सरकार ने आर्थिक उदारीकरण के तहत एक महत्वपूर्ण फैसले में पात्र विदेशी निवेशकों को शेयर बाजार में प्रत्यक्ष निवेश की अनुमति देने का फैसला किया है। हमारे संवाददाता ने बताया है कि यह फैसला विदेशी निवेश आकर्षित करने और बाजार को अधिक स्थिर बनाने के लिये किया गया है।फिलहाल विदेशी व्यक्तिगत निवेशकों को स्थानीय शेयर बाजार में सीधे निवेश न कर म्युचुयल फंड के माध्यम से निवेश करने की अनुमति है। नये निर्देश के मुताबिक अब इस तरह की विदेशी निवेशक सेवी द्वारा मान्यता प्राप्त एजेंसी के माध्यम से डीमेट खाता खोलकर शेयर बाजार में सीधे निवेश कर सकते हैं। हाल के महीनों में घरेलू शेयर बाजार से विदेशी निवेशकों द्वारा बहुत सारा पैसा वापस ले लिया गया है। जिसकी वज+ह से अंतर्राष्ट्रीय बाजार में डॉलर के मुकाबले रुपये का मूल्य गिरकर पिछले महीने ५४ दशमलव तीन शून्य तक आ गया था। रुपये का मूल्य गिरने से कच्चे तेल का दाम बढ़ गया जिससे मुद्रा स्फीति को बढ़ावा मिला। इस महीने की १५ तारीख को नये निर्देश लागू हो जाने से रुपये की मजबूत होने की प्रबल संभावना है। आकाशवाणी समाचार मणिकांत ठाकुर।
पात्र विदेशी निवेशक कोई ऐसा व्यक्ति, संगठन या ऐसोसिएशन हो सकते हैं जो सरकार के वित्तीय मानकों का पालन करते हों। इसमें विदेशी संस्थागत निवेशक शामिल नहीं होंगे।

आंध्रप्रदेश में शनिवार को हुइ्र ज+हरीली शराब त्रासदी में मरने वालों की संख्या बढ़कर १६ हो गयी है। कृष्णा जिले के संयुक्त जिलाधिकारी ने बताया कि ७ लोगों की मौत शराब पीने के कुछ देर बाद ही हो गयी थी जबकि ९ लोग कल मारे गए। २४ लोगों का इलाज चल रहा है। सरकार ने प्रत्येक मृतक के परिजन को दो लाख रूपये देने की घोषणा की है। कृष्णा जिले के पोराटा नगर के बंजारा समुदाय के लगभग ५० लोगों ने ज+हरीली शराब पी थी।----
अमरीका ने पाकिस्तान को दी जाने वाली एक अरब दस करोड़ डालर की सैन्य सहायता के साठ प्रतिशत हिस्से पर रोक लगा दी है। यह कटौती छह सौ बा+सठ अरब डालर के रक्षा खर्च बिल के तहत की गई है। राष्ट्रपति बराक ओबामा ने संदिग्ध आतंकवादियों को हिरासत में रखने और उन पर मुकदमा चलाने के प्रावधानों के बारे में गंभीर आपत्तियों के बावजूद इस बिल पर हस्ताक्षर कर दिए हैं। इसके अंतर्गत पाकिस्तान उग्रवाद विरोधी निधि की श्रेणी में पाकिस्तान को सैन्य सहायता पर रोक लगाने का प्रावधान है। पाकिस्तान को यह सहायता तब तक नहीं दी जाएगी जब तक कि विदेश और रक्षा मंत्री अमरीकी संसद को यह रिपोर्ट नहीं देंगे कि आतंकवाद के खिलाफ लड़ाई में, विशेषकर देशी बम बनाने की रोकथाम के लिए नीतियों के मामले में पाकिस्तान की प्रगति संतोषजनक है।पाकिस्तान में देशी बम आमतौर से अवैध कारखानों में बनाए जाते हैं और अफगानिस्तान में अमरीकी सैनिकों पर हमलों में मुख्य रूप से इनका इस्तेमाल किया जाता है।
विदेशी मामलों के जानकार ए एन राम का मानना है कि अमरीका और पाकिस्तान के संबंध बड़े नाजुक दौर में पहुंच गए हैं।
पाकिस्तान और अमरीका के बीच में जो संदेह का वातावरण है उसमें ऐसा लगता है कि पाकिस्तान की मिलिट्री राजनीति है और अमरीका के बीच में संबंध इतने बिगड़ गए हैं कि अब उनका वापस आना मुश्किल है और इससे न केवल आतंकवाद के खिलाफ लड़ाई है उस पर पड़ेगा, पर पाकिस्तान के आंतरिक स्थिरता और वहां के लोकतंत्र पर भी असर पड़ेगा और यह कहना मुश्किल है कि अब पाकिस्तान में घटनाएं क्या दिशा लेंगी।

पाकिस्तान की जानी-मानी वकील असमां जहांगीर हुसैन हक्कानी के खिलाफ चल रहे मामले से अलग हो गई है। अमरीका में पाकिस्तान के पूर्व राजदूत हुसैन हक्कानी पर मेमो विवाद पर मामला चल रहा है। असमा जहांगीर इस मामले में हक्कानी का बचाव कर रही थीं। सुश्री जहांगीर ने आरोप लगाया कि सुप्रीम कोर्ट के जज, सेना के प्रभाव में काम कर रहे हैं। उन्होंने हक्कानी से दूसरा वकील करने को कहा है।मुख्य न्यायाधीश मोहम्मद इफ्तिखार चौधरी के नेतृत्व वाली सुप्रीम कोर्ट की नौ न्यायाधीशों की पीठ ने पिछले हफ्ते इस्लामाबाद, बलूचिस्तान और सिंध के उच्च न्यायालयों के मुख्य न्यायाधीशों का एक आयोग गठित किया था जिसे चार हफ्ते के भीतर मेमो मामले की जांच का काम सौंपा गया है।

ईरान ने कहा है कि उसका केन्द्रीय बैंक नए अमरीकी प्रतिबंधों का पुरजोर विरोध करेगा। श्री अहमदीनेजाद ने तेहरान में बैंक अधिकारियों की एक वार्षिक बैठक में कहा कि बैंक के पास ऐसे दबावों का सामना करने की क्षमता है। अमरीका की ओर से लगाए गए नए प्रतिबंधों पर प्रतिक्रिया में ईरान के राष्ट्रपति की वेबसाइट पर जारी बयान में कहा गया है कि आर्थिक क्षेत्र में फिलहाल कोई विशेष समस्या नहीं है।अमरीका द्वारा ईरान के खिलाफ नये प्रतिबंधों के ऐलान के एक दिन बाद महमूद अहमदी निजाद ने कहा है कि ईरान दवाब के आगे नहीं झुकेगा। वहीं ईरान के चेम्बर ऑफ कॉमर्स के प्रमुख मोहम्मद नववांदिया ने अमरीकी कार्रवाई को गलत करार दिया और कहा कि ईरान से विकल्प ढूंढ लेगा। अमरीका के नये प्रतिबंधों ईरान के सेंट्रल बैंक पर खासा असर पड़ेगा क्योंकि तेल के निर्यात से जुड़ा कारोबार इसी की देखरेख में होता है। अब ईरान के साथ व्यापार करने वाली विदेशी कम्पनियों को यह तैय करना होगा क्या वे ईरान के साथ व्यापार करें या फिर अमरीका क्योंकि वे दो में से एक साथ ही कारोबार कर सकते हैं। अतुल तिवारी आकाशवाणी समाचार।

नाइजीरिया के दक्षिणपूर्वी क्षेत्र में दो जातीय गुटों के बीच झड़पों में मरने वालों की संख्या बढ़कर ६६ हो गई है। मृतकों में महिलाऐ और बच्चे भी शामिल हैं। नाइजीरिया के राष्ट्रपति गुडलक जोनाथन ने चार राज्यों में आपात स्थिति की घोषणा कर दी है।इबोनी राज्य के इज+ीलो और एज्+ज+ा में इन सामुदायिक झड़पों में मरने वालों की संख्या में इस बढ़ोत्तरी की वजह इजीलो में झाड़ियों से और शव मिलना है। बंदूकधारियों ने यहां लोगों पर अंधाधुंध गोलीबारी की थी। इस हमले में एक स्थानीय थाने का अधिकारी भी मारा गया है।

सिक्किम में रांगपो को पश्चिम बंगाल के सेवोके के रास्ते देश के अन्य हिस्सों से जोड़ने वाली रेल परियोजना का काम युद्धस्तर पर जारी है। यह इस छोटे और सीमावर्ती राज्य की राजधानी को देश के अन्य हिस्सों से जोड़ने की दिशा में पहला कदम होगा।५३ किलोमीटर लम्बे रन पुल सेवक रेल मार्ग पर पांच स्टेशन होंगे। मल्ली, तिस्ताबाजार, गिलखोला, रियांग और सीमांत शहर रम्पू । करीब १३ सौ ४० करोड़ लागत वाली इस परियोजना के अगले चार वर्षों में पूरा हो जाने की आशा है। गंगतोक से करीब ३० किलोमीटर दूर पाकियोंग में राज्य का पहला हवाई अड्डा भी तैयार हो रहा है। इस हवाई अड्डे और प्रस्तावित रेल मार्ग के जरिए इस पहाड़ी राज्य को वैकल्पि राज्य मिल जाएंगे देश के अन्य भागों से जोड़ने के लिए। इसकी बहुत असरे से जरूरत महसूस की जा रही थी क्योंकि खासकर बरसात में राज्य को जोड़ने वाला एक मात्र रास्ता राष्ट्रीय राजमार्ग ३१ चट्टानें खिसकने से अकसर बंद हो जाता है। प्रस्तावित रेल मार्ग से पहाड़ों से घिरे राज्य के अर्थव्यवस्था को भी बढ़ावा मिलेगा। विनयराज तिवारी आकाशवाणी समाचार गंगतोक।

The New Year has kicked off with a major economic reform initiative that will allow foreign individuals to directly buy and sell shares of Indian companies in the country’s stock markets. The government has decided to allow Qualified Foreign Investors, to directly invest in the Indian equity market. A Finance Ministry statement issued in New Delhi said, this has been done to widen the class of investor, attract more foreign funds reduce market volatility and deepen the capital market. Our correspondent reports, a qualified foreign investors is a foreign individual who trades in local equities through legitimate channels after making all necessary disclosures.
"At present, India only allows foreign individuals to trade in local equities through indirect routes such as mutual funds. Under the new norms, a foreign individual will be able to transact in Indian stock markets by simply opening a demat account through a Securities and Exchange Board of India-authorised intermediary. The move comes against the backdrop of significant foreign capital outflows from the domestic equity market in recent times, which has resulted in rupee volatility. Bigger dollar inflows will also help stem the rupee’s slide that has shed 16% during the year and hit an all-time low of 54.30 RUPEES to a dollar last month. Opening the door wider for foreign cash comes at a time when economy is hit by industrial slowdown, rising interest rates and increasing inflation. Manikant Thakur for AIR News, Delhi."

In Andhra Pradesh, the death toll rose to 16 in the hooch tragedy near Mylavaram in Krishna district with seven more succumbing yesterday. Nine persons died and several others fell ill after they consumed country made liquor on Saturday. Five more persons are still battling for their lives in various hospitals in Vijayawada. The dead include three women and all the victims belonged to three tribal hamlets in the district. Meanwhile, the State Government has announced an ex-gratia of two lakh rupees each to the kin of the victims. The Government has also ordered a judicial probe into the incident and directed the District Collector to send a detailed report on the tragedy. The police took one person into custody in connection with the illicit liquor case.

The Election Commission has issued a notice to a Punjabi News channel asking it to stop telecast of advertisement about achievements of government. The Commission has served this notice to the channel late last evening on the reports of State Media Monitoring Committee of the Election Commission. The Commission has also asked the Congress to explain the meaning of the word "Kaka" being used by the party in its campaign. The Siromani Akali Dal has complained about the use of this word.

In Manipur, the BJP will have a pre-poll alliance with the Manipur People’s Party (MPP) in the state assembly elections which have been scheduled on the 28th of this month. Speaking to media persons at Imphal with MPP President Dr. Nimaichand Luwang, BJP Spokesperson and the party’s in-charge for the state assembly elections of Manipur, Prakash Javadekar said that many non-congress political parties have come to a broad understanding to fight jointly against the ruling Congress in the forthcoming state assembly elections.

Prime Minister Manmohan Singh is arriving in Odisha on a two-day visit to the state today. Dr. Singh is scheduled to inaugurate the 99th Indian Science Congress tomorrow at Bhubaneswar. A total of 15,000 delegates including 20 Nobel Prize winner scientists from across the globe will be attending the five-day long Indian Science Congress. The Prime Minister is also scheduled to visit the Congress Bhawan at Bhubaneswar during the Odisha visit and meet senior party leaders of the state.

The Puducherry Administration has warned that stern action will be taken against those spreading rumours that the city had experienced tremors in the night. In an appeal made through All India Radio this morning, the District Collector Mr Deepak Kumar said no tremors were felt and appealed to people to remain calm. Earlier, hundreds of people in Puducherry, rushed out of their homes and remained on the roads in the early hours of this morning following these rumours. The Met office in Chennai also dismissed the rumours and said that they were also flooded with calls this morning enquiring about the rumours.

US President Barack Obama has signed a massive 662 billion dollar defence spending bill into law. The defence authorization bill for the year 2012 also seeks to suspend 60 percent of 1.1 billion dollar military aid to Pakistan - under the category Pakistan Counter-insurgency Fund. The suspension will continue till Secretaries of State and Defence report to the Congress that Islamabad is making progress in the war on terror, particularly progress in strategies to counter manufacturing of improvised explosive devices (IEDs). President Obama signed the bill despite what he called serious reservations about provisions regulating detention and prosecution of suspected terrorists. We spoke to former diplomat A. N. Ram on the developments:
"The simmering mistrusts between the US and the Pak Military establishment seems to have reached a point of no return. This should not surprise any one as at it was inherent in this relationship based on expediency. The suspension of aid to Pakistan follows a similar announcement earlier and signifies the growing frustration in this relationship impacting not only on the war on terror but also on Pakistan fragile stability and democratic experiment leaving one to wonder what lies ahead.
The bill also imposed tough new sanctions against Iran's central bank and financial sector, marking the sharpest economic confrontation between Washington and Tehran yet. The sanctions require foreign firms to make a choice between either doing business with Tehran's oil and financial sectors or central bank, or with the US economy and financial sector.
Iran in the meantime has said its central bank will confront new U.S. sanctions with strength. Reacting to the new sanctions imposed by United States, the Iranian President Mahmoud Ahmadinejad said Iran has the capacity to withstand such pressures. "A day after President Obama gave his nod to tougher sanctions against the Iran’s Central Bank, President Mahmoud Ahmadinejad struck a defiant note. He said Iran has the capacity to withstand such pressures. The head of Iran’s Chamber of Commerce, Mohammad Nahavandian said the US action was unjustifiable and Teheran will find other alternatives. The new US sanctions will further squeeze Iran’s crucial oil revenues, most of which are processed by the central bank of Iran. Under the measures, foreign firms will have to choose between doing business with the Islamic republic or the US. Iranian leaders and military officials have warned that fresh Western sanctions could push them to close the strategic Strait of Hormuz. Palestinian leaders have decided to move the UN Security Council and Arab League to convene urgent sessions to halt the construction of Israeli settlements in the occupied West Bank and East Jerusalem. The Palestine Liberation Organization issued a statement to this effect in Ramallah. It said the continued settlement growth in the occupied West Bank and east Jerusalem can destroy the peace process and the two-state solution. Israeli construction of settlements in east Jerusalem and the West Bank has been one of the thorny issues in the Israeli-Palestinian conflict.

In Indonesia, a 5.3-magnitude earthquake rattled the northern tip of the country but there were no immediate reports of damage. US Geological Survey said that the quake struck at a shallow depth of one kilometre around 160 kms southeast of Banda Aceh on Indonesia's Sumatra Island at 2:09 am local time yesterday. Aceh province is frequently hit by earthquakes and was devastated by the tsunami in 2004.

In Nigeria, the death toll following ethnic clashes has mounted to 66. Several people including women and children have been killed in clashes between two rival ethnic groups in the southeastern region of the country. President Goodluck Jonathan declared a state of emergency in four states.

The work on the rail project connecting Rangpo in Sikkim to the rest of the country via Sevoke in West Bengal is being undertaken on a war footing. Our Gangtok correspondent reports that the 1340 crore rupee project will be the first step towards linking the capital of this small and landlocked border state to other parts of the nation.
"The 53 kilometer long Rangpo - Sevoke rail route will have five stations- Melli, Tista Bazar, Geilkhola, Riang and Sevoke besides the border town of Rangpo. The proposed rail route will have one hundred big and small bridges, 13 tunnels including one with a length of around 2 kilometers and four manned railway crossings. Together with the upcoming airport at Pakyong, some thirty kilometers away from Gangtok, the proposed rail link will also provide this mountainous State with much needed alternative link. The only life line available to it in the form of National Highway 31-A,connecting it to Siliguri in West Bengal, often gets snapped due to frequent landslides, particularly during the Monsoon. The 55th Annual report of the Registrar of Newspapers for India said that as many as 3671 newspapers were published from Uttar Pradesh followed by Delhi with 1933 and Madhya Pradesh with 1243 newspapers.

The Asian Age reports, 'Prince Harry dreams of Everest bid this year' saying the third in line to the British throne is all set to realise his long-held ambition of conquering Mount Everest in May this year as part of a charity for wounded soldiers.
And finally, the Hindustan Times carries a report 'White tigers to get new home in Rewa' saying the environment ministry has given in-principle approval for setting up a conservation-cum-breeding centre of white tigers, using genetic material of the last white tiger seen in the wild.
