उच्चतम न्यायालय ने किसानों से बेहतरीन खेतिहर भूमि लेकर बिल्डरों को देने के लिए उपनिवेशवादी कानून के प्रावधानों का इस्तेमाल करने पर राज्य सरकारों को फटकार लगाई है। सार्वजनिक उद्देश्य के लिए अधिगृहीत जमीन पर होटल, मॉल और व्यावसायिक परिसरों के निर्माण पर सवाल उठाते हुए उच्चतम न्यायालय की खंडपीठ ने कल इलाहाबाद उच्च न्यायालय के राष्ट्रीय राजधानी के आसपास के इलाके में भूमि अधिग्रहण की अधिसूचना रद्द करने के आदेश पर रोक लगाने से इंकार कर दिया।
उच्चतम न्यायालय ने ग्रेटर नोएडा में जमीन के इस्तेमाल पर उत्तर प्रदेश सरकार की आलोचना की। खंडपीठ ने कहा कि कई राज्य सरकारों ने ऐसा अभियान शुरू कर रखा है कि गरीबों से जमीन लेकर बिल्डरों को दे दी जाए और वे ऐसे मल्टीप्लैक्स, मॉल और रिहायशी परिसर बनायें जो आम आदमी की पहुंच से बाहर हों। खंडपीठ ने ग्रेटर नोएडा में जमीन के बदले हुए इस्तेमाल पर भी सवाल उठाया और कहा कि जमीन का अधिग्रहण इस काम के लिए नहीं किया गया था।

कांग्रेस नेता राहुल गांधी ने उत्तर प्रदेश में राज्य सरकार द्वारा जबरन भूमि अधिग्रहण के खिलाफ बड़ा जनसम्पर्क अभियान शुरू किया है। तीन दिन के इस अभियान की शुरूआत उन्होंने गौतमबुद्ध नगर जिले के भट्टा परसौल गांवों से की, जो इस तरह के भूमि अधिग्रहण के खिलाफ किसानों के आंदोलन के केन्द्र थे। हमारे लखनऊ संवाददाता ने खबर दी है कि श्री राहुल गांधी ने बड़ी संख्या में गांव वालों के साथ ग्रेटर नोएडा इलाके में यमुना एक्सप्रैस-वे के आसपास कई गांवों का दौरा किया। श्री गांधी ने कहा कि वे भूमि अधिग्रहण और कानून में प्रस्तावित संशोधनों के बारे में किसानों की राय जानना चाहते हैं। उन्होंने कहा कि किसान अपनी जमीन देने के खिलाफ नहीं हैं लेकिन उसके लिए बाजार दरों पर मुआवजा चाहते हैं।

राष्ट्रीय मानवाधिकार आयोग ने अलीगढ़ जिले के पांच गांवों के किसानों की शिकायत पर उत्तर प्रदेश सरकार को नोटिस जारी किया है। इन किसानों ने आरोप लगाया है कि जिला अधिकारी उनकी जमीन पर जबरन कब्जा कर रहे हैं। आयोग ने राज्य के मुख्य सचिव को निर्देश दिया है कि चार सप्ताह के अंदर इस मामले की रिपोर्ट दें। हमारे लखनऊ संवाददाता ने खबर दी है कि आयोग ने जिले की खैर तहसील के गांवों की मौके पर जांच करने के लिए एक जांच दल बनाने का भी फैसला किया है।

अलग तेलंगाना राज्य की मांग को लेकर आन्ध्रप्रदेश के सांसदों और विधायकों का सामूहिक रूप से त्यागपत्र देने का सिलसिला कल भी जारी रहा। भारतीय कम्युनिस्ट पार्टी, तेलंगाना राष्ट्र समिति और भारतीय जनता पार्टी के सदस्यों के इस्तीफे के बाद अब इन विधायकों की संख्या बढ़कर ११४ हो गई है। भारतीय कम्युनिस्ट पार्टी के सभी चार सदस्यों ने अपना इस्तीफा विधानसभा सचिव को सौंप दिया है, जबकि टी आर एस के ११ और भारतीय जनता पार्टी के दोनों सदस्यों ने भी इस्तीफा दे दिया है। कांग्रेस और तेलुगूदेशम पार्टी के १७ विधान परिषद सदस्यों ने भी इस्तीफा दे दिया है।
दिल्ली में तेलुगूदेशम पार्टी के दो और तेलंगाना राष्ट्र समिति के दो लोकसभा सदस्यों ने कल त्याग पत्र दे दिया।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि मिट्टी का तेल, रसोई गैस और उर्वरक की सब्सिडी बैंक खातों में जमा करने से गड़बड़ियों और हेराफेरी को रोकने में मदद मिलेगी। वे सब्सिडी के सीधे हस्तांतरण पर बने कार्यबल की अंतरिम रिपोर्ट सौंपे जाने के मौके पर बोल रहे थे। श्री मुखर्जी ने कहा कि सीधे सब्सिडी देने की प्रक्रिया पहले प्रायोगिक तौर पर शुरू की जायेगी।
लाभार्थी को सीधे सबसीडी देने के लिए एक प्रायोगिक परियोजना तैयार की जाएगी। इस परियोजना में लगभग छह महीने का वक्त लगेगा। इस परियोजना के अनुभव के आधार पर एक रिपोर्ट तैयार की जाएगी जो इस वर्ष के अंत तक मिलेगी।
वित्त मंत्री ने कहा कि मिट्टी के तेल पर सब्सिडी सीधे बैंक खातों में जमा करने की योजना की सफलता राज्य सरकारों पर भी निर्भर करेगी, क्योंकि इसका वितरण उनके ही माध्यम से होता है। श्री नन्दन निलेकणी की अध्यक्षता वाले कार्यबल ने अपनी अंतरिम रिपोर्ट में रसोई गैस, मिट्टी के तेल और उर्वरक पर सब्सिडी को सीधे बैंक खातों में जमा करने के बारे में एक व्यावहारिक समाधान की सिफारिश की है।

सूडान के समुद्री तट के पास लाल सागर में एक नौका में आग लगने के कारण कम से कम १९७ लोग डूब गए। सूडान से मिली खबरों में बताया गया है कि यह नौका अवैध प्रवासियों को लेकर सउदी अरब जा रही थी। सूडान की अर्द्धसरकारी संवाद समिति के अनुसार दुर्घटना में सिर्फ तीन लोगों को बचाया जा सका है और जीवित बचे लोगों की तलाश की जा रही है। नौका पर सवार अधिकतर लोग चाड, सोमालिया और एरिट्रिया के रहने वाले थे।

अफगानिस्तान में कल दो अलग अलग घटनाओं में नेटो के चार सैनिक मारे गए हैं। नेटो के नेतृत्व वाली अंतर्राष्ट्रीय सुरक्षा सहायता सेना की संयुक्त कमान की आज काबुल में जारी विज्ञप्ति के अनुसार तीन सैनिक पूर्वी अफगानिस्तान में विस्फोट में मारे गए। बयान के अनुसार एक और सैनिक विद्रोहियों के हमले में मारा गया। विज्ञप्ति में घटनाओं के स्थान और सैनिकों की राष्ट्रीयता के बारे में कोई जानकारी नहीं दी गई है।

ऊपरी असम के कुछ जिलों में बाढ़ से तबाही जारी है। हमारे संवाददाता ने बताया कि अरूणाचल प्रदेश के जलग्रहण क्षेत्रों में बारिश और कुछ नदियों के खतरे के निशान से ऊपर बहने के कारण कई जिलों में पानी भर गया है।

उत्तरी असम के कई जगहों पर बाढ़ की स्थिति में कोई सुधार नहीं हुआ है। मुसलाधार बारिश की वज+ह से जेमादी, शनिपुर और जोड़ा जिलें के कम-से-कम पेतीस हजार लोग प्रभावित हुए। कहीं-कहीं जगहों पर फसल की भी भारी नुक्सान हुई। जेमादी जिलें में पेंतीस गांव बाढ़ की चपेट में हैं। शनिपुर जिले के साथ जोढ़ा के माझोले में भी बाढ़ का कहर जारी है। इधर निवादी घाट में ब्रह्मपुत्र, बालिपुरा में जयभोरोली और न्यूलीगढ़ में धनसरी नदी खतरे के निशान से उपर बह रही है। मानस प्रदीप शर्मा आकाशवाणी समाचार गुवहाटी।

बिहार में भारी वर्षा से बाढ़ के खतरे के कारण प्रमुख नदियों के आसपास के इलाकों में अलर्ट जारी कर दिया गया है। केंद्रीय जल आयोग के अनुसार कोसी, बागमती, बूढ़ी गंडक और अधवारा समूह की नदियां खतरे के निशान से ऊपर बह रही हैं। हमारे पटना संवाददाता ने खबर दी है कि बाढ़ से मुजफ्फरपुर, सीतामढ़ी, पश्चिमी चम्पारण और गोपालगंज जिलों के करीब चार लाख लोग प्रभावित हैं।

उत्तराखंड में भारी बारिश और भूस्खलन के कारण रूद्रप्रयाग जिले में सिरोबगड़ के नजदीक ऋषिकेश बद्रीनाथ राष्ट्रीय राजमार्ग बंद हो गया है। खबरों के अनुसार राज्य के अनेक हिस्सों में कल रात से लगातार बारिश हो रही है।

झारखंड में कल रात जमशेदपुर जिले में पुलिस के साथ मुठभेड़ में तीन अपराधी मारे गए हैं। इन लोगों ने एक ट्रैवल कंपनी के मालिक पर हमला किया था। जमशेदपुर के वरिष्ठ पुलिस अधीक्षक अखिलेश कुमार झा के अनुसार इन लोगों ने कंपनी के मालिक पर गोलियां चलाईं लेकिन गोली उनके अंगरक्षक को लग गई। पुलिस दल ने मौके पर पहुंच कर हमलावरों को चुनौती दी। मुठभेड़ में तीनों अपराधी मारे गए। पुलिस घटना की जांच कर रही है।

ओडीशा में जाजपुर जिले के नागुआन में आज सुबह एक सड़क दुर्घटना में १० लोगों की मौत हो गई और एक अन्य गंभीर रूप से घायल हो गया। दुर्घटना उस वक्त हुई जब बारातियों को ले जा रही एक तेज रफ्तार बोलेरो गाड़ी सड़क पर खड़े ट्रक से टकरा गई। सभी दस लोगों की घटनास्थल पर ही मौत हो गई। बोलेरो जाजपुर से क्योंझर जा रही थी।

मध्यप्रदेश में जबलपुर उच्च न्यायालय की ग्वालियर खंडपीठ ने चिटफंड कंपनियों की सी बी आई जांच के आदेश दिए हैं। अदालत में दायर एक जनहित याचिका में आरोप लगाया गया है कि चिटफंड कंपनियां धोखाधड़ी कर रही है। राज्य के ग्वालियर-चंबल क्षेत्र में प्रशासन करीब दो दर्जन चिटफंड कंपनियों के खिलाफ कार्रवाई कर चुका है।

The Supreme Court has slammed state governments for misusing provisions of Land Acquisition Act to divest farmers of their prime agricultural land and giving it to builders. Questioning the building of hotels, malls and commercial complexes on land acquired for "public purpose", a Bench of Justices G S Singhvi and A K Ganguly yesterday refused to stay the Allahabad High Court order quashing the notifications for land acquisition in the area adjoining the national capital.
The Bench observed that a sinister campaign has been launched by various state governments to take advantage of the law against the poor people for taking away the land and giving it to builders where multiplexes, malls, posh residential complexes are developed which are beyond the reach of common men. The Bench questioned the change in land use by Uttar Pradesh government in Greater Noida and said, that was not the plan for which the land was acquired.

The National Human Rights Commission, NHRC has issued a notice to the Uttar Pradesh Government into the complaint of farmers from five villages in Aligarh district. Farmers have alleged that their land is being acquired forcibly by the district authorities. The Commission has directed the Chief Secretary of the state to submit a report within four weeks on the issue.
Our correspondent reports that the Commission has also decided to depute its investigation team for conducting an on the spot inquiry in the villages of Tehsil Khair in the district.

Congress leader Rahul Gandhi has begun one of his biggest mass contact programme against forcible land acquisition by the state government in Uttar Pradesh,. He has started his three day campaign from Bhatta Parsaul village which was the epicentre of the farmers' agitation against forcible land acquisition in Gautam Buddha Nagar district. AIR  Lucknow Correspondent reports that accompanied by a large group of villagers, he visited several villages along the Yamuna Expressway in greater NOIDA area in the district. Mr. Rahul Gandhi said that he wanted to understand the farmers' sentiments behind land acquisition and the proposed changes in law.
Meanwhile, BSP leader and state Minister Swami Prasad Maurya has said that Rahul Gandhi was not sympathetic to farmers' issues but only indulging in politics. The ruling BSP said that the Congress should immediately bring a national policy on land acquisition during the upcoming monsoon session or the BSP would not let the Parliament function.

Finance Minister Pranab Mukherjee has said that the direct transfer of subsidies on LPG, Fertiliser and Kerosene will help in curbing pilferage and leakages. He was speaking on the occasion of submission of the Interim Report of the Task Force on Direct Transfer of Subsidies.
"They have presented to us and to my other ministerial colleagues direct transfer of subsidy to fertilizer, Kerosene and LPG. After this there will be a pilot project. Pilot project will take approximately six months time and taking into account the experiences which they will gather to the Pilot Project. They will submit the final report. "
The task force headed by Mr. Nandan Nilekani, in its interim report has recommended an implementable solution, in a phased manner, for direct transfer of subsidies on LPG, Fertiliser and Kerosene

In Andhra Pradesh, the en-masse resignations by Members of Parliament and legislators from the Telengana region continued yesterday on the issue of separate statehood for the region. The number of legislators who resigned has gone up to 114 after some more parties like CPI, TRS and BJP joined the resignation campaign. All the four CPI MLAs have handed over their resignations to the Assembly Secretary while 11 TRS MLAs and both the BJP members also resigned. 17 MLCs of Congress and TDP have already resigned. In Delhi, 2 Lok Sabha members each of Telugu Desam Party and Telangana Rashtra Samithi resigned yesterday.
Meanwhile, in the wake of resignations by its legislators, Congress intensified efforts to mollify them with senior leader Pranab Mukherjee meeting a delegation of lawmakers pressing for a separate Telangana.

Latest census data on the Rural -Urban break up is expected to be released next week. Speaking exclusively to All India Radio the Registrar General and Census commissioner Dr. C. Chandramouli said that the census 2011 report on the first phase on house listing is also expected to be released by the end of next month. He said that the indigenous hand held devices being used for on going socio-economic and caste census are not only cost effective but will considerably cut down time and man power requirement.
Dismissing the misconception that caste enumeration was being done casually, he clarified that the name of the caste and not just the code will be entered.
"State government would categorize these cast names into categories after which the socio-economic profile of each category can be tabulated by us and then presented. So, that is the main job after the field."

Reports from Sudan say, at least 197 people were drowned after a boat carrying migrants to Saudi Arabia, caught fire and sank in the Red Sea, off the Sudanese coast. A semi-official news agency, the Sudanese Media Centre said, the victims were foreign illegal migrants. Only three people could be rescued. Most of them were from Chad, Somalia and Eritrea. Somalians and other migrants often cross the Red Sea to smuggle into Saudi Arabia or Yemen.

External Affairs Minister S.M. Krishna leaves for Dhaka today on a three day visit to Bangladesh. Our correspondent reports that Mr Krishna will review the entire gamut of bilateral ties with his Bangladesh counterpart Dr. Dipu Moni tomorrow.
"External Affairs Minister S.M Krishna’s visit to Dhaka will provide India and Bangladesh an opportunity to review the progress made on implementation of the landmark decisions taken during the visit of Bangladesh Prime Minister Sheikh Hasina to India in January 2010. The joint statement issued during the visit had set out a new road map for India Bangladesh relations with focus on co-operation to resolve outstanding issues related to land boundary, transit facilities, sharing of river waters, co-operation in power sector and a one billion dollar credit line support from India for development projects in Bangladesh. During his telephonic conversation with Bangladesh Prime Minister Sheikh Hasina, Prime Minister Manmohan Singh emphasized that India attaches highest importance to its relations with Bangladesh. India will send a special team to Kyrgyzstan soon to train the central Asian country's armed forces in UN peace-keeping operations and impart English language skills to them.
The decision to send the Indian team to Kyrgyzstan by the end of this month was taken during talks between visiting Defence Minister A K Antony and his Kyrgyz counterpart. Defence Ministry spokesperson Sitanshu Kar said that Mr Antony, who is on a two-day visit to Kyrgyzstan, also met President Mr Roza Otunbaeva.

In Bihar, three more Maoists were arrested yesterday from Bangalwa jungle area in connection with the killing of six villagers of Kereili village in Munger district last Saturday.

In Jharkhand, three criminals who attacked a travel firm owner, were killed in an encounter with police in Jamshedpur district last night. According to Jamshedpur SSP, Akhilesh Kumar Jha, the assailants fired at the owner of the travel firm but the bullet hit his personal bodyguard. A police team reached the spot and challenged the attackers, who fired at them. In the ensuing gunfight, all the three criminals were killed.

In Bihar, a state-wide alert has been sounded with flood threat aggravating due to heavy rain in the catchments areas of major rivers. According to Central Water Commission, Kosi, Bagmati, Burhi Gandak and Adhwara group of rivers are flowing above the danger level. AIR correspondent reports that flood has affected about four lakh people in flood affected districts of the state.

 सरकार ने कहा है कि अलग तेलंगाना राज्य के मुद्दे पर सलाह मशविरा चल रहा है और अभी कोई फैसला नहीं किया गयाहै। गृहमंत्री पी चिदम्बरम ने आज नई दिल्ली में पत्रकारों को बताया कि आंध्रप्रदेश के प्रभारी कांग्रेस महासचिव गुलाम नबी आजाद इस मुद्दे पर पार्टी सांसदों और विधायकों से बात कर रहे हैं। कांग्रेस सांसदों और विधायकों के इस्तीफे पर अप्रसन्नता व्यक्त करते हुए श्री चिदम्बरम ने कहा कि सलाह मशविरे से ही तेलंगाना मसले का कोई समाधान हो सकता है।
 गृहमंत्रालय ने आंदोलनकारियों से अपील की कि वे हिंसा का सहारा न लें और कानून न तोडें। उन्होंने बताया कि किसी भी अप्रिय घटना से निपटने के लिए राज्य को पर्याप्त संख्या में केन्द्रीय बल दिये गये हैं।
 श्री चिदम्बरम ने कल शाम आंध्रप्रदेश के पुलिस महानिदेशक दिनेश रेड्डी के साथ मुलाकात के दौरान राज्य में कानून और व्यवस्था की स्थिति की जानकारी ली थी।
 इस बीच, आन्ध्रप्रदेश में तेलंगाना क्षेत्र में आज दूसरे दिन भी राज्य सड़क परिवहन की बसें नहीं चल रही हैं। ४८ घंटे के बंद का दूसरा दिन अब तक शांतिपूर्ण है। तेलंगाना राजनीतिक संयुक्त कार्रवाई समिति ने बंद का आह्‌वान किया है। परिवहन निगम के अधिकारियों ने बताया है कि बंद के कारण दस करोड़ रूपये से अधिक का नुकसान हुआ है और दैनिक यात्रियों की दिक्कतों को देखते हुए बस सेवाओं को सामान्य करने का प्रयास किया जा रहा है। आज भी अधिकतर शिक्षा संस्थाएं बंद रहे। हैदराबाद में स्थानीय रेल सेवाएं बहाल हो गई हैं।
 क्षेत्र में शांति बनाये रखने के लिए हैदराबाद में और सभी महत्वपूर्ण स्थानों पर सुरक्षा व्यवस्था मजबूत की गई है । हमारे संवाददाता ने खबर दी है कि हैदराबाद में निषेधाज्ञा अगले पांच दिनों तक भी जारी रहेगी।
 अलग तेलंगाना राज्य की मांग पर तेलंगाना क्षेत्र के कांग्रेस के कई विधायकों ने इस्तीफा दे दिया है। इस्तीफा देने वाले सभी विधायकों की संख्या मिलाकर सौ हो गई है जबकि १४ सांसदों ने भी त्यागपत्र दिया है।

 सीबीआई ने २००७ में बिहार और झारखण्ड में केन्द्रीय आरक्षी पुलिस बल में भर्ती में अनियमितताओं के मामले में महानिरीक्षक पुष्कर सिंह और कुछ कांस्टेबलों सहित २८ कर्मियों के खिलाफ पटना में सीबीआई अदालत में आरोपपत्र दाखिल किया है। इन सभी २८ व्यक्तियों को १८ जुलाई को सीबीआई अदालत में हाजिर होने को कहा गया है। बिहार, झारखण्ड, उत्तरप्रदेश, हरियाणा और पंजाब में कांस्टेबलो की भर्ती में गृहमंत्रालय को सरसरी तौर पर गड़बड़ी मिलने के बाद ये मामला सीबीआई को सौंप दिया गया था। झारखण्ड और बिहार में २००७ और २००९ के बीच एक हजार से अधिक कांस्टेबल भर्ती किये गये थे, तभी ये गड़बड़ी सामने आई। सीबीआई सूत्रों का कहना है कि उत्तरप्रदेश, दिल्ली और हरियाणा में इस घोटाले में शामिल और लोगों का पता लगाने की कोशिश जारी है।

 उच्चतम न्यायालय ने फ्रांस की सीमेंट कंपनी लाफार्ज को मेघालय में पूर्वी खासी पहाड़ियों के जंगलों में चूना पत्थर के खनन की इजाजत दे दी है। मुख्य न्यायाधीश एस एच कापड़िया की अध्यक्षता में विशेष पीठ ने पर्यावरण और वन मंत्रालय की तरफ से लाफार्ज को दी गई संशोधित मंजूरी को भी उचित ठहराया है। पीठ का कहना था कि वह मंत्रालय की बात से संतुष्ट है। पर्यावरण मंत्रालय ने पूरी तरह आकलन कराया है, इसलिए दोनों स्वीकृतियों की जांच करने का कोई कारण दिखाई नहीं देता।
 लाफार्ज को पर्यावरण के मामले में दी गई संशोधित मंजूरी पर सभी पक्षों को सुनने के बाद उच्चतम न्यायालय ने १० मई को अपना फैसला सुरक्षित रखा था।
 इससे पहले ५ फरवरी २०१० को न्यायालय ने सीमेंट कारखाने के लिए मेघालय में चूना पत्थर निकालने से लाफार्ज को रोक दिया था। उसका कहना था कि पर्यावरण की दृष्टि से ये इलाका संवेदनशील है, इसलिए खनन की अनुमति नहीं दी जा सकती।
 पर्यावरण और वन मंत्रालय ने उच्चतम न्यायालय के आदेश पर पता लगाया कि खनन परियोजना वन क्षेत्र में आती है और इस आधार पर पिछली अप्रैल में लाफार्ज को संशोधित स्वीकृति दे दी।
 बंगलादेश में छटक में साढ़े २५ करोड़ डॉलर की लाफार्ज सुरमा सीमेंट परियोजना पूरी तरह पूर्वी खासी पहाड़ियों से निकाले जाने वाले चूना पत्थर पर निर्भर है। मेघालय से बंगलादेश तक चूना पत्थर ले जाने के लिए १७ किलोमीटर लंबी कनवेयर बैल्ट लगाई गई है।

 उच्चतम न्यायालय ने ग्रेटर नोएडा में किसानों से १५६ हैक्टेयर से अधिक जमीन लेकर बिल्डर्स को देने के उत्तरप्रदेश सरकार के फैसले को रद्द करने के इलाहाबाद उच्च न्यायालय के फैसले को सही ठहराया है। न्यायालय ने ग्रेटर नोएडा औद्योगिक विकास प्राधिकरण से दस लाख रूपये की लागत वसूली करने को कहा है और निर्देश दिया है कि ये जमीन गांव वालों और किसानों को लौटाई जाए।
 न्यायमूर्ति जी एस सिंघवी और ए के गांगुली की पीठ ने कहा कि ग्रेटर नोएडा अथॉरिटी ने जिस उद्देश्य के लिए जमीन का अधिग्रहण किया था, उसका पूरी तरह उल्लंघन करते हुए जमीन बिल्डर्स को दे दी। न्यायाधीशों का कहना था कि भूमि का उपयोग औद्योगिक से बदलकर रिहायशी करने के लिए सरकार की मंजूरी मिलने से पहले ही प्राधिकरण ने ये जमीन कुछ बिल्डर्स को आवंटित कर दी।
 न्यायालय ने ये आदेश ग्रेटर नोएडा अथॉरिटी और सुपरटैक तथा आम्रपाली सहित कुछ डेवलपर्स और बिल्डर्स की याचिका पर दिया, जिसमें उच्च न्यायालय के आदेश को चुनौती दी गई थी।

 कांग्रेस महासचिव राहुल गांधी की किसान संदेश पदयात्रा आज दूसरे दिन भी उत्तरप्रदेश के गौतम बुद्धनगर इलाके में चल रही है। श्री गांधी गांव-गांव में जाकर उत्तरप्रदेश की भूमि अधिग्रहण नीति सहित किसानों के हितों से जुड़े मुद्दों पर गांव वालों से बात कर रहे हैं। गौतम बुद्धनगर जिले में ही सबोटा गांव में किसानों की सभा में श्री राहुल गांधी ने कहा कि वे विकास के मुद्दों पर किसानों की राय जानना चाहते हैं।

  इतनी जमीन आज उत्तरप्रदेश में ली जा रही है जनता से, किसानों से, वो कहीं नही ली जा रही। हजारों किलोमीटर जमीन ली जा रही है। ठीक है सड़क के लिए ली जाएं बिल्कुल सही बात, बननी चाहिए, विकास होना चाहिए। कॉलोनी के लिए ली जा रही है। मैं गांवों में जा रहा हूं पूछ रहा हूं लोगों से भैया आपकी जमीन क्यों ली गई। कह रहे है हमें नहीं मालूम हमें नहीं बताया गया। आपको कब पता लगा कि आपकी जमीन गई। जमीन लेने के बाद हमें पता चला कि जमीन गई और एक व्यक्ति नही कह रहा हजारों लोग कह रहे है। मगर आप एक साथ नहीं कह रहे हों।

 उनका ये भी कहना था कि उत्तरप्रदेश सरकार को हरियाणा सरकार की तरह जमीन अधिग्रहण की पारदर्शी नीति अपनानी चाहिए।
 राहुल गांधी की किसान संदेश यात्रा कल भट्टा पारसौल इलाके से शुरू हुई थी, जहां भड़के किसान आंदोलन ने उत्तरप्रदेश की भूमि अधिग्रहण नीति पर बहस छेड़ दी है।

 कांग्रेस नेता राहुल गांधी ने आरोप लगाया है कि उत्तरप्रदेश में जितने बड़े पैमाने पर जमीन का अधिग्रहण किया जा रहा है। वैसा देश में कही नही हो रहा। अपनी पदयात्रा को दूसरे दिन शुरू करते हुए उन्होंने कहा कि सुलभ निर्माण और विकास जैसे जनहित के लिए जमीन का अधिग्रहण तो ठीक है, लेकिन आवासीय परिसरों के विकास के लिए ठीक नहीं है। उत्तर प्रदेश सरकार द्वारा भूमि अधिग्रहण के लिए अपनायी जा रही प्रक्रिया पर टिप्पणी करते हुए कांग्रेस नेता ने कहा कि अधिग्रहण की प्रक्रिया पूरी होने के बाद ही इसकी जानकारी किसानों को मिल पा रही है। उन्होंने कहा कि केन्द्र सरकार भूमि अधिग्रहण संबंधी एक समयंक विधेयक संसद में ला रही है। मायावती सरकार द्वारा घोषित नई नीति पर टिप्पणी करते हुए राहुल गांधी ने कहा कि इसे वहां नहीं लागू किया जा रहा, इसे जहां लागू होना चाहिये। इस इलाके में किसानों के विरोध के बावजूद प्रदेश सरकार एक अन्तर्राष्ट्रीय हवाई अड्डा विकसित करने की मांग कर रही है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

 कांग्रेस पार्टी के सूत्रों के अनुसार राहुल गांधी की पदयात्रा अलीगढ़ तक चलेगी, जहां पार्टी ने ९ जुलाई को किसान महापंचायत बुलाई है, जिसमें भूमि अधिग्रहण तथा किसानों और विकास से जुड़े मुद्दों पर चर्चा होगी।

 गृहमंत्री पी चिदम्बरम ने कहा है कि वे नक्सलियों का मुकाबला करने के लिए आदिवासियों को विशेष पुलिस अधिकारी नियुक्त करने के बारे में सुप्रीम कोर्ट के फैसले के बारे में मुख्यमंत्रियों से विचार विमर्श करेंगे। गृह मंत्रालय की प्रगति रिपोर्ट के बारे में संवाददाताओं को जानकारी देते हुए श्री पी चिदम्बरम ने कहा कि वे इस फैसले का सावधानी से विस्तृत अध्ययन करेंगे क्योंकि कई गैर नक्सली राज्यों ने भी उग्रवाद का मुकाबला करने के लिए विशेष पुलिस अधिकारी नियुक्त किए हैं। उच्चतम न्यायालय नें कल छत्तीसगढ़ सरकार और केन्द्र को, आदिवासियों को विशेष पुलिस अधिकारी नियुक्त करने से रोकने का आदेश दिया था और इसे असंवैधानिक करार दिया था।
 जम्मू कश्मीर में घुसपैठ के बारे में श्री चिदम्बरम ने कहा कि इसमें वर्ष के पहले छह महीनों में गिरावट आई है लेकिन सरकार इस पर कड़ी निगरानी रख रही है। उन्होंने कहा कि सुरक्षा बल समस्या से निपटने में पूरी तरह सक्षम है। आज उत्तरी कश्मीर में सोपोर में पुलिसकर्मियों पर हुए हमले के बारे में गृहमंत्री ने कहा कि उन्होंने इस बारे में राज्य के मुख्यमंत्री से बात की है और घायल जवानों को सर्वोत्तम चिकित्सा प्रदान करने को कहा है।
 इससे पहले श्री चिदम्बरम ने ग्रेटर नोएडा में केन्द्रीय पुलिस बल के जवानों के इलाज के लिए दो सौ बिस्तरों वाले रेफरल अस्पताल का शिलान्यास किया।

 उच्चतम न्यायालय ने गुजरात में २००८ में हुए सिलसिलेवार विस्फोटों के ५० से अधिक आरोपियों पर मुकदमा चलाने का रास्ता खोल दिया है। इन विस्फोटों में ५६ लोग मारे गये थे। न्यायमूर्ति अल्तमश कबीर और सिरियाक जोसेफ की पीठ ने आरोपियों की इस दलील को खारिज कर दिया कि भाजपा शासित राज्य में मुकदमे की सुनवाई निष्पक्ष ढंग से नहीं हो सकती, क्योंकि २००२ के गोधरा रेल अग्निकाण्ड के बाद साम्प्रदायिक माहौल बहुत उग्र है।
 उच्चतम न्यायालय ने कहा कि तब से मामला काफी शांत हो गया है इसलिए आरोपियों का ये दावा महज आशंका है।
 लेकिन न्यायालय ने आरोपियों को ये छूट दे दी कि अगर उन्हें लगे कि मुकदमें की सुनवाई वास्तव में खराब माहौल में हो रही है तो वे दोबारा अपील कर सकते हैं।
 उच्चतम न्यायालय ने २००९ में मुकदमे की सुनवाई पर स्थगन आदेश दे दिया था, क्योंकि आरोपियों ने दलील दी थी कि जांच एजेंसिया और सरकारी वकील पूरी तरह सत्तारूढ़ दल के पक्ष में हैं, इसलिए मुकदमे की सुनवाई राज्य से बाहर कराई जाए।

 उच्चतम न्यायालय ने केरल में श्री पद्मनाभ स्वामी मंदिर के तहखानों के भीतर मिल रहे खजानों की वीडियोग्राफी कराने के निर्देश दिये है। न्यायमूर्ति आर वी रवीन्द्रन और ए के पटनायक की पीठ ने संग्रहालय के संरक्षक की नियुक्ति का प्रस्ताव भी रखा, जो तिरूअनंतपुरम में सदियों पुराने मंदिर से मिल रहे खजाने की देखभाल करे।
 न्यायालय ने ये निर्देश त्रावणकोर के तत्कालीन राजा राम वर्मा के उत्तराधिकारी की याचिका पर दिया, जिसमें ३१ जनवरी के केरल उच्च न्यायालय के इस आदेश को चुनौती दी गई है कि राज्य सरकार मंदिर की सम्पत्ति और प्रबंध को अपने हाथ में ले ले।
 न्यायालय ने मंदिर के खजाने का पता लगा रहे प्रेक्षकों को निर्देश दिया है कि वे इस बारे में कोई इंटरव्यू न दें, क्योंकि ये मामला शासन से जुड़ा हुआ है। थोड़ी देर सुनवाई के बाद न्यायालय ने आगे की सुनवाई शुक्रवार को तय की है।
 राजा राम वर्मा के बड़े भाई मार्तण्ड वर्मा की याचिका पर दो मई को उच्चतम न्यायालय ने अपने अंतरिम आदेश में उच्च न्यायालय के आदेश पर रोक लगा दी थी। न्यायालय ने निर्देश दिया था कि मंदिर के खजाने में मिलने वाली वस्तुओं, कीमती सामान और आभूषणों की विस्तृत सूची बनाई जाए।

 इस बीच, केरल के मुख्यमंत्री उम्मन चांडी ने कहा है कि श्री पद्मनाभ स्वामी मंदिर से मिल रहे खजाने को देखते हुए मंदिर की सुरक्षा के आधुनिकतम सुरक्षा प्रबंध सुनिश्चित किये जाएंगे। राज्य मंत्रिमंडल की बैठक के बाद संवाददाताओं को संबोधित करते हुए उन्होंने कहा कि मंदिर में की गई सुरक्षाबलों की वर्तमान तैनाती एक अस्थायी व्यवस्था है। स्थायी सुरक्षा प्रबंधों के लिए दो दिनों के अन्दर निर्णय ले लिया जाएगा। इसका पूरा खर्च राज्य सरकार उठाएगी।

 भारत १९९५ में पश्चिम बंगाल में पुरूलिया में हथियार गिराये जाने की घटना में कथित भूमिका के लिए किम डेवी के प्रत्यर्पण के बारे में जल्दी ही डेनमार्क सरकार से बात करेगा। सरकार उसे भारत लाना चाहती है। विदेश मंत्रालय डेनमार्क सरकार को पत्र लिखेगा कि प्रत्यर्पण की अपील रद्द करने के उच्च न्यायालय के आदेश के विरूद्ध सर्वोच्च अदालत में अपील दायर की जाए।
 गृहमंत्री पी चिदम्बरम ने नई दिल्ली में पत्रकारों से कहा कि भारत इस मामले को पूरे जोर शोर से उठाएगा, ताकि डेवी को भारत लाकर उस पर मुकदमा चलाया जा सके।

 विदेशमंत्री एस एम कृष्णा बंगलादेश की तीन दिन की यात्रा पर आज ढाका पहुंचे। हवाई अड्डे पर बंगलादेश की विदेशमंत्री डॉ० दीपू मोनी ने उनका स्वागत किया। पत्रकारों से बात करते हुए श्री कृष्णा ने कहा कि भारत और बंगलादेश के आपसी संबंध इस समय सबसे अच्छे हैं। जनवरी २०१० में बंगलादेश की प्रधानमंत्री शेख हसीना की भारत यात्रा के बाद दोनों देशों के नेताओं ने अनेक प्रगतिशील कदम उठाए हैं। उन्होंने कहा कि दोनों देश आतंकवाद का सामना करने के लिए डटकर प्रयास कर रहे हैं।
 विदेशमंत्री श्री कृष्णा ने कहा कि दोनों देशों के संबंध ऐतिहासिक मोड़ पर हैं और उन्हें विश्वास है कि सद्भाव और सहयोग पर आधारित प्रगतिशील और व्यवहारिक दृष्टिकोण से दोनो देशों को लाभ और दोनों देशों में उज्जवल भविष्य, सम्पन्नता और विकास में मदद मिलेगी।

 राष्ट्र आज पूर्व उप-प्रधानमंत्री और भारतीय संविधान सभा के  सदस्यों में से एक बाबू जगजीवन राम को उनकी २५वीं पुण्यतिथि पर श्रद्धाजंलि अर्पित कर रहा है। नई दिल्ली स्थित बाबू जी की समाधि समता स्थल पर विशेष प्रार्थना सभा का आयोजन किया गया। लोकसभा अध्यक्ष मीरा कुमार, संसदीय कार्यमंत्री पवन कुमार बंसल तथा अन्य कई गणमान्य हस्तियों ने स्वतंत्रता सेनानी और बाबू जी के नाम से पुकारे जाने वाले लोकप्रिय नेता को राजघाट के पास स्थित उनकी समाधि समता स्थल पर पुष्प अर्पित किये। बाबू जी की बरसी के अवसर पर देशभर में कई आयोजन किये जा रहे हैं। इस अवसर पर आकाशवाणी से बातचीत में लोकसभा अध्यक्ष मीराकुमार ने कहा कि वंचित वगर्ोें को उनके अधिकारों के प्रति जागरूक बनाया जाना चाहिए, ताकि आरक्षण के लाभ को सही मायनों में उन तक पहुंचाया जा सके। उन्होंने जोरदेकर कहा कि इस वर्ग को न केवल समाज की मुख्य धारा में लाया जाना चाहिए, बल्कि उन्हें बेहतर जीवन जीने और सम्मान का वह अधिकार दिया जाना चाहिए जिसके वे हकदार हैं।

 जाने माने फिल्म निर्देशक मणि कौल का कल रात गुडगांव में देहान्त हो गया। वे ६६ वर्ष के थे। श्री कौल का अन्तिम संस्कार आज शाम चार बजे राजधानी के लोधी रोड़ शमशानघाट पर किया जायेगा।

 उसकी रोटी, आषाढ़ का एक दिन और सतह से उठता आदमी जैसी यथार्थवादी और लीक से हटकर फिल्में बनाने वाले मणि कौल का नई धारा के सिनेमा में महत्वपूर्ण योगदान है।
 २५ दिसम्बर १९४४ को राजस्थान के जोधपुर में जन्मे श्री कौल ने भारतीय फिल्म एवं टेलीविजन संस्थान, पुणे में बंगला नव यथार्थवादी सिनेमा के पुरोधा ऋत्विक घटक के मार्गदर्शन में शिक्षा प्राप्त की थी। ऋत्विक के विचारों का युवा कौल के मन पर बड़ा गहरा प्रभाव पड़ा। श्री कौल को उन भारतीय सिने निर्देशकों की श्रेणी में गिना जाता था, जिन्होंने लीक से हटकर फिल्में बनाई और नये भारतीय सिनेमा को आकार देने में महत्वपूर्ण भूमिका अदा की। आकाशवाणी समाचार के लिए मैं राजेन्द्र उपाध्याय।

 सूचना और प्रसारण मंत्री अम्बिका सोनी ने मणि कौल के देहान्त पर शोक व्यक्त किया है। अपने शोक संदेश में उन्होंने कहा कि मणि कौल भारतीय सिनेमा की नई धारा के पुरोधाओं में से थे और उन्होंने फिल्म माध्यम को नई भाषा और नई अभिव्यक्ति दी। उन्होंने कहा कि उनके असामयिक देहान्त से फिल्म उद्योग में शून्य छा गया है और इसे भरना मुश्किल होगा।

 बिहार मे, मुख्य नदियों के जलग्रहण क्षेत्रों में भारी वर्षा के कारण आई बाढ़ से स्थिति और खराब हो गई है। राज्य में आई बाढ़ से अब तक आठ लोग मारे गये हैं, इनमें तीन बच्चे शामिल हैं। हमारे पटना संवाददाता ने खबर दी है कि राज्य के मुजफ्फरपुर, सीतामढ़ी, गोपालगंज और पूर्वी चंपारन जिलों के चार लाख से अधिक लोग बाढ़ से प्रभावित हुए हैं। कोसी, बागमती, बूढ़ीगंडक और अधवार+ा समूह की नदियों के उफनते पानी ने आसपास के कई नये क्षेत्रो को अपनी चपेट में ले लिया है। वाल्मिकी नगर बैराज से छोड़े गये पानी ने गोपालगंज जिले के कई गांव को प्रभावित किया है। बाढ़ का पानी पश्चिमी चंपारन में बाघों की शरणस्थली वाल्मिकी टाइगर रिजर्व में भी फैल गया है। सीतामढ़ी में रातो नदी का उफनता पानी सोनबरसा और सुरसंद के एस. एस. बी. कैम्पों में भी घुस गया है। सुरक्षाबलों को इन दोनों कैम्पों से हटाकर सुरक्षित स्थानों पर भेज दिया गया है।

 असम में ऊपरी असम में आज दोपहर बाद बाढ़ की स्थिति में कुछ सुधार हुआ है। हमारे संवाददाता ने खबर दी है कि खतरे के निशान से ऊपर बह रहा नदियों का जलस्तर अब धीरे-धीरे घट रहा है।

 केन्द्र सरकार ने त्वरित चारा विकास कार्यक्रम के तहत चालू वित्त वर्ष में चारे के समन्वित विकास के लिए १२ राज्यों को अब तक ११९ करोड़ पचास लाख रूपये दिये हैं। सरकारी विज्ञप्ति के अनुसार सरकार ने २०११-२०१२ वित्त वर्ष में कार्यक्रम के लिए तीन सौ करोड़ रूपये निर्धारित किये हैं। ये कार्यक्रम राष्ट्रीय कृषि विकास योजना का हिस्सा है।

 जापान में, त्सुनामी के कारण फुकुशिमा दाइची परमाणु बिजली घर में उत्पन्न संकट के बाद सभी परमाणु बिजली घरों की मजबूती की जांच की जाएगी। जापान के व्यापार, उद्योग और अर्थ मंत्री बानरी कैइदा ने आज यह घोषणा करते हुए विश्वास दिलाया कि गर्मी के महीनों में सर्वाधिक मांग के लिए भी पूरी बिजली दी जाएगी। इस समय जापान के ५४ परमाणु रिएक्टरों में से केवल १९ चल रहे हैं। इनमें से भी कई नियमित जांच के लिए बंद होने वाले हैं। इसलिए कंपनियां और आम नागरिक बिजली बचाने पर मजबूर हैं।
 ११ मार्च को आई ९ की तीव्रता के भूकंप और उसके बाद उठी त्सुनामी की लहरों से जापान के पूर्वोत्तर तट पर फुकुशिमा परमाणु संयंत्र का कूलिंग सिस्टम ठप्प पड़ गया था। इसकी वजह से कई रिएक्टर नष्ट हो गये और मिट्टी, हवा और समुद्र में रेडियोधर्मी सामग्री फैल गई। १९८६ में रूस की चैरनोबिल परमाणु दुर्घटना के बाद से यह सबसे भीषण परमाणु दुर्धटना है।

 अफगानिस्तान के राष्ट्रपति हामिद करजई ने कहा है कि सीमावर्ती इलाकों में कई हफ्‌ते से जारी गोलाबारी के बावजूद अफगान सेना पाकिस्तान के खिलाफ कार्रवाई नहीं करेगी। काबुल में कल ब्रिटिश प्रधानमंत्री डेविड कैमरून के साथ संवाददाता सम्मेलन में राष्ट्रपति करजई ने कहा कि इस मामले में पाकिस्तान के साथ गंभीरता से बातचीत हो रही है और अफगानिस्तान पाकिस्तान के मासूम नागरिकों को नुकसान नहीं पहुंचाना चाहेगा। जून के आरंभ से अफगानिस्तान पर सैंकड़ों रॉकेट गिरे हैं और सीमावर्ती इलाकों में दर्जनों नागरिक मारे गये हैं। हमारे काबुल संवाददाता ने खबर दी है कि रॉकेटों से हमलों के बावजूद अफगानिस्तान के राष्ट्रपति ने जवाबी कार्रवाई की अनुमति नहीं दी है, हालांकि गृह और रक्षामंत्री जवाबी कार्रवाई की इजाजत मांगते रहे हैं।

 हिमाचल प्रदेश में, मनाली से रोहतांग दर्रे की तरफ जा रहे हजारों पर्यटकों को सड़कों की चल रही मरम्मत के कारण प्रशासन ने कोठी से आगे जाने नहीं दिया। उपायुक्त बी एम नंटा ने आकाशवाणी को बताया कि उन्होंने सीमा सड़क संगठन से सड़कों के रख-रखाव के बारे में एक समझौता किया है और संगठन रोहतांग दर्रे तक जा रही सड़क की मरम्मत कर रहा है, इसलिए आगे जाने वाले वाहनों को मंगलवार से रोक दिया गया है।

The Government today said that the consultation process still continues on the issue of a separate Telengana state and no decision has been taken. Briefing the media in New Delhi, Home Minster Mr. P Chidambaram said the Congress General Secretary and incharge of Andhra Pradesh, Gulam Nabi Azad is already holding talks with Party MPs and MLAs on the issue. Expressing unhappiness over the spate of resignations by the Congress MPs and MLAs, he said that, only process of consultation will lead to a conclusion on the Telangana issue. The Home Minister appealed to the agitating people not to resort to violence or take law into their hands. He said, adequate number of central forces were made available to the state to deal with any untoward situation. Mr Chidambaram met the State Director General of Police Dinesh Reddy last evening, who briefed him about the law and order situation in the state.

In Andhra Pradesh, the State Road Transport bus services were kept off the roads for the second consecutive day in the Telengana region. The second day of the 48-hour long bandh in the Region has been peaceful so far. Telengana Political Joint Action Committee had called for the bandh. The Transport Corporation officials said losses worth 10 crore rupees have been incurred due to the bandh and bus services would be partially resumed by this afternoon keeping in view the hardships to commuters. Most of the educational institutions in the region remained closed today. Local train services in Hyderabad have been partially resumed. Security has been tightened through out the region and additional forces have been deployed at all important places and in Hyderabad. Our correspondent reports, Prohibitory orders in Hyderabad will remain in force for the next five days. Several Congress party Legislators of the Telengana Region had resigned on the issue of separate State hood for Telengana region. The number of MLAs who tendered resignations across the party lines has touched 100 while 14 MPs also resigned. 17 MLCs had also resigned earlier. Meanwhile, tension prevailed at Osmania University in Hyderabad following students pelting stones when police prevented them from taking out a rally. Police used tear gas shells to control the agitated students. At present, the students are holding demonstration before the University Police Station protesting against the police action. One media person was injured during the stone-pelting and tear-gas firing.

The CBI has filed chargesheet against 28 CRPF personnel including IG Pushkar Singh and Constables in the Patna CBI court, in connection with irregularities in the recruitment of paramilitary personnel in Bihar and Jharkhand in 2007. All the 28 accused have been ordered to appear before the CBI court on the 18th of this month. The matter was handed over to the CBI after the Union Home Ministry found prima facie discrepancies in the recruitment of Constables in Bihar, Jharkhand, Uttar Pradesh, Haryana and Punjab. The recruitment scam was detected in Jharkhand and Bihar where over one thousand Constables were recruited between 2007 and 2009. CBI sources said that efforts are on to trace and identify other persons involved in the scam in Uttar Pradesh, Delhi and Haryana.

The Delhi High Court today sought the Centre's response on two public interest lawsuits challenging its notification exempting CBI and other key agencies from the ambit of the Right To Information (RTI) Act. A bench of Chief Justice Dipak Misra and Justice Sanjiv Khanna issued notices to the Centre, the Central Bureau of Investigation and the National Investigation Agency. The bench sought a detailed affidavit on both the petitions challenging the Centre's June 9 notification exempting the CBI and other agencies from the ambit of the RTI Act and fixed the matter for final hearing on August 10.

The Supreme Court today allowed French cement giant Lafarge to mine limestone in the forests of the East Khasi hills in Meghalaya. A special forest bench headed by Chief Justice S H Kapadia also upheld the revised environmental clearances given to Lafarge by the Ministry of Environment and Forest. The bench also observed that it was satisfied with the Ministry of Environment and Forests (MOEF) as it has taken a due diligence exercise. The special bench further said there was no reason to go into the two environmental clearances given by the MOEF. The court had on May 10 reserved its judgement after hearing all the parties over the revised environmental clearance given to Lafarge for mining in the forest. The 255 million US dollar Lafarge Surma Cement project at Chhatak, in Bangladesh, is wholly dependent on limestone extracted from the East Khasi Hills of Meghalaya. Limestone is transported from the Meghalaya project to Bangladesh via a 17 km-long conveyor belt.

The Supreme Court today upheld the Allahabad High Court order quashing the acquisition of over 156 hectares of land from farmers in Greater Noida in Uttar Pradesh and allotting it to builders. The court also imposed Rs 10 lakh as cost on the Greater Noida Industrial Development Authority (GNIDA) and directed it to hand over the land to the villagers and farmers. The Apex court bench comprising justices G S Singhvi and A K Ganguly said, the GNIDA allotted the land to builders in complete violation for which the land was acquired. The bench said even before the government approved the use of land from industrial to residential purposes, the authority allotted the land to some builders. The court passed its order on a petition filed by GNIDA and real estate developers and builders, including Supertech and Amrapali, challenging the high court order which had quashed the notifications for land acquisition in Greater Noida adjoining the national capital.

Rahul Gandhi is visiting villages and holding small meetings with villagers on the farmers issue including the land acquisition policy of the U.P Government. Holding a meeting in Sabota village of Gautam Buddha Nagar district, Mr. Gandhi said he wanted to understand the farmers views on the development issues and said the U.P government should adopt a transparent acquisition policy like the Haryana Government.

The Supreme Court today paved the way for the trial of over 50 accused in the 2008 Gujarat serial bomb blasts which killed over 56 persons. A bench of Justices Altamas Kabir and Cyriac Joseph rejected the plea of the accused that the trial in the BJP-ruled state could not be held in a free and fair manner owing to the surcharged communal atmosphere in the aftermath of the 2002 Godhra massacre. The apex court said things have considerably settled down after the Godhra killings and hence the claim of the accused that the trial could not be held in a fair manner was mere apprehension. It, however, granted liberty to the accused to move the court again if and when there were genuine apprehensions of the trial being held in a vitiated atmosphere. The apex court had earlier in 2009 stayed the trial against the accused after the latter sought transfer of the cases outside the state on the ground that the prosecution and the investigating agencies were totally biased in favour of the ruling party.

The Supreme Court today directed video graphy of the ongoing unearthing of treasure trove inside chambers of the Sree Padmanabhaswamy Temple in Kerala. A bench of justices R V Raveendran and A K Patnaik also proposed the appointment of a curator of a museum to preserve the treasure being unearthed from the centuries-old temple in Thiruvananthapuram. The apex court's directions came during the hearing of a petition by the heir of erstwhile king of Travancore Raja Rama Varma, challenging a Kerala High Court ruling of 31st of January this year, ordering takeover of the assets and management of the shrine by the state.

In Bihar, eight people including three children died in flood related incidents as the overall situation worsened today following heavy rains in the catchment areas of major rivers. AIR Patna correspondent reports that flood has affected about four lakh people in Muzaffarpur, Sitamarhi Gopalganj and East Champaran districts of the state. Surging water of Kosi, Bagmati, Burhi Gandak and Adhwara group of rivers engulfed fresh areas new areas. Heavy discharge of water at Valmikinagar barrage inundated several villages in Gopalganj districts. Flood water also entered a portion of Vamikinagar Tiger Reserve in West Champaran. In Sitamarhi, swirling waters of Rato river has entered two SSB camps at Sonbarsa and Sursand. The Security forces in the camps have shifted to safer places.

The Home Minister said that he will consult with the Chief Ministers about the implications of the Supreme Court Judgement on the appointment of tribals as Special Police Officers, SPOs and arming them to counter Naxals. Briefing the media on Home Ministry's report card, Mr P.Chidambaram said, he has to read the judgement carefully and in detail as many non-naxal states also appointed SPOs to counter militancy. The apex court had yesterday restrained Chhattisgarh government and the Centre from appointing tribals as SPOs and held it unconstitutional. On the issue of infiltration in Jammu and Kashmir, Mr Chidambaram said, though it has come down in the first six months, the government is maintaining a close vigil on it. He said, security forces are fully competent to deal with the problem. Earlier, in the morning Mr Chidambaram laid the foundation stone for a 200 bedded referral hospital in Greater Noida for the treatment of Central Police forces.

In Jammu and Kashmir, at least nine policemen were injured in a powerful landmine blast near Sopore police station in North Kashmir this morning. Police sources, said that the militants hurled a grenade towards the Police Station at 9 in the morning which was followed by a huge land mine blast. India will soon take up with the Government of Denmark the issue of extradition of Kim Davy to India for his alleged role in sensational dropping of arms in Pururlia, West Bengal in 1995. The External Affairs Ministry will write to the Danish government to file an appeal in the highest court against the High Court order rejecting the plea of extradition. Briefing the media in New Delhi, the Home Minister Mr. P Chidambaram said that India will take up the matter in the strongest term to enable Davy's extradition to India to face trial.

The External Affairs Minister, Mr. S.M. Krishna arrived in Dhaka today on a three-day visit to Bangladesh. He was received at the airport by the Bangladesh Foreign Minister Dr. Dipu Moni. Talking to reporters on his arrival at the airport, Mr. Krishna said that bilateral relations between India and Bangladesh are passing through the best phase in recent times with a number of new and forward-looking initiatives taken by the leaderships of the two countries following the visit of Bangladesh Prime Minister Sheikh Hasina to India in January 2010. In her condolence message, Ms Soni said, Kaul was one of the pioneers of the new wave in Indian cinema who explored new language and expression in his films. When contacted, the Deputy Commissioner B.M Nanta told All India Radio that the district administration has since long stopped plying of vehicles on this route every Tuesday for its maintenance since it has entered into an agreement with the Border Road Organisation which is looking after the maintenance of road on Rohtang pass.

President Hamid Karzai has said, Afghan security forces will not take any retaliatory action against Pakistan despite continued shelling in its border areas for several weeks. Mr. Karzai was addressing a joint press conference with British Prime Minister David Cameron in Kabul yesterday. He said that Afghanistan is seriously engaged in talks with Pakistan to solve this issue and would never like to harm innocent civilians in Pakistan. Officials say, hundreds of rockets have hit Afghanistan since early June and killed dozens of civilians in the border areas.

टू-जी स्पेक्ट्रम आंवटन घोटाले में केन्द्रीय जांच ब्यूरो द्वारा आज उच्चतम न्यायालय में ताजा स्थिति रिपोर्ट दाखिल किये जाने के साथ ही केन्द्रीय कपड़ा मंत्री दयानिधि मारन सर्वोच्च न्यायालय की निगरानी में आ गये हैं। न्यायमूर्ति जी.एस. सिंघवी और ए.के. गांगुली की खण्डपीठ में स्थिति रिपोर्ट पेश करते हुए वरिष्ठ अधिवक्ता के.के. वेणुगोपाल ने कहा कि 2006 में चेन्नई के एक प्रोमोटर को एयरसेल के अपने शेयर मलेशिया की एक कम्पनी को बेचने के लिए बाध्य किया गया था।

ब्यूरो ने न्यायालय को आश्वासन दिया कि टू-जी स्पेक्ट्रम घोटाले में धन की हेराफेरी की जांच अगले महीने की 31 तारीख तक पूरी कर ली जायेगी। जांच एजेंसी ने कहा कि वह तीन महीने के भीतर 2001 से 2008 के दौरान स्पेक्ट्रम के आवंटन में अनियमितताओं की जांच भी पूरी कर लेगी।

पीठ ने सी बी आई को चेतावनी दी कि कोई बाहरी तत्व जांच को प्रभावित नहीं करे। सी बी आई लूप और एस्सार के बीच सम्बन्धों की भी जांच पड़ताल कर रही है और जांच एजेंसी के अनुसार लूप, एस्सार की एक कम्पनी है। केन्द्रीय जांच ब्यूरो स्वान टेलीकॉम से आर-कॉम को हटने के मामले की भी जांच कर रही है। स्वान टेलीकॉम में अनिल अम्बानी ग्रुप के रिलायंस इंडस्ट्रीज की हिस्सेदारी है।

उच्चतम न्यायालय ने ग्रेटर नोएडा में किसानों से 156 हैक्टेयर से अधिक जमीन लेकर बिल्डर्स को देने के उत्तरप्रदेश सरकार के फैसले को रद्द करने के इलाहाबाद उच्च न्यायालय के फैसले को सही ठहराया है। न्यायालय ने ग्रेटर नोएडा औद्योगिक विकास प्राधिकरण से दस लाख रूपये की लागत वसूली करने को कहा है और निर्देश दिया है कि ये जमीन गांव वालों और किसानों को लौटाई जाए।

न्यायमूर्ति जी एस सिंघवी और ए के गांगुली की पीठ ने कहा कि ग्रेटर नोएडा अथॉरिटी ने जिस उद्देश्य के लिए जमीन का अधिग्रहण किया था, उसका पूरी तरह उल्लंघन करते हुए जमीन बिल्डरों को दे दी।

कांग्रेस महासचिव राहुल गांधी ने उत्तर प्रदेश के किसानों और लोगों से जबरन भूमि अधिग्रहण के खिलाफ आवाज उठाने के लिए कहा है। उन्होंने राज्य सरकार द्वारा बिल्डरों के भूमि अधिग्रहण पर कड़ी आपत्ति प्रकट की।

हजारों किसान हैं जिनको सही रेट नहीं मिला मायावती जी ने कहा है कि नई पॉलिसी लागू हो । नई पॉलिसी यहॉं लागू नहीं हो रही। बाकी उत्तर प्रदेश में लागू हो रही है। मगर जहां जमीन ली गई वहां लागू नहीं हुई।

श्री राहुल गांधी ने कहा है कि केन्द्र एक नया भूमि अधिग्रहण कानून बना रहा है, जिसमें किसानों के हितों का पूरा ख्याल रखा जायेगा। हमारे लखनऊ संवाददाता ने खबर दी है कि राहुल गांधी ने जेवर इलाके के आधा दर्जन से अधिक गांवों का दौरा कर किसानों को संबोधित किया।

फैसले के कई पहलु हैं जिस पर किसी तरह का कोई भ्रम नहीं है लेकिन कुछ क्षेत्र ऐसे हैं जिन्हें सावधानीपूर्वक अध्ययन करने की जरूरत है। मैं सबंधित राज्यों के मुख्यमंत्रियों से चर्चा करना चाहूंगा कि इस फैसले का माओवादी विरोधी कार्रवाई पर क्या असर पड़ेगा।

उच्चतम न्यायालय ने नक्सलियों से निपटने में छत्तीसगढ़ सरकार द्वारा विशेष पुलिस अधिकारियों की तैनाती को असंवैधानिक करार दिया है। न्यायालय ने केन्द्र सरकार और छत्तीसगढ़ सरकार से छह हते के अन्दर फैसले के कार्यान्वयन पर रिपोर्ट भी देने को कहा है।

1995 में पश्चिम बंगाल के पुरूलिया में हथियार गिराने के मामले में कथित रूप से शामिल किम डेवी के प्रत्यर्पण के मुद्दे पर गृहमंत्री ने कहा कि मसले को जल्द ही डेनमार्क सरकार के साथ उठाया जायेगा।

उच्चतम न्यायालय ने गुजरात में 2008 में हुए सिलसिलेवार विस्फोटों के 50 से अधिक आरोपियों पर मुकदमा चलाने का रास्ता खोल दिया है। इन विस्फोटों में 56 लोग मारे गये थे। न्यायमूर्ति अल्तमश कबीर और सिरियाक जोसेफ की पीठ ने आरोपियों की इस दलील को खारिज कर दिया कि भाजपा शासित राज्य में मुकदमे की सुनवाई निष्पक्ष ढंग से नहीं हो सकती, क्योंकि 2002 के गोधरा रेल अग्निकाण्ड के बाद साम्प्रदायिक माहौल बहुत उग्र है। उच्चतम न्यायालय ने कहा कि तब से मामला काफी शांत हो गया है इसलिए आरोपियों का ये दावा महज आशंका है।

राष्ट्रीय मानवाधिकार आयोग ने चेन्नई में सैन्य इलाके में एक बच्चे की हत्या के मामले में रक्षा मंत्रालय और चेन्नई पुलिस को नोटिस जारी किया है। आयोग ने मेडिकल रिपोर्ट में लगाये गये आरोपों को ध्यान में रखते हुए चार सप्ताह के भीतर रिपोर्ट देने को कहा है। मेडिकल रिपोर्ट के आधार पर की गयी शिकायत में कहा गया है कि रक्षा इलाके में अवैध ढंग से प्रवेश कर रहे 13 वर्षीय दिलशान को एक सैन्यकर्मी ने गोली मारकर हत्या कर दी। यह घटना इस महीने की तीन तारीख को हुई थी।

Union Textile Minister Dayanidhi Maran has come under the Supreme Court's scanner in the 2G Spectrum allocation scam with the CBI filing its fresh status report on the probe before the Apex court. Senior Advocate K. K. Venugopal, who read the status report before a bench of justices G .S. Singhvi and A. K. Ganguly said that during 2004-07, a Chennai-based telecom promoter was forced to sell his stakes in Aircel to a Malaysian firm in 2006. The CBI further assured the court of completing the probe into money trail in the 2G scam by August 31. It said probe into all irregularities in spectrum allocation during 2001 to 08 will be completed within 3 months. The bench warned the CBI that no external factors should influence the 2G spectrum probe. CBI is also probing the link between Loop and Essar and according to CBI, Loop was a front for Essar.

A bench of Justices Altamas Kabir and Cyriac Joseph rejected the plea of the accused that the trial in the BJP-ruled state could not be held in a free and fair manner owing to the surcharged communal atmosphere in the aftermath of the 2002 Godhra massacre. The apex court observed that things have considerably settled down after the Godhra killings and hence the claim of the accused that the trial could not be held in a fair manner was mere apprehension. It, however, granted liberty to the accused to move the court again if and when there were genuine apprehensions of the trial being held in a vitiated atmosphere.

In Andhra Pradesh, life has returned to normal in Telangana after the 48-hour long bandh called by Telangana Joint action Committee passed off peacefully barring a few minor incidents. Road Transport Corporation has restored its services which were suspended across the region for the last two days due to bandh. A Delhi court today convicted Sukhdev Pehalwan in the Nitish Katara murder case. It said that at the time of the incident the third accused in the case, Pehalwan, too was present with convicts Vikas Yadav and Vishal Yadav who are currently serving life term in Tihar Jail. The court would now hear the arguments on quantum of sentence against Pehalwan tomorrow.

The Supreme Court today upheld the Allahabad High Court order quashing the acquisition of over 156 hectares of land from farmers in Greater Noida in Uttar Pradesh and allotting it to builders. The court also imposed 10 lakh Rupees as cost on the Greater Noida Industrial Development Authority ,GNIDA,and directed it to hand over the land to the villagers and farmers. The Apex court bench comprising justices G S Singhvi and A K Ganguly said, the authority allotted the land to builders in complete violation for which the land was acquired. The court passed its order on a petition filed by GNIDA and real estate developers and builders, challenging the high court order which had quashed the notifications for land acquisition in Greater Noida adjoining the national capital.

In Uttar Pradesh, Congress leader Rahul Gandhi has asked the farmers and people to raise their voices against forceful acquisition of land. Addressing groups of farmers at different villages in Gautam Buddha Nagar district on his second day of foot march, Rahul Gandhi raised strong objections over land acquisition by the state government for builders . Congress leader Rahul Gandhi has reached at Aligarh after visiting more than half a dozen villages in Jewar area of Gautam Buddha Nagar district. After spending his night at the house of a farmer in Rampur village he was again with the farmers. He has fallen heavily on state government saying that the farmers, whose land is being acquired by the state Government, are not aware why their lands are being taken away. He alleged that land of farmers is being robbed and police are firing at them if they protest against it. He has demanding a transparent land acquisition policy. Meanwhile Aligarh district administration has said if Rahul Gandhi takes out a foot march in the district it would be a clear violation of prohibitory orders. The Centre will soon hold a meeting of Chief Ministers to discuss the implications of the Supreme Court Judgement on disarming Special Police Officers in Chattisgarh to counter Naxals. Briefing the media in New Delhi, the Home Minister P.Chidambaram said, there are some areas of the judgement which are to be reflected upon carefully.
There are many parts of the judgement on which there is no controversy. But there are some areas of the judgement which have to be read carefully, reflected upon carefully and I would have to discus it with the Chief Ministers concerned to see what impact it will have on the anti-Maoist operations.
The Apex Court had termed as unconstitutional the practice of deploying Special Police Officers in campaigns like Salwa Judum launched by the Chhattisgarh government to fight Maoists. On the issue of infiltration in Jammu and Kashmir, Mr Chidambaram said, though it has come down in the first six months, but the government is maintaining a close vigil on it.
We hope that the second half of this year will be better. But I must caution that these are summer months in J&K and therefore infiltration is likely to take place in J&K. We are keeping a vigil.

The National Human Rights Commission, NHRC today issued notices to all states along with several Union Ministries on banning the use of white asbestos and asked them to file a status report on it within four weeks. The commission's action came as it took cognizance of a complaint alleging that around 50,000 people die every year in the country due to asbestos related cancer.

Gold jumped 275 rupees, to 22,270 rupees per ten grams in Delhi. Silver surged 2,400 rupees, to 53,700 rupees per kilo. In Bihar, eight people including three children died in flood related incidents as the overall situation worsened today following heavy rains in the catchment areas of major rivers. The External Affairs Minister, Mr. S.M. Krishna arrived in Dhaka today on a three-day visit to Bangladesh. He was received at the airport by the Bangladesh Foreign Minister Dr. Dipu Moni. Talking to reporters on his arrival at the airport, Mr. Krishna said that bilateral relations between India and Bangladesh are passing through the best phase in recent times with a number of new and forward-looking initiatives taken by the leaderships of the two countries following the visit of Bangladesh Prime Minister Sheikh Hasina to India in January 2010.
