के लिए खतरा बने वित्तीय कारोबार पर रोक लगाने के लिए अधिक अधिकार प्राप्त हो सकें। वित्त मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि आयकर विभाग शीघ्र ही अपने निरीक्षकों को विशेष एजेंट और आपराधिक जांच एजेंट का नया पद-नाम देने जा रहा है। इसके अलावा नवगठित आपराधिक जांच निदेशालय के शीर्ष पद पर गुप्तचर महानिदेशक-आयकर की नियुक्ति की जायेगी।

दिल्ली उच्च न्यायालय ने टू-जी स्पेक्ट्रम मामले में डी०एम०के० सांसद कनिमोई और कलेंग्नर टेलिविजन के महाप्रबंधक शरद कुमार की जमानत याचिका आज खारिज कर दी। न्यायमूर्ति अजित भरिहोक ने कहा कि अभियुक्तों के खिलाफ सरसरी तौर पर कुछ सबूत हैं। डी०एम०के० प्रमुख एम० करूणानिधि की ४३ वर्षीय पुत्री कनिमोई और शरद कुमार पर सीबीआई ने कथित तौर पर दो सौ करोड़ रुपये की रिश्वत लेने का आरोप लगाया है।

टूजी घोटाले की जांच कर रही संयुक्त संसदीय समिति ने १९९८ से लेकर २००९ तक के सभी पूर्व दूर संचार सचिवों को समिति की अगली बैठक में गवाह के तौर पर बुलाने का फैसला किया है। यह बैठक अगले महीने की सात और आठ तारीख को होगी। संयुक्त संसदीय समिति के अध्यक्ष पी सी चाको ने यह जानकारी दी।

पाकिस्तान के कबाईली इलाके उत्तरी वजीरिस्तान के मीरानशाह शहर में अमरीकी ड्रोन हमले में आज बीस लोग मारे गये। स्थानीय सूत्रों के अनुसार चार मिसाइलों के छोड़े जाने से पहले पांच अमरीकी चालक रहित विमानों को मंडराते हुए देखा गया। सोमवार को दक्षिण वजीरिस्तान के कबाइली इलाको को निशाना बनाकर किये गये तीन हमले में २१ लोग मारे गये थे। इसमें से अधिकतर तालिबान के बताये जाते हैं । इस वर्ष अब तक ड्रोन हमले में २८४ लोग मारे गये हैं।

In an exclusive interview with Prasar Bharati, the Union Home Minister Mr P. Chidambaram said, he supported the civil society speaking against corruption by raising their voice.
He, however added that he will not support elected representatives yielding their obligations and responsibilities to civil society representatives. He said, the Central government is committed to finalise the draft of the Lokpal Bill by 30th of this month and expressed hope that the five civil society members will return to the drafting committee meeting. On the black money issue, the Home Minister said the NDA did not speak up during their tenure in office. He said, a number of steps have been taken on the black money issue and the government is committed to take stern action on corruption.
Dwelling on the Baba Ramdev agitation, the Home Minister charged the RSS with being behind the Yoga Guru's anti-corruption campaign, saying the Sangh fountainhead had decided to support anyone raising the corruption issue.
Later briefing the media, the Home Minister criticised Baba Ramdev for his announcement to raise an armed cadre. He said, by such an announcement the Yoga guru has exposed his true colours and true intentions. Mr Chidambaram said the law will deal with the matter.

Civil rights activist Anna Hazare and his supporters today went on a day-long hunger strike at Rajghat to protest the police action against peaceful agitation of Baba Ramdev at Ramleela Ground on Saturday. The 71 year old veteran Gandhian was joined by people from all walks of life. Breaking his fast this evening, Anna Hazare exhorted people to raise their voice against corruption. Anna Hazare had gone on a five day fast in April that led to the formation of Joint Committee to draft an effective Lokpal Bill.

The government today announced setting up of another panel to suggest ways to trace tax defaulters, reveal their identity to the public and recover taxes. The committee, set up by Central Board of Direct Taxes CBDT in the Finance Ministry, will also look into the possibility of putting the list of old defaulters in public domain. Headed by Ms. Anita Kapur, Director General of Income Tax, the committee will suggest ways to recover tax demand from assesses who are not traceable. It will also examine the possibility of engaging outside agencies to locate non-traceable assesses and their undisclosed assets.

The Finance Ministry is bringing under one umbrella the intelligence and criminal investigation units of the Income Tax department to enhance prosecution powers to counter terror financing and check transactions that pose threat to national security. A top official in the ministry said in New Delhi today, the department will now train and designate its officials in the rank of Inspectors as 'Special Agents' and 'Agents' (Criminal Investigation) while the newly-created Directorate of Criminal Investigation will be headed by the Director-General of Intelligence (Income Tax).

The Delhi High Court today dismissed the bail plea of DMK MP Kanimozhi and Kalaignar TV MD Sharad Kumar in the 2G spectrum case. Justice Ajit Bharihoke said, there are certain prima facie evidences against the accused. Kanimozhi, the 43-year-old daughter of DMK supremo M Karunanidhi, and Kumar were named by the CBI for allegedly receiving kick back to tune of 200 crore rupees. Both Kanimozhi and Kumar have 20 per cent stake each in Kalaignar TV Pvt Ltd which allegedly received 200 crore rupees through a circuitous route from Shahid Balwa promoted D B Realty.

The Joint Parliamentary Committee (JPC) probing the 2G scam today decided to call all the former telecom secretaries from 1998 to 2009 as witnesses in the next JPC meeting on July 7th and 8th. Speaking to reporters in New Delhi, JPC chairman P C Chacko disclosed that Chief of Enforcement Directorate Arun Mathur and officials of the Finance Ministry today briefed the JPC on the ongoing investigations into the 2G scam.

He said the transition was facing problems as the country including politicians, bureaucrats, businessmen, armed forces and all those who are holding key position are not ready for this transition. He quipped that secrecy is becoming a thing of the past. The Defence Minister was talking to reporters in New Delhi today after inaugurating a new conference hall of the Press Club of India. Antony's observations assume significance against the backdrop of agitations demanding more openness and accountability in Government functioning. Crediting Parliament for increasing transparency in the country, Antony said, the Right to Information Act, passed by Parliament in 2005, will help the transparency revolution percolate to all walks of life, organisations and ultimately all families.

The government is confident of achieving economic growth rate of 8.75 per cent in the current financial year. Addressing the Chief Commissioners and Director Generals of Excise and Customs in New Delhi today, the Finance Minister Mr. Pranab Mukherjee said, despite registering a growth rate of 7.8 per cent in the last quarter, it will be 0.25 per cent more or 0.25 per cent less than 8.75 per cent in current fiscal year.
He said sustained efforts are needed to achieve indirect tax collection target of 3.92 lakh crore rupees. He said it is about 15 per cent more than the last fiscal. Noting serious concern about growing litigation with the taxpayers , the Finance Minister called upon the tax officials to work towards reducing the tax litigations.

In Pakistan, at least 20 people were killed today in US drone strikes in an outskirt village of Miranshah town in the North Waziristan tribal area. According to local sources, five U.S. pilotless fighters were hovering before four missiles were fired into a compound and two at a vehicle in the Shawal area. On Monday, three such attacks targeting the same area and the adjacent South Waziristan tribal area killed at least 21 people, mostly believed to be Punjabi Taliban.

Preparations are on for the user trial of the nuclear capable Prithvi-II missile by Army tomorrow at the Integrated Test Range (ITR) in Chandipur in Odisha. Defence sources said in New Delhi today, range co-ordination work is almost complete. Our correspondent reports, the twin-engine Prithvi-II is nine metre-long and one metre wide. It has features to deceive enemy missiles and is equipped with added inertial navigation systems.
