तमिलनाडु और पुद्दुचेरी में भीषण समुद्री तूफान थाने से ३३ लोगों की मौत हो गई है। कल तमिलानाडु और पुद्दुचेरी के तटीय इलाकों में आये इस तूफान से बड़े पैमाने पर नुकसान हुआ और आम जनजीवन अस्त-व्यस्त हो गया। कड्डलूर जिले में इस तूफान का सबसे अधिक असर पड़ा जहां २१ लोगों की मौत हो गई। पुद्दुचेरी में सात लोग मारे गए और चेन्नई में एक व्यक्ति की मृत्यु हुई है। वर्षा से जुड़ी घटनाओं में विल्लुपुरम और तिरूवल्लूर में दो-दो व्यक्ति मारे गए हैं। तेज बारिश और तूफानी हवाओं से सैंकड़ों पेड़ उखड़ गए और बिजली के खम्भे गिर गए, जिससे तमिलनाडु और पुद्दुचेरी के कई इलाकों में बिजली की गुल रही । तमिलनाडु की मुख्यंमत्री जे. जयललिता ने राज्य में तत्काल राहत कार्य के लिए एक अरब पचास करोड़ रुपये जारी किए हैं।
पेड़ों के गिरने के कारण सड़क मार्ग अवरूद्ध हो जाने से पुद्दुचेरी का तमिलनाडु के पड़ोसी जिलों से सम्पर्क टूट गया। तूफान से रेल और हवाई यातायात भी बाधित हुआ है। खराब मौसम के कारण चेन्नई से पश्चिम एशिया और मलेशिया सहित अन्य स्थानों को जाने वाली कई अंतर्राष्ट्रीय उड़ाने रद्द कर दी गई। दक्षिण रेलवे ने आंशिक रूप से कुछ गाड़िया रद्द कर दी और चेन्नई तथा दक्षिणी जिलों के बीच अधिकतर  रेलगाड़ियो के समय में परिवर्तन किया गया है।

सरकार लोकपाल और लोकायुक्त विधेयक पर संसद के बजट सत्र में राज्यसभा में फिर चर्चा करायेगी। संवाददाताओं से बातचीत में गृहमंत्री पी चिदम्बरम ने कहा कि विधेयक अब भी सुरक्षित है और सरकार अन्य दलों से इसके बारे में बातचीत करेगी।

''भारतीय जनता पार्टी, जिसने लोकपाल विधेयक का लोकसभा में विरोध किया, उसकी मंशा इसे राज्यसभा में पास कराने की नहीं थी। इसलिए विपक्ष की और से कुल मिलाकर १८७ संशोधन प्रस्ताव रखे गए। इनमें से बहुत से संशोधन तो विरोधाभाषी थे। इतने सारे संशोधनों पर विचार करने और फैसला करने के बारे में इतने कम समय में सोचा भी नहीं जा सकता था।''
सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि सरकार विधेयक के बारे में गलतफहमियों को दूर करने के लिए सहयोगी दलों से बातचीत करेगी।
राज्यसभा में लोकपाल विधेयक के पारित होने में देरी के लिए कांग्रेस और विपक्षी दल एक दूसरे पर दोषारोपण कर रहे हैं। कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी का कहना है कि भारतीय जनता पार्टी के अवसरवादी आचरण और अड़ंगेबाजी के कारण सदन में लोकपाल विधेयक पारित नहीं हो सका।

''कांग्रेस पार्टी भ्रस्ता करती है, कठोर शब्दों में निंदा करती है, बीजेपी और उनके एलाईव द्वारा जो बाधापूर्ण जो विलम्ब से भरा जो नकारात्मक रूख अपनाया गया है, जो सस्ती राजनीति के फायदे के उद्देश्य से रूख अपनाया गया है और अवसरवादिता के आधार पर जो रूख अपनाया गया है कि किसी प्रकार से लोकपाल बिल राज्यसभा में इस सत्र में नहीं पारित हो।''
दूसरी ओर विपक्ष के अरूण जेटली ने कहा कि सरकार के रवैये के कारण देश को मजबूत लोकपाल विधेयक नहीं मिल सका।

मार्क्सवादी कम्युनिस्ट पार्टी ने राज्यसभा में विधेयक पास न होने के लिए सरकार को जिम्मेदार ठहराया है।
कांगे्रस महासचिव राहुल गांधी ने संसद में लोकपाल के मुद्दे पर यूपीए के रूख का समर्थन किया है।

उत्तर प्रदेश की मुख्यमंत्री मायावती ने चार और मंत्रियों को बर्खास्त कर दिया है। हमारे लखनऊ संवाददाता का कहना है कि इन मंत्रियों को सत्ता के दुरूपयोग करने के सिलसिले में हटाया गया है।

रक्षा मंत्रालय ने सेनाध्यक्ष जनरल वी के सिंह की उस कानूनी शिकायत को खारिज कर दिया है जिसमें कहा गया था कि उनकी जन्म तिथि दस मई १९५१ मानी जाए। रक्षा मंत्रालय ने जनरल वी के सिंह को बता दिया है कि उन्हे्रं अगले साल ३१ मई को ही सेवानिवृत्त होना होगा। सरकार  ने २१ जुलाई को जारी एक आदेश में कहा था कि वह जनरल सिंह की जन्मतिथि १० मई १९५० मानेगी जिसके कारण उनके कार्यकाल में दस महीने की कमी होनी थी। इसके बाद जनरल सिंह ने रक्षा मंत्री ए के एंटनी के पास कानूनी शिकायत दायर की थी। सूत्रों ने बताया कि जनरल सिंह की जन्मतिथि पर मंत्रालय के फैसले की जानकारी उन्हें कल दे दी गई।

भारतीय नौसेना में पहली बार परमाणु हमला करने में सक्षम पनडुब्बी शामिल की गई हैं। इससे नौ सेना की मारक क्षमता में वृद्धि हुई है। रूस ने दस साल की लीज+ पर यह पनडुब्बी नेरपा भारत को सौंपी है। इसकी कीमत नौ अरब बीस करोड़ अमरीकी डॉलर है। इस बारे में प्रधानमंत्री डाक्टर मनमोहन सिंह की इस महीने हुई रूस यात्रा के दौरान समझौता हुआ था।
यह पनडुब्बी कई महीनों तक पानी में रह सकती है। इसका नाम आई एन एस चक्र होगा। भारतीय नौ सेना का एक दल जनवरी के अंत तक आकुला-द्वितीय श्रेणी की इस पनडुब्बी को स्वदेश लाएगा।
नेरपा के नौ सेना बेड़े में शामिल होने से भारत विश्व में परमाणु पनडुब्बी के संचालन वाला छठा देश हो जाएगा।

दिल्ली मैट्रो रेल कारपोरेशन-डीएमआरसी के प्रमुख ई श्रीधरन आज सेवानिवृत्त हो रहे हैं। वे डीएमआरसी के नए प्रमुख मंगू सिंह को कार्यभार सौंपेंगे। ७९ वर्षीय श्रीधरन १९९५ में डीएमआरसी में आए थे। अपने १६ साल के सफल कार्यकाल में उन्होंने राजधानी को बहुत कम समय में आधुनिक परिवहन प्रणाली दी।

समूचा उत्तर भारत शीतलहर की चपेट में है। ज्यादातर जगहों पर न्यूनतम तापमान में गिरावट दर्ज की गई। कोहरे के कारण में हवाई यातायात पर असर पड़ा है। दिल्ली में अभी ठंड से राहत मिलने की कोई उम्मीद नहीं है। राजस्थान में भी कड़ाके की ठंड पड़ रही है। यहां सबसे ठंडा स्थान चुरू रहा। पंजाब में अमृतसर में तापमान सबसे कम रहा। वहां तापमान शून्य से दो दशमलव एक डिग्री सेल्सियस नीचे रिकॉर्ड किया गया। कश्मीर घाटी, हिमाचल प्रदेश और उत्तराखंड में भी बेहद ठंडी हवाएं चल रही हैं।

इन्द्रप्रस्थ गैस लिमिटेड ने राष्ट्रीय राजधानी क्षेत्र में सीएनजी के दाम में एक रुपये पचहत्तर पैसे प्रति किलोग्राम की बढ़ोतरी कर दी है। बढ़े दाम कल आधी रात से लागू हो गए हैं और अब दिल्ली में सीएनजी की कीमत ३३ रुपये ७५ पैसे प्रति किलोग्राम हो गई है ।
नोएडा, ग्रेटर नोएडा और गाजियाबाद में सीएनजी के दाम दो रुपये प्रति किलोग्राम बढ़ा दिए गए हैं।

अधिकतर अखबारों ने सरकार के इस बयान को पहली खबर बनाया है कि लोकपाल विधेयक अब बजट सत्र में पेश किया जाएगा। अमर उजाला का कहना है कि लोकपाल पर तीखी हुई सियासी जंग। हिंदुस्तान का शीर्षक है सभी दलों ने चलाया आरोपों का तीर लेकिन खुद को पाक-साफ बताया।
मुख्य निर्वाचन आयुक्त एस वाई कुरैशी का यह बयान कि अपराधियों के चुनाव लड़ने पर रोक के प्रस्ताव को और सख्त बनाया जाएगा को अधिकांश अखबारों ने प्रकाशित किया है। नवभारत टाइम्स की सुर्खी है-चुनाव से साल भर पहले अगर एफ आई आर तो चुनाव लड़ने पर रोक।

The severe cyclone Thane has claimed 33 lives in Tamil Nadu and Puducherry. The cyclone which hit Tamil Nadu and Puducherry coasts yesterday left a trail of destruction and threw life out of gear. Cuddalore district, which bore the maximum brunt of the cyclone, accounted for 21 deaths. While seven people died in Puducherry one person lost his life in Chennai. Two persons each died in Villupuram and Tiruvallur in rain related incidents. Torrential rain and high velocity winds uprooted hundreds of trees and knocked electric poles, snapping power supply in several areas of Tamil Nadu and Puducherry. Tamil Nadu Chief Minister Ms. J. Jayalalitha has released 150 crore rupees for immediate relief work in the State. 
Puducherry was cut off from the neighbouring districts of Tamil Nadu with uprooted trees blocking the roads.
Cyclone also disrupted rail and air services. Flights to international destinations including West Asia and Malaysia from Chennai were cancelled following inclement weather. Southern Railway partially cancelled and rescheduled most of the trains between Chennai and southern districts. Our correspondent has filed this report:

Puducherry had a total blackout for the second night with the entire power supply down and out. On new year eve, the Union Territory is badly to keep up the floor with the festive spirit no way to seen. Damage to infrastructural  facilities is much more than what was cost by the Tsunami in 2004. It would be Herculean task for the authority to restore power supply in the next couple of day. There is total disruption of water supply and there seems to be a shortage of milk. Transport services are slowly getting back on track with share auto seen on road this morning. Home Minister P Chidambaram has said that the Lok pal and Lokayukta bill will be taken up in the Budget session of parliament. He was talking to reporters after a meeting of the Group of Ministers on Media, in New Delhi yesterday. He said that the government will talk to parties and the Bill is still safe, not defeated in the Rajya Sabha. Mr. Chidambaram charged that the BJP was not sincere and wanted to block the passage of the Lokpal Bill, and hence so many amendments were moved by it, He added that the bill would see the light of the day during the budget session.

”We succeeded in passing the bill in Lok Sabha they hit upon new device and new strategy by moving 187 amendments and entering to understand some parties to face three amendments from the government, and then they expect the government should sit late and pass the bill as simply not on this will go into the budget session and we will see that the bill is passed in Rajya Sabha."
Responding to the opposition by the Trinamool Congress, to the Lok Pal Bill he conceded that there are differences among UPA allies. 
Meanwhile the ruling Congress and the opposition continued  trading charges on the delay in the passage of Lokpal bill in the Rajya Sabha. Briefing reporters in New Delhi, Congress spokesman Abhishek Manu Singhvi said that the government had adopted several amendments at the last stage to get the bill passed in the Lok Sabha. 

"Even if they were present the premeditated Volta face of the BJP which had supported in writing the constitutional  status and then changed their view could not allow if to be passed that is in real point."
Leader of opposition in Rajya Sabha Arun Jaitley said that the opposition benches were united on three principle amendments but the government was not willing to listen to them.

”They have prevented the nation from getting a strong Lokpal bill. These managers and fixers when the going is good they at their best, but yesterday even they failed. They create disturbance in order to bail themselves out."

Uttar Pradesh Chief Minister Mayawati yesterday sacked four more ministers for their alleged misuse of power and ignoring public issues and development works in their constituencies. They are Forest and Wildlife Minister Fateh Bahadur Singh, Minister of State for Technical Education Sadal Prasad, Minister of State for Minority Welfare Hajj Anees Ansari and Minister of State for Muslim Wakf Shahzil Islam Ansari. Our correspondent reports that the sacked ministers have also been denied party ticket to contest forthcoming assembly elections in the state.

"Of the four sacked by the chief minister, the Lokayukta had indicted Anees Ahemad alias Phul Babu many months ago for misusing his MLA local area development fund, while he is probing complaints of corruption against Fateh Bahdur Singh and Sadal Prasad. Mayawati has sacked ten Ministers since the announcement of the Assembly elections while five others have been resigned after indictment by the Lokayukta. All of them have also been denied renomination for next Assembly elections by the ruling BSP. All sacked Ministers are facing several charges of corruption, land grabbing and involvement in criminal activities. Sunil Shukla, AIR News Lucknow."

The government has floated a proposal to bar from elections candidates facing charge sheet for heinous offences one year before elections. This was disclosed by Chief Election Commissioner S Y Quraishi in New Delhi yesterday. He said, the government has modified the Election Commission's  proposal which had suggested to debar a candidate from election if a charge sheet for heinous offences is filed against him at least six months prior to the polls.

Indraprastha Gas Limited has increased the price of Compressed Natural Gas, CNG  by one rupee and 75 paise per Kilogram in the national capital. The revised price came into effect from midnight last night. It is now 33.75 rupees per kg in Delhi.
The CNG prices have also gone up in Noida, Greater Noida and Ghaziabad by 2 rupee per kg. It is now 37.90 rupees per kg in these areas.

The Defence Ministry has rejected Army Chief General V K Singh's statutory complaint to consider May 10, 1951 as his date of birth and conveyed to him that he will have to retire on 31st of May next year. Gen. Singh had filed the statutory complaint with Defence Minister A K Antony after the government on July 21 issued an order saying that it will consider May 10, 1950 as his date of birth, which would have denied him another ten months in office. Sources said, the Ministry's decision on the issue of his date of birth was conveyed to the Army Chief yesterday.

In a major boost to the Indian navy's fire-power, India gets its first nuclear attack submarine. Russia has handed over the much-awaited nuclear-powered attack submarine Nerpa to India on a 10-year lease at a cost of 920 million US Dollars. The signing ceremony happened at the Bolshoi Kamen ship building facility in the Primorye region in Russia where the Nerpa is now based. The submarine, capable of remaining underwater for months, will be unchristened as 'INS Chakra’. According to Defence sources in New Delhi, an Indian crew will sail the Akula II class craft to its home base at the end of January.
Our correspondent reports, with this, India will be the sixth operator of nuclear submarines in the world. The nuclear submarine had recently finished sea trials.

In Pakistan, at least nine people have been killed and 21 others injured by a car bomb in Baluchistan province. Police say, the bomb went off outside a house in Quetta used by the family of former provincial minister Naseer Mengal.  So far, there has been no word as to whether Mengal or any members of his family are among the victims. There was no immediate claim of responsibility.

Most papers have headlined similar sentiments after the Lokpal Bill was laid to rest. The opposition and the UPA now blame each other for the Rajya Sabha fiasco. The Asian Age appropriately states "War of the blames begins".
The devastation caused by Cyclone Thane has also been frontlined by almost all newspapers. The Tribune on its front page has shown photographs of a merchant vessel that has run aground on Marina Beach due to gutsy winds trigged by "Thane".

पुद्दुचेरी और तमिलनाडु में चक्रवाती तूफान थाने से प्रभावित क्षेत्रों में राहत कार्य जारी हैं। तूफान से अब तक ३३ जानें जा चुकी हैं। पुद्दुचेरी में पेयजल तथा बिजली आपूर्ति बहाल करने के लिए राज्य सरकार ने अनेक कदम उठाये हैं। उम्मीद है कि आज शाम तक शहर के कुछ हिस्सों में बिजली बहाल कर दी जाएगी। पुद्दुचेरी की मुख्य सचिव सुश्री सत्यवती ने कहा कि  सरकार बिजली संकट से पूरी तरह अवगत है। न्यवेली ताप बिजली घर से बिजली न मिलने और राष्ट्रीय बिजली ग्रिड से बिजली पहुंचाने वाली नौ किलोमीटर लंबी रामनाथपुरम लाइन टूटने से संकट पैदा हुआ है।
पेयजल आपूर्ति में बाधा के बारे में उन्होंने कहा कि सभी पंपिंग स्टेशनों को डीजल पंप सेट उपलब्ध करा दिये गये हैं। बीस हजार से अधिक लोगों को १६ सुरक्षित केन्द्रों में पहुंचा दिया गया है और डेढ़ लाख लोगों को खाद्य सामग्री के पैकेट उपलब्ध करा दिये गये हैं।

तमिलनाडु में सरकार ने चक्रवात प्रभावित क्षेत्रों में राहत और बचाव कार्य तेज कर दिए हैं। मुख्यमंत्री जे+ जयललिता ने इसके लिए १५० करोड़ रुपये मंजूर किये हैं। उन्होंने अपने मंत्रिमंडल के चार सहयोगियों को प्रभावित क्षेत्रों में राहत कार्य की निगरानी का निर्देश दिया है। चेन्नई नगर निगम के अधिकारियों ने तटवर्तीय क्षेत्र में रह रहे दो हजार से अधिक लोगों को सुरक्षित स्थानों पर पहुंचा दिया है।

निर्वाचन आयोग आगामी राज्य विधानसभा चुनावों में धनबल और बाहुबल के इस्तेमाल पर कड़ी नज+र रखेगा। देहरादून में मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने बताया कि स्वतंत्र और निष्पक्ष चुनाव कराने के लिए पूरी व्यवस्था की जाएगी। चुनाव में शराब बांटने सहित अन्य प्रलोभन वाली गतिविधियों पर पर्यवेक्षकों की कड़ी नज+र रहेगी। हमारे संवाददाता के अनुसार राजनीतिक दलों की शिकायतें दूर करने के लिए एक विशेष सैल बनाया गया है।

मुख्य चुनाव आयुक्त ने देहरादून में अपने दो अन्य सहयोगी आयुक्तों के साथ चुनावी तैयारियों की समीक्षा की। राज्य के शीर्ष पुलिस प्रशासनिक अधिकारियों के साथ ही उन्होंने जिला निर्वाचन अधिकारियों व जिला पुलिस प्रमुखों के साथ बैठक की और चुनावी तैयारियों का जायजा लिया। उन्होंने राज्यपाल श्रीमती मारगेट अल्वा से मुलाकात की। पत्रकारों से बातचीत में उन्होंने बताया कि उम्मीदवारों के खर्चे पर नजर रखने के लिए पर्यवेक्षकों की टीम बनायी गई है। ये टीमें चुनावों के दौरान धन बल के साथ ही शराब के जरिये मतदाताओं को प्रभावित करने से रोकने के लिए काम करेगी, सभी जिला मुख्यालयों में नियंत्रण कक्ष भी बनाये जा रहे है, जहां चौबीसों घंटे शिकायत और सुझाव दर्ज कराये जा सकते है। राघवेश पांडे, आकाशवाणी समाचार, देहरादून।

रकार सार्वजनिक वितरण प्रणाली के कम्प्यूटरीकरण पर लगभग ४० अरब रूपये खर्च करेगी। खाद्य और सार्वजनिक वितरण मंत्री के.वी. थॉमस ने कहा कि प्रस्तावित राष्ट्रीय खाद्य सुरक्षा विधेयक को कड़ाई से लागू करने के लिए सार्वजनिक वितरण प्रणाली को नया रूप देना आवश्यक है। उन्होंने यह भी बताया कि इस प्रणाली के कम्प्यूटरीकरण के लिए राष्ट्रीय सूचना विज्ञान केंद्र एक नोडल एजेंसी के रूप में काम करेगा। श्री थॉमस ने बताया कि सरकार शिकायतों को निपटाने की तीन चरणों वाली व्यवस्था कायम करेगी और खाद्य सामग्री के वितरण पर नजर रखने के लिए पंचायत स्तर पर सतर्कता समितियां बनाई जाएंगी।

उपराष्ट्रपति मोहम्मद हामिद अंसारी ने पत्रकारों से कहा है कि वे इलेक्ट्रोनिक मीडिया में अकसर आने वाली सनसनी खेज खबरों से दूर रहें। हैदराबाद में कल विश्व उर्दू संपादक सम्मेलन में श्री अंसारी ने कहा कि पत्रकारिता और जनसंपर्क जैसे संबद्ध क्षेत्रों के बीच की सीमा रेखा मिटती जा रही है। उन्होंने कहा कि इस संबंध में कार्यपद्धतियों को विकसित करने की चुनौती सामने है और प्रामाणिक समाचारों तथा गंभीर विश्लेषण की प्रवृति को बनाए रखना चाहिए। उपराष्ट्रपति ने इस बात पर चिंता व्यक्त की कि जनसंख्या वृद्धि के बावजूद उर्दू भाषी लोगों की संख्या कम होती जा रही है।

भारतीय नौसेना में पहली बार परमाणु हमला करने में सक्षम पनडुब्बी शामिल की गई हैं। इससे नौ सेना की मारक क्षमता में वृद्धि हुई है। रूस ने दस साल की लीज+ पर यह पनडुब्बी नेरपा भारत को सौंपी है। इसकी कीमत नौ अरब बीस करोड़ अमरीकी डॉलर है। इस बारे में प्रधानमंत्री मनमोहन सिंह की इस महीने रूस यात्रा के दौरान समझौता हुआ था। यह पनडुब्बी कई  महीनों तक पानी में रह सकती है। इसका नाम आई एन एस चक्र होगा।

पाकिस्तान ने संघर्ष विराम का एक बार फिर उल्लंघन किया है। जम्मू कश्मीर के सांबा जिले में अंतर्राष्ट्रीय सीमा के निकट  पाकिस्तानी सैनिकों ने सीमा सुरक्षा बल के जवानों पर गोली चलाई, जिसमें एक जवान घायल हो गया। सांबा जिले के खोवारा में अंतर्राष्ट्रीय सीमा पर गश्त कर रहे सीमा सुरक्षा बल के जवानों पर कल रात फायरिंग हुई। घायल हुए जवान का नाम राकेश कुमार है जो पंजाब के गुरदासपुर का रहने वाला है। उसे जम्मू के सरकारी मेडिकल कॉलेज अस्पताल में भर्ती कराया गया है। उसकी हालत चिंताजनक बताई जाती है। हमारे संवाददाता ने बताया है कि पाकिस्तान सेना ने इस महीने चौथी बार संघर्ष विराम का उल्लंघन किया है।

२२ दिसम्बर को पाकिस्तानी सेना ने सीमावर्ती जिला पुंछ के नंगी टेकरी-कृष्णा घाटी इलाके में आतंकियों को भारतीय क्षेत्र में घुसपैठ कराने के लिए भारतीय अग्रिम चौकियों पर जबर्दस्त गोलाबारी की थी। १४ दिसम्बर को भी पुंछ जिले के भीमम्बरगली सेक्टर में ४ से ५ आतंकवादियों के ग्रुप को पाकिस्तानी सेना ने घुसपैठ कराने का प्रयास किया था, मगर चौकस भारतीय जवानों ने पाकिस्तानी सेना के नापाक इरादों को विफल कर दिया था। ५ दिसम्बर को भी पाकिस्तानी सेना ने कृष्णा घाटी सेक्टर में भारतीय चौकियों पर अकारण गोलाबारी की थी। ४ दिसम्बर को कुपवाड़ा जिले में अग्रिम भारतीय चौकियों पर पाकिस्तानी सेना ने गोलाबारी की। पाकिस्तानी सेना भारतीय क्षेत्र में आतंकवादियों को धुसपैठ कराने की गर्ज से संघर्ष बंदी का उल्लंघन करती रहती है। आकाशवाणी समाचार के लिए जम्मू से आर.के.रैना।

राष्ट्रीय राजधानी दिल्ली में आज सुबह घने कोहरे के कारण रेल, सड़क और विमान यातायात बुरी तरह प्रभावित हुआ। हवाई अड्डे के अधिकारियों के अनुसार चौबीस उड़ानों में विलंब हुआ क्योंकि लगभग ५० मीटर से आगे कुछ दिखाई नहीं दे रहा था। धुंध के कारण २० से अधिक रेलगाड़ियां देरी से चल रही हैं। दिल्ली में रेलों के देरी से पहुंचने के कारण उनकी रवानगी में भी देरी हो रही है। रात में आंशिक तौर पर बादल छाये रहने का अनुमान हैं और शहर के कुछ भागों में हल्की बारिश भी हो सकती है। कल घने कोहरे की आशंका है।

उत्तर प्रदेश के अधिकांश इलाकों में पिछले २४ घंटों के दौरान न्यूनतम और अधिकतम तापमान में वृद्धि हुई है। मौसम विभाग के अनुसार पश्चिमी उत्तर प्रदेश के कुछ इलाकों में आज तड़के कोहरा छाया हुआ था, लेकिन राज्य में आमतौर पर मौसम साफ है और न्यूनतम तापमान चार से १० डिग्री सेल्सियस के बीच रहा। इससे रात के समय लोगों को कड़ी ठंड से कुछ राहत मिलेगी। राज्य में सड़क परिवहन सेवाएं अब सामान्य हो गई हैं, लेकिन कई रेलगाड़िया देरी से चल रही हैं।

गुरू गोविन्द सिंह की जयंती देशभर में धार्मिक श्रद्धा और उल्लास के साथ मनाई जा रही है।ं दसवें गुरू गोबिन्द सिंह जी का जन्म १६९९ में बिहार में पटना साहिब में हुआ था। पंजाब में सभी एतिहासिक गुरूद्वारों में गुरू गोबिन्द सिंह जी की जयंती पर ंसमारोह आयोजित किए गए हैं। मुख्य समारोह अमृतसर के स्वर्ण मंदिर में हो रहा है। बिहार में पटना साहिब में समारोह आयोजित किया जा रहा है।

प्रधानमंत्री मनमोहन सिंह आज शाम अमृतसर पहुंच रहे हैं। सरकारी सूत्रों के अनुसार वे कल तड़के स्वर्ण मंदिर और दुर्गियाना मंदिर जाएंगे। प्रधानमंत्री की प्रस्तावित यात्रा को देखते हुए सुरक्षा व्यवस्था मजबूत कर दी गई है।

असम के आठ जिलों में गर्भवती माताओं को आयरन सुक्रोस के इंजेक्शन दिए जा रहे हैं। सरकारी सूत्रों के हवाले से हमारे संवाददाता ने बताया है कि इस वर्ष अक्तूबर से अब तक पांच सौ महिलाओं को ये इंजेक्शन दिए गए हैं। ताज+ा आंकड़ों के अनुसार राज्य में एक लाख माताओं में से ३८१ की प्रसव के दौरान मृत्यु हो जाती है।

मातृ मृत्युदर के मामले में देशभर में सबसे ज्यादा गिरावट असम में दर्ज की गई। २००५-२००६ में प्रदेश में ये दर एक लाख के विपरीत चार सौ अस्सी थी, जबकि इस साल इस आकडे में तीन सौ इक्कायसी तक गिरावट आई। एनीमिया मातृ मृत्यु का प्रथम कारण माना जाता है। आधिकारिक सूत्रों के अनुसार १५ से ४९ आयु के भीतर ६९ विवाहित महिलायें एनीमिया के  शिकार है। आयरन सुक्रोस इजेक्शन दुनियाभर में एनीमिया के उपचार में प्रयोग किया जाता है। प्रदेश एनआरएचएम असम में मातृ मृत्युदर को कम करने के लिए यह अभियान शुरू किया है। ये इजेक्शन शिशु रोग विशेषज्ञ के सलाह से मेडीकल कॉलेज, एफआरयू और जिला अस्पताल में दिये जा रहे है। यह अभियान अगले साल तक पूरे प्रदेश में शुरू करने की उम्मीद है। मानस प्रतिम शर्मा, आकाशवाणी समाचार, गुवाहाटी।

नववर्ष की पूर्व संध्या पर कनाट प्लेस के दो मैटे स्टेशन सुरक्षा कारणों से आज रात आठ बजे से बंद कर दिये जायेंगे। दिल्ली मैटे के अनुसार राजीव चौक और बाराखंबा रोड स्टेशनों पर आज रात आठ बजे से यात्रियों के प्रवेश और बाहर निकलने पर प्रतिबंध लगा दिया गया है, हालांकि राजीव चौक स्टेशन पर यात्रियों के लिए मैटे की अदला बदली की सुविधा प्रभावित नहीं होगी। लाइन-३ और चार पर सभी मैटे रेल रात आठ बजे के बाद बाराखंबा रोड मेटे स्टेशन पर नहीं रूकेगी। अन्य लाइनों और स्टेशनों पर सेवायें सामान्य रहेंगी। एयरपोर्ट एक्सप्रेस मेट्रो सेवा रात भर चालू रहेगी। कनाट प्लेस में शाम सात बजे से वाहनों का प्रवेश बंद रहेगा।

सीरिया में अरब लीग प्रेक्षकों का दौरा पांचवे दिन भी जारी है। सीरिया के साथ अरब लीग के शांति समझौते की रिपोर्ट जनवरी के अंत में पेश किए जाने की आशा हैं, लेकिन इससे काफी पहले ही एक अंतरिम रिपोर्ट जारी हो सकती है। एक खबर में कहा गया है कि लोगों के बड़े प्रदर्शन को देखने के बाद अरब लीग के प्रेक्षक फिर अपने काम पर जुट जाएंगे। प्रदर्शनकारियों की संख्या कुछ हजार के बजाय में लाखों में बताई गई है।

अमरीका और संयुक्त अरब अमीरात ने खाड़ी देशों के लिए मिसाइल सुरक्षा प्रणाली की एक संधि पर हस्ताक्षर किये हैं। पेनटागन ने आज एक वक्तव्य में कहा है कि हथियार बनाने वाली कंपनी लॉकहीड मार्टिन को संयुक्त अरब अमीरात को दो अरब डॉलर लागत के मिसाइल साजो-सामान उपलब्ध कराने का अनुबंध दिया गया है। इसके अंतर्गत लॉकहीड संयुक्त अरब अमीरात को दो टर्मिनल हाई अल्टीट्यूड एरिया डिफेंस सिस्टम और संबंधित राडार, लॉन्चर और इन्टरसेप्टर उपलब्ध कराएगा। पश्चिम एशिया के अपने सहयोगी देशों की रक्षा प्रणाली को और बेहतर बनाने के ओबामा प्रशासन के प्रयासों के तहत ये संधि की गई है। इसका उद्देश्य इस क्षेत्र में ईरान के बढ़ते मिसाइल प्रभाव से निटपना है।

अबु धाबी में आज एटीपी विश्व टेनिस चैम्पियनशिप के फाइनल में विश्व के नंबर एक खिलाड़ी नोवाक जोकोविक का सामना डेविड फेरर से होगा। सर्बिया के जोकोविक ने पहले सेमीफाइनल में विश्व के पूर्व नंबर एक टेनिस खिलाड़ी रॉजर फेडरर को सीधे सेटों में ६-२, ६-१ से हराकर सब को चकित कर दिया। स्पेन के डेविड फेरर ने दूसरे सेमीफाइनल

Relief operations in cyclone affected areas in Puducherry and Tamil Nadu are in full swing. In Puducherry, efforts are being made to restore electricity to at least some parts of the city by this evening.  The Administration is working overtime to restore drinking water supply badly affected by the havoc caused by the cyclonic storm Thane.  Speaking to our Correspondent this morning, the Chief Secretary,  Ms. Satyavathi said, the Union Territory has not been getting any power from the Neyveli Thermal Power Station. 

Besides,  snapping of the nine-kilometre Ramanathapuram Power Line that draws power from the  National Power Grid has aggravated the situation.  She said, electricity department personnel are on the job to repair the snapped power line and hoped that some parts of the city may get electricity by this evening.  Ms. Satyavathi said,  all water pumping stations have been supplied with diesel sets to pump water into supply lines. She said, over 20 thousand people have been housed in the 16 cyclone centres and one and a half lakh people have been supplied with food packets. 

Ms. Satyavathi said, extensive damage has been caused in the coastal areas of Puducherry.   Officials are still surveying the affected areas to estimate the damages.  She said,  all huts along the coasts have been ripped apart and there were severe damages to even semi-permanent structures.  Referring to reports of shortage of diesel, the chief secretary said that there is enough stock of diesel and there is no cause for worry.  We have a report from our correspondent:

With Puducherry having a total break down in power supply, it is turning out to be a terrible New Year Eve.  The city known for its New Year Celebrations would be generally buzzing with activity with revelers thronging the beaches and hotels.  But this around, there is no sign of it, with the havoc caused by Thane.  Resorts and guest houses along the beaches have taken a hit and most of them have closed down. Celebrating New Year is the last thing in the minds of the people as the house went without power for the second day. Water supply is being restored. There has been slight improvement in the availibility of milk. Officials of the PWD work hard to clear giants trees uprooted lying in the interior roads. Bus services to near by towns have resumed. In Tamil Nadu, the Government stepped  up relief and rescue operation. Chief Minister J Jayalalithaa sanctioned a sum of  150 crore rupees towards immediate relief work including putting back in shape the infrastructure which was badly hit by the devastating cyclone.  She directed  four of her cabinet colleagues to visit affected districts to oversee relief work.

In Chennai, city corporation officials evacuated more than 2,000 people living along the shores to safer places. In Cuddalore half of the road transports is through with the help of Police and fire services personnel.

A five member high level delegation is lead by senior bureaucrat is camping in the district to oversee the relief work. The Power generation in the Neyveli Power station is also affected. The power generation is only 1000 MV instead of the full capacity of 2490 MV. According to sources it will take at least three days to restore power supply to the district.

The neighboring Villupuram district the road transport is restored in this morning. According to the district Collector, there is a shortage for goods like milk vegetables, but this will become normal by this evening .Nagapattinam district has come back to normal. But people staying in relief camps will go back to their places after the sea water drains Local ministers are camping in the affected districts to oversee the relief work.

Prime Minister Dr. Manmohan Singh is reaching Amritsar in the evening today. Official sources said that he would pay obeisance at the Golden Temple and Durgiana temple early tomorrow in the wee hours. Reports from Amritsar said that  security has been tightened in view of the proposed visit of the Prime Minister with more police force being requisitioned from neighbouring districts.

The Election Commission says that it will monitor closely the use of money and muscle power in the ensuing elections to State Assemblies.  Chief Election Commissioner S Y Quraishi told reporters in Dehradun yesterday that observers team will keep tab on the activities of candidates to see that voters are not lured with liquor.   A report from our correspondent:

During his visit to Dehradun, Dr. Quraishi accompanied by two other Commissioners reviewed the election preparations in the state. He held a series of meetings with senior officials entrusted with duty of conducting free and fair polls. He also called on the Governor of the state Smt. Margret Alva in Rajbhavan Yesterday.Briefing the media persons he said that a team of observer's will keep a tab on all activities of the candidates with particular emphasis on monitoring campaign expenditure. The team will also check the use of money power including luring the voters with liquor. The Government will spend about four thousand crore rupees for computerization of the Public Distribution system, PDS. This was stated by Food and Public Distribution Minister K V Thomas while talking to reporters today. He said that it is necessary to revamp the PDS to ensure strict implementation of the proposed National Food Security Bill. Mr. Thomas added that National Informatics Centre will work as a nodal agency for the automation of PDS. The Minister said that the government will establish a three-tier grievance redressal system and there will be panchayat-level vigilance committees to monitor the food distribution.

Mr. Thomas said that the major feature of the proposed bill is that the citizens will get legal entitlement for availing government subsidy. As per the proposed bill, all persons in the below poverty line (BPL) category will be entitled to 25 kg of rice and wheat at subsidized rate.

Mr. Thomas also said that in view of the wide spread complaints about the BPL list that is based on the 2001 census and poverty data, the upcoming bill will adopt fresh data being generated in the 2011 census.

In Jammu and Kashmir Pakistani troops violated the ceasefire yet again, and fired at a BSF patrol party on the International Border in Khowara in Samba district in Jammu division leaving a jawan injured yesterday. In the firing, a BSF jawan of Punjab was injured while the horse on which the  BSF Jawan was patrolling the border got killed due to volley of bullets. The BSF jawan was admitted in Government Medical College, Hospital, Jammu where his condition continues to be critical. Our correspondent reports that the a senior BSF officer  described it as a clear case of ceasefire violation  by Pakistani troops.

This is the fourth ceasefire violation by Pakistani troops along the LoC in Jammu and Kashmir this month. On December 22, Pakistani troops targeted Indian posts with over 700 rounds of small arms fire to give cover fire to a group of infiltrating militants along the LoC in Nangi Tikri-Krishna Gati area of Poonch district. On December 14, troops foiled an infiltration bid by a group of four to five militants along LoC in Tarkundi forest belt of Bhimbergali sector in Poonch district. Pakistanis troops resorted to small arms firing and rocket attacks on Indian Posts in Krishnagati sub-sector along LoC in Poonch district on December 5. The World Health Organisation has expressed deep concern about the way the recent research is being carried out into  the H5N1 virus, a form of Bird Flu which can be fatal, and transmits to humans. In a statement, the WHO said such works carried significant risks and must be tightly controlled. The US Government has asked the scientists not to publish full details of their discoveries.

The Government is vigorously pursuing with Norway the case of two Indian children being kept away from their parents  .  In a release issued in New Delhi, Ministry of External Affairs has said that Norwegian authorities should take into account the Indian social and cultural traditions before separating the children from parents. New Delhi has also emphasized that children should be allowed to return  to the country if parents decide  to do so. A Norwegian court had ordered to keep the children in foster care charging the parents  of  being negligent in their caring.

Vice President Mohammed Hamid Ansari has called upon journalists to stay away from sensationalism often displayed by the electronic media. Speaking at the World Urdu Editors Conference in Hyderabad yesterday, Mr. Ansari said that the demarcation between journalism and allied areas such as public relations was eroding. He said, the challenge is to develop methodologies of retaining the essence of these attributes and sustain the reputation for dependability of authentic news and sober analysis. He expressed concern at the decline in the percentage of Urdu speakers despite the overall increase in population.

The birth anniversary of Guru Gobind Singh  the 10th Guru of Sikhs, is being celebrated across the country today with religious fervour and gaiety.  In  Punjab, function have been organised in all the historical gurudwaras.  The main functions is being held  at Golden Temple Amritsar . Guru Gobind Singh was born on this day at Patna in Bihar in 1699. However the violence continues in Iraq, Syria, Yemen and other countries in the region as they try to reshape their destiny. It was the Year of Arab Spring in the region. People’s power came to the fore as one after another four long standing dictators in Tunisia, Egypt, Libya and Yemen were overthrown. In Egypt, President Hosni Mubarak is behind bars. In Tunisia, the President Ben Ali fled to Saudi Arabia. In Libya, Muammar Gaddafi was killed in the military operations assisted by NATO. In Yemen, President Saleh signed the deal to relinquish power. Iraq saw the departure of the last US Soldier on its soil after nine years of invasion. The Palestinians got a shot in arm with the full membership of UNESCO.

The Fatah and Hamas factions are trying to reunite. On the economic front, the OPEC nations agreed to maintain the oil output at 30 Million Barrels per day to tide over the slowdown in the global economy and the Eurozone crisis. However, the tensions in the gulf between US and Iran over the threats to close the vital oil supply route and Iran’s nuclear ambitions have raised concerns. The sectarian divide in Iraq has exposed the fragility of the ruling Shia Sunni and Kurd coalition. Violence continues in Syria and Yemen despite Arab Observers. In a major boost to the Indian navy's fire-power, India gets its first nuclear attack submarine. Russia has handed over the much-awaited nuclear-powered attack submarine Nerpa to India on a 10-year lease at a cost of 920 million US Dollars. The signing ceremony happened at the Bolshoi Kamen ship building facility in the Primorye region in Russia where the Nerpa is now based.

The submarine, capable of remaining underwater for months, will be rechristened as 'INS Chakra’. According to Defence sources in New Delhi, an Indian crew will sail the Akula II class craft to its home base at the end of January. Our correspondent reports, with this, India will be the sixth operator of nuclear submarines in the world. The nuclear submarine had recently finished sea trials.

In Assam, National Rural Health Mission has launched Iron Sucrose Injection programme in 8 districts to reduce Maternal Mortality Ratio. More from our correspondent.

Assam has the highest decline rate in the country in terms of maternal mortality. In 2005-2006, the state had recorded 480 MMR per lakh, whereas at present it stood at 381. Anemia is considered as one of the main cause of maternal death. Official reports said that around 69 percent married women aged 15 to 49 years found to have anemia. The Iron Sucrose injection is used across the world in treatment of iron deficiency anemia. State NRHM has initiated the programme to further bring down the mortality ratio. Opposition activists in Syria say security forces have opened fire to try to stop tens of thousands of protesters across the country from demonstrating in front of visiting Arab League observers. Activists say at least 35 people were killed in flash point cities like Hama, Deraa and Homs. Eye witnesses say, security forces clashed with tens of thousands of protesters in the suburbs of Damascus.

The United States and the United Arab Emirates have signed a deal for a missile defense system in the Persian Gulf nation. The Pentagon said in a statement today that U.S.-based defense contractor Lockheed Martin has been awarded a nearly two billion dollar contract to supply the UAE with equipment and support services. The deal calls for Lockheed to deliver two Terminal High Altitude Area Defense Systems, along with support equipment such as radar, launchers and interceptors. The missile system upgrade is part of the Obama administration's efforts to build up defenses of its allies in the Middle East to offset Iran's expanding ballistic missile arsenal.

Arab League Observers are continuing their mission to Syria for a 5th day. The Monitors are due to submit a report on the League's peace deal with Syria at the end of January but it suggests that they might issue an interim report much sooner.  A report says Arab League observers will get back to work after witnessing  a day of massive protest.  In terms of numbers, the demonstrators were in the  hundreds of thousands rather than tens. Activists said dozens were killed and many more were  injured  when Syrian security forces opened fire on the crowds.  But the Syrian Government says it  is facing a terrorist insurgency and says its army has also suffered losses.
