केन्द्रीय मंत्रिमंडल ने बाल यौन शोषण से निपटने के लिए एक विधेयक को मंज+ूरी दी है। इस विधेयक में व्यवस्था की गयी है कि १८ वर्ष से कम उम्र के किसी भी नाबालिग के साथ यौन उत्पीड़न के इरादे से किये गये शारीरिक सम्पर्क को गैर कानूनी माना जायेगा। विधेयक में बच्चों के साथ किसी भी तरह के यौन अपराध के दोषी व्यक्ति को तीन वर्ष से लेकर आजीवन कारावास तक के दंड का प्रस्ताव किया गया है। विधेयक में बच्चों के साथ होने वाले गंभीर यौन अपराधों के लिये दस वर्ष तक के कारावास का सुझाव दिया गया है जिसे आजीवन कारावास की सज+ा तक बढाया जा सकता है। बच्चों के साथ होने वाले यौन अपराधों की बढ़ती घटनाओं को रोकने के उद्देश्य से महिला और बाल विकास मंत्रालय ने यह विधेयक पेश किया है।
केंद्रीय मंत्रिमंडल ने सस्ती स्वास्थ्य सेवा के बारे में संयुक्त उद्यम कार्यक्रम  लागू करने को भी मंजूरी दे दी है। इस पर वर्ष २०११-१२ से पांच वर्षों तक ३७० करोड़ से अधिक खर्च होंगे। इस साझा उद्यम कार्यक्रम के तहत भारतीय संस्थानों में सस्ती दवाइयां, टीके, स्टेम सेल जैसे उत्पाद विकसित करने के लिए सहायता दी जाएगी। केन्द्रीय मंत्रिमंडल ने हरियाणा में गुड़गांव के बिनोला और बिलासपुर गांवों में २०५ एकड़ जमीन के अधिग्रहण को मंजूरी दे दी। इस जमीन पर एक अरब ६२ करोड़ रूपये की लागत से भारतीय राष्ट्रीय रक्षा विश्वविद्यालय की स्थापना की जायेगी।
   
मंत्रिमंडल ने ३६वां अंतर्राष्ट्रीय भूवैज्ञानिक कांगे्रस-२०२० का आयोजन करने के खनन मंत्रालय के प्रस्ताव को भी मंजूरी दे दी। ये कांगे्रस भू विज्ञान से संबद्ध सभी तरह के वैज्ञानिक नतीजों को साझा करने और दुनिया भर के संस्थानों और वैज्ञानिकों के बीच अंतरराष्ट्रीय नेटवर्क को बढ़ावा देने का मंच प्रदान करेगी। इस पर ५२ करोड़ रूपए खर्च का अनुमान है।
   
कैबिनेट ने निजी क्षेत्र के बैंकों में निवेशकों के मताधिकार को १० प्रतिशत पर बरकरार रखने का फैसला किया है। मंत्रिमंडल का मानना है कि स्थायी समिति के सुझावों पर इसे बढ़ाकर २६ प्रतिशत भी किया जा सकता है।

कर्मचारी भविष्यनिधि की ब्याज दर चालू वित्तवर्ष में आठ दशमलव दो पांच प्रतिशत से बढ़कर आठ दशमलव छह प्रतिशत हो जाएगी। श्रममंत्री मल्लिकार्जुन खड़गे ने कल राज्यसभा में श्रममंत्रालय के कामकाज पर हुई बहस का जवाब देते हुए यह जानकारी दी। कर्मचारी भविष्यनिधि संगठन ने ब्याज दर  २०१०-११ में साढ़े नौ प्रतिशत से घटाकर २०११-१२ में आठ दशमलव दो पांच प्रतिशत कर दी थी। सेवानिवृत्ति कोष संस्था ईपीएफओ ने विशेष जमा योजनाओं में पचपन हजार करोड़ रुपये से अधिक जमा किए हैं। इसका उद्देश्य गैर सरकारी भविष्यनिधियों और अन्य निधियों को बेहतर मुनाफा दिलाना है।

सरकार ने कहा है कि वह महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार अधिनियम-मनरेगा के तहत दी जाने वाली मजदूरी की प्रति वर्ष समीक्षा करेगी। ग्रामीण विकास मंत्री जयराम रमेश ने कल लोकसभा में एक प्रश्न के उत्तर में इन आरोपों का खंडन किया कि सरकार ने मौजूदा वित्त वर्ष में इस कार्यक्रम के तहत आवंटन को कम कर दिया है। उन्होंने कहा कि इस योजना के तहत जो भी आवंटन किया गया है, वह जरूरतों पर आधारित है और इसके लिए कोई निर्धारित कोटा नहीं है।

सरकार रसोई गैस-एलपीजी की एजेंसियां देश के हर ब्लॉक में खोलने पर विचार कर रही है। यह जानकारी पेट्रोलियम और प्राकृतिक गैस राज्यमंत्री आर.पी.एन. सिंह ने कल लोकसभा में दी। गांवों में एलपीजी एजेंसियों की संख्या बढ़ाने के लिए सरकारी तेल कंपनियों ने २०१२-१३ से २०१४-१५ के बीच तीन हजार सात सौ छियासी एजेंसियां स्थापित करने की योजना बनाई है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने जाने-माने क्रिकेट खिलाड़ी सचिन तेंदुलकर, प्रसिद्ध फिल्म अभिनेत्री रेखा और अनुआगा को राज्यसभा मे मनोनीत करने को मंजूरी दे दी है। प्रधानमंत्री ने कल गृह मंत्रालय को इस बारे में एक विज्ञप्ति भेजी थी जिसे अधिसूचना के लिए राष्ट्रपति को भेज दिया गया। इस बीच विभिन्न राजनीतिक दलों ने सचिन तेंदुलकर को राज्यसभा का सदस्य मनोनीत किए जाने का स्वागत किया है।

छत्तीसगढ़ सरकार ने सुकमा के जिला कलेक्टर को माओवादियों से छुडाने के लिए प्रयास तेज कर दिए हैं। इस सिलसिले में सरकार और माओवादियों के वार्ताकार निमर्ला बुच, एस के मिश्रा, डॉ. बी डी शर्मा और प्रोफेसर हरगोपाल के बीच कल रायपुर में पहले दौर की बातचीत हुई जो कि सकारात्मक रही। कल रात रायपुर में आंतरिक सुरक्षा के बारे में कैबिनेट की उप समिति की मुख्यमंत्री डॉ. रमन सिंह की अध्यक्षता में हुई बैठक के बाद, राज्य के जल संसाधन मंत्री राम बिचार नेताम ने  यह जानकारी दी। हमारे संवाददाता ने खबर दी है कि सरकार और माओवादी के वार्ताकारों के बीच आज फिर बातचीत होगी।

देश में लगातार तीसरे वर्ष मानसून सामान्य रहने का अनुमान व्यक्त किया गया है। पृथ्वी विज्ञान मंत्री बिलास राव देशमुख ने कल नई दिल्ली में एक संवाददाता सम्मेलन में कहा कि इस साल मानसून सामान्य रहेगा। उन्होंने कहा कि सामान्य मानसून रहने की संभावना ४७ फीसदी जबकि इसके सामान्य से कम रहने की संभावना २४ फीसदी है। चावल, सोयाबीन, कपास और मक्का जैसी खरीफ की फसलों के लिए मानसून बहुत महत्वपूर्ण होता है। भारतीय मौसम विभाग के महानिदेशक श्री एल एस राठौर ने बताया कि इस वर्ष धान की पैदावार बेहतर होने की उम्मीद है।
  
फसल-वार विश्लेषण करें तो क्योंकि खरीफ की ऋतु के दौरान सबसे मेजर क्रोप धान है और आकलन यह है कि धान वाले क्षेत्र जो हैं, वहां पर अच्छी बारिश की संभावना है, इसलिए धान की पैदावार निश्चित रूप से बेहतर होगी।
    
देश की ६० प्रतिशत कृषि भूमि सिंचाई के लिए बारिश पर निर्भर रहती है। भारत में फसल वर्ष २०११-१२ के दौरान खाद्यानों की २५ करोड़ २५ लाख टन पैदावार होने का अनुमान है। जबकि पिछले फसल वर्ष में २४ करोड़ ४७ लाख टन पैदावार हुई थी।

सरकार ने कालेधन और विदेशों में जमा भारतीयों के अवैध धन की समस्या से निपटने के लिए विदेशों में आठ आयकर इकाईयों में राजस्व अधिकारियों की नियुक्ति की है। ये अधिकारी वांिशंगटन डी सी, लन्दन, बर्निल, पेरिस, हेग, आबुधावी, साइप्रस और जापान में भारतीय दूतावास से अपना कामकाज करेंगे। सिंगापुर और मॉरिशस में ऐसी दो इकाईयां २०१० से काम कर रहीं हैं।   
वित्त मंत्रालय के अधिकारियों ने बताया कि ये राजस्व अधिकारी कर चोरी के मामलों और अंतर्राष्ट्रीय कर संधियों से संबंधित मामले देखेंगे।

संयुक्त राष्ट्र महासचिव बान की मून, चार दिन की सरकारी यात्रा पर कल शाम नई दिल्ली पहुंचे। उनके साथ उच्चस्तरीय प्रतिनिधिमंडल भी आया है।  श्री बान की इस यात्रा से क्षेत्रीय और अंतर्राष्ट्रीय चुनौतियों के बारे में विचारों के आदान-प्रदान का अवसर मिलेगा। श्री बान प्रधानमंत्री डॉक्टर मनमोहन सिंह से भी मुलाकात करेंगे। इस दौरान आपसी हित के विभिन्न मुद्दों पर विचार-विमर्श किये जाने की संभावना है। श्री बान को जामिया मिलिया इस्लामिया विश्विद्यालय, आज डॉक्टोरेट की मानद उपाधि प्रदान करेगा।

मध्य इराक में एक कॉफी की दुकान पर हुए आत्मघाती हमले और दुकान के अंदर हुए एक अन्य विस्फोट में कम से कम आठ लोग मारे गये हैं। इस हमले को एक कार की मदद से अंजाम दिया गया। ये हमला दियाला प्रांत में बकूबा के उत्तर गरमा गांव में हुआ।  दूसरा बम विस्फोट कॉफी की दुकान के भीतर किया गया। पुलिस का कहना है कि इन हमलों में १८ से ज्यादा लोग घायल भी हुए हैं।

मिस्र में चुनाव आयोग ने राष्ट्रपति के लिए होने वाले चुनाव के लिए १३ उम्मीदवारों की अंतिम सूची जारी कर दी है। आयोग ने इस बात की भी पुष्टि कर दी है कि होस्नी मुबारक के शासनकाल के दौरान प्रधानमंत्री रहे अहमद शफीक भी ये चुनाव लड़ सकेंगे। इससे पहले चुनाव आयोग ने उन्हें अयोग्य करार दिया था। ताजा सर्वेक्षण के अनुसार उदारवादी इस्लामिक नेता अब्दुल मोनीम अबुल फोतोह पूर्व अरब लीग के प्रमुख अम मुसा से थोड़ा आगे चल रहे हैं।

जॉर्डन के शाह अब्दुल्ला द्वितीय ने प्रधानमंत्री अवान खासावानेह का इस्तीफा मंजूर कर लिया है। उन्होंने पूर्व प्रधानमंत्री फयाज अल-तारावानेह को नई सरकार बनाने के लिए आमंत्रित किया है। श्री तारावानेह इससे पहले न्यायालय के प्रमुख, विदेश मंत्री और अमरीका में राजदूत भी रह चुके हैं। उन्होंने सन्‌ १९९४ में इजराइल के साथ हुई वार्ता में जॉर्डन के शिष्टमंडल की अगुवाई की थी, जिसके बाद दोनों पक्षों में शांति समझौता हुआ था। खासावानेह ने प्रधानमंत्री पद ग्रहण करने के छह महीने बाद ही इस्तीफा दे दिया है। उनके प्रस्तावित चुनाव कानून की आलोचना हो रही थी। जॉर्डनवासी भ्रष्टाचार पर लगाम लगाने और व्यापक राजनीतिक और आर्थिक सुधारों की मांग को लेकर पिछले साल जनवरी से आंदोलन कर रहे है।

आइपीएल २०-२० क्रिकेट टूर्नामेंट में कल रात पुणे में डेक्कन चार्जर्स ने पुणे वॉरियर्स को १८ रन से हरा दिया। डेक्कन चार्जर्स ने पहले बल्लेबाजी करते हुए चार विकेट के नुकसान पर १७७ रन बनाएं। कैमरून वाइट ने शानदार ७८ रन जोड़े। जवाब में पुणे वॉरियर्स सात विकेट पर १५९ रन ही बना पाई। इस प्रतियोगिता में डेक्कन चार्जर्स की यह पहली जीत है। डेक्कन चार्जर्स के कैमरून को मैन ऑफ द मैच घोषित किया गया। आज दिल्ली के फिरोज शाह कोटला मैदान में डेल्ही डेयरडेविल्स का मुकाबला मुंबई इंडियन्स से होगा। मैच रात आठ बजे खेला जाएगा।

The Union Cabinet has approved a bill dealing exclusively with sexual offences against children. The 'Sexual Offences Against Children Bill' proposes stringent punishment for sexual intercourse or contact with sexual intent with a child below 18 years. The punishment ranges from three years' imprisonment to life term for a person who commits sexual harassment, sexual assault, penetrative sexual assault or aggravated penetrative sexual assault. The Bill recommends 10 years of imprisonment extendable to life imprisonment and fine for aggravated sexual assault. It will be treated as an aggravated offence where the child victim is below 12 years or has a mental or physical disability or the sexual offence causes grievous hurt or injury to the child with a long term adverse effect on the child’s mind and body.

         

The Cabinet also approved implementation of a joint venture programme on affordable Healthcare. The Department of Biotechnology and the Welcome Trust, London, UK, one of the world’s largest bio-medical research charities, propose to establish a joint funding initiative called R&D for Affordable Healthcare in India. The programme will support translational and innovative research projects at Indian institutions potentially leading to safe, efficacious and affordable healthcare products such as drugs, vaccines, bio-equipment products etc..

         

Approving changes in the proposed Banking Laws (Amendment) Bill 2011, the Cabinet decided that a cap on voting rights in the private sectors, which is currently at 10 per cent, could be raised to 26 per cent in a phased manner. The Parliamentary Standing committee on Finance had recommended the raise with a view to maintaining a balance between economic control and promoting corporate democracy.  

         

Other decisions of the The Cabinet include the approval for acquisition of 205 acres of land at villages Binola and Bilaspur in Gurgaon, Haryana for setting up an Indian National Defence University and nod to the proposal of the Ministry of Mines to bid for hosting the 36th International Geological Congress 2020.

The Cabinet Committee on Infrastructure approved the development of six laning of the Vadodara-Surat section on National Highway-8 in Gujarat under the NHDP Phase Five on Design, Build, Finance, Operate and Transfer, basis. The total length of the road will be 6,745 kms. The concession period will be 12 years including a construction period of 30 months. The main object of the project is to expedite the improvement of infrastructure in Gujarat and also in reducing the time and cost of travel for traffic, particularly heavy traffic, plying between ‘Vadodara and Surat’.

The Cabinet Committee on Economic Affairs has approved implementation of the programme National Monsoon Mission of the Earth System Science Organisation for a period of five years. The main objectives of the National Monsoon Mission are to build a working partnership between academic and Research, Development organisations, both national and international, and the operational agencies to improve monsoon forecast skill over the country.

The Interest rate on employees' provident fund will be increased from 8.25 per cent to 8.6 per cent in the current fiscal. Labour Minister Mallikarjun Kharge said this in the Rajya Sabha yesterday while replying to a debate on the working of the Labour Ministry. The Employees' Provident Fund Organisation had brought down the rate of interest to 8.25 per cent for 2011-12 from 9.5 per cent provided in 2010-11. The retirement fund body EPFO has parked in excess of 55,000 crore rupees in the Special Deposit Schemes, aimed at providing better returns to non-government provident funds and other such funds.

The President Mrs. Pratibha Devisingh Patil has approved nomination of batting Maestro Sachin Tendulkar, veteran cine actor Rekha and industrialist and social activist Anu Aga, to the Rajya Sabha. 39-year-old Tendulkar, who has brought many a laurel to the country through his exploits in the game of cricket and Rekha, known for her brilliant and emotional portrayals in Hindi cinema in the 80s, will become members of Parliament under a provision of the constitution that allows the President to nominate 12 members to the Upper House.

Parties across the political spectrum have welcomed the nomination of Sachin Tendulkar as a member of the Rajya Sabha.

The government is considering to open Liquefied Natural Gas, LPG distribution agencies in every block of the country to bring it within the reach of the common man. This was stated by the Minister of State for Petroleum and Natural Gas Mr. RPN Singh in the Lok Sabha yesterday. He informed that during 2009-12, public sector oil marketing companies (OMCs) commissioned 905 regular LPG distributorships and 1,026 Rajiv Gandhi Gramin LPG Vitaran (RGGLV) distributorships. The Minister said, for accelerating the spread of LPG distribution networks in rural areas, OMCs have planned to set up RGGLV distributorships in 3,786 locations in rural areas of the country from 2012-13 to 2014-15.

The Chhattisgarh government has intensified its efforts to free the Sukma District Collector from Maoist captivity. In this connection the first round of talks between the government and the Maoists' mediators, Nirmala Buch, S.K.Mishra, and Dr. B.D. Sharma and Prof. Hargopal, were held in Raipur yesterday. The preliminary round of talks to ensure the safe release of the abducted Collector Alex Paul Menon, were constructive. This was stated by Mr. Ram Bichar Netam, Water Resources Minister after a meeting of the Cabinet Sub-Committee on internal security, chaired by the Chief Minister Dr. Raman Singh, in Raipur late last night. Our Correspondent reports that the second round of talks between the government and the Maoist mediators, is to resume today.

The United Nations Secretary General, Ban Ki-moon arrived in New Delhi last evening on a four-day official visit to India. He is accompanied by a high-level delegation. Mr Ban’s visit will provide an opportunity to share India’s perspective on major regional and global challenges. Mr. Ban will call on the Prime Minister Dr. Manmohan Singh. Several multilateral issues of mutual concern are likely to be discussed during the meeting. The Secretary General will be conferred with an honorary doctorate by Jamia Millia Islamia University today.

British Foreign Secretary William Hague has reiterated his country's support for permanent seats for India and Japan in the United Nations Security Council, and said that the council should be expanded. Mr. Hague was delivering the International Institute for Strategic Studies-Fullerton Lecture in Singapore yesterday. Hague, who is currently on a visit to Asia, said, at the United Nations that the UK advocates an expanded Security Council including permanent seats for Japan and for India, and understands the need to work more closely on foreign policy with the emerging powers. Mentioning India as one of the key areas of focus while expanding Britain's diplomatic network, Hague said that by 2015, there will be 30 extra diplomatic staff in the country, with the objective of doubling bilateral trade with India in the next five years.

The Meteorological department has predicted a normal monsoon for the third consecutive year; bring that worked relief to millions of farmers who depend on good rains for a bumper harvest. Earth Sciences Minister Vilasrao Deshmukh announced this at a press conference in New Delhi yesterday. He said, there was 47 per cent probability of a normal monsoon as against 24 per cent of below normal rains this season. Mr. Deshmukh said, quantitatively, monsoon season rainfall is likely to be 99 per cent of the long period average, LPA, with a model error of five per cent. The LPA for the country as a whole is pegged at 89 per cent which is the average rainfall for the 50-year period from 1951 to the year 2000. संयुक्त राष्ट्र महासचिव बान की मून ने आज नई दिल्ली में प्रधानमंत्री डॉक्टर मनमोहन सिंह के साथ आपसी हित के अनेक अंतर्राष्ट्रीय मुद्दों पर चर्चा की। संयुक्त राष्ट्र की वित्तीय सहायता से चलने वाली परियोजनाओं पर भी बातचीत हुई। चार दिन की यात्रा पर भारत आने से पहले श्री बान ने आशा व्यक्त की थी कि सुरक्षा परिषद की व्यवस्था में सुधार प्रक्रिया  की गति तेज की जानी चाहिए ताकि भारत जैसे देशों की आंकाक्षाएं पूरी की जा सके।
श्री बान ने कल शाम केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद से मुलाकात की थी। स्वास्थ्य मंत्री ने संयुक्त राष्ट्र महासचिव से आग्रह किया कि वे संयुक्त राष्ट्र के सदस्य देशों से कहें कि वे जन स्वास्थ्य के प्रयासों के प्रति वित्तीय और तकनीकी समर्थन में कमी न करें। भारत के साथ अपने लंबे संबंधों को याद करते हुए श्री बान ने कहा कि वे मां- बच्चे के स्वास्थ्य में सुधार के भारत के अनुभवों को दुनिया के सामने रखना चाहेंगे ताकि दूसरे देश उन्हें अपना सकें। उन्होंने पोलियो का मुकाबला करने में भारत की सफलता की सराहना की और कहा कि संयुक्त राष्ट्र खसरा, टिटनस, मलेरिया, पोलियो और एच आई वी का सामना करने में भारत की मदद करने को उत्सुक है। श्री आजाद ने शत-प्रतिशत केन्द्रीय सहायता से चल रहे राष्ट्रीय एड्स नियंत्रण कार्यक्रम के बारे में श्री बान की मून को जानकारी दी। उन्होंने बताया कि इससे पिछले एक दशक में एच आई वी के नये संक्रमण में ५६ प्रतिशत से अधिक की कमी करने में मदद मिली है। संयुक्त राष्ट्र महासचिव कल मुम्बई जायेंगे। वे महाराष्ट्र के मुख्यमंत्री से मिलेंगे और संयुक्त राष्ट्र की कुछ विकास परियोजनाएं देखने जायेंगे। श्री बान की मून संयुक्त राष्ट्र महासचिव बनने के बाद तीसरी बार भारत आये हैं।

उच्चतम न्यायालय ने आज एक संयुक्त विशेषज्ञ दल का गठन किया है जो ऐसी प्रक्रिया की सिफारिश करेगा जिससे दूरसंचार कंपनियां सिमकार्ड जारी करने से पहले ग्राहकों की सही पहचान कर सकेंगी। प्रधान न्यायाधीश एस एच कापड़िया की पीठ ने कहा कि इस दल में दूरसंचार विभाग और दूरासंचार नियामक प्राधिकरण के अधिकारी होंगे। दल तीन महीने के भीतर सरकार को अपनी रिपोर्ट देगा। पीठ ने यह आदेश एक याचिका पर दिया जिसमें मांग की गई है कि सरकार को दूरसंचार कंपनियों के लिए सिमकार्ड जारी करने के दिशा-निर्देश तैयार करने का निर्देश दिया जाए।

उच्चतम न्यायालय ने मोटर वाहन कानून में निर्धारित सीमा से ज्यादा काले शीशे वाहनों में लगाने पर प्रतिबंध लगा दिया है। न्यायालय ने राज्य सरकारों कों निर्देश दिया है कि वे सुरक्षा को ध्यान में रखते हुए काले शीशों के उपयोग के बारे में दिशा-निर्देश तैयार करे। न्यायालय ने एक जनहित याचिका पर यह निर्देश दिया है। याचिका में मांग की गई थी कि अति विशिष्ट व्यक्तियों के वाहनों सहित सभी कारों के शीशों पर काली फिल्म लगाने पर पूर्ण प्रतिबंध लगाया जाए। याचिका में आरोप लगाया गया है कि नगरों में अनेक अपराध वे लोग करते हैं जिनकी कारों के शीशे काले होते हैं। न्यायालय ने इस मामले में अपना फैसला सोमवार को सुरक्षित रखा था।
प्रधान न्यायाधीश एस एच कापड़िया और न्यायमूर्ति ए० के० पटनायक और स्वतंत्र कुमार की पीठ ने याचिका दायर करने वाले से पूछा कि क्या उनके पास ऐसे कोई आंकड़े हैं जिनसे पता लगे कि कितने प्रतिशत अपराध उन लोगों ने किए हैं जिनकी कारों के शीशे काले हैं।

लोकसभा की कार्यवाही दो बजे तक स्थगित रहने के बाद फिर शुरू हो गई है। इस समय  स्वास्थ्य मंत्री गुलाम नबी आजाद स्वास्थ्य मंत्रालय की अनुदान मांगों पर बहस का जवाब दे रहे हैं।इससे पहले, आज सदन की बैठक शुरू होते ही विपक्ष ने मांग की कि गृहमंत्री को अपने पुत्र की कथित अनुचित गतिविधियों के लिए त्यागपत्र दे देना चाहिए। किसानों की कठिनाइयों सहित कई अन्य मुद्दे भी उठाये गए। शोर शराबा जारी रहने पर अध्यक्ष मीरा कुमार ने सदन की कार्यवाही १२ बजे तक के लिए स्थगित की। कार्यवाही दोबारा शुरू होने पर उत्तेजित सदस्य सदन के बीचोबीच आकर नारेबाजी करने लगे। उसके बाद कार्यवाही फिर दो बजे तक स्थगित करनी पड़ी।

चेन्नई की एक कम्पनी ने एयरसैल में निवेश को लेकर गृहमंत्री पी चिदम्बरम और उनके पुत्र कार्ती पर बेबुनियाद आरोप लगाने के लिए जनता पार्टी के सुब्रहमण्यम स्वामी के खिलाफ कानूनी कार्रवाई करने का फैसला किया है। कम्पनी ने सुब्रहमण्यम स्वामी के कल के संवाददाता सम्मेलन पर ध्यान दिया और अपने वकील से तुरन्त उचित कानूनी कार्रवाई करने को कहा।  गृहमंत्री के पुत्र इन आरोपों का पहले ही खंडन कर चुके हैं।

सरकार ने इन आशंकाओं को निराधार बताया है कि पृथ्वी का तापमान बढ़ने से भारत में खेती पर बुरा असर पड़ सकता है। कृषि मंत्री शरद पवार ने आज राज्यसभा में प्रश्नकाल के दौरान पूरक प्रश्नों के उत्तर में कहा कि वास्तव में पिछले पॉंच साल से देश में अनाज की पैदावार बढ़ रही है। श्री पवार ने बताया कि पृथ्वी के तापमान और जलवायु परिवर्तन के विशेषज्ञों के इस बारे में विचार बड़ा भ्रम पैदा करने वाले हैं। कृषि मंत्री का कहना था कि भारत के कृषि वैज्ञानिक इस स्थिति पर कड़ी नजर रखे हुए हैं।

आम धारणा ये है कि गेहूं की फसल पर इसका कुछ असर पड़ सकता है। गेहूं के मामले में हमने भारतीय कृषि अनुसंधान परिषद-आईसीएआर को, खासकर वैज्ञानिकों को निर्देश दिए हैं। उन्होंने गेहूं की चार नई किस्में तैयार की हैं।

श्री पवार ने कहा कि सरकार को आशा है इन किस्मों से अच्छी पैदावार मिलेगी।

सरकार ने राष्ट्रीय कृषि विकास योजना के अन्तर्गत २०१०-११ से पूर्वोत्तर क्षेत्र में हरित क्रान्ति लाने का विशेष कार्यक्रम शुरू किया है। यह कार्यक्रम असम, बिहार, छत्तीसगढ़, झारखंड, ओड़िशा, पूर्वी उत्तरप्रदेश और पश्चिम बंगाल में लागू किया जा रहा है। कृषि राज्यमंत्री हरीश रावत ने  आज राज्यसभा में एक प्रश्न के लिखित उत्तर में यह जानकारी दी। उन्होंने कहा कि इस योजना के अन्तर्गत अनेक गतिविधियां आयोजित की गई हैं जिनमें समूह में धान और गेहूं की खेती की तकनीकों का प्रदर्शन शामिल है। उन्होंने बताया कि पूर्वोत्तर क्षेत्र के सात राज्यों में २०११-१२ के दौरान धान की कुल पैदावार ५५ लाख ४० हजार टन रही जो २००९-१० के मुकाबले करीब २१ प्रतिशत अधिक हैं।

राज्यसभा में आज भारतीय जनता पार्टी के सदस्यों ने यह आरोप लगाते हुए वाकआउट किया कि सरकार देश में कपास किसानों की समस्याएं दूर करने में असफल रही है। वरिष्ठ पार्टी नेता एम० वैंकेया नायडू ने यह मुद्दा उठाते हुए मांग की कि सरकार पांच मार्च से कपास निर्यात पर लागू प्रतिबंध हटा ले। उन्होंने कहा कि इस फैसले के कारण कपास का ढेर लग गया है और बाजार में दाम गिर रहे हैं। इस पर संसदीय कार्य राज्य मंत्री राजीव शुक्ल ने कहा कि वे वाणिज्य मंत्री को सदस्यों की भावनाओं से अवगत करा देंगे। जवाब से असंतुष्ट भारतीय जनता पार्टी के सदस्य सदन से उठकर चले गए।

केन्द्रीय शिक्षा संस्थानों में दाखिले में आरक्षण के बारे में २०१० का  संशोधन विधेयक राज्यसभा में आज ध्वनिमत से पारित कर दिया गया। इस विधेयक में यह व्यवस्था है कि जनजातीय क्षेत्रों के केन्द्रीय शिक्षा संस्थानों में राज्यों की सीटों पर अनुसूचित जातियों, जनजातियों और पिछड़े वर्गो के लिए आरक्षण की नीति लागू होगी। बहस का जवाब देते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि इस अधिनियम में किये गये संशोधनों से पूर्वोत्तर राज्यों के दूरदराज के इलाकों में जनजातीय आबादी को लाभ होगा। इससे राज्य और राष्ट्रीय स्तर की आरक्षण नीति में एक संतुलन स्थापित किया जा सकेगा।

शिक्षा का अधिकार कानून सभी स्कूलों पर लागू होता है। चाहे वह अनुदान प्राप्त हो या गैर-अनुदान प्राप्त। जहां तक गैर-अनुदान प्राप्त स्कूलों की बात है, वे कोई भी परीक्षा ले सकते हैं। चाहे वह राज्यस्तरीय हो या केन्द्र स्तर पर, चाहे सीटीईटी हो या टीईटी। लेकिन यह सभी स्कूलों के लिए लागू है।

सरकार सर्वशिक्षा अभियान के तहत मौजूदा स्कूलों के बेहतर रख-रखाव के लिए उन्हें वार्षिक  अनुदान दे रही है। मानव संसाधन विकास मंत्री कपिल सिब्बल ने आज राज्यसभा में एक लिखित उत्तर में बताया कि तीन कमरों वाले हर स्कूल को पॉंच हजार रूपये और ज्यादा कमरों वाले स्कूलों को दस-दस हजार रूपये का अनुदान दिया जाता है। उन्होंने बताया कि सर्वशिक्षा अभियान के तहत सभी बच्चों को स्कूली शिक्षा देने, प्राथमिक शिक्षा पूरी होने तक उन्हें स्कूल में बनाये रखने, दाखिले में लड़के-लड़कियों का अन्तर कम करने और शिक्षा का स्तर सुधारने पर बल दिया जाता है।

क्रिकेट खिलाड़ी सचिन तेंडुलकर को राज्यसभा में मनोनीत किए जाने के फैसले का व्यापक स्वागत किया गया है।
लोकसभा अध्यक्ष मीरा कुमार ने कहा कि वे बहुत ही योग्य व्यक्ति हैं।

हर तरह से योग्य व्यक्ति हैं और अपनी जिम्मेदारी को हम सबने देखा, पूरे देश ने कि कितनी योग्यता से निभाते हैं और हमें तो बहुत खुशी है।

कांग्रेस पार्टी के नेता सत्यव्रत  चतुर्वेदी ने आज संसद के बाहर पत्रकारों के साथ बातचीत करते हुए इसे देश के लिए महान क्षण बताया। भारतीय जनता पार्टी के प्रवक्ता राजीव प्रताप रूढ़ी ने कहा कि यह ऐतिहासिक क्षण है और पार्टी इस फैसले का स्वागत करती है। तृणमूल कांग्रेस के नेता दिनेश त्रिवेदी ने भी इस फैसले का स्वागत करते हुए कहा कि सचिन का स्थान पार्टी और राजनीति से ऊपर है। सूचना और प्रसारण मंत्री अम्बिका सोनी ने सचिन तेंदुलकर, अभिनेत्री रेखा और प्रमुख समाजसेवी अनु आगा के मनोनयन को उचित बताया है।

तो ऐसी हस्तियों को नोमिनेट किया गया है, जिनके द्वारा, जिनके नाम के कारण, जिनकी उपलब्धियों के कारण, एक पूरे देश में उत्साह और समर्थन हासिल होता है। इससे पहले भी आप देखिएगा कि बहुत से ऐसे लोगों को जब भी कांग्रेस की सरकार रही, कांग्रेस की तरफ से यूपीए की तरफ से दफा और इससे पहले भी इस तरह की जानी मानी हस्तियों को प्रेजिडेंसियल नोमिनेशन के लिए रिकमेंड किया गया।

बहुजन समाज पार्टी की अध्यक्ष मायावती ने सचिन तेंडुलकर और अभिनेत्री रेखा को राज्यसभा में मनोनीत करने पर कहा कि उन्हें अपने-अपने क्षेत्र में काम पर भी ध्यान देना चाहिए।

अभी अभी समाचार मिला है कि भारतीय जनता पार्टी के पूर्व अध्यक्ष बंगारू लक्ष्मण को दिल्ली की एक अदालत ने २००१ में फर्जी रक्षा सौदे के मामले में एक लाख रूपये की रिश्वत लेने का दोषी ठहराया है। उन्हें न्यायिक हिरासत में ले लिया गया है। उन्हें कल अदालत में पेश किया जाएगा और कल ही सजा सुनाई जाएगी।

दिल्ली उच्च न्यायालय ने कहा है कि कांग्रेस के वरिष्ठ नेता नारायण दत्त तिवारी को अपने खून के नमूने देने पर मजबूर किया जा सकता है। रोहित शेखर नाम के एक युवक ने अदालत में यह दावा किया है कि नारायण दत्त तिवारी उसके पिता हैं। अदालत का कहना है कि डी एन ए टैस्ट के लिए श्री तिवारी के खून के नमूने लिये जा सकते हैं। अदालत ने एक न्यायाधीश की पीठ के पिछले साल सितम्बर के इस फैसले को रद्द कर दिया कि श्री तिवारी को यह नमूने देने पर मजबूर नहीं किया जा सकता। कार्यवाहक मुख्य न्यायाधीश ए० के० सीकरी और न्यायमूर्ति राजीव सहाय एंडलॉ की पीठ ने कहा कि अगर श्री तिवारी डी एन ए टैस्ट कराने के आदेश का पालन नहीं करते तो पुलिस बल का भी इस्तेमाल किया जा सकता है।

छत्तीसगढ़ में सुकमा के जिला कलैक्टर एलैक्स पॉल मेनन को सुरक्षित छुड़ाने के लिए राज्य सरकार और माओवादियों के मध्यस्थों के बीच आज बातचीत का एक और दौर हुआ। दोनों पक्षों के बीच कल शाम रायपुर में पहले दौर की बातचीत हुई थी। छत्तीसगढ़ सरकार ने माओवादियों से श्री मेनन को मानवीय आधार पर छोड़ देने की फिर अपील की है। बातचीत में राज्य सरकार की तरफ से निर्मला बुच और एस.के. मिश्रा तथा माओवादियों की तरफ से डॉ० बी.डी शर्मा और प्रोफेसर हरगोपाल ने भाग लिया। इस बीच माओवादियों ने जेलों में बन्द नौ और नक्सलवादियों के नाम दिए हैं, जिन्हें वे छुड़वाना चाहते हैं। इन्हें मिलाकर ऐसे कैदियों की संख्या सत्रह हो गई है। मुख्यमंत्री के सचिव एन.बैजेन्द्र कुमार ने आकाशवाणी समाचार से बातचीत में कहा कि सरकार इनमें से पन्द्रह की पहचान कर चुकी है। रायपुर में संवाददाताओं से बातचीत में मुख्यमंत्री डॉक्टर रमन सिंह ने कहा कि माओवादियों को श्री मेनन को छोड़ देना चाहिए क्योंकि उनके साथ बातचीत चल रही है।

वार्ता करने हम लोग रात में बैठे थे, हमारे दोनों जो वार्ताकार है उनके साथ और काफी जो बातें चर्चा में आईं, दोनों पक्षों से, तो एक कदम आगे बढ़ने की स्थिति में हैं, ठीक है कि बाकी बातें जो न्यालीन प्रक्रिया से होना है, जो दूसरी अन्य प्रक्रिया से होना है। उसको तो धीरे धीरे सरकार का पक्ष सकारात्मक रहेगा और वार्ताकार जो चर्चा कर रहे हैं, उसमें हम आगे बढ़ेंगे। पर पहला विषय यह है कि इस वातावरण को और बेहतर करने के लिए बंधक बनाए हैं और उसको यू छोड़ देंगे तो मुझे लगता है कि इस चर्चा की और सार्थकता बढ़ सकती है।

माओवादियों के वार्ताकारों के आज बाद में सुकमा जिले में पटमेटला पहुंचने की संभावना के बारे में एक प्रश्न के उत्तर में डॉक्टर सिंह ने कहा कि सरकार उन्हें पूरी सुविधाएं देगी।

तमिलनाडु की मुख्यमंत्री जे० जयललिता ने प्रधानमंत्री डाक्टर मनमोहन सिं ह से अनुरोध किया है कि वे राष्ट्रीय कृषि और ग्रामीण विकास बैंक के ग्रामीण बुनियादी ढाचा विकास कोष की ब्याज दर आठ प्रतिशत से घटाकर वापस साढे छह प्रतिशत करने के लिए व्यक्तिगत रूप से हस्तक्षेप करें। प्रधानमंत्री को आज भेजे पत्र में  सुश्री जयललिता ने कहा कि तमिलनाडु के लिए बैंक ने दो हजार १८४ करोड़ की राशि स्वीकृत की है जिसे २०१२-१३ और बाद के वर्षों में खत्म कर दिया जायेगा। उनका कहना है कि यह राशि इसी आधार पर उधार ली गई थी कि ब्याज दर समुचित स्तर पर रहेगी। मुख्यमंत्री ने इस बात पर क्षोभ व्यक्त किया है कि भारतीय रिजर्व बैंक ने पिछले वर्षो में स्वीकृत परियोजनाओं के लिए ब्याज दर बढ़ाकर आठ प्रतिशत कर दी है। इसे अनुचित कार्रवाई बताते हुए सुश्री जयललिता ने कहा है कि इससे वित्तीय आकलन गड़बड़ा जायेगा और २२९ करोड़ रूपये का अतिरिक्त बोझ पड़ेगा। उन्होंने कहा कि इसका अप्रत्यक्ष रूप से गांवों में बुनियादी ढांचागत सुविधाओं के निर्माण की गतिविधियों पर असर पड़ेगा।  ऐसी स्थिति में तमिलनाडु की मुख्यमंत्री ने प्रधानमंत्री से अनुरोध किया है कि वे या तो ब्याज दर वापस साढे छह प्रतिशत करा दें या सात प्रतिशत के आसपास तय करायें।

इलाहाबाद विश्वविद्यालय में कैम्पस और उसके आसपास कल की हिंसा के बाद स्थिति नियंत्रण में है। कल आधी रात से कहीं से किसी अप्रिय घटना का समाचार नहीं है। एहतियात के तौर पर आज और कल विश्वविद्यालय बंद रहेगा, लेकिन परीक्षाएं निर्धारित कार्यक्रम के अनुसार होंगी। विश्वविद्यालय प्रवक्ता ने हमारे संवाददाता को बताया कि छात्रों की मांगों पर विचार करने के लिए कुलपति ने तीन सदस्यों की समिति बनाई है।

राष्ट्रीय पात्रता परीक्षा-यानि नेट की परीक्षा इस वर्ष जून से पूरी तरह वस्तुनिष्ठ प्रश्नों पर आधारित होगी। विश्वविद्यालय अनुदान आयोग द्वारा आयोजित इस परीक्षा में तीन प्रश्न-पत्र होंगे। नई परीक्षा व्यवस्था के अनुसार, अब नेगेटिव मार्किंग नहीं होगी।
राष्ट्रीय शैक्षिक परीक्षा ब्यूरो- लेक्चररशिप और जूनियर रिसर्च फैलोशिप के लिए यह परीक्षा आयोजित करता है।

राष्ट्रीय मानवाधिकार आयोग के आयोग के अध्यक्ष के० जी० बालाकृष्णन ने मीडिया से कहा है कि वह मानवाधिकारों से जुड़े मुद्दे प्रमुखता से उठाये। आज नई दिल्ली में एक मीडिया वर्कशॉप का उद्घाटन करते हुए श्री बालाकृष्णन ने कहा कि देश के समग्र विकास में मीडिया की महत्वपूर्ण भूमिका है। मानवाधिकारों के उल्लंघन पर गहरी चिन्ता व्यक्त करते हुए उन्होंने कहा कि आयोग इस समस्या से निपटने के लिए कई उपाय कर रहा है। उन्होंने यह भी बताया कि मानवाधिकारों के मुद्दों को रेखांकित करने के लिए आयोग, मीडिया के वास्ते, ऐसी और कार्यशालाएं आयोजित करेगा।

अरब लीग, सीरिया के आम नागरिकों को बचाने के लिए संयुक्त राष्ट्र सुरक्षा परिषद से  संयुक्त राष्ट्र घोषणापत्र के तहत कार्रवाई का अनुरोध करने पर विचार कर रही है। खबरों के अनुसार ५ मई को अपनी बैठक में अरब लीग यह मामला संयुक्त राष्ट्र सुरक्षा परिषद के साथ उठाने पर विचार कर सकती है। संयुक्त राष्ट्र घोषणापत्र के सातवें अध्याय के अनुसार सुरक्षा परिषद को यह अधिकार प्राप्त है कि वह किसी देश पर राजनयिक और आर्थिक प्रतिबंधों से लेकर सैनिक हस्तक्षेप तक कार्रवाई कर सकती है।
अरब लीग के विदेश मंत्रियों की कल काहिरा में बैठक हुई। इसमें सीरिया में युद्धविराम की निगरानी के लिए संयुक्त राष्ट्र प्रेक्षकों की तैनाती जल्दी करने को कहा गया। संयुक्त राष्ट्र महासचिव बान की मून ने कहा है कि सीरिया की सरकार शान्ति योजना का उल्लंघन कर रही है। उसने अभी तक सेना तथा भारी हथियार कई शहरों से नहीं हटाये हैं। उन्होंने आबादी वाले इलाकों में गोलीबारी की खबरों पर भी चिन्ता व्यक्त की है।

जापान के विदेशमंत्री कोइचिरो गेम्बा रविवार को भारत की आधिकारिक यात्रा पर आ रहे हैं। दो दिन की इस यात्रा के दौरान वे विदेशमंत्री एस एम कृष्णा के साथ छठे भारत-जापान महत्वपूर्ण वार्षिक संवाद और पहले भारत-जापान मंत्रिस्तरीय आर्थिक संवाद की अध्यक्षता करेंगे। महत्वपूर्ण संवाद  के दौरान दोनों पक्ष आपसी महत्वपूर्ण और वैश्विक साझेदारी के सभी पहलुओं की समीक्षा करेंगे। इस संवाद में आपसी हित के क्षेत्रीय और अंतर्राष्ट्रीय मुददो ंपर भी चर्चा होगी। हमारे संवाददाता ने खबर दी है कि मंत्रिस्तरीय आर्थिक संवाद में अनेक वरिष्ठ मंत्रियों के साथ भारत और जापान के अधिकारी शामिल होंगे। इस तरह का संवाद शुरू करने पर दोनों देशों के प्रधानमंत्रियों के बीच सहमति हुई थी।

पश्चिमी नेपाल में दोती जिले के रंगॉन में कल एक जीप के सौ मीटर नीचे गिर जाने से चार लोगों की मौत हो गई और नौ घायल हुए हैं। जीप में सवार लोग शादी समारोह से आ रहे थे। खबरों में बताया गया है कि दुल्हन सहित तीन लोग गंभीर रूप से घायल हुए हैं। उनको अस्पताल में भर्ती कराया गया है।

बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में १०५ अंक से अधिक का उछाल रहा। लेकिन बाद में इसमें गिरावट दर्ज की गयी। अब से कुछ देर सेन्सेक्स पहले ५२ अंक की गिरावट के साथ १७ हजार ७४ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी १६ अंक गिरकर ५ हजार १७२ पर था। अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १५ पैसे कमजोर हुआ। एक डॉलर ५२ रूपये ७० पैसे का हो गया।

कृषि विशेषज्ञों का कहना है कि पंजाब में तापमान, सामान्य से कम होना, गेहूं की खड़ी फसल के लिए अच्छा नहीं है। माहिरों के अनुसार इससे गेहूं में फफूंद लग सकती है। तेज हवा से गेहूं के दाने बालियों से निकल कर बिखर सकते हैं। हमारे जालंधर संवाददाता ने बताया है कि राज्य में मौजूदा मौसम के कारण मंडियों में गेहूं की आवक में देरी हो रही है। आंधी और वर्षा के कारण गेहूं की कटाई में भी रूकावटें आ रही हैं। इस मौसम से तरबूज और खरबूजे पर भी असर पड़ रहा है, लेकिन बैंगन, भिण्डी और करेले जैसी फसलों के लिए यह मौसम फायदेमंद बताया जा रहा है।

राजधानी दिल्ली में कल रात हुई बारिश की वजह से आज सवेरे मौसम सुहावाना रहा। दिल्ली में दो दशमलव आठ मिलीमीटर वर्षा हुई। न्यूनतम तापमान १९ दशमलव आठ डिग्री सैलसियस रहा जो सामान्य से पांच डिग्री कम और अधिकतम तापमान ३४ दशमलव छह डिग्री सैलसियस रिकॉर्ड किया गया  जो सामान्य से चार डिग्री नीचे था।  मौसम विभाग ने दिन में आसमान साफ रहने और शाम को कहीं-कहीं बादल छाये रहने का अनुमान व्यक्त किया है।  न्यूनतम तापमान २१ डिग्री सैलसियस और अधिकतम तापमान ३५ डिग्री सैलसियस रहने का अनुमान है।

पंजाब में बठिंडा के हिरण पार्क में कल २९ काले हिरण मारे गए।  इनमें २५ मादा और चार नर हिरण हैं। इन काले हिरणों की मौत का कारण आवारा कुत्ता बताया जा रहा है जो काले हिरणों के बाडे में आ गयाऔर उनके पीछे दौड़ने लगा जिससे उन में भगदड़ मच गई। राज्य में इतनी बड़ी संख्या में काले हिरणों की मौत की यह पहली घटना है। राज्य सरकार ने घटना की उच्च स्तरीय जांच के आदेश दिए हैं।

The visiting UN Secretary General Ban Ki Moon today met the Prime Minister Dr. Manmohan Singh in New Delhi. Several multi-lateral issues of mutual concern and UN funded projects came up for discussion at the meeting. He is on a four day visit to India. Ahead of his visit to New Delhi Mr. Ban expressed the hope that the security council's reform process will be accelerated to meet the expectations of countries like India.

Mr. Ban said these countries are keen to play a bigger role as members of the powerful UN body. The Secretary General had a meeting with Union Health Minister Mr. Gulam Nabi Azad last evening. The Health Minister urged the UN Secretary General.  

Mr. Ban to ask member nations of the world body not to cut down financial and technical support to public health initiatives. Mr. Ban recalled his long association with India and said he would like to showcase New Delhi's experiences and practices in dealing with maternal and child health issues so that other countries could follow. He hailed India's success in combating polio and said the United Nations is keen to help New Delhi in dealing with measles, tetanus, malaria, polio and HIV transmission related diseases. Mr.

Azad briefed Ban Ki Moon about the National AIDs Control Programmes with 100 per cent central funding. This he said, has helped in reducing new HIV infections by over 56 per cent during the last decade. The Secretary General will visit Mumbai tomorrow to meet the Chief Minister of Maharashtra and visit some UN development projects. This is the third visit of the UN Secretary General to India after he assumed office. \

The Supreme Court today set up a joint expert panel to recommend the procedure for telecom firms for properly identifying the customers before issuing SIM cards to them. A bench of Chief Justice S H Kapadia said the panel comprising officials of the Department of Telecommunications and the Telecom Regulatory Authority of India will submit its report to the government within three months. The bench passed the order on a plea by a petitioner seeking its direction to the government to frame guidelines for telecom firms for issuing SIM cards.

The Supreme Court has banned the use of tinted glasses in vehicles beyond the permissible limit as specified by the Motor Vehicles Act. The apex court has asked the state governments to frame guidelines for the use of tinted glasses for security purposes. The court was delivering verdict on a PIL seeking complete ban on the use of dark films on car windows, including the vehicles used by VVIPs.

The PIL alleged that many crimes in cities were committed by people using  tinted car windows. The court had reserved its judgement in the case on Monday. A bench of Chief Justice S H Kapadia and Justices A K Patnaik and Swatanter Kumar asked the petitioner whether he had any statistics relating to the percentage of crimes committed using cars with tinted windows.

The Lok Sabha has been adjourned the second time till 2 PM as opposition members raised several issues of their concern. As the House met after the first adjournment,  the agitated members rushed to the well raising slogans forcing the adjournment. The house was first adjourned immediately after it met for the day as opposition sought Home Minister's resignation for the alleged improprieties by his son. Some other issues including problems being faced by farmers were also raised.

The Centre proposes to set up an integrated vaccine production park in the country. It will be located at Chengalpattu in Kanchipuram district of Tamil Nadu. To be known as Integrated Vaccine Complex, it will produce and supply vaccines for the Universal Immunization Programme in the country.

The proposed complex will manufacture drugs for measles, Hepatitis B, anti-Rabies and Japanese Encephalitis besides BCG vaccine. Giving this information in the Lok Sabha today, Health Minister Ghulam Nabi Azad said funds for the project will be allotted after approval from the Competent Authority. The project is expected to be operational three years after the allocation of funds.

The Government today said that India's production of Chrome ore is sufficient to meet domestic consumption and exports.  Replying to a question in the Lok Sabha, Minister of State for Mines Dinsha Patel said the export of chrome ore is not directly impacting the steel industry. The Minister said there is no proposal to completely ban the export of chrome ore. India has 203 million tons of chrome ore.  Out of this only 54 million tons are reserved.

BJP members in the Rajya Sabha today staged a walk out alleging that the government has failed to address the grievances of the cotton growers in the country. Raising the issue, Senior BJP leader Mr. M Venkaiah Naidu demanded that the government should lift the ban on cotton exports imposed on 5th of March.

He said the decision has resulted piling up of the stocks and fall in its price in the market. Responding to this, the Minister of State for Parliamentary Affairs, Mr. Rajiv Shukla said that he would convey the feelings of the members to the Commerce Minister. Dissatisfied with the response, the BJP members walked out of the House.

The Rajya Sabha today passed the Central Educational Institutions Reservation in Admission Amendment Bill 2010. The bill was passed by  voice vote. It provides that the State seats if any, in a Central Educational Institution situated in the tribal area will be governed by such reservation policy for the Scheduled Castes, Scheduled Tribes and other backward classes.

Earlier, replying to the debate HRD Minister Kapil Sibal said that the amendments to the Act aim at safeguarding interests of the tribal population in far-flung and remote areas of the North-Eastern States by providing a balance between the local policy at the State level and the national policy on reservation. The Minister said the amendments would ensure equity and inclusiveness and meet the regional aspirations.

"RTE Act is applicable to all the schools in the country wheather its aided or unaided but as far as unaided schools is concerned their entitled to take any test either the states test or central test, either CTET or TET, but its applicable to all schools in the country."

The government today allayed apprehensions that the global warming is likely to have an adverse impact on agricultural operations in the country. Responding to supplementaries during Question Hour in the Rajya Sabha, the Agriculture Minister Mr. Sharad Pawar said in fact, the production of food grains in the country has increased for the last five years. Stating that the views of the experts on global warming and climate change are very confusing, Mr. Pawar said Indian agricultural scientists are keeping a close watch on the situation. He said Nizeria is the only country in the world which has witnessed some adverse impact due to climate change. The Minister informed the members that Scientists at the Indian Council of Agricultural Research have developed some new varieties of wheat and paddy.

"General Expectation nearly some impact on wheat crop and for wheat, we had instructed Indian Council for Agriculture Research particularly scientist and breeders for wheat side, they have develop four new varieties."

The government has launched a special programme of Bringing Green Revolution in Eastern India, BGREI under the Rashtriya Krishi Vikas Yojana from 2010-11. The programme is being implemented in the eastern States including Assam, Bihar, Chhattisgarh, Jharkhand Odisha, eastern Uttar Pradesh and West Bengal. This was informed by Minister of State for Agriculture Mr Harish Rawat in a written reply in the Rajya Sabha today. He said under the scheme a bouquet of activities have been taken up that include block demonstration of rice and wheat technologies in cluster mode approach.

The Minister said the programme includes promoting resource conservation technology, creation of asset building activities for water management, promotion of farm implements and need based site specific activities. He informed that the total production of rice during 2011-12 in seven States of the eastern region is 5.54 million tones, which is ab out 21 percent more than the production in 2009-10.

The Government is providing annual maintenance grant to keep the existing schools in good condition under the Sarva Shiksha Abhiyan, SSA.  In a written reply in Rajya Sabha today, HRD Minister Kapil Sibal informed that the maintenance grant is provided at the rate of five thousand rupees per school with three class rooms and ten thousand rupees for schools with more than three class rooms.  He said SSA provides support for a variety of interventions for universalizations of access and retention in elementary education, bridging gender and social category gaps in enrollment, and improving the quality of education

The Delhi High Court today said that veteran Congress leader N D Tiwari can be compelled to give blood sample for DNA test in the paternity suit filed by a youth claiming to be his biological son. The court set aside a single judge bench's September 2011 order that 86-year-old Tiwari cannot be compelled to give his blood sample. A bench of acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw said that police force can also be used if he continues to defy orders to undergo DNA test.

Allowing the plea of 32-year-old Rohit Shekhar, the bench disagreed with the single judge order that the court can draw adverse inference if Tiwari refused to give his blood sample. The bench said adverse inference from non-compliance cannot be a substitute to the enforceability of a direction for DNA testing.

The mediators of the Chhatisgarh government and the Maoists are holding another round of talks to seek the safe release of Sukma district collector Alex Paul Menon. The two sides held the first round of talks in Raipur last evening.  The Chhatisgarh government has renewed its appeal to the Maoists to release Mr. Menon on humanitarian grounds. The government  is represented by Nirmala Buch and S K Mishra and maoists side by Dr. B D Sharma and Prof. Hargopal in the talks.  eanwhile, the Maoists have given the names of nine more jailed naxalites whom they want the government to release, taking their total numbers to 17.

Secretary to the Chief Minister Mr. N. Baijendra Kumar said the government has already identified 15 of them.  Talking to reporters in Raipur today, the Chief Minister Dr. Raman Singh said that the Maoists should release Mr. Menon since the talks are already going on. Replying to a query on the likely visit of the Maoists negotiators to Patmetla in Sukma district later today, Dr. Singh said the government will provide them with all facilities.

The National Human Rights Commission, Chairman K G Balakrishnan has urged the media to highlight human rights issues more effectively. Inaugurating a media workshop in New Delhi today, Justice Balakrishnan said the media has an important role in the country's overall development. Expressing serious concern over human rights violations, he said the commission is taking many steps to tackle the problem. He said the NHRC will also organize more such workshops for media persons  to highlight human right issues.

The Tamilnadu Chief Minister Ms. J. Jayalalithaa has requested Prime Minister Dr. Manmohan Singh to intervene and restore the interest rate of 6.5 percent instead of 8 per cent in the Rural Infrastructure Development Fund of the National Bank for Agriculture and Rural Development. In a letter to the Prime Minister today, Ms. Jayalalithaa said that Tamilnadu has a bank sanction of 2184 crore rupees which would be drawn in 2012-13 and subsequent years.

She has pointed out that the amount was borrowed only on the basis that the lending rates would remain reasonable. The Chief Minister called it an unfair action and emphasized that it would upset the financial projections and will also pose an additional burden of 229 crore rupees. Ms. Jayalalithaa said this would indirectly affect the infrastructure activities in the rural areas.

The situation at Allahabad University is under control after yesterday’s violence in and around the University campus. No report of any untoward incident has been reported from any part  since midnight. The University has been closed today and tomorrow as a precautionary measure. However the on going examinations will be conducted as per schedule. The Railway is working overtime to achieve zero tolerance against accidents.  The Ministry is also planning to use modern technology in a big way for higher growth trajectory.  Inaugurating a two day seminar on modern train control for capacity and safety enhancement in New Delhi, Chairman Railway Board Vinay Mittal said there is need to draw strategy to mitigate the risks  and called for continuously staying ahead by inducting cost effective technologies.

Mr. Mittal said that some of the recent initiatives in technological up-gradation like provision of Train Protection Warning System, Vigilance Control Devices, Wheel Impact Load Sectors, Mobile Train Radio Communication have the promise to make the system more safer. The drop in the temperature to below normal level in Punjab  is not good for the standing wheat crop. Agriculture experts say it can lead to fungus in the crop. Besides, strong winds have also created problems for the crop as the grains get scattered. Punjab Government has allotted 50 acre land free of cost to the National Disaster Response Force (NDRF) for stationing a battalion permanently at Ladhowal farm in district Ludhiana. A decision to this effect was taken by Punjab Chief Minister Mr. Parkash Singh Badal during a meeting with Director General of NDRF Mr. Parshant Mishra in Chandigarh. He appreciated the relentless services rendered by the Indian Army and NDRF personnel during rescue operation carried out at Jalandhar building collapse tragedy site to save the precious human lives from the debris.

The U.S. has presented a draft resolution to the U.N. Security Council warning Sudan and South Sudan of sanctions if they do not implement an African Union, peace plan to end fighting along their border.  The African Union wants the Security Council to back its peace plan, passed earlier this week that calls for the two Sudans to settle their disputes over oil, citizenship and boundary issues within 90 days.

The Security Council has called for an immediate end to fighting along the border, which in recent weeks, has threatened to erupt into an all-out war between the former civil war foes. Earlier this week, South Sudanese forces withdrew from the disputed oil town of Heglig, which they had earlier seized from Sudanese troops. Sudan is accused of carrying out an increasing number of bombings in South Sudan, which leaders in Juba say amounts to a declaration of war.

In China, three people died and two others were injured after a fire broke out at a restaurant in Shanghai today. The accident happened around 5:30 a.m. at a family-run restaurant in Pudong district when a family of five were living in the restaurant. Three family members including a child were killed during the fire and the other two were injured. The cause of the accident is being investigated.

The Sensex at the Bombay Stock Exchange rose 105 points, or 0.6 per cent, to 17,236 in opening trade, this morning, on fresh buying by funds and retail investors, amid positive Asian markets. The rupee dropped 15 paise to 52.70 against dollar in noon trade on month-end demand for the American currency from importers. The rupee fell despite a weak dollar in the overseas market. It was yet another pleasant morning for Delhiites as the the National Capital  received 2.8 millimeters rain last night in some parts of the city. The minimum temperature was recorded at 19.8 degree celsius, 5 degree below normal and  maximum temperature settled at 34.6 degree celsius, four notches below normal. According to the Met department, the city will have a clear sky during the day which may become partly cloudy towards the evening. The minimum and maximum temperatures will be around 21 and 35 degrees celsius.

The Prime Minister Dr.Manmohan Singh today assured Trinamool Congress that the government would do everything possible to bail out debt-ridden West Bengal. He said this after a party delegation met him in New Delhi today. The party MPs had sought a three-year moratorium on interest payment. Minister of State for Urban Development Saugata Roy told this to reporters after the 15-minute meeting at Parliament House.

A day after they placed their demands before Finance Minister Pranab Mukherjee including restructuring of the massive debt  faced by the state, a delegation of Trinamool MPs met the Prime Minister to raise the issue.

The Trinamool leader Sudip Bandopadhyay said the Prime Minister was very positive in his response. West Bengal chief minister Mamta BANERJEE is due to meet the Prime Minister next week when she comes here to attend the Chief Ministers' conference on National Counter Terrorism Centre , which is being opposed by the Trinamool in its present form.

29 Blackbucks have been killed in Punjab in the Deer Park at Bhatinda, yesterday. These include 25 females and four males. A stray dog is said to be the reason behind the killing who entered one of the enclosures of the black deer and chased them resulting in stampede among the animals. This is first such incident in the state in which such a large number of black bucks have been killed. The State government has ordered a high level enquiry to look into the incident.

दिल्ली की एक अदालत ने आज भारतीय जनता पार्टी के पूर्व अध्यक्ष बंगारू लक्ष्मण को एक फर्जी रक्षा सौदे के मामले में एक लाख रूपये की रिश्वत लेने पर चार साल की कड़ी कैद की सजा सुनाई है। उनकी दया याचिका को नामंजूर करते हुए विशेष सीबीआई जज कंवलजीत अरोड़ा ने उन पर एक लाख रुपये का जुर्माना भी लगाया। बाद में उसे तिहाड़ जेल ले जाया गया। उसके वकील ने कहा है कि इस सजा को उच्च न्यायालय में चुनौती देंगे। वर्ष २००१ में समाचार पोर्टल 'तहलका' के स्टिंग ऑपरेशन में रिश्वत लेते हुए दिखाए जाने के ११ वर्ष बाद यह सजा सुनाई गई है।
भ्रष्टाचार को समाज के लिए सबसे बड़ा खतरा बताते हुए विशेष सीबीआई जज ने कहा कि लोगों को भी अपना 'सब चलता है' वाला रवैया छोड़ना होगा। अदालत का कहना था कि रिश्वत मंजूर कर, बंगारू लक्ष्मण ने देश की सुरक्षा और लाखों सैनिकों की जान को जोखिम में डाला। उन्होंने वेस्ट-एंड इंटरनेशनल नाम की कंपनी को मदद करना मंजूर किया था, जो भारतीय सेना को रक्षा उपकरणों की सप्लाई करने का आर्डर पाना चाहती थी। अदालत ने उसे भ्रष्टाचार निरोधक कानून की धारा-९ के तहत दोषी करार दिया। अपने १४ पन्नों के आदेश में जज ने कहा कि यह राजनीतिक भ्रष्टाचार का मामला है, क्योंकि बंगारू लक्ष्मण ने उस समय यह अपराध किया जब वे एनडीए सरकार में शामिल सबसे बड़े राजनीतिक दल के अध्यक्ष थे।
पहली बार किसी राष्ट्रीय पार्टी के अध्यक्ष को भ्रष्टाचार का दोषी पाया गया है और जेल की सजा सुनाई गई है।
भारतीय जनता पार्टी ने इस फैसले पर प्रतिक्रिया में कहा है कि अदालत ने बंगारू लक्ष्मण के निजी आचरण के लिए उनको दोषी ठहराया है, पार्टी को नहीं। पार्टी प्रवक्ता शाहनवाज हुसैन ने नई दिल्ली में पत्रकारों से कहा कि उनकी पार्टी भ्रष्टाचार के विरूद्ध है।

किसी भी राजनीतिक दल का राष्ट्रीय अध्यक्ष रहे हुए नेता को पहली बार शायद आजाद हिन्दुस्तान के अंदर सजा मिली है। मुझे बहुत अफसोस है इस वाक्य से और मैं समझता हॅूं कि भारतीय जनता पार्टी के लिए ये चिंता का विषय है और साथ-साथ उन्हें अपने अब बारे में आत्मचिंतन करने की जरूरत है।
कांग्रेस ने अपनी प्रतिक्रिया में कहा है कि यह बड़ी चिंता का विषय है कि एक राष्ट्रीय दल के अध्यक्ष को रिश्वत मामले में दोषी पाया गया है। पार्टी प्रवक्ता राशिद अल्वी ने कहा कि भारतीय जनता पार्टी को इस पर गंभीरता से सोचना चाहिए।

कानून अपना काम कर रहा है और उसमें उनको पूरा अधिकार है कि वो कानून के जरिए अपनी बात को री अदालत में रखें। ये उनका व्यक्तिगत प्रकरण था। उस पर फैसला आया है। भारतीय जनता पार्टी भ्रष्टाचार को कभी कवरप नहीं करती। भारतीय जनता पार्टी भ्रष्टाचार से मजबूती से  लड़ती है और आगे भी लड़ती रहेगी।

प्रधानमंत्री ने कहा है कि अंतर्राष्ट्रीय बाजार में तेल की बढ़ती कीमतों का देश के आयात खर्च पर बहुत बोझ पड़ रहा है और देश में तेल की    घरेलू कीमतों को तर्कसंगत बनाने की जरूरत है। डॉक्टर मनमोहन सिंह ने कहा कि यह सुनिश्चित करना भी जरूरी है कि तेल कीमतों का विपरीत असर गरीबों और जरूरतमंदों पर न पड़े। प्रधानमंत्री आज बठिंडा में गुरू गोबिंद सिंह तेल शोधक कारखाना राष्ट्र को समर्पित करने के बाद बोल रहे थे।  ९० लाख टन तेल शोधन क्षमता का यह कारखाना हिन्दुस्तान पेट्रोलियम कारपोरेशन लिमिटेड और मित्तल एनर्जी ने मिलकर बनाया है। प्रधानमंत्री ने कहा कि संयुक्त क्षेत्र की इस परियोजना के सफलतापूर्वक पूरी होने से यह साबित होता है कि देश में सार्वजनिक और निजी क्षेत्र की भागीदारी की बहुत गुंजाइश है।
प्रधानमंत्री ने कहा कि सरकार लोगों को उचित दामों पर डीजल, पेट्रोल और रसोई गैस उपलब्ध करा रही है। उन्होंने आशा व्यक्त की कि अब पंजाब में और सहायक उद्योग कायम होंगे और राज्य के लोगों को आर्थिक लाभ के साथ-साथ रोजगार भी मिलेगा।

तेल शोधन कारखाने औद्योगिक वृद्धि और क्षेत्रीय विकास में महत्वपूर्ण भूमिका निभाते हैं। मुझे विश्वास है कि यह तेल शोधन कारखाना राज्य के आर्थिक विकास में सहयोग देने के अलावा बठिंडा और उसके आस-पास उद्योगों की स्थापना में भी मददगार होगा।

छत्तीसगढ़ में सुकमा जि+ले के अपहृत कलेक्टर एलेक्स पॉल मेनन को छुड़वाने के लिए प्रयास जारी हैं। माओवादियों के दो मध्यस्थ बी.डी. शर्मा और प्रोफेसर हरगोपाल दक्षिण बस्तर में ताडमेटला जंगल गए हैं और अभी तक लौटे नहीं हैं। वे राज्य सरकार द्वारा उपलब्ध कराए गए हेलीकॉप्टर से आज सुबह चिंतलनार के लिए रवाना हुए। चिंतलनार से मिली खबर के अनुसार दोनों मध्यस्थ मोटरसाइकिल से ताडमेटला गए और माओवादी नेता से बातचीत करने के लिए घने जंगल में पैदल अज्ञात स्थान गए। उन्होंने आज सुबह रायपुर में पत्रकारों को बताया कि सरकार के वार्ताकार से आज हुई बातचीत के बारे में वे माओवादी नेताओं को जानकारी देंगे, ताकि उनकी प्रतिक्रिया मालूम हो सके। दोनों माओवादी मध्यस्थों के कल तक रायपुर लौटने की उम्मीद है।

मणिपुर में इबोबी सिंह मंत्रिमंडल का विस्तार किया गया है। इसमें आठ केबिनेट मंत्री बनाए गए हैं। ये हैं--ईरेंग बाम हेमचन्द्रा, गोविन्दास कोन्ठुजाम, एम. ओकेन्द्रा, नागमथाम हाउकिप, फ्रांसिस नगजोक्पा, डॉक्टर ख. रतन कुमार, कुमारी ए.के. मीराबाई और मोहम्मद अब्दुल नाशीर।
राज्यपाल गुरुबचन जगत ने आज इम्फाल में राजभवन में इन मंत्रियों को पद और गोपनीयता की शपथ दिलाई। बाद में मुख्यमंत्री इबोबी सिंह ने कहा कि सड़क संपर्क और बिजली-पानी की आपूर्ति उनकी सरकार की उच्च प्राथमिकता है।

मध्य प्रदेश सरकार ने इन्दौर के पास पितमपुरा में भोपाल के युनियन कार्बाइड के कचरे को जलाने की कार्रवाई के खिलाफ आज उच्चतम न्यायालय में समीक्षा याचिका दायर की। भोपाल में जारी एक विज्ञप्ति के अनुसार मुख्यमंत्री शिवराज सिंह चौहान ने राज्य सरकार और राज्य के लोगों के दृष्टिकोणं को न्यायालय में रखने के लिए वरिष्ठ वकीलों की सेवा लेने का अधिकारियों को निर्देश दिया है। बंद पड़े युनियन कार्बाइड कारखाने के परिसर में रखे गए जहरीले कचरे को जलाने के मुद्दे पर श्री चौहान ने आज भोपाल में एक बैठक की।

कुडनकुलम परमाणु ऊर्जा संयंत्र के पहले रिएक्टर को जल्द ही चालू किये जाने के प्रयास किये जा रहे हैं। परमाणु ऊर्जा आयोग के अध्यक्ष श्रीकुमार बनर्जी ने आज चैन्नई में कहा कि आने वाले कुछ दिनों में प्रेशर कैप खोली जाएगी और रॉबोटिक प्रणाली से उसकी जांच की जाएगी। इसके बाद नकली ईंधन हटाकर वास्तविक ईंधन डालने की अनुमति मांगी जाएगी। इसके बाद उसे चालू कराने की अनुमति ली जाएगी। श्री बनर्जी ने कहा कि  लक्ष्य केवल एक रिएक्टर चालू करना नहीं है। छह महीने में दूसरा रिएक्टर भी आ जाएगा।

कांग्रेस अध्यक्ष सोनिया गांधी ने कर्नाटक में सत्तारूढ़ भारतीय जनता पार्टी की कड़ी आलोचना करते हुए कहा है कि भ्रष्टाचार के बारे में उसके दोहरे मानदंड सामने आ चुके हैं। तुमकुर में प्रदेश कांग्रेस समिति के प्रतिनिधियों की बैठक में उन्होंने कहा कि अब जनता के सामने भी भाजपा के भ्रष्टाचार का पर्दाफाश हो चुका है। उन्होंने कहा कि यूपीए कड़ा लोकपाल कानून बनाने के लिए कृतसंकल्प है, लेकिन भाजपा ने ही राज्यसभा में विधेयक पास नहीं होने दिया।

जम्मू- कश्मीर के जम्मू डिविजन में आज दो अलग-अलग सड़क दुर्घटनाओं में १० लोग मारे गए और १३ घायल हो गए। किश्तवाड़ जिले में हुई पहली दुर्घटना में नौ लोग मारे गए और तीन घायल हो गए। ड्राबशाला  जा रही एक जीप सड़क से गड्ढे में जा गिरी। राजोरी जि+ले के कोटेरंका क्षेत्र में दूसरी दुर्घटना में एक व्यक्ति मारा गया और दस घायल हो गए।

उत्तराखंड में रूद्रप्रयाग जिले में खराब मौसम के कारण तीन तीर्थयात्रियों सहित चार लोगों की मृत्यु हो गई। ये लोग केदारनाथ मन्दिर के कपाट खुलने के पर पूजा-अर्चना के लिए आए थे।
इस बीच, मौसम विभाग ने सलाह दी है कि अगले ४८ घंटो में पहाड़ी इलाकों में बर्फबारी और बारिश हो सकती है। कल सुबह बद्रीनाथ के कपाट भी खुलने वाले हैं।

अमरीका के एक मानवाधिकार गुट का कहना है कि चीन के दृष्टिबाधित असंतुष्ट नेता चेन ग्वांग चेंग नाटकीय ढंग से नजरबंदी से भाग निकले हैं और पेइचिंग में अमरीकी संरक्षण में हैं। चाइना ऐड नाम के इस गुट ने यह भी बताया है कि उनके भविष्य को लेकर अमरीका और चीन के अधिकारियों की उच्च स्तरीय बातचीत चल रही है। इससे पहले, उनके साथी हू जिया ने कहा था कि चेन, अमरीका दूतावास में हैं, हालांकि, दोनों देशों ने इस पर कोई टिप्पणी नहीं की है।
श्री चेन के दोस्त और उन्हीं की तरह प्रमुख विद्रोही नेता हू जिया ने कल बताया था कि वे पिछले ७२ घंटों के दौरान अमरीकी दूतावास में श्री चेन से मिले थे। उन्होंने यह भी बताया कि चेन पूर्वी प्रांत शानडोंग के अपने घर की ऊंची दीवार फांदकर भाग निकले और सैकड़ों किलोमीटर की दूरी पार कर पेइचिंग पहुंचे। हू की पत्नी ने ट्विटर पर लिखा था कि स्थानीय पुलिस उन्हें पूछताछ के लिए पकड़ ले गई है।
विद्रोहियों का कहना है कि श्री चेन ने प्रधानमंत्री वेन चियापाओ को संबोधित एक वीडियो जारी किया है। खबर है कि उन्हें भागने में मदद देने वाले उनके भाई भतीजे तथा कुछ अन्य लोगों को पुलिस ने हिरासत में ले लिया है।
संयुक्त राष्ट्र मानवाधिकार एजेंसी की प्रमुख नवी पिल्लई का कहना है कि वे श्री चेन और उनके परिवार के बारे में चिंतित हैं। इस घटना का अगले सप्ताह अमरीकी विदेश मंत्री हिलेरी क्लिंटन की चीन-यात्रा पर असर पड़ सकता है।

राष्ट्रपति प्रतिभा देवीसिंह पाटील कल से सेशेल्स और दक्षिण अफ्रीका की नौ दिन की यात्रा पर जा रही हैं। वे दोनों देशों के राष्ट्राध्यक्षों के साथ आपसी, क्षेत्रीय और अंतर्राष्ट्रीय मुद्दों पर बातचीत करेंगी। यात्रा के पहले चरण में वे कल दोपहर बाद सेशेल्स की राजधानी विक्टोरिया पहुंचेंगी। राष्ट्रपति की यात्रा की खबर देने उनके साथ जा रहे हमारे संवाददाता का कहना है कि उनकी यात्रा का प्रमुख उद्देश्य दोनों अफ्रीकी देशों के साथ आपसी व्यापार को बढ़ावा देना है।

A Delhi Court has sentenced former BJP President Bangaru Laxman to four years rigorous imprisonment for taking one lakh rupees as bribe in a fictitious defence deal case. Turning down his plea for leniency, Special CBI Judge Kanwal Jeet Arora also imposed a fine of one lakh rupees on Laxman. Later he was taken to Tihar Jail. His Counsel said, they will move the High Court to challenge his conviction. The sentencing comes 11 years after Bangaru Laxman was caught taking bribe in a sting operation by the portal, Tehelka.

Holding corruption as worse than prostitution, the Judge said, it endangers the whole society. He said, one has to shun the attitude of 'sab chalta hai,' where nothing moves without bribe. The Court said, by accepting the bribe, Laxman had agreed to compromise with the security and safety of the nation and the lives of lakhs of soldiers, who without fearing for their lives, fight for the nation.  He had also agreed to help a company - M/s Westend International - coming to him for getting a supply order of defence related equipments to Indian Army.

The Judge in its 14-page order on sentence, said the case  was one of political corruption as Laxman had committed the crime when he was the chief of a political party which was the largest constituent of the then NDA government.

This is the first instance of a national party President getting convicted and sentenced to a jail term in a corruption case for accepting bribe in his office chamber in the party headquarters in 2001.

The BJP has termed the conviction of its former Party President Bangaru Laxman as a decision of the Court on his personal conduct and not on the party. Talking to reporters in New Delhi, party spokesperson, Shahnawaz Hussain said that BJP is againt corruption and never covers up any type of corruption.

Law is taking its own course. Bangaru has full right to appeal against the verdict in higher court. The judgement has been passed on his individual acts. BJP never covered up corruption and the party continue to be against those involved in corruption.

While reacting on this issue, the Congress today said that it is a matter of concern that  a national president of a party was convicted in a fictitious graft case. Talking to reporter in New Delhi, the party spokesperson Rashid Alvi said that BJP should introspect about his organisation.

It is the first time in the history of this country that a former president of a national party has been found guilty and has been punished by the court of law. It is the right time for Bharatiya Janata Party for self analysis, to think and to rethink about its organisation for introspection.

Congress President Sonia Gandhi today launched a scathing attack on the ruling BJP in Karnataka, saying its  double standards on corruption, have been exposed. Addressing the delegates of the Pradesh Congress Committee meeting in Tumkur, she said, the post of Lokayukta had remained vacant in Karnataka for almost a year in contrast to UPA's determination to enact a strong Lokpal Bill which was held up in Rajya Sabha by the BJP. She exhorted people to educate their children taking advantage of the law enacted by the government to provide for free and quality education to those aged between 6 to 14.

Education must instill in our youth deep respect for our secular heritage and tradition. So that we can stand up to the process that seek to divide us. Whatever form they maintain education must lead to a deep sensitivity to social justice.

Earlier, she visited the Nagasamudra village in Chitrdurga district of Karnataka, which has been hit by severe drought.

Prime Minister Manmohan Singh today said, spiralling international oil prices have put a strain on the country's import bill and domestic prices need to be rationalised. He said, there is also a need to rationalise prices and at the same time ensure that the poor and needy are shielded from the effects of such a rationalisation. The Prime Minister was speaking after formally dedicating  to the nation, the 21,500 crore rupee Guru Gobind Singh Refinery in Bhatinda.

The refinery will produce fuel meeting Euro-III and IV standards and reiterates our commitment to safeguarding our environment while pushing ahead with growth. The products from this refinery will especially help in bridging the gap between demand and supply in the northern region of the country.  

The nine million tonne refinery is a joint venture of HPCL and Mittal Energy. Dr. Singh said that successful completion of this joint sector project has proved that there is a large scope for public and private partnership in the country.

In Chhattisgarh, efforts are on to secure the release of the abducted Sukhma District collector Alex Paul Menon. Two Maoist's negotiators, B.D. Sharma and Prof. Hargopal who have gone into the jungles of Tadmetla in South Bastar, are yet to return. They had left for Chintalnar this morning in a chopper provided by the state government.

As per reports from Chintalnar, both the negotiators went to Tadmetla on Motorcycle and then disappeared into the dense jungle on foot for an  undisclosed location to hold talks with the Maoists' leader before embarking on their journey.

They told the media in Raipur this morning that they would brief the naxal leaders about today's deliberations with the government mediators, held in Raipur to ascertain their reaction to the development. Both the Maoists' negotiators are expected to return to Raipur by tomorrow.

In Manipur, the 45-day-old Ibobi Singh Ministry has been expanded with the induction of eight Cabinet Ministers. State Governor Gurbachan Jagat administered them oath of office and secrecy at a function held at Raj Bhavan, Imphal this afternoon. Later, Chief Minister Okram Ibobi Singh told mediapersons that road connectivity, power and water supply will get top priority by his government.

In Jammu and Kashmir, ten persons were killed and thirteen others injured in two separate road accidents in Jammu division today. In the first accident in Kishtwar district, nine persons were killed and three injured when a jeep en route to Drabshalla from Sapore, skidded off the road and fell into a gorge near Drabshalla. In another incident, one person was killed and ten others injured when the vehicle, they were travelling in, fell into a gorge in Koteranka area of border district of Rajouri.

The National Commission for Women has set up a four-member Committee to conduct an inquiry into the alleged suicide of Amity University student Dana Sangma. Dana, a first year MBA student and niece of Meghalaya Chief Minister Mukul Sangma, committed suicide in her hostel room last Tuesday after she was allegedly humiliated by an invigilator who claimed to have caught her cheating in the exams. A member of the Commission said, once these facts are ascertained, the Commission will  ensure strict action against the administration.

Finance Minister Pranab Mukherjee has stressed the need to empower people with skills and capabilities for continuous and inclusive growth. He said this while releasing a logo for the 46th Annual Meeting of Board of Governors of Asian Development Bank, ADB, in New Delhi today.

Mukherjee said that if Asia has to continue growing rapidly, its path of development needs to be inclusive and people need to be empowered with skills and capabilities that will enable them shape their own lives. Highlighting the role of ADB, Mukherjee said it has been a valued multilateral partner in India’s journey towards economic development and growth. India will host the next ADB annual meeting in May 2013.

The President Mrs. Pratibha Devi Singh Patil’s nine day state visit to Seychelles and South Africa, begins tomorrow where she will be discussing issues of bilateral, regional and international concerns with her counterparts. 

In the first leg of her two nation tour, the President will arrive in Victoria, the capital of  Seychelles tomorrow afternoon. Our Correspondent covering the visit of the President, reports that augmenting bilateral trade relations with both the African nations is high on the agenda.

Trade relations between India and Seychelles is yet to reach  its full potential. Bilateral trade in 2010-11 was 40.44 million US dollars with India’s exports to Seychelles being 31.14 million and imports 9.29 million US dollars. Potential areas of cooperation with Seychelles include tourism. Bilateral trade between India and South Africa was 11.125 billion US dollars in 2010-11. During the state visit of President  Jacob Zuma in 2010 both country agreed to work towards a target of 10 billion  US dollars in trade turnover by  2012 which had already been achieved and the fresh target put at  15 billion US dollars by 2015. A US-based rights group says, visually challenged  Chinese dissident Chen Guangcheng is under "US protection" in Beijing following a dramatic escape from house arrest. The group, China Aid, also says, high-level talks are underway between US and Chinese officials over his fate.  Earlier, fellow activist Hu Jia said, Chen was in the US embassy. Neither country has commented on the claims.

The next round of talks between Iran and the six major world powers over Teheran’s controversial nuclear program will be held on May 13 and 14 in Vienna. Iranian envoy to IAEA, Ali Asghar Soltaniyeh said, it shows Iran’s cooperation with the agency but the western nations are skeptical on the progress of the talks.

Two gunmen who attacked the Governor’s office in southern Kandhar province of Afghanistan today, were killed by the Afghan security forces. Official sources said, the attackers tried to forceably enter the Governor’s office and started firing on the security forces posted in the compound.

The security personnel returned fire killing both the attackers. Gunfight continued for half an hour and two Afghan security personnel were killed and another was wounded in the firing. According to media reports the Taliban has claimed responsibility for the attacks.

In Syria, activists say the government troops have killed 10 people north of Damascus. They said the killings occurred after a group of soldiers defected to the rebels and were pursued by forces loyal to President Bashar al-Assad.
