केन्द्र ने जाट आंदोलन के मद्देनजर उत्तरप्रदेश, हरियाणा और राजस्थान के वरिष्ठ प्रशासनिक और पुलिस अधिकारियों की आज बैठक बुलाई है। ये बैठक जाट आंदोलन पर उच्चतम न्यायालय के निर्देश के बाद बुलाई गई है। न्यायालय ने राज्य सरकारों को ये सुनिश्चित करने के निर्देश दिए थे कि राष्ट्रीय राजधानी दिल्ली में पानी , दूध, डेयरी उत्पाद तथा सब्जियों जैसी आवश्यक वस्तुओं की सप्लाई में बाधा न आये। केन्द्रीय गृह सचिव जी.के. पिल्लई, राज्यों के मुख्य सचिवों और पुलिस महानिदेशकों के साथ इन राज्यों की कानून और व्यवस्था की समीक्षा करेंगे।

जाट आरक्षण संघर्ष समिति ने उत्तरप्रदेश में आंदोलन समाप्त करने के संकेत दिये है। संघर्ष समिति के नेता यशपाल मलिक ने हमारे लखनऊ संवाददाता को बताया कि समिति के कोर गु्रप की बैठक हरियाणा के हिसार जिले में हो रही है, जिसमें अंतिम निर्णय लिया जायेगा। इस बीच, उत्तरप्रदेश के ज्योतिबा फुलेनगर में काफूरपुर में धरना जारी है। राज्य सरकार ने पश्चिमी जिलों के जाट बहुल इलाकों में सुरक्षा कड़ी कर दी है।
हरियाणा में  मुख्यमंत्री भूपेन्द्र सिंह हुड्डा के साथ बैठक  के बाद जाट नेता, आंदोलनकारियों को रेल पटरियों से हटने के लिए राजी करने का प्रयास कर रहे है। जाट सरकारी नौकरियों में ओ बी सी के तहत आरक्षण की मांग कर रहे हैं। चंडीगढ में जारी बयान में मुख्यमंत्री ने कहा है कि राज्य सरकार ने एक महीने में हरियाणा पिछड़ा वर्ग आयोग गठित करने का फैसला किया है। यह आयोग रोर, जाट, जाट-सिक्ख, त्यागी, बिश्नोई और इस वर्ग में शामिल होने के इच्छुक सभी समुदाय के लोगों की मांगों पर विचार करेंगा।

हमारे चंडीगढ़ संवाददाता ने बताया है कि आंदोलन कारी रेल पटरियों से हटने लगे है।
हरियाणा में जाट नेताओं के अपना आरक्षण आन्दोलन वापस लेने के बाद आन्दोलनकारियों ने रेल ट्रेकों से हटना शुरू कर  दिया है। आन्दोलन कारियों ने जीन्द जिले में निर्वाणा ट्रक से धड़ना उठा लिया है और दिल्ली फिरोजपुर रेल मार्गे खुल गया है। उधर हिसार जिले के मेयढ गाँव में चार नेताओं चल रही बैठक का फैसला आने के बाद प्रदेश के अन्य रेल ट्रेकों से भी आन्दोलनकारी हट सकते है। जाट आरक्षण संघर्ष समिति के राष्ट्रीय प्रधान जसपाल मलिक भी इस बैठक में भाग ले रहे हैं। हरियाणा जाट आरक्षण संघर्ष समिति के अध्यक्ष हवा सिंह सांगवन ने कहा है कि आन्दोलनकारियों को विश्वास में लेने के बाद सभी जगह से धरने उठा लिये जायेंगे और रेल यातायात सुचारू हो जायेगा।

तमिलनाडु पुडडुचेरी और केरल में विधानसभा चुनावों के लिए नामांकन पत्र भरने का आज आखिरी दिन है। सोमवार को नामांकन पत्रों की जांच की जायेगी। और बुधवार तक नाम वापस लिये जा सकेंगे।

तमिलनाडु में मुख्य मुकाबला डी.एम. के. पार्टी के नेतृत्व वाले डेमोक्रेटिक प्रौग्रेसिव गठबंधन और ऑल इंडिया अन्ना डी एम के. पार्टी के  नेतृत्व वाले गठबंधन के बीच है। अब तक दो हजार चार सौ से अधिक पर्चे दाखिल किये जा चुके हैं। चेन्नई जिले की १६ सीटों के लिए सबसे अधिक १९५ लोगों ने नामांकन पत्र भरे हैं। हमारे संवाददाता ने बताया है कि राज्य में प्रचार तेज हो रहा है।
विधान सभा चुनाव के लिए अब कुल १७ दिन बचे है। प्रचार अभियान जोर पकड़ रहा हैं जगह-जगह रोड शो आयोजित किये जा रहे हैं। तपती गर्मी के बावजूद विभिन्न पार्टियों के नेता गली-गली घूम कर वोट माँग रहे हैं। चुनाव आयोग की कडी+ नजर के नीचे शहरों की दीवारों पर  पोस्टर, बैनर, तेज संगीत, बड़े-बड़े कट-आउट लापता है। मतदाताओं को मुफ्‌त उपहारों से लुभाने की काशिश की जा रही है। पिछले चुनाव में जहाँ मतदाताओं को फ्री रंगीन टेलीविजन और राशन कार्ड धारकों को दो रुपये प्रति किलों के चावल वितरित किये गये थे वहीं इस बार उन्हें पंखे, मिक्सी, ग्राइंडर, लैपटोप, चार ग्राम सोना और यहाँ तक कि बकरियाँ भी बाँटने का प्रलोभन दिया जा रहा है। हालांकि इस तरह के प्रलोभनों की चारों तरफ आलोचना भी हो रही है।

पुदुच्चेरी में कांग्रेस का पी. एम. के. और वी.सी.के. के साथ चुनावी गठबंधन हो गया है, जबकि विपक्षी पार्टियों के बीच सीटों के बटवारे को लेकर बातचीत चल रही हैं। कांग्रेस ने गठबंधन की प्रमुख सहयोगी डी.एम.क.े पार्टी को दस सीटें दी हैं, जबकि पी.एम.के. और वीसीके को तीन सीटें मिली हैं। कांग्रेस १७ सीटों पर चुनाव लड़ रही है।

केरल विधानसभा के लिए कल तक ५८ महिलाओं सहित कुल ७६१ उम्मीदवारों ने पर्चे भरे है। नामांकन पत्रों की जांच सोमवार को की जाएगी और इस महीने की ३० तारीख तक नाम वापस लिये जा सकेंगे। निर्वाचन आयोग का कहना है कि राज्य में चुनाव कर्मियों को प्रशिक्षण देने का काम तेजी से चल रहा है और इलेक्ट्रोनिक वोटिंग मशीनें पहुंच गई हैं। हमारे संवाददाता ने बताया है कि प्रचार में तेजी के साथ राष्ट्रीय नेताओं के भी केरल पहुंचने की उम्मीद है।
केरल में विधानसभा चुनाव के मतदान के लिए अब सिर्फ दो ही सप्ताह बचे हैं। कांग्रेस पार्टी के सूत्रों से संकेत मिला है कि पार्टी अध्यक्ष सोनिया गांधी, महासचिव राहुल गांधी और कई अन्य बड़े नेता प्रचार अभियान में शामिल होने के लिए आने वाले हैं। चुनाव पर होने वाले खर्च पर निगरानी रखते हुए आयकर विभाग ने अपनी जांच प्रक्रिया तेज कर दी है। इस बीच, प्रिन्टिंग प्रैस और विज्ञापन एजेन्सियों द्वारा आचार संहिता के उल्लंघन के कुछ मामले सामने आये हैं। कालेधन के इस्तेमाल पर नियंत्रण करने सम्बन्धी आवश्यक कदम भी उठाये जा रहे हैं।  इस बीच मुख्यमंत्री वी० एस० अच्युतानन्दन के चुनावी भाषणों में इस्तेमाल की गई भाषा को लेकर महिला समूहों ने आरोप लगाया है कि इससे महिलाओं की छवि धूमिल हुई है।

पश्चिम बंगाल में विधानसभा चुनाव के पहले चरण के लिए नामांकन-पत्र भरे जा रहे हैं। इस चरण में ६ जिलों के ६४ निर्वाचन क्षेत्रों के लिए १८ अप्रैल को मतदान होगा। कल तक  ९ उम्मीदवारों ने पर्चे भरे थे। चुनाव प्रचार अभी धीमा है, क्योंकि परीक्षाओं के कारण १३ अप्रैल  तक शोर-शराबे पर प्रतिबंध लगा हुआ है।

असम विधानसभा चुनाव के दूसरे चरण के नामांकन-पत्रों की आज जांच चल रही है। इस चरण में ६४ निर्वाचन क्षेत्रों के लिए मतदान कराया जाएगा। राज्य चुनाव कार्यालय के सूत्रो के अनुसार इस चरण के लिए कुल ५३७ उम्मीदवारों ने नामांकन दाखिल किए हैं।  सोमवार तक नाम वापिस लिए जा सकेंगे।
पहले चरण की सभी ६२ विधानसभा सीटों के लिए चुनाव प्रचार में तेजी आ गयी है। सभी पार्टियों ने अपनी चुनावी रणनीति तैयार कर ली है वरिष्ठ कांग्रेसी नेता प्रणव मुखर्जी आगामी २९ और ३० को सिलचर और ऊपरी असम में चुनावी सभा को संबोधित करेंगे। मुख्यमंत्री तरूण गोगोई कल बुकाचांद और खुम्तायी में चुनावी अभियान चलायेंगे। इधर भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी, सुषमा स्वराज और नरेंन्द्र मोदी भी अगले हफ्‌ते असम में जनसभा को संबोधित करेंगे। पहले चरण के चुनावों में ३८ महिला उम्मीदवार  सहित ४८५ उम्मीदवार अपनी किस्मत आजमा रही है।

सिक्किम विधानसभा में आज अगले वित्त वर्ष के लिए ८० अरब ९० करोड़ रूपये से अधिक खर्च वाला बजट पेश किया गया। मुख्यमंत्री पवन चामलिंग, जिनके पास वित्त विभाग भी है विधानसभा में बजट पेश किया। उन्होंने वरिष्ठ नागरिकों के लिए मुख्यमंत्री वरिष्ठ नागरिक सेवा की शुरूआत करने की घोषणा की और समाज की बेहतरी के लिए वरिष्ठ नागरिकों के अनुभवों का लाभ उठाने के लिए सुविधा केन्द्र स्थापित करने की भी घोषणा की।

प्रधानमंत्री   गुजरात के एक दिन के दौरे पर आज अहमदाबाद पहुंचे। डॉक्टर मनमोहन सिंह अहमदाबाद के प्रतिष्ठित भारतीय प्रबन्धन संस्थान के ४६ वें वार्षिक दीक्षान्त समारोह में भाषण देंगे। प्रधानमंत्री अहमदाबाद में स्पेस एप्लीकेशन सेन्टर भी जायेंगे, जहां वे अंतरिक्ष वैज्ञानिकों को सम्बोधित करेंगे।

छत्तीसगढ़ में दंतेवाड़ा जिले में एक सड़क दुर्घटना में केन्द्रीय रिज+र्व पुलिस बल के दो सब-इस्पैक्टर मारे गए और १५ जवान घायल हुए हैं। मरदुम थाना क्षेत्र में जवानों को ले जा रहे एक वाहन के चालक के नियंत्रण खो देने से यह दुर्घटना हुई। घायलों को दंतेवाड़ा के अस्पताल में भर्ती कराया गया है। ये जवान दंतेवाड़ा जिले के नक्सल प्रभावित इलाके में तलाशी अभियान के बाद लौट रहे थे।

सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि नक्सल प्रभावित इलाकों की रिपोर्टिंग करते समय मीडिया को अधिक संवेदनशील होना चाहिए। दक्षिण एशिया की महिला पत्रकारों के सम्मेलन को संबोधित करते हुए उन्होंने कहा कि मीडिया को समाज के कमजोर वर्गो के प्रति जवाबदेह और संवेदनशील होना चाहिए।
देश में महिला पत्रकारों की प्रशंसा करते हुए श्रीमती सोनी ने कहा कि इन्होंने युद्ध से लेकर आर्थिक खबरों तक के क्षेत्र में विशेषज्ञता हासिल की है। उन्होंने कहा कि महिला पत्रकार रिपोर्टिंग करते समय मानवीय संवदेना को नही भूलती।

भारतीय तटरक्षक बल ने महाराष्ट्र के संवेदनशील तटीय इलाकों की सुरक्षा मजबूत करने के लिए रत्नागिरी में अपना केन्द्र स्थापित किया है। रक्षा मंत्रालय के अधिकारियों ने आज नई दिल्ली में कहा कि यह केन्द्र राज्य पुलिस, कस्टम अधिकारियों और मत्यस्य पालन विभाग के साथ संयुक्त रूप से तटीय इलाकों की गश्त के लिए कारगर उपाय करेगा। हमारे संवाददाता ने खबर दी है कि तटरक्षक बल महाराष्ट्र के दहानु में इस वर्ष एक और केन्द्र स्थापित करेगा।

जापान में फुकुशिमा परमाणु संयंत्र से तीन सौ मीटर दूर समुद्र जल में रेडियाधर्मी आयोडीन अत्यधिक मात्रा में पाई गई है। अधिकारियों ने बताया कि यह सुरक्षित मात्रा से हजारं गुना ज्यादा है। संयंत्र के नजदीक समुद्र में रेडियोधर्मिता का स्तर पिछले सप्ताह से आठ गुना अधिक है। परमाणु एजेंसी का कहना है कि इस तटवर्ती इलाकें में कोई व्यक्ति नही रह रहा है और आठ दिन के बाद आयोडीन खतरनाक नहीं रहेगी, लेकिन इसके लीक होने के बारे में चिन्ताएं बनी हुई है। अधिकारियों को पता नहीं लग पा रहा है कि यह विकिरण कहां से फैल रहा है। आशंका है कि यह क्षतिग्रस्त रिएक्टरो से भूजल में फैल रहा है।

अफ्रीकी यूनियन ने घोषणा की है लीबिया सरकार संकट के समाधान के लिए अफ्रीकी यूनियन द्वारा गठित उच्चस्तरीय तदर्थ समिति की पाँच सूत्री योजना पर सहमत हो गई है। अफ्रीकी यूनियन आयोग के अध्यक्ष ज्यॉं पिंग ने कहा कि लीबिया सरकार द्वारा भेजे गये शिष्ट मंडल ने इस पाँच सूत्री योजना पर पूर्ण सहमति व्यक्त की है। शिष्ट मंडल के साथ इस बात पर व्यापक विचार विमर्श हुआ कि इस योजना को किस तरह क्रियान्वित किया जायेगा। श्री पिंग ने कहा कि अफ्रीकी यूनियन संघर्ष विराम पर नजर रखेगा और इसके कारगर क्रियान्वयन की व्यवस्था करेगा। इसके बाद मानवीय सहायता और लीबिया में रह रहे अफ्रीकी प्रवासी कामगारों सहित विदेशी नागरिकों की सुरक्षा जैसे मुद्दो पर ध्यान दिया जायेगा।

इस बीच लीबिया के नेता मुअम्मर गद्दाफी के सैन्य ठिकानों पर अन्तर्राष्टीय सेना के हवाई हमले कल रात भी जारी रहे। आज त्रिपोली के पूर्वी उप नगर में विस्फोटों की खबर है। विमानों ने अजदाबिया में भी गद्दाफी समर्थक सैनिकों को निशाना बनाया।
अमरीकी सेना की अफ्रीका कमान के कमांडर, जनरल कार्टर हैम ने उम्मीद जाहिर की है कि सैन्य अभियान जल्द ही खत्म हो जाएगा।

म्यामां में बृहस्पतिवार को आए भूकम्प के बाद राहत और बचाव कर्मी दूरदराज के इलाकों में पहुंचने का प्रयास कर रहे है। इस भूकम्प में ७५ लोग मारे गये है। रिएक्टर पैमाने पर छह दशमलव आठ की तीव्रता के भूकम्प से थाईलैंड और लाओस की सीमा से लगे म्यामां के इलाके में लकड़ी के मकान ढह गये। भूकम्प के झटके वियतनाम की राजधानी हनोई तक महसूस किए गये। म्यामां के शान सूबे में तारले और ताचिलीक शहरों में सबसे ज्यादा नुकसान हुआ है। सैंकड़ों मकान, मठ और सरकारी भवन ध्वस्त हो गये है।

बंगलादेश आज अपना ४१ वां स्वतंत्रता दिवस मना रहा है। राजधानी ढाका में आज तड़के तेजगांव ओल्ड एयरपोर्ट पर सशस्त्र सेनाओं की ३१ तोपों की सलामी के साथ समारोह की शुरूआत हुई। बंगलादेश के राष्ट्रपति जि+ल-उर-रहमान और प्रधानमंत्री शेख हसीना ने सावर स्थित राष्ट्रीय स्मारक पर पुष्पांजलि अर्पित कर मुक्ति संग्राम के शहीदों को श्रद्धांजलि दी। शेख हसीना ने धानमंडी जाकर बंगबंधु शेख मुजीबुर्रहमान को श्रद्धासुमन अर्पित किये।  इसी भवन में १५ अगस्त १९७५ को शेख मुजीबुर्रहमान और उनके परिवार के सदस्यों की हत्या कर दी गई थी। इसे अब राष्ट्रीय स्मारक बना दिया गया है।

प्रकृति संरक्षण को प्रोत्साहित करने के उद्देश्य से आज विश्वभर में अर्थ ऑवर मनाया जा रहा है। भारतीय समय के अनुसार रात साढ़े आठ से साढ़े नौ बजे तक लोग लाईट और बिजली के उपकरण बंद कर देंगे। दुनिया के १३१ देशों में मार्च महीनें के अंतिम शनिवार को मनाए जाने वाले इस एक घंटे के दौरान बिजली की खपत ४० प्रतिशत तक कम हो जाती है।
राष्ट्रपति भवन में भी आज अर्थ ऑवर मनाया जाएगा। और राष्ट्रपति भवन, राष्ट्रपति सम्पदा और फैमिली विंग की सभी गैर जरूरी बत्तियां बंद रहेंगी।

उत्तर प्रदेश में कई सरकारी और गैर सरकारी संगठनों ने आज रात एक घण्टे के लिए बीजली उपकण बन्द कर अर्थ ऑवर मनाने का फैसला किया है। लखनऊ का राजभवन आज एक घण्टे के लिए बिजली के सभी उपकरणों को बन्द करके उर्जा के बचत और पर्यावरण संरक्षण के लिए पहल करेगा। राजभवन में पहले से ही सौर उर्जा उपकरण स्थापित किये गये है। कई पंचसीतारा होटलों में आज रात मोमबत्ती के प्रकाश में विशेष डिनर आयोजित किये है।

सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि प्रधानमंत्री ने पाकिस्तान के राष्ट्रपति और प्रधानमंत्री को भारत-पाकिस्तान के बीच मोहाली में खेले जाने वाले क्रिकेट मैच को देखने का न्यौता देकर एक महत्वपूर्ण पहल की है। नई दिल्ली में एक समारोह से बाहर बोलते हुए उन्होंने कहा कि दोनों देशों के लोगों के लिए यह एक अच्छा संदेश है।

विश्व के सबसे ऊंचे एवरेस्ट शिखर की सफाई के उद्देश्य से सेव माउन्ट एवरेस्ट २०११-२०१२ अभियान काठमाण्डु में शुरू किया गया है । इस दौरान एवरेस्ट शिखर और आसपास की चोटियों से कूड़े कचरे को हटाने के प्रयास किये जायेंगे। दो साल तक चलने वाली इस परियोजना को नेपाल सरकार ने कुछ अन्य पर्वतारोही तथा पर्यावरण संस्थाओं के सहयोग से शुरू किया है। १५ अप्रैल से जून तक चलने वाले इस कार्यक्रम में करीब तीन सौ पर्वतारोही भाग लेंगे।

The Centre has called a meeting of top civil and Police officials of Uttar Pradesh, Haryana and Rajasthan in a short while from now to discuss law and order situation. The meeting has been convened in the backdrop of recent Jat agitation following the Supreme Court directive to the state governments to ensure the free flow of water and other essential items like milk, dairy products and vegetables into the national capital. The Home Secretary Mr. G.K. Pillai will review the law and order situation in these States with the chief secretaries and Directors General of Police.

Meanwhile, the Jat Aarakshan Sangarsh Samiti has indicated that it is ready to call off its agitation in Uttar Pradesh. Its leader Yashpal Mallick told AIR Lucknow correspondent today that core group of the Samiti is now meeting at Hissar in Haryana for a final decision. Meanwhile, the dharna is still continuing in Kafurpur. The State government has tightened the security in the Jat dominated western districts of the state. AIR Lucknow correspondent reports that the, Jat Maha panchayat is also being held tomorrow at Kafurpur in Jyotyba Phulenagar to take a final decision on the agitation in the state.

In Haryana, Jat leaders, who attended the meeting with the Chief Minister Bhupinder Singh Hooda yesterday, are talking to the agitators to persuade them to clear the railway tracks. The Administration has expressed the hope that the agitators would lift dharna from railway tracks by this evening. After their talks with Chief Minister Hooda, the agitating Jats agreed to withdrawn their three-week-long stir. In a statement issued in Chandigarh last night, the Chief Minister said, State government has decided to set up Haryana Backward Classes Commission within a month. The Commission will consider the demands of communities like the Roar, Jat, Jat Sikh, Tyagi, Bishnoi and others who wish to come under the ambit of the Backward Classes. The Jats are demanding OBC status for their community and reservation in government jobs.

The Filing of nomination papers for the forthcoming assembly elections in Tamil Nadu, Puducherry and Kerela comes to an end today. The papers will be scrutinized on Monday and the last date for withdrawal is Wednesday.

In Tamil Nadu, Electioneering is gathering momentum, as top leaders are on a whirl wind tour to garner votes. A total of 2401 nominations have been filed so far with, the maximum of 195 in Chennai district comprising of 16 constituencies.

Voters are being lured with freebies. If in the last assembly elections it was free colour televisions and Rs 2 per kg rice for all ration card holders that caught the popular imagination, this time

around, it is fan, mixie, grinder, laptops, 4 grams of gold, even goats are being offered for free to get the crucial vote. Though there is has been criticism about the freebies, it must be said that it is the talk of the town.

In Puducherry, the Congress has entered into an seat sharing arrangement with the PMK and the VCK, even as the opposition parties are continuing negotiations on seat sharing. Hard bargaining and reconciliation are paving the way for the formation of two formidable alliances in the union territory. After allotting 10 seats to its principal ally the DMK the, Congress party had to give 3 seats to the PMK and VCK. The Party, a dominant player in Puducherry politics, it will be contesting 17 seats, one more than it did in the 2006 elections.

In Kerala, Congress led UDF having announced its election manifesto yesterday is getting ready to reach all 140 constituencies in a big way. As of now ruling LDF is ahead of UDF and BJP has further intensified campaigning. Meanwhile, training programmes for officials on poll duty is fast progressing and electronic voting machines have arrived in the state.

Just slightly over two weeks left for assembly poll in Kerala, all the major political parties have further intensified their campaign. Meanwhile, Congress sources indicated that party President Sonia Gandhi, General Secretary Rahul Gandhi and other senior leaders will be reaching Kerala for UDF campaign in coming days. In order to monitor and check election expenses Income tax department has intensified checks and raids. Quite a few model code violations involving printing presses and advertisement agencies have been detected. Steps are being put in place to contain use of black money.

In Assam, the scrutiny of nominations for the second phase of elections in 64 Assembly constituencies scheduled on 11th of the next month is being held today. State Election Office sources in Guwahati said, that 537 candidates, including 47 women, filed their papers for this phase. The last day of withdrawal of nominations for this phase of polling is Monday. Fourteen districts spread over central and lower Assam besides the Bodoland Territorial Council (BTC) are to be covered in this phase. A total of 96 lakh 42 thousand 797 electorate are eligible to exercise their voting rights in this phase of elections. AIR Correspondent reports that the first phase of elections in the State will cover 62 Assembly segments on 4th April.

With hardly a week is left for the first phase of polls, the campaigning is picking up in all the 62 constituencies. Senior Congress laeder Pranab Mukherjee is scheduled to to address election meetings on 29th and 30th at Silchar and Upper Assam. Chief Minister Tarun Gogoi is also likely to campaign at Bokajan and Khumtai tomorrow. BJP leaders, L.K  Advani, Sushma Swaraj and Narendra Modi are likely to address public meetings by next week. The left parties and other parties have also finalized their campaign schedules. Altogether 485 candidates, including 38 women are in fray for the first phase of polls scheduled to be held on 4th of the next month.

In West Bengal, filing of nominations for the first phase of assembly polls is on. In this phase, polling for 54 seats covering six North Bengal districts will be held on 18th of next month. Nine nominations were filed till yesterday. AIR Kolkata correspondent reports that, a campaigning is yet to pick up as the ban on use of microphones is in force till 13th of next month due to examinations. Candidates are mainly going from door to door to get the blessings of the voters.

The Information and Broadcasting Minister Mrs. Ambika Soni has emphasised the need for greater sensitivity by the media while covering Naxalism affected areas.  Addressing the first regional conference of South Asian Women in Media in New Delhi today, she said, media must be accountable and sensitive towards the vulnerable sections of the society while reporting on them. Underlining the need for frank, straight and objective reporting, the Minister said that the government had the onerous responsibility of providing a congenial, safe and equitable work environment for women journalists across the board.

Lauding the achievements of women journalists in the country, Mrs Soni said that from war reporting to financial markets, women reporters have carved a niche for themselves.

Mrs Soni added that there is huge potential in the media industry and more and more women should be encouraged to enter this field. She said that setting up of four new Indian Institute of mass Communication in Mizoram, Jammu and Kashmir, Maharastra and Kerela will help in achieving this objective.

Several renowned women journalists from across the country and SAARC nations participated in the conference which aims at addressing several issues like gender bias, salary and empowerment of women in the field of journalism.

Four persons, including a DGCA official and a pilot, have been arrested by Delhi Police in connection with the fake flying license scam. With the fresh arrests, a total number of 10 people have been taken into custody. Acting tough against pilots obtaining their commercial licences by submitting fake records and documents, DGCA had recently grounded 14 pilots.

Japanese officials say, highly radio active iodine has been found in the sea, 300 metres from the Fukushima Nuclear Plant which was damaged in this month's earthquake and tsunami. The level of radio activity was more than a thousand times higher than the safety limit. A report from Tokyo says, the levels of radiation found in the sea near the plant are more than eight times higher than those found in the same area last week. A Nuclear Agency says, no one is living in that part of the coastline and the radio active element found will no longer be a risk after eight days. But this is a concern because they cannot be sure where the leak is coming from. It is possible the radiation is seeping from the damaged reactors into the ground water.

The African Union (AU) has announced that the Libyan authority has agreed with the five-point Road Map set by the AU High Level ad hoc Committee for easing the crisis in Libya. Briefing journalists, after a meeting with Libyan delegation led by Ahmed Zouni, the Speaker of Libyan People's Congress, AU Commission Chairperson Jean Ping said the delegation sent by Libyan Authority confirmed their full agreement with all the elements of the AU road map set in connection with the crisis in that country.

International forces have kept up the pressure on the Libyan leader Muammar Gaddafi with another night of air strikes on his military assets and infrastructure. Reports have spoken of explosions in an eastern suburb of Tripoli today. War planes have also targeted pro-Gaddafi forces in the strategic eastern town of Ajdabiya where the rebels are trying to regain control. The Pentagon says that despite having virtually no air defence is left, Col. Gaddafi's forces still pose a threat. General Carter Ham, the Commander of the US Army Africa Command said he expected the military operation to be over very soon.

The Indian Coast Guard (ICG) today commissioned its base in Ratnagiri for enhancing the coastal security network in the vulnerable Maharashtra sea-coast. Defence Ministry officials said in New Delhi that the station would play an effective role in undertaking joint coastal patrol along with the state police, Customs and Fisheries Department to thwart maritime security threats. AIR correspondent reports that one more Coast Guard station at Dahanu in Maharashtra has been planned in this year for commission.

The Prime Minister Dr. Manmhan Singh reached in  Ahmedabad today on a day long visit to Gujarat. Dr. Singh will deliver the convocation speech at 46th Annual Convocation Ceremony of Indian Institute of Management- Ahmedabad this evening. AIR Ahmedabad Correspondent reports that, Dr.Singh will be the third Indian Prime Minister to deliver the convocation speech at IIM-Ahmedabad after Mrs. Indira Gandhi and P.V.Narsimha Rao . The Prime Minister will also visit the Space Application Centre-SAC-at Ahmedabad and address the gathering of space scientists.

At least two CRPF sub-inspectors were killed and 15 jawans injured in a road accident in the Dantewada district of Chhattisgarh last night. The accident occurred in the Mardum police station area when the driver of the vehicle in which the jawans were traveling lost control and it turned turtle. The injured jawans have since been admitted to the local hospitals in Dantewada. The jawans were returning from a routine search operation in the naxal-hit areas of the Dantewada district.

Rashtrapati Bhavan will observe Earth Hour today, from 8.30 PM to 9.30 PM. During this one hour period, all non-essential lights in the Rashtrapati Bhavan, the President's Estate and also the Family Wing of the President of India, Mrs. Pratibha Devisingh Patil, shall be switched off. The Residents Welfare Association of the President's Estate has been involved in preparations for observation of Earth Hour. According to a official release last year over 22 percent consumption in electricity was reduced in the main building of Rashtrapati Bhawan as well in the President's Estate under the programme Roshini. The Roshini Programme also includes other environmental initiatives which have benefited in several ways this includes production of organic compost, water harvesting, plantation of 1161 saplings in the President's Estate during 2008-09 and 2009-10.

The winners of the match today will play New Zealand in the semifinal on coming Tuesday. If the famous New Zealand victory of yesterday is any indication, the matches in the World Cup have surely gone beyond the realm of predictions. The South Africa - New Zealand match is indeed a case at hand that has underlined the fact once again that the resolve and determination to win can any day put to rest the popular conjectures based on a team's track record and ranking in world cricket. Taking the cue from there England, despite their loss against Ireland and Bangladesh in the group stage earlier, may yet come back to upset the formidable Sri lankan batting line up and a sharp and swift bowling attack for another unexpected outcome after yesterday. Sri lanka are playing on their home ground, and this may be their vantage point as well as a pressure factor caused by the  partisan home crowd.  'Aman ka chakka' or a 'sixer for peace' is how the Pakistani media hailed Prime Minister Manmohan Singh's invitation to the country's top leaders to watch the cricket World Cup semi-final between the teams of the two countries. Reports on the invitation extended yesterday by Dr. Singh to President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani featured prominently on the front pages of all Pakistani dailies today. The News daily ran its report with the headline: "Aman ka Chakka - Singh invites Zardari, Gilani to watch semifinal". The banner headline in the influential Dawn newspaper read "Singh invites Zardari, Gilani to watch high voltage match," while the headline in The Express Tribune was "India opens fresh bout of cricket diplomacy". Most reports referred to the invitation as a positive development that would boost the resumption of the stalled peace process between the two countries.

 Rescuers today struggled to reach remote Myanmar towns hit by a powerful earthquake which killed 75 people. Rare images from the area showed roads torn apart and wooden homes reduced to piles of timber.

The 6.8 magnitude earthquake struck in the east of the country near the borders with Thailand and Laos and was felt as far away as the Vietnamese capital Hanoi. The towns of Tarlay, Tachileik and nearby villages in Myanmar's Shan state appear to have been most severely affected by the quake, which flattened hundreds of houses and toppled monasteries and government buildings.

 The Save Mount Everest 2011 -2012 campaign has been launched with the aim of cleaning Mount Everest, the world’s highest peak and saving its surrounding areas from garbage. Announcing the launch of the programme in Kathmandu, the organizers said the clean -up expedition will be organized between April 15th and June this year. President of Everest Summiteer’s Association Wanngchuu Sherpa said, around three hundred mountaineers will take part in the campaign. He said approximately eight tons of garbage will be collected and removed from Mount Everest and it’s surrounding areas.

Bangladesh is celebrating the 41st Independence Day today. The day’s celebrations began at dawn with a 31 gun salute by the armed forces at the Tejgaon Old Airport in the capital. Bangladesh President Zillur Rahman and Prime minister Sheikh Hasina placed wreathes at the National Memorial at Savar and paid tributes to the martyrs of the Liberation war.
