चीन ने भारत को व्यापार असंतुलन कम करने के लिए कदम उठाने का आश्वासन दिया है। चीन और कजाकिस्तान की अपनी पांच दिन की यात्रा के बाद विशेष विमान में पत्रकारों से बातचीत में प्रधानमंत्री डा. मनमोहन सिंह ने बताया कि चीन के राष्ट्रपति हू चिन्ताओ ने माना है कि व्यापार असंतुलन घटाना चीन की भी जिम्मेदारी है। प्रधानमंत्री ने कहा कि चीन के साथ रक्षा क्षेत्र में आदान प्रदान जारी रहेगा। उन्होंने कहा कि सीमाओं पर जारी तनाव कम करने की प्रक्रिया चल रही है। प्रधानमंत्री ने कहा कि ब्रिक्स देशों के सम्मेलन और ब्राजील, रूस और दक्षिण अफ्रीका के राष्ट्राध्यक्षों के साथ बैठकों में विभिन्न मुद्दों पर व्यापक विचार विमर्श हुआ। डॉ० सिंह कल रात स्वदेश लौट आए। उन्होंने दोनों देशों की यात्रा को उपयोगी बताया।
कजाकिस्तान के राष्ट्रपति नूर सुल्तान नजरबायेव और वहां के प्रधानमंत्री के साथ अपनी बैठकों के बारे में प्रधानमंत्री ने कहा कि दोनों देशों के लिए सामरिक भागीदारी आगे बढ़ाने का मौका था। प्रधानमंत्री ने कजाकिस्तान को संसाधनों से सम्पन्न देश बताया।
बाईट-प्रधानमंत्री- कजाकिस्तान भरपूर संसाधनों वाला देश है। मध्य एशिया में शांति स्थापित करने और विकास में यह प्रमुख भूमिका निभा सकता है। भारत इस अच्छे काम में कजाकिस्तान के साथ काम करने के लिए तैयार है। कजाकिस्तान के राष्ट्रपति के साथ मेरी बातचीत बहुत ही उपयोगी रही। हमने आपसी हित के लगभग सभी मुद्दों पर चर्चा की।
प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा है कि संयुक्त राष्ट्र सुरक्षा परिषद की स्थाई सदस्यता के भारत के दावे को विश्व का भारी समर्थन हासिल है।
भारत और कजाकिस्तान ने असैन्य परमाणु ऊर्जा के शांतिपूर्ण उपयोग और तेल तथा गैस की खोज के क्षेत्र में सहयोग करने का फैसला किया है। कजाकिस्तान भारत को २०१४ तक २१ सौ टन यूरेनियम की आपूर्ति करेगा और ओएनजीसी विदेश, कैस्पियन सागर क्षेत्र के हाइड्रोकार्बन बहुल इलाके में सतपायेव खनन ब्लॉक में २५ प्रतिशत भागीदारी खरीदेगा।
दोनों देशों ने औषधि, सूचना प्रौद्योगिकी, खनन, उर्वरक, विज्ञान और प्रौद्योगिकी, साइबर सुरक्षा, आपसी कानूनी सहायता और कृषि, स्वास्थ्य चिकित्सा सेवा में सहयोग मजबूत करने का फैसला किया। हमारे संवाददाता ने बताया कि दोनों देशों ने डॉ. मनमोहन सिंह और नजरबावेय के बीच हुई बातचीत के बाद आठ समझौतों पर दस्तखत किए।
शिखर वार्ता के बाद प्रधानमंत्री डॉ० मनमोहन सिंह ने कहा कि दोनों देशों ने अपने संबंधों को बढ़िया आयामी बनाने का निर्णय लिया है और सूचना प्रौद्योगिकी उत्खनन, खाद्य विज्ञान और प्रौद्योगिकी और चिकित्सा उद्योग के क्षेत्र में आपसी संबंधों को और व्यापक बनाने को तरजीह दिया है। प्रधानमंत्री की यात्रा के समापन्न के बाद जारी संयुक्त वक्तव्य में दोनों देशों ने अंतरिक्ष के क्षेत्र में सहयोग बढ़ाने की घोषणा की है। संयुक्त वक्तव्य में कहा गया है कि दोनों देशों ने अफगानिस्तान की स्थिति की भी समीक्षा की है और कहा है कि आतंकवाद शांति और सुरक्षा के लिए बड़ा खतरा है। सुनील शुक्ल आकाशवाणी समाचार, अस्ताना, कजाकिस्तान।
सरकार ने भ्रष्टाचार से प्रभावी तरीके से निपटने के लिए, लोकपाल विधेयक, संसद के मानसून सत्र में लाने की वचनबद्धता दोहराई है। विधेयक का मसौदा तैयार करने के लिए सरकार और प्रबुद्ध समाज के प्रतिनिधियों की संयुक्त समिति की कल नई दिल्ली में हुई बैठक के बाद मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि दोनों पक्षों ने इस दिशा में एक ऐतिहासिक कदम उठाया है। मैं समझता हॅं कि एक ऐतिहासिक कदम उठाया गया है। हमारी यह कामना है कि जल्द ही जल्द मीटिंग्स करके वे एक अच्छा बिल प्राप्त करेंगे और उसको मानसून सेशन में इंट्रोड्यूज करेंगे।
दस सदस्यों की इस संयुक्त समिति की बैठक की अध्यक्षता वित्तमंत्री प्रणब मुखर्जी ने की। समिति के सह-अध्यक्ष, पूर्व कानून मंत्री शांतिभूषण ने जन लोकपाल विधेयक का मसौदा श्री मुखर्जी को सौंपा। सरकार की ओर से, लोकपाल विधेयक पर संसद की स्थायी समिति द्वारा तैयार मसौदा दिया गया। समिति में प्रबुद्ध समाज के प्रतिनिधि प्रशांत भूषण ने बैठक पर संतोष व्यक्त किया। उन्होंने बताया कि विधेयक के बारे में जनता के विचार जानने के लिए सभी संबद्ध संगठनों से वेबसाइट के जरिए और क्षेत्रीय स्तर पर संपर्क किया जाएगा। हर मीटिंग्स के बाद जो-जो निर्णय लिए जाते हैं। जो-जो महत्वपूर्ण चीजें सामने आती है। उनकों सार्वजनिक किया जाएगा। यह भी तय हुआ है कि इस पर पूरे देश में हर कंसर्ड ओरगोनाइजेशन और लोगों के साथ इस पर पूरी चर्चा होनी चाहिए।
देश में कोयला नियामक के गठन के लिए विधेयक का मसौदा तैयार है। केंद्रीय कोयला मंत्री श्रीप्रकाश जायसवाल ने कल लखनऊ में पत्रकारों से बातचीत में कहा कि संसद के अगले सत्र में विधेयक पेश किए जाने की संभावना है। उन्होंने कहा कि कुछ मुद्दों पर यह नियामक सरकार की मंजूरी लिए बिना ही कार्रवाई कर सकेगा।

जम्मू कश्मीर में आज दूसरे चरण के पंचायत चुनाव हो रहे हैं। हमारे संवाददाता ने खबर दी है कि इस चरण में बारामूला जिले के आठ ब्लॉकों में मतदान हो रहा है बारामूला जिले में आज उरी ब्लॉक में मतदान होने के साथ ही १२ मरहलों वाले पंचायती चुनाव आरंभ होंगे। जिले के चुनाव अध्यक्ष ने आकाशवाणी को बताया कि उरी ब्लॉक में कुल ४०५ उम्मीदवार मैदान में हैं जिनमें ९९ महिलाएं भी शामिल हैं। इधर वर्षा के बावजूद पोलिंग अमले को कल दोपहर ही विभिन्न पोलिंग बूथों पर ले जाया गया। जबकि आज दोपहर मतगणना के लिए भी उचित उपाये किए जा रहे है। कौसर सलाम, आकाशवाणी, उरी, बारामूला।
जम्मू-कश्मीर पुलिस ने जमायते अहले हदीस के अध्यक्ष मौलवी शौकत अहमद शाह की पिछले हफ्ते हुई हत्या के सिलसिले में तीन लोगों को गिरफ्तार किया है। मौलवी शाह की पिछले हफ्ते श्रीनगर के मैसूमा इलाके की एक मस्जिद में जुमे की नमाज के लिए जाते समय हत्या कर दी गई थी।
उच्चतम न्यायालय के मुख्य न्यायाधीश एस.एच. कपाड़िया ने कहा है कि न्यायपालिका की स्वतंत्रता और सत्यनिष्ठा बनाए रखने के लिए न्यायाधीशों का ईमानदार होना जरूरी है। उन्होंने कहा कि न्यायाधीशों को आत्मसंयम रखना चाहिए और उन्हें वकीलों, राजनीतिक दलों के नेताओं या मंत्रियों से संपर्क नहीं बनाने चाहिए। उन्होंने कहा कि उच्च न्यायालयों के न्यायाधीशों को निचली अदालतों के प्रशासनिक कामकाज में हस्तक्षेप नहीं करना चाहिए। नई दिल्ली में कल एम.सी. शीतलवाड़ स्मारक व्याख्यान में प्रधान न्यायधीश ने कहा कि राजनीतिक दलों को भी भ्रष्ट न्यायाधीशों को संरक्षण नहीं देना चाहिए।
अमरीका के दक्षिणी इलाकों में आए विनाशकारी तूफान से पिछले दो दिनों में सत्रह लोगों की मौत हो गई है। अलाबामा में सात लोगों के मारे जाने की खबर है। इन लोगों की मौत शुक्रवार को उस समय हुई जब उनके मकान तूफान में ध्वस्त हो गए। तूफान अब केरोलिनास और दक्षिण पूर्व वर्जीनिया की ओर बढ़ गया है।
मिस्र के सुपंरीम कोर्ट ने पूर्व राष्ट्रपति हुस्नी मुबारक की नेशनल डेमोक्रेटिक पार्टी -एनडीपी को भंग करने के आदेश दिये हैं। एन डी पी की सारी संपत्ति जब्त कर ली जायेगी और उसे सरकार को सौंप दिया जायेगा। हुस्नी मुबारक इस समय हिरासत में हैं और उनका अस्पताल में इलाज चल रहा है।

China has assured India of steps to reduce trade imbalance with New Delhi. Talking to reporters on board the special aircraft after his five day visit to China and Kazakhistan Dr. Manmohan Singh said that the Chinese President Hu Jintao conceded that it is the responsibility of Beijing also to reduce trade imbalance with India.
President Hu Jin Tao recognised that there is the problem and I also specifically mentioned the two areas; one is Pharmaceutical Industry the other the IT happen to be sector where we feel the Chinese could do. But he did say that China has also the responsibility to tackle the problems of trade and balance within.
Dr. Singh said Defence exchanges with China will continue and work is in progress to set up a mechanism to address the irritants along the border as per the agreements reached earlier. He said that wide range of issues came up for discussion in the BRICS meeting and at meetings with the Presidents of Brazil, Russia and South Africa on the sidelines of the summit.
Dr. Singh arrived back home last night. He described his visit to the two countries as fruitful.
About his meetings with Kazakhstan President Nursultan Nazarbayev and the Prime Minister, Dr. Singh said it was an opportunity for the two countries to upgrade the strategic partnership.
Kazakistan is a country blessed with vast potential. It has a key role to play in bringing peace and development to Central Asia. India would like to work with Kazakistan in this noble endeavour. My talks with the President have been most productive. We reviewed the entire range of issues of mutual interest.
The Prime Minister said that there is a growing support for India's bid to the permanent membership of the UN Security Council. He, however, said that he could not say what the exact status is and described it as work in progress. In response to a question about attack by civil society members on him Dr. Singh said he is not unduly disturbed. He said, he respects social activist Anna Hazare as an important leader as he has done a lot of work in rural development.
On supply of nuclear reactors to Kazakhstan, Dr. Singh said, no concrete decision has been taken so far. Referring to use of nuclear energy for generating power, he said he is convinced that it is a viable and clean source of energy. On a question about Pakistan, Dr. Singh said he will consider he has done his job well if relations between the two countries normalise.
India and Kazakhistan have decided to cooperate in the peaceful use of civil nuclear energy and oil and gas exploration. The central Asian country will supply 2,100 tons of uranium to India by 2014 and ONGC Videsh will buy a 25 percent stake in the Satpayev exploration block in the hydrocarbon-rich region of the Caspian Sea area.

The Government has reiterated its commitment to introduce a strong Lok Pal Bill in the monsoon session of Parliament, beginning early July to deal with corruption. Briefing the media yesterday after a meeting of the Government and Civil Society Joint Committee on drafting the Bill, HRD Minister Kapil Sibbal said that both sides have taken a historic step and presented their perspective on the proposed legislation.
We consulted on what is the procedure that should be adopted in the next few weeks as we consider many of these things. A suggestion was made that this proceding should be videographed and we had a discussion on that as well. There is an audio recording of the procedings. We have decided together that we will share whatever was discussed with the public from time to time.
The meeting of the 10-member Joint Committee was chaired by Finance Minister Pranab Mukherjee. Former Law Minister Shanti Bhusan, who is the co-chairman of the committee presented a draft of the Jan Lok Pal Bill to Mukherjee, while the Government side circulated the draft of the Parliament Standing Committee on Lok Pal bill. Kapil Sibbal said, the next meeting scheduled for May 2 is expected to discuss the two drafts in detail and they will also decide on the modality of public consultations on the legislation. Talking to media, Prashant Bhushan, one of the civil society representatives on the committee expressed satisfaction over the discussions and hoped that this will finally lead to an independent Lok Pal in the country to fight corruption at higher places.
The first phase of Assembly Elections in West Bengal for 54 constituencies will take place tomorrow. Campaigning for the first phase of Assembly elections ended yesterday. Strict security measures are in place to ensure free and fair voting. Inter-state and international borders along North Bengal, will be sealed from today to prevent entry of unwanted person. Chief Justice of the Supreme Court, Justice S H Kapadia said, there is a need for honest Judges to uphold the independence and integrity of the judiciary. He said, Judges should maintain self restraint and avoid being in touch with lawyers, political parties, their leaders or ministers. Delivering the fifth M.C. Setalvad memorial lecture in New Delhi, he said, there is a need for a clean man in black robe and asked the political class not to protect corrupt judges.
Internal interference from a high ranking Judge which he resisted could lead the lower ranking judge being transferred or being denied promotion. Similarly political protection should not be given to a corrupt Judges.
The Chief Justice said, the judiciary should maintain self restraint and respect separation of power enshrined in the Constitution. He said, Judiciary must refuse to sit as a super-legislature to weigh the wisdom of legislation.

At least 17 people were killed by a string of violent storms and tornadoes that swept the southern United States over two days, including seven in Alabama. All the Alabama deaths were in the southern part of the state on Friday and were caused when mobile homes were blown off their foundations. The storm system was headed into the Carolinas and south-east Virginia.
An Egyptian court has ordered the dissolution of former President Hosni Mubarak's political party, meeting a demand of the pro-democracy movement. The court also ordered the liquidation of National Democratic Party, NDP assets, with the funds to be returned to the state. Activists have been pressing Egypt's ruling military to abolish the National Democratic Party (NDP) fearing that even after the fall of Mubarak and the arrest of many of its top leaders - remnants of the party could still try to hold power in the next elections due in September this year. For years, the NDP held an unbreakable monopoly over Egypt's political life, consistingly holding overwhelming majority in Parliament. Syrian President Bashar al-Assad says he expects a state of emergency to be lifted next week, after weeks of anti-government protests. चीन ने भारत को व्यापार असंतुलन कम करने के लिए कदम उठाने का आश्वासन दिया है। चीन और कजाकिस्तान की अपनी पांच दिन की यात्रा के बाद विशेष विमान में पत्रकारों से बातचीत में प्रधानमंत्री डा. मनमोहन सिंह ने बताया कि चीन के राष्ट्रपति हू चिन्ताओ ने माना है कि व्यापार असंतुलन घटाना चीन की भी जिम्मेदारी है। प्रधानमंत्री ने कहा कि चीन के साथ रक्षा क्षेत्र में आदान प्रदान जारी रहेगा। उन्होंने कहा कि सीमाओं पर जारी तनाव कम करने की प्रक्रिया चल रही है। प्रधानमंत्री ने कहा कि ब्रिक्स देशों के सम्मेलन और ब्राजील, रूस और दक्षिण अफ्रीका के राष्ट्राध्यक्षों के साथ बैठकों में विभिन्न मुद्दों पर व्यापक विचार विमर्श हुआ। डॉ० सिंह कल रात स्वदेश लौट आए। उन्होंने दोनों देशों की यात्रा को उपयोगी बताया।

दस सदस्यों की इस संयुक्त समिति की बैठक की अध्यक्षता वित्तमंत्री प्रणब मुखर्जी ने की। समिति के सह-अध्यक्ष, पूर्व कानून मंत्री शांतिभूषण ने जन लोकपाल विधेयक का मसौदा श्री मुखर्जी को सौंपा। सरकार की ओर से, लोकपाल विधेयक पर संसद की स्थायी समिति द्वारा तैयार मसौदा दिया गया। समिति में प्रबुद्ध समाज के प्रतिनिधि प्रशांत भूषण ने बैठक पर संतोष व्यक्त किया। उन्होंने बताया कि विधेयक के बारे में जनता के विचार जानने के लिए सभी संबद्ध संगठनों से वेबसाइट के जरिए और क्षेत्रीय स्तर पर संपर्क किया जाएगा। हर मीटिंग्स के बाद जो-जो निर्णय लिए जाते हैं। जो-जो महत्वपूर्ण चीजें सामने आती है। उनकों सार्वजनिक किया जाएगा। यह भी तय हुआ है कि इस पर पूरे देश में हर कंसर्ड ओरगोनाइजेशन और लोगों के साथ इस पर पूरी चर्चा होनी चाहिए।
देश में कोयला नियामक के गठन के लिए विधेयक का मसौदा तैयार है। केंद्रीय कोयला मंत्री श्रीप्रकाश जायसवाल ने कल लखनऊ में पत्रकारों से बातचीत में कहा कि संसद के अगले सत्र में विधेयक पेश किए जाने की संभावना है। उन्होंने कहा कि कुछ मुद्दों पर यह नियामक सरकार की मंजूरी लिए बिना ही कार्रवाई कर सकेगा।

जम्मू-कश्मीर पुलिस ने जमायते अहले हदीस के अध्यक्ष मौलवी शौकत अहमद शाह की पिछले हफ्ते हुई हत्या के सिलसिले में तीन लोगों को गिरफ्तार किया है। मौलवी शाह की पिछले हफ्ते श्रीनगर के मैसूमा इलाके की एक मस्जिद में जुमे की नमाज के लिए जाते समय हत्या कर दी गई थी।
उच्चतम न्यायालय के मुख्य न्यायाधीश एस.एच. कपाड़िया ने कहा है कि न्यायपालिका की स्वतंत्रता और सत्यनिष्ठा बनाए रखने के लिए न्यायाधीशों का ईमानदार होना जरूरी है। उन्होंने कहा कि न्यायाधीशों को आत्मसंयम रखना चाहिए और उन्हें वकीलों, राजनीतिक दलों के नेताओं या मंत्रियों से संपर्क नहीं बनाने चाहिए। उन्होंने कहा कि उच्च न्यायालयों के न्यायाधीशों को निचली अदालतों के प्रशासनिक कामकाज में हस्तक्षेप नहीं करना चाहिए। नई दिल्ली में कल एम.सी. शीतलवाड़ स्मारक व्याख्यान में प्रधान न्यायधीश ने कहा कि राजनीतिक दलों को भी भ्रष्ट न्यायाधीशों को संरक्षण नहीं देना चाहिए।
अमरीका के दक्षिणी इलाकों में आए विनाशकारी तूफान से पिछले दो दिनों में सत्रह लोगों की मौत हो गई है। अलाबामा में सात लोगों के मारे जाने की खबर है। इन लोगों की मौत शुक्रवार को उस समय हुई जब उनके मकान तूफान में ध्वस्त हो गए। तूफान अब केरोलिनास और दक्षिण पूर्व वर्जीनिया की ओर बढ़ गया है।

China has assured India of steps to reduce trade imbalance with New Delhi. Talking to reporters on board the special aircraft after his five day visit to China and Kazakhistan Dr. Manmohan Singh said that the Chinese President Hu Jintao conceded that it is the responsibility of Beijing also to reduce trade imbalance with India.
President Hu Jin Tao recognised that there is the problem and I also specifically mentioned the two areas; one is Pharmaceutical Industry the other the IT happen to be sector where we feel the Chinese could do. But he did say that China has also the responsibility to tackle the problems of trade and balance within.
Dr. Singh said Defence exchanges with China will continue and work is in progress to set up a mechanism to address the irritants along the border as per the agreements reached earlier. He said that wide range of issues came up for discussion in the BRICS meeting and at meetings with the Presidents of Brazil, Russia and South Africa on the sidelines of the summit.
Dr. Singh arrived back home last night. He described his visit to the two countries as fruitful.
About his meetings with Kazakhstan President Nursultan Nazarbayev and the Prime Minister, Dr. Singh said it was an opportunity for the two countries to upgrade the strategic partnership.
Kazakistan is a country blessed with vast potential. It has a key role to play in bringing peace and development to Central Asia. India would like to work with Kazakistan in this noble endeavour. My talks with the President have been most productive. We reviewed the entire range of issues of mutual interest.
The Prime Minister said that there is a growing support for India's bid to the permanent membership of the UN Security Council. He, however, said that he could not say what the exact status is and described it as work in progress. In response to a question about attack by civil society members on him Dr. Singh said he is not unduly disturbed. He said, he respects social activist Anna Hazare as an important leader as he has done a lot of work in rural development.
On supply of nuclear reactors to Kazakhstan, Dr. Singh said, no concrete decision has been taken so far. Referring to use of nuclear energy for generating power, he said he is convinced that it is a viable and clean source of energy. On a question about Pakistan, Dr. Singh said he will consider he has done his job well if relations between the two countries normalise.
India and Kazakhistan have decided to cooperate in the peaceful use of civil nuclear energy and oil and gas exploration. The central Asian country will supply 2,100 tons of uranium to India by 2014 and ONGC Videsh will buy a 25 percent stake in the Satpayev exploration block in the hydrocarbon-rich region of the Caspian Sea area.

The Government has reiterated its commitment to introduce a strong Lok Pal Bill in the monsoon session of Parliament, beginning early July to deal with corruption. Briefing the media yesterday after a meeting of the Government and Civil Society Joint Committee on drafting the Bill, HRD Minister Kapil Sibbal said that both sides have taken a historic step and presented their perspective on the proposed legislation.
We consulted on what is the procedure that should be adopted in the next few weeks as we consider many of these things. A suggestion was made that this proceding should be videographed and we had a discussion on that as well. There is an audio recording of the procedings. We have decided together that we will share whatever was discussed with the public from time to time.
The meeting of the 10-member Joint Committee was chaired by Finance Minister Pranab Mukherjee. Former Law Minister Shanti Bhusan, who is the co-chairman of the committee presented a draft of the Jan Lok Pal Bill to Mukherjee, while the Government side circulated the draft of the Parliament Standing Committee on Lok Pal bill. Kapil Sibbal said, the next meeting scheduled for May 2 is expected to discuss the two drafts in detail and they will also decide on the modality of public consultations on the legislation. Talking to media, Prashant Bhushan, one of the civil society representatives on the committee expressed satisfaction over the discussions and hoped that this will finally lead to an independent Lok Pal in the country to fight corruption at higher places.
The first phase of Assembly Elections in West Bengal for 54 constituencies will take place tomorrow. Campaigning for the first phase of Assembly elections ended yesterday. Strict security measures are in place to ensure free and fair voting. Inter-state and international borders along North Bengal, will be sealed from today to prevent entry of unwanted person. AIR Correspondent reports that over 97 lakh 62 thousand voters will decide the fate of 364 candidates. 28 general observers, 9 expenditure observers and three police observers are monitoring the situation.
Chief Justice of the Supreme Court, Justice S H Kapadia said, there is a need for honest Judges to uphold the independence and integrity of the judiciary. He said, Judges should maintain self restraint and avoid being in touch with lawyers, political parties, their leaders or ministers. Delivering the fifth M.C. Setalvad memorial lecture in New Delhi, he said, there is a need for a clean man in black robe and asked the political class not to protect corrupt judges.
Internal interference from a high ranking Judge which he resisted could lead the lower ranking judge being transferred or being denied promotion. Similarly political protection should not be given to a corrupt Judges.
The Chief Justice said, the judiciary should maintain self restraint and respect separation of power enshrined in the Constitution. He said, Judiciary must refuse to sit as a super-legislature to weigh the wisdom of legislation.
The second phase of Panchayat elections is being held in Jammu and Kashmir today. AIR correspondent reports that polling is taking place in eight blocks of Baramula district in this phase:
In Baramula district, frontier Ori Block is the first to go for the Panchayat polls today. According to officials, 405 candidates are in the fray including 306 males and 99 female candidates. Meanwhile, despite heavy rains the polling stuff for all the 246 booths have been despatched yesterday afternoon while elaborate arrangements are being put in place to conduct the counting process. At least 17 people were killed by a string of violent storms and tornadoes that swept the southern United States over two days, including seven in Alabama. All the Alabama deaths were in the southern part of the state on Friday and were caused when mobile homes were blown off their foundations. The storm system was headed into the Carolinas and south-east Virginia.
An Egyptian court has ordered the dissolution of former President Hosni Mubarak's political party, meeting a demand of the pro-democracy movement. The court also ordered the liquidation of National Democratic Party, NDP assets, with the funds to be returned to the state. Activists have been pressing Egypt's ruling military to abolish the National Democratic Party (NDP) fearing that even after the fall of Mubarak and the arrest of many of its top leaders - remnants of the party could still try to hold power in the next elections due in September this year. For years, the NDP held an unbreakable monopoly over Egypt's political life, consistingly holding overwhelming majority in Parliament. Syrian President Bashar al-Assad says he expects a state of emergency to be lifted next week, after weeks of anti-government protests. He made the comments in a televised speech to his newly formed cabinet. The lifting of the 48-year-old emergency law has been a key demand of the protesters. On Friday, tens of thousands of demonstrators rallied in the capital, Damascus, in one of the biggest turnouts since protests began.
Officials in Afghanistan say a suicide bomber disguised in an Afghan army uniform has attacked an army base, killing five NATO service members and four Afghan soldiers. Authorities say eight people, including four translators, were wounded in the blast in eastern Laghman province. The Taliban has claimed responsibility for the attack. The attacks come as Afghan security forces are preparing to take increasing responsibility for their own country's security as foreign troops pull back.

Tibetan spiritual leader, the Dalai Lama has asked the international community to persuade the Chinese leadership to exercise restraint in handling the situation at a blockaded Tibetan monastery in China. The Dalai Lama said in a statement in Dharamsala yesterday that the current situation prevailing at Kirti Monastery in Ngaba in northeastern Tibet is extremely grim because of the stand-off between the Chinese military forces and the local Tibetans.
NEWSPAPERS HEADLINES
With the holding of the first meeting of the joint drafting committee yesterday, the Lokpal Bill is back in focus on the front pages of dailies. "Lokpal meet begins with common sense" is the headline in Hindustan Times. Under the headline, "Lokpal should have powers to tap phones and prosecute" The Indian Express writes that with the inclusion of this clause, the Anna Hazare-led group is pushing for a much stronger law than earlier envisaged.
The Hindu, The Tribune and The Indian Express have highlighted dissenting voices such as Aruna Roy and Former Chief Justice J.S.Verma, who have warned that the absence of accountability could turn the Lokpal into a "Frankenstein's Monster".
On the controversial CD with a recording of an alleged conversation between co-chairperson of the joint drafting committee, Shanti Bhushan, and Mulayam Singh Yadav, The Asian Age quotes Bhushan as saying that big corporates are behind the "doctored" CD, while The Times of India carries a report by experts who have stated that the CD is not tampered, though it cannot yet be established whose voices are on it.
Hindustan Times, The Tribune, The Indian Express and The Statesman have prominently reported Chief Justice S.H. Kapadia's assertions that the political class should not protect corrupt judges, and that judges should not overtake the functions of the legislature.
The Tribune and The Hindu have highlighted the Indian Prime Minister's successful visit to Kazakhstan, which resulted in the signing of several accords.
The Tribune has carried the photograph, on its front page, of Hasina Begum, the candidate at Karpora village in Kashmir, killed by LET militants, calling it the first political killing in Kashmir since the panchayat polls got underway.
And finally, newspapers have widely reported the incident of Somali pirates keeping Indians hostage even after being paid millions of dollars in ransom.
