वैश्विक मंदी के बावजूद देश में पिछले पांच वर्षों में बेरोजगारी में एक दशमलव सात प्रतिशत की कमी आई है। श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने कल नई दिल्ली में सार्वजनिक रोजगार कार्यक्रमों में पहल सम्मेलन में यह जानकारी दी।मुझे यह बताते हुए गर्व हो रहा है कि वैविश्क मंदी के बावजूद भारत ने न सिर्फ रोजगार कमी को बरकरार रखा है, बल्कि बेरोजगारी दर जो कि वर्ष २००४-०५ में आठ दशमलव तीन प्रतिशत थी, उसे वर्ष २००९-१० में घटाकर ६ दशमलव छह प्रतिशत करने में भी सफलता हासिल की है।
श्री खड़गे ने कहा कि रोजगार के अवसरों में बढ़ोतरी के लिए सरकार के विभिन्न उपायों और नीतियों से यह उपलब्धि हासिल हुई है। इन कार्यक्रमों में सरकार की महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कार्यक्रम -मनरेगा जैसी योजना भी शामिल है।
श्री खड़+गे ने बाद में पत्रकारों को बताया कि रोजगार कार्यक्रम और कौशल विकास जैसे क्षेत्रोंमें भारत, ब्राजील, दक्षिण अफ्रीका और अन्य विकासशील देश अपने अनुभव बांट सकते है।

सरकार ने उच्चतम न्यायालय से एक सौ बाइस दूरसंचार लाइसेंसों को रद्द करने की समय सीमा बढ़ाने की मांग की है। न्यायालय ने इन टू-जी लाइसेंसों को दो जून तक रद्द करने का आदेश दिया है।सरकार ने कहा है कि इस आदेश से छह करोड़ नब्बे लाख मोबाइल उपभोक्ताओं पर प्रभाव पड़ेगा, क्योंकि स्पेक्ट्रम की नीलामी की प्रक्रिया में कम-से-कम चार सौ दिन लगेंगे।
पूर्व दूरसंचार मंत्री ए. राजा के कार्यकाल के दौरान आवंटित किए गए, एक सौ बाइस टू-जी लाइसेंसों को रद्द करने के उच्चतम न्यायालय के फैसले पर स्पष्टीकरण के आवेदन में दूरसंचार मंत्रालय ने यह मांग की। सरकार ने कहा है कि वह उच्चतम न्यायालय के फैसले के अनुसार व्यावहारिक ढंग से लाइसेंस की नीलामी के हर संभव उपाय कर रही है।

उच्चतम न्यायालय ने व्यवस्था दी है कि राज्य और केन्द्रशासित प्रदेश अब छोटे खनिजों के खनन के लिए केंद्रीय पर्यावरण मंत्रालय की पूर्व अनुमति से पांच हेक्टेयर से कम भूमि को पट्टे पर दे सकते हैं या उसका नवीकरण कर सकते हैं।न्यायमूर्ति के.एस. राधाकृष्णन और सी.के. प्रसाद की विशेष वन पीठ ने राज्यों और केन्द्रशासित प्रदेशों को निर्देश दिया कि वह पर्यावरण और वन मंत्रालय की मार्च २०१० की रिपोर्ट में शामिल विभिन्न सिफारिशों और दिशानिर्देशों को लागू करें और छह महीने के अंदर न्यायालय में अनुपालन रिपोर्ट प्रस्तुत करें।

केन्द्र सरकार ने अरूणाचल प्रदेश के अशांत तिरप और चांगलांग जि+लों में पुलिस बलों के आधुनिकीकरण के लिये एक सौ तीस करोड़ रूपये का विशेष पैकेज+ मंज+ूर किया है। केन्द्रीय गृह राज्य मंत्री एम रामचन्द्रन ने कल ईटानगर में समाचार एजेंसी पीटीआई से बातचीत में बताया कि इस पैकेज+ का उद्देश्य दोनों जि+लों के सभी पुलिस थानों में सुधार करना और नये पुलिस थाने खोलना है।दोनों जि+लों में सीमापार से भूमिगत तत्वों की आवाजाही और लोगों की कठिनाइयों को दूर करने के लिए किये गये उपायों के बारे में पूछे जाने पर केन्द्रीय मंत्री ने कहा कि केन्द्र को इस समस्या की जानकारी है। उन्होंने कल सचिवों और पुलिस अधिकारियों के साथ उच्च स्तरीय बैठक की।

उत्तर प्रदेश विधानसभा चुनाव के सातवें और अंतिम चरण की सभी तैयारियां पूरी कर ली गई हैं। इस चरण में रूहेलखंड और तराई क्षेत्र के १०जिलों के ६० निर्वाचन क्षेत्रों में कल मतदान होगा। हमारे संवाददाता ने बताया है कि इस चरण में एक सौ महिलाओं सहित नौ सौ ६२ उम्मीदवार चुनाव मैदान में हैं।शांतिपूर्ण और निष्पक्ष मतदान के लिए सुरक्षा की व्यापक व्यवस्था की गई है। बरेली, मुरादाबाद, बिजनौर, बदायूं और रामपुर के संवेदनशील इलाकों में खास सतर्कता बरती जा रही है। निर्वाचन आयोग ने सुरक्षा व्यवस्था पर निगाह रखने के लिए आठ वरिष्ठ पुलिस अधिकारियों को पुलिस पर्यवेक्षक के रूप में तैनात किया है। मुरादाबाद में उप निर्वाचन आयुक्त विनोद जुत्सी ने संबंधित अधिकारियों और राज्य के मुख्य निर्वाचन अधिकारी के साथ समीक्षा बैठक की है। निर्वाचन आयोग ने प्रदेश में राष्ट्रपति शासन लगाने संबंधी बयान के मामले में केंद्रीय मंत्री श्रीप्रकाश जायसवाल को आदर्श आचार संहिता के उल्लंघन संबंधी आरोपों से मुक्त कर दिया है। सुनील शुक्ल आकाशवाणी सामचार लखनऊ।

ईरान में आज २९० सदस्यों की संसद यानी मजलिस-ए-शूरा के लिए मतदान होगा। तीन हजार से ज्यादा उम्मीदवार चुनाव मैदान में हैं। चार करोड़ बयासी लाख मतदाता संसद सदस्यों को चुनने के लिए अपने मताधिकार का प्रयोग कर सकेंगे।

विदेश मंत्री एस.एम. कृष्णा आज तीन दिन की मिस्र यात्रा पर रवाना हो रहे हैं। मिस्र के साथ सहयोग बढ़ाने के लिए उनके साथ एक उच्च स्तरीय शिष्टमंडल भी जा रहा है। उनकी यात्रा के दौरान भारत-मिस्र संयुक्त आयोग की बैठक होगी। श्री कृष्णा मिस्र के विदेश मंत्री के साथ आयोग की बैठक की सह-अध्यक्ष्ता करेंगे। श्री कृष्णा की इस यात्रा के दौरान कई समझौतों पर हस्ताक्षर होने की संभावना है।-

शराब पीकर गाड़ी चलाने जैसे अपराध के लिए जुर्माना दो हजार से बढ़ाकर दस हजार रूपये और जेल छह महीने से बढ़ाकर चार साल कर दी गई है। रेड लाइट का उल्लंघन पहली बार करने पर जुर्माना एक सौ रूपये से बढ़ाकर पांच सौ रूपये कर दिया गया है।

Unemployment rate in India has fallen by 1.7 percent in 5 years from 8.3 per cent to to 6.6 despite a global slowdown. Disclosing this in New Delhi yesterday ,Labour and Employment Minister Mallikarjun Kharge attributed the achievement to the employment measures including the MGNREGA Scheme initiated by the Government to stimulate job creation.
"I am proud to emphasize that despite global slowdown, India has not only maintained its employment standards but also succeeded in reducing unemployment from 8.3 percent in 2004-05 to 6.6 percent in 2009-10."
Mr. Kharge was addressing a conference on 'Innovation in Public Employment Programmes' in New Delhi. Later, he told news persons that public employment programmes and skill development initiatives are some of the areas where India, Brazil, South Africa and other developing countries can share their expertise.

The Government said the order will impact over 69 million mobile users as the auction process for radio-waves will take at least 400 days.

The government said it is respectfully stated that the Ggovernment is taking every possible and practical step to expedite the auction to be held in accordance with the judgement of the Supreme Court. It asked the court to pass appropriate clarificatory orders.

The Supreme Court has ruled that the states and Union Territories can now grant leases for mining minor minerals in less than 5 hectares or renew them only after prior approval from the Union Environment Ministry.
A special forest bench of justices K S Radhakrishnan and C K Prasad directed the states and Union Territories to give effect to the various recommendations and guidelines framed by the Ministry of Environment and Forests in its March 2010 report and submit compliance reports before the court within six months.
The apex court passed the directions while dealing with the auction notice issued by the Haryana Government on June 3 and August 8 last years and the alleged illegal mining in Uttar Pradesh and Rajasthan.

An official said that the Union Cabinet has also approved the amendments to the Motor Vehicle Act for harsher punishments for offences like drunken driving, jumping a red light, dangerous driving, over-speeding and using mobile phones while driving.

In Goa, the campaigning ended last evening for state Assembly polls slated for tomorrow. The main contest is between the ruling Congress-Nationalist Congress Party alliance and the Bharatiya Janata Party and Maharshtrawadi Gomantak Party combine. Our correspondent reports that there are 215 candidates in fray for total 40 seats locked mostly in the multi-cornered contests including 74 independents and nine women.
"The composition of the electorate indicates that the total number of voters is 10, 25, 472 which also includes 5, 14, 939 women and their number is slightly more than men. Also, the young voters constitute around twenty three per cent of the total electorate who are belonging to the age group of below thirty years. For ensuring, free and fair polling 10, 644 poll personnel have been deputed and 3, 526 security personnel have been deployed along with 35 companies of Central Reserve Police Force and 12 companies of the Maharashtra Home Guards. Our correspondent reports that there are 215 candidates in fray for total 40 seats locked mostly in the multi-cornered contests including 74 independents and nine women.
"The composition of the electorate indicates that the total number of voters is 10, 25, 472 which also includes 5, 14, 939 women and their number is slightly more than men. Also, the young voters constitute around twenty three per cent of the total electorate who are belonging to the age group of below thirty years. For ensuring, free and fair polling 10, 644 poll personnel have been deputed and 3, 526 security personnel have been deployed along with 35 companies of Central Reserve Police Force and 12 companies of the Maharashtra Home Guards. The Centre has sanctioned Rs 130 crore to Arunachal Pradesh as a special package for the modernization of police forces in troubled Tirap and Changlang districts. Talking to a news agency yesterday, Union Minister of State for Home Mullapally Ramachandran said that the package is meant for improvement of all the existing police stations and opening of new ones in both the districts.
Asked to comment on steps being taken on the reported movement of underground elements in both the districts from across the border and the hardship faced by the people, the union minister said the Centre was aware of the problem. Ramachandran, on his maiden visit to the state, convened a high-level meeting with Secretaries and Police officers.
The Minister also called on the Governor Gen J J Singh at Raj Bhavan where the internal security scenario of the state was discussed.
Highlighting the strategic importance of the state, the Governor emphasized the need for expediting police modernization and providing adequate funds to implement the programme. According to a Raj Bhavan release he also called for more recruitment under the state civil police.

उच्चतम न्यायालय ने, पूर्व न्यायमूर्ति एच एस बेदी को गुजरात में २००२ से २००६ के बीच, कथित फर्जी मुठभेड़ों में २२ लोगों के मारे जाने के मामलों पर विचार के लिए गठित निगरानी प्राधिकरण का अध्यक्ष नियुक्त किया है। उच्चतम न्यायालय ने कहा कि वह चाहता है कि इन मामलों की पूछताछ की देखरेख और निगरानी कोई ऐसा व्यक्ति करे, जिसकी निष्ठा पर किसी भी तरह का कोई संदेह न हो। न्यायालय ने अध्यक्ष की नियुक्ति का मुद्दा तय करने की समय सीमा १२ मार्च तक बढ़ाने का सरकार का अनुरोध भी अस्वीकार कर दिया।न्यायालय ने गुजरात सरकार से कहा है कि न्यायमूर्ति श्री बेदी को पूरी सुविधा और सहयोग प्रदान किया जाए ताकि वे इन मामलों की सार्थक और प्रभावी जांच कर सकें। न्यायालय की पीठ ने बताया कि निगरानी प्राधिकरण तीन महीने के भीतर अंतरिम रिपोर्ट दे देगा।

कर्नाटक के पूर्व पर्यटन मंत्री और खनन घोटाले के एक अभियुक्त जी.जर्नादन रेड्डी को १२ मार्च तक सी बी आई की हिरासत में दे दिया गया है। ये आदेश सी बी आई की विशेष अदालत के जज, बी.एम अंगदी ने आज बंगलौर में दिया। एक अन्य अभियुक्त रवि नायक के वकील ने दलील दी थी कि जर्नादन रेड्डी की गिरफ्तारी सी बी आई द्वारा कर्नाटक में दायर मामले में नहीं हुई है इसलिए उसको हिरासत में देना कानून सम्मत नहीं है, लेकिन सी बी आई के वकील सुंदरराजन ने जर्नादन रेड्डी की हिरासत की मांग की, क्योंकि जांच अभी चल रही है।सी बी आई ने अवैध खनन के मामले में रेड्डी और २१ लोगों पर अक्तूबर में एफआईआर दायर की थी।

उधर, जर्नादन रेड्डी को अदालत में पेश किए जाते समय बंगलौर की अदालत के बाहर तनाव पैदा हो गया। वकीलों के एक गुट की मीडियाकर्मियों से झड़प हो गई, उन्होंने पत्थरबाजी भी की, जिससे कुछ निजी चैनलों के कैमरामैन घायल हो गए। वकील चाहते थे कि ये कैमरामैन अदालत के बाहर ही रखे जाएं। वे इससे पहले वकीलों के आंदोलन को कवर किए जाने के तरीके पर विरोध प्रकट कर रहे थे। पुलिस को हल्का लाठीचार्ज करना पड़ा और आंसु गैस के गोले छोड़ने पड़े। अदालत के आसपास के इलाकों में धारा १४४ लगा दी गई है।-----
मुम्बई पुलिस के विशेष जांच दल ने आज क्राइम ब्रांच और आर्थिक अपराध शाखा के सहयोग से मुम्बई क्षेत्रीय कांग्रेस समिति के पूर्व अध्यक्ष कृपाशंकर सिंह के परिसरों पर मुम्बई तथा आसपास कई इलाकों में छापे मारे। हमारी संवाददाता ने बताया है कि उन पर आय के ज्ञात स्रोतों से अधिक सम्पत्ति अर्जित करने के आरोप हैं।पुलिस के मुताबिक सिंह के बांद्रा और विले पार्ले स्थित निवास और दफ्तरों पर आज सुबह छापे मारे गये। इसके अलावा सिंह के पत्नी और बेटे समेत उनके करीबी रिश्तेदारों के मुम्बई और आसपास के इलाकों स्थित कई परिसरों पर भी छापे मारे गये। पुलिस का कहना है कि वह जांच में काम आ सकने वाले कागजात खोज रहे है। आय से अधिक सम्पत्ति के मामले में दो दिन पूर्व मुम्बई पुलिस द्वारा एफआईआर दर्ज किये जाने के बाद कृपाशंकर सिंह ने उच्चन्यायालय के उनके खिलाफ मुकदमा चलाने और उनकी अचल सम्पत्ति को कुर्क करने के आदेश के खिलाफ कल उच्चतम न्यायालय में याचिका दायर की है। स्वीटी कोठारी, आकाशवाणी समाचार, मुम्बई।

उच्चतम न्यायालय ने आरूषि हत्याकांड का मुकदमा गाजियाबाद की जगह दिल्ली की अदालत में चलाने की तलवार दम्पत्ति की याचिका खारिज+ कर दी है। न्यायमूर्ति बी. एस. चौहान और जे. एस. केहर ने आरूषि के माता-पिता राजेश और नुपूर तलवार की याचिका खारिज करते हुए कहा कि गाजियाबाद की अदालत में भी पर्याप्त सुरक्षा है और महज उन्हें असुविधा होने के आधार पर मुकदमा दिल्ली की अदालत में चलाने की अनुमति नहीं दी जा सकती। इस चर्चित मुकदमे को देखते हुए न्यायालय ने स्पष्ट किया कि केवल संबद्ध पक्षों और उनके वकीलों को ही अदालत की कार्रवाई में भाग लेने की अनुमति दी जाएगी।तलवार दम्पत्ति की इकलौती बेटी १४ वर्षीय आरूषि १५ मई २००८ को नोएडा में अपने घर में मृत पायी गई थी। तलवार दम्पत्ति के नौकर हेमराज का शव भी अगले दिन छत पर मिला था।

उच्चतम न्यायालय ने वोडोफोन कर मामले में अपना फैसला निरस्त करने की याचिका खारिज कर दी है और याचिका कर्ता को ५० हजार रूपये की लागत अदा करने को कहा है। न्यायालय ने व्यवस्था दी कि यह याचिका शरारतपूर्ण और बेहद गैर-जिम्मेदाराना है। इसमें कहा गया था कि प्रधान न्यायाधीश एस. एच. कापड़िया उस पीठ के सदस्य थे, जिसमें वोडोफोन कर मामले में फैसला सुनाया था। न्यायालय ने यह भी कहा कि यह अब तक की सबसे गैर जिम्मेदाराना याचिकाओं में से है। ----
मंत्रियों के एक समूह ने झारखंड में एनटीपीसी के १९८० मेगावॉट क्षमता वाले उत्तर करनपुरा बिजली संयंत्र का प्रस्तावित स्थान बदलने का फैसला किया है। इस फैसले से छह अरब टन कोयले के भंडार की बचत होने की उम्मीद है। वित्त मंत्री प्रणब मुखजीै के नेतृत्व वाले मंत्रिसमूह ने कल शाम नई दिल्ली में हुई बैठक में फैसला किया कि एनटीपीसी का संयंत्र आसपास के किसी ऐसे स्थान पर लगाया जा सकता है जहां कोयला खानों में कम भंडार मौजूद हों। मध्य प्रदेश के महान और छत्रसाल कोयला क्षेत्रों के बारे में पैनल ने पर्यावरण और वन मंत्रालय से रिहन्द बांध पर पड़ने वाले पर्यावरण प्रभाव का आकलन करने के लिए विशेषज्ञ समिति गठित करने और १० दिन के भीतर रिपोर्ट देने को कहा है। उम्मीद है कि बजट से पहले कोयला और बिजली परियोजनाओ पर चर्चा के लिए मंत्रि समूह की बैठक फिर होगी। इस समूह में वित्त मंत्री प्रणब मुखर्जी और पर्यावरण मंत्री जयंती नटराजन के अलावा गृहमंत्री पी चिदंबरम, बिजली मंत्री सुशील कुमार शिंदे और कोयला मंत्री श्रीप्रकाश जायसवाल ने भी १२ सदस्यों के पैनल की बैठक में हिस्सा लिया।----
केरल में अलपुड़ा के पास समुद्र में एक मालवाहक जहाज के साथ एक नौका टकराने से लापता तीन मछुआरों की तलाश चल रही है। कल हुई इस दुर्घटना में दो मछुआरों की जान गई थी। नौ-सेना के दो जहाज, आई एन एस सर्वेक्षक का एक डोर्नियर विमान और चेतक हेलीकॉप्टर तथा तटरक्षक बल के पांच जहाज और तीन विमान इस तलाश में जुटे हैं। समुद्री राहत समन्वय केन्द्र मुम्बई तथा कोच्चि बन्दरगाह जैसी कुछ एजेंसियों के सहयोग से उस जहाज का पता लगाने की कोशिश की जा रही है, जिससे यह टक्कर हुई।-----
उत्तरप्रदेश के गोरखपुर जिले में कल रात चौरा-चौरी के निकट एक सड़क दुर्घटना में छह लोगों की मृत्यु हो गई और पांच घायल हो गए। दो व्यक्तियों की मौत मौके पर ही हो गई, जबकि तीन बच्चों और एक महिला ने गोरखपुर जिला अस्पताल में दम तोड़ दिया। दो घायलों की हालत गंभीर बतायी जाती है। उनका तिपहिया वाहन एक मिनी ट्रक से टकरा गया था।----

सरकार ने फिर कहा है कि वह समाज के अत्याधिक कमजोर वर्ग की महिलाओं और बच्चों के सामाजिक-आर्थिक विकास के लिए प्रतिबद्ध है। आज धार्मिक अल्पसंख्यकों सहित पिछड़े वर्गों की महिलाओं और बच्चों के विकास के मुद्दे और चुनौतियों के बारे में नई दिल्ली में दो दिन के सम्मेलन का उद्घाटन करने के बाद महिला और बाल कल्याण राज्यमंत्री कृष्णा तीरथ ने संवाददाताओं से कहा कि सरकार समाज के बेहद पिछड़े वर्गों के उत्थान से जुड़ी सेवाओं और सुविधाओं को बेहतर करने के लिए गैर-सरकारी संगठनों और कार्यकर्ताओं के सुझावों और विचारों पर गौर करने के लिए हमेशा ही तैयार है। श्रीमती तीरथ ने कहा कि सरकार की प्रतिबद्धता के कारण ही, इस मुद्दे के विभिन्न उपायों पर चर्चा के लिए इस सम्मेलन का आयोजन किया गया है।हमें कानून को सशक्त बनाना पड़ेगा, जो हमारा ढांचा है उसमें हमे और किस तरह के परिवर्तन लाने है, किस तरह से नये लोगों को जोड़ना है। हमें एनजीओज को एक्टीविस्ट्स को जो देश में काम करने वाले है उनकी राय के साथ। मुझे लगता है कि हमें और जरूरत पड़ेगी तो उसको जरूर करेगे।
श्रीमती तीरथ ने कहा कि देश में पिछड़े वर्गों के लोगों के प्रतिशत के बारे में सही और सटीक आंकड़ों से ही सरकारी योजनाओं को कारगर ढंग से लागू करने में सहायता मिलेगी।
देश में बच्चों और महिलाओं के उत्पीड़न से जुड़े हाल के कुछ मामलों पर सवाल का जवाब देते हुए श्रीमती तीरथ ने कहा कि ऐसी घटनाएं रोकने के लिए कानून को सख्त बनाना जरूरी है। उन्होंने कानून और व्यवस्था को बेहतर करने के लिए थानों को भी दुरूस्त करने की बात कही। एक अन्य सवाल के जवाब में श्रीमती तीरथ ने कहा कि उन्होंने अनाथालयों में दुराचार की घटनाओं को रोकने के लिए उनका पंजीकरण और अन्य जानकारी इंटरनेट पर उपलब्ध कराने का आदेश दिया है।

उत्तरप्रदेश विधानसभा चुनाव के सातवें और अंतिम चरण में मतदान के लिए सभी प्रबंध कर लिए गए हैं। मतदान कल होना है। इस चरण में दस जिलों में साठ सीटों के लिए नौ सौ बासठ उम्मीदवार मैदान में हैं। लगभग एक करोड़ ८० लाख मतदाता अपने मताधिकार का प्रयोग कर सकेंगे। मतदान शांतिपूर्वक कराने के लिए सुरक्षा बलों के दस्ते ज्यादातर जगहों पर पहुंच चुके हैं। संवेदनशील इलाकों में इन दस्तों ने फ्लैग मार्च भी किया है। हमारे संवाददाता ने बताया है कि इस चरण में मतदाताओं की ज्यादा भागीदारी की उम्मीद करते हुए निर्वाचन आयोग मतदाताओं के बीच जागरूकता के भरसक प्रयास कर रहा है।
इस चरण में न सिर्फ दो निष्कासित मंत्रियों का राजनीतिक भविष्य तय होगा, बल्कि ये चरण सांसद और पूर्व क्रिकेटर अजरूद्दीन, भाजपा सांसद मेनका गांधी और उनके पुत्र वरूण गांधी के लिए भी प्रतिष्ठा का प्रश्न है, जिन पर अपने संसदीय क्षेत्र के विधानसभा प्रत्याशियों को जीताने की नैतिक जिम्मेदारी है। मायावती सरकार में मंत्री रहे फूल बाबू अब कांग्रेस के टिकट पर बिसलपुर से अपना भाग्य अजमा रहे है, जबकि एक और निष्कासित मंत्री शैजिल इस्लाम इतहेद मिल्लत काउंसिल के टिकट पर भोजीपुरा से उम्मीदवार है। समाजवादी पार्टी के राष्ट्रीय महासचिव मोहम्मद आजम खान की राजनीतिक प्रतिष्ठा रामपुर में दाव पर है। इस चुनाव में विजेता कौन होता है, ये तो छह मार्च को मतगणना के बाद तय होगा। लेकिन देश के सबसे बड़े राज्य के मतदाता ने वोटिंग में सक्रिय भागीदारी करके अपने आपको पहले ही विजेता घोषित कर दिया है। कई सीटों पर वोटिंग के सभी पुराने रिकार्ड टूट गये है। चुनाव आयोग अंतिम चरण में भी मतदाताओं की अधिक भागीदारी की उम्मीद कर रहा है और इसके लिए जागरूकता के प्रयास भी चल रहे है। सलमान हैदर, आकाशवाणी समाचार।

लखीमपुर खीरी में वैसे आमतौर पर हमेशा ही शांतिपूर्ण ढंग से चुनाव होते रहे है, लेकिन सीमावर्ती जिला होने के कारण निर्वाचन आयोग कोई ढील नहीं देना चाहता। लखीमपुर खीरी के नेपाल से लगने वाली सीमा एक सौ ४८ किलोमीटर लम्बी हैं, ये ही वजह है कि चुनावों के दौरान सीमा पर विशेष चौकी बरती जा रही है। भारत नेपाल सीमा पर २२ निगरानी चौकियां बनाई गई है। कल के मतदान को देखते हुए भारत-नेपाल सीमा को पूरी तरह से सील कर दिया गया है, लेकिन बड़ी संख्या में नेपाली नागरिक इलाज के लिए लखीमपुर आते है, ऐसे मरीजों को उचित जांच के बाद सीमित आवाजाही की अनुमति दे दी गई है। सीमा पर सख्त सीमा बल के साथ राज्य पुलिस को भी तैनात किया गया है। श्यामजी अग्निहोत्री के साथ संजय प्रताप सिंह, आकाशवाणी समाचार, लखीमपुर खीरी।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकारी उद्यमों के शेयरों की आगामी बिक्री से पहल, सरकार ने , नीलामी प्रक्रिया का अध्ययन करने का फैसला किया है। तेल तथा प्राकृतिक गैस निगम -ओएनजीसी- के शेयरों की बिक्री बड़ी कामयाब रही है। अंतिम क्षणों में जीवन बीमा निगम -एलआईसी- मदद के लिए आगे आया। सरकार ने भारतीय प्रतिभूति तथा विनिमय बोर्ड -सेबी- से कहा है कि ओ एन जी सी के शेयरों की नीलामी में सब्सक्रिप्शन को लेकर जो भ्रम पैदा हुआ, उसकी तकनीकी दृष्टि से जांच की जाए। नीलामी प्रक्रिया के समाप्त होने का समय नजदीक आते ही बोली लगाने वालों की भीड़ जमा हो गई और शेयर बाजार सब्सक्रिप्शन राशि अपलोड करने में विफल रहे, जिससे नीलमी की कुल मात्रा के बारे में भ्रम पैदा हो गया।सरकार ने कहा है कि यह नीलामी कामयाब रही है और जितनी राशि का लक्ष्य था उतनी जुटा ली गई है। श्री मुखर्जी ने कहा कि नीलामी के ताजा आँकड़ों से पता चलता है कि ९८ दशमलव तीन प्रतिशत तक सब्सक्रिप्शन हुई और सरकार को १२ हजार सात सौ तेंतीस करोड़ रूपये मिले।

The Supreme Court today refused to shift the trial of Aarushi Murder case against her parents Rajesh and Nupur Talwar from a Ghaziabad court to Delhi. A bench of justices B S Chauhan and J S Khehar dismissed the plea of the couple, saying there is adequate security in the Ghaziabad court and inconvenience to the Talwar couple cannot be a ground to transfer the trial to Delhi.
In view of the hype surrounding the murder trial, the bench made it clear that only the parties and their counsel would be allowed to attend the proceedings. 14-year-old Aarushi, the only daughter of the Talwars, was found dead at the family's Noida residence on the intervening night of May 15-16, 2008. The body of the Talwars' servant, Hemraj, was found next day on the terrace.

The Supreme Court today dismissed the plea for quashing the Vodafone tax matter judgement and imposed a cost of 50,000 rupees on the petitioner. It held that a PIL questioning Chief Justice of India S H Kapadia being part of the bench which delivered the Vodafone tax matter verdict as highly scandalous, frivolous and irresponsible. The apex court said it is one of the most irresponsible petitions.

The Special Investigating Team (SIT) of the Mumbai police, with the help of the Crime Branch and Economic Offences Wing officials, today conducted raids at several places of former Mumbai Regional Congress Committee president Kripashankar Singh in and around Mumbai. According to the police, Singh’s residence and office in suburban Bandra, Vile Parle and other properties belonging to him and his close family members, including his wife and son, in and around the city were raided this morning. The police are looking for some documents that will help them in the probe. Singh had yesterday moved the Supreme Court challenging the Bombay High Court’s verdict for his prosecution under the Prevention of Corruption Act and attachment of his immovable properties, two days after an FIR was registered by the city police against him and his family in the disproportionate assets case. Former Karnataka Tourism Minister and an accused in the mining scam Gali Janardhan Reddy was remanded to CBI custody till the 12th of this month. The CBI Special Court Judge B M Angadi pronounced the order in Bangalore today. The senior counsel for the accused Ravi B Naik argued that Janardhan Reddy is not arrested in the case filed by CBI in Karnataka and hence body warrant against him does not hold legally. But CBI advocate Soundararajan sought his custody as investigations are still pending . The CBI had filed an FIR against Reddy and 21 others last October in connection with illegal mining activities allegedly through Associated Mining Company and Deccan Mining Syndicate.

Tension prevailed outside the Bangalore civil court complex today as a group of lawyers clashed with media personnel and pelted stones on them. A few cameramen from private television channels were injured in the incident. This took place while former Karnataka tourism minister Gali Janardhana Reddy was being produced in a court in connection with an illegal mining case.
The lawyers wanted the cameramen outside the court premises in protest against a previous incident where the agitation of lawyers was covered by cameramen. The police tried to control the situation using mild lathi-charge and firing tear gas shells. Prohibitory orders were imposed in and surrounding areas of the Civil Court.

In Kerala, the search for the three missing fishermen allegedly involved in collision between a fishing boat and an unidentified merchant vessel off the coast of Alappuzha are continuing. The collision took place yesterday in which two fisherman lost their lives.
Two ships from the Navy, a Dornier aircraft and a Chetak helicopter on board INS Sarvekshak are participating in the operations by the Navy, while five ships and three aircraft were pressed into service by the Coast Guard. Efforts to identify the vessel were also made, with information from the various surveillance systems of the Maritime Rescue Coordination Centre at Mumbai and other agencies like the Cochin Port. Steps taken in this regard were not successful so far.

The Defence minister A K Antony will hand over the first batch of the ingeniously made Akash surface-to-air missile system to the Air Force tomorrow. Mr Antony will also hand over a newly-developed Advanced Light Weight Torpedo to the Navy in Hyderabad. Our correspondent reports, this is a significant achievement for country's indigenous weapon development programme.
Akash is considered as the Indian Patriot. The Patriot is an American missile system which was used successfully in neutralising the Iraqi Skud missiles during the first Gulf War in the 90s. The Akash missile was developed by DRDO as part of the Integrated Guided Missile Development Programme and is an all-weather, medium-range, Surface-to-Air Missile system. The missile is expected to be the mainstay of the air defence batteries of the country's armed forces in next few decades.

Officials in North-west Pakistan say at least 23 militants have been killed in fresh clashes with security forces in Tirah Valley of Khyber Agency bordering Afghanistan. Geo News said today that eight security men were also killed in the clashes. The clashes between security forces and militants continue unabated in the North-Western Frontier Province. A large number of innocent people apart from security forces and militants have been killed in the recent clashes. Polling has begun in Iran for 290 member parliament. Nearly 3400 candidates are in the fray. More than 48 million Iranians are eligible to vote at the nearly 47,000 polling stations across the nation. Long queues of voters have been reported from several polling stations in the capital Tehran. Liberal opposition groups are boycotting the elections.
The contest is out in the open between the two conservative factions, one which supports President Ahmadinejad, and the other which opposes him. The United Nations Security Council has deplored the increasingly deteriorating situation in Syria and has asked the authorities there to grant UN humanitarian Chief Valerie Amos unhindered access to assess the situation in the country. In a press statement read at United Nations yesterday by Britain's UN Ambassador Mark Lyall Grant, the members of the Security Council call upon the Syrian authorities to allow immediate, full and unimpeded access of humanitarian personnel to all populations in need of assistance. Amos said Syria had not approved her repeated requests to visit the country to assess the humanitarian situation.
UNSC members called on the Syrian authorities to cooperate fully with the UN and relevant humanitarian organisations to facilitate provision of humanitarian assistance and allow evacuation of the wounded from affected areas. The statement came on a day when the top United Nations human rights body adopted a resolution in Geneva strongly condemning the continued widespread and systematic violations of human rights and fundamental freedoms by the Syrian authorities.

The Russian President Vladimir Putin has said he does not know if the Syrian President Bashar al-Assad can survive the turmoil in his country. In remarks to newspaper editors, Mr Putin said reforms in Syria were long awaited and should be carried out. He added that Russia and Syria do not have a special relationship. The Foreign Secretary Ranjan Mathai put forward India's case for joining the Nuclear Suppliers Group (NSG) at an outreach meeting with the world body's key members in Vienna .The Indian delegation is believed to have taken up the issue after updating the non-proliferation body on the ground covered by it on harmonising the NSG control list with India's export control systems.
The meeting update the Indian delegation on the developments that had taken place, including the tightening of norms relating to transfer of the enrichment and reprocessing technology. New Delhi explained its commitment to non-proliferation and attempts to meet international standards, besides its willingness to discuss the Fissile Missile Cut-off Treaty. Civil nuclear technology giants including the US, France and Russia have pledged to back India's bid as they feel its case is different from that of Pakistan and Israel.

Government today reiterated that it is committed to the socio-economic development of women and children from marginalised sections of the society. Talking to reporters in New Delhi after inaugurating a two-day conference on issues and challenges in the development of women and children of backward classes including religious minorities, Minister of State for Women and Child Development Ms Krishna Tirath said that the government is always open to opinions and suggestions from activists and NGOs working at grassroots level to improve services for the betterment of the underprivileged sections of the society.
Ms Tirath said that it is in line with that goal and commitment of the government that the conference has been organised to deliberate on various issues and discuss steps needed to be taken to improve the system.

Finance Minister Pranab Mukherjee said today that the government has decided to study the auction process before going ahead with further stake sale of companies. The share sale of ONGC had been completed successfully with the Life Insurance Corporation coming to the rescue at the last moment.
The government has asked Sebi to investigate the technical glitches that led to confusion about the subion of ONGC share auction. On account of the rush towards the close of the bidding process, the stock exchanges had failed to upload the subion amount leading to confusion about the total quantum of bids.
The government has clarified that the auction has been successful and the targeted amount has been raised. Finance Minister Pranab Mukherjee said late last night that the ONGC stake sale was subscribed 98.3 per cent yielding the government 12,733 crore rupees.
Against an offer of 42.77 crore shares, the final demand was for 42.04 crore shares and the LIC has reportedly purchased 41 crore shares. With ONGC disinvestment going through the government has raised 13,878 crore rupees through stake sale in PSUs in the current fiscal. The government had set a target of 40,000 crore rupees from disinvestment in the current fiscal.

A Group Of Ministers has decided to shift the proposed site of NTPC's 1980-MW North Karanpura power plant in Jharkhand. The move is expected to save six billion tonnes of coal reserves. The Group Of Ministers (GoM), headed by Finance Minister Pranab Mukherjee that met last evening in New Delhi, decided that NTPC's plant can be relocated to low coal-bearing areas in the vicinity.
On mining in Mahan and Chhatrasal coal blocks in Madhya Pradesh, the panel has asked the Ministry of Environment and Forests to constitute an expert committee to assess the environmental impact on the Rihand dam and to submit report in 10 days.
The GoM is likely to meet again before the Budget to discuss coal and power projects. Besides Finance Minister Pranab Mukherjee and Environment Minister Jayanti Natarajan, the 12-member panel's meeting was attended by Home Minister P Chidambaram, Power Minister Sushil Kumar Shinde, and Coal Minister Sriprakash Jaiswal among others.

The Sensex at the Bombay Stock Exchange gained 77 points, or 0.4 per cent, to 17,661, in early trade, this morning, on fresh buying by funds and retail investors, supported by firm Asian markets. But the Sensex later surrendered all those gains in afternoon trade, and stood 36 points, or 0.2 percent in negative territory, at 17,548, a short while ago. Other regional markets in Japan, China, Hong Kong, Taiwan, Singapore, and Indonesia were up by between 0.1 percent and 1 percent, today. The US Dow Jones Industrial Average had gained 0.2 per cent, overnight.

The Indian rupee failed to maintain initial gains by slipping 15 paise to 49.36 against the US Dollar in the late morning trade on fresh dollar demand from banks and importers. The rupee resumed higher at 49.15 per dollar at the Interbank Foreign Exchange market as against the last closing level of 49.21 per dollar. A forex dealer said that fresh dollar demand from banks mainly affected the rupee value against the dollar.

Vice-President, Mohammad Hamid Ansari, has asked the Centre to enhance support to state universities and colleges as a shared national enterprise like that for elementary education through the Sarva Siksha Abhiyan. He said the budget of one Central university is almost the same or more than the budget of all state universities in some states and this factor has been affecting qualitative development and quantitative expansion of higher education in the country.
Ansari said state universities and about 30,000 colleges in the country need Central support to create new infrastructure and enrich their academic programmes. Delivering the 44th Convocation address at the Utkal University at Bhubaneswar, the Vice-President also said booming tuition and coaching industry stand as a monumental reflection of the institutional and systemic failure and called for its reversal to give centrality to classroom learning.
He said education should be depoliticise and appointments of teachers must not be seen as a patronage and largess. Odisha Governor and Chancellor of Utkal University, Muralidhar Chandrakant Bhandare, also graced the occasion.

सरकार ने टू-जी स्पेक्ट्रम के एक सौ २२ लाइसेंसों को रद्द करने के उच्चतम न्यायालय के फैसले की समीक्षा के लिए याचिका दायर की है। सरकार ने टू-जी स्पेक्ट्रम के आबंटन में पहले आओ, पहले पाओ की नीति अपनाने को असंवैधानिक करार देने पर भी सवाल उठाया है। याचिका में कहा गया है कि न्यायालय ने ऐसे क्षेत्र में प्रवेश किया है, जो बिल्कुल कार्यपालिका के अधिकार क्षेत्र में आता है और जो न्यायिक समीक्षा की सीमा से बाहर है।समीक्षा याचिका में कहा गया है कि स्पेक्ट्रम सहित सभी प्राकृतिक संसाधनों का आबंटन केवल नीलामी के जरिये करने का न्यायालय का आदेश संविधान में वर्णित अधिकारों के बंटवारे के सिद्धांत के विपरीत है। कोई विवेकपूर्ण प्राधिकरण सभी मामलों में ऐसा नहीं कर सकता। प्राकृतिक संसाधन सबसे अधिक बोली लगाने वाले को दिये जाने चाहिए।
सरकार ने कहा कि टू-जी स्पेक्ट्रम लाइसेंसों को रद्द करने का २ फरवरी के आदेश की समीक्षा जरूरी है, क्योंकि इसमें कई गलतियां हैं। न्यायमूर्ति जी.एस. सिंघवी और ए.के. गांगुली की पीठ द्वारा दिये गए फैसले की समीक्षा के लिए और भी पर्याप्त कारण हैं।
सरकार ने नीति सम्बन्धी फैसले में हस्तक्षेप करने के लिए भी उच्चतम न्यायालय पर सवाल उठाये हैं और कहा है कि नीति के बारे में फैसला स्थापित कानून के विपरीत है।

पूर्व दूरसंचार मंत्री ए. राजा ने टू-जी स्पेक्ट्रम के लाइसेंसों को रद्द करने के बारे में उच्चतम न्यायालय के फैसले की समीक्षा करने की मांग की है। राजा ने आज न्यायालय से कहा कि लाइसेंसों को रद्द किया जाना सामान्य न्याय और न्यायिक तौर-तरीकों के सिद्धांत का उल्लंघन है, क्योंकि उन्हें अपनी बात कहने का मौका दिये बिना, दोषी ठहराया गया है। उन्होंने कहा कि उनके खिलाफ फैसले के निष्कर्ष से, टू-जी स्पेक्ट्रम आबंटन घोटाले मामले में उनका बचाव पक्ष प्रभावित हो सकता है। राजा इस मामले में एक साल से अधिक समय से जेल में हैं।----
कर्नाटक में बंगलौर सिटी दीवानी अदालत के सामने वकीलों के हिंसक प्रदर्शन में तीस पुलिसकर्मियों सहित ४७ लोग घायल हो गए हैं। इनमें एक पुलिस अधिकारी, दस मीडियाकर्मी और सात वकील शामिल हैं। इसके अलावा कुछ कारों और दुपहिया वाहनों को भी आग लगा दी गई। राज्य के गृह मंत्री आर. अशोक ने बताया कि हिंसा की इस घटना में किसी की मौत नहीं हुई है।राज्य सरकार ने मामले की न्यायिक जांच के आदेश दिए हैं।
जनवरी में जो वकीलों ने सात घंटों से ज्यादा समय तक मुख्य मार्ग पर रूकावट डाली तो उसका कवरेज को लेकर वकील, कैमरामैन से नाराज+ है। आज जब जर्नादन रेड्डी को न्यायालय लाया गया। तब कवरेज+ के लिए कैमरामैन न्यायालय के बाहर जमा हुए। इस पर आपत्ति उठाते हुए वकीलों ने नारेबाजी शुरू की, उसके बाद उन्होंने पत्थर, वाटर बॉटल, कुर्सिया, हेलमेट और जो भी हाथ आया उसे फेकना शुरू किया। इससे स्थिति गंभीर बन गई। मुख्यमंत्री ने बताया है कि हिंसा पे उतरे वकीलों के खिलाफ सक्त कदम उठाये जायेंगे और कोर्ट कवरेज+ कर रहे पत्रकारों के लिए दिशा निर्देश जारी किये जायेगा।

उच्चतम न्यायालय ने पूर्व न्यायाधीश एच.एस. बेदी को गुजरात में २००२ से २००६ के बीच कथित फर्जी मुठभेड़ों में २२ लोगों के मारे जाने के मामलों की जांच के लिए गठित निगरानी प्राधिकरण का अध्यक्ष नियुक्त किया है। उच्चतम न्यायालय ने गुजरात सरकार की इस दलील को खारिज कर दिया कि न्यायालय ने मानवाधिकार मामले पर किसी एक को चुना है और यही मानदंड अन्य राज्यों में इस तरह के मामलों के लिए नहीं अपनाया है। न्यायमूर्ति आफ़ताब आलम और न्यायमूर्ति रंजना प्रकाश देसाई की खंडपीठ ने कहा कि अगर अन्य राज्यों से मानवाधिकार हनन के मामले उसके सामने लाये जाते हैं तो उतनी ही तत्परता से उन पर भी कार्रवाई की जायेगी। न्यायालय ने कहा कि वह चाहता है कि इन मामलों की जांच की निगरानी कोई ऐसा व्यक्ति करे, जिसकी निष्ठा पर किसी तरह का कोई संदेह न हो। न्यायालय ने अध्यक्ष की नियुक्ति का मुद्दा तय करने की समय सीमा १२ मार्च तक बढ़ाने का सरकार का अनुरोध भी नामंजूर कर दिया। पीठ ने कहा कि निगरानी प्राधिकरण तीन महीने में अंतरिम रिपोर्ट दे देगा।----

गोवा विधानसभा चुनाव के मतदान प्रक्रिया को स्वतंत्र और निष्पक्ष रूप से सम्पन्न कराने के लिए निर्वाचन आयोग द्वारा व्यापक प्रबंध किये गये हैं। मतदाताओं की सुविधा के लिए एक हजार ६१२ मतदान केन्द्र लगाये गये हैं। जिनमें ११४ संवेदनशील तथा ६६ अति संवेदनशील केन्द्र है। मतदान के लिए कुल १० हजार ६४४ अधिकारी तथा कर्मचारियों के साथ केन्द्रीय रिजर्व पुलिस बल के जवान तैनात किए गए हैं।

कर्नाटक के पूर्व पर्यटन मंत्री और खनन घोटाले के एक अभियुक्त जी.जर्नादन रेड्डी को १२ मार्च तक सी बी आई की हिरासत में दे दिया गया है। ये आदेश सी बी आई की विशेष अदालत के जज, बी.एम अंगदी ने आज बंगलौर में दिया।सी बी आई ने अवैध खनन के मामले में रेड्डी और २१ लोगों पर अक्तूबर में एफआईआर दायर की थी।

आरूषि हत्या मामले में उसके माता-पिता राजेश और नुपूर तलवार के खिलाफ मुकदमे की सुनवाई गाजियाबाद अदालत से दिल्ली स्थानांतरित नहीं की जाएगी। न्यायालय ने इस संबंध में तलवार दम्पत्ति की याचिका खारिज करते हुए कहा कि गाजियाबाद अदालत में पर्याप्त सुरक्षा है। न्यायमूर्ति बी.एस. चौहान और जे.एस. केहर की पीठ ने कहा कि तलवार दम्पत्ति की महज असुविधा के कारण मुकदमे का स्थानांतरण दिल्ली नहीं किया जा सकता।----
केरल उच्च न्यायालय ने इटली के वकील से कहा है कि गिरफ्तार किये गये दो नौसैनिकों के खिलाफ एफ आई आर खारिज करने के लिए दायर याचिका से संबंधित दस्तावेजों पर हलफनामे दायर करें। पिछले महीने की पंद्रह तारीख को केरल तट के पास दो मछुआरों के मारे जाने के मामले में गिरफ्तार किये गये दो नौसैनिकों और इटली के महावाणिज्य दूतावास ने एफ आई आर खारिज करने के लिए याचिका दायर की है।----
कलकत्ता उच्च न्यायालय ने हाल में बर्द्धमान शहर में संदिग्ध तृणमूल कांग्रेस कार्यकर्ताओं के साथ झड़प में दो मार्क्सवादी नेताओं की हत्या की सी आई डी जांच का आदेश दिया है। न्यायालय ने आज यह आदेश जारी करते हुए कहा कि वह २२ फरवरी को हुए हमले की जांच की प्रगति की निगरानी करेगा। इस हमले की जांच अब तक केवल स्थानीय पुलिस ने की है।----
प्रत्यक्ष कर संहिता-डीटीसी विधेयक की जांच कर रही संसदीय समिति ने सुझाव दिया है कि व्यक्तिगत आय कर छूट की सीमा को मौजूदा एक लाख अस्सी हजार रूपये से बढ़ाकर तीन लाख रूपये कर दिया जाए। समिति ने बचत के मामले में भी ढाई लाख रूपये तक की बचत पर कर कटौती का सुझाव दिया है।समाचार एजेंसी पीटीआई के अनुसार, वित्त मामलों की संसद की स्थाई समिति ने यह भी सुझाव दिया है कि व्यक्तिगत आयकर के लिए दस प्रतिशत, बीस प्रतिशत और तीस प्रतिशत कर वाली तीन श्रेणियां निर्धारित की जाएं।

ओएनजीसी में सरकार की पांच प्रतिशत हिस्सेदारी की नीलामी में प्रति शेयर तीन सौ तीन रूपये सड़सठ पैसे के औसत मूल्य से वसूली हुई। वित्त मंत्रालय ने बताया कि ये मूल्य नीलामी के रिजर्व मूल्य से चार दशमलव सात एक प्रतिशत अधिक है और इस नीलामी से बारह हजार सात सौ छियासठ करोड़ रूपये से अधिक की राशि प्राप्त हुई है।----

Government has moved the Supreme Court seeking review of its order cancelling 122 licences of 2G spectrum. In a review petition filed today, the government also questioned its verdict holding as unconstitutional the policy of first-come-first-served in allocation of 2G spectrum. It said, the Court has entered into the exclusive domain of the Executive and beyond the limits of judicial review.
The review petition contended the apex court's preion of a single method for distribution of all natural resources including spectrum, through auction route, is contrary to the principle of separation of powers embodied in the Constitution. No reasonable authority can hold that in all cases, natural resources must go to the highest bidder.
Government said the February 2 judgement cancelling the 2G licences is liable to be reviewed since there are errors which are apparent on the face of the record. It said, there are other sufficient reasons for reviewing the verdict delivered by a Bench of justices G S Singhvi and A K Ganguly.
The government also questioned the apex court for interfering into the policy decision and said, the judgement in respect of the policy is directly contrary to the settled law.

Former Telecom Minister A.Raja has also sought a review of the Supreme Court verdict on cancellation of licenses for 2G spectrum. He told the court today that the cancellation violates the principles of natural justice and judicial norms as he was indicted without being heard. He contended that the findings of the verdict against him are bound to prejudice his defence in the trial of 2G spectrum allocation scam.

Former Karnataka Tourism Minister and an accused in the mining scam, Gali Janardhan Reddy was remanded to CBI custody till the 12th of this month. The CBI Special Court Judge B M Angadi pronounced the order in Bangalore today. CBI had filed an FIR against Reddy and 21 others last October in connection with illegal mining activities.

In Karnataka, 47 people including 30 policemen were injured in a violent protest by lawyers outside Bangalore City Civil Court today. Police sources said, the injured include a DCP level officer, ten media persons and seven lawyers. A few two-wheelers and cars were also set on fire. The incidents sparked off when former Tourism Minister Janardhana Reddy was produced before a special CBI court in connection with illegal mining of Iron Ore.
The Karnataka State Government has ordered a judicial inquiry into the incident. Chief Minister Sadanand Gowda informed the media persons that he has spoken to the Chief Justice of Karnataka on the situation and measures are initiated to maintain law and order. Today when cameramen gathered to cover Janardhan Reddy’s news, lawyers started objecting to their presence. In no time the situation escalated into a clash when lawyers started throwing stones, water bottles, chairs, helmets and whatever they could lay their hands upon as missiles to attack journalists and policemen. The Supreme Court has appointed its former judge, Justice H S Bedi as the chairman of the monitoring authority looking into the cases of 22 alleged fake encounter killings in Gujarat between 2002 and 2006. The Apex Court today brushed aside the allegation of Gujarat government that it has selectively targeted human rights issue and the same yardstick is not applied in dealing with such cases in other states. A Bench comprising Justices Aftab Alam and Ranjana Prakash Desai said, the court will respond with same alacrity if human rights violations from other states are brought before it.
The court said it wants the supervision and monitoring of the investigation in the cases in Gujarat, should be done by someone whose integrity is completely beyond any question. The Apex court rejected the Gujarat government's plea seeking extension of time till March 12 to sort out the issue of appointment of Chairman.
The Bench said that the monitoring authority will submit its interim report within three months.

The trial of Aarushi Murder case against her parents Rajesh and Nupur Talwar will not be shifted from Ghaziabad court to Delhi. Refusing to shift the case, the Supreme Court today dismissed the plea of the couple, saying there is adequate security in the Ghaziabad court. A bench of justices B S Chauhan and J S Khehar said inconvenience to Talwar couple cannot be a ground to transfer the trial to Delhi.

Voting for the seventh and final phase in Uttar Pradesh and in Goa will be held tomorrow, bringing to an end Assembly polls in five states. Voting is already over in Punjab, Uttarakhand, Manipur. Counting will be held on next Tuesday.
The seventh phase polling in Uttar Pradesh tomorrow will cover 60 seats spread over 10 districts. This phase of election will decide the fate of 962 candidates. The strength of the Assembly in Uttar Pradesh is 425 with ruling BSP, SP, BJP and Congress being the main contenders.
The final phase would cover Bijnore, Moradabad, Bheem Nagar, Rampur, Jyotiba Phule Nagar, Badaun, Bareilly, Pilibhit, Shahjahanpur and Lakhimpur Kheri. Our Correspondent reports that more than 1.82 crore voters are eligble to vote.
The stage is set for final round of assembly election in Uttar Pradesh tomorrow.. The polling parties have already reached to their respective polling stations. Nineteen thousand polling booths have been made for tomorrow’s poll. About 7 hundred 70 companies of central paramilitary force and PAC have been deployed in the ten districts of the state. 89 companies of central paramilitary force have been placed in Lakhmipur khiri district near Indo-Nepal border. For ensuring the free and fair polling tomorrow in the Assembly elections in Goa, 10, 644 poll personnel and 3, 526 security personnel have been deployed along with 35 companies of Central Reserve Police Force and 12 companies of the Maharashtra Home Guards. Total 1, 612 polling stations are being commissioned in the state for over 10 lakh 25 thousand voters of which 114 stations have been rendered as critical and 66 stations have been identified as vulnerable. The main plank of the electioneering was political stability and growth with special emphasis on legal mining, tourism and infrastructure development. Mumbai Police has attached more than a dozen movable and immovable properties of Maharashtra’s former Congress Chief Kripashankar Singh. A Parliamentary panel scrutinising the Direct Taxes Code, DTC Bill, has suggested raising the income tax exemption limit to 3 lakh rupees from the present 1.8 lakhs. It has also suggested hiking of deduction on savings to 2.5 lakh rupees.
According to PTI, the Parliamentary Standing Committee on Finance has also advocated to keep the Corporate Tax at the present rate of 30 per cent. The committee adopted its report at its meeting today. The report will be submitted within a week before the Budget presentation.
The DTC seeks to replace the Income Tax Act, 1961 and modernise the direct tax structure in the country.

The Delhi High Court has quashed criminal proceedings against Yahoo India. It was summoned earlier along with 20 other websites to face trial for allegedly hosting objectionable content on their web pages. Setting aside the summons, Justice Suresh Kait allowed the plea of the website that the lower court wrongly issued it without attributing any specific role to it.
