    सरकार ने भ्रष्टाचार से प्रभावी तरीके से निपटने के लिए, लोकपाल विधेयक, संसद के मानसून सत्र में लाने की वचनबद्धत्ता दोहराई है। विधेयक का मसौदा तैयार करने के लिए सरकार और प्रबुद्ध वर्ग के प्रतिनिधियों की संयुक्त समिति की आज नई दिल्ली में हुई बैठक के बाद मानव संसाधन विकास मंत्री कपिल सिब्बल ने बताया कि दोनों पक्षों ने इस दिशा में एक ऐतिहासिक कदम उठाया है। मैं समझता हूँ कि एक बहुत ऐतिहासिक कदम आज उठाया गया है। हमारी यह कामना है कि जल्द ही मीटिंग करके वे एक अच्छा बिल प्राप्त करेंगे और उसे मानसून सेशन में इंटरड्यूज करेंगे।
    दस सदस्यों की इस संयुक्त समिति की बैठक की अध्यक्षता वित्तमंत्री प्रणब मुखर्जी ने की। समिति के सह-अध्यक्ष, पूर्व विधि मंत्री शांतिभूषण ने जन लोकपाल विधेयक का मसौदा श्री मुखर्जी को सौंपा। सरकार की ओर से लोकपाल विधेयक पर संसद की स्थायी समिति द्वारा तैयार किया गया मसौदा दिया गया। श्री सिब्बल ने बताया कि बैठक की ऑडियो रिकार्डिंग की गई और जब कोई फैसला किया जाएगा तो उसे सार्वजनिक किया जाएगा। जो भी बातें चल रही है और बातें रिकार्ड हो रही है। जो भी चर्चा हो रही है। आने वाले दिनों में जो भी निर्णय होंगे उस चर्चा के संदर्भ में वो निर्णय हम जनता को आकर इकट्ठा बताएंग।
    श्री सिब्बल ने बताया कि अगली बैठक अगले महीने की दो तारीख को होगी, जिसमें विधेयक के बारे में लोगों से विचार-विमर्श के तौर-तरीकों के बारे में भी फैसला किया जाएगा। दोनों पक्षों ने आशा व्यक्त की कि नया विधेयक, समिति बनाने की अधिसूचना में दी गई समय सीमा तीस जून तक तैयार हो जाएगा।
    समिति में प्रबुद्ध वर्ग के प्रतिनिधि प्रशांत भूषण ने बैठक पर संतोष व्यक्त किया। उन्होंने बताया कि विधेयक के बारे में जनता के विचार जानने के लिए सभी संबद्ध संगठनों से वेबसाइट के जरिए और क्षेत्रीय स्तर पर सम्पर्क किया जाएगा।
    हर मीटिंग के बात जो-जो निर्णय लिए जाते हैं। जो-जो महत्वपूर्ण चीजें सामने आती है। उनकों सार्वजनिक किया जाएगा। यह भी तय हुआ है कि इस पर पूरे देश में हर कंसर्ड ओरगोनाइजेशन और लोगों के साथ इस पर पूरी चर्चा होनी चाहिए।
    बैठक में सरकार की ओर से गृह मंत्री पी चिदम्बरम, विधि मंत्री वीरप्पा मोइली और जल संसाधन मंत्री सलमान खुर्शीद शामिल हुए। प्रबुद्ध वर्ग के प्रतिनिधियों में श्री अन्ना हजारे, अरविन्द केजरीवाल और सन्तोष हेगड़े शामिल हुए।
    भारत और कजाकिस्तान परमाणु ऊर्जा के शांतिपूर्ण उपयोग और तेल तथा गैस की खोज में सहयोग बढाएंगे। मध्य एशिया का प्रमुख देश कजाकिस्तान 2014 तक भारत को दो हजार एक सौ टन यूरेनियम की आपूर्ति करेगा। इसके अलावा कजाकिस्तान के कैस्पियन सागर स्थित सतपायेव ब्लॉक में तेल खोज में, भारत की सार्वजनिक क्षेत्र की प्रमुख तेल कंपनी- ओ एन जी सी विदेश, की 25 प्रतिशत हिस्सेदारी होगी।
    दोनों देश अन्य क्षेत्रों में भी आपसी संबंधों को मजबूत बनाएंगे। प्रधानमंत्री मनमोहन सिंह और कजाकिस्तान के राष्ट्रपति नूरसुल्तान नजरबायेब के बीच हुई बातचीत के बाद आज आठ समझौतों पर हस्ताक्षर किए गए। हमारे संवाददाता ने बताया कि इन समझौतों में औषधि, सूचना प्रौद्योगिकी, खनन, उर्वरक तथा विज्ञान और प्रौद्योगिकी, साइबर सुरक्षा, परस्पर कानूनी सहायता संधि तथा कृषि, स्वास्थ्य और चिकित्सा सेवाओं के क्षेत्र में सहयोग बढ़ाना शामिल हैं। दोनों देश अनुसंधान और चिकित्सा संस्थानों की स्थापना में भी सहयोग करेंगे।
    शिखर वार्ता के बाद प्रधानमंत्री डॉ0 मनमोहन सिंह ने कहा कि दोनों देशों ने अपने संबंधों को बढ़िया आयामी बनाने का निर्णय लिया है और सूचना प्रौद्योगिकी और उत्खनन, खाद्य विज्ञान और प्रौद्योगिकी और चिकित्सा उद्योग के क्षेत्र में आपसी संबंधों को और व्यापक बनाने को तर्जी दिया है। तजाकिस्तान के राष्ट्रपति नजरबायेब ने कहा कि दोनों देशों के बीच व्यापार वाणिज्य को और बढ़ाने के लिए अभी बहुत कुछ किया जाना बाकी है। उन्होंने संयुक्त राष्ट्र सुरक्षा परिषद में भारत के स्थायी सदस्यतता के प्रति अपना समर्थन फिर से दोहराया। प्रधानमंत्री की यात्रा के समापन्न के बाद जारी संयुक्त वक्तव्य में दोनों देशों ने कॉम्पलेक्स के क्षेत्र में सहयोग बढ़ाने की घोषणा की है। संयुक्त वक्तव्य में कहा गया है कि दोनों देशों ने अफगानिस्तान की स्थिति की भी समीक्षा की है और कहा है कि आतंकवाद शांति और सुरक्षा के लिए बड़ा खतरा है। सुनील शुक्ल आकाशवाणी समाचार, कजाकिस्तान।

    जम्मू-कश्मीर पुलिस ने जमायते अहले हदीस के अध्यक्ष मौलवी शौकत अहमद शाह की पिछले हफते हुई हत्या के मामले में महत्वपूर्ण सफलता का दावा किया है। श्रीनगर में पुलिस ने बताया कि मौलवी की हत्या के सिलसिले में तीन लोगों को गिरतार किया गया है। मौलवी शाह की पिछले हफते मैसूमा इलाके के एक मस्जिद में शुक्रवार की नमाज के लिए जाते समय हत्या कर दी गई थी। खुफिया विभाग की छानबीन और घटना स्थल पर मिले कुछ सबूतों के आधार पर पुलिस को ये कामयाबी मिली। कश्मीर के पुलिस महानिरीक्षक एस एम सहाय ने बताया कि ये हत्या सौतुल हक के लोगों द्वारा जमायते अहले हदीस पर नियंत्रण करने के इरादे से की गई लगती है।
    पश्चिम बंगाल में पहले चरण के विधानसभा चुनाव का प्रचार आज शाम समाप्त हो गया। इस चरण में सोमवार को उत्तर बंगाल के छह जिलों के 54 निर्वाचन क्षेत्रों में वोट डाले जाएंगे। इस चरण में 364 उम्मीदवार चुनाव मैदान में हैं। राज्य के मुख्य निर्वाचन अधिकारी ने बताया कि पहले चरण के मतदान की तैयारियां लगभग पूरी कर ली गई हैं। दार्जिलिंग के दूर-दराज के सोलह क्षेत्रों के लिए चुनाव कर्मी आज रवाना हो गए। हमारे संवाददाता ने खबर दी है कि स्वतंत्र और निष्पक्ष मतदान सुनिश्चित करने के लिए कड़े सुरक्षा प्रबंध किए गए हैं।
    दार्जिलिंग सदर..ऐसे दो मतदान केंद्र श्रीखोला और गाडा गांव में 778 और 1039 मतदाताओं की सुविधाओं के लिए स्थापित किया गया है। यह दोनों केंद्र पश्चिम बंगाल में सबसे ऊंचाई पर स्थित मतदान केंद है जो लगभग 12 हजार फीट ऊंचाई पर अवस्थित है। सुदरवर्ती और दुर्गम क्षेत्रों में स्थापित किए गए अन्य 14 मतदान केंद्र कालीबुंगा में है। बाकी चुनाव कर्मी अपने-अपने निर्धारित चुनाव केंद्रों पर कल प्रस्थान करेंगे। आगामी सोमवार को संपन्न होने वाला मतदान को देखते हुए सभी जिलों में सुरक्षा के कड़ा प्रबंध किया गया । आकाशवाणी समाचार के लिए दार्जिलिंग से एस.बी.सुनवार।
    उत्तर बंगाल की ,राज्यों से लगी सीमा और अंतरराष्ट्रीय सीमा, कल से सील कर दी जाएगी, ताकि अवांछित लोग राज्य में प्रवेश न कर सकें। राज्य में अगले 48 घंटे तक ओपीनियन पोल पर रोक लगा दी गई है।
    निर्वाचन आयोग ने मतदान के लिए फोटो पहचान पत्र की अनिवार्यता की विभिन्न राजनीतिक दलों की मांग नामंजूर कर दी है। आयोग ने एक निर्देश जारी कर कहा है कि पश्चिम बंगाल विधानसभा चुनाव में वोट डालने के लिए मतदाता-पहचान-पत्र के अलावा तेरह अन्य दस्तावेजों का इस्तेमाल किया जा सकता है। राजनीतिक दलों ने उन लोगों के लिए मतदाता-पहचान-पत्र की अनिवार्यता की मांग की थी जिनको यह कार्ड उपलब्ध करा दिए गए हैं। आयोग ने मतदाताओं की पहचान के लिए आयोग द्वारा दी गई पर्चियों की मंजूरी का आदेश भी वापस ले लिया है।
    तमिलनाडु और केरल के दस मतदान केंद्रों पर आज दोबारा वोट डाले गए। तमिलनाडु के आठ और केरल के दो मतदान केंद्रों पर लगभग अस्सी प्रतिशत से अधिक लोगों ने मतदान किया।
    निर्वाचन आयोग ने पुर्नमतदान का आदेश 13 अप्रैल को मतदान के दौरान कुछ मतदान केंद्रों पर वोटिग मशीनों में खराबी और कुछ स्थानों पर मामूली झड़पों के कारण दिया था।
    अफगानिस्तान के पूर्वी प्रांत लघमान में एक सैनिक अड्डे पर किए गए आत्मघाती हमले में दस लोग मारे गए हैं और आठ घायल हो गए हैं। अफगान रक्षा मंत्रालय के अधिकारियों के अनुसार गैंबीरे में सैनिक अड्डे पर आज सुबह विस्फोट हुआ। आत्मघाती हमलावर विस्फोट के समय सैनिक पोशाक में थे। मारे गये लोगों में पांच विदेशी और पांच अफगान सैनिक हैं। तालिबान ने विस्फोट की जिम्मेदारी ली है।
    लीबिया के पश्चिमी प्रांत मिसराता में विद्रोहियों और गद्दाफी समर्थक सेनाओं के बीच घमासान लड़ाई होने की खबर है। गद्दाफी समर्थक सैनिकों ने लगातार तीसरे दिन मिसराता पर गोलाबारी की और कम से कम एक सौ रॉकेट छोड़े। हमले में कम से कम आठ लोग मारे गए हैं । मानवाधिकार कार्यकर्ताओं ने लीबिया सरकार पर आवासीय क्षेत्रों में कलस्टर बम से हमला करने का आरोप लगाया है।
    इस बीच महत्वपूर्ण पूर्वी शहर अजदाबिया में फिर से लड़ाई शुरू हो गई है जहां नैटो के हवाई हमलों से उत्साहित विद्रोही फिर से एकजुट हो रहे हैं।
    नेपाल में माओवादी कम्युनिस्ट पार्टी के उपाध्यक्ष बाबूराम भट्टाराई ने विपक्षी नेपाली कांग्रेस को शामिल करके राष्ट्रीय सहमति की सरकार बनाने का आह्‌वान किया है। काठमाण्डु में एक कार्यक्रम में उन्होंने कहा कि सी पी एन-यू एम एल नेता झालानाथ खनाल के नेतृत्व वाली मौजूदा सरकार को राष्ट्रीय आकार देने का प्रयास किया जाना चाहिए।
    पाकिस्तानी अधिकारियों ने आज कथित रूप से जल सीमा के उल्लंघन के आरोप में बाईस भारतीय मछुआरों को गिरफ्‌तार कर लिया और मछली पकड़ने वाली सात नौकाओं को जब्त कर लिया।

Government today reiterated its commitment to introduce a strong Lok Pal Bill in the monsoon session of Parliament, beginning early July to deal with corruption. Briefing the media after a meeting of the Government and Civil Society Joint Committee on drafting the Bill, HRD Minister Kapil Sibbal said that both sides have taken a historic step and presented their perspective on the proposed legislation.

Mr. Sibal said, the next meeting scheduled for May 2nd, is expected to discuss the two drafts in detail and they will also decide on the modality of public consultations on the legislation. The meeting of the 10-member Joint Committee was chaired by Finance Minister Pranab Mukherjee. Former Law Minister Shanti Bhushan who is the co-chairman of the Committee, presented a draft of the Jan Lok Pal Bill to Mr. Mukherjee, while the Government side circulated the draft of the Parliamentary Standing Committee on Lok Pal Bill. Talking to media, Mr. Prashant Bhushan, one of the civil society representatives on the committee, expressed satisfaction over the discussions and hoped this will finally lead to an independent Lok Pal in the country to fight corruption at higher places. He said, the decisions of the Committee will be made public after every meeting.

The meeting was also attended by Home Minister Chidambaram, Law Minister Veerappa Moily and Water Resources Minister Salman Khurshid from the government side, while Civil Society was represented by Anna Hazare, Arvind Kejriwal and Santosh Hegde besides father-son Bhushan duo.

India and Kazakhstan will cooperate in the peaceful use of civil nuclear energy and oil and gas exploration. The central Asian country will supply 2,100 tons of uranium to India by 2014 and ONGC Videsh will buy a 25 per cent stake in the Satpayev exploration block in the hydrocarbon-rich region of the Caspian Sea area. The two sides are also to strengthen ties in a range of other fields and signed eight agreements today after talks between Prime Minister Dr. Manmohan Singh and and the Kazakhstan President Nazarbayev in Asthana. According to the agreement on civil nuclear cooperation, a legal framework will be formed for mutually beneficial cooperation in fuel supply, nuclear medicine, use of radiation technologies for healthcare including isotopes and reactor safety mechanisms. The 1,800 crore rupees pact signed by Videsh ONGC will covers an area of nearly 1,500 square km for exploration in the highly prospective region of the North Caspian Sea in close proximity to major discoveries. In their statements after the talks the prime Minister Dr. Manmohan Singh and the Kazak President Nazabavey renewed their pledge to strengthen strategic partnership further Dr. Manmohan Singh said that the two countries have decided to diversify the cooperation in pharmaceuticals, IT, Mining, Fertilizer and Science and technology. Kazak President has said much more needs to be done to realize the full potential of business between the two countries. He reaffirmed his support for India for permanent membership of UN Security Council. In the joint statement issued after the talks the two countries decided to establish cooperation between space organizations of the two countries. They reviewed the situation in Afghanistan and maintained that International Terrorism is serious threat to peace and security. The Jammu and Kashmir police claimed to have made a major breakthrough in resolving the murder case of Jamiat-e-Ahli Hadees president Moulvi Showkat Ahmad Shah in a blast last week. Police in Srinagar say they arrested three persons today in connection with the killing of the Moulvi. They have been identified as Abdul Ghani Dar alias Abdullah Ghazali, President of 'Sautul Haq' (the voice of truth), a radical politico-religious outfit and two others -- Javed Ahmad Munshi and Nisar Ahmad Khan. Moulvi Shah was killed in an IED blast on while he was entering a mosque in Maisuma area of the city to lead Friday prayers.

Chief Justice of the Supreme Court, Justice S H Kapadia said, there is a need for honest Judges to uphold the independence and integrity of the judiciary. He said, Judges should maintain self restraint and avoid being in touch with lawyers, political parties, their leaders or ministers. Delivering the fifth M C Setalvad memorial lecture in New Delhi, he said, there is a need for clean man in black robe and asked the political class not to protect corrupt judges. Justice Kapadia said, high ranking judges should not interfere in the administrative work of the lower courts.

The Chief Justice said, the judiciary should maintain self restraint and respect separation of power enshrined in the Constitution. He said, Judiciary must refuse to sit as a super-legislature to weigh the wisdom of legislation.

In West Bengal, campaigning for the first phase of Assembly elections ended this afternoon. The Ist phase of elections will take place in 54 seats covering six North Bengal districts on Monday. State chief electoral officer Sunil Gupta said in Kolkata today that preparations for the poll are nearly over. Strict security measures are in place to ensure free and fair voting. Inter-state and international borders along North Bengal, will be sealed from tomorrow to prevent entry of unwanted person. Our Correspondent reports that over 97 lakh 62 thousand voters will decide the fate of 364 candidates. 28 general observers, 9 expenditure and three police observers are monitoring the situation.

The Election Commission has turned down the demand of different Political Parties about the use of Photo-Identity Cards for casting votes. In a directive, the Commission has said that apart from Voter I-Cards, 13 other documents may be used for voting in the West Bengal Assembly Election. The Political parties had urged the Election Commission to make Voter Photo Identity Card, compulsory for those who have received it.

Heavy turnout of voters was reported in repolling in Tamil Nadu and Kerala. According to reports over 80 per cent of voters exercised their franchise in repolling in eight polling booths in Tamil Nadu and two in Kerala today. The repoll was ordered in view of malfunctioning of Electronic Voting machines in some places and also minor skirmishes in certain areas during the assembly polls in both states on last Wednesday.

In Jammu and Kashmir, militants allegedly shot dead a woman candidate in Chrar-e-Sharief area of Budgam district. Officials said today that Hasina Begum was shot dead by ultras at Karpora in Pakherpora area of Chrar-e-Sharief in central Kashmir last night

The CBI has arrested owner of Index Medical College and Research Centre Suresh Kumar Bardoi on corruption charges. He allegedly forged signatures of 40 doctors on the attendance sheet during an inspection by the Medical Council of India. Bardoi, owner of the Indore-based medical college was presented before the special CBI court today and sent to police remand till April 20. During the probe into alleged fake medical colleges, CBI had registered the case under various sections of the Prevention of Corruption Act and IPC against Dr D K Gupta and Dr J S Dhupia of Safdarjung Medical College and Index Medical College, Indore.

The UP government has moved out Principal Secretary (Information ) Vijay Shankar following reports of his alleged links with Hasan AliKhan involved in money laundering abroad. Cabinet Secretary Shashank Shekhar Singh told reporters in Lucknow that the UP government and the Chief Minister's office have nothing to do with Khan. He said if there is any proof of the allegations against Pandey, he has to respond in his individual capacity. He said Pandey has been posted as Member, UP Revenue Board.

Somali pirates, who took a multi-million dollar ransom for hijacked Indian freighter MT Asphalt Venture, have released eight of the 15 Indian crew members. But they have kept the remaining seven as hostages, for what they called, in retaliation for the arrests of their men by the Indian Navy. This is the first such step by the sea-brigands of not honouring their agreement. The crew members have been held by them for over six months. All of them were not released despite a ransom being paid.

In Afghanistan, a suicide attack on a military base in the eastern Laghman province, has killed ten people and injured eight others. According to Afghan defence ministry officials, the blast took place this morning in an army base in Gambiray area of the province. The officials said, the suicide bomber was wearing a military uniform during the blast in which five foreign and five Afghan troops died. The Taliban claimed responsibility for the bombing.

In Nepal, UCPN (Maoist) Vice Chairman Baburam Bhattarai has called for a national consensus government involving the opposition Congress. Speaking at a programme in Kathmandu, Bhattarai said that effort should be made giving the current government under the leadership of CPN-UML Chairman Jhala Nath Khanal a national shape. He said the Constituent Assembly should be extended if needed but only after presenting the first draft of the to-be-formed Constitution within the May 28th deadline. Functions were held at many places to pay tributes to the last of 24 Tirthankaras who preached non-violence and tolerance nearly 2,500 years ago. Jain temples were adorned with flags as all sections of the community took part in processions on the occasion of Mahavir Jayanti.

In the IPL cricket match in Chennai today, defending champions Chennai Super Kings thumped Royal Challengers Bangalore by 21 runs. Electing to bat, Chennai rode on a blistering unbeaten 83 from Man of the Match Michael Hussey and posted an imposing 183 for five in their twenty overs. In the other IPL encounter, now under way in Hyderabad, Deccan Chargers were 116 for 4 in 15.2 overs against Kings Eleven Punjab, a short while ago.
