प्रधानमंत्री ने कहा है कि प्रशासन में पारदर्शिता और जवाबदेही सुनिश्चित करने के लिए सरकार सूचना के अधिकार कानून को और कारगर माध्यम बनाने को वचनबद्ध है। कल नई दिल्ली में केन्द्रीय सूचना आयोग के छठे सम्मेलन में डाक्टर मनमोहन सिंह ने सूचना प्राप्त करने के अनुरोध तथा सरकारी अधिकारियों के पास सीमित समय और संसाधनों के बीच संतुलन रखने पर जोर दिया।हालांकि हम सूचना के अधिकार के कानून के असर को समझते है, लेकिन इसे समीक्षात्मक दृष्टि में देखा जाना चाहिए, साथ ही इस कानून का सरकार की प्रक्रिया पर बुरा असर नहीं पड़ना चाहिए। सूचना मांगने वालों के अनुरोध और सरकारी अधिकारियों के पास सीमित समय तथा संसाधनों के बीच संतुलन होना चाहिए। साथ ही ऐसी सूचना नहीं मांगी जानी चाहिए जिसका आम लोगों पर कोई असर न पड़ता हो।
प्रधानमंत्री ने कहा कि सरकार अगले कुछ महीनों में एक ऐसा कानून बनाने की सोच रही है जिससे किसी घोटाले की सूचना देने वाले को पूरी सुरक्षा प्रदान की जा सके।
हमारी सरकार भ्रष्टाचार से निपटने के लिए व्यापक कानूनी, सरकारी और तकनीकी पहल करने के प्रति वचनबद्ध है। हम इस दिशा में आगे बढ़ने के लिए सूचना के अधिकार को एक शक्तिशाली साधन मानते हैं।
प्रधानमंत्री ने कहा कि सरकार और निजी क्षेत्र के कामकाज में और पारदर्शिता लाने के लिए जनहित की सूचनाओं को स्वेच्छा से सामने लाया जाना चाहिए।
उन्होंने कहा कि इस कानून के जरिए किसी ऐसे निजी संगठन से भी सूचना प्राप्त की जा सकती है जो किसी नियामक संस्था के अंतर्गत हो।
इससे पहले, मुख्य सूचना आयुक्त सत्यानंद मिश्र ने निर्वाचन आयोग की तरह सूचना आयोग को भी केन्द्र और राज्यों में संवैधानिक और वित्तीय स्वायतत्ता दिए जाने की बात कही।

भारत ने कहा है कि अगर विकसित अर्थव्यवस्थाओं की मंदी को दूर किया जाना है तो वैश्विक निवेश विकासशील देशों में बुनियादी ढांचागत सुविधाओं के निर्माण की तरफ मोड़ा जाना चाहिए। वित्त मंत्री प्रणब मुखर्जी ने यह बात पेरिस में जी-२० की बैठक में कही। श्री मुखर्जी ने कहा कि दुनिया में वृद्धि की गति बनाए रखने के लिए उन्नत देश विकासशील देशों को अधिक उदारता से प्रौद्योगिकी सौंपे। उन्होंने कहा कि कर चोरी और अवैध धन के प्रसार ने विश्व की अर्थव्यवस्थाओं के सामने गंभीर चुनौतियां खड़ी कर दी है।बारहवीं पंचवर्षीय योजना के दौरान ऊँची आर्थिक वृद्धि का लक्ष्य प्राप्त करने के लिए भारत को बुनियादी ढांचागत क्षेत्र में एक खरब अमरीकी डॉलर के निवेश की जरूरत है।
दो दिन की यह मंत्रीस्तरीय बैठक तीन और चार नवम्बर को कॉन में होने वाले जी-२० शिखर सम्मेलन की तैयारी के लिए हो रही है।

भारत - म्यांमा की कई विकास परियोजनाओं के लिए ५० करोड़ डालर का +ऋण देगा। यह ऋण म्यांमा को भारत से पहले दिए गए लगभग तीस करोड़ डालर के +ऋण से अलग है। यह राशि म्यांमा में रेलवे, सड़क परिवहन, बिजली की लाइनें बिछाने और तेलशोधक कारखाने लगाने पर खर्च की जाएगी।भारत यात्रा पर आए म्यांमा के राष्ट्रपति ऊ थिएन सॉंन के साथ प्रधानमंत्री डाक्टर मनमोहन सिंह ने आर्थिक, ऊर्जा तथा सुरक्षा के क्षेत्र में सहयोग बढ़ाने सहित कर्ई मुद्दों पर बातचीत की। श्री थिएन सॉन इस वर्ष म्यांमा में असैनिक सरकार चुने जाने के बाद पहली बार भारत यात्रा पर आए हैं। बातचीत के बाद जारी संयुक्त वक्तव्य में कहा गया है कि भारत म्यांमा में क्षमता निर्माण में सहायता देगा।

आंध्र प्रदेश में तेलंगाना संयुक्त समिति के ७२ घंटे के रेल रोको आंदोलन के कारण रेल सेवाएं प्रभावित हुई हैं। १३६ गाड़ियां रद्द कर दी गईं हैं और कई अन्य गाड़ियों का ंमार्ग बदलना पड़ा है। यात्रियों की सुविधा के लिए २० रेलगाड़ियों को पुलिस की सुरक्षा में चलाया जा रहा है।इस बीच, तेलंगाना क्षेत्र के कांग्रेसी नेताओं ने रेले रोको आंदोलन में शामिल होने का एलान किया है और ब्यौरा हमारी संवाददाता से-

उत्त्तर प्रदेश में लोकायुक्त न्यायमूर्ति एन के महरोत्रा ने मायावती सरकार के कृषि मंत्री चौधरी लक्ष्मी नारायण के खिलाफ शुरूआती जांच शुरू कर दी है। हमारे लखनऊ संवाददाता ने बताया है कि सात मंत्रियों समेत १७ जनप्रतिनिधि लोकायुक्त की जांच के घेरे में हैं।प्रदेश के कृषि मंत्री के खिलाफ दो शिकायतें दर्ज कराई गई हैं। जिनमें उन पर मथुरा के ईदगाह की २७ एकड़ जमीन पर कब्जा करने, राशिराम नगर स्थित एक निजी कंपनी से बीज निगम के बीजों की आपूर्ति के लिए सात लाख रुपये रिश्वत के रूप में लेने और अपने विभाग के साथ-साथ जिला पंचायत मथुरा में अवैध मितिया करने के आरोप लगाए गए हैं। लोकायुक्त ने इन सभी आरोपों के संदर्भ में मथुरा और कांशीराम नगर जिलों के जिला अधिकारियों के साथ-साथ राज्य के प्रमुख सचिव कृषि से जानकारी मांगी है लोकायुक्त द्वारा और सचार के आरोप में दोषी करार दिये जाने के बाद चार मंत्री हटाये जा चुके हैं। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

The Prime Minister has asserted that the government is committed to making Right to Information a more effective instrument for ensuring transparency and accountability in administration. Elaborating the need to strike a balance between request for information and limited time and resources available with public authorities, Dr. Manmohan Singh stressed that requests for information having no bearing on public interest, are not really desirable. He was addressing the sixth convention of the Central Information Commission in New Delhi yesterday. The Prime Minister said the Government is taking initiative to enact a legislation for protection of Whistle blowers in the next few months. He said that it would, among other things, help in prevention of violence against those who seek to expose wrongdoing.
"Our initiative to enact a legislation of the protection of whistleblowers would further strengthen the Right to Information. We expect this law to be enacted in the next few months. And it will, among other things, help in prevention of violence against those who seek to expose wrong doings in our public administrations."
The Prime Minister also emphasised the need for voluntary disclosure of information in public domain pro-actively for greater transparency by the government as well as corporate sector. Expressing concern over delay in the disclosure of information not covered by the exemption provisions of the Right to Information Act, Dr. Manmohan Singh exhorted the officials to voluntarily put information in public domain without waiting for applications from information seekers. He said the Right to Information is a huge step forward to curb corruption and to improve the process of governance.

In Uttar Pradesh, the Lokayukta Justice N.K. Mehrotra has initiated preliminary inquiry against Agriculture Minister of Mayawati government Choudhary Laxmi Narain against whom complaints of land grabbing, disproportionate income and illegal appointments of relatives and family members in government jobs have been received. Our Lucknow correspondent reports that a total of 17 public representatives including 7 Ministers of the state are under Lokayukta scanner.
"Two complaints against the Minister have been lodged making allegations for grabbing 27 acre of land belonging to Idgah in Mathura and taking 60 lakhs rupees as bribe from Kanshiram Nagar based private company for supplying seeds to Seeds Corporation of the state. Lokayukta has said that the Minister has also been charged with making illegal appointments in Agriculture department and at District Panchayat Mathura. Reports have been sought from the District Magistrates of Mathura and Kanshiram Nagar about the allegations. A report has also been sought from Principal Secretary Agriculture about allegations of misuse of funds for drought relief works to the districts during the year of 2007 to 08 and 2008-09. In Andhra Pradesh, the rail services in Telangana have been hit due to cancellation of 136 trains and diversion of several other trains following the 72-hour long Rail Roko agitation called by Telangana Joint Action Committee. The Railway authorities have stopped most of the trains which pass through the Telangana region in 11 sections from midnight posing severe inconvenience to passengers. Our correspondent reports that the Congress leaders from Telangana region have announced that they would join the rail roko agitation.
"This is for the second time to hold rail blockade in less than a month. The police have made unprecedented security arrangements across the region to ensure safety of passengers and safeguard the railway property during the agitation. Besides deploying huge number of police forces at all sensitive railway stations, the track patrolling has also been taken up since yesterday to prevent trouble makers from damaging them. This time the agitators have also been strictly warned not to venture on to the tracks as it attracts stringent punishment under the Railway act. In Assam, security has been beefed up in the hill district of North Cachar after miscreants torched as many as eight houses at Choto Longri Village under Haflong police station. The miscreants also shot dead a former leader of the Dima Halam Daogah, DHD militant group at Topodisa under the same police station yesterday. Meanwhile, the Dimasa Students Union has called a day-long bandh in the hill district today in protest against torching of houses in the Dimasa tribe-dominated Choto Longri village.

India favoured global investment directed towards building infrastructure in the developing countries, if sluggish developed economies are to be given a leg-up. Finance Minister Pranab Mukherjee said this in his intervention at the G-20 ministerial meeting in Paris. Mr. Mukherjee said there should be a more liberal flow of technology from advanced economies to the developing countries to help sustain the global growth momentum. The two-day ministerial meet being held will prepare the groundwork for the summit to be held at Cannes in November.

India announced a 500 million US Dollar line of credit for a host of developmental projects in Myanmar. This is in addition to nearly 300 million dollars India had extended earlier to Myanmar for several other projects. The Prime Minister Dr. Manmohan Singh held talks with visiting Myanmar President U. Thein Sein in New Delhi on a host of issues, including the intensification of economic, energy and security cooperation between the two countries. Our correspondent has filed this report.

The Empowered Committee of State Finance Ministers will present its views on the Constitution Amendment Bill for Goods and Services Tax, GST before the Parliamentary Standing Committee of Finance today. Taking a lesson from the massive earthquake that caused large scale devastation in the State last month, the Sikkim Government has now decided to raise a battalion of State Disaster Response Force to deal with such calamities in future. On the other hand, the restoration of the Mangan-Chungthang road in North district is in the final stage. Our correspondent has filed this report.
"The proposed State Disaster Response Force will be equipped and trained on the lines of the National Disaster Response Force, drawing its personnel from the para-military and police forces of the State Government itself. कर्नाटक के लोकायुक्त की अदालत ने जमीन घोटाले के मामले में एक निजी शिकायत पर आज पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा की गिरफ्तारी का वारंट जारी कर दिया है। न्यायमूर्ति एन.के.एन. शैलेन्द्र राव ने दो मामलों में श्री येडियुरप्पा की जमानत की अर्जी नामंजूर कर दी। श्री कृष्णैया शेट्टी, एडवोकेट सिराजिन बाशा की शिकायत में शामिल २४ अभियुक्तों में से एक हैं।श्री कृष्णैया शेट्टी जो न्यायालय में मौजूद थे, उनको न्यायिक हिरासत में लेने के आदेश दिए। कुल २४ लोग जिनके खिलाफ मुकदमे डाले गए हैं, उनमें येडियुरप्पा के दो बेटे और दामाद भी शामिल है। इन सबको आज बेल मिल गया है। आज नतीजा आए दो मुकदमे के अलावा तीन और मुकदमे सिराजीन बाशा ने येडियुरप्पा और अन्य लोगों पर डाले हैं। इनमें भी यह आरोप लगाया गया है कि येडियुरप्पा ने बैंगलोर की अन्य जगहों पर सरकारी जमीन डिनॉटिफाई करते हुए अपने लोगों को फायदा पहुंचाया। सुधींद्रा, आकाशवाणी समाचार, बैंगलूरू।
कर्नाटक के राज्यपाल हंसराज भारद्वाज ने श्री बाशा को पूर्व मुख्यमंत्री के खिलाफ मुकदमा चलाने की अनुमति दे दी थी। श्री बाशा ने श्री येडियुरप्पा पर भ्रष्टाचार और भाई-भतीजावाद का आरोप लगाते हुए कहा है कि उन्होंने अपने बेटों और दामाद के फायदे के लिए गैड्डलहल्ली में जमीन की अधिसूचना रद्द की।
दूसरी तरफ, शिकायतकर्ता सिराजिन बाशा पर भी अदालत की अवमानना के आरोप हैं। कर्नाटक उच्च न्यायालय के न्यायाधीश न्यायमूर्ति बी.एस. पाटील ने बाशा से पूछा है कि उनके खिलाफ अवमानना का मामला क्यों न चलाया जाए। न्यायमूर्ति पाटील श्री येडियुरप्पा के, अपने खिलाफ मामले रद्द करने के मुकदमे की सुनवाई कर रहे हैं। न्यायाधीश ने अपनी टिप्पणी में कहा है कि मामले को दूसरी अदालत में भेजे जाने के बारे में सिराजिन बाशा द्वारा दाखिल शपथ पत्र, न्यायिक प्रक्रिया में बाधा देने और अदालत के खिलाफ गलत अभियोग लगाने के बराबर है। मामले की सुनवाई आज तीसरे पहर भी जारी रहेगी।

आंध्रप्रदेश में तेलंगाना संयुक्त कार्रवाई समिति के तीन दिन के रेल रोको आंदोलन के कारण तेलंगाना क्षेत्र में कड़ी सुरक्षा व्यवस्था कीे गई है। समिति ने अलग राज्य की मांग को लेकर जारी आम हड़ताल के साथ ही अब यह आंदोलन भी शुरू किया है। पुलिस ने आज सुबह से कई स्थानों पर रेल पटरियों पर बैठे सैकड़ों प्रदर्शनकारियों को हिरासत में लिया है। सत्तारूढ़ कांग्रेस पार्टी के तीन लोकसभा सदस्यों-पोन्नम प्रभाकर, जी. विवेक और राजैया को करीमनगर तथा वारंगल जिलों में रेल पटरियों पर प्रदर्शन करते हुए हिरासत में ले लिया गया है। तेलंगाना राष्ट्र समिति की लोकसभा सदस्य विजयाशांति, विधायक के. तारक रामाराव और पार्टी की सांस्कृतिक शाखा की अध्यक्ष कविता को हैदराबाद में रेल पटरियों की ओर जाते समय हिरासत में ले लिया गया है। कई अन्य विधायकों और नेताओं को भी या तो एहतियाती हिरासत या नजरबंदी में रखा गया है। वारंगल जिले में आंदोलनकारियों ने लगभग एक किलोमीटर तक पटरियों की फिशप्लेटें हटा दी हैं। इस आंदोलन में भारतीय जनता पार्टी और भारतीय कम्युनिस्ट पार्टी जैसे दलों के कार्यकर्ता भी शामिल हैं। तेलंगाना इलाके में कई जगह आंदोलनकारियों को रेलवे स्टेशन में जाने से रोकने के लिए पुलिस तैनात है। रेल पटरियों पर गश्त बढ़ा दी गई है।इस बीच, रेल अधिकारियों की कोशिश है कि तेलंगाना क्षेत्र के महत्वपूर्ण मार्गों पर पुलिस सुरक्षा में कुछ रेलगाड़ियां चलाई जाएं। राज्य सरकार ने आज तीसरे पहर होने वाली द्वितीय श्रेणी की परीक्षा में भाग लेने वालों के लिए वैकल्पिक परिवहन व्यवस्था की है। क्षेत्र के लगभग दो लाख २४ हजार लोग इस परीक्षा में बैठ रहे हैं।

महंगाई और आर्थिक विकास की धीमी गति पर आज प्रधानमंत्री की आर्थिक सलाहकार परिषद की बैठक हुई। इस बैठक में ताजा आर्थिक स्थिति और इससे निपटने के विभिन्न विकल्पों पर विचार किया गया। इस बैठक में परिषद के अध्यक्ष सी. रंगराजन, रिजर्व बैंक के गर्वनर डी. सुब्बाराव, वित्त मंत्रालय के सलाहकार कौशिक बसु, योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया तथा अन्य वरिष्ठ अधिकारी शामिल हुए।हमारे संवाददाता ने बताया है कि लगातार बढ़ती मुद्रास्फीति के कारण रिजर्व बैंक को मार्च २०१० से १२ बार अपनी दरें बढ़ानी पड़ी हैं। मुद्रास्फीति पिछले महीने नौ दशमलव सात-दो प्रतिशत हो गई, क्योंकि खाद्य वस्तुओं, ईंधन और विनिर्मित वस्तुओं के दाम बढ़ गए। इस कारण हो सकता है कि रिजर्व बैंक को कड़े मौद्रिक उपाय अपनाने की अपनी नीति जारी रखनी पड़े। कई ज+रूरी चीजों के दाम बढ़ने से खाद्य मुद्रास्फीति की दर पहली अक्तूबर को समाप्त हुए सप्ताह में नौ दशमलव तीन-दो प्रतिशत हो गई। इधर देश की अर्थव्यवस्था की विकास दर पहली तिमाही में सात दशमलव सात प्रतिशत रही जो पिछले १८ महीनों में सबसे धीमी है। पिछले साल इसी अवधि में यह विकास दर आठ दशमलव आठ प्रतिशत रही थी।
अगस्त में लगातार दूसरे महीने औद्योगिक उत्पादन भी कम रहा। औद्योगिक विकास की दर केवल चार दशमलव एक प्रतिशत रही।

नौसेना अध्यक्ष एडमिरल निर्मल वर्मा ने कहा है कि अपने संसाधनों में संतुलन बनाना और नौसैनिक तैयार करना नौसेना के सामने सबसे बड़ी चुनौती है। नई दिल्ली में नौसेना कमांडरों के तीन दिन के सम्मेलन के समापन सत्र को संबोधित करते हुए एडमिरल वर्मा ने कहा कि भारतीय नौसेना ने विभिन्न योजनाओं और कार्यक्रमों के जरिए खुद को आधुनिक बनाने में जबरदस्त प्रगति की है। नौसेना ने समुद्री डकैती के खिलाफ कार्रवाई और तटों की सुरक्षा सहित अपनी विभिन्न कार्रवाइयों को बहुत कुशलता से किया है।हिंद महासागर क्षेत्र में नौसेना की बढ़ती भूमिका के बारे में एडमिरल वर्मा ने बतया कि पांच गश्ती जहाज, दो प्रशिक्षण जहाज, पानी के साथ-साथ जमीन पर भी कार्रवाई करने वाले जहाज और तीव्र गति से चलने वाली इंटरसेप्टर नौकाएं लाने के लिए कार्रवाई की गई है।

देश में वर्तमान वित्त वर्ष की पहली तिमाही में अप्रैल से जून महीने के दौरान एक लाख १२ हजार सात सौ ३१ करोड़ रुपये के कृषि ऋण दिए गए हैं। सरकारी विज्ञप्ति के अनुसार इस वित्त वर्ष में ऋण राशि का लक्ष्य चार लाख ७५ हजार करोड़ रुपये रखा गया है। वित्त वर्ष २०१०-२०११ के दौरान तीन लाख ७५ हजार करोड़ रुपये का लक्ष्य रखा गया था और चार लाख ४६ हजार सात सौ उन्यासी करोड़ रुपये के ऋण आवंटित किये गए। विज्ञप्ति में यह भी बताया गया है कि २००३-२००४ से लगातार लक्ष्य से कहीं अधिक कृषि ऋण दिए गए हैं।------
कर्नाटक में आज तड़के गुलबर्गा के निकट एक लॉरी के वैन से टकराने से सात महिलाओं सहित आठ लोगों की मृत्यु हो गई और पांच घायल हो गए। यह लोग वैन का टायर फट जाने के कारण उसके पास सड़क पर बैठे हुए थे। तेजी से आ रही लॉरी ने पहले वैन को टक्कर मारी और फिर इन लोगों पर चढ़ गई। करीब १८ लोग यादगीर से बिदानवा गांव में अपने संबंधी के अंतिम संस्कार में भाग लेने के लिए जा रहे थे। पांच घायलों में से तीन की हालत गंभीर है।------
उत्तर प्रदेश में गोरखपुर के बीआरडी मेडिकल कॉलेज अस्पताल में पिछले २४ घण्टे के दौरान एनसेफलाइटस से नौ बच्चों की मौत हो गई। इसके साथ ही इससे मरने वालों की संख्या इस वर्ष चार सौ ४७ तक पहुंच गई है। इस वर्ष एनसेफलाइटस से पीड़ित दो हजार आठ सौ मरीज+ अलग-अलग अस्पतालों में भर्ती कराये गए। हमारे संवाददाता ने खबर दी है कि इस इलाके के विभिन्न सरकारी अस्पतालों में २७५ मरीजों का इलाज चल रहा है।पूर्वांचल में दिमागी बुखार का प्रकोप जारी है। गौरखपुर का बाबा राघवदास मेडिकल कॉलेज इस रोग के रोगियों के लिए मुख्य रेफरेंस अस्पताल का काम करता है। अस्पताल में उपचार की पर्याप्त सुविधाएं तो है, लेकिन मरीजों की बढ़ती संख्या को देखते हुए यह सुविधाएं कम पड़ रही है। राज्य मानवाधिकार आयोग ने राज्य सरकार से जिला अस्पतालों में बिस्तरों की संख्या बढ़ाने का आदेश दिया है। जिला स्तर पर जिला अधिकारी की अध्यक्षता में इन्फालाइटेस्टे समिति का गठन किया गया है। समिति रोग के प्रसार की निगरानी और नियंत्रण के उपाय करेगी। सलमान हैदर, आकाशवाणी समाचार, गौरखपुर।

Karnataka Lokayukta Court today issued an arrest warrant against former Chief Minister B S Yeddyurappa on a private complaint on the land denotification issue. Rejecting the bail plea of Mr Yeddyurappa in two cases, Justice N K Shailendra Rao also directed judicial custody of former Minister Krishnaiah Shetty, who was among the 24 accused in the complaints filed by advocate Sirajin Basha. Karnataka Governor H R Bhardwaj had accorded sanction to Mr Basha to launch prosecution against Mr Yeddyurappa for allegedly indulging in nepotism and corruption with regard to denotification of land at Geddalahalli to favour his sons and son-in-law.
On the other hand, complainant Sirajin Basha is facing charges of contempt of Court. Karnataka High Court Judge, Justice B S Patil who is hearing a case filed by Yeddyurappa to quash cases against him, asked Sirajin Basha as to why contempt proceedings should not be moved against him. The Judge noted that the affidavit filed by Sirajin Basha to move the case to another court, amounts to obstruction of judicial process and inflicts false allegations against the Court. The Lokayuktha court which has directed Lokayuktha police to issue warrant against Yeddyurappa has asked Krishnaiah Shetty to be taken into juidicial custody. Yeddyurappa is issued warrant as he was not present in the court today. Whereas Krishnaiah Shetty was present . The two sons and son in law of Yeddyurappa are among those who were given bail by the court. In these two cases totally 24 persons are accused of acting together in the denotification of land by the Government thereby causing a loss of 40 crore rupees to the exchequer. In Andhra Pradesh, the three day rail roko agitation called by Telangana Joint Action Committee is underway in Telangana region amidst tight security arrangements. The Telangana JAC called for the agitation as part of its ongoing general strike demanding statehood. Hundreds of protestors squatting on the tracks are being taken into custody by police since morning at several places across the region. Three Lok Sabha Members from ruling Congress party- Ponnam Prabhakar, G Vivek and Rajaiah, have been taken into custody in Karimnagar and Warangal districts while they were holding demonstration on the tracks to block the trains.
Telangana Rashtra Samithi Lok Sabha Member Vijayashanthi, legislator K Ramarao and its cultural wing President Kavitha have been taken into custody when they were heading towards railway tracks in Hyderabad. Several other leaders including legislators have been taken into either preventive custody or kept under house arrest. Agitators have removed fishplates from a kilometre of tracks in Warangal District. Cadres of political parties like the BJP and the CPI are also taking part in the agitation.
Meanwhile, police deployed at several sensitive places across the region are preventing agitators from entering Railway stations. Heavy patrolling of tracks is being done and the protestors are being thwarted from the tracks. Meanwhile, the railway authorities are trying to operate a few trains with heavy police security on important routes in the region. The State government has made alternate transport arrangements for the Candidates who are taking Group II examinations scheduled from this afternoon. About 2.24 lakh candidates are to take the examinations in the region.

Prime Minister's Economic Advisory Council (PMEAC) today discussed policy options with regard to the slowing economic growth and high inflation. The meeting was called by the Prime Minister to deliberate on the current economic situation and to consider the policy options in this regard.
The meeting was attended by PMEAC Chairman C. Rangarajan, RBI Governor B. Subba Rao, Advisor to the Finance Ministry Kaushik Basu and Planning Commission Deputy Chairman Montek Singh Ahluwalia among others. Our correspondent reports, persistently high inflation has forced the Reserve Bank of India (RBI) to increase the key policy rates 12 times since March, 2010. Headline inflation remained close to the double-digit mark at 9.72 per cent in September as food products, fuel and manufactured goods grew costlier, a development that is likely to prompt the RBI to continue with its policy of monetary tightening. Food inflation stood at 9.32 per cent for the week ended October the 1st, as prices of major kitchen staples continued to pinch consumers' pockets. India's economy grew by 7.7 per cent in the first quarter, the slowest growth in 18 months, against 8.8 per cent in the same period in the previous fiscal. Industrial output also remained subdued for the second consecutive month in August, registering a growth of just 4.1per cent.

New Delhi says, relations between India and Myanmar are a factor of peace and stability in the region and have bearing on the regional cooperation. Speaking at the banquet hosted in the honour of visiting President of Myanmar, U. Thein Sein at Rashtrapati Bhavan last evening, the President Mrs. Pratibha Devisingh Patil said that a new dawn has broken in the bilateral relations and significant changes are taking place in the political system of Myanmar.
Introduction of Constitutional government with features of Parliamentary democracy is the highlight of this change. Hailing the efforts of democratization, she said, India will extend full support to Myanmar for revitalizing agriculture, building industrial centres and enhancing its educational capacities. The President said, with the advent of democracy, Myanmar will truly emerge as India's gateway to ASEAN. Recalling the age old ties between the two neighbouring countries, Mrs. Patil asserted that Myanmar occupies the central place in India's vision and approach of rebuilding its eastern connections. She said the two countries have common interests in security and border management. Calling for a requisite strategy to be responsive to the full spectrum of its operations, Chief of Naval Staff Admiral Nirmal Verma said, the primary challenge before the Indian Navy was to balance its resources and building human capital. Addressing the concluding session of the three-day Naval Commanders' Conference in New Delhi, Admiral Verma said, the Indian Navy had made tremendous progress in its modernisation drive through its various plans and programmes. It has maintained and sustained a high operational tempo while dealing with a large number of tasks and missions, including anti-piracy operations and coastal security. Pointing out to the aviation arm of the Navy, he said, the first lot of MiG 29K aircraft for "Vikramaditya" aircraft carrier, earlier known as "Admiral Gorshkov", had been inducted this year and the rest are expected to be delivered in phases. He said, a major milestone, however, was the first flight of the P 8I Maritime Patrol Aircraft in September this year. It is scheduled for induction in 2013.
On the initiatives for the Navy's growing role in the Indian Ocean region, Admiral Nirmal Verma said, steps have been taken for induction of ships with the finalisation of contracts for five Off-shore Patrol Vessels, two Cadet Training Ships, eight Amphibious Landing Craft and the Fast Interceptor Craft.

In Karnataka, eight persons, including seven women, were killed and five injured when a speeding lorry rammed into a stationary van near Gulbarga in the wee hours today. The victims were sitting on the road in front of the van, as one of the tyres got punctured. The speeding lorry crashed into the vehicle and ran over them, police said. About 18 people had set out from Yadgir to Bidanava village to participate in the funeral ceremony of one of their relatives. Of the five injured, the condition of three is stated to be critical.

The Centre has adopted a multipronged strategy to support the export sector badly hit by the economic crisis. This was revealed by Union Commerce and Textile Minister Anand Sharma in New Delhi. Talking to reporters, Mr. Sharma said that the government will provide two percent duty credit to the textile sector exporting to the United States and European countries. He added that the government has allowed 130 new items including handicrafts, chemicals in Market Linked Focus Product Schemes, MLFPS for exports. However, he clarified that readymade garments will not be included in MLFPS.
The Commerce Minister also said that the government is encouraging technological up gradation and reduction in transaction costs for exports. He added that the government is taking effective measures to consolidate the position of traditionally strong sectors along with focus on emerging sectors.

In Uttar Pradesh, nine children have succumbed to deadly encephalitis during the past 24 hours in BRD Medical College Hospital in Gorakhpur. With this the death toll due to Japanese and other forms of Encephalitis has mounted to 447 this year. Our Gorakhpur correspondent reports that over 2800 encephalitis patients have been admitted this year in different government hospitals. Over 275 encephalitis patients are being treated at different government hospitals of the region. "The encephalitis menace continues unabated in the eastern region. BRD Medical college in which is the main referral hospital for encephalitis patients is witnessing heavy rush of patients. Though there is proper arrangement for the treatment, but the resources seem to be rather inadequate in view of heavy inflow of patients. The State Human Rights Commission has asked the state government to make additional arrangements of beds at district level hospitals for encephalitis patients. The Assam government has taken steps to prevent sharp fall in green tea leaf prices. Chief Minister Tarun Gogoi asked all concerned departments to take necessary measures immediately. Our Correspondent reports that the price of tea leaves produced by small planters decreased to 3 rupees per kilogram from 17 rupees.
"Assam has 68 thousand small tea gardens which contribute 30 percent of the total tea production in the state. Assam contributes 51 percent of country’s total tea production. In a bid to get rid of the situation, state government has decided to ensure proper implementation of Tea Marketing Control Order (TMCO) of 2003.TMCO act guarantees the proper price sharing of tea leaves. Assam has 900 tea factories across the state. कर्नाटक के पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा को आज लोकायुक्त अदालत ने २२ अक्तूबर तक न्यायिक हिरासत में भेज दिया है। विशेष न्यायाधीश एन.के. सुधीन्द्राराव ने भूमि अधिसूचना रद्द करने संबंधी कथित अनियमितताओं के मामले में येडियुरप्पा की जमानत याचिका आज नामंजूर कर दी थी। इसके बाद लोकायुक्त पुलिस येडियुरप्पा को वारंट देने उनके दफ्तर और आवास पर गई जहां वे नहीं मिले और कुछ घंटे बाद उन्होंने लोकायुक्त न्यायाधीश के सामने समर्पण कर दिया।जब लोकायुक्त पुलिस कोर्ट वारंट देने येडियुरप्पा के घर पहुंची तो नाटकीय संनिवेद बना हुआ था। उसके बाद यह खबर मिली कि येदियुरप्पा सीधे कोर्ट जा रहे हैं। लोकायुक्त का कोर्ट आज पुलिस और पत्रकार सहित भारी भीड़ जमा हो गई। पांच बजने से कुछ समय पहले येडियुरप्पा कोर्ट पहुंचे और अपने आपकों लोकायुक्त पुलिस के हाथ सौंपा । येडियुरप्पा के कुटुम सदस्य जिनको बेल मिला है। उनको कहा गया है कि वे अपने कंपनियों के बैंक स्टेटमेंट न्यायालय को सौंपे। सुधीन्द्रा, आकाशवाणी समाचार, बेगलूरू।
इस मामले में एक अन्य आरोपी पूर्व मंत्री कृष्णैय्या शैट्टी को भी न्यायिक हिरासत में ले लिया गया लेकिन येडियुरप्पा के पुत्रों, दामाद और १२ अन्य को सशर्त जमानत दे दी गई।
भूमि अधिसूचना रद्द करने के मामले में येडियुरप्पा के खिलाफ पांच मामले दायर करने वाले शिकायतकर्ता सिराजिन बाशा पर भी अदालत की अवमानना का आरोप है।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने माओवादियों को हथियार डालने के लिए सात दिन का अल्टीमेटम दिया है। उन्होंने कहा कि शांति के लिए वार्ता जारी रहेगी, लेकिन माओवादियों को हिंसा छोड़नी होगी।नक्सल प्रभावित पश्चिमी मेदिनीपुर जिले के झारग्राम में आज शाम एक रैली में सुश्री ममता बनर्जी ने कहा कि अगर माओवादी हथियार डाल दें तो सरकार उनके साथ शांति वार्ता करने के लिए तैयार है। राज्य सरकार की शांति की पहल और माओवादियों द्वारा निर्दोष लोगों की हत्या साथ-साथ नहीं चल सकती। मुख्यमंत्री ने जंगल महल क्षेत्र में निर्दोष लोगों की हत्या पर गंभीर चिंता व्यक्त की उन्होंने इस क्षेत्र में शांति और विकास सुनिश्चित करने के लिए अनेक कन्याणकारी कार्यक्रमों की घोषणा की।

आंध्रप्रदेश में तेलंगाना संयुक्त कार्रवाई समिति के आह्वान पर आज रेल रोको आंदोलन का पहला दिन कुछ छिटपुट घटनाओं को छोड़कर शांतिपूर्वक समाप्त हो गया। रेल रोको आंदोलन अलग तेलंगाना राज्य की मांग पर जोर देने के लिए किया गया है। कांग्रेस और तेलंगाना राष्ट्र समिति के सांसदों सहित बड़ी संख्या में लोगों को हिरासत में लिया गया। ये लोग रेल पटरियों पर जाकर रेल सेवाओं को बाधित कर रहे थे।इस बीच दक्षिण-मध्य रेलवे द्वारा एक सौ ३४ रेलगाड़ियों को रद्द करने तथा कई अन्य रेलगाड़ियों का मार्ग बदलने से यात्रियों को काफी परेशानियों का सामना करना पड़ा।
पिछले एक महीने में यह दूसरा मौका है जब तेलंगाना संयुक्त कार्रवाई समिति के रेल रोको आंदोलन के कारण इस क्षेत्र में रेल सेवायें बुरी तरह प्रभावित हुई है। लगभग १३० रेलगाड़िया रद्द करनी पड़ी है जिससे यात्रियों को काफी दिक्कतों का सामना करना पड़ रहा है। वैसे आज दिन में कुछ महत्वपूर्ण मार्गों पर पांच रेलगाड़ियां पुलिस सुरक्षा के साथ चलाई गईं। तीन दिन के इस रेल रोकों आंदोलन को देखते हुए क्षेत्र के सभी महत्वपूर्ण स्टेशनों पर सुरक्षा के पुख्ता इंतजाम किए गए हैं। हैदराबाद से लक्ष्मी की रिपोर्ट के साथ दिल्ली से मै अंजु सेतिया, आकाशवाणी समाचार।

मणिपुर में सात आतंकवादी गुटों की समन्वय समिति की हड़ताल से जन-जीवन प्रभावित रहा इन गुटों की समन्वय समिति की हड़ताल कल आधी रात से शुरू होकर आज शाम साढ़े पांच बजे समाप्त हुई। यह विरोध १५ अक्टूबर १९४९ में मणिपुर विलय समझौते पर हुए हस्ताक्षर के विरोध में था।----

भारत ने यूरोपीय देशों से ऋण संकट से उबरने के लिए आपस में मिलकर धन की व्यवस्था करने को कहा है। वित्त मंत्री प्रणब मुखर्जी ने कहा कि कर्ज देने वाली संस्था अंतर्राष्ट्रीय मुद्राकोष के संसाधन घट गए हैं इसलिए ऋण संकट का सामना कर रहे यूरोपीय देशों को धन के लिए अपने बैंकों से कहना चाहिए।श्री मुखर्जी ने पेरिस में आज जी-२० देशों के वित्त मंत्रियों की बैठक को संबोधित कर रहे थे।
वित्त मंत्रियों ने विदेशी बैकों में जमा पैसे के बारे में सूचना देने के लिए उठाए जाने वाले कदमों का समर्थन करने का फैसला किया। इसे भारत के लिए एक बड़ी उपलब्धि माना जा रहा है। दो दिन की बैठक के बाद जारी विज्ञप्ति में कहा गया कि व्यापक कर सूचना के आदान-प्रदान के महत्व को रेखांकित किया गया।

यमन की राजधानी सना में आज राष्ट्रपति अली अब्दुल्लाह सालेह के इस्तीफे की मांग को लेकर प्रदर्शन कर रहे हजारों लोगों पर पुलिस बलों की कार्रवाई में कम से कम दस लोग मारे गए। प्रत्यक्षदर्शियों के अनुसार सालेह के रिपब्लिकन गार्डस के मुख्यालय के निकट असार स्ट्रीट पर मार्च कर रहे प्रदर्शनकारियों पर सुरक्षा बलों ने पानी की बौछारें की, आंसू गैस के गोले छोड़े और गोलियां चलाईं, जिससे ये लोग मारे गए और कई अन्य घायल हो गए।---
उपराष्ट्रपति हामिद अंसारी ने कहा है कि अफगानिस्तान में कोई बाहरी हस्तक्षेप नहीं होना चाहिए। उन्होंने तुर्की की पांच दिन की यात्रा सम्पन्न कर इस्तानबुल से स्वदेश लौटते हुए विशेष विमान में संवाददाताओं से बातचीत में कहा कि भारत हमेशा से यह चाहता है कि अफगान संकट का समाधान वहां की सरकार को ही निकालना चाहिए।श्री अंसारी ने कहा कि भारत और तुर्की के बीच संबंध बहुत महत्वपूर्ण हैं। उन्होंने कहा कि आपसी, आर्थिक और वाणिज्यिक संबंध मजबूत करने के लिए दोनों देशों के लोगों के बीच संपर्क और बढ़ाया जाना चाहिए।

सरकार ने बिजली संकट से निपटने के लिए बिजली कंपनियों को कोयले की आपूर्ति बढ़ा दी है। उत्तर भारत सहित देश के कुछ भागों में बिजली आपूर्ति प्रभावित होने के बाद कोयला मंत्रालय ने त्वरित कार्रवाई की है। सरकारी विज्ञप्ति में कहा गया है कि कोयले की आपूर्ति बढ़ाकर प्रतिदिन एक सौ अस्सी रेक कर दिया गया है। इनमें से एक सौ ४९ रेक बिजली क्षेत्र को भेजा गया है।---

Former Karnataka Chief Minister B S Yeddyurappa was arrested and sent to judicial custody till October 22 by a Lokayukta Court today. A warrant was issued against him by the Lokayuktha court Special Judge N K Sudhindra Rao in the morning when his bail application was rejected in a private complaint on alleged irregularities in the denotification of land. Thereafter Lokayuktha police went to his official and personal residence to serve the warrant where he could not be found. Hours later Yeddyurappa surrendered in front of Lokayuktha Judge in the evening. Former minister Krishnaiah Shetty, who is a co-accused in the case, was taken under Judicial custody in the morning in the court premises. However Yeddyurappa’s sons and Son-in-law and 12 others were given conditional bail. Senior counsel for Yeddyurappa Ravi Naik has said that they will move the High Court against the lower court order and seek bail. The complainant Sirajin Basha, who has filed five cases against Yeddyurappa in the land denotification case, faces contempt proceedings. Justice B S Patil of the Karnataka High Court observed that the affidavit filed by Basha seeking change of Judge in a case has harmed the process of duty of a Judge and made false allegations against the court. He ordered the Registrar General of the High Court to move contempt proceedings against Sirajin Basha. More from our Correspondent:
High drama prevailed in Bangalore today when Lokayuktha police went in search of Yeddyurappa to serve the court warrant. In the packed court room the Judge pronounced Judicial custody for him. Yeddyurappa's family members were directed to furnish a bond for five lakh and 10 lakh rupees as surety in the two cases for their bail and also submit to the court chartered accountant certified copies of the bank accounts of Davalagiri Properties and Adarsh Homes Private Limited owned by them. Meanwhile the BJP says the party will fight the cases involving former chief minister B S Yeddyurappa legally but maintained that it will adopt zero tolerance towards corruption. The Congress today criticised the BJP for carrying out an anti-corruption 'Rath Yatra' at a time when its own former chief minister was arrested in a corruption case. Talking to reporters in New Delhi, party spokesperson Manish Tewari said that it would have been more appropriate if the BJP had carried out this yatra in Karnataka, Uttarakhand, and Punjab first, where its ministers have been indicted on charges of corruption. BJP leader L K Advani is on a 38-day yatra across the country to take on the UPA government on the issue of corruption.

West Bengal Chief Minister Mamata Banerjee has given a seven-day ultimatum to Maoists to lay down arms. She said negotiations for peace will continue but Maoists have to shun violence. Addressing a public rally at Jhar Gram in Maoist hit West Midnapur district this afternoon Mamata Banerjee firmly said that her government is ready to continue peace negotiations with Maoists if they laid down arms . Expressing serious concern over the killing of innocent people in Jangal Mahal, the Chief Minister said that the atmosphere of peace cannot be stalled by terrorism. Our correspondent reports that it is the second visit of Ms Banerjee in the Maoist hit area after coming to power.
The Chief Minister Ms Mamta Banerjee announced a bouquet of development programmes to ensure peace in the Maoist affected region. The Chief Minister's visit came in the backdrop of the Maoist's opposition, asking the people to boycott the meeting at Jhargram. In the public meeting, Ms Banerjee has given clear signal to the Maoists that operation of joint force will resume in Jangal Mahal if violence are continued. The Chief Minister said that Government stopped the operation of Joint Force in the area but the Maoists betrayed with the Government by killing innocent people. In Andhra Pradesh, the first day of the 72-hour long Rail Roko agitation called by the Telangana Joint Action Committee passed off peacefully baring a few incidents. The call was given to press their demand for a seperate Telengana state. Hundreds of agitators including the Congress and Telangana Rastra Samithi Parliament Members from the Telangana region were detained today when they tried to descend on to the tracks and disrupt rail services. Several others were taken into preventive custody while some kept under house arrest across the region. Hundreds of agitators demonstrated protest by squatting on the tracks at several places across the region. Our correspondents reports that incidents of stone pelting and squabble were reported when the police thwarted attempts of agitators to stage demonstrations on the tracks.
The rail services on about 1600 kilometres of tracks in the region have been affected and the Passengers are facing severe hardships with the railway authorities cancelling over 130 trains including long distance express trains and diverting several others. About 50 help desks with extra counters have been set up at all railway stations across the region to provide passengers information about rail services and refund for the cancelled tickets. Meanwhile, five trains were operated with police escort on important routes in the region today. The authorities also have restored three pairs of Express trains from Hyderabad to Mumbai and Rajkot. In Manipur, normal life was badly affected today because of the general strike called by the Coordination Committee of seven militant outfits of the state. The protest was against the signing of the Manipur Merger Agreement on October 15, 1949. Educational institutions and all business establishments including shops and markets also remained closed for the day. However, there is no report of any untoward incident so far.

In a major gain for India, the G-20 Finance Ministers today decided to back measures to provide information about money stashed in tax havens. A communique issued at the end of their two-day meeting in Paris today said the meeting has underlined, the importance of a comprehensive tax information exchange. Secretary, Department of Economic Affairs, R Gopalan, who accompanied Finance Minister Pranab Mukherjee to the meeting said there is acceptance of the G-20 for the first time to put its weight behind the issues relating to obtaining tax information. He said this is a big victory for India because New Delhi was responsible for getting this sentence included. Mukherjee, during his bilateral meetings with his counterparts from the US, UK, Australia and France, had put in strenuous efforts to get the G-20 on board with India's concerns on black money. Earlier, in his intervention, Mukherjee called upon European countries to find funds within to fight their debt crisis.

The Vice President Mohammad Hamid Ansari today said there should not be any outside interference to the Afghanistan crisis. Speaking to reporters on board the special aircraft returning from Istanbul, Ansari said, India always wanted that the solution should be an Afghan led one. Ansari who was on a five day visit to Turkey said the relations between the two countries are substantive. He said there should be more people to people contact to enhance bilateral, economic and commercial ties between the two nations. Earlier, Ansari had urged the Turkish business community to harness the huge untapped potential between he two countries to increase bilateral economic engagements.

In Yemen, at least 10 people were killed and several others injured today when police forces fired on thousands of protesters marching in the capital Sana'a to call for ousting President Ali Abdullah Saleh. Sporadic shelling and gunfire took place between the government forces and armed tribesmen loyal to opposition tribal leader Sadiq al-Ahmar in Hassaba district. There are reports that son of slain al Qaeda in the Arabian Peninsula leader Anwar Al-Awlaki was among those killed in a trio of drone attacks in southern Yemen on last night. The media chief of militant group al-Qaeda in the Arabian Peninsula Ibrahim al-Banna has also been killed in the air strike.

Marry Kom thrashed Dolly Singh of West Bengal 28-3 in her semi final bout played in Bhopal this evening. Pinki Jangra defeated former World Champion L. Sarita Devi of All India Police. It was a close fight between L. Sarita Devi and Pinky Jangra as they both finished at 34-34 after four rounds. The Jury declared Pinky Jangra as the winner.
