भारतीय दूरसंचार नियामक प्राधिकरण-ट्राई ने टू जी स्पैक्ट्रम की कीमतों में वृद्धि का सुझाव दिया है। ट्राई ने ६ दशमलव २ मेगाहर्ट्ज के टू जी स्पैक्ट्रम की कीमत बढ़ाकर दस हजार, नौ सौ बहत्तर करोड़, ४५ लाख रूपये करने का सुझाव दिया है जो इस समय एक हजार ६५८ करोड़ रूपये है। ट्राई के अध्यक्ष जे.एस. शर्मा ने इस बात की पुष्टि की है कि दूरसंचार विभाग को दी गयी सिफारिशों में ट्राई ने कहा है कि देशभर में ६ दशमलव २ मेगाहर्ट्ज के शुरूआती स्पैक्ट्रम के बाद प्रत्येक अतिरिक्त मेगाहर्ट्ज स्पैक्ट्रम की कीमत चार हजार, ५७१ करोड़, ८७ लाख रूपये होगी। रिपोर्ट के अनुसार ६ दशमलव २ मेगाहर्ट्स तथा इससे अधिक दोनों श्रेणियों के लिए स्पैक्ट्रम की कीमत हर सर्कल के लिए अलग होगी। ट्राई द्वारा सुझायी गयी संशोधित कीमतें पहली अप्रैल से लागू होंगी।

राष्ट्रपति प्रतिभा देवी सिंह पाटिल ने आज देश में जनगणना के दूसरे चरण की शुरूआत की। २८ फरवरी तक चलने वाले इस दौर में प्रत्येक नागरिक के बारे में पूरा ब्यौरा एकत्र किया जाएगा। श्रीमती पाटील ने लोगों से जनगणना कार्य में पूरा सहयोग करने की अपील करते हुए कहा कि यह एक राष्ट्रीय कर्तव्य है। गृह मंत्री पी. चिदम्बरम, राज्य मंत्री गुरूदास कामत और जनगणना आयुक्त सी. चन्द्र मौली भी इस मौके पर मौजूद थे। श्रीमती पाटिल ने कल राष्ट्रपति भवन में २०११ की जनगणना पर स्मारक डाक टिकट भी जारी किया।
हमारे संवाददाता ने बताया है कि जनगणना कार्य में आधुनिक तकनीक का इस्तेमाल किया जाएगा, जिसके तहत मकानों की निशानदेही के लिए जी.आई.एस. प्रणाली अपनाई जाएगी।

------ महाराष्ट्र में मुंबई में २५ हजार से ज्यादा जनगणना कर्मी २० दिन में २८ लाख घरों में साक्षरता, वैवाहिक स्थिति, विकलांगता और यहां तक की महिलाओं की प्रजनन क्षमता के बारे में ब्यौरा इकट्ठा करेंगे।

------- मध्यप्रदेश में जनगणना २०११ का दूसरा चरण आज राजभवन से शुरू हुआ। हमारे संवाददाता ने बताया है कि जनगणना अधिकारियों का एक दल आज सुबह राज्यपाल निवास पहुंचा और राज्यपाल रामेश्वर ठाकुर से जानकारी हासिल की।
एक लाख १३ हजार से अधिक जनगणना कर्मचारी २८ फरवरी तक राज्य के सभी ५० जिलों में घर-घर पहुंचेंगे। वे ५५ हजार जनगणना गांव में एक लाख ५० हजार परिवारों को कवर करेंगे। आंकड़ों के बेहतर संग्रहण के लिए ग्रामीण क्षेत्रों में सभी जनगणना कर्मचारियों को गांव के ईआईएस मानचित्र उपलब्ध कराए जाएंगे। जनता की सुविधा के लिए शहरी क्षेत्रों में जनगणना कर्मचारियों को सुबह सवेरे या शाम को नागरिकों के पास जाने की सलाह दी गई है। देश में जनगणना के प्रारंभिक आंकड़े मार्च के अंत तक जारी होने केी संभावना है।

उधर, झारखंड में, जनगणना २०११ का दूसरा और अंतिम चरण आज सुबह रांची में राज्य विधान सभा अध्यक्ष सी. पी. सिंह के आवास से शुरू हुआ। अध्यक्ष ने जनगणना अधिकारियों के २९ सवालों के जवाब दिये। बाद में मीडिया से बातचीत में श्री सी पी सिंह ने लोगों से आग्रह किया कि वे जनगणना संबंधी सभी सवालों का ईमानदारी पूर्वक जवाब दें, क्योंकि इनसे एकत्र आंकड़ों से केन्द्र और राज्य सरकारों को कल्याणकारी योजनाओं और नीतियों के निर्माण में मदद मिलती है।
------- देश मे सबसे कम जनसंख्या वाले राज्य सिक्किम में भी जनगणना का यह दौर शुरू हो गया है। हमारे संवाददाता ने बताया है कि १७ सौ से ज्यादा जनगणना कर्मी इस काम में लगाये गये है। इनमें आमतौर पर शिक्षक शामिल हैं।
हिमालय से लगे इस पर्वतीय राज्य में ऊंची पहाड़ियों और बर्फ से ढके इलाकों में दूर-दूर तक उपर नीचे उतरते-चढ़ते लोगों को गिरने का काम पूरा करना सचमुच काफी चुनौती भरा है। इसे देखते हुए सभी जिला अधिकारियों और खासकर उत्तर सिक्किम और पूर्व सिक्किम जिला अधिकारियों को स्पष्ट निर्देश दिए गए हैं कि जनगणना कर्मियों को दूरदराज के इलाकों तक ले जाने और लाने का पूरा-पूरा प्रबंध किया जाए। पुलिस विभाग के वायरलेस अधिकारियों और कर्मचारियाों को किसी भी आपात स्थिति में तुरंत सूचनाएं पहुंचाने को कहा गया है। इसके अलावा सेना के अधिकारियों से भी बर्फीली इलाकों में रह रहे नागरिकों की गिनती में लगे जनगणना कर्मियों को जरूरी साज-सामान विशेष कपड़े और जूते उपलब्ध कराने का अनुरोध किया गया है।

सार्क देशों के मंत्रियों की परिषद की बैठक कल थिम्फू में दक्षिण एशियाई क्षेत्र के लोगों की स्थिति में सुधार के लिए मिलजुल कर काम करने के संकल्प के साथ समाप्त हुई ताकि वे शांतिपूर्ण, समृद्ध और खुशहाल जीवन व्यतीत कर सकें। बैठक में आर्थिक और गरीबी उन्मूलन से संबंधित मामलों तथा स्थायी समिति की रिपोर्ट पर विचार किया गया। पिछले सार्क शिखर सम्मेलन और वित्त मंत्रियों की बैठक में लिए गए फैसलों के क्रियान्वयन पर भी विचार-विमर्श हुआ। मंत्रियों की परिषद ने निर्वतमान महासचिव डॉक्टर शील कांत शर्मा की सेवाओं की सराहना की। उन्होंने मालदीव की सुश्री फातिमा दियाना सईद की अगले महासचिव के रूप में नियुक्ति पर भी विचार किया। सुश्री सईद यह पद संभालने वाली पहली महिला होंगी।
------- रक्षामंत्री ने कहा है कि भारत के पड़ोसी देशों में हिंसा की घटनाएं देश की सुरक्षा के लिए चुनौती बन रही हैं। आज बंगलुरू में एशिया के सबसे बड़े एयर-शो, एरो इंडिया २०११ का उद्घाटन करते हुए श्री एंटनी ने कहा कि सरकार सशस्त्र सेनाओं के तेजी से आधुनिकीकरण के लिए वचनबद्ध है ताकि वे किसी भी चुनौती का सामना कर सकें। श्री एंटनी ने कहा कि देश की लोकतांत्रिक साख और तेजी से बढ़ रही अर्थव्यवस्था से दुनिया को यह विश्वास हो गया है कि वह इस क्षेत्र में जिम्मेदारी की और स्थिरता कायम करने वाले की भूमिका निभा सकता है। उन्होंने कहा कि एरोस्पेस क्षेत्र में निजी और सार्वजनिक क्षेत्र की भागीदारी को बढ़ावा देकर अपनी क्षमताओं को बढ़ाया जा रहा है।
श्री एंटनी ने कहा कि इस बार एरो-प्रदर्शनी में विदेशी प्रतिनिधियों के भाग लेने में २५ प्रतिशत वृद्धि हुई है। हमारे संवाददाता ने बताया है कि इस प्रदर्शनी में ४० से अधिक विदेशी शिष्टमंडल भाग ले रहे हैं।

मिस्र में राष्ट्रपति हुस्नी मुबारक को हटाने की मांग को लेकर बड़ी संख्या में प्रदर्शनकारी काहिरा के तहरीर चौक पर एकत्र हैं। हमारे संवाददाता ने बताया है कि मिस्र के उपराष्ट्रपति उमर सुलेमान ने आगाह किया है कि जल्दबाजी में किये गए सुधारों से देश में भारी अव्यवस्था फैल सकती है। सरकारी समाचार एजेंसी एम.ई.एन.ए. ने श्री सुलेमान के हवाले से खबर दी है कि सरकार राजनीतिक गुटों और प्रदर्शन कर रहे युवाओं के साथ बातचीत जारी रखेगी।
सरकार द्वारा राजनीतिक सुधारों के माध्यम से सप्ताह स्थांतरण वायदे के बावजूद मिस्र में सरकार और प्रदर्शनकारियों में गतिरोध बरकरार है। आंदोलन शुरू होने के बाद से सरकार ने कई रियायतों की घोषणा की है। लेकिन यह सब आंदोलनकारियों की आशंकाओं को पूरा करने में असफल साबित हुई है। सरकार का मत है कि बातचीत और क्रमबद्ध तरीके से उठाए गए कदम बदलाव लाएंगे और अचानक परिवर्तन देश में उथल-पुथल पैदा करेगा। दूसरी ओर सरकार के इरादों के प्रति संदेह व्यक्त करते हुए प्रदर्शनकारी सरकार के तुरंत इस्तीफे की मांग पर अड़े हैं। राष्ट्रपति मुबारक ने कहा है कि वे अपना वर्तमान कार्यकाल पूरा कर पद से हट जाएंगे और इस वर्ष सितंबर के चुनावों में हिस्सा नहीं लेंगे।
इस बीच, अमरीका ने मिस्र सरकार से आपातकालीन कानून तत्काल समाप्त कर लोकतांत्रिक सुधार लागू करने का आग्रह किया है। संयुक्त राष्ट्र महासचिव बान की मून ने कहा है कि राष्ट्रपति हुस्नी मुबारक के नेतृत्व में मिस्र ने इस्राइल और फलस्तीन के बीच शांति के लिए महत्वपूर्ण भूमिका अदा की है। उन्होंने कहा कि व्यापक जन-विरोध के मद्देनजर बनने वाली नई सरकार को भी इस कार्य को आगे बढ़ाना चाहिए।

अमरीकी सासदों ने धमकी दी है कि अगर पाकिस्तान हत्या के मामले में वहां बंद एक अमरीकी को रिहा नहीं करता तो उसे दी जाने वाली सहायता में कटौती की जाएगी। अमरीका पहले ही चेतावनी दे चुका है कि अमरीकी दूतावास के अधिकारी रेमन्ड डेविस की रिहाई न होने की स्थिति में दोनों देशो के बीच उच्चस्तरीय वार्ता खतरे में पड़ सकती है। पाकिस्तान यात्रा पर गये अमरीकी प्रतिनिधि सभा के तीन सदस्यों ने प्रधानमत्री युसूफ रजा गिलानी से कहा कि अमरीकी कांग्रेस अपने बजट की तैयारी कर रही है और इस पर विचार किया जा रहा है कि किन क्षेत्रों में पाकिस्तान को अमरीकी सहायता में कटौती की जा सकती है। वाशिंगटन में राजनयिक सूत्रों ने बताया है कि विदेश मंत्री हिलेरी क्ंिलटन ने रेमन्ड डेविस के नजरबंदी मामले पर अपनी नाराजगी व्यक्त करते हुए म्यूनिख में इस सप्ताह के अंत में होने वाले सम्मेलन में पाकिस्तान के विदेश मंत्री शाह महमूद कुरैशी से मिलने से इंकार कर दिया है।
------- पाकिस्तान में आज गुजरावाला के विभिन्न इलाकों में कम तीव्रता के तीन विस्फोट हुए। मीडिया की खबरों में बताया गया है कि दो विस्फोट सी आई ए सेन्टर बिल्ंिडग के बाहर हुए जबकि तीसरा एस पी कार्यालय के पास हुआ। विस्फोट से इमारतों को मामूली नुकसान हुआ है किसी के मरने या घायल होने की खबर नही है।
------- मुम्बई में सी बी आई की विशेष अदालत ने आज स्वान टेलीकॉम प्रोमोटर शाहिद उस्मान बलवा को सी बी आई की दो दिन की ट्रांजिट रिमांड पर दे दिया। विशेष अदालत ने कहा कि सी बी आई को पूर्व संचार मंत्री ए.राजा से आमने सामने कराने के लिए बलवा की जरूरत पड़ सकती है। ए. राजा २ जी स्पैक्ट्रम घोटले के सिलसिले में पहले से ही सी बी आई की हिरासत में है। बलवा को कल मुम्बई में बान्द्रा में उसके निवास से गिरफ्तार किया गया था। उसे आज विशेष सी बी आई जज एस.सी चांडक के सामने पेश किया गया। जज ने बलवा को दिल्ली की अदालत में पेश करने के लिए सी बी आई को उसकी दो दिन की ट्रांजिट रिमांड पर दे दिया।
------- छत्तीसगढ़ उच्च न्यायालय में मानवाधिकार कार्यकर्ता विनायक सेन की जमानत याचिका पर सुनवाई आज फिर शुरू होगी। राजद्रोह के आरोप में उम्रकैद की सजा पाए विनायक सेन ने निचली अदालत के फैसले को उच्च न्यायालय में चुनौती दी है। रायपुर की सत्र अदालत ने उन्हें दो अन्य लोगों के साथ राजद्रोह का दोषी ठहराया था। उन्हें भारतीय दण्ड संहिता की अलग-अलग धाराओं के तहत पिछले वर्ष २४ दिसम्बर को सजा सुनाई गई थी। जाने-माने वकील रामजेठमलानी ने विनायक सेन की जमानत याचिका के समर्थन में दलील पेश की। राज्य सरकार द्वारा अपना पक्ष अदालत में आज पेश किये जाने की संभावना है।
------- असम में अल्फा के अध्यक्ष अरविंद राजखोआ के नेतृत्व में उसके आठ सदस्यीय प्रतिनिधिमंडल ने आज सुबह गुवाहाटी में मुख्यमंत्री श्री तरूण गोगोई से उनके निवास पर मुलाकात की। समझा जाता है कि इस प्रतिनिधिमंडल ने कल नई दिल्ली में केन्द्रीय गृह सचिव जी.के.पिल्लई के साथ होने वाले शांति वार्ता के पहले दौर से संबंधित विभिन्न पहलुओं पर विचार-विमर्श किया। प्रतिनिधिमंडल ने आशा व्यक्त की है कि तीस वर्ष के सशस्त्र संघर्ष के बाद केन्द्र के साथ चिर-प्रतीक्षित शांति वार्ता से वे लोगों की आकांक्षाओं को पूरा कर सकेंगे। अल्फा का प्रतिनिधिमंडल शांति वार्ता के लिए आज नई दिल्ली रवाना हो रहा है। सूत्रों के अनुसार वार्ता के प्रारंभिक दौर में शांति वार्ता के तौर-तरीके तय किए जाएंगे। गृहमंत्री पी. चिदम्बरम के भी उल्फा के सदस्यों से बातचीत करने की संभावना है।
------- असम में कोकराझार जि+ले में उल्टापानी के पास लाओपानी इलाके से अपहृत डब्लयू डब्ल्यू एफ के तीन कर्मियों की खोज जारी है। रविवार को कुछ अज्ञात बन्दूकधारियों ने इनका अपहरण कर लिया था। इस बीच, अपहरणकर्ताओं द्वारा चिराग जिले में कल शाम रिहा की गई डब्ल्यू डब्ल्यू एफ की तीन महिला कर्मी आज सुबह अपने घर पहुंच गईं।
------- पश्चिम बंगाल में तीन पर्वतीय सब डिवीजनों-दार्जिलिंग, कर्सियांग और कलीमपोंग में गोरखा जन मुक्ति मोर्चा के अनिश्चितकालीन बंद के कारण जनजीवन प्रभावित है। कल जलपाईगुड़ी जिले के नगरकट्टा ब्लॉक के तहत सिबचु वन क्षेत्र में गोरखा जन मुक्ति मोर्चे के प्रदर्शनकारियों पर पुलिस फायरिंग के विरोध में बंद रखा है। इस फायरिंग में मोर्चे के दो कार्यकर्ता मारे गए थे और कई घायल हुए। हमारे संवाददाता ने खबर दी है कि पुलिस और मोर्चे के कार्यकर्ताओं के बीच झड़पों के बाद मोर्चे के समर्थकों ने सड़कों पर बाधाएं खड़ी की और कई सरकारी वाहनों और वन विभाग के विश्राम गृहों को आग लगा दी।

सड़क परिवहन और राजमार्ग मंत्रालय की समीक्षा बैठक के एजेंडे में पूर्वोत्तर राज्यों के उग्रवाद प्रभावित इलाकों और दुर्गम प्रदेशों में अच्छी सड़कों का निर्माण का मुद्दा प्रमुख रहेगा। नई दिल्ली में सडक परिवहन और राजमार्ग मंत्री सी पी जोशी की अध्यक्षता में यह बैठक हो रही है। अधिकारियों को संबोधित करते हुए श्री जोशी ने उनसे आग्रह किया कि वे आधारभूत ढांचे के निर्माण के रास्ते में खड़ी बाधाओं को दूर करने के तरीके सुझाये।
------- जम्मू और कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने कहा है कि राज्य सरकार केन्द्र के साथ मिलकर प्रदेश के दूरदराज+ के इलाकों के लिए हेलिकॉप्टर सेवा शुरू करने का काम जोरशोर से कर रही है। हमारे संवाददाता ने बताया है कि कल जम्मू में किश्तवाड़ जिला बोर्ड की समीक्षा बैठक में श्री अब्दुल्ला ने कहा कि इस मुद्दे पर गृहमंत्री पी चिदंबरम की हाल की किश्तवाड़ यात्रा के दौरान चर्चा हुई थी, जिसमें उन्होंने जम्मू-कश्मीर जैसे पहाड़ी राज्य में इस तरह की सेवा की जरूरत पर जोर दिया था और आशा व्यक्त की थी केन्द्र सरकार राज्य सरकार के प्रस्ताव का सकारात्मक जवाब देगी।
समीक्षा बैठक में मुख्यमंत्री उमर अब्दुल्ला ने कहा कि सर्दी के मौसम में दूरदराज के इलाकों मडवा, दक्षिण, पाडर, छात्रू कर्ना, केरल, गुरेज, जंसकार आदि राज्य के दूसरे हिस्से कट जाते हैं। यहां तक कि गर्मी के मौसम में भी इन्हें इलाकों में भी आसानी से नहीं पहुंचा जा सकता है। उन्होंने कहा कि समय की जरूरत है कि इन इलाकों में रहने वालों लोगों की मुश्किलों को देखते हुए हेलीकॉप्टर सेवा शुरू की जाए। मुख्यमंत्री ने यह भी कहा कि किश्तवाड़ जिले में ६९० मेगावाट रेडल १००० मेगावाट पकुलडुल और ११०० किरू और कावेर बिजली परियोनाओं पर इसी साल काम शुरू किया जाएगा और उनमें स्थानीय लोगों को काम पर लगाया जाएगा।

जम्मू कश्मीर में ग्रामीण लोगों के सशक्तिकरण के लिए अगले तीन महीनों में पंचायत चुनाव कराये जाएंगे। इससे ग्रामीण लोगों को बिलकुल निचले स्तर पर विकास प्रक्रिया में भागीदार बनाने का मौका मिलेगा। जम्मू कश्मीर के ग्रामीण विकास और विधायी मामलों के मंत्री अली मोहम्मद सागर ने कहा कि पहले चरण में पंचो का चुनाव होगा, जबकि सरपंच दूसरे चरण में चुने जाएंगे। पंचायत चुनावों के बाद पहले ब्लॉक स्तर पर फिर जिला स्तर पर विकास बोर्ड का गठन होगा। श्री सागर ने लोगों खासकर महिलाओं से अपील की कि वे पंचायत चुनावो मे बढ-+चढ़ कर हिस्सा लें।
------- वामपंथी पार्टियों, राष्ट्रीय लोकदल और तेलुगु देशम सहित कई दलों ने आज राजधानी दिल्ली में महंगाई और भ्रष्टाचार के खिलाफ धरना दिया। धरने पर बैठे लोगों को सम्बोधित करते हुए मार्क्सवादी कम्युनिस्ट पार्टी के महासचिव प्रकाश करात ने आरोप लगाया कि सरकार बढ़ती महंगाई पर काबू पाने में विफल रही है। उन्होंने कहा कि सरकार को कीमतों पर काबू पाने के लिए तुरन्त कदम उठाने चाहियें। श्री करात ने कहा कि उनकी पार्टी संसद के आगामी सत्र में भी यह मुद्दा उठायेगी। राष्ट्रीय लोकदल के अध्यक्ष अजीत सिंह, तेलुगुदेशम पार्टी के प्रमुख चन्द्रबाबू नायडू, जनता दल-सैक्युलर के अध्यक्ष एच.डी.देवेगौड़ा और भारतीय कम्युनिस्ट पार्टी के महासचिव ए.बी. बर्धन ने भी वहां मौजूद लोगों को सम्बोधित किया।

------- बम्बई शेयर बाजार के शुरूआती कारोबार में आज संवेदी सूचकांक में १३४ अंकों की गिरावट आयी, लेकिन कुछ समय बाद इसमें सुधार हुआ और अब से कुछ देर पहले १६० अंक की वृद्धि के साथ १७ हजार ६१५ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४९ अंक बढ़कर ५ हजार २६२ पर था।

घरेलू बाजार में कारों की बिक्री जनवरी २०११ में रिकॉर्ड ऊंचाई पर पहुंच गई। इस दौरान वाहनों की बिक्री १८ दशमलव छह-नौ प्रतिशत बढ़कर करीब १३ लाख २३ हजार वाहन हो गई। भारतीय आटोमोबाइल निर्माताओं के संगठन सियाम के आंकड़ों के अनुसार देश में पिछले वर्ष इस अवधि में बिके वाहनों की संख्या लगभग ११ लाख थी।
------- सीबीआई की विशेष अदालत ने आरूषि-हेमराज हत्या मामले में राजेश और नुपूर तलवार को अभियुक्त के रूप में सम्मन भेजे हैं। अदालत ने सीबीआई की क्लोजर रिपोर्ट पर कार्रवाई करते हुए आरूषि के माता-पिता नूपुर और राजेश तलवार पर हत्या और सबूत नष्ट करने के आरोप लगाए हैं। उन्हें २८ फरवरी को अदालत में पेश होने का कहा गया है।

The meeting of the 33rd SAARC Council of Ministers got under way in Thimphu, the capital of Bhutan with a call for closer cooperation amongst the member countries and effective implementation of the decisions taken in various areas b y the regional organization. In his inaugural address, the Chief Guest at, the Prime Minister of Bhutan Jigmi Y Thinley reiterated his conviction that SAARC can be an inspiring force to make South Asia a hub of global, trade and culture and ideas. He said that no country in South Asia can go alone because of geography, culture and history and the shared future. He also called for a greater sense of urgency and mission to maintain the momentum and positive environment created at the summit in Thimphu last year. He said that silver jubilee anniversary of SAARC in December offers an occasion to reflect on the renewed commitment to vision for South Asia.
Expressing similar sentiments the External Affairs Minister Mr. S.M Krishna said the need of the hour was to identify ways and means to make SAARC a more dynamic component for larger Asian resurgence.
Mr. Krishna described terrorism as a very serious challenge facing the entire South Asian region. He said that India supported all decisions that were taken at the Home Ministers meetings in Islamabad last June with regard to cooperation among the member states to combat this menace. He also extended full support for decisions and guidelines on the SAARC Visa Exemption Scheme. Mr. Krishna said that he was also looking forward to the early finalisation of the draft agreement on promotion and protection of investments. He said that this will give fillip to trade in the region. He also said that trade under SAFTA has crossed the 1.2 billion dollar mark; this is well below its potential.

The US has suspended all high-level dialogue with Pakistan to put pressure on Islamabad to release the American diplomat detained on possible murder charges, as the ties between the two countries have become severely strained over the issue. The Washington Post reported that the case of Raymond Allen Davis, who fatally shot two Pakistanis who threatened him from a motorcycle, has severely strained the ties between the two governments and may scuttle a proposed tri-nation summit between US, Afghan and Pakistani leaders scheduled to be held in Washington on the 24th of this month. To convey its concern and displeasure at the treatment of the diplomat, the paper said, Secretary of State Hillary Clinton cancelled a meeting last weekend with Pakistani Foreign Minister Shah Mehmood Qureshi at an international security conference in Munich.
The US administration has twice summoned Pakistani envoy Hussain Haqqani to the White House to lay stress on Davis' diplomatic immunity and demand his immediate release. The message was repeated by US Ambassador in Islamabad Cameron Hunter at his meeting with President Asif Ali Zardari.
The US Congress has said that the Pakistan government should resolve the issue at the earliest or it could impact other bilateral initiatives including a whopping American aid which is bankrolling cash-starved Pakistan.
Davis was arrested in Lahore last month and produced before the local High Court which has extended his detention for another eight days.

The Finance Minister says US companies can play a major role in the development of infrastructure sector in the country. Mr. Pranab Mukherjee said this during a meeting with the US commerce secretary Gary Locke who met him in New Delhi . He said that these companies can make large investments through the export of equipment and establishing joint venture companies to accelerate the development of infrastructure. An amount of three trillion dollars is needed in the infrastructure sector in the 12th plan. The Finance Minister said that there is a large potential for further expanding the Indo-US relationship mainly in the economic and financial sector. He mentioned the various steps taken by US administration to further strengthen their strategic partnership. He specifically mentioned the removal of ISRO and DRDO from its entities list. Mr. Mukherjee appreciated the USA leadership for supporting India’s claim for permanent membership in UN Security Council.
Speaking on the occasion Mr. Locke said that India and USA can further expand their relationship in agriculture, weather forecasting, multi combat aircraft and the economic and financial sector. He also held talks with the Commerce Minister Anand Sharma and Civil Aviation Minister Vayalar Ravi.

Government today launched a set of new initiatives to reduce transaction cost to boost exports. The implementation of these initiatives will cost 2100 crore rupees. These initiatives have been finalized by a task force set up by the Commerce Ministry. This set of initiatives was released by the Finance Minister Mr. Pranab Mukherjee in New Delhi today. According to a official press release the implementation will be initially carried in 23 areas including Agriculture, civil aviation, revenue, Financial Services and Commerce. It also includes round the clock customs clearance at eight ports in the country. Speaking on the occasion the Finance Minister said this step will help reduce the transaction cost of export items by around 10 percent.
The Commerce Minister Mr. Anand Sharma said that India is continuously expanding its export basket and is identifying new markets. India has entered 39 new markets already to put the export sector on sound rails.

Government will bring in a comprehensive Companies Bill in the coming Budget Session of Parliament. This was announced by the Corporate Affairs Minister Mr. Murli Deora while addressing a press conference in New Delhi today. He said that the focus of the bill will be to promote Corporate Social Responsibility. Mr. Deora said that a window of opportunity has been opened for those defaulting companies who are defunct or closed and have not filed their dues and annual returns. He elaborated that if such companies did not wish to continue their operations, they can get their names struck off from the list.

In Uttar Pradesh, the Mayawati government today presented a 3403 crore 52 lakhs tax-free, deficit budget for the next financial year of 2011-12. Finance Minister Lalji Verma tabled the budget in the presence of Chief Minister Mayawati.
In Uttar Pradesh the size of the budget is of 169416 crore 38 lakhs rupees which is 10.6 per cent more than the budget of the current financial year. But size of current budget was 14 percent bigger than the last financial year. The budget shows the total receipts of 1, 66012 crore 86 lakhs rupees while the total expenditure has been put to 169416 crore 38 lakhs. The government has proposed for setting up evening courts to clear pending cases and has proposed 68 crore rupees for it. The government has also proposed 106 crore rupees for construction of court buildings and residences of judicial officers at local courts. The government has proposed 1081 crore rupees Uttar Pradesh Chief Minister Mahamaya Garib Arthik Madad Yojna for financial assistance to the BPL families. This scheme was initiated by the government from last year. As state share for Mahatma Gandhi National Rural Employment Guarantee Scheme 500 crore rupees has been proposed in the budget.

In Odisha, police today arrested Congress MLA Ramesh Jena in connection with a shootout at a residential apartment complex in Bhubaneswar. The MLA represents Sanakhemundi assembly constituency in Ganjam district of Odisha. He was arrested at Bada adanga village in Brahmagiri, about 80 km from Bhubaneswar. The MLA is likely to be produced at a Bhubaneswar court today.
Earlier, the Police had arrested six alleged criminals from the residence of the MLA on 1st of February this year at Bhubaneswar after a brief encounter.
Still with Odisha, a top Maoist leader has been killed during an exchange of fire between the security forces and the red ultra at Mundatola under Chandiposh police station, about 40 km from Rourkela early this morning. The dead Maoist is identified as Nuash alias Sameer Khalko and is said to be the area commander of Chandiposh.

The second and final phase of census 2011 gathering the details of every resident of the country will start tomorrow. President Pratibha Devi Singh Patil will release a postage stamp on Census 2011 at Rashtrapati bhawan this evening.
In the second phase of Census an army of teachers, anganwadi sevikas, ration officers as well as civic and state government employees will go from house to house gathering details. A nearly three-week-long exercise will end on 28th February providing a first-hand data on the demography and population of the country. Apart from using modern technology like GIS to mark houses, more comprehensive questions have been framed to gather an exhaustive data. Citizens will have to answer 26 queries in all this time.

Squadron Number 44 of Indian Air Force popularly known as the Mighty Jets have been selected for the honour of the President’s Standards. They will be honoured by the Supreme Commander of the Armed Forces President Mrs. Pratibha Devi Singh Patil on March 9 at the Bagdogra Air Base. The Mighty Jets will also be joined by the 110 Helicopter Squadron based at Kumbhigram (Silchar) to receive a similar award at this juncture.
The Mighty Jets have several firsts to its credit. They have airlifted tanks to Chushul, one of the highest air fields in the world. Undertaken several military operations in 1971, the Indian Peace Keeping Force operations in Sri Lanka, cyclone and tsunami affected areas.

The Government today ruled out any revenue loss in the S-Band Spectrum allocation. A statement issued by Prime Minister's Office says that no decision has been taken to allocate the space segment to ANTRKIX or Devas. Government says it is in the process of reviewing the deal between Indian Space Research Organisation's Commercial arm, Antrix Corporation Ltd and a Bangalore based multi-media firm. A statement issued by ISRO in New Delhi says that government will take all necessary steps to safeguard the public interest. Tamil Nadu Chief Minister M. Karunanidhi has rejected the charges of irregularities in allotment of land under the discretionary quota. Karunanidhi hit back at Janata Party chief Subramanian Swamy for seeking sanction for his prosecution on the issue, saying he was trying to twist facts. A day after Swamy filed a petition with Governor Surjit Singh Barnala seeking sanction to prosecute Karunanidhi, the DMK patriarch made a submission in the Assembly, saying the discretionary quota was not 'DMK specific' and had been in vogue even during the tenures of AIADMK. Karunanidhi said, eighty five per cent of allotments were being made through the draw of lots for applications for the Tamil Nadu Housing Board lands and houses. The rest had been given under discretionary quota. The plots or houses under both categories had been given at the same price.
He said plots and houses had been given at market rate to both applicants and beneficiaries under discretionary quota. Karunanidhi had yesterday sent a legal notice to Swamy for dragging his name into the 2G spectrum allocation scam.

Congress has announced a five- member committee to hold seat-sharing talks with DMK for the Tamil Nadu Assembly elections, due in May. AIR correspondent quoting sources reports, the committee comprises Union Ministers P Chidambaram and G K Vasan, Tamil Nadu Congress Committee chief K V Thangkabalu, Congress spokesperson Jayanthi Natarajan and AICC secretary Jayakumar.
The announcement comes exactly a week after DMK and Congress decided to continue their seven-year-old alliance to contest the Assembly polls after TN Chief Minister M Karunanidhi met Congress chief Sonia Gandhi. The committee will hold talks with a DMK team, which is expected to be announced soon, on the number of seats to be contested by it.

CBI today produced former Telecom Minister A Raja before Special CBI Judge O P Saini on expiry of his 5-day custody today. The Police remand for A Raja , former Telecom Secretary Siddartha Behura and Raja's former Personal Secretary R K Chandolia comes to an end today. CBI sources said that the investigating agency will seek extension of remand for the trio. CBI counsel Akhilesh argued that Raja had caused a loss of 22,000 crore rupees to the public exchequer by favouring some telecom firms in award of the 2G spectrum licences.

In Egypt, protestors are regrouping for more demonstrations today amid various measures of the government to calm the situation. The government has announced an increase in the pay and pensions for public-sector workers by 15 percent. According to official announcement, the Finance Minister Samir Radwan allocated about 960 million dollars to cover the increase for six million employees.

Giving up all its early gains, the Sensex at the Bombay Stock Exchange stood 154 points, or 0.9 percent in the negative zone, and slip below the key 18,000 mark, at 17,883, in afternoon trade, a short while ago. In the morning, however, the Sensex had opened a good 104 points, or 0.6 per cent higher, at 18,142.
In the other Asian bourses, key benchmark indices in South Korea, Indonesia, Hong Kong, Taiwan and Singapore were down by between 0.2 percent and 0.5 percent.
