उच्चतम न्यायालय ने मानवाधिकार कार्यकर्ता बिनायक सेन को जमानत देते हुए कहा है कि वे राष्ट्रद्रोह के दोषी नहीं हैं। छत्तीसगढ़ की एक अदालत ने शासन से लड़ने का नेटवर्क स्थापित करने में नक्सलियों की मदद करने और राष्ट्रद्रोह के आरोप में डॉक्टर बिनायक सेन को आजीवन कारावास की सजा सुनाई थी। उसके बाद छत्तीसगढ़ उच्च न्यायालय ने उनकी जमानत याचिका खारिज कर दी थी। डॉक्टर बिनायक सेन ने उच्चतम न्यायालय में इस आदेश को चुनौती थी। इस याचिका पर सुनवाई करते हुए उच्चतम न्यायालय में न्यायमूर्ति एच.एस.बेदी और न्यायमूर्ति सी.के प्रसाद की पीठ ने आज अपने आदेश में डॉक्टर सेन को जमानत देने का कोई कारण नहीं बताया और जमानत की शर्तें तय करने की जिम्मेदारी सम्बद्ध अदालत को सौंप दी। सुनवाई के दौरान उच्चतम न्यायालय की पीठ ने कहा कि भारत एक लोकतांत्रिक देश है और हो सकता है कि डॉक्टर सेन को नक्सलियों से सहानुभूति हो, लेकिन इसका मतलब यह नहीं है कि वे राष्ट्रद्रोह के दोषी हैं। डॉक्टर सेन की ओर से पेश हुए वरिष्ठ वकील राम जेठमलानी ने अपने हलफनामें में कहा है कि शासन डॉक्टर सेन के किसी गलत आचरण का उल्लेख नहीं कर सका है। पीठ ने भी कहा कि शासन की ओर से दिए गए किसी भी वक्तव्य का इस मामले से कोई संबंध नहीं है। उसका कहना था कि राज्य सरकार ने सह-आरोपी पियूष गुहा से जेल में तीस बार मुलाकात और डॉक्टर सेन के पास से मिले माओवादी गतिविधियों से जुड़े पर्चों और दस्तावेजों सहित जो भी अन्य दस्तावेज और प्रमाण रखे हैं उनसे यह साबित नहीं होता कि वे राष्ट्रद्रोह की गतिविधियों में लिप्त थे। लेकिन राज्य सरकार की ओर से पेश हुए वरिष्ठ वकील यू.यू ललित ने कहा कि जमानत के लिए कोई दलील नहीं दी गई है और डॉक्टर सेन की गतिविधियों को व्यापक संदर्भ में देखा जाना चाहिए।
अल्पसंख्यक कार्य मंत्री सलमान खुर्शीद ने डॉक्टर बिनायक सेन को जमानत देने का स्वागत किया है। उन्होंने कहा है कि यह आम धारणा पनप रही थी कि डॉक्टर सेन के साथ हुआ व्यवहार उचित नहीं था। श्री खुर्शीद ने यह भी कहा कि जमानत पर छूटने के बाद डॉक्टर सेन कुछ कहेंगे और लोगों को दूसरा पक्ष सुनने को मिलेगा।
सीबीआई ने आज विशेष अदालत में टू जी स्पैक्ट्रम घोटाले में कथित भूमिका के लिए आरोपित बड़ी कंपनियों के पांच अधिकारियों की हिरासत की मांग की। सीबीआई का कहना है कि ये अधिकारी मुकदमे से बचने के लिए फरार हो सकते हैं। उनकी जमानत याचिकाओं का विरोध करते हुए सीबीआई ने कहा कि कॉरपोरेट जगत के कुछ मुख्य गवाह इन अधिकारियों के अधीन काम कर चुके हैं और इस संभावना से इंकार नहीं किया जा सकता कि ये अभियुक्त उन्हें प्रभावित करने की कोशिश करें। ये प्रमुख कॉरपोरेट अधिकारी स्वान टेलीकॉम के निदेशक विनोद गोयनका, यूनिटैक वायरलैस लिमिटेड के प्रबंध निदेशक संजय चन्द्रा और रिलायंस अनिल धीरूभाई अंबानी ग्रुप के तीन वरिष्ठ अधिकारी- गौतम दोषी, सुरेन्द्र पिपारा और हरि नायर हैं। इनका नाम भी सीबीआई की ८० हजार पृष्ठों की पहली चार्जशीट में है। अदालत जमानत याचिकाओं पर शेष दलीलें आज तीसरे पहर सुनेगी।
विधि सचिव डी आर मीणा, आज सुबह टू जी स्पैक्ट्रम आवंटन घोटाले की जांच कर रही लोकलेखा समिति के सामने पेश हुए। सीबीआई के निदेशक ए पी सिंह आज फिर से समिति के सामने बयान दे रहे हैं। वे पहले भी लोकलेखा समिति के सामने पेश हो चुके हैं। महाधिवक्ता जी ई वाहनवटी को भी टू जी स्पैक्ट्रम मामले में लोकलेखा समिति ने बुलाया है। वे आज बाद में समिति के सामने पेश होंगे। हमारे संवाददाता ने खबर दी है कि श्री वाहनवटी का बयान महत्वपूर्ण हो सकता है, क्योंकि वे और श्री मीणा टू जी स्पैक्ट्रम के आवंटन और लाइसेंस देने के लिए अपनाई जा रही प्रक्रिया या विधि मंत्रालय की मंजूरी के बारे में प्रकाश डाल सकते हैं। लोकलेखा समिति ने कैबिनेट सचिव के एम चन्द्रशेखर और प्रधानमंत्री के प्रधान सचिव टी के ए नायर को कल पेश होने के लिए बुलाया है। देश के कुछ प्रमुख उद्योगपति लोकलेखा समिति के सामने पहले ही पेश हो चुके हैं। इनमें रिलायंस अनिल धीरूभाई अंबानी गु्रप के अध्यक्ष अनिल अंबानी, टाटा सन्स के अध्यक्ष रतन टाटा, डीबी एटिस्लाट के मुख्य कार्यकारी अधिकारी अतुल झाम्ब, स्वान टैलीकॉम के विनोद गोयनका, यूनीटैक के संजय चन्द्रा और टेलीनोर के चार्ल्स वुडवर्थ शामिल हैं। विवादास्पद कॉरपोरेट लॉबिस्ट नीरा राडिया भी लोकलेखा समिति के सामने बयान दे चुकी हैं।
वित्त मंत्रालय ने घोटाले रोकने के लिए गुप्त सूचना जुटाने के तंत्र में फेरबदल करने और आर्थिक गुप्तचर तथा प्रवर्तन एजेंसियों के डाटाबेस में तालमेल करने का महत्वपूर्ण कार्य शुरू किया है। मंत्रालय के सूत्रों ने नई दिल्ली में बताया कि केन्द्रीय आर्थिक गुप्तचर ब्यूरो, आर्थिक अपराधों के बारे में नवीनतम सूचना शामिल करके अपना डाटा बेस बढ़ा रहा है। हमारे संवाद्दाता ने खबर दी है कि वित्त मंत्रालय एजेंसियों के गुप्त डाटा बेस को अपने नियंत्रण में ले रहा है ताकि सारी गुप्तचर और अन्य जानकारी एक संरक्षित नेटवर्क के तहत ऑनलाइन सुलभ हो सके।
राष्ट्रीय तकनीकी शोध संस्थान द्वारा विकसित किये जा रहे सुरक्षित सूचना आदान प्रदान नेटवर्क में वित से संबंधित ११ संवेदनशील विभागों की वर्गीकृत सूचनाए एक दूसरे विभाग को तुरंत भेजी जा सकेंगी। ये विभाग हैं - केन्द्रीय आर्थिक गुप्तचर ब्यूरो, राजस्व गुप्तचर निदेशालय, उत्पाद गुप्तचर महानिदेशालय, केन्द्रीय प्रत्यक्षकर बोर्ड, मादक पदार्थ नियंत्रण ब्यूरो, वितीय गुप्तचर ब्यूरो, प्रवर्तन निदेशालय सीबीआई सीमा सुरक्षाबल और केन्द्रीय सचिवालय सुरक्षित नेटवर्क पर ई-मेल, फैक्स, वीडियो और टेलीफोन सुविधाए होंगी। बहुचर्चित मामलों में जांच कर रही संस्थाओ को अन्य विभागों से जानकारी लेने में काफी कागजी कार्रवाई करनी पड़ती हैं जिसमे काफी वक्त बर्बाद हो जाता है। इस नेटवर्क के चालू हो जाने से समय और धन की बचत के साथ साथ त्चरित कार्रवाई संभव हो पाएगी। आकाशवाणी समाचार के लिए मैं दिल्ली से मणिकांत ठाकुर।
इस समय ब्यूरो के डाटा बेस में करीब बारह सौ आर्थिक अपराधियों और आर्थिक अपराधों के दस हजार मामलों की सूचना शामिल है। ब्यूरो के पास भारतीय मुद्रा में जाली नोटों, मादक पदार्थों और कर वंचना के बारे में सीमा शुल्क, केन्द्रीय उत्पाद शुल्क, सेवा शुल्क और आयकर विभाग से प्राप्त जानकारी उपलब्ध है।
लोकपाल विधेयक का मसौदा तैयार करने के लिए नवगठित संयुक्त समिति की पहली बैठक कल नई दिल्ली में होगी। वित्तमंत्री प्रणब मुखर्जी बैठक की अध्यक्षता करेंगे। वे मंत्रियों और समाज के प्रबुद्ध सदस्यों की इस समिति के अध्यक्ष हैं। समिति के अन्य सदस्यों में गृहमंत्री पी चिदम्बरम, विधिमंत्री वीरप्पा मोइली, मानव संसाधन विकास मंत्री कपिल सिब्बल और जल संसाधन मंत्री सलमान खुर्शीद शामिल हैं। समिति में प्रबुद्ध समाज का प्रतिनिधित्व अन्ना हजारे, उच्चतम न्यायालय के पूर्व न्यायाधीश संतोष हेगड़े, पूर्व विधिमंत्री शांतिभूषण, अधिवक्ता प्रशान्त भूषण और नागरिक अधिकार कार्यकर्ता अरविन्द केजरीवाल कर रहे हैं। श्री शांतिभूषण इस समिति के सह-अध्यक्ष हैं। लोकपाल विधेयक संसद के मॉनसून सत्र में पेश किये जाने की उम्मीद है। मसौदा समिति की कल की बैठक से पहले आज प्रबुद्ध समाज के प्रतिनिधियों की श्री शांतिभूषण के निवास पर बैठक हो रही है, जिसमें विधेयक के मसौदे और उनकी भावी रणनीति पर विचार विमर्श किया जाएगा। हमारे संवाददाता ने खबर दी है कि भ्रष्टाचार के खिलाफ कारगर विधेयक की मांग को लेकर अन्ना हजारे के ९८ घंटे के अनशन के बाद सरकार ने लोकपाल विधेयक का मसौदा तैयार करने के वास्ते संयुक्त समिति बनाने के बारे में अधिसूचना जारी की थी। इस अधिसूचना के अनुसार ये समिति तीस जून तक प्रस्ताव का मसौदा तैयार करने के लिए अपनी प्रक्रिया खुद तय करेगी।
प्रधानमंत्री डॉ० मनमोहन सिंह दो देशों की यात्रा के दूसरे चरण में चीन से कजाकिस्तान की राजधानी अस्ताना रवाना हो गये हैं। उनके साथ उच्चस्तरीय शिष्टमण्डल भी है, जिसमें राष्ट्रीय सुरक्षा सलाहकार तथा तेल और प्राकृतिक गैस मंत्रालय के अधिकारी शामिल हैं। हमारे संवाददाता ने खबर दी है कि प्रधानमंत्री की कजाकिस्तान यात्रा के दौरान असैन्य परमाणु सहयोग, कृषि में आपसी सहयोग और सूचना टैक्नोलॉजी के बारे में समझौतों पर हस्ताक्षर किये जाएंगे। प्रधानमंत्री डॉक्टर मनमोहन सिंह अपने प्रवास के दौरान कजाकिस्तान के राष्ट्रपति नूर सुल्तान नजरबाएफ और प्रधानमंत्री करीम मसीमौफ के साथ विभिन्न द्विपक्षीय क्षेत्रीय और अंतराष्ट्रीय मुद्दों पर बातचीत करेंगे। कुल छह समझौतों और आपसी सहमति पत्रों पर हस्ताक्षर होगे। इनमें आतंकवाद और क्षेत्रीय सुरक्षा से जुडा आपसी नागरिक विविध सहयोग समझौता शामिल है। इसके अलावा कैस्बियन सागर के सतपाएफ ने मिले गैस भंडार में २५ प्रतिशत हिस्सेदारी भारत को सौंपने का समझौता भी होगा। साथ ही कृषि सूचना प्रौद्योगिकी और परमाणु ऊर्जा के क्षेत्र में भी आपसी सहयोग संबंधित समझौते होगे। प्रधानमंत्री की यात्रा के समापन पर एक संयुक्त वक्तव्य भी जारी किया जाएगा। दोनो देशो के राजनीतिक से जडे अधिकारियो ने समझौतों और आपसी सहमति पत्रों के लिए तैयार अभिलेखो को अंतिम रूप दिया है। सभी अभिलेखो को अंग्रेजी, हिन्दी और तीन भाषाओं में तैयार किया गया है। कजाकिस्तान में इसी महीने हुए चुनाव में राष्ट्रपति नजर बाहेर की भारी सफलता के बाद इस देश की यात्रा पर आने वाले डॉक्टर मनमोहन सिंह पहले विशिष्ट अतिथि हैं। सुनील शुक्ल आकाशवाणी समाचार अस्ताना कजाकिस्तान ।
इससे पहले चीन में सान्या में ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका के समूह-ब्रिक्स की शिखर बैठक में वैश्विक मौद्रिक व्यवस्था में सुधार करने की अपील की गई और सदस्य देशों ने एक दूसरे को ऋण या अनुदान देने में अपनी-अपनी मुद्रा के इस्तेमाल का समझौता किया। ब्रिक्स शिखर सम्मेलन के अंत में स्वीकृत संयुक्त घोषणा में इस समूह ने व्यापक अंतर्राष्ट्रीय मुद्रा व्यवस्था का समर्थन किया, जिससे व्यवस्था में स्थिरता और निश्चितता आएगी। ब्रिक्स देशों ने संयुक्त राष्ट्र सुरक्षा परिषद में स्थाई सदस्यता की भारत की दावेदारी का भी समर्थन किया। संयुक्त घोषणा में कहा गया है कि ब्रिक्स देश संयुक्त राष्ट्र में व्यापक सुधार की आवश्यकता की फिर पुष्टि करते हैं। इनमें सुरक्षा परिषद में प्रतिनिधित्व बढ़ाने तथा उसे ज्यादा कारगर और आज की जरूरतों के हिसाब से ज्यादा प्रभावशाली बनाना शामिल है।

जम्मू-कश्मीर में विधान परिषद् चुनावों में क्रॉस वोटिंग के लिए नैतिक जिम्मेदारी लेते हुए भारतीय जनता पार्टी के ग्यारह विधायकों ने कल रात इस्तीफे दे दिए। भाजपा विधायक मंडल के उपनेता जुगल किशोर शर्मा ने बताया कि विधानसभा अध्यक्ष को सम्बोधित ये त्यागपत्र पार्टी हाईकमान को सौंप दिए गए हैं। श्री शर्मा ने बताया कि भाजपा के ग्यारह में से सात विधायकों ने पार्टी के अधिकृत उम्मीदवार के खिलाफ सत्तारूढ़ नेशनल कांफ्रेंस और कांग्रेस उम्मीदवारों के पक्ष में मतदान किया।
नेशनल कांफ्रेंस और कांग्रेस गठबंधन ने इस महीने की १३ तारीख को हुए विधान परिषद चुनावों में छह में से पांच सीटें जीती हैं जबकि भाजपा के एकमात्र उम्मीदवार रणजीत सिंह को केवल चार वोट मिले।
पश्चिम बंगाल में, पहले चरण के विधानसभा चुनाव के लिये, प्रचार अभियान चरम पर है। इस चरण में सोमवार को उत्तर बंगाल के छह जिलों के ५४ निर्वाचन क्षेत्रों में वोट डाले जायेंगें। इसके लिये ३६४ उम्मीदवार चुनाव मैदान में हैं। हमारे संवाददाता के अनुसार स्वतंत्र और निष्पक्ष चुनाव कराने के लिये सभी प्रकार के इंतजाम किये जा रहे हैं।
तमिलनाडु में सात और केरल में दो मतदान केन्द्रों पर कल दोबारा वोट डाले जाएंगे। निर्वाचन आयोग के एक अधिकारी ने नई दिल्ली में बताया कि कुछ स्थानों पर इलेक्ट्रोनिक वोटिंग मशीनों में गड़बड़ी और कुछ इलाकों में मामूली झड़पों के कारण इन मतदान केन्द्रों पर फिर से मतदान कराने के आदेश दिए गए हैं। दोनों राज्यों में विधानसभा चुनावों के लिए मतदान इस महीने की तेरह तारीख को कराया गया था।
कांग्रेस नेता अर्जुन सिंह के निधन से खली हुई मध्यप्रदेश से राज्यसभा की सीट के लिए उपचुनाव अगले महीने की १२ तारीख को कराया जाएगा। इसके लिए निर्वाचन आयोग इस महीने की २५ तारीख को अधिसूचना जारी करेगा
पर्यावरण मंत्री जयराम रमेश ने ओड़ीशा में पास्को परियोजना के लिए पर्यावरण से जुड़ी मंजूरी पर रोक लगा दी है। उन्होंने ओड़ीशा सरकार के इस आश्वासन को नामंजूर कर दिया कि इस क्षेत्र में जनजातियों के कोई समुदाय नहीं हैं। इस जगह ५२ हजार करोड़ रुपए की लागत से इस्पात और बिजली संयंत्र स्थापित किए जाने का प्रस्ताव है। श्री रमेश ने पास्को प्रतिरोध संघर्ष समिति के सदस्यों से प्राप्त पत्र का हवाला देते हुए कहा कि राज्य सरकार के अधिकारियों ने धिनकिया और गोबिन्दपुर की ग्रामीण परिषदों के प्रस्तावों पर विचार नहीं किया।
जापान सरकार ने तोक्यो इलैक्ट्रिक पावर कम्पनी, टैपको को आदेश दिया है कि भूकम्प और त्सुनामी से ध्वस्त फुकुशिमा परमाणु बिजलीघर से रेड़ियोधर्मी रिसाव के कारण आसपास के इलाकों से हटाये गए हर परिवार को करीब १२ हजार अमरीकी डॉलर के बराबर मुआवजा दे। टैप्को इस बिजली घर की संचालक है। बिजली घर के आसपास के हजारों निवासी अपने घर नहीं लौट पा रहे हैं, उनकी आजीविका और घर बार सब कुछ छिन गया है। इनमें से कुछ बेघर लोग मुआवजा मांगने के लिए सैंकड़ों किलोमीटर दूर टोक्यों में कम्पनी के मुख्यालय तक पहुंच गए। व्यापार मंत्रालय के प्रवक्ता हिरोआकि वादा ने आज बताया कि टैप्को प्रति परिवार १२ हजार और प्रति व्यक्ति नौ हजार अमरीकी डॉलर के बराबर मुआवजा देगी। उन्होंने बताया कि करीब डेढ़ सौ विस्थापित केन्द्र खोले गए हैं। फुकुशिमा दाइ-इचि परमाणु बिजलीघर के तीस किलोमीटर के दायरे के करीब ४८ हजार परिवार मुआवजा पाने के हकदार होंगे। इस बीच टैप्को के कर्मचारी बिजलीघर की कूलिंग प्रणालियों को दुरूस्त करने के लिए जूझ रहे हैं। बिजलीघर से रेड़ियोधर्मी रिसाव से फसलों के साथ-साथ, मछली पालन उद्योग भी बर्बाद हो रहा है। एक लाख ४० हजार लोग अब भी रेड़ियोधर्मी रिसाव के कारण घर छोड़ने की सलाह के बाद अस्थायी शिविरों में रह रहे हैं।

इण्डोनेशिया के पश्चिमी जावा प्रांत में बम विस्फोट में एक संदिग्ध आत्मघाती हमलावर मारा गया और १७ लोग घायल हो गए। पुलिस के अनुसार यह विस्फोट साइरेबॉन पुलिस मुख्यालय में एक मस्जिद में शुक्रवार की नमाज के दौरान हुआ। घायलों में कुछ की हालत गंभीर है।
सब्जियों और विनिर्मित वस्तुओं की कीमतों में वृद्धि के कारण मार्च में मुद्रास्फीति की दर बढ़कर आठ दशमलव नौ- आठ प्रतिशत हो गई, जो रिजर्व बैंक के आठ प्रतिशत के अनुमान से काफी ज्यादा है। फरवरी में मुद्रास्फीति की दर आठ दशमलव तीन- एक प्रतिशत थी। आज जारी सरकारी आंकड़ों के अनुसार विनिर्मित वस्तुओं- दूध, सब्जियों और फलों के दाम बढ़ने के कारण मुद्रास्फीति में ये वृद्धि हुई।

उच्चतम न्यायालय ने मानवाधिकार कार्यकर्ता बिनायक सेन को जमानत देते हुए कहा है कि वे राष्ट्रद्रोह के दोषी नहीं हैं। छत्तीसगढ़ की एक अदालत ने शासन से लड़ने का नेटवर्क स्थापित करने में नक्सलियों की मदद करने और राष्ट्रद्रोह के आरोप में डॉक्टर बिनायक सेन को आजीवन कारावास की सजा सुनाई थी। उसके बाद छत्तीसगढ़ उच्च न्यायालय ने उनकी जमानत याचिका खारिज कर दी थी। डॉक्टर बिनायक सेन ने उच्चतम न्यायालय में इस आदेश को चुनौती थी। इस याचिका पर सुनवाई करते हुए उच्चतम न्यायालय में न्यायमूर्ति एच.एस.बेदी और न्यायमूर्ति सी.के प्रसाद की पीठ ने आज अपने आदेश में डॉक्टर सेन को जमानत देने का कोई कारण नहीं बताया और जमानत की शर्तें तय करने की जिम्मेदारी सम्बद्ध अदालत को सौंप दी। सुनवाई के दौरान उच्चतम न्यायालय की पीठ ने कहा कि भारत एक लोकतांत्रिक देश है और हो सकता है कि डॉक्टर सेन को नक्सलियों से सहानुभूति हो, लेकिन इसका मतलब यह नहीं है कि वे राष्ट्रद्रोह के दोषी हैं। डॉक्टर सेन की ओर से पेश हुए वरिष्ठ वकील राम जेठमलानी ने अपने हलफनामें में कहा है कि शासन डॉक्टर सेन के किसी गलत आचरण का उल्लेख नहीं कर सका है। पीठ ने भी कहा कि शासन की ओर से दिए गए किसी भी वक्तव्य का इस मामले से कोई संबंध नहीं है। उसका कहना था कि राज्य सरकार ने सह-आरोपी पियूष गुहा से जेल में तीस बार मुलाकात और डॉक्टर सेन के पास से मिले माओवादी गतिविधियों से जुड़े पर्चों और दस्तावेजों सहित जो भी अन्य दस्तावेज और प्रमाण रखे हैं उनसे यह साबित नहीं होता कि वे राष्ट्रद्रोह की गतिविधियों में लिप्त थे। लेकिन राज्य सरकार की ओर से पेश हुए वरिष्ठ वकील यू.यू ललित ने कहा कि जमानत के लिए कोई दलील नहीं दी गई है और डॉक्टर सेन की गतिविधियों को व्यापक संदर्भ में देखा जाना चाहिए।
अल्पसंख्यक कार्य मंत्री सलमान खुर्शीद ने डॉक्टर बिनायक सेन को जमानत देने का स्वागत किया है। उन्होंने कहा है कि यह आम धारणा पनप रही थी कि डॉक्टर सेन के साथ हुआ व्यवहार उचित नहीं था। श्री खुर्शीद ने यह भी कहा कि जमानत पर छूटने के बाद डॉक्टर सेन कुछ कहेंगे और लोगों को दूसरा पक्ष सुनने को मिलेगा।
सीबीआई ने आज विशेष अदालत में टू जी स्पैक्ट्रम घोटाले में कथित भूमिका के लिए आरोपित बड़ी कंपनियों के पांच अधिकारियों की हिरासत की मांग की। सीबीआई का कहना है कि ये अधिकारी मुकदमे से बचने के लिए फरार हो सकते हैं। उनकी जमानत याचिकाओं का विरोध करते हुए सीबीआई ने कहा कि कॉरपोरेट जगत के कुछ मुख्य गवाह इन अधिकारियों के अधीन काम कर चुके हैं और इस संभावना से इंकार नहीं किया जा सकता कि ये अभियुक्त उन्हें प्रभावित करने की कोशिश करें। ये प्रमुख कॉरपोरेट अधिकारी स्वान टेलीकॉम के निदेशक विनोद गोयनका, यूनिटैक वायरलैस लिमिटेड के प्रबंध निदेशक संजय चन्द्रा और रिलायंस अनिल धीरूभाई अंबानी ग्रुप के तीन वरिष्ठ अधिकारी- गौतम दोषी, सुरेन्द्र पिपारा और हरि नायर हैं। इनका नाम भी सीबीआई की ८० हजार पृष्ठों की पहली चार्जशीट में है। अदालत जमानत याचिकाओं पर शेष दलीलें आज तीसरे पहर सुनेगी।

वित्त मंत्रालय ने घोटाले रोकने के लिए गुप्त सूचना जुटाने के तंत्र में फेरबदल करने और आर्थिक गुप्तचर तथा प्रवर्तन एजेंसियों के डाटाबेस में तालमेल करने का महत्वपूर्ण कार्य शुरू किया है। मंत्रालय के सूत्रों ने नई दिल्ली में बताया कि केन्द्रीय आर्थिक गुप्तचर ब्यूरो, आर्थिक अपराधों के बारे में नवीनतम सूचना शामिल करके अपना डाटा बेस बढ़ा रहा है। हमारे संवाद्दाता ने खबर दी है कि वित्त मंत्रालय एजेंसियों के गुप्त डाटा बेस को अपने नियंत्रण में ले रहा है ताकि सारी गुप्तचर और अन्य जानकारी एक संरक्षित नेटवर्क के तहत ऑनलाइन सुलभ हो सके।

इससे पहले चीन में सान्या में ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका के समूह-ब्रिक्स की शिखर बैठक में वैश्विक मौद्रिक व्यवस्था में सुधार करने की अपील की गई और सदस्य देशों ने एक दूसरे को ऋण या अनुदान देने में अपनी-अपनी मुद्रा के इस्तेमाल का समझौता किया। ब्रिक्स शिखर सम्मेलन के अंत में स्वीकृत संयुक्त घोषणा में इस समूह ने व्यापक अंतर्राष्ट्रीय मुद्रा व्यवस्था का समर्थन किया, जिससे व्यवस्था में स्थिरता और निश्चितता आएगी। ब्रिक्स देशों ने संयुक्त राष्ट्र सुरक्षा परिषद में स्थाई सदस्यता की भारत की दावेदारी का भी समर्थन किया। संयुक्त घोषणा में कहा गया है कि ब्रिक्स देश संयुक्त राष्ट्र में व्यापक सुधार की आवश्यकता की फिर पुष्टि करते हैं। इनमें सुरक्षा परिषद में प्रतिनिधित्व बढ़ाने तथा उसे ज्यादा कारगर और आज की जरूरतों के हिसाब से ज्यादा प्रभावशाली बनाना शामिल है।

भारत और पाकिस्तान के बीच बातचीत की गहन प्रक्रिया को जारी रखने की जरूरत पर जोर देते हुए मुख्यमंत्री उमर अब्दुल्ला ने कहा कि आपस मे बातचीत न करने और हिंसक कार्रवाई में काफी समय बेकार हो गया है। उन्होंने कहा कि भारत और पाकिस्तान के बीच कोई भी समस्या चाहे वह कश्मीर समस्या हो, शिया या ..हिंसा से इनका कोई भी हल निकाला नहीं जा सकता है। बल्कि बातचीत से ही इन समस्याओं का हल सभव है। एक सवाल का जवाब देते हुए मुख्यमंत्री ने बातचीत के समर्थित कश्मीर के सभी अलगांववादियों को सुरक्षा का यकीन दिलाया और कहा कि वह बातचीत का दायरा और बढ़ाने के हक मे हैं। राज्य में पंचायती चुनाव के बारे में बोलते हुए उमर अब्दुल्ला ने कहा कि ये चुनाव कश्मीर मसले पर कोई जनमत संग्रह नहीं है बल्कि यह चुनाव कश्मीर घाटी में अमल बहाली में सहायक होगे। आकाशवाणी समाचार के लिए जम्मू से आर के रैना ।
जम्मू-कश्मीर में विधान परिषद् चुनावों में क्रॉस वोटिंग के लिए नैतिक जिम्मेदारी लेते हुए भारतीय जनता पार्टी के ग्यारह विधायकों ने कल रात इस्तीफे दे दिए। भाजपा विधायक मंडल के उपनेता जुगल किशोर शर्मा ने बताया कि विधानसभा अध्यक्ष को सम्बोधित ये त्यागपत्र पार्टी हाईकमान को सौंप दिए गए हैं। श्री शर्मा ने बताया कि भाजपा के ग्यारह में से सात विधायकों ने पार्टी के अधिकृत उम्मीदवार के खिलाफ सत्तारूढ़ नेशनल कांफ्रेंस और कांग्रेस उम्मीदवारों के पक्ष में मतदान किया।
नेशनल कांफ्रेंस और कांग्रेस गठबंधन ने इस महीने की १३ तारीख को हुए विधान परिषद चुनावों में छह में से पांच सीटें जीती हैं जबकि भाजपा के एकमात्र उम्मीदवार रणजीत सिंह को केवल चार वोट मिले।
पश्चिम बंगाल में, पहले चरण के विधानसभा चुनाव के लिये, प्रचार अभियान चरम पर है। इस चरण में सोमवार को उत्तर बंगाल के छह जिलों के ५४ निर्वाचन क्षेत्रों में वोट डाले जायेंगें। इसके लिये ३६४ उम्मीदवार चुनाव मैदान में हैं। हमारे संवाददाता के अनुसार स्वतंत्र और निष्पक्ष चुनाव कराने के लिये सभी प्रकार के इंतजाम किये जा रहे हैं।
तमिलनाडु में सात और केरल में दो मतदान केन्द्रों पर कल दोबारा वोट डाले जाएंगे। निर्वाचन आयोग के एक अधिकारी ने नई दिल्ली में बताया कि कुछ स्थानों पर इलेक्ट्रोनिक वोटिंग मशीनों में गड़बड़ी और कुछ इलाकों में मामूली झड़पों के कारण इन मतदान केन्द्रों पर फिर से मतदान कराने के आदेश दिए गए हैं। दोनों राज्यों में विधानसभा चुनावों के लिए मतदान इस महीने की तेरह तारीख को कराया गया था।
कांग्रेस नेता अर्जुन सिंह के निधन से खली हुई मध्यप्रदेश से राज्यसभा की सीट के लिए उपचुनाव अगले महीने की १२ तारीख को कराया जाएगा। इसके लिए निर्वाचन आयोग इस महीने की २५ तारीख को अधिसूचना जारी करेगा
पर्यावरण मंत्री जयराम रमेश ने ओड़ीशा में पास्को परियोजना के लिए पर्यावरण से जुड़ी मंजूरी पर रोक लगा दी है। उन्होंने ओड़ीशा सरकार के इस आश्वासन को नामंजूर कर दिया कि इस क्षेत्र में जनजातियों के कोई समुदाय नहीं हैं। इस जगह ५२ हजार करोड़ रुपए की लागत से इस्पात और बिजली संयंत्र स्थापित किए जाने का प्रस्ताव है। श्री रमेश ने पास्को प्रतिरोध संघर्ष समिति के सदस्यों से प्राप्त पत्र का हवाला देते हुए कहा कि राज्य सरकार के अधिकारियों ने धिनकिया और गोबिन्दपुर की ग्रामीण परिषदों के प्रस्तावों पर विचार नहीं किया।
जापान सरकार ने तोक्यो इलैक्ट्रिक पावर कम्पनी, टैपको को आदेश दिया है कि भूकम्प और त्सुनामी से ध्वस्त फुकुशिमा परमाणु बिजलीघर से रेड़ियोधर्मी रिसाव के कारण आसपास के इलाकों से हटाये गए हर परिवार को करीब १२ हजार अमरीकी डॉलर के बराबर मुआवजा दे। टैप्को इस बिजली घर की संचालक है। बिजली घर के आसपास के हजारों निवासी अपने घर नहीं लौट पा रहे हैं, उनकी आजीविका और घर बार सब कुछ छिन गया है। इनमें से कुछ बेघर लोग मुआवजा मांगने के लिए सैंकड़ों किलोमीटर दूर टोक्यों में कम्पनी के मुख्यालय तक पहुंच गए। व्यापार मंत्रालय के प्रवक्ता हिरोआकि वादा ने आज बताया कि टैप्को प्रति परिवार १२ हजार और प्रति व्यक्ति नौ हजार अमरीकी डॉलर के बराबर मुआवजा देगी। उन्होंने बताया कि करीब डेढ़ सौ विस्थापित केन्द्र खोले गए हैं। फुकुशिमा दाइ-इचि परमाणु बिजलीघर के तीस किलोमीटर के दायरे के करीब ४८ हजार परिवार मुआवजा पाने के हकदार होंगे। इस बीच टैप्को के कर्मचारी बिजलीघर की कूलिंग प्रणालियों को दुरूस्त करने के लिए जूझ रहे हैं। बिजलीघर से रेड़ियोधर्मी रिसाव से फसलों के साथ-साथ, मछली पालन उद्योग भी बर्बाद हो रहा है। एक लाख ४० हजार लोग अब भी रेड़ियोधर्मी रिसाव के कारण घर छोड़ने की सलाह के बाद अस्थायी शिविरों में रह रहे हैं।

इण्डोनेशिया के पश्चिमी जावा प्रांत में बम विस्फोट में एक संदिग्ध आत्मघाती हमलावर मारा गया और १७ लोग घायल हो गए। पुलिस के अनुसार यह विस्फोट साइरेबॉन पुलिस मुख्यालय में एक मस्जिद में शुक्रवार की नमाज के दौरान हुआ। घायलों में कुछ की हालत गंभीर है।
सब्जियों और विनिर्मित वस्तुओं की कीमतों में वृद्धि के कारण मार्च में मुद्रास्फीति की दर बढ़कर आठ दशमलव नौ- आठ प्रतिशत हो गई, जो रिजर्व बैंक के आठ प्रतिशत के अनुमान से काफी ज्यादा है। फरवरी में मुद्रास्फीति की दर आठ दशमलव तीन- एक प्रतिशत थी। आज जारी सरकारी आंकड़ों के अनुसार विनिर्मित वस्तुओं- दूध, सब्जियों और फलों के दाम बढ़ने के कारण मुद्रास्फीति में ये वृद्धि हुई।

The Supreme Court today granted bail to rights activist Binayak Sen, Saying, he is not guilty of sedition. Sen had been convicted and sentenced to life imprisonment by a Chhattisgarh trial court for sedition and helping Naxalites to set up a network to fight the State. The apex court said it was giving no reason for granting bail to 61-year-old Sen and left it to the satisfaction of the trial court concerned to impose the conditions for his release on bail. A bench comprising Justices H S Bedi and C K Prasad passed the order on the petition moved by Sen challenging the order of the Chhattisgarh High Court denying him bail. During the hearing, the bench observed that India is a democratic country and Sen may be a sympathiser of Naxalites but it did not make him guilty of sedition. Senior advocate Ram Jethmalani, appearing for Sen, submitted in his affidavit that the state had been unable to point out misconduct on his part. The bench also said that all the statements made by the state has no relevance. It said other documents and evidences produced by the state government, including his meetings with co-accused Piyush Guha 30 times in a jail and pamphlets and documents relating to Maoist activities recovered from his possession did not mean that he was involved in seditious activities. However, senior advocate U U Lalit, appearing for the state government, said that no case is made out for the bail and submitted that the activities of Sen have to be seen in a broader perspective.
Minority Affairs Minister Salman Khurshid today welcomed the Supreme Court's decision to grant bail to Binayak Sen, who has been convicted and sentenced to life imprisonment by a Chhattisgarh court for sedition and helping Naxalites. He said a general impression was gaining ground that the treatment meted out to Sen was not correct. Mr. Khurshid also said that after Sen is out on bail, he will also have something to say and people will get another aspect to hear.
Law Secretary D.R. Meena appeared this morning, before the Public Accounts Committee, (PAC)chaired by Murli Manohar Joshi on the 2G spectrum allocation scam. The Director of Central Bureau of Investigation A.P. Singh, who has already appeared before the PAC, is now again deposing before the Committee on 2G issue. Attorney General G. E Vahanvati has also been summoned in connection with the case and will appear before the PAC later in the day. Our correspondent reports that Mr. Vahanvati's evidence could be crucial as he and Mr. Meena can throw light on the Law Ministry's approval or otherwise for the procedure that was adopted for giving away licences and 2G spectrum. The PAC has asked Cabinet Secretary K.M. Chandrasekhar and the Principal Secretary to the Prime Minister T.K.A. Nair to appear before it tomorrow.

The business tycoons who have been questioned by the PAC include Reliance Anil Dhirubhai Ambani Group (ADAG) Chairman Anil Ambani, Tata Sons Chairman Ratan Tata, DB Etisalat CEO Atul Jhamb, DB Etisalat's Vinod Goenka Unitech's Sanjay Chandra and Telenor's Charles Woodworth.
The CBI today sought detention of five corporate executives chargesheeted by it for their alleged role in the 2G scam, saying that they might abscond and impede the trial. Opposing their bail pleas, the CBI, said that some of the key witnesses, belonging to the corporate world, directly worked under them and the possibility of the accused winning them over could not be ruled out. The top corporate leaders are Swan Telecom Director Vinod Goenka, Unitech Wireless (Tamil Nadu) Ltd Managing Director Sanjay Chandra, and three top officials of Reliance ADA Group Gautam Doshi, Surendra Pipara and Hari Nair who have been named as accused by the CBI in its first charge sheet running into 80,000 pages. The court will hear the remaining arguments on the bail applications this afternoon.
Prime Minister Manmohan Singh, on the second leg of his two nation trip is now on his way to Astana from China for a two day visit to Kazakhstan. He is accompanied a high level delegation including the National Security Advisor and officials from the Ministry of Petroleum and Natural Gas. During his two-day stay in Astana in Kazakhstan, Dr. Singh will have bilateral talks with President Nursultan Nazarbayev and his counter part on several issues including civil nuclear cooperation, Agriculture and enhancement in trade that Six pacts are likely to be signed during Dr. Singh's visit.

A total of six agreements and MoUs between India and Kazakhstan would be signed during visit of Prime Minister Dr. Singh. Earlier, the BRICS group of countries, Brazil, Russia, India, China and South Africa called for revamping the global monetary system and signed a pact to use their own currencies in issuing credit or grants to each other. The joint declaration adopted at the end of the BRICS summit at Sanya in China, the grouping supported a broad based international currency system providing stability and certainty to the system. BRICS nations also pledged their support for India’s quest for a permanent membership of the UN security council. The declaration said the grouping reaffirms the need for a comprehensive reform of the UN including its security council to make it representative, effective and efficient reflecting the contemporary realities.
The Finance Ministry has begun an ambitious exercise to re-organize the secret information gathering mechanism and synchronise the databases of economic intelligence and enforcement agencies to check scams. The Ministry sources said in New Delhi, that the apex body, Central Economic Intelligence Bureau (CEIB) is enhancing its database with the latest information on economic offences. Our correspondent reports, that the Finance Ministry is also bringing the classified databases of agencies under its command for online exchange of intelligence and information under a secure network.

The Secure Information Exchange Network (SIEN), being built by National Technical Research Organisation (NTRO), will have the highly classified databases of 11 agencies -- CEIB, DRI, Directorate General of Excise Intelligence (DGCEI), Central Board of Direct Taxes (CBDT),Narcotics Control Bureau (NCB), Financial Intelligence Unit (FIU), ED, CBI, BSF, Intelligence Bureau (IB) and Cabinet Secretariat , on one platform. The network will enable secure transmission of e-mail, fax,video and telephone over a common encrypted link once its is fully operational.In high-profile cases involving multiple agencies, the investigators have to do a lot of paper work to obtain the smallest of information from other agencies. The new format devised by the ministry is being undertaken as a plan.The government has also set up a committee to review the structure and enhance the capacity of the CEIB, the apex body which coordinates with all agencies that enforce economic laws in the country and gather intelligence on this front.Manikant Thakur,AIR News ,New Delhi.
At present, the CEIB database contains information on about 1,200 economic offenders and 10,000 cases of economic offences. The bureau has data on economic offences relating to fake Indian currency notes, drugs and evasion cases received from the Customs, Central Excise, Service Tax and I-T departments.
The first meeting of the newly-constituted joint committee comprising ministers and civil society members to draft the Lokpal Bill will be held tomorrow. The meeting will be chaired by Finance Minister Pranab Mukherjee, who is the chairman of the committee formed by the government to draft the bill. Other members of the committee are Home Minister P Chidamabaram, Law Minister Veerappa Moily (Convenor), HRD Minister Kapil Sibal and Water Resources Minister Salman Khurshid. The civil society will be represented by Anna Hazare, former Supreme Court judge N Santosh Hegde, former Law Minister Shanti Bhushan (Co-Chairperson), lawyer Prashant Bhushan and RTI activist Arvind Kejriwal.
The bill is likely to be introduced in the Monsoon Session of Parliament. Ahead of Saturday's meeting, the Civil Society Activists are meeting today at the residence of Shanti Bhusan to deliberate on the draft of the bill and to chalk outn the future course of strategy. The government had issued a notification to form the joint committee to prepare a draft of the Lok Pal Bill after the 98-hour hunger strike by Hazare demanding an effective bill to fight corruption.
In West Bengal, campaigning is gaining momentum for the first phase of Assembly elections going to be held on Monday. Repolling for the assembly elections will be held in seven polling stations in Tamil Nadu and two in Kerala tomorrow. An Election Commission official said in New Delhi that the repoll has been ordered because of malfunctioning of Electronic Voting Machines in some places and also minor skirmishes in certain areas.
Polling for assembly elections in both the states went off peacefully on 13 th of this month except for minor incidents.

The Supreme Court today granted bail to rights activist Binayak Sen, Saying, he is not guilty of sedition. Sen had been convicted and sentenced to life imprisonment by a Chhattisgarh trial court for sedition and helping Naxalites to set up a network to fight the State. The apex court said it was giving no reason for granting bail to 61-year-old Sen and left it to the satisfaction of the trial court concerned to impose the conditions for his release on bail. A bench comprising Justices H S Bedi and C K Prasad passed the order on the petition moved by Sen challenging the order of the Chhattisgarh High Court denying him bail. During the hearing, the bench observed that India is a democratic country and Sen may be a sympathiser of Naxalites but it did not make him guilty of sedition. Senior advocate Ram Jethmalani, appearing for Sen, submitted in his affidavit that the state had been unable to point out misconduct on his part. The bench also said that all the statements made by the state has no relevance. It said other documents and evidences produced by the state government, including his meetings with co-accused Piyush Guha 30 times in a jail and pamphlets and documents relating to Maoist activities recovered from his possession did not mean that he was involved in seditious activities. However, senior advocate U U Lalit, appearing for the state government, said that no case is made out for the bail and submitted that the activities of Sen have to be seen in a broader perspective.
Minority Affairs Minister Salman Khurshid today welcomed the Supreme Court's decision to grant bail to Binayak Sen, who has been convicted and sentenced to life imprisonment by a Chhattisgarh court for sedition and helping Naxalites. He said a general impression was gaining ground that the treatment meted out to Sen was not correct. Mr. Khurshid also said that after Sen is out on bail, he will also have something to say and people will get another aspect to hear.
Law Secretary D.R. Meena appeared this morning, before the Public Accounts Committee, (PAC)chaired by Murli Manohar Joshi on the 2G spectrum allocation scam. The Director of Central Bureau of Investigation A.P. Singh, who has already appeared before the PAC, is now again deposing before the Committee on 2G issue. Attorney General G. E Vahanvati has also been summoned in connection with the case and will appear before the PAC later in the day. Our correspondent reports that Mr. Vahanvati's evidence could be crucial as he and Mr. Meena can throw light on the Law Ministry's approval or otherwise for the procedure that was adopted for giving away licences and 2G spectrum. The PAC has asked Cabinet Secretary K.M. Chandrasekhar and the Principal Secretary to the Prime Minister T.K.A. Nair to appear before it tomorrow.

The business tycoons who have been questioned by the PAC include Reliance Anil Dhirubhai Ambani Group (ADAG) Chairman Anil Ambani, Tata Sons Chairman Ratan Tata, DB Etisalat CEO Atul Jhamb, DB Etisalat's Vinod Goenka Unitech's Sanjay Chandra and Telenor's Charles Woodworth.
The CBI today sought detention of five corporate executives chargesheeted by it for their alleged role in the 2G scam, saying that they might abscond and impede the trial. Opposing their bail pleas, the CBI, said that some of the key witnesses, belonging to the corporate world, directly worked under them and the possibility of the accused winning them over could not be ruled out. The top corporate leaders are Swan Telecom Director Vinod Goenka, Unitech Wireless (Tamil Nadu) Ltd Managing Director Sanjay Chandra, and three top officials of Reliance ADA Group Gautam Doshi, Surendra Pipara and Hari Nair who have been named as accused by the CBI in its first charge sheet running into 80,000 pages. The court will hear the remaining arguments on the bail applications this afternoon.
Prime Minister Manmohan Singh, on the second leg of his two nation trip is now on his way to Astana from China for a two day visit to Kazakhstan. He is accompanied a high level delegation including the National Security Advisor and officials from the Ministry of Petroleum and Natural Gas. During his two-day stay in Astana in Kazakhstan, Dr. Singh will have bilateral talks with President Nursultan Nazarbayev and his counter part on several issues including civil nuclear cooperation, Agriculture and enhancement in trade that Six pacts are likely to be signed during Dr. Singh's visit.

A total of six agreements and MoUs between India and Kazakhstan would be signed during visit of Prime Minister Dr. Singh. It includes Mutual Legal Assistance Treaty to address the menace of terrorism and regional security. A agreement is also being signed between ONGC and Kazak oil company Kazmunay Gas for giving 25 percent gas share produced from Satpayev oil basin in Caspian see. A joint statement will also be released at the end of the visit. Diplomats from both the countries have given finishing touch to the Agreements and MoUs being signed at Astana. All the documents have been prepared in three languages English, Hindi and Kazak. The Inter-Governmental Agreement in the field of civil nuclear cooperation, agreements for mutual cooperation in the field of Agriculture and Information Technology would also be signed. Earlier, the BRICS group of countries, Brazil, Russia, India, China and South Africa called for revamping the global monetary system and signed a pact to use their own currencies in issuing credit or grants to each other. The joint declaration adopted at the end of the BRICS summit at Sanya in China, the grouping supported a broad based international currency system providing stability and certainty to the system. BRICS nations also pledged their support for India’s quest for a permanent membership of the UN security council. The declaration said the grouping reaffirms the need for a comprehensive reform of the UN including its security council to make it representative, effective and efficient reflecting the contemporary realities.
The Finance Ministry has begun an ambitious exercise to re-organize the secret information gathering mechanism and synchronise the databases of economic intelligence and enforcement agencies to check scams. The Ministry sources said in New Delhi, that the apex body, Central Economic Intelligence Bureau (CEIB) is enhancing its database with the latest information on economic offences. Our correspondent reports, that the Finance Ministry is also bringing the classified databases of agencies under its command for online exchange of intelligence and information under a secure network.

The Secure Information Exchange Network (SIEN), being built by National Technical Research Organisation (NTRO), will have the highly classified databases of 11 agencies -- CEIB, DRI, Directorate General of Excise Intelligence (DGCEI), Central Board of Direct Taxes (CBDT),Narcotics Control Bureau (NCB), Financial Intelligence Unit (FIU), ED, CBI, BSF, Intelligence Bureau (IB) and Cabinet Secretariat , on one platform. The network will enable secure transmission of e-mail, fax,video and telephone over a common encrypted link once its is fully operational.In high-profile cases involving multiple agencies, the investigators have to do a lot of paper work to obtain the smallest of information from other agencies. The new format devised by the ministry is being undertaken as a plan.The government has also set up a committee to review the structure and enhance the capacity of the CEIB, the apex body which coordinates with all agencies that enforce economic laws in the country and gather intelligence on this front.Manikant Thakur,AIR News ,New Delhi.
At present, the CEIB database contains information on about 1,200 economic offenders and 10,000 cases of economic offences. The bureau has data on economic offences relating to fake Indian currency notes, drugs and evasion cases received from the Customs, Central Excise, Service Tax and I-T departments.
The first meeting of the newly-constituted joint committee comprising ministers and civil society members to draft the Lokpal Bill will be held tomorrow. The meeting will be chaired by Finance Minister Pranab Mukherjee, who is the chairman of the committee formed by the government to draft the bill. Other members of the committee are Home Minister P Chidamabaram, Law Minister Veerappa Moily (Convenor), HRD Minister Kapil Sibal and Water Resources Minister Salman Khurshid. The civil society will be represented by Anna Hazare, former Supreme Court judge N Santosh Hegde, former Law Minister Shanti Bhushan (Co-Chairperson), lawyer Prashant Bhushan and RTI activist Arvind Kejriwal.
The bill is likely to be introduced in the Monsoon Session of Parliament. Ahead of Saturday's meeting, the Civil Society Activists are meeting today at the residence of Shanti Bhusan to deliberate on the draft of the bill and to chalk outn the future course of strategy. The government had issued a notification to form the joint committee to prepare a draft of the Lok Pal Bill after the 98-hour hunger strike by Hazare demanding an effective bill to fight corruption.

The Japanese government today, ordered TEPCO, the operator of the damaged Fukushima nuclear plant to pay about 12,000 US Dollars to each household forced to evacuate due to radiation leak. Thousands of residents near the Nuclear Plant are unable to return to their homes near the nuclear plant and bereft of their livelihoods and possessions. Some of them traveled hundreds of kilometers to Tokyo Electric Power Co.'s headquarters in Tokyo to press for their demands for compensation. Hiroaki Wada, a Trade Ministry spokesman, today said, that TEPCO will pay compensation of 12000 dollars to families and 9,000 dollars to individuals. He said, around 150 evacuation centers have been set up. Around 48,000 families living within 30 kilometers of the crippled Fukushima Dai-ichi nuclear plant will be eligible for the payments.
Meanwhile, TEPCO workers are still struggling to stabilize the nuclear plant cooling systems that failed after the 9 magnitude earthquake and a massive tsunami hit it on the 11th of last month. Radiation leaks from the nuclear plant have contaminated crops and also affected fishing.
Britain, France and the United States say the NATO coalition will continue its military campaign in Libya until Moammar Gadhafi leaves power. British Prime Minister David Cameron, French President Nicolas Sarkozy and the US President Barack Obama have said that, leaving Mr. Gadhafi in power will be an unconscionable betrayal of the Libyan people. In a joint statement published today in several international newspapers, the leaders said it is unthinkable that someone who has tried to massacre his own people can play a part in their future government.
Meanwhile, Col. Gadhafi's daughter came to his defence today, rallying hundreds of supporters outside a compound in Tripoli that was bombed by the US in 1986. Aisha Gadhafi told the crowd that her father's resignation would be an insult to all Libyans. The Libyan leader made his own appearance yesterday, waving to crowds on the streets of the capital. Rebels said at least 23 people were killed in Libya's third-largest city. Libyan state television reported that NATO warplanes launched air strikes on targets in Tripoli.
In Gaza, the body of an Italian pro-Palestinian activist Vittorio Arrigoni, who was abducted yesterday by extremists, has been found hanged to death, in a City house. In a statement, the Hamas Interior Ministry spokesman Ehab al-Ghussein said this morning that police stormed an apartment in Gaza City belonging to a member of the extremist group that released a video of the activist. Hamas police said they found the man dead after he was hanged. The Ministry spokesman said, he was killed in an awful way. This was the first kidnapping of a foreigner since Hamas took over the administration of the Gaza Strip in 2007.
Back Home Asserting that dialogue has no alternative to settle issues, Jammu and Kashmir Chief Minister Mr. Omar Abdullah has said that if Cricket diplomacy helps in giving a forward push to talks between India and Pakistan, he is in favour of it. Emphasising the need for sustained dialogue, Omar said that too much time has been spent in violence and in not talking to each other. The Chief Minister said that any matter between India and Pakistan, violence will not solve these issues adding it is the sustained dialogue which will solve them. Heavy selling in IT stocks dragged the Sensex at the Bombay Stock Exchange down 160 points, or 0.8 per cent, to 19,537, in early trade, this morning, after IT bellwether, Infosys reported a lower-than-expected 14 per cent increase in its fourth quarter net profit. After plunging more than 330 points at one stage, the Sensex stood 266 points, or 1.4 percent in negative territory, at 19,431, in afternoon deals, a short while ago. The Infosys stock was down 8.5 percent.
Other key Asian markets also edged lower, with the benchmark indices in China, Hong Kong, South Korea, Japan, Singapore and Taiwan losing between 0.2 percent and 0.5 percent, as China's consumer inflation accelerated in March, and on disappointing US economic data.
High prices of vegetables and manufactured items pushed up headline inflation in March to 8.98 per cent, way above the RBI's expectation of 8 per cent. The overall inflation measured on the basis of Wholesale Price Index was 8.31 per cent in February. As per official data released today, the high inflation was on account of rising prices of manufactured items, milk, vegetable and fruits. In addition, high fuel costs due to spiraling international crude oil prices also contributed to the phenomenon. Besides, food inflation, which accounts for nearly 15 per cent of overall WPI inflation, stood at 8.28 per cent for the week ended April 2. It has declined from 9.18 per cent in the previous week.
China's inflation rate has risen to 5.4 per cent, the highest in nearly three years. Food prices rose by more than 11 per cent. Chinese Prime Minister Wen Jiabao said this week that the government will do whatever it can to bring prices down.

Environment Minister Jairam Ramesh has put on hold forest clearance to the Posco project in Odisha. He rejected the Odisha government's assurance that there are no tribals in the area, where the 52,000 crore rupee steel-cum-captive power plant is to come up.
Ramesh cited the letter from members of the POSCO Pratirodh Sangharsh Committee, PPSC which says that village council resolutions of Dhinkia and Gobindapur villages have not been considered by the state government authorities.
He added that he had already forwarded the PPSC representation to the Odisha Chief Minister and the Chief Secretary and he believed that these two resolutions have to be disposed of by the appropriate authority in accordance with the Forest Rights Act, 2006.
