दिनभर के जोरदार विचार-विमर्श के बाद डी एम के और कांग्रेस के बीच तमिलनाडु विधानसभा चुनाव में सीटों के बटवारे के मुद्दे पर अंतिम रूप से समझौता हो गया है। कांग्रेस महासचिव गुलाम नवी आजाद ने नई दिल्ली में पत्रकारों को बताया कि दोनों ही पार्टियों के शीर्ष नेतृत्व ने सीटों के बटवारे के बारे में अंतिम रूप से फैसला ले लिया है। समझौते के मुताबिक कांग्रेस 63 सीटों पर चुनाव लड़ेगी। डी एम के मंत्री दयानिधि मारन और कांग्रेस के वरिष्ठ नेता प्रणब मुखर्जी के बीच दो दौर की वार्ता के बाद यह समझौता हुआ। कांग्रेस महासचिव गुलाम नवी आजाद और कांग्रेस अध्यक्ष सोनिया गांधी के राजनीतिक सचिव अहमद पटेल भी बैठक में मौजूद रहे। बैठक के बाद वरिष्ठ डी एम के नेता एम के अरागिरी और दयानिधि मारन श्रीमती सोनिया गांधी के आवास पर गए और समझौते के लिए उन्हें धन्यवाद दिया।

तमिलनाडु के मुख्यमंत्री एम करूणानिधि ने आज चेन्नई में घोषणा की कि उनकी पार्टी द्रविड़ मुन्ने+त्र कड़गम- डी एम के - आगामी विधानसभा चुनाव में 121 और कांग्रेस 63 सीटों पर चुनाव लड़ेगी।

निर्वाचन आयोग के नए शपथ-पत्र के तहत सभी उम्मीदवारों को नामांकन-पत्र दाखिल करते समय आयकर रिटर्न भरना अनिवार्य कर दिया है। उम्मीदवारों को चुनाव अधिकारी के सामने नामांकन-पत्र में अपनी पैतृक संपत्तियों के ब्यौरे सहित अब छह पृष्ठ का शपथ-पत्र भरना होगा। उम्मीदवारों को अपनी पत्नी या पति और सभी आश्रितों का आयकर रिटर्न और संपत्तियों का ब्यौरा भी इसमें देना होगा। सूत्रों के अनुसार निर्वाचन आयोग ने केंद्रीय प्रत्यक्ष कर बोर्ड से मशविरे के बाद ये नए उपाय किए हैं, ताकि चुनाव में काले धन और अवैध संपत्ति का इस्तेमाल रोका जा सके। नए शपथ-पत्र में आपराधिक पृष्ठभूमि, संपत्ति, देनदारी और उम्मीदवारों की शैक्षणिक योग्यताओं के बारे में जानकारी भी देनी होगी। पहले भी कमोबेश ऐसी ही जानकारी दी जाती थी।

पुणे के घोड़ा व्यापारी हसन अली खान को कालाधन जमा करने के आरोप में मुम्बई की सत्र  अदालत में पेश किया गया। अदालत ने उसे एक दिन के लिए प्रवर्तन निदेशालय की हिरासत में भेज दिया। सुनवाई शुरू हुई तो न्यायाधीश एम एल तहलियानी ने न्यायिक अधिकार क्षेत्र का मुद्दा उठाया और कहा कि यह मामला मजिस्ट्रेट के सामने लाया जाना चाहिये। सरकारी वकील ने कहा कि मनी लांड्रिंग रोकथाम अधिनियम के तहत विशेष अदालत को मामले की सुनवाई का अधिकार दिया गया है। इस तरह सत्र न्यायाधीश को इस पर सुनवाई का अधिकार है। बचाव पक्ष के वकील ने भी ऐसी ही राय व्यक्त की।
उच्चतम न्यायलय ने जांच एजेंसियों से हसन अली के हथियार डीलरों और आतंकवादी गतिविधियों में लिप्त लोगों के साथ कथित संबंधों के मद्देनजर धाराएं लगाने पर विचार करने को कहा। प्रवर्तन निदेशालय ने शीर्ष अदालत को, हसन अली की गिरतारी और उसके खिलाफ काला धन मामले में चल रही जांच की ताजा स्थिति बताते हुए एक सीलबंद लिफाफा सौंपा।

अंतर्राष्ट्रीय महिला दिवस पर आज जहां देशभर में अनेक कार्यक्रम हुए वहीं संसद के दोनों सदनों में कई सदस्यों ने महिला आर+क्षण विधेयक लोकसभा में जल्दी पास करने को कहा। विधेयक में लाोकसभा और राज्य विधानसभाओं में महिलाओं के लिए 33 प्रतिशत आरक्षण की व्यवस्था है। राज्यसभा यह विधेयक पास कर चुकी है।
लोकसभा में सदन के नेता प्रणब मुखर्जी, विपक्ष की नेता सुषमा स्वराज और सी पी एम नेता वासुदेव आचार्य ने कहा कि ये विधेयक पास होने से निर्णय लेने की प्रक्रिया में महिलाओं की बराबर  की हिस्सेदारी हो जाएगी। उन्होंने लोकसभा अध्यक्ष मीरा कुमार से भी कहा कि वे इस मुद्दे पर आम सहमति बनाने की पहल करें। श्री मुखर्जी ने सदस्यों से कहा कि वे इस ऐतिहासिक विधेयक को लोकसभा में पास करने का संकल्प लें।
इस अंतर्राष्ट्रीय महिला दिवस के अवसर पर हम संकल्प लें और कोई तरीका निकालें ताकि विधेयक पारित हो सके। इस तरह से हम अपनी वर्षों से लंबित प्रतिबद्वता पूरी कर सकते हैं।
श्रीमती स्वराज ने भी लोकसभा अध्यक्ष से इस विधेयक पर विचार विमर्श आगे बढ़ाने को कहा।
मेरा आज के दिन आपसे निवेदन है ये सब नेताओं को बुलाइएं और उनकी बात जानिए वो क्या कहना चाहते है।ं हम एक इच्छा शक्ति लेकर बढ़ेंगे और इकट्ठे बैठकर दो दिन तीन दिन चार दिन में ये मामला सलटायेंगे लेकिन हर हालत में आरक्षण का मसला हम हल करके उठें। ये बात आज के दिन हम तय कर लें।
नई दिल्ली में केन्द्रीय रिजर्व पुलिस बल की महिला बटालियन के रजत जयंती समारोह में राष्ट्रपति पं्रतिभा देवीसिंह पाटील ने कहा कि जब तक महिलाओं की क्षमता का पूरा इस्तेमाल नहीं किया जाता तब तक देश की प्रगति अधूरी है।
महिलाएं हमारी जनसंख्या का तकरीबन आधा हिस्सा है। समाज और देश की प्रगति में योगदान देने के लिए शिक्षा प्राप्त करने और आगे बढ़ने का अवसर किया जाना चाहिए। हमारे देश के आगे बढ़ने के लिए महिला और पुरूष दोनों का मजबूत होना और मिलकर आगे बढ़ना जरूरी है।
रेल मंत्री ममता बनर्जी ने इस मौके पर राज्य सभा में कॉलेज स्तर तक की सभी छात्राओं को मुत रेल यात्रा की सुविधा प्रदान करने की घोषणा की।

राष्ट्रीय राजधानी क्षेत्र में महिलाओं की सुरक्षा के मुद्दे पर गहरी चिन्ता व्यक्त करते हुए सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि देश में महिलाओं के अधिकार को मजबूती से सुरक्षा प्रदान करने की जरूरत है। नई दिल्ली में एक समारोह में उन्होंने कहा कि महिलाओं का सशक्तीकरण होना चाहिए।

प्रधानमंत्री ने आज राज्यसभा में  पी जे थामस को केन्द्रीय सतर्कता आयुक्त के रूप में चुनने में हुई गलती की जिम्मेदारी स्वीकार कीं। डाक्टर मनमोहन सिंह ने सदन में कहा कि उन्हें पिछले वर्ष तीन सितम्बर को चयन समिति की बैठक तक श्री थामस के खिलाफ आरोप पत्र के बारे में पता नहीं था। डाक्टर मनमोहन सिंह ने श्री थामस के नाम की मंजूरी इस विश्वास में दी कि श्री थामस को सतर्कता विभाग से मंजूरी मिल चुकी होगी, क्योंकि वे इससे पहले केरल में मुख्य सचिव और केन्द्र सरकार में सचिव के पद पर काम कर चुके थे।
इस मामले के बारे में मुझे तब पता चला जब लोक सभा में प्रतिपक्ष की माननीया नेता ने बैठक में इस मुद्दे को उठाया। यहीं मुझसे गलती हो गई। चूंकि श्री थामस पहले केरल सरकार में मुख्य सचिव और भारत सरकार में सचिव के पद पर रह चुके थे इसलिए, हमने उनके चयन की प्रक्रिया आगे बढ़ाई।
डाक्टर मनमोहन सिंह ने कहा कि ऐसी समितियों के लिए नोट, कार्मिक और प्रशिक्षण विभाग, अपने मंत्री के निर्देशों के अनुसार ंतैयार करता है। प्रधानमंत्री ने कहा कि इस नोट में श्री थामस के आरोप पत्र के बारे में कोई सूचना नहीं थी।
इस बीच, भारतीय जनता पार्टी  और वाम दलों के सदस्यों ने प्रधानमंत्री के वक्तव्य पर असंतोष प्रकट किया। उनकी मांग थी कि प्रधानमंत्री द्वारा जिम्मेदारी स्वीकार करने के बार अब दोषियों के खिलाफ कार्रवाई भी की जानी चाहिए।

प्रधानमंत्री ने कहा है कि भ्रष्टाचार की रोकथाम में समाज के प्रबुद्ध वर्ग को भी शामिल किया जाएगा। प्रमुख सामाजिक कार्यकर्ता अन्ना हजारे के नेतृत्व में इंडिया एगेन्स्ट करप्शन संगठन के कुछ सदस्य कल डाक्टर मनमोहन सिंह से मिले थे।

संसद ने 2011-12 के लिए रेल बजट पारित कर दिया है। आज राज्यसभा ने इसे पारित किया, जबकि लोकसभा इसे पहले ही  पास कर चुकी है। राज्यसभा ने 2010-11 के लिए पूरक अनुदान मांगें भी ध्वनिमत से पारित कर दियां।

सरकार जल्दी ही एक व्यापक केबल नियमन विधेयक लायेगी। इसके तहत केबल टी वी ऑपरेटरों के पंजीकरण की मौजूदा व्यवस्था के स्थान पर लाइसेंस प्रणाली लागू की जाएगी। सूचना और प्रसारण मंत्री अंबिका सोनी ने आज लोकसभा में एक प्रश्न के उत्तर में बताया कि ट्राई ने केबल टी वी सेवा को नया रूप देने के लिए एक विस्तृत रूपरेखा सरकार के सामने रखी है और इस पर विचार किया जा रहा है।
2008 में एक  सुझाव ट्राई ने दिए थे। उसके बाद बहुत ज्यादा इस क्षेत्र में तरक्की हुई है। हम लोग पूरे डिजिटलाइलेशन की बात कर रहे हैं। कुछ ही समय में हम सदन के सामने में पूरा डिजिटलाइलेशन का प्लान रख सकेंगें।
दूरदर्शन द्वारा सभी खेलों का प्रसारण न कर पाने के बारे में पूरक प्रश्नों के उत्तर में उन्होंने कहा कि दूरदर्शन उन सभी राष्ट्रीय और अंतर्राष्ट्रीय प्रतियोगिताओं का प्रसारण करता है जिनमें भारत भाग लेता है।

लीबिया में बचे शेष एक हजार भारतीयों को भारत वापस लाने के लिए एयर इंडिया के तीन विमान राजधानी त्रिपोली के लिए रवाना हुए। विदेश मंत्रालय के प्रेस बयान में कहा गया है कि इस समय लीबिया में केवल एक हजार सात सौ भारतीय फसे हैं जिनमें से चार सौ के सड़क मार्ग से आने की उम्मीद है।

इस बीच, लीबिया के पूर्वी शहर रासलानुफ और आस-पास के इलाकों में कर्नल गद्दाफी के सैनिकों ने विरोधियों पर फिर हवाई हमले किए हैं। देश के पश्चिम में जाविया और मिसराता जैसे विद्रोहियों के नियंत्रण वाले इलाके अब भी गद्दाफी समर्थकों की घेराबंदी में हैं।

बंगलादेश हाईकोर्ट ने आज नोबेल पुरस्कार से सम्मानित प्रो0 मोहम्मद युनूस की उस याचिका को खारिज कर दिया जिसमें उन्होंने सेन्ट्रल बैंक के आदेश की वैधता को चुनौती दी थी। बैंक ने उन्हें सेवानिवृति आयु पूरी कर लेने के कारण ग्रामीण बैंक के प्रबंध निदेशक के पद से हटा दिया है। बंगलादेश हाईकोर्ट के दो न्यायाधीशों की खंडपीठ ने यािचका की तीन दिन की सुनवाई के बाद यह आदेश पारित किया।

मुंबई शेयर बाजार का सेंसेक्स आज 217 अंक बढ़कर 18 हजार 440 अंकों पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी 58 अंक बढ़कर पांच हजार 521 अंकों पर जा पहुंचा। रूपया चार पैसे कमजोर हुआ एक डालर का मूल्य 45 रूपये नौ पैसे रहा। राजधानी के सर्राफा बाजार में आज सोना डेढ़ सौ रूपये गिरकर 21 हजार 270 रूपये प्रति दसग्राम पर आ गया और अमरीका में कच्चे तेल का यूचर मूल्य 105 डालर प्रति बैरल के नीचे आ गया। लंदन में ब्रेंट कू्रूट 115 डालर प्रति बैरल के नीचे पहुंच गया।

 After hectic day long consultations, the Congress and the DMK have reached seat sharing agreement for assembly elections in TamilNadu.  The Congress Party General Secretary, Ghulam Nabi Azad told reporters in New Delhi that the leadership of the two parties have finally decided the number of seats and Congress will contest 63 seats. The deal was announced after the DMK Minister Dayanidhi Maran held two rounds of talks with Senior Congress leader Pranab Mukehrjee. Congress Party leader Ghulam Nabi Azad and the Political Secretary to Congress President Ahmad Patel were also present in the meeting. AIR correspondent reports that political uncertainty at the Centre has come to an end after the deal has been struck. Earlier, the DMK had announced to pull out its Ministers from the Union Council of Ministers accusing the Congress of being unreasonable in the seat sharing.

 TamilNadu Chief Minister M Karunanidhi today announced that the DMK will contest 121 seats and Congress 63 under the seat sharing deal for the April 13 assembly polls. Making a simultaneous announcement of the deal in Chennai, Karunanidhi said, he had taken away one seat each from his party, PMK and IUML to concede to Congress' demand for 63 seats. This is the second highest number of seats Congress will be contesting in alliance with DMK after 1980, when both parties shared 112 seats each under an electoral pact then.

 The Prime Minister today owned accountability and responsibility for the error of judgement in appointment of P J Thomas as CVC. In the Rajya Sabha, responding to clarifications sought by Leader of the Opposition Arun Jaitley and Left members after his suo motu statement, Dr. Singh said, he became aware of this case only when the  Leader of the Opposition in the Lok Sabha, Sushma Swaraj raised the issue in the meeting itself.

 The Prime Minister's clarification was followed by a mild uproar by the opposition when the Chair did not permit some members to raise further queries. The Left parties staged a walk out on the ruling. Meanwhile, BJP and Left parties today voiced dissatisfaction with Prime Minister Manmohan Singh's clarification on the appointment of CVC, demanding that his acceptance of responsibility should be taken forward by taking action against the guilty.

 Furnishing of income tax returns has been made mandatory for all candidates entering the poll fray under a new nomination affidavit brought out by the Election Commission. Candidates will now have to fill a six-page affidavit including details of inherited property along with his or her nomination papers before the returning officer. The I-T returns and details of properties of the spouse and all the dependents of the candidates will also have to be furnished in the new affidavit. The new measures, according to sources, have been taken by the EC in consultation with the Central Board of Direct Taxes  in order to curb the use of blackmoney and illegal wealth in the electoral process.

 Pune businessman Hasan Ali Khan arrested for massive money laundering was today produced before a court in Mumbai, which remanded him to the custody of the Enforcement Directorate for a day. The court was adjourned following differences over the issue of jurisdiction. More from our correspondent..

 Earlier, the Supreme Court today asked probe agencies to consider invoking terror and other stringent penal charges against 53-year old Ali for his alleged links with arms dealers and people linked to terror activities. The ED also submitted to the court, in a sealed cover, its status report on the probe into the case related to black money in which they also mentioned Khan's arrest last night.  The government also told the court that it would also furnish a status report on income-tax department's probe.

  Switzerland today said it is waiting for a request from India seeking help in probe against Hasan Ali, Central government had first sought freezing of Ali's bank accounts in Switzerland way back in 2007. However, Swiss authorities have rejected all requests so far, and have asked India to submit a fresh request with certain facts and details.

 The government will soon come out with a comprehensive Cable Regulatory Act based on TRAI's recommendations like replacing the present system of registration of cable TV operators by a licensing framework. Replying to a question in the Lok Sabha, Information and Broadcasting Minister Ambika Soni said the Telecom Regulatory Authority of India (TRAI), in its recommendation of Restructuring of Cable TV Service has given a comprehensive roadmap for restructuring of these networks and the government is working on it.

   Even as a series of functions was organised today to mark the International Women's Day, the majority of members in both the Houses of Parliament today strongly pleaded for early passage of the Women's Reservation Bill in the Lok Sabha. The Bill provides for 33 per cent reservation to women in Parliament and state legislatures. In the Lok Sabha, the Leader of the House, Mr Pranab Mukherjee urged the house to commit itself to pass this historic bill.

 Mrs Sushma Swaraj and the CPIM leader, Mr Basudeb Acharia said the step will provide a level-playing field to women in decision-making process. The Samajwadi Party leader, Mr Mulayam Singh Yadav, RJD leader, Dr Raghuvansh Prasad Singh and JD(U) chief Mr Sharad Yadav stuck to their party lines demanding a quota within quota. The Lok Sabha Speaker, Mrs Kumar said the International Women's Day offers an opportunity to every one to ensure equal rights to women.

 The Women's Reservation issue also figured in the Rajya Sabha with members expressing concern over the status of women. The Rajya Sabha Chairman Mohammed Hamid Ansari has called for respecting, empowering, educating and developing capacities of women to enable them to realize their potential in the society, economy and polity. CPM leader Brinda Karat said, it is the high time when all the members of the House should take a pledge for empowering women through various legislations.The President Mrs Pratibha Devisingh Patil has said the country's progress will remain incomplete unless the potential of women is fully utilized.

 The President, who was addressing the Silver Jubilee celebration of Women Batallion of the Central Reserve Police Force (CRPF), expressed concern over violence and atrocities against women and underlined the need for induction of more and more women in the Central Para-Military forces.

 Parliament has passed the rail Budget. The Rajya Sabha  returned the budget which has been earlier passed by the Lok Sabha. Replying to the debate in the Rajya Sabha this evening, Railway Minister Mamata Banerjee today announced that all girl students up to college level across the country will be entitled for free local rail travel. This is being done to Mark the International Women's Day today.

 In Bangladesh, the High Court today rejected the writ petition filed by Nobel Laureate Prof Muhammad Yunus’ challenging the legality of the central bank’s order to remove him from the post of Managing Director of Grameen Bank. We have a report:

 It was an ironical coincidence that Professor Yunus who was honoured for empowering millions of women through the Grameen Bank lost the legal battle to save his position in the organization on international women’s day. The Bangladesh High Court not only said that the tenure of Dr.Yunus as MD of the Grameen Bank since 1999 was illegal but also observed that the decision of the Grameen Bank board in that year to appoint him as Managing director for an indefinite period had no legal basis either. Following the court verdict, Grameen Bank has issued a statement that it is disappointed and is consulting its lawyers about its future course of action.
