 राष्ट्रपति प्रतिभा देवी सिंह पाटील ने कहा है कि सरकार भ्रष्टाचार की समस्या से निपटने और विदेशी बैंकों में जमा काले धन को वापस लाने के लिए कृत संकल्प है। संसद के बजट सत्र के पहले दिन दोनों सदनों की संयुक्त बैठक को सम्बोधित करते हुए श्रीमती पाटील ने कहा कि बढ़ती मुद्रा स्फीति पर काबू पाना और आर्थिक विकास की गति बनाए रखना सरकार की अन्य प्राथमिकताएं हैं। उन्होंने कहा कि जिन अन्य बातों पर विशेष ध्यान दिया जा रहा है, उनमें आंतरिक और बाहरी सुरक्षा के क्षेत्र में पूरी सतर्कता बरतना और ऐसी नीति अपनाना शामिल है, जिससे ये सुनिश्चित किया जा सके कि वैश्विक मंचों पर भारत की आवाज सुनी जाए और उसके हितों की रक्षा हो।
 भ्रष्टाचार से सख्ती से निपटने के लिए उठाए जा रहे कदमों की विस्तार से चर्चा करते हुए राष्ट्रपति ने कहा कि इस बारे में गठित मंत्री समूह जल्दी ही अपनी रिपोर्ट दे देगा।

यह समूह सार्वजनिक क्रय नीति तैयार करने और सार्वजनिक क्रय मानक निर्धारित करने मंत्रियों को प्रदत्त विवेकाधिकारों की समीक्षा कर उन्हें समाप्त करने, प्राकृतिक संसाधनों के दोहन के लिए खुली और प्रतिस्पर्धात्मक व्यवस्था प्रारंभ करने, भ्रष्टाचार के आरोपीं लोक सेवकों के विरूद्ध तीव्र गति से अभियोजन चलाने और उनके विरूद्ध कार्रवाई करने के लिए काूनन ने उचित संशोधन करने संबंधी मामलों पर विचार करेगा। उक्त समूह चुनाव पर होने वाले खर्च के लिए सरकार द्वारा वित्तीय सहायता दिये जाने के संबंध में भी विचार करे। मंत्री समूह की रिपोर्ट शीघ्र ही आने वाली है।
  विदेशी बैंकों में जमा काले धन पर गंभीर चिंता व्यक्त करते हुए श्रीमती पाटील ने कहा कि जिन देशों में भारतीय नागरिकों के पैसे जमा है, उनके साथ कर संबंधी उद्देश्यों के लिए सूचनाओं के आदान-प्रदान के लिए कदम उठाए गए हैं।

सरकार काले धन के दुष्प्रभाव संबंधी चिंताओं से सहमत हो। चाहे वो इमानदारी से की गई कमाई पर देय कर की चोरी से एकत्र किया गया धन हो या फिर गैर कानूनी तरीके से कमाया गया हो। मेरी सरकार इस समस्या को प्राथमिकता के आधार पर हल करने के लिए प्रतिबद्ध इसके लिए राज्य सरकार की एजेंसियों सहित कानून लागू करने वाली सभी एजेंसियों को गंभीर और निरंतर प्रयास करने होंगे।
 राष्ट्रपति ने कहा कि बीते वर्ष में बढ़ती मुद्रा स्फीति चिंता का विषय रही है और सरकार आम आदमी पर इसके प्रभाव और विकास की गति पर इसके असर को लेकर बहुत चिंतित है।

मुद्रास्फीति के प्रतिकूल प्रभावों से निपटने के लिए बड़ी संख्या में सक्रिय उपाय किए है। महत्वपूर्ण वस्तुओं की आपूर्ति में आने वाली बाधाओं को दूर करने के लिए आयात व्यवस्था को उदार बनाया गया। खाद्य तेल और दाल जैसे पदार्थों के निर्यात पर प्रतिबंध लगाया गया। सार्वजनिक वितरण प्रणाली के माध्यम से रियाती मूल्यों पर दालों की आपूर्ति की जा रही है। सार्वजनिक क्षेत्र की इकाईयों को निर्देश दिये गये है कि वे उपभोक्ताओं को सब्जियां उपलब्ध कराने के लिए और अधिक खुदरा बिकरी केंद्र स्थापित करें।
 राष्ट्रपति ने कहा कि राष्ट्रीय खाद्य सुरक्षा विधेयक के बारे में राज्यों के साथ विचार विमर्श किया जा रहा है, क्योंकि इसकी सफलता बहुत कुछ सार्वजनिक वितरण प्रणाली में सुधार के उनके प्रयासों पर निर्भर है। उन्होंने कहा कि इस समस्या का दीर्घकालिक उपाय यही होगा कि उत्पादन और उत्पादकता बढ़ाई जाए।
 श्रीमती पाटील ने किसानों को उनकी उपज का लाभकारी मूल्य सुनिश्चित करने की सरकार की वचनबद्धता दोहराई और कहा कि राज्यों को प्रोत्साहन देने और निवेश बढ़ाने के लिए ठोस उपाय किए जाएंगे।

पिछले वर्ष छह वर्षों की अवधि में धान का न्यूनतम समर्थन ५५० रूपये प्रति क्विंटल से बढ़ाकर एक हजार रूपये प्रति क्विंटल और गेहूं का न्यूनतम समर्थन मूल्य छह ६३० रूपये प्रति क्विंटल से बढ़ाकर ११०० रूपये प्रति क्विंटल किया गया। पिछले दो वर्षों के दौरान गन्ने के समर्थन मूल्यों में ५० प्रतिशत से अधिक की वृद्धि की गई। हम किसानों को रियायती दरों पर उर्वरकों की पूर्वी आपूर्ति के माध्यम से प्रोत्साहन देते आ रहे हैं। पोषक तत्व आधारित नई व्यवस्था से उर्वरकों के विवेकपूर्ण प्रयोग में वृद्धि होने की संभावना है।
 विकास की गति बनाए रखने के लिए उठाए गए कदमों पर प्रकाश डालते हुए राष्ट्रपति ने कहा कि सरकार बुनियादी ढांचा विकास पर विशेष ध्यान दे रही है।  ११वीं योजना में इस क्षेत्र में २० लाख करोड़ रूपये का निवेश किया गया।
१२वी पंचवर्षीय योजना में इसे निजी क्षेत्र की भागीदारी से दोगुना करने का प्रस्ताव है।
 विभिन्न क्षेत्रों में हुई प्रगति की चर्चा करते हुए श्रीमती पाटील ने बिजली के क्षेत्र में हुए सुधारों, दूरसंचार क्षेत्र के तेजी से हुए विस्तार और निर्यात को बढ़ावा देने के लिए बनाए गए विशेष आर्थिक क्षेत्रों का जिक्र किया।
 महिला आरक्षण विधेयक के बारे में श्रीमती पाटील ने आशा व्यक्त की कि लोकसभा इसे पारित कर देगी, राज्यसभा इसे पहले ही मंजूर कर चुकी है। इस विधेयक में संसद और राज्य विधान मंडलों में महिलाओं के लिए ३३ प्रतिशत आरक्षण की व्यवस्था है। उन्होंने कहा कि कार्यस्थलों पर महिलाओं की यौन शोषण से सुरक्षा और बच्चों की भी इसी तरह के शोषण से सुरक्षा के दो विधेयक संसद में पेश किए जा रहे हैं।
 देश के कुछ हिस्सों में हिंसा की घटनाओं की चर्चा करते हुए श्रीमती पाटिल ने कहा कि सुरक्षा व्यवस्था में सुधार किया गया है। राज्य पुलिस और अर्धसैनिक बलों को बेहतर प्रशिक्षण और बुनियादी सुविधाएं दी गई हैं।
 पाकिस्तान के साथ संबंधों के बारे में राष्ट्रपति ने कहा कि भारत सभी मुद्दों का सार्थक बातचीत के जरिए शांतिपूर्ण हल करना चाहता है, बशर्तें कि पाकिस्तान अपनी जमीन का इस्तेमाल भारत के ख़िलाफ आतंकवादी गतिविधियों के लिए न होने दे। मिस्र की घटनाओं के बारे में श्रीमती पाटील ने कहा कि भारत अन्य देशों में लोकतंत्र की स्थापना का स्वागत करता है।
 बड़ी ताकतों के साथ संबंधों के बारे में श्रीमती पाटिल ने कहा कि भारत अपने हितों को देखते हुए इन संबंधों का पूरा लाभ उठाने के लिए काम करता रहेगा। उन्होंने कहा कि दो वर्ष की अवधि के लिए संयुक्त राष्ट्र सुरक्षा परिषद का सदस्य होने के नाते भारत शांति, विकास और सुरक्षा के लिए काम करेगा।

 श्रीमती पाटिल ने कहा कि सरकार एक लाख या उससे अधिक की आबादी वाले सभी शहरों में प्राइवेट एफएम रेडियो सेवाओं का विस्तार करेगी।

मेरी सरकार का प्रस्ताव है कि एक लाख और उससे अधिक की जनसंख्या वाले शहरों तक निजी एफ रेडियो सेवा उपलब्ध कराई जाए। २८३ शहरों में कुल ८०६ नए एफएफ रेडियो चेनल स्थापित करने का प्रस्ताव है। इसके अलावा जम्मू और कश्मीर पूर्वोत्तर राज्यों तथा द्वीप समूहों में भावी एफएम रेडियो को बढ़ावा देने का भी प्रस्ताव है।

 संसद के केन्द्रीय कक्ष में राष्ट्रपति के अभिभाषण के बाद तेलंगाना क्षेत्र के कांग्रेस सांसदों ने अलग तेलंगाना राज्य के गठन की मांग को लेकर नारे लगाए। करीब १२ सांसद हाथों में तख्तियां लिए अपनी सीटों पर खड़े हो गए और तब तक नारे लगाते रहे जबतक राष्ट्रपति वहां से चली नहीं गयीं। इन तख्तियों पर श्रीमती सोनिया गांधी की तस्वीरों के साथ जय कांग्रेस, जय तेलंगाना के नारे लिखे हुए थे।

 संसद के दोनों सदनों की कार्यवाही पिछले सत्र के बाद दिवंगत हुए पूर्व सदस्यों को श्रद्धांजलि अर्पित करने के बाद कल तक के लिए स्थगित हो गई। सदस्यों ने जाने-माने हिन्दुस्तानी शास्त्रीय गायक भारतरत्न पंडित भीमसेन जोशी को भी श्रद्धांजलि दी।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि संसद का बजट सत्र काफी महत्वपूर्ण है और उम्मीद जतायी है कि सत्र के दौरान कार्यवाही शांतिपूर्ण और सार्थक रहेगी। बजट सत्र के मौके पर संसद पहुुंचने के बाद प्रधानमंत्री ने कहा कि इस सत्र के दौरान संसद के दोनों सदनों में बजट पर बहस की जानी है और इसे पारित किया जाना है। उन्होंने कहा कि इसके अलावा और भी कई महत्वपूर्ण विधायी कार्य किये जाने हैं।

 बम्बई उच्च न्यायालय ने मुम्बई आतंकी हमले के एक मात्र जीवित बचे  पाकिस्तानी आतंकवादी अजमल आमीर कसाब की मौत की सजा बरकरार रखी है। न्यायमूर्ति रंजना देसाई और न्यायमूर्ति आर वी मोरे की खंडपीठ ने अपने फैसले में मामले को दुर्लभ में दुर्लभतम बताते हुए कहा कि उसका पक्की तौर पर मानना है कि कसाब को मौत से कम की सजा नहीं दी जा सकती। हमारी संवाददाता ने खबर दी है कि न्यायमूर्ति देसाई ने कसाब को बताया कि उसकी मौत की सजा बरकरार रखी गयी है और वह इस फैसले के खिलाफ उच्चतम न्यायालय में जा सकता है।

अदालत से बाहर आते ही अभियोजन पक्ष के वकील उज्जवल निगम ने उंगलियों से जीत का इशारा करते हुए वहां मौजूद पत्रकारों को संबोधित किया। निगम शुरू से ही कहते रहे है कि २६/११ जैसे क्रूक हमले को अंजाम देने के लिए कसाब कड़ी से कड़ी सजा का हकदार है। अदालत ने कसाब की मौत की सजा को बरकरार रखते हुए उसे साजिश रचने, देश के खिलाफ जंग छेड़ने और कई हत्याओं जैसे आरोपों का दोषी करार दिया। न्यायमूर्ति रंजना देसाई ने खंडपीठ को पढ़ते हुए कहा, कसाब ने अपनी गिरफ्तारी के बाद किसी भी तरह का पश्चाताप जाहिर नहीं किया और अदालत ने यह भी देखा कि उसने वीडियो कॉन्फ्रेंसेस के दौरान भी खुद में सुधार लाने का कोई संकेत नहीं दिया। न्यायमूर्ति देसाई ने आगे कहा कि अगर अदालत कसाब को मौत से कम किसी भी तरह की सजा देगी तो इससे समाज में गलत संदेश पहुंचेगा।

 मुम्बई आतंकवादी हमले के एकमात्र जीवित बचे आतंकवादी कसाब पर मुम्बई की एक विशेष अदालत ने पिछले साल भारत के खिलाफ युद्ध छेड़ने सहित चार मामलों में मौत की सजा और पांच अन्य मामलों में आजीवन कारावास की सजा सुनाई थी। मुम्बई आतंकी हमले में १६६ लोग मारे गए थे।
 हमलों में आरोपी दो भारतीयों- फहिम अंसारी और सबाऊद्दीन अहमद को बरी किए जाने के निचली अदालत के फैसले के खिलाफ महाराष्ट्र सरकार द्वारा दायर याचिका को खारिज कर दिया। अंसारी और अहमद को निचली अदालत ने पर्याप्त सबूतों के अभाव में बरी कर दिया था। सरकारी वकील उज्ज्वल निकम ने कहा कि महाराष्ट्र सरकार इस फैसले के खिलाफ उच्चतम न्यायालय में अपील के बारे में फैसला करेगी।
 इस बीच महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चव्हाण ने मुम्बई में कहा है कि सरकार फहीम अंसारी और सबाउद्दीन अहमद को बरी करने के बम्बई उच्च न्यायालय के फैसले के खिलाफ अपील करेगी। उन्होंने कहा कि इस बारे में उन्होंने सरकारी वकील उज्ज्वल निकम से बातचीत की है। श्री चव्हाण ने केन्द्र सरकार से भी अपील की कि वह मुम्बई आतंकी हमलों की साजिश बेनकाब करने और इसके सभी दोषियों को सजा दिलाने के लिए पाकिस्तान पर अन्तर्राष्ट्रीय दबाव बनाये।
 गृहमंत्री पी चिदम्बरम ने कहा है कि आतंकवादी कसाब के बारे में बम्बई उच्च न्यायालय के फैसले से देश की कानूनी व्यवस्था की मजबूती साबित होती है। संसद के बाहर पत्रकारों से बातचीत में श्री चिदम्बरम ने कहा कि अदालत का फैसला समय पर आया है।
 भारतीय जनता पार्टी ने कसाब की मौत की सजा बरकरार रखने के फैसले का स्वागत किया है। संसद के बाहर पत्रकारों से बातचीत में पार्टी प्रवक्ता प्रकाश जावड़ेकर ने सरकार मामले में कैेस सजा दिलायेगी, इस पर अपनी आशंकाएं जाहिर की।

 ओड़ीशा में अपहृत मलकानगिरी के जिला कलैक्टर आर.वी. कृष्णा और जूनियर इंजीनियर पी.एम मांझी को माओवादियों के चंगुल से छुड़ाने के सिलसिले में भुवनेश्वर में आज सुबह वार्ताकारों और सरकार के बीच दूसरे दौर की बातचीत शुरू हुई। माओवादियों की मांग के मुताबिक बातचीत में तीसरे वार्ताकार के रूप में सामाजिक कार्यकर्ता और श्रमिक नेता दंडपाणि मोहन्ती को भी शामिल किया गया है। राज्य के गृहसचिव उपेन्द्रनाथ बेहरा और सूचना तथा जनसम्पर्क सचिव सुरेन्द्र नाथ त्रिपाठी इस बातचीत में राज्य सरकार प्रतिनिधित्व कर रहे हैं।
 गृह सचिव बेहरा ने कहा कि पहले दौर की वार्ता बहुत ही अनुकूल वातावरण में सम्पन्न हुई। इससे पहले उन्होंने कहा था कि जब तक बातचीत का दौर चल रहा है, ओड़ीशा सरकार माओवादियों के खिलाफ तलाशी अभियान बंद रखेगी और इसी तरह माओवादियों ने भी वादा किया है कि वे ऐसा कुछ नहीं करेंगे, जिसका वार्ता पर प्रतिकूल असर पड़े।
 श्री बेहरा ने कहा कि वार्ताकारों ने सरकार को आश्वासन दिया है कि जब तक बातचीत पूरी नहीं हो जाती अगवा किये गये दोनों अधिकारी पूरी तरह से सुरक्षित रहेंगे। अगवा किए गए जूनियर इंजीनियर की माता और छोटा भाई कल वार्ताकारों से मिले थे और श्री माझी को जल्द छुड़वाने का अनुरोध किया था।
 इस बीच, दोनों की रिहाई के लिए सीपीआई माओवादियों की ओडीशा कमेटी ने आज बंद का एलान किया है। हमारे संवाददाता ने खबर दी है कि बंद का कई जिलो में असर पड़ा है।

राज्य के माओवादी प्रभावित मल्लकानगिरी, गजापति, कोरापुट और कंधमाल जिले में जनजीवन प्रभावित हुआ है। भुवेनेवर में पत्रकार से बातचीत करते हुए विश्व हिंदु परिषद के महासचिव प्रवीण तोगडिया ने राज्य सरकार माओवादियों के सामने न झुकने की सलाह दी। उन्होंने कहा कि इससे देश की माओवादियों की सशस्त्र आंदोलन को बढ़ावा मिला। इस बीच माओ नेता घंटी प्रसाद जिनको सरकार के साथ बातचीत में शामिल होने के लिए माओवादी चाह रहे है। उनकी जमानत अर्जी उड़ीसा हाईकोट में दाखिल हुआ है। इस तरह माओ नेता श्री रामलु श्रीनिवास का जमानत अर्जी पर कल मल्लकानगिरी फास्ट ट्रेक कोर्ट में सुनवाई होगी।

 बहरीन में, मनामा में सेना को सड़क से हटाने के शहजादा के आदेश के बावजूद पर्ल स्क्वेयर पर सरकार विरोधी हजारों प्रदर्शनकारी अभी भी जमा हैं। खबरों में बताया गया है कि विपक्ष ने अपनी मांगे शहजादा के सामने रखीं हैं। हमारे संवाददाता ने बताया कि मांगों में सभी राजनीतिक बंदियों की रिहाई, सरकार के इस्तीफे की मांग, प्रदर्शनकारियों की मौत की जांच और नये संविधान के लिए बातचीत शुरू करना शामिल है।

यहां बहरीन में प्रदर्शनकारी पर्ल चौक पर अपनी मांगों के समर्थन में जमा है तो विपक्षी पार्टियों ने अपनी मांगे सरकार के सामने रखी है। इस बीच सरकार विरोधी प्रदर्शनों ने लीबिया को अपनी चपेट में ले लिया है, जहां जनहानि की खबरे है। यमन मुरक को और एल्जीरिया में भी सरकारों के खिलाफ प्रदर्शन हो रहे हैं। जन असंतोष को फैलने से रोकने के लिए कई देश अपने स्तर पर प्रयास भी कर रहे हैं। जॉर्डन के शासक किंग अब्दुल्ला ने तुरंत और सच्चे राजनीतिक सुधारों की बात कहीं है तो उमान में अपने क्षेत्र के कर्मचारियों का न्यूनतम वेतन ४३ प्रतिशत बढ़ाने की घोषणा की है और इराक की कैबिनेट ने मंत्रियों को आदेश दिया है कि वह प्रदर्शनकारियों के साथ मिलकर भ्रष्टाचार, बिजली और खाद्य पदार्थों की कमी जैसे मसलों पर बातचीत करे।

 पिछले सप्ताह प्रदर्शनकारियों पर सुरक्षाबलों की कार्रवाई में छह लोग मारे गये थे और कई घायल हो गये थे। इसके बाद बहरीन के शहजादा और सेना के डिप्टी सुप्रीम कंमाडर शेख सलमान बिन हामिद अल खलीफा ने टेलीविजन पर प्रसारित संबोधन में लोगों से शांति बनाये रखने और वार्ता शुरू करने की अपील की।

 अमरीका की विदेश मंत्री हिलेरी क्लिंटन ने बहरीन से कहा है कि वो सरकार विरोधी प्रदर्शनकारियों से निपटने में संयम बरते। अमरीका के विदेश मंत्रालय ने बताया कि सुश्री क्लिंटन ने सऊदी अरब के विदेश मंत्री शहजादा सऊद अल फैसल से क्षेत्र की ताजा स्थिति के बारे में टेलीफोन पर बातचीत की। सुश्री क्लिंटन ने कहा कि अमरीका ने बहरीन के शहजादा सलमान बिन अहमद अल खलीफा की बहरीन के लोगों के साथ बातचीत करने की पहल का स्वागत किया है। उन्होंने उम्मीद जतायी कि बहरीन के पश्चिम एशिया और पूरी दुनिया के दोस्त इस पहल का स्वागत करेंगे, क्योंकि इससे बहरीन की स्थिरता को कायम रखने में मदद मिलेगी और साथ ही साथ वहां के लोगों की आकांक्षाएं भी पूरी होंगी।

 दिल्ली की एक अदालत ने दो दशक पुराने बोफोर्स रिश्वत मामले में इटली के व्यापारी ओतावियो क्वात्रोकी के खिलाफ मामला समाप्त करने के सीबीआई के अनुरोध पर अपना फैसला अगले महीने तक स्थगित कर दिया है। मुख्य मेट्रोपोलिटियन मजिस्ट्रेट विनोद यादव ने सीबीआई की इस याचिका पर अपने फैसले के लिए चार मार्च का दिन तय किया है। सीबीआई ने अक्तूबर २००९ में क्वात्रोकी के खिलाफ मामला वापस लेने के लिए अदालत से अनुमति मांगी थी।

 केन्द्रीय जांच ब्यूरो ने आज चेन्नई में पूर्व स्वास्थ्य मंत्री अम्बुमणि रामदॉस के विशेष अधिकारी टी.एस. राममूर्ति के आवास पर छापा मारा।  जब डॉक्टर अम्बुमणि रामदॉस केन्द्रीय स्वास्थ्य मंत्री थे उस समय इन्दौर में एक निजी मेडीकल कालेज को अनुमति दी गयी थी। इसी सिललिसे में जांच एजेंसी ने श्री राममूर्ति के आवासों पर छापे मारे।

 सीबीआई सूत्रों ने कहा है कि डी एस मूर्ति के आवास पर मारे गये छापे में नई दिल्ली से पहुंचीं सीबीआई की चार सदस्यीय टीम भी शामिल थी।

 मध्यप्रदेश में भोपाल में राज्यपाल रामेश्वर ठाकुर के अभिभाषण से विधानसभा का बजट सत्र शुरू हुआ। हमारे संवाद्दाता ने बताया है कि ४७ दिन तक चलने वाले इस सत्र में सदन की कुल २७ बैठकें होंगी।

अपने संबोधन में राजपाल रामेश्वर ठाकुर ने कहा कि राज्य सरकार प्रदेश के पाला प्रभावित किसानों को तत्परता के साथ राहत पहुंचाने का कार्य कर रही है। श्री ठाकुर ने कहा कि राज्य सरकार ने अगले वित्त वर्ष से एक प्रतिशत की ब्याजदर पर अल्पकालिक कृषि ऋण उपलब्ध कराने का फैसला किया है। राज्य सरकार २०११-१२ के लिए अपना आम बजट गुरूवार को प्रस्तुत करेगी। सत्र के दौरान करीब आधा दर्जन विधेयक भी पेश करेगी। मुख्य विपक्षी दल कांग्रेस पहले ही घोषणा कर चुकी है कि वो राज्य के विभिन्न भागों में किसानों द्वारा आत्म हत्याएं किये जाने, पाला प्रभावितों को मुआवजा वितरण में देरी, सरकार हलकों में भ्रष्टाचार और राज्य की बिगड़ती कानून व्यवस्था का मुद्दा जोर-शोर से सदन में उठाएगी।

 आज अंतर्राष्ट्रीय मातृभाषा दिवस मनाया जा रहा है।  १९९९ में यूनेस्को ने हर वर्ष २१ फरवरी को अंतर्राष्ट्रीय मातृभाषा दिवस के रूप में मनाने का फैसला किया था। भाषायी अल्पसंख्यक आयुक्त के अनुसार भारत के अधिकतर लोग कम से कम २३४ मातृभाषाएं बोलते हैं। हमारे संवाददाता ने खबर दी है कि उत्तर प्रदेश में इलाहाबाद में एक संगोष्ठी का आयोजन किया गया है।

The President Mrs Pratiba Devi Singh Patil today asserted that the Government stood committed to tackling the menace of corruption and bringing back the black money stashed in Foreign banks. In her address to the Joint sitting of Budget session of Parliament, Mrs Patil said combating inflation and maintaining the economic growth momentum are among the other top priorities of the Government.

Dealing at length on the steps taken to take corruption head- on, the President said, that a Group of Ministers constituted to address the issue will submit its report soon.

Expressing serious concern over black money stashed in foreign banks, Mrs. Patil said, steps have been taken to facilitate the exchange of information for tax purposes with countries and entities where Indian national may have parked their money.

Stating that inflation had been a problem in the past year, the President said that the government was deeply concerned over the adverse impact of inflation on the common man and the threat it posed to the growth momentum.

The President said, that states were being consulted on the National Food Security Bill as its success hinged critically on their commitment to reforms in the public distribution system. She said, the long term solution of the problem lies in increasing productivity and production in agriculture. Mrs Patil renewed the Government's commitment to ensure remunerative prices to farmers for their produce and noted that concrete measures will be in place to augment investment and provide incentives to the states.

The President said, that the government proposed to extend the coverage of private FM radio services to all cities with a population of one lakh and above.

Talking about the strides made in different sectors, Pratibha Patil referred to reforms in power sector,  rapid expansion in telecom , energy security and setting up of special economic zones for promoting exports.

On the commitment to gender equity, Mrs Patil expressed the hope that the women reservation bill would  be passed by the Lok Sabha as it has got the nod of the Rajya Sabha. The bill provides for 33 per cent reservation for women in Parliament and State Legislatures. She said a Bill to protect women against sexual harassment at the work place and another bill to protect children from such offences is being introduced in parliament.

The Prime Minister Dr. Manmohan Singh today said the Budget session of Parliament is very crucial and hoped that the proceedings will be peaceful and productive. On his arrival at the Parliament House this morning for the Budget session, the Prime Minister said, the budget has to be debated and passed by the two Houses of Parliament during this session.

The Bombay High Court today upheld the death sentence of the Pakistani terrorist Ajmal Kasab, nine months after he was pronounced guilty of perpetrating the 26/11 Mumbai terror attack. The division bench of Justices Ranjana Desai and R V More observed that there was no scope for reform or rehabilitation of the convicted accused. The court said that this was a rare case and the court could not be more confident than it is today that the death penalty must be given.

The court upheld Kasab’s conviction on all charges including multiple murders, conspiracy and waging war against the nation. Justice Ranjana Desai said while reading the judgement for the bench that Kasab had never shown any remorse after his arrest and the judges have observed via video-conferencing that he has not shown any signs of regret. Justice Desai also said that harsh penalty of death is required in some cases specially this one and the court would be sending a wrong signal to society if any penalty less than death is given. This was the fourth time that Kasab had watched the proceedings through video-conferencing. Today he was quiet and there was no reaction when he came to know that his death sentence was upheld. On earlier occasions, he spat on the camera, yawned, grinned and dozed off while the proceedings were on. Justice Desai told Kasab that he can appeal before the Supreme Court against the verdict. His lawyer Farhana Shah said that they will ask Kasab if he wishes to challenge the verdict in the Supreme Court.

The High Court also dismissed the Maharashtra state's appeal and upheld the acquittal of Faheem Ansari and Sabauddin Ahmed, accused of aiding the terrorists. Both the accused had been acquitted by the trial court on May 6 on the ground of doubtful evidence.  Public prosecutor Ujjawal Nikam said that Maharashtra government will decide on challenging this verdict in the Supreme Court.

The Home Minister, Mr.  P. Chidambaram has said that  the Mumbai High Court decision on 26/11 convict Pak terrorist Kasab is a tribute to the country's legal system.  Talking to reporters  outside Parliament, Mr. Chidambaram called it as a timely delivery of justice.

Expressing unhappiness over the acquittal of two Indians accused in the 26/11 case by the Bombay High Court, Maharashtra Chief Minister Prithviraj Chavan today said his government will file an appeal against the judgement. The Chief Minister said in Mumbai that, he discussed the matter with government pleader Ujjwal Nikam and the government will appeal against the acquittal of the two accused persons in the Supreme Court.

In Odisha, the second round of negotiations between the interlocutors and the government for the release of abducted Malkangiri District Collector  RV Krishna and Junior Engineer PM Majhi started this morning in Bhubaneshwar. A third mediator, social activist and trade union leader Dandapani Mohanty has also been roped-in to the process as demanded by the Maoists. The Odisha Home Secretary Upendra Nath Behera and Information and Public Relations Secretary Surendra Nath Tripathy are representing the state government in the talks.

Home Secretary Behera said that the first round of discussion has been held in a very congenial atmosphere.  He earlier said, that the Odisha government will stop combing operation till the conclusion of talks and similarly the Maoists have said, they will not take any action that could hamper the talks. He said, the mediators gave an assurance during the talks that Mr Krishna and Mr Majhi were safe and healthy.

The mother and younger brother of abducted junior engineer had met the mediators yesterday seeking that early release of Mr Majhi.

In Andhra Pradesh, tension prevailed near Osmania University in Hyderabad today following a mild lathi charge on students when they were trying to take out a Chalo Assembly rally. Responding to a call given by the Osmania University Student’s Join Action Committee, a large number of students in three batches tried to reach Assembly in a procession demanding that the Government introduce a bill for carving out a Telangana State in the budget session of Parliament. According to police, one student was injured when the police resorted to mild lathi charge following stone pelting.

In Chennai, the CBI raided the house of Mr.T.S. Ramamurthy, special officer to former Union Health Minister Dr. Anbumani Ramadoss today. The raids have been conducted in the residence of Mr.Ramamurthy in connection with granting permission to a private medical college in Indore when Dr. Anbumani Ramadoss was minister in the Union Cabinet. CBI sources said, a four-member CBI team from Delhi was involved in the searches at the residence of D S Murthy, also a former Intelligence officer.

In Bahrain, thousands of anti-government protesters are camping at the Manama’s Pearl Square after the army was ordered off the streets by the country’s Crown Prince. Reports say Bahrain’s opposition presented its demands to the crown prince, which include the release of all political prisoners, resignation of the government,  investigations into the deaths of protesters and talks for a new constitution. Opposition groups and anti-government protesters in Bahrain say their demands must be met before they enter talks.

Meanwhile, reports from Yemen say protests continue in the country with hundreds of students demonstrating in Sanaa, seeking to oust President Ali Abdullah Saleh, who has ruled the country for 32 years. President Ali Abdullah has offered to talks with protestors while opposition vowed to join the protests. Around 100 supporters of President Saleh also staged a counter-protest across the street.  In Iraq, hundreds of demonstrators took to the streets of west Iraq's Ramadi city yesterday demanding the resignation of the Province's Governor and action against corrupt elements in the State offices.

While demonstrators are camping at Manama’s pearl square calling for sweeping political reforms, the opposition parties have asked government to accept their demands. Meanwhile the wave of unrest has severely hit Libya, resulting major causalities and the demonstrations are continuing in Yemen, Morocco and Algeria.

While each uprising has its own dynamics all protesters seem united by frustration over lack of political participation and economic hardships.

In their attempts to quell the discontent, rulers in the region are announcing economic and political concessions. King Abdullah of Jordan has called for quick and real political reforms, Oman has increased the minimum salary of its private sector workers by 43 percent and Iraqi cabinet has ordered the ministers to visit demonstrators to soothe anger over corruption, shortages of food and electricity and other issues.

The US Secretary of State Hillary Clinton today asked Bahrain to observe restraint amid rising tensions due to anti-regime protests in the country. Official sources said, Ms. Clinton telephonically discussed the situation in the region with Saudi Arab's Foreign Minister Prince Saud al-Faisal. Ms. Clinton noted that the US had welcomed steps by Bahraini Crown Prince Selman bin Hamad al-Khalifa to initiate a meaningful dialogue with the full spectrum of Bahraini society.

The United States has expressed grave concern over the current situation in Libya. Speaking in Washington, the US State Department spokesman, P J Crowley said, the United States is gravely concerned with disturbing reports and images coming out of Libya. He said, the US has raised with a number of Libyan officials, including Libyan Foreign Minister Musa Kusa, its strong objections to the use of lethal force against peaceful demonstrators.

In Madhya Pradesh, the budget session of the state legislative assembly began with the address of Governor Rameshwar Thakur in Bhopal today.  Our Bhopal correspondent reports that during the 47 day session the House will have 27 sittings.

The state government will present its general budget for the year 2011-12 on Thursday. It is expected to introduce about half a dozen bills during the session. The session is likely to be stormy as the main opposition party Congress has already said that it will raise issues like suicides by farmers in the different parts of the state, late distribution of compensation to the situation of law and order in the State.

In Andaman and Nicobar Islands, the three-day long Indian Panorama film festival concluded last evening with the screening of the super hit film Three Idiots, by  Rajkumar Hirani's.  AIR Correspondent reports, that the film festival organized for the first time in the islands by the Directorate of Film Festivals in association with the Island administration evoked a very good response among the islanders.

The Islanders were very enthusiastic towards the first ever film festival in the islands. A large number of people from different parts of the city gathered at the festival venues since last morning to watch the national award winning films, Goudam, Ghosh's Bangal Film, Moneer Manush, Amithab Bachan's Paa and rajkumar Hirani's box office hit 3 Idiots. During the screening of the film 3 idiots in the packed hall, the audience got the rare opportunity of interacting with their favorites star, Sharman Joshi who acted in the film as one of the three idiots. The audience expressed their desire to have such festivals regularly in these remote islands which  do not have any cinema hall to provided entertainment. Though the festival officially ended yesterday, a special beach screening will be held this evening at internationally renowned Radha nagar beach in have lock island.

International Mother Language day is being celebrated today.  In 1999 UNESCO had decided to observe 21st February every year as International Mother Language day. According to the commissioner for Linguistic Minorities,  at least 234 Mother Tongues  are being used by the Indians.  Many other mother tongues are also in use but the number of speakers is  less than ten thousand. According to a UNESCO report,  196 mother languages in India have been identified as endangered mother languages. Out of these 196 languages, 56 are from the non eighth schedule languages.

In the Philippines, nearly one thousand people have been evacuated following a volcanic eruption in the central parts of the country.  The Philippine Institute of Volcanology and Seismology said ash from the eruption on mount Bulusan has hit an high of two kilometers. Officials said volcanic ash has fallen most on the towns of Casiguran and Juban.  Mount Bulusan is the highest peak in Sorsogon and covers a land area of 3,672 hectares. The volcano had  been spewing ash and steam since December last year.

The Annual pilgrimage to the Holy Cave Shrine of Amarnath Ji in South Kashmir would start on June 29 and will conclude on August 13 on the occasion of Raksha Bandhan and Shravana Purnima. A decision to this effect was taken in a meeting of Shri Amarnath Shrine Board.

The Shrine Board also decided to enhance the Heli capacity for the pilgrims during this year’s yatra and reduced the one way fare from Pahalgam to Panjtarni from last year’s 3,800 to 3,495 rupees this year per adult passenger and from Rs. 1,900 to 1,745 rupees for children in the age group of two to 12 years.
