पांच विधानसभाओं के चुनाव कार्यक्रम की घोषणा कर दी गई है। मुख्य निर्वाचन आयुक्त एस.वाई कुरैशी ने बताया कि तमिलनाडु, केरल और पुड्डूचेरी में एक चरण में १३ अप्रैल को वोट डाले जाएंगे। असम में दो चरणों में ४ और ११ अप्रैल को मतदान कराया जाएगा। पश्चिम बंगाल में छह चरणों में १८ अप्रैल से १० मई तक मतदान होगा। सभी राज्यों में मतगणना १३ मई को होगी।
श्री कुरैशी ने कहा कि चुनाव आचार संहिता तुरंत लागू हो गई है। उन्होंने बताया कि निर्वाचन आयोग पहली बार सभी क्षेत्रों में मतदान अधिकारियों के जरिए मतदाता पर्चियां देगा। मतदाताओं की शिकायतों के लिए एक कॉल सेंटर स्थापित किया जाएगा।

अहमदाबाद की विशेष फास्ट ट्रैक अदालत ने २००२ के गोधरा रेल अग्निकांड के सिलसिले में ११ दोषियों को मृत्युदंड और २० को आजीवन कारावास की सजा सुनाई है। हमारे संवाददाता ने बताया है कि अहमदाबाद की कड़ी सुरक्षा वाली साबरमती सेंट्रल जेल में अदालत की विशेष बैठक में आज सजा की घोषणा की गई।

इससे पहले २५ फरवरी को हुई सुनवाई में सरकारी वकील जे.एम. पंचाल ने यह केस को रेयरस्ट ऑफ द रेयर मानते हुए सभी को मौत की सजा सुनाने की मांग की थी, जबकि बचाव पक्ष के वकील श्री मुंशी ने यह हादसे को श्रणिक आवेश का परिणाम बताकर सभी आरोपियों को उनकी भूमिका के अनुरूप अधिकतम आजीवन कैद की सजा की मांग की थी। नौ साल पुराने इस केस में ६२ आरोपियों को छोड़ दिया गया है, लेकिन ३१ आरोपियों को मिली सजा से गोधरा के इन हत्या कांड में मारे जाने वाले लोगों के परिजनों जरूरत राहत महसूस की होगी।

विधि मंत्री वीरप्पा मोइली ने गोधरा मामले में फैसले पर संतोष व्यक्त किया है। लेकिन उन्होंने कहा है कि गोधरा कांड के बाद हुए दंगों को किसी भी तरह से उचित नहीं ठहराया जा सकता।
भारतीय जनता पार्टी ने भी इस फैसले का स्वागत किया है। पार्टी नेता वेंकयानायडू ने कहा कि ये फैसला ऐसे लोगों के लिए सबक होगा जो इस तरह के जघन्य अपराध करते हैं।
मार्क्सवादी कम्युनिस्ट पार्टी ने कहा है कि इस फैसले को ऊपरी अदालत में चुनौती दिए जाने की संभावना है। पार्टी के नेता सीताराम येचुरी ने कहा कि गोधरा कांड के बाद हुए दंगों के मामलों को भी तेजी से निपटाया जाना चाहिए और उनपर जल्दी फैसला आना चाहिए।

१९९८ से २००९ के बीच टू-जी-स्पैक्ट्रम आवंटन की जांच के लिए संयुक्त संसदीय समिति-जे पी सी बनाने की प्रक्रिया राज्यसभा में इस बारे में प्रस्ताव पास करने के बाद पूरी हो गई है। ३० सदस्यों की इस समिति में राज्यसभा के १० और लोकसभा के २० सदस्य होंगे। लोकसभा ने पिछले सप्ताह यह प्रस्ताव पास किया था।
समिति से, दूरसंचार लाइसेंस और स्पैक्ट्रम के आवंटन तथा मूल्य निर्धारण के लिए उचित प्रक्रिया अपनाने के बारे में सिफारिशें देने को कहा गया है। दूरसंचार मंत्री कपिल सिब्बल ने प्रस्ताव पर बहस का जवाब देते हुए समिति से अनुरोध किया कि वह व्यवस्था के कामकाज में पारदर्शिता सुनिश्चित करने और सस्ती टेक्नालॉजी मुहैया कराने के उपाय सुझाए।
श्री सिब्बल ने प्रस्ताव पेश करते हुए स्पष्ट किया कि उन्होंने यह कभी नहीं कहा कि स्पैक्ट्रम की नीलामी में राजस्व का कोई नुकसान नहीं हुआ। उन्होंने एनडीए शासन काल में स्पैक्ट्रम आवंटन में गड़बड़ी के लिए भारतीय जनता पार्टी को दोषी ठहराया।
सदन में विपक्ष के नेता अरूण जेटली ने प्रस्ताव का समर्थन करते हुए एनडीए के शासन में किए गए फैसलों को उचित बताया और कहा कि इन निर्णयों से पिछले एक दशक में टेलीफोन का इस्तेमाल बढ़ा है। उन्होंने आरोप लगाया कि ट्राई द्वारा बाजार मूल्य का फिर से आकलन करने की सिफारिश के बाद भी मूल्य व्यवस्था में कोई बदलाव नहीं किया गया। विपक्ष और सत्ता पक्ष के अनेक सदस्यों ने अपने अपने विचार रखे।

उच्चतम न्यायालय ने टू-जी-स्पैक्ट्रम मामले की जांच पर संतोष व्यक्त किया है। सी बी आई ने आज न्यायालय को बताया कि इस सिलसिले में १० दूरसंचार कंपनियों के प्रायोजकों और मुख्य कार्यकारी अधिकारियों सहित ६३ व्यक्तियों की जांच चल रही है। न्यायालय ने याचिकाकर्ताओं की इस आशंका को निराधार बताया कि इस मामले में टाटा ग्रुप के कथितरूप से शामिल होने की ठीक ढंग से जांच नहीं कराई गई। इस मामले में एक पक्षकार केन्द्र सरकार ने न्यायालय को बताया कि आरोपित व्यक्तियों पर मुकदमा चलाने के लिए वह विशेष अदालत गठित करने के पक्ष में है। अदालत ने इसके लिए केन्द्र को दस दिन का समय दिया है।
पीठ ने सी बी आई और प्रवर्तन निदेशालय को दस मार्च तक जांच रिपोर्ट पेश करने का निर्देश दिया और अगली सुनवाई करने के लिए १५ मार्च की तारीख तय की है।

इस बीच, दिल्ली की एक अदालत ने पूर्व दूरसंचार मंत्री ए राजा को टू-जी स्पेक्ट्रम घोटाले की सुनवाई में वीडियो कांफ्रेंसिंग के ज+रिए शामिल होने की अनुमति दे दी है। श्री ए राजा बृहस्पतिवार तक न्यायिक हिरासत पर तिहाड़ जेल में हैं।

इधर, दिल्ली की एक अदालत ने राष्ट्रमंडल खेल आयोजन समिति के शीर्ष अधिकारी ललित भनोट और वी.के. वर्मा को एक स्विस कम्पनी के साथ एक अरब सात करोड़ रुपये के सौदे में हुई अनियमितताओं के लिए १४ दिन की न्यायिक हिरासत में तिहाड़ जेल भेज दिया है।

मुंबई आतंकी हमले के कुछ संदिग्ध लोगों से पूछताछ के लिए भारत को अपने अधिकारियों को इस्लामाबाद भेजने के अनुरोध पर पाकिस्तान के जवाब का इंतजार है। इसके बाद ही पाकिस्तान के एक आयोग को भारत आने देने के बारे में फैसला किया जाएगा। गृहमंत्री पी चिदम्बरम ने कहा कि अगले कुछ दिनों में पाकिस्तान को सबूत संबंधी दस्तावेज दे दिए जाएंगे।

विदेश मंत्री एस एम कृष्णा ने लीबिया में फंसे भारतीयों को स्वदेश लाने में मदद के लिए आज लीबिया के विदेश मंत्री मुस्सा कुस्सा से बातचीत की। आज सुबह दो विमानों से ५५७ भारतीय नागरिकों को नई दिल्ली लाया गया। अब तक एक हजार ८३ लोगों को स्वदेश लाया जा चुका है। नई दिल्ली में विदेश मंत्रालय के बयान में कहा गया है कि लीबिया के शहर बेनगाजी में कल पहुचा जहाज स्कोटिया प्रिंस मिस्र में सिंकररिया रवाना हो गया है। इस पर लगभग एक हजार १८८ भारतीय नागरिक सवार हैं।

बेहरीन में पिछले कुछ दिनों में किये गये उपायों के बाद स्थिति शांत है, इससे देश में जनजीवन सामान्य हुआ है। बातचीत की तैयारी में मदद मिली है।

पश्चिम एशिया के कई देश सरकारों के खिलाफ प्रदर्शन के दौर से गुजर रहे हैं। बेहरीन में प्रदर्शनकारी राजधानी के केन्द्रीय पर्लचौक पर डेरा डाले हैं, तो विपक्ष से बातचीत के प्रयास भी जारी है, जो बड़े राजनीतिक परिवर्तन की मांग कर रहा है। इसमें चुने हुए प्रधानमंत्री और सवैधानिक राजतंत्र की मांग शामिल है।  यमन की राजधानी सना में एक बड़ी रैली आयोजित की गई, जहां छात्र और लोकतंत्र समर्थक सना विश्वविद्यालय के निकट एक चौक पर धरना दे रहे है। ये लोग ३२ सालों से शासनरद् राष्ट्रपति के इस्तीफे की मांग कर रहे हैं। ओमान के सौअर शहर में सरकार द्वारा कैबिनेट में परिवर्तन और बेराजगारों को १५ हजार रूपये प्रतिमाह भत्ते की मांग की घोषणा के बावजूद भी प्रदर्शन हुए। विश्लेषकों का कहना है कि क्षेत्र की सरकारें प्रदर्शकारियों के भारी दबाव से गुजर रही है जो सच्चे राजनीतिक परिवर्तन के लिए व्यग्र है।
ओमान में सोहार में पुलिस कार्रवाई में शनिवार को एक प्रदर्शनकारी मारा गया, उसके बाद प्रदर्शन हिंसक हो गया।
उधर ईरान में विपक्षी नेता मेंहदी करॉबी की वेबसाइट पर बताया गया है कि मीर हुसैन मोसवी और मेंहदी करॉबी को नजरबंद कर दिया गया है। हालांकि सूत्रों ने मोसवी और करॉबी की गिरफतारी का खंडन किया है।
मिस्र में पूर्व राष्ट्रपति हुस्नी मुबारक और उनके परिवार के सदस्यों पर देश छोड़ने पर रोक लगा दी गयी है और उनकी संपत्तियों को सील कर दिया गया है।

वित्तमंत्री प्रणब मुखर्जी ने कहा है कि इस साल राजस्व विकास २९ दशमलव चार प्रतिशत बढ़ा। श्री मुखर्जी ने आकाशवाणी के साथ विशेष भेंट में कहा कि राजस्व बढ़ाने के सरकार के ढांचागत परिवर्तन के उपयों से ऐसा संभव हो पाया है।

ऐसा मुख्य रूप से तकनीकी और सूचना प्रोद्योगिकी का व्यापक इस्तेमाल करके ढांचागत परिवर्तन से संभव हो पाया है। आज एक करदाता को लगता है वो इंटरनेट के माध्यम से तकनीकी प्रोद्योगिकी का इस्तेमाल करके पूरी प्रक्रिया आसानी से पूरी कर सकता है। हमने कर दरों को दरम्यानी बनाया, भुगतान प्रक्रिया सरल बनाई और कलेक्शन सरल बनाया।
विश्व आर्थिक मंदी के दौरान उद्योगों को सहायता पैकेज देने के बारे में वित्तमंत्री ने कहा कि अर्थव्यवस्था पटरी पर आ गई है। उन्होंने कहा कि आर्थिक विकास दर ८ दशमलव ६ प्रतिशत दर्ज की गई है और इस साल इसके ९ दशमलव ९ प्रतिशत होने की संभावना है।
मैने संकेत दिया है कि विकास दर नौ दशमलव नौ प्रतिशत रहेगी। इसमें ० दशमलव २५ का अन्तर हो सकता है। अतः इसे देखते हुए विशेष सहायता पैकेज देने की जरूरत नहीं है। आवश्यकता इस बात की है कि घरेलू और विदेशी निवेश बढ़ाने के लिए उपाय किए जाए।

दिल्ली सर्राफा बाजार में आज सोना स्टैंर्डड ११० रूपये की गिरावट से २१ हजार ७० रूपये प्रति दस ग्राम के स्तर पर दर्ज हुआ, हालांकि चांदी १५० रूपये के उछाल से अब तक के सर्वोच्च स्तर ५० हजार ७०० रूपये प्रति किलो ग्राम के स्तर पर दर्ज हुई।

The election schedule for the five Assembly States has been announced. Briefing reporters in New Delhi today, the Chief Election Commissioner, S.Y.Qureshi said that elections in Tamil Nadu, Kerala and Puducherry will be held on 13th of next month in one phase.  He said, in Assam, the votes will be cast in two phases on 4th and 11th of April.  West Bengal will have a six-phase poll schedule. Mr. Qureshi said it will begin on the 18th of April and conclude on the 10th of May. Counting of votes will take place on the 13th of May. Mr. Qureshi said that model code of conduct has come into effect immediately. He said for the first time the election commission will distribute voter slips to the electorate through booth level officers and said that a call centre will be established to receive complaints from voters. To curb the menace of money power in elections, Mr. Qureshi said an expenditure monitoring division has been set up in commission manned by senior income tax officials.

Eleven  accused have been sentenced to death, while 20 have been sent for life imprisonment in the 2002 Godhra Train burning case. A special fast track court  pronounced its judgement today, which was reserved after the conviction of 31 accused and acquittal of 62 in the case. Designate Judge P.R. Patel has termed this case as the rarest of the rare while pronouncing the judgement.

The process of setting up of a Joint Parliamentary Committee to probe into the 2G Spectrum allocation from 1998 to 2009 was completed today after the Rajya Sabha adopted a motion to include its 10 members in the Committee. The Lok Sabha had passed the resolution recommending inclusion of 20 MPs in the JPC last week. The JPC has been mandated to recommend appropriate procedure for allocation and pricing of telecom licences and spectrum.  Replying to the debate, the Telecom Minister Mr. Kapil Sibal urged the JPC to look into the larger question of technology being available at affordable prices in telecom besides suggesting suitable measures to ensure transparent functioning of the system. Supporting the motion, the leader of the opposition in the House, Mr. Arun Jaitley defended the decisions taken by the then NDA Government . He also alleged that even after recommendation by TRAI to reassess the market value of the spectrum and the price mechanism was not changed. Several other members from the opposition and ruling benches participated in the debate and put across their point of view. AIR Parliamentary Correspondent reports that most of the speakers spoke on expected lines before the House adopted the motion.

A Delhi court today allowed former Telecom Minister A Raja's plea to participate in the proceedings in the 2G spectrum allocation scam case through video-conferencing. Special CBI Judge O P Saini said, in view of the fact that electronic video linkage is available both in the Patiala House court as well as in Tihar jail and nothing contrary has been brought to his notice, the prayer is allowed. Raja is currently lodged in Tihar Jail under judicial custody till March 3.

CEOs and promoters of ten companies are among 63 persons who have come under the scanner for their alleged involvement in the 2G spectrum allocation scam. This was told by the CBI today to the Supreme Court. The court allayed apprehension of the petitioners that the alleged involvement of Tata Group in the 2G scam was not probed properly.

Former top Commonwealth Games Organising Committee officials Lalit Bhanot and V K Verma were today sent to Tihar Jail under 14-day judicial custody by a Delhi court for striking an irregular 107 crore rupees deal with a Swiss firm to provide various logistic supports for the Games. Special Judge Talwant Singh remanded the duo in judicial custody on the CBI plea that the investigation into the case was still going on. Bhanot, former Secretary-General of the OC, and Verma, ex-Director General of the OC, were arrested on February 23 by CBI and were remanded in the CBI custody for five days on February 24 for interrogation of their role in the scam.

A Delhi court today remanded Ratan Pal Singh Bhatia in CBI custody till March 5. Bhatia was arrested yesterday in connection with the bribery case relating to suspended NALCO CMD Abhay Srivastava. A representative of Bhatia Group of Industries, Ratan Pal Singh Bhatia had allegedly paid 20 lakh rupees bribe to the con.dit B L Bajaj for delivery to Srivastava. Special CBI judge O P Saini said that the allegations on the face of it are quite serious and are required to be investigated thoroughly.

The Supreme Court today refused to restore the membership of five independent Karnataka legislators who had been disqualified earlier by the state assembly Speaker for allegedly violating the anti-defection law. A bench of justices Altamas Kabir and Cyriac Joseph, however, issued notices to the Speaker and the chief whip of the ruling party in the state assembly on the plea by the five legislators challenging a Karnataka High Court ruling which had upheld the Speaker's action.

The Supreme Court today also set aside a Calcutta High Court order for registration of murder case against prominent industrialist Ashok Kumar Todi and some police officers in the mysterious death of computer graphics teacher Rizwanur Rahman. However, the court upheld the earlier orders of the High Court for a probe against the accused by the CBI under section 306 IPC that deal with the - abetment of suicide.

A charge sheet has been filed against Sadhvi Pragya Singh Thakur and others in connection with the murder of RSS worker Sunil Joshi in 2007. The charge sheet was filed yesterday in the First Class Judicial Magistrate Padmesh Shah's court at Dewas in Madhya Pradesh.

India is awaiting a reply from Pakistan on its request to send a team there to question some suspects in the Mumbai terror attack case before it decides on allowing a commission from Islamabad. Addressing his monthly press conference in New Delhi today, the Home Minister, Mr. P.  Chidambaram  said, the documentary evidence which Pakistan wanted from India will be provided to them in the next few days. The Home Minister said in-principle India has agreed to allow a commission from Pakistan to visit New Delhi  in connection with the 26/11 investigations. On the Telangana issue, the Home Minister made it clear that he would convene a meeting of parties from Andhra Pradesh  only when all of them are ready to give their views.

In Andhra Pradesh, train services across the Telangana region were crippled due to the 12-hour long Rail Roko agitation which passed off incident-free. Thousands of agitators of Telangana Rastra Samithi, TDP, CPI and the BJP held demonstrations on the tracks across the Telangana Region.

The train services were almost paralyzed in Telangana region today due to the 12-hour Rail Roko agitation called by Telangana JAC.  The train services in Warangal, Adilabad, Karimanagar, Nalgonda and Hyderabad districts were badly hit following precautionary cancellation of several express and passenger trains posing severe inconvenience to rail commuters. Railway authorities have made alternate measures in respect of long distance trains by way of arranging buses to shift passengers to their destinations. Police have taken hundreds of agitators into custody while they were demonstrating on the tracks.

The External Affairs Minister S M Krishna today spoke to his Libyan counterpart Musssa Kussa for his country's help in evacuating the trapped Indians. A total of 557 Indians returned to New Delhi in two batches by air from strife-torn Libya in the wee hours today taking to 1,083 the total number of people evacuated so far by the four Air India special flights. Mr. Krishna said, so far nearly 20 per cent of an estimated 18,000 Indians were pulled out of the strife-torn north African nation. The high level contact with Libya was made even as government received landing clearance for three special flights daily from India to the Libyan Capital Tripoli up to March 12, after the facility was extended beyond March 7.

The Finance Minister has said that this year the revenue growth has been 29.4%. In an exclusive interview to All India Radio, Mr. Pranab Mukherjee said, this happened mainly because of structural changes that the Government has brought in for augmenting and generating more revenue through various measures.

On the stimulus packages given to the industry earlier during international recession, the Finance Minister pointed out that the economy has bounced back. He said, his object is to enhance investment and encourage savings. 

On agricultural reforms, the Minister said that there is a huge gap between the demand and supply and the farmers' produces need to be augmented through various measures.

The Sensex at the Bombay Stock Exchange closed with a spectacular gain of 623 points--its biggest single day gain in 21 months--at 18,447, today. The Sensex zoomed as investors cheered the finance minister's growth oriented budget, and after strong growth in exports, and in the core infrastructure sector, in January, and rising global bourses. The Nifty spurted 189 points, or 3.5 percent, to 5,522. Stock markets in Japan, China, Hong Kong, and Singapore rose between 0.3 percent and 1 percent.  The rupee appreciated 31 paise, to 44.96 against the dollar.  Gold dropped 110 rupees, to 21,070 rupees per ten grams in Delhi. But silver remained on a record-setting spree, adding 150 rupees, to a new all-time peak of 50,700 rupees per kilo.

In the ICC Cricket World Cup today, Sri Lanka crushed minnows Kenya by nine wickets in a Group 'A' match in Colombo today.  Kenya elected to bat after winning the toss at the R. Premadasa Stadium.  But they found the Lankan pace duo of Malinga and Nuwan Kulasekara too hot to handle and were all out for a meagre 142 in 43.4 overs.  The hosts cruised to 146 for one in just 18.4 overs to record their second win in three matches. Lasith Malinga made a grand entry into the World Cup by notching up an unprecedented second hat-trick in the mega event.    Playing his first match of the tournament, he finished with a career-best six-wicket haul and was declared 'Man of the Match'. Malinga also became the first bowler to take a hat-trick in World Cup for the second time.  He achieved the feat in the 2007 edition against South Africa.
