उत्तर प्रदेश में आगरा में एक निजी अस्पताल में विस्फोट के बाद हाई अलर्ट जारी कर दिया गया है। इस विस्फोट में तीन लोग घायल हो गये थे, हालांकि अपुष्ट ख़बरों में घायलों की संख्या दस बताई गई है। आगरा में ताजमहल और अन्य सार्वजनिक स्थलों के आसपास सुरक्षा व्यवस्था कड़ी कर दी गई है। सभी संवेदनशील जिलों में सुरक्षाबलों और खुफिया एजेंसियों को सतर्क कर दिया गया है।हमारे संवाददाता के अनुसार राष्ट्रीय सुरक्षा गार्ड-एनएसजी का एक दल घटनास्थल से सबूत इकट्ठा करने के लिए आगरा पहुंच गया है।
फॉरेंसिक टीम ने विस्फोट स्थल से तार के टुकड़े और बैटरी बरामद की है, जिससे पता चलता है कि विस्फोट में आई.ई.डी. का उपयोग किया गया था। विस्फोटक अस्पताल के स्वागत कक्ष में कुर्सी के नीचे रखा गया था। अस्पताल को खाली करा लिया गया है और पुलिस ने पूरे इलाके की घेरेबंदी कर ली है। आगरा रेंज के पुलिस महानिरीक्षक पी.के. तिवारी का कहना है कि विस्फोट को आतंकी हमला कहना बहुत जल्दीबाजी होगी। उनका मानना है ये हलका विस्फोट था। इस बीच केंद्रीय गृह राज मंत्री विजेन्द्र िसंह और राज्य सरकार के मंत्री स्वामी प्रसाद मौर्य वरिष्ठ प्रशासनिक पुलिस अधिकारियों के साथ आज घटना स्थल पर पहुंच रहे हैं, जबकि राष्ट्रीय सुरक्षा गार्ड की टीम यहां पहुंच चुकी है। विस्फोट में घायल सभी व्यक्ति खतरे से बाहर बताये जा रहे हैं। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

भारत ने लीबिया की राष्ट्रीय अंतरिम परिषद का समर्थन करते हुए कहा है कि वह वहां के लोगों की हरसंभव सहायता करेगा। विदेश सचिव रंजन मथाई ने नई दिल्ली में संवाददाताओं को बताया कि भारत, न्यूयॉर्क में संयुक्त राष्ट्र महासभा की आगामी बैठक में लीबिया के नए प्रशासन का समर्थन करेगा।श्री मथाई ने कहा कि भारत, लीबिया की राष्ट्रीय अंतरिम परिषद के सम्पर्क में है। उन्होंने कहा कि संयुक्त राष्ट्र महासभा की इस महीने की २० तारीख को होने वाली बैठक के अवसर पर भारत, लीबिया के बारे में बैठक में भाग लेगा। संयुक्तराष्ट्र महासभा में कल विद्रोही राष्ट्रीय अंतरिम परिषद को लीबिया की सीट देने के लिए मतदान हुआ।
लीबिया प्रशासन आज नई अंतरिम सरकार की घोषणा कर देगा। इसमें देश के सभी वर्गों का प्रतिनिधित्व होगा।
विदेश सचिव रंजन मथाई ने कहा कि भारत फलस्तीन के प्रति भी वचनबद्ध है और संयुक्त राष्ट्र महासभा में फलस्तीन की सदस्यता के दावे का भी समर्थन करेगा। श्री मथाई ने संयुक्त राष्ट्र में व्यापक सुधारों का समर्थन किया।
हमें लगता है कि जब तक संयुक्त राष्ट्र सुरक्षा परिषद में व्यापक सुधार नहीं होता तब तक संयुक्त राष्ट्र सुधारों की प्रक्रिया अधूरी रहेगी। हम जी-४ तथा समान विचार वाले अन्य देशों के साथ मिलकर संयुक्त राष्ट्र सुरक्षा परिषद के सुधारों की गति को बनाए रखने के लिए सक्रिय रूप से काम करते रहेंगे।
प्रधानमंत्री अगले सप्ताह संयुक्त राष्ट्र महासभा में भाग लेने के लिए न्यूयॉर्क रवाना होंगे। न्यूयॉर्क में संयुक्त राष्ट्र महासभा की बैठक को संबोधित करने के अलावा डॉ० मनमोहन सिंह ब्रिक्स, इब्सा और जी-४ संगठनों के नेताओं से भी बातचीत करेंगे।

उधर, लीबिया की अंतरिम सरकार के सैनिकों को कल दो प्रमुख शहरों में गद्दाफी समर्थकों के कड़े प्रतिरोध का सामना करना पड़ा। राष्ट्रीय अंतरिम परिषद के सैनिकों ने जब गद्दाफी के गृहनगर सिरते में घुसने की कोशिश की तो उनको रॉकेटों और तोपों का मुकाबला करना पड़ा। परिषद के सैनिकों का गद्दाफी समर्थकों के एक अन्य गढ़ बनी वलीद पर भी घमासान युद्ध चल रहा है।--------------
बंगलादेश की प्रधानमंत्री शेख हसीना ने कहा है कि भारत और बंगलादेश तीस्ता जल बंटवारे संबंधी समझौते पर जल्द ही हस्ताक्षर करेंगे। लेकिन उन्होंने समझौते के लिए कोई समय सीमा बताने से इंकार कर दिया। उन्होंने राजधानी ढाका में सत्तारूढ़ आवामी लीग के वरिष्ठ नेताओं की बैठक में यह बात कही। भारत ने भी उम्मीद जाहिर की है कि दोनों देशों के बीच तीस्ता जल बंटवारे के बारे में समझौता हो जाएगा।--------------
वित्तमंत्री प्रणब मुखर्जी ने कहा है कि अंतर्राष्ट्रीय बाजार में कच्चे तेल की कीमत में भारी वृद्धि के कारण पेट्रोल की कीमत में बढ़ोतरी टाली नहीं जा सकती थी। २००१ और २०११ में पेट्रोल कीमतों की तुलना का जिक्र करते हुए उन्होंने कहा कि कच्चे तेल की कीमत एक दशक में पांच से छह गुना बढ़ गई है। उन्होंने कहा कि देश की दस करोड़ टन कच्चे तेल की जरूरत के लगभग ७५ प्रतिशत भाग का आयात किया जाता है।श्री मुखर्जी ने मुम्बई में पश्चिम क्षेत्र के राज्यों की समीक्षा बैठक के बाद संकेत दिया कि मंगलवार को होने वाली अधिकार प्राप्त मंत्री समूह की बैठक में प्याज के निर्यात पर लगे प्रतिबंध हटाने की मांग पर चर्चा की जा सकती है।

ओड़िशा में बाढ़ से हुए नुकसान का जायजा लेने के लिए एक केंद्रीय दल जल्द ही राज्य का दौरा करेगा। बाढ़ग्रस्त क्षेत्रों का दौरा करने के बाद केंद्रीय कृषि राज्य मंत्री हरीश रावत ने भुवनेश्वर में बताया कि केंद्रीय गृह मंत्रालय के दस सदस्यों का दल संयुक्त सचिव के नेतृत्व में राज्य के बाढ़ग्रस्त इलाकों का जायजा लेगा। इसके बाद कृषि मंत्रालय का एक विशेष दल भी दौरा करेगा। केंद्रीय दलों की रिपोर्ट के आधार पर किसानों को अनुदान सहायता दी जाएगी।श्री रावत ने बताया कि ओड़िशा को राष्ट्रीय आपदा प्रबंधन कोष से चार सौ ११ करोड़ रूपए स्वीकृत किए गए हैं, जिसमें से एक सौ ५४ करोड़ रूपए पहले ही दिए जा चुके हैं। बाकी का धन इस सहायता राशि के उपयोग के बाद ही जारी किया जाएगा।
उधर, उत्तरप्रदेश में गंगा और घाघरा नदियों का पानी फिर कई जगहों पर खतरे का निशान पार कर गया है।

महिलाओं और बालिकाओं के खिलाफ हिंसा की रोकथाम के बारे में एशियाई सांसदों का क्षेत्रीय सेमिनार कल नई दिल्ली में सम्पन्न हुआ। आठ सत्रों में विभाजित, तीन दिन के इस सेमिनार में महिलाओं और बालिकाओं के खिलाफ हिंसा के बारे में उचित कानून बनाने के मुद्दों पर चर्चा हुई। सेमिनार का आयोजन भारतीय संसद तथा अंतर-संसदीय संघ ने किया था।--------------

अमरीका ने कहा है कि उसके पास इस सप्ताह काबुल में उसके दूतावास पर हुए हमले में शामिल हक्कानी नेटवर्क के पाकिस्तान सरकार के साथ संबंध होने के सबूत हैं।पाकिस्तान में अमरीकी राजदूत केमरन मंटर ने कहा है कि इस प्रकार की गतिविधियां बंद होनी चाहिएं। उन्होंने कहा कि दोनों देशों को मिलकर आतंकवाद का मुकाबला करना चाहिए। इससे पहले वाशिंग्टन में एक वरिष्ठ रक्षा अधिकारी ने कहा था कि अमरीका को शक है कि काबुल में उसके दूतावास पर हमले में पाकिस्तान की खुफिया एजेंसी आई एस आई का हाथ है।

नाइजीरिया में अधिकारियों ने संयुक्त राष्ट्र मुख्यालय में भयानक विस्फोट के लिए चार लोगों पर आरोप लगाया है। इस विस्फोट में २३ लोग मारे गये थे। राजधानी अबूजा में मजिस्ट्रेट की अदालत में इन लोगों के खिलाफ आरोप पत्र दाखिल किये गये। २६ अगस्त को हुए इस आत्मघाती हमले की जिम्मेदारी नाइजीरिया में एक कट्टरपंथी मुस्लिम गुट ने ली थी जिसे स्थानीय क्षेत्र में बोको हरम के नाम से जाना जाता है।-------

In Uttar Pradesh, a high alert has been sounded following blast at a private hospital in Agra in which at least three persons were injured. They are out of danger. Unconfirmed reports however put the number of injured persons at ten. Security has been intensified in and around Taj Mahal and public places in the city. Security forces and intelligence have been alerted in all sensitive districts of the state.
A team of the National Security Guards, NSG, arrives at the site of the blast to collect evidence. The Union Minister of State for Home Jitendra Singh, Panchayati Raj Minister of Uttar Pradesh Swami Prasad Maurya and special DG of state police Brij Lal will also visit the city today to take stock of the situation.
Inspector General of Police Agra range P K Tiwari told AIR that the hospital where the blast had taken place has been vacated and the injured admitted to two other hospitals. Our correspondent reports that a Forensic team has collected samples from the spot to ascertain the explosives used in the blast.
"Forensic experts have recovered pieces of wire and a battery from the blast site, confirming the use of an improvised explosive device. The explosive was placed in a bag under a chair in front of the reception counter. The blast shattered the windowpanes of the reception. Patients have been evacuated from the hospital and police has cordoned off the entire area and conducted an intensive combing operation. Inspector General of Police, Agra Range, PK Tiwari has said that it was too early to say if it was a terror attack. He said that it was a low intensity blast. A team of the National Security Guard has reached on the blast site to assist in investigations. Mr. Jitendra Singh, Union Minister of State for Home and Swami Prasad Maurya Panchayati Raj Minister of the State and senior police and administrative officers of state government will also be visiting today to take the stock of the situation first hand. All injured are out of danger.

Finance Minister Pranab Mukherjee has said that the petrol price hike was inevitable because of a steep increase in price of crude oil in the international market. Drawing comparisons between the prices of 2000 and 2011, he said the price of crude has gone up by 5 to 6 times in a decade. The Minister said, nearly 75 per cent of the country's 100 million tonnes of crude requirement is met by imports. Mr. Mukherjee was speaking to reporters in Mumbai after addressing a review meeting of the West Zone states on wide ranging issues pertaining to credit and flow of funds to the farm sector. He indicated that the Empowered Group of Ministers' meeting on Tuesday may consider the demand for lifting the ban on onion exports.

India has pledged its support to the National Transitional Council, the NTC of Libya and expressed its willingness to extend all possible assistance to the people in their political transition. Foreign Secretary Ranjan Mathai told newspersons in New Delhi that India will support credentials of Libya in the forthcoming United Nations' General Assembly in New York.
Mr Mathai said New Delhi is in touch with the NTC and that India will also participate in the high-level meeting on Libya to be held on the sidelines of the UN General Assembly on the 20th of this month. The meeting has been called by the UN Secretary General.
The UN General Assembly yesterday voted to give Libya's seat in the world body to the country's rebel NTC that toppled Muammar Gaddafi. After Gaddafi withdrew credentials of his UN Ambassador Abdul Rahman Shalgham, Libya has had no official UN representative since March. Libya's authorities will name a new transitional government today that represents all people in the North African country.
The Foreign Secretary said, India's commitment to the Palestinian cause is well established and it will support the UN resolution for Palestine's membership in the UN General Assembly. He said, India and like minded countries will work towards reforms in the UN Security Council.
"We feel that unless comprehensive reform of UN Security council is undertaken the process of UN reforms would only incomplete. We along with the G4 other like minded countries would continue to work pro-actively to maintain the momentum for UN security council reform."

Libya's provisional government fighters yesterday faced stiff resistance from Gaddafi's loyalists in two key towns. The National Transitional Council fighters encountered a barrage of rocket and artillery fire as they tried to push into Gaddafi's hometown of Sirte. The NTC fighters are also waging a fierce battle for Bani Walid, another stronghold of Gadhafi loyalists.

A Central team will visit the flood affected areas of Odisha to assess the damage caused by the deluge. Union Minister of State for Agriculture Harish Rawat told reporters in Bhubaneswar yesterday that he is visiting the affected areas on the instructions of the Prime Minister, who is concerned about the situation there. He said he will apprise him of the situation after his visit. Rawat also said that the centre has sought detailed information on the requirements of the state to deal with the situation. Rejecting allegations of central negligence levelled by the ruling BJD, he said helicopters have been provided to the state for air-dropping food and relief materials. Besides this, the state was given 154 crore rupees under the Calamity Relief Fund in August. Rawat said he has sought information on the loss in the agriculture sector and damage to houses in the floods. This will assist in providing help under the Indira Awas Yojana. Among the sectors hit by floods were rural development, works, water resources, panchayati raj, schools and anganwadis.

Several areas in eastern Uttar Pradesh are again facing floods due to the rising Ganga, Ghaghra and Saryu rivers. Our Correspondent reports that the people living near the banks of the rivers in Ghazipur and Ballia have been shifted to safer places.
"Large scale soil erosion has occurred due to flood of Ganga in Mohammadabad Tehsil of Ghazipur district. The standing crops have got damaged while the population living near the banks has been shifted. In Ballia the river Ganga is flowing 46 centimeters above the danger mark while Saryu and Ghaghra are also above the danger level in Gonda. The monsoon has become weak but met office has predicted sporadic rainfall in eastern region during next 24 hours.

Bangladesh Prime Minister Sheikh Hasina has said that India and Bangladesh will soon sign a pact on Teesta water sharing, but refused to specify any timeframe for the deal. She said this at a meeting of top leaders of the ruling Awami League in the capital Dhaka.
India has also expressed the hope that the two neighbours would be able arrive at an agreement on the sharing of the waters of the Teesta.

उत्तर प्रदेश में, आगरा में एक निजी अस्पताल में विस्फोट के बाद, ताजमहल और अन्य सार्वजनिक स्थानों के आसपास सुरक्षा कड़ी कर दी गई है। आगरा रेंज के पुलिस महानिरीक्षक पी के तिवारी ने हमारे लखनऊ संवाददाता को बताया कि राज्य के सभी संवेदनशील जिलों में सुरक्षाबलों और खुफिया तंत्र को सतर्क कर दिया गया है। ये विस्फोटक स्वागत कक्ष के पास एक कुर्सी के नीचे रखा गया था। पुलिस ने इस विस्फोट में केवल चार लोगों के घायल होने की पुष्टि की है, जबकि अपुष्ट सूत्रों ने बताया कि लगभग १० लोग घायल हुए हैं। अधिकतर घायल आगरा और अलीगढ़ जि+ले के हैं।हमारे संवाददाता ने बताया है कि राज्य के पंचायती राज मंत्री स्वामी प्रसाद मौर्य ने आज आगरा का दौरा कर घायलों को एक-एक लाख रुपये देने की घोषणा की।

शिरोमणि गुरूद्वारा प्रबंधक कमेटी के १७० सदस्यों के चुनाव के लिए पंजाब, हरियाणा, हिमाचल प्रदेश और चंडीगढ़ में कड़ी सुरक्षा के बीच शांतिपूर्वक मतदान जारी है। ग्रामीण क्षेत्रों में लगभग ३० प्रतिशत और शहरी क्षेत्रों में लगभग २० फीसदी मतदान की खबर है। मतदान शाम चार बजे तक चलेगा।पंजाब के सीमावर्ती इलाकों में मतदाताओं की लंबी कतार देखी गयी। मुख्यमंत्री प्रकाश सिंह बादल, उपमुख्यमंत्री सुखबीर सिंह बादल और उनके अन्य परिजनों ने मुक्तसर जिले के बादल गांव में वोट डाले।
कमेटी के १७० में से, पंजाब से १५७, हरियाणा से ११ और हिमाचल तथा चंडीगढ़ से एक-एक सदस्य चुने जाने हैं। मतदान समाप्त होने के तुरंत बाद वोटों की गिनती शुरू हो जाएगी, लेकिन परिणाम इस महीने की २२ तारीख को घोषित किये जाएंगे।

उत्तराखंड ने पेट्रोल पर मूल्य संवर्द्धित कर-वैट कम करने का फैसला किया है। इससे राज्य के लोगों को एक लीटर पेट्रोल पर ७८ पैसे की राहत मिलेगी। सरकारी बयान में कहा गया है कि पेट्रोल पर वैट कम करने का निर्णय मुख्यमंत्री बी सी खंडूड़ी ने किया। इस फैसले से सरकार पर सालाना २१ करोड़ ७८ लाख रुपये का बोझ पड़ेगा। राज्य सरकार ने जून में भी पेट्रोलियम उत्पादों पर ऐसी ही राहत की घोषणा की थी।-------------
वित्तमंत्री प्रणब मुखर्जी ने कहा है कि अंतर्राष्ट्रीय बाजार में कच्चे तेल की कीमत में भारी वृद्धि के कारण पेट्रोल की कीमत में बढ़ोतरी टालना संभव नहीं था। २००१ और २०११ में पेट्रोल कीमतों की तुलना करते हुए उन्होंने कहा कि कच्चे तेल की कीमत एक दशक में पांच से छह गुना बढ़ी है।श्री मुखर्जी ने मुम्बई में पश्चिम क्षेत्र के राज्यों की समीक्षा बैठक के बाद संकेत दिया कि मंगलवार को होने वाली अधिकार प्राप्त मंत्री समूह की बैठक में प्याज के निर्यात पर लगा प्रतिबंध हटाने की मांग पर चर्चा की जा सकती है।

सरकार २००० तक की जनसंख्या वाले ग्रामीण इलाकों में अगले वर्ष मार्च तक बैंकिंग सुविधाएं उपलब्ध कराएगी। वित्त मंत्री प्रणब मुखर्जी ने आज नई दिल्ली में, बैंक ऑफ महाराष्ट्र की ७६वीं वर्षगांठ पर आयोजित समारोह में यह बात कही। उन्होंने कहा कि देश के ७३ हजार में से २९ हजार गांवों में बैंकिंग सुविधाएं उपलब्ध हैं और बाकी गांवों में ये सुविधाएं चालू वित्त वर्ष के अंत तक उपलब्ध करा दी जाएंगी।-------------

उत्तर प्रदेश में गोरखपुर में बाबा राघवदास मेडिकल कॉलेज अस्पताल में पिछले २४ घण्टे में दिमागी बुखार से ११ बच्चों की मौत हो गई। इन सभी बच्चों की उम्र १५ साल से कम थी। इस साल दिमागी बुखार से मरने वालों की संख्या तीन सौ हो गई है। अगल-अलग अस्पतालों में दिमागी बुखार के ४२ मरीज भर्ती हैं। हमारे संवाददाता ने बताया है कि इस साल दिमागी बुखार के, अस्पताल में भर्ती होने वाले, मरीजों की संख्या दो हजार से ऊपर हो गई है।पूर्वी उत्तर प्रदेश में बारिश की अवधि बढ़ जाने और इस वजह से मच्छरों की संख्या में वृद्धि होने के कारण बीमारी की गंभीरता भी बढ़ गई है। मरीजों की बढ़ती संख्या को देखते हुए मेडिकल कॉलेज प्रशासन ने अब एक और वॉर्ड दिमागी बुखार के मरीजों के लिए आरक्षित किया है। राज्य सरकार ने मेडिकल कॉलेज परिषद में ही एक नया पांच सौ बिस्तरों वाला अस्पताल बच्चों के लिए खोलने की योजना बनाई है। इस बीच प्रभावित क्षेत्रों में मच्छरों की दवा का छिड़काव और साफ-सफाई की मुहिम भी चल रही है। सलमान हैदर, आकाशवाणी समाचार, गोरखपुर।

असम में एक सड़क हादसे में पांच रेल कर्मियों सहित छह लोगों की मौत हो गई और तीन गंम्भीर रूप से घायल हो गए। यह दुर्घटना कल शाम डिब्रूगढ़ जिले के गेमन नहरानी इलाके में उस समय हुई, जब इन लोगों की कार सड़क से फिसल कर २५ फुट गहरी खाई में गिर गई। ये लोग बोगीबील रेल-सड़क पुल परियोजना के निर्माण स्थल से लौट रहे थे। पांच रेलकर्मियों की घटना स्थल पर ही मौत हो गई।-------------

यात्रियों की सुविधा के लिए रेलगाड़ियों में जीपीएस यानी ग्लोबल पोजिशनिंग सिस्टम आधारित यात्री सूचना यंत्र लगाए जाएंगे। इससे यात्रियों को रेलगाड़ियों की वास्तविक स्थिति, उसकी गति और स्टेशन पर पहुंचने का सही समय पता चल सकेगा। शुरू में इसी महीने चार रेलगाड़ियों में - सिमरन - नामक यह यंत्र काम करना शुरू कर देगा। इनमें मुम्बई और हावड़ा राजधानी भी शामिल है। इस यंत्र से इन राजधानी रेलगाड़ियों को इंटरनेट पर भी देखा जा सकेगा। बाद में चरणबद्ध तरीके से देश भर की आठ हजार रेलगाड़ियों और आठ हजार १७७ स्टेशनों को जीपीएस से जोड़ दिया जाएगा।-------------
ओडीशा के बाढ़ ग्रस्त इलाकों में राहत और बचाव कार्य तेजी से चल रहा है। भुवनेश्वर में एक बैठक की अध्यक्षता करते हुए मुख्यमंत्री नवीन पटनायक ने कहा कि बाढ़ पीड़ितों के पुर्नावास के लिए राज्य सरकार को केन्द्र सरकार की मदद की जरूरत है।केन्द्रीय कृषि राज्यमंत्री हरीश रावत ने आज ओडीशा में बाढ़ ग्रस्त इलाकों का दौरा किया। उन्होंने पत्रकारों से कहा कि बाढ़ से बचने के लिए ओडीसा के एक मात्र विशाल हीराकुण्ड जलाशय को अत्याधुनिक तकनीक की जरूरत है। उन्होंने बताया कि प्रदेश में बेहतर जल प्रबंधन के लिए वे केन्द्रीय जल संसाधन प्राधिकारण से जलाशयों को अत्याधुनिक तकनीक उपलब्ध कराने का आग्रह करेंगे।

In Uttar Pradesh, security has been intensified in and around Taj Mahal yesterday and public places in the Taj city following the blast at a private hospital. Inspector General of Police, Agra Range, P K Tiwari told our correspondent that security forces and intelligence Agencies have been alerted in all sensitive districts of the state. State Panchayati Raj Minister, Swami Prasad Maurya today visited Agra and announced financial help of one lakh rupees each to the injured in the blast. More from our correspondent:
Agra police has announced that 50 thousand rupees will be given to the person providing information about people involved in the blast. Inspector General of Police Agra Range PK Tiwari has said that no one has either been arrested or detained for interrogation in this incident. He said forensic experts have recovered pieces of wire and 6 batteries from the blast site, confirming the use of an improvised explosive device. A team of National Security Guard NSG has also collected material from blast site. Mr. Swami Prasad Maurya Panjayati Raj Minister of state government and Special DG of state police Brij Lal have reviewed security arrangements and progress into the probe with local officials and agencies involved into investigation at Agra. The Prime Minister Dr Manmohan Singh will push for more effective measures for global economic and financial recovery, UN reforms, Millennium Development Goals and an anti-terror convention during his visit to the United Nations. Dr Singh will be leaving for New York on Monday to participate in the High Level Segment of the 66th UN General Assembly Session. He will be leading a high-level delegation that includes External Affairs Minister S M Krishna, National Security Adviser Shivshankar Menon and Principal Secretary to the Prime Minister, T K A Nair.
Briefing reporters in New Delhi yesterday, Foreign Secretary Ranjan Mathai said, the present UN General Assembly Session was taking place at a time of continuing global economic and financial uncertainties. He said, food and fuel prices are at their peak, and the impact was being felt most severely by developing countries which are struggling to alleviate poverty and improve the living standards of its people. Mr Mathai said, India would emphasise the immediacy of effective measures to deny terrorists, possible access to Weapons of Mass Destruction material. Besides, the Indian delegation would also be actively participating in the UN high-level event on Nuclear Safety and Security. He said, the recent terrorist attack in New Delhi had once again served as a reminder of the constant threat posed by terrorism to the security of democratic societies and well-being of its citizens. Referring to socio-political upheaval in West Asia and North Africa, Mr Mathai said, India as a Member of the UN Security Council, would continue to encourage political and diplomatic processes for solutions to the problems of member nations.
The Prime Minister will be visiting New York from September 22nd to 26th. He will address the UN General Assembly on the 24th. The Prime Minister is also likely to hold bilateral meetings with a number of visiting Heads of State and Government during his stay in New York.

The government has set a target of providing banking facilities to the rural areas having a population of 2000 or more by the end of March 2012. The Union Minister of Finance Mr Pranab Mukherjee said this while addressing a function on the occasion of the 76th Anniversary of the Bank of Maharashtra in New Delhi today. Mr Mukherjee said that large chunk of the population in the rural areas is still deprvied banking facilities and the banks have to focus their attention towards them. He said that 73000 villages across the country have to be brought under financial inclusion by the end of this financial year out of which 29000 villages have already been covered and the rest will be covered in the remaining periods. Mr Mukherjee also said that the government is injecting one lakh 80 thousand crore rupees in rural areas to provide credit facilities to the beneficiaries. In Uttarakhand, giving some relief to the common man, the State government has reduced VAT on petrol. With this the hike in petrol price has been minimised by78 paisa a litre. An official statement said that Chief Minister B C Khanduri has decided to give waiver in VAT on the increased price of petrol. The measure would cost the exchequer 21.78 crore rupees per annum, the statement added. In June also, the state government had announced a similar relief in VAT on the prices of petroleum products.

Polling to elect 170 members of the Shiromani Gurdwara Parbandhak Committee SGPC is going on peacefully in Punjab, Haryana, Himachal Pradesh and Union Territory of Chandigarh under tight security. Twenty-five to 30 per cent polling is reported in rural areas and about 20 per cent in urban areas. Reports reaching from border areas of Punjab say, a large number of voters are seen in queues waiting for their turn. Polling which began at 8 am, will continue till four in the afternoon. Chief Minister Parkash Singh Badal, Deputy Chief Miniister Sukhbir Singh Badal and other members of their family, cast their votes at a polling booth in their native village Badal in Muktsar district.Among the 170 members, 157 will be from Punjab, 11 from Haryana and one each from Himachal Pradesh and Chandigarh. Counting will start immediately after the polling but results will be declared on the 22nd of this month.
As the dead line for voting is reaching nearer more and more voters are coming towards poling booths. Guruduwara Election Commission reported 32-35 per cent polling by 1 pm. Women voters are out numbering men voters out side polling booths in rural areas. After declaration of results on 22nd of September ministry of Home will summon in a meeting of all elected members and notification of SGPC house will be issued at Amritsar in the presence of Amritsar D C and a representatives house of Gurudwara Election Commission. Libya's interim government forces say, they have made progress in their advance on Sirte, a stronghold of forces loyal to Muammar Gaddafi. A spokesman for the anti-Gaddafi forces said, the city's airport and a nearby military base had been captured. There are also reports of heavy fighting in another Gaddafi stronghold, the town of Bani Walid. Gaddafi has been in hiding since opposition forces captured the capital Tripoli last month. His remaining forces are holding out in Sirte, Bani Walid and several other towns while forces of the new interim leadership, the National Transitional Council or NTC, try to assert full control over the country. A spokesman for the military council in the city of Misrata, on the coast between Sirte and Tripoli, said some fighters had advanced to within 7 kilometres of the centre of Sirte.

At least 15 people, including members of an anti-Taliban militia, were killed today in a clash between security forces and heavily-armed militants in the restive Khyber tribal region of northwest Pakistan. The clash began when militants attacked a check post jointly manned by security forces and volunteers of an anti-Taliban militia in Bara area of Khyber tribal agency. TV channels reported, the militants used heavy weapons, including rocket-propelled grenades, to target the check post. Five members of the pro-government militia were killed instantly and several others were injured.

In Pakistan, recent floods triggered by heavy monsoon rains in the southern part of the country, have killed nearly 300 people and affected 6 million. The latest figures released by the country's National Disaster Management Authority said, the flood caused damage to an area of about eight million acres and swept away standing crops in the affected areas. The Flood have affected all the 23 districts of Sindh province and damaged lakhs of houses. More than 80,000 livestock have been washed away by flood waters in Sindh. About 31,960 villages have been badly affected by the floods.

Egypt will hold its first parliamentary election since the February ouster of President Hosni Mubarak in three phases from November 21. The state-owned Al-Ahram newspaper, in the first edition of its Sunday issue, quoted the head of the electoral committee Abdel Muiz Ibrahim as saying a senate election will follow on January 22. It quoted him as saying a proposed timetable is in place for parliamentary and senate elections, with the first stage of parliamentary elections starting on November 21. He said the election, which will be held over three stages, will end on January 3. But the ruling military, which took power after the popular overthrow of Mubarak, has yet to confirm the dates.

Another vintage military plane has crashed at a United States air show, a day after a horrific plane crash at a Nevada air show on Friday, killed nine people and injured dozens more. In the latest crash, a military trainer aircraft went down in a fireball at an air show at Martinsburg, West Virginia yesterday. The pilot was killed, but there were no other casualties.
Meanwhile, Nevada police have raised the death toll to nine, from the earlier P-51 Mustang plane crash at the National Championship Air Races when its elderly pilot apparently lost control of the World War II aircraft and plunged into the spectators at full speed. National Transportation Safety Board investigators are probing the accident. The plane narrowly missed a grandstand packed with people.

In Sri Lanka, at least three people were killed and about 25 injured near Colombo when a passenger train crashed into the back of another train. Police said, Railway workers were still searching for passengers who might be trapped in the wreckage. The accident took place late yesterday close to a railway station in Alawwa, some 60 kilometres north of the Sri Lankan capital. A Police spokesman said, a Korean national and the engine driver were among those killed.

The World Bank has welcomed the impressive progress Nepal has made in social development indicators, given the challenging political environment. The international body has supported Nepal’s determination to cement peace through development and poverty reduction. In Uttar Pradesh, eleven children have succumbed to Japanese Encephalitis at the Baba Raghav Das Medical College Hospital in Gorakhpur during the past 24 hours. All the dead are children below 15 years. With this the death toll due to different kinds of encephalitis has mounted to 300 this year. Forty two patients of suspected encephalitis have been admitted to different hospitals. Our correspondent says, the number of encephalitis patients admitted this year to hospitals has gone upto over 2000. In view of the high influx of patients additional wards have been earmarked for encephalitis patients.
"The increased intensity of mosquitoes and prolonged rain period has intensified the disease. The medical college administration finds it difficult to cope up the heavy influx of encephalitis patients. The state government. however is planning a separate pediatric hospital within the premises of Medical college. The proposed hospital will have a capacity of 500 hundred beds exclusively for children. Meanwhile, fogging and cleanliness drive is on in the rural areas to contain the disease. In Assam, six persons, including five Railway employees died on-the-spot and three were injured critically when the car they were travelling-in, skidded off the road and fell into a 25-feet deep ditch at Gemon Naharani area in Dibrugarh district last evening. The Indian Railways will install GPS-based passenger information system in trains enabling passengers to find out the exact location, speed and arrival time of trains on a real-time basis. Initially, the Satellite Imaging for Rail Navigation, SIMRAN system will be operational in four trains from this month. These include the Mumbai and Howrah Rajdhanis. One can even track these Rajdhani trains on the Internet after the system becomes operational. Later, 8,000 trains and 8,177 stations will be connected across the country through GPS in a phased manner.

केन्द्र सरकार ने राष्ट्रीय आपदा प्रबंधन बल की चार टीमों को सिक्किम के लिए रवाना कर दिया है। टीम में १६० विशेषज्ञ और राहतकर्मी शामिल हैं। हमारे संवाददाता ने बताया कि राहत कार्य के लिए विमानों को तैयार रखा गया है।
उधर, बंग्लादेश और नेपाल में भी आज शाम भूकम्प के झटके महसूस किए गए, जिसकी तीव्रता रिक्टर पैमाने पर छह दशमलव आठ मापी गई। भूकम्प के झटकों के बाद दोनों ही देशों में अफरातफरी मच गई। हालांकि, जानमाल के नुकसान की कोई खबर नहीं है।
उत्तर प्रदेश के आगरा में कल हुए विस्फोट की जांच राष्ट्रीय सुरक्षा गार्ड और राज्य पुलिस के आतंकवाद रोधी दस्ते तथा विशेष कार्यबल ने शुरू कर दी है। इस बीच पुलिस ने विस्फोट का सुराग देने वाले को इनाम की राशि बढ़ाकर एक लाख रूपये कर दी है।
केन्द्रीय गृह राज्यमंत्री जितेन्द्र सिंह ने आज घटनास्थल का दौरा किया और अस्पताल में जाकर घायलों से मुलाकात की। उन्होंने घायलों को प्रधानमंत्री राहत कोष से ५०-५० हजार रूपये की सहायता देने की घोषणा की। राज्य सरकार घायलों को एक-एक लाख रूपये देने की
घोषणा पहले ही कर चुकी है। ताजमहल और अन्य महत्वपूर्ण ऐतिहासिक स्मारकों के अलावा पूरे राज्य में चौकसी बढ़ा दी है।
फोरेसिंक प्रयोगशाला की प्रारम्भिक रिपोर्ट में कहा गया है कि विस्फोट में सल्फर, गंधक और कोयले का उपयोग किया गया था। जांचकर्ताओं ने ६ बैटरियां और तार के टुकड़े भी बरामद किये हैं। आगरा रेंज के पुलिस महानिरिक्षक का कहना है कि विस्फोट स्थल से कोई टाइमर नहीं मिला है, उनका कहना है कि प्रारम्भिक जांच में यह भी लगता है कि घटना में स्थानीय अपराधी भी शामिल हो सकते हैं लेकिन जांच के बाद ही अंतिम रूप से कुछ कहा जा सकता है।

शिरोमणि गुरूद्वारा प्रबंधक कमेटी का चुनाव शांतिपूर्वक सम्पन्न हो गया। पंजाब, हरियाणा, हिमाचल प्रदेश और चंडीगढ़ में आज वोट डाले गए। गुरूद्वारा चुनाव आयोग के प्रवक्ता ने बताया कि ६२ से ६५ प्रतिशत मतदान हुआ है। चुनाव परिणामों की घोषणा २२ सितम्बर को की जाएगी।
डा. मनमोहन सिंह २४ सितम्बर को संयुक्त राष्ट्र महासभा को सम्बोधित करेंगे। विदेश सचिव रंजन मथाई ने आज नई दिल्ली में पत्रकारों से कहा कि भारत जी-४ और अन्य समान विचारों वाले देशों के साथ मिलकर संयुक्त राष्ट्र सुरक्षा परिषद के सुधार में तेजी लाने का प्रयास करेगा।
श्री मथाई ने कहा कि संयुक्त राष्ट्र का मौजूदा सत्र एक ऐसे समय में हो रहा है जब विश्व के अनेक भागों में वित्तीय अनिश्चितता बनी हुई है और खाद्य पदार्थों तथा ईंधन की कीमतें आसमान पर हैं। उन्होंने कहा कि इनका प्रभाव विकासशील देशों पर पड़ रहा है और उन्हें गरीबी कम करने के लिये काफी संघर्ष करना पड़ रहा है।
श्री मथाई ने कहा कि भारत संयुक्त राष्ट्र में फलस्तीन की सदस्यता के प्रस्ताव का समर्थन करेगा।
भारत सरकार के मुख्य आर्थिक सलाहकार कौशिक बासु का मानना है कि विकास दर बनाए रखने के लिए ब्याज दरों में कटौती होनी चाहिए। एक समाचार चैनल से बातचीत में श्री बासु ने कहा कि रिजर्व बैंक की कड़ी वित्तीय नीति का बहुत कम असर पड़ा है और समय आ गया है कि इससे हटकर कुछ किया जाए। कुछ दिन पहले रिजर्व बैंक ने मुद्रास्फीति पर नियंत्रण की दिशा में कदम उठाते हुए मुख्य ब्याज दरों में चौथाई प्रतिशत की वृद्धि की है। इसी घोषणा के मद्देनजर श्री बासु ने यह टिप्पणी की है। श्री बासु ने कहा कि रिजर्व बैंक को समझदारी से काम लेते हुए मुद्रास्फीति की बढ़ती दर से निपटने के लिए ठोस कदम उठाने चाहिए।
लीबिया की अंतरिम सरकार के सुरक्षा बलों ने कहा है कि वे कर्नल गद्दाफी के गढ़ सिरते की ओर तेजी से बढ़ रहे हैं। सुरक्षा बलों के प्रवक्ता ने कहा कि उन्होंने सिरते के हवाई अड्डे और पास के सैन्य अड्डे पर कब्ज+ा कर लिया है।

इलाहाबाद में दिमागी बुखार से हुई मौतों से लगता है कि अब तक हिमालय के तराई के क्षेत्र तक ही सीमित रहने वाली यह बीमारी अब प्रदेश के दूसरे हिस्सों में भी फैलने लगी है। विशेषज्ञों के अनुसार इस बार मौतों की बढ़ रही संख्या का मुख्य कारण मच्छरों के घनत्व में हुई वृद्धि है। मच्छर ही जापानी इन्सलाइसेस के वाहक होते हैं, प्रभावित इलाकों में कीटनाशकों का छिड़काव तो शुरू किया गया है लेकिन बीमारी को रोकने के लिए अभी और प्रयासों की आवश्यकता है।

देश के उत्तरी और पूर्वी भागों में आज भूकंप के तेज झटके महसूस किये गये। दिल्ली के मौसम विभाग के निदेशक आर.सी. वशिष्ट ने बताया कि अभी तक कहीं से भी जान और माल के भारी नुकसान की खबर नही है।
भूकम्प के झटके मध्यतीव्रता का रिकॉर्ड किया गया जिसकी रिएक्टर स्केल पर माप ६ दशमलव ८ था जो १८ बजकर ११ मिनट पर हुआ। जिसका केन्द्र २७ दशमलव ७ डिग्री उत्तर अक्षांश ८८ दशमलव २ डिग्री देशानए इसका जो केन्द्र था उसकी गहराई १० किलोमीटर यह सिक्किम नेपाल बोर्डर के क्षेत्र पर रिकॉर्ड किया गया।
े प्रधानमंत्री डा. मनमोहन सिंह ने सिक्किम के मुख्यमंत्री से बात की और उन्हें सभी तरह की सहायता का यकीन दिलाया। उन्होंने स्थिति का जायजा लेने के लिये केबिनेट सचिव को राष्ट्रीय आपदा प्रबंधन बले की आपात बैठक बुलाने के निर्देश दिये।
पश्चिम बंगाल में सिलीगुडी और कूच बिहार जिलों में बिजली गुल हो गई है। किसी भी स्थिति से निपटने के लिये आपदा प्रबंधन दलों को तैयार रखा गया है। हमारे कोलकाता संवाददाता ने खबर दी है कि सरकार ने पूरे राज्य में सतर्कता बरतने के आदेश दिये हैं। उधर, कुर्शियांग से हमारे संवाददाता ने बताया है कि इलाके में कई इमारतों के हिलने और खिड़कियों के शीशों के टूटने की खबर मिली है। बिहार के विभिन्न भागों में भी झटके महसूस किये गये और लोग घरों से निकलकर खुले मैदान में आ गये। राज्य के दरभंगा जिले में भी भूकंप के झटके महसूस किये गये। छत्तीसगढ़ में राजधानी रायपुर सहित राज्य के विभिन्न इलाकों, उत्तर प्रदेश के गोरखपुर और बस्ती जिलों तथा राजस्थान के जयपुर और राजधनी दिल्ली में भी हल्के झटके महसूस किये गये।

असम में सायं करीब छह बजकर इक्कीस मिनट पर भूकंप के झटके महसूस किए गए जिसकी तीव्रता रिक्टर पैमाने पर छह दशमलव एक थी। गुवाहाटी में भूकंप के झटको के बाद लोग अपने मकानों से बाहर निकल आए थे। करीब चालीस सेकेण्ड तक भूकंप का झटका महसूस किया जाता रहा। हालांकि जान-माल के किसी बड़े नुकसान की फिलहाल कोई खबर नहीं है लेकिन गुवाहाटी और आस-पास के क्षेत्रों में करीब एक घंटे तक मोबाइल फोन और बिजली की सेवाएं प्रभावित रहीं। राज्य के कुछ हिस्सों से दीवारों में दरार पड़ने की भी खबर है।केन्द्र सरकार ने राष्ट्रीय आपदा प्रबंधन बल की चार टीमों को सिक्किम के लिए रवाना कर दिया है। टीम में १६० विशेषज्ञ और राहतकर्मी शामिल हैं। हमारे संवाददाता ने बताया कि राहत कार्य के लिए विमानों को तैयार रखा गया है।

उधर, बंग्लादेश और नेपाल में भी आज शाम भूकम्प के झटके महसूस किए गए, जिसकी तीव्रता रिक्टर पैमाने पर छह दशमलव आठ मापी गई। भूकम्प के झटकों के बाद दोनों ही देशों में अफरातफरी मच गई। हालांकि, जानमाल के नुकसान की कोई खबर नहीं है।

उत्तर प्रदेश के आगरा में कल हुए विस्फोट की जांच राष्ट्रीय सुरक्षा गार्ड और राज्य पुलिस के आतंकवाद रोधी दस्ते तथा विशेष कार्यबल ने शुरू कर दी है। इस बीच पुलिस ने विस्फोट का सुराग देने वाले को इनाम की राशि बढ़ाकर एक लाख रूपये कर दी है।
केन्द्रीय गृह राज्यमंत्री जितेन्द्र सिंह ने आज घटनास्थल का दौरा किया और अस्पताल में जाकर घायलों से मुलाकात की। उन्होंने घायलों को प्रधानमंत्री राहत कोष से ५०-५० हजार रूपये की सहायता देने की घोषणा की। राज्य सरकार घायलों को एक-एक लाख रूपये देने की
घोषणा पहले ही कर चुकी है। ताजमहल और अन्य महत्वपूर्ण ऐतिहासिक स्मारकों के अलावा पूरे राज्य में चौकसी बढ़ा दी है।
फोरेसिंक प्रयोगशाला की प्रारम्भिक रिपोर्ट में कहा गया है कि विस्फोट में सल्फर, गंधक और कोयले का उपयोग किया गया था। जांचकर्ताओं ने ६ बैटरियां और तार के टुकड़े भी बरामद किये हैं। आगरा रेंज के पुलिस महानिरिक्षक का कहना है कि विस्फोट स्थल से कोई टाइमर नहीं मिला है, उनका कहना है कि प्रारम्भिक जांच में यह भी लगता है कि घटना में स्थानीय अपराधी भी शामिल हो सकते हैं लेकिन जांच के बाद ही अंतिम रूप से कुछ कहा जा सकता है।

प्रधानमंत्री डा. मनमोहन सिंह संयुक्त राष्ट्र की ६६वीं महासभा की बैठक में भाग लेने के लिये बुधवार को न्यूयार्क रवाना होंगे। न्यूयार्क में पांच दिनों के प्रवास के दौरान प्रधानमंत्री समकालीन वास्तविकताओं के अनुसार संयुक्त राष्ट्र में सुधारों पर जोर देंगे। इसके अलावा वे अंतर्राष्ट्रीय अर्थव्यवस्था और वित्तीय संकट में सुधार लाने के लिये विश्व नेताओं के साथ मिलकर काम करेंगे। प्रधानमंत्री के साथ एक उच्च स्तरीय प्रतिनिधिमंडल भी जा रहा है जिसमें विदेश मंत्री एस एम कृष्णा और राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मैनन भी शामिल हैं।डा. मनमोहन सिंह २४ सितम्बर को संयुक्त राष्ट्र महासभा को सम्बोधित करेंगे। विदेश सचिव रंजन मथाई ने आज नई दिल्ली में पत्रकारों से कहा कि भारत जी-४ और अन्य समान विचारों वाले देशों के साथ मिलकर संयुक्त राष्ट्र सुरक्षा परिषद के सुधार में तेजी लाने का प्रयास करेगा।

भारत सरकार के मुख्य आर्थिक सलाहकार कौशिक बासु का मानना है कि विकास दर बनाए रखने के लिए ब्याज दरों में कटौती होनी चाहिए। एक समाचार चैनल से बातचीत में श्री बासु ने कहा कि रिजर्व बैंक की कड़ी वित्तीय नीति का बहुत कम असर पड़ा है और समय आ गया है कि इससे हटकर कुछ किया जाए। कुछ दिन पहले रिजर्व बैंक ने मुद्रास्फीति पर नियंत्रण की दिशा में कदम उठाते हुए मुख्य ब्याज दरों में चौथाई प्रतिशत की वृद्धि की है। इसी घोषणा के मद्देनजर श्री बासु ने यह टिप्पणी की है। श्री बासु ने कहा कि रिजर्व बैंक को समझदारी से काम लेते हुए मुद्रास्फीति की बढ़ती दर से निपटने के लिए ठोस कदम उठाने चाहिए।

संयुक्त राष्ट्र सुरक्षा परिषद में लीबिया में सैन्य हस्तक्षेप के बारे में हुए मतदान में भारत के हिस्सा नहीं लेने के फैसले को नेटो संगठन ने सकारात्मक बताया है। संगठन के अनुसार भारत की इस कार्यवाही से पता चलता है कि मुअम्मर गद्दाफी की कार्रवाई का विरोध सारी दुनिया करती है। भारत ने लीबिया के विरोधियों की नेशनल ट्रांजिसनल कांउसिल को मान्यता देने और संयुक्त राष्ट्र में उसे प्रतिनिधित्व देने के प्रस्ताव का समर्थन किया था। सुरक्षा परिषद में लीबिया के बारे में हुए मतदान में भारत की अनुपस्थिति को सराहते हुए नेटो के एक अधिकारी ने कहा है कि उसके भाग न लेने के कारण संबंधित प्रस्ताव पारित हो जाएगा।--------

An earthquake with an intensity of 6.8 on the Richter scale today jolted the Northern and Eastern parts of the country. According to India Meteorological Department in Delhi, the quake occurred at 6.10 pm with its epicenter near Sikkim-Nepal border. People at many places rushed out of their houses in panic. There is no report of any loss of life or major damage to property so far. Several after shocks have been reported from Sikkim.
The Prime Minister Dr. Manmohan Singh spoke to the Chief Minister of Sikkim and assured him of all help. He also directed the cabinet secretary to call an emergency meeting of National Disaster Management Authority to take stock of the situation. Director of Indian Meteorological department R. C. Vasisht said the earthquake was of moderate intensity.
Today an earthquake of moderate intensity on Richter Scale value 6.8 with the epicenter at latitude 27.7 degree north longitude 88.2 degree east near Sikkim, Nepal Border region are focal depth in 10 Kilometer.
In West Bengal, electricity connections were snapped in Siliguri and Kouchbehar districts. Two IAF aircraft are going from Hindon to Bagdogra and one from Palam Airport to Bagdogra. Another aircraft is also being rushed to Bagdogra from Kolkata carrying personnel of national Disaster Rescue force (NDRF) along with equipment for rescue measures. The four rescue teams will be taken from Bagdogra to Gangtok by road. Our Kolkata correspondent reports that the government has sounded an alert throughout the state. Our Kurseong correspondent reports that as buildings shook, glass panes were broken.
Tremors were also felt in various parts of Bihar and people rushed out of their houses into the open. Tremors were also felt in Darbhanga district of North Bihar.
Reports of mild tremors have also come in from different areas of Chhattisgarh including capital Raipur.
In Uttar Pradesh, mild shocks were experienced in Gorakhpur and Basti. Reports of tremors have also come in from Jaipur in Rajasthan. The quake was also felt in certain parts of Delhi.

The Prime Minister Dr. Manmohan Singh will push for greater reforms of United Nations to make it reflective of contemporary realities during his visit to New York where he goes to participate in the United Nations General Assembly session.
Dr Manmohan Singh will be leaving New Delhi on Wednesday. He will address the UN General Assembly on the 24th.
The Foreign Secretary Mr Ranjan Mathai said the Prime Minister during his interaction with world leaders will work to put in place an effective mechanism to deal with global economy and financial recovery.
He said India will work with G-4 and other like minded countries to maintain the momentum for UN Security Council reforms.
Pointing out that the present session was taking place at a time of continuing financial crisis in different parts of the world; Mr Mathai said with food and fuel prices at their peak, the impact was being felt severely by developing countries which were struggling to alleviate poverty.
Referring to the recent terrorist attack in New Delhi, Mr Mathai said New Delhi will reiterate the need for strong international co-operation and collective action against terrorism. He said India will strive for an early adoption of the Comprehensive Convention on International Terrorism.
Mr Ranjan Mathai said India would support the resolution for United Nations membership of the Palestinian state, in line with its stand on the issue.

In Uttar Pradesh National Security Guards NSG, the Anti-Terrorist Squad ATS and the Special Task Force (STF) of State police have started investigations into the blast case in Agra. Police has lodged FIR against unknown persons at Hariparvat police station. Meanwhile state police has hiked the reward from 50 thousand to one lakh rupees for giving clue to the explosion.
As per preliminary report of Forensic Science Laboratory Agra, use of potassium chloride, blast sulphur and charcoal were found in the explosives while six nine volt batteries were used to trigger the blast. IG Agra Range PK Tiwari said that no timer has been found from the site. He said that the investigating agencies in their preliminary findings have said that it could be the handiwork of the local criminals. But still probe was underway to find whether there was any link with terrorist organizations. Meanwhile the union Minister of state for Home Jitendra Singh also visited the blast site and met injured admitted in hospitals. He announced a financial assistance of 50 thousand rupees each from Prime Minister Relief Fund to the injured. He said centre will provide all assistance to the state government to nab the culprits involved in the blast. The Mayawati government has already announced an ex-gratia of 1 lakh rupees to the injured. In Utter Predesh, eighteen children have succumbed to Japanese Encephalitis in different districts of eastern Uttar Pradesh. Quoting Official sources AIR correspondent reports that of this, 11 children died at Baba Raghav Das Medical College Hospital in Gorakhpur three in Bahraich and 4 patients succumbed to the deadly disease in Allahabad district. With this the death toll due to different kinds of encephalitis has mounted to 307 in various eastern districts this year. Our correspondent reports that over 270 patients are being treated for encephalitis in the government hospitals of the region.
“The disease which was uptil now contained in the Himalayan Terai belt is spreading its tentacles in other parts of UP as reports of deaths have been received from Allahabad also. The toll is mainly due to increased intensity of mosquitoes which are carrier of Japanese Encephalitis. In Odisha, the relief and rescue operation is full swing in the flood affected areas of the state. Chairing a high level meeting in Bhubaneshwar, the Chief Minister Mr Naveen Patnaik said, his government needs central assistance for the rehabilitation of the flood affected people.
Union Minister of agriculture Harish Rawat visited the flood affected districts in Odisha today. Later he told newsmen that the only mega reservoir in Odisha Hirakud needs to use sophisticated technology to avoid flood.

Meanwhile in Uttar Pradesh, the rivers continue to swell due to heavy rain in Uttarakhand and release of water from Banbasa barrage in Nepal. Ghaghra and Saryu rivers are flowing above the danger mark in Gonda and Barabanki while the Ganga is still 46 centimeters above the danger level in Ballia. In Bareilly, the level of Kichchha and Shankha rivers has inncreased due to incessant rain. Several low-lying areas and a bridge have submerged into flood water in the district.

Chief Economic Advisor to government of India Kaushik Basu has pitched for a reduction in interest rates to maintain growth. In an interview to a private news channel, Mr Basu said the RBI's tight monetary policy has had limited impact and time has come to try something different. His comments came within days of the Reserve Bank of India raising key interest rates by 25 basis points, the 12th increase in the last 18 months.

An official release said, the power sector of India will require 232 billion US dollars in the coming years. Many investors in the US have shown keen interest to invest in India.

Israeli Prime Minister Benjamin Netanyahu has claimed that the attempt of Palestinians to be accepted as a member of the UN will fail. He said that Israel is ready to enter into peace negotiations with Palestinians if they so desire. President Mahmoud Abbas has promised Palestinians he will seek U.N. membership from the Security Council.
Israeli Prime minister’s comment has come after Palestinian President decided to move to UN Security Council for the full Membership of a Palestinian state in United Nations. Israel is opposing the move saying negotiations are the only way to establish an independent state. While Arab League has supported the Palestinian move, the US has already announced it will use its veto to block the Palestinian bid in the Security Council. Analysts say that US is however eager to avoid doing so because that action would likely leave the United States isolated on the issue, weakening its standing with Arab nations at a politically delicate moment. The Council needs nine votes out of 15 and no veto from any of its permanent members to pass a decision on recognition of an independent Palestine state comprising West Bank, Gaza Strip and East Jerusalem based on 1967 borders. Myanmar's pro-democracy leader Aung San Suu Kyi has said there are signs of political change in the country. But she said the country's people are far from real freedom. Miss Suu Kyi told the French News Agency , the AFP that she believes the efforts the new Government is making towards reforms are genuine. She said she is opposed to the Arab style uprising in Myanmar because the Government has shown signs of reaching out to the Opposition including Aung San Suu Kyi herself.
