संसद के कल से शुरू हो रहे बजट सत्र से पहले प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि सरकार संसद में विपक्ष के साथ किसी भी मुद्दे पर चर्चा के लिए तैयार है। लोकसभा अध्यक्ष मीरा कुमार द्वारा नई दिल्ली में बुलाई गई सर्वदलीय बैठक में भाग लेने के बाद डॉक्टर मनमोहन सिंह पत्रकारों से बातचीत कर रहे थे।
हम विपक्ष द्वारा उठाये गये किसी भी मुद्दे पर बहस कराने को तैयार हैं। इसलिए हमें उम्मीद है कि संसद का यह सत्र शांतिपूर्ण और सार्थक होगा। अनेक विधायी कार्य निपटाये जाने हैं। केन्द्र सरकार का बजट पास करना है और इस तरह संसद का यह सत्र अत्यधिक महत्वपूर्ण होगा।

भाजपा के वरिष्ठ नेता गोपीनाथ मुंडे ने कहा कि अगर सरकार संसद की कार्यवाही सुचारू ढंग से चलाना चाहती है तो उसे विपक्ष की जे.पी.सी. गठित करने की मांग मंगलवार को मान लेनी चाहिए। उन्होंने कहा कि बजट सत्र के दौरान उनकी पार्टी मूल्य वृद्धि, राष्ट्रमंडल खेल, आदर्श सोसाइटी और दूसरे घोटालों के मुद्दे उठाएगी। सर्वदलीय बैठक में अन्य नेताओं के अलावा लोकसभा के नेता प्रणब मुखर्जी, संसदीय कार्य मंत्री पवन कुमार बंसल, भाजपा नेता लालकृष्ण आडवाणी, जे.डी.यू. के राम सुंदरदास और भारतीय कम्युनिस्ट पार्टी के गुरूदास दासगुप्ता शामिल थे।
राष्ट्रपति प्रतिभा देवीसिंह पाटील के संसद के दोनों सदनों की संयुक्त बैठक के संबोधन के साथ ही कल से संसद का बजट सत्र शुरू हो रहा है। हमारे संसदीय संवाददाता ने बताया कि रेल बजट और आर्थिक सर्वेक्षण 25 फरवरी को और आम बजट 28 फरवरी को पेश किया जाएगा।
सरकार द्वारा 2 जी मुद्दे पर जेपीसी का गठन करने के संकेतों के साथ ही अब एक शांतिपूर्ण बजट सत्र की आशा की जा रही है। विपक्ष पर भी अब इस सत्र को शांतिपूर्ण चलाने का दबाव रहेगा। आंतरिक सुरक्षा, जम्मू-कश्मीर की मौजूदा स्थिति, महंगाई जैसे मुद्दे भी इस सत्र में छाये रहेंगे। इनके साथ-साथ सीवीसी की नियुक्ति, तेलंगाना जैसे मुद्दे भी प्रमुखता से उभरने की उम्मीद है। सरकार भी आर्थिक सुधारों से जुड़े 31 बिल सत्र में लाएगी।

ओड़ीशा में माओवादियों द्वारा अगवा किए गए मलकानगिरि के कलेक्टर आर.वी. कृष्णा और एक जूनियर इंजीनियर पबित्र मोहन माझी की रिहाई के लिए चल रही वार्ता आज बेनतीजा रही। वार्ता कल भी जारी रहेगी। सरकार और माओवादियों के मध्यस्थों - प्रोफेसर हरगोपाल और प्रोफेसर आर. सोमेश्वर राव के बीच भुवनेश्वर में यह बातचीत हुई। माओवादियों की मांगों के अनुसार तीसरे मध्यस्थ, सामाजिक कार्यकर्ता और श्रमिक नेता दंडपाणि मोहंती को भी वार्ता में बुलाया गया है।

एक संयुक्त पत्रकार वार्ता में गृहसचिव बेहरा ने कहा कि पहले दौर की वार्ता बहुत ही अनुकूल वातावरण में हुई। उन्होंने कहा कि जब तक बातचीत जारी है सरकार तलाशी अभियान स्थगित रखेगी और इसी तरीके से माओवादी भी ऐसी कोई हरकत नहीं करेंगे, जिससे वार्ता-प्रक्रिया प्रभावित हो। मध्यस्थ इस बात के लिए भी राजी हो गए हैं कि माओवादी भी ओड़ीशा में यातायात नहीं रोकेंगे। उन्होंने कहा कि मध्यस्थों ने यह भी आश्वासन दिया है कि जब तक बातचीत का दौर चल रहा है अगवा किए गए कलेक्टर और इंजीनियर को किसी तरह का नुकसान नहीं पहुंचाया जाएगा।

देश के शहरों को झुग्गी-झोपड़ियों से मुक्त कराने के लिए छह हजार करोड़ रूपये निर्धारित किये जा रहे हैं। सरकार की राजीव आवास योजना के तहत दी जा रही इस राशि से दो लाख से ज्यादा मकान बनाए जायेंगे। आवास और गरीबी उन्मूलन मंत्रालय के अधिकारियों ने बताया कि दो कमरों के सेट पर तीन लाख रूपये की अनुमानित राशि खर्च की जायेगी। योजना के तहत मकानों के निर्माण का पचास फीसदी खर्च केन्द्र सरकार वहन करेगी और बाकी का पचास फीसदी खर्च राज्य सरकार, शहरी स्थानीय निकाय और लाभार्थी चुकायेंगे। हमारे संवाददाता ने बताया कि देश में ढाई करोड़ मकानों की कमी है।
-----असम में बोडोलैंड पीपुल्स फ्रंट-बी.पी.एफ. ने आगामी विधानसभा चुनाव कांग्रेस के साथ मिलकर लड़ने का फैसला किया है। बोडोलैंड क्षेत्रीय परिषद के मुख्य कार्यकारी सदस्य हगरामा मोहिलारी ने कोकराझार में पत्रकारों को बताया कि राज्य में बीपीएफ-कांग्रेस गठबंधन अब मजबूत है और दोनों मिलकर चुनाव लड़ेंगे। उन्होंने कहा कि बीपीएफ आगामी चुनाव में 22 उम्मीदवार खड़ा करेगा। वर्तमान विधानसभा में उसके बारह सदस्य हैं। 126 सदस्यीय विधानसभा का कार्यकाल इस साल मई में समाप्त होने वाला है।

-----सीबीआई ने ब्रिटेन को एक पत्र भेजकर राष्ट्रमंडल खेलों में भ्रष्टाचार के आरोपी लंदन में रह रहे आशीष पटेल के वित्तीय लेन-देन का ब्यौरा मांगा है। अशीष पटेल ए एम फिल्म्स और ए एम वैंस के मालिक हैं। सीबीआई के अधिकारियों ने आयोजन समिति के कोषाध्यक्ष एम जयचन्द्रन को पटेल द्वारा भेजे गए ई-मेल को पकड़ा है जिससे इस बात की पुष्टि होती है कि आयोजन समिति के प्रमुख सुरेश कलमाड़ी को रिश्वत दी गई। पटेल द्वारा जांच में सहयोग नहीं देने के कारण सीबीआई को इस बारे में एक पत्र ब्रिटेन को लिखना पड़ा है।
-----बम्बई उच्च न्यायालय की खंडपीठ मुंबई हमलों के मामले में दोषी ठहराए गए पाकिस्तानी आतंकवादी अजमल अमिर कसाब की सजा की पुष्टि पर कल फैसला करेगी। नौ महीने पहले उसे इन हमलों का दोषी ठहराते हुए मौत की सजा सुनाई गई थी। इसके अलावा इन हमलों में मदद के आरोपी दो भारतीयों को बरी करने के निचली अदालत के फैसले के खिलाफ महाराष्ट सरकार की याचिका पर भी कल फैसला सुनाया जाएगा।
-----भारत ने लीबिया में हिंसा की घटनाओं के मद्देनजर अपने नागरिकों को वहां की यात्रा न करने की सलाह दी है। विदेश मंत्रालय द्वारा जारी बयान में कहा गया है कि भारत सरकार लीबिया में रह रहे 18 हजार लोगों पर निगाह रखे हुए है। राजधानी त्रिपोली में स्थित भारतीय दूतावास में भारतीयों की सहायता के लिए चौबीसों घंटे काम करने वाला एक नियंत्रण कक्ष खोला गया है। इससे पहले विदेशसचिव निरूपमा राव ने कहा था कि लीबिया में रह रहे सभी भारतीय और भारतीय कंपनियां सुरक्षित हैं।

-----मलेशिया एयरलाइंस के एक विमान को तकनीकी खराबी के कारण आज दिल्ली में इन्दिरा गांधी अन्तर्राष्ट्रीय हवाई अड्डे पर अचानक उतारना पड़ा। विमान में 158 यात्री और चालक दल के सदस्य सवार थे। हवाई अड्डे के सूत्रों ने बताया कि दिल्ली-क्वालालाम्पुर उड़ान संख्या 173 ने हवाई अड्डे से एक बजकर आठ मिनट पर उड़ान भरी लेकिन एक घंटे बाद पायलट को विमान में कुछ तकनीकी खराबी का पता चला और उसने वापस लौटने का फैसला किया। पायलट ने हवाई अड्डा अधिकारियों से आपात स्थिति में उतरने की अनुमति मांगी।

Ahead of the budget session of Parliament beginning tomorrow, the Prime Minister Dr. Manmohan Singh has said that the government is ready to discuss any issue with the Opposition in Parliament. Dr. Singh was talking to the media after attending the all party meeting convened by the Lok Sabha Speaker Mrs. Meira Kumar on the eve of Budget Session in New Delhi.
Talking to the media, Meira Kumar said that the government and opposition are still seriously discussing the issue of constituting a Joint Parliamentary Committee on the 2G Issue. She said when the matter will come before her and appropriate decision will be taken.
The Speaker said Leaders of the all parties are keen to run parliament smoothly. Senior BJP leader and Deputy leader in the Lok Sabha Mr. Gopinath Munde said that if the government wants to run Parliament smoothly, they should concede the opposition's demand of a JPC on Tuesday. The all party meeting was attended by the Leader of the House in the Lok Sabha Mr. Pranab Mukherjee, Parliamentary Affairs Minister, Mr. Pawan Kumar Bansal, Senior BJP Leader Mr. L K Advani, Deputy Leader of the BJP in the Lok Sabha Mr. Gopinath Munde, JDU leader Ram Sundar Das, CPI Leader Gurudas Dasgupta among others. The session will begin with the address by President Pratibha Devisingh Patil to a joint sitting of the two houses. Our parliamentary correspondent reports that the session is expected to be stormy with a big agenda of government business. The rail budget and the economic survey is to be presented on the 25th of this month and the general budget on the 28th.
With the government dropping hints that they are open to constituting a JPC on the 2G issue, there is optimism that the budget session could turn out out to be smooth affair. The opposition is also under pressure to allow the house to function, after the entire winter session was washed out due to the logjam on the scam. There are still several issues that could generate heat during this session. Price rise, internal security with focus on Maoist violence , situation in Jammu and Kashmir are some of them. Controversy surrounding the appointment of CVC besides the Telengana issue may also be figure prominently. On its part, the Government is keen to push legislations for taking forward the economic reforms with 31 bills to come up for consideration and passage. The adoption of the Women's reservation bill which has got the nod of the Rajya Sabha may see sharp division in the opposition ranks, with some of the parties making their stand clear. On corruption, the government has shown the will to crack down on those responsible with the arrests made by the CBI, it is now time for the opposition to take a call and act in the states where it is power and allegations of corruption have surfaced.

In Madhya Pradesh, the budget session of the state legislative assembly will begin in Bhopal tomorrow. The 47 day session will have 27 sittings. The state government will table about half a dozen bills during the session.

In Odisha, talks over the release of abducted Malkangiri district collector R V. Krishna and junior engineer P. M. Majhi remained inconclusive and will continue tomorrow. The talks were held in Bhubaneswar between senior state Government officials and Maoist interlocutors Prof G Haragopal and Prof R Someswara Rao. A third mediator, as demanded by the Maoists, social activist and trade union leader Dandapani Mohanty has also been called to the negoiation table. Odisha Home Secretary Upendra Nath Behera and Information and Public Relations Secretary Surendra Nath Tripathy are representing the Government in the discussion. Briefing a joint press conference, Home Secretary Behera said that one round of discussion has been held in a very congenial atmosphere. He said, the Odisha Government will not carryout combing operation till the process of talks is not over and similarly Maoists will not take any action hampering the talks process. The mediators have also agreed that Maoists will not block any roads in Odisha. He said the mediators have assured the Odisha Government during the talks that Krishna and Majhi are safe and healthy. The Maoists have made it clear that the talks can only be successful when jailed rebels Ganti Prasadam and Sriramulu Srinivas are released. Top Maoist leader Sabyasachi Panda has released a fresh audio cassette today justifying the abduction of Malkangiri district collector and has demanded the release of 668 people arrested by the police in the name of Maoists. Demanding the immediate release of abducted Malkangiri District Collector and junior engineer, a large number of tribals, including women and children today staged a rally and put up road blockade in Chitrakonda. An all-faith protest meeting was also held in Malkangiri today.

In Assam, the Bodoland People’s Front has decided to contest the next Assembly poll in the State in alliance with the ruling Congress. This was stated by the Chief Executive Member of the Bodoland Territorial Council Mr. Hagrama Mohilary while speaking to media persons at Kokrajhar. He said the BPF-Congress alliance in the State is still strong and will have a friendly contest.

Sacked Commonwealth Games Organising Committee chairman Suresh Kalmadi today demanded a JPC probe into all issues relating to the mega sporting event. In a statement on the eve of the start of the Budget Session of Parliament, Kalmadi claimed that he would resign as Member of Parliament in case any proof of him having taken even a single rupee surfaces. Kalmadi also said he was deeply pained and constrained at the alleged malicious campaign going on against him regarding the Commonwealth Games 2010.

Six thousand crore rupees are being earmarked to make cities slum-free across the country. The funds to be given under the Government's Rajiv Awas Yojana, RAY, will be used for construction of over two lakh houses. According to officials in the Ministry of Housing and Poverty Alleviation, the two room sets will be constructed at an estimated cost of three lakhs each. Launched in 2009, RAY is the flagship programme of UPA-II aimed to make India slum free. Under the scheme 50 per cent of the cost of construction will be borne by the Centre and the rest will be borne by the state government, the urban local body and the beneficiary. Our Correspondent reports, there is a shortage of over 25 million housing units in the country and the government intends to construct about 10 million houses under the RAY.

Pakistani singer Rahat Fateh Ali Khan and his manager Maroof have been slapped with a penalty of 15 lakh rupees each in connection with recovery of a huge amount of foreign currency from them which stands confiscated. Official sources said today, the duo were to board a Dubai flight when the sleuths of the Directorate of Revenue Intelligence detained them at Indira Gandhi International Airport in Delhi on February 13 with allegedly on undeclared amount of 1.24 lakh dollars and some other instruments too in foreign currency. They will be allowed to leave the country after they pay the penalty imposed on them by the Customs Department.

Libyan security forces opened fired on mourners at a funeral for anti-government protesters in the eastern city of Benghazi today. The action comes a day after commandos and foreign mercenaries loyal to longtime leader Moammar Gadhafi pummeled demonstrators with assault rifles and other heavy weaponry as well as knives. Libyan protesters defied a fierce crackdown by Gadhafi's regime, returning today to a square outside a court building in the flashpoint city of Benghazi to demand the overthrow of the ruler.

India today advised its nationals not to travel to Libya in view of the prevailing situation in that country. In a statement issued by the Ministry of External Affairs, it said that New Delhi is watching the situation as 18,000 thousand Indian's are living there. The embassy at Tripoli has set up a round the clock control room which can be contacted for further assistance. Earlier, the foreign secretary Nirupama Rao said that all nationals and Indian companies in Libya are safe. Libya has been rocked by unprecedented protests against the Gadhafi regime. It is reported around 100 people have died in the protests.

In Bahrain, thousands of anti-government protesters are camping in Manama’s Pearl Square after the army was ordered off the streets by the country’s Crown Prince yesterday. Reports say that Bahrain’s opposition presented its demands to the Gulf State’s crown prince, which include the release of all political prisoners, resignation of the government and talks on a new constitution. Meanwhile reports from Yemen say that the anti-government protests entered the 11th day. Protesters are seeking to oust long-time President Ali Abdullah Saleh, who has ruled the country for 32 years. In Morocco, several thousand people rallied in several cities today demanding political reform and limits on the powers of the king. Our Correspondent reports that over 2,000 people took to the streets of the capital Rabat, shouting, the people want change.
