भारत ने लीबिया की राष्ट्रीय अंतरिम परिषद का समर्थन करते हुए कहा है कि वह लीबिया के लोगों की हरसंभव तरीके से सहायता करेगा। विदेश सचिव रंजन मथाई ने नई दिल्ली में संवाददाताओं को बताया कि भारत, न्यूयॉर्क में संयुक्त राष्ट्र महासभा की आगामी बैठक में लीबिया के नए प्रशासन का समर्थन करेगा।

श्री मथाई ने कहा कि भारत, लीबिया की राष्ट्रीय अंतरिम परिषद के सम्पर्क में है। उन्होंने कहा कि संयुक्त राष्ट्र महासभा की इस महीने की २० तारीख को होने वाली बैठक के अवसर पर भारत, लीबिया के बारे में बैठक में भाग लेगा।

संयुक्त राष्ट्र महासभा ने आज राष्ट्रीय अंतरिम परिषद को लीबिया की सीट देने के लिए मतदान किया। संयुक्त राष्ट्र में लीबिया के दूत अब्दुल रहमान शालगम को गद्दाफी शासन ने इस वर्ष मार्च में अपना प्रतिनिधि मानने से इंकार कर दिया था।

प्रधानमंत्री अगले सप्ताह संयुक्त राष्ट्र महासभा में भाग लेने के लिए न्यूयॉर्क रवाना होंगे। न्यूयॉर्क में संयुक्त राष्ट्र महासभा की बैठक को संबोधित करने के अलावा डॉ० मनमोहन सिंह ब्रिक्स, इब्सा और जी-४ संगठनों के नेताओं से भी बातचीत करेंगे।

लीबिया में कर्नल गद्दाफी के विरोधी लड़ाके एकजुट होकर ताज+ा हमलों की तैयारी कर रहे हैं। बनी वलीद और सिरते में गद्दाफी समर्थकों के हाथों भारी नुकसान झेलने के बाद अब दोबारा हमले की तैयारी की जा रही है। गद्दाफी का गढ़ माने जाने वाले कस्बे बनी वलीद में गद्दाफी विरोधियों को तोपखाने से की जा रही भारी गोलीबारी का सामना करना पड़ा था। साथ ही गद्दाफी के नगर सिरते में भी ज+बर्दस्त जंग चल रही है।

इस बीच, संयुक्त राष्ट्र ने लीबिया पर लगाए गए प्रतिबंधों में ढील देना शुरू कर दिया है।

अमरीका को काबुल में अमरीकी दूतावास पर इस हफ्‌ते हुए हमले के पीछे पाकिस्तानी खुफिया एजेंसी आईएसआई का हाथ होने का संदेह है। और वह इस बारे में सबूत ढूंढ रहा है। अमरीकी रक्षा विभाग के एक वरिष्ठ अधिकारी ने कहा कि हक्कानी आतंकवादियों को समर्थन और पनाह देने के आईएसआई के इतिहास को देखते हुए यह कहा जा सकता है कि काबुल के इस हमले में संभवतः आईएसआई का भी हाथ हो। हक्कनी आतंकवादी नेटवर्क को इस हमले तथा काबुल और उसके आसपास के क्षेत्रों में हाल में किए जा रहे हमलों के लिए जिम्मेदार माना जा रहा है।

फलस्तीन के राष्ट्रपति महमूद अब्बास ने घोषणा की है कि वह संयुक्त राष्ट्र सुरक्षा परिषद में फलस्तीन की पूर्ण सदस्यता का दावा करेंगे।

न्यूयॉर्क में संयुक्त राष्ट्र महासभा की बैठक में भाग लेने के लिए रवाना होने से पहले उन्होंने टेलीवीजन पर कहा कि अगले शुक्रवार को संयुक्त राष्ट्र महासभा में अपने भाषण के बाद वे संयुक्त राष्ट्र महासचिव बान की मून को फलस्तीन की सदस्यता के लिए आवेदन देंगे।

हमारे संवाददाता ने संवाद एजेंसी वाफा के हवाले से खबर दी है कि राष्ट्रपति महमूद अब्बास, फलस्तीन को १९६७ की सीमाओं के अनुसार और पूर्वी येरूशलम को राजधानी बनाते हुए एक पूर्ण राष्ट्र के रूप में संयुक्त राष्ट्र का सदस्य बनाने की मांग करेंगे ।


इस्राइल के साथ कई दशकों तक की असफल शांतिवार्ता के बाद अब फलीस्तीनियों ने स्वतंत्र देश की मान्यता के लिए संयुक्त राष्ट्र की ओर रूख करने का फैसला किया है। दोनों पक्षों के बीच नवीनतम शांतिवार्ता का दौर पिछले साल सितम्बर में तब टूट गया जब इस्राइल द्वारा १० महीनों तक चली, इस्राइलियों बस्तियों के निर्माण को रोक को आगे बढ़ाने से इंकार कर दिया। फिलीस्तीनी लोग पश्चिमी तट गाजा और पूर्वी येरूसलम को शामिल करते हुए १९६७ की सीमाओं के अनुसार एक स्वतंत्र राष्ट्र की स्थापना चाहते हैं जबकि इस्राइल १९६७ की सीमा पर लौटने से इंकार करता है और अविभाजित येरूसलम को अपनी राजधानी मानता है अब यह देखना दिलचस्प होगा कि संयुक्त राष्ट्र में यह मामला क्या शक्ल लेता है क्योंकि सुरक्षा परिषद में प्रस्ताव पास करने के लिए १५ में ९ वोट चाहिए और कोई वीटो न हो।

सीरिया में सरकार विरोधी ताकतों को एकजुट करने की कोशिश में तीन सौ से अधिक विपक्षी नेता आज राजधानी दमिश्क में बैठक कर रहे हैं। अभी तक सीरिया के अधिकारियों ने इस बैठक को मंजूरी नहीं दी है लेकिन वे इसमें हस्तक्षेप भी नहीं कर रहे हैं।

अफगानिस्तान में अफगान सुरक्षाबलों और नाटो गठबंधन सेना के एक संयुक्त अभियान में पिछले २४ घंटों के दौरान हलमंद और कंघार प्रांतों में आठ हथियारबंद उग्रवादी मारे गए हैं और दो घायल हुए हैं। उग्रवादियों से बड़ी संख्या में हथियार, गोली-बारूद और नशीले पदार्थ भी बरामद हुए हैं। पक्तिया प्रांत में गठबंधन सेनाओं ने अफगान पुलिस की मदद से चार हथियारबंद उग्रवादियों को मार गिराया। ये लोग पुलिस चौकी से भाग रहे थे। काबुल, पक्तिया और हलमंद प्रांतों से पुलिस अभियानों के दौरान हथियार, गोला-बारूद और विस्फोटक सामग्री भी बरामद हुई है।

उत्तरप्रदेश में आगरा में आज शाम एक निजी अस्पताल में एक हल्के बम विस्फोट में कम से कम तीन व्यक्ति घायल हो गए। अपुष्ट खबरों के अनुसार लगभग दस लोग घायल हुए हैं। आगरा रेंज के पुलिस महानिरीक्षक पी.के. तिवारी ने हमारे संवाददाता को बताया है कि यह विस्फोट जय अस्पताल के रिसेप्शन काउंटर पर हुआ। बम में इस्तेमाल की गई सामग्री का पता लगाने के लिए फोरेंसिक टीम मौके पर पहुंच गई है। पुलिस के अनुसार यह बम, काउंटर के पास एक बैग में रखा गया था। आतंकवाद निरोधक दस्ते और विशेष कार्यबल - के साथ पुलिस की टीमें भी जांच में लग गई हैं। श्री तिवारी ने बताया कि पूरे इलाके की घेराबंदी कर ली गई है। उन्होंने यह भी बताया कि घायल हुए लोग खतरे से बाहर हैं।

वित्तमंत्री प्रणब मुखर्जी ने कहा है कि अंतरराष्ट्रीय बाजारों में कच्चे तेल की कीमतों में भारी वृद्धि के कारण पेट्रोल के दाम बढ़ाना जरूरी हो गया था। श्री मुखर्जी ने आज मुंबई में सन्‌ २००० और २०११ की कीमतों की तुलना करते हुए कहा कि दस साल में कच्चे तेल की कीमतें पांच से छह गुना बढ़ गई हैं। उन्होंने बताया कि देश की दस करोड़ टन कच्चे तेल की जरूरत का लगभग ७५ प्रतिशत तेल आयात करना पड़ता है।

श्री मुखर्जी पश्चिम क्षेत्र के राज्यों की समीक्षा बैठक के बाद संवाददाताओं से बातचीत कर रहे थे। बैठक में किसानों के लिए कजेर्+ जैसे महत्वपूर्ण मुद्दों पर बातचीत हुई।

सरकार हर दो सप्ताह में गेहू और गैर बासमती चावल के निर्यात पर नजर रखेगी ताकि इसकी मात्रा का हिसाब रखा जा सके। कृषि और खाद्य प्रसंस्करण उद्योग राज्य मंत्री हरीश रावत ने संवाददाताओं से कहा कि यह दोनों खाद्यान्न बहुत ही जरूरी हैं, इसलिए इनका निर्यात २० लाख टन तक पहुचते ही इसे बंद कर दिया जाएगा। उन्होंने कहा कि सरकार खाद्य मुद्रास्फीति में और वृद्धि को रोकने के लिए स्थिति पर लगातार नजर रखेगी।

रबी अभियान के बारे में नई दिल्ली में आयोजित कृषि सम्मेलन में खाद्य उत्पादन बढ़ाने को उच्च प्राथमिकता देने का इरादा जाहिर किया गया है। अगले रबी मौसम में चौबीस करोड़ पचास लाख टन खाद्यान्न उत्पादन का लक्ष्य रखा गया है।

सरकारी विज्ञप्ति के अनुसार इस सम्मेलन में चालू खरीफ मौसम में पैदावार की संभावना और रबी मौसम के लिए रणनीति की समीक्षा की गयी।

गुजरात के मुख्यमंत्री नरेन्द्र मोदी ने राज्य में शांति, एकता और साम्प्रदायिक सद्भाव के लिए आज तीन दिन का उपवास शुरू किया। सद्भावना मिशन के तहत श्री मोदी ७२ घंटे का यह उपवास अपने ६२वें जन्मदिन पर कर रहे हैं।

श्री मोदी के इस उपवास के जवाब में गुजरात कांग्रेस के नेता शंकर सिंह वघेला और अर्जुन मोडवाडिया ने भी साबरमती आश्रम के सामने फुटपाथ पर उपवास शुरू किया है।

भाजपा ने श्री मोदी के नेतृत्व की प्रशंसा की है।

कांग्रेस ने गुजरात के मुख्यमंत्री नरेन्द्र मोदी के उपवास की आलोचना की है। कांग्रेस का कहना है कि मोदी गुनाह कबूल कर रहे हैं। पार्टी प्रवक्ता राशिद अल्वी ने नई दिल्ली में कहा कि उपवास से किसी का चरित्र नहीं बदल सकता।

बाढ़ से हुए नुकसान का जायजा लेने के लिए एक केंद्रीय दल जल्दी ही ओड़िशा का दौरा करेगा। बाढ़ग्रस्त क्षेत्रों का दौरा करने के बाद केंद्रीय कृषि राज्य मंत्री हरीश रावत ने भुवनेश्वर में बताया कि केंद्रीय गृह मंत्रालय के दस सदस्यों का दल संयुक्त सचिव के नेतृत्व में राज्य के बाढ़ग्रस्त इलाकों का जायजा लेगा। इसके बाद कृषि मंत्रालय का एक विशेष दल भी दौरा करेगा। केंद्रीय दलों की रिपोर्ट के आधार पर किसानों को अनुदान सहायता दी जाएगी।

श्री रावत ने बताया कि ओड़िशा को राष्ट्रीय आपदा प्रबंधन कोष से चार सौ ११ करोड़ रूपए स्वीकृत किए गए हैं, जिसमें से एक सौ ५४ करोड़ रूपए पहले ही दिए जा चुके हैं। बाकी का धन इस सहायता राशि के उपयोग के बाद ही जारी किया जाएगा।

ओडिशा की स्थिति को नजरअंदाज करने के बीजू जनता दल के आरोपों का खंडन करते हुए श्री रावत ने कहा कि केंद्र ने बाढ़ पीड़ितों के लिए खाद्य-सामग्री गिराने और राहत कार्यों के लिए हैलीकाप्टर दिए हैं। इसके अलावा पिछले महीने आपदा राहत कोष से ओड़िशा को एक सौ ५४ करोड़ रूपए दिए गए हैं।

उत्तरप्रदेश में गंगा और घाघरा नदियों का पानी फिर कई जगहों पर खतरे का निशान पार कर गया है। घाघरा और सरयू नदियां गोंडा जिले में खतरे के निशान से ऊपर हैं। गंगा, बलिया में खतरे के निशान से लगभग साठ सेंटीमीटर ऊपर बह रही है। गाज+ीपुर जिले की मोहम्मदाबाद तहसील के इलाकों के लोगों को सुरक्षित स्थानों पर पहुंचाया गया है। हमारे संवाददाता ने बताया है कि आज भी उत्तरप्रदेश में कई पूर्वी और पश्चिमी इलाकों में कहीं-कहीं वर्षा हुई।

राज्य के राहत आयुक्त ने कहा है कि बारिश के बावजूद प्रदेश में बाढ़ की स्थिति में सुधार हुआ है और अब केवल ७ जिलों में ही बाढ़ का प्रभाव रह गया है। गंगा नदी ज्यादातर जगहों पर स्थिर है और यमुना केवल इलाहाबाद और मथुरा में बढ़ रही है जबकि राप्ती नदी भी गोरखपुर और उसके आसपास के इलाकों में बढ़ रही है। मौसम विभाग ने कहा है कि मानसून की गतिविधि कम हुई हैं और अगले २४ घंटों के दौरान कुछ ही जगहों पर बारिश होगी।

केंद्रीय बिजली मंत्री सुशील कुमार शिंदे बिजली क्षेत्र में निवेश आकर्षित करने के लिए पांच दिन की यात्रा पर अमरीका जा रहे हैं। वे सोमवार को न्यूयॉर्क और शिकागो के लिए रवाना होंगे। सरकारी विज्ञप्ति के अनुसार भारत के बिजली क्षेत्र में आगामी वर्षों में दो सौ बत्तीस अरब डॉलर के निवेश की आवश्यकता होगी।

सार्वजनिक क्षेत्र की कंपनी रूरल इलैक्ट्रीफिकेशन कारपोरेशन लिमिटेड ने आज अपने अंतिम लाभांश की घोषणा की। कंपनी ने २०१०-११ में प्रति शेयर चार रूपए के लाभांश की घोषणा की है। नई दिल्ली में कंपनी के अध्यक्ष और प्रबंध निदेशक एच० डी० खुंटेटा ने बताया कि यह लाभांश साढ़े तीन रूपए प्रति शेयर के अंतरिम लाभांश के अलावा है। अंतरिम लाभांश शेयर धारकों को इस साल फरवरी में दिया गया था।

India has pledged its support to the National Transitional Council -   NTC - of Libya and expressed its willingness to extend all possible assistance to the people of that country in their political transition. Foreign Secretary Ranjan Mathai told newspersons in New Delhi today that India will support the credentials of Libya in the forthcoming United Nations' General Assembly  in New York. Mathai said that India is in touch with the National Transitional Council  of Libya. He said, India will also participate in the high-level meeting on Libya to be held on the sidelines of the UN General Assembly on 20th of this month. The meeting has been called by the UN Secretary General. The UN General Assembly today voted to give Libya's seat in the world body to the country's rebel NTC that toppled Muammar Gaddafi.  The Foreign Secretary also said that India's commitment to the Palestine cause is well established and it will support the UN resolution for Palestine's membership in the UN General Assembly ( UNGA). He said India along with like minded countries will work towards reforms of the United Nations Security Council.

We feel that unless comprehensive reform of UN Security council is undertaken the process of UN reforms would only incomplete. We along with the G4 other like minded countries would continue to work pro-actively to maintain the momentum for UN security council reform.

The Foreign Secretary also said that , the Prime Minister, who is leaving for New York early next week to attend the high segment of the UNGA has a busy schedule. Apart from addressing the world body, Dr. Singh will have several meetings including BRICS, IBSA and G-4. Our correspondents reports that the Prime Minister is likely to focus on the impact of global economic melt down and measures for its recovery and strongly put across India's case for reforms in the UN Security Council.

Meanwhile in Libya forces loyal to Col. Gaddafi have again beaten back  attempts by the National Transitional Council  to seize control of  two of  the former leader's last strongholds, Bani Walid and Sirte. There were fierce exchanges around both towns as Gaddafi loyalists  unleashed a barrage of rockets and mortars.  A report  says , the anti-Gaddafi forces appeared to be in some disarray after an attempt to mount a decisive offensive both in Bani Walid and Sirte.  In Bani Walid, the fighters loyal to the Transitional authorities  moved into the northern areas of the town yesterday but after meeting fierce resistance, they were forced to pull back. NATO jets could be heard in the sky above but the pro-Gaddafi forces continued to fight on.

Washington says, it has  evidence linking the Pakistan government to the Haqqani network that attacked the US Embassy in Kabul this week. US Ambassador to Pakistan Cameron Munter said in Islamabad that this must stop. He said the two sides should make sure that they work together to fight terrorism. Earlier, a senior US defence official said in Washington that US suspects that Pakistan's  spy agency ISI could be behind the attack on its Embassy in Kabul this week. Unnamed official quoted by the Wall Street Journal said they are  looking for direct evidence in this regard. The blast left 27 people dead. The remarks come close on the heels of a warning from Defense Secretary Leon Panetta that the US would retaliate against attacks on its forces in Afghanistan by Pakistan-based militants.  US Vice President Joe Biden too has criticised Pakistan in recent days as an unreliable ally in the war against terrorism.

In Uttar Pradesh, at least three persons were injured in a minor bomb blast at a private hospital in Agra this evening. Unconfirmed sources said that about 10 persons were injured in the blast. Inspector General of Police Agra range P.K. Tiwari told our Lucknow correspondent that the blast occurred at the  reception counter of the JAY hospital under Hariparwat police area of the town. Forensic team has reached the spot to ascertain the explosion used in the blast. Police said that the explosive was kept in a bag near the  counter. Police teams including sleuths from the ATS and STF have been pressed into service in the probe. Tiwari said the area has been cordoned of for investigation. He has appealed to the people not to be panic and maintain peace. He said the injured are hospitalized and out of danger. He said, prima facie reports show that it was a low intensity blast.

Gujarat today witnessed two fasts by political leaders. Chief Minister Narendra Modi  began his three-day fast in Ahmedabad this morning for what he called peace, unity and communal harmony in the state. His fast  under `Sadbhavna Mission' coincided with his 62nd birthday. To counter his fast, Gujarat Congress leaders Shankarsinh Vaghela and Arjun Modhvadia also started their fast on a footpath in front of Sabarmati Ashram.          While the BJP praised Modi's leadership, Congress  spokesperson Rashid Alvi has reacted sharply to Narendra Modi's fast saying it does not lessen his crime. Samajwadi Party General Secretary Mohan Singh attributed Modi's fast  to the power struggle within the BJP.

Central teams will visit the flood affected areas of Odisha shortly to assess the damage caused by the deluge. Union Minister of State for Agriculture Harish Rawat told this to news persons in Bhuvaneswar after visiting the flood affected areas in the state. He said a ten member team of the home ministry headed by joint secretary will  visit the flood ravaged areas of the state to asses the flood situation. Another special team of the agriculture ministry will also visit the  affected areas. On the basis of the reports given by the central teams, the affected farmers will get the ex-gratia. He said 411 crore rupees has been granted for flood ravaged Odisha to meet the flood situation from the National Disaster Management fund. Of this, 154 crore rupees has already been provided to the State. And the remaining amount and more funds will be given to Odisha by the centre after utilizing this aid. He said  he is visiting the affected areas on the instructions of the Prime Minister, who is concerned about the situation there.

In Uttar Pradesh, major rivers are flowing again above the danger mark at three places because of moderate to heavy rainfall in the last few days. The Ganga and Ghaghra rivers are crossed the danger level . According to the state relief commissioner,  many parts of eastern UP and some areas of Western Uttar Pradesh recorded moderate to heavy rain in  the last thirty six hours. We have more from our correspondent.

Some rivers in the state again rising and Ganga is flowing above the danger mark in Ballia while Ghaghara river has again crossed the danger mark at Elgin Bridge in Barabanki and in Ayodhya. But the state relief commissioner said that despite this rain flood situation in the state is improving and only seven districts are still flood affected. Prime Minister Manmohan Singh today telephoned Mohd. Azharuddin to express condolence over the death of his son Ayazuddin. PMO sources said Dr.manmohan Singh spoke to Azharuddin and condoled the death of his son - Ayazuddin.  19-year-old  Ayazuddin  died yesterday in a hospital in Hyderabad after he succumbed to his injuries in a road accident.        Ayazuddin, a budding cricketer, was the younger of the two sons of the Congress MP from Moradabad.

In Afghanistan, eight armed insurgents were killed and two wounded in  joint and independent operations by the Afghan security forces and NATO Coalition troops in Helmand and Kandhar provinces the past 24 hours. A big each of sophisticated arms, ammunition and narcotics was also recovered from the killed insurgents. In Paktiya province the coalition forces with the help of the Afghan Police killed four armed insurgents when they were trying to run away from the police check point. Arms, ammunition and expolsive material were also recovered in police operations in Kabul, Paktiya and Helmand provinces.

The Palestinian president Mahmoud Abbas has announced that he would seek full membership for Palestinien in the United Nations Security Council. In a television address to the Palestinian people on the eve of his departure to New York to attend the UN General Assembly meetings Abbas announced that he will submit the application for membership to UN Secretary-General Ban Ki-moon after he finishes his speech at the General Assembly next Friday. Palestinians have decided to turn to the U.N. for recognition after decades of unsuccessful peace efforts with Israel. The latest talks between two sides have been stalled since September last year following Israel’s refusal to extend a 10-month freeze on settlement activity in the occupied Palestinian territory. The Palestinians want the recognition of an independent Palestine state comprising West Bank, Gaza Strip and East Jerusalem based on 1967 borders but Israel rejects a return to its 1967 lines and declares that undivided Jerusalem is its eternal capital. European Finance Ministers held further talks in Poland on how to deal with the Euro Zone Debt crisis.     British Chancellor of the  Exchequer George Osborne said the Euro Zone which does not include Britain needed to deal decisively with the Greek Debt problem. In Kerala, summons have been issued against the state Water Resources Minister, P J Joseph, following a complaint by a woman that she received several SMS from the Minister's mobile. The summons were issued by a First Class Magistrate Court at Thodupuzha in Idukki district today. The court will hear the case on the 22nd of next month.

Indian Davis Cup pair - Mahesh Bhupathi and Rohan Bopanna - have won their Doubles tie against Japan. In  their Davis Cup World Group play-off tie in Tokyo today they defeated Tatsuma Ito and Yuichi Sugita of Japan to keep India's hope alive. India had lost both its singles matches on the opening day. India are still trailing 1-2 and need to win both the reverse singles tomorrow with Somdev Devvarman clashing with Kei Nishikori and Bopanna taking on Sugita.
