 असम विधानसभा चुनाव के पहले चरण में आज ६२ निर्वाचन क्षेत्रों में मतदान चल रहा है। बराक घाटी, ऊपरी असम और दो पर्वतीय जिलों के इन निर्वाचन क्षेत्रों में स्वतंत्र और निष्पक्ष मतदान कराने के लिए सुरक्षा के व्यापक प्रबंध किये गये हैं।

 मतदान तीसरे पहर तीन बजे तक चलेगा। इस चरण में ३८ महिलाओं सहित ४८५ उम्मीदवार हैं। कांग्रेस और भारतीय जनता पार्टी ने सभी ६२ निर्वाचन क्षेत्रों में उम्मीदवार खड़े किये हैं जबकि असम गणपरिषद ५१ सीटों पर चुनाव लड़ रही है।

 तमिलनाडु में १३ अपै्रल को होने वाले विधानसभा चुनाव के लिए प्रचार जोर पकड़ रहा है। ऑल इंडिया अन्ना द्रमुक की प्रमुख जे जयललिता ने कल राज्य के दक्षिणी जिलों में कई जनसभाओं को संबोंधित किया। मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने डिंडीगुल में एक जनसभा को संबोधित किया।

 केरल में तिरूअनंतपुरम में प्रचार के दौरान वरिष्ठ भाजपा नेता अरुण जेटली ने कहा कि पांच राज्यों में हो रहे विधानसभा चुनाव का राष्ट्रीय स्तर पर व्यापक प्रभाव पड़ेगा। उधर कोजीकोड में वरिष्ठ कांग्रेस नेता और रक्षा मंत्री ए के एंटनी ने केरल और पश्चिम बंगाल में मार्क्सवादी कम्युनिस्ट पार्टी के नेतृत्व वाली वाम लोकतांत्रिक मोर्चा एल डी एफ सरकार पर आरोप लगाया कि उसने पांच साल के कार्यकाल में राज्य के विकास के लिए केन्द्रीय सहायता का सही ढंग से इस्तेमाल नहीं किया।
 पश्चिम बंगाल में विधानसभा चुनाव में संयुक्त प्रचार के बारे में  वरिष्ठ कांग्रेस नेता प्रणब मुखर्जी और तृणमूल कांग्रेस प्रमुख ममता बनर्जी ने कल शाम बैठक की। बैठक के बाद सुश्री ममता बनर्जी ने बताया कि वे निर्वाचन आयोग से चुनाव प्रचार के लिए इस महीने की नौ तारीख से लाउडस्पीकर के इस्तेमाल पर पाबंदी हटाने के लिए अपील करेंगी।
 पुद्दुचेरी में मतदान का दिन जैसे-जैसे नजदीक आता जा रहा है  प्रचार जोर पकड़ता जा रहा है। निर्वाचन आयोग के सख्त कदमों की वजह से राजनीतिक दल और उम्मीदवार जुलूस निकालने और रैलियां करने से बच रहे हैं। विभिन्न दलों के उम्मीदवार इस बार जनसभाएं रोड शो और घर-घर प्रचार का ही सहारा ले रहे हैं।

 २जी स्पैक्ट्रम आवंटन में कथित अनियमितताओं की जांच के सिलसिले में उद्योगपति रतन टाटा और कोरपोरेट लॉबिस्ट नीरा राडिया आज संसद की लोक लेखा समिति के समक्ष पेच्च होंगे।  भारतीय जनता पार्टी के वरिष्ठ नेता मुरली मनोहर जोच्ची  समिति के अध्यक्ष हैं ।  राजनेताओं, कारोबारियों, प्रच्चासनिक अधिकारियों और पत्रकारों के साथ राडिया की फोन पर बातचीत के टेप २जी स्पैक्ट्रम मामले में जांच के प्रमुख अंग है। समिति राडिया से फोन पर हुई बातचीत के बारे में पूछ सकती है।

 केंद्रीय जांच ब्यूरो सी बी आई ने कहा है कि स्वान टेलिकॉम और यूनीटेक वायरलेस को पूर्व संचार मंत्री ए राजा द्वारा अपनाई गई पहले आओ पहले पाओ की विवादास्पद नीति के बारे में पहले से ही जानकारी थी। सी बी आई के आरोप पत्र में कहा गया है कि दूरसंचार विभाग ने १० जनवरी २००८ को आच्चय पत्र जारी करने से तीन महीने पहले ही इन कंपनियों को सूचना लीक कर दी थी और दोनों कंपनियां डिमांड ड्राफ्ट बनवाकर तैयार थीं। आरोप पत्र में कहा गया है कि पहले आओ पहले पाओ की नीति से कुछ कंपनियों को अनुचित लाभ पहुंचा है।

 भारत में लगातार दूसरे साल मॉनसून सामान्य रहने के आसार है। जिसकी वजह से देच्च भर के लाखों किसानों को अच्छी फसल होने की आस बंध गई है। नई दिल्ली के राष्ट्रीय जलवायु केन्द्र के निदेच्चक और मुख्य अनुमानकर्ता डी. च्चिवानंद पाइ ने बताया कि ला नीना प्रभाव की वजह से भूमध्यवर्ती और पूर्वी प्रच्चांत महासागर में जबर्दस्त ठंडक है और उसके जून तक जारी रहने के आसार है। उन्होंने बताया कि ऐसी परिस्थितियां दक्षिण-पच्च्िचम मॉनसून के लिए फायदेमंद समझी जाती है। श्री पाइ ने बताया कि मौजूदा संकेतों को देखते हुए भूमध्यवर्ती प्रच्चांत के गर्म होने के बढ़ने का तत्काल कोई आसार नजर नहीं आता।

 पाकिस्तान के पंजाब सूबे में डेरा गाजी खान के निकट  कल भीड़भाड़ वाली सूफी दरगाह में दो आत्मघाती हमलावरों के धमाकों में कम से कम ४१ लोग मारे गए और ११५ घायल हो गए। १३वी सदी के सूफी संत सैयद अहमद सुल्तान की दरगाह साखी सरवर दरबार के प्रवेच्च द्वार के निकट एक आत्मघाती हमलावर ने खुद को उड़ा लिया। दूसरे आत्मघाती हमलावर नें दरगाह से ३० किलोमीटर दूर सुरक्षा चौकी पर धमाका कर दिया। सालाना उर्स के मौके पर दरगाह में हजारों जायरीन मौजूद थे। पाकिस्तानी तालिबान ने हमले की जिम्मेदारी ली है।

 इंडोनेच्चिया के जावा द्वीप के दक्षिण में आज तड़के हिंद महासागर में सात दच्चमलव एक की तीव्रता वाले भूकंप के बाद त्सुनामी की चेतावनी जारी की गई। भूकंप का केन्द्र मध्य जावा के सिलाकेप से २९३ किलोमीटर दक्षिण पच्च्िचम में १० किलोमीटर की गहराई पर था। एजेंसी ने त्सुनामी की चेतावनी जारी करते हुए लोगो से सचेत रहने को कहा है।
 अमरीकी प्रच्चांत त्सुनामी चेतावनी केन्द्र ने कहा है कि त्सुनामी की वजह से व्यापक तबाही की आच्चंका नही है लेकिन स्थानीय स्तर  पर त्सुनामी उठ सकती है।

 जापान में भूकंप और त्सुनामी से तबाह फुकुशिमा परमाणु बिजली घर में २० सेन्टीमीटर की दरार को बंद करने की कोशिश अब तक नाकाम रही है जिससे रेडियोधर्मी जल का रिसाव समुद्र में हो रहा है। कर्मचारियों ने कल वॉटर जेल बैग नाम का पानी सोखने वाला पदार्थ दरार में भरने की कोशिश की थी, लेकिन पानी का रिसाव रूका नहीं। जापान के मुख्य कैबिनेट सचिव यूकिओ अदानो ने कहा है कि इस बिजली घर में स्थिति पर काबू पाने में महीनों लग सकते हैं।

 लीबिया के  ब्रेगा शहर के लिए जारी जंग के बीच विद्रोहियों ने कहा है कि नैटो के हवाई हमले में उनके १३ साथी मारे गए हैं। उधर पश्चिमी शहर मिसराता में खाद्य पदाथोर्ं की कमी हो रही है। मिसराता में विद्रोहियों को गद्दाफी की सेना से सख्त चुनौती का सामना करना पड़ रहा है। राजधानी त्रिपोली में सरकारी प्रवक्ता ने विद्रोहियों की तरफ से संघर्ष विराम के प्रस्ताव को खारिज कर दिया है।
 इस बीच लीबिया में तेज होती लड़ाई के बीच हालात काबू में करने के लिए कूटनीतिक प्रयास तेज हो गए हैं।

 लिएंडर पेस और महेश भूपति की जोड़ी ने अमरीका में मायामी ओपन टेनिस डबल्स खिताब जीत लिया है। इस जीत के साथ ही एटीपी वर्ल्ड टूर डबल्स रैंकिंग में यह जोड़ी पहले नंबर पर आ गई है। फाइनल में पेस और भूपति की जोड़ी ने बेलारूस के मैक्स मिरनई और कैनेडा के डेनियल नेस्टर की जोड़ी को ६-७, ६-२, १०-५ से हराया।
 लिंएडर पेस ने पिछले साल भी ल्यूकस डलोही के साथ एक खिताब जीता था। इस साल पेस और भूपति का यह दूसरा टीम खिताब है। दोनों चेन्नई ओपन भी जीत चुके हैं।

 झारखंड सरकार भारतीय क्रिकेट टीम के कप्तान महेन्द्र सिंह धोनी को क्रिकेट अकादमी खोलने के लिए जमीन देगी। धोनी को मानद डॉक्टरेट डिग्री से भी नवाजा जाएगा। यह जानकारी झारखंड के उपमुख्यमंत्री सुदेच्च महतो और च्चिक्षा मंत्री बैद्यनाथ राम ने दी।

 आज के अखबारों में विश्व विजेता टीम इंडिया पर सौगातों की बरसात को प्रमुखता दी गई है। पत्र लिखते हैं - शनिवार की रात से जीत का जो जश्न शुरू हुआ वह रविवार को भी जारी रहा। राजस्थान पत्रिका के शब्द हैं - लाड़लो पर न्यौछावर देश। दैनिक ट्रिब्यून ने लिखा है-रनों के बाद धनवर्षा, सरकारों में लगी अपनों को इनाम बांटने की होड़। विश्व विजेता टीम के साथ मुंबई राजभवन में राष्ट्रपति प्रतिभा देवीसिंह पाटील का चित्र, इसी खबर के साथ मुखपृष्ठ पर है।
 मांयामी ओपन टेनिस में पेस और भूपति की जोड़ी के खिताब जीतकर विश्व रैंकिंग में शीर्ष पर पहुंचने पर हिन्दुस्तान ने लिखा है - इस उपलब्धि ने जीत की खुशी दुगुनी कर दी।

Polling is progressing smoothly for the first phase of Assembly elections in Assam. Polling is being held in 62 constituencies spread over 13 districts of Barak Valley, Upper Assam and two hill districts in this phase. Elaborate security arrangements have been made to ensure free and fair polls. The voting, which started at 7 am, will continue till 3 pm. 485 candidates, including 38 women, are in the fray for this phase. Congress and BJP have fielded candidates in all the 62 constituencies, while Asom Gana Parishad is contesting 51 constituencies. Assam Chief Minister Tarun Gogoi, Assembly Speaker Tanka Bahadur Rai, State BJP President Ranjit Dutta, former Asom Gana Parishad President Brindabon Goswami are among those trying their luck in this phase.
It is the rainy morning in Dibrugarh and it is adjacent areas. Right now I am in front of a polling booth in the Dibrugarh suburb and the very few numbers of voters are in queue for cast their votes under open umbrella. Since it is raining  voters are spreading come out of their homes but voters turn out can be expected. Meanwhile, security has been tightened in all the poll bound districts and no untoward incident has been reported so far.

In Tamil Nadu, the campaigning has gained momentum for the April 13 Assembly elections. AIADMK Cheif J Jayalalitha addressed several meetings in southern districts yesterday. CPM leader Sitaram Yechury addressed a public meeting in Dindigul.

One of the important districts of southern Tamil Nadu is Tirunelveli, where for ten assembly segments there are 124 candidates in the election fray. People of Tirunelveli have complained of the lack of proper industrial infrastructure and unkept promises for this region. The political atmosphere on the streets is the same as other places in the state. Without any poster, campaigning been going on with several meeting by star leaders in a day .

India is likely to experience a normal monsoon for the second consecutive year, raising hopes for a bumper crop for millions of farmers across the country.  D. Sivananda Pai, Chief forecaster and Director of the National Climate Centre said in New Delhi that the La Nina phenomenon, marked by intense cooling of the equatorial and east Pacific Ocean, is expected to continue till June. He said, such conditions are  known to benefit the south-west monsoon. Mr Pai said as per current indicators, scientists do not foresee any immediate warming of the equatorial Pacific, a phenomenon that could affect the south-west monsoon.
Last year, the country saw a normal monsoon with 413 of the 597 meteorological districts receiving normal or above normal rainfall.

Industrialist Ratan Tata and corporate lobbyist Niira Radia will appear before Public Accounts Committee of Parliament today in connection with the alleged irregularities in the allocation of 2G spectrum. Radia, whose tapped phone conversations with politicians, corporate, bureaucrats, and journalists, form a key part of investigations into the 2G spectrum scam, will appear before the panel headed by senior BJP leader Murli Manohar Joshi. The panel  is expected to quiz Radia on the tapped conversations which include allegations of trying to influence portfolio allocation to ministers in UPA-II government. The PAC is expected to record the evidence of Ratan Tata on the recent developments in the telecom sector, including allocation of 2G and 3G spectrum.

The chief negotiators for India and the European Union will hold meetings in New Delhi today to conclude talks for a proposed market opening pact this year. Official sources said, that India's chief negotiator and Special secretary in the commerce ministry P K Chaudhary and EU Chief Negotiator Ignacio Garcia Bercero will kick off the two-day meeting. Later, Commerce Secretary Rahul Khullar is expected to meet his EU counterpart in Brussels on the 7th and 8th of this month. Both the sides are aiming to conclude the talks for Bilateral Trade and Investment Agreement this year. This will pave the way for commerce in goods, services and investment.

In Uttar Pradesh, doctors from Provincial Medical Services has called off their agitation following talks with the state government. They went on a state-wide strike to protest the gunning down of Chief Medical Officer B P Singh in Lucknow. The Chief Medical Officer in the Family Welfare Department posted at Lucknow was shot dead by two unidentified persons on Saturday morning. AIR correspondent reports that medical and health services will return to normal today following withdrawal of the strike.

In Pakistan, at least 41 people were killed and 115 injured when two suicide bombers struck a crowded Sufi shrine near Dera Ghazi Khan in Punjab province yesterday. The first bomber blew himself up near the entrance of Sakhi Sarwar Darbar, a shrine dedicated to 13th century saint Syed Ahmad Sultan. The second bomber struck a security check post outside the shrine, which is located 30 km from Dera Ghazi Khan. The Pakistani Taliban has claimed responsibility for the attack. Taliban spokesman Ahsanullah Ahsan told the media that his group carried out the attack in retaliation for military operations against militants in northwest Pakistan.
The Regional police chief Ahmed Mubarak said that two would-be suicide bombers were arrested at the shrine. One of the arrested men is injured.

Indonesian seismologists issued a tsunami warning early today after a 7.1 magnitude earthquake struck the Indian Ocean south of Java island. Indonesia's Meteorology and Geophysics Agency said that the quake was 10 km deep with its epicentre 293 km southwest of Cilacap in central Java. It said, the quake has the potential to cause a tsunami and asked people to remain alert of the danger.

Veteran tennis players Leander Paes and Mahesh Bhupathi have clinched the Miami Open Men's Doubles title in  the United States. With the win, the duo also became number one in the ATP World Tour Doubles Team Rankings. Third seeded Bhupathi and Paes rallied to beat second seeded Belarusian-Canadian pair of Max Mirnyi and Daniel Nestor in three sets 6-7, 6-2, 10-5.
Paes had won the title even last year with Lukas Dlouhy. The win takes the Indians ahead of the World number one players Bob and Mike Bryan for first place in the ATP Doubles Team Rankings and in the battle to qualify for the Barclays ATP World Tour Finals. This is Paes and Bhupathi's second team title of the year, following the Chennai Open at the start of the season.

In Jammu & Kashmir, hundreds of devotees offered morning "Arti" at the world famous shrine of Shri Mata Devi this morning.  Nested in Trikuta hills in the Himalayas, the Shri Mata Vaishno Devi cave shrine present a festive look as thousands of devotees are pouring in from across the country to undertake a pilgrimage to the shrine during the Navratra festival. Meanwhile at Base Camp Katra, temporary stalls are set up by the road side, near the temples selling traditional goods for the festival.
Gudi Padwa, the Maharashtrian New Year is being celebrated today with joy and fervor in Mumbai and across Maharashtra. It marks the advent of spring with hopes of a cheerful and pleasant future.
In traditional Maharashtrain homes, Gudi made with colourful silk cloth, decorated with marigold flowers, coconuts, sweets and mango leaves, are hung outside the houses, it symbolises nature's bounty. Special delicacies like puran polis, soonth pak and usal are also prepared in Maharashtrian families. Traditionally, bittersweet leaves of the neem tree are eaten before eating any food in the morning on this day.
Ugadi festival is being celebrated in Andhra Pradesh and Karnataka with traditional fervour and gaiety. AIR correspondent reports that thousands of devotees are thronging temples to pray for happiness and prosperity in the New Year.
The day begins with an extensive oil bath and visit to temples. Rangolis are drawn in front of homes. Front doors are adorned with mango leaf festoon and neem leaves. A major event on the day is “Panchanga Sravana” - which is reading of almanac comprising of predictions for the year.
President Pratibha Devisingh Patil and Prime Minister Manmohan Singh have greeted the people on the occasion.

All newspapers this morning have photographs of Team India and the World Cup cricket trophy. "World Cup win shatters records with a T.V. viewer ship of 67.6 million", writes Hindustan Times. The Statesman, The Tribune, The Asian Age, The Pioneer and all other papers have FrontPage stories of India's historic win.
Assam elections are also in the news this morning with most papers reporting the beginning of the first phase. First Phase is crucial, writes The Hindu.
Business dailies write about multinationals from water purifier producers to paint firms and grooming product companies who are scrambling to get cricketers as their brand ambassadors. "After the Cup, a World of Riches", under that headline The Economics Times writes that the winning Indian team is being showered with wealth as the BCCI and State Governments offer money to the champions. "Cash, land and cars for Dhoni and Co.", writes The Indian Express. "Pamper hamper for our heroes", writes The Pioneer.
Mail Today has a different twist to the cricket story with the headline - "This world Cup is fake", alluding to the real trophy made of silver and Gold and worth one lakh thirty thousand dollars which was languishing in the customs godown, as it had been seized by the Mumbai Customs Department on arrival from Colombo for being ineligible for exemption from export duty.
