सरकार ने बताया है कि सोमालिया के समुद्री डाकुओं ने ७९ भारतीयों को बंधक बनाया हुआ है और ७ जहाज उनके कब्जे में है। विदेशमंत्री एस.एम.कृष्णा ने इन बंधकों पर सांसदों की चिंता का समर्थन करते हुए आज लोकसभा में कहा कि उन्हें छुड़वाने का हरसंभव प्रयास किया जा रहा है। सदन में इस सिलसिले में सरकार की कोशिशों का ब्यौरा देते हुए श्री कृष्णा ने कहा कि ये एक अन्तर्राष्ट्रीय समस्या है, जिससे पूरी ताकत से निपटना होगा। विदेशमंत्री ने बताया कि उन्होंने भारत में मिस्र के राजदूत से बातचीत की है ताकि उन ८ भारतीयों को रिहा कराया जा सकें, जिनके लिए फिरौती देने की मियाद समाप्त हो रही है। श्री कृष्णा ने कहा कि उनके जहाज के मालिक से भी मशविरा किया जा रहा है। वह मिस्र का नागरिक है। विदेशमंत्री ने सभी भारतीय बंधकों की रिहाई का सरकार का संकल्प दोहराया।

मार्क्सवादी कम्युनिस्ट पार्टी ने सोमाली डाकुओं से भारतीय नाविकों को छुड़ाने के प्रयासों के बारे में लोकसभा में दिये गये विदेशमंत्री एस एम कृष्णा के बयान पर असंतोष व्यक्त किया। संसद से बाहर संवाददाताओं से बातचीत में पार्टी नेता वृंदा कारात ने कहा कि सरकार को इन नाविकों को रिहा कराने के लिए कड़े उपाय करने चाहिएं। भारतीय जनता पार्टी के शत्रुन सिन्हा ने भी कहा कि सरकार को इन नाविकों को छुड़ाने को सर्वोच्च प्राथमिकता देनी चाहिए।
----------- पाकिस्तान में पेशावर के पास एक बम विस्फोट में कम से कम ३४ लोग मारे गये हैं और अनेक घायल हो गये हैं। अधिकारियों के अनुसार एक आत्मघाती हमलावर ने मटनी इलाके में एक पख्तून सरदार की पत्नी को दफनाये जाने के समय अपने आपको भीड़ में उड़ा दिया। ये पख्तून नेता सरकार समर्थक बताया जाता है। मटनी में कई कबाइली सरदार तालिबान का विरोध करते है। तालिबान अकसर इन्हें अपना निशाना बनाते हैं।
----------- पाकिस्तान में ही आतंकवादियों ने आज सुबह उत्तर-पश्चिम प्रांत खैबर पखतूनख्वा में एक सरकारी स्कूल की इमारत को उड़ा दिया। स्थानीय मीडिया रिपोर्टों में कहा गया है कि अज्ञात आतंकवादियों ने दर्रा आदम खेल इलाके में माध्यमिक विद्यालय की इमारत को उड़ा दिया। यह घटना काफी सवेरे होने के कारण इसमें किसी के हताहत होने की खबर नहीं है और स्कूल में छात्र भी नहीं थे। उत्तर-पश्चिम पाकिस्तान में आतंकवादियों द्वारा स्कूल इमारतों को उड़ाने की यह पहली घटना नहीं है।
सरकारी आंकड़ों के अनुसार हाल के वर्षों में खैबर पखतूनख्वा और कबायली इलाकों में आतंकवादियों द्वारा पांच सौ स्कूल इमारतों को नष्ट किया जा चुका है। इस माह के शुरू में उत्तर-पश्चिम पाकिस्तान में आतंकवादियों ने सरकारी स्कूलों की तीन इमारतों को उड़ा दिया था।
----------- सरकारी आंकड़ों के अनुसार हाल के वर्षों में खैबर पखतूनख्वा और कबायली इलाकों में आतंकवादियों द्वारा पांच सौ स्कूल इमारतों को नष्ट किया जा चुका है। इस माह के शुरू में उत्तर-पश्चिम पाकिस्तान में आतंकवादियों ने सरकारी स्कूलों की तीन इमारतों को उड़ा दिया था।
पाकिस्तान में सिंध हाईकोर्ट ने पूर्व राष्ट्रपति जनरल परवेज मुशर्रफ पर देशद्रोह का मुकदमा दायर करने के निर्देश दिये है। हाईकोर्ट की एक पीठ ने केन्द्रीय गृहमंत्री रहमान मलिक और संघीय जांच एजेंसी एफ आई ए- को भी निर्देश दिया है कि वे यह मामला दायर कराने के लिये आवश्यक कानूनी प्रक्रिया पूरी करे। अदालत ने यह निर्देश एक याचिका पर दिये है। इस याचिका में कहा गया है कि जनरल मुशर्रफ ने २००७ में पाकिस्तान में आपातस्थिति लागू की, जबकि इसका कोई वैध कारण नहीं था।
----------- अमरीका का कहना है कि लीबिया में उड़ान वर्जित क्षेत्र बनाने का फैसला संयुक्त राष्ट्र को करना चाहिये, अमरीका को नही। विदेशमंत्री हिलेरी क्लिंटन ने कहा है कि ये सुझाव अमरीका की कोशिश से नहीं, बल्कि लीबिया की जनता की तरफ से आना चाहिये। श्रीमती क्लिंटन ने कहा कि लीबिया में विद्रोहियों पर, राष्ट्रपति कर्नल गद्दाफी की समर्थक सेनाओं के बढ़ते हमलों को देखते हुए लीबिया में विदेशी सैनिक हस्तक्षेप की मांग बढ़ रही है। श्रीमती क्लिंटन का कहना था कि कर्नल गद्दाफी अपने पद से शांतिपूर्वक हट जाये। उन्होंने चेतावनी दी कि लीबिया का संकट लम्बा खिच सकता है।

बहरीन में शिया विपक्षी ग्रुपों ने अपनी मांगों को लेकर एक गठबंधन बनाया है। हमारे संवाददाता ने बताया है कि प्रदर्शनकारी अपनी मांगों के समर्थन में पर्ल चौराहे पर डेरा डाले हुए हैं।

अमरीकी अंतरिक्ष यान डिस्कवरी पृथ्वी पर लौटने की तैयारी कर रहा है। दो सप्ताह तक अंतरिक्ष में रहने के बाद, डिस्कवरी के छह सदस्यों के चालक दल ने, फ्लोरिडा में कैनेडी अंतरिक्ष केन्द्र में उतरने के लिए सभी उपकरणों की अंतिम जांच पूरी कर ली है। १९८४ में अपनी पहली यात्रा के बाद डिस्कवरी ३९ बार अंतरिक्ष में गया है और उसने २४ करोड़ किलोमीटर की यात्रा की है। अमरीका के बाकी बचे तीन अंतरिक्ष यानों में से डिस्कवरी को सबसे पहले रिटायर किया जाएगा।
----------- असम विधानसभा चुनाव के पहले चरण में ६२ सीटों पर मतदान के लिए अधिसूचना कल जारी कर दी जाएगी। पहले चरण का मतदान ४ अप्रैल को होना है। विभिन्न राजनीतिक दल आपसी गठबंधन जोड़ने और अपने-अपने उम्मीदवार तय करने के काम में जुटे हुये है। असम गण परिषद-ए जी पी - ने बोडोलैंड प्रादेशिक परिषद के इलाके की कुछ सीटों के लिए बोडोलैंड पीपुल्स प्रोग्रेसिव फ्रंट-बी पी पी एफ- के साथ चुनावी समझौता किया है। उसने गण शक्ति पार्टी के साथ भी कुछ सीटों पर तालमेल किया है। ए जी पी- ने अपने चार और उम्मीदवार घोषित कर दिये है। पार्टी, विधानसभा की १२६ सीटों के लिए अब तक ७० उम्मीदवारों के नाम तय कर चुकी है।

कांग्रेस और द्रविड मुनेत्र कडगम-डी एम के- पार्टी के बीच तमिलनाडु विधानसभा चुनाव में सीटों के बंटवारे के फैसले पर मोहर लग गई है। कल की घोषणा के बाद आज चेन्नई में इस समझौते पर डीएमके अध्यक्ष एम करूणानिधि और तमिलनाडु प्रदेश कांग्रेस समिति के अध्यक्ष श्री थंगबालू ने औपचारिक रूप से हस्ताक्षर किये। श्री थंगबालू ने ंपत्रकारो को बताया कि दोनों दलों की चुनाव समितियां कल अपने-अपने निर्वाचन क्षेत्रों की सूची बनायेगी। २००४ और २००९ के आम चुनाव तथा २००६ के विधानसभा चुनाव भी दोनों पार्टियों ने मिलकर लड़े थे।
----------- भारतीय जनता पार्टी ने दिल्ली में अंतर्राष्ट्रीय महिला दिवस पर कॉलेज की एक लड़की की दिन-दहाड़े हत्या पर सरकार से वक्तव्य देने की मांग की। आज लोकसभा की बैठक शुरू होते ही पार्टी के वरिष्ठ नेता शाहनवाज हुसैन ने ये मामला उठाते हुए कहा कि दिल्ली की मुख्यमंत्री ने भी स्वीकार कर लिया है कि दिल्ली में कानून और व्यवस्था की स्थिति बिगड़ रही है। संसदीय कार्य राज्यमंत्री वी नारायणसामी ने कहा कि सदस्यों की चिन्ताओं से गृहमंत्री को अवगत करा दिया जाएगा।
राज्यसभा में भी लगभग सभी दलों के सदस्यों ने राजधानी में महिलाओं पर हो रहे हमलों पर गंभीर चिन्ता व्यक्त की। आज शून्यकाल में भाजपा की श्रीमती माया सिंह ने कल अंतर्राष्ट्रीय महिला दिवस के दिन ही दिल्ली विश्वविद्यालय की एक छात्रा की हत्या पर चिन्ता प्रकट की। उन्होंने कहा कि महिलाओं में ये आशंका घर करती जा रही है कि राजधानी उनके लिए सुरक्षित नहीं है।
विपक्ष के नेता अरूण जेटली ने कहा कि ये एक गंभीर मामला है और सरकार को इसका जवाब देना चाहिए।

केरल के मुख्यमंत्री वी एस अच्युतानंदन ने समाज के और वर्गों को दो रूपए प्रति किलो चावल मुहैया कराने के राज्य सरकार के फैसले पर निर्वाचन आयोग द्वारा रोक लगाने की आज कड़ी आलोचना की। श्री अच्युतानंदन ने एक संवाददाता सम्मेलन में आरोप लगाया कि कांग्रेस नेतृत्व वाले विपक्ष के राजनीतिक दबाव के कारण राज्य निर्वाचन आयोग ने यह फैसला किया। उन्होंने कहा कि इस मुद्दे पर केरल सरकार मुख्य निर्वाचन आयोग को एक औपचारिक शिकायत भेजेगी। श्री अच्युतानंदन ने निर्वाचन आयोग से यह भी स्पष्ट करने के लिए कहा कि क्या छात्राओं को निःशुल्क रेल यात्रा की सुविधा देने की रेल मंत्री की घोषणा आचार संहिता का उल्लंघन है या नहीं।
----------- बिहार सरकार ने विधानसभा के चालू सत्र में सेवा का अधिकार विधेयक पेश करने का फैसला किया है। यह फैसला कल रात मंत्रिमंडल की बैठक में लिया गया। हमारे संवाददाता ने बताया है कि यदि यह विधेयक कानून बन जाता है, तो ३० निर्धारित सेवाओं को सरकारी कर्मचारी द्वारा निश्चित समय के अंदर पूरा करना होगा।
राइट टू सर्विस एक्ट बनाकर जनता के प्रति प्रशासन को जवाबदेह बनाया जाएगा। इसके अंतर्गत यह प्रावधान किया गया है कि यदि कोई अधिकारी निर्धारित समय सीमा में जनता को सेवा उपलब्ध नहीं कराते हैं, तो उन पर जुर्माना लगाया जाएगा। ५०० रूपये से लेकर ५००० रूपये तक दंड लगाए जाने का प्रावधान भी किया गया है। जुर्माने की राशि जिम्मेदारी अधिकारियों के वेतन से काटी जाएगी। बिजली मीटर की गलत बिलिंग में सुधार और फ्यूज की मरम्मत के लिए २४ घंटे का समय निर्धारित किया गया है। पास पोर्ट, चरित्र प्रमाणपत्र और नियुक्ति मामले की पुलिस -- के लिए एक सप्ताह का समय दिया गया है। जाति, आवास और आय प्रमाणपत्र के लिए १५ दिन जल वितरण प्रणाली, खाद और बीज दुकान के लाइसेंस के निपटारे के लिए ३० दिन की समय सीमा तय की गई है। इस तरर ड्राइविंग लाइसेंस के लिए ३० दिन और पोस्टमार्टन रिपोर्ट के लिए अधिकतम ३ दिन के समय का प्रावधान किया गया है।
----------- राइट टू सर्विस एक्ट बनाकर जनता के प्रति प्रशासन को जवाबदेह बनाया जाएगा। इसके अंतर्गत यह प्रावधान किया गया है कि यदि कोई अधिकारी निर्धारित समय सीमा में जनता को सेवा उपलब्ध नहीं कराते हैं, तो उन पर जुर्माना लगाया जाएगा। ५०० रूपये से लेकर ५००० रूपये तक दंड लगाए जाने का प्रावधान भी किया गया है। जुर्माने की राशि जिम्मेदारी अधिकारियों के वेतन से काटी जाएगी। बिजली मीटर की गलत बिलिंग में सुधार और फ्यूज की मरम्मत के लिए २४ घंटे का समय निर्धारित किया गया है। पास पोर्ट, चरित्र प्रमाणपत्र और नियुक्ति मामले की पुलिस -- के लिए एक सप्ताह का समय दिया गया है। जाति, आवास और आय प्रमाणपत्र के लिए १५ दिन जल वितरण प्रणाली, खाद और बीज दुकान के लाइसेंस के निपटारे के लिए ३० दिन की समय सीमा तय की गई है। इस तरर ड्राइविंग लाइसेंस के लिए ३० दिन और पोस्टमार्टन रिपोर्ट के लिए अधिकतम ३ दिन के समय का प्रावधान किया गया है।
उत्तर प्रदेश में समाजवादी पार्टी के तीन दिन के आंदोलन के अंतिम दिन आज पार्टी के नेता और कार्यकर्ता राज्य भर में विरोध प्रदर्शन कर रहे हैं। राज्य में कथित बसपा कुशासन के खिलाफ समाजवादी पार्टी ने आंदोलन कर रही है। पुलिस ने अनेक जिलों में प्रदर्शनकारियों पर लाठी चार्ज किया और कुछ लोगों को गिरफ्तार किया।

----------- पुणे के कारोबारी हसन अली खान को आज मुम्बई में सत्र न्यायाधीश की अदालत में पेश किया गया। उसे कल प्रवर्तन निदेशालय ने गिरफ्तार किया था। प्रवर्तन निदेशालय उसे एक दिन हिरासत में रखने के बाद अदालत में लाया। इस समय उसके मामले पर सुनवाई चल रही है।

----------- हिमाचल प्रदेश के बजट में कोई नया कर नहीं लगाया गया है। मुख्यमंत्री प्रेम कुमार धूमल ने आज १६ हजार ७०८ करोड़ रूपए का राज्य का बजट पेश किया जिसमें दो दशमलव सात प्रतिशत घाटा दिखाया गया है। श्री धूमल ने अपने बजट भाषण में कहा कि वित्तीय संकट के बावजूद राज्य के ११ लाख राशन कार्डधारियों को आवश्यक वस्तुओं पर ११० करोड़ रूपए की सब्सिडी जारी रहेगी ताकि महंगाई से आम आदमी को राहत मिल सके। उन्होंने राज्य सरकार के कर्मचारियों के बकाए का भुगतान करने के लिए ५५० करोड़ रूपए देने की भी घोषणा की। राज्य के पांचवे वित्त आयोग की सिफारिशों को लागू करने के कारण राज्य सरकार के कर्मचारियों को बकाए का भुगतान देय है।
----------- उत्तराखंड के मुख्यमंत्री रमेश पोखरियाल निशंक ने आज राज्य सरकार की महिला कर्मचारियों के लिए बच्चों की देखभाल के वास्ते दो साल की छुट्टी देने की घोषणा की। इसके अलावा मुख्यमंत्री ने बालिका शिक्षा को बढ़ावा देने के लिए राज्य के पिछड़े इलाकों के प्रत्येक सब-डिविजन में छात्राओं के लिए होस्टल निर्माण करने की भी घोषणा की। राज्य की मौजूदा सरकार के चार साल पूरा होने के अवसर पर डॉ निशंक देहरादून में आयोजित एक समारोह को संबोधित कर रहे थे। उन्होंने राज्य में अटल खाद्यान्न योजना कारगर ढंग से लागू करने की प्रतिबद्धता व्यक्त करते हुए कहा कि इस योजना के तहत एपीएल परिवारों को सस्ती दरों पर राशन उपलब्ध कराने के लिए खाद्यानों की कोई कमी नहीं होगी और इन परिवारों को सस्ती दरों पर १० किलो गेहूं और १० किलो चावल मुहैया कराये जाएंगे।
----------- सरकार ने देश में हवाई यातायात सेवाओं को नियमित करने के लिए नये दिशा निर्देश जारी किए हैं। नागरिक उड्डयन मंत्री वायलार रवि ने देश में उड्डयन संपर्क बढ़ाने के बारे में एक प्रश्न के उत्तर में यह बात कही। उन्होंने कहा कि नये दिशा निर्देशों में पूर्वोत्तर सहित विभिन्न क्षेत्रों में हवाई यातायात सेवाओं की जरूरत का ध्यान रखा जाएगा। उन्होंने कहा कि खास-खास जगहों में हवाई यात्रा की मांग और व्यावसायिक स्थिरता के मद्देनजर हवाई सेवा उपलब्ध कराना एयरलाइंस कंपनियों पर निर्भर करता है।

----------- ओडिशा में अगड़ी जातियों द्वारा पिछड़ी जातियों के शोषण की बर्तन प्रणाली पर पाबंदी लगा दी गई है। अगड़ी जातियों के लोग, केवल १५ किलो धान देकर नाई और धोबी का काम करने वाले पिछड़ी जातियों के व्यक्तियों से पूरे साल, खासतौर पर शादी-ब्याह के मौके पर, बेगार करवाते थे। इसे बर्तन प्रणाली कहा जाता था। राष्ट्रीय मानवाधिकार आयोग के निर्देश पर ओडिशा के पंचायतीराज विभाग ने इस प्रथा को समाप्त करने की अधिसूचना जारी कर दी है। एक ग्रामीण बाघम्बर पटनायक ने राष्ट्रीय मानवाधिकार आयोग में दिसम्बर, २००८ में इस बारे में शिकायत दायर की थी। श्री पटनायक ने नलीबसंत गांव का उदाहरण देते हुए बताया था कि नाई और धोबी का काम करने वालो स,े अगड़ी जातियों के लोग अपने पैर भी धुलवाते है।

उत्तराखंड में पिछले २४ घंटों में चमोली जिले में बद्रीनाथ-ऋषिकेश राष्ट्रीय राजमार्ग पर दो अलग-अलग दुर्घटनाओं में पांच लोगों की मौत हो गई और चार अन्य घायल हो गए। खबरों के अनुसार कल रात विराही के निकट एक जीप के सड़क से लुढ़ककर खाई में गिर जाने से तीन लोग मारे गए और दो अन्य घायल हो गए। एक अन्य दुर्घटना में आज एक गांव के निकट दो व्यक्तियों की मौत हो गई और दो अन्य घायल हो गए। पुलिस ने बताया कि घायलों को गोपेश्वर जिला अस्पताल में भर्ती किया गया है।

The External Affairs Minister Mr. S.M. Krishna today made a statement in the Lok Sabha on the issue of Indian sailors abducted by Somali pirates. Sharing the concern of the members in the Lok Sabha, Mr Krishna said that everything possible is being done to secure the safe release of Indians made hostage by the pirates. He said Somali pirates have made 79 Indians hostage and seven ships are in their custody. Rebel fighters have been pushed back by pro-Gaddafi government forces . US President Barack Obama and UK Prime Minister David Cameron discussed a possible no-fly zone yesterday, but both countries maintain that any intervention must have wide international support. A White House statement said the two leaders discussed a full spectrum of possible responses in their telephone call. It is believed that other options include more surveillance, humanitarian help and the enforcement of an arms embargo on Libya.

Following the resolution of the Gulf Cooperation Council to back the British-French demand of a no-fly zone over Libya, the 57-member Organization of the Islamic Conference (OIC) held an emergency meeting in Jeddah in Saudi Arabia calling on the United Nations to enforce a no-fly zone. The OIC however rejected any military interference on the ground in Libya. The Libyan envoy to the OIC, Mohammed al-Shakl, slammed the move as a conspiracy against his country.

Anti Government protests continue in some countries in West Asia region. In Yemen, police fired rubber bullets and tear gas on protesters in the capital Sanaa, wounding at least 65 people. AIR West Asia correspondenr reports that the demonstrators in Yemen are calling for an end to President Ali Abdullah Saleh’s 32-year-old rule.
Protests demanding political and economic reforms continued in some countries in West Asia including Yemen and Bahrain. While governments have started meeting some of their demands, protesters who are calling for economic and political reforms have become more focused. Yemen has been rocked by protests against the president during last several weeks while demonstrators in Bahrain are camping at Pearl Square calling for sweeping political reforms. Oman is also facing protests with a little different aim. While Bahraini protestors want a constitutional monarchy with democratic government , the Omani protestors are supporting their sultan but they want him to address the economic issues the firm action to end of corruption.

In Assam, only a day is left for the issuing of notification for the first phase of elections in 62 Assembly constituencies of the State to be held on 4th of the next month. Our Guwahati Correspondent reports that Hectic parleys are continuing within the political parties for deciding candidates and poll alliances.
The regional party Asom Gana Parishad (AGP) has struck a poll deal with the Bodoland peoples Progressive Front (BPPF) in some constituencies of the Bodoland Territorial Council (BTC) districts and adjusted some seats with the Gana Shakti party. The AGP has also declared four more names of candidates for the upcoming polls. With this, the party has so far announced its candidates for 70 seats against the total of 126 seats in the State Assembly. The much-awaited election committee meeting of the ruling Congress concluded at Guwahati late last night. It was chaired by the AICC general secretary in- charge of Assam Digvijoy Singh. According to sources, the party has finalized a panel of candidates against 70 constituencies from where several aspirants have sought tickets. The tentative list will now be finalized in the election committee meeting of the AICC to be held in New Delhi on 12th of this month.

Meanwhile, the Assam Government has made some bureaucratic reshuffle after the visit of the full Election Commission yesterday. The Deputy Commissioner of Kamrup (Metro) and Karbi Anglong have been transferred. Similarly, the Superintendents of Police of Kamrup (Rural) and Golaghat districts have also been transferred.
Earlier, the Election Commission during its review meeting on poll preparedness held in Guwahati yesterday had asked the State Chief Secretary to speed up transfer of as many as 137 officials who have been serving for more than three years in their native districts.

In West Bengal, the Election Commission has asked the District Administration to execute pending non-bailable arrest warrants ahead of Assebmly polls in the State. The Deputy Election Commissioner, Mr. Vinod Zutshi who is currently touring different districts of the State to review the election preparedness instructed the authorities to execute the pending warrants and to recover illegal arms and ammunition on top priority to ensure free and fair polls. Mr. Zutshi is now meeting the district admnistation of Hooghly, East Midnapore and Howrah districts in Chinsurah to take stock of the election preparedness.

In Kerala, Chief Minister V S Achuthanandan has criticised the State Election Commission for banning the State Government's move to provide rice at rupees two per kilogram to more sections of society. In a press conference he alleged that the decision is due to political pressure from the Congress led opposition and the model code of conduct has not been violated.
"In a serious allegation Kerala Chief Minister said the Election Commission is adopting a different yard stick for Kerala in enforcing model code of conduct. He informed that Kerala government is to file a formal complaint with the Chief Election Commission for banning his government's decision to provide rice at rupees two per kilogram to more sections of the society. He pointed out that state cabinet decision on the rice programme was taken seven days before announcement of elections. Sh Achuthanandan also urged the Election Commission to clarify whether Railway Minister's announcement of free travel facility to girl students in trains is violation of model code of conduct or not.

In Uttar Pradesh, demonstrations and protest are being organized today by the Samajwadi Party leaders and workers across the state on the last day of its three day agitation call. The agitation has been called by the party to protest against the alleged misrule of the BSP government. Police resorted to lathi charge on demonstrators in many districts and arrested some of the activists during the protest. Our Lucknow correspondent reports that President of state unit of Samajwadi Party MP Akhilesh Yadav was arrested this morning at Amausi airport in Lucknow. He was scheduled to lead the agitation. Local administration claimed that Mr. Yadav has been arrested as a preventive measure as prohibitory orders are in place in the state capital. Tight security arrangements have been made across the state to maintain law and order. More than 50 companies of PAC along with RAF and Home Guards have been deployed.

Bihar government has taken a decision to introduce the "Right to Service Bill" in the current session of the Assembly. The decision was taken at the state cabinet meeting last night. Once the Right to Service Bill is passed by the State Assembly it becomes an act which will put the onus of delivering around 30 identified services within a time frame on the public servant. Our Patna correspondent report that the bill envisages punishment to officials if public utility service is not delivered within a time-frame.
By enacting arrive to service act the bureaucracy will be made accountable to the people. The proposed legislation provides that if a public servant does not provide services with in a stipulated time, he will be punishable with in position of fine varying from Rs. 500 to 5000. The amount of fine will be deducted from the salary of the concerned government employee. Time limit has been prescribed for services like issuance of driving license, police verfication of passport applicants, caste certificates, and residential certificates and income certificates. Their is provision for 30 days for issuance of licence for PDS, Fertilizer and seed crops.

The Chief Minister of Uttarakhand Dr. Ramesh Pokhriyal Nishank today announced two-years child care leave for women employees of the state government. In addition to it, the CM also announced to construct a girls hostel in each Sub Division situated in the remote areas of the state with a view to promoting girls education. He was addressing a programme organized in Dehradun on the occasion of completion of four years by the present state government. Its six member crew has completed final checks before the shuttle begins its descent to the Kennedy Space Centre in Florida after nearly two weeks in orbit. Since its launch in 1984, Discovery has flown 240 million kilometres during its 39 missions. Discovery is the first of the remaining three space shuttles to be retired.

A strong earthquake has hit northeastern Japan. The U.S. Geological Survey says the preliminary magnitude of the quake was 7.2. The earthquake was centred about 10 kilometers below the earth's surface and about 200 kilometers off the coast of Japan's northern Honshu island. Buildings shook in the Japanese capital, Tokyo, about 430 kilometers away, but no damage was reported. Officials issued a tsunami warning of up to a half-meter for the northeastern coast.

A Pakistani court has directed authorities to register a case against former military ruler Pervez Musharraf on charges of treason. A bench of the Sindh High Court also directed the Interior Minister Rehman Malik and the Federal Investigation Agency yesterday to carry out necessary legal procedures to facilitate the registration of the case. The court issued the order in response to a petition which accused Musharraf of imposing emergency in Pakistan in November 2007 without any valid reason.

A new study says modern humans may have originated from southern Africa. The study has challenged the age-old view that people came from the eastern part of the continent. An extensive genetic study, published in 'Proceedings of the National Academy of Sciences' journal, has shown that hunter-gatherer populations in the region had the greatest degree of genetic diversity, which is an indicator of longevity. According to the study's co-author Dr Brenna Henn of Stanford University, the study reached two main conclusions. One is that there is an enormous amount of diversity in the African hunter-gatherer populations. The other main conclusion was that genetic diversity among 27 present-day African populations starts in southern Africa and progresses as one moves to northern Africa.
