 असम में विधानसभा चुनाव के पहले चरण में १३ जिलों के ६२ निर्वाचन क्षेत्रों में कड़ी सुरक्षा के बीच मतदान शांतिपूर्ण ढंग से चल रहा है। मतदान आज सुबह सात बजे शुरु हुआ। अभी तक किसी अप्रिय घटना का समाचार नहीं है। चुनाव अधिकारियों का कहना है कि १२ बजे तक लगभग ४७ प्रतिशत मतदान हो चुका था।   मतदान तीन बजे तक मतदान चलेगा। इस चरण में ३८ महिलाओं सहित चार सौ ८५ उम्मीदवार चुनाव मैदान में हैं। कांग्रेस और भारतीय जनता पार्टी ने सभी सीटों पर अपने-अपने उम्मीदवार खड़े किए हैं, जबकि असम गण परिषद ने ५१ उम्मीदवार उतारे हैं। इस चरण में १५७ निर्दलीय उम्मीदवार भी चुनाव लड़ रहे हैं।
 उधर, डिबू्रगढ़ से हमारे संवाददाता ने बताया कि लोगों का मतदान के प्रति खासा उत्साह दिखाई पड़ रहा है।

डिबू्रगढ़ में मतदाताओं की लंबी-लंबी कतारें देखी जा रही है। शुरू में बारिश के कारण मतदान में सुस्ती देखी गई थी। लेकिन अब उसमें तेजी आ रही है। जालान बालिका विधालय पर मारवाडी पट्टी होने के कारण बड़ी संख्या में हिन्दी भाषी लोग वोट डालने पहुंचे। मतदाताओं में भारी उत्साह देखा जा रहा है। कुछ जगह मतदान मशीनों में गड़बड़ी के बाद उन्हें जल्दी ही ठीक कर लिया गया और अब मतदान शांतिपूर्वक चल रहा है। डोर स्टेडियम पर मैं खड़ा हुआ हूं, यहां लम्बी-लम्बी कतारें लगी है। पहली बार वोट डालने पहुंची एक मतदाता ने हमने बातचीत की।

    मैं पहली बार वोट देने आई हूं। बहुत अच्छा लग रहा है, वोट देकर।
 अब से कुछ देर बाद लोकतंत्र का यह महापर्व संपन्न हो जाएगा। आज जिनका राजनीतिक भविष्य ईवीएम मशीनों में कैद होगा। उसका फैसला १३ मई्र को मतों की गिनती के बाद ही होगा।

 तेज गर्मी के बावजूद तमिलनाडु विधानसभा की २३४ सीटों के लिए  प्रचार पूरे जोरों पर है।  हमारे संवाददाता ने बताया है कि अकेले तिरूनलवेल्ली जिले में ही अब तक चुनाव संहिता के उल्लंघन के करीब एक सौ मामले दर्ज किये जा चुके हैं।

विभिन्न दलों के नेता जहां बचे हुए समय में ज्यादा से ज्यादा विधानसभा क्षेत्रों में पहुंचकर मतदाताओं से सम्पर्क करने की कोशिश में जुटे है। वहीं चुनाव से जुड़े अफसरों ने भी किसी भी तरह की अनियमितता को रोकने के लिए निगरानी बढ़ा दी है। चुनाव में धन बल के कथित इस्तेमाल को रोकने के लिए केवल तिरूनलवेली जिले में ही बिना हिसाब किताब के ६० लाख रूपये बरामद किये जा चुके है।  वहीं चुनाव प्रचार अभियान के दौरान स्थानीय नेता औद्योगिक और बिजली क्षेत्र में ज्यादा से ज्यादा निवेश करने की मांग कर रहे है।

 कांग्रेस अध्यक्ष सोनिया गांधी कल तमिलनाडु और पुडुचेरी के दौरे पर जा रही हैं। तमिलनाडु के प्रदेश कांग्रेस अध्यक्ष के वी थंगकम्बालु ने आज चेन्नई में बताया कि श्रीमती गांधी कल दोपहर दो बजे पहुंचेगी और उसके बाद पुडुचेरी में एक चुनावी जनसभा को संबोधित करने के लिए रवाना होंगी।

 केन्द्रशासित पुद्दुचेरि में चुनाव प्रचार जोरों पर है। विभिन्न पार्टियों के उम्मीदवार घर घर जाकर प्रचार कर रहे हैं साथ ही रोड शो करके मतदाताओं को रिझाने के प्रयास किये जा रहे हैं। हमारे संवाददाता ने खबर दी है कि सबसे बड़े निर्वाचन क्षेत्र में केवल ३१ हजार मतदाता हैं। कल से मतदाताओं को घर पर ही मतदाता पर्ची बांटने की व्यवस्था की जा रही है।
 पुद्दुचेरि एकमात्र ऐसा राज्य है, जहां सभी मतदाताओं को फोटो पहचानपत्र जारी किये जा चुके हैं और केवल इसी आधार पर वोट डालने की इजाजत होगी। निर्वाचन आयोग ने उन मतदाताओं को नये सिरे से फोटो पहचानपत्र जारी करने के लिए विशेष कैम्प लगाये हैं, जिनके कार्ड खो गये हैं। कांग्रेस पार्टी के नेतृत्व में डीएमके, पीएमके और वीसीके पार्टियों का गठबंधन जबकि ऑल इंडिया अन्ना डीएमके, डीएमडीके, कम्युनिस्ट पार्टी और मार्क्सवादी कम्युनिस्ट पार्टी के घटक दलों के एन आर कांग्रेस गठबंधन के बीच कड़ा मुकाबला है।

 केरल में जैसे जैसे मतदान की तारीख नजदीक आती जा रही है चुनाव प्रचार जोर पकड़ रहा है। एक सौ ४० सदस्यीय विधानसभा में इस बार मुख्य मुकाबला मार्क्सवादी कम्युनिस्ट पार्टी के नेतृत्व वाले  एल डी एफ और कांग्रेस के नेतुत्व वाले यू डी एफ के बीच में है। हमारे संवाददाता ने बताया है कि भारतीय जनता पार्टी भी इस चुनाव में पूरा जोर लगा रही है।

राज्य विधानसभा की १४० सीटों के लिए चुनाव को लेकर युवाओं में खासा उत्साह है। कुल ९७१ उम्मीदवारों में से ४० वर्ष से कम उम्र वाले २६० प्रत्याशी चुनाव मैदान में हैं। इसके अलावा जीवन के ६० वर्ष पार कर चुके उम्मीदवारों की संख्या करीब डेढ़ सौ है। उधर, समूचे राज्य में भाग्य आजमा रही ७४ महिला उम्मीदवारों में से एक सुजासुसन जॉर्ज उद्रपुली से कांग्रेस के उम्मीदवार ओमान चांडी के खिलाफ उम्मीदवार है। विधानसभा में नेता प्रतिपक्ष है। श्री चांडी यहां से नौ बार चुनाव जीत चुके है।

 पश्चिम बंगाल में विधानसभा के पहले चरण के चुनाव के लिए आज नाम वापिस लेने का आखिरी दिन है।  उत्तरी बंगाल की ५४ विधानसभा सीटों के लिए कुल ४१८ नामांकन-पत्र भरे गए हैं। इस चरण के लिए १८ अप्रैल को वोट डाले जाएंगे। हमारे संवाद्दाता ने खबर दी है कि चुनाव प्रचार धीरे-धीरे जोर पकड़ रहा है।
 इस बीच, दूसरे और तीसरे चरण के चुनाव के लिए नामांकन-पत्र भरे जा रहे हैं। दूसरे चरण में मुर्शिदाबाद, नाडिया और बीरभूमि जिलों की ५४ विधानसभा सीटों के लिए २३ अप्रैल को वोट डाले जायेंगे। तीसरे चरण में कोलकाता, उत्तरी और दक्षिणी २४ परगना जिलों की ७५ सीटों के लिए २७ अप्रैल को मतदान होगा।

 लोक लेखा समिति-पी ए सी के अध्यक्ष मुरली मनोहर जोशी ने कहा है कि समिति २ जी स्पैक्ट्रम घोटाले के सभी पहलुओं की जांच करेगी। समिति २ जी स्पैक्ट्रम आवंटन में कथित अनियमितताओं के बारे में कार्पोरेट लॉबिस्ट नीरा राडिया से आज पूछताछ की है। उद्योगपति रतन टाटा भी इसी सिलसिले में आज दोपहर बाद तीन बजे पी ए सी के सामने उपस्थित होंगे। राजनीतिज्ञों, उद्योगपतियों, नौकरशाहों और पत्रकारों के साथ नीरा राडिया द्वारा की गई टेलीफोन वार्ता के टेप टू जी स्पैक्ट्रम घोटाले की जांच में काफी अहम हैं। हमारे संवाद्दाता ने सूत्रों के हवाले से खबर दी है कि नीरा राडिया से उनकी बातचीत के टेपों के बारे में पूछताछ की जा रही है। नीरा राडिया पर आरोप है कि उन्होंने मंत्रियों के विभागों के बटवारे को प्रभावित करने की कोशिश की थी। उद्योगपति रतन टाटा इस मामले में आज बाद में पी ए सी के सामने उपस्थिति होंगे। 
 सी बी आई ने पिछले हफ्ते इस मामले में पूर्व दूरसंचार मंत्री ए.राजा और आठ अन्य लोगों के खिलाफ पहला आरोप-पत्र दाखिल कर दिया है। टू जी स्पैक्ट्रम लाइसेंसों के आवंटन में हुई कथित अनियमित्ताओं के आरोप में राजा इस समय जेल में हैं। १९९८ से लेकर २००८ तक टू जी स्पैक्ट्रम आवंटन के ब्यौरे की जांच के लिए कांग्रेस नेता पी सी चाको की अध्यक्षता में संयुक्त संसदीय समिति का गठन किया गया है।

 दूरसंचार और सूचना प्रौद्योगिकी मंत्री कपिल सिब्बल ने कहा है कि सरकार ई-गवर्नेंस और सेवाओं को बेहतर बनाने के लिए प्रभावी कदम उठाएगी। इलेक्ट्रोनिक्स और सूचना-प्रौद्योगिक पर दो दिवसीय कार्यशाला का उद्घाटन करते हुए श्री सिब्बल ने कहा कि सरकार का स्वदेशी कम्प्यूटर हार्डवेयर उद्योग को बढ़ावा देने के लिए एक नई नीति बना रही है। श्री सिब्बल ने कहा कि आम आदमी तक तकनीक पहुंचाने के उद्देश्य से सरकार भारतीय भाषाओं पर आधारित कम्प्यूटर के सॉफ्टवेयर तैयार करने के लिए मदद करेगी।

 भारतीय जनता पार्टी ने सी बी आई की यह कहते हुए आलोचना की है कि उसने टू जी स्पैक्ट्रम घोटाले में आरोप-पत्र दाखिल करते समय कई महत्वपूर्ण मुद्दों को छोड़ दिया है। चेन्नई में पत्रकारों से बातचीत में वरिष्ठ भाजपा नेता अरूण जेटली ने कहा कि आरोप-पत्र में महत्वपूर्ण मुद्दों को घुमा फिराकर रखा गया है।

 भारत और यूरोपीय संघ के बीच इस वर्ष अपने बाजार खोलने के प्रस्तावित समझौते पर विचार विमर्श के लिए दो दिन की बैठक आज नई दिल्ली में शुरू हुई। सरकारी सूत्रों ने बताया कि भारत की ओर से मुख्य वार्ताकार वाणिज्य मंत्रालय में विशेष सचिव पी के चौधरी और यूरोपीय संघ की ओर से मुख्य वार्ताकार इग्नेसियो गार्सिया इस बातचीत में भाग ले रहे हैं। दोनों पक्षों को उम्मीद है कि आपसी व्यापार और निवेश के समझौते के लिए बातचीत इस वर्ष पूरी हो जाएगी। इस समझौते से सामान, सेवा और निवेश के लिए दोनों ओर के बाजार खुल जाएंगे। इस सिलसिले में वाणिज्य सचिव राहुल खुल्लर इस महीने की सात और आठ तारीख को ब्रसल्स में यूरोपीय संघ के वाणिज्य सचिव से मुलाकात करेंगे। हमारे संवाददाता ने खबर दी है कि यूरोपीय संघ भारत का सबसे बड़ा व्यापारिक भागीदार है और दोनों पक्षों के बीच वर्ष २००९-१० के दौरान करीब ७५ अरब डॉलर का कारोबार हुआ। अगर दोनों पक्षों के बीच व्यापार समझौता हो गया तो वर्ष २०१५ तक आपसी कारोबार दुगने से भी अधिक बढकर २०७ अरब डॉलर तक हो जाने की संभावना है। भारत ने आसियान देशों के अलावा दक्षिण कोरिया और सिंगापुर के साथ व्यापार समझौते किये हुए हैं। इस वर्ष फरवरी में जापान और मलेशिया के साथ भी दो महत्वपूर्ण समझौतों पर हस्ताक्षर किये गये।

   फर्जी अंकतालिका के आधार पर लाइसेंस हासिल करने वाले एक और पायलट को आज नई दिल्ली में गिरफ्‌तार किया गया। निजी एयरलाइंस इंडिगो के अविनव कौशिक पर फर्जी अंकतालिका के आधार पर नागरिक उड्डयन महानिदेशालय से लाइसेंस हासिल करने का आरोप है। इससे पहले दिल्ली पुलिस ने इंडिगो एयरलाइंस की पायलट परविन्दर कौर गुलाटी और एयर इंडिया के पायलट जे के वर्मा को और राजस्थान पुलिस ने स्पाइस जैट के दो पायलट अनूप चौधरी और अमित मुंदरा को पिछले महीने इसी आरोप में गिरफ्‌तार किया था। नागरिक उड्डयन महानिदेशालय डीजीसीए फर्जी दस्तावेज के आधार पर लाइसेंस हासिल करने के मामले उजागर होने के बाद से करीब चार हजार पायलटों के लाइसेंस की जांच कर रहा है।

  चेन्नई जा रहे एयर इंडिया के एक विमान के पक्षी से टकरा जाने के कारण उसे आज तिरूअनंतपुरम अंतर्राष्ट्रीय हवाई अड्डे पर उतारना पड़ा। विमान में १०३ यात्री और चालक दल के सदस्य सवार थे। हवाई अड्डा सूत्रों ने बताया कि विमान ३२० एआई ५०७ के बायें ईंजिन से एक पक्षी टकरा गया। यात्रियों को गंतव्य तक पहुंचाने की व्यवस्था की जा रही है।

 झारखंड में पुलिस ने रांची के पास से एक माओवादी को गिरफ्‌तार कर उसके पास से विस्फोटक बरामद किये हैं। एक अन्य घटना में जामतारा रेलवे स्टेशन से भारी मात्रा में डेटोनेटर मिले हैं, हालांकि इन्हें ले जा रहे तीन लोग बच निकले। पुलिस ने रांचंी से करीब ३२ किलोमीटर दूर तामर क्षेत्र में एक कट्टर माओवादी  बुद्धराम मुंडा को गिरफ्तार कर लिया और उसके पास से चार लिक्विड बम, नौ इलेक्ट्रिक बम और चार बूस्टर बम बरामद किये। तीन दिन पहले महाराष्ट्र में पकड़े गए एक कट्टर माओवादी की निशानदेही पर यह गिरफ्‌तारी हुई है।
 एक अन्य घटना में पाटलीपुत्र एक्सप्रेस से यात्रा कर रहे तीन लोग जामतारा रेलवे स्टेशन पर टाइगर मोबाइल फोर्स द्वारा चुनौती दिये जाने पर बक्से में रखे साढे पांच हजार डेटोनेटर छोड़कर फरार हो गए। पुलिस ने उनकी गिरफ्‌तारी के लिए व्यापक अभियान शुरु कर दिया है।

 उत्तरप्रदेश सरकार ने शनिवार को लखनऊ के गोमती नगर इलाके में मुख्य चिकित्सा अधिकारी बी पी सिंह की हत्या का सुराग देने वालों को दो लाख रूपये का ईनाम देने की घोषणा की है। इस घटना के विरोध में डॉक्टरों ने राज्यव्यापी हड़ताल कर दी थी। हमारे संवाददाता ने खबर दी है कि प्रादेशिक चिकित्सा सेवा ने राज्य सरकार के साथ वार्ता के बाद अपनी हड़ताल इस महीने की दस तारीख तक स्थगित कर दी है।

 सिक्किम में सत्तारूढ़ सिक्किम डेमोक्रेटिक फ्रंट की श्रमिक इकाई के ४८ घंटे के राज्यव्यापी बंद के कारण राज्य में जनजीवन अस्त-व्यस्त हो गया है। बंद का आयोजन श्रमिकों की ३१ सूत्रीय मांगों के समर्थन में किया गया है, जिनमें राज्य में चल रही निजी क्षेत्र की औद्योगिक इकाइयों और विभिन्न सार्वजनिक क्षेत्र के उद्यमों की भर्तियों में स्थानीय निवासियों को उच्च प्राथमिकता देना शामिल हैं। हमारे संवाददाता ने खबर दी है कि बंद का पर्यटन उद्योग पर गहरा असर पड़ा है। राज्य में आने वाले अनेक पर्यटकों ने होटलों में बुकिंग रद्द करा दी है।

 भारत में लगातार दूसरे साल मॉनसून सामान्य रहने के  आसार है, जिससे देशभर के लाखों किसानों को अच्छी फसल होने की आस बंध गई है। नई दिल्ली के राष्ट्रीय जलवायु केन्द्र के निदेशक और मुख्य अनुमानकर्ता डी.शिवानंद पाइ ने बताया कि ला नीना प्रभाव की वजह से भूमध्यवर्ती और पूर्वी प्रशांत महासागर में जबर्दस्त ठंडक है और उसके जून तक जारी रहने के आसार है। उन्होंने बताया कि ऐसी परिस्थितियां दक्षिण-पश्चिम मॉनसून के लिए फायदेमंद समझी जाती है।

 उत्तरप्रदेच्च के कई पूर्वी जिलों में बारिच्च  और ओलावृष्टि से रबी फसल को नुकसान पहुंचा है। राज्य के पूर्वी भागों में आंधी और ओलावृष्टि के साथ गरज के साथ तेज वर्षा होने से गेहूं और सरसों की फसलों औरखलिहानों को नुकसान हुआ है।  आंधी से पेड़ गिरने और ओलावृष्टि से दो लोग मारे गए। राष्ट्रीय राजमार्ग और गोरखपुर-वाराणसी रेल मार्ग पर  पेड़ गिरने से रेल और सड़क यातायात अवरुद्ध हो गया है। मौसम कार्यालय के अनुसार कल शाम वाराणसी में चार और गोरखपुर में एक दच्चमलव छह मिलीमीटर वर्षा रिकार्ड की गई। मौसम विभाग ने अगले २४ घंटों में गरज के साथ ओले पड़ने की आच्चंका व्यक्त की है।

 बम्बई शेयर बाजार का संवेदी सूचकांक आज शुरूआती कारोबार में १४५ अंक की बढ़त से १९ हजार पांच सौ ६६ खुला। अब से कुछ देर पहले यह .२८६ .अंक बढ़कर  १९ हजार ७०७ पर था। नेशनल एक्सचेंज का निफ्टी भी ८३ अंक बढ़कर पांच हजार ९०८ पर था। एशियाई शेयर बाजारों में भी मामूली बढ़त देखी गई। हांगकांग के हैंगसेंग में शून्य दशमलव आठ-एक प्रतिशत जबकि जापान के निकैई में शून्य दशमलव आठ-शून्य प्रतिशत की मामूली बढ़त देखी गई।

 एशियाई बाजारों में कच्चे तेल के भाव ढ़ाई वर्ष बाद उच्चतम स्तर पर पहुंच गए हैं। न्यूयॉर्क का लाइट स्वीट क्रूड ७२ सेंट महंगा होकर १०८ डॉलर ६६ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत में भी ४० सेंट की वृद्धि हुई और एक बैरल ११९ डॉलर १० सेंट का बोला गया।

 आज वासंतिक नवरात्र का पहला दिन है। सुबह से ही देवी मंदिरों में बड़ी संख्या में भक्तों का तांता लगा हुआ है। मंत्रोच्चार और घंटों की मधुर ध्वनि के बीच परम्परागत ढंग से अनुष्ठान किये जा रहे हैं। जम्मू-कश्मीर में माता वैष्णो देवी के मंदिर में तड़के से ही भक्तों की लम्बी-लम्बी कतारें देखी जा रही हैं।
 उत्तर प्रदेश में चारों ओर नवरात्र की धूम है। मिर्जापुर में मां विंध्यवासिनी के मंदिर सहित विभिन्न देवी मंदिरों में पूजा-अर्चना का क्रम चल रहा है। हमारे संवाददाता ने बताया है कि  राम की नगरी अयोध्या में नौदिवसीय श्री रामजन्मोत्सव के लिए रामलला का भव्य श्रृंगार किया गया है।

 श्रद्धालुओं ने आज दिन की शुरूआत नौ दिनों तक चलने वाले व्रत से की। अयोध्या, वाराणसी, सीतापुर के नेमिझारा में और महराजगंज के आन्ध्रवन में सिद्ध देवी मन्दिरों में लोगों ने पूजा अर्चना की। अयोध्या में श्रीराम के उत्सव की धूम है, जहां प्रमुख मंदिरों को  आकर्षक ढंग से सजाया गया है और भगवान श्रीराम का विशेष श्रृंगार किया गया है। अयोध्या और विंध्याचल धाम में मेले भी शुरू हो गये है।  विंध्य पर्वत श्रृंखला में स्थित महाविंधवासनी के मंदिर में दर्शन के लिए लाखों श्रद्धालु आते है। प्रशासन ने इसके लिए व्यापक प्रंबंध किये है।

 महाराष्ट्र का नववर्ष गुड़ी पड़वा मुम्बई और आसपास के इलाके में पूरे उत्साह के साथ मनाया जा रहा है। यह पर्व नई उमंगों, वसंत के आगमन और गेंदे के फूलों की बहारों का प्रतीक है। हमारी संवाददाता ने बताया है कि आज के दिन लोग कुछ भी खाने से पहले परम्परागत ढंग से नीम की पत्तियां खाते हैं और  किसी भी काम की शुरूआत के लिए इस दिन को शुभ मानते हैं।

गुडीपडवा यानी चैत्र शुक्ल प्रतिपदा और महाराष्ट्र में साल के पहले दिन मुम्बई समेत पूरे राज्य में बड़े हर्ष और उल्लास के साथ पारंपरिक तरीके से मनाया जा रहा है। इस पर्व पर आज लोगों ने अपने घरों के बाहर धन और समृद्धि की प्रतीक गुड़ी सजायी। शहर की सबसे लंबी गुड़ी में से एक ५१ फीट की गुडी उपनगर मलाड में लगाई गई। मुम्बई्र की उपनगरीय इलाकों जैसे डुम्बीवली, ठाणे गिरगोम और दादर में गुडीपडवा के अवसर पर भव्य शोभा यात्रा तथा बाइक रैलियां निकाली गई। लोगों ने महाराष्ट्र की लोक कला का प्रदर्शन करके इन स्वागत यात्राओं की और शोभा बढ़ायी। वहीं दादर, अंधेरी और ठाणे में भारतीय क्रिकेट टीम को बधाईयां देते हुए विश्व कप के प्रतिरूप के संग शाथा यात्राएं निकाली गई। इस अवसर पर लोगों ने एक दूसरे को नूतनवर्ष की शुभकामनाएं दी और पारंपरिक पकवान जैसे पुरनपोली, श्रीखंड पुडी, खाखर ये पर्व मनाया।

 पाकिस्तान के पंजाब सूबे में डेरा गाजी खान के निकट  कल भीड़भाड़ वाली सूफी दरगाह में दो आत्मघाती हमलावरों के धमाकों में मरने वालों की संख्या बढ़कर ५० हो गई है।  आज एक अन्य हमले में पश्चिमोत्तर पाकिस्तान खैबर पख्तूनख्वा सूबे में लोअर दीर इलाके में एक आत्मघाती हमलावर ने बस टर्मिनल के पास खुद को विस्फोट से उड़ा दिया। इस हादसे में पांच लोगों की मौत हो गई और २० घायल हो गए।

47  percent polling has been reported so far  in the first phase of Assembly elections in Assam.  Polling is progressing peacefully amidst high security in 62 constituencies of 13 districts.    People in large numbers queued up before polling booths well before the scheduled time. 

AIR Dibrugarh Correspondent reports that polling is peaceful in the region and people in large numbers are exercising their franchise.

An estimated 485 candidates are in the fray for the first phase vote, of these, 38 are women candidates.The Congress and the Bharatiya Janata Party have fielded 62 candidates each for the first phase, while the Asom Gana Parishad  has put up 51 nominees. There are 157 independent candidates in the fray for the first phase.

In West Bengal today is the last day for withdrawal of candidature for first phase Assembly Election in the State. Altogether 418 nominations were filed for this phase of polls which will take place in 54 seats covering six North Bengal Districts on 18th of this month. Meanwhile, filing of nominations are on for second and third phase of elections. Second phase of voting will be taken up in 54 seats in Murshidabad, Nadia and Birbhum districts on 23rd of this month while third phase will be held on 27th of April in 75 seats in Kolkatta, North and South 24 paragana districts. AIR correspondents reports that campaingning are gradually picking up in North Bengal were first phase elections are offing.

In Kerala, with only a week left for assembly polls, campaigning by all major political parties has reached a feverish pitch. The main tussle to capture power to the 140 member state assembly is between CPIM led LDF and Congress led UDF.  AIR correspondent reports, the BJP has also unleashed a intense campaign using all top national leaders.

The young voters of Kerala have reasons to rejoice. Record number of young and fresh candidates are in the fray. Out of 971 candidates fighting the election, 260 are below the age of 40. At the same time, the number of candidates above the age of 60 years comes to 150. At the age of 91, K.R. Gouriamma is contesting from Cherthala constituency in Alappuzha. It is her 17th election. Chief Minister V.S. Achuthanandan who is contesting from Malampuzha is more than active at the age of 87. In their effort to empower own fraternity 74 women candidates are seeking vote in Kerala.

The leader of the Opposition in the Kerala Assembly Mr Ommen Chandy began his election campaign in Puduppally constituency in Kottayam, this morning. The constituency has returned Ommen Chandey nine times in the past, making him one of the very few politicical figures in the state to enjoy such unwavering public support.

Although the UDF was late in launching its campaign, it appears to be supremely confident of winning the Puduppally seat hands down. The constituency has unfailingly returned Mr Ommen Chandy nine times previously, which makes them believe that history will repeat itself this time as well.  A front runner for the Chief Minister's post if UDF is voted to power, Mr Chandy's election campaign was launched today at Paththazhakkudi in Pambadi panchayat by Kerala Congress-M leader Mr K M Mani.

In Puducherry, door-to-door canvassing and road shows, by candidates and political parties continue to dominate the campaigning. With election authorities keeping a close watch on poll expenditure and violations of the model code of conduct, the festive atmosphere usually associated with the elections is missing. The Election commission had organized special camps to issue duplicate photo identity cards to voters who had lost their cards. The Congress party is leading a front comprising of the DMK, PMK and VCK while the NR congress is heading an alliance with the AIADMK, DMDK and CPI and CPM as partners.

The dull campaign will surely gather pace as national leaders descend in the union territory to address big election rallies, far and few in this election. While congress President Mrs Sonia Gandhi is arriving in Piuducherry tomorrow, the party general secretary Rahul Gandhi is scheduled to address an rally on the 8th , to boost the chances of the Congress and its allies The BJP which is working on a strategy to gain a foothold in the southern most part of the country is contesting 18 seats independently BJP leaders Nitin Gadkari and Sushma Swaraj are expected to campaign in the next couple of days. With the DMK and AIADMK playing the role of a junior partner in the front they figure in, the battle in the Union territory is between the Congress party and the newly formed political party floated by Ex congress Chief Minister Mr N.Rangaswamy. The winning of this election is crucial to both the parties.

Last week, CBI has filed its first chargesheet in the case against Former Telecom Minister A Raja and eight others  for alleged irregularities in the allocation of 2G spectrum licenses.   Addressing a press conference in Chennai, senior BJP leader Arun Jaitley said key issues have been addressed in the chargesheet in a peripherial manner.

Public Accounts Committee (PAC) chairman Murli Manohar Joshi today said the committee would probe all aspects of 2G scam. PAC is now questionomg Corporate lobbyist Niira Radia in connection with the alleged irregularities in the allocation of 2G spectrum. Radia's tapped phone conversations with politicians, corporates, bureaucrats, and journalists form a key part of investigations into the 2G spectrum scam. AIR  correspondent quoting sources reports, the panel headed by senior BJP leader Murli Manohar Joshi is quizzing Radia on the tapped conversations which include allegations of trying to influence reported portfolio allocation to some ministers.  Industrialist Ratan Tata will  appear before the Parliamentary panel later in the day in connection with the case.  Last week, the CBI has filed its first chargesheet in the case against Former Telecom Minister A Raja and eight others.   Raja is in jail for alleged irregularities in the allocation of 2G spectrum licenses.  A Joint Parliamentary Committee (JPC), chaired by Congress leader P C Chacko, has also been set up to look into all the details of the 2G spectrum allocation from 1998 to  2008.

 In Jharkhand, the Police have arrested a Maoist near Ranchi and recovered explosives from him. In another incident,  huge quantities of detonators have been recovered at the Jamtara railway station, although the three persons carrying those detonators managed to escape. A hardcore Maoist  has been arrested from Mulki hills under Tamar area, some 32 km away from Ranchi. Police has recovered four liquid bombs, nine electronic bombs and four booster bombs from the arrested Maoist. The arrest was made on the basis of information provided by another hardcore naxal arrested three days ago from Maharashtra.

Union Telecom and Information Technology Minister Kapil Sibal today said that, the government will take effective measures to fast track E-Governance and standardised implementation of  services. Inaugurating a two-day workshop on Electronics and IT, he added that, the Ministry is proposing a new semi conductor poilcy to promote the indigenous computer hardware industry. Mr Sibal also said, the government will support the research and development of Indian Language based computer softwares in order to bring technology closer to the comman man.

One more pilot has been arrested in New Delhi today for allegedly using forged marksheets to procure a licence from the country's airline regulator. Avinav Kaushik of private airline Indigo, has been arrested for using forged marksheets to procure a licence from the Directorate General of Civil Aviation (DGCA).

The, Delhi Police had last month arrested two pilots Parwinder Kaur Gulati of Indigo and J K Verma of Air India. Rajasthan Police had arrested Anoop Choudhury and Amit Moondra of Spice Jet for similar offences.    In the wake of the fake pilot scare, licenses of nearly  4,000 pilots are being scrutinised by the DGCA. The fake pilot licence issue assumed a worrying proportion after Gulati, a Commander with IndiGo was found faking her marksheet to obtain Airline Transport Pilot Licence.

In Uttar Pradesh, a reward of 2 lakhs rupees has been announced for providing information about killers of Chief Medical Officer B P Singh who was murdered in a posh locality in Lucknow on Saturday.  Doctors had gone on a state-wide strike to protest the gunning down of Chief Medical Officer B P Singh. AIR correspondent reports, the doctors from Provincial Medical Services have postponed their stir till 10th of this month following talks with the state government.

Provincial Medical Services Association office-bearers will be meeting on April 11 to decide on further course of action. Dr Singh, who joined as CMO Family Planning and Welfare just a month before was sprayed with over a dozen bullets while he was on a morning walk with his one of a doctor friend. Medical and health services are now available after postponement the strike. PMS Doctors have announced to abstain from paperwork for two hours in the morning as a mark of protest and to press their demand for CBI inquiry into the case. It was just six months ago in the month of last October Dr. Vinod Kumar Arya predecessor of Dr. Singh was killed while he was on a morning walk.

The chief negotiators of India and the European Union today kicked off the two day meeting in New Delhi to conclude talks for a proposed market opening pact this year. Official sources said, that India's chief negotiator and Special secretary in the commerce ministry P K Chaudhary and EU Chief Negotiator Ignacio Garcia Bercero are participating in the talks. Both the sides are aiming to conclude the talks for a Bilateral Trade and Investment Agreement this year. This will  open commerce in goods, services and investment.  Later, Commerce Secretary Rahul Khullar is expected to meet his EU counterpart in Brussels on the 7th and 8th of this month.  AIR correspondent reports that European Union is India's largest trading partner and the bilateral trade in 2009-10 aggregated to 75 billion US dollars. The bilateral trade is expected to double to exceed  207 billion US dollars by 2015, if the trade pact is in place.

In Indonesia, hundreds of residents today fled the port town of Cilacap for higher ground after an earthquake struck south of Java ealry this morning. The magnitude of quake has been estimated by US seismologists at 6.7 on the Richter scale. The US Geological Survey said, the epicentre in the Indian Ocean was 24 kms deep. Initial estimates had put it at 10 kms underground, and 277 kilometres south of the Javanese coast. Indonesian seismologists had earlier put the quake magnitude at 7.1 and issued a tsunami warning, saying the tremor had the potential to cause a killer wave warning the public. The Tsunami warning was later cancelled.

At least five persons were killed and 20 injured in a bomb blast in a bus terminal in Lower Dir area of northwest Pakistan today.  Officials said that the blast occurred at around noon at the terminal in Jandol Munda area of Lower Dir district of Khyber-Pakhtunkhwa province. The nature of the blast could not immediately be

determined. No group claimed responsibility for the blast.

In Afghanistan, protests against the burning of the Koran entered fourth day today with a demonstration in eastern Laghman province. About 300 protesters brandished sticks and threw stones at police, who in turned fired shots in the air. However, no one was reported wounded today and protesters dispersed after warning shots. At least 21 people have been killed in the past three days of protests across the country.

The Sensex at the Bombay Stock Exchange opened 146 points, or 0.8 per cent higher, at 19,566 this morning, on investor buying in fundamentally strong shares, amid expectations of strong fourth quarter corporate results, and a positive trend on the other Asian bourses. Later, the benchmark index advanced further, to stand 212 points, or 1.1 percent in positive territory, at 19,632, in afternoon deals, a short while ago.

Crude prices hit a fresh two-and-a-half-year high in Asian trade today as a jump in US jobs creation inspired traders. New York's main contract, light sweet crude rose 72 cents to 108.66 dollar per barrel, topping Friday's peak of 107.93 dollar and hitting its highest level since late September 2008. Brent North Sea crude advanced 40 cents to 119.10 dollar.

In Andhra Pradesh, Sri Satya Saibaba, who was admitted to hospital following lung congestion, continues to be on ventilator support in Ananthapur district. The Director of Sri Satya Sai Institute of Higher Medical Sciences said, in a release that he is showing improvement. He is still on assisted ventilation and on kidney support through Continuous Renal Replacement Therapy-CRRT, which is a process of slow dialysis.

An Air India flight bound for Chennai with 103 passengers and crew on board aborted take-off after suffering a bird hit at the international airport in Thiruvunanthapuram today. Airport sources said, the left engine of the Air Bus 320 AI 507 flight was hit by the bird just before the plane was airborne.  The airline was making arrangements for the journey of the stranded passengers.

The ICC today rejected reports that the World Cup with the Indian team is a replica. Media reports earlier today had said that the Cup given to Mahendra Singh Dhoni and his team was a fake and that the original was lying with the customs in Mumbai over non-payment of duties. Several former cricketers had expressed dismay over the alleged goofup by the ICC and the BCCI. Following these reports, the ICC came out with a statement saying that the trophy presented to the Indian cricket team is original. The ICC statement  said, contrary to some erroneous and mischievous media reports, the ICC confirms that the trophy presented to India at Wankhede Stadium on Saturday was the original ICC Cricket World Cup 2011 trophy and the one that was always intended to be presented to the winner of the event.

The Supreme Court today sought the Union government's stand on a plea challenging its ground handling policy at metro and some other airports. The Centre had forbid private airlines from doing the job asking them to hand it over to government-approved agencies due to security concerns. Issuing notices to the Civil Aviation Ministry, Directorate General of Civil Aviation and others on a petition by private airlines federation, a bench of justices R V Raveendran and A K Patnaik sought their response within two weeks and adjourned the matter for further hearing on April 25.

 Scientists have identified five genes which raise the risk of Alzheimer's disease. It would be a breakthrough for the effective treatment of the disease. International team of scientists from the US and Britain say that with the discovery of the five new genes, a total of 10 genes are now known to be linked with the most common form of dementia.
