उत्तराखंड में कांग्रेस नेता विजय बहुगुणा को आज मुख्यमंत्री पद की शपथ दिलाई जाएगी। शपथ ग्रहण समारोह देहरादून के परेड ग्राउंड में होगा। सूत्रों के अनुसार श्री बहुगुणा आज सुबह देहरादून पहुंचेंगे और कांग्रेस विधायक दल का नेता चुने जाने के बारे में अपना पत्र, राज्यपाल मारग्रेट अल्वा को सौंपेगे। हमारे संवाददाता ने बताया है कि उनके साथ छह मंत्रियों को भी आज शाम शपथ दिलाई जा सकती है।शपथ ग्रहण समारोह में भीड़ की संभावना को देखते हुए हालांकि परेड ग्राउंड में व्यापक इंतजाम किए गए हैं, लेकिन प्रशासन का मानना है कि मौसम खराब होने पर समारोह किसी हॉल में भी किया जा सकता है। सक्रिय राजनीति में आने से पहले मुम्बई हाई कोर्ट में न्यायमूर्ति रहे श्री विजय बहुगुणा का जन्म १९४७ में इलाहाबाद में हुआ था। इलाहाबाद विश्वद्यालय से लॉ ग्र्रेजिएट श्री विजय बहुगुणा कांग्रेस के वरिष्ठ नेता स्वर्गीय हेमन्ती नंदन बहुगुणा के सुपुत्र हैं। उनकी बहन श्रीमती रीता बहुगुणा जोशी उत्तर प्रदेश कांग्रेस की अध्यक्षा है। राघवेश पाण्डे आकाशवाणी समाचार, देहरादून।

लगभग सभी राज्य, राष्ट्रीय आतंकवाद निरोधक केन्द्र-एन सी टी सी जैसा आतंकवाद विरोधी प्रभावी तंत्र बनाने पर सिद्धांत रूप से सहमत हो गए हैं। कल नई दिल्ली में केन्द्रीय गृहसचिव आर के सिंह की अध्यक्षता में राज्यों और केन्द्रशासित प्रदेशों के मुख्य सचिवों तथा पुलिस प्रमुखों की बैठक हुई। इसमें राष्ट्रीय आतंकवाद निरोधक केन्द्र और पुलिस आधुनिकीकरण जैसे मुद्दों पर विचार किया गया। बैठक के बाद श्री आर के सिंह ने कहा कि एन सी टी सी के गठन पर राज्यों की चिंताएं दूर की गई हैं।एन.सी.टी.सी. की आवश्यकता पर आम सहमति थी। इसके संचालन और खासकर कार्रवाइयों में तालमेल पर उनकी कुछ चिंताएं थीं। इन चिंताओं को हमने दूर किया है, हम उन्हें इस बारे में और समझाएंगे।
अधिकतर राज्यों और केन्द्रशासित प्रदेशों ने, आतंकवाद से निपटने और इसके लिए प्रस्तावित एन सी टी सी के संबंध में राज्यों को प्रभावी पक्ष बनाने की जरूरत पर बल दिया। बैठक में स्थायी परिषद के कार्यों और अधिकारों को बढ़ाने के लिए एन सी टी सी पर और विचार करने का मुद्दा भी उठाया गया।

बम्बई उच्च न्यायालय ने आदर्श हाउसिंग सोसायटी घोटाले में सबूतों के बावजूद किसी भी अभियुक्त को गिरफ्तार न करने पर सीबीआई को कड़ी फटकार लगाई है। न्यायमूर्ति पी बी मजूमदार और न्यायमूर्ति आर डी धानुका की खण्डपीठ ने कहा कि जांच एजेंसी को निर्भय और निष्पक्ष होकर कार्रवाई करनी चाहिए। अदालत ने माना कि कुछ अभियुक्त ऊंचे पदों पर बैठे नेता हैं। लेकिन सीबीआई को उन पर कार्रवाई की पहल करके यह संदेश देना चाहिए कि गलती करने वाला कोई भी व्यक्ति चाहे कितने भी बड़े पद पर हो उसे सजा दी जाएगी। अदालत ने इस मामले में अभियोग पत्र दाखिल करने के लिए ८ सप्ताह का समय दिया है।...................................

सरकार ने हैदराबाद स्थित एक स्वदेशी कम्पनी नैटको फार्मा को कैंसर के इलाज की दवा नेक्सावार बनाने और उसे सस्ती दरों पर बेचने की अनुमति दे दी है। यह दवा, पेटेंट अधिकार प्राप्त कम्पनी बेयर की दवा की तुलना में ९० प्रतिशत कम दामों पर उपलब्ध होगी। एक कानून के तहत इस दवा निर्माता कम्पनी को १२० गोलियां अधिकतम आठ हजार आठ सौ अस्सी रुपये पर बेचने की अनुमति दी गई है। दवा की यह मात्रा एक महीने के लिए पर्याप्त होती है। बेयर कम्पनी की पेटेंट औषधि नेक्सावार की एक महीने के लिए जरूरी गोलियों की कीमत दो लाख अस्सी हजार रुपये है। सरकार के इस निर्णय से गुर्दे और जिगर के कैंसर रोगियों को काफी फायदा मिलेगा।...................................
वित्तमंत्री प्रणब मुखर्जी ने औद्योगिक उत्पादन में जनवरी में दर्ज हुई छह दशमलव आठ प्रतिशत की विकास दर को मजबूत सुधार का संकेत बताया है। औद्योगिक उत्पादन के बारे में कल जारी नए आंकड़ों पर टिप्पणी करते हुए श्री मुखर्जी ने कहा कि खनन, भारी मशीनरी, और उपभोक्ता वस्तुओं से संबंधित क्षेत्रों को बढ़ावा देने के लिए और प्रयास करने होंगे।श्री मुखर्जी ने कहा कि पिछले दिसम्बर में दो दशमलव आठ प्रतिशत की वृद्धि के आंकड़े के बाद यह वृद्धि मजबूत सुधार का संकेत देती है। उन्होंने बताया कि आंकड़ों के क्षेत्रवार विश्लेषण से यह भी संकेत मिलता है कि भारी मशीनरी के क्षेत्र में अधिक प्रगति नहीं हुई है और यह चिंता का विषय है। श्री मुखर्जी ने कहा कि इस विकास में दैनिक जरूरत वाले उपभोक्ता सामान का महत्वपूर्ण योगदान है, लेकिन उपभोक्ता वस्तुओं के मामले में यह पर्याप्त नहीं है।
सरकारी आंकड़ों के अनुसार जनवरी में औद्योगिक उत्पादन सात महीने के उच्चतम स्तर छह दशमलव आठ प्रतिशत पर रहा।

Congress leader Vijay Bahuguna will be sworn-in as the Chief Minister of Uttarakhand at the parade ground in Dehradun today. According to sources, he will be arriving in Dehradun this morning. Our correspondent reports that six ministers may also take oath at the swearing in ceremony in the evening.
"In anticipation of a big crowd in swearing ceremony, District administration has made all the arrangements in the Parade Ground which is being decked up for the ceremony. Officials said that the ceremony can be shifted to some indoor venue in case of inclement weather. A law graduate from Allahabad University , Mr. Bahuguna is son of former Chief Minister of Uttar Pradesh and senior Congress leader late Hemwati Nandan Bahuguna. The Government has invoked a law which allows Hyderabad-based Natco Pharma to manufacture and sell cancer-treatment drug Nexavar at a cheaper rate. It will be about 90 per cent cheaper than charged by Bayer for its patented drug. The Pharma has been allowed to sell the drug at a price not exceeding 8,880 rupees for a pack of 120 tablets required for a month's treatment as compared to a whopping 2.80 lakh rupees per month charged by Bayer. The move would be of great relief to the kidney and liver cancer patients.
India Patents Office issued an order as a Compulsory License under Section 84 of the Indian Patent Act, which is in compliance with the Trade-Related Aspects of Intellectual Property Rights, Agreement of the World Trade Organisation. The compulsory licensing is a provision under which government can allow a firm to produce a patented product without the Patent owners consent.

Almost all the states agreed in principle on the need to have an effective anti terrorism mechanism like National Counter Terrorism Centre, NCTC. A high level meeting of the Chief Secretaries and Police Chiefs of the States and Union Territories, was held in New Delhi yesterday . The meeting was chaired by Union Home Secretary R. K. Singh to discuss the issues related to National Counter Terrorism Centre and Police Modernization. Mr Singh said that they have addressed the concerns of the States regarding NCTC.
"There was a consensus that the NCTC is required. They had some issues pertaining to operational aspects, especially about co-ordination in operations. Those concerns, we have addressed them, we will explain to them, we said that we will also incorporate this in our SOPs so that it's clear that this is how it will be."
The States expressed their concern on the modalities and details of the operational coordination between the states and the proposed NCTC. The need to make the States an effective stakeholder in all aspects of Counter-terrorism domain and in the proposed NCTC format, was also raised by most States and Union Territories.

The Finance Minister Pranab Mukherjee has described 6.8 per cent industrial growth in January as an indication of strong recovery. Commenting on the latest data of industrial production released yesterday, the Finance Minister said that efforts will have to be made for promoting mining, capital goods and consumer durables sectors.
Mr. Mukherjee said, there is strong recovery and in the backdrop of last December’s figure where IIP grew by 2.8 per cent. He said, the sectorial analysis of the data however shows there is not much progress in capital goods, which is a matter of concern. He said, Consumer non-durable had contributed substantially in this growth, but not so much in consumer durables.

The Bombay High Court yesterday came down heavily on the CBI for its failure to arrest any of the accused in the Adarsh Housing Society scam despite having evidence. Justice PB Majmudar of the division bench, also comprising Justice RD Dhanuka said that the CBI should take action without fear or favour. Court agreed that some of the accused are high-ranking politicians but by initiating action CBI should send out a message that any wrongdoer, irrespective of who he is, will be punished.

A 3-day global conference on Women in Agriculture begins in New Delhi today. Addressing the media in New Delhi yesterday , the Director General of Indian Council of Agricultural Research, S. A truce has been agreed between Israel and Palestinian militants in Gaza after four days of deadly clashes. An Egyptian official was quoted as saying that the ceasefire took effect at 5'o Clock IST today. Israel and Gaza militants have so far made no comments on the reported truce. Reports say that at least 25 Palestinians have been killed in Israeli air strikes since Friday. Israel says 35 people were injured in Palestinian rocket attacks.

In Syria, scores of civilians were killed in cold blood in the restive city of Homs. Both the Syrian Government and opposition traded charges for the massacre on Sunday. The video footage shown by the activists in Homs and Syrian TV showed gory pictures of corpses on streets and those wrapped in white shrouds. Opposition Local Coordination Committees of Syria said 45 women and children were killed in the Homs district of Karm al-Zeitoun. The activists blamed Assad loyalist shabbiha militiamen for the killings.
UN Special Envoy Kofi Annan told reporters in Ankara that there are grave and appalling reports of atrocities and abuses in Syria. Annan will meet representatives of the opposition Syrian National Council in Ankara today.

The International Cricket Council, ICC has dismissed reports in a British newspaper that Indian bookmakers were fixing the results of English county games and overseas fixtures. The CEO of the ICC Haroon Lorgat, described a report in Britain's Sunday Times that it was probing last year's World Cup semi-final between India and Pakistan as baseless and misleading.
In a statement, he said ICC has no reason or evidence to require an investigation into this match. Lorgat said such spurious claims only cause doubts on the semi-final of one of the most successful ICC Cricket World Cups ever. Meanwhile, BCCI has declined to comment on the report.
The BCCI vice-president Rajiv Shukla, who is also the IPL Chairman, said unless they received something concrete from the ICC or any agency, they will not comment on the issue.

Defending Champions India are all set to take on Sri Lanka this afternoon in the second match of the four-nation Asia Cup 2012. The match will begin at 1.30 p.m IST at the Sher-e-Bangla National Cricket Stadium at Mirpur in Dhaka.

लोकसभा में सदन के नेता वित्तमंत्री प्रणब मुखर्जी ने आज सदन को बताया कि सरकार, संयुक्त राष्ट्र मानवाधिकार आयोग में श्रीलंका के खिलाफ प्रस्ताव के बारे में कारगर नतीजे हासिल करने के लिए काम कर रही है। प्रधानमंत्री ने इस बारे में डीएमके पार्टी के नेता के. करूणानिधि को जानकारी दी है । डॉ० मनमोहन सिंह ने तमिलनाडू के नेताओं को भी इस संबध में पत्र लिखे हैं। श्री मुखर्जी ने कहा कि केंद,्र श्रीलंका में रहने वाले तमिलों के प्रति चिंतित है। उन्होंने कहा कि अगर सदन के सदस्य जरूरी समझेंगे तो विदेश मंत्री एस एम कृष्णा इस बारे में सरकार की रणनीति का खुलासा करेंगे। कुछ सदस्यों ने, संयुक्त राष्ट्र मानवाधिकार आयोग में श्रीलंका के खिलाफ प्रस्ताव के समर्थन के लिए दबाव बनाने के लिए नारेबाजी की।राज्यसभा में इस मुद्दे को लेकर डीएमके, ऑल इंडिया अन्ना डीएमके और वाम दलों के शोर शराबे के कारण सदन की कार्यवाही स्थगित करनी पडी। सदन की कार्यवाही पहले चालीस मिनट के लिए और बाद में दो बजे तक स्थगित कर दी गई। आज सदन की कार्यवाही जैसे ही शुरू हुई डीएमके सदस्यों ने श्रीलंका में मानवाधिकारों के उल्लंघन के खिलाफ अमरीका समर्थित प्रस्ताव की पृष्ठभूमि में, इस बारे में सरकार का रूख जानना चाहा और इस पर विदेश मंत्री के बयान की मांग की। इस पर संसदीय कार्य मंत्री पवन कुमार बंसल ने कहा कि वे इस बारे में विचार विमर्श करेंगे और सरकार अपना बयान देगी। सदस्य इससे संतुष्ट नहीं थे और वे इस मुद्दे पर आश्वासन की मांग करते रहे। इस कारण सदन की कार्यवाही स्थगित करनी पड़ी।

गृहमंत्री पी.चिदम्बरम ने कहा है कि राष्ट्रीय आतंकवाद निरोधक केन्द्र-एनसीटीसी पर अमल के बारे में विचार करने के लिए अगले महीने की १६ तारीख को मुख्यमंत्रियों की बैठक होगी। गृहमंत्री ने आज लोकसभा में बताया कि अधिकतर राज्यों ने आतंकवाद का मुकाबला करने के लिए एनसीटीसी जैसे तंत्र की आवश्यकता पर सहमति व्यक्त की थी, लेकिन ये एजेंसी किस तरह काम करेगी और इस पर कब अमल होगा, इस बारे में विचार-विमर्श और बातचीत जारी रहेगी। गृहमंत्री ने कहा कि एनसीटीसी की स्थापना एक बहुत अच्छा विचार है और इसे लेकर जो मतभेद हो रहे है, उन्हें दूर किया जा सकता है।मैं साफ तौर पर मानता हूं कि एनसीटीसी या इसी तरह का केन्द्र आतंकवाद का मुकाबला करने के लिए बेहद जरूरी है, जिन्होंने एनसीटीसी के कुछ पहलुओं का विरोध किया। उन्होंने भी एनसीटीसी के सिद्धान्तों का समर्थन किया है। मुझे नहीं लगता कि एनसीटीसी से राज्यों के संघीय अधिकारों का उल्लंघन होता है।
श्री चिदम्बरम ने कहा कि ये केन्द्र और राज्यों की संयुक्त जिम्मेदारी है कि वे आतंकवादी गतिविधियों से निपटने के लिए मिलकर काम करें।
सदन में विपक्ष की नेता सुषमा स्वराज के एक प्रश्न के उत्तर में गृहमंत्री चिदम्बरम ने कहा कि गृह सचिव आर.के. सिंह ने स्पष्ट किया है कि उन्होंने एनसीटीसी के बारे में कल राज्यों के सचिवों और पुलिस प्रमुखों की बैठक में कोई प्रतिकूल वक्तव्य नहीं दिया है, जैसा कि एक अखबार में छपा है।

केन्द्र देश में मवेशियों की आबादी बढ़ाने के लिए राष्ट्रीय मवेशी नीति तैयार कर रही है। इस नीति के तहत राज्यों को विभिन्न कार्यक्रमों के लिए दिशा निर्देश उपलब्ध कराये जाएगे। कृषि राज्यमंत्री चरणदास महंत ने आज लोकसभा में एक लिखित उत्तर में ये जानकारी दी। उन्होंने कहा कि प्रस्तावित नीति का उद्देश्य, पशु पालने वाले किसानों को खाद्य और आजीविका सुरक्षा उपलब्ध कराना है, ताकि उनका सामाजिक-आर्थिक उत्थान हो सकें। इसका उद्देश्य मवेशी पालकों को स्वच्छ वातावरण उपलब्ध कराना भी है। श्री महंत ने बताया कि राष्ट्रीय मवेशी नीति का मसौदा सभी राज्यों और केन्द्र शासित प्रदेशों को उनके विचार जानने के लिए भेजा गया और उनकी तरफ से कुछ सुझाव भी प्राप्त हुये हैं।----
छत्तीसगढ विधानसभा में आज बिलासपुर जिले के पुलिस अधीक्षक राहुल शर्मा की आत्महत्या के मुद्दे को लेकर काफी शोर-शराबा हुआ। विपक्षी पार्टी कांग्रेस के सदस्यों ने इस पूरी घटना की सीबीआई जांच की मांग की। उन्होंने कहा कि उन स्थितियों की जांच की जानी चाहिए जिनके कारण इस युवा आईपीएस अधिकारी को आत्महत्या करनी पडी। उन्होंने राज्य सरकार द्वारा कराई जा रही मजिस्ट्रेट से जांच को अपर्याप्त बताया। उन्होंने आरोप लगाया कि हो सकता है कि कोयला और खनन माफिया के दबाव के कारण श्री शर्मा को आत्महत्या जैसा कदम उठाना पडा हो। इस मुद्दे को लेकर विपक्ष के शोर शराबे के कारण सदन की कार्यवाही दो बार स्थगित करनी पडी और प्रश्नकाल भी नहीं हो सका।----

सरकार ने कहा है कि देश में अल्पसंख्यकों से सबंधित मामलों में निष्पक्ष और तेजी से न्याय दिलाने के लिए पुलिस सुधारों के साथ-साथ न्यायिक सुधारों की भी आवश्यकता है। आज नई दिल्ली में राज्यों के अल्पसंख्यक आयोगों के दो दिन के वार्षिक सम्मेलन को संबोधित करते हुए विधि और न्याय मंत्री सलमान खुर्शीद ने कहा कि पुलिस को कानून और व्यवस्था से सबंधित मुद्दों से निपटते समय अल्पसंख्यकों के प्रति अपनी धारणा में परिवर्तन करना होगा। श्री खुर्शीद ने कहा कि कई राज्य सरकारें इस बात पर गंभीरता से ध्यान नहीं दे रही है कि पुलिस तंत्र में सुधार करने के लिए क्या किया जा सकता है? उन्होंने कहा कि इसके लिए बहुत से संसाधनों राजनीतिक इच्छा और आम सहमति बनाने की जरूरत है।हमारे संवाददाता ने खबर दी है कि इस वर्ष सम्मेलन का विषय है पुलिस और अल्पसंख्यक। इस सम्मेलन में अल्पसंख्यकों के कल्याण के लिए काम कर रहे मानवाधिकार कार्यकर्ता और कुछ गैर सरकारी संगठन भी भाग ले रहे हैं।----
राजस्थान उच्च न्यायालय ने राज्य सरकार से तलाबों, नदियां और बांधों जैसे जल संसाधनों पर अवैध कब्जों पर नजर रखने और उन्हें रोकने के लिए जिला स्तर पर समितियां बनाने को कहा है। न्यायमूर्ति मनीष भंडारी ने एक अंतरिम आदेश में राज्य सरकार से २३ अप्रैल तक विस्तृत कार्रवाई रिपोर्ट देने को कहा है। अंतरिम आदेश के अनुसार ये समितियां जल संसाधनों के जल ग्रहण क्षेत्रों में जबरन कब्जों के मामलों पर कार्रवाई करेंगी। न्यायालय ने इस समितियों से विभिन्न जिलों के बीच जल विवादों को हल करने को भी कहा है।---
बम्बई उच्च न्यायालय ने आदर्श हाउसिंग सोसायटी घोटाले में सबूतों के बावजूद किसी भी अभियुक्त को गिरफ्तार न करने पर सीबीआई को कड़ी फटकार लगाई है। न्यायमूर्ति पी बी मजूमदार और न्यायमूर्ति आर डी धानुका की खण्डपीठ ने कहा कि जांच एजेंसी को निर्भय और निष्पक्ष होकर कार्रवाई करनी चाहिए। अदालत ने माना कि कुछ अभियुक्त ऊंचे पदों पर बैठे नेता हैं। लेकिन सीबीआई को उन पर कार्रवाई की पहल करके यह संदेश देना चाहिए कि गलती करने वाला कोई भी व्यक्ति चाहे कितने भी बड़े पद पर हो उसे सजा दी जाएगी। अदालत ने इस मामले में अभियोग पत्र दाखिल करने के लिए ८ सप्ताह का समय दिया है।----
बम्बई उच्च न्यायालय ने महाराष्ट्र में शिरडी सांई ट्रस्ट, शिरडी की नई प्रबंधन समिति गठित करने का आदेश दिया है। न्यायालय की औरंगाबाद पीठ ने एक श्रद्धालु द्वारा दायर जनहित याचिका पर यह फैसला सुनाया।----
सरकार ने हैदराबाद में नैटको फार्मा को कैंसर के इलाज की दवा नेक्सावार बनाने और उसे सस्ती दरों पर बेचने की अनुमति दे दी है। यह दवा, पेटेंट अधिकार प्राप्त कम्पनी बेयर की दवा की तुलना में ९० प्रतिशत कम दामों पर उपलब्ध होगी। एक कानून के तहत इस दवा निर्माता कम्पनी को १२० गोलियां अधिकतम आठ हजार आठ सौ अस्सी रुपये पर बेचने की अनुमति दी गई है। दवा की यह मात्रा एक महीने के लिए पर्याप्त होती है। बेयर कम्पनी की पेटेंट औषधि नेक्सावार की एक महीने के लिए जरूरी गोलियों की कीमत दो लाख अस्सी हजार रुपये है। सरकार के इस निर्णय से गुर्दे और जिगर के कैंसर रोगियों को काफी फायदा मिलेगा।----
अरूणाचल प्रदेश में राजधानी ईटानगर के आसपास के पर्वतीय इलाकों के जंगलों में लगी आग पर काबू पाने के उपायों पर विचार के लिए राज्य सरकार ने कल एक उच्चस्तरीय बैठक बुलाई थी। इस इलाके में पिछले दो दिन से आग लगी हुई है। समूचे राजधानी क्षेत्र को इसी इलाके से पानी मिलता है इसलिए यह चिंता की बात बनी हुई है। राज्य सरकार ने इस स्थिति से निपटने के लिए एक संचालन समिति और कार्यदल बनाया है। हमारे संवाददाता ने बताया है कि मुख्यमंत्री नाबम तुकी ने स्थिति पर गंभीर चिंता व्यक्त करते हुए प्रशासन से तुरंत प्रभावी उपाय करने को कहा है ताकि भविष्य में इस प्रकार की घटना न हो सके।उच्चस्तरीय बैठक में अधिकारियों ने कहा कि जंगलों में लगाई गई ये आग राज्य में पारिस्थितिकी तंत्र के लिए खतरा है। गौर तलब है कि राजधानी क्षेत्र के आसपास का जंगल और पहाड़ वन्यजीव अभ्यारण्य का हिस्सा होने के साथ-साथ संरक्षित क्षेत्र में आते है। लेकिन जागरूकता की कमी , राजधानी क्षेत्र के विस्तार, बढ़ती आबादी और राज्य में जुम खेती के प्रकरण के चलते लोग आग लगाकर जंगलों को साफ कर रहे है। मुरारी गुप्ता, आकाशवाणी समाचार, ईटानगर।

बंग्लादेश में एक नौका के डूब जाने से कम से कम डेढ़ सौ लोगों के लापता होने की खबर है। नौका में करीब ढ़ाई सौ लोग सवार थे। दुर्घटना राजधानी ढाका से करीब पचास किलोमीटर दूर मेघना नदी में हुई। पुलिस के अनुसार ढाका से शरियतपुर जा रही डबल डैकर नौका अंधेरे में तेल लदी नौका से टकरा गई। १८ शव बरामद हो गए हैं जबकि पचास यात्री तैरकर सुरक्षित बच निकले हैं। तटरक्षक बल, दमकल गाड़ियां और पुलिस बचाव कार्यों में जुटी है।----

The leader of the Lok Sabha, Finance Minister, Mr. Pranab Mukherjee today informed the House that Centre is concerned about Tamilians living in Sri Lanka. He said Prime Minister, Dr. Manmohan Singh has written two letters to the Chief Minister of Tamil Nadu, Ms. Jayalalitha and DMK leader, K. Karunanidhi on the issue. Mr. Mukherjee informed the House that the External Affairs Minister, Mr. S.M. Krishna will unveil the strategy of the government on this issue if members feel it necessary. Mr. Mukherjee made this statement after some agitated members raised the issue.
A resolution is likely to come in the Human Rights Commission in Geneva. The date has not yet been fixed. And traditional position of India has always been that we normally do not support any country specific resolution. But what view on this issue will be taken, will be determined as and when the date is finalised of the meeting of Human Rights Commission.
The issue led to an uproar in the Rajya Sabha after DMK and AIADMK members with support from the Left forced an adjournment in the House. The House was first adjourned for 40 minutes and later till 2 pm. As the House met for the day, DMK members were on their feet wanting to know the Government's approach towards Sri Lanka in the backdrop of a US supported resolution against the violation of human rights in the island nation. Responding to the demand of members that the External Affairs Minister must make a statement on the issue the Parliamentary Affairs Minister, Mr. PK. Bansal said that he will get in touch with him and government will come with a statement. This did not satisfy the members who wanted assurance on the issue, leading to the adjournment of the House.

Home Minister P. Chidambaram today said a meeting of the Chief Ministers has been scheduled on the 16th of next month to discuss the implementation of the National Counter Terrorism Centre, NCTC. Replying to questions in the Lok Sabha during Question Hour, the Home minister said, most of the States had agreed to the necessity of having a Counter Terrorism mechanism like the NCTC. However consultations and discussions will continue on how the agency will function and on its operationalistion. The Home minister said, the NCTC is an excellent idea and differences on it can be narrowed down. He said, a similar Centre to counter terrorism is also an absolute necessity.
I am quite clear in my mind that NCTC or a similar centre is an absolute necessity to fight terrorism. A number of states yesterday supported NCTC. Even those who opposed certain aspects of it, supported the principle of NCTC. I do not think NCTC, violates federal rights of the state.
The Home Minister also said he believed that the NCTC will not infringe on the rights of the States or affect the federal structure of the country. He reminded that, it is the shared responsibility of the Centre and the States to work jointly to effectively counter terrorist activities.
In reply to a query by the Leader of the Opposition in the Lok Sabha, Ms. Sushma Swaraj, Home Minister Chidambaram said Home Secretary R.K Singh had clarified that he had not made any adverse statement in yesterdays meeting of Secretaries and Police Chiefs on NCTC, as claimed and reported by a newspaper.

The Congress today denied that there is any problem in selection of the candidate for the Chief Ministership of Uttarakhand. Briefing reporters in New Delhi, party spokesman Rashid Alvi said that the party central leadership has already announced the name of Vijay Bahuguna for the post and the decision should be accepted by all party workers. Mr Alvi said that Mr Bahuguna will be sworn - in as the new Chief Minister of Uttarakhand today.
In Punjab, veteran politician Prakash Singh Badal will be sworn-in as Chief Minister tomorrow. He led the Shiromani Akali Dal -BJP alliance to victory second time in a row and will become the Chief Minister of Punjab for the 5th time. Several other Ministers will also be sworn-in.
In Manipur, Laishram Nandakumar Singh is being sworn-in as Protem Speaker of the state assembly at Imphal this afternoon. He will later give oath to the newly elected Members of Legislative Assembly. With this, the process for the formation of a new government will be set in motion.
Present Manipur Chief Minister, Okram Ibobi Singh has been re-elected as the leader of the Congress Legislature party of Manipur. In a media briefing in Imphal AICC General Secretary Luizinho Faleiro said that Congress President Sonia Gandhi has appointed Mr. Ibobi Singh as the new CLP leader. The meeting of the Congress Legislature party was held on March 7. The newly elected legislature of the state had unanimously decided to authorise Congress High Command to appoint the new CLP leader to lead the next government in the state.

Addressing the 2-day annual conference of the States Minorities Commissions in New Delhi today, Law and Justice minister Salman Khurshid called for a change in perception towards the minorities by the police when dealing with law and order related issues in the society and vice versa. Mr. Khurshid said several state governments are now seriously reflecting on what can be done to improve the police machinery. He said that in this direction, a lot of resources, political will and consensus building is required. He said conceptual clarity, for example about the term minority, is a problem in the country and needs to be tackled.
Our correspondent reports that this year the theme of the conference is-- ‘Police and Minorities’. Some NGOs and human rights activists working for minority welfare are also participating in the conference.

In the interim order Justice Manish Bhandari directed the govt to present a detail action taken report on the 23rd April. The court asked the committees to resolve inter district water disputes.

Police say the double-decker ferry was coming to Dhaka from neighbouring Shariatpur district when the mishap happened. The vessel sank after colliding with an oil laden barge in the dark on the Meghna river. Eyewitness account say most of the passengers were asleep when the accident happened. Our Dhaka Correspondent reports, about 50 passengers managed to swim to safely. Coast Guard, fire brigade and police are carrying out rescue operations. The accident happened about 50 kilometres south-east of the capital Dhaka.

right to expect that the defenceless citizens of Syria should not defend themselves in the face of artillery assaults unless there is a commitment by the Assad regime to stop the violence.
Russian Foreign Minister Sergey Lavrov however said while Russia agrees that Syrian authorities bear a huge share of responsibility, opposition fighters and extremists including al-Qaeda are also responsible for the violence in Syria.

श्री विजय बहुगुणा ने आज उत्तराखंड के नए मुख्यमंत्री के रूप में शपथ ली। राज्यपाल मारग्रेट अल्वा ने देहरादून में श्री बहुगुणा को पद और गोपनीयता की शपथ दिलाई। इस अवसर पर आयोजित समारोह में कांग्रेस के केंद्रीय प्रेक्षक और केंद्रीय मंत्री गुलाम नबी आजाद, पार्टी के प्रदेश प्रभारी चौधरी वीरेन्द्र सिंह, सांसद सतपाल महाराज, प्रदेश कांग्रेस अध्यक्ष यशपाल आर्या, पूर्व मुख्यमंत्री एन. डी. तिवारी और बी. सी. खंडूरी भी मौजूद थे।हमारे संवाददाता ने खबर दी है कि कांग्रेस के कुछ वरिष्ठ नेताओं ने श्री बहुगुणा का विरोध किया है। श्री बहुगुणा ने आज अकेले शपथ ली।
इस अवसर पर निर्दलियों और उक्रांत सिंह के साथ ही पार्टी के करीब १८ विधायक उपस्थित थे। लेकिन मुख्यमंत्री क दौड़ में शामिल प्रमुख कांग्रेसी नेता हरक सिंह रावत और डॉ. इंन्द्रा हदयेश अनुपस्थित रहे। सियासत इस अनुपस्थिति को राज्य के मुख्यमंत्री को लेकर कांग्रेस भी कथित मतभेद से जोड़ रहे हैं। इस बीच श्री बहुगुणा ने पत्रकारों से बातचीत में कहा कि उन्हें मुख्यमंत्री बनाए जाने को लेकर अगर कोई असंतोष है तो पार्टी नेतृत्व उसे शीघ्र ही हल कर लेगा। ७० सदस्यीय राज्य विधानसभा में ३२ सदस्यों वाली कांग्रेस को बसपा और निर्दलीयों के तीन-तीन सदस्यों के साथ ही यूकेडीपी के एक सदस्य के एक सदस्य का समर्थन प्राप्त है। राघवेश पांडेय, आकाशवाणी समाचार, देहरादून।

मणिपुर में ओकराम ईबोबी सिंह कल तीसरी बार मुख्यमंत्री पद की शपथ लेंगे। इम्फाल में आज दोपहर बाद संवाददाताओं से बातचीत में कांग्रेस महासचिव और मणिपुर के पार्टी प्रभारी लुईजिनहो फलेरो ने बताया कि कांग्रेस अध्यक्ष सोनिया गांधी ने श्री ईबोबीसिंह को कांग्रेस विधायक दल का नया नेता नियुक्त किया है। बाद में श्री सिंह ने राज्यपाल के समक्ष सरकार बनाने का दावा पेश किया।उधर, नवनिर्वाचित वयोवृद्ध विधायक लाइसराम नंद कुमार सिंह को आज विधानसभा के कार्यवाहक अध्यक्ष की शपथ दिलाई गई।

बंगलादेशं में आज तड़के मुंशीगंज के पास मेघना नदी में एक स्टीमर पलट गया। इसमें दो सौ ५० से अधिक लोग सवार थे। यह दुर्घटना स्टीमर के एक मालवाहक जहाज से सीधे टकराने के कारण हुई। स्टीमर ढाका के सदरघाट टरमिनल जा रहा था। खबरों में बताया गया है कि लगभग पचास यात्री आसपास की मछली पकड़ने की नावों और अन्य स्टीमरों के जरिए तैर कर सुरक्षित बाहर आ गए जबकि कई अन्य लोग अभी भी लापता हैं। राहत और बचाव कार्य जारी है। आज शाम छह बजे तक पैंतीस शव निकाले जा चुके थे। बंगलादेश की प्रधानमंत्री शेख हसीना ने इस घटना पर गहरा शोक व्यक्त किया है।-----

कृषिमंत्री शरद पवार ने आज लोकसभा में आश्वासन दिया कि किसानों के नुकसान की कुछ भरपाई के लिए एक योजना बनाई गई है। किसानों द्वारा कुछ राज्यों में कम कीमत के कारण प्याज और आलू को फेंके जाने की खबरों पर पूछे गए एक सवाल के जवाब में श्री पवार ने कहा कि कृषि और बागवानी की फसलों की खरीदारी की जरूरतों पर राज्य सरकारों से प्रस्ताव मिलने के बाद उनके मंत्रालय ने एक बाजार हस्तक्षेप योजना यानी मारकेट इंटरवेनशन स्कीम बनाई है। इस योजना के तहत केन्द्र और राज्य सरकारों के बीच नुकसान की भरपाई पचास प्रतिशत के अनुपात में होंगी।आज भारत सरकार ने एक स्कीम इंक्रिज की है जहां नुकसान हो गया तो नुकसान की जिम्मेदारी ५० प्रतिशत भारत सरकार लेती है और ५० प्रतिशत राज्य सरकार लेती है।

DMK and AIADMK members today stalled the proceedings in the Rajya Sabha forcing its adjournment finally for the day on the issue of Tamils in Sri Lanka. Earlier, the House witnessed three adjournments in the pre-lunch session. When the House re-assembled at 2 PM, the situation was the same with the MPs from both the parties, supported by the CPI, insisting that the government should make a statement today itself. The agitating members were not satisfied by the repeated appeals of Parliamentary Affairs Minister, P. K. Bansal, who said that the External Affairs Minister Mr S M Krishna, who is away from Delhi, will make a statement in Parliament tomorrow. The members trooped into the well every time the House reassembled.
Raising the issue, Tiruchi Shiva of the DMK wanted to know whether New Delhi will support the US backed Resolution on Sri Lanka for its war crimes against Tamil people in the United Nations Human Rights Council meeting in Geneva. He said, the resolution is supported by France and Norway. AIADMK and CPI members insisted on a statement from the Prime Minister on the issue.
BJP members urged the government to respond immediately on the issue. Mr Gnanadesikan of the Congress, however, cautioned that any hasty measure against Sri Lanka will endanger the Tamil population in the island nation.
The issue also figured in the Lok Sabha. Responding to the demand by some members, Leader of the House and Finance Minister Pranab Mukherjee said the Centre is concerned about Tamilians living in Sri Lanka. He said the External Affairs Minister S M Krishna will unveil the strategy of the government on the issue if members feel it necessary.
"A resolution is likely to come in the Human Rights Commission at Geneva. The date has not yet been fixed. And traditional position of India has always been not only in respect of this case that we normally do not support any country specific resolution. But what view on this issue will be taken, will be determined as and when the time will be finalised in respect of the meeting of the Human Rights Commission."

The UPA government under Prime Minister Manmohan Singh is committed to meeting the aspirations of its citizens and also safeguard them from all possible threats including terrorism. Speaking in the Lok Sabha on the motion of thanks to the President's address to the joint sitting of both Houses of Parliament, Congress MP Shashi Tharoor said, the policies of the UPA government have embarked the country on the path of economic success ushering in overall development and inclusive growth.
Mr. Tharoor pointed out that 18 terrorist modules were dismantled last year.He also said, the political differences between the States and the Centre on the modus operandi of Counter Terrorism mechanism will be overcome.
Earlier initiating the discussion, Ms. Girija Vyas of the Congress, said that terrorism is a major concern threatening the peaceful existence of society.
Senior BJP leader Rajnath Singh said, the Centre should take on board the concern of the States on the implementation of the National Counter Terrorism Centre. He also urged for convening a special session to discuss the problems being faced by agriculturists and farmers.

Tehri MP, Vijay Bahuguna today took over as the seventh Chief Minister of Uttarakhand to lead the Congress government after Governor Margaret Alva administered the oath of office and secrecy to him at Parade Grounds in Dehradun this evening. Union Minister Ghulam Nabi Azad, State Party incharge Chaudhary Birendra Singh, MP from Pauri Garhval, Satpal Maharaj were also present on this occasion.
"65-year-old Sh. Bahuguna, son of late Congress stalwart Hemvati Nandan Bahuguna, was the lone minister to take the oath of office and secrecy at a brief ceremony. Around 18 MLAs of Congress, UKD-P and independents attended the function. In Manipur, Okram Ibobi Singh will take oath as the new Chief Minister of the state tomorrow. Earlier in the afternoon, AICC General Secretary and Manipur in-charge of the Party, Luizinho Faleiro declared in a press conference at Imphal that Congress President Sonia Gandhi has appointed Ibobi Singh as the new leader of the Congress Legislature Party in the Tenth Manipur Legislative Assembly. Later, the new CLP Leader staked claim to form the new Ministry in the state.
"The swearing in ceremony of the Chief Minister will be held tomorrow afternoon. The Governor has asked Ibobi Singh to submit the list of his new Council of Ministers. Congress has a total strength of 42 seats in the 60-member state assembly. Before staking claim to form the new government, Ibobi Singh told media persons at Imphal that power and water supply will now be in the top priority of his government this time. In Bangladesh, a passenger launch reportedly carrying more than 250 passengers onboard, capsized in the Meghna river near Munshiganj early this morning. Our correspondent reports that about fifty passengers managed to swim to safety while many are still reported missing.
"The ill fated double decker launch MV.Shariatpur was on its way to Dhaka when it reportedly collided with another cargo vessel around 2:30 am today morning and sunk in the Meghna river. Salvage vessel MV Rustam of the Bangladesh Inland water transport Authority reached the accident site in the morning to help in the rescue operations being conducted by the personnel of the Coast guard, fire service and Rapid Action Battalion. Another rescue vessel MV Hamza is also on the way to the accident site to assist in efforts to salvage the launch which is reported to be 70 feet underwater. The Bangladesh Shipping Ministry has constituted a five member committee headed by a Joint Secretary of the ministry to probe the accident and submit its report within five days. In Syria, over 40 people, including women and children, have been killed over the past 24 hours by armed groups in the central Homs province. Reports say armed groups kidnapped and killed 25 people and another 18 people were killed in al-Qarabis neighborhood for refusing to host the armed group members. Israel says Palestinian militants have fired at least five rockets toward southern Israel since an Egyptian-brokered cease-fire took effect from today. Officials said no injuries have been reported from the rockets, which landed in open areas. Earlier, Egypt said it had negotiated a truce between Israel and the Palestinian militants in the Gaza Strip, after four days of back-and-forth aerial attacks killed at least 25 Palestinians.

A 12-member Judicial Commission from Pakistan will arrive in Delhi tomorrow and will be in Mumbai on Thursday to record the statements of witnesses in connection with 26/11 Mumbai terror attack case.
Special public prosecutor Ujjwal Nikam, who represented the Maharashtra government in the trial against Kasab, has been appointed to assist the Commission which will examine the witnesses at the Esplanade court in Mumbai.

"Rising for the third straight session, the Sensex at the Bombay Stock Exchange gained a good 226 points, or 1.3 percent, to 17,814, today, as improved corporate earnings prospects for this quarter, and firm global markets boosted investor sentiment. The Nifty rose 70 points, or 1.3 percent, to 5,430.
Stock markets in Japan, China, Hong Kong, South Korea and Singapore rose between 0.1 percent and 1 percent.
The rupee appreciated 4 paise, to 49.93 against the dollar.
Gold fell 95 rupees, to 28,170 rupees per ten grams in Delhi. Silver lost 500 rupees, to 57,500 per kilo.
And US crude oil futures added 79 cents, to 107.13 dollars a barrel, while Brent crude neared 126 dollars a barrel.

The government has decided to introduce Digital Addressable System, DAS, in cable television networks from 1st of July this year in Delhi, Kolkata, Mumbai and Chennai. This will replace the existing cable system. Announcing this in New Delhi today, Additional Secretary of Information and Broadcasting Ministry, Mr. Rajiv Takru said, set-top boxes have been arranged in adequate numbers to meet customer demands.
Meanwhile, in a major initiative to enhance the understanding of critical issues associated with the digitalization process of cable TV, the Ministry of Information and Broadcasting has for the first time launched a Facebook account on the subject. According to an official release, the objective of this initiative is to facilitate a two way flow of information between the ministry and key stakeholders. In this direction, the Ministry has launched a new and dedicated facebook"Any person can log in to http://www.facebook.com/DigitalIndiaMIB" to send his or her views.

India defeated Sri Lanka by 50 runs in their opening Asia Cup cricket match at Mirpur in Dhaka today. After setting a sizeable victory target of 305 runs, India dismissed Sri Lanka for 254 in 45.1 overs. Irfan Pathan was the highest wicket-taker with four wickets.
Earlier, put in to bat, title holders India made 304 for three in the stipulated 50 overs. Opener Gautam Gambhir and Virat Kohli slammed sparkling centuries. In the process, both the batsmen completed their tenth ODI hundreds. While Gambhir made 100, Kohli was out for 108. Sachin Tendulkar fell cheaply for six runs in the sixth over of the innings. Tendulkar's quest for a 100th international century has now extended for more than a year.
