• संसद की कार्यवाही, दिल्ली में भाजपा कार्यकर्ताओं और पुणे में किसानों पर पुलिस कार्रवाई के विरोध में दिन भर के लिए स्थगित।

उत्तेजित विप+क्षी सदस्यों द्वारा आज सरकार के खिलाफ लगातार नारे लगाने तथा सदन के बीचोंबीच आ जाने के चलते बार बार स्थगित किये जाने के बाद संसद के दोनों सदनों की कार्यवाही दिन भर के लिए स्थगित कर दी गयी।
भाजपा के सदस्य राज्यसभा में राजधानी दिल्ली में भ्रष्टाचार के विरूद्ध कल पार्टी के युवा मोर्चा की रैली पर लाठी चार्ज के लिए सरकार को जिम्मेदार ठहराते हुए गृहमंत्री पी चिदम्बरम के इस्तीफे की मांग कर रहे थे। सदस्यों ने पुणे में खेती के पानी को उद्योगों और घरेलू इस्तेमाल के लिए मोड़ने का विरोध कर रहे प्रदर्शनकारी किसानों पर पुलिस कार्रवाई के खिलाफ भी नारे लगाये और कुछ तस्वीरें दिखाई। पुलिस कार्रवाई में चार किसान मारे गये थे। उपसभापति के0 रहमान खान द्वारा तस्वीरें न दिखाने और शांति बनाये रखने के लिये बार बार अनुरोध के बावजूद जब सदन में शांति बहाल नहीं हुई तो उन्होंने सदन की कार्यवाही दिन भर के लिए स्थगित कर दी।
भाजपा, शिवसेना और समाजवादी पार्टी के सदस्यों ने पुणे के किसानों पर पुलिस फायरिंग के खिलाफ नारे लगाये। भाजपा के सदस्यों ने कल नई दिल्ली में उसके युवा मोर्चा की रैली पर कथित पुलिस लाठीचार्ज के खिलाफ नारे लगाये। भारी शोरगुल और कई बार के स्थगन के बाद सदन की कार्यवाही दिन भर के लिए स्थगित कर दी गयी।

सरकार ने विपक्ष से अपील की है कि वह संसद को सुचारू रूप से चलने दे। आज संसद के बाहर संवाददाताओं से बातचीत में संसदीय कार्यमंत्री पवन कुमार बंसल ने कहा कि यह दुर्भाग्यपूर्ण है कि वैश्विक ऋण संकट के समय विपक्ष महत्वपूर्ण वित्तीय विधेयकों को पारित कराने के लिए सरकार को अनुमति नहीं दे रहा है। उन्होंने विरोधी दलों पर संसद के दोनों सदनों की कार्रवाई को जान-बूझकर बाधित करने का आरोप लगाया।
आठ दिन निकल गये है राज्यसभा के, सात दिन निगल गये है लोकसभा के काम नहीं हुआ कोई। ये एक ऐसी स्थिति हमारे लिए बन गई है जो चिंता का विषय है। मै समझता हूं सभी को इसपर सोचने की जरूरत है।

भारत और पाकिस्तान ने आपसी बातचीत प्रक्रिया जारी रहने का स्वागत किया है और स्वीकार किया है कि नवम्बर 2003 से नियंत्रण रेखा पर युद्धविराम बरकरार है। दोनों देशों के बीच वार्ता पर एक प्रश्न के उत्तर में रक्षामंत्री ए के एंटनी ने राज्यसभा को यह जानकारी दी। उन्होंने बताया कि हाल ही में हुई रक्षा सचिव स्तर की वार्ता में दोनों पक्षों ने एक सुविधाजनक तारीख को इस्लामाबाद में मिलने का फैसला किया।

भारत परमाणु आपूर्तिकर्ता समूह - एन.एस.जी द्वारा परमाणु ऊर्जा संवर्द्ध्रन तथा पुनरप्रसंस्करण प्रौदयोगिकी-ई एन आर के हस्तातरण के लिये दिशा निर्देशों को मजबूत करने के फैसले से अधिक चिंतित नहीं है। विदेशमंत्री एस एम कृष्णा ने आज लोकसभा में बयान देते हुए कहा कि भारत ंको विश्वास है कि परमाणु समझौते के पूरे अमल पर
+द्विपक्षीय समझौतों को बिना किसी शर्त के पूरी तरह लागू किया जायेगा।

उच्चतम न्यायालय ने वर्ष 2000 में लालकिले पर हमले के मामले में लश्करे तैयबा के आतंकवादी मोहम्मद आरिफ उर्फ अशफाक को मृत्युदंड की सजा की आज पुष्टि कर दी। इस हमले में सेना के दो जवानों सहित तीन लोग मारे गए थे। इससे पहले, सत्र न्यायालय ने इस मामले में अशफाक को मौत की सजा सुनाई थी, जिसे दिल्ली उच्च न्यायालय ने उचित ठहराया था। अशफाक ने इस सजा के खिलाफ उच्चतम न्यायालय में अपील की, जिसे न्यायालय की पीठ ने खारिज कर दिया। इससे पहले, उच्चतम न्यायालय ने अशफाक की अपील पर निर्णय सुरक्षित रख लिया था।
उच्च न्यायालय ने 13 सितम्बर 2007 को अपने फैसले में अशफाक को दिए गए मृत्युदंड की पुष्टि की थी, लेकिन छह अन्य को अलग-अलग अवधि की जेल की सजा से बरी कर दिया था। अशफाक ने इस फैसले को चुनौती दी थी। निचली अदालत ने अशफाक को देश के खिलाफ युद्ध छेड़ने और लालकिले में तीन लोगों को मार डालने के आरोप में मृत्युदंड दिया था, जिसके खिलाफ वह पहले उच्च न्यायालय में गया था।

गृह मंत्रालय ने अंतिम फैसला करने के लिए संसद पर आतंकी हमले में दोषी अफजल गुरू के मामले को राष्ट्रपति सचिवालय को भेजा है। गृह राज्यमंत्री एम रामचंद्रन ने एक लिखित उत्तर में राज्य सभा को बताया कि अफजल गुरू की मृत्युदंड पर दया याचिका राष्ट्रपति सचिवालय को 27 जुलाई को भेजी गयी। उच्चतम न्यायालय ने अफजल गुरू को दिसंबर 2001 में संसद पर आतंकी हमले की साजिश करने के आरोप में दोषी पाया था और 2004 में उसे मृत्यु दंड की सजा सुनाई थी।

सरकार ने, नौसेना से अपनी सतर्कता बढ़ाने को कहा है, ताकि कोई भी अज्ञात जहाज भारत की जल सीमा में प्रवेश न कर सके। रक्षामंत्री ए के एंटनी ने आज नई दिल्ली में नौसेना, तटरक्षक बल और रक्षा मंत्रालय के वरिष्ठ अधिकारियों की बैठक में तटीय सुरक्षा उपायों की समीक्षा की। बैठक में रक्षामंत्री ने नौसेना अध्यक्ष और तटरक्षक बल के महानिदेशक से एम टी पावित जहाज के बहकर भारतीय जल सीमा में पहुंचने जैसी घटनायें रोकने के सभी उपाय करने को कहा।
बैठक में 2008 में मुम्बई आतंकी हमले के बाद तटीय इलाकों की सुरक्षा के लिये उठाये गये कदमों की समीक्षा की गयी। सुरक्षा पर केबिनेट कमेटी ने फरवरी 2009 में तटीय सुरक्षा व्यवस्था मजबूत करने के लिए कई उपायों को मंजूरी दी थी।
बैठक में बताया गया कि तटीय इलाकों की सुरक्षा के लिए पहले की तुलना में छह से आठ प्रतिशत अधिक नौसेना के जहाज तैनात किये गये हैं।

कर्नाटक में, लोकायुक्त पुलिस ने अपर भद्रा परियोजना निविदा आबंटन मामले में पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा के खिलाफ आज एफ.आई.आर. दर्ज की। जनता दल सेक्युलर के महासचिव वाई.एस.वी. दत्ता ने यह आरोप लगाते हुए यह मामला दायर किया था कि श्री येडियुरप्पा के बेटों ने अपर भद्रा सिंचाई योजना एक कंपनी को आबंटित कराने में रिश्वत ली थी।
एक अन्य मामले में आज कर्नाटक उच्च न्यायालय की एक खंडपीठ ने श्री येडियुरप्पा की याचिका को इस महीने की 17 तारीख तक स्थगित कर दिया।

आंध्रप्रदेश उच्च न्यायालय ने सी.बी.आई. को निर्देश दिया है कि वह कडप्पा लोकसभा क्षेत्र के सांसद वाई.एस. जगनमोहन रेड्डी की कंपनियों में निवेश में हुई कथित अनियमितताओं की पूरी जांच पड़ताल करे। मुख्य न्यायाधीश निशार अहमद ककरू की अध्यक्षता वाली पीठ ने कहा कि जगनमोहन रेड्डी और अन्य की कंपनियों द्वारा असामान्य विकास की जांच की जरूरत है।

विदेश मंत्रालय ने कहा है कि वह कुछ भर्ती एजेंसियों द्वारा इराक भेजे गये भारतीयों की मदद के लिए बगदाद में भारतीय दूतावास और वहां के राष्ट्रीय और स्थानीय प्रशासन के संपर्क में है। विदेश मंत्रालय के प्रवक्ता विष्णु प्रकाश ने बताया कि 28 भारतीय नागरिक स्वदेश लौटना चाहते हैं। पंजाब के कुछ टे्रवल एजेंटों ने इराक के सेना शिविरों में काम करने के लिए इन लोगों को भेजा था, लेकिन उन लोगों को नजफ में एक निर्माण कंपनी में काम मिला और वह भी कम वेतन पर।

लोकपाल विधेयक से संबंधित संसदीय समिति ने कहा है कि समिति ने अन्ना हजारे के नेतृत्व वाले सिविल सोसायटी कार्यकर्ताओं के एक गुट के साथ लगभग तीन घंटे तक विस्तृत बातचीत की। बातचीत के बाद संवाददाताओं से समिति के अध्यक्ष अभिषेक मनु सिंघवी ने कहा कि उनके साथ ठोस और रचनात्मक बातचीत हुई।

केन्द्रीय गृह सचिव आर.के. सिंह ने जम्मू-कश्मीर में तेजी से विकास की जरूरत पर बल दिया है और विकास परियोजनाओं के लिए केन्द्र के पूरे समर्थन का आश्वासन दिया है। उन्होंने श्रीनगर में राज्य के बड़े अधिकारियों की बैठक में आम लोगों की आकांक्षाओं को पूरा करने के लिए सेवाओं को चुस्त-दुरूस्त करने को कहा। श्री सिंह ने पंचायत चुनाव सफलतापूर्व कराने के लिए राज्य सरकार की प्रशंसा की। उन्होंने डल झील के संरक्षण, कश्मीरी पंडितों के पुनर्वास और चिकित्सा क्षेत्र में सुधार के लिए केन्द्र के पूरे समर्थन का आश्वासन दिया।
जम्मू कश्मीर राज्य में विकास योजनाओं को तेजी से मुकव्वल करने की आवश्यकता पर बल देते हुए गृहसचिव आर.के. सिंह ने आश्वासन दिया कि केन्द्र राज्य को आगे ले जाने के लिए हर प्रकार की सहायता उपलब्ध करायेगा। आज राज्य के उच्च स्तर अधिकारियों,पुलिस तथा अद्धसैनिक बलों के वरिष्ठ अधिकारियो के साथ बैठक में उन्होंने कई महत्वपूर्ण योजनाओं तथा विकास कार्य के बारे में जानकारी प्राप्त की। बाद में उन्होंने राज्यपाल एलएन ग्वाला से भेंट की और राज्य में अम्नकानून की स्थिति, शांति स्थापना और अन्य विषयों पर बातचीत की।

बाम्बे स्टाक एक्सचेंज में छह सत्रों से चला आ रहा गिरावट का सिलसिला आज टूट गया और सेंसेक्स 273 अंकों की तेजी दर्ज करता हुआ 17 हजार के स्तर से उपर 17 हजार 131 पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफटी 88 अंक बढकर पांच हजार 161 पर बंद हुआ।
रूपया डालर के मुकाबले चार पैसे कमजोर हुआ और एक डालर की कीमत 45 रूपए 25 पैसे दर्ज हुई।
सोने में पांच दिनों से जारी तेजी आज भी बनी रही और दिल्ली में सोना 215 रूपए के उछाल से 26 हजार 55 रूपए प्रति दस ग्राम के ऐतिहासिक रिकार्ड स्तर पर जा पहुंचा, लेकिन चांदी हाजिर 800 रूपए सस्ती होकर 58 हजार एक सौ रूपए प्रति किलो पर आ गयी।
अमेरिका में कच्चे तेल की वायदा कीमत लगभग तीन डालर बढकर 82 डालर 21 सेंट प्रति बैरल हो गयी। ब्रेंड क्रूड का मूल्य बढकर एक सौ छह डालर प्रति बैरल से उपर जा पहुंचा।

ब्रिटेन के प्रधानमंत्री डेविड कैमरॉन ने कहा है कि पुलिस को ं दंगाईयों पर काबू पाने और हिंसा रोकने के लिए सभी आवश्यक कार्रवाई करने के लिये अनुमति दे दी गयी है। अपनी सरकार की दूसरी आपात बैठक के बाद उन्होंने कहा कि पुलिस को जो भी संसाधन जरूरी होगा, दिया जायेगा। श्री कैमरॉन की यह टिप्पणी बर्मिंघम में दंगों के दौरान एक कार से टक्कर मार देने से तीन लोगों की मृत्यु के बाद आई है। खबर है कि इन लोगों की मृत्यु दंगाईयों से अपने समुदाय के लोगों को बचाने के दौरान हुई। लंदन में शुरू हुई हिंसक घटनायें मैनचैस्टर, लीवरपूल, नोटिंघम, और बर्मिंधम में फैल गयी हैं। एक हजार एक सौ से अधिक दंगाईयों को गिरफतार किया गया है।
इस बीच स्थिति पर विचार करने के लिये ब्रिटिश संसद की कल विशेष बैठक बुलाई गयी है।

उत्तर प्रदेश के मुरादाबाद के छह पुलिस थाना क्षेत्रों में कर्यू जारी है। कर्यूग्रस्त क्षेत्रों से किसी अप्रिय घटना की खबर नहीं है। मुरादाबाद के उप पुलिस महानिरीक्षक एन.के. श्रीवास्तव ने आज शाम बताया कि पुलिस असामाजिक तत्वों के साथ कड़ाई से निपटेगी। पुलिस और अर्धसैनिक बलों की करीब 70 कम्पनियां मुरादाबाद में तैनात हैं।

Both Houses of Parliament were adjourned for the day as the agitated opposition members continued to raise slogans against the government and trooped into the well when the House resumed after repeated adjournments. Opposition BJP today forced the Rajya Sabha to adjourn for the day, holding the UPA Government responsible for police atrocities on the protesting partymen against corruption. The House had stood adjourned till 1200 hrs when it began the sitting with the BJP MPs rushing into the well demanding the resignation of Home Minister P Chidambaram apparently holding him responsible for the police action against protesting BJP Yuva Morcha activists in the Capital. 

When the House assembled at 1200 hrs, the BJP MPs waved the photographs highlighting the police brutalities against the party workers in Delhi and farmers in Pune which saw the killing of four farmers protesting against the diversion of water meant for agriculture to industry and domestic uses, leading to final adjournment.  

The Lok Sabha was today adjourned till 1400 hrs after BJP, Shiv Sena and SP members protested over firing on farmers in Pune and Bhartiya Janata Yuva Morcha activists in Delhi yesterday. Soon after the House met for the second time in the day, BJP, Shiv Sena and Samajwadi Party members stormed the well of the House and started shouting slogans. After repeated requests for calm failed to impress the members, Mrs Meira Kumar adjourned the House till noon. Same scene was witnessed when the house met again. The house was finally adjourned for the day.

Government today appealed to the Opposition to allow the Parliament to run smoothly. Talking to reporters outside Parliament, Minister of Parliamentary Affairs, Pawan Kumar Bansal charged the Opposition for deliberately stalling proceedings in both the Houses. He pointed out that government has conceded every demand of the Opposition.

8 days have passed of Rajya Sabha, 7 days have passed of Lok Sabha., yet no work has been done. This condition is a matter of concern for all of us. I think everybody needs to think over this.

CPI(M) today alleged that government has joined hands with the opposition to stall the proceedings of Parliament. Talking to reporters outside Parliament senior party leader Brinda Karat said that BJP has backtracked from the debate when anti-corruption crusade was gaining momentum.

They are speaking many things against them about Common Wealth Games, but on the other hand, Congress and BJP are one on price rise. They are one on the resolution on price rise which was supposed to come today. This is a complete collusion.

In Karnataka, Lokayukta police today registered a First Information Report, FIR, against former Chief Minister B S Yeddyurappa in connection with Upper Bhadra project tender allocation case. This follows Lokayukta special court Judge N.K. Sudhindra Rao's direction in this regard on Monday. Janata Dal (Secular) General Secretary Y S V Datta had filed the case with the allegation that the sons of Yeddyurappa had received kickbacks in return for allocation of Upper Bhadra Lift irrigation scheme to a company which had quoted a higher rate in the tender.

The Supreme Court today confirmed the death sentence awarded to  Lashkar-e-Taiba terrorist Mohd Arif alias Ashfaq in the 2000 Red Fort attack case in which three people, including two Army jawans, were killed.  An apex court  bench dismissed the appeal of Ashfaq, challenging the death sentence awarded for the December 22, 2000 Red Fort attack by the sessions court and affirmed by the Delhi High Court. The apex court had earlier reserved its verdict on Ashfaq's appeal.

Ashfaq had challenged the high court's judgement dated September 13, 2007 which had upheld the death penalty awarded to him but had acquitted six others sentenced for varying jail terms. The high court had dismissed Ashfaq's appeal against a trial court verdict awarding capital punishment to him for waging a war against the state and killing three persons, in the Red Fort.

It had reversed the trial court findings against six convicts including Srinagar-based father-and-son duo Nazir Ahmed Qasid and Farooq Ahmed Qasid, who were sentenced to life imprisonment, and Pakistani national Ashfaq's Indian wife Rehamana Yosuf Farooqui. She was given a seven-year jail term.  They were earlier found guilty of harbouring Mohd Ashfaq, one of the six militants, who had sneaked into the Redfort and opened indiscriminate fire on the guards of seventh battalion of Rajputana Rifles, killing three including a civilian.

A Parliamentary panel looking into the Lokpal  Bill, has said that the Committee had detailed discussions with a group of Civil Society activists led by Anna Hazare for nearly three hours. Talking to reporters after the discussions, the Chairman of the Committee, Abhishek Manu Singhvi said that concrete and productive discussions were held with the group.

We had five members of the civil society, we had intent, productive, concrete, constructive discussion and the work of this committee on this bill shall accordingly move forward.

Speaking to reporters after the meeting, Mr. Anna Hazare criticized the Bill. He said, if the Bill is not changed, he will go ahead with his proposed hunger strike on the 16th of this month.

Union Home Secretary, R.K. Singh has stressed the need for faster development of Jammu & Kashmir, assuring full support of the Centre in giving a fillip to the development projects. Addressing a meeting of senior functionaries of the state at Srinagar, he asked for prompt service delivery to meet the aspirations of the general masses. Mr Singh also assured Centre's full support in the conservation of Dal Lake, rehabilitation of Kashmiri Pandits and improvement in the health sector. Our correspondent gives details:

The Home Ministry has submitted Parliament attack convict Afzal Guru's case to the President's Secretariat to take a final view. In a written reply to Rajya Sabha, Minister of State for Home, Mullappally Ramachandran said, the mercy petition case of death convict Afzal Guru has since been submitted to the President's Secretariat on July 27th for a decision.

The government has asked the Naval Forces to enhance their vigil to ensure that no unidentified ship enters the territorial waters of India.  Chairing a high level meeting of the top officials of Navy Coast Guard and Ministry of Defence to review coastal security measures in New Delhi today, the Defence Minister Mr. A. K. Antony today asked the Navy Chief and the DG Coast Guard to take all steps required to ensure that incidents like MT Pavit drifting into Indian territorial waters do not recur.

Finance Minister Pranab Mukherjee today exuded confidence that markets will stabilise in the next few days. He  was talking to  reporters outside Parliament .

One thing is certain that confidence has come back in respect of Indian market and therefore, there has been a slow recovery. I do hope in a couple of days, it will be stable. I am repeating both Reserve Bank of India and Ministry of Finance are working in close cooperation to ensure that whatever steps are needed, will be taken.

Mr. Mukherjee reiterated that there will be no dearth of liquidity of forex. As regards the fallout of the US Federal Reserve's decision to keep the interest rates at near zero level for two years, the Minister said, it will have some impact on the Indian markets which are in the process of stabilization after witnessing huge decline.

Andhra Pradesh High Court has directed the CBI to conduct full-fledged inquiry into alleged irregularities in the investments of companies owned by Kadapa Lok Sabha Member, Y S Jaganmohan Reddy. The bench headed by Chief Justice Nisar Ahmad Kakru observed that the abnormal growth recorded by companies of Jaganmohan Reddy and others, need to be looked into. The Court also asked the CBI to register a case against all the investors who invested in the companies promoted by Jaganmohan Reddy to find out whether any irregularities were committed by them and probe the involvement of others.

Snapping a six-session losing streak, the Sensex at the Bombay Stock Exchange gained 273 points, or 1.6 percent, to close above the 17,000 level, at 17,131, today. The Sensex rose on value-buying by investors, as  global markets rallied, after the US central bank pledged to keep its key interest rates near zero till mid-2013. The Nifty climbed 88 points, or 1.7 percent, to 5,161. Stock markets in Japan, China Hong Kong and South Korea advanced between 0.3 percent and 2.3 percent. The rupee weakened 4 paise, to 45.25 against the dollar. Continuing its five-day rally, gold rose 215 rupees, to yet another all-time record high of 26,055 rupees per ten grams in Delhi. But silver ready fell 800 rupees, to 58,100 rupees per kilo. And U.S. crude oil futures gained almost 3 dollars, to 82.21 dollars a barrel, while Brent crude climbed above 106 dollars a barrel. Former Maharashtra Governor and seasoned bureaucrat P C Alexander died at a hospital in Chennai this morning. 90 years old Alexander was suffering from cancer.  A Rajya Sabha member from 2002-2008, Alexander held eminent positions in his five-decades long career as a public servant. Prime Minister Dr. Manmohan Singh has condoled the passing away of Dr. P.C. Alexander.

British Prime Minister David Cameron has said that police are allowed to use whatever tactics they feel necessary to control rioters around the country and put a stop to the continued violence. After his second emergency government meeting, Mr Cameron said whatever resources the police need, they will get. The Prime Minister said, every contingency is being looked at and nothing is off the table to take on the rioters with police authorised to use baton rounds and plans are in place to bring water cannon if the riots worsen. Mr Cameron's comments came after three men died today after being hit by a car during riots in Birmingham, amid reports that they died while trying to protect their community from looters.

More than 1,100 people have been arrested as rioting and looting spread from London to Manchester, Liverpool, Birmingham and Nottingham. In central Nottingham, the Canning Circus police station was fire-bombed by a gang last evening, while in Liverpool, the Merseyside Police arrested 50 people for disorder in the city. A 26-year old man, who died at a hospital after being shot in a car during riots in Croydon was the first victim of the riots, that were initially sparked by the killing of 29-year- old Mark Duggan, in police firing last week.

Meanwhile, the British Parliament has been recalled for a special session tomorrow.

Down 0-2 in the 4 match test series, India made a shaky start on the opening day of the third test at Edgbaston today. The visitors were all out  for 224 a short while ago. The England bowlers ripped through Indian batting. At lunch India were 75 for 4. The first Indian wicket to fall was that of  Virendra Sehwag  who could not score. Sachin Tendulkar was out for 1. Mohinder Singh Dhoni completed his 50. Earlier England won the toss and elected to bowl first.

India’s ace shuttler Saina Nehwal has reached in the  third round of the World Badminton Championships. She defeated sixth seeded  Chloe Magee of Ireland in the Women’s Singles second round  21-10, 21-7 in London today. Sixth seeded Saina was awarded a bye in the first round.
