मुम्बई आदर्श हाउसिंग सोसायटी घोटाले में आज सीबीआई द्वारा दायर प्राथमिकी में जिन १३ व्यक्तियों का नाम लिया गया है, उनमें पूर्व मुख्यमंत्री अशोक चव्हाण भी शामिल हैं। हमारे संवाददाता ने बताया है कि पूर्व मेजर जनरल एम एम वान्चू के साथ महाराष्ट्र विधान परिषद में कांग्रेस के पूर्व सदस्य कन्हैया लाल गिडवानी और सोसायटी के एक प्रोमोटर आर सी ठाकुर का नाम भी मुख्य अभियुक्तों के रूप में लिया गया है।
इन लोगों पर धोखेबाजी, जालसाजी और षडयंत्र रचने पर केस दर्ज हो सकता है। इस घोटाले में अपना नाम आने के बाद अशोक चव्हाण को मुख्यमंत्री के पद से इस्तीफा देना पड़ा था। चव्हाण ने विधानसभा में कहा था कि वे इस घोटाले में शामिल नहीं है और जांच के बाद सच लोगों के समाने आयेगा। चव्हाण के इस्तीफे के बाद महाराष्ट्र के मानवाधिकार आयोग के अध्यक्ष सुभाष लाला ने भी इस्तीफा सोपा था। वहीं राज्य के सूचना आयुक्त रामानंद तिवारी को भी इस घोटाले में कथित नाम आने के बाद राज्यपाल के. शंकर नारायणन्‌न निलंबित किया था। इसी महीने केन्द्रीय पर्यावरण मंत्रालय ने आदर्श को ध्वस्त करने का आदेश देते हुए सोसाइटी को नोटिस भी जारी की थी। यह हाउसिंग सोसायटी सेना की जमीन पर बनी है। इसके निमार्ण में कथित रूप से कई नियमों और प्रावधानों का उल्लंघन किया गया है।

दूरसंचार मंत्री कपिल सिब्बल ने कहा है कि ऑपरेटरों को अब अतिरिक्त स्पेक्ट्रम के लिए बाजार कीमत चुकानी होगी। उन्होंने कहा कि भविष्य में स्पेक्ट्रम के साथ कोई लाइसेंस जारी नहीं किया जाएगा। पहले लाइसेंस स्पेक्ट्रम के आधार पर दिया जाता था। अब हम उसे नये नियम के तहत स्पेक्ट्रम से जोड़ने की योजना हटा रहे है। भविष्य में ये बाजार आधारित मूल्य तंत्र नीति के अलावा स्पेक्ट्रम के साथ कोई लाइसेंस जारी नहीं होगा।

श्री सिब्बल ने कहा कि दूरसंचार ऑपरेटरों को एकीकृत लाइसेंस दिये जाएंगे और लाइसेंस धारक विविध प्रकार की दूरसंचार सेवाएं मुहैया कराने के लिए स्वतंत्र होगा। श्री सिब्बल ने कहा कि ये नये परिवर्तन तुरंत लागू होगे। इस समय ऑपरेटरों को स्पेक्ट्रम के साथ लाइसेंस जारी किया जाता है जिससे कम शुल्क की गुजाइंश बनती है और दूरसंचार सेवा देने वालों में कीमत युद्ध जैसी स्थिति उत्पन्न हो जाती है।
नई संचार नीति के तहत वैध लाइसेंस धारी नये आपरेटरों को टूजी-स्पेक्ट्रम के अतिरिक्त एक दशमलव आठ मेगाहार्ट्स की बाजार कीमत चुकानी पडेगी। पुराने ऑपरेटरों जैसे भारती, वोडाफोन और आइडिया जिनपर पहले से ही छह दशमलव दो मेगाहार्ट्स है, उन्हें अतिरिक्त एयर वेज के लिए बाजार दर के अनुसार कीमत चुकानी होगी। पुरानी नीति में स्पेक्ट्रम को लाईसेंस के साथ जोड़ दिया गया था, ताकि टेलीफोन का प्रसार बढ़े और आपसी प्रतियोगिता के कारण कीमते कम हो। वहीं मोबाइल पोटोविलिटी की शुरूआत होने से ऑपरेटरों के बीच प्रतिस्पर्धा में बढ़ोत्तरी हुई है। अब इस बात पर ध्यान दिया जा रहा है कि ऑपरेटरों को ज्यादा से ज्यादा स्पेक्ट्रम उपलब्ध कराये जा सके ताकि बढ़ती जरूरतों को पूरा किया जा सके।

सरकार खाद्य वस्तुओं के उंचे मूल्यों को कम करने के निजी कंपनियों की खुदरा दुकानों पर नजर रखेगी। खाद्य और नागरिक आपूर्ति राज्यमंत्री के वी थॉमस ने बताया कि सरकार किसी निजी कंपनी की रिटेल चेन के खिलाफ नहीं है लेकिन उन्हें अनुचित लाभ नहीं कमाने दिया जायेगा। उन्होंने कहा कि हाल में प्याज की कीमतें बढ़ने के बारे में किये गये अध्ययन से पता चला है कि निजी कंपनियों के रिटेल चेन बहुत ज्यादा मुनाफा कमा रहे हैं क्योंकि वह प्याज जैसी वस्तुओं को देर तक जमा करके रख सकते हैं। उन्होंने बताया कि यूपीए सरकार राशन की दुकानों के जरिये और जरूरी चीजें देने के तौर तरीके तय कर रही है।

कांग्रेस महासचिव राहुल गांधी ने कहा है कि स्विस और अन्य देशों में जमा भारतीयों का धन वापस लाया जाना चाहिए। महाराष्ट्र मे औरंगाबाद में उन्होंने इस बात से इंकार किया कि सरकार विदेशों में जमा भारतीयों का पैसा वापस लाने के लिए पूरे प्रयास नहीं कर रही।
श्री गांधी ने कहा कि युवक कांग्रेस ने संगठनात्मक लोकतंत्र की स्थापना के लिए मुहिम शुरू कर दी है। युवक कांग्रेस के पदाधिकारियों को अब दिल्ली से नहीं थोपा जाएगा बल्कि उनका जमीनी स्तर पर चुनाव होगा।

मार्क्सवादी कम्युनिस्ट पार्टी के वरिष्ठ नेता सीताराम येचुरी ने संसद के बजट अधिवेशन के सुचारू संचालन के लिये उपयुक्त माहौल बनाने की आवश्यकता पर बल दिया है। उन्होंने महाराष्ट्र में औरंगाबाद में पत्रकारों से बातचीत में आश्वासन दिया कि उनकी पार्टी बजट अधिवेशन के दौरान अनुकूल रवैया अपनायेगी।

सत्रहवें करमापा उज्ञेन त्रिनले दोरजी के मठ से कल चीनी युआन सहित विदेशी मुद्राएं मिलने के मामले में उनसे पूछताछ की जा रही है। हिमाचल प्रदेश के पुलिस महानिदेशक ने आकाशवाणी को बताया कि करमापा से यह जानने की कोशिश की जा रही है कि यह विदेशी मुद्रा उन्हें कहां से मिली। सूत्रों के मुताबिक करमापा ने किसी हवाला मामले ंमें शामिल होने से इंकार किया है। उन्होंने कहा कि मठ में जो भी धन मिला है, उसके बारे में खजांची या सचिव बता सकते हैं। मठ में जमीन के बेनामी सौदों से जुड़े कुछ दस्तावेज भी बरामद हुये हैं। पुलिस छानबीन कर रही है कि इन सौदों में क्या तिब्बतियों और स्थानीय लोगों के बीच कोई संबंध है?
आज भी मठ परिसर पर छापे मारे गये। छापेमारी में अब तक दस करोड़ रुपये की विदेशी मुद्राएं बरामद कीं गई हैं। कल देहरादून से वापस लौटे करमापा के सचिव गोम्पा त्शेरिंग से भी पूछताछ की है। ऊना पुलिस ने राब्स्गी चोसांग से भी पूछताछ की।
इस बीच, करमापा के उप सचिव ने रुपये और बेनामी जमीन सौदों के बारे में दावा किया कि सब कुछ पारदर्शी है और नियम कानून के मुताबिक है।

पूर्वोत्तर क्षेत्र विकास मंत्री बी० के० हांडिक ने पूर्वोत्तर राज्यों में चार अरब चौंतीस करोड़ रुपये से अधिक की सड़क परियोजनाओं को मंजूरी दी है। एक सरकारी विज्ञप्ति के अनुसार ये परियोजनाएं असम, मेघालय, सिक्किम, मणिपुर और मिजोरम में हैं।

सरकार ने पूर्वोत्तर राज्यों की तरह, जम्मू-कश्मीर में भी गरीबी की रेखा के नीचे के लोगों को देश के किसी भी सरकारी अस्पताल मे निःशुल्क चिकित्सा सुविधा देने की योजना लागू कर दी है। केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद ने जम्मू में बताया कि राज्य के, छह हजार रुपये से कम मासिक आमदनी वाले लोगो को भी, यह सुविधा दी जाएगी।
जम्मू कश्मीर में विशेषज्ञ स्वास्थ्य सेवायें उपलब्ध करवाने के लिए रियासत को आर्थिक सहायता के तौर पर जम्मू और श्रीनगर में बनाये जा रहे एम्स अस्पतालों के निर्माण हेतु केन्द्र की तरफ से दी जाने वाली सौ करोड़ रूपये की रकम के अलावा दोनों को अतिरिक्त १५-१५ करोड़ रूपये भी दे दिये हैं। जम्मू में आयुर्वेदिक कॉलेज और श्रीनगर में युनानी कॉलेज के निर्माण

के लिए जमीन की पहचान कर ली गई है और इस संबंध में जम्मू कश्मीर सरकार की तरफ से विशेष परियोजना रिपोर्ट जमा करवाने और केन्द्रीय सेफ मंत्रालय के साथ सहमति पत्र पर हस्ताक्षर के साथ ही इन कॉलेज का काम शुरू हो जायेगा।

जम्मू-कश्मीर मे पंचायत राज चुनाव कानून १९८९ और संविधान में ७३वें संशोधन कानून १९९२ में तालमेल बैठाने के उद्देश्य से गठित मंत्रिमंडल की एक उप समिति ने जरूरी कवायद पूरी कर ली है। इससे राज्य में पंचायत चुनाव कराने के लिए रास्ता साफ हो गया है।

मिस्र के राष्ट्रपति हुस्नी मुबारक ने कल रात अपनी सरकार को बर्खास्त कर दिया। उनकी इस घोषणा के बावजूद हजारों प्रदर्शनकारी काहिरा की सड़कों पर उतर आये। अधिकारियों ने बताया है कि काहिरा, सिकन्दरिया स्वेज और देश के अन्य शहरों में पांच दिन से जारी विरोध प्रदर्शनों में ३५ लोगों की मौत हो चुकी है। प्रदर्शनों को रोकने के लिए आज शाम चार बजे से कल सुबह आठ बजे तक कर्फ्यू लगा दिया गया है। काहिरा की सड़कों पर टैंकं और हथियारबंद सुरक्षाबल तैनात कर दिए गए हैं। कल की हिंसा के दौरान आगजनी के बाद अब भी धुआं उठ रहा है। शहर में मोबाइल फोन सेवा बहाल कर दी गई है, लेकिन इंटरनेट सेवा अब भी बंद है। इस बीच, विश्व के नेताओं ने मिस्र के घटनाक्रम पर गहरी चिंता जताई है और मिस्र के नेताओं से राजनीतिक सुधारों के लिए काम करने को कहा है। भारत ने कहा है कि मिस्र में रह रहे भारतीय नागरिक सुरक्षित हैं। विदेश मंत्रालय द्वारा जारी एक बयान में भारतीय नागरिकों से कहा गया है अगर जरूरी न हो तो वे मिस्र की यात्रा पर न जाएं। काहिरा में भारतीय दूतावास वहां के भारतीयों के संपर्क में है। दूतावास में नियंत्रण कक्ष बनाया गया है जो दिन रात काम करेगा। मिस्र में बढ़ती बेरोजगारी, खाद्य पदार्थों के मूल्यों में वृद्धि और भ्रष्टाचार को लेकर लोगों में असंतोष है।

ऑस्ट्रेलियाई ओपन टेनिस प्रतियोगिता के पुरूष डबल्स फाइनल में लियेंडर पेस और महेश भूपति की जोड़ी को हार का सामना करना पड़ा। तीसरी वरीयता प्राप्त इस भारतीय जोड़ी को शीर्ष वरीयता प्राप्त अमरिका के ब्रायन बंधुओं बॉब औश्र माइक ने सीधे सैटों में ६-३, ६-४ से पराजित किया। इससे पहले महिला सिंगल्स का खिताब किम क्लाइस्टर्स ने अपने नाम किया। फाइनल में तीसरी वरीयता प्राप्त बेल्जियम की किम क्लाइस्टर्स ने नौवीं वरीयता प्राप्त चीन की ली ना को ३-६, ६-३, ६-३ से पराजित किया।

गणतंत्र दिवस के तीन दिन तक चले समारोह आज नई दिल्ली के विजय चौक में बीटिंग रिट्रीट के साथ सम्पन्न हो गये। थलसेना, नौसेना और वायुसेना की धुनों ने समारोह में मौजूद दर्शकों को मंत्रमुग्ध कर दिया। समारोह के अंत में महात्मा गांधी की प्रिय धुन एबाइड विद मी बजायी गयी। राष्ट्रपति, उपराष्ट्रपति, प्रधानमंत्री, उनके मंत्रिमंडल के सहयोगी, यूपीए अध्यक्ष सेना के तीनो अंगों के प्रमुख, विभिन्न देशों के राजनयिक तथा अन्य गणमान्य व्यक्ति भी इस अवसर पर उपस्थित थे।

Former Maharashtra Chief Minister Ashok Chavan is among 13 persons named in the FIR filed by the CBI in Adarsh Housing society scam. Former Major General M.M. Wanchoo besides former Congress MLC Kaniah Lal Gidwani and one of the promoter of the society R C Thakur have been named as the main accused.

The investigating agency registered the case today after the Bombay High Court criticised the CBI last week for its tardy probe in the case.

The CBI, in its FIR has mentioned the names of former Maharashtra Chief Minister Ashok Chavan along with 13 others. Earlier in this scam, Ashok Chavan was forced to step down from the Chief Ministers post due to growing pressure. Following Chavan’s resignation, former bureaucrat Subhash Lala whose name also cropped up in this scam, had to resign as a member of state human rights commission while, Ramanand Tiwari, the State Information Commissioner was suspended by the Governor K. Sankarnaryanan. Earlier this month Union Environment Ministry had ordered the demolition of society and had issued notice in this regard. With Umesh Ujgare- this is Kunal Shinde from Mumbai.

The housing society, built on prime defence land, was constructed by allegedly violating various rules and regulations. The building was originally meant to be a six-storey structure to house Kargil war heroes and their kin but was later extended to 31 floors. The CBI had begun probe in the case after receiving a letter from the Ministry of Defence. The Adarsh Society, originally meant for Kargil war heroes, landed in controversy after media reports said several politicians, bureaucrats and defence personnel owned flats there.

Telecom Minister Kapil Sibal says, all operators will have to pay market price from now on for initial as well additional spectrum. Sibal said, in future, the spectrum will not be bundled with license. Talking to reporters in New Delhi, he said that license to be issued to telecom operators will be in the nature of Unified License and the license holder will be free to offer any of the multifarious telecom services. He said these changes will be implemented with immediate effect.

Presently telecom operators were getting spectrum bundled with the telecom licenses which had paved the way for low tariff and high density telephone regime.

The new policy unfolds that the new operators with valid licenses will have to pay a market price for the additional 1.8 MHz of 2G spectrum. Old operators like Bharti, Vodafone and Idea, who are already holding spectrum beyond 6.2 MHz, will have also to pay market driven price for the extra airwaves. In the old policy, the spectrum was clubbed with license to increase tele-density and reduce tariffs through increased competition. With the introduction of mobile portability, the element of competition among the operators has increased. Now tele-density is rising rapidly and the focus is on making available adequate spectrum to operators to meet its growing requirement. The objective is to ensure that operators use allocated spectrum sufficiently and optimally and also a transparent process of allocation of spectrum and licenses is in place.

In Himachal Pradesh, state police questioned the 17th Karmapa, Ogyene Trinley Dorjee on the seizure of foreign currency including Chinese currency Yuans from the premises of his monastery on Friday. Confirming this, Himachal Pradesh Director-General of Police told AIR that Karmapa was questioned by a team of police officials. He said that Karmapa was asked about the source of the money and funds including foreign currency which had been found during the raids at the monastery. According to the sources Karamapa has denied his involvement in money laundering. He said all the money received in monastery is managed by either the Cashier and the secretary and he has no role to play with the money received and never kept any money with him. Some documents about land transactions have also been recovered and these are being scrutinised to find out whether there was a nexus between Tibetans and some local people indulging in benami land deals.

India has termed as unwarranted the use of Radio trackers on Indian students of now-closed Tri-valley University in the United States. Lodging a strong protest, New Delhi has asked Washington to remove the trackers. It said US authorities should take a lenient view of the students, who are duped by a California-based "sham" university. The duped students were forced to wear radio collars around their ankles so that American authorities can keep a track of their movements. Details are awaited.

Congress General Secretary Rahul Gandhi has called for bringing Indian money stashed in Swiss and other foreign banks back to the country. Addressing a press conference at Aurangabad, Maharashtra today he said, much efforts should be made to ensure that Indian money belonging to the poor people comes back. He denied that government is not making enough efforts to bring back the black money stashed in banks abroad. Rahul Gandhi said, common people now feel that corruption has become a common phenomenon among all the political parties

Government is to regulate private retail chains to rein in high food prices. This was stated by Union Minister of State for Food and Civil Supplies K V Thomas in Thiruvananthapuram today. He said the government is not against private retail chains. But it will not allow them to make undue profit. He said the State Governments have been advised on this. Thomas said the studies on recent increase in onion prices had suggested that private retail chains are making excess profits, as they have facilities to store perishable goods in large quantities. He said it is also planned to review the Essential Commodities Act as suggested by many state governments. The minister said the UPA Government is working out modalities to supply more essential commodities through the Public Distribution System.

Environment Minister Jairam Ramesh has said that he is in favour of a middle ground to grant environment clearance to ensure faster economic growth and maintain ecological balance. In an interview to a news magazine he said that his attitude in granting environmental clearance has come in for criticism from many quarters. On the question of Vedanta controversy he said that the company has been asked to apply afresh for environmental clearance. The Minister added that the matter is now in the Orissa High Court as Vedanta has challenged the Ministry's order.

Beating retreat ceremony was held at Vijay Chowk in New Delhi today marking the end of the three day Republic Day celebrations. 12 bands - 4 each from Army, Navy and Air force - took part in the spectacular music, band and march display as they enacted the age old ceremony of beating retreat after the days battle and the one hour display kept the audience spell bound for an hour from 5 PM. Curtains came down on the celebrations with the bandsmen impeccably turning out on the imposing Vijay Chowk square enthralling a huge audience with an electric mix of quick and slow marches.

Indian tunes were the flavour this year. As many as 19 of the 25 tunes were composed by Indian musicians and just four popular by foreigners. They were interspersed with 'Fanfare', a collage by buglers and the 'Drummers' Call', a traditional performance by drummers. Other than the ever-popular 'Sare Jahan Se Achcha' and hymn written by a foreign poet, the rest of the tunes were played after a gap of at least a decade. The retreat saw participation of 12 military bands, 15 pipes and drums bands, 72 buglers and 12 trumpeters from various regiments of the Army taking part along with four bands each of the Navy and Indian Air Force.

The ceremony came to an end with the bands playing to the strains of Gandhi Ji's favourite - Abide with me - and the tricolour was lowered.

The President Mrs. Pratibha Devisingh Patil, the supreme commander of the Armed Forces was the Chief Guest who took the salute as the National Anthem was played and the tri-colour unfurled. The Vice-President Mohd. Hamid Ansari, Prime Minister Dr. Manmohan Singh, UPA Chairperson Mrs. Sonia Gandhi, three Service Chiefs and other dignitaries were present on the occasion.

To boost better health facilities to the people in Jammu and Kashmir, the Government has initiated another scheme. Under the scheme families living Below Poverty Line can avail the best treatment in the Country free of cost after submitting certificate from reputed Government Hospital of the State. Speaking to reporters in Jammu, the Union Health Minister, Mr. Ghulam Nabi Azad said that similar facilities are also extended to the families having monthly income up to 6000 rupees, even if they do not fall in the BPL category.

Union Health Minister said that now the Centre is providing improved health facilities to J&K as well, which were earlier limited only to North-Eastern States. Under a special initiative to provide financial support to the State for strengthening specialized healthcare facilities, Union Minister said that his Ministry has sanctioned Rs. 15 crore each for Jammu and Srinagar for construction of Indian Institute of Medical Sciences (IIMS) in addition to Rs. 100 crore which were earlier granted by the centre as per rules. Mr. Azad said that land has been identified for the construction of Unani College in Srinagar as well as Ayurvedic College in Jammu.

Protesters have returned to the streets of Cairo amid reports that Egyptian cabinet has been sacked by President Hosni Mubarak last night. Authorities say that at least 35 people have been killed in 5 days of nationwide protests in the country including Cairo, Alexandria and Suez. Looters broke into the country's Museum during anti-government protests and destroyed two Pharaonic mummies.

The demonstrators appeared to be unconvinced with President Mubarak’s announcement regarding new cabinet and promised sweeping reforms. Demonstrators are calling for resignation of President Mubarak and sweeping political and economic changes in the country. Egyptian reform campaigner and Nobel Prize winner Mohamed El-Baradei has asked Mr. Mubarak to step down. Meanwhile government has imposed 16-hour curfew starting from 7.30 evening Indian time and Other countries in the region are anxiously watching the unfolding events in Egypt as analysts have warned that unrests may spread out in some other countries in the region if necessary steps were not taken to address peoples’ aspirations.

Meanwhile, World leaders voiced mounting fears as thousands of protesters clashed with troops in Egypt, calling for restraint on all sides and urging Egyptian leaders to heed the cries for reform.

New Delhi says Indian nationals in Egypt, which is witnessing violent protests, are safe. A statement by the External Affairs Ministry said Indian citizens have been advised to avoid non-essential travel to that country. The Embassy of India in Cairo is in touch with members of the Indian community. The Embassy has set-up a round-the-clock Control Room for information. The United States has demanded the immediate release of an American diplomat arrested in the shooting death of two Pakistani men. The U.S. today said that Raymond Davis, as a diplomat, has immunity from prosecution and he is illegally detained in Lahore. Davis appeared in court in Pakistan yesterday on double murder charges, a day after he shot and killed the two Pakistanis in what he says was self-defence. The judge on Thursday ordered the U.S. official to be held in custody for six days while police continue the investigation.

Former South African President Nelson Mandela is recovering at home after spending two nights in hospital with a respiratory infection. Doctors say he responded well to treatment and his condition is stable. The 92-year-old is still being monitored by medical staff at his home in Johannesburg.

In Melbourne today, the veteran Indian duo of Leander Paes and Mahesh Bhupathi finished as runners-up in the Men's Doubles in the Australian Open Tennis championships. In the final played at the Rod Laver arena, the third seeded duo lost to the top-seeded American twins Bob and Mike Bryan in straight sets 6-3, 6-4. Earlier, Kim Clijsters of Belgium won the Women's Singles title in the championship. In the final, she defeated China's Li Na in three sets 3-6, 6-3, 6-3. Her victory ended Li's hope of becoming Asia's first grand slam singles champion.
