दिल्ली की एक अदालत ने आज टू जी स्पैक्ट्रम आवंटन मामले में डी एम के सांसद कनिमोढ़ी और सात अन्य लोगों की जमानत नामंजूर कर दी है। विशेष जज ओ.पी. सैनी ने पूर्व दूरसंचार सचिव  सिद्धार्थ बेहुरा, पूर्व दूरसंचार मंत्री ए.राजा के पूर्व निजी सचिव आर.के. चंदोलिया, स्वान टेलीकॉम के प्रमोटर शाहिद उस्मान बलवा, कलंइग्नार टी वी के प्रबंध निदेशक शरद कुमार, कुसेगांव फ्रूट्स एंड वेजीटेबल के निदेशक आसिफ बलवा और राजीव अग्रवाल तथा फिल्म निर्माता करीम मोरानी की जमानत की अर्जियां खारिज की। अदालत ने कहा कि इस मामले के तथ्य और इन लोगों पर लगाए गए आरोप बहुत गंभीर हैं, जिनका अर्थव्यवस्था पर गहरा असर पड़ा है।
कनिमोढ़ी की तरफ से भारतीय दंड संहिता के अनुच्छेद ४३७ के तहत महिला होने के आधार पर दायर जमानत अर्जी को नामंजूर करते हुए अदालत ने कहा कि कनिमोई समाज के उच्च वर्ग से संबंध रखती हैं और संसद सदस्य भी हैं। किसी भी तरह से यह नहीं कहा जा सकता कि महिला होने के नाते उनके साथ भेदभाव हो रहा है।
अदालत ने सी बी आई की दलील को नामंजूर करते हुए कहा कि मुख्य आरोप पत्र और पूरक आरोप-पत्र के आधार पर आरोपित लोगों के बीच किसी तरह का कोई अन्तर नहीं है। अदालत ने विभिन्न आरोपियों को इस आधार पर जमानत देने की दलील भी नामंजूर कर दी कि वे पांच से नौ महीने से अधिक समय से जेल में हैं, जबकि निकट भविष्य में मुकदमा समाप्त होने की उम्मीद नहीं हैं।

कांग्रेस ने कहा है कि डी.एम.के सांसद कनिमोढ़ी की जमानत याचिका नामंजूर किए जाने का कांग्रेस-डी.एम.के संबंधों पर कोई असर नहीं पड़ेगा। कांगे्रस प्रवक्ता मनीष तिवारी  ने कहा कि सी बी आई इस मामले की जांच कर रही है और यह मामला अदालत में विचाराधीन है। भाजपा अध्यक्ष ने यह कहते हुए इस मामले पर कोई टिप्पणी करने से इंकार कर दिया कि यह एक कानूनी मामला है।

कर्नाटक उच्च न्यायालय ने भूमि अधिग्रहण अधिसूचना रद्द करने में कथित अनियमित्ताओं से संबंधित भ्रष्टाचार  के एक मामले में कर्नाटक के पूर्व मुख्यमंत्री बी. एस येडियुरप्पा की जमानत शर्तों के साथ मंजूर कर ली है। उनके खिलाफ तीसरी निजी शिकायत पर यह जमानत दी गई है, जबकि चौथी व्यक्तिगत शिकायत पर उनकी जमानत की याचिका पर तीसरे पहर फैसला होगा। इस शिकायत पर भी उनकी जमानत मंजूर होने पर येडियुरप्पा को जेल से छोड़ा जा सकता है।
तीसरी शिकायत पर उनकी जमानत मंजूर करते हुए न्यायमूर्ति बी. वी पिंटो ने उन्हें पांच लाख रूपये का मुचलका भरने और सबूतों से छेड़छाड़ न करने का निर्देश दिया। येडियुरप्पा लोकायुक्त अदालत के आदेश पर पिछले बीस दिनों से न्यायिक हिरासत में हैं।
लोकायुक्त अदालत ने इससे पहले उनकी जमानत याचिका खारिज कर दी थी। येडियुरप्पा ने लोकायुक्त अदालत के सामने आत्समर्पण कर दिया था। वकील सिराजिन बाशा  ने उनके खिलाफ शिकायतें दर्ज की हैं। येडियुरप्पा, उनके दो पुत्रों लोकसभा सांसद बी.एस. राघवेन्द्र और बी.एस विजयेन्द्र और दामाद सोहन कुमार ने भी तीन अन्य निजी शिकायतों पर अग्रिम जमानत की याचिकाएं दायर की हैं। इन शिकायतों में बाशा ने उन्हें आरोपित किया है। इनकी याचिकाओं की सुनवाई न्यायमूर्ति बिलिअप्पा आज कर रहे हैं।
एक अन्य घटनाक्रम में लोकायुक्त की विशेष अदालत ने आज येडियुरप्पा और पूर्व मंत्री एस.एन. कृष्णैया शेट्टी की न्यायिक हिरासत पन्द्रह नवम्बर तक बढ़ा दी। उनकी न्यायिक हिरासत की मौजूदा अवधि आज समाप्त हो रही थी।

नोट के बदले वोट मामले के आरोपी राज्यसभा सांसद अमरसिंह को दिल्ली की अदालत से इलाज के लिए विदेश जाने की अनुमति मिल गई है। विशेष न्यायाधीश संगीता ढींगड़ा सहगल ने अमरसिंह को आठ से तीस नवम्बर तक सिंगापुर जाने की अनुमति दे दी है। अमरसिंह को पांच लाख रूपये के मुचलके पर विदेंश जाने की अनुमति दी गई है। उन्होंने अदालत से इस सप्ताह के शुरू में किडनी के इलाज के लिए विदेश जाने की अनुमति मांगी थी। अपनी याचिका में उन्होंने कहा कि गुर्दा प्रत्यारोपण के बाद नियमित जांच के लिए उनका सिंगापुर के अस्पताल जाना जरूरी है।
अमरसिंह को न्यायिक हिरासत के दौरान अखिल भारतीय आयुर्विज्ञान संस्थान-एम्स में भर्ती कराया गया था। उनकी नाजुक हालत को देखते हुए अदालत ने मानवीय आधार पर उन्हें २४ अक्तूबर को जमानत पर रिहा करने का आदेश दिया था। जमानत देते समय उच्च न्यायालय ने कहा था कि वे निवली अदालत की पूर्वानुमति के बगैर देश छोड़कर नहीं जायेंगे।
इस मामले में अन्य आरोपियों में भाजपा नेता लालकृष्ण आडवाणी के पूर्व सहयोगी सुधीन्द्र कुलकर्णी, पूर्व सांसद फग्गनसिंह कुलस्ते और महावीर सिंह भगोरा के अलावा राजनीतिक कार्यकर्ता सुहेल हिन्दुस्तानी और अमरसिंह के पूर्व सहयोगी संजीव सक्सेना शामिल हैं। ये सभी फिलहाल तिहाड़ जेल में हें।

कलकत्ता उच्च न्यायालय ने सिंगूर भूमि पुनर्वास और विकास कानून २०११ को वैध ठहराने के निचली अदालत के आदेश के अमल पर स्थगन जारी रखा है। टाटा मोटर्स ने इस कानून को चुनौती दी है।
न्यायमूर्ति पिनाकी चन्द्र घोष और मृणाल कांति चौधरी की खंडपीठ ने अपील का निपटारा होने तक स्थगन आदेश जारी रखने का आदेश दिया। २८ सितम्बर को न्यायमूर्ति आई पी मुखर्जी ने सिंगूर कानून को वैध ठहराया था लेकिन अपने आदेश पर अमल दो नवम्बर तक रोक दिया था ताकि कोई भी पक्ष अपील दायर कर सके।
पश्चिम बंगाल सरकार के वकील कल्याण बंदोपाध्याय ने अपील की कि यह स्थगन टाटा मोटर्स को दी गई छह ४५ एकड़ जमीन तक ही सीमित रखा जाए लेकिन खंडपीठ ने इसे नामंजूर करते हुए कहा कि यह स्थगन पूरी नौ सौ ९७ एकड़ जमीन पर लागू होगा।
टाटा मोटर्स ने खंडपीठ में निचली अदालत के आदेश के अमल पर स्थगन जारी रखने की अपील के साथ सिंगूर भूमि पुनर्वास तथा विकास कानून २०११ की वैधता को चुनौती दी थी।
इस कानून के तहत टाटा मोटर्स को हुगली जिले के सिंगूर में नैनो कार परियोजना के लिए दी गई चार सौ एकड़ जमीन अनिच्छुक किसानों को वापस करने की व्यवस्था की गई है।

उत्तरप्रदेश में लोकायुक्त न्यायमूर्ति एन.के मेहरोत्रा ने मायावती सरकार के एक और मंत्री को भ्रष्टाचार के आरोपों में नोटिस जारी किया है। आम्बेडकर ग्राम सभा विकास मंत्री रतन लाल अहिरवार को लोकायुक्त ने ज्ञात स्रोतों से अधिक सम्पत्ति जमा करने और भ्रष्टाचार के आरोपों में पन्द्रह दिन के अन्दर जवाब देने को कहा है।
हमारे लखनऊ संवाददाता ने खबर दी है कि लोकायुक्त ने इस मंत्री के खिलाफ भ्रष्टाचार के आरोपों पर झांसी के जिला मजिस्ट्रेट से रिपोर्ट मांगी थी। प्रारंभिक जांच से पता चलता है कि अहिरवार पर लगाए गए आरोपों का आधार है। उन पर भ्रष्टाचार और ज+मीन हथियाने के आरोप हैं। अहिरवार, झांसी में बबीना से विधायक हैं।
अहिरवार के अलावा मायावती सरकार के कई अन्य मंत्री भी लोकायुक्त की नज+र में हैं, इनमें ऊर्जा मंत्री रामवीर उपाध्याय, विधायी मामलों के मंत्री लाल जी वर्मा, कृषि मंत्री लक्ष्मीनारायण, उच्च शिक्षा मंत्री राकेश धर त्रिपाठी, बागवानी मंत्री नारायण सिंह और खेल मंत्री अयोध्या पाल शामिल हैं।
मुख्यमंत्री मायावती चार मंत्रियों को लोकायुक्त द्वारा भ्रष्टाचार में लिप्त पाए जाने के बाद निकाल चुकी हैं इनमें राजेश त्रिपाठी, अवध पाल सिंह, रंगनाथ मिश्र और बादशाह सिंह शामिल हैं।
इसके अलावा दस विधायकों और छह सरकारी निगमों के अध्यक्षों के खिलाफ भी शिकायतें लंबित हैं।

गृहमंत्री पी चिदम्बरम ने मणिपुर में शांति और साम्प्रदायिक सदभाव बढ़ाने की अपील की है। मणिपुर के दो दिन के दौरे के बाद आज तामिंगलॉंग जिले में एक जनसभा में गृहमंत्री ने कहा कि बंद और आर्थिक नाकेबंदी से कोई भी समस्या हल नहीं हो सकती। उन्होंने कहा कि केवल बातचीत से ही समस्या का समाधान हो सकता है। गृहमंत्री ने निकट भविष्य में सेनापति जिले में यूनाईटेड नगा काउंसिल, भारत सरकार और मणिपुर सरकार के साथ बातचीत जारी रखने की इच्छा व्यक्त की।
इससे पहले, गृहमंत्री ने तामिंगलॉग जिले में तामेई और ताऊसेम में बिजली के दो सब-स्टेशनों का उद्घाटन किया।

भारतीय जनता पार्टी के अध्यक्ष नितिन गडकरी के नेतृत्व में पार्टी के एक शिष्टमंडल ने आज राष्ट्रपति भवन में राष्ट्रपति प्रतिभा देवी सिंह पाटील से मुलाकात की। उन्होंने गोआ में कथित अवैध खनन की रिपोर्टों पर राज्य सरकार के खिलाफ कार्रवाई की मांग की।

भारतीय रिजर्व बैंक के कई उपायों के बावजूद खाद्य पदार्थों की मुद्रास्फीति की दर बढ़ गई है। २२ अक्तूबर को समाप्त सप्ताह के दौरान यह  १२ दशमलव दो-एक प्रतिशत हो गई जबकि इससे पहले के हफ्ते में ११ दशमलव चार-तीन प्रतिशत थी। वित्त मंत्री प्रणब मुखर्जी ने आज नई दिल्ली में संवाददाताओं से बातचीत में यह जानकारी दी। उन्होंने कहा कि मुद्रास्फीति दहाई के आंकड़े से ऊपर रहना गंभीर चिन्ता की बात है। उन्होंने कहा कि खाद्य पदार्थों के दाम लगातार बढ़ रहे हैं। वित्त मंत्रालय द्वारा जारी आंकड़ों के अनुसार खाद्य मुद्रास्फीति में यह वृद्धि दालों, सब्जियों, अंडे, मांस और मछली के दाम बढ़ने के कारण हुई। २२ अक्तूबर को समाप्त सप्ताह में दालों के दामों में ११ दशमलव छ-पांच प्रतिशत की वृद्धि हुई जो इससे पहले के हफ्ते में ९ दशमलव शून्य-छह प्रतिशत थी। इस अवधि में सब्जियों के दामों में भी २८ प्रतिशत से अधिक की वृद्धि हुई, लेकिन ईंधन और मोटे अनाज के दामों में मामूली गिरावट दर्ज की गई।

संसदीय समिति ने गुजरात और पंजाब के फिरोजपुर क्षेत्र में पाकिस्तान से लगी सीमा पर बाड़ लगाने, फ्लड लाइट की व्यवस्था और सड़क निर्माण का काम पूरा करने की सिफारिश की है। श्री एन वैंकेया नायडू की अध्यक्षता वाली समिति ने राज्यसभा के सभापति मोहम्मद हामिद अंसारी को आज नई दिल्ली में यह रिपोर्ट पेश की। रिपोर्ट सौंपते हुए श्री नायडू ने कहा कि पंजाब के फिरोजपुर क्षेत्र में लगभग २३ हजार किलोमीटर सीमा क्षेत्र में बाड़ लगाने का काम बिना देरी किए जल्द पूरा किया जाना चाहिए।
समिति ने अपनी रिपोर्ट में देश में नागरिक सुरक्षा को भी चुस्त दुरूस्त करने का सुझाव दिया है। नागरिक सुरक्षा मुख्यालयों और राज्यस्तरीय प्रशिक्षण संस्थानों में बड़ी संख्या में रिक्त पदों पर जल्द से जल्द भर्ती किये जाने की सिफारिश भी की गई है। समिति ने अपनी रिपोर्ट में कहा हे कि कम शिक्षित युवाओं की बड़ी संख्या को अभी रोजगार की तलाश है और दूरदराज के इलाकों में इनकी सेवाएं ली जा सकती हैं। समिति ने सीमा सुरक्षा बल संशोधन विधेयक २०११ के बारे में भी अपनी रिपोर्ट सौंप दी है। विधेयक में उग्रवाद और नक्सल रोधी अभियानों तथा चुनाव के दौरान सुरक्षा बल की तैनाती का दायरा बढ़ाये जाने की बात कही गई है।

ओडीशा और तमिलनाडु में आज सुबह अलग अलग सड़क दुर्घटनाओं में १६ लोगों की मौत हो गई है।
ओड़ीशा के सम्बलपुर जिले में गोशाला के निकट बाबूबंद में एक सड़क दुर्घटना में आज सुबह दो महिलाओं सहित दस लोग मारे गए और पन्द्रह घायल हो गए। दुर्घटना बड़ाघर से राऊरकेला जा रही एक प्राइवेट बस के राष्ट्रीय राजमार्ग नम्बर ६ पर एक ट्रक से टकरा जाने से हुई। छः लोगों की मौके पर मौत हो गई जबकि चार ने सरकारी अस्पताल में दम तोड़ा। घायलों को बर्ला के वी एस एस मेडिकल कॉलेज अस्पताल में दाखिल कराया गया है। पुलिस दुर्घटना के तुरन्त बाद वहां पहुंच गई और स्थानीय लोगों की सहायता से घायलों को अस्पताल पहुंचाया।
तमिलनाडु में आज तड़के कुमारापलयम के पास नमक्कल में एक सरकारी बस के लॉरी से टकरा जाने से तीन महिलाओं समेत छह लोग मारे गए। बस सेलम से कोयम्बतूर जा रही थी। शवों को कुमारापलयम के सरकारी अस्पताल में रखा गया है। घायलों को इरोड़ और कोयम्बतूर के सरकारी अस्पतालों में भर्ती कराया गया है।

बिहार के जमुई जिले में प्राइवेट निर्माण कम्पनी के पन्द्रह अपहृत कर्मचारियों का अभी तक कोई पता नहीं चला है। लेकिन माओवादियों ने इस कम्पनी के एक सुपरवाइजर को छोड़ दिया है। हमारे पटना संवाददाता ने खबर दी है कि इन अपहृत कर्मचारियों को बचाने के लिए विशेष कार्यबल, सीमा सुरक्षा बल, केन्द्रीय रिज+र्व पुलिस बल और जिला पुलिस सहित सुरक्षा बलों की पांच कम्पनियां लगी हुई हैं। माओवादियों ने सोमवार रात को जमुई के बलथरघाट के निकट इन कर्मचारियों का अपहरण किया था।
पुलिस महानिरीक्षक ए.के अम्बेडकर ने आकाशवाणी को बताया कि पुलिस ने जिले के चक्रपत्थर वन क्षेत्र में तलाशी अभियान तेज कर दिया है। इसमें खोजी कुत्तों की सहायता ली जा रही है।

आयकर विभाग ने आज कथित कर चोरी के मामले में जाने-माने उद्योगपति गौतम सिंघानिया के मुम्बई और दिल्ली स्थित परिसरों पर छापे मारे। गौतम सिंघानिया रेमंड ग्रुप के अध्यक्ष और प्रबंध निदेशक हैं। आयकर अधिकारियों के दल ने आज तड़के सिंघानिया के कार्यालयों की तलाशी शुरू की। यह कार्रवाई आयकर विभाग की खुफिया शाखा ने शुरू की।
इस उद्योग समूह के तहत कई ब्रैंड हैं, इनमें रेमंड, रेमंड प्रीमियम एपरल, मैन्ज+ोनी, पार्क एवेन्यू, कलर प्लस, प्रेक्स एंड नोटिंग हिल शामिल हैं। इस समूह के तहत सिलेसिलाए वस्त्रों, रेडीमेड कपड़ों, डिजाईनर कपड़ों, कॉस्मेटिक, इंजीनियरिंग उपकरण और चार्टर विमान सेवाएं भी हैं।

केरल विधानसभा विपक्षी लेफ्‌ट डेमोक्रेटिक फ्रंट की नारेबाजी और शोरगुल के कारण दिनभर के लिए स्थगित कर दी गई। स्थगन प्रस्ताव रखने की मांग करते हुए पूर्व मंत्री कोडियरी बालाकृष्णन ने आरोप लगाया कि मुख्यमंत्री विपक्षी नेता वी एस अच्युतानंदन और पूर्व मंत्री ए के बालन के खिलाफ असंसदीय और निंदनीय टिप्पणी करने वाले मंत्री के बी गणेश कुमार और मुख्य सचेतक पी सी जॉर्ज को बचाने का प्रयास कर रहे हैं। मुख्यमंत्री ओमन चांडी ने कहा कि यह टिप्पणी सरकार की नहीं थी और इस बारे में स्थिति कई बार स्पष्ट की जा चुकी है। मुख्यमंत्री के जवाब से असंतुष्ट विपक्ष ने नारेबाजी शुरू कर दी और अध्यक्ष को कार्यवाही दिनभर के लिए स्थगित करनी पड़ी।

राजस्थान सरकार ने नौ सौ अस्सी रूपये प्रति क्विंटल के न्यूनतम समर्थन मूल्य पर बाजरे की खरीद शुरू कर दी है। राज्य के १३ जिलों में २८ केन्द्रों पर बाजरे की खरीद की जा रही है। बीकानेर, कोटा और बूंदी जिलों में उड़द और मूंगफली की खरीद भी शुरू की गई है। राज्य के खाद्य और नागरिक आपूर्ति मंत्री बाबू लाल नागर ने बताया कि इन जिलों में बाजरे की खरीद करीब एक लाख मीट्रिक टन होने की संभावना है। अन्य जिलों में खरीद का फैसला जिलाधिकारियों की सिफारिश पर निर्भर करेगा। श्री नागर ने कहा कि खरीद के लिए बाजरे की गुणवत्ता तय करने के लिए प्रत्येक कृषि उपज मंडी के लिए समितियों का गठन किया गया है। उन्होंने बताया कि मूंगफली का समर्थन मूल्य दो हजार सौ सात सौ रूपये और उड़द का न्यूनतम समर्थन मूल्य तीन हजार तीन सौ रूपये प्रति क्विटल तय किया गया है।

बिहार सरकार ने राज्य में जनसंख्या दर को स्थिर करने के लिए यूनिसेफ और  भारतीय जनसंख्या परिषद के साथ समझौता ज्ञापन पर हस्ताक्षर किये हैं। राज्य सरकार की तरफ से राज्य की हेल्थ सोसायटी ने इस पर हस्ताक्षर किये हैं। बिहार में प्रजनन दर देश के औसत तीन दशमलव नौ के मुकाबले दो दशमलव सात है। समझौता ज्ञापन पर हस्ताक्षर होने से बिहार में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन को मजबूत करने के लिए रणनीति बनाने और उसके प्रभावशाली क्रियान्वयन में मदद मिलेगी।

सामाजिक न्याय और अधिकारिता सचिव के एम आचार्य ने शारीरिक रूप से अक्षम लोगों के लिए केंद्र प्रायोजित कार्यक्रम बढ़ते कदम के तीसरे चरण की आज नई दिल्ली में शुरूआत की। इसका उद्देश्य इन लोगों में छिपी प्रतिभा के प्रति राष्ट्र स्तर पर जागरूकता पैदा करना है। इस कार्यक्रम का संचालन शारीरिक रूप से अक्षम लोगों के लिए बना राष्ट्रीय न्यास करता है। शारीरिक रूप से अक्षम लोगों को छात्रवृत्तियां प्रदान करने के साथ ही यह न्यास जनता को नेत्र और रक्तदान के लिए प्रोत्साहित करता है।

फ्रास के राष्ट्रपति निकोला सरकोजी और जर्मनी की चांसलर एंगेला मर्किल ने कर्ज में डूबे ग्रीस को यह स्पष्ट करने का अल्टीमेटम दिया है  कि  वह यूरोपीय संघ में रहेगा या  अलग होना चाहता है। फ्रास के कान शहर में कल राष्ट्रपति सारकोजी और चांसलर मर्किल ने ग्रीस के प्रधानमंत्री जॉर्ज पापेन्द्रू से यह बात कही। ग्रीस से कहा गया है कि वह जल्द से जल्द स्थिति साफ करे। दोनों नेताओं ने ग्रीस से कहा है कि जब तक उसकी जनता मतदान से इस सवाल का जवाब नहीं देगी तब तक उसे यूरो जोन राहत पैकेज की रकम नहीं मिलेगी। ग्रीस ने कहा है कि जल्द से जल्द चार दिसम्बर को ही इस मुददे पर जनमत संग्रह हो सकता है। हमारी संवाददाता ने बताया है कि ग्रीस के प्रधानमंत्री जॉर्ज पापेन्द्रू ने यूरोपीय नेताओं द्वारा घोषित राहत पैकेज पर अपने देश में जनमत संग्रह कराने की घोषणा कर यूरोपीय देशो ंको चौंका दिया था।

जनमत संग्रह कराने की ग्रीस की घोषणा से अनिश्चितता का माहौल यूरोप में हो गया है अगर यूरोजोन आर्थिक राहत की पैकेज को नकारात्मक मतदान होता है तो ग्रीस के पास यूरोजोन में एक मुद्रा क्षेत्र से निकलने के अलावा कोई चारा नहीं रहता है। फ्रांस और जर्मनी से चेतावनी मिलने के बाद ग्रीस दीवालिया हो सकता है और ऋण का भुगतान नहीं कर पाएगा। इससे यूरोप में अनिश्चितता का माहौल और गहरा हो जाएगा क्योंकि विश्व आर्थिक समस्या के लिए एक गंभीरता का विषय है।  पुष्पेन्दर कौर मदन कुमार के साथ आकाशवाणी के लिए।

औद्योगिक और उभरती अर्थव्यवस्थाओं वाले देशों के संगठन जी-२० का छठा शिखर सम्मेलन आज फ्रांस के शहर कॉन में शुरू होगा। यूरोज+ोन के ऋण संकट की पृष्ठभूमि मे हो रहे दो दिन के इस सम्मेलन में इस मुद्दे पर खास चर्चा होने की संभावना है।
प्रधानमंत्री डॉ. मनमोहन सिंह शिखर सम्मेलन में भाग लेने कल रात कॉन पहुंचे। योजना आयोग के उपाध्यक्ष मोन्टेक सिंह अहलुवालिया और राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन भी भारतीय प्रतिनिधिमंडल में शामिल हैं। उम्मीद है कि भारतीय प्रतिनिधिमंडल अंतर्राष्ट्रीय मौद्रिक व्यवस्था, वित्तीय विनियम, वैश्विक शासन प्रणाली तथा अंतर्राष्ट्रीय मुद्रा कोष और विश्व बैंक के पुनर्गठन जैसे मुद्दे शिखर सम्मेलन में उठायेगा।
कॉन रवाना होने से पहले डॉ. मनमोहन सिंह ने कहा कि भारत जैसे विकासशील देशों को अपनी चुनौतियों से निपटने के लिए अनुकूल वैश्विक वातावरण की जरूरत है। उन्होंने आशा प्रकट की कि शिखर सम्मेलन में वैश्विक अर्थव्यवस्था को पटरी पर लाने की मजबूत और समन्वित नीति तैयार होगी। प्रधानमंत्री ने कहा कि विश्व की २० अग्रणी  अर्थव्यवस्था वाले देशों को सुनिश्चित करना चाहिए कि विकासशील देशों को जरूरी धन राशि मुहैया हो सके। डॉ. मनमोहन सिंह ने कहा कि भारत वैश्विक शासन प्रणाली को कारगर बनाने और उसमें सभी का प्रतिनिधित्व सुनिश्चित करने  तथा अंतर्राष्ट्रीय मौद्रिक और वित्तीय व्यवस्था में सुधार की प्रक्रिया आगे बढ़ाने में अन्य देशों के साथ मिलकर काम करेगा।
कॉन में प्रधानमंत्री की ब्रिटेन के प्रधानमंत्री डेविड कैमरॉन और फ्रांस के राष्ट्रपति निकोला सरकोजी के साथ आज अलग-अलग बैठकें होंगी।

भारत और जापान के रक्षा मंत्रियों के बीच कल तोक्यो में हुई बातचीत में समुद्री सुरक्षा, समुद्री डकैतों से निपटने के उपायो,ं नौवहन स्वतंत्रता और समुद्री सम्पर्क मार्गों की सुरक्षा के मुद्दों पर प्रमुखता से चर्चा हुई। जापान के विदेशमंत्री यासुओ इचिकावा के साथ इस वार्ता में भारतीय शिष्टमंडल का नेतृत्व रक्षामंत्री ए के एंटनी ने किया। दोनों पक्षों ने समुद्री मार्गों के महत्व को स्वीकार करते हुए फैसला किया कि समुद्री सुरक्षा के क्षेत्र में आपसी और क्षेत्र के अन्य देशों के साथ विचार विमर्श और सहयोग जारी रखा जाए।
सरकारी विज्ञप्ति के अनुसार श्री एंटनी ने कहा कि समुद्री सुरक्षा की चुनौती बहुत जटिल और विविध होती जा रही है। रक्षा मंत्री ने बताया कि भारत ने नवम्बर २०१० से पूर्वी अरब सागर में समुद्री डाकुओं से निपटने के लिए अपने सैनिकों की तैनाती बढ़ा दी है। दोनों नेताओं ने जापान-भारत नीतिगत संवाद के नतीजों पर अमल करने और रक्षा सहयोग बढ़ाने का भी फैसला किया। बैठक में भारत और जापान की राष्ट्रीय रक्षा अकादमी-एनडीए के बीच कैडेट आदान-प्रदान कार्यक्रम पर भी सहमति व्यक्त की गई।

बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में सेन्सेक्स ५२ अंक गिरा। यूरो जोन ऋण संकट गहरा जाने से एशियाई बाजारों में कमजोर रूख से बाजार में यह गिरावट आई। अब से कुछ देर पहले सेन्सेक्स---५७--अंक की गिरावट के साथ --१७----हजार---७०४--पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी --१९---अंक गिरकर --५---हजार--२३८---पर आ गयाहै। 
एशियाई क्षेत्र के शेयर बाजार हांगकांग के हैंगसेंग में दो दशमलव चार-दो प्रतिशत की गिरावट दर्ज की गई। जापान का शेयर बाजार आज राष्ट्रीय अवकाश होने के कारण बंद है। अमेरिका का औद्योगिक सूचकांक डाऊ जोंस कल एक दशमलव पांच-तीन प्रतिशत की गिरावट के साथ बंद हुआ।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया तीस पैसे कमजोर हुआ। एक डॉलर की कीमत ४९ रूपये ४८ पैसे बोली गई।

दूसरी विश्व कप कबड्डी प्रतियोगिता में पंजाब के फरीदकोट में भारत, कनाडा और ऑस्ट्रेलिया ने पूल-ए में अपने-अपने पहले मैच जीत लिए हैं। हमारे संवाददाता ने खबर दी है कि भारत ने जर्मनी को ७०-१८ से हराया ।

राजस्थान में विश्व प्रसिद्ध पुष्कर मेला आज से शुरू हो गया है। आठ दिन चलने वाले इस मेले में देश-विदेश के हजारों पर्यटकों के हिस्सा लेने की उम्मीद है। हमारे संवाददाता ने बताया है कि इस मौके पर पशु मेले का भी आयोजन किया जा रहा है।

जिम्बाब्वे के हीरा बेचने पर लगा अंतर्राष्ट्रीय प्रतिबंध उठा लिया गया है। वर्ल्ड डायमंड काउंसिल ने कहा है कि अमरीका, यूरोपीय संघ और अफ्रीकी देशों से हुई बातचीत के बाद हुये इस फैसले का वह स्वागत करता है। इससे पहले यूरोपीय संघ और अमरीका ने प्रतिबंध उठाने के प्रयासों का विरोध किया था। जिम्बाब्वे के हीरा उद्योग में वहां के सैनिक अधिकारियों की हिस्सेदारी होने के आरोपों के बाद २००९ में यह प्रतिबंध लगा था। हीरों के अंतर्राष्ट्रीय व्यापार को प्रमाणित करने वाली संस्था किम्बरले प्रोसेस की कांगो में हुई बैठक में यह प्रतिबंध हटाने का फैसला किया गया।

A Delhi court today rejected the bail plea of DMK MP Kanimozhi and seven others, in the 2G spectrum allocation case. Special Judge O P Saini dismissed the bail pleas, including that of former Telecom Secretary Siddharth Behura. The others whose bail petitions were dismissed were former Telecom Minister A Raja's erstwhile Private Secretary R K Chandolia, Swan Telecom promoter Shahid Usman Balwa, Kalaignar TV MD Sharad Kumar, Kusegaon Fruits & Vegetables directors Asif Balwa and Rajiv Agarwal and Bollywood filmmaker Karim Morani. The court said, the facts of the case as well as the charges levelled against the accused are of a very serious nature with grave implications for the economy of the country. While dismissing the bail application of Kanimozhi, daughter of former Tamil Nadu Chief Minister M Karunanidhi, the court said, by no stretch of imagination can she be said to be suffering from any discrimination on the ground of being a woman. The court rejected CBI's stand saying, there is no distinction between the accused charged on the basis of main charge sheet and supplementary charge sheet. There is only one charge sheet in the eyes of law. The court also dismissed the pleas of various accused for bail on the ground that they had been languishing in jail for over five to nine months, while the trial was unlikely to conclude in near future.

Congress today said that the rejection of bail to DMK MP Kanimozhi by a Delhi Courtwill have no impact on Congress DMK relations. Party spokesperson Manish Tiwari added that the matter is being investigated by CBI and is under consideration of the trial court in 2G spectrum case.

"Here is the matter which was investigated by the Central Bureau of Investigation on the pursuance of the Supreme Court. There is a charge sheet which has been filed. The matter is being considered by the trial court and I don't think that the merits of a particular decision should really be extrapolated to play up or play down upon the political relationship between the two political parties".

The BJP president refused to comment on the issue saying it a legal matter.

The Karnataka High Court today granted conditional bail to former Chief minister B S Yeddyurappa in a corruption case relating to alleged irregularities in denotifying lands. Yeddyurappa has been given bail in the third private complaint against him and his bail application in the fourth private complaint has been posted for orders in the afternoon. In the event of the court also allowing his bail plea in the fourth complaint, Yeddyurappa may walk free out of the jail. While allowing him bail in the third private complaint, Justice B V Pinto directed him to furnish a surety for five lakh rupees and not to tamper with evidence. Yeddyurappa is in judicial custody for the last 20 days which was granted by a Lokayukta court before which the case is pending. The Lokayukta court had earlier dismissed the bail application of Yeddyurappa, against whom it had issued summons in two private complaints regarding alleged irregularities in denotification of government land for pecuniary gains. Facing arrest, Yeddyurappa had surrendered before the Lokayukta court, where advocate Sirajin Basha had filed the complaints. Yeddyurappa, his two sons-- B Y Raghavendra, a Lok Sabha memebr and B Y Vijendra and son-in-law R N Sohan Kumar have also moved applications seeking anticipatory bail in three other private complaints in which they have been named as accused by Basha. Their pleas are being heard by Justice Billiappa today. In another development, Lokayukta Special Court today extended the judicial custody of Yeddyurappa and former minister S N Krishnaiah Setty till November 15. Judge N K Sudhindra Rao extended the judicial custody of both, as it ended today.

Rajya Sabha MP Amar Singh, facing prosecution for his alleged role in the 2008 cash-for-vote scam, was allowed today by a Delhi court to go abroad for treatment of his kidney ailment. Special Judge Sangita Dhingra Sehgal allowed Singh to go toSingapore from November 8 to November 30, stipulating that he would furnish a surety bond of 5 lakh rupees before going abroad. Singh had moved court early this week for its permission to go abroad. In his application, the former Samajwadi Party leader had said he has been undergoing treatment at Singapore's Mount ElizabethHospital following his kidney transplant and he needs to go there for regular check-up. Singh, who was undergoing treatment under judicial custody at the All IndiaInstitute of Medical Sciences (AIIMS), was granted bail by the Delhi High Court on October 24 on "humanitarian grounds" in view of his critical condition. The high court, while granting bail to Singh, had said that he would not leave the country without prior permission of the lower court. Two others facing prosecution in the case are BJP leader L K Advani's former aide Sudheendra Kulkarni, former BJP MPs Faggan Singh Kulaste and Mahabir Singh Bhagora, besides political activist Suhail Hindustani and Amar Singh's former aide Sanjeev Saxena, who are presently lodged in Tihar Jail.

The Calcutta High Court today granted continuation of the stay of the trial court order validating the Singur Land Rehabilitation and Development Act. The Act was challenged by the Tatas. A division bench of justices Pinaki Chandra Ghose and Mrinal Kanti Chaudhuri passed the order granting continuation of the stay till disposal of the appeal. On September 28, Justice I P Mukherjee while validating the Singur Act had stayed the operation of the order till November two so that any aggrieved party was able to file an appeal. While Kalyan Bandopadhyay appearing on behalf of the West Bengal government prayed that the stay be restricted to 645 acres of leased out land to the Tatas, the division bench rejected the appeal and said that stay would be applicable to the entire 997 acres. Tata Motors had moved the division bench challenging the order of the trial court, praying for continuation of the stay of the operation of the judgement and also the validity of the Singur Land Rehabilitation and Development Act, 2011. The legislation provided for return of 400 acres of land to unwilling farmers who had given their holding for Tata Motor's Nano car project at Singur in Hooghly district.

Food inflation has increased despite several measures by the Reserve bank of India. The food inflation jumped to 12.21 per cent for week ended October 22 from 11.43 per cent in previous week. This was revealed by Finance Minister Pranab Mukherjee while talking to reporters in New Delhi today. Mr Mukherjee said that inflation continues to remain above the double digit mark and it is a matter of grave concern.

"Inflation is still a matter of grave concern. Of course, this is the effect of the festive season. So, November figure onwards, the real trend for the remaining period of four months would be available."

According to the data released by the Finance Ministry, the high food inflation was driven by increase in prices of pulses, vegetables, egg, meat and fish. The rate of inflation in pulses jumped to 11.65 percent during the week ended October 22 from 9.06 percent in the previous week, prices of vegetables during the period increased to over 28 percent. However, fuel prices dropped marginally to 14.5 percent from 14.7 percent last week while cereals prices also declined marginally to 4.13 percent from 4.62 percent in the previous week.

Union Home Minister P. Chidambaram will meet the Assam Chief Minister Tarun Gogoi and other top officials of Central and State agencies at Borjhar Airport in Guwahatithis afternoon to review the law and order situation of the State. The Union Home Minister, who is on a two-day official visit to Manipur, will make a brief halt in the Airport on his return journey to New Delhi. A BJP delegation led by party chief Nitin Gadkari today called on the President Mrs Pratibha Devi Singh Patil at Rashtrapati Bhavan. They demanded action against Goagovernment on the reports of alleged illegal mining in the State. A Parliamentary panel has recommended completion of fencing, flood lighting and construction of roads along the Indo-Pak border in Gujarat and Firozpur sector ofPunjab. The Committee headed by M Venkiah Naidu submitted its report to the Chairman of the Rajya Sabha Md Hamid Ansari in New Delhi today. The report also suggested for revamping and revitalizing the Civil Defence in the country. Noting that a large number of vacancies in the permanent Civil Defence staff at head quarters as well as at State level training Institutes of Civil Defence, the panel has pressed for the filling up the vacancies at earliest. In its report the committee has said that a vast population of less educated youth still remain untapped and the services of such vast resource in far flung areas should not be ignored.

16 people were killed in two separate road accidents in Odisha and Tamil Nadu this morning. In Odisha, ten people including two women were killed and fifteen others injured in a road accident at Babubandha near Gosala in Sambalpur district this morning. The accident occurred when a private bus, carrying passengers, proceeding to Rourkela from Baragarh collided with a truck on the national highway number six. Six persons died on the spot, while four succumbed to their injuries in the government hospital. The injured have been admitted to VSS Medical college hospital in Burla. Police rushed to the spot soon after the incident and rescued the injured with the help of local people. Police is trying to ascertain the identities of the victims. In Tamil Nadu, six persons including three women died in an accident when a government bus collided with a stationary lorry near Kumarapalayam,Namakkal early today. The bus was coming from Salem towards Coimbatore. The bodies have been kept in Kumarapalayam Government Hospital. The injured have been admitted to hospitals in Erode and Coimbatore.

In Bihar, there is no trace of 15 employees of a private construction agency kidnapped by Maoists in Jamui district. A supervisor of the construction company, who was also taken hostage by the ultras, was however, released. Our correspondent reports that five companies of security forces including STF, BSF, CRPF and district police have been pressed into service to rescue the abducted employees. Maoists kidnapped employees of a private construction company near Balthar Ghat in Jamui on Monday night.

French President Nicolas Sarkozy and German Chancellor Angela Merkel have given an ultimatum to debt ridden Greece to make it clear on whether it wants to continue in the European Union or separate from it. This was conveyed to the Greek Prime Minister George Papandreou who held talks with Sarkozy and Merkel atCannes in France yesterday. Greece has been asked to give the clarification at the earliest and that it would no longer get funds from the euro-zone rescue package from France and Germany until the question is answered through a ballot by the people of that country. Greece has said that the referendum could be held earliest by the fourth of next month. Our correspondent reports that the Greek Prime Minister George Papandreou had shocked Europe after he called for a referendum on the bail out package for his country a few days after the bail out plan was agreed upon and announced by European leaders.

  "The choice of Greece to put the referendum to vote has given rise to uncertainties for Europe. A negative vote against accepting the Eurozone bail out package by the people of Greece could also mean Greece will have to opt out from the single currency area of Eurozone. The sixth Summit of the group of 20 industrialized and emerging economies or G-20 has begun at Cannes in France. The two-day summit is being held in the back drop of the sovereign debt crisis in Eurozone which is likely to dominate the deliberations at the meeting. Prime Minister Dr Manmohan Singh is also attending the Cannes Summit. Planning Commission Deputy Chairman Montek Singh Ahluwalia and National Security Advisor Shiv Shankar Menon are among those part of the Indian delegation. India Defence policy dialogue and to step up defence cooperation. Cadet exchange programmes would also be conducted between the National Defence Academy ofJapan and National Defence Academy of India. Maritime security, anti-piracy measures, freedom of navigation and maintaining security of Sea Lanes of Communication were some of the issues that dominated the talks between the Defence Ministers of India and Japan in Tokyo last night. The Indian delegation at the talks was led by the Defence Minister AK Antony and his Japanese counterpart Yasuo Ichikawa represented Tokyo. The two sides recognized the importance of sea lanes and decided to actively pursue consultations and cooperation in the field of maritime security both bilaterally and in association with all other countries in the region. Mr Antony said, Maritime Security challenges are becoming increasingly complex and varied. He asserted that India has substantially increased its anti-piracy deployment in the East Arabian Sea since November 2010. He, however, felt that concerted efforts of the world community, under a UN mandate, are necessary to effectively address the problem.

In a statement at the UN Security Council on Libya, India's Permanent Representative to the UN Hardeep Singh Puri said ICC's Prosecutor should not be influenced by non- judicial considerations while carrying out his investigation into the crimes committed against humanity in Libya. India emphasised that all those responsible for committing crimes in Libya should be held accountable” irrespective of which side of the conflict they may belong to.

The 80th General Assembly of the Interpol, world police organisation, is concluding today. The Assembly which began on Monday discussed a wide range of issues to combat crime. The Sensex at the Bombay Stock Exchange fell 52 points, or 0.3 per cent, to 17,413 in opening trade, this morning, amid weak regional markets, on fears that the euro zone debt crisis may worsen. Later, selling pressure increased, and the Sensex stood 133 points, or 0.8 percent in negative territory, at 17,332 in afternoon deals, a short while ago. The 30-share Sensex has already lost nearly 340 points in the past three trading sessions. Key stock indices in Hong Kong,Indonesia, South Korea, Taiwan and Singapore were down by between 1.4 percent and 1.8 percent, today. Stocks fell as worries about Europe's debt crisis led investors to shed risky assets. But across on Wall Street, the Dow Jones Industrial Average had gained 1.5 per cent, overnight.

The rupee was down by 30 paise at 49.48 rupees per US dollar in early trade today. This follows fresh demand for the American currency from banks and importers amid a stronger dollar in overseas markets. पाकिस्तान क्रिकेट टीम के पूर्व कप्तान सलमान बट्ट, तेज+ गेंदबाज मोहम्मद आसिफ और मोहम्मद आमिर को लंदन की एक अदालत ने ÷स्पाट फिक्सिंग÷ मामले में जेल की सजा सुनाई है। लंदन की साउथवार्क क्राउन कोर्ट ने सलमान बट्ट को ढाई साल की कैद दी है। मोहम्मद आसिफ को एक साल की और मोहम्मद आमिर को छह महीने की कैद भुगतनी होगी। इन खिलाड़ियों के एजेंट मजहर माजिद को दो साल आठ महीने की सजा मिली है।
क्रिकेट इतिहास में पहली बार किसी खिलाड़ी को भ्रष्टाचार के लिए कैद की सजा सुनाई गई है। इन तीनों खिलाड़ियों पर जुर्माना भी लगाया गया है। मोहम्मद आसिफ ने इंग्लैंड के साथ पिछले वर्ष लॉर्डस टेस्ट मैच के दौरान जानबूझकर नो बॉल फेंकी थी। मोहम्मद आमिर ने अपना आरोप स्वीकार कर लिया था। मजहर माजिद इस पूरे घटनाक्रम का सूत्रधार था।
पाकिस्तान क्रिकेट बोर्ड ने मैच फिक्सिंग के घटनाक्रम को खेदजनक बताया है। पाकिस्तान क्रिकेट बोर्ड के प्रवक्ता नदीम सरवर ने कहा है कि तीनों खिलाड़ियों ने क्रिकेट खेलने के बजाए करोड़ों क्रिकेट प्रेमियों को निराश किया है और इससे पाकिस्तान की छवि को नुकसान पहुंचा है।
पूर्व टेस्ट क्रिकेट खिलाड़ी राकेश शुक्ला ने आकाशवाणी से बातचीत में बताया कि ऐसी दुर्भाग्यपूर्ण घटनाओं से क्रिकेट प्रेमियों की भावनाओं को ठेस पहुंचती है।

टू जी स्पैक्ट्रम मामले में डी एम के सांसद कनिमोड़ी और सात अन्य लोगों की जमानत नामंजूर कर दी गई है। दिल्ली की एक अदालत के विशेष जज ओ.पी. सैनी ने पूर्व दूरसंचार सचिव सिद्धार्थ बेहुरा, पूर्व दूरसंचार मंत्री ए.राजा के पूर्व निजी सचिव आर.के. चंदोलिया, स्वान टेलीकॉम के प्रमोटर शाहिद उस्मान बलवा, कलइग्नार टी वी के प्रबंध निदेशक शरद कुमार, कुसेगांव फ्रूट्स एंड वेजीटेबल के निदेशक आसिफ बलवा तथा राजीव अग्रवाल और फिल्म निर्माता करीम मोरानी की जमानत अर्जियां खारिज कर दी। अदालत ने कहा कि मामले के तथ्य और इन लोगों पर लगाए गए आरोप बहुत गंभीर हैं, जिनका अर्थव्यवस्था पर गहरा असर पड़ा है।
तमिलनाडु के पूर्व मुख्यमंत्री एम. करूणानिधि की पुत्री कनिमोड़ी की याचिका रद्द करते हुए अदालत ने कहा कि किसी भी तरह से यह नहीं कहा जा सकता कि महिला होने के नाते उनके साथ कोई भेदभाव हो रहा है।

भारतीय जनता पार्टी के वरिष्ठ नेता मुरली मनोहर जोशी ने इन खबरों का खंडन किया है कि वे टू-जी स्पेक्ट्रम लाइसेंसों की नीलामी के खिलाफ थे। आज नई दिल्ली में संवाददाताओं से श्री जोशी ने कहा कि उन्होंने सरकार को केवल यह सलाह दी थी कि लाइसेंस दिए जाने की नीति पारदर्शी होनी चाहिए ताकि नये लोगों को भी समान अवसर मिल सके।

कांग्रेस ने कहा है कि डी.एम.के सांसद कनिमोड़ी की जमानत नामंजूर किए जाने का कांग्रेस-डी.एम.के संबंधों पर कोई असर नहीं पड़ेगा। पार्टी प्रवक्ता मनीष तिवारी ने कहा कि सी बी आई इस मामले की जांच कर रही है और यह मामला अदालत में विचाराधीन है।

कर्नाटक उच्च न्यायालय ने भूमि घोटाले में पूर्व मुख्यमंत्री बी. एस. येदियुरप्पा को आज शर्तों के साथ जमानत दे दी है। न्यायमूर्ति बी. वी. पिन्टू ने, तीसरी निजी शिकायत पर श्री येदियुरप्पा को जमानत देते हुए पांच लाख रुपये जमा करने और सबूतों के साथ कोई छेड़छाड़ नहीं करने का निर्देश दिया।
श्री येदियुरप्पा के खिलाफ चौथी निजी शिकायत के मामले में जमानत की अर्जी पर सुनवाई कल होगी। अगर इस मामले में भी उनकी जमानत मंजूर हुई, तभी वे जेल से रिहा हो सकते हैं।

वोट के बदले नोट मामले के आरोपी राज्यसभा सांसद अमरसिंह को दिल्ली की अदालत से इलाज के लिए विदेश जाने की अनुमति मिल गई है। वे आठ से तीस नवम्बर तक सिंगापुर जा सकेंगे। अमरसिंह को पांच लाख रूपये के मुचलके पर यह इजाज+त मिली है।

केंद्रीय गृह मंत्री पी चिदम्बरम ने असम में माओवादियों के बढ़ते प्रभाव पर गहरी चिंता व्यक्त की है। उन्होंने कहा कि केंद्र माओवादी की गतिविधियों पर काबू पाने के लिए जल्द ही कारगर उपाय करेगा। वे आज गुवाहाटी के पास बोरझार हवाई अड्डे पर मुख्यमंत्री तरूण गोगोई के साथ राज्य में कानून व्यवस्था की स्थिति की समीक्षा कर रहे थे। श्री चिदम्बरम ने बताया कि प्रतिबंधित अल्फा के साथ बातचीत में संतोषजनक प्रगति हो रही है और जल्द ही उसके साथ समझौते पर हस्ताक्षर किये जायेंगे।

श्री चिदंबरम ने इससे पहले अपने दो दिन के मणिपुर दौरे के अंत में तामेन्गलोंग जिले में आम सभा में कहा कि बंद और आर्थिक नाकेबंदी से किसी समस्या का हल नहीं हो सकता, बल्कि बातचीत ही समाधान का एकमात्र रास्ता है।

केंद्रीय सतर्कता आयोग कार्पोरेट क्षेत्र में भ्रष्टाचार से निपटने के लिये कडे+ कानून के पक्ष में है। ऐसे ही विचार हाल में प्रधानमंत्री ने भी व्यक्त किये थे। मुख्य सतर्कता आयुक्त प्रदीप कुमार ने आकाशवाणी के साथ विशेष भेंटवार्ता में कहा कि अमरीका, ब्रिटेन और अन्य देशों में इस तरह के कानून हैं। लोकपाल पर प्रश्नों के जवाब में उन्होंने कहा कि इसके प्रारूप और अधिकारों के बारे में अभी कुछ साफ नहीं है, लेकिन इससे राजनीतिक भ्रष्टाचार से निपटने में मदद मिलेगी।

''लोकसपाल का ऐसा स्वरूप होना चाहिए जो कि ग्रेंड पोलिटिकल करप्शन को देखे इसके अंदर की बड़ी किस्म की जो करप्शन है उसको देखें। मेरे ख्याल से जो अभी पार्लियामेंट के सामने यह मुद्दा है और अभी इसका यह रूवरूप आना तब यह पता चलेगा कि किस प्रकार का स्वरूप है।''
श्री प्रदीप कुमार ने बताया कि आयोग रिश्वत लेने और देने वाले को कड़ा दंड देने के पक्ष में है। उन्होंने स्पष्ट किया कि भ्रष्टाचार उजागर करने वालों को सुरक्षा प्रदान करने के लिये सभी उपाय किये जा रहे हैं। श्री प्रदीप कुमार ने बताया कि राज्य सरकारें केंद्रीय सतर्कता आयोग के दायरे में नहीं आती हैं।

उत्तरप्रदेश में लोकायुक्त न्यायमूर्ति एन.के मेहरोत्रा ने मायावती सरकार के एक और मंत्री को भ्रष्टाचार के आरोपों में नोटिस जारी किया है। आम्बेडकर ग्राम सभा विकास मंत्री रतन लाल अहिरवार को लोकायुक्त ने ज्ञात स्रोतों से अधिक सम्पत्ति जमा करने और भ्रष्टाचार के आरोपों में पन्द्रह दिन के अन्दर जवाब देने को कहा है।

बिहार के जमुई जिले में माओवादियों द्वारा एक निजी निर्माण कम्पनी के अपहृत कर्मचारियों का अभी तक पता नहीं चला है। अपहरणकर्ताओं ने कम्पनी के सुपरवाइजर को छोड़ दिया है, लेकिन १४ कर्मचारी अब भी उनके कब्ज+े में हैं। हमारे पटना संवाददाता ने बताया है कि अपहृत कर्मचारियों की रिहाई के लिए एस.टी.एफ., बी.एस.एफ., सी.आर.पी.एफ. तथा जिला पुलिस के हजारों जवानों को लगाया गया है।
माओवादियों ने सोमवार की रात को जमुई में बल्थर घाट के निकट इनका अपहरण कर लिया था।

रिज+र्व बैंक के कई उपायों के बावजूद खाद्य पदार्थों की मुद्रास्फीति की दर में वृद्धि हुई है। पिछले महीने की २२ तारीख को समाप्त सप्ताह के दौरान यह बढ़कर १२ दशमलव दो-एक प्रतिशत हो गई इससे पहले के हते में यह ११ दशमलव चार-तीन प्रतिशत थी। वित्तमंत्री प्रणब मुखर्जी ने कहा कि मुद्रास्फीति दहाई के आंकड़े से ऊपर बनी हुई है जो गंभीर चिन्ता की बात है।

केंद्रीय सूचना आयोग ने रिज+र्व बैंक को सहकारी बैंकों की ऑडिट रिपोर्ट सार्वजनिक करने का निर्देश दिया है। सूचना आयुक्त शैलेश गांधी ने रिज+र्व बैंक की दलील खारिज करते हुए कहा कि ऐसे संगठनों के बारे में पारदर्शिता आवश्यक है ताकि जनता अपनी इच्छानुसार उनमें से चयन कर सके। रिज+र्व बैंक ने यह कहते हुए छूट मांगी थी कि रिपोर्ट को सार्वजनिक करना जनहित में नहीं होगा।

तेल कंपनियों ने पेट्रोल की कीमतें एक रुपये ८० पैसे प्रति लीटर की की दर से बढ़ा दी हैं। बढ़ी हुई कीमतें आज आधी रात से लागू हो जाएंगी।
आज की इस कीमत वृद्धि के बाद दिल्ली में पेट्रोल की कीमत ६८ रुपये ६४ पैसे प्रति लीटर हो जाएगी। अन्य महानगरों में स्थानीय करों के मुताबिक थोड़ी बहुत बढ़त होगी। दो महीने के दौरान पेट्रोल की कीमतों में यह दूसरी बार बढोतरी की गई है।

''तीन दिनों से जारी गिरावट का सिलसिला तोड़ते हुए आज उतार चढाव भरे कारोबार के बाद बाम्बे स्टाक एक्सचेंज का सेंसेक्स १७ अंकों की मामूली बढ़त से १७ हजार ४८२ पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निफ्‌टी सात अंक बढ़कर पांच हजार २६६ पर बंद हुआ।
हांगकांग, दक्षिण कोरिया और सिंगापुर के शेयर बाजार यूरो क्षेत्र की चिंताएं जारी रहने के बीच एक से लेकर ढाई प्रतिशत तक की गिरावट में रहे।
रूपया डालर के मुकाबले ५ पैसे मजबूत हुआ और एक डालर की कीमत ४९ रूपए १४ पैसे दर्ज हुई।
सोना दिल्ली में ५० रूपए महंगा होकर २७ हजार ९९० रूपए प्रति दस ग्राम पर जा पहुंचा। चांदी २०० रूपए की बढ़त से ५६ हजार रूपए प्रति किलो दर्ज हुई।''

केंद्र चाहता है कि सूचीबद्ध इलाकों में आदिवासियों के अधिकारों की रक्षा के लिये राजभवनों में विशेष सेल गठित किये जायें। संविधान ने राज्यपालों को इस समुदाय के लोगों के अधिकारों के संरक्षण की जिम्मेदारी सौंपी है। आदिवासी शिक्षा ऋण योजना जारी करते हुए आदिवासी मामलों के मंत्री किशोर चन्द्र देव ने उम्मीद जताई कि जल्द ही इस प्रकार के सेलों का गठन कर दिया जायेगा। उन्होंने कहा कि राष्ट्रीय अनुसूचित जनजाति वित्त और विकास निगम अनुसूचित जनजाति के छात्रों को व्यावसायिक और तकनीकी शिक्षा हासिल करने के लिये छह प्रतिशत वार्षिक के रियायती दर पर ऋण उपलब्ध करायेगा।

संसद की एक समिति ने शत्रु संपत्ति संशोधन तथा वैधीकरण विधेयक पर आपत्तियां जताई हैं। इसने सुझाव दिया है कि प्रस्तावित कानून को नया रूप देते समय हजारों किरायेदारों के हितों की अनदेखी न की जाये। श्री एम वेंकैया नायडू की अध्यक्षता वाली इस समिति ने आज नई दिल्ली में राज्यसभा के सभापति मोहम्मद हामिद अंसारी को अपनी रिपोर्ट सौंपी। समिति का विचार है कि सरकार को राष्ट्रीय हितों को ध्यान में रखकर इस विधेयक पर फिर से विचार करना चाहिए।
गृहमंत्री पी चिदम्बरम ने कहा है कि न्यायालय के फैसलों से शत्रु संपत्ति के कस्टोडियन के अधिकार कुछ कम हो गए हैं, जिन्हें बहाल करने की जरूरत है।

जानेमाने गायक और लेखक डॉ० भूपेन हजारिका की हालत गंभीर है। वे मुंबई के कोकिलाबेन अस्पताल में भर्ती हैं। कुछ दिनं पहले उनके गुर्दे के काम बंद करने से डॉक्टरों ने उन्हें डायलिसिस पर रखा गया है। सांस लेने में तकलीफ होने के बाद श्री हजारिका इस वर्ष ३० जून से अस्पताल में दाखिल हैं।

Former Pakistan captain Salman Butt and two of his teammates, pacers Mohammad Asif and Mohammad Amir were today sentenced to varying jail terms after being found guilty of spot-fixing by a court in London. They are the first cricketers ever to be imprisoned for corruption. Butt was sentenced to two and a half years, Asif was handed a one-year term, while the 19-year-old Amir was sentenced to six months of prison time by the Southwark Crown Court in London. Players' agent Mazhar Majeed got the strongest punishment as he was sentenced to two years and eight months in prison by Justice Jeremy Cooke after a trial that ran for close to three weeks. We spoke to former Indian test cricketer Rakesh Shukla on the developments.

"I think it will be a big dampner on Cricket in Pakistan and it will be an eye opener for other cricketers in all over the world where cricket is being played. If you are not playing the game in a fair manner, you are supposed to be punished and this punishment has come at the right time."

A Delhi court today rejected the bail plea of DMK MP Kanimozhi and seven others, in the 2G spectrum allocation case. Special Judge O P Saini dismissed the bail pleas, including that of former Telecom Secretary Siddharth Behura. The others whose bail petitions were dismissed were former Telecom Minister A Raja's erstwhile Private Secretary R K Chandolia, Swan Telecom promoter Shahid Usman Balwa, Kalaignar TV MD Sharad Kumar, Kusegaon Fruits & Vegetables directors Asif Balwa and Rajiv Agarwal and Bollywood filmmaker Karim Morani. The court said, the facts of the case as well as the charges levelled against the accused are of very serious nature having grave implications for the economy of the country. While dismissing the bail application of Kanimozhi, daughter of former Tamil Nadu Chief Minister M Karunanidhi, the court said, by no stretch of imagination she can be said to be suffering from any discrimination on ground of being a woman. Brushing aside Kanimozhi's plea for bail under Section 437 of the Criminal Procedure Code on grounds of being a woman, the court said, she belongs to upper echelons of society and is also a Member of Parliament. The court also dismissed the pleas of various accused for bail on the ground that they had been languishing in jail for over five to nine months, while the trial was unlikely to conclude in near future.

Karnataka High Court today granted conditional bail to former Chief Minister B S Yeddyurappa in a corruption case relating to alleged irregularities in denotifying lands. Justice B V Pinto allowed the bail plea of Yeddyurappa in the third private complaint and directed him to furnish a surety for five lakh rupees and not to tamper with evidence. Meanwhile, hearing on Yeddyurappa’s bail application in the fourth private complaint has been posted for tomorrow. In the event of the court also granting him bail in this complaint, Yeddyurappa may walk free out of the jail. In another development, Lokayukta Special Court today extended the judicial custody of Yeddyurappa and former Minister S N Krishnaiah Setty till November 15.

Union Home Minister P. Chidambaram has strongly advocated enhancing peace and communal harmony in Manipur. Addressing a public gathering in Tamenglong district on the last day of his two day visit to Manipur today, the Home Minister said, bandhs and economic blockades will not solve any problem. He said, problems can only be solved through talks.

"There is nothing which can't be resolved with talks. Therefore my appeal is, let us learn to live together, let us learn to live in peace, brotherhood and let us devote our entire energies to prosperity, to development and for the sake of our children."

The Home Minister expressed willingness to continue talks with United Naga Council in near future. Earlier in the day, the Minister inaugurated two power sub-stations at Tamei and Tousem in Tamenglong district. Later, Mr. Chidambaram inaugurated the Tamenglong Mini Secretariat Complex and a newly constructed Jawahar Novodaya Vidyalaya at Tamenglong headquarters.

Later, reviewing the law and order situation in Assam with the state Chief Minister Tarun Gogoi at Borjhar Airport in Guwahati, the Home Minister expressed concern over penetration of Maoists elements in Assam. He said the Centre will soon work out a strategy to contain Maoists activities in the State. Mr. Chidambaram disclosed that the peace talk with the banned ULFA is progressing well and a formal agreement with the outfit is likely to be signed very soon. He said the talks with the United Peoples Democratic Solidarity and two factions of Dima Halam Daogah are also in final stage and formal agreements are to be signed soon. Mr. Gogoi urged the Home Minister for appointment of an interlocutor to bring the Ranjan Daimary faction of the banned National Democratic Front of Bodoland into the peace dialogues with the Government. He also asked the Home Minister to dispatch more Central forces to the State to counter the Maoists threat. A Parliamentary Panel has expressed reservation on the Enemy Property Amendment and Validation Bill. It has suggested that while giving a new shape and face to the proposed law, the interests of thousands of tenants should not be ignored. The Committee headed by M Venkiah Naidu submitted its report to the Chairman of the Rajya Sabha Mohammad Hamid Ansari in New Delhi today. The panel has opined that the government should reconsider the Bill by keeping national interest in mind. Home Minister P Chidambaram has contended that the powers of the custodian of enemy properties have somewhat been diluted by court rulings and these need to be restored. The panel has recommended completion of fencing, flood lighting and construction of roads along the Indo-Pak border in Gujarat and Firozpur sector of Punjab. The report also suggested for revamping and revitalizing the Civil Defence in the country.

Oil companies yet again hiked petrol prices by 1.80 rupees per litre with effect from midnight tonight . After today's increase, petrol in Delhi will cost 68.64 rupees a litre. The rates will vary in other cities according to local levies. This is the second hike in petrol prices in less than two months.

Food inflation has increased despite several measures by the Reserve bank of India. The food inflation jumped to 12.21 per cent for the week ended October 22 from 11.43 per cent in previous week. This was revealed by Finance Minister Pranab Mukherjee while talking to reporters in New Delhi today. Mr Mukherjee said that inflation continues to remain above the double digit mark and it is a matter of grave concern. He said that the food prices are still going high dangerously. According to the data released by the Finance Ministry, the high food inflation was driven by increase in prices of pulses, vegetables, egg, meat and fish. The rate of inflation in pulses jumped to 11.65 per cent during the week ended October 22 from 9.06 per cent in the previous week, prices of vegetables during the period increased to over 28 per cent.

Income Tax searches at the premises of Raymond Group’s Chairman & Managing Director Gautam Singhania are still on at 15 locations across India. A team of IT officials began searching the official premises of the business tycoon in Mumbai, Bangalore, Kolkata, Delhi and Chennai among other places early morning today. The operation has been initiated by the Intelligence Directorate of the IT Department on suspected violations by certain offshore funds of the company and tax evasion. A senior IT officer said that the department has seized incriminating documents.

The Central Vigilance Commission, CVC, favours a strong law to deal with corruption in the corporate sector. A similar idea was mooted by the Prime Minister Dr. Manmohan Singh recently. In an exclusive interview to All India Radio, the Central Vigilance Commissioner Pradeep Kumar said that such laws exist in United States, Britain and other countries. He added strict action is being taken against those corporates who resort to corrupt practices.

"Corporate corruption should be tackled with firmly because we can not make a distinction and actually most of the liberal democracies corporate corruption is a crime which in punished."

In reply to a question on Lokpal, Mr. Kumar said that its shape is not yet known but it can help tackle grand political corruption.

"Lokpal like institution should focus on grand political corruption that is to say high level corruption and the high level officials who are associated with it. The grievance mechanism and the normal department and punishment rules should be kept distinct from it. Because otherwise the fo cus of the Lokpal will get diluted."

Mr. Kumar said that the Commission is in favour of giving stringent punishment not only to those who take bribe but also to them who give it. He made it clear that all efforts are being made to ensure the safety and security of the whistle blowers. Highlighting the importance of Vigilance Awareness Week, he said that the menace of corruption cannot be tackled only by laws but new methods have to be devised and values inculcated in the society for this. The Commerce Minister Mr. Anand Sharma has called upon India and China to work aggressively towards removing administrative bottlenecks and restrictive regulatory measures. Mr. Anand Sharma, who met the Governor of Xinjiang Province, said that trade relations between the two countries are on course to achieve bilateral trade target of 100 billion US Dollars by 2015. He raised the issue of India's trade deficit and called for striking a balance for the long term sustainable and harmonious development of economic cooperation between the two countries. An MoU between the Government of Gujarat and a Chinese private Company was signed on the occasion.

Centre favours creation of special cells in Raj Bhavans to handle the rights of tribals in scheduled areas. The Constitution entrusts responsibilities to Governors to ensure that the rights of these communities are protected. Speaking to reporters after launching Adivasi Shiksha Rrinn Yojana, ASRY, Tribal Affairs Minister Kishore Chandra Deo today expressed hope that this may be a reality very soon. Mr Deo said the government is giving thrust to the education of tribal students. The scheme by the National Scheduled Tribes Finance and Development Corporation would provide concessional loan at six per cent interest to eligible Scheduled Tribe students for professional and technical courses.

The condition of legendary singer-composer Dr. Bhupen Hazarika, admitted in Mumbai’s Kokilaben Hospital is critical. A couple of days back, Dr. Hazarika suffered kidney failure after which the doctors have put him on dialysis.
