न्यायमूर्ति दलबीर भंडारी और दीपक वर्मा की पीठ ने केंद्र से कहा है कि वह पीडीएस का कम्प्यूटरीकरण करने के लिए कदम उठाए ताकि अनाज की चोरी और भ्रष्टाचार को रोका जा सके।
पीपल्स यूनियन फॉर सिविल लिबर्टीज द्वारा दायर एक जनहित याचिका पर सुनवाई करते हुए पीठ ने यह आदेश दिया। याचिका में पीडीएस में बड़े पैमाने पर भ्रष्टाचार और अनियमितताओं के बारे में शिकायत की गई थी।
जहां पर सेंक्शन में देरी हुआ करती है, तो उस कार्रवाई में भी तीन महीने की समय सीमा फीक्स की जाये। और उसे अधिक समय सरकार को लेने का अधिकार नहीं होगा। इसी के साथ-साथ क्योंकि कोटर्स में बड़ा समय लगता है। इसलिए ४४ सीबीआई के स्पेशन कोर्ट स्थापित हो चुके हैं। ताकि जो कोर्ट्स में विलम्ब होता है उस विलम्ब से हम लोग मुक्ति प्राप्त कर सके।
कानून मंत्री ने कहा कि सरकारी आदेश जारी किए जाने के तुरन्त बाद इन फैसलों को लागू कर दिया जाएगा। उन्होंने बताया कि ये फैसले मंत्रिसमूह की सिफारिशों के आधार पर लिए गए हैं। भ्रष्टाचार विरोधी उपायों की घोषणा किसी के दबाव में किये जाने के बारे में पूछे जाने पर श्री खुर्शीद ने याद दिलाया कि भ्रष्टाचार पर मंत्रिसमूह का गठन अन्ना हजारे के अनशन शुरू करने से बहुत पहले, छह जनवरी को किया गया था।
श्री खुर्शीद ने कहा कि भ्रष्टाचार के खिलाफ उपायों के बारे में लिए गए फैसले मंत्रिसमूह की अप्रैल में दी गई पहली रिपोर्ट पर आधारित हैे। उन्होंने आशा व्यक्त की कि संसद की स्थाई समिति लोकपाल विधेयक का अध्ययन करेगी और इसे संसद के आगामी सत्र में पेश कर दिया जाएगा। श्री खुर्शीद ने कहा कि सरकार के भ्रष्टाचार विरोधी उपायों के तहत मंत्रियों के विवेकाधिकारों को कम करने का फैसला किया गया है।
संवाददाता सम्मेलन में कार्मिक राज्य मंत्री वी० नारायणसामी ने कहा कि सार्वजनिक खरीद की प्रक्रिया को और पारदर्शी बनाने के लिए नई नीति की घोषणा की जाएगी और संसद के शीतकालीन सत्र में सार्वजनिक खरीद विधेयक लाया जाएगा।
श्री नारायणसामी ने बताया कि मंत्रिसमूह ने सिफारिश की है कि भूमि, टेलीफोन और पेट्रोल पंप के आबंटन में मंत्रियों के पास कोई विवेकाधिकार नहीं रहेगा। सतर्कता प्रशासन को मजबूत करने के उपायों का ब्यौरा देते हुए उन्होंने कहा कि मुकदमा चलाने की अनुमति नहीं देने की स्थिति में संबंधित अधिकारी को सात दिन के भीतर कारण बताते हुए अपने आदेश को उच्च अधिकारी के पास भेजना होगा।
श्री पवार ने कहा कि तिलहन का उत्पादन लगभग दो करोड़ दस लाख टन होने की उम्मीद है, जबकि कपास का उत्पादन ३ करोड़ ६० लाख गांठ होने का अनुमान है जो पहले के रिकॉर्ड उत्पादन से २६ लाख ७० हजार गांठ अधिक होगा। उन्होंने कहा कि गन्ने का उत्पादन बढ़ने का संकेत मिल रहा है और यह मौजूदा खरीफ मौसम में ३४ करोड़ २२ लाख टन होने का अनुमान है।
परिषद की बैठक के बाद संवाददाता सम्मेलन में मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि एक अखिल भारतीय योग्यता सूची तैयार की जायेगी जिसका आधार बारहवीं कक्षा की परीक्षा और एक साझा परीक्षा होगी।
हमने फैसला किया है कि एक परीक्षा होनी चाहिए लेकिन ये केन्द्रीय शिक्षा सलाहकार बोर्ड और राज्य के शिक्षा मंत्रियों की स्वीकृति मिलने पर निर्भर करेगा। हम इसे २०१३ तक लागू करने की कोशिश करेंगे।
श्री कपिल सिब्बल ने कहा कि परीक्षा में छात्रों की तर्क क्षमता और विषय से हटकर अन्य मामलों में उनके ज्ञान का पता लगाया जायेगा।
संयुक्त परिषद नें काकोदकर समिति की सिफारिश के अनुसार आईआईटी की फीस प्रतिवर्ष ५० हजार रूपसे से बढ़ाकर दो लाख रूपये करने पर भी सहमति व्यक्त की। परिषद इस बात पर सहमत थी कि अध्ययन के दौरान छात्र केवल ५० हजार रूपये का भुगतान करेंगे और शेष डेढ़ लाख रूपये फीस उन्हें रोजगार मिलने के बाद वसूली जायेगी। फीस में बढ़ोतरी केवल आम श्रेणी के छात्रों पर लागू होगी क्योंकि क्रीमी लेयर को छोड़कर अनुसूचित जाति, अनुसूचित जनजाति और अन्य पिछड़े वर्ग के छात्रों से पुरानी फीस ही ली जायेगी।
श्री सिब्बल ने बताया कि आईआईटी दो हजार २० तक अपने प्राध्यापकों की संख्या चार हजार से बढ़ाकर १६ हजार करेगा और तब तक ४० हजार प्राध्यापक पीएचडी होंगे।
मुख्यमंत्री मायावती की अध्यक्षता में हुई बैठक में राज्य मंत्रिमंडल ने यह फैसला किया। सरकार ने फैसला किया है कि धान एक हजार ८० रूपये प्रति क्विंटल की दर से खरीदा जायेगा, जबकि ग्रेड-ए के धान का न्यूनतम समर्थन मूल्य एक हजार ११० रूपये होगा जिसे सीधे किसानों से खरीदा जायेगा।
बाढ़ में अब तक २२ लोगों की मौत हो चुकी है। १२ और लोग बाढ़ के पानी में बह गए या डूब गए लेकिन अभी तक उनके शव बरामद नहीं हुए हैं।
इस बीच, ओड़ीशा में लगभग सभी प्रमुख नदियों का जलस्तर घट रहा है। ओड़ीशा सरकार ने बाढ़ प्रभावित इलाकों में नुकसान का जायजा लेने के लिए केंद्र से एक अंतर मंित्रस्तरीय दल भेजने का अनुरोध किया है।

सीबीआई, टू-जी. स्पेक्ट्रम घोटाले की जांच में हुई प्रगति का ब्यौरा २८ सितम्बर को संयुक्त संसदीय समिति को देगी। समिति के अध्यक्ष पी.सी. चाको ने कल नई दिल्ली में संवाददाताओं को यह जानकारी दी। उन्होंने कहा कि समिति ने टू-जी. घोटाले की जांच कर रही सभी एजेंसियों से उनकी जांच की प्रगति के बारे में पूछा था।------
राजस्थान में भरतपुर जिले के गोपालगढ़ कस्बे में दो गुटों के बीच हुए जमीन के विवाद में तीन लोगों की मौत हो गयी और १३ घायल हो गये। घटना के बाद कानून और व्यवस्था बनाये रखने के लिए कामां तहसील में कर्यू लगा दिया गया है। दोनों गुटों ने एक दूसरे पर पत्थर फेकने और फायरिंग शुरू कर दी। पुलिस ने भीड़ को तितर-बितर करने के लिए आंसु गैस के गोले छोड़े और स्थिति पर नियंत्रण के लिए गोली चलानी पड़ी। इस घटना में तीन पुलिसकर्मी भी घायल हो गये।------

The Supreme Court said that no one in the country should die of starvation and malnutrition and it is the responsibility of the government to provide food to the poor. The Apex Court asked all states to specify how much additional foodgrains under the Public Distribution System are needed to meet the objective.
A bench of justices Dalveer Bhandari and Deepak Verma also asked the Centre to take steps for the computerisation of entire PDS to stop pilferage and corruption.
The bench passed the order while dealing with a PIL filed by Peoples Union for Civil Liberties complaining about large-scale corruption and irregularities in the PDS mechanism.

The government has announced a series of measures to expedite the process of dealing with corruption cases against public servants. Out of the 71 fast-track special CBI courts being set up, 44 have already started functioning. The Government has also fixed a limit of three months to grant sanction for prosecution to strengthen the vigilance administration. Briefing reporters in New Delhi yesterday the Law Minister Mr. Salman Khurshid said that the decisions will be implemented soon after government orders are issued.
"Those cases that have been started but remain pending for such a long time they need to be fast tracked. And we need to look on what is the reason why we have not been moving forward. So those cases that are pending in the different stages must be fast tracked. For that purposes review will have to be conducted by a sitting Supreme Court judge."
These decisions were taken on the basis of the recommendations of a Group of Ministers. Mr. Khurshid alongwith the Minister of State for personnel Mr. V Narayanaswamy said, that it has also been decided to bring a new policy and a bill on public procurement in the Winter Session of Parliament to make the procedure more transparent. Mr. Narayanasamy said that a decision has also been taken to curtail the discretionary powers of Ministers as part of the anti-graft approach of the government. He said the GoM had recommended that the ministers will have no discretionary powers in the allotment of land, telephone and petrol pumps.
"All the powers enjoyed by the ministers as a discretionary powers have been removed. Recommendation has been given by the committee. There is one thing where some of the Board directors have been appointed, this all in the form of guidelines. On the basis of guidelines , the appointments have to be made, therefore there is no question of discreationship by the minister."
Elaborating on the strengthening of vigilance administration Narayanasamy said in the event of refusal of sanction to prosecute, the competent authority will have to submit its order, including the reasons for refusal, to the next higher authority for information within seven days.

The country is poised to have a record foodgrain production of about 124 million tonnes in the Kharif Season 2011-12. Releasing the data of the first advance estimates of production of Kharif Crops in New Delhi yesterday, the Union Minister for Agriculture, Mr Sharad Pawar said that the total production of Rice during the Kharif season is estimated at over 87 million tonnes which will be an all time record. He said that the production of rice is estimated to be higher by 2.19 million tones as compared to the previous record of 84.91 million tones during 2008-09.
Mr Pawar said that oilseeds are set to register a record production of nearly 21 million tonnes. He said that despite decline in sugarcane production in subsequent years, the production is showing increasing trend and it is estimated at 342.20 million tonnes in the current Kharif season.

The CBI will brief the Joint Parliamentary Committee, JPC examining the 2G scam on the progress of its investigation into alleged irregularities in the spectrum allocation on the 28th of this month. Talking to reporters in New Delhi yesterday, JPC Chairman P C Chacko said that the JPC had asked all agencies probing the 2G scam to brief it about the progress in the investigation into the alleged irregularities in spectrum allocations. The Chairman said the CBI, Enforcement Directorate and Central Board for Direct Taxes are probing various aspects of the alleged irregularities in the 2G spectrum allocation.

The National Human Rights Commission, NHRC, issued a notice to Gujarat Government on media reports that 23 thalassemic kids allegedly tested positive for HIV after they were transfused with infected blood at the Civil Hospital in Junagarh District. The NHRC has asked for a factual report from the State Government in this matter within four weeks. It also observed that if the allegations in the media reports are true then these amount to violation of the Right to Health of Children.

The Joint Council of Indian Institutes of Technology, IITs, has proposed a pan-India common entrance test for admission to the IITs and National Institutes of Technology, NITs. The Council also proposed covering State Government run and private engineering colleges across the country, under the common examination.
Addressing a press conference in Delhi after the meeting of the Council the HRD Minister Kapil Sibal said the concurrence of the Central Advisory Board of Education and state education ministers would be sought before implementing the proposals. The Council has proposed the operation of the proposals from 2013-14 academic year.
"We have decided that there shall be one exam and subject to the clearance of the CABE Committee and subject to the clearance of the State Education Ministers. We will try and put that in operation in the year 2013."
Mr Sibal said that an all-India merit list will be prepared based on the combined weightage given to class XII exam and to a common test. The examination will test student's logical ability and knowledge on non-subject matters.
The joint Council also agreed to raise the fees of IITs students from 50,000 rupees a year to two lakh rupees as recommended by the Kakodkar Committee. The Council also agreed that during the study period the student will pay only 50 thousand rupees and the balance fee of 1.5 lakh rupees will be recovered after the student gets employment. This fee hike would impact only general category students as students from SC, ST and OBC except creamy layer will continue to pay the old fee.

In Odisha, heavy rain has hampered relief and rescue work in flood-affected areas of the state. The operation has been badly hit mainly on coastal region of the state as a result of which thousands are still talking shelter on roads, bunds and community centres. Quoting official sources our correspondent reports that 22 persons have so far lost their lives in the devastating flood. Meanwhile, flood water has started receding in almost all the major rivers of Odisha. The state Government has requested the Centre to send an inter-ministerial team to the flood-affected areas to assess the damage. As many as 4,006 villages and 15 cities have been badly affected in the current flood in 19 of the 30 districts in the state.

The 4th SAARC Energy Minister’s meeting will be inaugurated in Dhaka this morning by Bangladesh Prime Minister Sheikh Hasina. The meeting is focused on strengthening regional co-operation in the energy sector. Union Minister of Power, Sushilkumar Shinde is leading a high powered Indian delegation which will be taking part in the SAARC Energy Minister’s meeting. Centre has announced 1.5 Lakh rupees as a reward for each player of the National Hockey team that recently won the Asian Champions trophy. Briefing reporters in New Delhi, the Sports Minister Ajay Makan said that government will give Twenty-Five Lakhs to each player if the team continues to win such laurels in the Olympics.
"We already have in place a scheme by way of which in Asian and Commonwealth Championship, which at present Hockey team has just recently won, we already have a scheme through which for an individual winning a medal gets 3 lakh rupees and a team if it wins any individual of the team gets 1.5 lakh rupees each once the team wins the gold medal. So this scheme automatically, our team which has won the Asian Championship would have got 1.5 lakh rupees each, per player after winning the Asian Championship."
Mr Makan added that players deserve these rewards for their outstanding performance and the government is not doling out any charity.

"Disclosure scheme for foreign assets soon" writes the Hindustan Times, adding that the government is working on the details of a voluntary income disclosure scheme that will offer a window for bringing back undisclosed assets stashed away overseas. This will cover NRIs as well and offer immunity from criminal prosecution and imprisonment. "Amnesty likely for assets concealed abroad" writes The Hindu and The Asian Age.
The Statesman has a front page story about a WHO report that says Indians rank very high amongst nations struck by premature deaths, caused by non communicable diseases, mainly heart and blood ailments. According to the report, Tobacco use, physical inactivity, harmful use of alcohol and unhealthy diets are the main contributing factors. The Asian Age has also reported this story.
The Business Standard, Financial Express and Economic Times report that India's overall inflation has accelerated to 9.78 percent in August, the highest rate in more than a year. In a related story, The Tribune, Hindustan Times and other papers write about another Petrol price hike as the rupee touched a two year low against the US dollars and the increasing cost of importing crude oil. Petrol prices may go up by 3 rupees a litre, write the papers.

गृहमंत्री पी० चिदम्बरम ने कहा है कि अफगानिस्तान और पाकिस्तान आतंकवाद का गढ़ हैं। उन्होंने कहा कि पांच बड़े आतंकी गुटों में से चार पाकिस्तान से हैं और इनमें से तीन भारत को निशाना बनाना जारी रखे हुए हैं। आज नई दिल्ली में राज्य पुलिस प्रमुखों के सम्मेलन को सम्बोधित करते हुए श्री चिदम्बरम ने कहा कि अमरीका सहित दुनिया का काई भी देश आतंकी हमलों से बचा नहीं है और इराक, अफगानिस्तान और पाकिस्तान आतंकवाद से सबसे अधिक प्रभावित हैं।अफगानिस्तान, पाकिस्तान आतंकवाद के केन्द्र हैं। पांच मुख्य आतंकवादी समूहों में से चार पाकिस्तान में स्थित हैं और इनमें से तीन-एलईटी, जीईएम और एचएम लगातार भारत को निशाना बनाए हुए हैं। जम्मू कश्मीर में नियंत्रण रेखा से घुसपैठ की कोशिशों में कोई कमी नहीं आई है। इसके अलावा नेपाल और बंगलादेश के रास्ते से भी आतंकवादी भारत में घुसपैठ कर रहे हैं। साथ ही श्रीलंका से तमिलनाडु के लिए उन्हें सुरक्षित रास्ता मिलता है।
श्री चिदम्बरम ने यह भी कहा कि देश के भीतर पनप रहे कई आतंकी गुटों ने भी बम बनाने की क्षमता हासिल कर ली है। उन्होंने स्वीकार किया कि दिल्ली और मुम्बई के हाल के विस्फोटों से सरकार की छवि को नुकसान पहुंचा है। गृहमंत्री ने नक्सली उग्रवाद को देश के लिए एक चुनौती बताया और कहा कि झारखंड और बिहार में नक्सली हिंसा में कोई कमी नहीं हुई है लेकिन उन्होंने कहा कि देश में हाल के वर्षों में साम्प्रदायिक हिंसा में कमी हुई है।
२००३ से अब तक आठ सालों में हर साल औसतन ७५० घटनाएं हुईं। हताहतों की संख्या भी कम हुई और इसमें गिरावट आई। २०११ के पहले छह महीनों में घटनाओं में तेजी से कमी दर्ज की गयी, २७१ घटनाएं हुईं और हताहतों की संख्या भी कम हुई।
गृहमंत्री ने कहा कि सभी तरह के खतरों से निपटने के लिए देश के सुरक्षा बलों को आधुनिक बनाया जा रहा है। उन्होंने यह भी सुझाव दिया कि जनजातीय इलाकों में हिंसा से निपटने के लिए घातक तरीकों का इस्तेमाल न किया जाये। श्री चिदम्बरम ने जांच में देरी को रोकने के लिए विभिन्न जांच एजेन्सियों के बीच सम्पर्क बढ़ाने की आवश्यकता पर भी जोर दिया।
विस्फोटों के मामलों की जांच का ब्यौरा देते हुए उन्होंने कहा कि पिछले दस वर्षों में ४८ में से ३७ मामलों में आरोप पत्र दायर किये गये हैं तथा राष्ट्रीय जांच एजेन्सी कर्नाटक, दिल्ली और मुम्बई के विस्फोटों की आगे जांच कर रही है। हमारे संवाददाता ने खबर दी है कि इस सम्मेलन में आतंकवाद, उग्रवाद और नक्सलवाद के साथ साथ साम्प्रदायिक हिंसा से कारगर ढंग से निपटने के बारे में व्यापक रूपरेखा तैयार की जायेगी। इस सम्मेलन का आयोजन गुप्तचर ब्यूरो ने किया है।

दिल्ली उच्च न्यायालय विस्फोट में घायल एक और व्यक्ति की आज तड़के राम मनोहर अस्पताल में मृत्यु होने से इस घटना में मरने वालों कीसंख्या १४ हो गई है। अस्पताल के अधिकारियों ने बताया कि आज सुबह करीब चार बजे ३४ वर्षीय व्यक्ति की मृत्यु हो गई। विस्फोट में गम्भीर रूप से घायल अधिकतर लोगों को इसी अस्पताल में दाखिल कराया गया है।
इस बीच, सुरक्षा एजेन्सियों ने जम्मू कश्मीर के किश्तवाड़ जिले में हुजी के एक संदिग्ध आतंकवादी को गिरफ्तार किया है। इसे ७ सितम्बर को दिल्ली उच्च न्यायालय के बाहर हुए विस्फोट के बाद आतंकी ई-मेल भेजने के आरोप में गिरफ्तार किया गया है। समझा जाता है कि इस आतंकवादी ने जांचकर्ताओं को बताया है कि इस विस्फोट की जिम्मेदारी लेने वाली हुजी की ई-मेल उसके निर्देश पर भेजी गई थी।

केन्द्र सरकार के कर्मचारियों को इस वर्ष जुलाई से सात प्रतिशत महंगाई भत्ते की एक और किस्त मिलेगी। सूचना प्रसारण मंत्री श्रीमती अंबिका सोनी ने आज मंत्रिमंडल के निर्णय की जानकारी दी। उन्होंने बताया कि पेंशन भोगियों को भी सात प्रतिशत महंगाई राहत मिलेगी।कट अंबिका
ये पहली जुलाई २०११ से इफेक्ट में आएंगी। सात प्रतिशत पिछले आंकड़ों पर जो ५१ फीसदी था उस पर ७ परसेंट एडसनल डीए एलाउंस रिलीफ किया जाएगा। इसका मतलब ५८ प्रतिशत हो जाएगा।
श्रीमती सोनी ने बताया कि मंत्रिमंडल ने १२वीं पंचवर्षीय योजना के मसौदे को भी मंजूरी दे दी। इसे चर्चा के लिए राष्ट्रीय विकास परिषद में पेश किया जायेगा। सूचना प्रसारण मंत्री ने बताया कि प्रस्तावित योजना में नौ प्रतिशत वृद्धि का लक्ष्य है। इस योजना में स्वास्थ्य, शिक्षा, कौशल विकास और बुनियादी ढांचागत सुविधाओं के विकास पर जोर दिया गया है।

योजना आयोग ने कहा है कि १२वीं पंचवर्षीय योजना अगले वित्त वर्ष से लागू हो जायेगी। योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने आज नई दिल्ली में बुनियादी ढांचागत सुविधाओं के बारे में सम्मेलन में बताया कि २०१२ से २०१७ तक १२वीं योजना का दृष्टिकोण पत्र वेबसाइट पर उपलब्ध है। आयोग ने बिजली, परिवहन, हवाई अड्डों, सड़कों और अन्य बुनियादी ढांचागत सुविधाओं को मजबूत करने को बहुत अधिक प्राथमिकता दी है।कट मोंटेक
इसमें ऊर्जा और परिवहन के बारे में बहुत कुछ है जो इन्फ्रास्ट्रक्चर के मुख्य सेक्टर हैं। इसमें पी पी पी की महत्वपूर्ण भूमिका पर जोर जारी है। अब हम योजना को कार्य रूप देने में लगे हैं।
श्री आहलूवालिया ने कहा कि चालू योजना के दौरान इस क्षेत्र में कुल निवेश का ३० प्रतिशत निजी निवेश है जो अगली योजना में बढ़ेगा। उन्होंने बताया कि कोयले की आपूर्ति पूरी न होने के कारण ताप बिजली उत्पादन के दायरे में आयोग चिंतित है और अगली योजना में इस समस्या से निपटने के उपाय सोचे जा रहे हैं।
उन्होंने कहा कि वित्त मंत्री प्रणब मुखर्जी की अध्यक्षता में मंत्रियों का समूह देश में ताप बिजली परियोजनाओं के लिए कोयले की आपूर्ति सुनिश्चित करने पर काम कर रहा है।

कृषि मंत्री शरद पवार ने कहा है कि ताजा आंकड़ों के अनुसार २०१०-११ में अनाज का २४ करोड़, १६ लाख टन का रिकॉर्ड उत्पादन हुआ। वे आज नई दिल्ली में रबी फसल के बारे में राष्ट्रीय सम्मेलन में बोल रहे थे। उन्होंने कहा कि गेहूं, दालों, तिहलनों और कपास का रिकॉर्ड उत्पादन हुआ। श्री पवार ने कहा कि इस वर्ष मार्च में समाप्त तिमाही के दौरान कृषि उत्पादन में सात दशमलव पांच प्रतिशत की अच्छी वृद्धि दर हासिल की गई। उन्होंने कहा कि पिछले वित्त वर्ष में कृषि और सम्बद्ध क्षेत्र में छह दशमलव छह प्रतिशत वृद्धि हुई। उन्होंने कहा कि कृषि क्षेत्र के विकास के लिए बनाई गई नीतियां अच्छी तरह काम कर रही हैं और देश, कृषि क्षेत्र के चार प्रतिशत वृद्धि दर के लक्ष्य को प्राप्त कर लेगा। श्री पवार ने कहा कि इस वर्ष मॉनसून बहुत उत्साहजनक रहा है और समय पर देशभर में अच्छी वर्षा होने से रबी के मौसम में उत्पादन बढ़ाने में सहायता मिलेगी।------
उच्चतम न्यायालय ने दिल्ली अंतर्राष्ट्रीय हवाई अड्डा लिमिटेड कंपनी डायल को निर्देश दिया है कि ठेके पर श्रमिक रखने की व्यवस्था खत्म करे और उन १३६ श्रमिकों में से हर एक को पांच लाख रूपये का मुआवजा दे जिन्हें अनुबंध खत्म होने पर दुबारा काम पर नहीं रखा गया है।न्यायालय ने कहा कि ठेके पर काम करने वाले श्रमिकों की सेवा नियमित करने के बारे में २६ जुलाई २००४ की केन्द्र की अधिसूचना का पालन करने के लिए डायल बाध्य है। न्यायालय का ये भी कहना था कि हवाई अड्डे का संचालन निजी कंपनियों को सौंपे जाने का अर्थ ये नहीं है कि सरकार का नियंत्रण खत्म हो गया है।
लेकिन न्यायालय ने ट्रॉली खिंचाने वाले १३६ श्रमिकों की इस मांग को खारिज कर दिया कि उन्हें नौकरी पर वापस रखा जाये। न्यायालय का कहना था कि उनकी जगह दूसरे श्रमिक रखे जा चुके हैं इसलिए बहुत गड़बड़ी हो सकती है। न्यायालय ने यह आदेश श्रमिक संघ की याचिका पर दिया।

राज्यसभा सांसद अमरसिंह को अस्वस्थ्य होने के कारण १९ सितंबर तक अंतरिम जमानत दे दी गई है। २००८ में हुए नोट के बदले वोट घोटाले में श्री अमर सिंह पर मामला चल रहा है। विशेष न्यायाधीश संगीता धींगड़ा सहगल ने आज उन्हें जमानत दे दी। उन्हें दो लाख रूपये के निजी मुचलके और इतनी की जमानत पर छोड़ा गया है। नियमित जमानत याचिका पर १९ सितंबर को सुनवाई होगी।छह सितंबर को गिरफ्तारी के बाद वे नौ दिन से न्यायिक हिरासत में हैं। १२ सितंबर को उनकी तबीयत बिगड़ जाने के कारण उन्हें तिहाड़ जेल से अखिल भारतीय आयुर्विज्ञान संस्थान में भर्ती करा दिया गया था। समाजवादी पार्टी के पूर्व नेता अमर सिंह ने कुछ समय पहले अपने गुर्दे बदलवाये थे।

कर्नाटक उच्च न्यायालय ने पूर्व मुख्यमंत्री बी एस येदियुरप्पा को अंतरिम जमानत दे दी है। एक निजी कंपनी को सिंचाई का ठेका देने में अनियमितता के आरोप में उनपर मुकदमा दायर किया गया है।श्री येदियुरप्पा की जमानत स्वीकार करते हुए न्यायमूर्ति बी एस बिलप्पा ने उन्हें एक लाख रूपये का निजी मुचलका भरने, दस दिन के भीतर संबंद्ध न्यायालय में पेश होने और छानबीन में सहयोग करने का निर्देश दिया।
न्यायालय ने यह आदेश भी दिया है कि वे अनुमति लिये बिना देश से बाहर न जाएं और अभियोजन पक्ष के सबूतों से छेड़छाड़ न करें।
जनता दल एस नेता वाई एस वी दत्ता ने श्री येदियुरप्पा के मुख्यमंत्री रहते हुए ऊपरी भद्रा में सिंचाई परियोजना के लिए आर एन एस ज्योति इंफ्रास्टक्चर कंपनी को ठेका देने में अनियमितता और घूसखोरी की शिकायत की थी। इस शिकायत के आधार पर पिछले महीने लोकायुक्त अदालत ने श्री येदियुरप्पा के नाम सम्मन जारी किया था।

दिल्लीवासियों को ड्राइविंग लाइसेंस, बिजली के कनेक्शन, जन्म या मृत्यू प्रमाण पत्र, मूल निवास प्रमाण पत्र जैसी ३२ सेवाएं आज से निर्धारित अवधि के भीतर उपलब्ध होंगी। दिल्ली समयबद्ध सेवा निष्पादन नागरिक अधिकार अधिनियम २०११ आज से लागू हो गया है। इसमें यह प्रावधान है कि जो अधिकारी निश्चित समय सीमा के भीतर नागरिकों के आवेदन का जवाब नहीं देंगे उन्हें दस रूपये से लेकर दो सौ रूपये प्रतिदिन तक जुर्माना देना होगा। नागरिकों को सेवा प्रदान करने के तंत्र में सुधार की इस बड़ी पहल के तहत फिलहाल आम जनता के लिए ३२ सेवाओं को शामिल किया गया है। एक महीने के भीतर चालीस और सेवाएं इस दायरे में आ जाएंगी। दिल्ली के मुख्य सचिव पी के त्रिपाठी ने बताया कि सरकार ने कानून को लागू करने के लिए सारी तैयारी कर ली है। विभागों को नागरिक संहिता तैयार करने का निर्देश भी दिया गया है इससे संबंद्ध कार्यालयों की वेंबसाइट और स्वागत कक्षों में लगाया जायेगा। राजस्व, खाद्य और नागरिक आपूर्ति, परिवहन और व्यापार तथा कर विभाग सहित सरकार के सभी कार्यालय और दिल्ली नगर निगम तथा नई दिल्ली नगरपालिका इस कानून के दायरे में हैं।दिल्ली, देश का पहला राज्य है जहां ई निगरानी व्यवस्था शुरू की जा रही है इसके तहत नागरिक देख सकेंगे कि उनके आवेदन पर क्या कार्रवाई हो रही है और कितनी देरी हो रही है।

सरकार ने लोकसेवकों के खिलाफ भ्रष्टाचार के मामलों से निपटने की प्रक्रिया को तेज करने के लिए कई उपायों की घोषणा की है। देश में ७१ फास्ट ट्रैक विशेष सीबीआई अदालतें बनाई जा रही हैं। इनमें से ४४ ने काम करना शुरू कर दिया है। कल नई दिल्ली में संवाददाताओं से बातचीत में कानून मंत्री सलमान खुर्शीद ने कहा कि सरकार ने मुकदमा चलाने की अनुमति देने के लिए तीन महीने की समयसीमा निर्धारित की है। इसके अलावा सतर्कता प्रशासन को मजबूत किया जा रहा है।--------
तीन सितंबरद को समाप्त सप्ताह में खाद्य मुद्रास्फीति में मामूली कमी आई और इसकी दर नौ दशमलव चार सात प्रतिशत रही। दाल और गेहूं को छोड़कर बाकी सभी वस्तुओं के दाम वार्षिक आधार पर बढ़े हैं। थोक मूल्य सूचकांक पर आधारित खाद्य मुद्रास्फीति इससे पिछले सप्ताह में नौ दशमलव पांच पांच प्रतिशत थी। २०१० में इसी सप्ताह में यह दर १५ दशमलव एक छह प्रतिशत थी।सरकार ने आज जो आंकड़े जारी किये उनके अनुसार वार्षिक आधार पर दालें दो दशमलव चार पांच प्रतिशत और गेंहू दो दशमलव शून्य तीन प्रतिशत सस्ता हुआ। लेकिन खाने-पीने की दूसरी चीजें इस सप्ताह में महंगी हुईं।
फिर भी खाद्य मुद्रास्फीति में गिरावट का कारण यह रहा कि साप्ताहिक आधार पर कुछ वस्तुओं के दाम सामान्य दर से बढ़े।

अन्तर बैंक विदेशी मुद्रा बाजार में शुरूआती कारोबार में डॉलर के मुकाबले रूपया ३१ पैसे कमजोर हुआ लेकिन बाद में इसमें थोड़ी मजबूती आई। एक डॉलर का मूल्य ४७ रूपये ८५ पैसे के आसपास रहा।

बिहार में नालंदा जिले में नूर सराय में पुलिस लाठी चार्ज की घटना के सिलसिले में राज्य मानवाधिकार आयोग ने पुलिस विभाग को नोटिस जारी किया है। मुख्यमंत्री नीतिश कुमार पहले ही इस घटना की जांच कराने और लाठी चार्ज के लिए दोषी पुलिसकर्मियों को निलंबित करने आदेश दे चुके है। एक कांस्टेबल और होमगार्ड का एक जवान निलंबित किया जा चुका है। हमारे संवाददाता के अनुसार मुख्यमंत्री ने अतिरिक्त पुलिस महानिदेशक राज्यवर्धन शर्मा से कहा है कि वे मौके पर जाकर घटना की अंतरिम रिपोर्ट दें। कल एक लापता महिला पंचायत अधिकारी की तलाश की मांग कर रही उत्तेजित भीड़ पर हुए लाठी चार्ज में महिलाओं सहित करीब १२ लोग घायल हो गए थे।-------
राजस्थान के भरतपुर जिले में कल दो गुटों के बीच झड़पों के बाद कामां तहसील में कर्फ्यू लगा हुआ है। तहसील के गोपालगढ़ कस्बे में जमीन को लेकर हुए झगड़े में तीन लोग मारे गये थे और १३ लोग घायल हो गए थे। दोनों गुटों के लोग एक दूसरे पर पत्थर फेंक रहे थे और गोलीबारी कर रहे थे भीड़ को तितर-बितर करने के लिए पुलिस ने आंसू गैस छोड़ी और स्थिति पर काबू पाने के लिए गोली भी चलानी पड़ी।इस घटना में तीन पुलिसकर्मी भी घायल हो गए। घायलों को भरतपुर और आसपास के अस्पतालों में भर्ती कराया गया है। हमारे संवाददाता के अनुसार आर ए सी की कंपनियों सहित अतिरिक्त पुलिस बल तैनात किये गये हैं और स्थिति नियंत्रण में है।

असम के धुबरी जिले में बर्डफ्लू से प्रभावित मुर्गियों को मारने का काम आज लगातार छठे दिन भी जारी है। हमारे संवाददाता ने खबर दी है कि अगोमनी क्षेत्र के १४ गांवों में त्वरित कार्य दल मुर्गियों को मारने का काम कर रहे हैं। यह काम एक-दो दिन और जारी रहने की सम्भावना है। अगोमनी के नजदीक के कुछ और जिलों में भी बर्ड फ्लू फैलने से रोकने के लिए एहतियाती उपाय किये जा रहे हैं।बरपेटा जिला प्रशासन ने जिले में पश्चिम बंगाल से पोल्ट्री उत्पादों के आयात पर प्रतिबंध लगाया है। जिला पशु चिकित्सा विभाग द्वारा घटाचार और सरिया साकला में लगभग सौ पक्षियों के खूने के नमूने लिए गए हैं। इसके अलावा एसएमएस के जरिए किसानों के बीच जागरूकता फैलाई जा रही है। बोंगाई गांव और ग्वालपाडा जिले में भी एहतियाती कदम उठाए जा गए हैं। प्रदेश के स्वास्थ्य आयुक्त ने कहा है कि धुबरी के अलावा दूसरे जिलों से बर्डफ्लू का कोई रिपोर्ट नहीं है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

छत्तीसगढ़ में पिछले सप्ताह आई ज+बरदस्त बाढ़ में १५ लोगों की जान गई। कल रायपुर में बाढ़ राहत उपायों की समीक्षा बैठक की अध्यक्षता करते हुए मुख्यमंत्री डॉक्टर रमण सिहं ने यह जानकारी दी। राज्य सरकार ने बाढ़ में मरने वालों के परिवारों को एक-एक लाख रुपये की अनुग्रह राशि देने का निर्णय लिया है। हमारे संवाददाता ने बताया है कि बाढ़ में जिन परिवारों के मकान पूरी तरह वस्त हो गये हैं, राज्य सरकार उन्हें ५० किलो चावल मुफ्त उपलब्ध कराएगी।छत्तीसगढ़ राज्य गठन के बाद यह पहली बार हुआ कि पिछले दिनों आई बाढ़ से प्रदेश को अत्यधिक नुकसान हुआ है। दूसरी ओर प्रदेश के करीब छह से सात जिले किसी न किसी तरह से इस बाढ़ से प्रभावित हुए हैं। प्रदेश का रायगढ़ जिला इस बाढ़ से सबसे ज्यादा प्रभावित हुआ है। कुल २७ हजार बाढ़ प्रभावित लोगों में से करीब १९ हजार लोग अकेले रायगढ़ जिले से हैं जो राहत शिविरों में रह रहे हैं। वर्तमान में प्रदेश में कुल ८५ राहत शिविरों में लगभग २७ हजार लोग शरण लिए हुए हैं। जहां एक ओर राज्य सरकार बाढ़ प्रभावितों को इन स्थितियों से उबारने का हर प्रयास कर रही है फिर भी प्रभावित लोगों को अपना जीवन वापस पटरी में लाने में थोड़ा वक्त जरूर लगेगा। रायपुर से गिरीश चंद्र दास।

हरियाणा और पंजाब के विभिन्न भागों में कल रात से भारी वर्षा हो रही है। चंडीगढ़ और आसपास के क्षेत्रों में जनजीवन अस्त-व्यस्त है। विभिन्न स्थानों में बिजली आपूर्ति ठप्प रही और तेज आंधी के कारण बहुत से पेड़ गिर गये हैं। बादल छाये है और अधिक वर्षा की संभावना बतायी गई है। कृषि विशेषज्ञों का कहना है कि इस वर्षा से फसल को नुकसान होगा।आज यहां अधिकतर स्थानों पर वर्षा हो रही है। वहीं अमृतसर और सीमावर्ती कुछ क्षेत्रों में धूप खिली हुई है। पिछले दो दिनों में भाखड़ा ड्रैम की झील गोविंद सागर से पानी छोड़े जाने के बावजूद झील में जलस्तर लगातार बढ़ रहा है। इस समय जलस्तर १६८० फुट के सुरक्षित प्वाइंट से थोड़ा ऊपर है। भाखड़ा व्यास मैनेजमेंट बोर्ड के अधिकारियों का कहना है कि बेशक झील में पानी १६८० फुट तक भरा जा सकता है लेकिन प्रबंधकों द्वारा थोड़ा-थोड़ा पानी छोड़ा जा रहा है ताकि पानी स्तर १६८० फुट के करीब रखा जा सके। ऊपरी क्षेत्रों में हो रही वर्षा से रावी दरिया पर बने रंजीत सागर डैम की झील और व्यास पर बने पोंग डैम की झील में भी पानी बढ़ रहा है और दोनों ही झीले भरने के करीब हैं। राज्य के मानसा, ठांडा और फजिल्का जिलों में इस महीने हुई भारी वर्षा से ९० हजार हेक्टेयर भूमि पर कपास की फसल को भी नुकसान हुआ है। आकाशवाणी समाचार के लिए चण्डीगढ़ से जसविन्दर सिंह रंधावा।

देहरादून, पिथौरागढ और चमोली जिलों में आज भारी वर्षा के कारण जनजीवन प्रभावित है। अलमोड़ा-पिथौरागढ़ और ऋषिकेश-बद्रीनाथ को जोड़ने वाले राजमार्ग कई स्थानों पर भारी वर्षा और भूस्खलन के कारण बंद कर दिये गये हैं। मौसम विभाग के अनुसार अगले २४ घंटों के दौरान राज्य के गढ़+वाल क्षेत्र के कई स्थानों पर भारी वर्षा होने की संभावना है।

बांग्लादेश की प्रधानमंत्री शेख हसीना ने दक्षिण एशियाई क्षेत्रीय सहयोग संगठन सार्क के सदस्यों से आग्रह किया है कि वे ऊर्जा की चुनौतियों का मिलकर सामना करें। आज ढाका में सार्क देशों के ऊर्जा मंत्रियों के चौथे सम्मलेन का उद्घाटन करते हुए उन्होंने कहा कि कि सदस्य देश क्षेत्रीय अर्थव्यवस्था में तालमेल और एक दूसरे पर निभर्रता की कोशिश कर रहे हैं इसलिए ऊर्जा क्षेत्र में जानकारी तकनीक और संसाधनों के आदान-प्रदान की बहुत गुंजाइश है। इससे टिकाऊ विकास में मदद मिलेगी।बांग्लादेश की प्रधानमंत्री ने कहा कि सार्क क्षेत्रीय ऊर्जा व्यापार अध्ययन रिपार्ट के अनुमोदन से ऊर्जा क्षेत्र में व्यवाहारिक ढंग से सहयोग करने की रूपरेखा मिल जायेगी। उन्होंने बताया कि बांग्लादेश इस समय भारत और म्यांमा के साथ बिजली आदान-प्रदान व्यवस्था पर काम कर रहा है और भूटान तथा नेपाल की पनबिजली क्षमता के उपयोग पर भी विचार कर रहा है। दिनभर के इस सम्मेलन में सार्क क्षेत्रीय ऊर्जा व्यापार, सहयोग व्यवस्था समझौते और क्षेत्रीय ऊर्जा एक्सचेंज की स्थापना जैसे मुद्दों पर चर्चा होने की संभावना है।

भारत-नेपाल आर्थिक सहयोग कार्यक्रम के अंतर्गत भारत ने नेपाल के मोरांग जि+ले में स्कूल भवनों के निर्माण के लिए पांच करोड़ ५२ लाख नेपाली रुपये की सहायता उपलब्ध करायी है। नेपाल में भारत के राजदूत जयंत प्रसाद ने कल विराटनगर में श्री आदर्श हायर सैेकेण्डरी स्कूल के भवन का शिलान्यास किया। श्री जयंत प्रसाद ने मोरंग जिले में इटहारा में श्री सरस्वती हॉयर सैकेण्डरी स्कूल के नये भवन का भी उद्घाटन किया। इसमें ११ सौ से अधिक छात्रों को शिक्षा दी जा सकेगी।इस अवसर पर भारतीय राजदूत ने कहा कि भारत नेपाल आर्थिक सहयोग कार्यक्रम, दोनों देशों के बीच संबंधों मे एक महत्वपूर्ण कड़ी है।

पर्यटन क्षेत्र में कुशलता और अतिथि के लिए सम्मान की भावना जागृत करने के उद्देश्य से पर्यटन मंत्रालय ने ड्राइवरों को प्रशिक्षित करने का कार्यक्रम शुरू किया है। इस योजना में उन पुरूषों और महिलाओं को शामिल किया जाएगा जिनकी आयु १८ से २८ वर्ष तक होगी तथा कम से कम १० कक्षा पास होंगे। इस कार्यक्रम में गरीबी की रेखा से नीचे जीवन ज्ञापन कर रहे लोगों को तरजीह दी जाएगी।------
भारतीय प्रोद्योगिकी संस्थानों की संयुक्त परिषद ने देशभर में सभी इंजीनीयरिंग पाठ्यक्रमों में प्रवेश के लिए एक ही योग्यता परीक्षा लेने का प्रस्ताव रखा है। परिषद का कहना है कि २०१३ से इसी तरह की परीक्षा आयोजित की जाये और उसके आधार पर सभी आईआईटी और देश में सभी इंजीनियरिंग संस्थाओं में प्रवेश दिया जाये।परिषद की बैठक के बाद मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि इससे छात्रों पर दबाव कम होगा और हर वर्ग के छात्र आईआईटी में प्रवेश पा सकेंगे।
संयुक्त परिषद ने काकोदकर समिति की सिफारिश के अनुसार आईआईटी की फीस प्रतिवर्ष ५० हजार रूपये से बढ़ाकर दो लाख रूपये करने पर भी सहमति व्यक्त की। परिषद में इस बात पर सहमत थी कि अध्ययन के दौरान छात्र केवल ५० हजार रूपये का भुगतान करेंगे और शेष डेढ़ लाख रूपये फीस उन्हें नौकरी मिलने के बाद ली जायेगी। हमारे संवाददाता का कहना है कि फीस में बढ़ोतरी केवल सामान्य श्रेणी के छात्रों पर लागू होगी। अनुसूचित जाति और अनुसूचित जनजाति तथा क्रीमी लेयर से बाहर के अन्य पिछड़ी जातियों के विद्यार्थी पुरानी फीस देते रहेंगे।

In the first six month of 2011 there has been sharp decline in the number of incidents 271 and the number of causalities there is no room for complacency and i urge you to remain vigilant.The Home Minister said that the country's security forces are being modernized to deal with multiple threats. He also suggested that violence in Tribal areas should be dealt with non-lethal ways. Mr. Chidambaram also emphasized on the need of communication between different investigation agencies to check the delays in any probe. Giving details of the investigations in the blast cases, he said charge sheets have been filed in 37 cases out of the 48 in the last ten years and NIA is carrying out further investigations in the blasts in Karnataka, Delhi and Mumbai.<<<>>>Central Government employees will get another instalment of seven percent DA from July this year. The total financial implications on account both dearness allowances and dearness relief would be 7228.76 crore per annum and 4819.22 crore in the current financial year.She said the Cabinet also approved the draft of 12th Five Year Plan. It will be applicable from next fiscal and will be presented before the National Development Council for discussion. She said the focus of the proposed plan is to achieve nine percent growth. Sources said, Aamin is understood to have told the investigators that an email claiming responsibility on behalf of the HuJI was sent on his directions. Delhi Right to Citizen to Time Bound Delivery of Services Act 2011 came into force from today. Seen as a major reform in service delivery mechanism initiated by the Delhi Government, the legislation fixes financial penalty in the range of 10 rupees to 200 rupees a day to the officials failing to respond to citizens' plea within the stipulated time-frame. 32 services concerning general public have been brought under its coverage. Another 40 services will be included in a month. Delhi Chief Secretary P K Tripathi said the government has made all preparations to implement the law. The government has also directed the departments to prepare citizens' charter which will be put up in the reception areas in the offices as well as on the websites.Almost all the government departments including Revenue, Food and Civil Supplies, Transport and Trade and Taxes as well as civic agencies MCD and NDMC have been brought under the legislation. Singh was in judicial custody for nine days.He was arrested on the 6th of September after he appeared in court in response to its summons for his alleged role in the scam. Singh, who had undergone a kidney transplant, was subsequently sent to AIIMS on September 12 following complaints of vomiting and Diarrhoea. The court granted him bail on furnishing a personal bond of 2 lakh Rs and a surety of the same amount. The court is slated to hear Singh's regular bail plea on September 19.<<<>>>Bihar Chief Minister Nitish Kumar has ordered a probe into the police lathicharge at Noorsarai in Nalanda district. The Police used tear gas to disperse the agitated mob and had to open fire to control the situation. More than 3 policemen were also injured in the incident. The injured have been admitted at Bharatpur and nearby hospitals. The rate of price rise of food items was 15.16 per cent in the corresponding week of 2010.
As per data released by the government today, prices of pulses fell by 2.45 per cent year-on-year, while wheat became cheaper by 2.03 per cent. -----सरकारी तेल कंपनियों ने पेट्रोल की कीमत में तीन रूपए १४ पैसे प्रति लीटर की बढ़ोतरी कर दी है। इंडियन ऑयल के एक वरिष्ठ अधिकारी ने आकाशवाणी को बताया कि बढ़ी हुई कीमत आज आधी रात से लागू हो जाएगी। इसके अनुसार दिल्ली में पेट्रोल की कीमत अब ६६ रूपए ८४ पैसे प्रति लीटर हो जाएगी। देश की तीन बड़ी तेल कंपनियों-इंडियन ऑयल, भारत पेट्रोलियम और हिंदुस्तान पेट्रोलियम के शीर्ष अधिकारियों ने बताया कि पेट्रोल पर तेल कंपनियों को करीब २८ अरब पचास करोड़ रूपए का नुकसान उठाना पड़ रहा है। तेल मंत्रालय के एक वरिष्ठ अधिकारी ने बताया कि इन कंपनियों को पेट्रोल के अलावा डीजल, रसोई गैस और मिट्टी के तेल को लागत से कम मूल्य पर बेचने से दो अरब ६३ करोड़ रूपए का नुकसान हो रहा है।

श्रीमती सोनी ने बताया कि केंद्रीय मंत्रिमंडल ने १२वीं पंचवर्षीय योजना के दृष्टिकोण पत्र को अंतिम मंजूरी के लिए राष्ट्रीय विकास परिषद के सामने रखने के योजना आयोग के प्रस्ताव को मंजूरी दे दी है। उन्होंने बताया कि आगामी योजना में स्वास्थ्य, शिक्षा और कौशल विकास, पर्यावरण, प्राकृतिक संसाधन तथा बुनियादी ढांचा विकास पर विशेष जोर दिया जाएगा।
केंद्रीय मंत्रिमंडल ने राष्ट्रीय अल्पसंख्यक आयोग की वर्ष २००८-०९ की सिफारिशों पर की गई कार्रवाई का ब्यौरा संसद के दोनों सदनों में पेश करने की भी मंजूरी दी। मंत्रिमंडल ने राष्ट्रीय मानसिक स्वास्थ्य और तंत्रिका विज्ञान संस्थान, बंगलौर विधेयक २०१० में संशोधन को भी मंजूरी दे दी।
-----गृहमंत्री पी. चिदम्बरम ने कहा है कि पूर्वात्तर राज्यों में हिंसा के खतरे और जबरन वसूली के मामलों से निपटने के लिए भारी संख्या में सुरक्षाबलों की मौजूदगी जरूरी है। नई दिल्ली में आज पुलिस महानिदेशकों और पुलिस महानिरीक्षकों के सम्मेलन में श्री चिदम्बरम ने कहा कि पूर्वात्तर में अभी भी कुछ छोटे संगठन मौजूद हैं जो वार्ता के प्रस्ताव को स्वीकार नहीं कर रहे हैं। उन्होंने कहा कि कुछ पूर्वात्तर राज्यों में सुरक्षा स्थिति में उल्लेखनीय सुधार हुआ है।
असम, मणिपुर और नगालैंड में विभिन्न संगठनों के साथ बातचीत के लिए दो मध्यस्थों की नियुक्ति की चर्चा करते हुए श्री चिदम्बरम ने इस दिशा में हुई प्रगति पर प्रसन्नता व्यक्त करते हुए कहा कि सरकार ने एन.एस.सी.एन.-आई.एम. और एन.एस.सी.एन. के साथ संघर्ष विराम समझौते किए हैं।
उन्होंने कहा कि राष्ट्रीय आतंकवाद विरोधी केन्द्र के लिए जल्दी ही सरकार से मंजूरी मिल जायेगी। एक अन्य महत्वाकांक्षी योजना-नैटग्रिड की चर्चा करते हुए उन्होंने कहा कि इस दिशा में निर्धारित कार्यक्रमों के अनुसार काम चल रहा है।
गृहमंत्री ने कहा है कि अफगानिस्तान और पाकिस्तान आतंकवाद के गढ़ हैं। उन्होंने कहा कि पांच बड़े आतंकी गुटों में से चार पाकिस्तान से हैं और इनमें से तीन भारत को लगातार निशाना बना रहे हैं।
पांच मुख्य आतंकवादी गुटों में से चार पाकिस्तान में स्थित हैं और इनमें से तीन- लश्कर-ए-तैय्यबा, जैश-ए-मोहम्मद और हिज+बुल मुजाहिद्दीन लगातार भारत को निशाना बनाए हुए हैं। जम्मू कश्मीर में नियंत्रण रेखा से घुसपैठ की कोशिशों में कोई कमी नहीं आई है। इसके अलावा नेपाल और बंगलादेश के रास्ते से भी आतंकवादी भारत में घुसपैठ कर रहे हैं। साथ ही श्रीलंका से तमिलनाडु के लिए उन्हें सुरक्षित रास्ता मिल जाता है।
श्री चिदम्बरम ने कहा कि अमरीका सहित दुनिया का कोई भी देश आतंकी हमलों से नहीं बचा है। इराक, अफगानिस्तान और पाकिस्तान आतंकवाद से सबसे अधिक प्रभावित हैं।
श्री चिदम्बरम ने यह भी कहा कि देश के भीतर पनप रहे कई आतंकी गुटों ने भी बम बनाने की क्षमता हासिल कर ली है। उन्होंने माना कि हाल के दिल्ली और मुम्बई विस्फोटों से सरकार की छवि को नुकसान पहुंचा है। गृहमंत्री ने नक्सली उग्रवाद को देश के लिए एक चुनौती बताया और कहा कि झारखंड और बिहार में नक्सली हिंसा में कोई कमी नहीं हुई है लेकिन उन्होंने कहा कि देश में हाल के वर्षों में साम्प्रदायिक हिंसा में कमी आई है।
-----असम में छह कट्टर उग्रवादियों ने आज तिनसुखिया जिले के लेखापानी में असम रायफल्स के अधिकारियों के सामने समर्पण कर दिया। इसमें पांच उग्रवादी अरूणाचल नगा लिब्रेशन फ्रंट के और एक एन एस सी एन खापलांग गुट का है ।ये लोग पड़ोसी राज्य अरूणाचल प्रदेश के चांगलांग जिले में लंबे अर्से से उग्रवादी गतिविधियों में सक्रिय थे।
-----पाकिस्तान के पश्चिमोत्तर लोअर दीर इलाके में आज दोपहर एक आत्मघाती बम विस्फोट में कम से कम बीस लोग मारे गए हैं और ५० अन्य घायल हो गए। स्थानीय मीडिया के अनुसार ये हमला एक स्थानीय नेता के अंतिम संस्कार के दौरान हुआ। सभी घायलों को स्थानीय तिमारघर अस्पताल में ले जाया गया है। अस्पताल सूत्रों के अनुसार कुछ घायलों की हालत गंभीर है और मृतकों की संख्या बढ़ सकती है। पाकिस्तान के राष्ट््रपति और प्रधानमंत्री ने इस घटना पर दुख व्यक्त किया है। किसी भी समूह ने अब तक हमले की जि+म्मेदारी नहीं ली है।

श्री नारायणसामी ने कहा कि केंद्र शीघ्र ही एक व्यापक चुनाव सुधार विधेयक लेकर भी आएगा, जो दूसरे प्रशासनिक सुधार आयोग की सिफारिशों पर आधारित होगा।

-----रविवार को ओडिशा सरकार द्वारा बाढ़ राहत कार्यो में मदद की अपील के जवाब में भारतीय नौसेना की पूर्वी नौसैनिक कमान ने बाढ़ राहत अभियान शुरू कर दिया है। एक सरकारी विज्ञप्ति के अनुसार खोजी और बचाव के चेतक हेलीकॉप्टर और गोताखोरों सहित भारतीय नौसेना के जहाज ऐरावत को पारादीप बन्दरगाह के पास तैनात कर दिया गया है।

<><><>State-owned oil firms have raised petrol prices by 3.14 rupees per litre . A top executive of Indian Oil told AIR that the hike will be effective from midnight tonight. With this, petrol in Delhi will now cost 66.84 rupees a litre. Top Executives of the three oil marketing Companies, Indian Oil, Bharat petroleum and Hindustan Petroleum said that the oil firms were incurring losses of around 2850 crore rupees on petrol. Besides this, an official of Oil Ministry said that the three firms are losing 263 crore rupees per day on selling diesel, domestic LPG and kerosene, below cost. The State owned Oil companies started suffering more losses following increase in the cost of crude oil and depreciation of rupee in the international market.<><><>Central Government employees will get another installment of seven percent DA from July this year. The Information and Broadcasting Minister Mrs. Ambika Soni broke the happy news for the government employees at a press briefing, after the Cabinet gave approval to the proposal.The Government also release additional installment of Dearness Allowances to Central Government employee and Dearness relief to pensioner. The cabinet approved this release of additional installment of allowances, dearness allowances as due from the 1st of July 2011 at the rate of 7 per cent over the existing rate of 51 per cent that means it will become 58.Mrs. Ambika Soni said the Union Cabinet also gave its nod to the Planning Commission's draft approach paper for the 12th plan to place it before National Development Council, NDC for final approval.The approach paper has proposed the target of 9 per cent growth for the 12th plan. Health Education and Skill Development, Environment and National resources and Infrastructure Development will be the focus area. As you know that by the end of March 12th hopefully the full plan document will be there. The 55-year-old former Samajwadi Party leader was in judicial custody for nine days.He was arrested on September 6 after he appeared in court in response to its summons for his alleged role in the scam.The court is slated to hear Singh's regular bail plea on September 19.<><><>The Karnataka High Court today granted anticipatory bail to former Chief Minister B S Yeddyurappa in a case filed against him for alleged irregularities in awarding an irrigation contract to a private firm.Allowing the bail plea of Yeddyurappa, Justice B S Billappa ordered him to furnish a personal bond for Rs one lakh, appear before the jurisdictional court within 10 days and cooperate with the investigations.The Court also ordered him not to leave the country without its prior permission and not to tamper with the prosecution evidence.<><><>Driving License, Power connection, Birth or Death Certificate, Domicile certificate are among the 32 services that Delhiites will get within a specified time from today. Delhi Right to Citizen to Time Bound Delivery of Services Act 2011 came into force from today. Seen as a major reform in service delivery mechanism initiated by the Delhi Government, the legislation fixes financial penalty in the range of 10 rupees to 200 rupees a day to the officials failing to respond to citizens' plea within the stipulated time-frame. In a letter written to the Home Minister Mr. P.Chidambaram, the Deputy General Secretary of the Party S.Sudhakar Reddy said the process of sanctioning the pension is slow and it needs to be expedited.<><><>Food inflation declined marginally to 9.47 per cent for the week ended September 3, with prices of all items, barring pulses and wheat, rising on an annual basis. Food inflation, as measured on the basis of the Wholesale Price Index, stood at 9.55 per cent in the previous week. The rate of price rise of food items was 15.16 per cent in the corresponding week of 2010.As per data released by the government today, prices of pulses fell by 2.45 per cent year-on-year, while wheat became cheaper by 2.03 per cent. However, other food items became more expensive during the week under review.<><><>Ahead of Reserve Bank of India releasing its quarterly review tomorrow, the Finance Minister Mr.Pranab Mukherjee today said that inflation has already peaked and would now moderate gradually.Earlier in the day, Mukherjee told reporters that it will take some time before prices of the kitchen staples like onion and potato decline.
