गृह मंत्री पी चिदम्बरम ने कहा है कि देश की सुरक्षा केन्द्र और राज्यों की साझा जिम्मेदारी है। कोलकाता से ५० किलोमीटर दूर बादू में राष्ट्रीय सुरक्षा गार्ड केन्द्र का उद्घाटन करते हुए उन्होंने कहा कि संविधान ने केन्द्र और राज्यों की अलग-अलग जिम्मेदारियां तय की हैं।
देश की सुरक्षा केन्द्र और राज्य सरकारों की साझा जिम्मेदारी है। भारतीय संविधान की धारा ३५५ के अनुसार कानून और व्यवस्था तथा पुलिस की जिम्मेदारी राज्य सरकारों को सौंपी गई हैं। वहीं विदेशी हमलों और आतंरिक गड़बडियों से निपटने की जिम्मेदारी केन्द्र सरकार को दी है।
गृहमंत्री ने कहा है कि आतंकवाद, उग्रवाद और विद्रोही गतिविधियों को समाप्त करने के लिए राज्यों के साथ काम करने की उन पर जिम्मेदारी है। श्री चिदम्बरम ने कहा कि केन्द्र राज्यों के साथ इस आधार पर कोई भेदभाव नहीं करता कि वहां किस राजनीतिक दल की सरकार है। उन्होंने कहा कि केन्द्र पश्चिम बंगाल में पूर्ववर्ती सरकार के साथ भी तालमेल से काम कर रहा था और नई सरकार के साथ भी वह ऐसा ही कर रहा है। उन्होंने कहा कि जंगलमहल इलाके में नक्सली गतिविधियों को काफी नियंत्रित किया गया है और राज्य में कानून व्यवस्था की कुल स्थिति में सुधार हुआ है।
गृह मंत्री का यह बयान राष्ट्रीय आतंकवाद निरोधक केन्द्र बनाने की केन्द्र की योजना पर पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी सहित कुछ राज्यों के विरोध के संदर्भ में महत्वपूर्ण है। सुश्री बनर्जी की तृणमूल कांग्रेस पार्टी यूपीए सरकार में दूसरी सबसे बड़ी सहयोगी है।

केन्द्र ने सामुदायिक रेडियो स्टेशनों को ज्यादा से ज्यादा प्रोत्साहित करने का फैसला किया है ताकि सरकार के कल्याणकारी कार्यक्रमों में लोगों की भागीदारी सुनिश्चित की जा सके। नई दिल्ली में आकाशवाणी से विशेष भेंट में सूचना और प्रसारण मंत्री अंबिका सोनी ने कहा कि दो वर्ष पहले देश में सामुदायिक रेडियो स्टेशनों की संख्या लगभग ३० थी जो इस समय १३५ हो गई है।आज १३५ कम्युनिटी रेडियो स्टेशन जो चल रहे हैं वो एक्सेस स्टोरी का प्र्रतीक है और मुझे लगता है दो ढाई सौ और पाइपलाइन में है, जो जल्द ही उनकी इजाजते अलग अलग जगह से आ जाएंगी। तो आप खुद अंदाजा लगाइये कि एनजीओ, युनिवर्सिटी ऑल क्लेटिव लोगों के कोऑपरेटिव, जो ये चलाएंगे और सरकार की तरफ से हमने ये फैसला किया है, इनको कुछ एडवर्डटाइमेंट की संख्या बढ़ाने के लिए सो डैट दे बीकम ससटेनेबल।
सूचना और प्रसारण मंत्री ने कहा कि रेडियो लोगों तक पहुंचने का एक सशक्त माध्यम है जिससे सरकार की कल्याण योजनाओं का लाभ काफी बड़ी जनसंख्या को मिल सकता है।
ज्यादातर कार्यक्रम ग्रामीण इलाकों से संबंधित हैं, यूपीए सरकार के, किसानों को कृृषि मे नये तरीके अपनाने के लिए जो जानकारी देने की बात होती है। तो यह बिल्कुल लोगों तक पहुंच जाता है और अगर किसी किसान के मन में कोई प्रश्न है वह भी अपना टेलीफोन कर अपना प्रश्न पूछ सकता है तो तुरंत जवाब भी मिल सकता है। तो मैं समझती हूं कि इससे अच्छा तरीका अभी मेरे ध्यान में अभी और कोई नहीं है। जहां एक इंटरएक्टिव प्रोसेस से सरकार के बनाये हुए महत्वपूर्ण कार्यक्रम लोगों तक पहुंचे।
श्रीमती अंबिका सोनी ने कहा कि तीन दिन की कार्यशाला से लोगों तक रेडियो संचार को सशक्त बनाने के बारे में खुलकर विचार विमर्श होगा। कार्यशाला की अध्यक्षता सूचना और प्रसारण मंत्रालय में संयुक्त सचिव सुप्रिया साहू करेंगी।

उत्तर प्रदेश विधानसभा चुनाव में कल राज्य में चौथे चरण का मतदान होगा। लखन+ऊ, बुंदेलखंड और मध्य उत्तरप्रदेश में फैले ११ जिलों की ५६ सीटों पर कल मतदान होगा। कुल ९१ महिलाओं समेत ९ ६ ७ उम्मीदवारों चुनाव मैदान में है।एक करोड़ ७२ लाख से अधिक मतदाता अपने मताधिकार का इस्तेमाल करेंगे। निर्वाचन आयोग ने स्वतंत्र और निष्पक्ष चुनाव के व्यापक प्रबंध किये है। सामान्य और पुलिस प्रेक्षक मतदान प्रक्रिया की निगरानी करेंगे। बुंदेलखंड इलाके में हैलीकॉप्टरों से निगरानी रखी जाएगी। मतदाताओं की सुविधा के लिए १९ हजार इलैक्ट्रोनिक्स मशीनों का इस्तेमाल किया जा रहा है।
लखनऊ में सबसे अधिक २११ उम्मीदवार चुनाव मैदान में है। छत्रपति साहू जी महाराज नगर की २ सीटों के लिए केवल २७ उम्मीदवार चुनाव मैदान में है। हमारे संवाददाता ने खबर दी है कि मतदान के इस चरण में कई प्रमुख उम्मीदवारों के राजनीतिक भविष्य का फैसला होगा।

कानपुर नगर जिले के १० विधानसभा क्षेत्रों में कुल २१६ उम्मीदवार मैदान में हैं। कांग्रेस, भारतीय जनता पार्टी, बहुजन समाज पार्टी और समाजवादी पार्टी ने सभी क्षेत्रों में अपने उम्मीदवार उतारे हैं। पिछले विधानसभा चुनाव में भारतीय जनता पार्टी और बहुजन समाज पार्टी ने तीन-तीन जबकि कांग्रेस और समाजवादी पार्टी ने दो दो सीटें जीतीं थी। विधानसभा क्षेत्रों के परिसीमन की वजह से दो नये क्षेत्र बने हैं, जबकि अधिकांश क्षेत्रों के राजनीति समीकरणों में भी बदलाव आया है। इससे कई वर्तमान विधायकों सहित विभिन्न उम्मीदवारों ने अपने क्षेत्र बदल लिये हैं। प्रमुख राजनीतिक दलों ने भी कई क्षेत्रों में अपने उम्मीदवार बदल दिये हैं। थाटमपुर, कानपुर कैन और किदवई नगर क्षेत्रों में लोकदलों के प्रमुख उम्मीदवार नये चेहरे हैं। जिले के अधिकांश मौजूदा विधायक इस चुनाव में भी अपनी किस्मत आजमा रहे हैं। सभी प्रमुख दलों ने इस जिले में सघन प्रचार अभियान चलाया है। प्रधानमंत्री डॉक्टर मनमोहन सिंह भारतीय जनता पार्टी के नेता लाल कृष्ण आडवाणी, कांग्रेस नेता राहुल गांधी, समाजवादी पार्टी प्रमुख मुलायम सिंह यादव और बहुजन समाज पार्टी सुप्रीमो मायावती कई वरिष्ठ नेताओं ने मतदाताओं को आकर्षित करने के लिए चुनावी रैलियों को संबोधित किया है। -सुनील शुक्ल आकाशवाणी समाचार कानपुर।

देशभर में साक्षर भारत यात्रा अभियान शुरू हो गया है। नई दिल्ली में राष्ट्रपति प्रतिभा देवी सिंह पाटील ने आज इसकी शुरूआत की। इसमें प्रौढ़ साक्षरता, विशेष रूप से महिलाओं और कमजोर वर्ग के लोगों को साक्षर बनाने के लिए अभियान चलाया जाएगा। इस अवसर पर मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि इसके जरिए सरकार शिक्षा के बारे में लोगों से सीधे संवाद स्थापित कर सकेगी। उन्होंने समावेशी विकास और देश के विकास में भागीदारी के लिए महिलाओं को सशक्त बनाने की आवश्यकता पर जोर दिया।हमारे संवाददाता ने खबर दी है कि यह अभियान देश के विभिन्न भागों में चलाया जाएगा जिनमें नक्सल प्रभावित बिहार के गया, जमुई और रोहतास शामिल हैं। साक्षर भारत यात्रा मणिपुर के सेनापति और जम्मू कश्मीर में अनंतनाग सहित दूरदराज के इलाकों में भी जाएगी। इस अभियान में २२ राज्यों के १८० जिलों में एक हजार खंडों की १६ हजार से ज्यादा ग्राम पंचायतों को शामिल किया जाएगा।

जम्मू-कश्मीर में रामबन जिले में आज सुबह चट्टान खिसकने की घटना में चार महिलाएं और एक बच्चे सहित छह लोगों की मौत हो गई। दस यात्रियों को ले जा रही एक वैन रामसो के पास खूनी नाले पर चट्टान खिसकने के कारण दब गई। घायल सभी चार लोगों को पहले रामबन के जिला अस्पताल लाया गया। बाद में उन्हें शेरे कश्मीर अस्पताल सौरा भेज दिया गया।----

केरल के मुख्यमंत्री ओम्मन चांडी ने कहा है कि राज्य सरकार बुधवार को कोल्लम जिले में नींदकारा के तट के निकट इटली के जहाज से हुई गोलीबारी में मारे गये दो मछुआरों के मामले को गंभीरता से ले रही है। कोच्ची में आज संवाददाता सम्मेलन में ओम्मन चांडी ने इस घटना को नृशंस हत्या बताते हुए कहा कि घटना के जिम्मेदार लोगों के खिलाफ कडी कानूनी कारर्वाई की जाएगी। मुख्यमंत्री ने केन्द्र के कड़े कदमों का स्वागत करते हुए कहा कि इस मामले पर राज्य सरकार, केन्द्र के साथ सम्पर्क में है।----
स्वास्थ्य मंत्री गुलाम नबी आजाद ने कहा है कि भारत ने पिछले एक वर्ष के दौरान देश को पोलियो मुक्त बनाने की दिशा में अभूतपूर्व सफलता हासिल की है। देश में पोलियो का एक भी मामला सामने नहीं आया है। श्री आजाद ने कहा कि देश ने पोलियो से मुकाबला करने में इतिहास रचा है। स्वास्थ्य मंत्री राष्ट्रपति भवन में २०१२ के राष्ट्रीय पोलियो दौर की शुरूआत के अवसर पर बोल रहे थे। राष्ट्रपति प्रतिभा देवी सिंह पाटील ने इस अवसर पर आठ बच्चों को पोलियो की खुराक पिलाकर इसकी शुरूआत की।----
असम सरकार ने संयुक्त वन प्रबंधन समिति के सहयोग से राष्ट्रीय वानिकी कार्यक्रम को लागू करने में सफलता हासिल की है। राज्य के प्रमुख वन संरक्षक और योजना के नोडल अधिकारी एम.एम शर्मा ने बताया है कि केन्द्र सरकार के सहयोग और जन भागीदारी से इस कार्यक्रम को सफलतापूर्वक किया जा सका। हमारे संवाददाता ने बताया है कि असम ने राष्ट्रीय वानिकी कार्यक्रम के अन्तर्गत पिछले आठ वर्षो में ४७ लाख से अधिक कार्य दिवस के अवसर पैदा किये गये।वन रोपण कार्यक्रम के तहत वन आवरण में वृद्धि और स्थानीय लोगों की जरूरतों को पूरा करना है। इसके तहत अवकृत वन भूमि , जंगल, राष्ट्रीय उद्यान, अभयारण्य और दूसरे संरक्षित क्षेत्रों के संरक्षण और संवर्धन पर विशेष ध्यान दिया जा रहा है। प्रदेश में पांच राष्ट्रीय उद्यान और १८ अभयारण्य हैंं। सरकारी आंकड़ों के अनुसार असम में ३५ प्रतिशत वन क्षेत्र है। इस कार्यक्रम को सही तरह से लागू करने के लिए प्रदेश ने ३० वन अधिकरण के तहत एक हजार ४३ संयुक्त वन प्रबंधन समिति बनाये गये है। समिति द्वारा सडकों के निर्माण, सामुदायिक हाल, वृक्षारोपण, पानी की आपूर्ति जैसे काम किये जाते हैं। इससे स्थानीय लोगों को रोजगार के अवसर भी मिल रहे हैं। मानस प्रतिम शर्मा आकाशवाणी समाचार गुवाहाटी।

भारतीय मूल के जीव वैज्ञानिक डॉक्टर कमल बावा को वैश्विक सतत विकास की दिशा में विज्ञान के क्षेत्र में किए गए उनके उत्कृष्ट कार्य के लिए पहले अंतरराष्ट्रीय पुरस्कार के लिए चुना गया है। डॉक्टर बावा बोस्टन के मैसाचुसेट्स विश्वविद्यालय में जीव विज्ञान के प्रोफेसर है। उन्हें यह पुरस्कार रॉयल नॉर्वेजियन सोसाइटी ऑफ साइंस एण्ड लेटर्स की ओर से १७ अप्रैल को पुरस्कार प्रदान किया जाएगा। यह पुरस्कार इस वर्ष से शुरू किया जा रहा है और हर दो वर्ष में दिया जाएगा।----

ईरान के खिलाफ प्रतिबंध अभियान एक कदम और आगे बढ़ गया है। बेल्जियम की वर्ल्डवाइड इंटर बैंक फाइनेंशिएल टेलीकॉम्युनिकेशन -स्विफ्ट ने एक बयान में कहा है कि वह ईरान के वित्तीय संस्थानों के खिलाफ प्रतिबंध लगाने को तैयार है। इससे ईरान के वित्तीय संस्थानों पर व्यापक असर पड़ने की आशंका है। अगर स्विफ्ट ईरान के केन्द्रीय बैंक सहित उसके अन्य बैंकों को अपने नेटवर्क से हटा देता है तो ईरान की पूरी बैंकिंग व्यवस्था चरमरा जाएगी। ईरान ने अभी तक स्विफ्ट की घोषणा पर कोई प्रतिक्रिया व्यक्त नहीं की है।----

विश्व स्वास्थ्य संगठन ने बर्डलू वायरस के नये अनुसंधान को प्रकाशित करने से रोकने के स्वैच्छिक निर्णय का आदेश दिया है। विश्व स्वास्थ्य संगठन ने चिंता व्यक्त की है कि आतंकवादी बर्डलू वायरस का इस्तेमाल जैविक हथियार बनाने में इस्तेमाल कर सकते है। चिकित्सा और जन स्वास्थ्य विशेषज्ञों की बैठक में इस बात पर सहमति व्यक्त की गई कि अनुसंधान कार्य को सभी संभावित खतरों के पूर्वानुमान लगाने के बाद ही पूर्ण रूप से प्रकाशित किया जाना चाहिए।----

Allaying the fears of some states on setting up National Counter-Terrorism Centre, NCTC, the Home Minister P. Chidambaram has said the security is a joint responsibility of the centre and states.
Speaking at the inauguration of an NSG hub at Badu near Kolkata, without referring to NCTC controversy, he said, the Constitution of India assigns law and order to the state government and also the centre to protect the country against external aggression or internal disturbance.
The security of the country is a shared responsibility. It is a responsibility that they share by the central government and the state government. The constitution of India which assignees Law and Order and police to the state governments has also assigned responsibility protecting every part of India from external aggression or internal disturbance under the article 355 of the constitution.
Mr. Chidambaram said the centre has a responsibility to work with the states to quell terror, any militancy or rebellion and made it clear that it did not discriminate between states on the basis of political parties that ruled governments there.
The government of India is very happy to work with the state governments. We are working with governments of different political parties and we make no distinction among the political parties.
Reaching out to West Bengal Chief Minister Mamata Banerjee, he said the situation in Junglemahal created by the naxalites has been substantially controlled by the new government and the overall situation has considerably improved. Ms. Mamta Banerjee is among half a dozen Chief Ministers who have opposed setting up of a National Counter-Terrorism Centre.

Two hundred forty more community radio stations are in the pipeline as the government is keen to boost participatory communication on flagship programmes. In an exclusive interview to AIR in New Delhi, the Union Minister of Information and Broadcasting Mrs. Ambika Soni said, 135 such stations are already operational.
135 community radio stations are working and about 240 are in the pipeline. Now they are waiting in our ministry for various clearances. The ministry has decided to give it the maximum boost and impetus that we can because this is one of the best way running community radio stations to get to the people.
The Information and Broadcasting Minister said that all efforts should be made to ensure the information about development programs reach the people.

The President Mrs Pratibha Devisingh Patil has launched a nationwide mobilization campaign Saakshar Bharat Yatra to promote adult literacy with a special focus on women and weaker sections of the society. The campaign was flagged off by Mrs. Patil in New Delhi today.

In Uttar Pradesh, the stage is set for fourth phase of assembly elections tomorrow. Polling will take place from seven a.m. to five p.m. 967 candidates, including 91 women are in the fray for this phase.

In Kanpur Nagar district, a total of 216 candidates are in fray for 10 seats. In last assembly elections BJP and BSP had won three seats each while two each had gone in favour of Samajwadi Party and Congress. Due to delimitation of constituencies two new segments have emerged and political equations in most of the segments have been changed and it has forced several candidates including sitting MLAs to change their constituencies. In many segments major political parties have changed their candidates in this election. In Ghatampur, Kanpur Cantt and Kidwai Nagar constituencies' candidates from Congress, BJP, BSP and SP are new. Most of the sitting MLAs are trying their luck in this elections also. All political parties have conducted intensive campaigning in the district and several senior most leaders from all major political parties have addressed election rallies in the district to woo the voters. The High level safety review committee constituted for the ministry of Railways has recommended many measures to prevent rail accidents. The committee headed by Dr Anil Kakodkar, former Atomic Energy Commission chairman and former managing director of Delhi Metro Rail corporation E Sreedharan one of its advisors, has suggested that there should be an independent body like Railway Safety Authority under the government with chairman and experts from outside. It recommended a robust and powerful Safety Architecture to have a safety oversight on the operational mode of Railways.
The committee today presented its report to the Railway Minister Dinesh Trivedi. The committee has suggested elimination of both manned and unmanned level crossings. Kakodkar said if all the recommendations will be accepted there will be a total financial implication of one lakh crore rupees in five years.
Speaking on the occasion, Railway Minister Dinesh Trivedi said Railway's constant endeavor is to upgrade its infrastructure for meeting the safety requirement for handling the exponential growth of traffic. He said there is a great need to modernise railways to address the safety aspect of it.
Today the basis is safety and modernisation. I have always said that Indian railway has outlived its utility up to now. The time has come that there has to be paradam shift. There is a great need to modernise and if you do not modernise than we will not be able to address the safety aspect of it.

Stating this in Chennai, Environment Minister Jayanthi Natarajan slammed US and other Western nations for continuing to cause pollution despite their commitments. She said, US and West Asian countries continue to increase pollution, without an apology or feeling. She said they are not in anyway burdened by the kind of pollution that they are bringing about.
She was speaking after inaugurating a Business Ethics conference organised by Loyola Institute of Business Administration yesterday. Six persons including four women and a child were killed in a landslide in Ramban district of Jammu and Kashmir this morning. The incident took place when a van, carrying ten passengers, on its way from Jammu to Srinagar got dumped under a landslide at khooni naala near Ramsoo. All four injured who were first shifted to the district Hospital Ramban, have been further referred to Sher-i-kashmir hospital Soura. Details are awaited.

Assam Government has achieved success in the implementation of National Afforestation Programme, NAP, through Joint Forest Management Committee, JFMC. NAP is a major forestry programme of the Central Government in which a Afforestation and other related activities are be implemented through public participation. The afforestation programme aims at increasing forest cover and meeting the needs of the locals. Special attention is being given to the regeneration of degraded forest areas and lands adjoining to forest, national parks, sanctuaries and other protected areas. In a bid to implement the programme properly, forest department has set up 1043 Joint Forest Management Committees under 30 Forest Development Agency. Activities like construction of roads and community hall, plantation, water supply are being carried out by the JFMC. Local people are engaged to carry out these works, thus creating employment opportunity under it. Also, all the benefits derived from the non-timber forest produce are being shared with local people. Union Health Minister Ghulam Nabi Azad today said India has achieved a remarkable feat as in the last one year the country has remained completely free from polio without witnessing even a single case. On to International News; India-born biologist Kamal Bawa has bagged the world's first international award for outstanding scientific work that promotes sustainable development globally. Dr Bawa, distinguished Professor of Biology at the University of Massachusetts in Boston, will receive the Gunnerus Sustainability Award from the Royal Norwegian Society of Sciences and Letters at a function in Trondheim, on April 17.
Dr. Bawa is most noted for his pioneering work on population biology in rainforest areas. The Gunnerus award is the first major international prize for outstanding scientific work that promotes sustainable development globally, and will be awarded every two years starting this year.

The US has said, it is working closely with India in resolving the political impasse in the Maldives. State Department spokesperson Victoria Nuland told reporters in Washington that it welcomes the efforts of all sides to find a peaceful way forward. The US also welcomes the ongoing dialogue among Maldivians regarding the role of a unity government in addressing these issues and possibly creating the conditions for early elections.

The European Union Foreign Policy Chief Catherine Marie Aston says there is a possibility that Iran may resume talks. She was addressing a joint press conference after meeting the US Secretary Of State Hillary Clinton in Washington. Iran's chief nuclear negotiator Saeed Jalili wrote a letter to Catherine Marie Ashton on 14th February. He said Tehran is ready to resume stalled nuclear talks at the earliest if the six powers respect its right to peaceful atomic energy.
The last round of talks collapsed in Turkey in January 2011. The United States and other Western powers suspect that Iran is seeking to build a nuclear bomb, but Tehran denies the charge, insisting its atomic program is for purely peaceful purposes.
Meanwhile, Sanctions against Iran have moved one step ahead. The Belgium-based Society for Worldwide Interbank Financial Telecommunication, SWIFT, in a statement on its website said it was ready to implement sanctions against Iranian financial institutions. The move will have far reaching implications on Iranian financial institutions.

The World Health Organization has ordered an indefinite moratorium on the publication of new research into the Bird flu virus because of concerns that it could be used by terrorists to create a biological weapons. केंद्रीय गृहमंत्री ने कहा है कि देश की सुरक्षा केन्द्र और राज्यों की सांझा जिम्मेदारी है। कोलकाता के निकट बादू में राष्ट्रीय सुरक्षा गार्ड केंद्र का उद्घाटन करते हुए श्री चिदम्बरम ने कहा कि राज्यों के बीच तालमेल के बिना आतंकवाद के खिलाफ लड़ाई जीती नहीं जा सकती।देश की सुरक्षा केन्द्र और राज्य सरकारों की साझा जिम्मेदारी है। भारतीय संविधान की धारा ३५५ के अनुसार कानून और व्यवस्था तथा पुलिस की जिम्मेदारी राज्य सरकारों को सौंपी गई हैं। वहीं विदेशी हमलों और आतंरिक गड़बडियों से निपटने की जिम्मेदारी केन्द्र सरकार को दी है।
उधर, करनाल में केन्द्रीय गृह सचिव आर. के. सिंह ने कहा कि देश के खिलाफ युद्ध छेड़ने वालों से निपटना केन्द्र की जिम्मेदारी है और अगर राज्य स्वतंत्र रूप से काम करने लगे, तो यह लड़ाई नहीं जीती जा सकती।

सामुदायिक रेडियो के लिए विज्ञापन दरें बढ़ा दी गई हैं। इन्हें एक रूपया प्रति सैकण्ड से चार रूपया प्रति सैकण्ड कर दिया गया है। ये एफ. एम. रेडियो की दरों के बराबर है। आज नई दिल्ली में तीन दिन के सामुदायिक रेडियो सम्मेलन में ये घोषणा की गई। सूचना और प्रसारण राज्य मंत्री एस. जगतरक्षकन ने आज इस सम्मेलन का उद्घाटन किया। उन्होंने कहा कि सामुदायिक रेडियो ऐसा एक मात्र माध्यम है, जिससे देश में सभी जगह डिजिटल प्रोग्राम सुने जा सकते हैं। श्री जगतरक्षकन ने अन्य राज्यों से भी अपने यहां सामुदायिक रेडियो स्टेशन खोलेने को कहा।देश में १२६ से ज्यादा सामुदायिक रेड़ियो स्टेशन चल रहे हैं। मुझे यह जानकर खुशी है कि मेरे गृहराज्य तमिलनाडू में सबसे ज्यादा सामुदायिक रेड़ियो स्टेशन हैं। मैं अन्य राज्यों खासकर उत्तर और पूर्वोत्तर राज्यों से भी अनुरोध करता हॅूं कि उन्हें भी अपने यहां सामुदायिक रेड़ियो स्टेशन खोलने के लिए आगे आना चाहिए।
सूचना और प्रसारण सचिव उदय वर्मा ने विज्ञापन दरों में वृद्धि की घोषणा करते हुए कहा कि देश में सामुदायिक रेडियो स्टेशनों के विस्तार के लिए व्यापक रूप-रेखा तैयार की जा रही है।
इससे पहले, आज सुबह सूचना और प्रसारण मंत्री अंबिका सोनी सामुदायिक रेडियो सम्मेलन में गई। उन्होंने कहा कि सामुदायिक रेडियो का इस्तेमाल सरकार के प्रमुख कार्यक्रमों के बारे में लोगों को जानकारी देने के लिए किया जाना चाहिए, ताकि ग्रामीण, किसान और गरीब लोग इनका पूरा-पूरा लाभ उठा सकें।
ज्यादातर कार्यक्रम ग्रामीण इलाकों से संबंधित हैं, यूपीए सरकार के, किसानों को कृृषि मे नये तरीके अपनाने के लिए जो जानकारी देने की बात होती है। तो यह बिल्कुल लोगों तक पहुंच जाता है और अगर किसी किसान के मन में कोई प्रश्न है वह भी अपना टेलीफोन कर अपना प्रश्न पूछ सकता है तो तुरंत जवाब भी मिल सकता है। तो मैं समझती हूं कि इससे अच्छा तरीका अभी मेरे ध्यान में अभी और कोई नहीं है।

दिल्ली की एक अदालत ने राष्ट्रीय जांच एजेंसी को निर्देश दिया है कि वह २६ नवम्बर, २००८ के मुम्बई हमलों में शामिल पाकिस्तानी मूल के अमेरिकी नागरिक डेविड हेडली को अगले महीने की १३ तारीख को पेश करे। अदालत ने भारत में कई आतंकी हमलों के सिलसिले में जांच एजेंसी से हेडली के साथी तहव्वुर राणा, लश्करे-तैयबा के संस्थापक हाफिज+ सईद और जकी-उर-रहमान लखवी को भी पेश करने को कहा है। अदालत ने पाकिस्तान सेना के अधिकारी मेज+र इकबाल तथा मेज+र समीर अली, अलकायदा के इलियास कश्मीरी, हेडली के आका साजिद मलिक और पाकिस्तानी सेना के पूर्व अधिकारी अब्दुल रहमान हाशमी के गैर-जमानती वारंट जारी किये हैं। जिला न्यायाधीश एच.एस. शर्मा ने विभिन्न हमलों में कथित भूमिका के लिए सभी नौ आरोपियों के खिलाफ राष्ट्रीय जांच एजेंसी द्वारा दायर आरोप-पत्र का संज्ञान लिया। जांच एजेंसी ने न्यायालय से अनुरोध किया है कि वह मोरक्को को एक पत्र जारी करे, ताकि हेडली की दूसरी पत्नी फैज+ा की मुम्बई हमलों में भूमिका की आगे और जांच की जाये तथा यह पता लगाया जाए कि वह कहां है। जांच एजेंसी के अनुसार फैज+ा मोरक्को से है और वे २००७ के अप्रैल में और २००८ के जून, जुलाई और अगस्त में भारत आईं थी।---
उत्तर प्रदेश में विधानसभा चुनाव के चौथे चरण में कल वोट डाले जाएंगे। इस चरण में ग्यारह जिलों के ५६ निर्वाचन क्षेत्रों में ९१ महिलाओं सहित नौ सौ सरसठ उम्मीदवार चुनाव मैदान में हैं।चौथे चरण में राज्य के पांच मंत्रियों सहित २७ मौजूदा विधायक चुनाव लड़ रहे हैं। जिन ११ जिलों में कल वोट डाले जाएंगे, उनमें लखनऊ, रायबरेली, उन्नाव, हरदोई, छत्रपति साहूजी महाराजनगर, फर्रूखाबाद, कन्नौज, बांदा, चित्रकूट, फतेहपुर और प्रतापगढ़ शामिल हैं। हमारे संवाददाता ने बताया है कि सुरक्षा के व्यापक प्रबंध किए गए हैं।
कल होने वाली मतदान की तैयारियां अब लगभग पूरी हो चुकी है। इस चरण के लिए १८ हजार से ज्यादा पोलिंग स्टेशन बनाए गए हैं जिनमें से ३ तीन हजार ६२३ पोलिंग स्टेशनों को अतिसंवेदनशील घोषित किया गया है। मतदान केंद्रों पर किसी भी गड़बरी को रोकने के लिए तीन हजार से ज्यादा वीडियों और डिजीटल कैमरे मतदान केंद्रों पर लगाए गए हैं, जबकि २७० चुने हुए मतदान केंद्रों से लाइव वेबकास्टिंग भी की जाएगी। चुनाव वाले क्षेत्रों में सुरक्षाबलों को तैनात किया जा चुका है। मतदान के दौरान सभी पोलिंग स्टेशनोें पर मतदाता हेल्प डेस्क भी मतदाओं को मतदान करने में सहयोग उपलब्ध कराएगी। संजय प्रताप सिंह, आकाशवाणी समाचार, इलाहाबाद।
निर्वाचन आयोग ने केंद्रीय मंत्री बेनी प्रसाद वर्मा को मुसलमानों के लिए आरक्षण से संबंधित उनके बयान को लेकर नोटिस जारी किया है। आयोग ने इसे आदर्श आचार-संहिता का उल्लंघन पाया है और श्री वर्मा से सोमवार तक जवाब देने को कहा है। राज्य के बंदेलखंड क्षेत्र और पश्चिमी हिस्सों में चुनाव प्रचार तेज हो गया है।

आंध्र प्रदेश में आज हैदराबाद के नजदीक आग लगने की एक दुर्घटना में सात लोग जलकर मारे गये, इनमें चार बच्चे हैं। रंगारेड्डी जि+ले के गुंडला पोचमपल्ली में लगी इस आग में १०० से ज्यादा झुग्गियां जल गई। पुलिस को आशांका है कि गैस का सिलेंडर फटने से आग लगी। इस इलाके में अधिकतर मजदूर रहते हैं जो ओड़िशा, बिहार और आस-पास के जि+लों से हैं। मुख्यमंत्री किरण कुमार रेड्डी ने इस दुर्घटना पर शोक व्यक्त किया है और इसकी जांच के आदेश दिये हैं।---

गृहमंत्री पी. चिदम्बरम ने आज त्रिपुरा में रियांग शरणार्थियों से बातचीत की। कंचनपुर में उनसे बातचीत में श्री चिदम्बरम ने कहा कि केन्द्र सरकार चाहती है कि ये शरणार्थी वापस मिजोरम लौट जायें। उन्होंने बताया कि वहां उनकी आवश्यकताओं को पूरा करने के लिए पैसे की मंजूरी दे दी गई है। श्री चिदम्बरम ने उनके हितों का पूरा ध्यान रखने का वायदा भी किया। गृहमंत्री ने बाद में अगरतला में संवाददाताओं से बातचीत में कहा कि वे अगले महीने मिजोरम सरकार से इस बारे में बातचीत करेंगे और इसके बाद फिर रियांग शरणार्थियों से मिलेंगे।2100 HRS

Home Minister Chidambaram says, security of the country is a shared responsibility and without coordination among states, the war against terror cannot be won. Reaching out to Non - Congress Chief Ministers' opposition for setting up National Counter Terrorism Centre, he said that the Constitution assigns law and order to the state government and also to the Centre, to protect the country against external aggression or internal disturbance.
Inaugurating an NSG hub in Badu, about 50 kms from Kolkata today, Mr. Chidambaram said, the founding fathers of the Constitution were also wise when they made article 355, making national security and internal security a shared responsibility.
In Karnal, Haryana, Union Home Secretary R K Singh said the Centre has the duty to fight those who wage war against the nation and this war cannot be won if the states start working independently.
Later in Tripura, Union Home Minister P. Chidambaram held discussion with the Reang refugees in Kanchanpur today. He said that the Centre wants Reang Refugees to go back to their own homeland. Talking to the media persons in Agartala, Home Minister said that he will hold discussion with the Mizoram Government next month and will again comeback to the Reang refugees to inform them of the outcome.

Madhya Pradesh Chief Minister Shivraj Singh Chouhan has urged the Centre to reconsider setting up of National Counter Terrorism Centre. In a letter written to the Prime Minister Dr. Manmohan Singh, he said that creation of such an authority without consultation with the state governments, will affect the spirit of federalism. Mr. Chouhan alleged that the Union government has taken a unilateral action for creation of the NCTC and empowering it under the Unlawful Activities (Prevention) Act, vesting its officers with powers to arrest and search anywhere in the country.

The Centre today clarified that it has no intention of weakening the federal structure of the country. Maintaining that the decision to set up the National Counter Terrorism Centre - NCTC - was an administrative step, Information and Broadcasting Minister Ambika Soni said the Home Secretary had given a statement yesterday explaining the issue.
It has been made clear that the proposal by the Home Minister does not require changes in the existing laws or something for which there is a need to approach Parliament. Talking to Newsmen, on the sidelines of a function in New Delhi, Ambika Soni said, she felt that even the Chief Ministers are well aware that the Manmohan Singh Government will never want to weaken the Federal Structure.

A Delhi court today directed the National Investigation Agency, NIA, to produce Pakistani American David Coleman Headley involved in the 26/11 Mumbai terror attack by the 13th of next month. The court also asked the Agency to produce his accomplice Tahawwur Rana, LeT founder Hafiz Saeed and mastermind Zaki-ur-Rehman Lakhvi accused of carrying out several terror attacks in India. He court issued non-bailable warrants against Pakistan Army officials Major Iqbal and Major Sameer Ali, Al-Qaeda operative Ilyas Kashmiri, Headley's handler Sajid Malik and former Pakistani Army officer Abdul Rehman Hashmi.
District Judge H S Sharma took cognizance of the charge- sheet filed by NIA against all the nine accused for their alleged roles in various terror acts. The NIA has urged the court to issue a letter rogatory to Morocco for further investigation of the role of Headley's second wife, Faiza Outalha, in the 26/11 attacks and ascertain her whereabouts.
Headley and Rana are at present in the custody of the US authorities and the NIA has only got a limited access to Headley who had entered into plea bargain with US authorities to escape a harsh sentence.

The Election Commission has issued a notice to Union Steel Minister Beni Prasad Verma over his remarks on sub-quota for minorities. Holding prima facie violation of the Model Code of Conduct, the commission has sought his reply by Monday evening. The Commission, which examined the video recordings of Verma's speech at a rally in Farrukhabad in UP said, it is evident from the statements of Beni Prasad Verma that he was well aware of making such utterances, would violate the model code of conduct. Yet he deliberately and willfully did the same.

In Uttar Pradesh, the election authorities have geared up for the fourth phase of elections going to be held tomorrow. According to the state electoral authorities 967 candidates are in the fray in this phase.91 women candidates are also contesting in this phase . In Goa, atleast seven people including 6 children lost their lives and over eight went missing after a school bus fell into Kalvi River this afternoon. The bus was carrying over a dozen school children and a woman caretaker when it fell into the river near in North Goa near Aldona ferry wharf. The driver and conductor jumped out of the vehicle as it fell into the river.
Soon after the mishap, rescue operations were initiated with the help of local and marine police, Indian Navy, Indian coast guard and the Indian army. Three Chetak helicopters and 10 divers assisted with canoes by locals managed to extricate seven persons almost two hours after the accident.

In Andhra Pradesh, seven persons including four children were burnt alive in a fire accident near Hyderabad this afternoon. More than hundred huts were gutted in the incident at Gundla Pochampalli in Ranga Reddy district. Police are suspecting that a gas cylinder exploded causing the fire. About 10 fire tenders from Hyderabad were rushed to douse the fire. Relief measures are underway. Most of the residents of the area are construction workers.
Chief Minister Kiran Kumar Reddy expressed shock and directed the district collector to provide all possible relief to the families of victims. He also ordered an enquiry into the incident. Home Minister Sabita Indra Reddy visited the spot and assured that the Government will extend all help to the affected families.

Advertisement rates for Community radio have been hiked. The rates have been increased from one rupee per second to four. This was announced at the ongoing three day Community Radio Sammelan in New Delhi inaugurated by the Minister of State for Information and broadcasting, S.Jagathrakshakan this afternoon. The Minister said that Community Radio is the only medium that can bridge the digital divide in the country.
Information and Broadcasting Secretary, Uday Varma who announced the hike in advertisement rates, said his Ministry is formulating a detailed road-map for expansion of Community Radio Stations in the country. Varma said, around 2000 to 5000 Community Radio stations are expected to come up in the next five years.
Earlier, the Minister for Information and Broadcasting, Ambika Soni who visited the Community Radio Sammelan this morning, said that Community radio should be used to spread knowledge about the flagships programs of the Government for the benefit of rural people, the farmers and the poor. The three day Community Radio Sammelan is being organised by the Information and Broadcasting Ministry and the Commonwealth Educational Media Centre for Asia.

Lok Sabha Speaker Meira Kumar is leading the first ever Indian Parliamentary delegation to Pakistan. The delegation will be in Pakistan for four days, beginning Tuesday. During its visit, the delegation will call on President Asif Ali Zardari, Prime Minister Syed Yousuf Raza Gilani, Chairman of the Senate, Farooq Hamid Naek, Speaker of National Assembly of Pakistan, Fehmida Mirza and Foreign Affairs Minister Hina Rabbani Khar. Stating this, Indian Ambassador Nirupama Rao said the IT companies employ more than one lakh people in that country.
