प्रधानमंत्री डॉक्टर मनमोहन सिंह बंगलादेश की दो दिन की यात्रा पर आज ढाका जा रहे हैं। उनके साथ विदेश मंत्री एस एम कृष्णा, जल संसाधन मंत्री पवन कुमार बंसल और असम, मेघालय, त्रिपुरा तथा मिजोरम के मुख्यमंत्री भी जा रहे हैं।
इस यात्रा के दौरान जल बंटवारे, जमीनी और रेल सम्पर्क, शिक्षा, संस्कृति, व्यापार, वाणिज्य और बुनियादी ढांचागत विकास के बारे में अनेक प्रमुख समझौतों, सहमति ज्ञापनों और संधि पत्रों पर हस्ताक्षर होने की संभावना है।
रवाना होने से पहले प्रधानमंत्री डॉक्टर मनमोहन सिंह ने बंगलादेश के विकास में पूर्ण सहयोग का भारत का संकल्प दोहराया। उन्होंने कहा कि बंगलादेश के साथ साझेदारी का कुल मिलाकार दक्षिण एशियाई क्षेत्र और विशेषकर उसके पड़ोसी भारत के पूर्वोत्तर राज्यों पर गहरा असर पड़ेगा।
हमारे संवाददाता का कहना है कि प्रधानमंत्री की इस यात्रा के दौरान एक प्रत्यर्पण संधि पर भी हस्ताक्षर होने की संभावना है जिससे बंगलादेश में मौजूद अल्फा नेता अनूप चेतिया के साथ साथ दोनों देशों के अन्य उपद्रवियों के प्रत्यर्पण में मदद मिलेगी।
विदेश सचिव रंजन मथाई ने प्रधानमंत्री की यात्रा के बारे में जानकारी दी कि बंगलादेश ने भारत की सुरक्षा चिंताओं के प्रति जो समझ दिखाई है उसका भारत सम्मान करता है। उन्होंने कहा कि हाल के वर्षों में आपसी व्यापार बढ़ा है। लेकिन बंगलादेश और पूर्वोत्तर राज्यों के विकास की गति बढ़ाने के प्रयासों की जरूरत है। प्रधानमंत्री के साथ कवरेज पर गए हमारे संवाददाता ने बताया है कि प्रधानमंत्री के आज के कार्यक्रमों में बहुत व्यस्त रहने की संभावना है।


बंगलादेश के राष्ट्रपति मोहम्मद जिलो रहमान और शेख हसीना से मुलाकात के अलावा डॉक्टर मनमोहन सिंह विपक्ष की नेता बेगम खालिदा जिया और जातीय पार्टी के नेता हुसैन मोहम्मद इशाद से भी मिलेंगे इससे ही भारत के पड़ोसी देश के साथ संबंधों को मजबूत आधार और नया आयाम देने की इच्छा शक्ति का पता चलता है। प्रधानमंत्री राष्ट्रीय शहीद स्मारक पर पुष्पांजलि अर्पित करेंगे और बांग्लादेश के निर्माता शेख मुजीबुर रहमान को श्रद्धांजलि अर्पित करने बंग-बंधु राष्ट्रीय संग्रहालय भी जाएंगे। कल वे ढाका विश्वविद्यालय में भारत-बांग्लादेश और दक्षिण एशिया विषय पर व्याख्यान देंगे। सलमान हैदर, आकाशवाणी समाचार, दिल्ली।

उधर, ढाका में प्रधानमंत्री डॉ. मनमोहन सिंह के स्वागत की जोर शोर से तैयारियां चल रही हैं। शहर में सड़कों को बोर्ड, बैनरों और भारत और बांगलादेश के झंडों से सजाया गया है। प्रधानमंत्री की सुरक्षा के लिए कड़े इंतजाम किये गए हैं। पिछले १२ वर्ष में किसी भारतीय प्रधानमंत्री की बांगलादेश की यह पहली यात्रा है। डॉ. सिंह दोपहर तक ढाका पहुंचेंगे और शाम को बांगलादेश की प्रधानमंत्री शेख हसीना से मुलाकात करेंगे।

भूमि अधिग्रहण राहत और पूनर्वास विधेयक संसद के वर्तमान अधिवेशन में पेश किए जाने की संभावना है। अधिवेशन आठ सितम्बर को समाप्त होना है। उच्च आधिकारिक सूत्रों के अनुसार केंद्रीय मंत्रिमंडल ने कल इस विधेयक को मंजूरी दी थी। विधेयक का उद्देश्य भूमि अधिग्रहण के बारे में एक पारदर्शी और कानूनी ढांचा तैयार करना है। प्रस्तावित विधेयक के अनुसार सार्वजनिक उद्देश्य के लिए भूमि अधिग्रहण को छोड़कर अन्य कार्यों के लिए जमीन का अधिग्रहण करने से पहले कम से कम ८० प्रतिशत प्रभावित लोगों की सहमति लेना अनिवार्य होगा। इस विधेयक में महत्वपूर्ण उद्देश्यों, बुनियादी सुविधाओं और उद्योगों के लिए भूमि अधिग्रहण को सार्वजनिक उद्देश्य के रूप में परिभाषित किया गया है। इस विधेयक में ग्रामीण और शहरी क्षेत्रों के लिए भूमि अधिग्रहण के अलग-अलग मापदंड निर्धारित किए गए हैं। नए विधेयक के अंतर्गत राज्यों को भूमि अधिग्रहण के लिए अपने अलग कानून बनाने की छूट होगी।

कलकत्ता उच्च न्यायालय के पूर्व न्यायाधीश सौमित्र सेन लोकसभा में महाभियोग से बच गए हैं। सदन की कल की कार्यसूत्री में यह मुद्दा शामिल था। कानून मंत्री सलमान खुर्शीद ने सदन को बताया कि श्री सेन ने इस महीने की पहली तारीख को त्यागपत्र दे दिया है, इसके बाद सदन की भावनाओं को देखते हुए महाभियोग का प्रस्ताव समाप्त कर दिया गया। राज्यसभा ने पिछले महीने की १८ तारीख को भारी बहुमत से महाभियोग प्रस्ताव पारित किया था।

हैदराबाद में विशेष सीबीआई अदालत ने कर्नाटक के पूर्व मंत्री तथा ओबलापुरम खनन कंपनी के मालिक जी. जर्नादन रेड्डी और इसके प्रबंध निदेशक श्रीनिवास रेड्डी को कर्नाटक में अवैध खनन मामले में १९ सितम्बर तक न्यायिक हिरासत में भेज दिया है। सीबीआई ने अदालत से दोनों आरोपियों से और पूछताछ करने के लिए अपनी हिरासत में देने की अपील की है। मामले की अगली सुनवाई बुधवार को होगी।
कंपनी मामलों के मंत्री वीरप्पा मोइली ने कहा है कि खनन घोटाले में रेड्डी बंधुओं की गिरफ्‌तारी, सत्ता का दुरूपयोग करने वाले हर व्यक्ति के लिए सबक होना चाहिए।
कांग्रेस ने भारतीय जनता पार्टी पर भ्रष्टाचार के मुद्दे पर दोहरे मापदंड अपनाने का आरोप लगाया है।
उधर, भारतीय जनता पार्टी ने कहा है कि रेड्डी बन्धुओं के व्यवसायिक और व्यक्तिगत मामलों से उसका कोई लेना-देना नहीं है लेकिन पार्टी ने आरोप लगाया कि केन्द्र सीबीआई का दुरूपयोग कर रहा है।

आंध्रप्रदेश के कुरनूल जिले के अडोनी नगर में गणेश प्रतिमा विसर्जन जुलूस के दौरान दो समुदायों के बीच झड़पों के बाद कर्यू लगा दिया गया है। पथराव और हिंसा की अन्य घटनाओं में कुछ पुलिसकर्मियों सहित करीब तीस लोग घायल हुए हैं। कई वाहनों और दुकानों को भी नुकसान पहुंचा। जिला कलैक्टर और वरिष्ठ पुलिस अधिकारियों ने कल रात अडोनी जाकर स्थिति का जायजा लिया। नगर में अतिरिक्त पुलिसकर्मी तैनात किये गए हैं।

टेलीफोन उपभोक्ताओं को २७ सितम्बर से अनचाही कॉल और अनचाहे एस एम एस से राहत मिल जाएगी। भारतीय टेलीफोन नियामक प्राधिकरण ने एक वक्तव्य में कहा कि राष्ट्रीय उपभोक्ता पसंद रजिस्ट्री में अपना पंजीकरण करा चुके उपभोक्ताओं को हर तरह की व्यवसायिक सूचनाओं से राहत मिल जाएगी। इसे पहले डू नॉट कॉल रजिस्ट्री का नाम दिया गया था। इन नियमों की सम्बद्ध धाराओं में संशोधन किया गया है और इन्हें २७ सितम्बर से लागू किया जाएगा।

ईरान ने कहा है कि अगर संयुक्त राष्ट्र उस पर लगाए गए प्रतिबंधों को हटा लेगा तो वह अंतर्राष्ट्रीय परमाणु ऊर्जा एजेंसी-आईएईए को अपने सभी परमाणु कार्यक्रमों की पांच साल के लिए पूरी निगरानी करने की अनुमति देगा। ईरान के परमाणु कार्यक्रम प्रमुख फिरदोउन अब्बासी दवानी ने समाचार एजेंसी इसना को बताया कि उन्होंने प्रस्ताव रखा है कि अगर उस पर लागू प्रतिबंधों को हटा दिया जाता है तो वह आईएईए को पूरे पांच साल के लिए अपने परमाणु कार्यक्रमों और गतिविधियों की निगरानी करने देगा।

असम में राज्य सरकार ने प्रसिद्ध मूगा और एरी सिल्क के लिए ब्रांड नाम स्थापित करने की पहल की है। इसका मुख्य उद्देश्य इस देसी रेशम को देश के भीतर और बाहर व्यवस्थित तरीके से बढ़ावा देना है। हमारे संवाददाता के अनुसार जनता से ऐसे ब्रान्ड नाम के सुझाव मांगे गए हैं जिनसे राज्य की सांस्कृतिक धरोहर की झलक मिले।

The Prime Minister Dr. Manmohan Singh is leaving for Dhaka on a two-day state visit to Bangladesh this morning. The Prime Minister will be accompanied by Foreign Affairs Minister S.M Krishna, Water resources Minister Pawan Kumar Bansal and Chief ministers of Assam, Meghalaya, Tripura and Mizoram. Agreements on enhancing trade, investment and land connectivity are likely to be signed during the two day visit.
In his departure statement, the Prime Minister expressed India’s commitment to extending full support to Dhaka in its development efforts. He said, partnership with Bangladesh can have a profound positive impact on the South Asian region as a whole and particularly to the neighbouring north eastern states. Our correspondent says that an extradition treaty is also likely to be signed during Prime Minister’s visit. It will facilitate extradition of Anup Chetia, an ULFA leader, presently in Bangladesh and other insurgents of both the countries.
Briefing the media on the Prime Minister’s visit Foreign Secretary Ranjan Mathai said that New Delhi is appreciative of the sensitivity shown by Bangladesh to India’s security concerns.

Apart from calling on the Bangladeshi President Mohammad Zillur Rahman, and having bilateral talks with Prime Minister Sheikh Hasina, Dr. Manmohan Singh is scheduled to meet the Leader of Opposition Begum Khalida Zia and Jatiya Party leader Husain Mohammad Ershad. This shows India’s firm commitment to give a strong foundation and a paradigm shift to bilateral relations. The Prime Minister would lay a wreath at the National Martyrs Mausoleum and also visit the Bangabandhu National Museum to pay homage to valiant son of the soil Sheikh Mujibur Rahman. The Land Acquistion, Relief and Rehabilitation Bill, 2011, is likely to be introduced in this session of parliament which is scheduled to come to an end on the 8th of this month. Highly placed official sources said that the Bill was approved by the Union Cabinet yesterday. It aims to put in place a transparent and legal framework for land acquisition. According to the proposed Bill, consent of at least 80 per cent of people will be mandatory to acquire land except where it is acquired for a public purpose. The Bill defines public purpose as land use for strategic purposes, infrastructure and industry. The Bill calls for different land acquisition norms for rural and urban areas. Under the new Bill, the states will be free to have their own land acquisition laws.

A CBI Special Court in Hyderabad has sent former Karnataka Minister and Owner of Obulapuram Mining Company, Gali Janardhan Reddy and its Managing Director, Srinivasa Reddy to judicial custody till the 19th of this month in the illegal mining case in Karnataka. The CBI asked the Judge to transfer both the accused to their custody for further interrogation. The Judge adjourned the case for Wednesday. Earlier yesterday, CBI officials brought the accused persons from Bengaluru to Hyderabad. CBI Joint Director Lakshmi Narayana said that there is enough evidence to prove that the accused indulged in illegal mining and violation of the Forest Protection Act.
The Congress charged the BJP with adopting dual standards while dealing with the issue of corruption. Briefing reporters in New Delhi yesterday, Party spokesman Manish Tewari denied allegation of political vendetta in the CBI's investigation into the involvement of the Reddy brothers in illegal mining.
The BJP said that it has nothing to do with the business and personal affairs of mining barons, the Reddy brothers. Talking to reporters in New Delhi yesterday, senior party leader, S S Ahluwalia, however said that the party will take action against the Reddy brothers only after the charges are established.

The Karnataka High Court has adjourned to September 9, hearing on an anticipatory bail plea by former Chief Minister B S Yeddyurappa in an alleged graft case. Justice L Narayana Swamy put off the case following a request by Yeddyurappa's counsel. The case pertains to a private complaint filed by JD-S MLC and party spokesman Y S V Datta. In the complaint, Datta alleged that two firms owned by the two sons and son-in-law of Yeddyurappa received kick-backs worth 13 crore rupees from a company for the award of a civil contract for the second stage of the Upper Bhadra Irrigation Project during his tenure as Chief Minister.

Firefighters in drought-stricken Texas are struggling to contain a 16-mile-wide wildfire that has destroyed almost 500 homes. Officials said the fire had "grown considerably" yesterday and was now spread over 25,000 acres. In Assam, the state government has taken an initiative to have brand names for the famous Muga and Eri silks. Our correspondent reports the main purpose of the move is to promote the indigenous yarn in a more systematic way within and outside the country.
A public notice has been issued to suggest the brand names representing the cultural heritage of the state. The state handloom and sericulture department hopes that, with a brand name, products made from muga and eri can be exported to across the globe with a higher price. Eri and muga are household names of silk in the region. North -East produces around 95 percent of Eri, of which Assam has 50 percent shares. The state also produces about 86 per cent of Muga. The use of both the silks reflects the culture and tradition of Assamese society and also occupies a unique place in the socio-economic life of the people of the state. प्रधानमंत्री डॉक्टर मनमोहन सिंह बंगलादेश की दो दिन की यात्रा पर आज ढाका पहुंचे। हमारे संवाददाता ने खबर दी है कि हवाई अड्डे पर बंगलादेश की प्रधानमंत्री शेख हसीना, उनके मंत्रिमंडल के सहयोगियों, तीनों सेनाओं के प्रमुखों और अन्य गण्यमान्य व्यक्तियों ने प्रधानमंत्री का स्वागत किया।
बाद में प्रधानमंत्री, ढाका के बाहरी इलाके सावर में राष्ट्रीय शहीदी स्मारक पर श्रद्धासुमन अर्पित करने गये।

संसद के दोनों सदनों में आज आज लगातार चौथे दिन गुजरात में लोकायुक्त की नियुक्ति के मुद्दे को लेकर विपक्षी सदस्यों ने शोरशराबा किया। दोनों सदनों की कार्यवाही शोरशराबे के बीच दिनभर के लिए स्थगित कर दी गई।
लोकसभा में आज सुबह कार्यवाही जैसे ही शुरू हुई सदन में शोर शराबा होने लगा। विपक्षी सदस्य गुजरात के राज्यपाल को वापस बुलाने और लोकायुक्त की नियुक्ति रद्द करने की मांग को लेकर सदन के बीचोबीच आ गए। समाजवादी पार्टी के सदस्यों ने उत्तरप्रदेश में दो वकीलों की हत्या के मामले को लेकर मायावती सरकार को बर्खास्त करने की मांग की। शोरशराबे के बीच सदन की कार्यवाही पहले १२ बजे तक और फिर दिनभर के लिए स्थगित कर दी गई।
राज्यसभा में भी आज बैठक शुरू होते ही इसी तरह के हालात थे। विपक्षी सदस्य गुजरात में लोकायुक्त की नियुक्ति के खिलाफ नारेबाजी करते हुए सभापति के आसन के सामने आ गए, जिसके कारण सदन की कार्यवाही १२ बजे तक स्थगित कर दी गई। बैठक फिर शुरू होने पर शोरशराबा जारी रहने के कारण कार्यवाही दो बजे तक स्थगित की गई। दो बजे भी स्थिति में कोई परिवर्तन न होने के कारण सदन की बैठक कल तक स्थगित कर दी गई।

वित्तमंत्री और लोकसभा के नेता प्रणव मुखर्जी ने आज गुजरात में लोकायुक्त के मुद्दे पर राष्ट्रीय जनतांत्रिक गठबंधन के अध्यक्ष लाल कृष्ण आडवाणी से मुलाकात की। भाजपा, गुजरात के राज्यपाल को वापस बुलाने की मांग कर रही है क्योंकि उन्होंने राज्य में लोकायुक्त की नियुक्ति असंवैधानिक तरीके से मुख्यमंत्री की सलाह के बगैर कर दी है। गुजरात के कांग्रेस सांसदों ने आज संसद परिसर के बाहर महात्मा गांधी की प्रतिमा के सामने धरना दिया। उन्होंने गुजरात के मुख्यमंत्री नरेन्द्र मोदी पर भ्रष्ट तरीके अपनाने का आरोप लगाया।

देश में दूरसंचार ऑपरेटरों के लिए सरकार बहुत जल्द नया नियामक ढांचा पेश करेगी। नई दिल्ली में एक गोष्ठी को संबोधित करते हुए दूरसंचार मंत्री कपिल सिब्बल ने कहा कि इस क्षेत्र में लगे लोगों के बीच संतुलन बनाए रखने के लिए ऐसा किया जाना बहुत जरूरी है। इस क्षेत्र को उपभोक्ताओं के लिए ज्यादा से ज्यादा लाभदायक बनाने की जरूरत पर जोर देते हुए उन्होंने कहा कि ऑपरेटरों से संबंधित नीतियां पारदर्शी होनी चाहिएं। श्री सिब्बल ने कहा कि दूरसंचार के निजी ऑपरेटरों को अपना लाभ बुनियादी सुविधाओं में सुधार पर लगाना चाहिए, ताकि विकास की गति और तेज हो सके। उन्होंने ये भी कहा कि देश में दूरसंचार की नई क्रांति के लिए नया नियामक ढांचा सहायक होगा।

चालू वित्तीय वर्ष की पहली तिमाही में सकल घरेलू उत्पाद पिछले वर्ष की तुलना में करीब एक प्रतिशत कम रहा। वर्ष २०११-१२ की पहली तिमाही में अर्थव्यवस्था की विकास दर सात दशमलव सात प्रतिशत रही जबकि २०१०-११ में यह आठ दशमलव आठ प्रतिशत थी। वित्तमंत्री प्रणव मुखर्जी ने आज अर्थव्यवस्था की तिमाही समीक्षा सदन पटल पर रखी। इसमें कहा गया है कि इस अवधि में साल दर साल मंहगाई में लगभग एक प्रतिशत की कमी आई है। पिछले वित्त वर्ष की पहली तिमाही में यह दस दशमलव पांच चार प्रतिशत थी जबकि चालू वित्तवर्ष की इसी अवधि में यह नौ दशमलव पांच-आठ प्रतिशत रही। वक्तव्य में कहा गया है कि पहली तिमाही की वित्तीय स्थिति बजट अनुमानों के अनुरूप ही रही है। ३९ दशमलव चार प्रतिशत का वित्तीय घाटा पिछले पांच वर्ष के औसत से कम है। इसमें यह भी कहा गया है कि कर राजस्व में अनुमानित वृद्धि से चालू वर्ष के दौरान वित्तीय घाटे को पूरा करने में मदद मिल सकेगी।

सरकार ने देश में काले धन का पता लगाने, विदेशों में उसके अवैध हस्तान्तरण और वसूली को रोकने के लिए केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष के नेतृत्व में एक उच्चस्तरीय समिति का गठन किया है। यह समिति इसके लिए मौजूदा कानूनों और प्रशासनिक तंत्र की जांच करेगी। समिति अवैध ढंग से जुटाई गई सम्पति को जब्त करने के लिए कड़े कानून बनाने का सुझाव भी देगी । राज्यसभा में एक लिखित उत्तर में वित्त राज्यमंत्री एस एस पलानीमणिकम्म ने कहा कि समिति सभी पक्षों से विचार विमर्श करेगी और छह महीने के भीतर अपनी रिपोर्ट पेश करेगी।
वित्त राज्यमंत्री ने सदन को बताया कि कर चोरों को दंडित करने के लिए प्रत्यक्ष कर कानून में पर्याप्त प्रावधान किये गए हैं जिसमें अलग अलग अवधि के लिए जेल की सजा भी शामिल है।

सरकार ने देश में विदेशी ऑडिट कंपनियों को काम करने की इजाजत देने की किसी संभावना से इन्कार किया है। वित्त राज्यमंत्री श्री नमोनारायण मीणा ने आज राज्यसभा में एक लिखित उत्तर में कहा कि विदेशी कंपनियां देश में ऑडिट कार्य नहीं कर सकती। लेकिन उन्हें परामर्श और अनुसंधान के क्षेत्र में काम करने की अनुमति दी जा सकती है।

रिजर्व बैंक ने संभी एजेंसी बैंकों को निर्देश दिया है कि वरिष्ठ नागरिकों के लिए विशेष बचत योजनाओं में मौजूदा नियमों और प्रावधानों का कड़ाई से पालन किया जाए। वित्तमंत्री प्रणव मुखर्जी ने आज राज्यसभा में एक लिखित उत्तर में बताया कि एक सेवानिवृत्त रक्षा अधिकारी ने मई में शिकायत की थी कि रिजर्व बैंक से संबंधित निर्देश नहीं मिलने के कारण एजेंसी बैंक वरिष्ठ नागरिकों के लिए विशेष बचत योजनाओं को सही ढंग से क्रियान्वित नहीं करते।

सरकार ने कहा है कि देश में १९९३-९४ से २००४-०५ के बीच ११ वर्ष की अवधि में कृषि क्षेत्र में रोजगार के लगभग ८८ लाख अवसर उपलब्ध कराये गए। लोकसभा में एक लिखित उत्तर में कृषि मंत्री शरद पवार ने कहा कि योजना आयोग ने २००६-०७ से २०१६-१७ के बीच चालीस लाख कृषि मजदूरों की कमी होने की बात कही है। उन्होंने कहा कि ११वीं योजना में अधिक विकास वाले क्षेत्रों में रोजगार के पांच सौ अस्सी लाख अवसर उपलब्ध कराने का प्रस्ताव है ताकि योजना के अंत तक बेरोजगारी की दर चार दशमलव आठ-तीन प्रतिशत तक कम हो जाए।

सरकार ने कहा है कि वह सहकारी खेतीबाड़ी के लिए राज्यों को हरसंभव सहायता उपलब्ध कराएगी। लोकसभा में आज पूरक प्रश्नों के उत्तर में कृषिमंत्री श्री शरद पवार ने कहा कि इस उद्देश्य के लिए राज्यों को केन्द्र को विशेष प्रस्ताव भेजने होंगे।

सरकार ने देश के चार सौ से अधिक जिलों में ग्रामीण युवाओं के लिए रोजगार से जुड़ी एक सौ ४८ कौशल विकास परियोजनाओं को मंजूरी दी है। ये परियोजनाएं सार्वजनिक और निजी भागीदारी के आधार पर चलाई जा रही हैं। ग्रामीण विकास राज्यमंत्री प्रदीप जैन ने आज राज्यसभा में बताया कि इन परियोजनाओं के तहत १८ से ३५ वर्ष तक की आयु वर्ग के गरीबी रेखा से नीचे के ग्रामीण युवाओं को ऐसा प्रशिक्षण दिया जाता है जिनसे वे विभिन्न क्षेत्रों में कौशल विकास कर सकें और रोजगार पा सकें। श्री जैन ने बताया कि ग्रामीण युवाओं के लिए चलाई जा रही इन परियोजनाओं को सुचारू बनाने के लिए सरकार ने दिशा-निर्देश भी तैयार किये हैं।

जम्मू कश्मीर में वर्ष २०१० में २३२ आतंकवादी मारे गये। आज लोकसभा में एक लिखित उत्तर में गृहराज्यमंत्री मल्लापल्ली रामचन्द्रन ने ये जानकारी दी। उन्होंने कहा कि राजस्थान में भारत-पाक सीमा से आतंकवादियों की घुसपैठ की कोई खबर नहीं है। उन्होंने कहा कि सरकार ने सीमा पार अवैध गतिविधियों की रोकथाम के लिए बहुआयामी रवैया अपनाया है। इसके अंतर्गत सीमावर्ती राज्यों में बाड़ लगाने और सड़कों पर गश्त बढ़ाने के साथ साथ भारत-पाकिस्तान और भारत-बंगलादेश सीमा पर रोशनी का भी प्रबंध किया गया है। श्री रामचन्द्रन ने कहा कि सरकार ने सीमाओं पर अतिरिक्त चौकियां कायम की हैं तथा गुप्त जानकारी की सभी व्यवस्थाएं की हैं, जिनमें आधुनिक उपकरण लगाने जैसे उपाय शामिल है।

पिछले वर्ष देश में २६६ नक्सलवादियों ने आत्मसमर्पण किया। आज लोकसभा में एक लिखित उत्तर में गृह राज्यमंत्री जितेन्द्र सिंह ने कहा कि नक्सलवाद से प्रभावित क्षेत्रों में नक्सलियों के समर्पण और पुनर्वास के लिए सरकार ने संशोधित दिशा निर्देश मंजूर किये हैं। इन दिशा निर्देशों के अनुसार समर्पण करने वाले प्रत्येक नक्सलवादी को डेढ डेढ़ लाख रूपये दिये जाएंगे और तीन वर्षो के लिए उन्हें दो हजार रूपये का वजीफा भी दिया जाएगा।

सरकार ने मध्यप्रदेश में राष्ट्रीय राजमार्ग संख्या-३ को चार लेन का बनाने की परियोजना को मंजूरी दे दी है। इस परियोजना पर लगभग चार अरब, सैंतीस करोड़ रूपये खर्च होंगे। सरकारी सूत्रों के अनुसार बुनियादी ढांचे संबंधी मंत्रिमंडलीय समिति ने ग्वालियर-शिवपुरी और शिवपुरी-देवास सेक्शन को चार लेन का बनाने की मंजूरी दी है। ये दोनों राष्ट्रीय राजमार्ग संख्या-३ पर हैं।

दक्षिण पूर्व एशिया के ११ देशों के स्वास्थ्य मंत्रियों की २९वीं बैठक में आज उचित और नियामक ढंग से एन्टी बॉयोटिक दवाओं के इस्तेमाल के बारे में एन्टी-माइक्रोबीयल रेसिसटेंस संबंधी जयपुर घोषणापत्र को स्वीकार किया। हमारे संवाददाता ने खबर दी है कि केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने जयपुर में इस बैठक और दक्षिण पूर्व एशिया से संबंधित विश्व स्वास्थ्य संगठन के ६६वें अधिवेशन का उद्घाटन किया।

११ दक्षिण पूर्वी एशियाई देशों के स्वास्थ्य मंत्रियों ने एन्टी बायोटिक दवाओं के अत्यधिक इस्तेमाल से होने वाले खतरों से निपटने के लिए सांझा रणनीति अपनाने पर सहमत होते हुए जयपुर घोषणा पत्र जारी किया है। इस घोषणा पत्र में कहा गया है कि एन्टी बायोटिक दवाओं का ज्यादा इस्तेमाल स्वास्थ्य के लिए गंभीर खतरा हो सकता है। लिहाजा सरकारों को ठोस और गंभीर कदम उठाने की जरूरत है। ताकि लोगों को तर्कसंगत इन दवाओं के इस्तेमाल की जानकारी दी जा सकें। दक्षिण पूर्वी एशियाई देशों में रह रही बड़ी आबादी को प्रभावित कर रहे एचआईवी एड्स, क्षय, मातृ शिशु मृत्यु दर तथा मलेरिया से जुझने के लिए प्रतिरोधक क्षमता का विकास जरूरी है, जिसके लिए राष्ट्रीय नीतियां बनाने की बात भी इस घोषणा पत्र में कहीं गई है। तीन दिन के इस सम्मेलन में विश्व स्वास्थ्य संगठन की दक्षिण पूर्वी एशियाई क्षेत्रीय समिति जिन देशों में स्वास्थ्य सेवाओं के विस्तार और नियमित टीकाकरण जैसे मुद्दों पर भी विचार करेंगी। अनुराग वाजपेयी आकाशवाणी समाचार, जयपुर।
श्री गुलाम नबी आजाद ने कहा कि दक्षिण पूर्व एशिया के इन देशों में विश्व आबादी का एक चौथाई हिस्सा बसता है। ऐसी स्थिति में इन देशों के लोगों के स्वास्थ्य को प्रभावित करने वाली विशेष समस्याओं का समाधान ढूंढा जाना बहुत जरूरी है। श्री आजाद ने कहा कि सरकार स्वास्थ्य क्षेत्र के लिए पर्याप्त संसाधन जुटाए जाने के प्रति जागरूक है।
इस अवसर पर स्वास्थ्य संगठन के महानिदेशक डॉ० माग्रेट चान ने कहा कि २१वीं सदी की स्वास्थ्य चुनौतियों का सामना करने के लिए सरकार को चौतरफा नीतिगत कार्रवाइयों की जरूरत होगी। उन्होंने कहा कि ऐसी स्थिति में हम आवश्यक औषधियों का न नुकसान और न ही लोगों को इन दवाओं के उपयोग से वंचित होने देंगे। अगर ऐसा नहीं किया गया तो विश्व को एक बड़े संकट से जूझना पड़ सकता है।

भारतीय राष्ट्रीय ताप बिजली निगम एनटीपीसी और सैलोन विद्युत बोर्ड सीईबी ने आज कोलम्बो में संयुक्त उद्यम स्थापित करने और पांच सौ मेगावाट ताप बिजली केन्द्र स्थापित करने के एक समझौते पर हस्ताक्षर किये हैं। इस समझौते के तहत श्रीलंका में त्रिंकोमाली में सामपुर में कोयले पर आधारित बिजलीघर स्थापित किया जाएगा। श्रीलंका में कोयले पर आधारित ये दूसरा बिजली उत्पादन संयंत्र होगा।
सामपुर बिजली परियोजना दोनों देशों के बीच द्विपक्षीय आर्थिक सहयोग का एक ऐतिहासिक परियोजना है, जिसकी अनुमानित लागत ७० करोड़ अमरीकी डॉलर है। ऊर्जा सचिव श्री पी उमाशंकर ने बताया है कि आज से एक साल बाद बिजली संयंत्र का निर्माण कार्य का उद्घाटन किया जाएगा।
समझौते पर एनटीपीसी के अध्यक्ष और प्रबंध निदेशक अरूप राय चौधरी और सैलोन विद्युत बोर्ड के अध्यक्ष प्रो० विमल धर्मा अविकर्मे ने हस्ताक्षर किये।

विश्व बैंक ने नेपाल में बाघों के संरक्षण के लिए तीस लाख डॉलर की राशि दी है। यह राशि वन्य जीव क्षेत्रीय सहयोग सुरक्षा परियोजना के अन्तर्गत खर्च की जायेगी। इस परियोजना के तहत बाघों के आवासीय स्थलों की सुरक्षा और शिकार तथा गैर कानूनी व्यापार को रोका जायेगा। चार साल तक चलने वाली इस योजना में अनुसंधान को बढ़ावा दिया जायेगा। हमारे संवाददाता ने बताया है कि नेपाल में बाघों की संख्या केवल १५५ रह गई है।

जम्मू कश्मीर सरकार ने राज्य आपदा राहत कोष से २१ करोड़ रूपये की राशि जारी की है। इस राशि का इस्तेमाल जम्मू, कश्मीर घाटी और लद्दाख तीनों ही क्षेत्रों में हाल की प्राकृतिक आपदाओं से पीड़ित लोगों की तात्कालिक जरूरतों को पूरा करने के लिए किया जायेगा। हमारे संवाददाता ने बताया है कि राज्य के राजस्व राहत और पुनर्वास मंत्री रमन भल्ला ने जम्मू में कल एक उच्चस्तरीय बैठक में यह जानकारी दी।

श्री भल्ला ने बताया कि सरकार ने राज्य के राहत सचिव के पक्ष में छह करोड़ रूपये की राशि को भी मंजूर किया है। जो शीघ्र ही बराबर तीन-तीन करोड़ रूपये की रकम में जम्मू और कश्मीर डिवीजनों के संबद्ध मंडलायुक्तों को जारी की जाएगी। इसी प्रकार करगिल में गत वर्ष बादल फटने और आकस्मिक बाढ़ों के आने से ये नुकसान के लिए छह करोड़ ५० लाख रूपये और जम्मू, कठुआ और उधमपुर में ओलावृष्टि से हुए नुकसान के लिए आठ करोड़ साठ लाख रूपये के प्रावधान की मंजूरी दी गई है। आर.के. रैना के साथ योगेश शर्मा, आकाशवाणी समाचार, जम्मू।

महाराष्ट्र में धुले के निकट कल रात एक टैंकर विस्फोट के बाद नदी में गिर गया जिससे तीन लोगों की मृत्यु हो गई और कई अन्य घायल हो गए। हमारे संवाददाता ने खबर दी है कि रात करीब नौ बजे एक टैंकर बिजली के खंबे से टकराकर फिसल गया और पंजारा नदी में गिरते हुए उसमें विस्फोट हो गया और आग लग गई। देर रात दो बजे तक आग पर काबू पाया जा सका। मृतकों की संख्या बढने की आशंका है क्योंकि धमाके से आसपास खड़ी दो मोटरकार और चार आटोरिक्शा एक ट्रक और दो मोटरसाइकिलों में आग लग गई। कई दुकानें भी आग की चपेट में आ गई हैं। घायलों का नजदीकी अस्पतालों में इलाज किया जा रहा है।

उत्तराखंड में टिहरी जिले में देवप्रयाग के निकट कल रात एक वाहन के नदी में गिर जाने से छह लोग मारे गये और एक व्यक्ति गम्भीर रूप से घायल हो गया। सरकारी सूत्रों के अनुसार ये यात्री एक मरीज के इलाज के लिए उखीमठ से देहरादून जा रहे थे। घायल व्यक्ति को अस्पताल में भर्ती करा दिया गया है।

भारतीय वायुसेना का एक मिग-२१ बिसोन लड़ाकू विमान आज पंजाब के पटियाला जिले में शांबू के निकट दुर्घटनाग्रस्त हो गया। दोनों पायलट सुरक्षित बाहर निकल आये हैं। वायुसेना के प्रवक्ता ने दिल्ली में बताया कि यह विमान अम्बाला से निर्धारित प्रशिक्षण उड़ान पर था और सुबह करीब दस बजकर ४७ मिनट पर दुर्घटनाग्रस्त हो गया। प्रारम्भिक खबरों के अनुसार मिग विमान चंडीगढ़ से करीब तीस किलोमीटर दूर शांबू के पास धान के खेतों में गिरा । पुलिस और अग्निशमन कर्मी घटनास्थल पर पहुंच गए हैं। दुर्घटना की जांच के आदेश दे दिये गए हैं।

कुवैत से गोवा होते हुए चेन्नई जा रहा एयर इंडिया का एक विमान आज गोवा के डेबोलिम हवाईअड्डे पर बाल बाल बच गया। इसमें एक सौ पांच यात्री सवार थे। हवाईअड्डे पर उतरते समय विमान के आगे के टायर फट गए। गोवा में हवाईअड्डा अधिकारियों ने बताया कि पायलट ने विमान को रनवे पर सुरक्षित उतार दिया। एयर इंडिया इस विमान के फंसे यात्रियों को चेन्नई पहुंचाने के लिए विशेष प्रबंध कर रहा है। सभी यात्री सुरक्षित हैं। घटना की जांच की जा रही है।

बम्बई शेयर बाजार का संवेदी सूचकांक आज शुरूआती कारोबार में ९७ अंक की गिरावट के साथ खुला। लेकिन दोपहर बाद के कारोबार में इसमें कुछ सुधार हुआ। अब से कुछ देर पहले सेंसेक्स ११० अंक बढ़कर १६ हजार ८१८ पर था।

गुजरात के सीमावर्ती कच्छ के भुज शहर में भारी वर्षा के कारण शहर के कई इलाकों में पानी भर जाने से २५ हजार से ज्यादा लोग प्रभावित हुए हैं। हमारे भुज संवाददाता ने खबर दी है कि प्रशासन ने विशेष आपदा प्रबन्धन टुकड़ियों को राहत और बचाव कार्यों के लिए भेजा है। राज्य रिजर्व पुलिस को मदद के लिए बुलाया गया है। पानी में फंसे लोगों को भोजन के पैकैट बांटने का काम शुरू किया जा रहा है।

Prime Minister Dr.Manmohan Singh arrived in Dhaka today on a two day visit to Bangladesh. The Prime Minister was received at the airport by Bangladesh Prime Minister Sheik Hasina, her cabinet colleagues, three service Chiefs and other senior officials. Dr. Singh was given a 19-gun salute and guard of honour. Our correspondent accompanying the Prime Minister has filed this report.

Proceedings in both the Houses of Parliament were disrupted again today on the issue of the appointment of the Lokayukta in Gujarat. The Lok Sabha has been adjourned for the day and the Rajya Sabha till 2 PM. As the Lok Sabha met this morning noisy scenes were witnessed with the opposition members trooping into the well demanding the recall of the Gujarat Governor and quashing of the appointment of Lokayukta. Members belonging to Samajwadi Party sought dismissal of Mayawati Government in Uttar Pradesh following killing of two advocates in the State. This led to the first adjournment of the house till Noon. Similar situation prevailed in the Rajya Sabha, which was adjourned twice. As the House met for the day, opposition members trooped into the well shouting slogans against the appointment of Lokayukta in Gujarat. The house witnessed noisy scenes as it met after the first adjournment forcing the presiding officer to adjourn it till 2 PM. This is for the fourth day that the two Houses have been witnessing adjournments on the issue.

The GDP growth in the first quarter of the current fiscal grew by almost one percent less than the corresponding period in the last fiscal. In the first quarter of 2011-12, the economy grew by 7.7 percent as against 8.8 percent in 2010-11. The quarterly review of the economy was today tabled in the Lok sabha by Finance Minister Pranab Mukherjee. It states that year on year inflation however declined by almost one percent in the same period. It was 10.54 percent in the first quarter of last fiscal as compared to 9.58 percent in the current financial year.

The government says there is no need to consider any fresh proposal for delegating powers to any state government to grant citizenship to foreign nationals. These power were granted to Gujarat and Rajasthan government till February, 2007. In a written reply to the Lok Sabha today, the Minister of State for Home, Mullapally Ramachandran said that a new procedure for online submission of applications for the grant of Indian citizenship has been taken to ensure simpler, faster and more transparent procedure of granting citizenship to foreign nationals.

The government will bring soon a national food security bill. The draft bill aims at providing food and nutritional security to the people at subsidised prices. The Minister of State for Food and Public Distribution, Professor K V Thomas said in a written reply in the Lok Sabha today that the draft bill contains provision for reforms in the Targeted Public Distribution System (TPDS) including the leveraging AADHAR for identification of beneficiaries. He said that the bill will be introduced in Parliament after consultations with the states and union territories.

Orissa has been renamed as Odisha. A bill to alter the name of Orissa has received the seal of approval of Parliament with the Lok Sabha adopting the amendments made by the Rajya Sabha today. The Orissa (Alteration of Name) Bill, 2010 was adopted unanimously by members present and voting in the house. The bill, which was passed by the Lok Sabha in November, last year, was sent to the Rajya Sabha for concurrence. The Upper House passed the bill with amendments in March this year.

Two hundred and sixty six Naxalites have surrendered last year in the country. In a written reply to the Lok Sabha today, the Minister of State for Home Affairs, Jitendra Singh said that government has approved revised guidelines for surrender and rehabilitation of Naxalites in the affected States. Under the guidelines an immediate grant of 1.5 lakh rupees is provided to the surrendered Naxalites besides a stipend of two thousand rupees for three years. He said apart from this the vocational training and incentives for surrender of weapons is also being given.

Government says it is ready to extend all possible help to states for adopting cooperative farming. Replying to supplementaries in the Lok Sabha today, the Agriculture Minister, Mr Sharad Pawar said that specific proposals have to be sent by the states to the Centre for the purpose. The Minister said the national policy for farmers provides for encouraging and supporting small farmers cooperatives.

The government today said the agriculture sector has generated 88 lakh job opportunities in the 11-year period from 1993-94 to 2004-05. Giving this information in a written reply in the Lok Sabha, Agriculture Minister, Mr Sharad Pawar said the Planning Commission also projected a net decrease of 40 lakh agricultural workers in the period from 2006-07 to 2016-17. He said the eleventh plan from 2007 to 2012 aims at generation of 580 lakh work opportunities in high growth sectors so that the unemployment rate falls to 4.83 per cent by the end of the plan.

The Reserve Bank of India, RBI, has asked all the agency banks to strictly adher to existing instructions and ensure the extension of benefits of the Senior Citizens Saving Scheme to the senior citizens. The government today said that it had instructed the apex bank to do the same on the receipt of a complaint. Informing Rajya Sabha in a written reply, the Finance Minister Mr. Pranab Mukherjee said that a complaint was received by the government in May from a retired Defence Officer regarding non-implementation of the Senior Citizens Savings Scheme by the agency banks, due to non-receipt of relevant instructions from RBI on the eligibility of investment by retired Defence Personnel.

Government has sanctioned 148 placement linked skill development projects for the rural youth covering more than 400 districts in the country. These projects are being undertaken through Public Private Partnership Model. Minister of State in the Rural Development Ministry Mr. Pradeep Jain today said that under these projects, rural BPL youth between the age group of 18 to 35 years are trained by Project Implementing Agencies, to develop their skills in various trades with a view to get wage employment. Mr. Jain further informed that his Ministry has formulated guidelines for smooth running of these placement linked skill development projects for the benefit of the rural youth.

The government today said the skill development initiatives taken by the centre through National Skill Development Corporation (NSDC) can address the skill shortages in the country. In a written reply to the Rajya Sabha, minister of state in Rural Development ministry Pradeep Jain ,however, said there is no immediate proposal to link the functioning of the NSDC with the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The government has set up a high level Committee headed by the Chairman, CBDT, to examine ways to strengthen laws to curb generation of black-money in the country, its illegal transfer abroad and its recovery. The Committee is to examine the existing legal and administrative framework to deal with the menace of generation of black money through illegal means including, declaring wealth generated illegally as national assets, enacting or amending laws to confiscate and recover such assets and providing for exemplary punishment against its perpetrators beside other measures. In a written reply in the Rajya Sabha, the Minister of State in the Finance Ministry, Mr. S.S. Palanimanickam, today said, the Committee is to consult all stakeholders and submit its report within a period of six months.

The 29th meeting of health ministers of 11 South East Asian countries today adopted the Jaipur declaration on Antimicrobial Resistance committing to preserving the efficacy of antibiotics through rational use and regulation. The government has approved four-laning of two stretches of National Highway-3 in Madhya Pradesh at a total cost of about 4,037 crore rupees. An official statement said, the Cabinet Committee on Infrastructure approved four- laning of Gwalior-Shivpuri and Shivpuri-Dewas sections, both on National Highway No-3 in Madhya Pradesh. The four-laning of Shivpuri-Devas section would cost about 2,935 crore rupees. The total length of the project will be 320 kilo metres. Our correspondent reports, the project will benefit the people in the districts of Guna, Rajgarh, Shajapur, Ujjain and Dewas. Four laning of Gwalior-Shivpuri section would benefit major towns such as Mohana, Subhaspura and Satanwara.

प्रधानमंत्री डॉ० मनमोहन सिंह और बंगलादेश की प्रधानमंत्री शेख हसीना के बीच बातचीत के बाद भारत और बंगलादेश ने आज भूमि सीमांकन के बारे में ऐतिहासिक समझौते पर हस्ताक्षर किए। दोनों प्रधानमंत्रियों ने दोनों देशों के बीच विकास के लिए सहयोग के बारे में एक ढांचागत समझौते पर भी हस्ताक्षर किए। समझौतों पर हस्ताक्षर के बाद डॉ० मनमोहन सिंह ने एक संयुक्त बयान में कहा कि भूमि सीमांकन पर समझौते से गैर-रेखांकित सीमा क्षेत्रों, बस्तियों और भूमि पर अवैध कब्जे से जुड़े सभी मुद्दों का समाधान होगा।
हमारे संवाददाता के अनुसार बंगालदेश की प्रधानमंत्री शेख हसीना ने इस बैठक को द्विपक्षीय रिश्तों को मजबूत बनाने की दिशा में ऐतिहासिक कदम बताया और कहा कि आपसी भागीदारी और विकास का ढांचागत समझौता न केवल मौजूदा हकीकत को बल्कि भविष्य की संभावनाओं को भी उजागर करता है।

प्रधानमंत्री ने अपने संबोधन में कहा कि इतने सारे समझौतों पर एक साथ हस्ताक्षर होना दोनों देशों के बीच रिश्तों की गहराई और विविधता को दर्शाता है। उन्होंने आतंकवादी और देश विरोधी गतिविधियों से निपटने के मामले में बंगलादेश की तारीफ करते हुए कहा कि इससे पूरे इलाके में शांति की स्थापना हुई है। तीसता और श्रेणी नदियों के पानी के बंटवारे पर समझौता न होने पर उन्होंने कहा कि नदियां झगड़े की नहीं बल्कि हरियाली की वाहक होती है और बातचीत का यह सिलसिला जारी रहेगा। ताकि इसका सर्वमान्य हल निकल सके। उन्होंने बंगलादेश से संबंधों को प्रगार बनाए रखने का संकल्प भी दोहराया। सेंथिल राजन के साथ सलमान हैदर, आकाशवाणी समाचार, ढाका।

'वोट के बदले नोट' कांड में राज्यसभा सदस्य अमर सिंह और भाजपा के दो पूर्व सांसद फग्गन सिंह कुलस्ते तथा महावीर सिंह भगोरा को गिरफ्‌तार करके चौदह दिन की न्यायिक हिरासत में तिहाड़ जेल भेज दिया गया है। इससे पहले वे दिल्ली की एक अदालत में पेश हुए लेकिन अदालत ने उन्हें जमानत देने से इंकार कर दिया।
उच्चतम न्यायालय द्वारा वोट के बदले नोट मामले में जांच पर नाराजगी व्यक्त किए जाने के बाद दिल्ली पुलिस ने अमर सिंह और अन्य लोगों के खिलाफ आरोप-पत्र दाखिल किया था।
अमर सिंह ने अपने हाल में सिंगापुर में किए गए किडनी प्रत्यारोपण का हवाला देते हुए अदालत में जमानत की याचिका दी थी। उन्होंने कहा कि उन्हें चौबीसों घंटे चिकित्सीय सहायता की जरूरत है। मेडिकल रिपोर्ट देखने के बाद न्यायाधीश ने यह कहते हुए अमर सिंह को जमानत देने से इंकार कर दिया कि इस रिपोर्ट में सितम्बर-२०१० के बाद का कोई चिकित्सीय विवरण मौजूद नहीं है। तिहाड़ जेल के प्रवक्ता ने हमारे संवाददाता को बताया कि डॉक्टरी जांच के लिए जेल परिसर से बाहर अमर सिंह को भेजने का कोई प्रस्ताव नहीं है। उन्होंने बताया कि अगर जरूरत हुई तो परिसर के अंदर ही चिकित्सा सुविधा उपलब्ध कराने के अलावा उनकी डॉक्टरी जांच की जाएगी।

भाजपा के नेतृत्व में विपक्ष ने आज चौथे दिन भी गुजरात में लोकायुक्त के मुद्दे को लेकर संसद के दोनों सदनों की कार्यवाही में बाधा डाली। इस मुद्दे पर बार बार स्थगन के बाद लोकसभा की कार्यवाही दिन भर के लिए स्थगित कर दी गई। राज्यसभा में भी दोपहर के भोजन से पहले दो बार कार्यवाही रोकनी पड़ी। आखिरकार दो बजे सदन की कार्यवाही दिन भर के लिए स्थगित करनी पड़ी।
लोकसभा के नेता और वित्तमंत्री प्रणब मुखर्जी ने इस मुद्दे पर गतिरोध समाप्त करने के प्रयास में आज भाजपा संसदीय दल के प्रमुख लालकृष्ण आडवाणी के साथ संसद भवन मे बैठक की। विपक्षी भाजपा लोकायुक्त को हटाने की मांग पर अड़ी हुई है।
कांग्रेस ने अदालत में पहले से लंबित गुजरात लोकायुक्त मुद्दे पर संसद की कार्यवाही में लगातार बाधा डालने के लिए भाजपा की आलोचना की है। नई दिल्ली में आज पत्रकारों से बातचीत में पार्टी नेता अभिषेक मनु सिंघवी ने भाजपा नेताओं के इस रवैये को सरासर गैर जिम्मेदाराना करार दिया। उन्होंने भ्रष्टाचार के मुद्दे पर भाजपा द्वारा दोहरे मापदण्ड अपनाने का आरोप लगाया। श्री सिंघवी ने कहा कि एक ओर तो भाजपा के संबंध खनन व्यवसाय में भ्रष्टाचार के आरोपी रेड्डी बंधुओं से है दूसरी ओर वह गुजरात में भ्रष्टाचार विरोधी स्वतंत्र लोकायुक्त के विरोध में खड़े हैं।
भाजपा ने केन्द्र सरकार से मांग की कि है कि वह गुजरात में लोकायुक्त की नियुक्ति के मुद्दे पर सदन के पटल पर वक्तव्य दें। आज नई दिल्ली में पत्रकारों से बातचीत में पार्टी प्रवक्ता शहनवाज हुसैन ने न्यायमूर्ति आर एल मेहता को लोकायुक्त नियुक्त करने की गुजरात के राज्यपाल की अधिसूचना तुरंत वापस लेने की मांग की। उन्होंने संसद में इस मुद्दे पर जल्द से जल्द गतिरोध दूर करने का अनुरोध किया।
मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि संसद की कार्यवाही में बार बार व्यवधान के लिए भाजपा और कांग्रेस दोनों ही पार्टियां जिम्मेदार है। आज नई दिल्ली में पत्रकारों से बातचीत में पार्टी नेता सीतराम येचुरी ने कहा कि संसद में बाधा डालने से सरकार को मुख्य मुद्दों पर चर्चा से बच निकलने में मदद मिलती है। गुजरात के लोकायुक्त मुद्दे पर श्री येचुरी ने कहा कि यह मामला न्यायालय में विचाराधीन है, इसलिए भाजपा को सदन की कार्यवाही में बाधा डालने के लिए इस मुद्दे को इस्तेमाल नहीं करना चाहिए।

टू-जी स्पैक्ट्रम आबंटन घोटाले की जांच कर रही संयुक्त संसदीय समिति-जेपीसी की अवधि अगले साल बजट सत्र तक बढ़ा दी गई है। पी० सी० चाको की अध्यक्षता वाली इस समिति का कार्यकाल संसद के मानसून सत्र में खत्म होना था। मानसून सत्र आठ सितम्बर को समाप्त होने वाला है। श्री चाको ने कार्यकाल बढ़ाने के लिए लोकसभा में आज एक प्रस्ताव रखा, जिसमें समिति की रिपोर्ट आगामी बजट सत्र के अंतिम दिन पेश करने की बात कही गई है। प्रस्ताव ध्वनि मत से पारित हो गया।

India and Bangladwesh today signed a historic protocol on land boundary agreement following the talks between Prime Minister Dr. Mahmohan Singh and Bangladesh Prime Minister Sheikh Hasina. The two Prime Ministers also signed a framework agreement on cooperation for development between the two countries. In a joint statement, after signing two agreements, Dr. Singh said that signing of the protocol on land boundary will resolve all issues relating to un-demarcated boundary areas, enclaves and land under adverse possession. Dr. Singh also announced that India will permit free access to 46 textile tariff lines from Bangladesh to Indian market.
Bangladesh Prime Minister described the meeting as a historic moment in bilateral relations and also added that the framework agreement on cooperation and development, is a visionary document that looks not just on the reality today but also the potentials of tomorrow. The Rajya Sabha Member Amar Singh and two former BJP MPs were today sent to 14 days judicial custody. They have been arrested in the cash-for-vote scam. Earlier in the day, Amar Singh, and two former BJP MPs, Faggan Singh Kulaste and Mahbir Singh Bhagora were denied bail by a Delhi Court hearing the case. A police spokesman said that they have been taken to Tihar jail. All the three were charge-sheeted by the Delhi Police in the cash for vote scam after the Supreme Court expressed displeasure over the probe in the case. Armed with his medical reports, Singh made a fervent plea to the court to grant him bail, saying that he has only recently undergone a kidney transplant in Singapore and required intensive round the clock medicare. However, the Judge, after going through the medical reports submitted by Singh, said the documents do not show his medical history after September 2010. A Tihar jail spokesman told our Correspondent that there is no proposal to take Amar Singh outside the jail complex for any medical check up. He said, if there is a need, the check up can be conducted in the complex itself as there is enough medical facility apart from a hospital. Replying to a question on the arrest of former Samajwadi Party leader Amar Singh in the cash for votes scam, Congress spokesperson, Abhishek Manu Singhvi said that the case is being closely monitored by the Apex Court and law will take its own course.
That the arrest we have seen today comes at the conclusion of a very closely monitored apex court investigation. It is pursuant to that monitoring that the charge sheet was filed and only two or three days ago, the apex court made it clear that, now the charge sheet is filed, the law should take its own course and lifted its monitoring. A political party like the congress has no occasion to comment on such things and believes in due process of law.
Senior BJP leader, Rajiv Pratap Rudy questioned why action was not initiated against those who were the beneficiaries of the cash for votes.
Foremost question arises who was the beneficiary of this action. The fact remains that the beneficiary of the action for which members of parliament were attempted to be purchased was the UPA Government.
CPI leader, Gurudas Dasgupta demanded that the Government must clarify its stand on cash for vote.
Right man in the right place. Law should be indiscriminate. Wherever he may be, whatever position he may have, law should take its own course. The beneficiary clearly is the government, and government must clarify.

The BJP-led opposition stalled the proceedings in both the Houses of Parliament for the fourth day today on the issue of the appointment of the Lokayukta in Gujarat. The Lok Sabha has been adjourned for the day after repeated adjournments on the issue. The Rajya Sabha, which witnessed two adjournments in the pre-lunch session, was also adjourned finally for the day at 2 PM. The Opposition BJP was on its feet since morning in both the Houses raising slogans and trooping into the well of the house. They were demanding recall of the Gujarat Governor and quashing of the appointment of Lokayukta in that state.
Leader of the Lok Sabha and the Finance Minister Pranab Mukherjee today held a meeting with BJP Parliamentary Party Chief L K Advani in Parliament House in an effort to end the impasse on the issue. Later, BJP party sources said that BJP may drop the demand of recall of Governor if the Lokayukta is removed in the state.
Critising BJP's demand, Parliamentary Affairs Minister Pawan Kumar Bansal said that Prime Minister is not obliged to speak on every issue. BJP had demanded a statement in Parliament from Prime Minister on Gujarat Lokayukta issue.

Congress today criticized BJP for continuously disrupting Parliament over the Gujarat Lokayukta issue which is already in the Court. Briefing reporters in New Delhi, party spokesman Abhishek Manu Singhvi termed the attitude of BJP leaders as thoroughly irresponsible. He accused BJP of double speak and hypocrisy on the issue of corruption.
Meanwhile, BJP demanded that the Government should make a statement on the floor of Parliament on the issue of appointment of the Lokayukta in Gujarat. Briefing reporters in New Delhi, party spokesman Shahnawaz Hussein called for immediate withdrawal of the notification appointing Justice R.L. Mehta as the Lokayukta by the Gujarat Governor.
CPI(M) held both the BJP and the Congress responsible for repeated disruptions in Parliament. Briefing reporters, Party Leader Sitaram Yechury alleged that ruling and main Opposition party have struck a deal on the floor management in both the Houses.

The Joint Parliamentary Committee, JPC probing 2G scam today got extension till the Budget Session next year. The term of the Committee headed by P C Chacko was to expire during the Monsoon session scheduled to conclude on the 8th of this month. Mr. Chacko moved a motion in the Lok Sabha today seeking extension for presentation of the report till the last day of the next Budget session. The motion was adopted by voice vote. Our correspondent reports that the 30-member committee has so far heard only officials of Enforcement Directorate, CBI and some former Telecom Secretaries. It is yet to hear other former Telecom Secretaries, former Chairmen of Telecom Regulatory Authority of India,TRAI, former Attorney General Soli Sorabjee and former Telecom Ministers.

The Government will come up with a new regulatory framework for the Telecom operators in the country. Addressing a seminar in New Delhi, Telecom Minister Kapil Sibal said that optimum regulation is necessary to strike a balance among the different stake-holders of the industry. Emphasizing on the need for the industry to be more customer friendly he added that operator's policies should be transparent. Mr. Sibal stressed that Private players of the Telecom industry should transfer the profits in the infrastructure sector to accelerate its growth.
Its time for us to consolidate this industry. We cannot afford to have 12 or 13 players in every circle. It is just not possible. The customer has to realize that he will be only benefited when the industry is benefited.

The 29th meeting of health ministers of 11 South East Asian countries today adopted the Jaipur declaration on Antimicrobial Resistance committing to preserving the efficacy of antibiotics through rational use and regulation. Union Health Minister Gulam Nabi Azad inaugurated the meeting and 64th session of the WHO committee for south east Asia taking place in Jaipur. Mr. Azad said that the region has almost one quarter of the world population and it is important to continue to find solutions specific to problems affecting the health of people.

The government has approved four-laning of two stretches of National Highway-3 in Madhya Pradesh at a total cost of about 4,037 crore rupees. An official statement said, the Cabinet Committee on Infrastructure approved four- laning of Gwalior-Shivpuri and Shivpuri-Dewas sections, both on National Highway No-3 in Madhya Pradesh. The four-laning of Shivpuri-Devas section would cost about 2,935 crore rupees. The total length of the project will be 320 kilo metres.

The Nifty gained 47 points, or 0.9 percent, to 5,064. Stock markets in Japan, China, Hong Kong, Singapore, and South Korea ended mixed. The rupee weakened 12 paise, to 46.11 against the dollar. Gold spurted 470 rupees, to a new all-time peak of 28,750 rupees per ten grams in Delhi. Overseas, gold hit a fresh record high of 1,921 dollars an ounce. In Pakistan, at least ten people were killed and several others injured as a bus fell into a ravine in the southern Sindh province this morning. The dead included four women. The bus, which was carrying a number of people on their way back home after a visit to a shrine, plunged into a deep ravine in a mountainous area of Umer Kot district.

In Libya, rebels have clinched a crucial deal to enter the besieged city of Bani Walid without fighting, marking another setback for Libyan leader Muammar Gaddafi's forces. According to the Al Jazeera TV network, the deal was reached between the rebels and representatives from the town and under the deal, the rebels will enter Bani Walid today. The latest development followed the rebels' announcement yesterday that talks over a peaceful handover of Bani Walid, 150 km southeast of Tripoli, had collapsed.
