भारत-पाकिस्तान विश्व कप सेमीफाइनल के अवसर पर मोहाली में प्रधानमंत्री मनमोहन सिंह ने पाकिस्तान के प्रधानमंत्री युसूफ रजा गिलानी के साथ विचार-विमर्श किया। हमारे संवाददाता ने बताया है कि नई दिल्ली में कल दोनों देशों के गृह सचिवों के बीच हुई सफल बातचीत के संदर्भ में इस वार्ता का महत्व और बढ़ गया है।
प्रधानमंत्री डॉ0 मनमोहन सिंह और पाकिस्तान के प्रधानमंत्री सईद युसुफ रजा गिलानी भारतीय टीम की बल्लेबाजी के दौरान लगभग पूरे समय स्टेडियम में बने रहे। स्टेडियम में अगल-बगल बैठे दोनों नेताओं को बीच-बीच में बातचीत करते हुए देखा गया। थोड़ी देर के विश्राम के बाद फिर से मैच देखने के लिए स्टेडियम पहुंच गए। दोनों नेताओं की रात भोज के दौरान मुलाकात के समय आपसी क्षेत्रीय और अंतर्राष्ट्रीय मुद्दों पर बातचीत की संभावना व्यक्त की जा रही है। लेकिन आधिकारिक प्रवक्ता किसी पूर्व विचारता से लगातार इंकार कर रहे हैं और यह भी कह रहे हैं कि इनकी बातचीत के लिए कोई एजेंडा तय नहीं है। डॉ. मनमोहन सिंह के साथ विदेश सचिव निरूपमा राव राष्ट्रीय सुरक्षा सलाहकार शिवशंकर मेनन और योजना आयोग के अध्यक्ष मोंटेक सिंह आहुवालिया भी मौजूद है। जबकि गिलानी के साथ लगभग सात सदस्यीय प्रतिनिधिमंडल है। जबकि उनके सरकार के गृह, रक्षा, सूचना और खेलकूद मंत्री भी शामिल हैं। डॉ. सिंह ने गिलानी का स्वागत मोहाली स्टेडियम में किया। इसके पूर्व चंडीगढ़ हवाई अड्डे पर केंद्रीय मंत्री सचिन पायलट ने आगवानी की। अब सबकी निगाहें इस बात पर लगी है। डॉ. मनमोहन सिंह द्वारा शुरू किए गए इस शांति पहल का आखरी नतीजा क्या निकलता है। दोनों देशों के बीच समग्र वार्ता प्रक्रिया नवम्बर 2008 में मुम्बई आतंकवादी हमलों के दो साल बाद शुरू हुई है। समग्र वार्ता को फिर से शुरू करने की पहल पिछले महीने थिम्फू में शिखर स्तर की बातचीत के बाद की गई है। अब, विदेश सचिव स्तर की वार्ता से पहले वाणिज्य और जल संसाधन सचिवों की बैठक होगी। भारत ने पाकिस्तान के विदेश मंत्री को वार्ता के लिए नई दिल्ली आने का निमंत्रण दिया है। वार्ता की तारीखें तय की जा रही हैं।

भारतीय कम्युनिस्ट पार्टी ने मोहाली में पाकिस्तान के प्रधानमंत्री के साथ डा0 मनमोहन सिंह की वार्ता की पहल का स्वागत किया है। पार्टी महासचिव ए.बी. वर्द्धन ने तिरूअनन्तपुरम में संवाददाताओं से कहा कि दो पड़ोसियों के बीच सम्बन्ध सुधारने की दिशा में यह एक अच्छा कदम है।

मोहाली में भारत के साथ विश्वकप क्रिकेट का दूसरा सेमीफाइनल रोमांचक स्थिति में पहुंच गया है। 261 रन के लक्ष्य के जवाब में पाकिस्तान ने ताजा समाचार मिलने तक 28 ओवर में 4 विकेट पर 13 रन बना लिये थे। टॉस जीतकर पहले बल्लेबाजी करते हुए भारत ने पचास ओवर में 9 विकेट पर 260 रन बनाये। विस्तृत ब्यौरे के साथ लवलीन निगम। ताजा समाचार मिलने तक 29वें ओवर में 4 विकेट पर 117 रन बना लिये थे।
घरेलू संरजमीं और खचाखच भरे स्टेडियम में दर्शकों के जबर्दस्त उत्साह के बीच टॉस जीतकर टीम इंडिया ने आक्रामक शुरूआत की। वीरेन्द्र सहवाग ने धुंआधार बल्लेबाजी करते हुए 25 गेंदों पर 38 रन बनाये। सचिन तेंदुलकर ने गौतम गंभीर के साथ दूसरे विकेट के लिए 68 रन की साझेदारी की। कुछ जीवनदान पाने के बाद, सचिन सर्वाधिक 85 रन बनाकर आउट हुए। जबकि गौतम गंभीर ने 27 और कप्तान धोनी ने 25 रन की पारी खेली। निचले क्रम में सुरेश रैना ने 39 गेंदों में नाबाद 36 रन बनाकर चुनौती पूर्ण लक्ष्य रखा। हालांकि एक समय लग रहा था कि भारत तीन सौ का आंकड़ा पार कर लेगा, लेकिन बीच के ओवरों में वहाब रियाज+ ने बेहतरीन गेंदबाजी करते हुए भारत की रन गति पर ब्रेक लगाकर पांच विकेट लिये। आलम ये था कि तीसवें ओवर में चौके के बाद अगले चौके के लिए भारतीय बल्लेबाजों को 45वें ओवर तक इंतजार करना पड़ा। बहरहाल पाकिस्तान के लिए त्मुनपतक रन रेट 6 से आगे होती जा रही है रनों में बढ़ते रन रेट के दबाव और लगातार गिरते विकटों के बीच उसके लिए लक्ष्य हासिल करना हर अगले लम्हें के साथ कठिन होता जा रहा है।

केन्द्र ने कहा है कि समझौता एक्सप्रेस बम विस्फोटों के सभी दोषियों का पता लगाने के लिए जांच अभी जारी है। भारत और पाकिस्तान के गृह सचिवों की बैठक के बाद गृह मंत्रालय ने कहा है कि राष्ट्रीय जांच एजेंसी-एन. आइर्. ए. ने 2007 के इस बम हमले के मामले में जांच की। इस वार्ता के दौरान पाकिस्तान ने इस मामले की प्रगति के बारे में जानकारी लेनी चाही थी। फारेंसिंक जांच के अनुसार इन विस्फोटों में कम तीव्रता वाली विस्फोटक सामग्री का इस्तेमाल किया गया था जिसे सूटकेसों में रखा गया था। इनके साथ प्लास्टिक की बोतलों में ज्वलनशील तेल भी रखा गया था।

उच्चतम न्यायालय ने आज केरल उच्च न्यायालय के उस आदेश पर रोक लगा दी जिसमें सभी राशन कार्डधारकों को 2 रुपये प्रति किलो चावल देने के लिए राज्य सरकार को अनुमति दी गई थी। न्यायाधीश अल्तमस कबीर और न्यायाधीश सीरियक जोसफ की पीठ ने केरल उच्च न्यायालय के आदेश को चुनौती देने वाली निर्वाचन आयोग की एक याचिका पर केरल सरकार को नोटिस जारी किया। उच्च न्यायालय न,े इस योजना पर अमल नहीं करने के लिए राज्य सरकार को निर्वाचन आयोग द्वारा दिए गये निर्देश को नामंजूर कर दिया था। निर्वाचन आयोग ने उच्च न्यायालय के इस फैसले को चुनौती देते हुए सोमवार को उच्चतम न्यायालय में याचिका दायर की थी।

पांच राज्यों में होने जा रहे विधानसभा चुनाव को लेकर सरगर्मियां जोरों पर हैं। केरल में अगले महीने होने वाले विधानसभा चुनाव में नामांकन पर्चे वापिस लेने का आज आखिरी दिन था। निर्वाचन आयोग ने एक हजार तीन सौ 73 पर्चों में एक हजार एक सौ 86 पर्चों को जांच के बाद सही पाया। राज्य विधानसभा की 140 सीटों के लिए अगले महीने की 13 तारीख को वोट डाले जाएंगे। इस बीच, चुनाव प्रचार अपने चरम पर है। पश्चिम बंगाल में आज विधानसभा के दूसरे चरण के मतदान की अधिसूचना जारी की गई। इस चरण में अगले महीने की 23 तारीख को मुर्शिदाबाद, नदिया और वीरभूम जिलों की 50 सीटों के लिए चुनाव होंगे। असम में बराकघाटी की 15 सीटों के लिए चुनाव प्रचार जोरों पर है। प्रचार में विकास का मुद्दा मुख्य है। उधर, तमिलनाडु में पहली बार चुनाव विभाग मतदाताओं को पूरे राज्य में मतदाता पर्चियां दे रहा है।

निर्वाचन आयोग ने आन्ध्रप्रदेश में कडप्पा लोकसभा सीट और पुलीबेन दुला विधानसभा सीट के उपचुनाव के लिए 08 मई की तारीख निर्धारित की है। इन दोनों ही सीटों के लिए 11 अप्रैल को अधिसूचना जारी की जाएगी और 18 अप्रैल तक नामांकन पत्र दाखिल किये जा सकेंगे।

सत्‌त लिवाली के समर्थन के कारण बम्बई शेयर बाजार में आज लगतार सातवें दिन भी मजबूती बनी रही। सेंसेक्स एक सौ 69 अंक बढ़कर 19 हजार 290 पर बंद हुआ। यह 12 जनवरी के बाद का उच्चतम स्तर है। नेशनल स्टॉक एक्सचेंज का निटी भी 51 अंक की मजबूती के साथ 5 हजार सात सौ 88 पर बंद हुआ।
जापान, हांकांग, दक्षिणी कोरिया और सिंगापुर के शेयर बाजारों में भी एक प्रतिशत से ढाई प्रतिशत तक की बढ़त देखी गई।

दूरसंचार नियामक, ट्राई अगले महीने मोबाइल मूल्यवर्द्धित सेवाओं के बारे में एक परामर्श-पत्र जारी करेगा। यह जानकारी आज फिक्की में एक सभा को सम्बोधित करते हुए ट्राई प्रमुख जे0 एस0 शर्मा ने दी। ट्राई ने मूल्यवर्द्धित सेवाओं के क्षेत्र में विकास के अवसरों के बारे में मोबाइल ऑपरेटरों से राय मांगी थी। इसमें नीतिगत और समर्थन ढांचे शामिल हैंं जिनसे समावेशी विकास को बढ़ावा मिलेगा। श्री शर्मा ने कहा कि ग्रीन टेलीकाम के बारे में सिफारिशें अगले हफ्‌ते आयेंगी।

राष्ट्रपति प्रतिभा देवी सिंह पाटिल ने संसद के दोनों सदनों का सत्रावसान कर दिया है। लोकसभा और राज्यसभा सचिवालयों द्वारा जारी प्रेस विज्ञप्ति में कहा गया है कि राष्ट्रपति ने कल दोनों सदनों का सत्रावसान किया। संसद का बजट सत्र 21 फरवरी को शुरू हुआ था और 25 मार्च को इसका समापन हो गया। पहले इस सत्र का दूसरा चरण अप्रैल में निर्धारित किया गया था लेकिन पांच राज्यों में विधानसभा चुनावों को देखते हुए दूसरे चरण को रद्द कर दिया गया। हाल के वर्षों में सबसे छोटे इस बजट सत्र में सी0वी0सी0 विवाद से लेकर कथित वोट के बदले नोट घोटाले जैसे विभिन्न मुद्दों पर सत्ता पक्ष और विपक्ष में तीखी नोंक-झोंक हुई। महीने भर के इस सत्र में 23 बैठकें हुईं।

जापान ने कहा है कि वह त्सुनामी से तबाह फुकुशिमा दाइचि परमाणु संयंत्र के चार रिएक्टरों को बंद कर देगा, क्योंकि समुद्र के पानी में रेडियोधर्मी आयोडीन की मात्रा तीन हजार तीन सौ 55 गुना से भी ज्यादा पाई गई है। अधिकारियों ने यह भी बताया कि वे विकिरण पर काबू पाने के लिए रिएक्टर के क्षतिग्रस्त भवन को फाइब्रिक की विशेष चादरों से घेरने का विचार कर रहे हैं। परमाणु संयंत्र की मिट्टी से प्लूटोनियम पाये जाने के बाद ऐसा किया जा रहा हैं।

म्यामां के सैनिक शासकों ने लगभग 50 वर्ष बाद असैन्य सरकार को आज सत्ता सौंप दी। म्यामां के सरकारी टेलीविजन ने खबर दी है कि सैनिक सरकार की शांति और विकास परिषद-ैच्क्ब् को आधिकारिक रूप से भंग कर दिया गया है। श्री ऊ था शिन को राष्ट्रपति पद की शपथ दिलाई गई है। दो उपराष्ट्रपतियों- ऊ थी आंग मिन ऊ तथा डॉक्टर साइ मौक खाम को भी पद की शपथ दिलाई गई। शपथ ग्रहण समारोह आज नई राजधानी छ।ल् च्ल्प् ज्।ॅ नेपीडा में हुआ, जिसमें संसद सदस्य शामिल हुए। इस बीच, जनरल मिन आंग हेलिंग को सेना का नया कमांडर इन चीफ नियुक्त किया गया है।
सरकारी रेडियो और टेलीविजन के अनसुार राष्ट्रपति ऊ थी शिन ने रक्षामंत्री, गृहमंत्री और विदेशमंत्री सहित कुल 30 केबिनेट मंत्री नियुक्त किए हैं।

बहरीन ने भारत को वहां रह रहे भारतीय समुदाय के करीब साढ़े तीन लाख लोगों की सुरक्षा का आश्वासन दिया है। बहरीन में इन दिनों सरकार विरोधी प्रदर्शन चल रहे है। बहरीन के विदेश मंत्री शेख खालिद बिन अहमद बिन मोहम्मद अल खलीफा ने नई दिल्ली ने आज विदेश मंत्री एस.एम. कृष्णा से मुलाकात की और साझा हितों के मुद्दों के अलावा बहरीन तथा पश्चिम एशिया की ताजा स्थिति पर विचार-विमर्श किया।

मुम्बई की एक फास्टटै्रक अदालत ने फिल्म अभिनेता शाइनी आहूजा को अपनी नौकरानी के साथ बलात्कार करने के मामले में सात साल की सश्रम कैद की सजा सुनाई है। न्यायाधीश पी0 एम0 चव्हाण ने आज मुख्य रूप से इस मामले में दर्ज एफआईआर. के आधार पर आरोपी को सजा सुनाई। अदालत ने नौकरानी के इस कथन को स्वीकार नहीं किया कि उसके साथ बलात्कार नही हुआ था क्योंकि न्यायाधीश ने महसूस किया कि उसने झूठी गवाही दी।

प्रवर्तन निदेशालय को हसन अली खान से आर्थर रोड जेल की बजाय अपने कार्यालय में ही पूछताछ करने की अनुमति मिल गई है। मुम्बई के सत्र न्यायालय के न्यायाधीश के0 पी0 पुरोहित ने अनुमति देते हुए प्रवर्तन निदेशालय से कहा कि वह हसन अली से अपने दक्षिणी मुम्बई कार्यालय में पहली अप्रैल तक हर दिन सुबह साढ़े दस बजे से शाम साढ़े पांच बजे तक पूछताछ कर सकता है।

The Prime Minister Dr. Manmohan Singh exchanged views with his Pakistani counter-part Yusuf Raza Gilani this evening on the sidelines of India-Pak cricket semi final at Mohali.  Dr. Singh hosted a dinner in honour of the visiting dignitary where the two leaders are believed to have exchanged views on important bilateral issues.  Nothing has so far been said officially about the meeting.  Foregin Affairs Rajiv Sikri says, this will give impetus to people to people contact in ahort term.

The discussion assumes significance as they were held in the back drop of successful Home Secretary level talks between the two countries in New Delhi yesterday. Before his departure for Chandigarh this morning, Pakistan Prime Minister said the idea behind his visit is to promote cricket and friendship with India.  AIR correspondent adds that Pakistan has agreed to allow an Indian Commission to visit that country in connection with Mumbai terror attack probe.  The two countries have also decided to set up a hot line between the two Home Secretaries to share real time information on terrorist threats.

The composite dialogue process between the two countries has started two years after the Mumbai terror attacks in November, 2008.  The new initiative of resuming the composite dialogue flowed from summit level talks in Thimpu last month. Now Commerce and Water Resource Secretaries are set to meet before the foreign secretary level talks. India has invited Pakistan's foreign minister to New Delhi for talks and dates are being worked out for the talks. Meanwhile, the crucial cricket tie between the India and Pakistan is now under way. India have set a target of 261 runs for Pakistan to win the semi final of the world cup. Pakistan were 132 for 4 in 31 overs when reports last came in.

The Centre today said, the probe into the Samjhauta Express train bomb blasts, is still on to find out the identities of all perpetrators of the crime. A day after the Indo-Pak Home Secretary level talks, where Islamabad wanted to know the progress of the case, the Home Ministry said, the National Investigation Agency, NIA conducted investigation in the 2007 bomb attack case.

The Supreme Court today stayed the Kerala High Court order allowing the state government to provide rice at two rupees per kg to all ration card holders. A Bench comprising Justices Altamas Kabir and Cyriac Joseph issued a notice to Kerala government on the petition filed by the Election Commission challenging the March 21st order of the High Court rejecting its plea to restrain the state government from implementing the scheme.

The Election Commission today announced bye-elections to Kadapa Lok Sabha seat in Andhra Pradesh, held by former Congress MP Y S Jaganmohan Reddy and Bastar Parliamentary seat will be held on May 8, An official release says, bypolls to three assembly seats one each in Andhra Pradesh, Uttar Pradesh and Nagaland will also be held on the same day.

 The Enforcement Directorate was today granted permission to question Hasan Ali in their office rather than in Arthur Road jail. Mumbai’s Sessions Court Judge K P Purohit today granted the permission and asked ED to question Hasan Ali in their south Mumbai office every day between 10.30 am to 5.30 pm till April 1. The interrogation would be video-recorded as per the Supreme Court's order. Ali has been remanded to judicial custody till 8th of April.

The Myanmar's military today handed power to a nominally civilian government after almost 50 years in power, as the military regime was disbanded and a new President was appointed. Myanmar state television reported that the regime's State Peace and Development Council has been officially dissolved. The TV quoted an order signed by Senior General Than Shwe.  U. Thein Sein has been sworn-in as President.  Besides two Vice-Presidents also took oath. President U Thein Sein has named 30 Cabinet Ministers.

Japan today said it will scrap four stricken reactors at its Fukushima nuclear plant, as radiation seeping into seawater reached its highest level yet - 3,355 times the usual amount. Authorities also said that they were mulling plans to cover the damaged reactor buildings with special fabric sheets to limit radiation, days after plutonium was found in the soil of the crippled nuclear plant, situated 220 km northeast of Tokyo. Trade and Industry Minister Banri Kaieda ordered a check of all nuclear reactors in the country to prevent a recurrence of the atomic crisis triggered by the monster magnitude-9 quake and tsunami on 11th of this month that left nearly 30,000 people dead.

At least seven people were killed and 18 others injured today in a suicide bombing in Pakistan. The hardline JUI chief Maulana Fazlur Rehman escaped the assassination bid by a suicide bomber, who blew himself up near a police post in the country's restive north-west. District administration chief Syed Abdul Jabar Shah reporters that the bomber, who was riding a motorcycle, detonated his suicide vest minutes after Rehman's motorcade passed the police post in Swabi area of Khyber-Pakhtunkhwa province.

Bahrain today assured India that it would ensure the safety and security of the 3.5-lakh strong Indian community in that country, which is witnessing wide-spread anti-government protests. Bahrain's Foreign Minister Shaikh Khalid Bin Ahmed Bin Mohamed Al-Khalifa met External Affairs Minister S M Krishna in New Delhi and held discussions on issues of mutual interest, including recent developments in Bahrain and the region.

New Delhi says, India stands ready to support the Egyptian people and nation during its transition period. The Minister of State for External Affair, E. Ahmed, in a statement in Cairo, welcomed the choice by the people of Egypt and noted that remarkable changes were being achieved through peaceful means.

Rebels in Libya are struggling to hold their front line after Col Muammar Gaddafi's forces recaptured several towns in the east of the country. The rebels have now lost the key oil port of Ras Lanuf and the nearby town of Bin Jawad.  However reports say, the fighting is continuing in the area. In the west, the rebel-held town of Misrata is still coming under attack from pro-Gaddafi troops. US President Barack Obama earlier said he did not rule out arming the rebels. Mr Obama also told reporters that Col Gaddafi had been greatly weakened by the coalition air strikes and would ultimately step down.  In a separate development, an international conference on Libya in London has agreed to set up contact group involving Arab governments to co-ordinate help for a post-Gaddafi Libya.

In Thailand, flooding across  the southern part of the country   has killed 11 people and stranded thousands on storm-swept holiday islands. Thousands were stranded on the tourist islands of Koh Samui and Koh Tao in the Gulf of Thailand as ferries were cancelled in the rough weather. Deputy prime minister Suthep Thaugsuban   said the government had sent its only aircraft carrier to rescue around 1,000 people stuck on Koh Tao island.
