प्रधानमंत्री डॉ० मनमोहनसिंह ने कहा है कि वैज्ञानिक अनुसंधान और विकास पर खर्च मौजूदा एक प्रतिशत से बढ़ाकर १२वीं पंचवर्षीय योजना की समाप्ति तक कम से कम दो फीसदी किया जाना चाहिए। वे आज भुवनेश्वर में निन्यानबेवीं भारतीय विज्ञान कांग्रेस का उद्घाटन कर रहे थे। डॉ० सिंह ने कहा कि उद्योगों को भी अनुसंधान और विकास के क्षेत्र में अपना योगदान बढ़ाना चाहिए, जो इस समय उनके कुल खर्च का एक तिहाई है।

यह तभी हासिल किया जा सकता है, अगर उद्योग, जो आज सारे अनुसंधान और विकास पर होने वाले खर्च में एक तिहाई का योगदान करते है, वो अपने योगदान में और ज्यादा वृद्धि करें। मैं यकीन करता हूं कि सार्वजनिक क्षेत्र के उद्यम, विशेषरूप से इंजीनियरिंग से जुड़े क्षेत्रों को इसके विकास में अहम्‌ भूमिका निभानी चाहिये।प्रधानमंत्री ने सार्वजनिक और निजी भागीदारी का आह्‌वान करते हुए कहा कि सार्वजनिक क्षेत्र के विज्ञान और टैक्नोलॉजी संस्थानों और उद्योग जगत के बीच परस्पर भागीदारी होनी चाहिए। डॉ० मनमोहन सिंह ने कहा कि भारत को १२वीं पंचवर्षीय योजना के अंत तक अपने सकल घरेलू उत्पाद की कम से कम दो प्रतिशत राशि वैज्ञानिक अनुसंधान और विकास पर खर्च करनी चाहिए।

हमने विज्ञान और तकनीक के कई नये संस्थान स्थापित करके उच्च शिक्षा और इन्फ्रास्ट्रक्चर के क्षेत्र में बहुत विस्तार किया है। ११वीं पंचवर्षीय योजना के दौरान अनुसंधान और विकास में सार्वजनिक निवेश २० से २५ फीसदी वार्षिक रूप से बढ़ रहा है।

प्रधानमंत्री ने कृषि, वास्तुकला, हस्तशिल्प और कपड़ा उद्योग के क्षेत्रों में परम्परागत ज्ञान की प्रणालियों की जानकारी हासिल करने के महत्व पर भी जोर दिया। उन्होंने कहा कि टिकाऊ और हरित विकास के सिद्धान्त को व्यावहारिक रूप देने के मामले में विज्ञान को जन सामान्य की मदद करनी चाहिए। डॉ० मनमोहन सिंह ने वैज्ञानिक समुदाय से आह्‌वान किया कि वह टिकाऊ खेती, जल, ऊर्जा कुशलता, सौर ऊर्जा और वनरोपण के महत्वपूर्ण राष्ट्रीय मिशनों की सफलता के लिए अपने ज्ञान और सूझबूझ को साथ लेकर काम करे।

प्रधानमंत्री ने कहा कि सरकार सुपर कम्प्यूटिंग में राष्ट्रीय क्षमता और योग्यता के बारे में एक प्रस्ताव पर विचार कर रही है, जिसे बंगलौर स्थित भारतीय विज्ञान संस्थान द्वारा पांच हजार करोड़ रूपये की अनुमानित लागत से क्रियान्वित किया जाएगा।तमिलनाडु के थैनी जिले में एक न्यूट्रिनो ऑर्ब्जवेटरी स्थापित करने के प्रस्ताव पर भी सरकार विचार कर रही है। इसकी स्थापना पर एक हजार तीन सौ पचास करोड़ रूपये का खर्च आएगा। उन्होंने कहा कि २०१२ को राष्ट्रीय गणित वर्ष घोषित किया गया है। इसका उद्देश्य गणित की परम्परागत शक्ति को बनाए रखने के महत्व पर जोर देना है।

हमने गणित में अपनी परम्परागत मजबूती को बरकरार रखने के महत्व पर जोर देने के लिए वर्ष २०१२ को राष्ट्रीय गणित वर्ष घोषित किया है।डॉक्टर मनमोहन सिंह ने विज्ञान के क्षेत्र में महिलाओं की भूमिका को महत्व देने के लिए विज्ञान कांग्रेस को बधाई दी। डॉ० सिंह ने महिला वैज्ञानिकों की इस बात के लिए सराहना की कि उन्होंने परम्परागत रूप से पुरूष वर्चस्व वाले इस क्षेत्र में महत्वपूर्ण योगदान किया है।प्रधानमंत्री ने वैज्ञानिकों को उनकी उपलब्धियों के लिए पुरस्कार प्रदान किये। साथ ही उन्होंने कोरापुट क्षेत्र के आदिवासियों को भी पुरस्कृत किया, क्योंकि इन जनजातियों ने जैव विविधता के संरक्षण और प्रतिकूल जलवायु का सामना करने वाली जिस कृषि व्यवस्था का विकास किया है, उसके लिए दुनिया भर में उनको मान्यता मिली है। विज्ञान और टैक्नोलॉजी मंत्री विलासराव देशमुख ने भी इस अवसर पर वैज्ञानिकों को संबोधित किया।

इस वर्ष के सम्मेलन का विषय है- समावेशी खोज के लिए विज्ञान और टैक्नोलॉजी तथा उसमें महिलाओं की भूमिका। विज्ञान कांग्रेस के मुख्य आयोजन के अलावा इस अवसर पर महिला विज्ञान कांग्रेस भी आयोजित की गई है। अमरीका में भारतीय दूत निरूपमा राव बृहस्पतिवार को इसका उद्घाटन करेंगी। पूर्व राष्ट्रपति ए पी जे अब्दुल कलाम कल बाल विज्ञान कांग्रेस का उद्घाटन करेंगे। इस अवसर पर देश के विभिन्न भागों के स्कूली बच्चे अपने नमूने और चार्ट प्रदर्शित करेंगे। विज्ञान कांग्रेस को केआईआईटी विश्वविद्यालय और राष्ट्रीय विज्ञान शिक्षा और अनुसंधान संस्थान ने मिलकर आयोजित किया है।

गृहमंत्री पी चिदम्बरम ने कहा है कि एक उच्चस्तरीय केन्द्रीय दल एक -दो दिन में पुद्दुचेरी और तमिलनाडु का दौरा कर वहां समुद्री तूफान थाने से हुए नुकसान का सही सही आकलन करेगा। इस तूफान में बड़ी संख्या में लोगों की मौत हुई और भारी विनाश हुआ। पुद्दुचेरी शहर और इसके आसपास के गांवों का दौरा करने तथा पीड़ितों से मिलने के बाद श्री चिदम्बरम संवाददाताओं से बातचीत कर रहे थे। उन्होंने कहा कि तेज हवाओं की वजह से १७ हजार हैक्टेयर से अधिक क्षेत्र में धान, गन्ने, पान के पत्तों, केले और काजू की फसलें पूरे तौर पर नष्ट हो गई हैं।श्री चिदम्बरम के साथ प्रधानमंत्री कार्यालय में मंत्री वी नारायणसामी भी थे।

गृहमंत्री ने कहा कि वे और श्री नारायणसामी प्रधानमंत्री तथा वित्तमंत्री से मिलकर उन्हें इस केन्द्रशासित क्षेत्र में तूफान से हुई क्षति की जानकारी देंगे। इसके बाद ही पुद्दुचेरी को तत्काल राहत देने की मात्रा की जानकारी मिल सकेगी।हमारे संवाददाता ने खबर दी है कि पिछले चार दिनों से पुद्दुचेरी के ७० फीसदी से अधिक गांवों में बिजली नहीं है। विद्युत विभाग के एक अधिकारी ने कहा कि गांवों में बिजली बहाल करने में कुछ और दिन लग सकते हैं। पुद्दुचेरी सरकार का अनुमान है कि तूफान की वजह से दो हजार पांच सौ करोड़ रूपये से अधिक की सम्पत्ति और सामान का नुकसान हुआ है।बाद में गृहमंत्री चिन्ननकनकुप्पम और तमिलनाडु के पुराने शहर कुड्डालूर के बाजार में गये, वहां भूकम्प से बड़े पैमाने पर नुकसान हुआ है। श्री चिदम्बरम ने कहा कि तमिलनाडु सरकार से क्षति के आकलन की रिपोर्ट मिल जाने के बाद एक केन्द्रीय दल को दौरे पर भेजा जाएगा। हमारे चेन्नई संवाददाता ने खबर दी है कि कुड्डालूर का सम्पर्क शेष राज्य से कट गया, क्योंकि तूफान के कारण राज्य को उससे जोड़ने वाली सड़के बुरी तरह टूट फूट गईं। बिजली और दूरसंचार व्यवस्थाएं भी कट गईं, क्योंकि समुद्री तूफान ने तटवर्ती इलाकों में तबाही मचा दी। आज बाद में तमिलनाडु की मुख्यमंत्री जयललिता द्वारा एक बैठक किये जाने की उम्मीद है।

बिहार सरकार ने नया लोकायुक्त कानून लागू कर दिया है। इस बारे में एक अधिसूचना जारी की गई है। इससे पहले लोकायुक्त के रूप में केवल एक व्यक्ति हुआ करता था, अब इसे एक संस्था बना दिया गया है।इस कानून में ऐसी कई व्यवस्थाएं हैं, जिनसे भ्रष्टाचार को काबू करने की व्यापक गुंजाइश है। मुख्यमंत्री, मंत्री, विधायक और सरकारी कर्मचारी इसके दायरे में आते हैं। हमारे संवाददाता ने बताया है कि कर्मचारियों, निगमों और सरकारी अनुदान प्राप्त करने वाले संगठनों को भी लोकायुक्त की परिधि में रखा गया है।

मुखिया से लेकर मुख्यमंत्री तक को लोकायुक्त के दायरे में लाया गया है। विधान परिषद के सभापति, विधानसभा अध्यक्ष, मुख्यमंत्री, मंत्री समेत तमाम लोग सेवक लोकायुक्त के जांच के दायरे में रहेगे। सरकारी नियमों के कार्यकलापों की भी जांच लोकायुक्त करेगा। लोकायुक्त संस्था में एक अध्यक्ष और दो सदस्य होंगे। इनमें कम से कम दो न्यायिक सेवा के होगे। लोकायुक्त के चयन के लिए पांच सदस्यों की समिति होगी। जिसके संयोजक विधानपरिषद के सभापति होंगे। आकाशवाणी समाचार के लिए पटना से कृष्ण कुमार लाल।

मध्य प्रदेश में गौ-हत्या के मामलों में आरोपी को सात वर्ष की जेल की सज+ा और कम से कम पांच हजार रूपये का जुर्माना किया जाएगा। हमारे संवाददाता ने खबर दी है कि मध्य प्रदेश गौ-हत्या निषेध संशोधन विधेयक, २०१० को राष्ट्रपति की मंजूरी मिलने के बाद इसे मध्य प्रदेश विशेष राजपत्र में प्रकाशित किया गया है।

अब गौ वध के आरोपी को तीन वर्ष की बजाय अधिकतम सात साल के कारावास की सजा दी जाएगी। अभियोजन को गलत साबित करने की जिम्मेदारी भी आरोपी की होगी। वही वध के लिए गौ वंश को राज्य से बाहर ले जाने को भी दण्डनीय बनाया गया है। इस अधिनियम का एक महत्वपूर्ण प्रावधान यह है कि गौ वंश के अवैध परिवहन के संबंध में हैड कांस्टेबल या उससे उच्च पद का कोई पुलिस अधिकारी या सक्षम अधिकारी द्वारा प्राधिकृतकर्मी निरीक्षण, तलाशी, अधिग्रहण और न्यायालय में वात प्रस्तुत करने के लिए पात्र होगा। संशोधित अधिनियम में अधिग्रहित गौ वंश को खिलाने पिलाने उसके पालन के लिए आवश्यक कार्रवाई करने के लिए भी प्रावधान किये गये है। शारिक नूर, आकाशवाणी समाचार, भोपाल।

दिल्ली उच्च न्यायालय ने असम के पूर्व शिक्षा मंत्री रिपन बोरा को रिश्वत लेने के सी बी आई के आरोपों से बरी कर दिया है। श्री बोरा को २००८ में हत्या के एक मामले में सी बी आई को दस लाख रूपये रिश्वत देने के आरोप में गिरफ्तार किया गया था। न्यायालय ने इस मामले में सी बी आई की चार्जशीट को भी निरस्त कर दिया। श्री बोरा २००६-११ के दौरान तरूण गोगोई के नेतृत्व वाली कांग्रेस सरकार में मंत्री थे।

आयकर विभाग ने झारखंड के पूर्व मुख्यमंत्री मधु कोडा को एक महीने के भीतर तेरह सौ करोड़ रूपये टैक्स के रूप में अदा करने को कहा है। रांची की बिरसा मुंडा जेल में बंद मधु कोडा को जेल अधिकारियों की मार्फत यह नोटिस दिया गया है। वे नवम्बर २००९ से इस जेल में हैं। आयकर विभाग ने श्री कोडा के पास तीन हजार, तीन सौ करोड़ रूपये की सम्पत्ति होने के आकलन के आधार पर यह नोटिस जारी किया है। अक्टूबर २००९ में देशभर में ७० परिसरों पर छापेमारी के बाद बरामद किये गये दस्तावेजों से इस सम्पत्ति का खुलासा हुआ था।

फलस्तीन और इस्राइल के वार्ताकार आज अम्मान में बैठक कर रहे हैं। अन्तर्राष्ट्रीय मध्यस्थ दोनों पक्षों के बीच शान्ति वार्ता फिर शुरू कराने के प्रयास कर रहे हैं लेकिन दोनों ही पक्षों ने कहा है कि सीधी वार्ता से बहुत अधिक उम्मीद नहीं की जानी चाहिए। इस्राइल के मंत्री डैन मेरिडोर ने कहा है कि केवल बातचीत से ही कोई समझौता हो सकता है। फलस्तीन के वार्ताकार सैब इरेकत ने कहा है कि यह वार्ता केवल शुरूआती दौर की है और इससे बहुत अधिक आशाएं नहीं की जानी चाहिए। जॉर्डन के विदेश मंत्रालय ने कहा है कि बैठक का उद्देश्य एक ऐसा माहौल तैयार करना है, जिससे इस्राइल और फलस्तीन के बीच सीधी वार्ता फिर शुरू हो सके। हमारे संवाददाता के अनुसार वार्ता का लक्ष्य सन्‌ २०१२ के अंत तक दोनों पक्षों के बीच शान्ति समझौता कराना है।

करीब सोलह महीने के अंतराल के बाद यह पहला मौका होगा जब इस्राइल और फलीस्तीन के वार्ताकार आमने सामने होंगे। आखिरी बातचीत सितम्बर २०१० में हुई थी। जब यह नाकाम रही। उस वक्त इस्राइल ने पश्चिमी किनारे में नयीं बस्तियां बनाने और वहां लाकर इस्राइलियों को बसान पर रोक लगाने से इंकार कर दिया था। फलीस्तीन नेताओं का कहना है कि सीधी बातचीत तभी हो सकती है, जब इस्राइल पश्चिमी किनारे और पूर्वी येरूसलम में नयी बस्तियों के निर्माण पर रोक लगाए। उम्मीद है दोनों ही पक्ष जॉर्डन में बातचीत शुरू करने का रास्ता निकालने की कोशिश करेंगे। अतुल तिवारी आकाशवाणी समाचार।

मिस्र में संसद के निचले सदन पीपुल्स एसेम्बली के तीसरे और अन्तिम दौर के चुनाव का मतदान हो रहा है। मतदान कल भी जारी रहेगा। पीपुल्स एसेम्बली में ५०८ सदस्य हैं। मिस्र की सेना की सर्वोच्च परिषद ने राष्ट्रपति हुस्नी मुबारक के पद छोड़ने के बाद खुद सत्ता संभाली है। सेना का दावा है कि देश में संसदीय चुनाव कराने से यह साबित हो रहा है कि वह असैन्य सरकार को सत्ता सौंपने को तैयार है।

बम्बई शेयर बाजार में आज उछाल का रूख है। शुरूआती कारोबार में ही सेन्सेक्स में १९१ अंकों की बढ़त रही। दोपहर बाद के कारोबार में इसमें तीन सौ पचास से अधिक अंकों की वृद्धि हो गई। अब से कुछ देर पहले यह ३८५ अंक की वृद्धि के साथ १५ हजार ९०३ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ११३ अंक बढ़कर चार हजार ७५० पर था।अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १७ पैसे मजबूत हुआ। एक डॉलर की कीमत ५३ रूपये १३ पैसे हो गई।

देश में इस वर्ष भी अनाज का रिकॉर्ड उत्पादन होने की उम्मीद है। अनुमान है कि इस वर्ष के अन्त तक खाद्यान्न उत्पादन का २४ करोड़, ५० लाख टन का लक्ष्य हासिल कर लिया जायेगा। कृषि मंत्रालय द्वारा जारी आंकड़ों के अनुसार २०११-१२ के दौरान केवल खरीफ की फसल का ही १२ करोड़, ४० लाख टन का रिकॉर्ड उत्पादन होगा। इस बढ़ोत्तरी का मुख्य कारण देश में धान की पैदावार वाले प्रमुख राज्यों में अच्छी फसल होना है। कृषि मंत्रालय की वर्ष के अंत में जारी समीक्षा रिपोर्ट में कहा गया है कि खरीफ के मौसम में नौ किस्म के तिलहन का भी २०८ लाख टन रिकॉर्ड उत्पादन होने का अनुमान है। साथ ही गन्ना और कपास की फसल भी बहुत अच्छी रहने की सम्भावना है।

उच्चतम न्यायालय ने मई २०१० में मंगलौर में हुई विमान दुघर्टना में मारे गये प्रत्येक व्यक्ति के लिए ७५-७५ लाख रूपये के मुआवजे से सम्बन्धित याचिका पर केन्द्र सरकार और एयर इंडिया को नोटिस जारी किया है। इस दुर्घटना में १५८ लोग मारे गये थे।न्यायमूर्ति दलबीर भंडाारी की अध्यक्षता वाली खंडपीठ ने केन्द्र और एयरइंडिया से नोटिस का जवाब मांगते हुए मामले की अन्तिम सुनवाई अप्रैल में निर्धारित की है। उच्चतम न्यायालय में यह याचिका मोहम्मद रफीक सलाम ने दायर की है।

उत्तराखंड में पिछले दो वर्षो में करीब चार लाख इकहत्तर हजार मतदाता बढ़ गये है। राज्य की मुख्य निर्वाचन अधिकारी राधा रतूड़ी के अनुसार पूरे राज्य में ६३ लाख ६३ हजार नौ सौ १४ मतदाता अब तक पंजीकृत किये गये है। इनमें से एक लाख तीन सौ बीस सेना के मतदाता है। हमारे संवाददाता ने बताया है कि पिछले लोकसभा चुनाव के दौरान राज्य में मतदाताओं की संख्या ५८ लाख ८७ हजार चार सौ बीस थी।

मुख्य निर्वाचन अधिकारी कें अनुसार, प्रदेश में मतदाता सूची का अंतिम प्रकाशन कर दिया गया है, और जिला निर्वाचन अधिकारियों को जनता के सूचनार्थ मतदाता सूची चस्पा करने को कहा गया है। उन्होंने बताया कि राज्य में सामान्य मतदाताओं की संख्या बासठ लाख तिरसठ हजार पांच सौ चौरानवे है, जिनमें बत्तीस लाख तिरसठ सतहत्तर हजार आठ सौ उनसीत पुरूष और उनतीस लाख पचासी हजार सात सौ पैंसठ महिला मतदाता है। राज्य में सर्वाधिक दस लाख छियासी हजार चार सौ सत्तर मतदाता हरिद्वार में हैं, जबकि सबसे कम एक लाख इकसठ हजार चार सौ पचहत्तर रूद्र प्रयाग जिले में है। राघवेश पांडे, आकाशवाणी समाचार, देहरादून।

भारतीय जनता पार्टी ने पंजाब विधानसभा के आगामी चुनावों के लिए बीस उम्मीदवारों की सूची जारी की है। नई दिल्ली में पार्टी मुख्यालय में केन्द्रीय चुनाव समिति ने यह सूची जारी की। पार्टी ने पूर्व मंत्री मनोरंजन कालिया और विधायक राज खुराना को फिर से उम्मीदवार बनाया है, जिन्हें सी बी आई ने भ्रष्टाचार के मामलों में पिछले साल गिरफ्तार किया था। एक अन्य मंत्री मोहनलाल को पठानकोट सीट से टिकट नहीं दिया गया है ताकि पार्टी प्रदेश अध्यक्ष अश्विनी शर्मा वहां से चुनाव लड़ सकें। ११७ सदस्यों वाली विधानसभा में भाजपा शिरोमणि अकाली दल के साथ २३ सीटों पर चुनाव लड़ रही है।

पंजाब, हरियाणा और चण्डीगढ़ के कई भागों में आज घना कोहरा छाया रहा और न्यूनतम तापमान गिर गया। अमृतसर में सबसे अधिक ठंड थी और वहां न्यूनतम तापमान दो डिग्री सैल्सियस पर आ गया, जो सामान्य से एक डिग्री कम है। अमृतसर, लुधियाना, पटियाला, जालंधर और मोगा सहित पंजाब के कई स्थानों में कोहरे की वजह से दृश्यता कम हो गई। हरियाणा में भी हिसार, रोहतक, करनाल, अम्बाला, पानीपत और कुरूक्षेत्र में कोहरा छाया हुआ था। कोहरे की वजह से इन दोनों राज्यों से गुजरने वाली कई रेलगाड़ियों के परिचालन में देरी की खबर मिली है। ठंड और कोहरे को देखते हुए कुरूक्षेत्र जिला प्रशासन ने आज ऐलान किया कि जिले के स्कूल पांच जनवरी तक बंद रहेंगे।राजस्थान में भी ठंड का प्रकोप है। चूरू में सबसे कम दो दशमलव सात डिग्री सैल्सियस तापमान रिकार्ड किया गया।कश्मीर घाटी में लोगों को शीतलहर से कुछ राहत मिली है, क्योंकि रात के तापमान में कुछ डिग्री की बढ़ोतरी हुई, लेकिन सारे क्षेत्र में ये तापमान जमाव बिन्दू से नीचे ही रहा है।

उत्तरप्रदेश के कई इलाकों में भी धूप खिलने से लोगों को ठिठुरती ठंड से राहत मिली है। पूर्वी जिलों में दिन के तापमान में दो से पांच डिग्री सैलसियस की वृद्धि हुई, जबकि वाराणसी और इलाहाबाद में न्यूनतम तापमान पांच डिग्री सैलसियस से नीचे ही रहा।
राजधानी दिल्ली में आज धूप खिलने के बावजूद सुबह ठंडी रही। तड़के रिकॉर्ड किया गया न्यूनतम तापमान ७ दशमलव ९ डिग्री सेल्सियस था, जो सामान्य से एक डिग्री अधिक है। आज सुबह कोहरा भी छाया रहा। दिल्ली में कल न्यूनतम तापमान तीन दशमलव सात डिग्री और अधिकतम ११ दशमलव ६ डिग्री सेल्सियस रिकॉर्ड किया गया।

हरियाणा में आज दो अलग-अलग दुर्घटनाओं में सात लोगों की मौत हो गई। सोनीपत जिले में गोहाना के पास सड़क दुर्घटना में पांच लोग मारे गए और दस घायल हुए हैं। घने कोहरे के कारण यह हादसा मुंडलाना गांव के पास एक जीप और टैंकर के टकरा जाने से हुआ। दूसरी दुर्घटना कुरूक्षेत्र जिले के पेहोवा में हुई, जिसमें एक कार और ट्रक की आमने-सामने की टक्कर में दो लोग मारे गए।

रेल यात्रियों की सुविधा के लिए अब मोबाइल फोन से ई-टिकट की सेवा शुरू की गई है। नई दिल्ली में जारी सरकारी विज्ञप्ति के अनुसार यात्री अब अपने मोबाइल फोन से रेल टिकट बुक कर सकते हैं। इसके लिए उन्हें रजिस्ट्रेशन और एक विशेष सॉफ्‌टवेयर डाउनलोड करना होगा। इससे यात्रियों को आरक्षण के बाद पी एन आर, ट्रेन नम्बर, यात्रा की तारीख और श्रेणी का पूरा ब्यौरा एस० एम० एस० के जरिये मिल जायेगा । मोबाइल में दर्ज इस सन्देश को ई-टिकट के प्रिन्टआउट के बराबर माना जायेगा और यात्रियों को अपने साथ टिकट का प्रिन्ट आउट रखने की जरूरत नहीं होगी।

उत्तर रेलवे ने दिल्ली डिवीजन के सभी स्टेशनों पर स्वच्छता के प्रति यात्रियों को जागरूक बनाने का अभियान शुरू किया है। दिल्ली के डिवीजनल रेल प्रबन्धक अश्विनी लोहानी ने नई दिल्ली में इस अभियान की शुरूआत की। इसके तहत विभिन्न रेलवे स्टेशनों पर स्वयंसेवी कार्यकर्ताओं की तैनाती की जायेगी और स्टेशनों तथा गाड़ियों में साफ-सफाई रखने के बारे में पोस्टर और स्टीकर्स लगाये जायेंगे। राष्ट्रीय राजधानी क्षेत्र में एस एम एस के जरिये भी लोगों को जागरूक बनाने के प्रयास किये जायेंगे।

केरल में चलाये जा रहे सड़क सुरक्षा अभियान के तहत आज गीतों की विशेष सी डी जारी की गई, जिसमें छोटे बच्चों और छात्रों को सड़क सुरक्षा नियमों की जानकारी दी गई है। केरल पुलिस ने यह अभियान इन्फोसिस के सहयोग से शुरू किया है। इस मौके पर आयोजित समारोह में पुलिस महानिदेशक जैकब पुन्नूज+ ने कहा कि मलयालम और अंग्रेजी भाषा के सात गीतों की इस विशेष सी डी की करीब २५ हजार प्रतियां तैयार की गई हैं, जो राज्य के सभी स्कूलों में बांटी जायेंगी। उन्होंने कहा कि देश में केरल ऐसा राज्य है जहां सड़क दुर्घटनाओं में मृत्यु के सबसे अधिक मामले दर्ज किये गये हैं। पिछले वर्ष राज्य में लगभग तीन हजार, ९०० लोगों की सड़क दुर्घटनाओं में मृत्यु हुई थी। संयुक्त राष्ट्र द्वारा शुरू किये गये सड़क सुरक्षा दशक के तहत सप्ताह भर के इस अभियान की शुरूआत केरल के मुख्यमंत्री ओमन चांडी ने कल कोटयम में की।

The Prime Minister Dr. Manmohan Singh has called for increase in the expenditure on research and development, R&D, by atleast 2 percent from the current 1 percent by the end of the 12th five year Plan. Inaugurating the 99th Indian Science Congress at Bhubaneswar today, Dr. Singh said that industries should also increase their contribution to R&D expenditure which is at present one third of the total expenditure. He also called for public private partnerships and interaction between publicly owned Science and Technology institutions and industry.

We must end to increase the total R&D's spending as a percentage of GDP to atleast 2 % by the end of the 12th plan period. From the current level of about 1% . This can only be achieved if industry which contributes about 1/3 of the total R&D expenditure today increases its contribution significantly.

The Prime Minister also emphasized the importance of exploring traditional knowledge systems in areas of agriculture, architecture, handicrafts and textiles. Dr. Singh said science should help common people to understand how to give practical meaning to the concept of sustainable development and green growth. He called upon the scientific community to pool their knowledge and wisdom to contribute to the success of critical National Missions on Sustainable Agriculture, Water, Energy Efficiency, Solar Energy and Forestry.

The commitment of our Government to give a boost to the Science and Technologies sector in our country. We have taken several steps towards this end. We are greatly expended the higher education infrastructure for Science and technology by establishing several new institution. Public investment in research and development has been growing a 20-25% per annum during the 11th five year plan. We have funded number of schemes to rejuvenate research and scientific excellence in our universities.

Dr. Singh said that the government is examining a proposal to build national capacity and capability in supercomputing which will be implemented by the Indian Institute of Science Bangalore at an estimated cost of 5000 crore rupees. It is also considering a proposal to establish a Neutrino Observatory in Theni district in Tamil Nadu with a proposed investment of 1350 crore rupees. He said that the year 2012 has been declare to be the National Mathematical Year to emphasize the importance of maintaining the traditional strength in mathematics Congratulating the Science Congress for highlighting the role of women in science, the Prime Minister lauded the women scientists for making a mark in traditionally male bastions and decisively breaking the glass ceiling.

The Bihar government has implemented its new Lokayukta Act. A notification was issued in this regard. Earlier, the Lokayukta was just an individual, now it is an institution. Our correspondent reports that the new Lokayukta Act has many provisions to keep its scope wide to contain corruption. Chief Minister, Ministers, Legislators and public servants come under its purview. The Speaker of the Assembly and the Chairman of the Legislative Council besides former Chief Ministers, Ministers and legislators have also come under its ambit. The Lokayukta will also have employees, corporations and organisations receiving government grants under its scanner. Our correspondent reports that as per the new Act, the Lokayukta is a multi-member body comprising one chairman and two members. Of the three, at least 2 persons shall be judicial members.

The Delhi High Court has acquitted former Assam Education Minister Ripun Bora from the charge of bribing the Central Bureau of Investigation, CBI. Bora was arrested for allegedly trying to bribe the investigation agency officials with 10 lakh rupees in July, 2008 relating to a murder case. The court also squeezed CBI chargesheet in this case. The then Bora was a Minister in the second term of the Tarun Gogoi-led Congress Government in Assam during 2006 to 2011.

The Union Home Minister Mr. P Chidambaram has said that a high level Central team will visit Puducherry and Tamil Nadu in the next day or two to make an exact assessment of damage unleashed by cyclone Thane that left a trail of death and destruction. Mr. Chidambaram was speaking to newsmen after he went around Puducherry town and villages in the periphery of the town and met with victims of nature’s fury. He said that more than 17,000 hectares of standing crops of paddy, sugar cane, betel leaves, banana and cashew perished to the fury of the gushing winds.

The Union Home Minister accompanied by the Minister of state in Prime Minister’s office Mr. V. Narayansamy said that they would meet the Prime minister and finance Minister and brief them about the cyclone damage to the union territory. He said the quantum of immediate relief to Puducherry would be known after that, Mr Chidambaram gave a patient hearing to the victims who alleged poor relief work and complained of absence of even basic amenities. Our correspondent reports that more than 70 percent of villages in Puducherry continue to be without electricity for the last four days. An official from the electricity department said that it could take a few more days to restore power to the villages. Puduchery government has made an initial estimate of a loss of 2500 crore rupees due to devastation by the cyclone.

Later, the Home Minister also visited, Chinnankanakuppam and market area of Cuddalore old town Tamil Nadu which suffered massive damages because of the Cyclone Mr.Chidambaram said that the central team would be sent after receiving assessment reports from the Tamil Nadu Government. Our correspondent reports that Cuddalore virtually remained cut off from the state as the connecting roads were severely damaged due to the cyclone. Electricity and telecommunication structures were thrown off as the cyclonic storm had ransacked the coastal hamlets. The Tamil Nadu Chief Minister Ms.J.Jayalalithaa is expected to take up a meeting on the situation later today.

BJP has released a list of twenty candidates for Punjab Assembly Elections. The list was released by Central Election Committee at Party Headquarters in New Delhi. Party has retained former Minister Manoranjan Kalia and MLA Raj Khurana who were arrested by CBI in corruption cases last year. While another Minister Mohan Lal has been dropped from Pathankot seat to make way for state party president Ashwani Sharma. Former Jharkhand Chief Minister Madhu Koda has been asked by the Income Tax (IT) Department to pay rupees thirteen hundred crores as tax within 30 days. The notice was served through the jail authorities of the Birsa Munda Central Jail at Ranchi where Mr. Koda is lodged since November 2009. The Income Tax notice has been given on a basis of assessment that Mr. Koda has hidden rupees three thousand three hundred crores. This had come to light after seizures of documents in a countrywide IT raids at 70 premises in October 2009. Mr. Koda is also facing prosecutions by the CBI for amassing disproportionate assets and another by the Enforcement Directorate for money laundering.

Israeli and Palestinian negotiators gathered in the Jordanian capital Amman today for their first face-to-face meeting in 16 months alongside international mediators. Jordanian Foreign Minister Nasser Judeh, who is to host the meeting between Israel's chief negotiator Yitzhak Molcho and his Palestinian counterpart Saeb Erakat, said it was a serious bid to help relaunch moribund peace talks. Negotiations stalled in late 2010 after Israel refused to freeze Jewish settlement building in the West Bank. Our West Asia correspondent reports that the Israelis and Palestinians will meet bilaterally as well as with the Quartet of Middle East mediators - the United States, the European Union, Russia and the United Nations.

Danish General Knud Bartels took office yesterday as the Chairman of NATO's Military Committee to succeed Italian Admiral Giampaolo Di Paola. General Bartels, Chief of Defence in Denmark, was elected to the top NATO military post by the Chiefs of Defence of 28 NATO countries on Sept. 17, 2011. He was expected to take over from Admiral Di Paola in June. However, as Admiral Di Paola was appointed as Italy's new Defence Minister in November and resigned his NATO post, Bartels had to take office several months earlier. Acting as the chairman, Bartels will be the principal military adviser to NATO Secretary General, former Danish Prime Minister Anders Fogh Rasmussen. The Chairman of the Military Committee is elected for a three-year tenure.

In Madhya Pradesh, a convict in cow slaughter case would now get seven years jail term and a minimum fine of five thousand rupees which may be increased by the court. Our correspondent reports that after the presidential assent to the Madhya Pradesh Cow Slaughter Prohibition (Amendment) Bill 2010, the amended Act has been published in the extraordinary gazette of Madhya Pradesh.

Now the accused in cow slaughter case would get maximum punishment of seven years in jail instead of three years. The responsibility of proving the prosecution wrong would lie with the accused. Transporting a cow outside the state for slaughter has also been made punishable. Another important provision of this Act is that any police officer not below the rank of head constable or any person authorized in this behalf by competent authority shall have the power of entry, inspection, search and seizure and to present the case in the court. The amended Act also has provisions for specifying necessary actions for feeding and rearing the cow progeny. The state legislative assembly had passed the amendment Bill in 2010 to remove the flaws in the Madhya Pradesh Cow Slaughter Prohibition Act 2004.Shariq Noor,air news,Bhopal.

The country is expected to have another year of record food grain production with the target of 245 million tonnes of foodgrain likely to be achieved by the end of 2011-12. According to the data released by the Agricultural Ministry, production of foodgrains, covering only kharif crops during 2011-12 is estimated at an all time record level of nearly 124 million tonnes. The increase is mainly due to rise in production of rice in major paddy producing States in the country. In its year end review, the agricultural ministry stated that the Kharif production of the nine oilseeds is also estimated at record level of over 208 lakh tonnes. Production of sugarcane and cotton is also expected to rise significantly.

The rupee appreciated by 17 paise to 53 rupee 13 paise against the dollar in early trade today, on the Interbank Foreign Exchange, as the US currency weakened against the euro and other major currencies. Dealers said firm domestic equity markets also supported the rupee. The rupee had lost 20 paise to close at a two-week low of 53 rupee 30 paise per dollar yesterday.

The Sensex at the Bombay Stock Exchange rose 192 points to 15,709 in early trade, today, on buying by funds and retail investors, buoyed by firmness in the regional bourses. Other Asian markets in Hong Kong, Indonesia, Singapore, South Korea and Taiwan were up by between 1 percent and 2.5 percent, on signs of increased manufacturing output around the world.

Iran yesterday tested missiles near the strait, underlining its threats to close the vital passage way as the West readies to impose more economic sanctions over Tehran's nuclear drive. New York's main contract, light sweet crude for February delivery, gained 1dollars 64 cents to 100 dollars 47 cents, while Brent North Sea crude for February delivery added 1 dollars 32 cents, to 108 dollars 70 cents.

To bring further convenience to the rail users, the Indian Railway has started the service of booking e-ticket over the mobile phone. According to an official release issued in New Delhi today, passengers can book a ticket through their mobile phone after initial registration and downloading of suitable software. The passenger will receive a reservation message with full details of the ticket including PNR, Train No, date of journey and class after booking. This virtual message will be treated at par with the print-out of the e-ticket which at present is taken out by the passengers.

Northern Railway has launched a cleanliness drive at all stations in the Delhi division to create awareness among the passengers to maintain hygiene at railway stations. The campaign was launched by Divisional Rail Manager of Delhi division, Ashwani Lohani in New Delhi. Under the campaign volunteers will be deployed at various railway terminals and posters and stickers will be put up at stations carrying the message of cleanliness. The Supreme Court today rejected the bail plea of Abdul Naseer Maudany, arrested for his alleged role in the 2008 serial terror blasts in Bangalore, Ahmedabad and Jaipur. A bench of justices P Sathasivam and J Chelameswar, however, directed the Karnataka government to provide medical treatment to Maudany, founder of Peoples Democratic Party in Kerala, at the Kottakkal Arya Vaidya Sala in Bangalore for his various health problems.

In Pune, two officers from Grater Manchester police met Indian student Anuj Bidve’s family yesterday and apologised for not communicating them about their son’s death at the right time and through proper channel. Anuj was shot dead on 26 December in Manchester, however his family came to know about it through posts on his face book account. प्रधानमंत्री ने कहा है कि १२वीं पंचवर्षीय योजना की समाप्ति तक वैज्ञानिक अनुसंधान और विकास पर खर्च सकल घरेलू उत्पाद का मौजूदा एक प्रतिशत से बढ़ाकर कम से कम दो प्रतिशत किया जाना चाहिए। भुवनेश्वर में आज निन्यानवेवीं भारतीय विज्ञान कांग्रेस का उद्घाटन करते हुए उन्होंने कहा कि उद्योगों को भी अनुसंधान और विकास के क्षेत्र में अपना योगदान बढ़ाना चाहिए।
डॉ० मनमोहन सिंह ने सार्वजनिक और निजी भागीदारी का आह्‌वान करते हुए कहा कि सार्वजनिक क्षेत्र के विज्ञान और टैक्नोलॉजी संस्थानों और उद्योग जगत के बीच परस्पर भागीदारी होनी चाहिए। उन्होंने कहा कि सतत विकास को व्यावहारिक रूप देने में विज्ञान को जन सामान्य की मदद करनी चाहिए।

हमें भारतीय विज्ञान का चेहरा बदलने के लिए बहुत कुछ करने की जरूरत है। हमें विज्ञान क्षेत्र के आपूर्ति क्रम को अवश्य सुदुढ..करना चाहिए। हमें विकास के लिए वैज्ञानिक आउटपुट को भी अधिक प्रासंगिक बनाना चाहिए। यह दुख की बात है कि विज्ञान निर्धन और वंचित लोगों के विकास की चुनौतियों पर ध्यान देने की बजाय धनी वर्ग के लोगों की समस्याओं पर केंद्रीत है।

प्रधानमंत्री ने वैज्ञानिकों से कहा कि वे टिकाऊ खेती, जल, ऊर्जा कुशलता, सौर ऊर्जा और वनरोपण के महत्वपूर्ण राष्ट्रीय मिशनों की सफलता के लिए काम करे।

प्रधानमंत्री ने कहा कि सरकार सुपर कम्प्यूटिंग में राष्ट्रीय क्षमता और योग्यता बढ़ाने और तमिलनाडु के थैनी जिले में एक न्यूट्रिनो ऑर्ब्जवेटरी स्थापित करने के प्रस्ताव पर विचार कर रही है। उन्होंनें विज्ञान के क्षेत्र में महिलाओं की भूमिका को महत्व देने के लिए विज्ञान कांग्रेस को बधाई दी।
प्रधानमंत्री ने वैज्ञानिकों को उनकी उपलब्धियों के लिए पुरस्कार प्रदान किये। साथ ही उन्होंने कोरापुट क्षेत्र के आदिवासियों को भी पुरस्कृत किया, क्योंकि इन जनजातियों ने जैव विविधता के संरक्षण और प्रतिकूल जलवायु का सामना करने वाली जिस कृषि व्यवस्था का विकास किया है, उसके लिए दुनिया भर में उनको मान्यता मिली है।

भारत ने भारतीय व्यापारियों को, चीन में व्यापार के एक बड़े केन्द्र यीवू के व्यापारियों से कारोबार करने में सतर्क रहने को कहा है। भारतीय दूतावास की वेबसाइट पर दिए गए परामर्श में भारतीय व्यापारियों से यीवू से दूर रहने को कहा गया है। यह परामर्श वहां पर दो भारतीय व्यापारियों को अवैध रूप से हिरासत में रखने और एक भारतीय राजनयिक के साथ बदसलूकी की घटना को देखते हुए जारी किया गया है।
इस बीच, इन दोनों भारतीय व्यापारियों को सुरक्षा कारणों से पुलिस ने एक होटल में भेज दिया है।

भारतीय जनता पार्टी ने चीन में भारतीय व्यापारियों और घरेलू सप्लायरों के बीच व्यावसायिक विवाद को सुलझाने की कोशिश कर रहे एक भारतीय राजनयिक के साथ बदसलूकी पर खेद व्यक्त किया है। पार्टी प्रवक्ता तरूण विजय ने कहा कि चीनी अधिकारियों को इसकी विस्तृत जांच कर अंतर्राष्ट्रीय नियमों के उल्लंघन की इस घटना के जिम्मेदार व्यक्तियों के खिलाफ उचित कार्रवाई करनी चाहिए।

पुणे में ब्रिटेन के ग्रेटर मैनचेस्टर के दो पुलिस अधिकरी आज दूसरे दिन अनुज बिडवे के परिवार से उनके निवास पर मिले और दोषी के खिलाफ न्यायालय की कार्रवाई में समर्थन तथा दिशा-निर्देश देने का वायदा किया। ग्रेटर मैनचेस्टर पुलिस के मुख्य अधीक्षक रस जैकसन ने एक बयान में कहा कि उनके आने का मकसद अनुज के परिवार से बातचीत करना और उन्हें समर्थन देना है। उन्होंने यह भी बताया कि अनुज के शव को भारत भेजने की प्रक्रिया चल रही है, जिसके जल्द ही पूरा हो जाने की उम्मीद है।
लंकास्टर विश्वविद्यालय के स्नातकोत्तर के छात्र अनुज बिडवे की २६ दिसंबर को उस समय गोली मार कर हत्या कर दी गई, जब वे मेनचेस्टर के पास साल्फोर्ड की गलियों में भारतीय दोस्तों के साथ सैर कर रहे थे।

वर्तमान वित्त वर्ष की दूसरी तिमाही में रोजगार में तीन प्रतिशत से अधिक वृद्धि हुई है। श्रम तथा रोजगार मंत्रालय के १२वे त्वरित रोजगार सर्वेक्षण के अनुसार चमड़ा और परिवहन क्षेत्रों को छोड़ कर बाकी सभी क्षेत्रों में रोजगार के अवसर बढ़े हैं। सूचना प्रौद्योगिकी और बी पी ओ क्षेत्र में और दो लाख से अधिक लोगों को नौकरी मिली है।

गृहमंत्री पी चिदम्बरम ने कहा है कि एक केन्द्रीय दल एक-दो दिन में पुद्दुचेरी और तमिलनाडु का दौरा कर वहां समुद्री तूफान थाने से हुए नुकसान का आकलन करेगा। इस तूफान में बड़ी संख्या में लोगों की मौत हुई और भारी विनाश हुआ। श्री चिदम्बरम ने पुद्दुचेरी शहर और उसके आसपास के गांवों का दौरा करने तथा पीड़ितों से मुलाकात के बाद बताया कि तेज हवाओं से १७ हजार हैक्टेयर से अधिक इलाके में धान, गन्ने, पान, केले और काजू की फसलें पूरी तरह नष्ट हो गई। श्री चिदम्बरम के साथ प्रधानमंत्री कार्यालय में मंत्री वी नारायणसामी भी थे। गृहमंत्री ने बताया कि वे प्रभावित लोगों की सहायता के लिए सभी संभव प्रयास करेंगे।
बाद में गृहमंत्री चिन्ननकनकुप्पम और तमिलनाडु के पुराने शहर कुड्डालूर के बाजार में गये, वहां तूफान से बड़े पैमाने पर नुकसान हुआ है। श्री चिदम्बरम ने कहा कि तमिलनाडु सरकार से क्षति के आकलन की रिपोर्ट मिल जाने के बाद एक केन्द्रीय दल को दौरे पर भेजा जाएगा।

बिहार सरकार ने नया लोकायुक्त कानून लागू कर दिया है। इससे पहले राज्य में लोकायुक्त के रूप में केवल एक व्यक्ति हुआ करता था, अब इसे एक संस्था बना दिया गया है।
हमारे पटना संवाददाता ने खबर दी है कि इस कानून में ऐसी कई व्यवस्थाएं हैं, जिनसे भ्रष्टाचार को काबू करने की व्यापक गुंजाइश है। मुख्यमंत्री, मंत्री, विधायक और सरकारी कर्मचारी इसके अंतर्गत आते हैं। इनके अलावा विधानसभा अध्यक्ष, विधान परिषद के सभापति, पूर्व मुख्यमंत्री, मंत्री और विधायक भी इसके दायरे में शामिल किये गये हैं। कर्मचारियों, निगमों और सरकारी अनुदान प्राप्त करने वाले संगठनों को भी लोकायुक्त के तहत रखा गया है। नये कानून के अनुसार लोकायुक्त की संस्था में एक अध्यक्ष और दो सदस्य होंगे। इनमें  कम से कम दो व्यक्ति न्यायिक सेवा के सदस्य होंगे। विधान परिषद के सभापति के नेतृत्व में पांच सदस्यों की चयन समिति को न्यायपालिका के सदस्यों की छानबीन समिति बनाने का अधिकार होगा।

कांग्रेस ने पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी से अनुरोध किया है कि वे कोलकाता में ऐतिहासिक इन्दिरा भवन का नाम न बदलें। पार्टी प्रवक्ता मनीष तिवारी ने नई दिल्ली में संवाददाताओं से कहा कि कांग्रेस, बंगला के महान कवि काजी नजरूल इस्लाम का भी गहरा सम्मान करती है लेकिन पूर्व प्रधानमंत्री के कार्यों की अनदेखी नहीं की जानी चाहिए।

उत्तरप्रदेश के पूर्व मंत्री और बहुजन समाज पार्टी के  नेता बाबू सिंह कुशवाहा आज भारतीय जनता पार्टी में शामिल हो गए।
श्री कुशवाहा को बहुजन समाज पार्टी ने भ्रष्टाचार के आरोपों के कारण बर्खास्त कर दिया था, हालांकि वे उत्तरप्रदेश की मुख्यमंत्री मायावती के करीबी सहयोगी माने जाते थे। सीबीआई, राज्य में राष्ट्रीय ग्रामीण स्वास्थ्य मिशन घोटाले में उनकी भूमिका की जांच कर रही है।

हैदराबाद में सी बी आई की एक विशेष अदालत ने कडप्पा से लोकसभा सदस्य वाई एस जगनमोहन रेड्डी के निकट सहयोगी और लेखा परीक्षक विजयसाई रेड्डी को न्यायिक हिरासत में भेजने के आदेश दिए हैं। सी बी आई ने उन्हें जगनमोहन रेड्डी के खिलाफ अवैध सम्पत्ति के मामले में हिरासत में लिया है। आज उन्हें अदालत में पेश किया गया। सी बी आई की रिमांड याचिका पर सुनवाई कल भी जारी रहेगी। विजयसाई रेड्डी को हैदराबाद में चंचलगुडा केन्द्रीय जेल भेज दिया गया है। इससे पहले सी बी आई ने कई घंटों तक उनसे पूछताछ की और उनके निवास तथा कार्यालय से कई दस्तावेज बरामद किए।

४९८ सांसदों वाली पीपुल्स एसेम्बली के तीसरे और अंतिम दौर के चुनाव में इस्लामी पार्टियां अपनी बढ़त को मजबूत बनाने के लिए मैदान में आमने सामने हैं। मुस्लिम ब्रदरहुड की फ्रीडम ऐंड जस्टिस पार्टी ने कहा है कि अगर वो सत्ता में आती है तो सभी को साथ लेकर सरकार बनाएगी। मगर सलाफियों की कट्टपंथी अलनूर पार्टी के बढ़ते प्रभाव से उदारवादी और अल्पसंख्यक काफी चिंतित हैं। अलनूर पार्टी के नागरिक अधिकारों, महिलाओं के प्रति विचार और धार्मिक रवैये को लेकर आशंकाएं जताई गई है। पिछले दो दौर के चुनावों में उदारवादी धड़े की अलवख्त पार्टी और एजिप्सियन ब्लॅाक बुरी तरह पीटे हैं। मगर भविष्य को लेकर उनके नेता अभी भी आशान्वित हैं। अतुल तिवारी आकाशवाणी समाचार।

मुंबई शेयर बाजार का सेंसेक्स लगातार दूसरे दिन बढ़त दर्ज करते हुए ४२१ अंकों के उछाल से १५ हजार ९३९ पर जा पहुंचा। मौद्रिक नीति में ढील की आशा और एशियाई बाजारों में तेजी के बल पर बाजार में बढ़त हुई। नेशनल स्टाक एक्सचेंज का निटी १२९ अंक बढ़कर ४ हजार ७६५ हो गया।    रूपया डालर के मुकाबले ९ पैसे मजबूत हुआ और एक डालर की कीमत ५३ रूपये २२ पैसे दर्ज हुई। सोना दिल्ली में २५५ रूपये मंहगा होकर २७ हजार ८९५ रूपये प्रति दसग्राम पर जा पहुंचा। चांदी भी २०० रूपये के उछाल से ५१ हजार ६०० रूपये प्रतिकिलो हो गई। अमेरिका में कच्चे तेल की वायदा कीमत २ डालर ६६ सेंट  बढकर १०१ डालर ४९ सेंट प्रतिबैरल हो गई। बें्रटकू्रट का मूल्य ११० डालर प्रति बैरल के ऊपर दर्ज हुआ।

Prime Minister, Dr Manmohan Singh today said the face of Indian science needs a big change. Dr Singh called for public-private partnership and interaction between publicly owned Science and Technology institutions and industry. Inaugurating the 99th Indian Science Congress at Bhubaneswar, the Prime Minister emphasised on the need to increase spending on scientific research in a big way. He said the fraction of GDP spent on Research and Development has been too low and stagnant. He said the country must aim to increase the total Research and Development spending as a percentage of GDP to 2 per cent from the current level of about one per cent by the end of 12th plan period.

We must end to increase the total R&D's spending as a percentage of GDP to atleast 2 % by the end of the 12th plan period. From the current level of about 1% . This can only be achieved if industry which contributes about 1/3 of the total R&D expenditure today increases its contribution significantly.

The Prime Minister also said, supply chain of the Indian science sector must be strengthened further and efforts must be made to make scientific output more relevant to our stage of development.

"We need to do much more to change the face of Indian science. We must strengthen the supply chain of the science sector. We must also make scientific output more relevant to our stage of development. It is said that science is often pre-occupied with problems of the rich, ignoring the enormous and in many ways more challenging problems of the poor and the under-privileged."

The Prime Minister called upon public sector undertakings, especially, the energy sector should play a major role in this expansion. He said we must not be satisfied with what has been achieved as neighbouring countries like China has overtaken India in the world of science. In a bid to push research in niche areas, the Prime Minister said the government was examining a proposal to build national capacity and capability in supercomputing which will be implemented by the Indian Institute of Science, Bangalore at an estimated cost of Rs 5,000 crore.

Dr Singh also gave away awards to scientists for their achievements and tribals of Koraput region for the global recognition they received for conservation of bio-diversity and developing climate resilient farming systems. About 15,000 delegates including 500 foreign scientists and 15 nobel prize winners are participating in the Indian Science Congress that will be organised till 7th of this month.

New Delhi has cautioned Indian businessmen in dealing with traders in Yiwu, a major hub for commodities trading in Zhejiang province in China. A trade advisory posted on the Indian Embassy website said today, all people who have business with Yiwu, are cautioned against doing business there and all people who do not have business with Yiwu, are requested to be careful that they do not do business with Yiwu. The advisory has asked the Indian businessmen to stay away from Yiwu. The advisory has been issued in the backdrop of illegal detention of two Indian businessmen in the locality and manhandling of an Indian Diplomat.

Law Minister Salman Khurshid today favoured reaching out to the Opposition on priority basis on the Lokpal issue. He also said, allies also need to be brought on board on the issue. He dismissed suggestions that Trinamool Congress is a difficult alliance partner. While participating in a TV Programme, he called for developing interlocutors for better communication with Trinamool Congress.

On the issue of Opposition over FDI in multi-brand retail, the Minister agreed that it would require a lot of homework and further dialogue before coming to any decision. He also hoped that the results to the five Assembly elections will help the Congress come out of the malaise.

A CBI Special Court in Hyderabad has ordered judicial remand for Vijayasai Reddy, a close associate and auditor of Kadappa Lok Sabha Member Y.S. Jaganmohan Reddy. The CBI has taken him into custody in illegal assets case against Jaganmohan Reddy and presented him before the court today. The hearing on the CBI remand petition will continue tomorrow. Viajaysai Reddy has been shifted to the Chenchalguda Central jail in Hyderabad. Earlier, the CBI had questioned Vijayasai Reddy for several hours and seized several documents from his residence and auditing office.

CBI Joint Director V.V. Lakshminarayana said, Vijaysai Reddy has been booked under various sections of criminal laws pertaining to criminal conspiracy, cheating, criminal breach of trust, and falsification of accounts.

The Supreme Court today rejected the bail plea of Abdul Naseer Maudany, arrested for his alleged role in the 2008 serial terror blasts in Bangalore, Ahmedabad and Jaipur.

A bench of justices P Sathasivam and J Chelameswar, however, directed the Karnataka government to provide medical treatment to Maudany, founder of Peoples Democratic Party in Kerala, at the Kottakkal Arya Vaidya Sala in Bangalore for his various health problems.

The Home Minister, Mr. P. Chidambaram has said that a high level central team will visit Puducherry and Tamil Nadu in the next day or two to make an exact assessment of damage unleashed by cyclone Thane that left a trail of death and destuction. Mr. Chidambaram was speaking to newsmen after he went around Puducherry town and villages in the periphery of the town and met with victims of nature’s fury. He said that more than 17,000 hectares of standing crops of paddy, sugar cane, betel leaves, banana and cashew perished to the fury of the gushing winds.

Jayalalitha has announced an additional 700 crore rupees to carry out relief work and also as relief measures for the cyclone victims in the coastal districts of Cuddalore, parts of Villupuram and Nagapattinam. According to the twelfth quick employment survey of the Labour and Employment Ministry, job generation has increased in respect of all sectors except Leather and Transport where there was a marginal fall. At the sectoral level, the maximum increase of over two lakh jobs was in the IT and BPO sector followed by Textiles including Apparels, Metals, Automobiles, Handloom and Power loom and Gems and Jewellery.

The Finance Ministry is working on savings bank account number portability, which will allow a customer to retain his account number while changing his bank. Financial Services Secretary D K Mittal told reporters in New Delhi that certain technical problems will be sorted out soon for implementing this initiative. Mr. Mittal was speaking to reporters after a meeting which among others, was attended by Economic Affairs Secretary R Gopalan, Finance Secretary R S Gujral and Chief Economic Adviser Kaushik Basu.

Egyptians are voting in the third and final round of Parliamentary elections. Around 15 million eligible voters will decide the fate of candidates for 150 seats in this round. The elections are being held in the remaining provinces of the Nile Delta region, the New Valley province; the southern districts, the border province of Matruh, and in North and South Sinai. In reply to India's first innings score of 191, hosts Australia were 116 for 3 at stumps on the opening day of the second test at the Sydney today. Ricky Ponting on 44 and Michael Clarke on 47 are at the crease. Earlier, after opting to bat first, India got off to a calamitous start and were dismissed for 191 in the post-tea session. Commonwealth and Asian Games bronze-medallist Ashish Kumar struck gold, not once but four times, as India notched up a whopping 17 medals at the South Central Asian Gymnastics Championships in Dhaka. The Indian team comprising five men and four women, secured six gold medals in the total tally of 17. Ashish was the best male gymnast of the event, claiming four individual gold medals along with a bronze in individual category and a silver in team category.
