• विशेष अदालत ने साबरमती रेल अग्निकांड के सिलसिले में ११ दोषियों को मृत्युदंड और २० अन्य को आजीवन कारावास की सजा सुनाई।

 अहमदाबाद की विशेष फास्ट ट्रैक अदालत ने २००२ के गोधरा रेल अग्निकांड के सिलसिले में ११ दोषियों को मृत्युदंड और २० को आजीवन कारावास की सजा सुनाई है। विशेष अदालत ने इस मामले में ३१ अभियुक्तों को दोषी ठहराने और ६२ लोगों को बरी करने के बाद सजा के बारे में अपना फैसला सुरक्षित रखा था। विशेष जज पी आर पटेल ने फैसला सुनाते हुए इसे बेहद जघन्य अपराध बताया। विशेष अदालत ने ३१ लोगों को, २७ फरवरी २००२ को गोधरा रेलवे स्टेशन के पास साबरमती एक्सप्रेस के एस-छह डिब्बे में आग लगाने की पूर्व नियोजित साजिश का दोषी करार दिया था। हमारे संवाददाता ने खबर दी है कि अहमदाबाद की कड़ी सुरक्षा वाली साबरमती सेंट्रल जेल में अदालत की विशेष बैठक में आज सजा की घोषणा की गई।

इससे पहले २५ फरवरी को हुई सुनवाई में सरकारी वकील जे.एम. पंचाल ने यह केस को रेयरस्ट ऑफ द रेयर मानते हुए सभी को मौत की सजा सुनाने की मांग की थी, जबकि बचाव पक्ष के वकील श्री मुंशी ने यह हादसे को श्रणिक आवेश का परिणाम बताकर सभी आरोपियों को उनकी भूमिका के अनुरूप अधिकतम आजीवन कैद की सजा की मांग की थी। नौ साल पुराने इस केस में ६२ आरोपियों को छोड़ दिया गया है, लेकिन ३१ आरोपियों को मिली सजा से गोधरा के इन हत्या कांड में मारे जाने वाले लोगों के परिजनों जरूरत राहत महसूस भी होगी।

विधि मंत्री वीरप्पा मोइली ने गोधरा मामले में फैसले पर संतोष व्यक्त किया है। लेकिन उन्होंने कहा है कि गोधरा कांड के बाद हुए दंगों को किसी भी तरह से उचित नहीं ठहराया जा सकता।
भारतीय जनता पार्टी ने भी इस फैसले का स्वागत किया है। संसद के बाहर संवाददाताओं से बातचीत में पार्टी नेता वेंकयानायडू ने कहा कि ये फैसला ऐसे लोगों के लिए सबक होगा जो इस तरह के जघन्य अपराध करते हैं।

मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि फैसले को ऊपरी अदालत में चुनौती दिए जाने की संभावना है। पार्टी नेता सीताराम येचुरी ने कहा कि गोधरा कांड के बाद हुए दंगों के मामलों को भी तेजी से निपटाया जाना चाहिए और उनपर जल्दी फैसला आना चाहिए।

भारतीय जनता पार्टी ने १९८४ के दंगों के दौरान हरियाणा के रेवाड़ी जिले में ३० से अधिक सिखों की कथित हत्या पर संसद में बहस की मांग की है। संसद के बाहर संवाददाताओं से बातचीत में भाजपा के नेता एस एस आहलूवालिया ने हरियाणा के चिल्लर गांव में ३२ सिखों को कथित रूप से जिंदा जलाए जाने की घटना की जांच की मांग की।
शिरोमणि अकाली दल ने इस मुद्दे पर गृहमंत्री के बयान की मांग की है। पार्टी महासचिव बलविंदर सिंह पोंडर ने कहा कि मामले की जांच के लिए संसदीय समिति बनाई जानी चाहिए।

उच्चतम न्यायालय ने २ जी स्पैक्ट्रम विवाद की जांच पर संतोष व्यक्त किया है। सीबीआई ने न्यायालय को बताया कि दस दूरसंचार कम्पनियों के प्रायोजकों और मुख्य कार्यकारी अधिकारियों सहित ६३ व्यक्तियों की इस सिलसिले में जांच की जा रही है। इस मुकदमें की एक पक्षकार केन्द्र सरकार ने न्यायमूर्ति जी.एस.सिंघवी और ए.के. गांगुली की पीठ को सूचित किया कि वो २ जी मामले में आरोपित व्यक्तियों पर मुकदमा चलाने के लिए विशेष अदालत के गठन के पक्ष में है। विधि मंत्री ने दिल्ली उच्च न्यायालय के मुख्य न्यायाधीश को पत्र लिखकर अनुरोध किया है कि वे एक अदालत का गठन करें और उसके लिए न्यायाधीश का चुनाव करें। अतिरिक्त महाधिवक्ता इंदिरा जयसिंह ने पीठ को यह जानकारी दी। सीबीआई की ओर से पेश वरिष्ठ वकील के.के.वेणुगोपाल ने जांच में हुई प्रगति के बारे में बताया और बंद लिफाफे में प्रगति रिपोर्ट अदालत को सौंप दी।
उच्चतम न्यायालय की पीठ ने सीबीआई और प्रवर्तन निदेशालय को निर्देश दिया है कि वे दस मार्च तक जांच रिपोर्ट पेश करें। अगली सुनवाई १५ मार्च को तय की गई है।इस बीच टाटा कम्पनी समूह के वकील हरीश साल्वे ने बंद कमरे में सुनवाई की अपील की। न्यायालय ने सीबीआई को छानबीन की पूरी आजादी देते हुए सरकार को निर्देश दिया कि स्पैक्ट्रम विवाद के आरोपित व्यक्तियों पर मुकदमा चलाने के लिए अलग से विशेष अदालत बनाई जाए।

 दूरसंचार मंत्री कपिल सिब्बल ने टूजी स्पैक्ट्रम आबंटन मामले की जांच के लिए संयुक्त संसदीय समिति गठित करने संबंधी प्रस्ताव आज राज्यसभा में रखा। इस समिति में ३० सदस्य होंगे, जिनमें २० लोकसभा से और १० राज्यसभा से होंगे।

 दूरसंचार मंत्री कपिल सिब्बल ने नियंत्रक और महालेखा परीक्षक-सीएजी  के इस प्रस्ताव का समर्थन किया है कि देश में उपलब्ध कुल स्पेक्ट्रम की जांच करायी जाए और यह देखा जाए कि सन्‌ २००० के बाद से निजी ऑपरेटर्स को कितना स्पैक्ट्रम, किस दाम पर आवंटित किया गया। श्री सिब्बल आज नई दिल्ली में फिक्की की ८३ वीं वार्षिक आम बैठक में बोल रहे थे।
 बताया जाता है कि सीएजी ने दूरसंचार विभाग से पूछा है कि देश में कुल कितना स्पैक्ट्रम उपलब्ध है और निजी दूरसंचार ऑपरेटरों को सन्‌ २००० से कितना स्पैक्ट्रम, किस दाम पर उपलब्ध कराया गया है।
 दूरसंचार विभाग भी देश में उपलब्ध स्पैक्ट्रम और अब तक विभिन्न ऑपरेटर्स तथा सरकारी एजेंसियों को किए गए आवंटन की मात्रा का अध्ययन कर रहा है।
 स्पैक्ट्रम आवंटन के बारे में ऑपरेटर्स के बीच खींचतान का जि+क्र करते हुए श्री सिब्बल ने कहा कि उन्हें एक-दूसरे पर आक्षेप करने की बजाय मिलकर इस क्षेत्र को आगे बढ़ाने के लिए काम करना चाहिए। उन्होंने कहा कि कम्पनियों के बीच दुश्मनी की बजाय सहयोग की प्रवृत्ति होनी चाहिए।

 उच्चतम न्यायालय ने रिजवानुर रहमान की रहस्मय मृत्यु के मामले में प्रमुख उद्योगपति अशोक कुमार टोडी और कुछ पुलिस अधिकारियों पर हत्या का मामला दर्ज करने का कलकत्ता उच्च न्यायालय का निर्णय निरस्त कर दिया है, लेकिन न्यायालय ने उच्च न्यायालय के इस आदेश को सही ठहराया कि सीबीआई अभियुक्त पर भारतीय दंड संहिता की धारा ३०६ के अन्तर्गत आत्म हत्या के लिए उकसाने के आरोप की छानबीन करे। न्यायालय ने सीबीआई को यह भी अनुमति दे दी कि वे आरोपित पुलिस अधिकारियों और अन्य अभियुक्तों के खिलाफ विधि सम्मत कार्रवाई करे।न्यायमूर्ति पी.सदाशिवम और बी.एस.चौहान की पीठ ने कलकत्ता उच्च न्यायालय की खंडपीठ के आदेश को अस्वीकार्य बताया।  खंडपीठ ने १८ मई २०१० को आदेश दिया था कि अभियुक्तों पर भारतीय दंड संहिता के अन्तर्गत हत्या और आपराधिक षड़यंत्र के मामले दर्ज किए जाएं।उच्चतम न्यायालय ने सीबीआई और अशोक टोड़ी की परस्पर विरोधी अपीलों पर फैसला सुनाया। अपीलों में उच्च न्यायालय के आदेश को चुनौती दी गई थी।कम्प्यूटर ग्रैफिक्स शिक्षक रिजवानुरहमान का शव २१ सितम्बर २००७ को कोलकाता के दमदम इलाके में रेल पटरी पर मिला था। रिजवानुर्रहमान ने १८ अगस्त २००७ को ही अशोक टोडी की पुत्री प्रियंका से विवाह किया था।

 गृहमंत्री पी चिदम्बरम ने आज लोकसभा को आश्वासन दिया कि जाति पर आधारित जनगणना इस वर्ष जून में शुरु होगी और सितम्बर में पूरी हो जाएगी। सदन में सभी दलों के सदस्यों द्वारा उठाए गए मुद्दों का जवाब देते हुए श्री चिदम्बरम ने कहा कि उन्होंने सभी बातों पर ध्यान दिया है और उनकी अच्छी तरह से जांच की जाएगी। सदन के नेता प्रणब मुखर्जी ने जनता दल यूनाइटेड, राष्ट्रीय जनता दल और अन्य पार्टियों के नेताओं से इस बारे में ठोस सुझाव देने को कहा जिन पर सरकार विचार कर सके। इससे पहले, कई दलों के सदस्यों ने सदन में यह मुद्दा उठाया।

 सरकार ने चिंता व्यक्त की है कि दुनिया के बाजारों में कच्चे तेल और दूसरी वस्तुओं के बढ़ते दामों से देश में मुद्रास्फीति पर दबाव बढ़ सकता है। वित्तमंत्री प्रणब मुखर्जी ने फिक्की की वार्षिक आम बैठक में कहा कि दुनिया में वस्तुओं की बढ़ती कीमतों से देश में मुद्रास्फीति पर दबाव बढ़ने की आशंका से इंकार नहीं किया जा सकता।
श्री मुखर्जी का कहना था कि सरकार और रिज+र्व बैंक के सामने स्थिरता को जोखिम में डाले बिना अर्थव्यवस्था को संकट से उबारने की प्रक्रिया जारी रखने की चुनौती है। उन्होंने कहा कि यह काम आसान नहीं है, फिर भी प्रगति हो रही है।
लोकसभा में वृद्धि परक बजट पेश करने के एक दिन बाद वित्तमंत्री ने कहा कि बढ़ती घरेलू मांग के अनुरूप कृषि उपज की आपूर्ति और इस क्षेत्र में सार्वजनिक तथा निजी क्षेत्र दोनों को निवेश बढ़ाना जरूरी है।
श्री मुखर्जी ने यह भी कहा कि राजकोषीय घाटा कम करने की प्रक्रिया में सरकारी खर्च घटाना पड़ रहा है, इसलिए भारत को मांग तथा आपूर्ति को ध्यान में रखते हुए वृद्धि की संरचना में फेरबदल करना होगा।

अमरीकी और लैटिन अमरीका के बाजारों में भारतीय वस्तुओं की मांग मे बढ़ोतरी के कारण इस वर्ष जनवरी में भारतीय निर्यात में ३२ दशमलव चार प्रतिशत बढ़कर २० अरब साठ करोड़ डॉलर हो गया। यह वृद्धि इस वित्त वर्ष में दो खरब २५ अरब डॉलर निर्यात लक्ष्य के अनुरूप  है। वाणिज्य मंत्रालय के आज जारी निर्यात आंकड़ों के अनुसार वर्ष २०१०-२०११ की अपै्रल से जनवरी तक की अवधि में पिछले वर्ष की इसी अवधि के मुकाबले २९ दशमलव तीन प्रतिशत की वृद्धि दर्ज की गई है। इस अवधि में एक खरब ८४ अरब ६३ करोड़ डॉलर लागत का निर्यात किया गया।
हालांकि वित्तमंत्री प्रणब मुखर्जी ने आज कहा कि अनेक बाहरी तत्वों के कारण भारतीय अर्थव्यवस्था को चुनौतियों को सामना करना पड़ रहा है। उन्होंने कहा कि वैश्विक आर्थिक स्थिति अब भी नाजुक है और इसे सुधरने में समय लगेगा। यूरो मुद्रा के चलन वाले क्षेत्रों के आसपास के देशों के वित्तीय बाजारों परं ऋण संकट का खतरा मंडरा रहा है।
आयात क्षेत्र में तेल आयात में सात दशमलव आठ प्रतिशत की वृद्धि हुई है। वर्ष २०१०-२०११ में अपै्रल से जनवरी के दौरान ७९ अरब ९५ करोड़ डॉलर का आयात किया गया है।  अन्य वस्तुओं का आयात  २३ दशमलव आठ प्रतिशत बढ़कर २० अरब ७३ करोड़ डालर हो गया।
अप्रैल से जनवरी की अवधि के दौरान गैर तेल वस्तुओं के आयात में १९ दशमलव दो प्रतिशत की वृद्धि हुई यानी पिछले वर्ष के एक खरब ६२ अरब ४० करोड़ डॉलर लागत की तुलना में चालू वित वर्ष के दौरान एक खरब ९३ अरब ६४ करोड़ डॉलर लागत का आयात किया गया।

सरकार ने समय पर कर्ज+ चुकाने वाले किसानों के लिए फसल ऋण पर ब्याज दर चार प्रतिशत कर दी है और कृषि क्षेत्र में निवेश बढ़ाने के लिए कृषि ऋण का लक्ष्य एक लाख करोड़ रूपये बढ़ा दिया है। वित्तमंत्री प्रणब मुखर्जी ने  कल संसद में अगले वित्त वर्ष के लिए २ हजार २०० करोड़ रूपये के खर्च का बजट पेश करते हुए सब्जी, मोटे अनाज, दूध, दलहन, पाम ऑयल और चारे का उत्पादन बढ़ाने के लिए अनेक उपायों की घोषणा की। किसानों को उचित दर पर ऋण उपलब्ध कराने का सरकार का संकल्प दोहराते हुए उन्होंने समय पर फसल ऋण चुकाने वाले किसानों को ब्याज दर में तीन प्रतिशत की और रियायत देने की घोषणा की। वित्त मंत्री ने कृषि ऋण के लिए उपलब्ध राशि पौने चार करोड़ रूपये से बढ़ाकर अगले वित्त वर्ष में पौने पांच करोड़ रूपये कर दी, जिसमें छोटे और सीमान्त किसानों का विशेष ध्यान रखा जाएगा।
खाद्य मुद्रास्फीति की ऊंची दर को चिंताजनक बताते हुए श्री मुखर्जी ने कहा कि सरकार इस वर्ष दूध, मांस, सब्जी और मुर्गी उत्पादन और वितरण में रूकावटें दूर करने पर खास ध्यान देगी। भंडारण सुविधाएं बढ़ाने के महत्व पर जोर देते हुए वित्तमंत्री ने अगले वित्त वर्ष में १५ और मेगा फूड पार्क खोलने की घोषणा की। उन्होंने शीत  श्रंखला और उपज भंडारण सुविधाओं में निवेश बढ़ाने के लिए उन्हें बुनियादी ढांचे के दायरे में शामिल किया और शीत भंडारण उपकरणों को उत्पादन शुल्क से मुक्त कर दिया।
दलहन और खाद्य तेलों में भारत को आत्म निर्भर बनाने के लिए श्री मुखर्जी ने तीन-तीन सौ करोड़ रूपये के प्रावधान के साथ दो-दो अलग-अलग योजनाओं की घोषणा की ताकि इनकी खेती और उत्पादन बढ़ाया जा सके। दूध उत्पादन के लिए ज+रूरी चारे की पैदावार बढ़ाने के लिए भी तीन सौ करोड़ रूपये का प्रावधान किया गया है।

सरकार ने कहा है कि आवश्यक वस्तुओं में वायदा कारोबार रोकने का कोई प्रस्ताव नहीं है। उपभोक्ता कार्य, खाद्य और सार्वजनिक वितरण राज्यमंत्री के.वी थॉमस ने आज लोकसभा में एक प्रश्न के लिखित उत्तर में बताया कि सरकार द्वारा गठित समिति ने कहा है कि देश में आवश्यक वस्तुओं की कीमतें बढ़ने का कारण वायदा कारोबार नहीं था। समिति के अनुसार इसका मुख्य कारण आपूर्ति बढ़ाने में ढांचागत बाधाएं और देश में बढ़ती मांग है। श्री थॉमस ने कहा कि वायदा बाजार आयोग समय-समय पर महंगाई की आशंका को देखते हुए कुछ वस्तुओं का वायदा कारोबार रोक देता है और देखा गया कि इस रोक के बाद भी कीमतें बढ़ती रही हैं।

सरकार ने  अफगानिस्तान को राजनयिक आधार पर भारतीय खाद्य निगम के ज+रिये एक लाख मीट्रिक टन गेहूँ के निर्यात की अनुमति दी है। देश में गेहूँ की उपलब्धता बढ़ाने के लिए २००७ से गेहूँ के निर्यात पर रोक लगी है। विदेश व्यापार महानिदेशालय की अधिसूचना के अनुसार भारत सरकार ने यह गेहूँ अफगानिस्तान सरकार को दान में दिया है और भारतीय खाद्य निगम ३१ मार्च तक इसका निर्यात कर सकता है। यह मात्रा चालू वित्त वर्ष के दौरान केन्द्रीय पूल से जारी की गयी है।

 बम्बई शेयर बाजार में आज जबर्दस्त उछाल जारी है। शुरूआती कारोबार में ही संवेदी सूचकांक में २०८ अंक की वृद्धि हुई। आगामी वित्त वर्ष के बजट में विदेशी संस्थागत निवेशकों की निवेश सीमा बढ़ने और निगमित कर पर अधिभार घटाए जाने से उत्साहित निवेशकों की लिवाली से बाजार में तेजी आई है। अब से कुछ देर पहले सेन्सेक्स ५४२ अंक की वृद्धि के साथ १८ हजार ३६८ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी १६५ अंक बढ़कर ५ हजार ४९८ पर था।अन्तर्राष्ट्रीय मुद्राबाजार में डालर के मुकाबले रुपया १५ पैसे मजबूत हुआ। एक डॉलर की कीमत ४५ रूपये १२ पैसे बोली गयी।

 झारखंड के चतरा जिले में तांडवा थाना क्षेत्र में लक्कड़हारी क्रासिंग के निकट नक्सलवादियों के हमले में एक पुलिस सब इंस्पेक्टर और एक होम गार्ड मारा गया। हमारे संवाददाता ने बताया है कि एक अपहृत पुलिसकर्मी के बारे में कुछ जानकारी मिली थी और उसकी खोज की जा रही थी।

कल रात करीब दस बजे झारखंड के चित्रा जिले के तंडवा थाना क्षेत्र में नक्सलियों द्वारा पुलिस गश्ती दल पर हुए हमले में दो पुलिस कर्मी की मौत हो गई और गश्ती दल के चार लोग लापता है। नक्सलियों ने गश्ती दल के हथियार भी लूट लिए और जीप को आग लगा दी। झारखंड के नए डीजीपी  जीएस रथ ने पदभार ग्रहण किया है और उन्होनें नक्सलियों के आतंक से राज्य को मुक्त करने को अपनी पहली प्राथमिकता बताई है।

 कश्मीर घाटी में दो अलग-अलग आतंकवादी घटनाओं में दो नागरिक मारे गए और दो पुलिसकर्मी घायल हुए हैं। मरने वालों में एक इंजीनियर और एक दुकानदार है। बटमालू में आतंकवादियो ने पुलिस गार्ड पर हथगोला फेंका जिसमें दो पुलिसकर्मी घायल हो हुए। दूसरी घटना बारामूला के करेरी में हुई जहां आतंकवादियों ने एक दुकानदार की गोली मारकर हत्या कर दी।

आंध्रप्रदेश में तेलंगाना संयुक्त कार्रवाई समिति का रेल रोको आंदोलन कड़ी सुरक्षा के बीच अब तक शांतिपूर्वक चल रहा है। समिति अलग तेलंगाना राज्य के गठन संबंधी विधेयक संसद में पेश किए जाने की मांग को लेकर १२ घंटे का रेल रोको आंदोलन कर रही है। रेल यात्रियों को दक्षिण-मध्य रेलवे पर तेलंगाना क्षेत्र से गुजरने वाली अधिकतर एक्सप्रेस रेलगाड़ियों के रद्द होने या उनके कार्यक्रम में परिवर्तन होने के कारण काफी परेशानी हो रही है। हैदराबाद में तेलंगाना से शुरू या समाप्त होने वाली सभी एम एम टी एस रेल सेवाएं, विशेष और यात्री गाड़ियां आज रद्द हैं। रेल पटरियों पर हर दो या तीन किलोमीटर पर पुलिस तैनात की गई है, ताकि पटरियों या सिगनल यंत्रों को कोई नुकसान न पहुंचा सके।
      इस बीच, बड़ी संख्या में आंदोलनकारी रेल पटरियों पर आ गए हैं और वहां खाना पका रहे हैं तथा सांस्कृतिक कार्यक्रम आयोजित कर रहे हैं।

 क्रिकेट विश्व कप में इस समय कोलंबो में श्रीलंका का सामना केन्या से चल रहा है। ताजा समाचार मिलने तक केन्या ने टॉस जीतकर पहले बल्लेबाजी करते हुए तीन ओवर में दो विकेट पर १३ रन बना लिए थे। हमारे संवाददाता ने बताया कि यह मैच दोनों टीमों के लिए काफी महत्वपूर्ण है।

 रक्षामंत्री ए के एंटनी ने कहा है कि जरुरत पड़ने पर  भारतीय नागरिकों को लाने के लिए भारतीय वायुसेना के परिवहन विमानों को लीबिया या किसी अन्य देश में भेजा जा सकता है। रक्षामंत्री दक्षिणी ध्रुव के लिए भारतीय सेना के अभियान दल को रवाना करने के समारोह के दौरान संवाददाताओं से बातचीत कर रहे थे। नौसेना,  लीबिया में फंसे १८ हजार भारतीयों को वहां से निकालकर लाने के लिए अपने दो पोत आईएनएस-जलाश्व और आईएनएस-दिल्ली भेज चुकी है।
  भारतीयों को लीबिया से सुरक्षित निकालने के भारत के प्रयासों के बारे में नौसना अध्यक्ष एडमिरल निर्मल वर्मा ने कहा कि यह काम त्रिपोली और बेंगाजी से किया जा रहा है और विदेश मंत्रालय ने फैरी नौकाओं को किराए पर लिया है। एडमिरल वर्मा दो दिन के हाइड्रोग्राफर्स सम्मेलन के दौरान प्रश्नों का उत्तर दे रहे थे।एयर इंडिया भी त्रिपोली के लिए हर रोज दो उड़ानें चला रहा है।

 विद्रोह में उलझे लीबिया के नेता कर्नल गद्दाफी बार-बार दोहरा रहे हैं कि लीबिया के सच्चे नागरिक उनके खिलाफ नहीं है। बीबीसी के साथ साक्षात्कार में उन्होंने फिर दावा किया कि प्रदर्शनकारी अलकायदा द्वारा उपलब्ध कराए गए नशीले पदार्थो के प्रभाव में थे। उन्होंने यह भी कहा कि पश्चिमी देशों ने उन्हें धोखा दिया है। ये वहीं देश हैं जो लीबिया को फिर से गुलाम बनाना चाहते हैं। कर्नल गद्दाफी ने इन्टरव्यू लेने वाले से कहा कि त्रिपोली में किसी प्रकार का कोई प्रदर्शन नहीं हुआ।

 राष्ट्रपति बराक ओबामा ने कहा है कि अमरीका भी भारत, चीन और ब्राजील जैसे तेजी से विकास कर रहे देशों से स्पर्धा कर रहा है। उन्होंने अमरीकी राज्यों के गवर्नरों से कहा कि वे इस चुनौती का सामना करने और वैश्विक विकास में अमरीका का वर्चस्व बनाये रखने के लिए काम करें।

 श्रीलंका की वायुसेना के दो जेट विमान आज सुबह गमपाहा में याकल्ला के निकट एक दूसरे से टकराकर दुर्घटनाग्रस्त हो गए। ये विमान वायुसेना के हीरक जयंती समारोहों के लिए अभ्यास कर रहे थे। श्रीलंका सरकार की समाचार वेबसाइट के अनुसार एक विमान के चालक फ्‌लाइट लेफि्‌टनेंट मोनत परेरा की मृत्यु हो गई।

 संयुक्तराष्ट्र बाल कोष-यूनीसेफ के अनुसार सशस्त्र संघर्ष के माहौल के कारण विश्व के दो करोड़ ८० लाख बच्चों को शिक्षा नहीं मिल पा रही है। यूनीसेफ की वैश्विक वार्षिक रिपोर्ट में यह बात बताई गई है। रिपोर्ट में कहा गया है कि बच्चों को यौन शोषण, स्कूलों पर हमलों और अन्य मानवाधिकार हनन के मामलों का शिकार होना पड़ता है। खबरों में यह भी कहा गया है कि कांगो गणतंत्र में बलात्कार के एक तिहाई शिकार बच्चे होते हैं।

Eleven  accused have been sentenced to death, while 20 have been sent for life imprisonment in the 2002 Godhra Train burning case. A special fast track court  pronounced its judgement today, which was reserved after the conviction of 31 accused and acquittal of 62 in the case. Designate Judge P.R. Patel has termed this case as the rarest of the rare while pronouncing the judgement. Earlier, the special court had found  31 of the accused,  guilty of a “pre-planned conspiracy” to set fire to coach number S-6 of the Sabarmati Express on the outskirts of Godhra station on 27th February 2002. The quantum of punishment has been announced in the special sitting of the court in the high security Sabarmati central jail in Ahmedabad.

Law Minister Veerappa Moily expressed satisfaction over the judgement in the Godhra case. He however said that nothing can justify the riots that followed after the Godhra incident. The BJP also welcomed the judgement. Talking to reporters outside parliament senior party leader Venkiah Naidu said that the decision will act as deterrent for people who commit such heinous crime.

The Supreme Court today  expressed satisfaction over the ongoing probe into the 2G Scam. CBI informed the apex court that sixty-three persons, including promoters and CEOs of 10 telecom firms have come under its scanner in the 2G spectrum case. The central government, which is also party to the case, informed a bench of justices G S Singhvi and A K Ganguly that it is in favour of setting up a special court to try the accused in the 2G case and the law minister has written a letter to the Delhi High Court chief justice asking him to constitute a court and identify a judge for this purpose. Senior advocate K K Venugopal, representing the CBI, apprised the bench about the progress by the CBI and placed the probe status report in a sealed cover. The bench asked the CBI and the Enforcement Directorate to place before it their reports about the investigation by March 10 and posted the matter for further hearing on March 15.

Telecom Minister Kapil Sibal today favoured the Comptroller and Auditor General's (CAG) proposal to conduct an audit of the total available spectrum in the country with a focus on how much was allocated to private operators from 2000 onward and at what cost. Sibal was addressing the  83rd FICCI Annual General Meeting in New Delhi today. According to reports, the CAG has sought details from the Department of Telecom (DoT) on the total available spectrum in the country and how much has been allocated to private telecom operators from 2000 onward and at what value. The DoT is also conducting a study on the availability of spectrum and the quantum of allocations made till date to various operators and government agencies.

Parliament was rocked today by the 1984 riots and some other issues. Members belonging to Akali Dal trooped into the wells of the Lok Sabha and the Rajya Sabha demanding suspension of question hour,  the two houses were adjourned. The Lok Sabha was adjourned for 15 minutes and the Rajya Sabha till Noon. As the Lok Sabha met for the second time, members of Samajwadi Party and AIADMK also joined the Akali Dal in their protests forcing the adjournment till noon. The AIADMK members raised the issues of telephone tapping of their party Chief, Ms. Jayalalithaa, while SP members spoke about law and order situation in Uttar Pradesh. Some of the members also raised the issue of the caste-based census.

The BJP today demanded a discussion in Parliament over the alleged murder of Sikhs in the Rewari district of Haryana during the 1984 riots.  Talking to reporters outside parliament, senior BJP leader S S Ahluwalia called for probe into the incident in which 32 Sikhs were allegedly burnt alive in the Chillar village in Haryana.Shiromani Akali Dal demanded a statement from the Home Minister on the issue.  Party General Secretary Balwinder Singh Ponder said that a parliamentary Committee should be set up to look into the matter.

The Home minister P Chidambaram today assured the Lok Sabha that the caste based census will commence in the month of June and conclude in September this year. Responding to the points raised by members cutting across party lines, Mr. Chidambaram said that he had noted all the points and they would be carefully examined. The Leader of the House, Mr. Pranab Mukherjee asked the JD(U), RJD and other party leaders to come up with concrete suggestions for the consideration of the government. Earlier, the issue was raised in the House by members of several parties.

The Government today said there is no proposal to ban forward trading in essential commodities. In a written reply in the Lok Sabha today, the Minister of state for Consumer Affairs, Food and Public Distribution Mr. KV.Thomas said a report submitted by a committee constituted by the government had said that forward trading was not the reason for inflation in the prices of commodities in the country. Mr. Thomas said report found that inflation was primarily due to structural constraint in augmenting supplies coupled with rising demand in a fast growing economy.

Youth Affairs and sports minister Ajay Maken today informed the Lok Sabha that his ministry has adopted 27 schools to promote indigenous games and martial arts in the country. He said 333 trainees including 82 girls are being trained in these schools. In a written reply, Mr Maken said under special area games scheme of Sports Authority of India, natural talent for modern competitive sports is identified and nurtured from tribal, rural, coastal and hilly areas of the country.

A total of 286 developmental projects in various sectors including construction projects are awaiting environmental clearance. Giving this information in a written reply in the Rajya Sabha today, the Environment Minister, Mr. Jairam Ramesh said 34 projects in Orissa are pending for environmental clearance, followed by 31 in Gujarat and 29 in Rajasthan.

The government is trying to ensure import of natural gas through trans-national gas pipeline including from Iran through the Iran-Pakistan-India (IPI) gas pipeline project. BJP Parliamentary party has alleged that nothing substantial has been done in the Budget to tackle growing inflation. Briefing reporters after the meeting, former Finance Minister and senior BJP leader Yashwant Sinha said that agriculture sector has also been ignored in the Budget. He also alleged that enough funds have not been earmarked for the implementation of Mahatma Gandhi NREGA even after aligning the wages with the price index.

The government has announced a reduction in the  interest rate to 4 per cent for farmers who repay loans on time. The Agri-credit target has been raised by a whopping 1 lakh crore rupees to boost investments in the sector. Finance Minister Mr. Pranab Mukherjee yesterday unveiled several steps in the budget for the next fiscal with an outlay of 2,200 crore rupees to increase production of vegetables, millets, milk, pulses, palm oil and fodder. Reiterating the government's commitment to make available credit at affordable rate to farmers, he announced an additional interest subsidy upto 3 per cent for farmers who repay in time. The Finance Minister raised the agri-credit lending to 4,75,000 crore rupees for 2011-12 from 3,75,000 crore rupees this year with special focus on small and marginal farmers.

The Supreme Court today set aside a Calcutta High Court order for registration of murder case against prominent industrialist Ashok Kumar Todi and some police officers in the mysterious death of computer graphics teacher Rizwanur Rahman. However, the court upheld the earlier orders of the High Court for a probe against the accused by the CBI under section 306 IPC that deal with the  - abetment of suicide.The court also permitted the CBI to proceed against the accused police officers and the other accused in accordance with the law.A bench of Justices P Sathasivam and B S Chauhan termed as unacceptable the division bench order of May 18, 2010 for registration of cases of murder and criminal conspiracy IPC against the accused.The apex court passed the judgement on the cross appeals filed by the CBI and the Todis challenging the direction of the High Court for registration of murder cases against them despite the agency earlier registering cases under section 306 IPC and other relevant sections.Rizwanur was found dead near railway tracks in Dumdum area of Kolkata on September 21, 2007, just a month after his marriage to Ashok Todi's daughter Priyanka on August 18, 2007.

In Jharkhand, Naxals killed a police sub-inspector and a Home Guard in an attack near Lakarhari crossing under Tandwa police station in Chatra district. Naxals attacked a police  party when it was patrolling the area. The Naxals looted arms and set the police vehicles on fire. According to police sources, police have got the information about the abducted police person and search operation has been launched.

In the Kashmir valley, two civilians were killed and two policemen were injured by militants in two separate incidents.  An engineerwas killed and two cops were injured when militants hurled a grenade on a  police guard on duty at Batmalo last evening.  Another civilian, a shop keeper, was killed by militants at Kreeri in Baramulla.  The militants indiscriminately fired at him.

In Andhra Pradesh, the Rail Roko agitation called by Telangana Joint Action Committee is underway so far peaceful amidst tight security arrangements. The Telangana JAC has called for 12-hour Rail Roko pressing their demand for introduction of bill in Parliament over statehood for Telangana. 

The train services in Telangana region have almost come to a stand still today with agitators coming on to the tracks and disrupting the movement on tracks. Responding to the call given by the Telangana JAC, the cadres of Telangana Rastra Samithi, TDP leaders from the region and CPI have come on to the tracks and demonstrated their protest in favour of statehood for Telangana. They cooked on tracks and held cultural programmes. Meanwhile, Rail Commuters are facing severe hardships with the South Central Railway canceling or rescheduling most of the Express trains and passengers which pass through Telangana districts. In Hyderabad, all the MMTS services, special and passenger trains originating and terminating in Telangana stand cancelled today. Meanwhile, the police patrols have been deployed and pickets have been set up for every two to three km of rail length in view of the likelihood of sabotage of tracks and tampering of signalling equipment during the ‘Rail Roko' programme. Meanwhile, agitators in large numbers have come on to the tracks and demonstrating their protest by way of cooking on tracks and conducting cultural programmes.

The Tamil Nadu  State Government has reduced the sales tax on petrol from 30 to 27 percent in view of  rising prices of crude oil in the international market.  In a press release today, the State Government has said that due to this reduction the State Government will incur a loss of   210 crores rupees and the cost of petrol per liter will be reduced by 1.38 rupees with immediate effect.

The Sensex at the Bombay Stock Exchange, which had opened 209 points higher, this morning, later rallied even more strongly, to gain a huge 500 points, or 2.8 percent, and regain the key 18,000 mark, at 18,323, in afternoon deals, a short while ago. The Sensex rose as investors, encouraged by budgetary proposals, such as the cut in surcharge on corporate tax, went on a buying spree. Strong infrastructure sector growth numbers for January, and firm global bourses also helped lift the domestic markets. The Sensex has already gained nearly 200 points in the past two trading sessions.

Driven by a pick-up demand in the US and Latin American markets, India's exports rose by 32.4 per cent year-on-year to  20.6 billion dollars in January. This is  in line with projections that overall  shipments will touch   225 billion dollars  this fiscal. Commerce Ministry data released today showed during the April-January period of 2010-11, outbound shipments grew by 29.3 per cent to 184.63 billion dollars vis-a-vis the year-ago period.

The government today expressed concern that increasing prices of crude and other commodities in global markets could add to inflationary pressure in the country. Finance Minister Pranab Mukherjee said at the Annual General Meeting of industry chamber FICCI that the   possibility of the global commodity inflation adding to domestic inflationary pressures cannot be ruled out. The Finance Minister said there is a need to improve the supply response of agriculture to expanding domestic demand and significantly enhance investment in the sector by the private and public sector. Speaking on the occasion Planning Commission Deputy Chairman Montek Ahluwalia said that intermediaries must go and a direct cord between the producer and the consumer has to be established to eliminate inflation, though he admitted that this would take time.
