भूकम्प प्रभावित सिक्किम, पश्चिम बंगाल और बिहार में राहत और बचाव कार्य पूरे जोरशोर से चल रहे हैं। सरकार ने सिक्किम में भूकम्प पीड़ितों के लिए विमानों और हैलिकॉप्टरों से खाने के पैकेट गिराना शुरू कर दिया है। केन्द्रीय गृह सचिव आर के सिंह ने कल नई दिल्ली में बताया कि भूकम्प से सबसे अधिक प्रभावित मंगन और संगथान में हैलीकॉप्टरों से डॉक्टरों और अन्य चिकित्साकर्मियों के साथ दो चिकित्सा दल पहुंच गये हैं। उन्होंने कहा कि सबसे अधिक प्रभावित उत्तरी जिले में राहत और बचाव कार्यों में नौ हैलीकॉप्टर लगाये गये हैं। गृह सचिव ने कहा कि, गंगतोक में बिजली और संचार सुविधाएं बहाल कर दी गई है।
हमारा लैंडलाइन और कम्युनिकेशन और मोबाइल जी.एस.एम कम्युनिकेशन फोरम और टू सिक्किम जारी हैं। आर्मी के कैंप में करीब दो हजार लोग हैं, ११ लंगर खोले गए हैं और आईटीबीपी के कैंप में करीब ४०० के आसपास लोग हैं। हमने रिलीफ कमीशनर को एडवाइज दिया है कि वे कैम्पस खोंले ताकि जिन लोगों का मकान गिर गया है, और जिनको शेल्टर की जरूरत हैं, उनको कैम्पस में रखा जा सके।
श्री सिंह ने बताया कि तीस्ता पनबिजली परियोजना के दस कर्मचारियों के शव सिंगताम में मलबे से निकाले गये। रक्षा सूत्रों के हवाले से हमारे संवाददाता ने खबर दी कि सिक्किम में राहत कार्यों में सेना ने पांच हजार से अधिक सैनिक, छह परिवहन विमान और १५ हैलीकॉप्टर लगाये हैं। सेना के प्रवक्ता कर्नल ए एस चौहान ने कहा कि गंगतोक को उत्तरी सिक्किम से जोड़ने वाली सड़क कई जगह से टूट गई है। सेना की तीन और भारत-तिब्बत सीमा पुलिस एक बटालियन इस क्षेत्र में है। उन्होंने कहा कि इस इलाके से हैलीकॉप्टरों के जरिए सम्पर्क बनाया गया है। सड़क को ठीक करने का काम चल रहा है जो चीन की सीमा से लगे इलाके में पहुंचने के लिए बहुत जरूरी है।
इस बीच, उत्तरी सिक्किम में लाचेन और मंगन में भारतीय वायु सेना के दो हैलीकॉप्टरों से राहत सामग्री और राष्ट्रीय आपदा राहत दल के कर्मियों को पहुंचाया गया है। सीमा सड़क संगठन ने सिक्किम तक पहुंचने वाले राष्ट्रीय राजमार्ग ३१ ए को फिर खोल दिया है।
भारत में इस विनाशकारी भूकम्प में मृतकों की संख्या ७४ हो गई है। पचास लोगों की सिक्किम में, १७ की बिहार में और सात लोगों की मृत्यु पश्चिम बंगाल में हुई। नेपाल में अब मरने वालों की संख्या छह बताई गई है, जबकि सात लोगों की तिब्बत में मौत हुई है।
सिक्किम के मुख्यमंत्री पवन चामलिंग ने मृतकों के परिवारों को पांच-पांच लाख रुपए की अनुग्रह राशि देने की घोषणा की है। गम्भीर रूप से घायलों को पचास-पचास हजार रुपए और मामूली रूप से घायल को पच्चीस - पच्चीस हजार रुपए दिए जाएंगे। बिहार में भूकम्पग्रस्त इलाकों में राहत और बचाव कार्य जारी हैं। राज्य सरकार ने अधिकारियों को भूकम्प से हुए नुकसान का आकलन करने का निर्देश दिए हैं। मुख्यमंत्री नीतीश कुमार ने भूकम्प में मारे गए परिजनों को डेढ-डेढ़ लाख रुपए की सहायता देने की घोषणा की है। इस बीच दरभंगा, मधुबनी, समस्तीपुर, और सीतामढ़ी जिलों में नौ और लोगों की मौत हो गई, जिससे राज्य में मरने वालों की संख्या १७ हो गई है। दरभंगा जिले में सबसे अधिक छह लोगों के मरने की खबर है। हमारे पटना संवाददाता ने खबर दी है कि नेपाल से सटे जिलों में बहुत से कच्चे मकान ढह गए हैं।
पश्चिम बंगाल के आपदा प्रबंधन मंत्री जावेद खान ने कोलकाता में संवादाताओं को बताया कि दार्जिलिंग, जलपाई गुड़ी और उत्तरी दीनाजपुर जिलों में भूकम्प का सबसे अधिक असर है। मुख्यमंत्री ममता बनर्जी ने कल दार्जिलिंग जिले में कर्सियांग में उच्च स्तरीय बैठक में स्थिति का जायजा लिया।
प्रधानमंत्री डॉ० मनमोहन सिंह ने भूकम्प में मारे गए लोगों के परिवारों दो-दो लाख रुपए की सहायता देने की घोषणा की थी। गम्भीर रूप से घायलों को एक-एक लाख रुपया दिया जाएगा।

प्रधानमंत्री डॉ. मनमोहन सिंह ने तमिलनाडु में कुदनकुलम परमाणु बिजली परियोजना के निर्माण का विरोध कर रहे लोगों से मिलने के लिए प्रधानमंत्री कार्यालय में राज्य मंत्री वी. नारायणसामी को वहां भेजा है। इससे पहले तमिलनाडु के मुख्यमंत्री ने प्रधानमंत्री से अनुरोध किया कि कुदनकुलम परियोजना पर काम रोक दिया जाए और परियोजना का विरोध कर रहे लोगों को समझाया जाए। डॉ. मनमोहन सिंह को कल भेजे एक पत्र में सुश्री जयललिता ने लोगों के भय और चिंताओं का जिक्र करते हुए कहा कि परमाणु परियोजनाओं में हो रही घटनाओं के मद्देनजर लोग आशंकित हैं। इस पत्र की प्रतिक्रिया में प्रधानमंत्री ने भरोसा दिलाया कि राज्य मंत्री वी. नारायणसामी और मंत्रालय के वरिष्ठ अधिकारी विरोध कर रहे उन लोगों से मिलेंगे जो पिछले नौ दिनों से भूख हड़ताल पर हैं। सामाजिक कार्यकर्ता मेधा पाटकर ने कल तिरुनेलवेली में विरोध कर रहे लोगों से मुलाकात की और उनके साथ एकजुटता व्यक्त की।
राज्य मंत्री वी. नारायणसामी ने बताया कि परमाणु संयंत्र में सुरक्षा उपाय सुनिश्चित करना सरकार की सबसे बड़ी प्राथमिकता है। उन्होंने लोगों से आंदोलन खत्म करने की अपील की।
परमाणु सुरक्षा और विशेष रूप से परमाणु बिजली संयंत्रों पर खास ध्यान दे रहे हैं। हम सुरक्षा उपायों के बारे में पूरी तरह सतर्क हैं। मैं उनसे अनुरोध करता हूं कि भूखहड़ताल खत्म कर दें। मुख्यमंत्री ने भी चेन्नई में एक बैठक बुलाई है, जिसमें संबंधित अधिकारी माननीय मुख्यमंत्री को कुडनकुलनम सुरक्षा उपायों के बारे में जानकारी देंगे।
हमारे संवाददाता ने बताया है कि पिछले महीने अधिकारियों ने घोषणा की थी कि कुडनकुलम के तटवर्ती गांव में लगाए गए दो रिएक्टर दिसम्बर से काम करना शुरू कर देंगे। इस घोषणा के बाद से परियोजना के खिलाफ आंदोलन तेज हो गया है।

अमरीका ने पाकिस्तान से हक्कानी आतंकवादी नेटवर्क पर अंकुश लगाने के लिए तुरन्त कार्रवाई करने को कहा है। अमरीकी रक्षा मंत्रालय के प्रवक्ता जार्ज लिटिल ने वाशिंगटन में कहा कि इस आतंकी गुट के हाथ अमरीका और उसके सहायक देशों के सैनिकों के खून से रंगे हैं। रक्षामंत्री लियोन पनेटा और अन्य अधिकारी पहले ही हक्कानी नेटवर्क पर काबू करने का आग्र्रह कर चुके हैं। हक्कानी आतंकी गुट को पिछले सप्ताह काबुल में अमरीकी दूतावास पर हमले के लिए जिम्मेदार माना गया था। हक्कानी गुट अफगानिस्तान में अमरीकी सैनिकों सहित गठबंधन सेना पर हमले करता रहा है। रक्षा मंत्रालय के प्रवक्ता ने कहा कि हक्कानी गुट न केवल अफगानिस्तान की सीमा में बल्कि पाकिस्तान की तरफ भी फैला हुआ है।

अमरीका में कर्ज के बढ़ते दबाव और रोजगार के घटते अवसरों के बीच राष्ट्रपति बराक ओबामा ने धनी लोगों पर टैक्स लगाने और बजट घाटा कम करने की नई योजना का प्रस्ताव किया है। उन्होंने कहा कि कर प्रणाली की उन खामियों को दूर किया जाएगा जो अमीर करदाताओं और बड़ी कंपनियों के हक में जाते हैं, जबकि छोटे व्यापारियों और मध्यवर्गीय परिवारों को कर रियायत का कोई फायदा नहीं पहुंचता। मैं किसी ऐसी योजना का समर्थन नहीं करूंगा, जो घाटे का बोझ आम आदमी पर डाले, मैं ऐसे किसी भी विधेयक को वीटो करूंगा, जो ऐसे लोगों को फायदा पहुंचाए, जो अमरीका के तो हैं, लेकिन अमरीका के अमीर लोगों और बड़ी कंपनियों के सामने यह सवाल नहीं उठाते कि वे अपनी दौलत का उचित हिस्सा अर्थव्यवस्था को दें। हम ऐसी कोई एकतरफा योजना स्वीकार नहीं करेंगे जिससे अमरीका के गरीब लोगों को नुकसान पहुंचे।
श्री ओबामा ने कहा कि उनकी योजना में बजट घाटे को चार खरब अमरीकी डॉलर से अधिक तक कम करने का प्रस्ताव है। श्री ओबामा ने बड़ी वित्तीय कंपनियों से कहा कि उन्होंने वित्तीय संकट के दौरान टैक्स की जो बचत की है उसे अमरीकी लोगों कों वापस भुगतान करें ।

Relief and rescue operations are on in full swing in quake-hit Sikkim, West Bengal and Bihar. Government started air dropping of food to earthquake-affected people in Sikkim. Union Home Secretary R K Singh told reporters in New Delhi yesterday that two medical teams with doctors and paramedics have reached the worst affected Mangan and Sangthan with the help of helicopters. He said nine helicopters were engaged in carrying out rescue and relief operations -- mostly in worst-hit North district. Detailing on the restoration work being undertaken by various agencies, the Home Secretary said that the road to Gangtok has been opened to traffic and power has been restored in the city.
The rescue and relief operations are in full swing. The powerlines which were down, they have been restored. Against a normal availability of about 30 megawatts of power in Gangtok, the availability was around 22 -23 megawatts and it can be brought up speed, brought upto about 30 megawatt, except for two lines which are down.
Quoting defence sources our correspondent reports,over 5,000 troops, six transport aircraft and a total of 15 helicopters have been deployed by the armed forces in the quake hit Sikkim to carry out relief operations. Defence spokesperson Colonel A. S. Chauhan said in New Delhi, that the road connecting Gangtok with North Sikkim has been cut off at several places. Three battalions of army and one battalion of ITBP with over 4,500 men are present in that area. He said, connectivity has been maintained through helicopters and work is on to restore the road, which is crucial for reaching the area bordering China. Meanwhile, two Mi-17 helicopter of IAF carried relief material and National Disaster Relief Force (NDRF) personnel to Lachen and Mangan in North Sikkim Area. One Mi-17 Chopper with Medical Team and relief equipment is airborne for Gangtok. Border Roads Organisation has been able to re-open the Himalayan state's life line-the National Highway 31-A. Meanwhile, the death toll in the devastating earthquake has risen to 74 in India. 50 people have died in Sikkim, seventeen in Bihar and seven in West Bengal. The death toll in Nepal has been revised to 6 while in Tibet seven deaths have been reported. The Home Secretary Mr. R K Singh expressed anxiety over the fact that some people may still be trapped under the debris. Mr Singh said ten bodies of employees of Teesta Hydro Electric Project were recovered from the debris in Singtam.

The Prime Minister Dr. Manmohan Singh has decided to send Minister of State in the PMO, V Narayanasamy to Tamil Nadu today to address the issue of public protest against construction of Koodankulam nuclear power project in the state. Earlier, the Tamil Nadu Chief Minister had urged the Prime Minister to halt the work on the Koodankulam project and convince the people who are protesting against it. In a letter to Dr.Singh yesterday, Ms. Jayalalithaa had explained the concerns and the fears of the people who are protesting as they were under apprehension in the wake of the related incidents in the nuclear projects elsewhere. Reacting to the letter, the Prime Minister assured that he would be deputing Minister of State Mr. V. Narayanasamy along with a senior delegation of the Ministry to meet the protestors who have been on a fast for the last nine days. Social activist Medha Patkar met the protestors yesterday at Tirunelveli and expressed solidarity with them. The MoS in Prime Minister's Office V. Narayanasamy said that the safety measures in the nuclear plant is the top priority of the government and asked people to call off their agitation.
We are giving utmost importance for the nuclear safety. Especially the Nuclear Power Plant. The safety measures, we are very particular about it. And I will convince them, I will request them to withdraw the hunger strike. The hon'ble Chief Minister also called a meeting in Chennai and there our officers will brief the hon'ble Chief Minister about the safety measures which are being taken for the Koodankulam power plant.
Our Chennai correspondent reports that the agitation against the project has intensified since late last month after the authorities announced that the first of the two 1000 Megawatt reactors set up at the coastal village of Koodankulam would be commissioned in December.
People of more than 12 villages have sat on fast protesting against the Koodankulam nuclear power project at Tirunelveli. The protestors included women and school going children also. Yesterday the fishermen of Kanyakumari also stayed away from fishing supporting the cause of the protestors. Apart from the locals, green peace organisation has also launched an internet campaign supporting their cause. Karnataka Lokayukta Justice Shivraj V Patil has submitted his resignation to the State Governor H R Bharadwaj in Bangalore. Facing allegations of owning plots in violation of Housing Society by-laws, Justice Patil defended the asset declaration and charged that a malicious campaign against him was pre-planned. Speaking to media persons after his resignation yesterday, Justice Patil said the plot bought by him was not from a housing society and hence there is no violation while acquiring another plot by his wife later. We ar not gonna have a one-sided deal that hurts the folks who are most vulnerable.
Obama said his plan reduces the debt by more than 4 trillion US dollars.

सिक्किम, बिहार और पश्चिम बंगाल के भूकम्पग्रस्त इलाकों में राहत और बचाव कार्य जोरों पर हैं। रविवार को आए इस भूकम्प में मरने वालों की संख्या ८५ हो गयी है। सिक्किम में ५३, बिहार में २० और पश्चिम बंगाल में १२ लोगों की जान गयी है। केन्द्रीय गृह सचिव आर.के. सिंह ने सरकारी तौर पर मरने वालों की संख्या ६८ बतायी। उन्होंने नई दिल्ली में संवाददाताओं से कहा कि राष्ट्रीय आपदा प्रबंधन बल-एन डी आर एफ- की पांच टीमें मंगन पहुंच गयी हैं। सिक्किम में दूरसंचार नेटवर्क बहाल कर दिया गया है। गंगटोक से मंगन तक रास्ते भी खुल गए हैं।
दो हेलिकॉप्टरों को राज्य सरकार और एन डी आर एफ के हवाई निगरानी के कार्यो में लगाया गया है और अन्य दो को नुकसान और हताहतो की जानकारी के लिए लगाया गया है। हवाई निगरानी का काम आज सुबह शुरू हो चुका है। उतरी भाग में भोजन के पैकेट गिराये गये है। राज्य सरकार ने सूचना दी है कि उन्होंने प्रत्येक जिले में राहत शिविर खोल दिये गये है। राज्य सरकार के वरिष्ठ सचिवों को प्रत्येक जिले के तैनात किया जा रहा है और गृहमंत्रालय से एक संयुक्त सचिव को राहत कार्यो में समन्वय स्थापित करने के लिए भेजा जा रहा है।
हमारे संवाददाता ने बताया है कि गंगटोक से उत्तरी सिक्किम जाने वाली सड़क कई जगह टूट गयी है। चीन की सीमा से लगे इलाकों के साथ सड़क सम्पर्क बहाल करने का काम चल रहा है। वायुसेना के दो हेलीकॉप्टर राहत सामग्री और एन.डी आर एफ के बचावकर्मियों को लेकर उत्तरी सिक्किम में लाचेन और मंगन गए हैं। राज्यपाल बाल्मिकी प्रसाद सिंह ने भूकम्पग्रस्त इलाकों की ताजा स्थिति का जायजा लेने के लिए मुख्यमंत्री पवन चामलिंग और वरिष्ठ अधिकारियों की राजभवन में बैठक बुलायी है। हमारे संवाददाता ने बताया है कि सेना की पूर्वी कमान के जनरल ऑफिसर कमांडिंग इन चीफ लेफ्टिनेंट जनरल विक्रम सिंह ने राज्यपाल और मुख्यमंत्री से भेंट कर उन्हें राहत और बचाव कार्यों में हरसंभव सहायता का आश्वासन दिया है।
कट-विनयराजपत्रकारों से बातचीत में जर्नल सिंह ने बतायाकि राज्य में सेना के करीब साढे पांच हजार जवान राहत तथा बचाव कार्य कर रहे हैं। इनमें से तीन हजार अकेले उत्तर जिले मे ही तैनात हैं। इसके अलावा आज सवेरे सड़क मार्ग से भी करीब २०० और जवान मंगत पहुंचे हैं। उन्होंने बताया कि कल सेना के हेलिकॉप्टरों से तीस डॉक्टरों को मंगन और २५ को चुकसान पहुंचाया गया। घायलो ंके इलाज के लिए। जर्नल सिंह के अनुसार सेना के हेलिकॉप्टरों ने गंभीर रूप से घायल ३० लोगों को पश्चिम बंगाल में सिलिगुडी के नजदीक बेंगदुबी ले जाकर सेना अस्पताल में पहुचाया है। जिले में चुंगसान के उत्तर के इलाके में हालत बेहद खराब बताते हुए जर्नल सिंह ने विश्वास व्यक्त किया कि परिस्थितियां जल्दी ही सामान्य हो जाएगी। इस बीच अखिल भारतीय कांगे्रस समिति के महासचिव श्री राहुल गांधी के भी कल सिक्किम के भूकंप प्रभावित क्षेत्रों का दौरा करने की आशा है। विनय राज तिवारी आकाशवाणी समाचार गंगटोक ।

बिहार सरकार ने अधिकारियों ने राज्य में भूकंप से हुए नुकसाान का पता लगाने तथा भूंकंप पीडितों को हरसंभव सहायता उपलब्ध कराने के निर्देश दिये हैं। राज्य सरकार भूकंप में मरने वालों के परिजनो को डेढ -डेढ लाख रुपये की अनुग्रह राशि देने की घोषणा पहले ही कर चुकी है।----
नेपाल सरकार ने रविवार को आए भूकम्प में मरने वालों के परिवारों को २५ हजार रूपए की तुरन्त सहायता देने का फैसला किया है। सरकारी आंकड़ों के अनुसार भूकम्प छः लोगों की जान गयी लेकिन गैर-सरकारी सूचनाओं के मुताबिक ग्यारह लोग मारे गए हैं। कार्यवाहक प्रधानमंत्री की अध्यक्षता में हुई बैठक में मृतकों के परिजनों को और एक लाख रूपए की मदद देने की सिफारिश की गई है। संपत्ति को हुए नुकसान के आंकड़े जुटाने के लिए एक दल बनाने का फैसला भी किया गया है। भूकम्प का नेपाल के २२ जिलों में असर पड़ा है।----
प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायणसामी ने आज तमिलनाडु के मुख्य सचिव देबेन्द्र नाथ सारंगी से भेंट की और कुडनकुलम परमाणु बिजलीघर के खिलाफ सार्वजनिक विरोध के मुद्दे पर विचार-विमर्श किया। राज्य की मुख्यमंत्री जे. जयललिता ने सार्वजनिक विरोध पर चिंता व्यक्त करते हुए प्रधानमंत्री डॉक्टर मनमोहन सिंह को पत्र लिखा था। इसके बाद डॉक्टर मनमोहन सिंह ने इस मुद्दे पर विचार के लिए श्री नारायणसामी को तमिलनाडु भेजा। श्री सारंगी से मुलाकात के बाद श्री नारायणसामी ने संवाददाताओं से कहा कि वे कुडनकुलम जाकर विरोध प्रदर्शन करने वालों से बातचीत करेंगे और रिएक्टर की सुरक्षा के पहलुओं पर उन्हें भरोसा दिलाएंगे। कुडनकुलम का दौरा करने के बाद श्री नारायणसामी कल मुख्यमंत्री जयललिता से भेंट करके घटनाक्रम के बारे में उन्हें जानकारी देंगे। इसके बाद वे प्रधानमंत्री से मिलेंगे और स्थिति के विषय में बताएंगे। इस बीच, दक्षिण भारत में रूसी परिसंघ के महावाणिज्य दूत निकोले लिस्तोपादोव ने कहा है कि कुडनकुलम परमाणु संयंत्र को लेकर घबराने की कोई जरुरत नहीं है। चेन्नई में हमारे संवाददाता से उन्होंने कहा कि रिएक्टर अपना काम करने में सफल रहे हैं। रूस, चीन और बल्गारिया में भी ऐसे ही रिएक्टर लगाए गए और उनमें अब तक कोई समस्या पैदा नहीं हुई। श्री निकोले ने अन्य स्थानों के परमाणु रिएक्टरों की कुछ घटनाओं को देखते हुए लोगों की चिंता पर सहमति जताई, लेकिन उन्होंने कहा कि कुडनकुलम का रिएक्टर सबसे आधुनिक और सुरक्षित रिएक्टरों में से एक है। उन्होंने कहा कि इससे मौजूदा वर्ष के अंत तक एक हजार मेगावाट बिजली पैदा होनी शुरू हो जाएगी। उधर, कुडनकुलम में विरोध प्रदर्शन करने वाले अपना अनशन जारी रखे हुए हैं और उन्होंने सरकार से बातचीत के लिए १६ सदस्यों की एक समिति बनाई है।------
कर्नाटक के राज्यपाल हंसराज भारद्वाज ने राज्य के लोकायुक्त के पद से न्यायमूर्ति शिवराज पाटिल का त्यागपत्र स्वीकार कर लिया है। हाऊसिंग सोसायटी नियमों के उल्लंघन का आरोप लगने के बाद श्री पाटील ने कल इस्तीफा दे दिया था। इधर मुख्यमंत्री डी. वी सदानन्द गौड़ा ने बताया है कि न्यायमूर्ति श्री पाटील द्वारा अपना इस्तीफा वापिस लिए जाने की कोई संभावना नहीं है, इसलिए नया लोकायुक्त चुनने की प्रक्रिया जल्दी ही शुरू की जाएगी।----

सीबीआई ने हाल में दिल्ली की एक अदालत में मेडिकल कौंसिल ऑफ इंडिया के बर्खास्त अध्यक्ष केतन देसाई और तीन अन्य के खिलाफ पंजाब में एक मेडिकल कॉलेज को मान्यता देने के बदले दो करोड़ रूपये की कथित रिश्वत लेने के मामले में आरोप-पत्र दाखिल किया है। इनमें देसाई के अलावा कथित बिचौलिया जितेन्दर पाल सिंह, पटियाला के ज्ञान सागर मेडिकल कॉलेज के फेकल्टी सदस्य कमलजीत सिंह और मेडिकल कॉलेज के उपाध्यक्ष सुखविन्दर सिंह शामिल हैं। इन सभी को सीबीआई ने पिछले साल २२ अप्रैल को गिरफ्तार किया था।----
प्रधानमंत्री डॉक्टर मनमोहन सिंह कल नई दिल्ली से न्यूयॉर्क के पांच दिन के दौरे पर रवाना होंगे। वे न्यूयॉर्क में संयुक्त राष्ट्र महासभा के अधिवेशन में भाग लेंगे और इस महीने की २४ तारीख को अधिवेशन में अपने विचार व्यक्त करेंगे। भारत सुरक्षा परिषद में सुधार लाने और आतंकवाद के बारे में संधि को जल्दी पारित करने पर जोर देगा। प्रधानमंत्री के साथ इस यात्रा पर विदेशमंत्री एस एम कृष्णा, राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन और विदेश सचिव रंजन मथाई भी जा रहे हैं। अधिवेशन के दौरान जी-४ के अन्य सदस्यों- ब्राजील, जापान और जर्मनी के साथ भारत सुरक्षा परिषद की स्थायी सदस्यता प्राप्त करने की कोशिश करेगा। भारत साधनों के और अधिक इस्तेमाल तथा सहस्त्राब्दि के विकास लक्ष्यों को प्राप्त करने के लिए नीतिगत कार्रवाई करने का भी आह्वान करेगा। प्रधानमंत्री विश्व के अन्य नेताओं से भी बातचीत करेंगे। इस बातचीत के दौरान विश्व में आर्थिक और वित्तीय अनिश्चितताओं से निपटने के लिए सकारात्मक कार्रवाई की आवश्यकता पर विचार विमर्श होगा। आशा है कि महासभा की बैठक के अवसर पर डॉक्टर सिंह अलग से विभिन्न देशों की सरकारों के प्रमुखों के साथ भी बातचीत करेंगे।

असम सरकार ने १७ अक्तूबर को विधानसभा का एक दिन का विशेष अधिवेशन बुलाने का फैसला किया है। ढाका में हाल में भारत और बंगलादेश के बीच भूमि संबंधी जिस समझौते पर हस्ताक्षर हुए हैं उस पर इस अधिवेशन में विचार -विमर्श किया जाएगा। राज्य के विधायी मामलों के मंत्री नीलमोनी सेन डेका ने हमारे गुवाहाटी संवाददाता को यह जानकारी दी। उन्होंने बताया कि कल गुवाहाटी में कांग्रेस विधानमंडल दल की बैठक में फैसला किया गया कि पार्टी के विधायकों को अलग-अलग समूहों में बंगलादेश से लगने वाली अंतर्राष्ट्रीय सीमा को देखने के लिए भेजा जाएगा। उन्हें पड़ोसी देश में पनबिजली परियोजनाएं देखने के लिए भी भेजा जाएगा ताकि वे विधानसभा के अधिवेशन में ऐसे मुद्दों पर बहस में सक्रिय होकर भाग ले सकें।----
आंध्रप्रदेश में तेलंगाना को राज्य का दर्जा देने की मांग को लेकर मौजूदा अनिश्चितकालीन हड़ताल के दूसरे दिन भी इस क्षेत्र में सार्वजनिक परिवहन व्यवस्था अस्त-व्यस्त है। आंध्र प्रदेश सड़क परिवहन निगम की लगभग दस हजार बसें नहीं चल रही हैं जिससे मुसाफिरों की कठिनाइयां काफी बढ गई हैं। सरकार संकट से निपटने के लिए वैकल्पिक व्यवस्था कर रही है। हड़ताल से प्रभावित इलाकों में बसें चलाने के उद्देश्य से निजी वाहनों के लिए विशेष परमिट दी जा रही हैं। इसके अलावा हैदराबाद और सिकन्दराबाद में चल रही बसों के लिए पुलिस सुरक्षा की व्यवस्था भी की गई है। इस बीच, तेलंगाना के मुद्दे पर अनिश्चितकालीन हड़ताल का आज आठवां दिन है और कर्मचारी अब भी काम पर नहीं लौट रहे हैं। कई स्थानों पर शिक्षा संस्थाएं भी बंद हैं।----

राष्ट्रीय बाल संरक्षण आयोग ने राजस्थान में जैसलमेर जिले के विजयनगर गांव में एक क्रेशर पर काम करने वाले नौ बाल श्रमिकों को मुक्त कराया है। आयोग ने खनन कम्पनी के मालिक के खिलाफ एफ आई आर दर्ज करायी है। सरकारी विज्ञप्ति के अनुसार, आयोग की एक टीम ने बाल अधिकारों के उल्लंघन की शिकायतें मिलने के बाद जोधपुर और जैसलमेर जिलों का दो दिन का दौरा किया था। आयोग के सदस्य डॉक्टर योगेश दुबे की अध्यक्षता वाली टीम ने तीन से दस वर्ष की आयु वर्ग के इन नौ बच्चों को एक क्रेशर कम्पनी में काम करते हुए पाया था।----
नागरिक उड्डयन मंत्री वायलार रवि ने कहा है कि एयर इंडिया की दशा सुधारने के लिए सरकार और पैसा दे सकती है। श्री रवि ने नई दिल्ली में पत्रकारों को बताया कि इस बारे में मंत्रियों का अधिकार प्राप्त दल अगले हफ्ते अपनी बैठक में विचार करेगा। उन्होंने आशा व्यक्त की कि एयर इंडिया अगले छः महीने में अपने पैरों पर खड़ा हो जाएगा। उन्होंने कहा कि सरकार एयर इंडिया को एक लाभकारी कम्पनी बनाने की लम्बी अवधि की नीति तैयार कर रही है। हमारे संवाददाता ने बताया है कि सरकार पिछले दो वित्त वर्षों में लगभग दो हजार करोड़ रूपये एयर इंडिया को दे चुकी है। एयर इंडिया पर लगभग ४३ हजार करोड़ रूपये का कर्ज है।----
पश्चिम बंगाल के नादिया जिले के दो गांवों से एकत्रित किये गये नमूनों से बर्डफ्लु की पुष्टि हुई है। सरकार ने संक्रमण को रोकने से बचाव के लिए तत्काल मुर्गियों को मारने और अंडों को नष्ट करने के आदेश दिये है। कृषि मंत्रालय द्वारा जारी विज्ञप्ति में कहा है कि इस क्षेत्र से लिये गये नमूनों को तीन प्रयोगशालाओं में भेजा गया, जहां बर्डफ्लु पाये जाने की पुष्टि की गई है। विज्ञप्ति में कहा गया है कि इस मुर्गी पालन केन्द्र के तीन किलोमीटर के दायरे में संक्रमण फैलने से रोकने के लिए जरूरी उपाय किये जा रहे है। इसके अतिरिक्त दस किलोमीटर के दायरे में निगरानी रखने के साथ-साथ संक्रमित मुर्गियों को मारा जाएगा। पश्चिम बंगाल सरकार से कहा गया है कि वह संक्रमण रोकने और बचाव के लिए किये गये कार्यो की प्रतिदिन रिपोर्ट दें।---
वरिष्ठ कन्नड़ कवि और हम्पी कन्नडा विश्वविद्यालय के पूर्व कुलपति डॉक्टर चन्द्रशेखर कम्बर को २०१० के ज्ञानपीठ पुरस्कार के लिए चुना गया है। यह देश का सर्वोच्च साहित्यिक सम्मान है, जिसकी शुरुआत १९६१ में हुई थी।कन्नड के प्रसिद्ध कवि नाट्यकार एंव उपन्यासकार डॉक्टर चन्द्रशेखर कम्बार को २०११ का ध्यानसिंह पुरस्कार मिला है। उनकी सारी रचनाओं को ध्यान में रखते हुए इस पुरस्कार की घोषणा की गई है। इस सर्वोच्च साहित्य पुरस्कार के तहत साढे सात लाख का चैक एंव वाग्देवी की मूर्ति प्रदान की जाएगी। कन्नड में ज्ञानपीठ पुरस्कार प्राप्त करने वालों में ये आठवें साहित्यकार हैं। श्री चन्द्रशेखर ने हम्पी के कन्नड विश्वविद्यालय के कुलपति के रूप में भी कार्य किया है। के० सुधाकर राव धारवाड़।

केन्द्रीय वाणिज्य और उद्योग राज्यमंत्री ज्योतिरादित्य सिंधिया ने कहा है कि भारत और बोत्सवाना के बीच और नए-नए क्षेत्रों में व्यापार की आवश्यकता है। श्री सिंधिया एक व्यापारिक प्रतिनिधिमंडल के साथ बोत्सवाना के दौरे पर हैं। उन्होंने दोनों देशों के बीच व्यापार बढ़ाने का आह्वान किया। नई दिल्ली में जारी प्रेस विज्ञप्ति के अनुसार इस समय दोनों देशों के बीच छह करोड़ ४० लाख डॉलर के बराबर व्यापार होता है। श्री सिंधिया ने कहा कि भारत और बोत्सवाना खेती, मझौले और छोटे उद्योगों, शिक्षा और स्वास्थ्य की देखभाल जैसे क्षेत्रों में परस्पर सहयोग कर सकते हैं।----
चीन के साथ भारत की पहली महत्वपूर्ण आर्थिक वार्ता २४ से २६ सितम्बर तक पेइचिंग में हो रही है। योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया इस बैठक में भारतीय प्रतिनिधिमंडल का नेतृत्व करेंगे। भारत और चीन के बीच व्यापार असंतुलन इस बैठक में महत्वपूर्ण मुद्दा रहेगा। इस वार्ता को दोनों देशों के आर्थिक संबंधों के विकास में आ रही अड़चनें दूर करने के लिए एक रचनात्मक कदम माना जा रहा है। हमारे संवाददाता का कहना है कि यह वार्ता दक्षिण चीन सागर में तेल की खोज के मुद्दे पर दोनों देशों के बीच गतिरोध के साये में हो रही है।

Massive relief and rescue operations are on in the Quake affected States of Sikkim, Bihar and West Bengal. The death toll in Sunday's earthquake in the country has gone up to 85, fifty three in Sikkim, 20 in Bihar and 12 in West Bengal. The Union Home secretary R K Singh today said the official death toll in Sunday's earthquake has reached 68. Speaking to reporters in New Delhi, Mr Singh said five team of NDRF have reached Mangan. Mr Singh said communication network has been restored in the state. He said roads from Gangtok to Mangan have been open. Our correspondent reports,over 5,000 troops, six transport aircraft and a total of 15 helicopters have been deployed by the armed forces in Sikkim to carry out relief operations. The road connecting Gangtok with North Sikkim has been cut off at several places. Three battalions of army and one battalion of ITBP with over 4,500 men deployed for relief and rescue work. Work is on to restore road connectivity crucial for reaching the area bordering China. Two Mi-17 helicopter of IAF carried relief material and National Disaster Relief Force (NDRF) personnel to Lachen and Mangan in the North Sikkim Area.

In Sikkim, the death toll in the massive earthquake, that had rocked not only this Himalayan State a large part of the country as well, has now risen to Fifty three. The figure in the worst affected North Sikkim district has risen to forty from yesterday’s figure of twenty four. Relief and rescue operations are continuing on a war footing. The State Governor Mr. Balmiki Prasad Singh has called a high level meeting with the State Chief Minister Mr. Pawan Chamling and top officials at Raj Bhavan this afternoon to have an up date of the situation. The General Officer Commanding -in- Chief of the Eastern Command of the Army Leuitenent General Bikram Singh called on the Governor and Chief Minister and assured all help in relief and rescue operations. In West Bengal, death toll in the quake related incidents has gone up to 12. Relief and restoration works are on in worst hit Kurseong, Kalimpong sub-division in Darjeeling hill and other parts of north Bengal. The Chief Minister Ms. Mamta Banerjee reviewed the situation at a high level meeting in the tremor ravaged Kurseong yesterday and also visited the quake hit areas in the hills. Ms. Banerjee left for Gangtok in Sikkim this morning to express her solidarity to the people of Sikkim and to have a first hand experience on the devastation. The West Bengal Government has decided to send dry food packets and relief materials to the marooned people of the state. The state government has taken all possible steps to rescue stranded tourists in Sikkim. The West Bengal government has announced two lakh rupees compensation to the next of kin of the dead and 50,000 rupees to the injured in quake related incidents.

In Bihar, relief and rescue operations are in full swing in earthquake affected areas of the state. The state government has instructed officials to assess the damage caused due to the quake. Chief Minister Nitish Kumar today reviewed the situation with officials of Disaster Management Department and instructed the district authorities to provide all possible help to the victims. The state government has already announced an exgratia payment of rupees one lakh fifty thousand for the kin of those killed in the earthquake. Meanwhile, 12 more persons succumbed to their injuries in Darbhanga, Madhubani, Samastipur, Begusarai, Araria and Sitamarhi districts taking the death toll due to the earthquake in the state to 20. Maximum number of six casualities were reported from Darbhanga district of the state. According to a State Disaster Department, 10 injured persons have been admitted to local hospitals. AIR Patna correspondent reports that most of the people died in stampede and house collapse that followed the tremors. Several bodies were recovered from the debris of collapsed houses.

The Minister of State in Prime Minister's Office V.Narayanasamy today met the Tamil Nadu Chief Secretary Mr.Debendranath Sarangi and held discussions on the issue of public protests against the Koodamkulam nuclear power plant. He was sent by Prime minster Dr. Manohan Singh to address the issue after State Chief minister J. Jayalalitha wrote a letter expressing concern on the public protests. Talking to reporters after the meeting, Mr.Narayanasamy told that he would visit Koodankulam and speak to the protestors and instill confidence in their minds on the safety aspects of the reactor. After his visit, he will be meeting Chief Minister Ms.J. Jayalalalithaa tomorrow and brief her on the developments after which he would also meet the Prime Minister and appraise him of the situation. Meanwhile, the Consul General of the Russian Federation in South India, Mr.Nikolay Listopadov said that there is no need to panic or become nuclear phobic on the Koodankulam nuclear plant. Speaking to our correspondent in Chennai, Mr.Nickolay said that the reactors have been proved safe as the same type of reactors have been set up at Russia, China and Bulgaria have not reported any problems till now.
Acknowledging the concerns of the people after certain of the incidents in nuclear reactors elsewhere, he said that Koodankulam is one of the most modern and the safest type of reactor. Sounding a positive note, Mr.Nickolay said that the reactors would begin producing 1000 MWatt by the end of this year. In Koodankulam, protestors are continuing their fast and have set up a 16 member committee to talk with the Government.

Karnataka Governor H R Bharadwaj has accepted the resignation of Lokayukta Shivraj Patil today. The Lokayukta who was facing allegation of violating Housing Society by-laws had submitted his resignation yesterday to the Governor. Meanwhile, the Chief Minister Minister D V Sadanand Gowda has told that there is no possibility of Justice Patil withdrawing his resignation and process will be started shortly to select the new Lokayukta. He also informed that a committee looking into Lokayukta report on illegal mining will submit its report in next 15 days. He aslo said the government will initiate action based on the report.
Karnataka Lokayukta is conducting searches at the residences and offices of sons and son-in-law of former Chief Minister Yeddyurappa in Bengaluru. In Andhra Pradesh, public transport has been paralyzed in the Telengana region for the second day as part of the ongoing indefinite strike on the statehood issue. About 10,000 buses belonging to the State Road Transport Corporation, the public transport carrier, remained off the roads, causing severe hardship to commuters. The government is making alternative arrangements to tide over the crisis. Special permits are being issued to private carriers to operate buses in the areas affected by the strike. In addition, police escort is also being provided to buses operating in the twin cities. Meanwhile, the indefinite strike on the Telengana issue entered eight day today with employees continuing to stay away from duties. Educational institutions also remained closed at several places.

The CBI has filed a charge sheet against sacked President of Medical Council of India Ketan Desai and three others for allegedly accepting bribe of two crore rupees to grant recognition to a medical college in Punjab. Besides Desai, the other charge sheeted include alleged middleman Jitender Pal Singh, faculty member of Patiala-based Gyan Sagar Medical College Kamaljeet Singh, who is accused of having carried a cash of two crore rupees and a Vice Chairman of the medical college Sukhvinder Singh. Desai and three others were arrested by CBI on April 22nd last year for allegedly demanding a bribe of two crore rupees from the owners of a medical college in Patiala in return for grant of permission to start admission for 2010-11 despite not having proper infrastructure for the project. The chargesheet was filed recently in a specially designated CBI court in New Delhi.

Bird flu has been confirmed in poultry samples collected from two villages in Nadia District of West Bengal. Government has ordered immediate culling of birds and destruction of eggs and feed material to control further spread of the disease. According to a release issued by the Agriculture Ministry, the samples from the region forwarded to the three laboratories have tested positive for H5 strain of Avian Influenza. The release stated that the entire poultry within a radius of three kilometers of the foci of infection will be culled. In addition to the culling strategy, surveillance will be carried out over a further radius up to 10 kilometres. Apart from this, surveillance is being intensified throughout the State to monitor further spread of infection. West Bengal Government has also been asked to furnish a daily report on the control and containment operations.

Civil Aviation Minister today said that government may infuse fresh funds to revive the position of Air India. Talking to reporters in New Delhi, Mr. Ravi said that empowered Group of Ministers will take the final call on the issue in their meeting scheduled next week. He expressed hope that Air India will be on its feet by the next six months. The aviation Minister also urged states to reduce on aviation fuel to lessen burden on the Airlines. He added that government is formulating a long term strategy to make the Airline profitable. Our Correspondent reports that the government has already injected around two thousand crore rupees into the fund-starved national carrier in the past two financial years. The airline has to repay a debt around 43 thousand crore rupees.

The Sensex at the Bombay Stock Exchange rose 118 points, or 0.7 per cent, to 16,863 in opening trade, this morning, on across-the-board buying by investors. Later, as regional markets firmed up, the Sensex gained further ground, to stand 265 points, or 1.6 percent in the green, and cross the 17,000 mark, at 17,011 in afternoon trade, a short while ago. Regionally, reversing initial losses, key stock indices in China, Singapore, Taiwan and South Korea were up by between 0.2 percent and 0.9 percent, today.

The rupee was down by 44 paise at a fresh two-year low of 48.25 rupees per dollar in early trade today. The rupee resumed lower at 48.16 per dollar on the Interbank Foreign Exchange, as against its previous closing level of rupees 47.82 per dollar, before tumbling to 48.25 rupees, a level last seen on September 25, 2009, as worries over Europe's debt crisis deepened.

Trade imbalance will be high on the agenda when planning commission Deputy Chairman Montek Singh Ahluwalia leads a high level team to Beijing for the first India China strategic economic dialogue from the 24th to 26th of this month. The dialogue is viewed as a positive step to address issues and challenges on the economic development of the two Asian giants. Our correspondent reports, the meeting comes after the stand off between the two countries over the issue of oil exploration in South China Sea.
The event is devised as a measure vehicle to address all trade and investment issues to ensure that the bilateral trade reaches the set target of 100 billion dollars by 2015. India and China are trying to build on convergence while trying to narrow down the differences. The decision to establish the strategic economic dialogue, similar to the mechanism that exist between Bejing and Washington was taken during the visit of Chinese premier Wen Jiabao in December 2010. During that visit, the two countries had agreed to take measures to promote greater Indian exports to China that would help reduce India's trade deficit. In the 60 billion dollar worth of bilateral trade between India and China last year, the trade imbalance was as much as 20 billion in Beijing favour. India has great economic engagement with China which is growing. Talking to reporters in New Delhi, Minister of State for Defence M M Pallam Raju said , China's contention over its rights in the South China Sea and reported incursions by its troops in Ladakh could be its way of asserting itself but India will protect its rights strongly. The Minister was asked to comment on the recent incursions by Chinese troops in Ladakh and the objection raised by it over oil exploration by Indian companies in South China sea . Mr. Raju said that New Delhi is focussing on the positives of relations between the two countries .

The Finance Minister, Mr Pranab Mukherjee will embark on a week-long visit to the United States from tomorrow to attend the Annual IMF World Bank meetings. Our correspondent quoting official sources reports, Mr Mukherjee will lead the Indian delegation that would comprise the Reserve Bank of India Governor, Dr D Subbarao besides senior officials from the finance ministry and the RBI. This will also be the first time that Mr Mukherjee will personally interact with the IMF Managing Director, Ms Christine Lagarde after she assumed charge at the helm of this multilateral lending institution. At this year’s IMF-World Bank annual meetings, member countries are expected to discuss the critical challenges facing the global economy. Mr Mukherjee will begin his US visit with an address at an investors forum organised by the US-India Business Council (USIBC) in New York on September 21. He will also address the India-US CEO Forum at Washington on the 22nd of this month.

Prime Minister Manmohan Singh leaves New Delhi tommorrow on a five day day visit to New York, to attend the United Nations General Assembly Session. Dr Singh will address the UNGA on the 24th. At the session, India will push for reforms of the Security Council and early adoption of a convention on terrorism Prime Minister is accompanied by External Affairs Minister S M Krishna, National Security Adviser Shivshankar Menon and Foreign Secretary Ranjan Mathai. During the session, India, along with other members of the G-4, Brazil, Japan and Germany will work towards getting permanent membership in the Security council. New Delhi would also call for greater mobilisation of resources, including honouring of Official Development commitments, and policy action for attaining the Millennium Development Goals. The Prime Minister during his interaction with world leaders will also discuss on the need for affirmative action to meet the global economic and financial uncertainties. Dr Singh is also likely to have a series of bilateral meetings with various heads of governments on the sidelines of the UNGA.

Veteran Kannada Poet, and Former-vice chancellor of Hampi Kannada University Dr. Chandrashekhara Kambar has been selected for the 2010 Jnanpeeth award. The country's highest literary honour instituted in 1961, carries a cheque for 7.5 lakh rupees, a citation and a bronze replica of Vagdevi. Our correspondent reports that this Jnanpeeth is being given to him in recognition of his literary achievement.
Kambar has become the eighth Kannadiga to have won the award. Among those from Karnataka, who have bagged the award include Kuvempu, D. R. Bendre, Shivaram Karanth, Masti Venkatesh Iyengar, V.K.Gokak, Girish Karnad and U.R.Ananth Murthy. Born in 1937, Kambar former Vice Chancellor of Kannada University in Hampi was a recipient of Padmashri, Kabir Samman, Kalidas Samman and Pampa Award. An auto journey across the world to raise funds for cancer patients. An NRI living in London has embarked upon the charitable journey alongwith two of his friends on the 14th of July this year. Sanjay Sharma, an IT teacher began his journey from Nottingham in England and has driven over 10,500 kilometers so far. Sharma was joined by two retired IAS officers in Mumbai on 14th of this month. The incredible journey came to an end in New Delhi today. The team paid tributes at the Amar Jawan Jyoti at India Gate. One of the retired bureaucrats, Anand Mohan Bhardawaj who retired from the Service last year, says through the unique initiative that they are expected to collect over 40 lakh rupees. Talking to All India Radio, Mr Bhardwaj said that the money will be used to run a hospital for critically ill cancer patients.
