सरकार ने विपक्ष से अपील की है कि वह संसद को सुचारू रूप से चलने दे। संसद के बाहर संवाददाताओं से बातचीत में संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि यह दुर्भाग्यपूर्ण है कि वैश्विक ऋण संकट के समय विपक्ष संसद के कामकाज में रूकावट डालकर महत्वपूर्ण वित्तीय विधेयकों को पारित नहीं होने दे रहा है। उन्होंने विरोधी दलों पर संसद के दोनों सदनों की कार्रवाई को जान-बूझकर बाधित करने का आरोप लगाया। श्री बंसल ने कहा कि सरकार ने विपक्ष की हर मांग मानी है।चार देशों के इन दिनों के लिए अपने नोटिस दे चुके है। हम चारों के चारों मान चुके हैं। उन्होंने ने महंगाई पे कहा दोनो सदनों में हमने महंगाई माना। उन्होंने आंतरिक सुरक्षा पे कहा हमने वो माना। उन्होंने अभी तमिल वाला कहा वो माना। एशियन कोमनवेल्थ गेम्स पे जो मंत्री के आयुक्त वक्तव्य था उस पर चर्चा मांगी वो मानी चारों को मानी और उसके बार फिर सदन में न चलने देना ये टकराव में नहीं मैं समझता ये तो मैं समझता हूं कि कोई समझ ही नहीं पायेगा कि विको ने कहा उनकी अपनी मनमर्जी है।

संसद के दोनों सदनों में कल विपक्षी भारतीय जनता पार्टी के सदस्यों के शोर-शराबे के कारण कार्रवाई बार-बार स्थगित की गई। ये सदस्य मंगलवार को नई दिल्ली में भाजपा कार्यकर्ताओं पर पुलिस की कार्रवाई और पुणे में किसानों पर पुलिस की कथित फायरिंग का विरोध कर रहे थे।-----
संसद पर आतंकी हमले के दोषी अफजल गुरू का मामला गृह मंत्रालय द्वारा अंतिम फैसले के लिए राष्ट्रपति सचिवालय को भेजा जा चुका है। गृह राज्यमंत्री एम रामचंद्रन ने एक लिखित उत्तर में राज्य सभा में यह जानकारी दी। उच्चतम न्यायालय ने अफजल गुरू को संसद पर आतंकी हमले की साजिश के आरोप में दोषी पाया था और २००४ में उसे मौत की सजा सुनाई थी।-----
उच्चतम न्यायालय ने वर्ष २००० में लालकिले के हमले में लश्करे तैयबा के आतंकी मोहम्मद आरिफ उर्फ अशफाक को मौत की सजा की पुष्टि कर दी है। इस हमले में सेना के दो जवानों सहित तीन लोग मारे गए थे। इससे पहले, सत्र न्यायालय ने इस मामले में अशफाक को मौत की सजा सुनाई थी, जिसे दिल्ली उच्च न्यायालय ने उचित ठहराया था। अशफाक ने इस सजा के खिलाफ उच्चतम न्यायालय में अपील की, जिसे अदालत ने पीठ ने खारिज कर दिया।-----
बिहार सरकार ने नक्सली हिंसा प्रभावित जिलों में बुलेटप्रूफ पुलिस चौकियां बनाने का फैसला किया है। इनके निर्माण के लिए सरकार ने तीस करोड़ रुपये की राशि जारी की है। बिहार के ३८ में से ३३ जिले नक्सली हिंसा की चपेट में हैं। हमारे संवाददाता ने खबर दी है कि इन चौकियों से नक्सलियों पर जवाबी कार्रवाई करने में मदद मिलेगी। इस कदम के बाद ये चौकियां पहले जैसी असुरक्षित नहीं रहेगी।-----
पनामा के मालवाहक जहाज एमवी रैक से रोजाना आठ से दस टन तेल का रिसाव जारी है। स्थिति पर विचार के लिए जहाजरानी महानिदेशालय ने कल समीक्षा बैठक की। महानिदेशालय ने तेल और प्राकृतिक गैस निगम को जहाज से हुए तेल रिसाव के प्रारंभिक मूल्यांकन का निर्देश दिया है। कुशल गोताखोर तेल रिसाव की जगह की पहचान करने और रिसाव रोकने के प्रयास में लगे हैं।इस बीच, तटरक्षक जहाज वरूण और अमृत कौर तथा डोरनियर विमान समुद्र में फैले तेल पर छिड़काव जारी रखे हुए है। तटरक्षकों ने दावा किया है कि कल समुद्र तट पर तेल का कोई भी ताजा जमाव नहीं देखा गया।
मालवाहक जहाज एमवी रैक पिछले बृहस्पतिवार को मुबई से २५ समुद्री मील दूरी पर डूब गया था और इससे दो दिन बाद तेल का रिसाव शुरू हो गया था।

आंध्र प्रदेश सरकार ने तेलंगाना कर्मचारी संयुक्त कार्रवाई समिति के नेताओं को हड़ताल के नोटिस के बारे में चर्चा करने के लिए आज आमंत्रित किया है। कर्मचारियों की मांगों पर विचार कर रही राज्य कैबिनेट की उपसमिति ने कर्मचारियों, अध्यापकों और श्रमिक संगठनों से अपील की हैं कि वे लोगों की असुविधा को ध्यान में रखते हुए हड़ताल वापस ले लें। वित्तमंत्री और उप समिति के संयोजक ए.रामनारायण रेड्डी ने कहा कि सरकार अधिकतर मांगें मान चुकी है और बाकी मांगे भी स्वीकार करने के लिए तैयार है, बशर्ते कि ये राज्य सरकार के अधिकार क्षेत्र में आती हों। कर्मचारियों की संयुक्त समिति ने सरकार के साथ वार्ता के दो दौर विफल होने के बाद इस महीने की १७ तारीख से हड़ताल पर जाने का नाटिस दे रखा है।-----
वित्त मंत्री ने कहा कि प्रस्तावित हड़ताल से दूध और पानी जैसी जरूरी वस्तुओं की आपूर्ति बाधित होगी और कल्याणकारी कार्यक्रमों को लागू करने में रूकावट आएगी। श्री रेड्डी ने कहा कि लोगों को असुविधा नहीं होनी चाहिए। तेलंगाना कर्मचारियों की संयुक्त कार्रवाई समिति अन्य मसलों के अलावा अपने अधिकारों की सुरक्षा के लिए न्यायिक आयोग के गठन की मांग कर रही है-----
उत्तर प्रदेश के मुरादाबाद जिले के ६ इलाकों-कटघर, गलशाहिद, मझोला, कोतवाली, नागफनी और मुगलपुरा में कर्फ्यू जारी है। दो गुटों के बीच झड़पों के बाद मंगलवार रात को इन इलाकों में कर्फ्यू लगा दिया गया था। कर्फ्यू वाले इलाकों में शांति तथा कानून और व्यवस्था बनाए रखने के लिए पी ए सी और अर्धसैनिक बलों की १७ कंपनियां तैनात की गई हैं।जिला अधिकारी समीर वर्मा ने हमारे संवाददाता को बताया कि हर दो घंटे पर हालात का जायजा लिया जा रहा है और उनमें सुधार होने पर प्रशासन कर्फ्यू में ढील देने पर विचार कर सकता है। उन्होंने कहा कि साम्प्रदायिक झड़पों के संबंध में पचास से ज्यादा लोगों को गिरफ्तार किया गया है।
मंगलवार रात को कांवड़ियों की एक अन्य गुट के साथ झड़प हो गई थी जिसके बाद आगजनी और पथराव शुरू हो गया था। इन झड़पों में ग्यारह लोग घायल हो गए।

उत्तर प्रदेश सरकार ने प्रकाश झा की विवादास्पद हिन्दी फिल्म आरक्षण के राज्य में प्रदर्शन पर दो महीनों के लिए रोक लगा दी है। आधिकारिक प्रवक्ता ने बताया कि यह फैसला फिल्म के प्रदर्शन से राज्य में कानून और व्यवस्था की समस्या पैदा होने की आशंका के मद्देनजर किया गया है। सरकार द्वारा गठित एक उच्चस्तरीय समिति ने फिल्म पर रोक लगाने की सिफारिश की थी।-----
ग्रामीण इलाकों में लड़के-लड़कियों का जन्म तथा हर आयु वर्ग का अनुपात शहरी इलाकों से बेहतर है। स्वास्थ्य सचिव के चन्द्रमौली ने कल नई दिल्ली में वार्षिक स्वास्थ्य सर्वेक्षण के नतीजे जारी करते हुए कहा कि शहरों में लड़कियों की जन्मदर में कमी आई है। सर्वेक्षण में कहा गया है कि उत्तराखंड के पिथौरागढ़ में लड़कों के मुकाबले लड़कियों की संख्या सबसे कम, प्रति एक हजार लड़कों पर ७६४ लड़कियां जबकि उत्तर प्रदेश के मुरादाबाद में लड़कियों की संख्या सबसे अधिक एक हजार तीस रही।ये सर्वेक्षण उत्तर प्रदेश, मध्य प्रदेश, बिहार, असम, झारखंड, उत्तराखंड, राजस्थान, ओडीशा और छत्तीसगढ़ में जुलाई २०१० से मार्च २०११ तक कराया गया। इन नौ राज्यों में देश की करीब ४८ फीसदी आबादी है।
श्री चन्द्रमौली ने कहा कि इन नतीजों से सरकार को कार्ययोजना बनाने में मदद मिलेगी।
हमे अपने राष्ट्रीय ग्रामीण स्वास्थ मिशन के कार्यक्रमों को आगे बढ़ाने के लिए राष्ट्र और राज्य स्तर पर ध्यान देने की जरूरत है। हमे इस बात को भी देखना होगा कि इस मिशन का क्रियान्वयन विश्वास और प्रतिबद्धता के साथ हो और यह सुचारू रूप से काम करें।

योजना, विज्ञान और प्रौद्योगिकी तथा पृथ्वी विज्ञान राज्य मंत्री अश्वनी कुमार ने कहा है कि स्टैंर्डड एंड पुअर्स द्वारा अमरीका की ऋण साख घटाने का भारत पर कोई असर नहीं पड़ेगा क्योंकि यहां की अर्थव्यवस्था घरेलू खपत तथा मांग से संचालित होती है।भारतीय अर्थव्यवस्था का विकास घरेलू मांग और खपत से संचालित होती है। यह बाहरी वैश्विक स्थिति पर मुख्य रूप से आधारित नहीं है। भारतीय अर्थव्यवस्था में २००८ में हमने जो प्रोत्साहन पैकेज दिए थे उसके नतीजे अब देखने को मिलेंगे। हमारी घरेलू बचत और निवेश दर बहुत अच्छी है।
श्री अश्विनी कुमार ने आकाशवाणी से विशेष भेंट में कहा कि सरकार ने पिछले दो वर्षों के दौरान ६३ हजार ७०० करोड़ रुपये की लागत वाली ५६ सड़क और भवन निर्माण परियोजनाएं शुरू की हैं और बुनियादी ढांचा ऋण कोष तथा वित्तीय क्षेत्र के सुधारों की रूपरेखा निर्धारित की है। उन्होंने कहा कि ये सभी मिलकर अर्थव्यवस्था में निवेश का सकारात्मक माहौल तैयार करेंगे।

यूरोप और अमरीका के शेयर बाजारों में और गिरावट आई है। इसकी वजह बैंको के शेयरों के दाम गिरना है। उधर, फ्रांस सरकार ने कहा है कि उसे अमरीका की तरह अपनी ट्रिपल ए रेटिंग नहीं गवानी पड़ेगी। उधर, सोसायटी जनरल बैंक ने किसी किस्म के वित्तीय दबाव में होने से इन्कार किया है। इस बैंक के शेयरों में बीस फीसदी की गिरावट आई है।इस बीच, फ्रांस का शेयर बाजार साढ़े पांच फीसदी की गिरावट के साथ बंद हुआ, जबकि ब्रिटेन के एफ टी एस सी में तीन फीसदी की गिरावट आई। वॉल स्ट्रीट का डाउजोन्स सूचकांक चार दशमलव ६ प्रतिशत गिरा।

ब्रिटेन के प्रमुख शहरों में दंगों के मद्देनजर आज संसद का आपात अधिवेशन बुलाया गया है। संसद में इन दिनों गर्मियों का अवकाश चल रहा है लेकिन प्रधानमंत्री डेविड कैमरन ने बड़े पैमाने पर हिंसा और लूटपाट की घटनाओं की वजह से ये कदम उठाया है।इस बीच, पिछली चार रातों से जारी हिंसा और लूटपाट की घटनाओं पर काबू पाने के लिए लंदन और अन्य प्रमुख शहरों में पुलिस बल तैनात किये गये हैं। प्रधानमंत्री ने कहा कि इससे निपटने के उपाय किए गए हैं।
उत्तरी इंग्लैंड में दो व्यक्तियों को दंगों में हिस्सा लेने के कारण दस से सोलह हफ्ते की कैद की सजा सुनाई गई है।

The Government has appealed to the Opposition to allow Parliament to run smoothly. Talking to reporters outside Parliament, Minister of Parliamentary Affairs, Pawan Kumar Bansal said, it is unfortunate that the Opposition is not allowing the government to pass significant economic Bills at a time of the global debt crisis. He charged the Opposition for deliberately stalling proceedings in both Houses. Mr. Bansal added that government has conceded every demand of the Opposition.
Eight days have passed of Rajya Sabha, 7 days have passed of Lok Sabha., yet no work has been done. This condition is a matter of concern for all of us. I think everybody needs to think over this.
Earlier, both Houses of Parliament were adjourned repeatedly yesterday as agitated opposition members continued to raise slogans against the government and trooped into the well. The Opposition BJP forced the Rajya Sabha to adjourn, holding the UPA Government responsible for the police atrocities on partymen protesting against corruption in Delhi.
The Lok Sabha was adjourned after BJP, Shiv Sena and SP members protested the firing on farmers in Pune and police action on Bhartiya Janata Yuva Morcha activists in Delhi on Tuesday.

The Home Ministry has submitted Parliament attack convict Afzal Guru's case to the President's Secretariat to take a final view. In a written reply to the Rajya Sabha, Minister of State for Home, Mullappally Ramachandran said, the mercy petition case of death convict Afzal Guru has been submitted to the President's Secretariat on July the 27th for a decision.

The Supreme Court yesterday confirmed the death sentence awarded to Lashkar-e-Taiba terrorist Mohd Arif alias Ashfaq in the 2000 Red Fort attack case in which three people, including two Army jawans, were killed. An apex court bench dismissed the appeal of Ashfaq, challenging the death sentence awarded for the December 22, 2000 Red Fort attack by the sessions court and affirmed by the Delhi High Court. The apex court had earlier reserved its verdict on Ashfaq's appeal.
Ashfaq had challenged the high court's judgement dated September 13, 2007 which had upheld the death penalty awarded to him but had acquitted six others sentenced for varying jail terms.

The Sex ratio at birth and in all ages in rural areas is better than in urban areas. Releasing the Annual Health Survey results of nine states in New Delhi, Health Secretary K. Chandramouli said that urban areas are recording a decline in female birth rate. The survey was carried out in the states of Uttar Pradesh, Madhya Pradesh, Bihar, Assam, Jharkhand, Uttarakhand, Rajasthan, Orissa and Chhattisgarh - during July 2010-March 2011. These 9 states which account for about 48 per cent of the total population of the country, are the high focus states in view of their relatively higher fertility and mortality indicators. The Health Survey said six districts of the eight empowered Action Group States have attained the UN Millennium Development Goal by reducing the infant mortality rate to 28. This UN target was to be achieved by 2015.
The survey concluded that 100 districts contribute for about 50 per cent of total infant deaths in these nine states. Mr. Chandramouli said that the indicators will help the government plan action in the districts where the indicators are adverse.
This is the first time we are having an annual health survey at the district level and the district level gives us a very very good idea as to how things are in that particular area and important indicators like MMR, IMR and the female sex ratio will help us charter our programme towards the areas where attention is most needed.

In Uttar Pradesh, indefinite curfew is still continuing in the six police stations areas of Katghar, Galshahid, Majhola, Kotwali, Nagfani and Mugalpura in Moradabad. Curfew was imposed in these areas on Tuesday night following clashes between two groups. About 17 companies of PAC and Para military forces have been deployed in curfew hit areas to maintain peace and law and order.
District Magistrate Sameer Verma told our correspondent that the situation is being reviewed at every two hours and if it improves then the administration may consider relaxation in the curfew. He said more that 50 people have been arrested in connection with the communal clash in the city.

The Mayawati government has banned the release of Prakash Jha's controversial Hindi film Aarakshan' (Reservation) in Uttar Pradesh for two months on the grounds that it would create a law and order problem in the state.
The decision to ban the film which is due to hit the screens on Friday was taken following a recommendation by a high level official committee set up by the Bahujan Samaj Party government in Lucknow.

The Bihar Government has decided to set up bulletproof police pickets in naxal-hit districts of the state. The government has released thirty crores rupees to construct these police pickets. 33 out of 38 districts of the state are naxal affected. AIR Patna correspondent reports that these police picket will help the guards to launch a counter attack. This will make them less vulnerable to attacks and will reduce causalities.

In England, an emergency session of Parliament is being held today following rioting in major cities across the country. Parliament has been recalled from its summer recess by the British Prime Minister David Cameron in view of the incidents of large scale violence and looting.
Meanwhile, the Police are out in force again across London and other major cities in England to prevent a repeat of the looting and violence of the last four nights. The British Prime Minister, David Cameron, said that the fight back was under way. Mr. Cameron visited Birmingham where three men were killed by a speeding car while trying to defend their properties. Mr. Cameron pledged more robust policing, the use of rubber bullets and water cannon, if necessary.
We will do whatever is necessary to restore law and order on to our streets. The police are already authorized to use batten rams. We now have in place contingency plans for water cannon to be available on 24 hours notice. I am clear that they are in no way representative of the vast majority of young people in our country.

European and US stock markets have suffered more falls, led by steep declines in banking shares. In nervous trading, the focus turned to France, where the French government denied it would follow the US and lose its top-grade AAA credit rating. The Societe Generale bank, whose shares fell up to 20 per cent denied that it was under financial pressure.
France's Cac share index ended down 5.5 per cent. The UK's FTSE lost 3 per cent, and Wall Street's Dow Jones index lost 4.6 per cent to close at the 10,719.

The Minister of State for Planning, Science and Technology and Earth Science, Ashwani Kumar, has said that the downgrading of the US credit rating by Standard and Poor would in no way affect our country.
In an exclusive interview with All India Radio, the minister said that government launched 56 road and building projects entailing an expenditure of the 63,700 crore rupees and has put into place. The frameworks for the infrastructure Debt Fund and for Financial Sector Reforms during the last two years.

Panama flagged MV Rak Carrier continues to leak oil at the rate of 8-10 tons per day. The Directorate General of shipping yesterday held a review meeting to take stock of the situation. The Directorate has directed ONGC to release a suitable specialized diving support vessel to undertake preliminary assessment of the oil being released from the sunken ship. Expert divers would also be engaged to identify the source of the leak and if possible to plug such leaks to check the outflow. The authorities have also identified Titan Salvage to de-bunker the remaining oil entrapped in the bunker tanks. The Directorate is also open to the idea of seeking the expertise of the International Tanker Owner Pollution Federation to assist in the cleanup operation.

The Kerala government has decided to implement relief measures worth 79 crore rupees for endosulfan pesticide victims of Kasaragod district of the state. In a high level meeting held by the Kerala Chief Minister yesterday evening at Thiruvanahapuram it has been decided to start hospitals, schools and employment providing schemes in eleven panchayats of the district to mitigate the sufferings of the victims. .

In reply to India's first innings total of 224, England were 84 for no loss at stumps on the opening day of the third Cricket Test in Birmingham yesterday. Andrew Strauss at 51 and Alistair Cook at 26 were at the crease when the stumps were drawn on day one.
Earlier, India were all out for 224. Captain Mahendra Singh Dhoni made 77 runs while Gautam Gambhir scored 38. Virendra sehwag was out for a duck. For England, Stuart Broad and Tim Bresnan bagged four wickets each.

लोकसभा में आज स्वतंत्रता सेनानी खुदीराम बोस को श्रद्धांजलि अर्पित की गई। देश को उपनिवेशवाद और साम्राज्यवाद से मुक्त कराने के लिए श्री बोस ने १९०८ में आज ही के दिन अपने प्राणों की आहूति दी थी। लोकसभा अध्यक्ष मीरा कुमार और अन्य सदस्यों ने देशवासियों के लिए हमेशा प्रेरणास्रोत रहे इस महान सपूत को श्रद्धांजलि दी। स्वतंत्रता संग्राम में प्राण न्यौछावर करने वाले अन्य सेनानियों को भी भावभीनी श्रद्धांजलि दी गई। शहीदों की स्मृति में सदस्यों ने मौन रखा।------
प्रधानमंत्री ने कहा है कि उन्होंने केन्द्रीय गृहमंत्री को राजस्थान की जेल में बंद पाकिस्तानी डाक्टर मोहम्मद खलील चिश्ती के मामले की जांच करने को कहा है। आज राज्यसभा में प्रश्नकाल के दौरान हस्तक्षेप करते हुए डाक्टर मनमोहन सिंह ने कहा कि गृहमंत्री राजस्थान सरकार के सम्पर्क में हैं।मुख्य प्रश्न का उत्तर देते हुए विदेशमंत्री एस एम कृष्णा ने कहा कि सरकार पाकिस्तानी जेलों में बंद भारतीयों की रिहाई के लिए अपनी पूरी कोशिश करेगी। पूरक प्रश्नों का उत्तर देते हुए श्री कृष्णा ने कहा कि इस समय पांच सौ ५८ भारतीय पाकिस्तान की हिरासत में हैं। उन्होंने कहा कि इनमें से दो सौ ३२ नागरिक, २५२ मछुआरे और ७४ लापता सैनिक हैं। इनमें १९७१ के बाद से वहां की जेलों में बंद ५४ युद्धबंदी शामिल हैं। उन्होंने कहा कि पाकिस्तान ने केवल ७२ नागरिकों और दो सौ ३७ मछुआरों के अपनी जेंलों में बंद होने की बात स्वीकार की है। उन्होंने कहा कि पाकिस्तान किसी लापता सैनिक अधिकारी की मौजूदगी की बात स्वीकार नहीं करता। विदेशमंत्री ने कहा कि सरकार पाकिस्तान सरकार के साथ सभी उपयुक्त स्तरों पर भारतीय बंदियों का मुददा लगातार उठाती रही है।
श्री कृष्णा ने सदन को सूचित किया कि इस्लामाबाद में पाकिस्तानी जेलों में बंद भारतीय कैदियों की स्थिति पर लगातार नजर रखे हुए हैं। एक अन्य प्रश्न के उत्तर में श्री कृष्णा ने कहा कि सरबजीत सिंह की क्षमा याचिका पाकिस्तान के राष्ट्रपति के पास लम्बित है। उन्होंने कहा कि पाकिस्तान सरकार को ही इस पर मानवीय दृष्टिकोण से फैसला लेना होगा।
गंभीर धोखाधड़ी के मामलों के लिए छानबीन कार्यालय यानी एस एफ आई ओ को जल्दी ही कानूनी दर्जा मिल जाएगा। कानून मंत्री वीरप्पा मोइली ने आज लोकसभा में प्रश्नकाल के दौरान कहा कि ब्रिटेन की तर्ज पर गठित इस संगठन को और मजबूत बनाया जाएगा। उन्होंने कहा कि एस एफ आई ओ ने अब तक कॉरपोरेट जगत में धोखाधड़ी के ३९ मामलों में छानबीन की है और सभी के ठोस परिणाम सामने आए हैं। विधायी शक्तियां सौंपे जाने से इस संगठन को ऐसे मामलों से निपटनेके लिए अपेक्षित अधिकार मिल जाएंगे। लंबित मामलों को निपटाने के लिए विशेष अदालतों का गठन किया जाएगा। श्री मोइली ने कहा कि सरकार ने नई दिल्ली, मुम्बई, हैदराबाद, चेन्नई, कोलकाता और अहमदाबाद में एस एफ आई ओ के क्षेत्रीय कार्यालय खोलने का फैसला किया है। इससे इस संगठन की पहुंच बढ़ाने और विभिन्न स्थानों पर चल रहे मामलों की बेहतर सुनवाई में मदद मिलेगी।

भोपाल गैस त्रासदी के पीड़ितों को अब तक पांच सौ उन्नीस करोड़ रूपये दिये जा चुके हैं। पीड़ितों की मांग के सनुसार पर कल्याण आयुक्त और मुआवजा देंगे। अनुग्रह राशि के लिए कुल ७४० करोड़ रूपये आवंटित किये गये हैं। रसायन और उरर्वक मंत्री श्रीकांत जेना ने लोकसभा में आज यह जानकारी दी। पूरक प्रश्नों का उत्तर देते हुए उन्होंने कहा कि सरकार ने इस घटना के मुख्य अपराधी के प्रत्यर्पण का अनुरोध करते हुए उसके बारे में पूरी जानकारी अमरीकी सरकार को भेजी है।------
सरकार, उच्च स्तर पर न्यायाधीशों की नियुक्ति के लिए प्रधान न्यायाधीश की सर्वोच्चता ंऔर कार्यपालिका की शक्तिया बहाल करने के बारे में कानून बनाने के पक्ष में है। कानून मंत्री सलमान खुर्शीद ने आज लोकसभा में एक लिखित उत्तर में ये जानकारी दी। श्री खुर्शीद ने कहा कि विधि आयोग ने उच्च स्तर पर न्यायाधीशों की नियुक्ति प्रक्रिया का विश्लेषण किया है। आयोग ने उच्चतम न्यायालय और उच्च न्यायालयों के न्यायाधीशों की नियुक्ति में स्पष्टता और पारदर्शिता लाने के लिए पूरी व्यवस्था की समीक्षा किये जाने की सिफारिश की है।------
सरकार ने आज कहा कि वह महिलाओं के खिलाफ अत्याचार रोकने के लिए पूरा प्रयास कर रही है। आज राज्यसभा में पूरक प्रश्नों के उत्तर में महिला और बाल विकास मंत्री कृष्णा तीरथ ने बताया कि दिल्ली में कामकाजी महिलाओं के लिए और अधिक होस्टल खोले जा रहे हैं ताकि वे सुरक्षित महसूस कर सकें। उन्होंने बताया कि लड़कियों को मार्शल आर्ट का प्रशिक्षण दिया जा रहा है। सदन में एक प्रश्न का उत्तर देते हुए उन्होंने कहा कि राष्ट्रीय महिला आयोग महिलाओं के उत्थान के लिए कई सेमीनार आयोजित करता रहता है। ------
केन्द्रीय ग्रामीण विकास मंत्री जयराम रमेश ने कहा है कि महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारन्टी कार्यक्रम-मनरेगा से ग्रामीण इलाकों में गरीबी कम हुई है। आज लोकसभा में प्रश्नों का उत्तर देते हुए उन्होंने बताया कि मनरेगा से कृषि मजदूरी बढ़ाने में भी मदद मिली है। उन्होंने बताया कि इस कार्यक्रम के तहत अनुसूचित जातियों और जनजातियों सहित छोटे किसानों की भूमि का विकास भी किया जा रहा है। उन्होंने इस आरोप का दृढ़तापूर्वक खंडन किया कि इस कार्यक्रम से कृषि कार्यक्रमों में कटौती की जा रही है। इससे पहले सदस्यों ने मनरेगा के लाभार्थियों की मजदूरी बढ़ाने की मांग की। सदन में विपक्ष की नेता सुषमा स्वराज ने इस बात पर रोष प्रकट किया कि सरकार मनरेगा को प्रभावी ढंग से लागू करने में विफल रही है।------
सरकार ने कहा है कि उन ४८ गैस स्थलों से १७ करोड़ क्यूबिक मीटर गैस मिलने की उम्मीद है, जिनकी खोज पिछले तीन वर्षो के दौरान की गई है। लोकसभा में आज एक लिखित उत्तर में पैट्रोलियम और प्राकृतिक गैस राज्य मंत्री श्री आर पी एन सिंह ने बताया कि इन स्थलों से गैस का व्यवसायिक उत्पादन क्षेत्रीय विकास योजनाओं के क्रियान्वयन और उत्पादन के लिए दिये गये अनुबंधों की समय सीमा पर निर्भर करेगा।एक अन्य प्रश्न के उत्तर में उन्होंने कहा कि बाजार में पैट्रोल, डीजल और इनमें मिलावट करने वाली चीजों के दामों में भारी अन्तर को देखते हुए पैट्रोलियम उत्पादों में मिलावट की संभावना से इन्कार नहीं किया जा सकता।

परमाणु ऊर्जा विभाग देश में अंतर्राष्ट्रीय स्तर के नौ सहायता प्राप्त संस्थानों को धन उपलब्ध करा रहा है। राज्यसभा में एक उत्तर में प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायण सामी ने कहा कि इन संस्थानों में मुम्बई का टाटा इंस्टीट्यूट ऑफ फण्डामेंटल रिसर्च, भुवनेश्वर का इंस्टीट्यूट ऑफ फिजीक्स, गांधीनगर का इंस्टीट्यूट फॉर प्लाज्मा रिसर्च और कोलकाता का साहा इंस्टीट्यूट ऑफ न्यूक्लियर फिजीक्स शामिल हैं। उन्होंने कहा कि ये मूल रूप से शोध और शिक्षण संस्थान है। इनकी उत्कृष्टता अंतर्राष्ट्रीय स्तर की है और इनके शोध और अनुभवों का उपयोग भारतीय परमाणु ऊर्जा कार्यक्रम में भी होता रहा है।------
सरकार ने आज लोकसभा को आश्वासन दिया कि वह जाति पर आधारित जनगणना करायेगी और इस फैसले को लागू करने में आ रही समस्याओं कों दूर कर दिया जायेगा। आज सदन में सदस्यो ंकी चिंताओं का जवाब देते हुए वित्त मंत्री और सदन के नेता प्रणव मुखर्जी ने कहा कि केन्द्रीय मंत्रिमंडल इस आशय के प्रस्ताव को पहले ही मंजूर कर चुकी है। उन्होंने फिर कहा कि यह जनगणना उसी व्यवस्था के तहत होगी जिस पर राजनीतिक दलों में सहमति हुई है। जनता दल यूनाईटेड के शरद यादव और अन्य नेताओं ने सदन में यह मुद्दा उठाया। इन नेताओं में समाजवादी पार्टी के प्रमुख मुलायम सिंह यादव, डीएमके पार्टी के टी आर बालू और बहुजन समाज पार्टी के दारा सिंह चौहान शामिल हैं। उन्होंने जनगणना जल्दी पूरी करने की मांग की। उन्होंने समाज के कमजोर और गरीब वर्गों की समस्याओं के समाधान में जाति पर आधारित जणगण्ना के महत्व पर प्रकाश डाला।------
खाद्य पदार्थों की मुद्रास्फीति की दर तीस जुलाई को समाप्त हुए सप्ताह के दौरान बढ़कर नौ दशमलव नौ-शून्य प्रतिशत हो गई, जो पिछले साढे चार महीनों में सबसे अधिक है। ऐसा मुख्य रूप से प्याज, फलों, सब्जियों और प्रोटीन युक्त वस्तुओं के दाम बढ़ने के कारण हुआ। इससे पहले के हफ्ते में थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति की यह दर आठ दशमलव शून्य चार प्रतिशत थी। पिछले वर्ष जुलाई के अन्तिम सप्ताह में खाद्य पदार्थों की मंहगाई की दर १६ दशमलव चार पांच प्रतिशत थी।सरकार द्वारा आज जारी आंकड़ों के अनुसार वार्षिक आधार पर प्याज के दाम ३६ दशमलव छह-दो प्रतिशत बढे जबकि फल १६ दशमलव चार-नौ प्रतिशत मंहगे हुए। सब्जियों के दामों में १४ दशमलव छह-एक प्रतिशत और अंडे, मांस और मछली के मूल्य में १३ दशमलव चार-चार प्रतिशत वृद्धि दर्ज की गई। मोटे अनाज के दाम भी छह दशमलव दो दो प्रतिशत बढ़े। आलू दस दशमलव आठ-पांच प्रतिशत और दूध १० दशमलव तीन-आठ प्रतिशत मंहगा हुआ। लेकिन दालों की कीमत में करीब छह प्रतिशत की कमी हुई। रेशे, तिलहन और खनिजों जैसे गैर खाद्य पदार्थों की मुद्रास्फीति की दर में गिरावट आई और यह १५ दशमलव शून्य पांच प्रतिशत हो गई जबकि इसके पहले के हफ्ते में यह १५ दशमलव छह शून्य प्रतिशत थी।

वाणिज्य सचिव राहुल खुल्लर ने कहा है कि जुलाई में देश के निर्यात में ८१ दशमलव आठ प्रतिशत की जोरदार वृद्धि दर्ज की गई और यह बढ़कर २९ अरब तीस करोड़ डालर हो गया। आज नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि आयात भी ५१ दशमलव पांच प्रतिशत बढ़कर ४० अरब चालीस करोड़ डालर हो गया जिससे व्यापार घाटा ११ अरब दस करोड़ डालर रहा। श्री खुल्लर ने कहा कि निर्यात क्षेत्र का प्रदर्शन अच्छा रहा लेकिन यह वृद्धि बनी नहीं रहेगी और इस महीने इसमें कमी आ सकती है। इस अवधि के दौरान जिन क्षेत्रो ंमें निर्यात में अच्छी वृद्धि देखी गई उनमें इंजीनियरिंग, पेट्रोलियम उत्पाद, हीरे जवाहरात और सिले सिलाये वस्त्र शामिल हैं।------
भ्रष्टाचार का पर्दाफाश करने संबंधी विधेयक पर स्थाई समिति ने विधेयक के दायरे में मंत्रि परिषद, उच्च न्यायपालिका, नियामक प्राधिकरणों, सशस्त्र सेनाओं और खुफिया एजेंसियों को भी शामिल करने की सिफारिश की है। आज नई दिल्ली में संवाददाताओं से बातचीत में स्थाई समिति के अध्यक्ष अभिषेक मनु सिंघवी ने कहा कि भ्रष्टाचार का पर्दाफाश करने वालों या इस बारे में शिकायत करने वालों की पहचान गुप्त रखने और उनकी सुरक्षा के लिए एक सक्षम तंत्र की भी सिफारिश की गई है। समिति ने ये भी सुझाव दिया है कि इस विधेयक के तहत पांच साल से पहले के मामलों और शिकायतों पर भी विचार किया जाना चाहिए। छोटी मोटी शिकायतों के लिए सजा कम करने का भी सुझाव है। श्री सिंघवी ने कहा कि प्रस्तावित विधेयक लोक सेवकों के खिलाफ शिकायतों की दिशा में एक अत्यन्त महत्वपूर्ण पहल है।------
केन्द्रीय गृहसचिव आर के सिंह ने आज जम्मू कश्मीर मे हुमहामा में केन्द्रीय रिजर्व पुलिस बल के मुख्यालय का दौरा किया। उन्होंने पुलिस मुख्यालय में पुलिस महानिदेशक और अन्य वरिष्ठ अधिकारियों के साथ भी बैठक की। हमारे संवाददाता न े खबर दी है कि श्री सिंह ने कल श्रीनगर में १५वीं कोर का दौरा किया था।------
जम्मू कश्मीर में कठुआ जिले में एक यात्री बस के गहरे नाले में गिर जाने से छह लोगों की मृत्यु हो गई और दस घायल हो गये। इनमें से तीन की हालत गम्भीर है। कठुआ से धर्माद जा रही यह बस महानपुर से पहले सुबह सात बजे सड़क से फिसल कर गहरे नाले में जा गिरी। गम्भीर रूप से घायल दो लोगों को विशेष चिकित्सा के लिए जम्मू के सरकारी मेडिकल कॉलेज में भर्ती कराया गया है जबकि अन्य घायलों को पास के प्राथमिक चिकित्सा केन्द्र में भर्ती कराया गया है।------
तेलंगाना कर्मचारी संयुक्त कार्रवाई समिति ने राज्य सरकार के बातचीत के निमंत्रण को नामंजूर कर दिया है। कर्मचारियों की मांगों पर गौर कर रहे मंत्रिसमूह ने बातचीत के जरिये उनके मुददे सुलझाने के लिए तेलंगाना कर्मचारी ऐसोसिएशन के नेताओं को आमंत्रित किया था और उनसे अनुरोध किया था कि वे लोगों के लिए कोई परेशानी पैदा न करें। तेलंगाना कर्मचारी संयुक्त कार्रवाई समिति के अध्यक्ष स्वामी गौड़ ने आज सुबह हैदराबाद में संवाददाताओं को बताया कि उन्होंने इस महीने की १७ तारीख से आम हड़ताल पर जाने का फैसला किया है।------
पंजाब सरकार ने राज्य में फिल्म आरक्षण के प्रदर्शन पर तब तक प्रतिबंध लगा दिया है, जब तक राज्य द्वारा गठित स्क्रीनिंग कमेटी फिल्म देखकर अपनी रिपोर्ट नहीं सौंप देती। एक सरकारी प्रवक्ता ने बताया कि ये फैसला खुफिया एजेंसियों की इन खबरों के बाद लिया गया है कि फिल्म में कई दृश्य और संवाद ऐसे हैं, जो राज्य के कुछ समुदायों की भावनाएं भड़का सकते हैं। इसी तरह की सूचनाएं कुछ अन्य राज्यों की खुफिया एजेंसियों से भी मिलने की खबर है।पंजाब सरकार ने इस फिल्म को देखकर अंतिम रिपोर्ट सौंपने के लिए सात सदस्यों की एक समिति बनाई है। प्रवक्ता ने बताया कि स्क्रीनिंग समिति की आज फिल्म देखने और रिपोर्ट सौंपने के लिए बैठक होगी। हमारे संवाददाता ने खबर दी है कि पंजाब में तब तक फिल्म आरक्षण के प्रदर्शन पर रोक रहेगी।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में नवासी अंकों की गिरावट आयी। अब से कुछ देर पहले यह ३२ अंक की गिरावट के साथ १७ हजार १६२ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ९ अंक गिरकर ५ हजार १७० पर आ गया।
एशियाई बाजारों में आज गिरावट का रूख है। हांगकांग के हेंगसेंग में दो दशमलव पांच-दो प्रतिशत और जापान के निक्केई में एक दशमलव दो-नौ प्रतिशत की गिरावट आयी। अमरीका का औद्योगिक सूचकांक डाऊ जोंस चार दशमलव छह-दो प्रतिशत की गिरावट के साथ बंद हुआ।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपये की कीमत में नौ पैसे की गिरावट आयी। एक डॉलर की कीमत ४५ रूपये ३४ पैसे बोली गयी।
उधर एशियाई बाजारों में कच्चे तेल के भाव गिरे। सितम्बर की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड ७९ सेंट सस्ता होकर ८२ डॉलर १० सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नार्थ सी क्रूड की कीमत में भी एक डॉलर १० सेंट की गिरावट आयी और एक बैरल की कीमत १०५ डॉलर ५८ सेंट हो गई।

असम में जून के महीने में चाय का उत्पादन २४ प्रतिशत बढ़ गया है। ताजा रिपोर्ट के अनुसार राज्य में ६ करोड़, ३० लाख किलोग्राम चाय का उत्पादन हुआ, जबकि पिछले साल इसी महीने में ५ करोड़, १० लाख किलोग्राम चाय उत्पादन हुआ था। हमारे संवाददाता ने बताया है कि गुणवत्ता वाली चाय के उत्पादन में वृद्धि से उत्साहित होकर चाय उद्योग ने फैसला किया है वह चाय को राष्ट्रीय पेय घोषित करने का सरकार से अनुरोध करेगा।असम में पूरे देश के कुल चाय उत्पादन का ५१ प्रतिशत से ज्यादा उत्पादन होता है और पूरे विश्व में चाय के कुल उत्पादन में इसका १३ प्रतिशत योगदान है। असम में इस उद्योग का वार्षिक कारोबार पांच हजार करोड़ रूपये का है और इसमें दस लाख लोगों को रोजगार मिला हुआ है। विश्व में सबसे ज्यादा चाय भारत में पी जाती है। देश में कुल चाय के उत्पादन की ८० प्रतिशत खपत यहीं हो जाती है।

बिहार में अच्छी बारिश होने से खरीफ मौसम में धान की अच्छी पैदावार होने की उम्मीद है। राज्य के कृषि उत्पादन आयुक्त अशोक कुमार सिन्हा ने आकाशवाणी को बताया कि पिछले साल की तुलना में इस साल ५० प्रतिशत अधिक भूमि पर धान की खेती की गई है। हमारे पटना संवाददाता ने बताया है कि राज्य सरकार ने धान की पैदावार बढ़ाने के लिए सिस्टम राइस इन्टेन्सिफिकेशन - एस आर आई को मिशन के तौर पर शुरू किया है। यह ऐसी अनोखी तकनीक है, जिससे धान की दुगुनी पैदावार होती है। इस तकनीक को कम वर्षा वाले क्षेत्रों में इस्तेमाल किया जाता है।------
अरूणाचल प्रदेश सरकार, राज्य के शैक्षिक रूप से पिछड़े इलाकों में छह आदर्श डिग्री कॉलेज खोले जायेंगे। देश के हर जिले में कम से कम एक कॉलेज स्थापित किये जाने की केन्द्र की नीति के अनुरूप यह कदम उठाया गया है। राज्य के शिक्षा मंत्री बोसी राम सिराम ने बताया कि उच्च और तकनीकी शिक्षा निदेशक डॉक्टर जोराम बेगी के नेतृत्व के एक उच्च स्तरीय दल इन कॉलेजों के लिए स्थान तय करने के वास्ते राज्य का दौरा करेगा। युवाओं को अच्छे अवसर उपलब्ध कराने के उद्देश्य से केन्द्र ने २०११-१२ में उच्च शिक्षा से सम्बन्धित बजट में ३४ प्रतिशत की बढ़ोत्तरी की है। डॉक्टर बेगी ने बताया कि विश्वविद्यालय अनुदान आयोग ने छह आदर्श डिग्री कॉलेजों की स्थापना का अनुमोदन किया है। बुनियादी सुविधओं के विकास के लिए प्रत्येक कॉलेज में आठ करोड़ रूपये खर्च किये जायेंगे।------
उत्तरप्रदेश में मुरादाबाद में छह पुलिस थाना क्षेत्रों में कर्फयू जारी है। पुलिस उप महानिरीक्षक एन० के० श्रीवास्तव ने आकाशवाणी को बताया कि स्थिति की नियमित रूप से समीक्षा की जा रही है। मुरादाबाद जिला प्रशासन ने गलशहिद पुलिस थाना क्षेत्र में दिन में एक बजे से तीन बजे तक कर्फयू में दो घंटे की ढील दी है। हमारे संवाददाता ने बताया है कि शेष पॉंच थाना क्षेत्रों में अनिश्चितकालीन कर्फयू जारी है। कर्फयू वाले इलाकों से किसी अप्रिय घटना की खबर नहीं है। पुलिस सूत्रों के अनुसार हिंसा से जुड़े ५८ लोगों के खिलाफ मुकदमा दर्ज किया गया है। हरिद्वार-देहरादून और सहारनपुर रूट से जाने वाले वाहन मुरादाबाद बाईपास रोड़ से जा रहे हैं। कर्फयू वाले इलाकों में दुग्ध वाहन और एम्बुलेंस को जाने की अनुमति दी गई है। अगले आदेश तक स्कूल और कॉलेज बंद कर दिये गये हैं। पुलिस, पी ए सी और त्वरित कार्रवाई बल को मुरादाबाद में तैनात कर दिया गया है। कर्फयू वाले इलाके हैं- काटघर, कोतवाली, मझोला, मुगलपुरा, गुलसईद और नागफनी। मंगलवार की रात को दो गुटों के बीच मुठभेड़ के बाद शहर में कर्फयू लगा दिया गया था।------

The Government is wanting important issues to be discussed. Now if opposition, BJP, the principle opposition is going to everyday on some small excuse or the other stall the house, it is extremely unfortunate.
The BJP on the other hand said that it is in favour of functioning of the two Houses. Senior BJP leader Venkaiah Naidu said that they will allow the Parliament to function but will continue to press for Home Minister P Chidambaram's resignation.

Commerce Secretary Rahul Khullar today said that India's exports grew by an impressive 81.8 per cent to 29.3 billion Dollars in July. Talking to reports in New Delhi he said that imports grew by 51.5 per cent to 40.4 billion Dollars, leaving a trade deficit of 11.1 billion Dollars. Mr. Khullar said that exports have done well but it is not going to sustain and we will see a slowdown by this month. Sectors, which have registered healthy growth, during the period, include engineering, petroleum products, gems and jewellery and readymade garments.

Food inflation surged to a four-and-half month high of 9.90 per cent during the week ended July 30 on the back of costlier onions, fruits, vegetables and protein-based items. Food inflation, as measured by Wholesale Price Index had stood at 8.04 per cent in the previous week. The rate of price rise in food items was recorded at 16.45 per cent in the last week of July, 2010. As per data released by the government today, prices of onions went up by 36.62 per cent year-on-year, while fruits became 16.49 per cent more expensive. During the week under review, vegetables overall became dearer by 14.61 per cent and prices of eggs, meat and fish were up by 13.44 per cent on an annual basis. In addition, cereal prices went up by 6.22 per cent, potatoes by 10.85 per cent and milk by 10.38 per cent. However, pulses became cheaper by almost 6 per cent on an annual basis. Inflation in non-food articles, which include fibres, oil seeds and minerals, fell to 15.05 per cent from 15.60 per cent in the previous week.

The Prime Minister has said that he has directed the Union Home Minister to look into the issue of a Pakistani Dr Mohammed Khaleel Chisti lodged in a Rajasthan jail. Intervening in the Question Hour in the Rajya Sabha today, Dr Manmohan Singh said the Home Minister is in touch with the Rajasthan government and results are awaited.
Replying to the main question, External Affairs Minister S M Krishna said, the government will do everything in its power to get Indians released from Pakistani jails. Replying to supplementaries, Mr. Krishna said, there are 558 Indians in Pakistan's custody. He said out of them, 232 are civilians, 252 fishermen and 74 missing defence personnel including 54 prisoners of war since 1971. He said Pakistan had acknowledged the presence of only 72 civilian prisoners and 237 fishermen lodged in their jails. Mr Krishna said, Pakistan does not acknowledge the presence of any missing defence personnel in its custody. The external affairs minister said the government has been consistently taking up the issue of all Indian prisoners in Pakistani jails with Islamabad at all appropriate levels. Mr. Krishna informed the House that High Commission of India in Islamabad monitors the status of Indian prisoners in Pakistani jails regularly and requests consular access for these prisoners. In reply to another question, Mr. Krishna said Sarabjeet Singh's mercy petition is pending with the President of Pakistan. He said it is for the Pakistani government to take a humanitarian view on this.

The Government is in favour of a law of restoring the primacy of Chief Justice of India and the power of the Executive to make appointments of the judges in the higher judiciary. This information was given by Law Minister Salman Khurshid in a written reply in the Lok Sabha today. Mr Khurshid said that the Law Commission has analysed the appointment procedure of judges in the higher judiciary and has recommended an entire reconsideration to bring about clarity, consistency and transparency in the process of appointment of Supreme Court and High Court Judges.

The Union Rural Development Minister Jairam Ramesh said that the National Rural Employment Guarantee Programme has brought down rural poverty in the country. Responding to questions in the Lok Sabha today the Minister said the NREGA has also helped to ensure increase in agriculture wages besides areas under cultivation in the country. The Minister further said development of lands belonging to marginal farmers including SC’s and ST’s are also being taken up under this programme. Refuting the criticism that the programme has been cutting into agriculture works, Jairam Ramesh asserted that this is far from truth. Earlier the members demanded increase in the wages of NREGA beneficiaries. Leader of the Opposition in the House Sushma Swaraj expressed resentment that the government had failed in implementing NREGA effectively.

Government says over 17 billion cubic meter of gas is estimated to be available from 48 locations where gas has been discovered in the last three years. In a written reply in the Lok Sabha today, the Minister of State for Petroleum and Natural Gas Mr. R.P.N. Singh said that the commercial production of the gas from these discoveries depends upon implementation of field development plans and time lines stipulated in the production sharing contracts. In response to another question he said that the possibility of adulteration in the petroleum products cannot be ruled out due to huge price differences between petrol, diesel and various adulterants available in the market. The Minister informed the House that dealerships of about 200 outlets of oil marketing companies have been terminated after cases of adulteration where established against them in the last three years.

Rural Development Minister Jairam Ramesh today said that the centre will undertake all the blocks of desert land under National Integrated Watershed Programme to develop them into cultivable land. Replying to a question in the Lok Sabha, Mr. Ramesh said the government has made fifteen million hectares of land cultivable across the country till now under the flagship programme. He added that, the government is committed to take the benefit of various central schemes to the medium and small drought land farmers.

So far over 519 crore rupees has been paid to the victims of the Bhopal gas tragedy in 1984. The Welfare Commissioner will pay more compensation depending on the demands from the victims. The total ex-gratia amount allocated is rupees 740 crore. The Minister of Chemicals and Fertilizers, Mr. Srikant Jena, gave this information in the Lok Sabha today. Answering supplementaries, he said the US government has been sent a complete dossier on the main culprit behind the disaster with a request to extradite him. He added, the waste disposal will be done only after the Maharashtra Pollution Control Board, which has been entrusted with the job, takes a decision.

The government today assured the Lok Sabha that it will go ahead with the caste-based census and the problems in implementing this decision will be sorted out. Responding to the concerns of the members who raised the issue in the House, the Finance Minister and the Leader of the House Mr. Pranab Mukherjee said that the Cabinet has already adopted a resolution to this effect. He reiterated that the census will be carried out as per the agreed format among the political parties. The issue was raised in the House by Sharad Yadav of the JDU and several other leaders including Samajwadi Party Chief, Mulayam Singh Yadav, T.R. Balu of DMK and Dara Singh Chauhan of BSP joined him seeking early completion of the census. They highlighted the importance of caste census in addressing the problems of the poor and downtrodden sections of society.

The Serious Fraud Investigation Office or SFIO will soon get a legal status. Modelled on its British counterpart, the organisation will be made stronger. The Minister of Corporate Affairs, Mr. Veerappa Moily said this during question time in the Lok Sabha today. He said, the SFIO has handled 39 cases of corporate frauds so far and all of them have resulted in conviction. A legislative back-up will soon give the organization the requisite power to deal with corporate frauds head on. Special courts will be set up to expedite disposals. Mr. Moily said that, the government has decided to open regional offices of the SFIO in New Delhi, Mumbai, Hyderabad, Chennai, Kolkata and Ahmedabad to increase its reach and for better monitoring of prosecution cases in progress at various places.

Replying to supplementaries in Rajya Sabha today, women and child development minister Krishna Tirath said more working women’s' hostels are being set up in New Delhi so that they are secure. She also said girls are being given martial art training to prevent any crime against them. Replying to another question, she informed the House that National Commission for Women (NCW) has organised 27 seminars and workshops since 2008-09 up to July this year. She said these seminars served as interactive platform for various stakeholders to exchange ideas and experiences on different topics like female foeticide and empowerment of women.

The Department of Atomic Energy has been funding nine Aided Institutions of international fame in the country. In a reply to Rajya Sabha, Minister of State in the Prime Minister Office Mr. V. Narayanasami said these institutes include Tata Institute of Fundamental Research Mumbai, Institute of Physics, Bhubaneshwar, Institute for Plasma Research, Gandhi Nagar and Saha Institute of Nuclear Physics, Kolkata. The Minister said these are primarily research and education institutions. The Standing Committee on the Whistleblower Bill has recommended inclusion of the Council of Ministers, higher Judiciary, Regulatory Authorities, Armed Forces and Intelligence agencies under the ambit of the Bill. Talking to reporters in New Delhi today, Chairman of the Standing Committee Abhishek Manu Singhvi said that they have also recommended a full proof mechanism to protect the identity of the complainant or the whistleblower. The Committee also suggested that the bill should consider complaints on events older than five years. The Committee also wants the quantum of punishment prescribed in the Bill for frivolous complaints to be substantially reduced. Mr Singhvi said that the proposed Bill is very significant initiative for encouraging complaints against the public servants.

In Uttarpradesh, curfew is continuing in six police station areas of Muradabad. DIG police N.K. Srivastava told AIR that the situation is being reviewed regularly and necessary curfew might be relaxed also. There were no reports of any untoward incident from curfew bound area since morning. According to police sources cases have been filed against 58 people related to the violence. School and colleges will remain closed in the city areas until further orders. Police, PAC and Rapid Action force forces have been deployed in the Muradabad. The areas under curfew are Katghar, Kotwali, Mazhola, Mugalpura, Gulsaeed and Naghphani. Curfew was imposed in the city on Tuesday night following clashes between two groups.
News just in says, the Muradabad district administration has given two hour relaxation in curfew in Galshahid police area from one PM to 3 PM. This was announced by the District Magistrate Sameer Verma. Our correspondent reports that indefinite curfew is continuing in the other five police station areas.

In Jammu and Kashmir six persons were killed and 10 others were injured, three of them seriously when a passenger bus fell into a deep nallah in Kathua district. The accident occurred when a passenger bus on its way to Kathua from Dharmad skidded off the road and rolled down into a deep nallah ahead of Mahanpur at 7 a.m in the morning. Two of the seriously injured persons have been shifted to Government Medical College, Jammu for specialized treatment while others have been admitted in near by Primary Health Centres.

The market rose after a strong opening of the European bourses. In World Badminton Championships, Indian shuttlers will play their respective pre-quarterfinal matches today at the Wembley Arena in London. In Punjab, government has imposed ban on screening of movie Aarakshan in the state, till the screening committee constituted by the state previews the movie and submits its report. According to an official spokesman, the Punjab government took the decision after receiving intelligence reports that the movie Aarakshan has certain scenes and dialogues which may inflame the passion of some communities in the state.

सरकार ने एग्रींडिया नाम से एक नई कंपनी बनाने के कृषि मंत्रालय के प्रस्ताव को भी मंजूरी दे दी है। ये कंपनी कृषि की पैदावार को बढ़ावा देने के लिए किसानों को विभिन्न वस्तुएं सप्लाई करेगी। ये फैसला नई दिल्ली में प्रधानमंत्री की अध्यक्षता में केन्द्रीय मंत्रिमंडल की बैठक में किया गया। एग्रींडिया पूरी तरह से सरकारी कंपनी होगी और पंजीकृत होगी। ये चार महीने में अपना काम करने लगेगी।
आर्थिक मामलों की मंत्रिमंडलीय समिति ने राष्ट्रीय भवन निर्माण निगम की कुल चुकता पूंजी के दस प्रतिशत विनिवेश को मंजूरी दे दी। इस बारे में एक आई पी ओ जारी किया जायेगा।
समिति ने ग्यारहवीं योजना के दौरान प्रोजेक्ट टाइगर के लिए केन्द्रीय सहायता बढ़ाने को भी स्वीकृति दे दी। अब इसके लिए छह सौ पचास करोड़ रूपये की बजाय लगभग एक हजार २१७ करोड़ रूपये दिये जायेंगे।
जहां तक अभियोजन और सजा का सवाल है, हम मांग करेंगे कि गुजरात संघार से जुड़े सभी मामलों को तत्काल राज्य से बाहर स्थानांतरित किया जाये। भारत सरकार और उच्चतम न्यायालय दोनों को उन अधिकारियों की सुरक्षा करनी चाहिए जो इस मामलें से जुड़ी सच्चाई सामने लाने का काम कर रहे हैं।
अदालत ने इस मामले में दो अन्य लोगों हलीम और अबूबकर युसुफ को बरी कर दिया है। हलीम को अदालत ने संदेह का लाभ दिया है, जबकि अबूबकर युसुफ के खिलाफ कोई सबूत नहीं पाया गया।
एन आई ए अदालत के जज एस० विजय कुमार ने कहा कि सजा की घोषणा कल की जायेगी और अभियुक्तों को तिरूअनंतपुरम केंद्रीय जेल भेजने का आदेश दिया।
इससे पहले संसद की स्थायी समिति की रिपोर्ट मिलने के बाद मंत्रिमंडल ने विधेयक को मंजूरी दे दी। वित्त राज्य मंत्री नमो नारायण मीणा ने कहा कि सार्वजनिक क्षेत्र के बैंकों के निजीकरण का सरकार का कोई इरादा नहीं है।
इस विधेयक को आज राज्यसभा में मंजूरी मिल गयी, लोकसभा इसे पहले ही पारित कर चुकी है।

राष्ट्रपति ने पूर्व प्रधानमंत्री राजीव गांधी की हत्या के दोषी तीन व्यक्तियों की दया-याचिका रद्द कर दी है। राष्ट्रपति भवन के प्रवक्ता ने आकाशवाणी को बताया कि मुरूगन, संतन और पेरारिवलन की दया-याचिकाओं पर श्रीमती प्रतिभा देवी सिंह पाटील ने पिछले सप्ताह विदेश यात्रा से लौटने के बाद विचार किया था।हमारे संवाददाता ने बताया है कि अब इन तीनों को फांसी देने का रास्ता साफ हो गया है। इन तीनों का एल टी टी ई से संबंध होने का संदेह भी है।

गुजरात में एक वरिष्ठ पुलिस अधिकारी राहुल शर्मा ने राज्य सरकार के उस फैसले के खिलाफ याचिका दायर की है, जिसमें यह नहीं बताया गया है कि २००२ के दंगों के टेलीफोन रिकार्डों को लेकर उन्हें क्यों कारण बताओ नोटिस जारी किया गया है।------
केरल में राष्ट्रीय जांच एजेंसी-एन आई ए अदालत ने आज कोच्चि में २००६ के कोजीकोड दोहरे विस्फोट मामले में टी० नासिर और शफाज को दोषी ठहराया है। अदालत ने उनके खिलाफ लगाये गये सभी आरोपों में उन्हें दोषी पाया है।अदालत ने इस मामले में दो अन्य लोगों हलीम और अबूबकर युसुफ को बरी कर दिया है। हलीम को अदालत ने संदेह का लाभ दिया है, जबकि अबूबकर युसुफ के खिलाफ कोई सबूत नहीं पाया गया।

भ्रष्टाचार का पर्दाफाश करने वालों से संबंधित विधेयक के बारे में संसद की स्थायी समिति ने मंत्रिपरिषद , उच्च न्यायपालिका , नियामक अधिकारियों, सशस्त्र बलों और गुप्तचर एजेंसियों को विधेयक के दायरे में शामिल करने की सिफारिश की है। स्थायी समिति के अध्यक्ष अभिषेक मनु सिंघवी ने नई दिल्ली में आज पत्रकारों से बातचीत में कहा कि शिकायतकर्ता की पहचान जाहिर होने से रोकने की एक पुख्ता व्यवस्था का सुझाव दिया गया है। समिति ने सुझाव दिया है कि पांच साल से अधिक पुरानी घटनाओं की शिकायतों पर विचार किया जाना चाहिये। श्री सिंघवी ने कहा कि प्रस्तावित विधेयक, भ्रष्टाचार के खिलाफ शिकायत दर्ज करने को बढ़ावा देने के लिये एक महत्वपूर्ण पहल है।------
संसदीय समिति ने देश में अनाज की बर्बादी पर नाराजगी जताते हुए सरकार से गेहूं और अच्छे किस्म के गैर बासमती चावल के निर्यात पर लगे प्रतिबंध को हटाने की प्रक्रिया पर जल्दी फैसला लेने को कहा है। वाणिज्य मंत्रालय से संबद्ध संसद की स्थायी समिति ने अपनी १९वीं रिपोर्ट में कहा है कि देश में भारी मात्रा में अनाज के भंडार को देखते हुए गेहूं और चावल के निर्यात पर लगे प्रतिबंध को हटाने के मामले में मंत्रियो के अधिकार प्राप्त समूह को जल्दी ही फैसला करना चाहिए।------
लोकसभा ने आज भारतीय स्टेट बैंक सहायक बैंक कानून संशोधन विधेयक, २००९ द्ध पारित कर दिया। विधेयक में भारतीय स्टेट बैंक के पांच सहायक बैंकों का प्रबंधन करने, उनकी अधिकृत पूंजी निर्धारित करने और प्रबंध निदेशकों की नियुक्ति करने का सरकार को अधिकार दिया गया है।इससे पहले संसद की स्थायी समिति की रिपोर्ट मिलने के बाद मंत्रिमंडल ने विधेयक को मंजूरी दे दी। वित्त राज्य मंत्री नमो नारायण मीणा ने कहा कि सार्वजनिक क्षेत्र के बैंकों के निजीकरण का सरकार का कोई इरादा नहीं है।

संसद ने आज सिक्का ढलाई और इसके संरक्षण से संबंधित विधेयक को पारित कर दिया। इसमें आजादी से पहले अंग्रेजी सरकार द्वारा लागू चार प्रावधानों के अलावा १९७१ में पारित सिक्का ढलाई और संरक्षण कानून के प्रावधान शामिल किये गये हैं।इस विधेयक को आज राज्यसभा में मंजूरी मिल गयी, लोकसभा इसे पहले ही पारित कर चुकी है।

जुलाई में देश के निर्यात में ८१ दशमलव आठ प्रतिशत की जोरदार वृद्धि दर्ज की गई और यह बढ़कर २९ अरब तीस करोड़ डालर हो गया। वाणिज्य सचिव राहुल खुल्लर ने आज नई दिल्ली में यह जानकारी देते हुए कहा कि जिन क्षेत्रों में शानदार वृद्धि दर्ज की गयी उनमें इंजीनियरिंग, पेट्रोलियम उत्पाद, हीरे जवाहरात और सिले सिलाये वस्त्र शामिल हैं। वाणिज्य सचिव ने कहा कि इस दौरान आयात ५१ दशमलव पांच प्रतिशत बढ़कर ४० अरब चालीस करोड़ डालर हो गया। इस दौरान व्यापार घाटा लगभग ग्यारह अरब डालर का रहा। श्री खुल्लर ने कहा कि चालू वित्त वर्ष के पहले चार महीनों में आयात चालीस प्रतिशत बढ़कर १५१ अरब डालर पर पहुंच गया। इस दौरान ४२ अरब डालर लागत के पेट्रोलियम उत्पाद का आयात हुआ।------
अंतर्राष्ट्रीय बाजारों में मजबूती के रूख से सोने में रिकॉर्ड तेजी का सिलसिला लगातार जारी है। दिल्ली सर्राफा बाजार में सोना आज ४३५ रूपये बढ़कर २६ हजार ४९० रूपये प्रति दस ग्राम की नई ऊंचाई पर पहुंच गया। चांदी एक हजार एक सौ रूपये बढ़कर ५९ हजार २०० रूपये प्रति किलो ग्राम हो गयी।------

दिल्ली के डाक विभाग ने अपने डाक घरों में आधार कार्ड के पंजीकरण के लिए सुविधा केन्द्र स्थापित किये हैं। इसकी जानकारी डाक विभाग की चीफ पोस्ट मास्टर जनरल रामेश्वरी हांडा ने एक संवाददाता सम्मेलन के दौरान दी। उन्होंने बताया कि फिलहाल राजधानी के १४ डाक घरों में आधार कार्ड के पंजीकरण की सुविधा शुरू की गयी है, जहां लोग अपने आवश्यक दस्तावेज प्रस्तुत कर अपना नामांकन करा सकते हैं।------

President Pratibha Devisingh Patil has rejected the mercy petitions of three men convicted in the assassination of former Prime Minister Rajiv Gandhi. A Rashtrapati spokesman told AIR that the decision on the mercy petitions of three convicts-- Murugan, Santhan and Perarivalan, was taken by the President on her return from the foreign tour last week . Rajiv Gandhi was killed in a human bomb blast during his election tour in Sriperumbudur in Tamil Nadu on May 21, 1991.

The Union Cabinet has approved a proposal of Ministry of Development of North Eastern Region for introduction of a new Central Sector Plan Scheme titled "Non-Lapsable Central Pool of Resources". The purpose of this proposal is to make funds available for projects which are critical to the development of the north eastern region and are in accordance with national priorities. The Cabinet met in New Delhi this evening under the chairmanship of Prime Minister Dr. Manmohan Singh. The cabinet also approved the proposal of Agriculture Ministry for setting up of a new company called AGRINDIA for making various agricultural inputs available to the farmers for boosting agriculture. The AGRINDIA will be a registered company fully owned by the government. The company will have a share capital of one hundred crore rupees and initial paid up capital of fifty crore rupees. The company would be made functional within four months. The Cabinet Committee on Economic Affairs (CCEA) gave its approval for the disinvestment of ten percent of total paid up equity of National Buildings Construction Corporation Limited out of its holding through Initial Public Offering in the domestic market. The Government holds hundred per cent of the equity in the company at the moment. The disinvestment will lead to NBCC listing its shares in the Stock Exchanges.

Congress today said that the cases related to Gujarat riots should be transferred outside the state in order to bring justice to the victims. Talking to reporters in New Delhi, party spokesperson Manish Tewari accused the BJP led Gujarat government for harassing the police officers playing the role of whistleblowers against the dereliction of the judicial system in the state.

In Gujarat, senior IPS officer Rahul Sharma has filed a petition against the State Government decision of not providing ground on which he was served show cause notice over call records of 2002 Gujarat riots. Show cause notice was served to Rahul Sharma on 5th February- asking why he should not be charge sheeted for giving CDs of call records of Godhara riots to various agencies including Special Investigation Team. The Standing Committee on the Whistleblower Bill has recommended inclusion of the Council of Ministers, higher Judiciary, Regulatory Authorities, Armed Forces and Intelligence agencies under the ambit of the Bill. Talking to reporters in New Delhi today, Chairman of the Standing Committee Abhishek Manu Singhvi said that they have also recommended a full proof mechanism to protect the identity of the complainant or the whistleblower. The Committee also suggested that the bill should consider complaints on events older than five years.

A Parliamentary panel has asked the government to expedite the decision on lifting the ban on export of wheat and premium quality non-basmati rice, while expressing displeasure over the wastage of food grain. The Parliamentary Standing Committee on Commerce in its 19th report said, Empowered Group of Ministers (EGoM) should expedite the decision on the possibility of export of wheat and rice in view of the huge availability of stocks over and above the buffer stocks and increasing pressure on procuring agencies on account of storage. The report comes a day ahead of the EGoM on food, headed by Finance Minister Pranab Mukherjee, is expected to discuss export of surplus wheat and sugar.

Country's exports have recorded an impressive growth of 81.8 per cent in July compared to the corresponding period last year. Commerce Secretary Rahul Khullar told reporters in New Delhi that exports surpassed 29 billion US Dollars figure in July this year due to excellent performance of engineering, petrochemical products and jewellery sectors. He, however, added that high growth rate is unlikely to be sustained in the coming months due to uncertainty in the US and European economies. The Commerce Secretary also noted that imports too increased by 51 per cent leaving the trade deficit above 11 billion dollars.

In Kerala, the National Investigation Agency, NIA Court in Kochi today pronounced Thadiyentavida Nasir and Shafaz guilty in the 2006 Kozhikode twin blasts case. The court found them guilty of all offences charged against them. The NIA court acquitted two others, Halim and Abubacker Yusuf in the case. Halim was given benefit of doubt by the court, while no evidence was found against Yusuf. The NIA Court judge S Vijayakumar said the sentence will be pronounced tomorrow.

In Assam, movement of all trains during the night hours has been suspended across the State from 13th to 16th August. A North East Frontier Railway Spokesperson told AIR that the step has been taken keeping in mind the possible security threats by underground militant groups in the run up to the Independence Day celebrations. Railways have announced cancellation, rescheduling and short-termination of a number of trains during these days.

In Uttar Pradesh indefinite curfew is still continuing in all six police stations areas including Katghar, Galshahid, Majhola, Kotwali, Nagfani and Mugalpura at Moradabad. Curfew was imposed in these areas on Tuesday night. Our correspondent reports that the residents of Kotwali, Nagfani and Mugalpura police areas were given relaxation for three hours from 2 to 5 PM.
In Moradabad Police has lodged four criminal cases in connection with violence spread over in different areas of the town and 58 persons have been arrested in this connection. The Additional DG security Rajnikant Mishra is camping at Moradabad town to keep eyes on the situation. About 25 companies of security forces including 7 Companies of Rapid Action Force are deployed in curfew hit areas and a helicopter has also been pressed into service for patrolling from sky. The Department of Posts, Delhi Circle has started registration facilities centres for Unique Identification Number, UID or Aadhaar in its 14 post offices in the national capital. Briefing reporters in new Delhi, Chief Postmaster Genral Rameshwari Handa said that these centres will help the people for enrolling themselves to get UID number. The facilities are currently available in Gole Dakhana, Parliament Street post office, Delhi GPO, Ashok Vihar post office and others. She said that the department will soon provide the facilities in 44 more post offices of the city.

The Nifty fell 23 points, or 0.4 percent, to 5,138. Stock markets in Japan, China, Hong Kong, Singapore, and South Korea ended mixed. The rupee weakened 15 paise, to 45.40 against the dollar. Continuing its record-breaking rally, gold jumped 435 rupees, to a new all-time peak of 26,490 rupees per ten grams in Delhi. Overseas, also, gold advanced to a new record high of 1,815 dollars an ounce. But U.S. crude oil futures lost 41 cents, to 82.48 dollars a barrel, while Brent crude fell below 106 dollars a barrel.
