प्रधानमंत्री डॉक्टर मनमोहन ंिसह ने सार्क देशों के नेताओं से मौजूदा वैश्विक आर्थिक संकट के असर से बचने के लिए मिलकर काम करने और कुछ कारगर विकल्प तलाशने का आह्वान किया है। मालदीव के अद्दू में सार्क शिखर सम्मेलन को संबोधित करते हुए प्रधानमंत्री ने कहा कि सार्क को अधिक सार्थक बनाने के लिए इन देशों के नेताओं के बीच सामूहिक प्रतिबद्धता और इच्छा शक्ति है, लेकिन इसे कार्यरूप देने की जरूरत है। प्रधानमंत्री ने व्यापार उदारीकरण की एक बड़ी पहल के तहत, दक्षिण एशिया मुक्त व्यापार क्षेत्र समझौता-साटा, के अंतर्गत कम विकसित देशों के लिए कुछ वस्तुओं को शुल्क मुक्त करने की घोषणा की। उन्होंने कहा कि अन्य प्रतिबंध चिन्ता का विषय है और भारत मुक्त व्यापार तथा दक्षिण एशिया के संतुलित विकास के लिए प्रतिबद्ध है।भारत दक्षिण एशिया में व्यापार के मुक्त और संतुलित विकास के लिए प्रतिबद्ध है। वैश्विककरण के दौर में अर्थव्यवस्था के भविष्य के लिए हमारे उद्योगों को प्रतियोगिता करना सीखना होगा।''
प्रधानमंत्री ने सार्क देशों के बीच आर्थिक एकजुटता पर जोर देते हुए कहा कि बड़े देश और बड़ी अर्थव्यवस्था होने के कारण भारत की विशेष जिम्मेदारी है।
हमें एक दूसरे पर विश्वास करना सीखना होगा। हमारी सुरक्षा और स्थिरता एक दूसरे से जुड़ी हुई है। एक दूसरे से अलग होकर कोई सम्पन्न नहीं बन सकता।''
प्रधानमंत्री ने कहा कि इस क्षेत्र में विशेषकर पन बिजली और समुद्री स्रोतों जैसे प्राकृतिक संसाधन उपलब्ध है। डॉ० ंिसह ने ऐसा वातावरण बनाने पर जोर दिया जिससें इन देशों के संसाधनों का इस्तेमाल इनके विकास के लिए हो सके। प्रधानमंत्री ने सदस्य देशों के बीच बेहतर रेल, सड़क और हवाई सुविधा की आवश्यकता पर जोर दिया। हमारे संवाददाता ने बताया है कि प्रधानमंत्री ने भारत, मालदीव तथा श्रीलंका के बीच शुरू की जा रही नौका सेवा का भी जिक्र किया।
उद्घाटन सत्र में कल व्यापारिक संबंधो को सुदृढ बनाने और हवाई, रेल, सड़क तथा दूरसंचार सम्पर्कों को बेहतर बनाने पर ज्यादा ध्यान रहा। सम्मेलन से अलग प्रधानमंत्री ने सार्क के सदस्य देशों और सरकारों के प्रमुखों के साथ द्विपक्षी मसलों पर बातचीत की। इससे लोगों का ध्यान भारत पाक वार्ता पर ज्यादा रहा। इस बातचीत में दोनों देश इस बात पर राजी हुए कि थिम्पू में शुरू हुई बातचीत के सिलसिले में सकारात्मक नतीजे सामने आये हैं और इसे दोनों देश आगे भी जारी रखेंगे। प्रधानमंत्री की आज नेपाल के प्रधानमंत्री श्री बाबूराम भट्टाराई और अफगानिस्तान के राष्ट्रपति श्री हामिद करजई से द्विपक्षीय बातचीत करने का कार्यक्रम है। सार्क सम्मेलन के समापन के बाद प्रधानमंत्री मालद्वीव के द्विपक्षीय यात्रा पर राजधानी माले रवाना होंगे। पिछले नौ वर्षों में किसी भी भारतीय प्रधानमंत्री की यह पहली मालद्वीव यात्रा है। कंचन प्रसाद और सुप्रशांति के साथ विनयराज तिवारी, अद्दू, मालद्वीव।''

प्रधानमंत्री मनमोहन सिंह ने सार्क शिखर सम्मेलन से पहले श्रीलंका, पाकिस्तान, बांग्लादेश, भूटान और मालदीव के नेताओं के साथ बैठकें की। बांग्लादेश की प्रधानमंत्री शेख हसीना के साथ बैठक के दौरान डॉ. सिंह ने कहा कि तीस्ता और फैनी नदी जल बंटवारे के बारे में देश में अभी भी आम राय कायम करने की जरूरत है।-----
भारत ने पाकिस्तान के गृहमंत्री रहमान मलिक के इस दावे को खारिज कर दिया है कि मुम्बई आतंकी हमले से सबंद्ध मामले में जमात-उद-दावा के प्रमुख हाफिद सईद के खिलाफ कार्रवाई करने के लिए उसके पास कोई सबूत नहीं हैं। विदेश सचिव रंजन मथाई ने मालदीव के अद्दू शहर में संवाददाताओं से बातचीत में कहा कि भारत ने मुम्बई आतंकी हमले के बारे में हाफिज सईद और जिन अन्य लोगों पर मुकदमा चलाया जा रहा है, उनके खिलाफ पर्याप्त दस्तावेज पाकिस्तान को दिये हैं। उन दस्तावेजों में पर्याप्त सबूत हैं जिनके आधार पर पाकिस्तान आरोपियों के खिलाफ कार्रवाई कर सकता है।एक प्रश्न के जवाब में श्री मथाई ने कहा कि श्री मलिक द्वारा समझौता एक्सप्रेस विस्फोट और मुम्बई आतंकी हमले को अंजाम देने वालों के बारे में समान चिंता व्यक्त करने से सीमा पार आतंकवाद के बारे में भारत का पक्ष कमजोर नहीं होगा, क्योंकि दोनों घटनाएं भारत के भीतर हुई हैं।
इससे पहले गुरूवार को अद्दू शहर में पाकिस्तान के गृहमंत्री रहमान मलिक ने भारतीय मीडिया बातचीत में कहा कि कसाब को फांसी दे देनी चाहिए और पाकिस्तान को किसी और के कृत्य का खामियाजा नहीं भुगतना चाहिए।

आज शिक्षा दिवस है। यह दिवस जाने माने स्वतंत्रता सेनानी और देश के पहले शिक्षामंत्री मौलाना अबुल कलाम आजाद के जन्मदिन पर मनाया जाता है। इस अवसर पर देश भर में अनेक कार्यक्रम आयोजित किए जा रहे हैं। देश के लगभग १३ लाख स्कूलों में शिक्षा के महत्व के बारे में आज प्रधानमंत्री का संदेश पढ़ा जाएगा।हमारी संवाददाता ने खबर दी है कि आज केंद्रीय मानव संसाधन विकास मंत्री कपिल सिब्बल हरियाणा के नूंह में शिक्षा का हक अभियान नाम से एक मुहिम की शुरूआत करेंगे।
सरकार द्वारा एक वर्ष तक चलाई जाने वाले इस महत्वकांक्षी अभियान के जरिए बच्चों को अपने सपनों को साकार करने का एक अवसर मिल सकेगा। इस अभियान का उद्देश्य लोगों के बीच शिक्षा का अधिकार के बारे में जागरूकता लाना है, जो उन्हें मुत और आवश्यक शिक्षा अभियान प्रदान करता है। यह अभियान मेवात जिले के जिलें के नूह से शुरू किया जा रहा है क्योंकि यह जिला शैक्षिक मानकों पर न्यूनतम स्तर पर है। उम्मीद है कि इस अभियान के जरिए बच्चों के लिए शिक्षा के अधिकार से जुड़े उद्देश्य को प्राप्त करने में मदद मिलेगी। विशेषज्ञों का मामना है कि इससे कुशल कार्य बल की बढ़ती मांग को भी पूरा किया जा सकेगा जिससे अर्थव्यवस्था मजबूत होगी और लोगों का जीवन स्तर भी सुधरेगा। आकाशवाणी समाचार के लिए शीला, दिल्ली।''

प्रमुख रेटिंग एजेंसी स्टेंडर्ड एण्ड पूअर्स ने भारतीय बैंकिंग क्षेत्र का दर्जा बढ़ाते हुए कहा है कि इसके घरेलू नियम अंतर्राष्ट्रीय मानकों के अनुरूप हैं। एजेंसी ने कहा है कि उसके नजरिए में भारत में बैंकिंग नियम अंतर्राष्ट्रीय मानकों के अनुरूप हैं और भारतीय रिजर्व बैंक का अब तक का रिकॉर्ड आमतौर पर सफल रहा है। एजेंसी ने बैंकिंग इंडस्ट्री कंट्री रिस्क असेस्मेंट-बी आई सी आर ए को एक पायदान बढ़ाकर समूह-पांच में शामिल कर दिया है।स्टेंडर्ड एण्ड पूअर्स के ताजा आकलन से महज एक दिन पहले ही अमरीका की एजेंसी मूडी ने भारतीय बैंकिंग क्षेत्र को नकारात्मक दर्जा दिया था, जिसकी भारत सरकार और बैंकरों ने कड़ी आलोचना की थी।

किंगफिशर एयरलाइन्स ने कल ३० से ज्यादा उड़ानें रद्द कर दी। इसके कुछ पायलट और चालक दल के सदस्य बीमारी के नाम पर काम पर नहीं आए।पिछले कुछ दिनों से इस विमानन कंपनी ने १२० से ज्यादा उड़ानें रद्द की हैं। कंपनी का कहना था कि बिजनेस क्लास की सीटें जोड़े जाने के कारण कुछ विमानों का इस्तेमाल उड़ान के लिए नहीं किया जा रहा है। उड़ानें रद्द होने से देश भर के हजारों यात्रियों को असुविधा हुई और कुछ ने तो अन्य विमानन कंपनियों की सेवा के लिए २०-४० फीसदी अधिक राशि का भुगतान किया।
नागरिक उड्डयन महानिदेशालय ने किंगफिशर एयरलाइन्स को कारण बताओ नोटिस जारी कर पूछा है कि उसने अपनी उड़ाने कम करने के बारे में उड्डयन महानिदेशालय से पहले से मंजूरी क्यों नहीं ली।

प्रवर्तन निदेशालय ने धन के अवैध लेन-देन से सम्बन्धित मामले में वाईएसआर कांग्रेस के अध्यक्ष और सांसद वाई एस जगनमोहन रेड्डी को सम्मन जारी किए हैं। निदेशालय ने जगनमोहन से अपने किसी अधिकृत प्रतिनिधि को २८ नवम्बर या उससे पहले दिल्ली में विभाग के मुख्यालय में भेजने को कहा है, जो उनकी ओर से दस्तावेज दाखिल कर सके और प्रश्नों का जवाब दे सके। -----

The Prime Minister has called upon the SAARC leaders to work in unison to offset the impact of the present global economic crisis. Addressing the SAARC Summit in Maldives yesterday, Dr. Manmohan Singh said, imaginative and innovative ways have to be created to maintain the tempo of growth.
"We should seek imaginative ways to create new avenues and sources of growth and investment in South Asia and this is indeed imperative necessity. I believe, if we can create favourable conditions for development in our own countries, there is no reason why our investors should seek greener pastures elsewhere."
Dr Singh said, this has to be inconsonance with the strength of the country of the grouping. He said, the economic crisis will have its impact on the global scenario and that is why it is all the more important to look for other alternatives. The Prime Minister strongly favoured concluding the air services agreement besides strengthening the rail and road communication. Dr Singh also proposed to have greater sea-link and referred to the ferry service being started between India, Maldives and Sri Lanka. The Prime announced the reduction of the sensitive list for least developed countries under the South Asian Free Trade Area Agreement, SAFTA from the existing 480 tariff lines to 25 tariff lines. The Prime Minister said that New Delhi will give zero basic customs duty access to all items removed from the list immediately. Dr Singh recognized that non-tariff barriers are an area of concern and India is committed to free trade and balanced growth in South Asia. Emphasizing on greater economic integration among the SAARC member nations, he said India has special responsibilities that flow from the geography of the region and the size of its economy and market.
"The complete normalisation of trade relations in SAARC will itself create oppourtunities for mutually beneficial trade within South Asia. We should therefore work to create a climate whereby the wealth generated by us is invested back into our own region of South Asia. This will be the most ringing endorsement of our collective vision of a regional economy without boundaries."
Dr. Manmohan Singh also announced some more initiatives. They include increase in the scholarships from 50 to 100 for the students in the South Asian University and ten new scholarships for those who work in the area of environmental protection at the Forest Research Institute in Dehradun apart from promoting tourism. The Prime Minister asserted that huge opportunities are available in the region particularly the natural resources like hydro-power and marine resources. Dr Singh called for creating such an atmosphere in which the wealth created in the respective countries is used for its development. Our correspondent covering the SAARC Summit has filed this report:
"The 17th SAARC Summit will conclude this afternoon. A joint Declaration is expected at the end of the Summit. The inaugural session focussed on strengthening trade relations and the connectivity issue, keeping the theme of "building bridges" in view. Prime Minister Manmohan Singh has had a series of bilateral meetings with the heads of States and governments of the SAARC member states on the sideleines of the Summit. The Indo Pak bilateral talks remained the focus, where the two leaders unanimously agreed that talks since Thimpu have yielded positive results and the two countries will continue the process. Prime Minister is to have bilateral discussions with the Nepalese Prime Minister Babu Ram Bhattarai and the President of Afghanistan Hamid Karzai this morning. After the concluding session of the SAARC today, Dr. Manmohan Singh will fly to Male for a bilaeral visit to Maldives. With Kanchan Prasad, Vinay Raj Tiwari, this is Suprasanthi from Addu, Maldives."

India refuted Pakistan Interior Minister Rehman Malik's claim that there was no proof against Jamaat-ud-Dawa Chief Hafeez Saeed to prosecute him in the 26/11 attacks case. Responding to the queries of the media at Addu in Maldives, Foreign Secretary Ranjan Mathai said that extensive documentation on Hafeez Saeed and those under trial have been given to Pakistan, where there are enough evidences for Pakistan to take up the case against those accused. He said that the fact that he publicly agreed for Kasab, one of the accused in the 26/11 case to be sent to the gallows, indicates that he agrees with the dossiers provided by India against him. In reply to a query, Mr Mathai asserted that expressing same concerns for the Samjhauta Express blast and the 26/11 Mumbai attacks perpetrators by Mr Malik will in no way dilute India’s stand over cross border terrorism since both incidents took place within India. Earlier, Rehman Malik in an interaction with the Indian media at the Addu City had said that Kasab should be sent to the gallows and that Pakistan should not suffer for the act of a non state actor.

The Education Day is being observed today to commemorate the birthday of veteran freedom fighter and the first Education Minister Maulana Abul Kalam Azad. The Prime Minister's message reiterating the importance of education will be read in all 1.3 million schools across the country. A series of programmes have been planned to mark the day. Our correspondent reports, that a campaign titled Shiksha Ka Haq Abhiyan will be launched by Human Resource Development Minister Kapil Sibal at Nuh in Haryana.
"Government’s ambitious year-long campaign will reassure every child that opportunities will be available to them to realize their dreams and aspirations. The campaign aims to create awareness among people about Right to Education and their entitlement to free and compulsory education. The campaign to be launched from Nuh in Mewat district is one of the districts in the country having lowest education performance parameters. Experts say it should also help in meeting the growing demand of skilled work force in the country to put the economy to the fast track and lead to improving the living standard of every family in the country. The Enforcement Directorate has issued summons to YSR Congress chief YS Jaganmohan Reddy, in connection with the money laundering case. The ED has asked Jaganmohan, son of former Andhra Pradesh Chief Minister YS Rajasekhara Reddy, to send an authorised person who has his power of attorney to submit documents and answer questions on his behalf at its headquarters in Delhi on or before 28th November. Sources said that ED has registered a case under the provisions of Prevention of Money Laundering Act against him and is also probing alleged contravention of foreign exchange rules in his financial transactions and investments.

In Jharkhand, police and security forces have launched a search operation against the naxals in the Saryu areas of Latehar district. Eight bombs, long wires and other objectionable materials have been seized. Meanwhile, the Center has agreed to provide additional forces to the state to fight naxal violence. "Jharkhand has poor track record of utilizing Central funds for fighting naxals. Union Home Ministry has allotted Rs. 70 crores to the state police for necessary infrastructure like forward campaign sites, barracks and temporary shelters. But the state has furnished utilization certificate for Rs. 22 crores only during the last four years. This is one of the indicators that shows that much needs to be done in some critical areas. Seeing the increased activities soon after the recent visit of Union Home Minister P Chidambaram to Ranchi, one can hope that things could improve in the state. Rajesh Sinha, AIR News, Ranchi."

Kingfisher Airlines cancelled 30 more flights yesterday. Some of it's pilots and cabin crew did not turn up for duty by reporting sick. Over the past few days, the airline has cancelled more than 120 flights maintaining they were taking some aircraft off their schedule to add business class seats in them. Directorate General of Civil Aviation has issued a show-cause notice to Kingfisher asking why it has not taken the regulator's prior approval to curtail its flight schedules as required by the Aircraft Rules, 1937. The DGCA has issued a similar notice to IndiGo Airlines.

अदालत ने अभियोजन पक्ष के दो अन्य गवाहों रिलायंस समूह के अध्यक्ष ए एन सेतुरमन और एटीस्लॉट डी बी टेलीकॉम प्राइवेट लिमिटेड के मुख्य नियामक अधिकारी विनोद कुमार बुद्धिराजा को भी आज पेश होने के लिए बुलाया है। सीबीआई ने अपनी पहली सूची में २८ लोगों के नाम सौंपे हैं, जिनके बयान नवंबर महीने में अदालत के सामने अभियोजन पक्ष के रूप में दर्ज किए जाएंगे। अदालत ने तीन दूरसंचार कंपनियों समेत १७ लोगों के खिलाफ आरोप तय करने के बाद आज से मुकदमें की कार्यवाही शुरू करने का फैसला किया था।
फास्ट ट्रैक अदालत के न्यायाधीश रवीन्द्र बाबू ने तमिलनाडु के गोविन्दचामी पर एक लाख रूपये का जुर्माना भी लगाया। अदालत ने अभियुक्त को महिलाओं के लिए खतरनाक अपराधी बताते हुए कहा कि यह समाज के लिए कलंक है।
भंवरी देवी के पति अमर चन्द्र द्वारा दायर की गई बंदी प्रत्यक्षीकरण याचिका पर सुनवाई करते हुए न्यायालय ने यह निर्देश दिया। मामले की अगली सुनवाई १४ नवम्बर को होगी। इससे पहले सीबीआई ने मामले के आरोपी राज्य के पूर्व जल संसाधन मंत्री महिपाल मदेरणा से कल सात घंटे तक पूछताछ की।

रियल एस्टेट विधेयक की विशेषताओं की जानकारी देते हुए कुमारी शैलजा ने कहा कि विधेयक लाने का मुख्य उद्देश्य सौदों में पारदर्शिता लाना है।
वास्तव में केन्द्र सरकार को ऐसा विधेयक पारित करना है। इस विधेयक के आने से रियल स्टेट क्षेत्र में होने वाले लेनदेन, यानि सौदों का खुलासा होगा और पारदर्शिता आयेगी। इस विधेयक से रियल स्टेट क्षेत्र में तरक्की आयेगी और नियामक विकास को भी बढ़ावा मिलेगा।
कुमारी शैलजा ने दो अन्य महत्वपूर्ण विधेयकों के मसौदे के बारे में भी जानकारी दी। ये हैं- स्लम में रहने वालों के लिए आदर्श संपत्ति अधिकार-२०११ विधेयक और रेहड़ी लगाने वालों की समस्याओं को निपटाने के लिए एक केन्द्रीय कानून से संबंधित विधेयक।
कुमारी शैलजा ने बताया कि उनका मंत्रालय रेहड़ी लगाने वालों की समस्याओं के समाधान के लिए एक कारगर और व्यावहारिक कानून तैयार कर रहा है।
मेवात मॉडल स्कूल में लोगों को सम्बोधित करते हुए लोकसभा अध्यक्ष मीरा कुमार ने कहा कि अभियान का लक्ष्य लोगों में शिक्षा के महत्व के प्रति जागरूकता बढ़ाना है। उन्होंने कहा कि निःशुल्क और अनिवार्य शिक्षा का संदेश हर घर में पहुंचना चाहिए ताकि कोई भी बच्चा शिक्षा प्राप्त करने से वंचित न रहे।
शिक्षा के अधिकार अधिनियम के तहत तीन वर्ष का समय है जिसके दौरान ऐसे स्कूल स्थापित किये जायेंगे, जिनकी न केवल अच्छी और सस्ती इमारतें होंगी, बल्कि उनमें शिक्षित शिक्षक पर्याप्त संख्या में होंगे तथा ऐसा वातावरण होगा जिसमें बच्चों को किसी प्रकार के भेदभाव का डर, तनाव या परेशानी नहीं होगी।
इससे पहले मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि शिक्षक, बच्चे, पंचायतें, राज्य सरकार, केन्द्र सरकार और स्कूलों की प्रबंध समितियों को इस अभियान को सफल बनाने में अपना योगदान देना चाहिए।

इस बीच, तत्काल योजना का दुरूपयोग रोकने के लिए रेल मंत्रालय ने कुछ उपाय किए हैं। इनके तहत अब तत्काल बुकिंग योजना के तहत टिकटों की बुकिंग केवल चौबीस घंटे पहले से शुरू की जायेगी। अब तक तत्काल बुकिंग ४८ घंटे पहले शुरू हो जाती थी। तत्काल योजना के तहत टिकटों का रिफंड नहीं होगा और डुप्लीकेट टिकट भी जारी नहीं किए जायेंगे।

केरल में त्रिशूर की फास्ट ट्रैक अदालत ने सनसनीखेज सौम्या हत्या मामले के अभियुक्त गोविन्दचामी को मृत्युदण्ड की सजा सुनाई है। त्रिशूर जिले के वल्लाथोल नगर रेलवे स्टेशन के पास एक फरवरी को इस महिला के साथ दुराचार के बाद उसे चलती रेलगाड़ी से धक्का दे दिया गया था। बाद में इलाज के दौरान उसकी अस्पताल में मृत्यु हो गई थी।फास्ट ट्रैक अदालत के न्यायाधीश रवीन्द्र बाबू ने तमिलनाडु के गोविन्दचामी पर एक लाख रूपये का जुर्माना भी लगाया। अदालत ने अभियुक्त को महिलाओं के लिए खतरनाक अपराधी बताते हुए कहा कि यह समाज के लिए कलंक है।

उच्चतम न्यायालय ने निलंबित आईपीएस अधिकारी संजीव भट्ट के खिलाफ एक आपराधिक मामला निरस्त करने की भट्ट की याचिका पर गुजरात सरकार से जवाब मांगा है। संजीव भट्ट पर गुजरात के अतिरिक्त महाधिवक्ता तुषार मेहता के ई-मेल एकाउंट को कथित रूप से हैक करने का आरोप लगाया गया है। उन्होंने अपने खिलाफ दायर एफआईआर को रद्द करने का अनुरोध करते हुए सभी आरोपों से इन्कार किया है और कहा है कि राज्य सरकार उन्हें प्रताड़ित कर रही है। न्यायमूर्ति आफताब आलम और रंजना प्रकाश देसाई की खण्डपीठ ने संजीव भट्ट की याचिका पर गुजरात सरकार को मामले की अगली सुनवाई तक अपना जवाब पेश करने का नोटिस जारी किया है। भट्ट ने निष्पक्ष जांच के लिए यह मामला सीबीआई को सौंपने का अनुरोध भी किया है। राज्य पुलिस ने तुषार मेहता की शिकायत पर पांच अगस्त को संजीव भट्ट के खिलाफ एफआईआर दर्ज की थी, जिसमें आरोप लगाया गया है कि उनके ईमेल एकाउंट से छेड़छाड़ की गई और दूसरे लोगों तक इसकी सूचना पहुंचाई। गुजरात पुलिस ने यह मामला अपराध शाखा के साइबर सैल को सौंप दिया है।-----
केन्द्रीय जांच ब्यूरो सीबीआई ने आज जोधपुर में राजस्थान उच्च न्यायालय में भंवरी देवी मामले की स्थिति रिपोर्ट पेश की। सीबीआई ने अदालत में बंद लिफाफे में यह रिपोर्ट पेश की, जिसमें अनुरोध किया गया है कि इस वर्ष पहली सितम्बर से लापता भंवरी देवी की तलाश में सहायता के लिए उपमहानिरीक्षक स्तर के पुलिस अधिकारी को लगाया जाए। न्यायाधीशों ने सीबीआई से इस बारे में न्यायालय की सहायता लेने की सलाह देते हुए कहा कि अगर सरकार इस मामले में कोई कार्रवाई नहीं करती, तो वह खुद इसमें हस्तक्षेप करेगा।भंवरी देवी के पति अमर चन्द्र द्वारा दायर की गई बंदी प्रत्यक्षीकरण याचिका पर सुनवाई करते हुए न्यायालय ने यह निर्देश दिया। मामले की अगली सुनवाई १४ नवम्बर को होगी। इससे पहले सीबीआई ने मामले के आरोपी राज्य के पूर्व जल संसाधन मंत्री महिपाल मदेरणा से कल सात घंटे तक पूछताछ की।

उच्चतम न्यायालय ने केन्द्र सरकार से बिना मुकदमों के देश की विभिन्न जेलों में बंद उन पाकिस्तानी नागरिकों की संख्या के बारे में दो सप्ताह के भीतर विस्तृत रिपोर्ट पेश करने को कहा है। न्यायमूर्ति आर एम लोढ़ा की अध्यक्षता वाली खण्डपीठ ने सरकार से यह भी स्पष्ट करने को कहा है कि जेल में बंद चार पाकिस्तानी महिलाओं को बिना किसी देरी के वापस अपने देश क्यों न भेजा जाए ? न्यायालय ने यह बात जम्मू कश्मीर नेशनल पैंथर्स पार्टी प्रमुख भीमसिंह की एक याचिका पर सुनवाई के दौरान कही, जिसमें विभिन्न जेलों में बंद तीन सौ पाकिस्तानी नागरिकों को रिहा करने के लिए केन्द्र को निर्देश देने का आग्रह किया गया है। न्यायालय ने विभिन्न पक्षों की दलीलें सुनने के बाद अगली सुनवाई दो सप्ताह तक स्थगित कर दी है। ---
रक्षामंत्री ए० के० एंटनी ने कहा है कि सशस्त्र बल विशेषाधिकार कानून के बारे में अन्तिम फैसला जम्मू कश्मीर में एकीकृत कमान मुख्यालय में ही किया जायेगा। आज नई दिल्ली में संवाददाताओं से बातचीत में उन्होंने कहा कि पिछले वर्ष सुरक्षा संबंधी मंत्रिमंडलीय समिति ने जम्मू-कश्मीर के कुछ हिस्सों से सशस्त्र बल विशेषाधिकार कानून आंशिक रूप से हटाने के मामले का फैसला एकीकृत कमान पर छोड़ दिया था ।----
सरकार ने बीस सूत्री कार्यक्रमों की समीक्षा के लिए निगरानी समितियां बनाने की जरूरत पर जोर दिया है। नई दिल्ली में राज्यों और केन्द्रशासित प्रदेशों के सचिवों के साथ बीस सूत्री कार्यक्रम की समीक्षा बैठक को संबोधित करते हुए सांख्यिकी तथा कार्यक्रम क्रियान्वयन मंत्री श्रीकांत जेना ने कुछ राज्यो से रिपोर्ट मिलने में देरी पर चिंता व्यक्त की। उन्होंने सभी राज्यों के शीर्ष विभागों से अपील की कि रिपोर्ट समय से पेश करने के लिए लागू करने वाली एजेंसियो ंके बीच सही तालमेल रखें।उन्होंने कहा कि बीस सूत्री कार्यक्रम ने सफलता के कई पड़ाव पार किये हैं जिससे खासतौर पर समाज के कमजोर वर्गों का सामाजिक तथा आर्थिक विकास संभव हुआ है।

सरकार ने आज अपने महत्वाकांक्षी शिक्षा का अधिकार अभियान का ाुभारम्भ किया। देशभर में यह अभियान लोगों को शिक्षा के अधिकार, निशुल्क तथा अनिवार्य शिक्षा के प्रति जागरूक बनाने के लिए चलाया गया है। हरियाणा के मेवात जिले के नूंह में मानव संसाधन विकास मंत्री कपिल सिब्बल और लोकसभा अध्यक्ष मीरा कुमार ने इस अभियान की शुरूआत की। देश में नूंह में शिक्षा का प्रतिशत सबसे कम है। इस समारोह में प्रधानमंत्री डॉक्टर मनमोहन सिंह का संदेश पढ़कर सुनाया गया। अपने संदेश में प्रधानमंत्री ने विद्यार्थियों से जीवन में सफलता प्राप्त करने के लिए कड़ी मेहनत करने का आह्वान किया।श्री सिब्बल ने कहा कि सरकार देशभर में शिक्षा का अधिकार कानून लागू करने के लिए प्रतिबद्ध है।
मैं समझता हूं कि अगर बच्चों के भविष्य को अहमियत देना है तो ये शिक्षा का हक हर बच्चे को हिन्दुस्तान में मिलना चाहिए। यह बहुत जरूरी है। यह कोई रास्ता आसान नहीं है। समें बहुत बाधा आएंगे। हम सोचते है कि केवल एक अभियान की शुरूआत में यह सब सफल हो जायेगा। मैं नहीं इस बात को मानता। इसमें योगदान सभी को देना होगा।
श्री सिब्बल ने योग्य शिक्षकों की आवश्यकता पर जोर देते हुए कहा कि विद्यार्थियों को अच्छी शिक्षा देने के लिए हमारा लक्ष्य है कि तीस विद्यार्थियों पर एक शिक्षक हो।
शिक्षा का असली मकसद है अच्छा नागरिक बनना। और जो हमारे अध्यापक हैं अध्यापिकाएं हैं उनका बहुत अहम रोल है और बहुत अहम भूमिका है। उनको वह निभानी है। जो हमारा लक्ष्य है कि अच्छा नागरिक बनना। क्योंकि अगर अच्छा नागरिक बनेगा तो भेदभाव खत्म होगा। जो तनाव समाज में है वो खत्म होगा और हम भाईचारे के साथ अपने लोकतंत्र को आगे बढ़ा सकेंगे।
लड़कियों की शिक्षा पर जोर देते हुए लोकसभा अध्यक्ष मीरा कुमार ने स्कूलों में लड़कियों को प्रवेश दिलाने के लिए लोगों में जागरूकता लाने को कहा।
यह अभियान आज शिक्षा दिवस पर चलाया गया। यह दिवस जाने माने स्वतंत्रता सेनानी और देश के पहले शिक्षामंत्री मौलाना अबुल कलाम आजाद के जन्मदिवस पर मनाया जाता है। हरियाणा के मुख्यमंत्री भूपेन्द्र सिंह हुड्डा भी इस समारोह में शामिल थे।

बारहवी पंचवर्षीय योजना में शिक्षा का बजट काफी बढ़ाया जायेगा। नई दिल्ली में उच्च शिक्षा पर एक गोष्ठी को संबोधित करते हुए योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने कहा कि सरकार का लक्ष्य है कि अगले दस वर्षों में स्कूलों में दाखिले का अनुपात तीस प्रतिशत से दुगुना हो जाए। श्री आहलूवालिया ने कहा कि सरकार शिक्षा को अधिक व्यापक बनाना चाहती है और उसकी गुणवत्ता में भी सुधार लाना चाहती है। उन्होंने कहा कि समाज के सबसे अधिक वंचित वर्गों को भी शिक्षा का लाभ पहुंचाने के हरसंभव प्रयास किये जा रहे हैं।-----
बिहार सरकार ने राज्य के दृष्टिहीन लोगों के लिये सूचना के अधिकार कानून की एक प्रति ब्रेल लिपि में उपलब्ध कराने का फैसला किया है। राज्य के सूचना आयोग के अनुसार सरकार की इस पहल से दृष्टिहीनों को इस कानून और इससे जुड़े नियमों को समझने में मदद मिलेगी। आयोग दृष्टिहीन लोगों के बीच इस कानून के बारे में जागरूकता लाने और उन्हें इसके उपयोग के अवसर दिलाने के उद्देश्य से ब्रेल लिपि में इस कानून की प्रतियां वितरित करेगा।सूचना आयोग ने यह भी फैसला किया है कि वह ब्रेल लिपि में दिये गए आवेदन स्वीकार करेगा। हमारे पटना संवाददाता ने खबर दी है कि बिहार में दस लाख दृष्टिहीन लोग हैं लेंकिन पिछले पांच वर्षों में उनमें से किसी ने भी सूचना के अधिकार से संबंधित कोई आवेदन नहीं किया है।

झारखंड के लातेहार जिले में इस महीने की आठ तारीख की रात में एक स्कूल की इमारत में नक्सलियों ने पुलिस पर हमला किया। जवाबी गोलीबारी में तीन नक्सली मारे गए और तीन गंभीर रूप से घायल हो गए। तीन पुलिसकर्मी भी घायल हुए हैं। पुलिस और सुरक्षाबलों को आज इस घटना का पता चला जब उन्होंने लातेहार जिले के सरयू इलाके में नक्सलियों की तलाश में प्रहार नाम का अभियान शुरू किया। अब तक आठ बम, लंबे तार तथा कुछ अन्य आपत्तिजनक सामग्री बरामद हुई है। लातेहार के पुलिस अधीक्षक डी० बी० शर्मा ने हमारे संवाददाता को बताया कि इस अभियान से इलाके में नक्सलियों को सहायता देने वालों के बारे में बहुमूल्य जानकारी भी मिली है।गृहमंत्री पी चिदम्बरम के रांची यात्रा के तुरंत बाद राज्य की सुरक्षा मशनरी नक्सल विरोधी अभियान को लेकर हरकत में आई है। पर झारखंड पुलिस ने नक्सल विरोधी अभियान के लिए केंद्रीय मदद का पूरा इस्तेमाल अब तक नहीं किया है। सत्तर करोड़ रूपये का मात्र बाईस करोड़ ही इस्तेमाल पिछले चार वर्षों में किया जा सका है। जबकि यह पैसे नक्सल विरोधी मुहिम के आधारभूत ढांचे जैसे अग्रिम इलाकों में बैरक व अन्य निर्माण पर खर्च किये जाने हैं। उम्मीद की जानी चाहिए कि अब राज्य पुलिस इसमें तेजी से सुधार ला सकेगी। आकाशवाणी समाचार के लिए ांची से राजेश सिन्हा।

कोलकाता के नेशनल मेडिकल कॉलेज के जूनियर डॉक्टर अपने लिए पर्याप्त सुरक्षा न होने के विरोध में हड़ताल पर हैं। मरीजों के इलाज में कथित लापरवाही का आरोप लगा रहे मरीजों के संबंधियों के अभद्र व्यवहार के विरोध में उन्होंने हड़ताल शुरू की है। सीनियर डॉक्टर तथा राज्य के अन्य चिकित्सा अधिकारी हड़ताल समाप्त कराने के लिए जूनियर डॉक्टरों के साथ बातचीत कर रहे हैं। हमारे संवाददाता ने बताया है कि नेशनल मेडिकल कॉलेज में भर्ती के लिए आ रहे नये मरीजों को वापस भेजा जा रहा है।----
उत्तरप्रदेश में गोरखपुर के बी आर डी मेडिकल कॉलेज अस्पताल के हड़ताली जूनियर डॉक्टरों ने कल रात से अपनी ड्यूटी फिर शुरू कर दी। उन्होंने एक मरीज की इलाज के दौरान मृत्यु से उत्तेजित रिश्तेदारों के र्दुव्यवहार के बाद मंगलवार से हड़ताल शुरू की थी। हमारे संवाददाता ने बताया है कि जूनियर डॉक्टरों ने मेडिकल कॉलेज प्रशासन द्वारा उन्हें अतिरिक्त सुरक्षा तथा अस्पताल में अन्य सुविधाएं मुहैया कराने के आश्वासन के बाद हड़ताल समाप्त की।बीआरडी मेडिकल कॉलेज अस्पताल में स्टॉफ की कमी के कारण अक्सर ही मरीजों के परिजनों और स्टाफ के बीच विवाद होता रहा है। अस्पताल में भीड़ बढने और सुरक्षा की कमी के कारण इसमें और वृद्धि हो गई है। दरअसल अस्पताल में क्षमता से अधिक मरीज भर्ती होते हैं क्योंकि आसपास के इलाके में कोई बड़ा अस्पताल नहीं है। दूसरी ओर एन्सेफलाइटेस के मरीजों का यह प्रमुख केंद्र भी है। अस्पताल प्रशासन ने डॉक्टरों की बेहतर सुविधा और सुरक्षा का आश्वासन दिया है। इस बीच एन्सेफलाइटेस के कारण दो और मरीजों की इस अस्पताल में मौत हो गई है। जिसके कारण -अनुपात से इस साल मरने वालों की संख्या बढकर ५३७ हो गई है। जबकि १५३ मरीज अब भी अस्पताल में ईलाज के लिए भर्ती है। सलमान हैदर, आकाशवाणी समाचार, गोरखपुर।

बिहार में गया जिले में एन्सेफ्लाइटिस से मरने वालों की संख्या ८० हो गई है। हमारे पटना संवाददाता ने खबर दी है कि राज्य में इस बीमारी से मरने वालों की यह अब तक की सबसे बड़ी संख्या है। वर्ष २००६ में ४६ लोगों की मौत हुई थी। अस्पतालों में मरीजों का आना जारी है। अनुग्रह नारायण मेडिकल कॉलेज अस्पताल के अधीक्षक ने आकाशवाणी को बताया कि कुल तीन सौ ६६ मरीजों को अस्पताल में भर्ती कराया गया था। इनमें से ८० मरीजों की मृत्यु हो गई और दो सौ २६ को उपचार के बाद छुट्टी दे दी गई। बाकी मरीजों का इलाज चल रहा है।-----
खाद्य पदार्थों की मुद्रास्फीति की दर २९ अक्तूबर को समाप्त सप्ताह के दौरान मामूली की गिरावट के साथ ११ दशमलव आठ-एक प्रतिशत रही। इससे पहले के हफ्ते में यह १२ दशमलव दो-एक प्रतिशत थी। जबकि पिछले वर्ष इसी अवधि में यह दर १२ दशमलव छः-आठ प्रतिशत थी। आज जारी सरकारी आंकड़ों के अनुसार सब्जियों के दाम वार्षिक आधार पर २६ दशमलव शून्य-पांच प्रतिशत बढ़े। दालें १३ दशमलव दो-सात प्रतिशत, फल ११ दशमलव सात-शून्य प्रतिशत और दूध ११ दशमलव सात-नौ प्रतिशत महंगा हुआ। अंडे, मांस और मछली के दामों में पिछले वर्ष की इसी अवधि के मुकाबले १२ दशमलव सात-चार प्रतिशत और मोटे अनाज के दामों में चार-दशमलव शून्य सात प्रतिशत की वृद्धि हुई, लेकिन प्याज १९ दशमलव तीन एक प्रतिशत सस्ता हुआ। गेहूँ के दाम भी एक दशमलव सात-सात प्रतिशत कम हुए।प्रमुख वस्तुओं की कुल मिलाकर मुद्रास्फीति ११ दशमलव चार-तीन प्रतिशत रही जो इससे पहले के हफ्ते में १२ दशमलव शून्य-आठ प्रतिशत थी।

सरकार ने कहा है कि अगले महीने तक मुद्रास्फीति में कमी आयेगी। नई दिल्ली में आज पत्रकारों से बातचीत में योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलूवालिया ने कहा कि सरकार के इस दिशा में किए गए प्रयासों के नतीजे सामने आने लगे हैं और अगले महीने के अंत तक कीमतों में कमी होने की उम्मीद है। श्री आहलूवालिया ने कहा कि मुद्रास्फीति में कमी होने के बाद भारतीय रिजर्व बैंक ब्याज दरों में फेरबदल कर सकता है। उन्होंने अर्थव्यवस्था की मंदी पर चिंता व्यक्त की और कहा कि इस वित्त वर्ष में वृद्धि दर ७ दशमलव ६ प्रतिशत से ८ प्रतिशत के बीच रहने की संभावना है। उन्होंने वैश्विक आर्थिक मंदी को इसके लिए जिम्मेदार ठहराया।-------
इस वर्ष सितम्बर के महीने में औद्योगिक वृद्धि दर एक दशमलव नौ प्रतिशत रही जबकि पिछले वर्ष इसी महीने यह छह दशमलव एक प्रतिशत थी। सांख्यिकी तथा कार्यक्रम कार्यान्वयन मंत्रालय द्वारा जारी सरकारी आंकड़ों के अनुसार यह गिरावट बिजली की मशीनों तथा उपकरणों के क्षेत्र के खराब प्रदर्शन के कारण आई। पूंजीगत सामान की वृद्धि दर में सात प्रतिशत और उपभोक्ता वस्तुओं की वृद्धि दर में एक दशमलव तीन प्रतिशत गिरावट दर्ज हुई। सितम्बर महीने में विनिर्माण क्षेत्र के बाइस उद्योग समूहों में से पन्द्रह की वृद्धि दर पिछले वर्ष से बेहतर रही। सबसे अच्छा प्रदर्शन रेडियो, टीवी तथा संचार उपकरणों से संबंधित उद्योग समूह का रहा, जिसमें सबसे अधिक २५ प्रतिशत वृद्धि दर रही। इस वर्ष सितम्बर महीने में औद्योगिक उत्पादन का सामान्य सूचकांक १६३ दशमलव २ रहा जबकि पिछले वर्ष यह १६० दशमलव ३ था।------
बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स में करीब १९५ अंक की गिरावट रही। अब से कुछ देर पहले यह १७८ अंक की गिरावट के साथ १७ हजार १८३ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ५२ अंक गिरकर ५ हजार १६८पर आ गया ।अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज बीस पैसे कमजोर हुआ। एक डॉलर की कीमत ५० रूपये ३७ पैसे बोली गई।

A Delhi Court today began the trial in the 2G spectrum case in which former Telecom Minister A Raja, DMK MP Kanimozhi, corporate honchos and telecom firms are among the accused. The Special CBI Judge O P Saini started recording the statement of Anand Subramaniam, Assistant Vice President of Reliance Capital Ltd, as a prosecution witness. The court also dismissed a plea by former Telecom Minister A Raja that he would not cross-examine prosecution witnesses unless the CBI probe is over in 2G spectrum case. Raja had made the plea minutes before Special Judge O P Saini commenced the formal trial. The court has also summoned for today two other prosecution witnesses, Group President of Reliance A N Sethuraman and Chief Regulatory Officer of Etisalat DB Telecom Pvt Ltd Vinod Kumar Budhiraja. The CBI, in its first list, had submitted names of 28 persons to be examined as prosecution witnesses before the court in the month of November. The court, after framing charges against 17 accused, including three telecom firms, had slated the trial to begin from today.

In Kerala, a Fast Track Court in Thrissur today awarded death penalty to Govindachamy in connection with the sensational Sowmya murder case. Sowmya was pushed out of the ladies compartment of a running passenger train by Govindachamy who raped her near Vallathol Nagar Railway station in Thrissur district on February 1. She had succumbed to her injuries later at the hospital. The Fast Track Court judge Ravindra Babu also imposed a fine of one lakh rupees on Govindachamy, who hails from Tamil Nadu. The Court termed the accused as a habitual offender and a threat to women in society.

The CBI today filed a status report on the Bhanwari Devi case in the Rajathan High Court at Jodhpur. The CBI that filed the report in a sealed envelope also requested the court to provide a Deputy Inspector General rank Police officer to assist it in searching for Bhanwari Devi, missing since 1st September, this year. Advising the CBI to approach the court for this requisition, the the judges said that if the government does not take any action in this regard then it can interfere. The court gave this direction while hearing the habeas corpus petition filed by husband of Bhanwari Devi, Amarchand. The next hearing into the matter will be on 14th of this month. Earlier, the CBI questioned former State Water Resource Minister Mahipal Maderna yesterday for 7 hours. Maderna is an accused in the case.

The Supreme Court today sought the Gujarat government's response on suspended IPS officer Sanjiv Bhatt's plea for quashing a criminal case lodged against him for allegedly hacking the state's Additional Advocate General Tushar Mehta's e-mail account. Bhatt, has sought quashing of the First Information Report in the case against him, refuting all the allegations levelled in it and asserting that the state was harassing him. A bench of justices Aftab Alam and Ranjana Prakash Desai issued notice to the Gujarat government on Bhatt's plea, seeking its response by the next date of hearing. Bhatt also made an alternative plea for the transfer of the case to the CBI for an independent probe into it. The state police had filed an FIR against Bhatt on August 5 on a complaint by Mehta alleging that Bhatt had hacked his e-mail account and had passed on the information to others. The Gujarat Police had later transferred the case to the Cyber Cell of its Crime Branch.

The Supreme Court today asked the Centre to file within two weeks a comprehensive report on the number of Pakistani nationals languishing in various Indian jails without trial. A bench headed by Justice R M Lodha also asked the government to explain as to why four women among the jailed Pakistanis should not be repatriated without any delay. The court was hearing a plea by J&K National Panthers' Party Chief Bhim Singh seeking its directions to the Centre to release around 300 Pakistani nationals, lodged in different jails of the country. The bench adjourned the matter for two weeks after hearing arguments from various sides.

Government today launched its ambitious Shiksha ka Haq Campaign. The country-wide campaign aims at creating awareness among people about the Right to Education and their entitlement to free and compulsory education. It was launched by Human Resource Development Minister Kapil Sibal and Lok Sabha Speaker Meira Kumar at Nuh in the Mewat district of Haryana. Nuh has one of the lowest education performance parameters in the country. Prime Minister Dr Manmohan Singh's message was read out at the function. In his message the Prime Minister appealed to the students to study hard for achieving success in life. Mr Sibal said that the government is committed to implement the Right to Education Act effectively throughout the country. Launching the campaign, Mr. Sibal said that the campaign will help a great deal in achieving desired objectives including every child's Right to Education:-
"Every body will have to contribute in the 'Right to Education' campaign launched by us in Nuh - Mewat. Teachers, children, members of Panchayats, state governments, Union government and specially school management committees have a significant role to play in this campaign."
Stressing the need for qualified teachers, Mr Sibal said that the aim is to maintain a teacher student ratio of 1: 30 to ensure qulaity education to students. Emphasising on the need for female education, Lok sabha Meira Kumar called for spreading awareness about enrolling more girl children in schools. The Campaign was launched to mark the birth anniversary of Maulana Abul Kalam Azad which is also celebrated as National Education Day. Haryana Chief Minister Bhupinder Singh Hooda, was also present on the occasion.

The budget for the Education sector will get a substantial boost in the 12th Five year plan. This was revealed by the Deputy Chairman of Planning Commission Montek Singh Ahluwalia while addressing a seminar on Higher Education in New Delhi today. He said that government aims to double the gross enrollment ratio in schools to 30 percent in the next ten years. Mr. Ahluwalia said that expansion and improving the quality of education is the prime focus of the government. He added that all possible measures are being taken to make the education accessible to the most marginalised sections of the society.

The Vice President, Dr. Hamid Ansari has said that more and more research-based educational institutions are needed to solve backwardness in education sector. He also said that efforts are being made at the national level in this regard. NEWS FROM "SAARC SUMMIT":
The 17th SAARC Summit will conclude in the Addu City of Maldives today. The closing ceremony of the event will take place late in the afternoon. A joint Declaration is expected at the end of the Summit. On the concluding day today, four important Agreements are to be finalized. These include two agreements on regional standards, one agreement to establish a rapid response mechanism to deal with natural disasters, and an agreement to establish a SAARC Seed Bank. Earlier, the Prime Minister, Dr. Manmohan Singh has called upon the SAARC leaders to work in unison to offset the impact of the present global economic crisis. Addressing the SAARC Summit in Maldives, Dr. Singh said, imaginative and innovative ways have to be created to maintain the tempo of growth. Strengthening of trade relations and connectivity amongst the member states remained the central theme of the summit. On the side lines of the Summit, Dr. Singh had a series of bilateral meetings with the heads of States of the SAARC member states. Today the Prime Minister had bilateral talks with Nepalese Prime Minister Babu Ram Bhattarai. The Indo Pak bilateral talks however, remained the focus, where the two leaders agreed that they will take the process of dialogue which began at Thimpu even further, which so far have been productive and result-yielding. "Notwithstanding the stumbling blocks on the bilateral front, the need to enhance regional cooperation further in all fields, particularly trade and investment is engaging the minds of Heads of government at the ongoing SAARC summit. The SAARC leaders have proceeded for retreat before the conclusion of the Summit. After the concluding session of the SAARC today, Prime Minister will fly to Male for a bilateral visit to Maldives. This is the first visit of an Indian Prime Minister to Male for bilateral talks in the last nine years. He is also scheduled to address the Peoples’ Majlis, the Parliament of Maldives on tomorrow.

India refuted Pakistan Interior Minister Rehman Malik's claim that there was no proof against Jamaat-ud-Dawa Chief Hafeez Saeed to prosecute him in the 26/11 attacks case. Responding to the queries of the media at Addu in Maldives, Foreign Secretary Ranjan Mathai said that extensive documentation on Hafeez Saeed and those under trial have been given to Pakistan, where there is enough evidence for Pakistan to take up the case against those accused. He said that the fact that he publicly agreed for Kasab, one of the accused in the 26/11 case to be sent to the gallows, indicates that he agrees with the dossiers provided by India against him.
"Terrorism is a threat to India, it is now threat to Pakistan also but acts of terrorism have the capability of being a spoiler in our relationship of setting back any kind of progress that we could make in our dialogue and therefore Pakistan needs to address this in all earnest. "
In reply to a query, Mr. Mathai asserted that expressing same concerns for the Samjhauta Express blast and the 26/11 Mumbai attacks perpetrators by Mr. Malik will in no way dilute India’s stand over cross border terrorism since both incidents took place within India. Earlier, Rehman Malik in an interaction with the Indian media at the Addu City had said that Kasab should be sent to the gallows and that Pakistan should not suffer for the act of a non state actor.

Union Defence Minister A K Antony today said the final decision on Armed Forces Special Powers Act, AFSPA will be taken by the Unified Command Headquarters in Jammu and Kashmir. Talking to reporters in New Delhi, he said, Cabinet Committee on Security, CCS last year decided to leave it to the Unified Command to take a decision on partial withdrawal of AFSPA in Jammu and Kashmir.

In Jharkhand, three naxals were killed and three others severely injured in Latehar district on the night of 8th of this month when the police returned fire after they were attacked in a school building. This was discovered by the police and security forces today as they launched a search operation- named "Prahar" against the naxals in Saryu areas in Latehar district. Speaking to our Correspondent, Superiendent of Police of Latehar D. B Sharma said that the operation has also yielded other valuable information on the support base of the naxals in the area. Industrial growth has slumped to 1.9 per cent in September from 6.1 per cent in the corresponding month last year. According to the official data released by the Ministry of Statistics and Programme Implementation, the decline was due to the poor performance of Electrical machinery and apparatus which registered a negative growth of nearly 28 percent. Capital goods registered a growth of minus seven percent while consumer non durables registered a negative growth of 1.3 percent in the same time period. In terms of industries, fifteen out of the twenty two industry groups in the manufacturing sector have shown positive growth in September this year compared to corresponding period last year. The industry group Radio, TV and communication equipment and apparatus has shown the highest growth of 25 percent. The general index of industrial production in September this year stood at 163.2 as against 160.3 last year.

Food inflation declined marginally to 11.81 per cent in the week ended October 29. Food inflation, as measured by the Wholesale Price Index (WPI), stood at 12.21 per cent in the previous week ended October 22. The rate of price rise of food items stood at 12.68 per cent in the corresponding week of the previous year. As per data released by the government today, vegetables became 26.05 per cent costlier on a year-on-year basis during the week ended October 29. Pulses grew costlier by 13.27 per cent, fruits by 11.70 per cent and milk by 11.79 per cent. Eggs, meat and fish also became 12.74 per cent more expensive on an annual basis, while cereal prices were up 4.07 per cent. However, onions became 19.31 per cent cheaper. Wheat prices were also down 1.77 per cent year-on-year during the week under review. Inflation in the overall primary articles category stood at 11.43 per cent, compared to 12.08 per cent in the previous week.

Government today said that inflation will moderate by end of next month. Talking to reporters in New Delhi, Deputy Chairman of Planning Commission Montek Singh Ahluwalia said that efforts put in by government are showing results and inflation is expected to tip down by the year end. Mr. Ahluwalia added that Reserve Bank of India can moderate interest rates after the drop in inflation. He however expressed concern over the slow down in the growth of the economy. The Deputy Chairman of Planning Commission said that Indian economy is likely to register a growth of 7.6 to 8 percent in this fiscal. He attributed the slow growth to the ongoing global economic crisis.

Later, the Sensex remained weak, and stood 200 points, or 1.2 percent in negative territory, at 17,162 in afternoon deals, a short while ago. Other Asian markets in Japan, Hong Kong, China, South Korea, Indonesia, Singapore and Taiwan rose between 0.1 percent and 2.8 percent, today, after debt-laden, Italy was able to fund itself at a bond auction. Wall Street's Dow Jones Industrial Average had gained 0.9 percent, overnight, on positive economic data, and encouraging news from the euro zone.

The rupee lost by 20 paise to 50.37 rupees against the dollar in early trade today on persistent dollar demand from banks and importers, though the American currency weakens in global markets. The rupee resumed lower at 50.35 rupees per dollar on the Interbank Foreign Exchange, against its previous close of 50.17 rupees per dollar and moved down further to 50.37 rupees per dollar.

Crude oil prices headed down in Asian trade today as traders took profits from a heady overnight rally sparked by a slew of positive economic data from the US, Europe and China. The Government today emphasized the need to constitute monitoring committees for reviewing the performance reports of the 20 point programme. Addressing the 20-point programme review meeting in New Delhi with secretaries of States and Union Territories, the Minister for Statistics and Programme Implementation Mr. Srikant Kumar Jena expressed concern over delayed performance reports from some states and union territories. He appealed to all state Nodal Departments to have proper coordination with the implementing agencies for timely submission of the report.
"I would like to request the states to focus attention on proper implementation of the programmes and schemes covered under the PPP so that the performance of these schemes is better and desired benefits accrue to the targeted beneficiaries. "
He pointed out that the programme achieved many milestones leading to the socio-economic to development specifically for weaker sections of society.

In Uttar Pradesh, the services in the BRD Medical College Hospital in Gorakhpur have resumed after Junior Doctors of the hospital called off their strike last night. They had gone on strike on Tuesday after agitated relatives of a patient, who had died during treatment, clashed with the medicos. Our correspondent reports:-
"There is acute shortage of staff that creates anger among the wards of the patients. The clashes between attendants of patients and hospital staff have become frequent. The BRD Medical College Hospital takes patients more than its capacity as there is no big hospital in the region. १७वां सार्क शिखर सम्मेलन आज मालदीव के अद्दु शहर में सदस्य देशों के बीच बेहतर समझदारी और मैत्री तथा आपसी लाभ और व्यापक सहयोग बढ़ाने के संकल्प के साथ सम्पन्न हो गया। इसके घोषणापत्र में सार्क देशों के बीच आर्थिक सहयोग का मुद्दा प्रमुखता से छाया रहा। आज चार समझौतें पर भी हस्ताक्षर किए गए। ये समझौते क्षेत्रीय मानकों, प्राकृतिक आपदाओं से निपटने के लिए त्वरित व्यवस्था करने और सार्क सीड बैंक की स्थापना से संबंधित है। मालदीव के राष्ट्रपति मोहम्मद नशीद ने समापन समारोह की अध्यक्षता की।समापन समारोह में पाकिस्तान, अफगानिस्तान, बंगलादेश, भूटान, भारत, नेपाल , श्रीलंका और मालदीव के सार्क नेताओं ने सर्वसम्मति से अद्दू घोषणापत्र को मंजूर किया। घोषणापत्र में सेतु बनाने पर जोर दिया गया। यह भी फैसला किया गया कि अगला शिखर सम्मेलन नेपाल में होगा।
समापन समारोह के दौरान चार समझौतो पर सात सदस्य देशों के विदेशमंत्रियों ने हस्ताक्षर किये। दो समझौते क्षेत्रीय मानकों से जुड़े है, जबकि एक प्राकृतिक आपदाओं से तेजी से निपटने की व्यवस्थाओं पर है और एक समझौता सार्क सीड बैंक कायम करने से जुड़ा है। आडू घोषणा में सापता के प्रभावी प्रभावी रूप से लागू किये जाने की बात भी कही गई है तथा सेंसिटिव लिस्ट की सुचियों में कमी, तथा सार्क बाधाओं को शीघ्र समाधान पर काम करने के निर्देश भी दिये गये हैं। प्रधानमंत्री मनमोहन ंिसह आडूसिटी से मालद्वीव की राजधानी माले में यहां के राष्ट्रपति मोहम्मद नशीद के साथ द्विपक्षीय वार्ता के लिए रवाना हो चुके हैं। कल प्रधानमंत्री पोलदीप के संसद पीपल्स मस्लि+ज+ को भी संबोधित करेंगे।

टू-जी स्पेक्ट्रम आवंटन मामले का मुकदमा आज दिल्ली की एक अदालत में शुरू हुआ। मामले में पूर्व दूरसंचार मंत्री ए राजा, डी.एम.के सांसद कणिमोई कॉरपोरेट जगत के कई दिग्गज और दूरसंचार कंपनियों के बड़े अधिकारी आरोपी हैं। सी बी आई के विशेष न्यायाधीश ओ पी सैनी ने अभियोजन पक्ष के गवाह के रूप में रिलांयस कैपिटल लिमिटेड के सहायक उपाध्यक्ष आनंद सुब्रमण्यम का बयान लेना शुरू किया। अदालत ने पूर्व दूरसंचार मंत्री ए.राजा के इस अनुरोध को भी खारिज कर दिया कि वे अभियोजन पक्ष के गवाहों से तब तक जि+रह नहीं करेंगे जब तक टू जी स्पैक्ट्रम मामले में सी बी आई की जांच पूरी नहीं हो जाती। सीबीआई ने अपनी पहली सूची में २८ लोगों के नाम सौंपे हैं, जिनके बयान नवंबर महीने में अदालत के सामने अभियोजन पक्ष के रूप में दर्ज किए जाएंगे।----
सरकार उपभोक्ताओं के हितों की रक्षा और रियल एस्टेट क्षेत्र के नियमित विकास को प्रोत्साहित करने के लिए संसद के शीतकालीन सत्ता में रियल एस्टेट विनिमयन प्राधिकरण और विकास विधेयक पेश करेगी। आवास और शहरी गरीबी उन्मूलन मंत्री कुमारी शैलजा ने आज नई दिल्ली में बताया कि विधेयक का मसौदा शीघ्र ही मंत्रिमंडल की मंजूरी के लिए भेजा जाएगा।रियल एस्टेट विधेयक की विशेषताओं की जानकारी देते हुए कुमारी शैलजा ने कहा कि विधेयक लाने का मुख्य उद्देश्य सौदों में पारदर्शिता लाना है।
वास्तव में केन्द्र सरकार को ऐसा विधेयक पारित करना है। इस विधेयक के आने से रियल स्टेट क्षेत्र में होने वाले लेनदेन, यानि सौदों का खुलासा होगा और पारदर्शिता आयेगी। इस विधेयक से रियल स्टेट क्षेत्र में तरक्की आयेगी और नियामक विकास को भी बढ़ावा मिलेगा।
कुमारी शैलजा ने दो अन्य महत्वपूर्ण विधेयकों के मसौदे के बारे में भी जानकारी दी। ये हैं- स्लम में रहने वालों के लिए आदर्श संपत्ति अधिकार-२०११ विधेयक और रेहड़ी लगाने वालों की समस्याओं को निपटाने के लिए एक केन्द्रीय कानून से संबंधित विधेयक।
कुमारी शैलजा ने बताया कि उनका मंत्रालय रेहड़ी लगाने वालों की समस्याओं के समाधान के लिए एक कारगर और व्यावहारिक कानून तैयार कर रहा है।

हरियाणा में आज मेवात जिले के नूह कस्बे में लोकसभा अध्यक्ष मीरा कुमार, मानव संसाधन विकास मंत्री कपिल सिब्बल और हरियाणा के मुख्यमंत्री भूपिन्दर सिंह हुड्डा ने महत्वाकांक्षी शिक्षा का हक अभियान शुरू किया। ये अभियान भारत के प्रथम शिक्षा मंत्री मौलाना अबुल कलाम आजाद की जयंती पर शुरू किया गया। इस दिन को राष्ट्रीय शिक्षा दिवस के रूप में भी मनाया जाता है।मेवात मॉडल स्कूल में लोगों को सम्बोधित करते हुए लोकसभा अध्यक्ष मीरा कुमार ने कहा कि अभियान का लक्ष्य लोगों में शिक्षा के महत्व के प्रति जागरूकता बढ़ाना है। उन्होंने कहा कि निःशुल्क और अनिवार्य शिक्षा का संदेश हर घर में पहुंचना चाहिए ताकि कोई भी बच्चा शिक्षा प्राप्त करने से वंचित न रहे।
शिक्षा के अधिकार अधिनियम के तहत तीन वर्ष का समय है जिसके दौरान ऐसे स्कूल स्थापित किये जायेंगे, जिनकी न केवल अच्छी और सस्ती इमारतें होंगी, बल्कि उनमें शिक्षित शिक्षक पर्याप्त संख्या में होंगे तथा ऐसा वातावरण होगा जिसमें बच्चों को किसी प्रकार के भेदभाव का डर, तनाव या परेशानी नहीं होगी।
इससे पहले मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि शिक्षक, बच्चे, पंचायतें, राज्य सरकार, केन्द्र सरकार और स्कूलों की प्रबंध समितियों को इस अभियान को सफल बनाने में अपना योगदान देना चाहिए।
मैं समझता हूं कि अगर बच्चों के भविष्य को अहमियत देना है तो ये शिक्षा का हक हर बच्चे को हिन्दुस्तान में मिलना चाहिए। यह बहुत जरूरी है। यह कोई रास्ता आसान नहीं है। इसमें बहुत बाधा आएंगे। हम सोचते है कि केवल एक अभियान की शुरूआत में यह सब सफल हो जायेगा। मैं नहीं इस बात को मानता। इसमें योगदान सभी को देना होगा।

रेल मंत्रालय ने २६ नई रेलगाड़ियां शुरू करने की घोषणा की है। ये रेलगाड़ियां एक हते के अन्दर चलना शुरू कर देंगी। रेलमंत्री दिनेश त्रिवेदी ने आज नई दिल्ली में बताया कि आठ वर्तमान रेलगाड़ियों की दूरी का विस्तार किया जायेगा और पांच गाड़ियों के फेरे बढाए जायेंगे। नई रेलगाड़ियां हैं - पुणे-सिकन्दराबाद शताब्दी एक्सपे्रस, बीकानेर-दिल्ली-सरायरोहिल्ला एक्सपे्रस, गुवाहाटी-दीमापुर एक्सपे्रस, इन्दौर-कोटा इंटरसिटी एक्सपे्रस। ये नई रेलगाड़ियां रोजाना चलेंगी। द्वारका-तूतीकोरिन विवेक एक्सपे्रस, गोरखपुर-जसवंतपुर एक्सपे्रस और कुछ अन्य गाड़ियां हतें में एक बार चलेंगी। रेलमंत्री ने बताया रेल बजट पेश करते समय १३२ नई रेलगाड़ियों की घोषणा की गई थी। इनमें से ४२ पहले ही चलाई गई हैं।इस बीच, तत्काल योजना का दुरूपयोग रोकने के लिए रेल मंत्रालय ने कुछ उपाय किए हैं। इनके तहत अब तत्काल बुकिंग योजना के तहत टिकटों की बुकिंग केवल चौबीस घंटे पहले से शुरू की जायेगी। अब तक तत्काल बुकिंग ४८ घंटे पहले शुरू हो जाती थी। तत्काल योजना के तहत टिकटों का रिफंड नहीं होगा और डुप्लीकेट टिकट भी जारी नहीं किए जायेंगे।

इस वर्ष सितम्बर के महीने में औद्योगिक वृद्धि दर एक दशमलव नौ प्रतिशत रही जबकि पिछले वर्ष इसी महीने यह छह दशमलव एक प्रतिशत थी। सांख्यिकी तथा कार्यक्रम क्रियान्वयन मंत्रालय द्वारा जारी सरकारी आंकड़ों के अनुसार यह गिरावट बिजली की मशीनों तथा उपकरणों के उत्पादन में कमी के कारण आई। पूंजीगत सामान की वृद्धि दर में सात प्रतिशत और उपभोक्ता वस्तुओं की वृद्धि दर में एक दशमलव तीन प्रतिशत गिरावट दर्ज हुई। सितम्बर महीने में विनिर्माण क्षेत्र के बाइस उद्योग समूहों में से पन्द्रह की वृद्धि दर पिछले वर्ष से बेहतर रही।----

खाद्य मुद्रास्फीति की दर २९ अक्तूबर को समाप्त सप्ताह के दौरान मामूली की गिरावट के साथ ११ दशमलव आठ-एक प्रतिशत रही। इससे पहले के हते में यह १२ दशमलव दो-एक प्रतिशत थी। जबकि पिछले वर्ष इसी अवधि में यह दर १२ दशमलव छः-आठ प्रतिशत थी। आज जारी सरकारी आंकड़ों में यह जानकारी दी गई है।----

केन्द्रीय खेल मंत्रालय ने पूर्व क्रिकेट कोच देशप्रेम आजाद के इलाज के लिए करीब चार लाख रुपए मंजूर किए हैं। खेल मंत्री अजय माकन ने नई दिल्ली में आज एक बयान में कहा कि श्री आजाद की आर्थिक स्थिति अच्छी न होने के कारण खिलाड़ियों के लिए राष्ट्रीय कल्याण कोष योजना के तहत यह राशि मंजूर की गई है।----

सीबीआई ने आज जोधपुर में राजस्थान उच्च न्यायालय में भंवरी देवी मामले की स्थिति रिपोर्ट दायर की। सीबीआई ने अदालत से अनुरोध किया कि वे भंवरी देवी का पता लगाने में सहयोग के लिए डी.आई.जी. रैंक के पुलिस अधिकारी की सेवाएं उपलब्ध कराएं। मामले की अगली सुनवाई १४ नवम्बर को होगी।----
केरल में त्रिशूर की फास्ट ट्रैक अदालत ने सनसनीखेज सौम्या हत्या मामले के अभियुक्त गोविन्दचामी को मृत्युदण्ड की सजा सुनाई है। त्रिशूर जिले के वल्लाथोल नगर रेलवे स्टेशन के पास पहली फरवरी को इस महिला के साथ दुराचार के बाद उसे चलती रेलगाड़ी से धक्का दे दिया गया था। बाद में इलाज के दौरान उसकी अस्पताल में मृत्यु हो गई थी।----

The 17th SAARC summit today concluded in Addu city of the Maldives with the resolve for creating better understanding and promoting amity and mutually beneficial and comprehensive cooperation in order to promote effective linkages and connectivity for greater movement of people, enhanced investment and trade in the region. The Maldivian President Mohd Nasheed presided over the closing ceremony. The SAARC leaders of Pakistan, Afghanistan, Bangladesh, Bhutan, India, Nepal, Sri Lanka and the Maldives unanimously adopted the ADDU declaration at the closing ceremony, which focused on the theme of “building bridges”. "The ADDU declaration was adopted unanimously by the SAARC leaders . Four Agreements relate to Rapid Response to Natural Disasters, the SAARC Seed Bank Agreement, greement on Multilateral Arrangement on Recognition of Conformity Assessment and the Agreement on Implementation of Regional Standards was signed today by the foreign ministers of the SAARC member states. Most importantly , the Addu Declaration directed to make efforts for the effective implemention of SAFTA and the work on reduction in Sensitive Lists as well as early resolution of non-tariff barriers. After the turquoise waters of the Indian ocean in the south of equator in Maldives, it was decided to hold the next SAARC summit in the aegis of the mighty mountains of the Himalayas in Nepal. The meeting recognized the importance of the full implementation of SAFTA as a measure towards the creation of an enabling economic environment in the region. A Delhi Court today began the trial in the 2G spectrum case in which former Telecom Minister A Raja, DMK MP Kanimozhi, corporate honchos and telecom firms are among the high-profile accused. The Special CBI Judge O P Saini started recording the statement of Anand Subramaniam, Assistant Vice President of Reliance Capital Ltd, as a prosecution witness. The CBI, in its first list, had submitted the names of 28 persons to be examined as prosecution witnesses before the court in the month of November. The court, after framing charges against 17 accused, including three telecom firms, had slated the trial to begin from today.

The Government will introduce the Real Estate Regulatory Authority and Development Bill in the coming winter session of Parliament to protect the right of consumers and to encourage regulated growth of the real estate sector. Talking to media persons in New Delhi today, The Housing and Urban Poverty Alleviation Minister Ms. Selja said, the draft Bill will be sent to the Cabinet for its approval soon. Elaborating the salient features of the Real Estate Bill, the Minister said, it seeks to establish a regulatory oversight mechanism to enforce disclosure, fair practice and accountability norms in the real estate sector.
"The central government can actually pass such a legislation. It will ensure transparency, disclosure on part of the real estate sector. It will also encourage regulated growth and development of this sector."

Ms. Selja also informed about two other important draft bills. These are Draft Model Property Rights to Slum Dwellers Act 2011 and a Bill to seek Central legislation to address the problems of Street Vendors. She said her Ministry has proposed the strenghening of its Slum redevelopment strategy by working towards slum free cities. Draft Model Property Rights to Slum Dwellers Act is aimed at assigning property rights to Slum dwellers under the Rajiv Awas Yojana.

In Kerala, a Fast Track Court in Thrissur today awarded the death penalty to Govindachamy in connection with the sensational Sowmya murder case. Sowmya was pushed out of the ladies compartment of a running passenger train by Govindachamy who raped her near Vallathol Nagar Railway station in Thrissur district on February 1. She had succumbed to her injuries later at the hospital. The Fast Track Court judge also imposed a fine of one lakh rupees on Govindachamy, who hails from Tamil Nadu.

The CBI today filed a status report on the Bhanwari Devi case in the Rajasthan High Court at Jodhpur. The report was filed in a sealed envelope. The CBI also requested the Court to provide a DIG rank Police officer to assist it in searching Bhanwari Devi, missing since 1st September, this year. The Court gave this direction while hearing the habeas corpus petition filed by the husband of Bhanwari Devi, Amarchand. The next hearing in the matter will be on the 14th of this month. Meanwhile, the CBI continued questioning former State Water Resources Minister Mahipal Maderna on the second day today. The investigating agency also called his wife Leela Maderna. In another development, CBI started questioning Congress MLA, Malkhan Singh Vishnoi in this case.

In Haryana, the ambitious social campaign known as “Shiksha Ka Haq Abhiyan” (Right to Education campaign) was launched by Lok Sabha Speaker Mrs Meira Kumar, Union Human Resources Development, HRD Minister Kapil Sibal and Haryana Chief Minister Bhupinder Singh Hooda at Nuh in Mewat district today. The campaign was launched on the birth anniversary of India’s first Education Minister Maulana Abul Kalam Azad, which is also observed as National Education Day. Addressing a gathering at Mewat Model School, Lok Sabha speaker Meira Kumar said that the campaign aims at generating awareness among the masses about the importance of education.
"I hope that we are generating awareness and creating an environment where every citizen will accept the challenge of sending children to School for compulsory education upto 8th standard."
Earlier, the Union Human Resources Development Minister Kapil Sibbal said
that only passing an Act in the Parliament was not enough and the message should reach every child that it is his or her right to receive free and compulsory education upto the eighth standard.
"Every body will have to contribute in the 'Right to Education' campaign launched by us in Nuh - Mewat. Teachers, children, members of Panchayats, state governments, Union government and specially school management committees have a significant role to play in this campaign."

The Ministry of Railways is introducing 26 new trains. They will be operational within a week. Briefing reporters in New Delhi today, Railway Minister Dinesh Trivedi also annouced extension of 8 existing trains and increase in frequency of 5 more trains with immediate effect. The new trains include Pune-Secunderabad Shatabdi Express, Guwahati-Dimapur Express, Indore-Kota Intercity Express, Bikaner-Delhi Sarai Rohilla Express,which will run daily. Dwarka-Tuticorin Vivek Express, Gorakhpur- Yesvantpur Express and others will run weekly. He said, keeping in view the substantial growth in passenger traffic, Railways will also run special trains during the festive and peak seasons. Meanwhile, the Railways have taken measures to prevent misuse of the Tatkal scheme. The new scheme provides for booking Tatkal tickets before 24 hours instead of 48 hours at present. There will be no provision of refund and duplicate Tatkal tickets will also not be issued.

Industrial growth has slumped to 1.9 per cent in September from 6.1 per cent in the corresponding month last year. According to the official data released by the Ministry of Statistics and Programme Implementation, the decline was due to the poor performance of Electrical machinery and apparatus which registered a negative growth of nearly 28 percent. Capital goods registered a growth of minus seven percent while consumer non durables registered a negative growth of 1.3 percent in the same period. The industry group Radio, TV and communication equipment and apparatus has shown the highest growth of 25 percent.

Food inflation declined marginally to 11.81 per cent in the week ended October 29. Food inflation, as measured by the Wholesale Price Index, stood at 12.21 per cent in the previous week ended October 22. The rate of price rise of food items stood at 12.68 per cent in the corresponding week of the previous year. As per data released by the government today. Inflation in the overall primary articles category stood at 11.43 per cent, compared to 12.08 per cent in the previous week.

The government has increased interest rates on deposit schemes offered by post offices, like savings account, Monthly Income Scheme and Public Provident Fund in a bid to boost small savings. An official release said that post office savings accounts will fetch 4 per cent interest instead of existing 3.5 per cent. The Monthly Income Scheme and the Public Provident Fund will earn an interest of 8.2 per cent and 8.6 per cent.
