  पश्चिम बंगाल में विधान सभा चुनाव के पहले चरण में कल ८४ प्रतिशत से अधिक मतदान हुआ। राज्य के छह उत्तरी जिलों में ५४ सीटों पर वोट डाले  गये। दूसरे चरण के लिए चुनाव प्रचार जोर पकड़ने लगा है।
 निर्वाचन उपायुक्त विनोद जुत्शी ने नई दिल्ली में बताया कि मतदान शांतिपूर्वक  हुआ।

 मतदान समूचे फेस वन क्षेत्र में शांतिपूर्ण तरीके से हुआ। ६ स्थानों पर पोल बाइकॉट की खबरें हैं किसी विकास से सम्बन्धित चाहे वह सड़क हो, चाहे वह हाई स्कूल की मांग हो उन्होंने युनेनिमस तरीके से अपना पोल बाइकॉट करने का निर्णय लिया। लगभग १० लोगों को हिरासत में लिया गया प्रिवेंटिव अरेस्ट के रूप में, लेकिन मेजर कोई घटना नहीं हुई।

  उच्चतम न्यायालय ने कहा है कि संपत्ति का अधिकार संवैधानिक अधिकार हैं और सरकार मनमाने तरीके से किसी व्यक्ति को उसकी संपत्ति से वंचित नहीं कर सकती ।  न्यायमूर्ति जी एस सिंघवी और ए के गांगुली की पीठ ने एक फैसले में कहा कि अदालतो को चाहिये कि वे तात्कालिकता के नाम पर निजी पार्टियों के लिये भूमि अधिग्रहण की सरकार की कार्रवाई को संदेह की नजर से देखें । उच्चतम न्यायालय ने गौतमबुद्ध नगर में उत्तर प्रदेश सरकार द्वारा २०५ हैक्टेयर भूमि के अधिग्रहण को रद्द करते हुये यह फैसला सुनाया । राज्य सरकार ने ग्रेटर नोएडा औद्योगिक विकास प्राधिकरण की ओर से मार्च २००८ में व्यापारिक उद्यमियों के लिये इस जमीन का अधिग्रहण किया था ।

  पांच लाख रूपये तक की सालाना आय वाले करदाताओं को अब आयकर रिटर्न भरने की जरूरत नहीं है। सरकार के इस नये कदम से करीब ७० से ८० लाख लोगों को राहत मिलेगी। केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष सुधीर चंद्रा ने नई दिल्ली में संवाददाताओं को बताया कि सरकार जून की शुरूआत में इस नये प्रावधान की अधिसूचना जारी करेगी। श्री चंद्रा ने बताया कि पांच लाख रूपये तक की आय वाले वेतनभोगी यदि आयकर कटौती की वापसी चाहते हैं तो उन्हें रिटर्न भरनी पड़ेगी।
  आयकर रिटर्न दाखिल करने की प्रक्रिया सरल बनाने की दिशा में वित्त मंत्रालय ने आयकर रिटर्न के आसान फार्म-सहज और सुगम जारी किये हैं। इससे वेतनभोगी कर्मचारियों और छोटे व्यापारियों को सुविधा होगी। सीबीडीटी अध्यक्ष ने बताया कि सहज और सुगम फॉर्मों के जरिये इलैक्ट्रानिक रिटर्न दाखिल करने की प्रणाली शुरू करने के प्रयास किए जा रहे हैं।

  आयकर विभाग ने विधानसभा चुनाव वाले पांच राज्यों में लोगों से बेहिसाब २२ करोड़ रूपये की नकदी बरामद की है। केन्द्रीय प्रत्यक्षकर बोर्ड के अध्यक्ष सुधीर चंद्रा ने कल नई दिल्ली में संवाददाताओं को बताया कि बोर्ड और निर्वाचन आयोग के संयुक्त प्रयासों से  इतनी बड़ी मात्रा में नकदी बरामद की गई। यह पैसा उन लोगों से बरामद किया गया जो संबंधित अधिकारियों के सामने धन के स्रोत और उद्देश्य का खुलासा नहीं कर पाए। हालांकि श्री चंद्रा ने स्पष्ट किया कि किसी राजनीतिक पार्टी या उसके एजेंट से कोई पैसा बरामद नहीं किया गया ।

 गृह मंत्री पी. चिदम्बरम ने जाने-माने वकील शांति भूषण के बारे में कथित फर्जी सीडी की, स्वतंत्र और निष्पक्ष जांच  कराने का आश्वासन दिया है। उन्होंने कल नई दिल्ली में बताया कि  दिल्ली पुलिस ने उन्हें भरोसा दिलाया है कि इस मामले की पूरी जांच की जाएगी। श्री चिदम्बरम ने कहा कि सीडी की जांच कम-से-कम दो प्रयोगशालाओं में कराई जाएगी। श्री शांति भूषण के पुत्र प्रशांत भूषण ने रविवार को दावा किया था कि समाजवादी पार्टी नेता मुलायम सिंह यादव तथा अमर सिंह के साथ उनके पिता की कथित बातचीत वाली सीडी जोड़-तोड़ कर तैयार की गई है।

 कथित फर्जी सी.डी. की लड़ाई कल उच्चतम न्यायालय पहुंच गई। वकील शांतिभूषण ने अमर सिंह के खिलाफ अवमानना की कार्यवाही की मांग की है। उन्होंने मामले की विशेष दल से जांच कराने का आग्रह किया है, ताकि यह पता लगाया जा सके कि सी.डी. तैयार करने और प्रचारित करने में कौन-कौन व्यक्ति शामिल हैं।

 सामाजिक कार्यकर्ता बिनायक सेन को कल शाम छत्तीसगढ़ की केन्द्रीय जेल से रिहा कर दिया गया। उन्हें उम्रकैद की सजा सुनाई गई थी। ६१ वर्षीय चिकित्सक-विनायक सेन को छत्तीसगढ़ की एक स्थानीय अदालत ने देशद्रोह और माओवादियों के साथ रिश्तों के आरोप में उम्रकैद की सजा सुनाई थी।
 अदालत ने उन्हें आदेश दिया कि वे देश छोड़कर न जाएं और सुनवाई के दौरान जब भी उन्हें कहा जाए उच्च न्यायालय में ंपेश हों। वे पिछले वर्ष २४ दिसंबर से जेल में थे।

 उत्तर प्रदेश में लखीमपुर खीरी जिले में खेतों में आग लगने से छह लोगों को मौत हो गई और तीन घायल हो गए।  यह आग जिले के २४ से अधिक गांवों में फैल गई और अनेक मकानों को खाक कर दिया। तीन घायलों को स्थानीय अस्पताल में भर्ती कराया गया है। हमारे संवाददाता ने बताया कि आग की घटना में करीब तीन सौ परिवार प्रभावित हुए हैं।

 अग्नी कांड में मारे गए लोगों के परिजनों को तत्काल एक-एक लाख रुपये की आर्थिक सहायता उपलब्ध कराई गई है। अग्नी कांड में प्रभावित परिवारों को स्थानीय प्राथमिक विद्यालयों में अस्थाई तौर पर रखा गया है। सरकार ने ऐसे लोगों के लिए वैकल्पिक आवासीय सुविधा उपलब्ध कराने के भी निर्देश दिये हैं। पीड़ित परिवारों को बीस-बीस किलोग्राम अनाज उपलब्ध कराया गया है। एक अनुमान के अनुसार इस अग्नी कांड में तीन सौ परिवार प्रभावित है और फसल, घरेलू सामान, जानवर और मकानों को मिलाकर लगभग तीस लाख रुपये की संपत्ति नष्ट हो गई है। आकाशवाणी समाचार के लिए मैं सुनील शुक्ल।

 उत्तर प्रदेश के मुजफ्‌फर नगर जिले में एक सड़क दुर्घटना में दो बच्चों समेत १० लोग मारे गये और ३९ घायल हो गये।
 दुर्घटना कैराना-झिनझाना मार्ग पर एक बस के ट्रक से टकरा जाने से हुई। यह बस कैराना से गंगोह जा रही थी।

  सोमालिया के विदेशमंत्री मोहम्मद अब्दुल्लाही उमर ने दुनिया की ताकतों से आग्रह किया है कि समुद्री लूटपाट की समस्या से निपटने के प्रयासों के बजाए जमीनी लूटपाट के मूल कारणों को खत्म करने पर ज्यादा ध्यान दें। दुबई में लूटपाट विरोधी सम्मेलन में सोमालिया के विदेशमंत्री ने कहा कि तमाम देशों की कोशिशों के बावजूद समुद्री लुटेरे अपने इरादों में सफल हो रहे हैं क्योंकि वे सोमालिया के समुद्र से हटकर दूसरी जगहो ंपर अपनी हरकतों को अंजाम देते है। उन्होंने कहा कि सोमालिया में मजबूत  सरकार नहीं है और न ही पर्याप्त  सेना और  पुलिस बल मौजूद हैं जिसके कारण समुद्री लूटपाट की घटनाएं बढ़ रही हैं। उन्होंने विदेशों से आग्रह किया कि सोमालिया के सुरक्षा बलों को मजबूत करने के लिए आर्थिक मदद करें और देश में  सरकार की सत्ता मजबूत करने में सहयोग दें ।

 इधर भारत ने कहा है कि सोमाली समुद्री डाकुओं द्वारा बंधक बनाए गए भारतीयों की जान बचाना उसकी सबसे बड़ी प्राथमिकता है। प्रवासी भारतीय मामलों के मंत्री व्यालार रवि ने कल नई दिल्ली में कहा कि जब सरकार कोई उचित कार्रवाई करने का फैसला लेती है, तब उसके सामने पहला उद्देश्य बंधक बनाए गए प्रत्येक भारतीय की जान बचाने का होता है। उन्होंने भरोसा दिलाया कि सरकार सही फैसला लेगी और तत्काल कार्रवाई करेगी।
 नौसेना ने अपना एक युद्धपोत सोमालिया समुद्र की ओर रवाना कर दिया है। नौसेना के प्रवक्ता ने नई दिल्ली में बताया कि तलवार श्रेणी का यह युद्धपोत किसी भी स्थिति में समुद्री डाकुओं का मुकाबला करने के लिए तैयार है।

 लीबिया में सरकार समर्थक सैनिकों ने विद्रोहियों के कब्ज+े वाले मिसराता शहर पर गोलीबारी तेज कर दी है। पूर्वी मोर्चे से भी भीषण लड़ाई की खबरें मिली हैं। देश के तीसरे सबसे बड़े शहर मिसराता पर कब्ज+े के लिए जबर्दस्त लड़ाई चल रही है। सरकार समर्थक सेनाओं की ओर से शहर पर तोपों से गोले बरसाए जा रहे हैं, जिनमें  सत्रह लोग मारे गए थे। अजदाबिया में विद्रोहियों की पूर्वी अग्रणी चौकी पर हमला लगातार जारी है। विद्रोही सेनाएं इस चौकी का इस्तेमाल सामरिक दृष्टि से महत्वपूर्ण ब्रेगा तेल बंदरगाह पर फिर से कब्जा करने के लिए कर रही  हैं।

 पश्चिमी लीबिया में एक जहाज में करीब एक हजार लोगों को बचाया गया है। इसकी मदद से लोग भारी लड़ाई वाले शहर मिसराता के बंदरगाह से सुरक्षित बाहर निकाले जा सके।
 इस बीच मुअम्मर गद्दाफी का कहना है कि वे मिसराता में संयुक्त राष्ट्र मिशन को आने देंगे। ब्रिटेन के अधिकारियों ने कहा है कि वे मिसराता से अन्य पांच हजार विदेशी कामगारों को निकालने की तैयारी कर रहे हैं।

In West Bengal, about 84 per cent polling has been recorded in the first phase of election in 54 Assembly constituencies. Electioneering in the second phase of elections is gradually gaining momentum. Our North Bengal correspondent reports that most of the polling parties with polling material returned safely to their respective headquarters last night after peaceful first phase of polling. The 16 polling parties, deployed to man booths in far flung areas set-up at the 12 thousand feet high Sirikhola and Dara Gaon in Darjeeling district are expected to reach by this evening. A report:

The EVM and election material from most of the polling booths, spread over six districts, were brought back to respective headquarters last night safely and were stored in strong room under heavy security. In Darjeeling hills heavy rain last night disrupted the polling parties to reach their respective places to deposit EVMs. These EVMs will be kept in the strong room till the remain five-phase election in West Bengal is over on 10th May. The counting of votes will be taken up on 13th May.

The Income Tax Department has seized about 22 crore rupees of unaccounted cash from individuals in five states where assembly elections are underway. The Central Board of Direct Taxes Chairman Sudhir Chandra told newspersons in New Delhi that the CBDT is working shoulder to shoulder with the Election Commission of India and as a result has seized huge amount of cash in five states. The seizures were made from people, who could not explain the source and purpose of the funds to the concerned authorities. Mr Chandra however said that no money was seized from any agent nor political party, it was recovered only from carriers. The CBDT Chairman also said that following the seizure of money, searches were conducted leading to disclosure of tax evasion between 50-60 crore rupees and cases have been registered against them.

A six-member delegation of the Election Commission, led by Chief Election Commissioner S Y Quraishi, will be on a three-day visit to Egypt beginning today to share experiences and expertise in conducting elections. Briefing reporters in New Delhi, the Director General of the Election Commission said that there was a request from the Egyptian Government to the Government of India in this regard and conceding the request the poll body decided to undertake a visit to Egypt.

Tax payers with annual income of up to 5 lakh rupees will not be required to file returns. Chairman of Central Board of Direct Taxes Sudhir Chandra told reporters in New Delhi that, the Government will notify a provision in early June exempting people with salary income of up to 5 lakh rupees from filing returns. Mr Chandra however said that such salaried people, will have to file returns, if they seek refunds. The Government has also reduced the age for the senior citizen category for I-T tax from 65 years to 60 years.

In a major step towards simplification of income tax return filing, the Finance Ministry has introduced simpler income tax return forms Sahaj and Sugam. This is aimed at reducing compliance burden on salaried persons and small businessmen. The new return forms are in line with the government's efforts to make filing of returns simpler and user friendly. Under India's presumptive taxation, person carrying on business will not be required to get his accounts audited if the annual total sales, turnover or gross receipts is less than 60 lakh rupees.

The Supreme Court has said the right to property is a constitutional right and the government cannot deprive a person of his land in an arbitrary manner. A bench of justices G S Singhvi and A K Ganguly said in a judgement that courts should view with "suspicion" the action of the government in acquiring land for private parties in the name of urgency.

The apex court passed the judgement while quashing the acquisition of 205 hectares of agricultural land in Uttar Pradesh's Gautam Budh Nagar by the state on behalf of the Greater NOIDA Industrial Development Authority for business entrepreneurs in March 2008.

The Home Minister Mr.P.Chidambram has assured a free and fair probe into the alleged fake CD involving eminent lawyer Shanti Bhushan. He told reporters in New Delhi yesterday that he has been assured by Delhi Police that there will be a through probe. He said the CD will be examined atleast two laboratories for separate reports. Shanti Bhushan's son Prashant Bhushan claimed that the CD purportedly containing conversations between Shanti Bhushan and Samajwadi Party leader Mulayam Singh Yadav and Amar Singh is fabricated to tarnish the image of civil society's representatives in the Joint Drafting Committee of a comprehensive Lok Pal Bill.

The President and Supreme Commander of the Indian Armed Forces Mrs. Pratibha Devisingh Patil conferred three Kirti Chakras and 18 Shaurya Chakras to Armed Forces Personnel for displaying conspicuous gallantry, indomitable courage and extreme devotion to duty at a solemn ceremony at the Rashtrapati Bhawan in New Delhi yesterday. The President also conferred thirteen Param Vishisht Seva Medals, two Uttam Yudh Seva Medals and twenty seven Ati Vishisht Seva Medals to senior officers of the Armed Forces for distinguished service of an exceptional order.

In Uttar Pradesh at least 10 people, including two children have been killed and 39 others injured in a road accident in Muzaffarnagar district. Our correspondent quoting police sources reports that a bus on its way to Gangoh from Kairana collided with a truck on the Kairana- Jinjhana road. The injured have been admitted to different hospitals.

In another incident of fire six persons were killed and three others injured when fire broke out in the fields across 24 villages in Lakhimpur Kheri district. Our correspondent reports that the Chief Minister has announced financial help of one lakh rupees each to the families of the killed in the fire incident.

The government has directed for providing all medical help to the persons injured in the incident. Families affected in the fire have been shifted to local primary schools buildings where makeshift arrangements are made for their shelter. About 300 families are affected in the incident. The government has directed for completing survey of damage of property and provides help to the families under different schemes.

The Foreign Minister of Somalia Mohammed Abdullahi Omar has urged world powers to do more to fight the root cause of piracy on land rather than trying to tackle the problem on the high seas. He told a counter-piracy conference in Dubai that the pirates are winning despite the efforts by foreign nations to try to contain them as they shift their operations further from his country's shores. He said the lack of an effective Somali government, with military and police forces to back it up, is at the core of the piracy scourge. He called on foreign countries to make urgent and necessary investment in the Somali security forces to help the country's weak government establish authority in the country.

Meanwhile, Overseas Indian Affairs Minister Vayalar Ravi said in New Delhi yesterday that saving the lives of Indians held hostage by Somali pirates is the government's prime concern. Mr.Ravi said, the pirates were using people as hostages and trying to bargain for the release of a good number of their people held in custody. He said, the Indian Navy had gone into action and the Ministries of External Affairs and Home were dealing with the matter. Our correspondent reports that Indian warships have been escorting merchant vessels in the Indian Ocean as part of the international anti-piracy efforts.

In Libya, amid fierce battles between Gaddafi's troops and rebels on the eastern frontline of Ajdabiyah nearly 1,000 foreign workers and wounded Libyans were evacuated from the besieged western city of Misurata. At least 4,000 foreign nationals who have been stranded at Misrata's port for weeks, many of them Nigerians, are still hoping to flee. Misrata is the only rebel-controlled city in the west of the country and has been under siege for nearly two months.

The NATO alliance has been carrying out air strikes against loyalist forces in Libya to enforce the U.N.-authorized no fly zone protecting civilians from attack by Mr. Gadhafi's troops. The civil war, which erupted two months ago, has reached a stalemate, with neither side in a position to gain a decisive advantage amid a seesaw battle near Ajdabiya, gateway to the rebel stronghold of Benghazi. The rebels have blamed the western alliance for failing to give them enough support.

Meanwhile, the Libyan regime has agreed to provide the United Nations access to Misurata amid fears of a humanitarian crisis. UN Deputy Secretary General, Valerie Amos, held talks with the Libyan regime and asked them to cease hostilities to allow people to leave and to allow urgent medical supplies into the city.

The Hindustan writes that the long-running agitation against the Jaitapur nuclear power complex, the world's largest, hardened after the crisis in Japan - and stoked by the Shiv Sena - took a violent turn on Monday, claiming its first victim with the police opening fire on a mob of villagers.

"All property deals to come under tax lens", headlines the Times of India. An initiative undertaken by the Central Board of Direct Taxes to unearth black money in property deals - will have the department reviewing all recent property transactions to check for use of cash. Beginning with scrutiny in Delhi, Gurgaon and Noida, it will subsequently turn into an All India Exercise.

Several key figures and lawmakers from Yemen's ruling elite have broken with embattled President Ali Abdullah Saleh forming their own opposition party to support THE anti-government protests demanding his ouster. The new Justice and Development Bloc issued a statement yesterday demanding an end to Mr. Saleh's 32-year rule and opposing the suppression of street protests. At least 80 people were wounded in the Red Sea port of al-Hudaydah when security forces fired on protesters demanding Mr. Saleh's ouster. A high-level delegation from Yemen's ruling party is set to meet with mediators from the Gulf Cooperation Council today in the United Arab Emirates. Opposition leaders had met Council Foreign Ministers in Saudi Arabia on Sunday without any breakthrough.
