निर्वाचन आयोग ने कहा है कि पश्चिम बंगाल में विधानसभा चुनाव के पहले चरण में आज 74 प्रतिशत से अधिक मतदान की खबर है। निर्वाचन उपायुक्त विनोद जुत्शी ने नई दिल्ली में बताया कि मतदान शांतिपूर्वक हुआ।
6 स्थानों पर पोल बाइकाट की खबरें हैं ये सभी 6 स्थानों पर किसी विकास से सम्बन्धित कुछ मांगों पर उन्होंने युनेनिमस तरीके से अपना पोल बाइटकॉट करने का निर्णय लिया। लगभग 10 लोगों को हिरासत में लिया गया पेरेवेंटेस के रूप में लेकिन मेजर कोई घटना नहीं हुई।
राज्य के मुख्य निर्वाचन अधिकारी सुनील गुप्ता ने कोलकाता में बताया कि विभिन्न मतदान केन्द्रों पर इलेक्ट्रोनिक वोटिंग मशीनों में तकनीकी खराबी के कारण 92 मशीनों को बदला गया। एहतिआततन दस लोगों को गिरतार किया गया। आज उत्तरी बंगाल के छह जिलों के 54 निर्वाचन क्षेत्रों में वोट डाले गए। तीन सौ 64 उम्मीदवार मैदान में हैं। हमारे संवाददाता ने बताया है कि मतदान प्रक्रिया की निगरानी के लिए 28 सामान्य प्रेक्षक, नौ खर्च प्रेक्षक और दो पुलिस प्रेक्षक लगाए गए थे।
कड़ी सुरक्षा को देखते हुए मतदाताओं का हौसला बढ़ने का प्रत्येक मतदान केन्द्र के आगे मतदाताओं की लम्बी कतार से पता चलता था। कई मतदान केन्द्रों पर पुरुष से अधिक महिला मतदाताओं को कतार में देखा गया। इसके अलावा पहली बार अपना मताधिकार का प्रयोग करने युवा मतदाताओं में भी काफी उत्साह था। आकाशवाणी समाचार के लिए एस बी सोनवार कर्सांग दार्जिलिंग से।

असम में तीन विधानसभा क्षेत्रों में छह केंद्रों में आज फिर से वोट डाले गए। उन्यासी प्रतिशत से अधिक मतदाताओं ने अपने मताधिकार का प्रयोग किया। निर्वाचन आयोग ने 11 अप्रैल को चुनाव के दूसरे चरण में छिटपुट हिंसा और चुनावी धांधलियों की खबरों के बाद यहां फिर से मतदान कराने के आदेश दिए थे। जिन केंद्रों पर आज फिर से वोट डाले गये उनमें रांगिया के चार केंद्र और भवानीपुर तथा उदालगिरि विधानसभा का एक-एक केंद्र शामिल है। मतगणना 13 मई को होगी।

गृह मंत्री पी. चिदम्बरम ने जाने-माने वकील शांति भूषण के बारे में कथित फर्जी सीडी की, स्वतंत्र और निष्पक्ष जांच कराने का आश्वासन दिया है। उन्होंने आज नई दिल्ली में बताया कि दिल्ली पुलिस ने उन्हें भरोसा दिलाया है कि इस मामले की पूरी जांच की जाएगी। श्री चिदम्बरम ने कहा कि सीडी की जांच कम-से-कम दो प्रयोगशालाओं में कराई जाएगी। श्री शांति भूषण के पुत्र प्रशांत भूषण ने कल दावा किया था कि समाजवादी पार्टी नेता मुलायम सिंह यादव तथा अमर सिंह के साथ उनके पिता की कथित बातचीत वाली सीडी जोड़-तोड़ कर तैयार की गई है। उन्होंने कहा कि लोकपाल विधेयक की संयुक्त मसौदा समिति में शामिल प्रबुद्ध वर्ग के प्रतिनिधियों की छवि खराब करने के लिए ऐसा किया गया है।

कथित फर्जी सी.डी. की लड़ाई आज उच्चतम न्यायालय पहुंच गई। वरिष्ठ वकील शांतिभूषण ने उनके और अमर सिंह तथा मुलायम सिंह यादव के बीच की बातचीत को जोड़-तोड़ करके तैयार करने के लिए अमर सिंह के खिलाफ अवमानना की कार्यवाही की मांग की है। एजेंसी की खबरों के अनुसार लोकपाल विधेयक की संयुक्त मसौदा समिति के सदस्य शांतिभूषण चाहते हैं कि उनकी याचिका मुख्य न्यायाधीश एस.एच. कपाडिया के समक्ष रखी जाए।

जाने माने गांधीवादी अन्ना हज+ारे ने आज कांग्रेस अध्यक्ष सोनिया गांधी से शिकायत की है कि कुछ भ्रष्ट ताकतें लोकपाल विधेयक का कारगर मसौदा तैयार करने की प्रक्रिया को बाधित करने के लिए एकजुट हो गई हैं। श्रीमती गांधी को भेजे गए दो पृष्ठों के अपने पत्र में श्री हज+ारे ने कांग्रेस महासचिव दिग्विजय सिंह और मानव संसाधन विकास मंत्री कपिल सिब्बल की ओर इशारा करते हुए, उनसे कहा कि वे अपने सहयोगियों से मसौदा बनाने की प्रक्रिया में बाधा न डालने को कहें। उधर, श्री सिब्बल के कार्यालय ने आज शाम जारी एक विज्ञप्ति में इस आरोप का खंडन किया है कि लोकपाल विधेयक के बारे में संयुक्त मसौदा समिति की पहली बैठक के बाद शनिवार को उन्होंने अपने निवास पर कोई मीडिया ब्रीफिंग की थी या यह बयान दिया था कि प्रबुद्ध समाज के सदस्य सरकारी दबाव के आगे झुक गए हैं।

सामाजिक कार्यकर्ता बिनायक सेन को लगभग चार महीने जेल में बिताने के बाद आज शाम छत्तीसगढ़ की केन्द्रीय जेल से रिहा कर दिया गया। उन्हें उम्रकैद की सजा सुनाई गई थी। उच्चतम न्यायालय ने तीन दिन पहले बिनायक को जमानत दे दी थी। 61 वर्षीय चिकित्सक विनायक सेन को छत्तीसगढ़ की एक स्थानीय अदालत ने देशद्रोह और माओवादियों के साथ रिश्तों के आरोप में उम्रकैद की सजा सुनाई थी। रायपुर जेल से बिनायक के बाहर आने से पहले अतिरिक्त जिला और सत्र न्यायाधीश बी.पी वर्मा ने उन्हें अपना पासपोर्ट लौटाने को कहा। उन्हें पचास हजार रुपये के व्यक्तिगत बौंड और इतनी ही जमानत राशि पर रिहा किया गया। अदालत ने यह भी आदेश दिया कि बिनायक देश छोड़कर न जाएं और सुनवाई के दौरान जब भी उन्हें कहा जाए उच्च न्यायालय में ंपेश हों। वे पिछले वर्ष 24 दिसंबर से जेल में थे।

रेलवे ने मुंबई-दिल्ली राजधानी एक्सप्रेस में आज तड़के आग लगने की घटना की जांच के आदेश दिए हैं। सूत्रों ने दिल्ली में बताया कि तीन सदस्यों की एक समिति इस घटना के कारणों की जांच करेगी। यह रेलगाड़ी आज दोपहर नई दिल्ली रेलवे स्टेशन पहुंची। जैसी कि खबर दी जा चुकी है, सभी यात्री सुरक्षित हैं। मुंबई-दिल्ली राजधानी एक्सप्रेस के रसोईयान सहित तीन डिब्बों में मध्यप्रदेश के रतलाम जिले में आलौत और थूरिया स्टेशनों के बीच आग लग गई थी। प्रभावित डिब्बों के यात्रियों को पांच-पांच हजार रुपये देने की घोषणा की गई है।

सरकार ने कहा है कि सोमालियाई समुद्री डाकुओं द्वारा बंधक बनाए गए भारतीयों की जान बचाना उसकी सबसे बड़ी प्राथमिकता है। प्रवासी भारतीय मामलों के मंत्री व्यालार रवि ने नई दिल्ली में कहा कि जब सरकार कोई उचित कार्रवाई करने का फैसला लेती है, तब उसके सामने पहला उद्देश्य बंधक बनाए गए हरेक भारतीय की जान बचाने का होता है। उन्होंने भरोसा दिलाया कि सरकार सही फैसला लेगी और तत्काल कार्रवाई करेगी। श्री व्यालार रवि ने कहा कि समुद्री डाकू अपने लोगों को छुड़ाने के लिए बंधकों के लिए सौदेबाजी कर रहे हैं। उन्होंने कहा कि भारतीय नौसेना ने कार्रवाई शुरू कर दी है और विदेश तथा गृहमंत्रालय इस मामले पर गौर कर रहे हैं।
नौसेना ने अपना एक युद्धपोत सोमालिया समुद्र की ओर रवाना कर दिया है। अदन की खाड़ी में समुद्री डाकुओं को दूर रखने के लिए भारतीय अंतरराष्ट्रीय समुद्री ज+ोन में गश्त लगा रही है। नौसेना के प्रवक्ता ने नई दिल्ली में बताया कि तलवार श्रेणी का यह युद्धपोत किसी भी स्थिति में समुद्री डाकुओं का मुकाबला करने के लिए तैयार है।

उधर, समुद्री डाकुओं की समस्या से निपटने के लिए दो दिन की एक उच्चस्तरीय बैठक दुबई में आज शुरु हुई। बैठक का उद्घाटन संयुक्त अरब अमीरात के विदेशमंत्री शेख अब्दुल्ला बिन जायेद-अल-नाहयान ने किया। बैठक में खाड़ी सहयोग परिषद के अधिकांश सदस्य देशों के विदेशमंत्री और सोमालिया तथा कुछ अफ्रीकी देशों के विदेशमंत्री शामिल हैं। हमारे संवाददाता ने बताया है कि संयुक्त अरब अमीरात में भारतीय राजदूत एम.के.लोकेश ने इस बैठक में भारत का प्रतिनिधित्व किया।
इस सम्मेलन में समुद्री डकैती के बढ़ते खतरों और इसे खत्म करने के सहयोगात्मक साधनों पर विचार विमर्श के अलावा बंधकों और उनके परिवारों और समुदाय पर पड़ने वाले प्रभावों पर भी चर्चा हो रही है। अंतर्राष्ट्रीय मेरी टाइम ब्यूरो के अनुसार 2011 के पहले दो महीनों में ही 80 वाणिज्य जहाज इन लुटेरों का निशाना बने जिनमें से 19 को अगुवा कर लिया गया। लगभग 40 जहाज अब भी इन लुटेरों के कब्जों में हैं। जिनके 800 से अधिक नौकर्मी बंधक हैं। धीरेन्द्र ओझा आकाशवाणी समाचार दुबई।

गृहयुद्ध से ग्रस्त आइवरी कोस्ट की राजधानी अबिदजान से 44 भारतीयों को निकाल कर पडोसी देश घाना भेज दिया गया है। पिछले मंगलवार को ग्यारह महिलाओं और बारह बच्चों समेत छियासठ भारतीय नागरिकों को वहां से निकाला गया था। पिछले एक सप्ताह में अबिदजान से एक सौ दस से अधिक भारतीयों को निकाला गया है।

इराक में, बगदाद के ग्रीन जोन के बाहर दो आत्मघाती हमलों में सात लोग मारे गए हैं। 25 अन्य घायल हो गये हैं। सेना प्रवक्ता मेजर जनरल कासिम अल मूसवी ने कहा कि हमलावरों ने दो वरिष्ठ सरकारी अधिकारियों के कार काफिले को निशाना बनाया। इन अधिकारियों में एक सैन्य अधिकारी और दूसरा मंत्रिमंडलीय अधिकारी था। इसके पहले दो अन्य विस्फोटों में तीन लोग मारे गये थे और 15 अन्य घायल हो गये थे।

लीबिया में सरकार समर्थक सैनिकों ने विद्रोहियों के कब्ज+े वाले मिसराता शहर पर आज गोलीबारी तेज कर दी है। पूर्वी मोर्चे से भी भीषण लड़ाई की खबरें मिली हैं। देश के तीसरे सबसे बड़े शहर मिसराता पर कब्ज+े के लिए जबर्दस्त लड़ाई चल रही है। सरकार समर्थक सेनाओं की ओर से शहर पर तोपों से गोले बरसाए जा रहे हैं, इनमें कल सत्रह लोग मारे गए थे। अजदाबिया में विद्रोहियों की पूर्वी अग्रणी चौकी पर हमला लगातार जारी है। विद्रोही सेनाएं इस चौकी का इस्तेमाल सामरिक दृष्टि से महत्वपूर्ण ब्रेगा तेल बंदरगाह पर फिर से कब्जा करने के लिए कर रही हैं।

जापान के प्रधानमंत्री नाओटो कान ने आज कहा कि उनका देश नये परमाणु संयंत्र बनाने की योजना स्थगित कर देगा और परमाणु ऊर्जा नीति की पूरी समीक्षा करेगा। जापानी संसद (डाइट) की एक समिति की बैठक में उन्होंने कहा कि फुकुशिमा परमाणु संयंत्र में घटना क्यों घटी, यह जानने के लिए व्यापक जांच कराने की आवश्यकता है।

मुंबई के शेयर बाजार में मुद्रास्फीति कच्चे तेल के ऊंचे मूल्य और एशियाई बाजारों में कमजोरी के बीच सेंसेक्स 296 अंक गिरकर 19 हजार 91 पर बंद हुआ। नेंशनल स्टॉक एक्सचेंज का निफ्‌टी 95 अंक फिसल कर पांच हजार 729 पर जा पहुंचा। देश में डॉलर के मुकाबले रूपया 12 पैसे कमजोर हुआ। एक डॉलर का मूल्य 44 रूपये 46 पैसे रहा। दिल्ली के सर्राफा बाजार में चांदी एक हजार एक सौ रूपये उछलकर रिकॉर्ड मूल्य 64 हजार तीन सौ रूपये प्रति किलो ग्राम पर जा पहुंची। सोना 70 रूपये महंगा होकर 21 हजार 780 रूपये प्रति 10 ग्राम हो गया जो नया रिकॉर्ड है।

योजना आयोग का लक्ष्य अगले वर्ष से शुरु होने वाली पंचवर्षीय योजना में आर्थिक विकास की दर बढ़ाकर दस प्रतिशत लाने का है। यह मौजूदा योजना के मुकाबले करीब दो प्रतिशत ज्यादा होगा। चालू योजना में आठ दशमलव एक प्रतिशत के आसपास आर्थिक विकास दर रहने की उम्मीद है। अगली योजना का दृष्टिकोण दस्तावेज तैयार करने संबंधी पहली बैठक के बाद योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया ने बताया कि विकास समग्र होने के साथ-साथ टिकाऊ भी होना चाहिए।

भारत के आधुनिकतम दूर संवेदी उपग्रह रिसोर्ससैट-2 को धु्रवीय उपग्रह प्रक्षेपण यान पीएसएलवी द्वारा अंतरिक्ष में छोड़ने के सिलसिले में उल्टी गिनती आज शुरू हो गई। इसे बुधवार को श्री हरिकोटा के सतीश धवन अंतरिक्ष केन्द्र से सवेरे दस बजकर 12 मिनट पर अंतरिक्ष में छोड़ा जाएगा। इनसे लिए गए चित्रों से कृषि कार्यों और आपदा प्रबंधन में मदद मिलेगी।

राष्ट्रपति प्रतिभा देवी सिंह पाटिल ने जयपुर के अंतिम महाराजा ब्रिगेडियर सवाई भवानी सिंह के निधन पर शोक व्यक्त किया है। अपने शोक संदेश में उन्होंने कहा कि वे, एक सेना अधिकारी और एक राजनयिक के रूप में अपने विशिष्ट कार्यों के लिए सदैव याद किये जाते रहेंगे। 80 वर्षीय ब्रिगेडियर सिंह का लम्बी बीमारी की वजह से शनिवार रात गुड़गांव के एक अस्पताल में निधन हो गया था।

74 per cent polling has been reported in today's first phase of elections that took place in 54 Assembly Constutuencies in West Bengal. Briefing reporters in New Delhi, the Deputy Election Commissioner, Mr Vinod Zutshi said that polling exercise was totally peaceful and incident free.

State Chief Electoral Officer Sunil Gupta said in Kolkata this evening that 92 electronic voting machines were replaced in various polling stations due to technical snag. Boycotting of votes was also reported from polling booths in Malda and South Dinajpur districts. The Police arrested ten persons as preventive measures from different parts of North Bengal today. Polling took place today in six North Bengal districts. Altogether 364 candidates were in the fray. More from our Darjeeling correspondent:

In more election news, In Assam, over 79 percent voters exercised their franchise in six polling centers in three assembly segments for which repolling was held today. The Election Commission had ordered repolls in these centers following reports of stray violence and electoral malpractices during the second phase of elections on 11th of this month. The additional Chief Electoral officer of the state Mukesh Shahoo said the repolling ended peacefully at three this afternoon.

The Home Minister Mr. P.Chidambram has assured a free and fair probe into the alleged fake CD controversy involving eminent lawyer Shanti Bhushan. He told reporters in New Delhi today that he has been assured by Delhi Police that there will be a through probe . He said the CD will be examined in atleast two laboratories for separate reports. Shanti Bhushan's son Prashant Bhushan yesterday claimed that the CD purportedly containing conversations between Shanti Bhushan and Samajwadi Party leaders Mulayam Singh Yadav and Amar Singh, is fabricated to tarnish the image of civil society's representatives in the Joint Drafting Committee of a comprehensive Lok Pal Bill.

Meanwhile the war over the alleged fake CD reached the Supreme Court today when senior advocate Shanti Bhushan sought contempt proceedings against politician Amar Singh for fabricating conversations between the two and Mulayam Singh Yadav. Agency reports said, Bhushan, a member of the Joint Drafting Committee on Lokpal Bill, wants his plea be placed before Chief Justice S H Kapadia for taking suo motu cognizance. Bhushan sought a probe by a special investigation team to find out as to who all are the persons involved in the fabrication of the CD and its dissemination.

After being behind bars for nearly four months, civil rights activist Binayak Sen was released this evening from the Chattisgarh central prison where he is serving a life sentence. The Supreme Court had granted him bail, three days ago. The 61-year-old old medical doctor, who was sentenced to life by a local court on charges of sedition and links with Maoists, was reunited with his family. Hours before he walked free out of his cell in the Raipur prison, Additional District and Sessions Judge BP Verma directed Sen to surrender his passport as a bail condition in line with the Supreme Court order and that he be released on a personal bond and surety of 50,000 rupees each. The session judge also ordered Sen not to leave the country and appear in the High Court during hearings as and when required.

Binayak Sen asserted that he is not a traitor and said the Supreme Court observation in his case will have deep political implication. He also welcomed Law Minister Veerappa Moily's stand that the country's sedition laws needed a relook and gave a clarion call for a campaign by the civil society against these legislations. He said, he knew in his heart that he have never betrayed our country.

The Railways have ordered a probe into the fire on the Mumbai- Delhi Rajdhani Express. Sources said in Delhi, that a three-member committee would examine the reasons for the incident. The train reached New Delhi Railway Station this afternoon. An ex-gratia amount of Five Thousand rupees each has been announced for passengers of the affected coaches.

The Delhi government will file a detailed report to the Centre by end of this month as response to the findings of the Shunglu Committee. The committee had blamed Chief Minister for alleged irregularities in certain CWG projects. Mrs. Sheila Dikshit told this to reporters in New Delhi today. The city government had sent a brief report to Prime Minister last month. In the brief report, the government had rejected almost all the findings of the panel and instead accused it of deliberately choosing to adopt a logic of convenience in finding corruption in every policy and every tender of the government. The government is now preparing a detailed report in response to the Shunglu committee findings.

In a major step towards simplification of income tax return filing, the Finance Ministry has introduced simpler income tax return forms Sahaj and Sugam. This is aimed at reducing compliance burden on salaried persons and small businessmen. CBDT Chairman Sudhir Chandra told reporters in New Delhi today that efforts are being made to facilitate electronic filing through Sahaj and Sugam I-T return forms.

Government has said that saving the lives of Indians held hostage by Somali pirates is its prime concern. Overseas Indian Affairs Minister Vayalar Ravi said today in New Delhi, the guiding factor for the government is to protect the lifef every Indian held hostage when it decides on taking appropriate action. He said the Indian Navy had gone into action and the Ministries of External Affairs and Home were dealing with the matter. Somalian pirates, who took a multi-million dollar ransom from MT Asphalt Venture, released eight of the 15 Indian crew members last week. As per negotiations reportedly held between the shipping company and the pirates, the latter were supposed to release all the Indian crew members on the hijacked ship. But the Somali pirates now want Indian authorities to release all their arrested men in Mumbai before freeing the remaining Indians.

Meanwhile a high level meeting on piracy got underway in Dubai today aiming to seek solutions to the menace. The Piracy meet was inaugurated by Minister of Foreign Affairs of United Arab Emirates Sheikh Abdullah bin Zayed al Nahyan. The participants included the Foreign Ministers of most Gulf Cooperation council countries, and Foreign Ministers of Somalia, and some African countries. Indian Ambassador to United Arab Emirates, M K Lokesh represented the country in the conference. Apart from delegate of International Maritime Bureau, the representatives from the maritime industry are also attending the conference.

In Iraq, 7 people have been killed and 25 others injured in two car bomb blasts outside Baghdad's Green Zone. According to Baghdad military spokesman Maj. Gen. Qassim al-Moussawi, the bombers targeted the motorcades of two senior government officials. The cars blew up just outside a security checkpoint on a heavily travelled road leading into the Green Zone from Baghdad's international airport. Earlier two more bombings and a jewellery heist left three more dead and 15 wounded.

The Planning Commission aims to accelerate the economic growth to ten per cent in the next five year plan beginning next year. This will be about two per cent higher than the current plan. The growth in this plan is expected to be around 8.1 per cent. Briefing reporters after the first meeting for preparing approach document for the next plan, the Deputy Chairman of Planning Commission, Montek Singh Ahulawalia told reporters that the growth has not only been inclusive but sustainable as well. The meeting of the full Planning Commission to be chaired by the Prime Minister, is likely to be held on 21st of this month.

President Pratibha Devisingh Patil has condoled the death of Brigadier Sawai Bhawani Singh. In her condolence message, Mrs Patil said, the nation will always remember his distinguished services as an Army Officer and a diplomat. The last titular Maharaja of Jaipur, Brigadier Singh died after a prolonged illness late on Saturday night at a private hospital in Gurgaon.

In Libya, pro-government troops intensified shelling in the rebel-held city of Misurata today, a fierce battle is also reported from the eastern frontline. A pitched battle is on for control of the country's third-largest city Misurata. The city had come under heavy artillery attack from pro-government troops. There was also no let up in the offensive on the rebels eastern frontline outpost of Ajdabiyah, being used by the rebel forces as a staging post to regain the strategic oil port of Brega.

Japanese Prime Minister Naoto Kan today said his country will freeze plans to build new atomic facilities and carry out a thorough review of its nuclear energy policy. Speaking in a Diet committee meeting today, Kan said a comprehensive examination is needed to determine why an accident like the one at the Fukushima Daiichi nuclear power plant happened.
