कर्नाटक के पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा को कल लोकायुक्त अदालत ने २२ अक्तूबर तक न्यायिक हिरासत में भेज दिया है। विशेष न्यायाधीश एन.के. सुधीन्द्राराव ने भूमि अधिसूचना रद्द करने संबंधी कथित अनियमितताओं के मामले में येडियुरप्पा की जमानत याचिका नामंजूर कर दी थी। इसके बाद लोकायुक्त पुलिस येडियुरप्पा को वारंट देने उनके दफ्‌तर और आवास पर गई जहां वे नहीं मिले और कुछ घंटे बाद उन्होंने लोकायुक्त न्यायाधीश के सामने समर्पण कर दिया। हमारे संवाददाता के अनुसार येडियुरप्पा को पीठ और छाती दर्द की शिकायत के बाद अस्पताल में भर्ती कराया गया है।

अम्बाला रेलवे स्टेशन पर इंडिका कार से आरडी एक्स डेटोनेटर व टाइमर बरामद होने के बाद राज्य में चौकसी बढ़ा दी गई थी और चप्पे-चप्पे पर नजर रखी जा रही थी। पुलिस प्रवक्ता ने बताया है कि गिरतार लोगों से पूछताछ की जा रही है कि इन हथियारों का इस्तेमाल कहां किया जाना था और ये हथियार कहां से लाए गए थे। उन्होंने बताया कि दिवाली पर कोई आतंकवादी घटना न होने पाये इसके लिए पुलिस सुरक्षा के कई उपाय कर रही है। आकाशवाणी समाचार के लिए चंडीगढ़ से अश्वणी कुमार शर्मा।

भारतीय जनता पार्टी ने कहा है कि पार्टी कर्नाटक के पूर्व मुख्यमंत्री बी.एस. येडियुरप्पा पर चल रहे मामलों में उन्हें सभी प्रकार की कानूनी सहायता उपलब्ध कराएगी और भ्रष्टाचार को कतई बर्दाश्त नहीं करेगी।
उधर, कांग्रेस ने भारतीय जनता पार्टी की आलोचना करते हुए कहा है कि उसके वरिष्ठ नेता लालकृष्ण आडवाणी ऐसे समय भ्रष्टाचार के विरोध में रथयात्रा निकाल रहे है जब उनकी पार्टी का पूर्व मुख्यमंत्री भ्रष्टाचार के मामले में गिरफ्‌तार किया गया है।

आंध्रप्रदेश में राज्य परिवहन निगम के कर्मचारियों ने अपनी हड़ताल समाप्त कर दी है। परिवहन मंत्री बी सत्यनारायण के साथ बातचीत के बाद कल रात राज्य परिवहन निगम संयुक्त कार्रवाई समिति ने यह घोषणा की। यह कर्मचारी तेलंगाना को अलग राज्य बनाये जाने की मांग को लेकर जारी आम हड़ताल के सिलसिले में पिछले २७ दिन से हड़ताल पर थे। इस आंदोलन के पहले दिन कल छह लोक सभा सदस्यों समेत २७३ लोगों को गिरतार किया गया और २८५० लोगों को एहतियाती तौर पर हिरासत में ले लिया गया।
करीम नगर से लोकसभा सदस्य पूनम प्रभाकर को करीम नगर के मजिस्ट्रेट ने चौदह दिन की न्यायिक हिरासत में भेज दिया है। रेलवे ने कल पांच एक्सप्रेस और सात यात्री गाड़ियां चलाई। आज और रेलगाड़ियां चलाने के प्रयास किये जाएंगे।

कल रात राज्य परिवहन निगम के कर्मचारियों ने आम जनता की परेशानियों को देखते हुए अपनी हड़ताल समाप्त कर दी है। मंत्रिमंडल की उप समिति और तेलंगाना संयुक्त समिति के बीच बातचीत में कोई फैसला नहीं हुआ है। सरकार को आशा है कि जल्द ही कुछ परिणाम सामने आयेगा। दूसरी तरफ सरकार कोयला मजदूरों को समझाने में लगी है। उनके हड़ताल से राज्य में एक माह से बिजली संकट है। पुलिस ने तेलंगाना संयुक्त समिति के रेल रोको आंदोलन के पहले दिन तीन हजार से ज्यादा लोगों को गिरतार किया है। वहीं रेल विभाग लोगों की परेशानियों को देखते हुए कुछ और रेल चलाएगा। हैदराबाद में लक्ष्मी की रिपोर्ट के साथ समाचार कक्ष से मृगनैनी पांडेय।

मुख्य सूचना आयुक्त सत्यानंद मिश्रा ने कहा है कि अभी आरटीआई कानून में संशोधन नहीं किया जाएगा। उन्होंने कहा कि आरटीआई कानून को संकुचित नहीं किया जाना चाहिए बल्कि इसे और मज+बूत बनाने के लिए कदम उठाने चाहिएं। श्री मिश्रा कल नई दिल्ली में केन्द्रीय सूचना आयोग के दो दिवसीय सम्मेलन के समापन सत्र को संबोधित कर रहे थे। उन्होंने बताया कि सम्मेलन में निष्कर्ष निकला है कि सरकारी-निजी भागीदारी वाली परियोजनाओं को भी आरटीआई के दायरे में लाया जाना चाहिए।
इस अवसर पर बिहार के मुख्यमंत्री नीतीश कुमार ने कहा कि कॉरपोरेट जगत और निजी क्षेत्र को भी आरटीआई के दायरे में लाया जाना चाहिए।

हरियाणा पुलिस के विशेष कार्यबल ने कल रात अंबाला-चंडीगढ़ मार्ग पर एक गांव के निकट एक कार से भारी मात्रा में हथियार बरामद किये । पुलिस ने बताया कि विशेष कार्यबल ने इस संबंध में हरियाणा के जींद और
झज्जर जि+लों से पांच लोगों को गिरतार भी किया है। हमारे संवाददाता के अनुसार गिरतार लोगों की पहचान मुकेश, रामफल, सुल्तान, राजेन्दर और धरमेन्दर के रूप में की गई है।

असम में सुरक्षाबलों ने सोनितपुर जि+ले में कल भारी मात्रा में विस्फोटक सामग्री बरामद की है। पुलिस ने बताया कि यह विस्फोटक अरुणाचल प्रदेश की सीमा से लगे भालुकपुंग और बालीपाड़ा को जोड़ने वाली रेल लाइन के निकट एक गड्ढे में छिपा कर रखे गये थे। संदेह है कि यह विस्फोटक इस क्षेत्र में सक्रिय प्रतिबंधित नेशनल डेमोक्रेटिक फ्रंट ऑफ बोडोलैंड-एनडीएफबी के उग्रवादियों द्वारा रखे गये थे। दोषियों को पकड़ने के लिए व्यापक पुलिस अभियान जारी है। इस संबंध में अब तक कोई भी गिरतारी नहीं हुई।

जी-२० देशों के वित्त मंत्रियों की दो दिन की बैठक के बाद जारी विज्ञप्ति में व्यापक कर सूचना के आदान-प्रदान के महत्व को रेखांकित किया गया है। भारत ने यूरोपीय देशों से ऋण संकट से उबरने के लिए आपस में मिलकर धन की व्यवस्था करने को कहा है। वित्त मंत्री प्रणब मुखर्जी ने कहा कि कर्ज देने वाली संस्था अंतर्राष्ट्रीय मुद्राकोष के संसाधन घट गए हैं इसलिए ऋण संकट का सामना कर रहे यूरोपीय देशों को धन के लिए अपने बैंकों से कहना चाहिए।
श्री मुखर्जी पेरिस में कल जी-२० देशों के वित्त मंत्रियों की बैठक को संबोधित कर रहे थे।
वित्त मंत्रियों ने विदेशी बैकों में जमा पैसे के बारे में सूचना देने के लिए उठाए जाने वाले कदमों का समर्थन करने का फैसला किया। इसे भारत के लिए एक बड़ी उपलब्धि माना जा रहा है।

पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने माओवादियों को हथियार डालने के लिए सात दिन का अल्टीमेटम दिया है। उन्होंने कहा कि शांति के लिए वार्ता जारी रहेगी, लेकिन माओवादियों को हिंसा छोड़नी होगी।

Former Karnataka Chief Minister BS Yeddyurappa, who was remanded to judicial custody till the 22nd October yesterday, has been admitted to the Jayadeva Institute of Cardiology. It is learnt that Yeddyurappa complained of a back ache, chest pain and vomited several times late last night in the jail. Yeddyurappa was sent to the jail last evening after his bail application was rejected in two cases filed by Sirajin Basha alleging irregularities in the land denotification to benefit family members of Yeddyurappa. Yeddyurappa had been complaining of back ache and chest pain and had sought exemption from appearance in court for the same reason yesterday. He was regularly taking treatment in Jayadeva hospital for his problems. In the two cases for which bail was rejected yesterday Yeddyurappa and Krishnaiah Shetty, the former minister, were taken into Judicial custody till 22nd this month. The court has asked Yeddyurappa’s two sons and his son in law along with former minister Krishnaiah Setty to submit bank extracts of all their transactions in and outside Bangalore for the last three years. These documents have to be submitted to the Court in seven days, failing which the bail of sons and son-in-law will be cancelled. There are three more cases of irregularities in denotification of land against Yeddyurappa about which the pronouncements of the court are awaited. Sudhindra AIR News Bangalore.

In Andhra Pradesh, employees of the state owned Road Transport Corporation have called off their strike. This was announced by RTC Joint Action Committee leaders last night in Hyderabad after holding talks with transport Minister B. Satyanarayana. The RTC employees have been on strike for the last 27 days as part of the ongoing general strike in Telangana demanding statehood. Our correspondent reports that the general strike entered to 34th day today.
Concerted efforts are on to resolve the administrative impasse prevailed in the state due to General Strike underway for the past 33 days demanding statehood for Telangana. The state government has intensified its effort to persuade its employees to withdraw from the Strike in which they are playing key role for over a month. On the other hand, efforts are also on to convince the Singareni coal workers to call of their stir as the strike hit the coal production severely and led to power crisis in the state for the past one month. Taking a tuff stand over the agitations, the police arrested over 3000 persons and booked over 100 specific cases on the first day of the 72-hour long Rail Roko agitation. On the other hand, after running about a dozen trains yesterday, the Railway authorities are preparing to operate more number of trains today for the convenience of passengers. The Special Task Force of the Haryana police recovered a huge quantity of weapons from a car near a village on the Ambala-Chandigarh road last night. Police said, the STF team also arrested five persons, belonging to Jind and Jhajjar districts of Haryana, in this connection.Our correspondent has filed this report.
In the festival season, the recovery of illegal arms and arrest of four persons by the Special Task Force of Haryana police at Ambala-Chandigarh road near Sadarpur barrier is being casidered a great success. The police was in high alert in Haryana after the recovery of RDX, detonators and timers from an Indica car parked in the Ambala Railway station and keeping vigil on highways as well as public places. According to police spokesman, the police is interrogating the arrested persons to know from where these arms were brought and for what purpose. In Assam, the security forces recovered a huge quantity of explosive material from near a railway track in Sonitpur district yesterday. Police said, the explosives were concealed in a cavity near the railway track connecting Balipara with Bhalukpung, bordering Arunachal Pradesh. The explosives recovered included 10 Kg RDX, 44 detonators, 200 grams of gun powder, 18 meters cortex wire, 14 safety fuses and 500 grams of other explosive powder.

Chief Information Commissioner Satyananda Mishra has said that the RTI Act should not be amended at this stage. He said, there should be no tinkering with the RTI Act to constrict it and instead steps should be taken to further strengthen the Act. Mr Mishra was addressing the valedictory session of a two-day convention of the Central Information Commission in New Delhi yesterday. He said, the convention came to the conclusion that Public Private Partnership projects should also be brought under the RTI Act.

In a major gain for India, G-20 Finance Ministers decided to back measures to provide information about money stashed in tax havens. A communique issued at the end of their two-day meeting in Paris yesterday said the meeting has underlined, the importance of a comprehensive tax information exchange.
Secretary, Department of Economic Affairs, R Gopalan, who accompanied Finance Minister Pranab Mukherjee to the meeting said there is acceptance in the G-20 for the first time to put its weight behind the issues relating to obtaining tax information. He said this is a big victory for India because New Delhi was responsible for getting this phrase included.

Vice President Mohammad Hamid Ansari has said that foreign interference must come to an end in Afghanistan for a lasting solution to the problems being faced by strife-torn country. He said, the Turkish government is trying to bring conflicting groups together as it has old ties with Afghanistan. The Vice President was talking to reporters on board the special aircraft on his way back home from Turkey yesterday. Mr Ansari described his visit as very serious, substantive and satisfying.

Saying there are two parts to the Afghan peace process, the Vice President said one it has to be initiated by Afghanistan itself and the other is about international interferences which must come to an end. Asserting the peace process has to be transparent and inclusive, the Vice President indicated a solution to the Afghan problem has to be Afghanistan led only. North Eastern states leads in smoking and use of tobacco in other forms. According to a Global Adult Tobacco Survey, the region is second in the use of the smokeless tobacco. More from our correspondent:
The report said that among the six regions of the country, the prevalence of tobacco use in any form and smoking in the North East is highest. Also, every two among five adults in Assam use tobacco in some form or other. Concerned by the findings, state health department has taken initiative to implement the tobacco control policies .In a bid to create awareness, hoardings and banners will be installed at public places displaying anti-smoking messages along with pictures. केन्द्रीय कानून मंत्री सलमान खुर्शीद ने यह स्पष्ट किया है कि सूचना का अधिकार कानून पर किसी  पुनर्विचार का कोई प्रस्ताव नहीं है। लेकिन साथ ही उन्होंने कहा कि सिर्फ सरकार ही नहीं बल्कि न्यायपालिका को भी सूचना के अधिकार कानून से कुछ कठिनाइयां हुई हैं।  पी टी आई के साथ भेंटवार्ता में उन्होंने कहा कि उन्हें खुशी है कि सरकार ने देश को सूचना का अधिकार का कानून दिया। इस कानून  से कुछ हद तक असुविधाएं हुईं लेकिन इन्हें बर्दाश्त किया जाएगा। श्री खुर्शीद ने कहा कि यह सुनिश्चित किया जाना चाहिए कि सरकार की क्षमता और कामकाज में मजूबती आये।

बिहार के मुख्यमंत्री नितीश कुमार ने सुझाव दिया है निजी क्षेत्र की कम्पनियों को भी सूचना के अधिकार के दायरे में लाया जाना चाहिए। कल नई दिल्ली में केन्द्रीय सूचना आयोग के वार्षिक सम्मेलन को सम्बोधित करते हुए उन्होंने कहा कि लोग, शेयरों के जरिये इन कम्पनियों में पैसा लगाते हैं और उन्हें यह जानने का अधिकार है कि इन कम्पनियों में क्या हो रहा है। श्री नितीश कुमार का कहना था कि ऐसा कई बार देखा गया है कि छोटे निवेशक का पैसा डूब जाता है और उसे कई तरह की समस्याएं होती हैं। ऐसे में सरकार को हस्तक्षेप करना पड़ता है और किसी पैकेज की घोषणा करनी पड़ती है। उन्होंने कहा कि लोकतांत्रिक मूल्यों को पूरी तरह साकार करने के लिए लोक मामलों में जनता की व्यापक हिस्सेदारी और सूचना की स्वतंत्रता बहुत आवश्यक है।  अपने राज्य में लोक सेवा का अधिकार लागू कर चुके नितीश कुमार ने कहा कि केन्द्र को भी यह कानून लागू करना चाहिए। मुख्य सूचना आयुक्त सत्यानन्द मिश्र ने दो दिन के इस सम्मेलन की समाप्ति पर सम्मेलन के निष्कर्षों की संक्षिप्त जानकारी दी।

आंध्रप्रदेश में ७२ घंटे का रेल रोको आंदोलन आज दूसरे दिन भी जारी है। इस बीच सुरक्षा के कड़े प्रबंध भी किए गए हैं। तेलंगाना संयुक्त कार्रवाई समिति के इस आंदोलन में १३० से ज्यादा प्रदर्शनकारियों को न्यायिक रिमाण्ड पर भेजा जा चुका है। इनमें लोकसभा के सदस्य पोन्नम प्रभाकर भी शामिल हैं। तेलंगाना राष्ट्र समिति की सांसद विजया शांति को इस महीने की २२ तारीख तक के लिए न्यायिक रिमाण्ड पर भेजा गया था, लेकिन उन्हें रेलवे की एक अदालत से जमानत मिल गई है। इससे पहले  हिरासत में लिये गये कांग्रेस के चार सांसदों और कई विधायकों को भी जमानत पर छोड़ दिया गया है। हमारी संवाददाता ने बताया कि प्रदर्शनकारी, पूरे तेलंगाना क्षेत्र में कई जगहों पर रेल लाइनों पर बैठे हुए हैं।

झिटपुट घटनाओं को छोड़कर तेलंगाना संयुक्त कार्रवाई समिति द्वारा बुलाया गया रेल रोकों आंदोलन अब तक शांतिपूर्ण रहा। कल हुई नेताओ की गिरफ्तारी के विरोध में प्रदर्शनकारियों ने आज रेल रोकों आंदोलन जारी रखा। इस बीच रेल अधिकारियों ने प्रमुख रेल मार्गों की जांच के लिए पायलट रेल चलायी और हैदाराबाद से बंगलौर, चैन्नई और मुम्बई सहित करीब १५ जगहों के लिए रेल सेवाएं बहाल कर दी गई है। रेलवे अधिकारियों के अनुसार स्थिति की समीक्षा करने के बाद आज शाम तक और भी रेल सेवाएं शुरू कर दी जाएंगी। उधर राज्य सरकार ने कर्मचारियों और अध्यापकों से आम हड़ताल समाप्त करने के प्रयास तेज कर दिए हैं। सिंगारेनी कोयलाखान के प्रबंधन ने कर्मचारी यूनियन के नेताओं को अगले दौर की वार्ता के लिए कल बुलाया है। हैदराबाद से एम एस लक्ष्मी की रिपोर्ट के साथ में मनीषा खन्ना आकाशवाणी समाचार दिल्ली।

केन्द्र सरकार के प्रधान वैज्ञानिक सलाहकार डॉ० आर० चिदम्बरम ने कहा है कि तमिलनाडु में कूदनकुलम परमाणु बिजली परियोजना बिल्कुल सुरक्षित है। डॉ० चिदम्बरम ने केरल में कोजीकोड में पत्रकारों को बताया कि देश के उर्जा संकट से निपटने के लिए परमाणु ऊर्जा का प्रयोग आवश्यक है।
उधर, लगभग दो हजार से अधिक प्रदर्शनकारियों ने कूदनकुलम परमाणु बिजलीघर की तरफ जाने वाली सभी सड़कें रोक रखी हैं। बिजलीघर की अनिश्चितकालीन घेराबंदी का आज चौथा दिन है। इससे बिजलीघर के अन्दर रहने वाले परिवारों को आवश्यक वस्तुओं की सप्लाई पर भी गम्भीर असर पड़ा है। लोगों के इस विरोध के कारण करोडों+ रूपये की इस भारत-रूस संयुक्त परियोजना को गहरा  आघात पहुंच रहा है।

न्यायिक हिरासत में भेजे गये कर्नाटक के पूर्व मुख्यमंत्री येदियुरप्पा को जयदेव हृदय रोग संस्थान में भर्ती किया गया है। इससे पहले येदियुरप्पा ने कमर और सीने में दर्द की शिकायत की थी। कल रात जेल में उन्हें कई बार उल्टी भी हुई, जिसके बाद जेल अधिकारियों ने उन्हें अस्पताल में  दाखिल कर दिया। येदियुरप्पा के परिवार के सदस्यों को लाभ पहुंचाने के लिए भूमि की अधिसूचना रद्द किये जाने में अनियमितताओं संबंधी सिराजिन बाशा द्वारा दायर दो मामलों में उनकी जमानत याचिका नामंजूर किये जाने के बाद उन्हें कल शाम जेल भेजा गया था।

भारत ने कहा है कि कर चोरी और ग़ैरकानूनी तरीकों से धन बाहर भेजने को रोकने के लिए अंतर्राष्ट्रीय सहमति बनाने की जरूरत है।  इसके लिए बैंक खातों में पिछले लेन-देन से जुड़ी सूचनाओं का भी आदान-प्रदान होना चाहिए। वित्तमंत्री प्रणब मुखर्जी ने,  जी-२० संगठन के देशों की बैठक में कहा कि कर चोरी और धन के अवैध प्रवाह के कारण न केवल विश्व अर्थव्यवस्था के लिए गंभीर चुनौतियां पैदा हुई हैं बल्कि विकास के लिए राजस्व जुटाने के विभिन्न देशों के प्रयासों को भी झटका लगा है। श्री     मुखर्जी ने कहा कि पिछले दो साल में दोहरे कराधान से बचने और कर संबंधी सूचनाओं के आदान-प्रदान के लिए सात सौ से ज्यादा समझौते किये गये हैं। उन्होंने कहा कि इन समझौतों को कारगर बनाने के लिए कर-चोरी से जुड़ी पिछली सूचनाओं को साझा करना जरूरी है। इसमें बैंक से जुडे ब्यौरे भी शामिल होने चाहिएं ताकि कर-चोरी के पिछले मामलों की जांच की जा सके। भारत ने दोहरे कराधान से बचने और कर सूचनाओं के आदान-प्रदान के लिए स्विटजरलैण्ड सहित ५६ देशों के साथ समझौते किये हैं अथवा इन समझौतों में संशोधन किया है। इसके बावजूद, पिछले लेन-देन से जुड़ी सूचनाएं हासिल करने में दिक्कत आ रही है। श्री मुखर्जी ने कहा कि देशों के बीच सूचनाओं का स्वतः आदान-प्रदान, स्वैच्छिक रूप से कर व्यवस्था पर अमल करने और कर वंचना में कमी लाने के कारगर तरीकों में से एक है।

वैश्विक बैंकिंग व्यवस्था के खिलाफ दुनिया भर में विरोध प्रदर्शन आज दूसरे दिन भी जारी है। इसे लालच और कुप्रबंधन कहते हुए सैंकड़ों लोग समुचित कार्रवाई की मांग कर रहे हैं। अपनी मांगों पर जोर देने के लिए औकलैंड से टोरन्टो और लंदन तक कल कई शहरों में प्रदर्शनकारियों  ने व्यावसायिक केंद्रों के पास तंबुओं में रात गुजारी। लंदन से एक रिपोर्ट के अनुसार, सरकार द्वारा की जा रही कटौतियों और बैंकों को दी जा रही आर्थिक मदद के खिलाफ प्रदर्शनकारियों में काफी गुस्सा है।

यमन की राजधानी सना में सुरक्षा बलों ने हजारों सरकार विरोधी प्रदर्शनकारियों पर गोलियां चलायी हैं और कम से कम बारह लोग मारे गये हैं। प्रत्यक्षदर्शियों के अनुसार सुरक्षा बलों ने सना के मध्य की ओर मार्च कर रहे प्रदर्शनकारियों पर गोलियां चलायी। प्रदर्शनकारियों ने इस चौराहे को ÷÷चेंज स्कवेयर'' यानी परिवर्तन चौराहे का नाम दिया है। सुरक्षा बलों ने इन लोगों पर आंसू गैस छोड़ी और पानी की तेज बौछार की।

सीरिया के राष्ट्रपति बशर अल असद ने नये संविधान का प्रारूप तैयार करने के लिए कल एक तदर्थ समिति बनाने की घोषणा की।  यह समिति चार महीने में काम पूरा करेगी। सरकारी समाचार एजेंसी- साना ने बताया कि राष्ट्रपति ने इस बारे में आदेश जारी कर दिया है। पूर्व कानून मंत्री मिज+हर अल-अनबरी, २९ सदस्यों की इस समिति  के अध्यक्ष होंगे। सीरिया में इस साल मार्च महीने से भड़के विरोध प्रदर्शनों के दौरान नया संविधान एक मुख्य मांग रहा है। प्रदर्शनकारी सीरिया की जनता के लिए और अधिकारों तथा राष्ट्रपति असद को हटाने की भी मांग कर रहे हैं।

हरियाणा पुलिस के विशेष कार्यबल ने कल रात अंबाला-चंडीगढ़ मार्ग पर एक कार से बड़ी संख्या में हथियार बरामद किये । इस संबंध में हरियाणा के जींद और झज्जर जि+लों से पांच लोगों को गिरफ्तार भी किया है।

Union Law Minister Salman Khurshid has made it clear that there is no proposal for a relook at the RTI Act but noted that not only the government but the judiciary too had experienced difficulties because of it. In an interview to PTI, he said, we are pleased that we gave RTI to this country. Even if it causes inconvenience to an extent, we will bear that inconvenience. But Mr. Khurshid said, we must ensure that in totality, the efficiency and functioning of government is strengthened. Asked whether some more exemptions like the one granted to the CBI could be brought into the Act, the lawyer-turned-politician noted that no legislation is perfect.

Bihar Chief Minister Nitish Kumar has suggested that corporates and private sector should be brought under the ambit of the Right to Information Act. Addressing the annual convention of Central Information Commission which concluded yesterday in New Delhi, he said that people invest through shares and they have a right to know what is going on in corporate sector. So many times, it is seen that problems arise when money of small investors sink. Mr. Nitish Kumar said, Governments have to intervene and stimulus packages have to be issued. Mr Kumar said that the norms of freedom of information and the assurance of widespread citizen participation in public affairs are essential for the full realization of the democratic values. The Bihar Chief Minister, who has implemented Right to Service in his state, also said that a similar law should be enacted by the Centre. Chief information Commissioner Satayananda Mishra also presented the brief outcome of the two day convention on this occasion.

In Andhra Pradesh, the 72-hour long rail roko agitation called by Telangana Joint Action Committee is continuing on the second day today amidst tight security. The agitators intensified their stir even as over 130 protestors including one Lok Sabha Member Ponnam Prabhakar have been sent on judicial remand on the charges of violation of Criminal and Railway Acts. TRS MP Vijaya Shanthi who was sent to judicial remand till 22nd of this month however, got bail from a railway court. Four other Congress MPs and several Legislators who have been charged for participating in Rail Roko agitation have also been released on bail. The agitators continued protest demonstrations while squatting on tracks at several places across the Telangana region. Meanwhile, the railway authorities have run pilot trains on major routs to check the track position and operated about 15 trains from Hyderabad to various places including Bengalore, Chennai and Mumbai. According to railway officials, some more trains will be operated by evening after reviewing the situation. Meanwhile, the State Government has intensified its efforts to persuade employees and teachers to call off the ongoing General Strike while the management of Singareni Collieries has invited the leaders of workers unions for another round of talks tomorrow. Prime Minister Dr. Manmohan Singh will leave for Pretoria tomorrow to participate in the 5th trilateral India-Brazil-South Africa summit. Deliberations on difficult global financial and economic scenario are expected to dominate during his three day visit to South Africa. The Special Task Force of Haryana police has recovered a huge quantity of weapons from a car near a village on Ambala-Chandigarh road last night. Police said, the STF team also arrested five persons belonging to Jind and Jhajjar districts of Haryana, in this connection. A case has been registered against them and they are being interrogated. Following a tip-off, the STF team led by Sub Inspector Rajbir Singh searched the car and recovered one 9 mm carbine, four 9 mm pistols, two country-made pistols of 315 bore, two magazines, nine cartridges of 315 bore pistols and 50 cartridges of 9 mm pistols. The seizure comes days after Ambala and Delhi police recovered five kg of RDX from a car which was stationed in the parking at Ambala Cantonment.

India has sought a global consensus to check tax evasion and illicit cross-border flows by exchange of information among countries, including bank data relating to past transactions. Addressing a G-20 meeting of Finance Ministers of world's most influential economies, Finance Minister, Mr. Pranab Mukherjee said that tax evasion and illicit flows have posed serious challenges to the world economy and the efforts of the countries to raise revenue for development. He said, in last two years, more than 700 Double Taxation Avoidance Agreements(DTAAs) and Tax Information Exchange Agreements (TIEAs) have been signed. Mr. Mukherjee said, for these instruments to be effective, it is essential to reach a global consensus on sharing of past information, relating to tax evasion. This should include banking data so that past cases of tax evasion can be properly investigated. India has signed or revised DTAAs and TIEAs with 56 countries including Switzerland and sovereign jurisdictions. But, it finds difficulty in accessing information relating to past transactions. Mr. Mukherjee said, Automatic Exchange of Information among countries is one of the most effective ways to improve voluntary tax compliance and decrease evasion.

President Bashar al-Assad of Syria yesterday announced the creation of an ad hoc committee tasked with preparing a new Constitution within four months, the official SANA news agency said. It said President Assad issued a decree establishing the national committee to draft a new Constitution in a period not exceeding four months from the date of its creation. The 29-member committee is headed by former Justice Minister Mizhar al-Annbary. A new Constitution has been a key demand of a protest movement that erupted on March 15, initially calling for greater freedoms and later demanding the ouster of the Assad regime.

A fight between prisoners at a jail in Matamoros in northern Mexico has left 20 inmates dead. Officials said a dispute between two inmates escalated overnight as other prisoners got involved. State and federal police were called in to help the guards regain control at the prison near the US border. Matamoros is in Tamaulipas state, where rival drug gangs have been fighting a bloody war for control of smuggling routes into the US. Many of Mexico's prisons are overcrowded and plagued by violence linked to powerful drugs cartels. Gang warfare and mass break-outs are not uncommon, particularly in northern Mexico.

All arrangements have been made for peaceful conduct of first phase of local body polls in Tamil Nadu to be held tomorrow. The first phase elections will be held for ten corporations including Chennai, Tiruchirapalli, Coimbatore, Madurai, Salem sixty Municipalities including Thanjavur, Ariyalur, Perambalur, Kumbakonam, 259 town panchayats and 191 panchayat unions. In the second phase elections for 65 Municipalities, 270 town panchayats, and 194 panchayat unions will be held on Wednesday. Local body elections are being held in two phases for one lakh twelve thousand seven hundred and sixty posts. The counting will take place on the 21st of this month.

In West Bengal, 50 passengers were injured in a bus accident at Ahora in Malda district today. Superintendent of Police Jayanta Pal said, the tourist bus, plying on the Berhampur-Siliguri route, overturned and fell into a ditch while trying to overtake another vehicle. Twenty passengers have been admitted to Malda Sadar Hospital where the condition of three persons was stated to be serious.

Assam government will start Socio-Economic and Caste Survey from Wednesday. Chief Minister Mr.Tarun Gogoi will formally launch the survey in Guwahati. Talking to newsmen today, State Panchayat and Rural Development minister Mr.Rockybul Hussain said, census will be carried out in 64,350 enumeration blocks. A report from our Correspondent :
The survey is to be carried out to identify BPL families and to ascertain the Caste status. The state government has been given responsibility to conduct the Census. As per Tendulkar Committee report, a total of 34.4 percent population in the state is to be covered as BPL. A total of 17,300 enumerators will be engaged to carry out the door to door survey. They will be assisted by computer operators, One group will cover 500 to 600 households. Deputy Commissioners will work as Principal Census Officer in the whole process. Tihar jail inmates may soon be given Unique Identification Numbers or Aadhaar so that they can avail the benefits of Aadhaar scheme once they walk free. Aadhaar is a 12 digit individual identification number issued by the Unique Identification Authority of India,UIDAI, on behalf of the Government. Tihar authorities have decided to ask Aadhaar officials to enrol the prisoners inside the jail premises. According to the Spokesman of the Tihar Jail in Delhi, authorities are in touch with UID departments and talks are going on in this regard. Jail authorities have also requested the sub-divisional magistrate of Rajouri Garden area in the city to get the machines installed inside the jail premises so that photos and biometric scanning of fingerprints and iris of the inmates could be collected. Those interested to enroll themselves will have to produce an identity proof and their temporary address will be the jail address and their permanent one which has been mentioned in the jail records.

Railways have taken steps to enhance security at various Railways stations in the national capital in view of the festival season and the resultant heavy rush. According to a Northern Railways official, 13 new luggage scanners will be installed at stations. Of these, four scanners each are being installed at New Delhi, Delhi and Hazrat Nizamuddin stations and one large scanner at Anand Vihar. This will go a long way in strengthening security at these stations and also expediting the process of scanning of luggage of train passengers. The security agencies have also advised contractors, vendors and porters at railway station to cooperate and be attentive towards suspicious persons and baggage. Random checks are being conducted by the Government Railway Police and the Railway Protection Force at platforms as well as in trains.

प्रधानमंत्री डाक्टर मनमोहन सिंह भारत-ब्राजील दक्षिण अफ्रीका -इब्सा के पांचवें शिखर सम्मेलन में भाग लेने के लिये कल प्रिटोरिया रवाना होंगे। दक्षिण अफ्रीका की तीन दिन की उनकी यात्रा के दौरान विश्व की कठिन आर्थिक और वित्तीय परिस्थितियों के छाये रहने की सम्भावना है। अलग-अलग महाद्वीपों के उभरते हुए तीनों राष्ट्र, संयुक्त राष्ट्र सुरक्षा परिषद की स्थायी और अस्थायी सदस्यता में विस्तार के लिये भी जोर देंगे। यात्रा की पूर्व सन्ध्या पर जारी बयान में प्रधानमंत्री ने कहा कि इस यात्रा के दौरान संयुक्त राष्ट्र सुरक्षा परिषद में इब्सा देशों के बीच तालमेल, सतत्‌ विकास और जलवायु परिवर्तन पर संयुक्त राष्ट्र फ्रेमवर्क संधि के बारे में चर्चा होगी। इसके अलावा दक्षिण अफ्रीका में इसी वर्ष होने वाले क्योतो समझौते पर संबंधित पक्षों के सम्मेलन तथा ब्राजील में २०१२ में होने वाले रियो प्लस ट्वेन्टी कान्फ्रेस के बारे में भी विचार-विमर्श होगा।
डाक्टर मनमोहन सिंह ने कहा कि अपनी प्रीटोरिया यात्रा के दौरान वे ब्राजील की राष्ट्रपति डिलमा रूसेफ और दक्षिण अफ्रीका के राष्ट्रपति जेकब जुमा के साथ अन्तर्राष्ट्रीय, क्षेत्रीय और आपसी हितों के मामलों पर भी चर्चा करेंगे। हमारे संवाददाता ने बताया है कि डाक्टर मनमोहन सिंह सुश्री रूसेफ और श्री जुमा के साथ द्विपक्षीय बैठक भी करेंगे।

तीनों देशों के नेता विश्व आर्थिक स्थिति के मद्देनजर किये जाने वाले उपायों पर भी विचार करेंगे। ये इसलिए भी महत्वपूर्ण है क्योंकि तीनों देशों के नेता कान में अगले महीने होने वाले २० देशों के समूह जी-२० की बैठक में भी हिस्सा लेंगे। शिखर सम्मेलन में अंतर्राष्ट्रीय सुरक्षा से संबंधित मुद्दे जैसे आतंकवाद और समुद्री सुरक्षा पर भी विचार होने की संभावना है।

प्रधानमंत्री इब्सा शिखर सम्मेलन में भारतीय प्रतिनिधिमंडल का नेतृत्व करेंगें। दक्षिण अफ्रीका में भारतीय उच्चायुक्त वीरेन्द्र गुप्ता ने प्रिटोरिया में आकाशवाणी को बताया कि सम्मेलन में एक संयुक्त घोषणा पत्र जारी किया जायेगा। इब्सा देशों की राजनयिक अकादमियों के बीच एक समझौता ज्ञापन को अंतिम रूप दिया जा चुका है, जिसपर सम्मेलन में हस्ताक्षर किये जायेंगे।

राजस्थान में जल संसाधन विकास मंत्री महिपाल मदेरणा को राज्य मंत्रिमंडल से हटा दिया गया है। वे भंवरी देवी के लापता होने के मामले में आरोपी हैं। मुख्यमंत्री अशोक गहलोत ने आज राज्यपाल को श्री मदेरणा की बर्खास्तगी की सिफारिश की जिसे राज्यपाल ने मंजूर कर लिया है।
हमारे संवाददाता ने खबर दी है कि राजस्थान सरकार ने पिछले महीने केन्द्र से इस मामले को सीबीआई को सौंपने का अनुरोध किया था।

श्री मदरेणा के खिलाफ सीबीआई ने पिछले सप्ताह ही जांच शुरू की थी। उनके खिलाफ एक नर्स भवरी देवी के लापता होने के मामले में लगातार आरोप लग रहे थे। पिछले सप्ताह ही राजस्थान उच्चन्यायालय ने भी इस मामले में धीमी जांच को लेकर राजस्थान सरकार के खिलाफ काफी तलख टिप्पणियां की थी। हालांकि श्री मदरेणा ने इस्तीफा दे दिया है लेकिन ऐसा माना जा रहा है अगले कुछ दिनों तक इस मुद्दे को लेकर राज्य में राजनैतिक सरगर्मियां तेजी पर रहेगी।

आंध्रप्रदेश में तेलंगाना प्रदर्शकारियों द्वारा रेल रोको आंदोलन के दूसरे दिन भी आज रेल सेवाएं प्रभावित रहीं। कुछ छिटपुट घटनाओं को छोड़कर आंदोलन शांतिपूर्ण रहा। तेलंगाना क्षेत्र में पुलिस ने कई स्थानों पर रेल पटरियों पर प्रदर्शन करने वालों को हिरासत में लिया। वारंगल जिले में करीब आठ सौ मीटर रेल पटरियों से फिशप्लेटें हटाए जाने की खबर मिली है।
इस बीच, रेल अधिकारियों ने हैदराबाद से राज्य में तथा राज्य से बाहर विभिन्न स्थानों के लिए कुछ रेलगाड़ियां चलाईं।

तमिलनाडु में स्थानीय चुनावों के मद्देनजर कुडनकुलम परमाणु उर्जा संयंत्र का सप्ताह भर से जारी विरोध प्रदर्शन दो दिनों के लिये रोक दिया गया है। इदिन्था कराई में प्रदर्शनकारियों को सम्बोधित करते हुए उनके नेताओं ने आंदोलन के दूसरे चरण को तत्काल प्रभाव से रोकने की घोषणा की। उन्होंने कहा कि आंदोलन के रोके जाने से स्थानीय नागरिक कल होने वाले स्थानीय निकायों के चुनाव में मतदान कर सकेंगे।
इससे पहले सरकारी अधिकारियों ने बताया कि आपातकालीन सेवा विभाग के करीब सौ कर्मचारी कल से कारखाने में फंसे हुए हैं क्योंकि प्रदर्शनकारियों के धरने के कारण उन्हें कार्यमुक्त करने वाले कर्मचारी अंदर नहीं जा सके ।

निर्वाचन आयोग ने पांच राज्यों में होने वाले विधानसभा चुनाव में खर्च की जाने वाली धनराशि पर निगरानी के लिये दिशानिर्देश जारी कर दिये हैं। संदेहजनक लेन-देन का पता लगाने के लिये आयकर विभाग और वित्तीय खुफिया इकाइयों की मदद भी ली जायेगी। अगले वर्ष उत्तराखंड, पंजाब, उत्तर प्रदेश, गोवा और मणिपुर में विधानसभा के चुनाव होने हैं। निर्वाचन आयोग के अनुसार संदेहजनक लेन-देन और गलत इरादे से नकद राशि की आवाजाही का डाटाबेस तैयार करने के आदेश जारी किये हैं। चुनाव में भाग लेने वाले उम्मीदवारों की सम्पत्ति और देनदारियों पर नजर रखने को भी कहा गया है।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि बैंकिंग और कर सम्बन्धी सूचना को साझा करने के बारे में जी-२० देशों के वित्त मंत्रियों द्वारा भारत की चिंताओं का समर्थन करने का फैसला एक महत्वपूर्ण उपलब्धि है। उन्होंने आशा व्यक्त की कि इस मुद्दे को कान में अगले महीने होने वाले शिखर सम्मेलन में उठाया जाएगा। जी-२० देशों के वित्त मंत्रियों और केन्द्रीय बैंकों के गवर्नरों के सम्मेलन में भाग लेने के बाद आज पेरिस से नई दिल्ली लौटते हुए श्री मुखर्जी ने ईरान के तबरिज+ में संवाददाताओं से यह बात कही। उन्होंने कहा कि सूचना के आदान-प्रदान से संबंधित पैराग्राफ सम्मेलन के प्रस्ताव में शामिल करना भारत के लिए बहुत महत्वपूर्ण है।
पेरिस में जी-२० देशों के मंत्री स्तरीय सम्मेलन में भारत ने कर चोरी और सीमा पार अवैध लेन-देन को रोकने के लिए विभिन्न देशों के बीच सूचना के आदान-प्रदान के बारे में आम सहमति बनाने का प्रस्ताव किया था।

राष्ट्रीय सुरक्षा गार्ड-एन एस जी ने अपने कमांडों को जमीन, हवा और पानी में होने वाली आतंकवादी गतिविधियों और अपहरण रोधी कार्रवाईयों के लिये तैयार करने की महत्वाकांक्षी योजना शुरू की हैं। ब्लैक कैट नाम से परिचित ये कमांडो आधुनिक और उच्च कोटि के हथियारों से लैस होते हैं। यह बल २०१५-१६ तक करीब २००० कमांडो तैयार करेगा। रक्षा अनुसंधान और विकास संगठन डी आर डी ओ तथा अन्य प्रमुख संस्थानों द्वारा इनके उपयोग के लिये खुफिया जानकारी एकत्रित करने के अनेक संवेदनशील उपकरण विकसित किये जा रहे है,जिससे वे विपरीत परिस्थितियों में भी स्वतंत्र रूप से काम कर सकेंगें। आज गुडगांव के पास मानेसर में राष्ट्रीय सुरक्षा गार्ड के स्थापना दिवस के अवसर पर पत्रकारों से बातचीत में एन एस जी के महानिदेशक आर के मेढेकर ने कहा कि इस बल को शीघ्र ही और मजबूत बनाया जायेगा।

पुलिस ने मध्यप्रदेश के रीवा में गंगोत्री कॉलोनी के किराये के एक मकान से भारी मात्रा में विस्फोटक बरामद किया है। रीवा के अतिरिक्त पुलिस अधीक्षक आर.एस. बेलवंशी ने बताया कि इन विस्फोटकों में पांच क्विंटल जिलेटिन की झड़ें, दो बोरी से अधिक डेटोनेटर और अन्य सामग्री शामिल है। श्री बेलवंशी ने कहा कि पुलिस को सूचना मिली थी कि इस मकान में संदिग्ध सामान रखा गया है, लेकिन पुलिस छापे से पहले, मकान में रहने वाला व्यक्ति भागने में सफल रहा। पुलिस ने शहर से बाहर खड़ी उसकी कार से भी भारी मात्रा में विस्फोटक बरामद किया। पुलिस ने इस मामले में दो लोगों को गिरतार किया है, जिनमें मकान का मालिक और बरामद कार का डाईवर शामिल है। हमारे संवाददाता ने बताया है कि जांच जारी है और पुलिस उस व्यक्ति को तलाश कर रही है, जिसके घर से विस्फोटक बरामद हुए हैं।

हरियाणा में अंबाला-चंडीगढ +मार्ग पर कल रात एक कार से भारी मात्रा में हथियार बरामद किए जाने के बाद पुलिस ने पांच लोगों को गिरतार किया है। इनके खिलाफ बलदेवनगर थाने में मामला दर्ज किया गया है और उनसे पूछताछ की जा रही है।

उत्तरप्रदेश के इलाहाबाद में पटाखे बनाने का अवैध कारखाना चलाने के संबंध में पांच लोगों को गिरतार किया गया है। पुलिस ने कहा कि यह अवैध कारखाना करेली पुलिस थाना क्षेत्र में चलाया जा रहा था। वहां से पटाखों के ३७ बोरे भी बरामद किये गए हैं।

असम में उत्तर कछार पर्वतीय जिले में दिमसा जनजाति के गांवों में उग्रवादियों के आज के हमले के बाद सुरक्षाबलों को सतर्क कर दिया गया है। इस जिले के संवेदनशील इलाकों में अतिरिक्त सुरक्षाबल भेजे गए हैं। सरकारी सूत्रों के अनुसार हथियार बंद उपद्रवियों ने आज सुबह हाफलॉन्ग थाने से करीब २५ किलोमीटर दूर गाईजेन गांव में १६ और घरों को आग लगा दी। उग्रवादियों के इस हमले में तीन व्यक्ति घायल हुए, जिनमें दो महिलाएं भी शामिल हैं। जिले में दिमसा जनजाति के गांव पर पिछले ४८ घंटों में यह दूसरा हमला है।

इस्राइल ने अपने सैनिक गिलाद शालित के बदले रिहा किये जाने वाले करीब पांच सौ फलस्तीनी कैदियों की सूची प्रकाशित की है। हमारे संवाददाता ने बताया है कि इस्राइल की जेल सेवा ने अपनी वेबसाइट पर कैदियों की यह सूची डाली है।

इस्राइल ने कैदियों को देश के दक्षिणी और केन्द्रीय भाग की जेलों में स्थानातंरित करना शुरू कर दिया है। ये कैदी इस्राइल सैनिक गिलाद शालित के बदले रिहा किये जाएंगे। इस्राइली रेडियो के अनुसार यह अदला-बदली १८ अक्टूबर को होगी। इस्राइली सैनिक गिलाद शालित को जून २००६ में गाजा के उग्रपंथी गुटों द्वारा सीमापार के हमलें में अपहृत कर लिया गया था।

The Prime Minister Dr. Manmohan Singh will leave for Pretoria tomorrow to participate in the fifth tri-lateral India-Brazil-South Africa (IBSA) summit. Deliberations on difficult global financial and economic scenario are expected to dominate during his three day visit to South Africa. The three emerging nations of three different continents will also press for the expansion of the United Nations Security Council in both permanent and non permanent categories. The Prime Minister in his departure statement said coordination among IBSA countries in the United Nations Security Council, sustainable development, the forthcoming meetings of the Conference  of Parties under the United Nations Framework Convention on  Climate Change (UNFCCC) and the Conference of Parties to the  Kyoto Protocol being hosted by South Africa later this year,  the Rio+20 Conference being hosted by Brazil in 2012  will be discussed. Dr. Singh said during his visit to Pretoria, he would hold discussions with Brazil and  South Africa's Presidents on global, regional and  bilateral issues of mutual interest. Our correspondent covering the Prime Minister's visit reports, Dr Singh will also have bilateral meetings with Brazilian President Dilma Rousseff and South African President Jacob Zuma.
The Plenary Session on Tuesday will be preceded by the trilateral meeting of Foreign Ministers and forums on various topics like Commerce and Women and Child Development. South Africa is also hosting a large number of  working groups which include  Agriculture, Defence, Energy and Science and Technology.  The three leaders will discuss possible steps that need to be taken to address the economic situation, which has become difficult in view of crisis in Europe. It has become more significant  as all the three leaders would be attending the G-20 meet in Cannes early next month. Our correspondent from Pretoria reports that the Prime Minister Dr. Manmohan Singh will lead a delegation to the 5th India, Brazil and South Africa (IBSA) summit at Pretoria tomorrow. The summit aims at coordination in UN Security Council, Climate Change and Economic cooperation. The High Commissioner to Pretoria Mr. Veerendra Gupta talking to All India Radio at Pretoria said, a  joint declaration will be issued and an MOU among the Diplomatic Academies of IBSA countries has been finalized.
IBSA is a forum which is a grouping of three large developing countries. All of us take our responsibilities very seriously in the international stage. I think it will provide the leaders an opportunity to review comprehensively the international, political and economic environment.

Finance Minister Pranab Mukherjee today said that the decision of G-20 Finance Ministers to affirm India's concerns on sharing of banking and tax-related information is an important achievement. He also expressed the hope that the issue will be taken up at the Cannes Summit next month. Mr. Mukherjee told this to reporters during a stopover at Tabriz in Iran on his way back from Paris to New Delhi after attending the G-20 Finance Ministers and Central Bank Governors.

In Rajasthan, State Water Resources Minister Mahipal Maderna has been dismissed from the cabinet. He is facing allegations in the Bhanwari Devi missing case. Our correspondent reports, the Chief Minister recommended his dismissal to the Governor today.
Yesterday after meeting of Mr. Maderna with the Chief Minister Mr.Ashok Gehlot it was expected that Mahipal Maderna will resign from his post, but due to his reluctance this action was taken against him.The CBI  last week took over probe in the mysterious disappearance case of nurse Bhanwari Devi in which allegations were made on Maderna. CBI registered a case in this regard after the Rajasthan government requested the Centre last month to handover the case to the agency. The Rajasthan High Court also adversely commented on the state govt for slow speed of inquiry of this case. Bhanwari Devi went missing on September 1. The week-long protest against Koodankulam Nuclear Power Plant has been suspended for two days in view of the civic polls in Tamil Nadu.  Addressing the protesters in Idinthakarai, their leaders announced the suspension of the second phase of the stir with immediate effect. They said, the suspension was to enable residents of Idinthakarai and nearby villages to exercise their franchise in the two-phase local body elections being held tomorrow. Earlier, officials said around 100 employees of the Emergency services wing were stranded since yesterday as their relievers could not enter the complex due to the blockade by the protestors.

Meanwhile, all arrangements have been made for peaceful conduct of first phase of local body polls to be held in the state tomorrow. In the first phase, elections will be held for ten corporations including Chennai, Tiruchirapalli, Coimbatore, Madurai, sixty Municipalities including Thanjavur, Ariyalur, Perambalur, 259 town Panchayats and 191 Panchayat unions.

A large number of agitators were arrested for their attempts to hold protest demonstrations on the rail tracks on the second day of 72 hours long rail roko agitation.  Keeping in view the inconvenience to the passengers, the railway authorities have operated about 15 trains from Hyderabad to various places like Bangalore, Chennai and Mumbai. Telangana Teachers Joint Action Committee, a key player in the General Strike, today announced its decision to attend duties while continuing its strike. However, the teachers said they would announce on Monday the date from which they attend duties.  Meanwhile, the Singareni Collieries management has invited the leaders of its workers for another round of talks. Former Chief Minister of Karnataka, B S Yeddyurappa shifted from prison to the Jayadeva Insitute of Cardiology last night is under 48 hours observation in the Intensive Care Unit. The Election Commission's has issued guidelines on election expenditure monitoring for the forthcoming Assembly Polls in five states. It has also roped in the Income-Tax department and Financial Intelligence Units to check suspicious transactions. Elections are to  be held in Uttarakhand, Punjab, Uttar Pradesh, Goa and Manipur next year. According to the Election Commission, directives have been issued to the Chief Electoral Officers of these states, to create a database of doubtful transactions and dubious movement of cash.

Chief Election Commissioner S Y Quraishi has said  he is not in favour of Right to Recall and Right to Reject of elected representatives. In an interview to a private news channel, he has warned that any such electoral rule will destabilise the country. Mr Quraishi said it may not work in India given the size of the country. He said, the inclusion of any right to reject proposal in voting, could be misused to put out an unintended political message.

In the latest of recent explosive hauls, the police today recovered a huge cache of explosives in Madhya Pradesh from a rented house in Gangotri Colony in Rewa. Additional SP of Rewa R S Belwanshi told AIR Bhopal correspondent that the recovered explosives included five quintal gelatin sticks, more than two bags of detonators and other material. Mr Belwanshi said the police had got a tip off that some doubtful material has been kept in the house.
The resident of the house however managed to escape before the police raid. The Police have also recovered a huge quantity of explosives from his car, which was parked in the outskirts of the city. The Police have arrested two persons in this case. They included the owner of the house and driver of the recovered car. AIR correspondent reports investigations are on and the police is on the look out for the resident of the rented house where the explosives were found. Delhi that,  the gelatin sticks, detonators and chords recovered seemed to be for the purpose of illegal mining and added that there was no terror angle. He added that the , Union Home Secretary R K Singh has spoken to the state Chief Secretary and DGP and have sought a detailed report.

In Assam, security has been placed on a high alert following fresh attack by militants in Dimasa tribe inhabited villages in North Cachar Hill district today. Additional forces are being deployed in the vulnerable areas of the hill district. According to official sources, armed miscreants torched 16 more houses in Gaijen village, around 25 kilometres away from Halflong Police Station this morning.  Three persons, including two women were injured in the militants’ attack in the village. This was the second attack on the Dimasa villages during last 48 hours in the district.

The country's elite National Security Guard has embarked on an ambitious project to prepare new-age commandos equipped with high-end weapons to undertake specialised counter-terrorism and counter-hijack operations through land, air and water. The force, known as Black Cats, will churn out close to 2,000 commandos by 2015-16. The commandos will be completely independent to operate in a hostile environment with the help of artificial intelligence gadgets being developed for them indigenously by DRDO and other premier organisations. Speaking to reporters on the occasion of NSG's Raising Day at Manesar garrison in Gurgaon, NSG DG R K Medhekar said, the National Security Guard is now on the verge of a quantum jump. He said the NSG has set out  plans to prepare a modern commando.

In New York, thousands of anti-Wall Street protesters today marched to the iconic Times Square, leading to clashes with police and arrest of at least 74 demonstrators. The protesters from 'Occupy Wall Street' marched from the city's financial district to Times Square, disrupting traffic on the busy Manhattan streets. They have been bolstered by worldwide rallies in support of their movement against corporate greed. Two police officers were injured in the Times Square confrontation. Police took into custody at least 45 protesters from the Square, while another 24 were arrested from near the Citibank branch and charged with criminal trespass. Five more arrests took place elsewhere in the city. The month-long movement, which began in New York, has spread across the country and the world, with similar large scale protests yesterday including Auckland, Toronto and London.

Mary Kom defeated Pinky Jangra of Haryana 13-9 in her final bout of Fly 51 kilogram category. She dominated in all her bouts during the Championship and clinched title of the best boxer.
