सरकार ने लोकपाल विधेयक संसद के मानसून सत्र में पेश करने की अपनी वचनबद्धत्ता दोहराई है। आज नई दिल्ली में लोकपाल विधेयक का मसौदा तैयार करने के लिए गठित संयुक्त समिति की बैठक के बाद संवाददाताओं को इसकी जानकारी देते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि दोनों पक्षों ने आज इस दिशा में एक ऐतिहासिक कदम उठाया है। आज की बैठक में सरकार और प्रबुद्ध समाज के प्रतिनिधियों ने प्रस्तावित विधेयक के प्रमुख पहलुओं पर विचार-विमर्श किया। श्री सिब्बल ने बताया कि समिति के सह-अध्यक्ष शान्ति भूषण ने अध्यक्ष प्रणव मुखर्जी को जन लोकपाल विधेयक का मसौदा पेश किया।
सरकार ने भी लोकपाल विधेयक के बारे में स्थायी समिति का मसौदा प्रस्तुत किया।
सभी कमेटी के मेंबर आज चाहते हैं कि लोकपाल बिल मानसून सेशन में हम उसको इंट्रोड्यूस करें, अगली मीटिंग २ मई को होगी। इस दौरान में जो भी फैक्ट हैं, वो सर्कुलेट किए जाएंगे और उनपे हम गौर करेंगे। मैंने तो कमिटी में ये भी कहा कि जो उन्होंने लेटेस्ट ड्राफ्ट दिया है, ये एक ऐसा ड्राफ्ट है, जिसपे महत्वपूर्ण चर्चा हो सकती है।
श्री सिब्बल ने बताया कि मसौदा समिति की सभी बैठकों की ऑडियो रिकार्डिंग होगी और समय-समय पर लोगों को इसके महत्वपूर्ण फैसलों की जानकारी दी जायेगी। बैठक में अपनाई जाने वाली प्रक्रिया और लोगों से ज्यादा से ज्यादा विचार-विमर्श करने के तरीकों पर भी संयुक्त समिति की बैठक में सहमति बनी। संयुक्त समिति की अगली बैठक दो मई को होगी।
आज की बैठक की अध्यक्षता वित्त मंत्री प्रणव मुखर्जी ने की। इसमें सरकार की तरफ से गृह मंत्री पी चिदम्बरम, मानव संसाधन विकास मंत्री कपिल सिब्बल, विधि मंत्री वीरप्पा मोइली और जल संसाधन मंत्री सलमान खुर्शीद ने हिस्सा लिया। प्रबुद्ध समाज की तरफ से संयुक्त समिति के सह-अध्यक्ष शान्ति भूषण, अन्ना हजारे, अरविन्द केजरीवाल, सन्तोष हेगड़े और प्रशान्त भूषण बैठक में मौजूद थे।
बाद में संवाददाताओं से बातचीत में प्रशान्त भूषण ने बैठक में हुए विचार-विमर्श पर संतोष व्यक्त करते हुए उम्मीद जाहिर की कि इससे देश में उच्च स्तरों पर भ्रष्टाचार से निपटने के लिए एक स्वतंत्र लोकपाल हो सकेगा। उन्होंने कहा कि संयुक्त समिति की बैठकों की कार्यवाही की वाीडियोग्राफी की मांग नहीं मानी गई लेकिन बैठक में किए जाने वाले महत्वपूर्ण फैसलों की आडियो रिकार्डिंग को और व्यापक विचार विमर्श के लिए लोगों के सामने रखा जायेगा। उन्होंने कहा कि आज दोनों पक्षों द्वारा एक-दूसरे को दिए गए मसौदों का अध्ययन करने के बाद विधेयक से संबंधित मुद्दों पर संयुक्त समिति की अगली बैठक में विचार होगा।
भारत और कजाकिस्तान ने तीन समझौतों पर हस्ताक्षर किए। चार अन्य समझौतों पर आज बाद में हस्ताक्षर किए जायेंगे। प्रधानमंत्री की यात्रा कवर करने गए हमारे संवाददाता सुनील शुक्ल ने बताया कि प्रधानमंत्री डा० मनमोहन सिंह और कजाकिस्तान के राष्ट्रपति नूर सुल्तान नजरबाएब के बीच शिष्टमंडल स्तर की बातचीत के बाद इन समझौतों पर हस्ताक्षर हुए।
परमाणु उर्जा के शान्तिपूर्ण इस्तेमाल, कृषि, स्वास्थ्य सेवाओं और साइबर सुरक्षा के क्षेत्रों में समझौतों पर आज बाद में डा० मनमोहन सिंह और कजाकिस्तान के प्रधानमंत्री करीम मैसिमोव की बातचीत के बाद हस्ताक्षर किए जायेंगे। शिखर वार्ता के बाद संवाददाताओं से बातचीत में डा० मनमोहन सिंह ने कहा कि दोनों देशों ने उर्जा क्षेत्र में सहयोग बढ़ाने की आवश्यकता पर जोर दिया।
उन्होंने कहा कि दोनों देशों को नये तेल और गैस क्षेत्रों की खोज करने तेल शोधन और पेट्रो रसायन की प्रस्तावित परियोजनाओं को लागू करने के लिए आपसी बातचीत बढ़ानी होगी।
कजाकिस्तान के राष्ट्रपति ने कहा कि दोनों पक्ष अंतरिक्ष अनुसंधान के क्षेत्र में सहयोग करने पर सहमत हैं। उन्होंने दोनों देशों के अंतरिक्ष अनुसंधान संगठनों से मिलकर काम करने का अनुरोध किया।
डा० मनमोहन सिंह दो राष्ट्रों की पांच दिन की यात्रा के बाद आज शाम स्वदेश रवाना हो रहे हैं। उन्होंने चीन में सान्या में ब्रिक्स शिखर सम्मेलन में हिस्सा लिया तथा चीन, रूस, दक्षिण अफ्रीका और ब्राजील के राष्ट्रपतियों के साथ आपसी और अन्तर्राष्ट्रीय मुद्दों पर द्विपक्षीय बातचीत की।
पाकिस्तान के कबाइली इलाके को आतंकवादियों के लिए सुरक्षित गढ़ बताते हुए अमरीका के एक वरिष्ठ अधिकारी ने कहा है कि ओबामा प्रशासन मुम्बई हमलों के जिम्मेदार लश्करे तैयबा जैसे आतंकवादी संगठनों के खिलाफ कार्रवाई तेज करने के लिए पाकिस्तान पर दबाव डालता रहेगा। अमरीकी कांग्रेस समिति के सामने दिये बयान में आतंकवाद रोधी कार्यालय के संयोजक डेनियल बैंजामिन ने कहा कि पाकिस्तान को पश्चिमी प्रदेश के जनजातिय इलाकों को अलकायदा का सुरक्षित स्थान बनाने से रोकने के प्रयास जारी रखने चाहिएं। उन्होंने कहा कि हालांकि अलकायदा का आंतरिक ढांचा कमजोर पड़ गया है, लेकिन अभी भी यह हमले करने में सक्षम है।
भारत और जर्मनी की ऑटोमोंबाइल क्षेत्र संबंधी संयुक्त कार्यदल की सोमवार को नई दिल्ली मं बैठक होगी। भारी उद्योग मंत्री प्रफुल्ल पटेल और जर्मनी के परिवहन मंत्री डॉक्टर च्म्ज्म्त् त्।डै।न्म्त् इसका संयुक्त रूप से उद्घाटन करेगें । इस बैठक से भारत और जर्मनी को वाहन उद्योग क्षेत्र में सहयोग बढ़ाने में सहायता मिलेगी। बैठक से दोनों देशों के बीच इस क्षेत्र में अनुसंधान और विकास , वैकल्पिक ईधन और बेहतर इंजन टेक्नोलॉजी के क्षेत्रों में सहयोग और सूचनाओं के आदान- प्रदान का अवसर मिलेगा ।
ऑटोमोबाइल क्षेत्र संबंधी इस संयुक्त कार्य दल की पहली बैठक फरवरी २००९ में नई दिल्ली में और दूसरी बैठक उसी वर्ष सितम्बर में फैंकफर्ट में हुई थी।
पश्चिम बंगाल में विधानसभा चुनाव के पहले चरण के चुनाव के लिए प्रचार आज दोपहर बाद समाप्त हो जाएगा। आज आखिरी दिन प्रचार चरम पर पहुंच गया है। उत्तरी बंगाल के छह जिलों की ५४ सीटों के लिए सोमवार को मतदान होगा। हमारे कोलकाता संवाददाता ने बताया है कि इस चरण में ३६४ उम्मीदवार मैदान में हैं। स्वतंत्र और निष्पक्ष चुनाव सुनिश्चित करने के लिए कड़े प्रबंध किये गये हैं। २८ प्रेक्षक, ९ चुनाव खर्च प्रेक्षक और ३ पुलिस प्रेक्षक चुनाव प्रक्रिया पर नजर रख रहे हैं। अंतर्राष्ट्रीय और अंतर्राज्यीय सीमाओं पर चौकसी बढ़ा दी गई है।
विभिन्न राजनैतिक दलों के कार्यकर्ता और समर्थक वाहनों में माइक लगाकर अपने-अपने दलों के उम्मीदवारों के पक्ष में नाराबाजी करते दिखाई दे रहे हैं। सभी ६ जिलों के जिला चुनाव प्रशासक, मतदान कर्मचारी, सुरक्षाबल तथा उन्हें भेजने के वाहन जुटाने के तालमेल में व्यस्त हैं। दार्जिलिंग जिले में 1 हजार ४२५ मतदान केंद्र स्थापित किए गए हैं। दार्जिलिंग सदर मुहकमा में श्रीघोला और डानागांव दो ऐसे मतदान केंद्र हैं जो करीब १२ हजार फुट की ऊंचाई पर स्थापित की गई हैं और अन्य १२ मतदान केंद्र दार्जिलिंग और कालिंमफुम मुहकमा के दुर्गम क्षेत्रों में स्थापित किया गया है जहां मतदान कर्मचारियों को दो दिन पहले मुख्यालय से रवाना कर देते हैं। आकाशवाणी समाचार के लिए एस बी सुनवार, दार्जिलिंग से।
केरल में वल्लाप्पुझा और चलक्कुड़ी मतदान केन्द्रों पर दोबारा वोट डाले जा रहे हैं। विधानसभा चुनावों के लिए यहां १३ अप्रैल को मतदान कराया गया था। इलेक्ट्रॉनिक वोटिंग मशीनों में खराबी से मतदान बाधित होने के कारण दोबारा वोट डालने के निर्देश दिए गए थे। निर्वाचन आयोग के सूत्रों के अनुसार ११ बजे तक वल्लाप्पूझा में २५ प्रतिशत और चलक्कुड़ी में ४० प्रतिशत वोट पड़ चुके थे।
तमिलनाडु में आठ मतदान केन्द्रों पर आज दोबारा वोट डाले जा रहे हैं। विधानसभा चुनाव के लिए यहां १३ अप्रैल को वोट डाले गए थे। राज्य के चुनाव अधिकारी प्रवीण कुमार ने बताया कि दोपहर १२ बजे तक ४० प्रतिशत वोट पड़ चुके ।
तमिलनाडु के मुख्य चुनाव अधिकारी प्रवीण कुमार ने कहा है कि सभी उम्मीदवारों को १३ जून तक अपने खर्चे का ब्यौरा चुनाव अधिकारी को देना होगा। हमारे चेन्नई संवाददाता से बातचीत में उन्होंने बताया कि सरकार के लिए आदर्श चुनाव आचार संहिता के कुछ हिस्से की थोड़ी छूट दी जा सकती है, लेकिन जिलाधिकारियों और चुनाव अधिकारियों के मामले में आचार संहिता का पालन जारी रहेगा। श्री प्रवीण कुमार ने ये भी कहा कि आदर्श चुनाव आचार संहिता के उल्लंघन से संबंधित ६२ हजार मामलों को अदालत में ले जाया जाएगा।

जयपुर के एक गैर सरकारी संगठन भगवान महावीर विकलांग सहायता समिति ने उत्तर प्रदेश में असामाजिक तत्वों का निशाना बनी अरूणिमा सिन्हा को कृत्रिम पांव यानी जयपुर फुट लगाने की पेशकश की है। राष्ट्रीय स्तर की खिलाड़ी अरूणिमा को सोमवार को चलती टे्रन से बाहर फेंक दिया गया था जिससे उनकी बायीं टांग को काटना पड़ा।

जम्मू-कश्मीर में बडगाम जिले के चरार-ए-शरीफ क्षेत्र में आतंकवादियों ने कल रात पंचायत चुनाव की एक महिला उम्मीदवार हसीना बेगम की गोली मारकर हत्या कर दी। वे २१ अप्रैल को होने वाले मतदान में पंच पद के लिए चुनाव लड़ रही थी। उन्हें तुरन्त पुलवामा के जिला अस्पताल ले जाया गया जहां उनकी मृत्यु हो गई। कश्मीर में १६ चरणों में १३ अप्रैल से शुरू हुए चुनावों के बाद यह पहली राजनीतिक हत्या है।
मणिपुर में लिटान थाने के अंतर्गत रिहांग गांव में विधायक वुंगनाओशांग कीशिंग पर घात लगाकर किए गए हमले की घटना में कल रात एक और नागरिक के दम तोड़ने से मृतकों की संख्या आठ हो गई है। मणिपुर राइफल्स के पांच घायल सुरक्षाकर्मियों में दो की हालत अभी भी गंभीर बनी हुई है।
कर्नाटक के मुख्यमंत्री बी.एस.येडियुरप्पा ने उच्चतम न्यायालय द्वारा उठाये गए अवैध खनन के मामले की सी बी आई जांच से इंकार किया है। बंगलौर में आज पत्रकारों से उन्होंने कहा कि राज्य सरकार उच्चतम न्यायालय की उच्चाधिकार प्राप्त समिति द्वारा उठाये गये मुद्दों पर न्यायालय को अपनी रिपोर्ट देगी। श्री येडियुरप्पा ने जोर देकर कहा कि जब उच्चतम न्यायालय ने इस मामले को अपने हाथ में लिया है तो फिर सी बी आई जांच का प्रश्न ही नहीं उठता है। हालांकि उन्होंने कहा कि अवैध खनन की जांच के लिए उच्चतम न्यायालय जो भी फैसला देगा, राज्य सरकार उसे लागू करेगी।

The Government today reiterated its commitment to introduce a strong Lok Pal Bill in the monsoon session of Parliament. Briefing the media after a meeting of the joint committee on drafting the bill, HRD Minister Kapil Sibal said that both the sides took a historic step today in this regard. He said, in today's meeting, both the government and the civil society representatives exchanged views on the salient features of the proposed bill. Mr. Sibal said, the co-Chairman of the Committee, Shanti Bhushan presented a draft of the Jan Lok Pal Bill to the Chairman, Mr. Pranab Mukherjee, while the Government also circulated the draft of the standing committee on Lok Pal bill. Mr. Sibal informed that audio recording of all the meetings will be done and important decisions will be shared with the people from time to time. They also agreed to the procedures to be followed in the meeting as well as the mechanisms to consult the public as widely as possible. The next meeting of the joint committee will be held on the 2nd of next month. Today's meeting of the 10-member Joint Committee was chaired by Finance Minister Pranab Mukherjee. It was attended by Home Minister P Chidambaram, HRD Minister Kapil Sibal, Law Minister M Veerappa Moily and Water Resources Minister Salman Khurshid from the government side.Civil Society activists who participated in the meeting are Co-chairman Shanti Bhushan, Anna Hazare, Arvind Kejriwal, Santosh Hegde, and Prashant Bhushan.
India and Kazakhstan today signed three agreements and four more will be signed later in the day. Kazakhstan has agreed to supply 2100 tons of uranium to India by 2014 for civil nuclear energy. The agreements were signed after the delegation level talks between the Prime Minister and the Kazakh President at Astana today. The first agreement is on mutual civil assistance in civil matters and the second between ONGC Videsh and Kazakh National oil company for joint oil exploration in the Caspian sea. The third is on a joint action plan for strengthening strategic partnership. The agreements in the areas of peaceful uses of Nuclear energy envisaging a legal frame work for mutual beneficial cooperation , agriculture, health and on dealing with the cyber crime will be signed later in the day after the Dr. Manmohan Singh holds talks with his Kazakh Counterpart later in the day. Speaking to media after the summit talks the Prime Minister said that the two sides underlined the importance of enhancing cooperation in the energy sector. The Prime minister said that the two sides need to enhance interaction in the implementation of prospective projects in the exploration of new oil and gas fields, refining and petro -chemicals. In a joint statement issued after the talks says that the two countries called for intensifying partnership in the transportation of Hydro carbons and establishment of science based industries. Kazakh President in his remarks said that they agreed to cooperate in the area of space research and urged the space research organizations of the two countries to work to achieve the desired objective. Describing Pakistan's lawless tribal belt as a terrorist safe haven, a top US counter- terrorism official has said, the Obama administration continues to press Islamabad for increased action against terrorist groups like Lashkar- e-Taiba, which is responsible for the Mumbai attacks. In his testimony before a Congressional Committee, Daniel Benjamin, Coordinator for Counter- terrorism Office in State Department said, Pakistan must sustain its efforts to deny Al-Qaeda safe haven in the tribal areas of its western territory. He said that though Al-Qaeda's core has become weaker, it retains the capability to conduct regional and transnational attacks.
A resolution introduced in the US Congress has asked the American government to lead an international effort to repeal blasphemy laws in countries like Pakistan. Introduced by Republican Senator James Inhofe, the Senate resolution listed out a series of incidents related to the blasphemy laws in the Muslim world. The resolution which has been sent to the Senate Foreign Relations Committee said, two high-profile politicians were assassinated in Pakistan this year for opposing the controversial statute. It said, the Senate recognises that religious minority freedoms and rights must be protected.
The Prime Minister of Bhutan, Jigmi Y Thinley says, the stalled talks on the refugee issue between Nepal and Bhutan will be resumed. Addressing a press conference at the end of his three day visit to Nepal, Mr. Thinley said there is no need to involve India in the talks as it is a bilateral issue. In West Bengal, campaigning for the first phase of Assembly elections in the state will come to an end this afternoon. Electioneering has reached its feverish pitch on the last day today. Re-polling is going on in two polling booths of Kerala where polling for the assembly elections on April 13 was disrupted following some faults detected in Electronic Voting Machines.
In Tamilnadu, re-polling percentage in eight stations is set to be more than the original date of polling. The Chief Electoral officer Mr.Praveen Kumar told our correspondent that the voting percentage at 12 noon was 40 percent.
In Jammu and Kashmir, terrorists have shot dead a woman candidate of panchayat elections in Chrar-e-Sharief area of Budgam district in central Kashmir. Officials said in Srinagar today, 40 year old Hasina Begum was shot dead by the ultras at Karpora in Pakherpora area last night. Begum, a panch candidate for the polls to be held on April 21, was rushed to the District Hospital Pulwama where she succumbed to injuries.
In a shocking incident in Odisha, a woman and her six children, including four girls, allegedly committed suicide by consuming poison near Ghatagaon in Keonjhar district. The woman's husband, 43-year-old Uttar Meher, also tried to commit suicide along with his family members. He was later admitted to a local hospital and reported to be in critical condition. The family belongs to Bargarh district in western Odisha and had come to visit the famous Tarini temple in Ghatagaon.
In Manipur, the death toll in the MLA Keishing ambush incident at Rihaa Village under Litan Police Station has gone up to eight with a civilian succumbing to his injuries late last night. The condition of two Manipur Rifles personnel out of the five injured is in critical.

A twenty member Indian Air Force expedition team including eleven women is all set to scale Mount Everest, the world’s highest peak. The expedition is led by Group Commander N.K Dahiya who has already scaled the peak. He said all the eleven women members of the team are planning to make attempts towards the Summit between May 15 and 25. The 11 member women team is led by Wing Commander Bhavana Mehra. This is for the first time that the women Air Force team of age between 24 and 36 of age are taking part in the expedition which includes among others navigators, engineers, air traffic controllers, aeronautical engineers, administrators and flight controller.
Jains across the country are celebrating the birth of Lord Mahavir today, the 24th and last Thirthankar of Jainism. Jain temples are tastefully decorated with colorful flags and huge processions are being carried out in various parts of the country to celebrate the auspicious occasion. The bad affect of climate change has started affecting the harvesting of wheat in Punjab. The inclement weather conditions in parts of Punjab have delayed the ripening of the crop leading to less arrival of wheat in mandis for procurement. Although the procurement officially began on April 1st but till date only more than 84 thousand tonnes of wheat have been procured as compared to about 32 lakh tonne procured last year during the same period.

The Punjab Agriculture Department which was expecting 156 lakh tonnes of wheat production this year is now a bit skeptical about attaining this target due to the prevailing weather conditions. Director, Agriculture, Dr. B.S. Sidhu while speaking to our jalandhar correspondent has said that due to fall in temperature which is around 34 degree Celsius now as compared to 40 plus last year, there might be some decline in the wheat production. Meanwhile, yesterday’s rain along with hailstorm in some parts of the state including Jalandhar has flattened the crop. Moisture level has also increased in the crop. According to Met Deptt. light to moderate rain or thundershowers with wind speed exceeding 45 KMPH are expected at isolated places in both Punjab and Haryana in the next 24 hours. The Heavy Industries and Public Enterprises are likely to come out with new guidelines for granting Maharatna status to PSUs by June. Speaking to reporters in New Delhi, Heavy Industries and Public Enterprises Minister Praful Patel said the new guidelines are going to go to the Cabinet in a month. Mr Patel said BHEL will be the first of the block to get Maharatna status.

सरकार ने लोकपाल विधेयक संसद के मानसून सत्र में पेश करने की अपनी वचनबद्धत्ता दोहराई है। आज नई दिल्ली में लोकपाल विधेयक का मसौदा तैयार करने के लिए गठित संयुक्त समिति की बैठक के बाद संवाददाताओं को इसकी जानकारी देते हुए मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा कि दोनों पक्षों ने आज इस दिशा में एक ऐतिहासिक कदम उठाया है। आज की बैठक में सरकार और प्रबुद्ध समाज के प्रतिनिधियों ने प्रस्तावित विधेयक के प्रमुख पहलुओं पर विचार-विमर्श किया। श्री सिब्बल ने बताया कि समिति के सह-अध्यक्ष शान्ति भूषण ने अध्यक्ष प्रणव मुखर्जी को जन लोकपाल विधेयक का मसौदा पेश किया।
सरकार ने भी लोकपाल विधेयक के बारे में स्थायी समिति का मसौदा प्रस्तुत किया।
सभी कमेटी के मेंबर आज चाहते हैं कि लोकपाल बिल मानसून सेशन में हम उसको इंट्रोड्यूस करें, अगली मीटिंग २ मई को होगी। इस दौरान में जो भी फैक्ट हैं, वो सर्कुलेट किए जाएंगे और उनपे हम गौर करेंगे। मैंने तो कमिटी में ये भी कहा कि जो उन्होंने लेटेस्ट ड्राफ्ट दिया है, ये एक ऐसा ड्राफ्ट है, जिसपे महत्वपूर्ण चर्चा हो सकती है।
श्री सिब्बल ने बताया कि मसौदा समिति की सभी बैठकों की ऑडियो रिकार्डिंग होगी और समय-समय पर लोगों को इसके महत्वपूर्ण फैसलों की जानकारी दी जायेगी। बैठक में अपनाई जाने वाली प्रक्रिया और लोगों से ज्यादा से ज्यादा विचार-विमर्श करने के तरीकों पर भी संयुक्त समिति की बैठक में सहमति बनी। संयुक्त समिति की अगली बैठक दो मई को होगी।
आज की बैठक की अध्यक्षता वित्त मंत्री प्रणव मुखर्जी ने की। इसमें सरकार की तरफ से गृह मंत्री पी चिदम्बरम, मानव संसाधन विकास मंत्री कपिल सिब्बल, विधि मंत्री वीरप्पा मोइली और जल संसाधन मंत्री सलमान खुर्शीद ने हिस्सा लिया। प्रबुद्ध समाज की तरफ से संयुक्त समिति के सह-अध्यक्ष शान्ति भूषण, अन्ना हजारे, अरविन्द केजरीवाल, सन्तोष हेगड़े और प्रशान्त भूषण बैठक में मौजूद थे।
बाद में संवाददाताओं से बातचीत में प्रशान्त भूषण ने बैठक में हुए विचार-विमर्श पर संतोष व्यक्त करते हुए उम्मीद जाहिर की कि इससे देश में उच्च स्तरों पर भ्रष्टाचार से निपटने के लिए एक स्वतंत्र लोकपाल हो सकेगा। उन्होंने कहा कि संयुक्त समिति की बैठकों की कार्यवाही की वाीडियोग्राफी की मांग नहीं मानी गई लेकिन बैठक में किए जाने वाले महत्वपूर्ण फैसलों की आडियो रिकार्डिंग को और व्यापक विचार विमर्श के लिए लोगों के सामने रखा जायेगा। उन्होंने कहा कि आज दोनों पक्षों द्वारा एक-दूसरे को दिए गए मसौदों का अध्ययन करने के बाद विधेयक से संबंधित मुद्दों पर संयुक्त समिति की अगली बैठक में विचार होगा।
भारत और कजाकिस्तान ने तीन समझौतों पर हस्ताक्षर किए। चार अन्य समझौतों पर आज बाद में हस्ताक्षर किए जायेंगे। प्रधानमंत्री की यात्रा कवर करने गए हमारे संवाददाता सुनील शुक्ल ने बताया कि प्रधानमंत्री डा० मनमोहन सिंह और कजाकिस्तान के राष्ट्रपति नूर सुल्तान नजरबाएब के बीच शिष्टमंडल स्तर की बातचीत के बाद इन समझौतों पर हस्ताक्षर हुए।
परमाणु उर्जा के शान्तिपूर्ण इस्तेमाल, कृषि, स्वास्थ्य सेवाओं और साइबर सुरक्षा के क्षेत्रों में समझौतों पर आज बाद में डा० मनमोहन सिंह और कजाकिस्तान के प्रधानमंत्री करीम मैसिमोव की बातचीत के बाद हस्ताक्षर किए जायेंगे। शिखर वार्ता के बाद संवाददाताओं से बातचीत में डा० मनमोहन सिंह ने कहा कि दोनों देशों ने उर्जा क्षेत्र में सहयोग बढ़ाने की आवश्यकता पर जोर दिया।
उन्होंने कहा कि दोनों देशों को नये तेल और गैस क्षेत्रों की खोज करने तेल शोधन और पेट्रो रसायन की प्रस्तावित परियोजनाओं को लागू करने के लिए आपसी बातचीत बढ़ानी होगी।
कजाकिस्तान के राष्ट्रपति ने कहा कि दोनों पक्ष अंतरिक्ष अनुसंधान के क्षेत्र में सहयोग करने पर सहमत हैं। उन्होंने दोनों देशों के अंतरिक्ष अनुसंधान संगठनों से मिलकर काम करने का अनुरोध किया।
डा० मनमोहन सिंह दो राष्ट्रों की पांच दिन की यात्रा के बाद आज शाम स्वदेश रवाना हो रहे हैं। उन्होंने चीन में सान्या में ब्रिक्स शिखर सम्मेलन में हिस्सा लिया तथा चीन, रूस, दक्षिण अफ्रीका और ब्राजील के राष्ट्रपतियों के साथ आपसी और अन्तर्राष्ट्रीय मुद्दों पर द्विपक्षीय बातचीत की।

केरल में वल्लाप्पुझा और चलक्कुड़ी मतदान केन्द्रों पर दोबारा वोट डाले जा रहे हैं। विधानसभा चुनावों के लिए यहां १३ अप्रैल को मतदान कराया गया था। इलेक्ट्रॉनिक वोटिंग मशीनों में खराबी से मतदान बाधित होने के कारण दोबारा वोट डालने के निर्देश दिए गए थे। निर्वाचन आयोग के सूत्रों के अनुसार ११ बजे तक वल्लाप्पूझा में २५ प्रतिशत और चलक्कुड़ी में ४० प्रतिशत वोट पड़ चुके थे।
तमिलनाडु में आठ मतदान केन्द्रों पर आज दोबारा वोट डाले जा रहे हैं। विधानसभा चुनाव के लिए यहां १३ अप्रैल को वोट डाले गए थे। राज्य के चुनाव अधिकारी प्रवीण कुमार ने बताया कि दोपहर १२ बजे तक ४० प्रतिशत वोट पड़ चुके ।
तमिलनाडु के मुख्य चुनाव अधिकारी प्रवीण कुमार ने कहा है कि सभी उम्मीदवारों को १३ जून तक अपने खर्चे का ब्यौरा चुनाव अधिकारी को देना होगा। हमारे चेन्नई संवाददाता से बातचीत में उन्होंने बताया कि सरकार के लिए आदर्श चुनाव आचार संहिता के कुछ हिस्से की थोड़ी छूट दी जा सकती है, लेकिन जिलाधिकारियों और चुनाव अधिकारियों के मामले में आचार संहिता का पालन जारी रहेगा। श्री प्रवीण कुमार ने ये भी कहा कि आदर्श चुनाव आचार संहिता के उल्लंघन से संबंधित ६२ हजार मामलों को अदालत में ले जाया जाएगा।

जयपुर के एक गैर सरकारी संगठन भगवान महावीर विकलांग सहायता समिति ने उत्तर प्रदेश में असामाजिक तत्वों का निशाना बनी अरूणिमा सिन्हा को कृत्रिम पांव यानी जयपुर फुट लगाने की पेशकश की है। राष्ट्रीय स्तर की खिलाड़ी अरूणिमा को सोमवार को चलती टे्रन से बाहर फेंक दिया गया था जिससे उनकी बायीं टांग को काटना पड़ा।

जम्मू-कश्मीर में बडगाम जिले के चरार-ए-शरीफ क्षेत्र में आतंकवादियों ने कल रात पंचायत चुनाव की एक महिला उम्मीदवार हसीना बेगम की गोली मारकर हत्या कर दी। वे २१ अप्रैल को होने वाले मतदान में पंच पद के लिए चुनाव लड़ रही थी। उन्हें तुरन्त पुलवामा के जिला अस्पताल ले जाया गया जहां उनकी मृत्यु हो गई। कश्मीर में १६ चरणों में १३ अप्रैल से शुरू हुए चुनावों के बाद यह पहली राजनीतिक हत्या है।
मणिपुर में लिटान थाने के अंतर्गत रिहांग गांव में विधायक वुंगनाओशांग कीशिंग पर घात लगाकर किए गए हमले की घटना में कल रात एक और नागरिक के दम तोड़ने से मृतकों की संख्या आठ हो गई है। मणिपुर राइफल्स के पांच घायल सुरक्षाकर्मियों में दो की हालत अभी भी गंभीर बनी हुई है।
कर्नाटक के मुख्यमंत्री बी.एस.येडियुरप्पा ने उच्चतम न्यायालय द्वारा उठाये गए अवैध खनन के मामले की सी बी आई जांच से इंकार किया है। बंगलौर में आज पत्रकारों से उन्होंने कहा कि राज्य सरकार उच्चतम न्यायालय की उच्चाधिकार प्राप्त समिति द्वारा उठाये गये मुद्दों पर न्यायालय को अपनी रिपोर्ट देगी। श्री येडियुरप्पा ने जोर देकर कहा कि जब उच्चतम न्यायालय ने इस मामले को अपने हाथ में लिया है तो फिर सी बी आई जांच का प्रश्न ही नहीं उठता है। हालांकि उन्होंने कहा कि अवैध खनन की जांच के लिए उच्चतम न्यायालय जो भी फैसला देगा, राज्य सरकार उसे लागू करेगी।

The Government today reiterated its commitment to introduce a strong Lok Pal Bill in the monsoon session of Parliament. Briefing the media after a meeting of the joint committee on drafting the bill, HRD Minister Kapil Sibal said that both the sides took a historic step today in this regard. He said, in today's meeting, both the government and the civil society representatives exchanged views on the salient features of the proposed bill. Mr. Sibal said, the co-Chairman of the Committee, Shanti Bhushan presented a draft of the Jan Lok Pal Bill to the Chairman, Mr. Pranab Mukherjee, while the Government also circulated the draft of the standing committee on Lok Pal bill. Mr. Sibal informed that audio recording of all the meetings will be done and important decisions will be shared with the people from time to time. They also agreed to the procedures to be followed in the meeting as well as the mechanisms to consult the public as widely as possible. The next meeting of the joint committee will be held on the 2nd of next month. Today's meeting of the 10-member Joint Committee was chaired by Finance Minister Pranab Mukherjee. It was attended by Home Minister P Chidambaram, HRD Minister Kapil Sibal, Law Minister M Veerappa Moily and Water Resources Minister Salman Khurshid from the government side.Civil Society activists who participated in the meeting are Co-chairman Shanti Bhushan, Anna Hazare, Arvind Kejriwal, Santosh Hegde, and Prashant Bhushan.
India and Kazakhstan today signed three agreements and four more will be signed later in the day. Kazakhstan has agreed to supply 2100 tons of uranium to India by 2014 for civil nuclear energy. The agreements were signed after the delegation level talks between the Prime Minister and the Kazakh President at Astana today. The first agreement is on mutual civil assistance in civil matters and the second between ONGC Videsh and Kazakh National oil company for joint oil exploration in the Caspian sea. The third is on a joint action plan for strengthening strategic partnership. The agreements in the areas of peaceful uses of Nuclear energy envisaging a legal frame work for mutual beneficial cooperation , agriculture, health and on dealing with the cyber crime will be signed later in the day after the Dr. Manmohan Singh holds talks with his Kazakh Counterpart later in the day. Speaking to media after the summit talks the Prime Minister said that the two sides underlined the importance of enhancing cooperation in the energy sector. The Prime minister said that the two sides need to enhance interaction in the implementation of prospective projects in the exploration of new oil and gas fields, refining and petro -chemicals. In a joint statement issued after the talks says that the two countries called for intensifying partnership in the transportation of Hydro carbons and establishment of science based industries. Kazakh President in his remarks said that they agreed to cooperate in the area of space research and urged the space research organizations of the two countries to work to achieve the desired objective. The third meeting of the Indo-German Joint Working Group-JWG on Automotive Sector will be held on Monday in New Delhi. To be jointly inaugurated by Minister of Heavy Industries Praful Patel and his German counterpart Dr. Peter Ramsauer, it will provide India and Germany an institutional framework to generate synergy in the auto sector for mutual development. The meeting will also help in greater exchange of information and cooperation in the fields of research and development, sustainable alternative fuels and automotive efficient engine technologies. This will help in meeting the challenges posed by the need for reduction of energy consumption in the transport sector and for environment protection. Describing Pakistan's lawless tribal belt as a terrorist safe haven, a top US counter- terrorism official has said, the Obama administration continues to press Islamabad for increased action against terrorist groups like Lashkar- e-Taiba, which is responsible for the Mumbai attacks. In his testimony before a Congressional Committee, Daniel Benjamin, Coordinator for Counter- terrorism Office in State Department said, Pakistan must sustain its efforts to deny Al-Qaeda safe haven in the tribal areas of its western territory. He said that though Al-Qaeda's core has become weaker, it retains the capability to conduct regional and transnational attacks.
A resolution introduced in the US Congress has asked the American government to lead an international effort to repeal blasphemy laws in countries like Pakistan. Introduced by Republican Senator James Inhofe, the Senate resolution listed out a series of incidents related to the blasphemy laws in the Muslim world. The resolution which has been sent to the Senate Foreign Relations Committee said, two high-profile politicians were assassinated in Pakistan this year for opposing the controversial statute. It said, the Senate recognises that religious minority freedoms and rights must be protected.
The Prime Minister of Bhutan, Jigmi Y Thinley says, the stalled talks on the refugee issue between Nepal and Bhutan will be resumed. Addressing a press conference at the end of his three day visit to Nepal, Mr. Thinley said there is no need to involve India in the talks as it is a bilateral issue. Wrapping up his visit, Prime Minister Thinley expressed satisfaction , as he got an understanding of the process the Nepal is undergoing in writing the new constitution and the peace process. In West Bengal, campaigning for the first phase of Assembly elections in the state will come to an end this afternoon. Electioneering has reached its feverish pitch on the last day today. The election will take place in 54 seats covering six North Bengal districts next Monday. Our Kolkata Correspondent reports, preparation for conducting the election is nearing completion. Re-polling is going on in two polling booths of Kerala where polling for the assembly elections on April 13 was disrupted following some faults detected in Electronic Voting Machines.
In Tamilnadu, re-polling percentage in eight stations is set to be more than the original date of polling. The Chief Electoral officer Mr.Praveen Kumar told our correspondent that the voting percentage at 12 noon was 40 percent.
In Jammu and Kashmir, terrorists have shot dead a woman candidate of panchayat elections in Chrar-e-Sharief area of Budgam district in central Kashmir. Officials said in Srinagar today, 40 year old Hasina Begum was shot dead by the ultras at Karpora in Pakherpora area last night. Begum, a panch candidate for the polls to be held on April 21, was rushed to the District Hospital Pulwama where she succumbed to injuries.
In a shocking incident in Odisha, a woman and her six children, including four girls, allegedly committed suicide by consuming poison near Ghatagaon in Keonjhar district. The woman's husband, 43-year-old Uttar Meher, also tried to commit suicide along with his family members. He was later admitted to a local hospital and reported to be in critical condition. The family belongs to Bargarh district in western Odisha and had come to visit the famous Tarini temple in Ghatagaon.
In Manipur, the death toll in the MLA Keishing ambush incident at Rihaa Village under Litan Police Station has gone up to eight with a civilian succumbing to his injuries late last night. The condition of two Manipur Rifles personnel out of the five injured is in critical.
In Indian Premier League cricket, Chennai Super Kings will take on Royal Challengers Bangalore this afternoon at the Chepauk stadium in Chennai. Royal Challengers Bangalore have already lost two games in a row. This will be a crucial game for Bangalore as they are facing Defending champion, Chennai, who have Dhoni as their leader. A twenty member Indian Air Force expedition team including eleven women is all set to scale Mount Everest, the world’s highest peak. The expedition is led by Group Commander N.K Dahiya who has already scaled the peak. He said all the eleven women members of the team are planning to make attempts towards the Summit between May 15 and 25. The 11 member women team is led by Wing Commander Bhavana Mehra. This is for the first time that the women Air Force team of age between 24 and 36 of age are taking part in the expedition which includes among others navigators, engineers, air traffic controllers, aeronautical engineers, administrators and flight controller.
Jains across the country are celebrating the birth of Lord Mahavir today, the 24th and last Thirthankar of Jainism. Jain temples are tastefully decorated with colorful flags and huge processions are being carried out in various parts of the country to celebrate the auspicious occasion. In the national capital, hundreds of people are participating in the traditional procession being carried out in the walled city.

The application form for the usage of Sports Authority of India- SAI Stadia in the National Capital will be available on its website from today. The Sports Ministry had announced a "Come And Play' Scheme yesterday for optimal utilization of SAI stadia which were renovated or newly constructed for the Delhi Commonwealth Games. Now they can be used by school children, students, sports person as well as the common people.
The bad affect of climate change has started affecting the harvesting of wheat in Punjab. The inclement weather conditions in parts of Punjab have delayed the ripening of the crop leading to less arrival of wheat in mandis for procurement. Although the procurement officially began on April 1st but till date only more than 84 thousand tonnes of wheat have been procured as compared to about 32 lakh tonne procured last year during the same period.

The Punjab Agriculture Department which was expecting 156 lakh tonnes of wheat production this year is now a bit skeptical about attaining this target due to the prevailing weather conditions. Director, Agriculture, Dr. B.S. Sidhu while speaking to our jalandhar correspondent has said that due to fall in temperature which is around 34 degree Celsius now as compared to 40 plus last year, there might be some decline in the wheat production. Meanwhile, yesterday’s rain along with hailstorm in some parts of the state including Jalandhar has flattened the crop. Moisture level has also increased in the crop. According to Met Deptt. light to moderate rain or thundershowers with wind speed exceeding 45 KMPH are expected at isolated places in both Punjab and Haryana in the next 24 hours. The Heavy Industries and Public Enterprises are likely to come out with new guidelines for granting Maharatna status to PSUs by June. Speaking to reporters in New Delhi, Heavy Industries and Public Enterprises Minister Praful Patel said the new guidelines are going to go to the Cabinet in a month. Mr Patel said BHEL will be the first of the block to get Maharatna status.
