मुख्य समाचार :

• जनसंख्या वृद्धि दर में पहली बार उल्लेखनीय गिरावट। प्रारंभिक रिपोर्ट के अनुसार देश की जनसंख्या एक अरब २१ करोड़ होने का अनुमान। कुल मिलाकर महिलाओं की संख्या और साक्षरता दर में वृद्धि।
• सरकार का देश में प्रत्यक्ष विदेशी निवेश से संबंधित नियमों में ढ़ील देने का फैसला।

 देश की जनसंख्या की वृद्धि दर में पहली बार उल्लेखनीय गिरावट दर्ज की गई है। आज नई दिल्ली में २०११ की जनगणना की प्रारंभिक रिपोर्ट जारी करते हुए भारत के महा-पंजीयक और जनगणना आयुक्त डॉ० सी चन्द्र मौली ने कहा कि २०११ की गणना में देश की आबादी में १७ दशमलव छह चार प्रतिशत वृद्धि दर्ज की गई, जबकि २००१ में यह २१ दशमलव एक पांच प्रतिशत थी। डॉ० चन्द्र मौली ने कहा कि उत्तरप्रदेश, राजस्थान, बिहार, उत्तराखण्ड, झारखण्ड, मध्यप्रदेश, छत्तीसगढ और ओडिशा जैसे राज्यों में  कई दशकों बाद आबादी की वृद्धि में उल्लेखनीय कमी दर्ज की गई है। डॉ० चन्द्र मौली ने कहा कि छह सबसे अधिक आबादी वाले राज्यों- उत्तरप्रदेश, बिहार, महाराष्ट्र, पश्चिम बंगाल, आंध्रप्रदेश और मध्यप्रदेश में भी १९९१ से २००१ के मुकाबले २००१ से २०११ के दौरान आबादी की वृद्धि में कमी हुई है। आंध्रप्रदेश में सबसे कम तीन दशमलव पांच प्रतिशत और महाराष्ट्र में सबसे अधिक छह दशमलव सात प्रतिशत गिरावट दर्ज की गई। डॉ० चन्द्र मौली ने कहा कि भारत की जनसंख्या इस समय एक अरब २१ करोड़ दो लाख होने का अनुमान है। इनमें ६२ हजार ३७ लाख पुरूष और ५८ करोड़ ६५ लाख महिलाएं हैं। पिछले दस वर्षो में आबादी में १८ करोड़ दस लाख की वृद्धि हुई।
 डॉ० चन्द्र मौली ने कहा कि देश में पुरूषों और महिलाओं के बीच का अन्तर सात अंक बढ़कर एक हजार लड़कों पर ९४० लड़किया हो गया है, जो १९७१ के बाद से सबसे अधिक है। २००१ की जनगणना में ये ९३३ था। लेकिन उन्होंने कहा कि बालक और बालिकाओं का अन्तर अब तक के सबसे निचले स्तर पर पहुंच गया है। ये अनुपात एक हजार लड़कों पर ९१४ लड़किया का हैं।

 यह एक चिंता का विषय है २००१ में भी ६ साल तक के बच्चों के लिंग अनुपात में कमी के बारे में चेताया गया था और यह भी स्थिति और खराब होती गई। देश की स्वाधीनता के बाद ९१४ लिंग अनुपात अब तक का सबसे कम अनुपात है।+
 डा० चन्द्र मौली ने कहा कि सात वर्ष और इससे अधिक आयु की कुल आबादी का ७४ प्रतिशत साक्षर है। उन्होंने कहा कि पुरूषों की साक्षरता दर में छह दशमलव आठ आठ प्रतिशत की वृद्धि हुई है और ये ८२ दशमलव एक चार प्रतिशत हो गई है, जबकि महिलाओं की साक्षरता दर ११ दशमलव सात नौ प्रतिशत बढ़कर ६५ दशमलव चार छह प्रतिशत हो गई है। उन्होंने कहा कि साक्षरता दर में भी पुरूषों और महिलाओं का अन्तर कम हुआ है।
 भारत की आबादी अब अमरीका, इण्डोनेशिया, ब्राजील, पाकिस्तान,  बंगलादेश और जापान की कुल मिलाकर आबादी से ज्यादा है। जनगणना रिपोर्ट में कहा गया है कि उत्तरप्रदेश सबसे अधिक आबादी वाला राज्य है। उत्तरप्रदेश और महाराष्ट्र की कुल मिलाकर आबादी अमरीका से ज्यादा है।
 उन्होंने कहा कि दिल्ली का उत्तर पूर्वी जिला सबसे घनी आबादी वाला है। वहां प्रति वर्ग किलोमीटर ३७ हजार ३४६ लोग रहते हैं, जबकि सबसे कम आबादी वाला इलाका अरूणाचलप्रदेश का दिवांग घाटी है, जहां प्रति स्क्वेयर किलोमीटर केवल एक व्यक्ति रहता है। जनसंख्या विशेषज्ञ अमिताभ  कुंड््‌्‌ऊ के अनुसार लोगों में जागरूकता आई है।

ये निश्चित रूप में देश में एक जागरूकता एजुकेशन लेवल और फैमिली मेनिंग प्लानिंग के प्रति एक जो चेतना आयी है, उसका प्रतीक है। एक और हर्ष की बात है कि महिलाओं की तादाद पुरूषों की तुलना में जो बहुत ही कम हो चुकी थी। लगातार एक-एक सेंसेक्स से घटता चला जा रहा था पिछले दो सेंसेक्स के अलावा  अभी हम देखते है कि उसमें इजाफा हुआ है।

 सरकार ने देश में प्रत्यक्ष विदेशी निवेश-एफडीआई से संबंधित नियमों में ढील दे दी है। एक सरकारी वक्तव्य में यह जानकारी दी गई है। इसमें कहा गया है कि संबंध पक्षों से विचार विमर्श के बाद सरकार ने पूंजीगत माल, मशीनों और उपकरणों के आयात में सरकारी व्यवस्था के जरिये इक्विटी उपलब्ध कराने की अनुमति देने का फैसला किया है। इस उपाय के जरिये गैर नकदी के माल को इक्विटी में बदलने की शर्तों में ढील दे दी गई है। इससे भारत में कारोबार करने वाली विदेशी कंपनियों का भविष्य काफी बेहतर होने की आशा है। कृषि क्षेत्र के तहत अब बीजों और पौध लगाने की सामग्री के विकास और उत्पादन में एफडीआई की अनुमति होगी और नियंत्रण वाली स्थितियां नहीं रहेंगी।
 सरकार ने सीधे विदेशी निवेश संबंधी नीति के समेकित परिपत्र के तीसरे संस्करण में यह परिवर्तन किये हैं जिसे आज नई दिल्ली में जारी किया गया। वाणिज्य और उद्योगमंत्री आनंद शर्मा ने कहा कि यह तीसरा संस्करण कार्यविधि को सरल बनाने और एफडीआई को तर्कसंगत रूप देने के लगातार चल रहे प्रयासों का अंग है। इससे निवेशकों में विश्वास पैदा करने में बड़ी मदद मिलेगी।
 सरकार ने एक ही क्षेत्र में मौजूदा संयुक्त उद्यमों और तकनीकी सहयोग के मामले में अपने साझीदारों से पूर्व अनुमति लेने के बारे में विदेशी निवेशकों के सामने रखी गई शर्त को भी खत्म करने का फैसला किया है।
 एफडीआई के नियमों में यह ढील एक ऐसे समय में दी गई है जब इस वित्त वर्ष के दौरान अप्रैल से फरवरी के ग्यारह महीनों में देश में प्रत्यक्ष विदेशी निवेश में २५ फीसदी की गिरावट आई है। आर्थिक विश्लेषक जयंतो राय चौधरी का कहना है कि इन बदलावों से साकारात्मक परिणाम मिलेंगे।

कुल स्वरूप कह सकते है कि एफडीआई में जो चेंज लाये गये है। ये बहुत महत्वपूर्ण है, पर कुछ-कुछ क्षेत्र में इसके कारण से शायद और अधिक मात्रा में  धन राशि आ पाये। जैसे फार्मा या टेलिकॉम, बैंकिंग वगैरहा।

 इस वित्त वर्ष में २६५ छोटे, लघु और मझोले उद्योग समूहों की स्थापना का कार्य पूरा हो गया है। सरकार ऐसे उद्योगों के लिए कर्ज+ देती है, टैक्नोलॉजी को बेहतर बनाने में सहायता प्रदान करती है, पूंजीगत सब्सिडी और अन्य सुविधायें मुहैया कराती है। हमारे संवाददाता विजय रैना से एक विशेष भेंट में छोटे, लघु और मझोले उद्योगमंत्री वीरभद्र सिंह ने बताया कि आगामी वित्त वर्ष में ऐसे उद्योगों के कामकाज को बेहतर बनाने के लिए कई उपाय किये जायेंगे। ये उद्योग सकल राष्ट्रीय उत्पाद में आठ फीसदी का योगदान करते हैं और सबसे अधिक संख्या में रोज+गार देने वाला यह दूसरा सबसे बड़ा औद्योगिक क्षेत्र है। उन्होंने कहा कि इन उद्योगों की बाज+ार में हिस्सेदारी बढ़ाने की जरूरत है ताकि देश में समावेशी वृद्धि और विकास सुनिश्चित किया जा सके। श्री वीरभद्र सिंह ने भविष्य के उपायों के भी ब्यौरे दिये। उन्होंने कहा कि इनके अंतर्गत राज्यों द्वारा पुनर्वास कोष की स्थापना में मदद देने की योजनायें लागू करना, नई योजनाएं बनाना और आधुनिक तथा स्वच्छ टैक्नोलॉजी को अपनाना शामिल है। श्री सिंह ने बताया कि सूती कपड़े, चमड़े, रत्न, आभूषण और ऑटो उपकरणों के उद्योग वैश्विक आर्थिक मंदी के प्रभाव से उबर गये हैं। यह उद्योग निर्यात लक्ष्य प्राप्त करने में अच्छी प्रगति कर रहे हैं। एक प्रश्न के उत्तर में श्री सिंह ने कहा कि इस क्षेत्र के लिए ऋण की व्यवस्था को प्राथमिकता दी जा रही है लेकिन और अधिक वृद्धि के लक्ष्य को प्राप्त करने के लिए ऋण उपलब्ध कराने की प्रक्रिया में तेजी लाने की आवश्यकता है। श्री वीरभद्र सिंह ने यह माना कि उन्हें इन उद्योगों के लिए कर्ज मुहैया कराने में भेदभाव बरते जाने की जानकारी मिली है। श्री सिंह ने कहा कि सरकार इस क्षेत्र के लिए विपणन संबंधी सुविधाएं उपलब्ध कराने सहित सभी प्रकार से बराबरी की स्पर्धा के लिए वचनबद्ध है। उन्होंने यह भी कहा कि देश में परंपरागत हस्तशिल्पों को सुरक्षित रखने और उन्हें बढ़ावा देने पर विशेष ध्यान दिया जा रहा है।

 खाद्य पदार्थो की मुद्रास्फीति की दर में १९ मार्च को समाप्त हुए सप्ताह के दौरान मामूली गिरावट आई और ये नौ दशमलव पांच प्रतिशत हो गई। इससे पहले के हफ्‌ते में ये दस दशमलव शून्य पांच प्रतिशत थी। मुद्रास्फीति में ये गिरावट मुख्य रूप से दालों के दाम कम होने के कारण आई। हालांकि फल और प्रोटीन युक्त खाद्य वस्तुओं के दाम ज्यादा रहे।
 आज जारी आंकड़ों के अनुसार दालों की कीमत में चार दशमलव चार शून्य प्रतिशत की कमी आई, जबकि सब्जियों के दाम वार्षिक आधार पर पांच दशमलव पांच दो प्रतिशत बढ़े। आलू की कीमत में आठ दशमलव तीन नौ प्रतिशत और प्याज के मूल्य में छह दशमलव दो तीन प्रतिशत वृद्धि हुई। फलों के दाम पिछले वर्ष के मुकाबले २४ दशमलव छह सात प्रतिशत बढ़े। अण्डे, मांस और मछली की कीमत में भी १५ दशमलव तीन चार प्रतिशत की वृद्धि हुई और दूध के दाम पांच दशमलव सात नौ प्रतिशत बढ़े।
  गैर खाद्य वस्तुओं की मुद्रास्फीति वार्षिक आधार पर २८ दशमलव एक आठ प्रतिशत रही। खनिजों के दामों में १२ दशमलव तीन पांच प्रतिशत और पैट्रोल के दाम में २३ दशमलव एक चार प्रतिशत वृद्धि दर्ज की गई।

 सरकार ने आशा व्यक्त की है कि ग्यारहवीं पंचवर्षीय योजना के अंत तक बिजली की खपत में पांच प्रतिशत कटौती का लक्ष्य हासिल कर लिया जाएगा। बिजली मंत्री सुशील कुमार शिंदे ने आज नई दिल्ली में कहा कि निर्धारित लक्ष्य के तहत सरकार दस हजार मेगावॉट अतिरिक्त क्षमता बढ़ाने के प्रस्ताव को फिलहाल स्थगित करना चाहती है। इससे बिजली के उत्पादन, ट्रांसमीशन और वितरण में लगभग एक लाख करोड़ रुपये का अतिरिक्त निवेश बचाने में मदद मिलेगी। श्री शिंदे ने कहा कि छोटे और मझौले उद्यमों में ऊर्जा संरक्षण और कार्य-कुशलता को बेहतर करना सरकार की सर्वोच्च प्राथमिकता है।

 जापान के क्षतिग्रस्त फुकुशिमा दाइची परमाणु संयंत्र के निकट समुद्री जल में रेडियोधर्मी आयोडीन का स्तर सामान्य से चार हजार गुना से भी अधिक है। यह मंगलवार के स्तर से भी कहीं अधिक पाया गया है।
 जापान के उद्योग मंत्री ने देश की सभी बिजली कंपनियों से कहा है कि वे अपने परमाणु बिजलीघरों के लिए आपात उर्जा स्रोतों का इस्तेमाल करें। श्री बानेरी केइदा ने कल संवाददाताओं से कहा कि  आपात स्थिति के लिए बिजली हासिल करने में विफलता और रिएक्टरों को ठंडा करने की व्यवस्था में नुकसान होने की वजह से फुकुशिमा दाईची संयंत्र में दुर्घटना हुई। श्री केइदा ने कंपनियों से अनुरोध किया है कि वे आपात स्थिति में बिजली की उपलब्धता के लिए चलते फिरते जनरेटर इस्तेमाल करें।
 इस बीच, ग्यारह मार्च के भूकंप और सुनामी से जापान में ग्यारह हजार चार सौ १७ लोगों की मौत हो चुकी है। राष्ट्रीय पुलिस एजेंसी का कहना है कि इनके अलावा लापता लोगों की संख्या सोलह हजार २७३ है। इस प्रकार मृतकों या लापता लोगों की कुल संख्या करीब २८ हजार हो गई है। पुलिस के अनुसार भूकंप और त्सुनामी पीड़ित लोगों की संख्या और बढ़ सकती है।

 उधर, फिजी में आज भूकंप के जोरदार झटके महसूस किये गये। रिक्टर पैमाने पर छह दशमलव चार मापे गये भूकंप में  जान-माल के नुकसान की फिलहाल कोई खबर नहीं है।

 पाकिस्तान के खुर्रम एजेंसी क्षेत्र में आज सुरक्षाबलों ने कम से कम आठ तालिबान आतंकवादियों को मार गिराया। खबर है कि इस क्षेत्र के अली शेरज+ाई, चनारक और स्पिरकट स्थानों में सुरक्षाबलों ने गोलाबारी करके आतंकवादियों के छिपने के तीन ठिकानों को भी नष्ट कर दिया। तालिबान ने  इस घटना के बारे में अब तक कुछ नहीं कहा है।

 अमरीकी वित्तमंत्री तिमोथी गेटनर ने चीन के नानजिंग शहर में जी-२० देशों की बैठक के उद्घाटन के साथ ही आह्‌वान किया है कि अंतर्राष्ट्रीय मुद्रा विनिमय दरों में और अधिक सामांजस्य लाया जाना चाहिए। उन्होंने कहा कि कुछ देशों ने मुद्रा मूल्यों पर जो कड़ा नियंत्रण कर रखा है उससे वैश्विक अर्थव्यवस्था को नुकसान पहुंच रहा है।
 अमरीका और अन्य विकसित देश चीन की विनिमय दर नीति की आलोचना करते रहे हैं। उस पर आरोप है कि वह अपने निर्यात में मदद के उद्देश्य से युआन के मूल्य को  अस्वाभाविक ढंग से कम किये हुए है। चीन से बार-बार यह अनुरोध किया गया है कि वह अमरीकी डॉलर के अनुरूप युआन का मूल्य बढ़ने दें।
 बैठक में वित्तीय क्षेत्र के कुछ प्रमुख व्यक्ति भाग ले रहे हैं। श्री गेटनर ने कहा कि ग्रुप-२० में शामिल देश एक ऐसी व्यवस्था कायम करने के लिए मिलकर काम कर रहे हैं जिससे दुनियाभर में विनिमय दरों में एकरूपता लाई जा सकेगी।

 विदेश सचिव निरूपमा राव ने कहा है कि कल मोहाली में क्रिकेट विश्व कप के सेमीफाइनल मैच के दौरान भारत और पाकिस्तान के प्रधानमंत्रियों ने अलग से अपनी बातचीत में विभिन्न मुद्दों पर चर्चा की। डॉ० मनमोहनसिंह और पाकिस्तान के प्रधानमंत्री युसुफ रजा गिलानी के बीच हुई बातचीत के बारे में पत्रकारों को जानकारी देते हुए श्रीमती निरूपमा राव ने कहा कि बातचीत बहुत ही रचनात्मक वातावरण में हुई और इससे दोनों देशों के बीच उत्साहजनक माहौल बना।
 श्रीमती राव ने कहा कि दोनों देशों के विदेश सचिवों की इस वर्ष के मध्य में किसी समय बातचीत होगी। उन्होंने कहा कि इसके बाद दोनों देशों के विदेशमंत्रियों की बैठक होगी।

 सड़क परिवहन और राजमार्ग मंत्रालय बच्चों को सड़क सुरक्षा आचरण सिखाने के उद्देश्य से शैक्षिक पाठ्यक्रम में इसे शामिल कराने के लिए एनसीईआरटी के साथ विचार-विमर्श कर रहा है। सड़क परिवहन और राजमार्ग मंत्री सी. पी. जोशी ने आज नई दिल्ली में एक कार्यशाला का उद्घाटन करते हुए यह जानकारी दी। उन्होंने बच्चों को बाल्यकाल से ही सड़क सुरक्षा के प्रति जागरूक बनाने की आवश्कता पर बल दिया। उन्होंने कहा कि इंजीनियरों को सड़कों के डिजाइन तैयार करते समय सुरक्षा मानकों को प्राथमिकता देनी चाहिए और सुरक्षा को लेकर धन की कमी जैसा कोई बहाना नहीं किया जा सकता। दुर्घटना की आशंका वाले क्षेत्रों के बारे में श्री जोशी ने कहा कि इन इलाकों की पहचान करके वहां पर्याप्त सुरक्षा के उपाय किये जाने चाहिए। उन्होंने सड़कों पर बुरी तरह लदे वाहनों को रोकने की जरूरत पर भी जोर दिया।

 बम्बई शेयर बाजार के संवेदी सूचकांक में आज शुरूआती कारोबार में १३७ अंकों की वृद्धि हुई। अब से कुछ देर पहले ये ५१ .अंक बढ़कर १९ हजार. ३४२ पर था।
 अन्तर बैंक विदेशी मुद्रा बाजार में रूपया डॉलर के मुकाबले पांच पैसे मजबूत हुआ। एक डॉलर की कीमत ४४ रूपये ६९ पैसे बोली गई।
 एशियाई कारोबार में आज तेल के दाम बढ़े। न्यूयॉर्क के लाइट स्वीट तेल का मूल्य २८ सैंट बढ़कर १०४ डॉलर ५५ सैंट प्रति बैरल और ब्रेंट नॉर्थ सी तेल का दाम बीस सैंट बढ़ा और ११५ डॉलर ३३ सैंट प्रति बैरल हो गया।

क्रिकेट विश्वकप के दूसरे सेमीफाइनल में कल देर-शाम मोहाली में भारत ने पाकिस्तान को २९ रन से पराजित कर फाइनल में जगह बनाई, जहां उसका सामना अब श्रीलंका से होगा।

इसबीच, भारतीय टीम चंडीगड से मुम्बई के लिए रवाना हो चुकी है।  २ अप्रैल को होने वाले फाइनल में भारत की राष्ट्रपति प्रतिभा देवी सिंह पाटिल और श्रीलंका के राष्ट्रपति महिन्द्रा राजपक्षे के साथ मैच देखेंगे।

 असम में विधानसभा चुनाव में इस बार ममता बनर्जी की तृणमूल कांग्रेस ने भी बड़ी संख्या में अपने उम्मीदवार उतारे हैं। उसने लगभग हर सीट पर अपने उम्मीदवार खड़े किए है। डिबूू्र्रगढ़ से हमारे संवाददाता ने बताया है कि तृणमूल कांग्रेस के मैदान में उतरने से इस बार यहां कड़ा संघर्ष देखने को मिलेगा।

इस बार तृणमूल कांग्रेस ने अपनी पूरी ताकत इन विधानसभा चुनावों में झोंक दी है। टीवी चैनलों पर भी ममता बनर्जी की तस्वीरों सहित अनेक वीडियो क्लिपिंग के माध्यम से आक्रामक चुनाव प्रचार किया जा रहा है। तृणमूल कांग्रेस ने १२६ विधानसभा सीटों में से ११० पर अपने उम्मीदवार मैदान में उतारे है। इससे सत्तारूढ़ कांग्रेस औश्र अन्य विपक्षाी दल अतिरिक्त सावधानी बरत रहे हैं, क्योंकि तृणमूल कांग्रेस वोट काट सकता है और कुछ स्थानों पर सीटों की टक्कर दे सकती है। हालांकि अभी यह दल नया-नया है और इसका कोई आधार भी नहीं है। पहली बार तृणमूल कांग्रेस इतने बड़े पैमाने पर उतरी है। असम में बंगला भाषियों का एक बहुत बड़ा वर्ग रहता है और उसका झुकाव निश्चय ही ममता दीदी की ओर रहेगा।

 राज्य में, राज्य विधानसभा चुनाव स्वतंत्र और निष्पक्ष ढंग से कराने के लिए व्यापक प्रबंध किये जा रहे हैं। मतदान दो चरणों में अगले महीने की ४ और ११ तारीख को कराया जाएगा।

      तमिलनाडु विधानसभा की २३४ सीटों के चुनाव के लिए नाम वापस लेने का कल आखिरी दिन था। अब कुल २७८३ उम्मीदवार चुनाव मैदान में रहे गये हैं। राज्य चुनाव कार्यालय के अनुसार कुल ३१३ उम्मीदवारों ने अपने नाम वापस लिये।

 पश्चिम बंगाल विधानसभा चुनाव में पहले चरण के नामाकंन पत्र भरने का आज आखिरी दिन है। कल तक कुल २८४ उम्मीदवारों ने पर्चे दाखिल किये थे। शनिवार को नामाकंन पत्रों की जांच की जाएगी और चार अपै्रल तक नाम वापस लिये जा सकेंगे। पहले चरण में राज्य के छह उत्तरी जिलों की ५४ सीटों के लिए अगले महीने की १८ तारीख को वोट डाले जाएंगे।

India's population is now estimated at 1,210.2 million including 623.7 million male and 586.5 million female. Releasing the provisional 2011 Census report today in New Delhi, Registrar General of India and Census Commissioner Dr. C. Chandramauli said  country's population growth in 2011 is 17.64 per cent in comparison to 21.15 per cent in 2001. Population has also increased 181 million in the last 10 years.   He said India's population is now bigger than the combined population of USA, Indonesia, Brazil, Pakistan and Bangladesh. The census report says, Uttar Pradesh is the most populous state and the combined population of UP and Maharashtra is bigger than USA.Mr Chandamauli said child sex ratio in 2011 is 914 female against 1,000 male--the lowest since Independence.

Dr. Chandramauli said Delhi's north-east district has the highest population density  as 37,346 persons live per square kilo metre  while the lowest is in Dibang Valley in Arunachal Pradesh with only one person per square kilo metre.

The report says, Jammu and Kashmir, Bihar and Gujarat show decline in sex ratio while 29 states show an  increase.

Mr Chandramauli said literates constitute 74 per cent of the total population aged seven and above. He said the literacy rate has gone up from 64.83 per cent in 2001 to 74.04 per cent in 2011 showing an increase of 9.21 per cent.

The government has relaxed the rules for foreign direct investment, FDI, in the country. An official statement said that after stakeholder consultations, the government has decided to permit issue of equity, under the government route, in the import of capital goods, machinery, and equipment. This measure, which liberalises the conditions for conversion of non-cash items into equity, is expected to significantly boost the prospects for foreign companies doing business in India. In the agricultural sector, FDI will now be permitted in the development and production of seeds and planting material without the stipulation of having to do so under 'controlled conditions'. The government made these changes in the third edition of the Consolidated FDI Policy Circular, a ready reckoner on foreign investment-related regulations that was released in New Delhi, today. Commerce and Industry Minister Anand Sharma said the Circular is a part of ongoing efforts of procedure simplification and FDI rationalisation, which will go a long way in inspiring investor confidence. The government has further decided to abolish the condition of foreign investors seeking prior approval of their partners in case of existing joint ventures, and technical collaborations in the 'same field'. For downstream investments, companies have also now been classified into only two categories -- 'companies owned or controlled by foreign investors' and 'companies owned and controlled by Indian residents,' instead of the threefold classification, earlier.  The relaxation of FDI rules comes amid a 25 per cent fall in FDI inflows into the country during the 11-month April-February period this fiscal. We spoke to Business Jounalist Jayanto Roy Choudhary about the significance of these measures.

Governement is considering to provide more incentive to Micro, Small and Medium Enterprises for their inclusive growth. In an exclusive interview to AIR correspondent Vijay Raina the SME  Minister  Virbhadra Singh said a series of measures are being taken next fiscal for better performance of this segment of industrial sector which contributes eight percent to GDP. He said 265 clusters of such enterprises  have been completed in this fiscal and government will provide credit, technology upgradation, capital subsidy and other facilities to them. He said market share of these industries needs to be enhanced to ensure inclusive growth and development in the country.    In reply to a question, Mr. Singh said that the credit to this sector has been included in the priority sector lending  but the  process of providing credit needs have to be accelerated for higher growth.  Mr. Virbhardra Singh conceded that discrepancies have come to his  notice in   providing credit to these enterprises.

Government is hopeful that the target to reduce energy consumption by 5 percent will be achieved fully by the end of the  11th five year plan. This was revealed by Power Minister Sushil Kumar Shinde in New Delhi today. Under the set target, the Government aims to avoid capacity addition of 10 thousand mega watts. This will help save an additional investment of over one lakh crore rupees in generation, transmission and distribution of power. Mr Shide said that the energy conservation and efficiency improvement in Small and Medium Enterprises is the top priority for the government in the power sector.

Defence Minister A K Antony today said that the centre is making all efforts to unearth the names of those involved in money stashed away in foreign banks. Addressing poll related meet the press programme at Thiruvanathapuram he said that investigation is progressing in the right direction. No one should harbour any doubt about the intention of the UPA Government on this issue. On Corruption cases of 2G spectrum, Common wealth games and adarsh scam Mr Antony said that CBI investigation under supervision of the Supreme Court is continuing and the truth will emerge. NO corrupt person will be spared, he added. The senior congress leader expressed confidence about Congress led UDF victory in next month's assembly election in Kerala. Unleashing severe criticism on Kerala Chief Minister V S Achuthanandan, Mr Antony said that during the last five years Kerala government has failed to utilize central funds meant for socio-economic development.

In Tamil Nadu, 2,773 candidates were left in fray in 234 Assembly constituencies after withdrawal of nominations came to an close yesterday. The state election department said a total of 313 candidates withdrew their nominations. Dr. Radhakrishnan Nagar in Chennai with 31 nominees has the highest number of candidates while Nagapattinam constituency has the lowest number of four candidates. In Tirupur North, where 151 nominations were filed, 81 papers were rejected and 60 candidates withdrew from contest.

As campaigning enters a decisive phase, political parties are trying various strategies to catch the attention of the voter and that has led to problems. A whopping 49,000 cases of poll related violations have been registered since the model conduct came into force. Perhaps the lar;gest ever to be registered in an assembly election. The Joint Chief Electoral officer Ms. Amudha has said most cases relate to defacement of walls, misuse of vehicles, though distribution of money and gifts also figure. The strict monitoring of the elections has evoked a mixed response but the Commission is not in a mood to relent, as they continue to book cases by the dozen.

Striking a sudden different note, Senior BJP Leader Mrs Sushma Swaraj today said that sport and diplomacy should not be clubbed. Speaking to newsmen in Chennai, she said sport should remain a sport and should be separated from dialogue and diplomacy.

Mrs  Swaraj  released a campaign CD of the BJP which is contesting the polls in Tamil Nadu independently. She said Tamil Nadu had slipped into the muddle of corruption and non-administration in the last few years.

In Assam, elaborate arrangements have been made to conduct Assembly polls in a free and fair manner in two phases on 4th and 11th of next month. The Additional Chief Electoral Officer of the State.  Mr. Mukesh Sahu said,  overall 1,292 hamlets have been tagged as vulnerable, 4,126 polling stations as hyper-sensitive and 7,160 as sensitive for the two-phased polls in the State. Video cameras are to be installed in around 2,500 voting centres to monitor the entire poll scenario. 3,055 micro observers, apart from General and Expenditure observers, will monitor the overall poll scenario in both the phases.  Mr. Sahu told newsmen in Guwahati that two helicopters would also be deployed for emergency services during the polls.    

The State election department has made all the necessary arrangements to conduct free and fair polls in the state.A total of 446 companies of para-military forces have been deployed in the state. Meanwhile,the Congress has announced to suspend all its campaign programmes today to condole the death of Mr. Deba Bora,who was the Press Advisor to Chief Minister of Assam.But it is likely to get momentum again tomorrow with the arrival of Party President Sonia Gandhi.According to party sources, Sonia Gandhi will address meetings at Karimganj,Khumtai and Bokajan constituencies.On the other hand Prime Minister,Dr.Manmohan Singh is likely to campaign at Dhokuwakhana on Saturday.Senior BJP leader L.k Advani and Narendra Modi will also address election rallies tomorrow at Rangapara and Lumding.Elections campaigns of other parties are also going on.

In West Bengal, filing of nomination for the first phase assembly elections in the state will come to an end today.  Altogether, 284 nominations were filed till yesterday for this phase of elections.  Nomination papers will be scrutinized on Saturday while last day of withdrawal of candidature is 4th of April.  The first phase assembly poll will take place in 54 seats covering six North Bengal districts on 18th of next month.  AIR Kolkata correspondent reports that filing of nomination are also on for the second phase elections in the state.  This phase election will take place in 50 assembly seats covering Nadia, Murshidabad and Birbhum districts on 23rd of next month.

Food inflation fell by 0.5 per cent to  9.5 per cent for the week ended March 19. It was 10.05 per cent for the preceding week.  The fall in food inflation rate is mainly due to easing pulses prices, even though fruits and protein-based items remained costly.

Data released today indicates that during the week ended March 19, prices of pulses declined by 4.40 per cent.  However,  vegetables became costlier by 5.52 per cent year-on-year, with potato prices rising by 8.39 per cent and onions by 6.23 per cent during the week under review.

Continuing its relentless upward march for the eighth straight session, the Sensex at the Bombay Stock Exchange rose 137 points, or 0.7 per cent, to 19,428 in opening trade, today. Later, the Sensex remained firm, to stand 142 points, or 0.7 percent in the green, at 19,433, in afternoon deals, a short while ago. Sustained capital inflows by foreign funds, positive regional bourses, and easing inflation concerns following a fall in crude oil prices lifted the domestic market. The Sensex had already rallied almost 1,450 points in the past seven straight sessions.

In Pakistan, at least eight Taliban militants were killed by security forces in Kurram Agency area today.  Reports say three hideouts of militants were also destroyed after the security forces carried out shelling in Ali Sherzai, Chanarak and Spirkat of Central Kurram Agency. There has been no claim from the Taliban on the incident so far.

Japan's Nuclear and Industrial Safety Agency says 180 becquerels per cubic centimeter of radioactive iodine-131 has been detected in seawater sampled near damaged Fukushima Daiichi nuclear plant. The level is over 4000 times times higher than the legal standard and far above the levels detected on Tuesday.

Japan's industry minister has urged power companies across the country to secure emergency energy sources for their nuclear power stations.Banri Kaieda told reporters yesterday that the accident at the Fukushima Daiichi plant was due to a failure to secure emergency electricity and a loss of cooling systems at the reactors.Kaieda urged utility companies to secure mobile generators as a source of emergency power that can safely cool nuclear reactors, and to ensure water-supply routes for fire engines. Meanwhile, the death toll from the March 11 quake and tsunami in northeastern Japan rose to 11,417 this morning.The National Police Agency says 16,273 others are listed as missing, bringing the number of dead or missing to nearly 28,000.

Foreign Secretary Nirupama Rao  said that the Prime Ministers of India and Pakistan  discussed wide range of issues during their meetings at Mohali on the side lines of World Cup Cricket semi Final match between the two countries yesterday. Briefing the media in Chandigarh late last night about discussion between Dr. Manmohan Singh and his Pakistani counterpart Yusuf Raza Gilani, Mrs Rao said the conversations between the two Prime Ministers were held in extremely positive environment and encouraging sprit has been created between two nations.  Mrs. Rao said, Foreign Secretaries of both the countries will hold talks some time in the middle of this year. She said this will be followed by a meeting between External Affairs Ministers of the two countries.

The Country erupted into frenzied celebrations after the Indian cricket team defeated arch rivals Pakistan in the Semi Final of the ICC Cricket World Cup 2011 to enter the Final. Fans bursted firecrackers, distributed sweets and danced on the streets till the wee hours of the morning. In Delhi, fans took the streets, including the iconic India Gate at the stroke of midnight and lit up the sky with firecrackers. A festive atmosphere prevailed in Mumbai, which will host the final clash with Sri Lanka on Saturday, as also other parts of the country. Meanwhile, for the final match in Mumbai between Srilanka and India the Srilankan President Mahinda Rajapakse is coming to Mumbai. President Pratibha Devi Singh Patil will also be present in the stadium to witness the first all Asian World Cup Final on saturday.

In Pakistan, around 30 people including children were injured in firing incidents in Karachi during the World Cup semi-final between Pakistan and India yesterday. Police official Khan Bahadur said people resorted to aerial firing to celebrate an Indian wicket or to cheer a boundary in the Pakistan innings. However, stray bullets hit people around them including children who were taken to hospitals for treatment.

National Commission for Protection of Child Rights (NCPCR) today called  the Government to take effective measures in order to facilitate the implementation of the Right to Education(RTE) at ground level. Addressing the media on the first anniversary of the RTE, Dr. Shanta Sinha, chairperson of NCPCR, said that RTE is almost non existant due to lack of infrastructure. Expressing concern on the tardy performance of the state governments, she added that only thirteen states have constituted state level bodies to check the implementation of the RTE.

This was revealed by Road Transport and Highways Minister C P Joshi while inaugurating a workshop on Road Safety in New Delhi today. The visiting UN Under-Secretary General for Humanitarian Affairs and Emergency Relief Coordinator Valerie Amos met in New Delhi a number of Indian officials, including the Home Secretary and representatives of India's disaster management authorities to discuss the prospect of greater cooperation.
