अमरीका ने भारत स्थित आतंकवादी संगठन इंडियन मुजाहिदीन को विदेशी आतंकवादी संगठन करार देते हुए  उस पर प्रतिबंध लगा दिया। अमरीकी विदेश विभाग ने कहा है कि पाकिस्तान से गतिविधियां चलाने वाले लश्कर-ए-तैयबा, जैश-ए-मोहम्मद और हरकत-उल-जिहादी इस्लामी यानी हूजी के साथ इंडियन मुजाहिदीन के करीबी रिश्ते हैं। ये सभी संगठन अमरीका द्वारा प्रतिबंधित आतंकवादी संगठनों की सूची में शामिल हैं।
भारत में वर्ष २००५ के बाद से हुए दर्जनों बम विस्फोटों के लिए इंडियन मुजाहिदीन जिम्मेदार है। इन विस्फोटों में सैकड़ों बेगुनाह मारे जा चुके हैं।

गृहमंत्री पी. चिदम्बरम ने कहा है कि हिंसा के खतरे और जबरन वसूली के मामलों से निपटने के लिए पूर्वोत्तर राज्यों में भारी संख्या में सुरक्षाबलों की मौजूदगी, जरूरी है। नई दिल्ली में कल पुलिस महानिदेशकों और पुलिस महानिरीक्षकों के सम्मेलन में श्री चिदम्बरम ने कहा कि पूर्वोत्तर में अब भी कुछ ऐसे छोटे संगठन मौजूद हैं जो वार्ता के प्रस्ताव को स्वीकार नहीं कर रहे हैं। उन्होंने कहा कि कुछ पूर्वोत्तर राज्यों में सुरक्षा स्थिति में उल्लेखनीय सुधार हुआ है।
असम, मणिपुर और नगालैंड में विभिन्न संगठनों के साथ बातचीत के लिए दो मध्यस्थों की नियुक्ति की चर्चा करते हुए श्री चिदम्बरम ने इस दिशा में हुई प्रगति पर प्रसन्नता व्यक्त की। गृहमंत्री ने कहा कि अफगानिस्तान और पाकिस्तान आतंकवाद का केंद्र बने हुए हैं।

अफगानिस्तान और पाकिस्तान आतंकवाद के गढ़ हैं। पांच प्रमुख आतंकवादी गुटों में से चार पाकिस्तान में हैं और इनमें से तीन लश्कर-ए-तैयबा, जैसे ए मोहम्मद और हिज+बुल मुजाहिद्दीन लगातार भारत को निशाना बनाए हुए हैं।
श्री चिदम्बरम ने कहा कि देश के कई आतंकी गुटों ने बम बनाने की क्षमता हासिल कर ली है। उन्होंने वामपंथी उग्रवाद को देश के लिए चुनौती बताया।

हमारे संवाददाता ने खबर दी है कि इस सम्मेलन में आतंकवाद, उग्रवाद और नक्सलवाद के साथ-साथ साम्प्रदायिक हिंसा से कारगर ढंग से निपटने के बारे में व्यापक रूपरेखा तैयार की जायेगी। तीन दिन के इस सम्मेलन का आयोजन गुप्तचर ब्यूरो ने किया है।

असम में छह कट्टर उग्रवादियों ने कल तिनसुखिया जिले के लेखापानी में असम रायफल्स के अधिकारियों के सामने समर्पण कर दिया। इसमें पांच उग्रवादी अरूणाचल नगा लिब्रेशन फ्रंट के और एक एन एस सी एन खापलांग गुट का है। ये लोग पड़ोसी राज्य अरूणाचल प्रदेश के चांगलांग जिले में लंबे अर्से से उग्रवादी गतिविधियों में सक्रिय थे।

सरकारी तेल कंपनियों ने पेट्रोल की कीमत में तीन रूपए १४ पैसे प्रति लीटर की वृद्धि कर दी है। बढ़ी हुई कीमत आधी रात से लागू हो गई है। इसके अनुसार दिल्ली में पेट्रोल अब ६६ रूपए ८४ पैसे प्रति लीटर मिल रहा है। देश की तीन बड़ी तेल कंपनियों-इंडियन ऑयल, भारत पेट्रोलियम और हिंदुस्तान पेट्रोलियम के शीर्ष अधिकारियों ने बताया कि पेट्रोल पर तेल कंपनियों को करीब २८ अरब पचास करोड़ रूपए का नुकसान उठाना पड़ रहा है।

भारत ने जलवायु परिवर्तन की चिन्ताओं को दूर करने के लिए समृद्ध देशों से विकासशील देशों को अतिरिक्त वित्तीय संसाधन उपलब्ध कराने को कहा है। कल शाम नई दिल्ली में पर्यावरण और वन मंत्री जयंती नटराजन ने पत्रकारों से कहा कि इन देशों के लिए संसाधनों की सुलभता जरूरी है। श्रीमती नटराजन दक्षिण अफ्रीका में जलवायु परिवर्तन के बारे में मंत्रिस्तरीय सम्मेलन से लौटने पर पत्रकारों को जानकारी दे रही थीं। उन्होंने कहा कि विकासशील देशों को उन सभी देशों को साथ लेना चाहिए जो अब भी क्योटो प्रोटोकॉल से सहमत नहीं हैं और इस मद्दे के समाधान के लिए विकसित देशों में दृढ़ +राजनीतिक इच्छा शक्ति का होना जरूरी है।

श्री अभिषेक मनु सिंघवी को लोकपाल विधेयक पर विचार कर रही कार्मिक, जन शिकायत तथा विधि और न्याय सम्बन्धी संसदीय स्थायी समिति का फिर से अध्यक्ष नियुक्त किया गया है। इससे लोकपाल विधेयक पर जल्द विचार-विमर्श करने में मदद मिलेगी। लोकसभा अध्यक्ष मीरा कुमार ने राज्यसभा के सभापति श्री हामिद अंसारी से परामर्श करके कई अन्य संसदीय समितियों के साथ इस समिति का भी पुनर्गठन किया है।
३१ सदस्यीय इस समिति से तीन महीने के भीतर अपनी रिपोर्ट देने को कहा गया है। श्री सिंघवी की अध्यक्षता में इस समिति का कार्यकाल ३१ अगस्त को समाप्त हो गया था।

केंद्रीय मंत्रिमंडल ने १२वीं पंचवर्षीय योजना के दृष्टिकोण पत्र के मसौदे को अंतिम मंजूरी के लिए राष्ट्रीय विकास परिषद के सामने रखने के योजना आयोग के प्रस्ताव को मंजूरी दे दी है।
केंद्रीय कर्मचारियों को इस वर्ष जुलाई से सात प्रतिशत महंगाई भत्ते की एक और किस्त का भुगतान किया जाएगा। कल केंद्रीय मंत्रिमंडल की बैठक में इस प्रस्ताव की मंजूरी के बाद सूचना और प्रसारण मंत्री अम्बिका सोनी ने यह घोषणा की।

कैबिनेट ने अपनी स्वीकृति दी है एडिशनल इंस्टालमेंट डियरनेस अलाउंस की सेंट्रल गवरमेंट एम्पलॉयस को और रिलीफ पेन्शर्न्स को यह पहली जुलाई २०११ से इफेक्ट में आयेगी। पिछले आकड़ों पर जो ५१ फीसदी था उस ७ परसेंट एडिशनल डियरनेस अलाउंस रिलीज+ किया जायेगा।

केंद्र एक व्यापक लोक सेवा प्रदाय और नागरिक शिकायत विधेयक लेकर आएगी, जो सार्वजनिक उपयोग की सभी सेवाओं पर लागू होगा। विधेयक के अनुसार पूरी पारदर्शिता और जवाबदेही के साथ निश्चित समय में लोक सेवा प्रदान की जाएगी। केंद्रीय कार्मिक लोक शिकायत और पेंशन राज्य मंत्री वी० नारायणसामी ने कल पटना में कहा कि लोकपाल नौकरशाही में भ्रष्टाचार से निपटेगा।
श्री नारायणसामी ने कहा कि केंद्र शीघ्र ही एक व्यापक चुनाव सुधार विधेयक लेकर भी आएगा, जो दूसरे प्रशासनिक सुधार आयोग की सिफारिशों पर आधारित होगा।

पंजाब और चंडीगढ़ में व्यापक वर्षा और तेज हवा के कारण जनजीवन अस्त-व्यस्त हो गया है। निचले इलाकों में पानी भर गया है। शहरों में जगह जगह पेड़ उखड़ जाने के कारण बिजली आपूर्ति में अब भी बाधा है। लोग घंटों तक ट्रैफिक जाम में फंसे रहे। हमारे संवाददाता के अनुसार मौसम विभाग ने और वर्षा होने की संभावना व्यक्त की है।
राज्य के विभिन्न क्षेत्रों में कल हुई भारी वर्षा से धान और कपास की फसल को नुकसान हुआ है। राज्य के कपास उत्पादन क्षेत्र में कपास की फसल को दस से पंद्रह प्रतिशत का नुकसान बताया जा रहा है। जबकि कई स्थानों पर नुकसान पचास से साठ प्रतिशत तक का भी कहा जा रहा है। मौसम की वजह से कपास की फसल को बीमारियां लगने का भी खतरा पैदा हो गया है। उधर धान की फसल में भी इस समय अनाज बनता है। इस वर्षा से उसे भी नुकसान हो रहा है। आकाशवाणी के लिए चण्डीगढ़ से जसविंदर सिंह रंधावा।

उत्तराखंड के सभी हिस्सों में व्यापक रूप से वर्षा होने की खबर है। मौसम अधिकारियों का कहना है कि मॉनसून खत्म होने के कोई संकेत नहीं हैं। हमारे संवाददाता ने खबर दी है कि देहरादून में कल शाम बारिश के कारण एक शिक्षक की मृत्यु हो गई और एक विद्यार्थी घायल हो गया।
लगातार हो रही बारिश से राज्य के विभिन्न हिस्सों में खासकर चमौली, पिथौरागढ़ और देहरादून में जन-जीवन अस्त-व्यस्त हो गया है। पिछले दो दिनों में देहरादून में दो सौ मिलीमीटर से ज्यादा बारिश हुई है। प्रशासन ने इस खराब मौसम को देखते हुए आज स्कूलों में छुट्टी घोषित कर दी है। इस बीच पिछले ४८ घण्टों में राज्य के विभिन्न हिस्सों में हो रही बारिश से चार धाम यात्रा मार्ग सहित कई कई प्रमुख राज मार्ग मलबा आ जाने से बंद हो गए हैं। राघवेश पाण्डेय आकाशवाणी समाचार देहरादून।

पाकिस्तान के खैबर पख्तूनख्वां सूबे के निचले दीर इलाके में कल एक आत्मघाती हमलावर ने तालिबान विरोधी एक कबायली बुजुर्ग सफीर सुल्तान खान के जनाजे की नमाज के दौरान धमाका कर दिया। विस्फोट के समय करीब २०० लोग नमाज पढ़ रहे थे। जंदोल क्षेत्र में हुए इस हमले में ३१ लोग मारे गए और ७० से ज्यादा घायल हो गए।

ब्रिटेन के प्रधानमंत्री डेविड केमरून और फ्रांस के राष्ट्रपति निकोलस सरकोजी का राष्ट्रीय अंतरिम परिषद के नेताओं के साथ लीबिया में प्रवेश करने पर शानदार स्वागत हुआ है। दोनों नेताओं ने राष्ट्रीय अंतरिम परिषद के प्रमुख मुस्तफा अब्देल जलील से मुलाकात की। जलील ने ही उन्हें भरोसा दिलाया था कि त्रिपोली पर्याप्त रूप से सुरक्षित है और दोनों नेता जब चाहें वहां का दौरा कर सकते हैं। दोनों नेताओं ने त्रिपोली में कहा कि नेटो की कार्रवाई तब तक जारी रहेगी जब तक गद्दाफी के समर्थकों को हरा नहीं दिया जाता। उन्होंने लीबिया में शान्ति बहाल करने का वादा दोहराया।

The US has slapped sanctions on India-based terrorist group Indian Mujahideen, IM, by designating it as a Foreign Terrorist Organisation. US Secretary of State, Hillary Clinton slapped sanctions on the organisation. The US State Department said, IM maintains close ties with other US-designated terrorist entities including Pakistan-based Lashkar-e-Taiba, LeT, Jaish-e-Mohammed, JeM and Harakat ul-Jihad-i-Islami, HuJI.

IM is responsible for dozens of bomb attacks throughout India since 2005, and has caused the deaths of hundreds of innocent civilians.

India has strongly demanded the rich club of nations to provide additional financial resources to developing countries for addressing the concerns of climate change. Talking to reporters in New Delhi yesterday, Environment and Forest Minister Jayanti Natrajan said that access to resources for these countries is essential. Mrs Natrajan was briefing reporters after her return from the Ministerial Consultations on Climate Change in South Africa. She said, the developing nations must strive to bring on board all those countries who are still not agreeing to the Kyoto protocol. She said that greater political will by developed countries is important to address this issue of concern.

Mrs Natrajan cautioned that before a decision on a new legally binding framework is taken, the existing frameworks should not crumble. Reiterating India's commitment to reduce its carbon footprints, Mrs Natrajan said, during the upcoming Climate Conference to be held in Durban, India will raise issues related to finance, technology transfer and adaptation.

State-owned oil firms have raised petrol prices by 3.14 rupees per litre. The hike has come into effect from midnight. With this, petrol in Delhi will now cost 66.84 rupees a litre. Top Executives of the three oil marketing Companies, Indian Oil, Bharat petroleum and Hindustan Petroleum, said that the oil firms were incurring losses of around 2850 crore rupees on petrol. Besides this, an official of Oil Ministry said that the three firms are losing 263 crore rupees per day on selling diesel, domestic LPG and kerosene below cost.

The Union Cabinet has given its nod to the Planning Commission's draft approach paper for the 12th plan to place it before National Development Council, NDC for final approval. Briefing reporters in New Delhi yesterday, the Information and Broadcasting Minister Mrs. Ambika Soni said that the approach paper has proposed a target of 9 per cent growth for the 12th plan. The Minister said Health, education and skill development, environment, natural resources and infrastructure development will be the focus areas during the plan.

In another decision, the cabinet approved the proposal of the Finance Ministry to withdraw the reduced interest rate of 9 per cent with regard to National Small Saving Fund loans.

Mrs. Ambika Soni also announced that the Central Government employees will get another instalment of seven percent DA from July this year.

"The Government also released an additional instalment of Dearness Allowances to Central Government employees and Dearness relief to pensioners. The cabinet approved this release of additional instalment of allowances, dearness allowances as due from the 1st of July 2011 at the rate of 7 per cent over the existing rate of 51 per cent that is, it will become 58."

Home Minister P Chidambaram has said that there was remarkable improvement in the security situation in some of the North Eastern states but it has not attracted the attention that it deserves. Addressing the conference of DGPs and IGPs in New Delhi yesterday, Chidambaram said some splinter groups and some smaller groups in the Northeast were still holding out and refusing to accept the offer of talks, necessitating the large presence of security forces there.

Mr. Chidambaram said, the government has reached cease fire agreements with both NSCN(IM) and NSCN(K), Suspension of Operation agreements with many other outfits and, more recently, with ULFA. He added, the efforts by the government have been welcomed by the people. Mr. Chidambaram said, the epicenter of terrorism lies in the immediate vicinity of India.

The epicenter of terror is Afghanistan, Pakistan. Four out of five major terrorist groups are based in Pakistan and 3 of them LeT, JEM and HM continue to target India. There is not letup in attempts to infiltrate from across the line of control in Jammu and Kashmir. The challenge of terrorism is a formidable challenge and requires the comprehensive strategy of counter terrorism.

Mr. Abhishek Singhvi has been re-appointed as Chairman of the Parliamentary Standing Committee on Personnel, Public Grievances and Law and Justice, paving the way for early consultations over the Lokpal Bill. The 31-member Committee is among the several Parliamentary Committees reconstituted by Lok Sabha Speaker Meira Kumar in consultation with Rajya Sabha Chairman Hamid Ansari. The Committee has been asked to give its report within three months.

The term of the earlier Committee headed by Singhvi was over on the 31st of last month.

A suicide bomber targeted the funeral of an anti-Taliban tribal elder in north-west Pakistan yesterday, killing 31 people and injuring more than 70 others. The bomber struck as some 200 people were offering the 'namaz-e-janaza' for Safeer Sultan Khan in Jandol area of Lower Dir district in the restive Khyber-Pakhtunkhwa province. Witnesses said, the bomber was a man with a long beard.

The 4th SAARC Energy Ministers meeting which concluded yesterday in Dhaka, reviewed the draft SAARC inter governmental framework agreement on Energy co-operation in Electricity. Addressing a press conference at the end of the day- long Ministerial level conference, Bangladesh’s state Minister for Energy, Mohammad Enamul Haque said the draft of the framework agreement was reviewed and it is expected that the agreement will be finalized soon.

Union Power Minister Sushil Kumar Shinde who led the Indian delegation at the meeting said that the countries in the region are taking some concrete steps to establish basic inter-connections on a bilateral basis which will form the building blocks of the ultimate goal of a regional grid-connectivity. "The 4th SAARC energy minister’s meeting has helped the member states in moving forward towards strengthening regional co-operation in the energy sector. The draft SAARC intergovernmental framework agreement for Energy Co-operation in Electricity aims to promote cross border electricity exchanges and trade to achieve optimal use of regional electricity generating resources. It would allow the national grid operators to jointly develop coordinated procedures for the secure and reliable operation of the inter-connecting grids of the member states and prepare scheduling, dispatch, energy accounting and settlement procedures for cross border trade. It was also agreed that India will host the next meeting of the SAARC Energy Ministers in 2013. Senthil Rajan, AIR News, Dhaka."

British Prime Minister David Cameron and French President Nicolai Sarkozy have received a hero's welcome on a visit to Libya while they promised to help finish the job of bringing peace to the country. They are the first foreign leaders to go to Libya since Col. Gaddafi was forced out from power.

Speaking in Tripoli, they said, the NATO mission will continue until the pro-Gaddafi forces have been defeated. Later the two leaders addressed cheering crowds in Freedom Square in Benghazi. Mr. Cameron praised their fight for freedom.

Meanwhile, Libya's interim authorities say, their fighters have entered the coastal city of Sirte, one of the last places still loyal to ex-leader Muammar Gaddafi. A National Transitional Council spokesman said, the fighters had breached Sirte's defences, but were meeting heavy resistance there.

In Uttarakhand, widespread rain has been reported all over the state as Met officials saw no signs of monsoon withdrawal. AIR correspondent reports that one teacher was killed in Dehradun last evening in a rain-related incident.

Normal life has been thrown out of gear due to heavy rain in Chamoli, Pittoragarh, Dehradun and some other parts of the state. As per reports rain recorded 210 mm in Dehradun during last 48 hours. Schools have been closed today in view of inclement weather. Meanwhile, many important highways including Chardham yatra route have been blocked due to land sides following the incessant rain.

In Punjab and Chandigarh, normal life remains disrupted due to widespread rain, high velocity winds and thunder-showers. People remained stranded at roads for hours due to the long traffic jams. Our Correspondent reports that the sky is still overcast and the MET office has predicted more rain.

"Official sources said that heavy shower may cause 10 to 15 per cent damage to cotton and paddy crops across the state. At some places damage to cotton is up to 50 to 60 per cent. Cotton fields have been filled with water at many places. This is the season when process of grain formation is there in the paddy crop. But rain is proving to be a spoiler to the process. Punjab had fixed a target of 160 lakh tonnes of paddy production and 20 lakh bales of cotton production, but now it seems that it will be difficult to achieve this target.

India will meet England at Sophia Gardens, Cardiff for the 5th and final cricket ODI today. This will be the visitors' last match of the tour. This will also be the last One Day International of Indian batting genius Rahul Dravid who has announced his retirement from One day cricket.

India is still without a win in all formats of the game against England on this tour. England routed India 4-0 in the test series and then won the Twenty-20 match by six wickets. Now they are leading the ODI series 2-0, with cancellation of one match and the other ending in a tie.

 प्रधानमंत्री ने कहा है कि सीमा पार आतंकवादी शिविर फिर से सक्रिय हो गये हैं इसलिए जम्मू कश्मीर में ढिलाई बरतने की कोई गुंजाइश नहीं है। आज नई दिल्ली में पुलिस प्रमुखों के तीन दिन के सम्मेलन को संबोधित करते हुए डॉ० मनमोहनसिंह ने कहा कि ये सुनिश्चित करना होगा कि घुसपैठ के प्रयासों को विफल किया जाए।

 यह सुनिश्चित करना होगा कि घुसपैठ के प्रयासों को राज्य में सभी सुरक्षा एंजेन्सियों के बीच तालमेल और सुचारू रूप से काम करके विफल किया जाए।
 जम्मू कश्मीर में स्थिति में परिवर्तन के बारे में उन्होंने कहा कि स्थानीय निकायों को ज्यादा अधिकार देकर विकास प्रक्रिया को आगे बढ़ाने में बहुत सहायता मिलेगी। उन्होंने कहा कि राज्य के मुद्दों के न्यायोचित और सम्मानजनक हल के लिए लोकतंत्र और बातचीत की प्रक्रिया को मौका दिया जाना चाहिए, जिससे राज्य के सभी लोगों की आकांक्षाओं को पूरा किया जा सके।
 डॉ० मनमोहनसिंह ने आगाह किया कि देश में सुरक्षा की स्थिति अनिश्चित बनी हुई है। उन्होंने कहा कि मुम्बई और दिल्ली के हाल के आतंकी हमले हमें याद दिलाते हैं कि हमारे सामने गंभीर चुनौतियां हैं। उन्होने गुप्तचर क्षमताओं में सुधार की अपील करते हुए कहा कि आतंकवादियों की गतिविधियों पर नजर रखने में एक जागरूक बीट कांस्टेबल महत्वपूर्ण भूमिका निभा सकता है। प्रधानमंत्री ने कहा कि सूचनाओं के आदान-प्रदान की व्यवस्था को मजबूत करने के लिए केन्द्र और राज्यों की एजेंसियों के बीच बेहतर तालमेल और सम्पर्क होना चाहिए। उन्होंनें इसके लिए अत्याधुनिक संचार टैक्नोलॉजी का इस्तेमाल किये जाने की आवश्यकता पर जोर दिया।
 प्रधानमंत्री ने कहा कि दंगों से निपटने के लिए पूरी तरह प्रशिक्षित और आधुनिक उपकरणों से लैस बलों की जरूरत है। उन्होंने पुलिस प्रमुखों से ऐसे प्रशिक्षित सुरक्षाकर्मियों की संख्या बढ़ानें और पुलिस बल को अत्याधुनिक बनाने का अनुरोध किया।
 डॉ० मनमोहनसिंह ने केन्द्र और राज्यों से नक्सली उग्रवाद से कारगर ढंग से निपटने के लिए मिलकर काम करने की अपील की।

हम नक्सल प्रभावित क्षेत्रों में अच्छे वातावरण को विकसित करने के प्रयास कर रहे है। मैंने हाल ही में साठ नक्सल प्रभावित क्षेत्रों के जिला कलैक्टरों से मुलाकात की। उन्होंने जो मुझे बताया उससे इन क्षेत्रों में विकास योजनाओं को लागू करने में लचीलापन और नवीनता लाने की जरूरत है।
  प्रधानमंत्री ने कहा कि इससे उत्पन्न स्थिति में सुधार के लिए बड़े स्तर पर और समन्वित प्रयासों की जरूरत है। नक्सल प्रभावित साठ जिलों के जिला कलैक्टरों से अपनी हाल की बैठक की चर्चा करते हुए डॉ० मनमोहन सिंह ने कहा कि उन्होंने ग्रामीण विकास मंत्रालय और योजना आयोग से ग्रामीण विकास योजनाओं के नियमों में आवश्यक परिवर्तन करने को कहा है, ताकि वे जिला अधिकारियों के सामने आ रही समस्याओं को दूर कर सकें। प्रधानमंत्री ने आशा व्यक्त की कि इन परिवर्तनों से और विशेष इंडिया रिजर्व बटालियन बनाने से इन क्षेत्रों में विकास कार्यो को तेज करने में सहायता मिलेगी।
 प्रधानमंत्री ने कहा कि पूर्वोत्तर के उपद्रवी गुट अब ये बात समझने लगे हैं कि शांतिपूर्ण बातचीत के जरिये राजनीतिक मुद्दों का हल किया जा सकता है और हिंसा की कोई जरूरत नहीं है। उन्होंने कहा कि असम में विभिन्न गुटों के साथ बातचीत के लिए अनुकूल माहौल बना है और दार्जिलिंग पर्वतीय क्षेत्र की स्थिति में भी परिवर्तन हुआ है।

उत्तर पूर्वी इलाकों में सुरक्षा स्थिति में धीरे-धीरे सुधार हो रहा है। हमारी लोकतांत्रिक प्रणाली सभी समुदायों, सांस्कृति और प्रदेशों की उचित आकांक्षाओं को पूरा करने में सक्षम है। यहॉ सभी लोग सम्मान से शांतिपूर्वक एक साथ रह सकते है।
 प्रधानमंत्री ने पुलिस अधिकारियों से कहा कि कानून लागू करने वाली और जांच एजेंसियों द्वारा अल्पसंख्यकों के खिलाफ किसी भी तरह का पूर्वाग्रह की धारणा, कारगर पुलिस व्यवस्था के लिए हानिकारक है। उन्होंने इस तरह की धारणा के कारणों से निपटने के तरीकों पर विचार करने की आवश्यकता पर जोर दिया। डॉ० सिंह ने पुलिसकर्मियों और अन्य सुविधाओं की कमी को पूरा करने के लिए केन्द्र द्वारा किये जा रहे प्रयासों की चर्चा करते हुए कहा कि लोगों में पुलिस बल के प्रति विश्वास बढ़ाने के लिए पुलिसकर्मियों की छवि में सुधार करने की जरूरत है। उन्होंने सुझाव दिया कि पुलिसकर्मियों की पदोन्नति प्रशिक्षण पर आघारित होनी चाहिए। उन्होंने सम्मेलन में भाग ले रहे अधिकारियों से पुलिस प्रशिक्षण के लिए एक व्यापक कार्यक्रम तैयार करने का अनुरोध किया।
 इससे पहले प्रधानमंत्री ने सात पुलिस अधिकारियों को उनकी उत्कृष्ट सेवाओं के लिए राष्ट्रपति के पुलिस पदक प्रदान किये।

 भारतीय रिजर्व बैंक ने मुद्रास्फीति पर काबू पाने के लिए अपनी मध्य तिमाही मौद्रिक नीति में रेपो दर और रिवर्स रेपो दर में शून्य दशमलव दो पांच प्रतिशत की वृद्धि की है। रेपो दर आठ प्रतिशत से बढ़ाकर आठ दशमलव दो पांच प्रतिशत और रिवर्स रेपो दर सात प्रतिशत से बढ़ाकर सात दशमलव दो पांच प्रतिशत कर दी गई है। लेकिन नकद आरक्षी अनुपात में कोई परिवर्तन नहीं किया गया है और ये छह प्रतिशत ही रहेगा। मार्च २०१० के बाद से १८ महीनों में १२वीं बार ये दरें बढ़ाई गई हैं।
 रिजर्व बैंक ने ये भी कहा है कि २०११-२०१२ की पहली तिमाही में सकल घरेलू उत्पाद वृद्धि दर कम होकर सात दशमलव सात प्रतिशत हो गई, जो १८ महीने में सबसे कम है। इससे पहले की तिमाही में ये दर सात दशमलव आठ प्रतिशत और पिछले वर्ष की इसी तिमाही में आठ दशमलव आठ प्रतिशत थी। रिजर्व बैंक ने कहा है कि २०११-१२ के बाद के हिस्से में मुद्रास्फीति का दबाव कम होने की उम्मीद है।
 हमारे संवाददाता ने खबर दी है कि रेपो दर बढ़ने से रिजर्व बैंक से ऋण लेना महंगा हो जाएगा, जिसके परिणामस्वरूप सभी व्यक्तिगत और अन्य ऋण महंगे हो जाएंगे और बैंकों द्वारा अपनी दरें बढ़ाये जाने के बाद आवास ऋण की मासिक किस्ते भी बढ़ जाएंगी। हमने इस बारे में आर्थिक विशेषज्ञ अंशुमान तिवारी से बातचीत की।

ब्याज दरों पर बढ़ोतरी का कदम रिजर्व बैंक से अपेक्षित था, क्योंकि मंहगाई की दर अपनी चरम पर है और कल पैट्रोलियम पदार्थो की मूल्य वृद्धि के बाद मंहगाई की दर में लगभग ७ फीसदी का और इजाफा होने की संभावना है और इसे ध्यान में रखते हुए रिजर्व बैंक के पास और कोई विकल्प नहीं था कि वो विकास दरें बढ़ाये, ताकि महंगाई से निपटा जा सकें। हालांकि लगातार १२वी बार ब्याज दर में बढ़ोतरी है और महंगाई पर इसका बहुत ज्यादा असर नहीं दिखा है। अलबत्ता यह तय है कि बैंक इसकों फोलो करेगे और आने वाले दिनों में होम लोन और ब्याज की दरें बढ़ायेंगे। हमने देखा है कि जब इसी साल जुलाई में ज्यादा से ज्यादा बैंक ने मौद्रिक नीति में ब्याज दरों में बढ़ोतरी की थी। उसके बाद करीबन ४५ बैंको में अपनी ब्याज दरों में वृद्धि की है। जो उस टे्रंड को माना जाएं तो आने वाला समय और महंगी ब्याज दरों का हो सकता है।

 वित्तमंत्री प्रणब मुखर्जी ने कहा है कि रिजर्व बैंक द्वारा अपनी दरों में शून्य दशमलव दो पांच प्रतिशत की वृद्धि किये जाने से विकास को नुकसान पहुंचााए बिना मुद्रास्फीति पर काबू पाने में सहायता मिलेगी। वे नई दिल्ली में संवाददाताओं से बातचीत कर रहे थे।

 सरकार ने आज निर्यातकों को ड्यूटी ड्रॉ बैक स्कीम के तहत प्रोत्साहन देने की घोषणा की। आज नई दिल्ली में संवाददाताओं से बातचीत में वित्त सचिव आर एस गुजराल ने कहा कि इस योजना में ११ सौ वस्तुएं आएंगी। उन्होंने कहा कि सरकार इस महीने की ३० तारीख से निर्यातकों के लिए ड्यूटी एन्टाइटलमेंट पासबुक के तहत कर रियायत को समाप्त कर देगी। हमारे संवाददाता ने खबर दी है कि ड्यूटी एन्टाइटलमेंट पासबुक योजना के तहत सरकार निर्यातकों को आयात पर दिये गये करीब ८० अरब रूपये के करों को वापस करती है।

 बम्बई शेयर बाजार के संवेदी सूचकांक में १८ अंकों से अधिक की वृद्धि हुई और ये १७ हजार को पार कर गया। अब से कुछ देर पहले ये १४५ अंक बढ़कर १७ हजार २१ पर था। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी ३६ अंकों की वृद्धि के साथ ५ हजार.११३ पर है।
 एशियाई बाजारों में भी आज वृद्धि का रूख है। जापान के निक्केई में सुबह के कारोबार में एक दशमलव सात चार प्रतिशत और हांगकांग के हेंगसेंग में दो दशमलव दो एक प्रतिशत की वृद्धि दर्ज की गई। अमरीका का डाओजोन्स सूचकांक कल एक दशमलव छह छह प्रतिशत की वृद्धि के साथ बंद हुआ।
 रूपया आज शुरूआती कारोबार में डॉलर के मुकाबले १२ पैसे मजबूत हुआ। अन्तर बैंक विदेशी मुद्रा बाजार में इसकी कीमत ४७ रूपये ४३ पैसे प्रति डॉलर बोली गई।
 एशियाई कारोबार में तेल के दामों में आज वृद्धि हुई है। न्यूयॉर्क का अक्टूबर की आपूर्ति वाला लाइट स्वीट क्रूड पांच सैंट बढ़कर ८९ डॉलर ४५ सैंट प्रति बैरल हो गया। ब्रेंट नॉर्थ सी क्रूड के दाम १४ सैंट बढ़कर ११२ डॉलर ४४ सैंट प्रति बैरल हो गये।

 भारत और वियतनाम ने २१वीं सदी की चुनौतियों का सामना करने के लिए ज्ञान आधारित उद्योगों के विकास पर बल दिया है। हनोई में अत्याधुनिक सूचना प्रोद्यौगिकी संसाधन केन्द्र का उद्घाटन करते हुए विदेश मंत्री एस एम कृष्णा ने बताया कि २१वीं सदी की मांगों को पूरा करने के लिए उच्च कुशलता वाले मानव संसाधनों का विकास जरूरी है। उन्होंने बताया कि भारत विभिन्न परियोजनाओं के लिए क्षमता निर्माण और मानव संसाधन विकास के क्षेत्र में वियतनाम के साथ मिलकर काम कर रहा है और  अत्याधुनिक सूचना प्रौद्योगिकी  संसाधन केन्द्र इस दिशा में एक और कदम है। श्री कृष्णा ने आशा व्यक्त की कि यह केन्द्र वियतनाम के साथ सहभागिता का एक स्थायी प्रतीक बन जायेगा। विदेश मंत्री दोनों देशों के संयुक्त आयोग की बैठक के लिए तीन दिन की यात्रा पर हनोई में हैं। इस बैठक का महत्व है क्योंकि यह वियतनाम के राष्ट्रपति की इस साल के आखिर में होने वाली भारत यात्रा के पहले हो रही है।

 अफगानिस्तान में हाल ही में काबुल स्थित अमरीकी दूतावास और आई एस ए एफ मुख्यालय भवन पर हुए हमलों की जांच में पता चला है कि एक बहुमंजिला निर्माणाधीन इमारत से रॉकेट दाग रहे छह उग्रवादी देश से बाहर कुछ लोगों के सम्पर्क में थे। अफगानिस्तान के आंतरिक मामलों के मंत्री जनरल बिस्मिल्लाह मोहम्मदी ने कहा कि इस इमारत से मिले छह मोबाइल फोन तथा अन्य सबूतों से पता चला है कि हमले की साजिश अफगानिस्तान से बाहर रची गई थी। कल जारी एक वीडियो वक्तव्य में उन्होंने कहा कि इन उग्रवादियों को मोबाइल फोन पर देश के बाहर से निर्देश मिल रहे थे। श्री मोहम्मदी ने किसी भी देश का नाम लिए बगैर कहा कि जब तक अफगानिस्तान की सीमा के पार उग्रवादियों के सुरक्षित ठिकाने नष्ट नहीं किए जाएंगे, ऐसे हमले होते रहेंगे। उन्होंने कहा कि अफगान सुरक्षाबलों ने उग्रवादियों के खिलाफ कारगर कार्रवाई करते हुए इस बड़े हमले को विफल कर दिया और अधिक नुकसान नहीं हुआ।
 अफगानिस्तान के गृह मंत्री जनरल बिसमिल्लाह मोहम्मदी ने काबुल में हाल के आतंकवादी हमलों के दौरान अफगानी सुरक्षा बलों के साहस की तारीफ की है। जनरल मोहम्मदी ने कल काबुल में सैनिक अस्पताल का दौरा किया और घायल सुरक्षा कर्मियों का हाल चाल पूछा। उन्होंने कहा कि अफगानी पुलिस कर्मियों के कर्तव्य के प्रति समर्पण भाव को कम करके नहीं आंका जाना चाहिए। जनरल अहमदी ने कहा कि आत्मघाती हमलावरों को खत्म करने में अफगानी सुरक्षा बलों ने महत्वपूर्ण भूमिका निभाई। आतंकवादियों की काबुल में अमरीकी दूतावास, नेटो मुख्यालय और अफगानी खुफिया कार्यालय पर हमले के अलावा दो अन्य जगहों पर भी हमले की योजना थी। लेकिन सजग अफगानी पुलिस ने इन दो जगहों पर हमले के प्रयासों को विफल कर दिया और कई निर्दोष लोगों की जान की रक्षा की।
 इस बीच अंतराष्ट्रीय सुरक्षा सहायता बल आई एस ए एफ के कमांडर जनरल जॉन एलेन ने कहा है कि मंगलवार को काबुल में विभिन्न जगहों पर हुए हमले के तरीके से ऐसा लगता है कि इसके पीछे हक्कानी नेटवर्क का हाथ हो सकता है। संवाददाता सम्मेलन को संबोधित करते हुए उन्होंने कहा कि ऐसे हमलों से अफगान बलों को सुरक्षा की जिम्मेदारी सौंपने की मौजूदा प्रक्रिया पर असर नहीं पड़ेगा।

 यूरोपीय संघ के वित्त मंत्रियों की आज पोलैंड में एक महत्वपूर्ण बैठक हो रही है। इस बैठक में यूरोजोन में वित्तीय संकट पर चर्चा होगी। साथ ही ग्रीस के लिए दूसरे आर्थिक पैकेज को लेकर जारी मतभेद पर भी विचार विमर्श होगा। इस बैठक में अमरीका के वित्त मंत्री टिमोथी गीथनर भी शामिल हो रहे हैं। अमरीका इस बात को लेकर बहुत चिंतित है कि यूरोजोन के संकट का असर अंतर्राष्ट््रीय अर्थव्यवस्था पर पड़ रहा है।

 भारत ने दक्षिण चीन सागर में स्वतंत्र नौवहन के लिए अपना समर्थन दोहराया है। भारत ने आशा व्यक्त की है कि सभी पक्ष इस जल क्षेत्र से संबंधित २००२ के घोषणा-पत्र का पालन करेंगे। विदेश मंत्रालय के प्रवक्ता ने नई दिल्ली में कहा कि ऊर्जा क्षेत्र में भारत और वियतनाम के बीच सहयोग आपसी भागीदारी का एक महत्वपूर्ण पहलू है और कई भारतीय कंपनियां इस क्षेत्र में पहले से ही सक्रिय हैं। उन्होंने कहा कि भारत आने वाले वर्षों में यह सहयोग और अधिक बढ़ाने का इच्छुक है। प्रवक्ता ने कहा कि वियतनाम के साथ भारत के संबंध उसकी पूर्वी देशों को तरजीह देने की नीति-लुक ईस्ट पॉलिसी का महत्वपूर्ण आधार है और इसे अच्छी सफलता मिल रही है। वियतनाम में भारत का निवेश करीब चालीस करोड़ डॉलर तक हो गया है और ओ एन जी सी विदेश इस क्षेत्र में तेल की खोज और खुदाई के काम में महत्वपूर्ण भूमिका निभा रहा है।

 सरकार ने तेल और गैस क्षेत्र की कंपनी ओ एन जी सी में अपने १२ हजार करोड़ रूपए के शेयर बेचने का प्रस्ताव फिलहाल स्थगित कर दिया है। बाजार की पस्थितियां अनुकूल न होने के कारण यह प्रस्ताव कम से कम दो सप्ताह के लिए टाल दिया गया है। ओ एन जी सी ने कहा कि फोलो-ऑन पब्लिक ऑफर-एफ पी ओ २० सितम्बर से खुलना था, जिसे टाल दिया गया है। कंपनी ने इसके लिए कोई नई तारीख नहीं बताई।
 हमारे संवाददाता ने खबर दी है कि सरकार इस के जरिए अपने पांच प्रतिशत शेयर बेचने पर विचार कर रही है। इसके बाद ओ एन जी सी में सरकार की भागीदारी मौजूद ७४ दशमलव एक चार प्रतिशत से घटकर उन्हत्तर दशमलव एक चार प्रतिशत रह जाएगी।

 सरकार ने रेल सुरक्षा से जुड़े मुद्दों से निपटने के लिए एक उच्चस्तरीय समीक्षा समिति का गठन किया है, जिसका उद्देश्य रेल दुर्घटनाओं की रोकथाम के लिए कारगर योजना बनाना है। परमाणु ऊर्जा आयोग के पूर्व अध्यक्ष डॉ० अनिल काकोडकर इस समिति के अध्यक्ष होंगे। रेल मंत्री दिनेश त्रिवेदी ने आज नई दिल्ली में संवाददाताओं से बातचीत में कहा कि समिति तीन महीने में अपनी रिपोर्ट पेश करेगी। समिति सिग्नल प्रणाली और रेल सुरक्षा से जुड़े सभी पहलुओं पर गौर करेगी और अपने सुझाव देगी। श्री त्रिवेदी ने कहा कि हमारी प्रमुख चिंता मौजूद बुनियादी ढांचे को बेहतर करना और यात्रियों की सुरक्षा सुनिश्चित करना है।

 कमेटी का दायरा होगा। सेफ्टी ऑडिट एक्सपर्ट हमें बतायेगे कि क्या खामी है आगे क्या करना चाहिये, क्योंकि सेफ्टी इतना बड़ा नेटवर्क है, जो भी हम करने जाएंगे, जो भी सुझाव होंगे। उनको लागू करने में बहुत धन लगेगा, समय लगेगा। मगर इस बीच, हमें क्या करना चाहिए तथा रेल भी चले सेफ्टी भी रहे।

 श्री दिवेदी ने कहा कि भारतीय रेलवे सुरक्षा व्यवस्था को और बेहतर करने के लिए उच्चस्तरीय समिति की सिफारिशों का पालन करने का हरसंभव प्रयास करेगी।

 आज अंतर्राष्ट्रीय ओजोन परत सुरक्षा दिवस है। इस मौके पर सरकार ने संयुक्तराष्ट्र के मॉनट्रियल समझौते का १३वां संस्करण जारी किया। इसमें ओजोन परत की सुरक्षा के लिए देश के असाधारण प्रयासों की चर्चा की गई है। इस संस्करण में १९८७ में हुए मॉनट्रियल समझौते के सभी कार्यक्रमों को सफलतापूर्वक लागू करने में केन्द्र की भूमिका की प्रशंसा की गई है। अविकसित देशों के पर्यावरण को सुरक्षित रखने में भारत की आर्थिक मदद का इसमें खासतौर पर जिक्र किया गया है।
 नई दिल्ली में एक सम्मेलन को संबोधित करते हुए पर्यावरण मंत्री जयंती नटराजन ने कहा कि केन्द्र ने हरित टेक्नोलॉजी और नये प्रयोगों को बढ़ावा देने के लिए अतिरिक्त कोष का प्रस्ताव किया है। उन्होंने त्वरित आर्थिक वृद्धि और सतत विकास के लिए सरकार की प्रतिबद्धता को दोहराया। श्रीमती नटराजन ने यह भी कहा कि सरकार पर्यावरण अनूकुल आधुनिक टेक्नोलॉजी को पूरा समर्थन देगी।
 पर्यावरण मंत्री ने प्रदूषण रोकने के लिए अर्ल्टाटेक सीमेंट्स को इस वर्ष का राष्ट्रीय पुरस्कार प्रदान किया।

 तमिलनाडु की मुख्यमंत्री सुश्री जयललिता ने कहा है कि राज्य में कुदानकुलम परमाणु संयंत्र में सुरक्षा के सभी जरूरी उपाय किए गए हैं। उन्होंने इस संयंत्र के खिलाफ अनशन कर रहे प्रदर्शनकारियों से अपील की कि वे अपना आंदोलन समाप्त कर दें। संयंत्र में किए गए सुरक्षा उपायों का ब्यौरा देते हुए सुश्री जयललिता ने लोगों से इसका समर्थन करने को कहा। इस बीच, तिरूनलवेली जिले में इदिनथाक्करई गांव में भूख हड़ताल का आज सातवां दिन है।

 इलाहाबाद उच्च न्यायालय की लखनऊ पीठ ने उत्तर प्रदेश में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन में कथित घोटाले की सी बी आई जांच कराने की मांग को लेकर दायर जनहित याचिका पर अपना फैसला आज सुरक्षित रखा। सभी पक्षों को सुनने के बाद न्यायमूर्ति प्रदीप कांत और न्यायमूर्ति ऋतूराज अवस्थी ने अपना फैसला सुरक्षित रखा। राज्य सरकार ने कहा था कि चूंकि सरकार के आग्रह पर नियंत्रक महालेखा परीक्षक इस मामले में पहले से विशेष लेखा परीक्षण कर रहे है, इसलिए सी बी आई जांच कराना उचित नहीं होगा।
 केन्द्र ने पहले ही कह दिया है कि इस मामले को सी बी आई को सौंपे जाने पर उसे कोई आपत्ति नही है। याचिकाकर्ता ने उत्तर प्रदेश में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन को लागू करने में अनियमितता का आरोप लगाया है।

 भारत और इंग्लैंड के बीच पांच एकदिवसीय अंतरराष्ट्रीय मैचों की श्रृंखला का अंतिम मुकाबला आज कार्डिफ के सोफिया गार्डन्स में खेला जाएगा। भारत के अनुभवी बल्लेबाज राहुल द्रविड का यह अंतिम एकदिवसीय मैच होगा। द्रविड़ एकदिवसीय क्रिकेट से संन्यास लेने की घोषणा कर चुके हैं।

 उच्चतम न्यायालय ने राष्ट्रमंडल खेलों से संबंधित भ्रष्टाचार के मामलों की सी बी आई जांच की निगरानी के लिए दायर याचिका को स्वीकार करने से आज इंकार कर दिया।
 न्यायमूर्ति आर एम लोधा (स्व्क्भ्।)  और न्यायमूर्ति ज्ञानसुधा मिश्रा की खंडपीठ ने कहा कि इस मामले में सी बी आई जांच में दखल देने की कोई जरूरत नहीं है।

 पूर्व क्रिकेट कप्तान मोहम्मद अजहरूद्दीन के पुत्र अयाजुद्दीन की आज हैदराबाद के एक अस्पताल में मृत्यु हो गई। पांच दिन पहले एक सड़क दुर्घटना में गंभीर रूप से घायल अयाजुद्दीन वेंटीलेटर पर थे। पिछले रविवार को हैदराबाद में आउटर रिंग रोड पर पुप्पलगुडा में अयाजुद्दीन की स्पोर्टस बाइक सड़क से फिसलकर गिर गई थी। इस दुर्घटना में अयाजुद्दीन के पीछे बैठे उसके फुफेरे भाई अजमल-उर-रहमान की घटनास्थल पर ही मौत हो गई थी।

 उत्तराखंड के अधिकतर हिस्सों में आज लगातार दूसरे दिन भारी बारिश हुई। अधिकतर स्थानों में तापमान गिर गया है। मौसम विभाग ने अगले २४ घंटों में अनेक स्थानों पर हल्की से सामान्य बारिश होने का अनुमान व्यक्त किया है।

पिथौरागढ़ जिले के डिडीहॉट, गंगोलीहॉट, मुनश्यारी  और धारचौला क्षेत्र में भारी बारिश के परिणामस्वरूप  भुस्खलन से कई मकान क्षतिग्रस्त हो गये है। लगातार वर्षा होने से जिले में कई सड़कों पर यातायात बाधित हो गया है। उधर, गढ़वाल मंडल में विभिन्न स्थानों पर रूक-रूककर हो रहे भूस्खलन से चार धाम यात्रा मार्ग सहित कई मार्गो पर आवागमन प्रभावित है। इस बीच, देहरादून में कल स्कूल से लौट रही एक शिक्षिका की अपने दो छात्रों को बचाने के प्रयास में स्थानीय नून नदी में बह जाने से मृत्यु हो गई, जबकि एक छात्र बुरी तरह से जख्मी हो गया है। पर्वतीय इलाकों में बारिश से नून नदी उफान पर थी। राघवेश पांडे, आकाशवाणी समाचार, देहरादून।

 जम्मू क्षेत्र में कल से हो रही भारी बारिश से भूस्खलन होने के कारण रामबन जिले में जम्मू श्रीनगर राष्ट्रीय राजमार्ग आज बंद हो गया। रामसू इलाके में पंथाल और गंगरू में भूस्खलन से राजमार्ग बंद करना पड़ा। हमारे संवाददाता ने पुलिस सूत्रों का हवाला देते हुए बताया है कि राजमार्ग बंद होने से विभिन्न स्थानों पर पांच सौ वाहन रूके पड़े हैं। सडक को साफ करने का काम प्रगति पर है।

 उत्तर प्रदेश में बारिश से पूर्वी और पश्चिमी जिलों में बड़ी नदियों में जलस्तर फिर से बढ़ गया है। हमारे संवाददाता ने बताया है कि पूर्वी जिलों के ज्यादातर हिस्सों में बादल छाये हुए हैं।

 राजधानी दिल्ली में आज दूसरे दिन भी भारी बारिश से मौसम सुहावना हो गया है। हालांकि अनेक हिस्सों में पानी भर जाने से यातायात बुरी तरह प्रभावित हुआ है। पटपड़ गंज,मयूर विहार, राष्ट्रीय राजमार्ग-२४, अक्षरधाम, लक्ष्मी नगर अंडरपास, आई टी ओ और विकास मार्ग पर भी यातायात प्रभावित है। मौसम विभाग के अनुसार दिल्ली में आज सुबह ३६ दशमलव चार मिलीमीटर बारिश हुई। पूरे सप्ताह २१८ दशमलव आठ मिलीमीटर वर्षा दर्ज की गई जो सामान्य से १४२ दशमलव पांच मिलीमीटर ज्यादा है। अधिकतम तापमान ३४ दशमलव दो डिग्री सेल्सियस और न्यूनतम तापमान २५ दशमलव छह डिग्री सेल्सियस दर्ज किया गया। मौसम विभाग ने बादल छाये रहने और अगले २४ घंटे में और बारिश होने का अनुमान व्यक्त किया है।

 ओड़ीशा में बाढ़ राहत कार्यो के लिए नौसेना ने अपने पोत और हैलीकॉप्टर लगाये हैं और तीस हजार किलोग्राम से अधिक राहत सामग्री भेजी है। हमारे संवाददाता ने खबर दी है कि आईएनएस ऐरावत को एक चेतक हैलीकॉप्टर और गोताखोरों के साथ पारादीप तट के पास तैनात किया गया है। दो हैलीकॉप्टर राहत कार्यो के लिए भुवनेश्वर हवाई अड्डे पर तैनात हैं। इन हैलीकॉप्टरों ने बांकी, पुरी, जगतसिंहपुर, केन्द्रापाड़ा, कटक और नयागढ़ क्षेत्रों में राहत सामग्री गिराई।
 इस बीच, भारतीय वायुसेना ने भी दो एमआई-१७ हैलीकॉप्टर तैनात किये हैं, जो भुवनेश्वर एयरफील्ड से काम कर रहे हें।

 केंद्र सरकार ने असम में लघु उद्योगों और ग्रामीण अर्थव्यवस्था से जुड़ी योजनाओं को बढ़ावा देने के लिए समन्वित बुनियादी विकास की ११ परियोजनाओं को मंजूरी दी है। ये परियोजनाएं असम के औद्योगिक रूप से पिछड़े नोगांव, नलबाड़ी कामरूप, लखीमपुर, जोरहट, दारांग, कछार, धेमाजी, शिवसागर, तिनसुकिया और कोकराझार में शुरू की जाएंगी। सरकारी सूत्रों ने गुवाहाटी में बताया कि ऐसी ही दो और योजनाओं पर केंद्र सरकार द्वारा गठित उच्च अधिकार प्राप्त समिति विचार कर रही है। समन्वित बुनियादी विकास केंद्रों से कृषि और उद्योगों के बीच मजबूत संबंध कायम होगा, साथ ही ग्रामीण क्षेत्र में रोजगार के अवसर भी बढ़ेंगे। इन योजनाओं का लाभ विशेष रूप से उन क्षेत्रों में मिलेगा, जहां औद्योगिक विकास केंद्र काम नहीं कर रहे हैं। प्रत्येक समन्वित बुनियादी विकास केंद्र पर लगभग पांच करोड़ रूपए की लागत आएगी, जिनमें से चार करोड़ रूपए की राशि केंद्र उपलब्ध कराएगा।
 समन्वित बुनियादी विकास परियोजना के प्रत्येक केंद्र में ४० से चार सौ पचास तक छोटी और लघु इकाइयों को शामिल किया जाएगा।
 हमारे संवाददाता ने खबर दी है कि असम के शोणितपुर, ग्वालपाड़ा और कामरूप जिलों में केंद्र द्वारा प्रायोजित औद्योगिक विकास केंद्र भी शुरू किए जा रहे हैं, जिन पर करीब ६५ करोड़ रूपए की लागत आएगी।

Talking about the change in the situation in Jammu and Kashmir, he said empowerment of local bodies will be a critical step in energizing the development process.  Dr. Singh said the process of dialogue and democracy need to be given a chance to secure a just and honourable settlement of issues meeting the aspirations of all sections of people in the State. 

Cautioning that the security environment in the country continues to be uncertain, Dr. Singh said that recent terrorist attacks in Mumbai and Delhi are grim reminders of these challenges.

Dr. Singh called for improving human intelligence capabilities and said an effective beat constable can be vital in checking the activities of terror networks.  The Prime Minister advocated for better connectivity between Centre and State agencies to strengthen information sharing network and called for using latest technologies for communication.  He said that a well trained and equipped force is required to deal with riots and urged the Police Chiefs to consider ways of scaling up the availability of such trained personnel and formations in the States. Dr. Manmohan Singh has called upon the Centre and the States to work together to effectively deal with the menace of  left wing extremism.

There have been some successes on the ground. But if we seek a decisive  change in the situation then a huge collective and co-ordinated effort is required both by the centre and the states acting in concert. The role of the DGP's in leading this effort is crucial and I urge that more focussed attention be given to this problem.

We are trying to give sustained thrust to development processes in naxalite affected areas. I met recently with the collectors of 60 naxal affected districts. What they told me shows that there is a ray of hope for the development of these areas, provided we show flexibility and innovation in implementing our development agenda.

Referring to his recent meeting with the District Collectors of 60 such districts, Dr. Singh said that he has asked rural development ministry and Planning Commission to make necessary changes in the rules of rural development schemes to address some of the concerns and the problems faced by the District Officers.  The Prime Minister expressed the hope that these changes and setting up of specialized India Reserve Battalions will help in expediting the development efforts in these areas.

 The Prime Minister said that insurgent groups in North East are coming round to the view that political issues can be addressed through peaceful dialogue and there is no need to entail violence.

In Northeast, there has been a gradual yet substantial improvement in the security situation. Insurgent groups are increasingly coming around to the view that the search for a  political identity need not entail the course to violence and it can be more fruitfully pursued through peaceful dialogue. The climate for talks with different groups in Assam has improved. The situation in the Darjeeling hills has shown improvement.

The Prime Minister called upon the police force that perception of any bias by the law enforcement and investigation agencies against minorities is inimical to effective policing and stressed the need to consider ways to deal with the causes of such perceptions where ever they exist. Dr. Singh stressed for reorienting functioning of Police at these levels besides emphasizing on the role of community policing. Referring to the efforts made by the Centre to meet shortage of manpower and other facilities, Dr. Singh said there is need to improve the image of constabulary which is critical to building public trust in the Police force.  He suggested that their promotions should be linked with training and urged the participants to prepare a comprehensive roadmap for Police training. Earlier, the Prime Minister presented the President's Police medals to several Police Officers for their distinguished services.

The Reserve Bank of India has raised the repo rate and the reverse repo rate by 25 basis points in its mid-quarter monetary policy review to check inflation. Inflation has shot up from 9.2 per cent in July to 9.8 per cent in August this year. The repo rate has been hiked to 8.25 per cent from 8 per cent, while the reverse repo rate has been hiked to 7.25 per cent from 7 per cent. The marginal standing facility rate has also been hiked to 9.25 per cent from 9 per cent. However, the Cash reserve ratio has been kept unchanged at 6 per cent. This is the 12^th rate hike in 18 months since March 2010. The RBI also stated that GDP growth has decelerated to an 18-month low of 7.7 per cent in the first quarter of 2011-12 from 7.8 per cent in the previous quarter and 8.8 per cent in the corresponding quarter a year ago.

The RBI stated in the review that in the current scenario, with the likelihood of inflation remaining high for the next few months, rising inflationary expectations remain a key risk and this makes it imperative to persevere with the current anti-inflationary stance. However, the central bank said inflationary pressures are expected to ease towards the latter part of 2011-12 and stabilisation of energy prices and moderating domestic demand should facilitate this process. Our correspondent reports, that, with the increase in repo rate, borrowing from the RBI will become more expensive, hence all loans - personal and corporate - are likely to become costlier and home loan EMIs will increase once banks hike their base rate.We spoke to senior business journalist Ms.Maithili Busnur Math about the hike in key rates by the RBI.

what is means for the ordinary consumers is that interest rates will go up, both on deposits and borrowings, but the hope is this might be a price which is worth paying because it is hope that inflation will come down. It could be argued that inflation has not come down so far despite the RBI's efforts. But that is more because the govt. has not pulled its weight. If fiscal policy contributes also by cutting back its expense and govt learns live within its means and initiates policy measures, there is no reason why monitory policy should not succeed.

The government today announced incentives to exporters under duty drawback scheme. Speaking to the media in New Delhi, Finance Secretary R S Gujral said the scheme will cover 1,100 items.  He, however, said the government will end the tax break under the Duty Entitlement Pass Book scheme for exporters with effect from 30th of this month. Our correspondent reports, under the Duty Entitlement Pass Book scheme, the government used to reimburse exporters for some 80 billion rupees of taxes paid on imported supplies. Mr. Gujral said most of the items which are already covered under the duty drawback schedule will suffer a minor reduction in the existing drawback rates.

The Sensex at the Bombay Stock Exchange opened 181 points, or 1.1 per cent higher, to trade above the 17,000-mark, at 17,057, this morning, on sustained buying by investors, amid rising regional  markets. After the Reserve Bank's credit policy announcement, the Sensex trimmed its gains somewhat, but still stood a good  142 points, or 0.8 percent in positive territory, at 17,018 in afternoon deals, a short while ago. The 30-share Sensex has gained more than 400 points in the past two trading sessions.

Other Asian markets in Japan, China, Hong Kong, Indonesia, Singapore, South Korea and Taiwan were up by between 0.2 percent and 3.5 percent, today, after news of global central banks' plan to boost dollar liquidity in Europe helped alleviate investor concerns. Over in the US, the Dow Jones Industrial Average had gained 1.7 per cent, overnight.

The government has deferred its proposed 12,000 crore rupee share sale in state oil and gas explorer Oil and Natural Gas Corporation (ONGC)  by at least two weeks due to unfavourable market conditions. In a statement to the stock exchanges, ONGC said, the follow-on public offer was to open on September 20th, but has been put off. The company did not give new dates for the FPO. Our correspondent reports, the government plans to sell 5 per cent, or 427.77 million shares, through the offer. After the FPO, the government's stake in ONGC will come down to 69.14 per cent from the current 74.14 per cent.

The Government has constituted a High Level Review committee to deal with safety related issues of the railways.   The step has been taken  to prepare a road map to tackle  consequential accidents. The Committee will be headed by the  former Chairman of the Atomic Energy Commission Dr. Anil Kakodkar.Talking to newsmen in New Delhi today Railway Minister Mr. Dinesh Trivedi said , the committee will submit its report in three months. He said that committee would examine aspects  relating to signalling systems, rolling stocks and fixed structures including human resource development. Mr.Trivedi said that upgrading infrastructure and ensuring passenger safety have been the prime concern of the railways. The Railway Minister said that Indian Railways would make all efforts to address the recommendations of High Level Committee with a view to achieve further improvement in the safety environment on the Indian Railways.

Afghan Interior Minister General Bismellah Mohammadi said that six mobile phones and other evidences show that the plot was drawn up outside Afghanistan. In a video statement issued to the media yesterday General Mohammadi said insurgents were using mobile phones to get instructions from outside the country. Without naming any country he said such attacks on Afghan soil will continue unless safe havens of insurgents across the Afghan borders are destroyed. General Mohammadi said the Afghan security forces coordinated the action against the insurgents very well and averted the attack with least casualties.

General  Mohammadi has praised the heroism of the Afghan security forces during the recent insurgent attack on Kabul. Gen. Mohammadi visited a military hospital in Kabul yesterday and enquired about the health of the injured security personnel. He said the commitment of Afghan policemen to their duty should not be underestimated. He said the Afghan security forces played key role in eliminating the suicide attackers. Besides the U.S. embassy, the NATO headquarters and the Afghan Intelligence Office, insurgents had also planned to attack two other places in the capital but the alert Afghan policemen foiled their attempts and protected many innocent lives.  Meanwhile the commander of the International Security Assistance Force (ISAF) General John Allen has said that the well-organised, complex nature of Tuesday's attack on multiple sites in Kabul suggests that it may have been instigated by the Haqqani network.

European Union Finance Ministers are meeting in Poland today to address the crisis in the Euro Zone and discuss the second financial bail out for Greece.  The United States is deeply concerned that the Euro Zone turmoil will affect the global economy. Reports say, that the Ministers are gathering to try to present a united front. They want to resolve outstanding differences about a second financial bail out for Greece and discuss what might have to be done if things go from bad to worse. The discussions are also likely to focus on the size and scope of the Euro Zone rescue fund.

New Delhi has said that India and Vietnam emphasised on development of knowledge based industries to meet the demands of the 21^st century. Inaugurating IT advanced resource centre in Hanoi, the External Affairs Minister Mr. S.M. Krishna said that development of highly skilled human resources is a must to achieve this objective. Mr. Krishna said that India has closely worked with Vietnam in the areas of capacity building and human resources development on several projects and the present IT Advanced Resource Centre is yet another step in this direction. Mr. Krishna expressed hope that the Centre will become a lasting symbol of strategic partnership with Vietnam. The External Affairs Minister is in Hanoi on a three day visit to hold a joint commission meeting. The meeting assumes importance as it takes place ahead of the President of Vietnam's visit to India later this year.

India has renewed its support for freedom of navigation in the South China Sea. It expressed the hope that all parties to the dispute will abide by the 2002 Declaration of conduct in the South China Sea. An External Affairs Ministry spokesman said in New Delhi that the cooperation between India and Vietnam in the field of energy is an important facet of the bilateral partnership and a number of Indian companies are already cooperating closely. He said,  New Delhi is looking at further enhancing cooperation in the year's ahead. The spokesman said India's relationship with Vietnam is a key pillar of the Look east policy which has been a resounding success. The total Indian investment in Vietnam is over four hundred million dollars and the foreign arm of ONGC is the largest investor doing exploratory drilling in some of the blocks awarded to it. On the security environment on the exploration in the South China sea by  ONGC Videsh, the spokesman said every entrepreneur takes decisions in this regard after taking into account the nature of business and investment environment.

Landslides triggered by heavy rains that lashed entire Jammu region since yesterday has led to the closure of the Jammu-Srinagar National Highway in Ramban district today. The highway has been closed due to the landslides at Panthal and Gangru in Ramsoo area of the district. Our Correspondent quoting police sources reports that about 500 vehicles have been stranded at various places on the highway due to the closure. The work of road clearing is in progress.

In Uttarakhand, heavy rain lashed major parts of the state for the second consecutive day today. The temperature has come down at most  places. The Met department has predicted that light to moderate rain may occur at many places in the next 24 hours. More from our correspondent:-

"As per reports several houses have been damaged due to landslides following the incessant rain in DeeDihat, Gangoleehat, Munsyari and Dharchula area of Pithouragarh District. Many Roads have damaged in the district due to heavy rain. In Garhval region, vehicular traffic disrupted as frequent landslides reported from many places. In a tragic incident, a primary school teacher died in a bid to save her two students from drowning in a swollen rivulet. In Uttar Pradesh, heavy to moderate rain has again raised the water level of major rivers in several eastern and western districts. Our correspondent reports that the sky is overcast in most of the eastern districts.

"Heavy rain has caused swelling of Ganga in Varanasi and Ghazipur districts. The rain is said to be beneficial for Kharif crops as the paddy fields had started drying up due to week-long dry spell and bright sunshine. Heavy rain has caused water logging in several city areas. Vehicular traffic were badly affected during peak hours due to the waterlogging in several parts of the city. Traffic snarls were also reported from Patparganj, Mayur Vihar, NH-24, Akshardham, Laxmi Nagar underpass, ITO, Vikas  Marg.

The Indian Navy has supplied over 30,000 kilogram of relief materials and deployed its warship besides several choppers in its operations in flood-hit Odisha. Our correspondent reports,  INS Airavat, amphibious vessel along with a Chetak helicopter and divers have been deployed off the Paradip coast . Two choppers have also been positioned at Bhubaneswar airport for relief operations.    The choppers have carried out air drop sorties in Banki, Puri, Jagatsingh Pur, Kendra Para, Cuttack and  Nayagarh areas.  Meanwhile, the IAF has also deployed two of its Mi-17 choppers which are operating from the Bhubeneshwar airfield.

The 5th and final cricket ODI between India and England will be played at the Sophia Gardens in Cardiff today. This will be the visitors' last match of the tour and also the last One Day International of Indian batting genius Rahul Dravid who has announced his retirement from One day cricket.    India is still without a win in all formats of the game against England on this tour. England routed India 4-0 in the test series and then won the Twenty20 match by six wickets. Now they are leading the ODI series 2-0, with cancellation of one match and the another ending in a tie.

Today is International Day for Protection of Ozone Layer. The Government released the United Nations 13^th edition of Montreal Protocol, to mark the occasion. The edition recognizes the country's extra ordinary efforts to protect the ozone layer. Addressing a seminar in New Delhi, Environment Minister Jayanti Natrajan said the Centre has proposed additional funds to encourage the innovations and green technologies.

Astronomers claim to have discovered a planet which orbits two suns.  An international team, which made the finding says the planet, called Kepler-16b, is about 200 light years from Earth and is believed to be a frozen world of rock and gas, about the size of Saturn. It orbits two stars that are also circling each other, one about two-thirds the size of our sun, the other about a fifth the size of our sun. Each orbit takes 229 days; the stars eclipse each other every three weeks or so.
