सरकार टू-जी स्पेक्ट्रम मामले की जांच संयुक्त संसदीय समिति से कराने पर राज+ी हो सकती है। इस मुद्दे को लेकर संसद में सरकार और विपक्ष के बीच गतिरोध समाप्त करने के लिए बजट सत्र से पहले दोनों के बीच आज हुई बातचीत के बाद यह बात उभरकर सामने आई है।
हमारे संवाददाता ने सूत्रों के हवाले से खबर दी है कि विपक्षी नेताओं ने बताया कि जे.पी.सी. मुद्दे पर सर्वसहमति थी और दोनों पक्ष चाहते हैं कि संसद का कामकाज सुचारू रूप से चलना चाहिए। लोकसभा नेता प्रणब मुखर्जी द्वारा बुलाई गई बैठक के बाद सदन में विपक्ष की नेता सुषमा स्वराज ने कहा कि पहले सरकार फैसला करेगी, जे.पी.सी. बनाने को मंजूरी देगी और संसद सुचारू रूप से चल सकेगी। उन्होंने कहा कि सरकार की ओर से औपचारिक प्रस्ताव अभी आना बाकी है।
आपत्ति नहीं कर रहें अगर जेपीसी बना दी जाये तो उन्हें कोई आपत्ति नहीं है, तो इसलिए हमने सरकार से आज कहा है और मुझे लगता है बातचीत से ज्यादा उम्मीद बंधी है कि इस सत्र से पहले सरकार निर्णय लेगी।
विपक्षी नेताओं ने बताया कि 21 फरवरी को संसद का सत्र शुरू होने की पूर्व संध्या पर एक और सर्वदलीय बैठक बुलाई जाएगी।
कांग्रेस प्रवक्ता शकील अहमद ने कहा कि लोकतंत्र में विश्वास करने वाले सभी लोग चाहेंगे कि संसद का कामकाज सुचारू रूप से चले, लेकिन एक पार्टी को समस्याओं का समाधान निकालते हुए अड़ियल रवैया नहीं अपनाना चाहिए।
सभी लोग चाहते है कि संसद चले लेकिन बैठकर बात करने से, संवाद से, डॉयलॉग से, चीज+े आगे बढ़ती है। हर जिम्मेदार नागरिक चाहता है कि संसद चले, जो आम लोगों की समस्यायें हैं उनपर चर्चा हो उनके निदान की बात हो।
मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने बताया कि आज की बैठक से दो बातें निकलकर सामने आई हैं, पहला यह कि संसद का कामकाज चलना चाहिए और दूसरा जे.पी.सी. का गठन होना चाहिए।
सभी दलों ने पहले जेपीसी की मांग की थी और सबने इस मांग को दोहराया है। अब यह कैसे होगा, संसद कैसे चलेगी और जेपीसी का गठन कैसे होगा? सरकार इसी बात पर विचार करें और प्रस्ताव लाए।

सरकार ने स्पष्ट किया है कि एस.बैंड स्पेक्ट्रम के आबंटन में सरकारी खजाने का कोई नुकसान नहीं हुआ है। अंतरिक्ष विभाग में सचिव डॉक्टर के. राधाकृष्णन ने आज नई दिल्ली में बताया कि एस.बैंड स्पेक्ट्रम के लिए इसरो की इकाई एंट्रिक्स और देवास मल्टीमीडिया के बीच अनुबंध रद्द करने की प्रक्रिया शुरू की जा चुकी है। उन्होंने साफ किया कि इन दोनों के बीच समझौता 2005 में हुआ था। अंतरिक्ष आयोग ने दिसंबर 2009 में इस अनुबंध की समीक्षा की और जुलाई 2010 में इसे रद्द करने का फैसला किया। यह पूछे जाने पर कि क्या अंतरिक्ष विभाग यह जानता था कि देवास मल्टीमीडिया ने आबंटित स्पेक्ट्रम को किराए पर दिया है, डॉक्टर राधाकृष्णन ने कहा कि इस बारे में आंतरिक समीक्षा प्रक्रिया शुरू हो चुकी है। उन्होंने कहा कि अगर कोई दोषी पाया गया तो उसके खिलाफ उचित कार्रवाई की जाएगी। हमारे संवाददाता ने बताया है कि इससे पहले आज प्रधानमंत्री कार्यालय ने भी इस मुद्दे पर स्पष्टीकरण जारी किया कि इस मामले में सरकार को कोई नुकसान नहीं हुआ है।

पूर्व दूर संचार मंत्री ए राजा से और पूछताछ के लिए दिल्ली की विशेष अदालत ने उनकी सी बी आई हिरासत और दो दिन बढ़ा दी है। विशेष न्यायाधीश ओ पी सैनी ने पूर्व दूर संचार सचिव सिद्धार्थ बेहुरा और ए. राजा के पूर्व निजी सचिव आर के चंदोलिया को न्यायिक हिरासत में तिहाड़ जेल भेज दिया। सी बी आई ने इनकी हिरासत अवधि बढ़ाने की मांग नहीं की थी। सी बी आई ने इन तीनों को टू जी स्पेक्ट्रम आवंटन घोटाले में इनकी कथित भूमिका के लिए इस महीने की दो तारीख को गिरफ्तार किया था। इस घोटाले में सरकारी खजाने को 22 हजार करोड़ रुपए का नुकसान का आरोप है। इन तीनों को पांच दिन की सी बी आई हिरासत की समाप्ति के बाद आज विशेष न्यायधीश के सामने पेश किया गया।

दूर संचार मंत्री कपिल सिब्बल ने कहा है कि सरकार की देश के हर ताल्लुका को शीघ्र ही ब्राड बैंड से जोड़ने और ऑप्टिक फाइबर की मदद से इसमें शामिल विषय वस्तु का विस्तार करने की योजना है। उन्होंने कहा कि 35 डालर का लैपटॉप हमारी और हमारे समाज की जिन्दगी बदल देगा। यह विश्वास व्यक्त करते हुए कि सूचना प्रौद्योगिकी उद्योग 2020 तक 225 अरब डालर के कारोबार के आंकड़े को छू लेगा, श्री सिब्बल ने सूचना प्रौद्योगिकी उद्योग को अलग नजरिए से देखने की जरूरत पर जोर दिया।

भारतीय जनता पार्टी ने ओड़ीशा में कई करोड़ रुपये के दाल घोटाले के सिलसिले में मुख्यमंत्री नवीन पटनायक पर मुकदमा करने के लिए राज्यपाल एम.सी. भंडारे की अनुमति मांगने का फैसला किया है। पार्टी का एक प्रतिनिधिमंडल अगले सप्ताह इस सिलसिले में राज्यपाल से मुलाकात करेगा। भाजपा के राष्ट्रीय सचिव किरीट सोमैया ने भुवनेश्वर में कहा कि यह दाल घोटाला वर्ष 2010 का सबसे बड़ा घोटाला है।

पश्चिम बंगाल में आज जलपईगुड़ी जिले में पुलिस गोलीबारी में गोरखा जनमुक्ति मोर्चा के दो समर्थक मारे गए हैं। कानून और व्यवस्था के प्रभारी अतिरिक्त पुलिस महानिदेशक ने बताया कि यह घटना जलपाईगुड़ी जिले की सीमा पर दार्जिलिंग के निकट सिप्चू में उस समय हुई, जब गोरखा जनमुक्ति मोर्चा के समर्थकों ने पुलिस पर पथराव किया। हमारे संवाददाता ने बताया है कि स्थिति से निपटने के लिए प्रशासन द्वारा कड़े सुरक्षा प्रबंध किए गए हैं।
गुस्साये मोर्चा समर्थकों ने दार्जिलिंग पहाड़ के कई क्षेत्रों में कुछ पुलिस वाहनों साथ ही वन विभाग के अतिथिगृहों को आग के हवाले कर दिया। मोर्चा ने आग की घटना का प्रतिवाद करते हुए कल सुबह से अनिश्चित कालीन पहाड़ बंद का एलान किया। इसीबीच दार्जिलिंग जिले के वरिष्ठ पुलिस अधिकारी घटना के संबंध में जमीनी हालात डालने के लिए घटना स्थल पर पहुंच गये हैं। विभिन्न संवेदनशील क्षेत्रों में किसी भी अप्रिय घटना से निपटने के लिए व्यापक सुरक्षा व्यवस्था की गई है।

जम्मू-कश्मीर में सुरक्षाबलों के साथ आज हुई मुठभेड़ में तीन आतंकवादी मारे गए। यह मुठभेड़ जम्मू डिवीजन में रामबन जिले के बनिहाल क्षेत्र में हुई। हमारे संवाददाता ने सरकारी सूत्रों के हवाले से बताया है कि पक्की जानकारी मिलने के बाद सेना और पुलिस ने तलाशी अभियान शुरू किया।
कई घंटों तक चली इस मुठभेड़ में सुरक्षाकर्मियों ने तीनों आतंकियों को ढेर कर दिया, जिनकी पहचार सिल्जुमुजाहुद्दीन आतंकी संगठन के स्वंभु जिला कमांडर कारीजुबेर, नसीर अहमद और मुस्ताक के तौर पर की गई है। मुठभेड़ की जगह से सुरक्षाबलों ने दो ए-के 47 राईफलें और एक यूबीजीएल बरामत किया है। इलाकें में तलाशी अभियान अब भी जारी है।

भारत और पाकिस्तान ने आपस में बातचीत प्रक्रिया शुरू करने का फैसला किया है। विदेश सचिव निरूपमा राव ने आज थिम्फू में मीडिया को बताया कि पाकिस्तान के विदेश मंत्री शाह महमूद कुरेशी की इस साल के मध्य में भारत यात्रा से पहले दोनों देशों के बीच कई बैठकें होंगीं। सुश्री राव ने कहा कि इन बैठकों का उद्देश्य आगे के लिए रास्ता खोजना है और बकाया मामलों सहित सभी मुद्दों पर व्यापक रूप से बातचीत करना है। उन्होंने कहा कि कुछ गतिविधियां और बातचीत कई महीनों से रुकी हुई थी, उन्हें फिर से शुरू किया जाएगा।
एक प्रश्न के उत्तर में सुश्री राव ने कहा कि उन्हें बताया गया है कि पाकिस्तान में सेना सहित सभी संस्थांएं भारत के साथ बातचीत का समर्थन करती हैं।

विदेशमंत्री एस एम कृष्णा ने कहा है कि एशिया के उदय के लिए सार्क को एक साधन बनाने के रास्ते खोजे जाने चाहिएं। थिम्पू में सार्क मंत्रिपरिषद् की 33वीं बैठक के दौरान श्री कृष्णा ने कहा कि आतंकवाद को समूचे दक्षिण एशिया क्षेत्र के लिए बेहद गंभीर चुनौती बना हुआ है। उन्होंने कहा कि आतंकवाद का मुकाबला करने के लिए भारत पिछले वर्ष जून में इस्लामाबाद में गृहमंत्रियों की बैठक में सार्क देशों का आपसी सहयोग बढ़ाने के सभी फैसलों का समर्थन करेगा।

मिस्र में सरकार ने मौजूदा संकट खत्म करने के प्रयासों के तहत एक समिति बनाई है, जो संवैधानिक संशोधनों के बारे में सुझाव देगी। इन संशोधनों के तहत राष्ट्रपति पद के लिए उम्मीदवारों की योग्यता की शर्तों को उदार बनाया जाएगा और इस पद के लिए कार्यकाल सीमित किया जाएगा। उपराष्ट्रपति उमर सुलेमान ने सरकारी टेलीविजन पर यह घोषणा की। उन्होंने बताया कि सभी प्रस्तावित सुधार लागू करने की निगरानी के लिए एक अलग समिति बनाई गई है। उपराष्ट्रपति ने यह भी घोषणा की कि इस समिति की सिफारिशें अटार्नी जनरल को भेजी जाएंगी। हमारे संवाददाता ने बताया है कि सरकार का आज का निर्णय उसके द्वारा राजनीतिक सुधारों के वादों को कार्यरूप में परिणत करने की दिशा में पहला कदम है।
मौजूदा राजनीतिक संकट को हल करने के लिए सरकार और विपक्षी दलों के बीच दो दिनों पहले हुई बैठक में ये प्रस्ताव सामने आये थे। प्रदर्शनकारियों का कहना है कि राष्ट्रपति मुबारक के इस्तीफे के पहले कोई बातचीत वे नहीं करेंगे, उधर राष्ट्रपति मुबारक ने जोर देकर कहा है कि इस साल सितम्बर में खत्म हो रहे अपने कार्यकाल को वो पूरा करेंगे और फिर से चुनाव वो नहीं लड़ेंगे।

जनगणना - 2011 का दूसरा और अंतिम चरण कल से देशभर में शुरू हो रहा है। इस सिलसिले में राष्ट्रपति प्रतिभा देवी सिंह पाटील ने आज राष्ट्रपति भवन में जनगणना-2011 पर एक डाक टिकट जारी की। इस अवसर पर गृहमंत्री पी. चिदंबरम ने कहा कि इस जनगणना से देश के लोगों की सामाजिक-आर्थिक स्थिति का पता चलेगा।
जनगणना के दौरान शिक्षक, आंगनवाड़ी कार्यकर्ता, राशन अधिकारी और अन्य सरकारी कर्मचारी घर-घर जाकर लोगों का ब्यौरा इकट्ठा करेंगे। लगभग तीन सप्ताह तक चलने वाला यह कार्य 28 फरवरी को संपन्न होगा।

सरकार ने निर्यात को बढ़ावा देने के उद्देश्य से लेन-देन की लागत कम करने के नए उपायों की घोषणा की है। इन्हें लागू करने पर 21 सौ करोड़ रूपये का खर्चा आएगा। वाणिज्य मंत्रालय के एक कार्यदल ने इन उपायों को अंतिम रूप दिया है। आज नयी दिल्ली में वित्तमंत्री प्रणब मुखर्जी ने इनकी घोषणा की।

भारतीय रिजर्व बैंक के गवर्नर डी. सुब्बाराव ने बताया है कि बैंकों से कहा गया है कि 2012 तक देश के जिस गांव की जनसंख्या दो हजार से अधिक हो, वहां बैंक की सुविधा उपलब्ध कराई जाए। श्री सुब्बाराव ने रायपुर में कहा कि छत्तीसगढ़ में एक हजार पचास गांवों में से एक सौ 34 गांव ऐसे हैं, जहां बैंकिंग सुविधा पहले से उपलब्ध हैं।

There are signs of thaw between the Government and the oposition on the demand for JPC - probe in to the 2G spectrum scam. This emerged today after talks between government and the opposition Parties to break the stalemate in Parliament ahead of the Budget Session. But the meeting remained inconclusive.
AIR correspondent quoting sources reports, opposition leaders said there was consensus on the JPC issue and both the sides are keen that Parliament should function. Speaking to reporters after the meeting convened by the Leader of the Lok Sabha Pranab Mukherjee, leader of the opposition Sushma Swaraj said government will take a decision first , approve formation of a JPC and Parliament will function properly.
She, however, said that a formal proposal from the government is yet to come.She also expressed her inability to understand as to why the government had still not agreed to issue a JPC probe into the 2-G spectrum scam.
Opposition leaders said there will be another all-party meeting on the eve of the Session beginning the 21st of this month.
Congress spokesperson Shakeel Ahmed said people who believes in democracy would like Parliament to function but a party should not be adamant while finding solutions to problems.
CPI-M Parliamentary Party leader Sitaram Yechury said two things emerged from the meeting. One is that the House should function and the JPC should be formed. Government will have to work out a proposal.
Finance Minister Pranab Mukherjee said that it was a very good discussion.

The government has clarified that there is no loss of revenue in the allocation of S Band spectrum. Talking to newsmen in New Delhi today, the Secretary of Department of Space Dr. K. Radhakrishnan said that the termination process of contract between Antrix and Devas multimedia for S Band spectrum has already been initiated. He clarified that the agreement between the ISRO unit Antrix and an Application Development Company Devas multimedia was entered into 2005. Dr. Radhakrishnan said that it was basically for application development. Giving reasons for the annulment of the contract, he said that it was based on the current national strategic and societal requirement. He further added that the Space commission had already reviewed the contract in December 2009 and decided to terminate the contract in July 2010. The termination was taking time due to a complex process involved in doing so. AIR correspondent reports that early in the day, the PMO office under whose jurisdiction Department of Space comes, has already issued a clarification on the issue saying no loss of revenue was involved.

Former Telecom Minister A Raja was today remanded to two more days of CBI custody by a Delhi court for further interrogation. Special Judge O P Saini, however, sent former Telecom Secretary Siddartha Behura and Raja's former Personal Secretary R K Chandolia to Tihar Jail under judicial custody as the agency said it no longer needs them in its custody. The trio were arrested by the agency on 2nd of this month for their alleged role in the 2G spectrum allocation scam, involving a loss of 22,000 crore rupees. They were produced before the Special Judge following expiry of their five-day custody with the CBI.

India and Pakistan have decided to set in motion the way forward to the dialogue process between them . Speaking to media in Thimpu today , the Foreign Secretary Mrs Nirupama rao said that a series of meetings and interactions will take place before the Pakistan Foreign Minister Mr Shah Mehmood Qureshi visits New Delhi some times in the middle of this year. She said the intention is to chart a way forward and engage with each other in a comprehensive way to discuss all issues including the outstanding ones . She said that a lot of activity and interaction that had been put in abeyance for many months will be resumed . On the sequence of meetings , Mrs Rao said that things that need to be done quickly will be done first and on issues for which more preparations is needed to be done will be taken up later but all issues will be discussed. These include PEACE AND SECURITY , Jammu and Kashmir, confidence building measures, people to people exchanges, narcotics, sir creek , Siachen, treade and commerce.
Meanwhile The meeting of the 33rd SAARC Council of Ministers got under way in Thimphu , the capital of Bhutan with a call for closer cooperation amongst the member countries and effective implementation of the decisions taken in various areas by the regional organization. In his inaugural address , the Chief Guest Prime Minister of Bhutan Jigmi Y Thinley reiterated his conviction that SAARC can be an inspiring force to make South Asia a hub of global trade culture and ideas.

The US has suspended all high-level dialogue with Pakistan to put pressure on Islamabad to release the American diplomat detained on possible murder charges, as the ties between the two countries have become severely strained over the issue. The Washington Post reported that the case of Raymond Allen Davis, who fatally shot two Pakistanis who threatened him from a motorcycle, has severely strained the ties between the two governments.

In West Bengal, two Gorkha Janamukti Morcha, GJM supporters were killed in Police firing at Nagrakata in Jalpaiguri district today. Additional Director General of Police in charge of Law and Order Surjit Kar Purakayastha said in Kolkata that the incident occurred at Sipchu near Darjeeling at Jalpaiguri district border when GJM supporters started brickbating targeting the police. Later security forces opened fire to bring the situation under control. AIR correspondent reports that several police personnel including Sub Divisional Police Officer of the area were injured in the clash.

In Jammu and Kashmir, three militants were killed in a fierce gunbattle today with security forces. The incident occurred in Banihal area of Ramban district in Jammu division.
According to official sources, acting on a tip off about the presence of militants in Manjoos- Khari area of Banihal area, police and Army troops launched a cordon and search operation. Seeing the troops approaching , the militants started indiscriminate firing which was returned by troops resulting into the fierce gun-battle between the two sides in which three militant were killed. The dead include the Hizbul Mujahideen District commander Abdul Rashid alias Kari Zubair who was active in the militancy since last 19 years and was said to be the longest surviving militant operating in upper reaches Ramban, Doda and Reasi districts. Two AK 47 rifles and one UBGL has been recovered form the site of encounter. Search operation is still going on in the area.

A three member team of election commission is now a visit to a West Bengal to judge the law and order situation and the impact of political vilonce in the state ahead of the assembly elections. The inspection comes two days after the left parties submitting their assessment of the state's law and order situation to the election commission last week.

The second and final phase of census 2011 gathering the details of every resident of the country will start tomorrow. President Pratibha Devi Singh Patil will release a postage stamp on Census 2011 at Rashtrapati Bhawan this evening.
The nearly three-week-long exercise, will end on 28th of this month providing a first-hand data on the demography and population of the country.

In an attempt to defuse the ongoing crisis, Egypt government has set up a committee to recommend constitutional changes that would relax presidential eligibility rules and impose term limits.
The decrees of the government were announced on state television by Vice President Omar Suleiman today, who also said that a separate committee has also been created to monitor the implementation of all proposed reforms. The two committees would start working immediately.
Vice President has also announced that the findings of another committee would be referred to the attorney-general for prosecution.
Today’s decision is the first concrete step taken by the government to implement promised reforms. The announcement came two days after Vice President Suleiman met with representatives of opposition groups to discuss a way out of the ongoing political crisis. The government has promised several concessions since an uprising began two weeks ago but so far, they have fallen short of protesters' demands. The protesters have said they would not enter negotiations with the regime before Mr. Mubarak's departure. President Mubarak insists that he intends to serve the remainder of his current term, which expires in September and will not contest next election.
