मुख्य समाचार :

• सरकार ने फर्जी पायलट लाइसेंस जारी करने में अंदरूनी लोगों की कथित भूमिका का पता लगाने के लिए समिति बनाई। रिपोर्ट छह सप्ताह के भीतर सौंपी जाएगी।

 सरकार ने फर्जी पायलट लाइसेंस जारी करने में अंदरूनी लोगों की कथित भूमिका का पता लगाने के लिए एक समिति बनाई है। हमारे संवाददाता ने नागरिक उड्डयन मंत्रालय के सूत्रों के हवाले से खबर दी है कि १२ सदस्यों की यह समिति पायलट लाइसेंसों में हेराफेरी करने में  अंदरूनी लोगों की भूमिका के आरोपों की जांच करेगी। यह समिति छह हफ्ते के अंदर अपनी रिपोर्ट देगी और व्यवस्था में सुधार करने और पायलटों को मान्यता देने की प्रक्रिया की खामियां दूर करने के बारे में अपनी राय देगी। नागरिक उड्डयन मंत्रालय में संयुक्त सचिव, समिति के निष्कर्षों पर गौर करेंगे। समिति में उड्डयन विश्लेषक, नेशनल इम्फोरमेटिव सेंटर के वरिष्ठ अधिकारी, एयर इंडिया और वायुसेना के विशेषज्ञ शामिल होंगे। इससे पहले, नागरिक उड्डयन निदेशालय ने पायलट लाइसेंस व्यवस्था में पूरी तरह संशोघन करने के साथ साथ विशेषज्ञों की एक स्वतंत्र संस्था बनाने की भी घोषणा की थी जो फ्लाइंग स्कूलों के कामकाज की जांच करेगी। यह विशेषज्ञ समिति इन स्कूलों के स्तर के साथ साथ उनके बुनियादी ढांचे और पायलटों को लाइसेंस देने संबंधी रिकार्डों की भी जांच करेगी। अब तक जाली लाइसेंस घोटाले में छह लोगों को गिरफ्तार किया गया है। इनमें  इंडीगो की परमिन्दर कौर गुलाटी और एयर इंडिया के जे० के० वर्मा शामिल हैं।

 प्रधानमंत्री ने कहा है कि शुंगलु समिति की रिपोर्ट का विभिन्न मंत्रालय अध्ययन कर रहे हैं और उनकी राय अभी तक नहीं मिली है। नई दिल्ली में पदम अलंकरण समारोह के दौरान डॉक्टर मनमोहन ंिसंह ने पत्रकारों से यह बात कही। दो सदस्यों की शुंगलु समिति का गठन प्रधानमंत्री ने राष्ट्रमंडल खेल परियोजनाओं में कथित अनियमित्तता और प्रसारण अधिकार विवाद की जांच के लिए किया था। प्रधानमंत्री से पूछा गया कि वे कल भारत और श्रीलंका के बीच क्रिकेट विश्व कप फाइनल देखेंगे या नहीं, इस पर डॉक्टर सिंह ने कहा कि वे मैच देखेंगे लेकिन उन्हें असम जाना है। प्रधानमंत्री ने कामना की कि भारत की टीम विश्व कप जीतेगी और पूरा देश शुभकामना दे रहा है।

 उच्चतम न्यायालय ने आज सरकार को प्रसार भारती के निलम्बित मुख्य कार्यकारी अधिकारी बी० एस० लाली की कथित अनियमितताओं की जांच के बारे में सीबीआई रिपोर्ट दाखिल करने का निर्देश दिया। प्रधान न्यायाधीश न्यायमूर्ति एस० एच० कापड़िया की अध्यक्षता वाली पीठ ने छह हफ्ते के अंदर यह रिपोर्ट मांगी है। न्यायालय ने लाली से भी कहा है कि प्रसार भारती का कामकाज चलाने में उनकी कथित अनियमितताओं के बारे में सरकार द्वारा पेश सबूतों पर  चार हफ्ते के अंदर अपना जवाब दें। उच्चतम न्यायालय ने लाली को हटाने की राष्ट्रपति की सलाह पर १४ फरवरी को कार्रवाई शुरू की थी और केन्द्र से लाली द्वारा की गई कथित अनियमितताओं के सबूत पेश करने को कहा था।

 ओड़िशा सरकार ने नियामगिरी पहाड़ों पर वेदान्त बॉक्साइट खनन परियोजना को पर्यावरण संबंधी मंजूरी न देने के केन्द्र के फैसले को आज उच्चतम न्यायालय में चुनौती दी है। पर्यावरण मंत्रालय के २४ अगस्त २०१० के आदेश को चुनौती देते हुए ओड़िशा सरकार ने ओड़िशा खनन निगम के जरिये याचिका दायर की है। इसमें कहा गया है कि केन्द्र का यह फैसला परियोजना को मंजूरी देने के उच्चतम न्यायालय के पहले के आदेश का उल्लंघन है। ओड़िशा खनन निगम की तरफ से पेश हो रहे वरिष्ठ वकील के के वेणुगोपाल ने कहा कि यह आदेश गैर कानूनी, मनमाना और उच्चतम न्यायालय के आदेश का उल्लंघन है। न्यायमूर्ति पी०  सदाशिवम की अध्यक्षता वाली पीठ ने इस याचिका पर सुनवाई की मंजूरी दी। पीठ ने यह सुझाव भी दिया कि अगर राज्य सरकार और खनन निगम यह समझते हैं कि केन्द्र का यह आदेश उच्चतम न्यायालय के आदेश का उल्लंघन है तो वे केन्द्र के खिलाफ न्यायालय की अवमानना की याचिका दायर कर सकते हैं। केन्द्र ने पिछले वर्ष २४ अगस्त को ओड़िशा में लंदन की कंपनी वेदान्त ग्रुप की एक अरब ७० करोड़ डॉलर की इस बॉक्साइट खनन परियोजना को पर्यावरण संबंधी मंजूरी नहीं दी थी।

 सरकार ने धरती के बढ़ते तापमान पर काले कार्बन के असर का अध्ययन करने के लिए राष्ट्रीय कार्बनिक एयरोसोल कार्यक्रम के तहत काला कार्बन अनुसंधान पहल नाम से  कार्यक्रम शुरू किया है। बायोमास के पूरी तरह न जलने, ठोस ईंधन से चूल्हा जलाने और डीजल के धुंए से काले कार्बन के कण निकलकर हवा में तैरते रहते हैं। पर्यावरण और वन मंत्रालय के अनुसार इस अध्ययन के तहत लम्बे समय तक एयरोसोल की निगरानी, बर्फ पर काले कार्बन के असर की निगरानी तथा काले कार्बन के स्रोतों के परिमाण  का अनुमान और बर्फ और हिमनद पिघलने के स्वरूप में बदलाव के प्रभाव को समझना शामिल है।

 देश के निर्यात में अप्रैल से फरवरी २०१०-११ के दौरान पिछले वर्ष की इसी अवधि की तुलना में ३१ प्रतिशत का इजाफा हुआ है, जबकि इसी अवधि के दौरान आयात १८ प्रतिशत बढ़ा है। वाणिज्य मंत्रालय के ताजा आंकड़ों के अनुसार अप्रैल २०१० से फरवरी २०११ के दौरान २० हजार आठ सौ करोड़ अमरीकी डॉलर मूल्य का निर्यात हुआ, जबकि इसी अवधि में ३० हजार पांच सौ करोड़ डॉलर की वस्तुओं का आयात किया गया। इसी अवधि के दौरान व्यापार घाटा  नौ हजार सात सौ करोड़ अमरीकी डॉलर रहने का अनुमान है जबकि पिछले वर्ष की इसी अवधि में व्यापार घाटा १० हजार करोड़ डॉलर का था।

  उत्तर प्रदेश में गेहूँ की खरीद आज शुरू हो गयी। सरकार ने रबी मौसम में गेहूँ का न्यूनतम समर्थन मूल्य एक हजार एक सौ बीस रूपये प्रति क्विंटल तय किया है और इस मौसम में ४० लाख मीट्रिक टन गेहूँ खरीदने का लक्ष्य है। राज्य में सरकारी एजेंसियों ने गेहूँ खरीदने के लिए करीब साढ़े चार हजार केन्द्र खोले हैं। हमारे गोरखपुर संवाददाता ने बताया है कि इस साल बहुत अधिक उपज होने के कारण भंडारण की समस्या पैदा हो गई है। राज्य सरकार ने खलिहानों में रखे अनाज को आग से बचाने के एहतियाती उपाय अपनाने का आदेश दिया है। पूरे राज्य में दमकल गाड़ियों को सतर्क कर दिया गया है और गांवों में अस्थायी अग्निशमन केन्द्र बनाये गए हैं।

 असम में विधानसभा चुनाव के पहले चरण के मतदान के लिए मतदान अधिकारी आज मतदान केन्द्रों के लिए रवाना होने लगे हैं। मतदान अधिकारी आज सवेरे उत्तरी कछार पर्वतीय जिले के हाफलोंग विधानसभा क्षेत्र के लिए रवाना हुए, जहां चार अप्रैल को ६९ केन्द्रों पर वोट डाले जाएंगे। यहां प्रचार की गति बहुत धीमी है ।  हमारे संवाददाता ने खबर दी है कि इस पहाडी  इलाके में अभी तक किसी भी प्रमुख दल का कोई नेता नहीं पहुंचा है।

 इस बीच, इस चरण के चुनाव प्रचार में केवल एक दिन बाकी है इसलिए अधिकतर राजनीतिक दल मतदाताओं को लुभाने के भरसक प्रयास में जुटे हुए हैं। कांग्रेस अध्यक्ष सोनिया गांधी करीमगंज, बोकाजान और खुमताई विधानसभा निर्वाचन क्षेत्रों में अनेक सभाओं को सम्बोधित करेंगी। असम गण परिषद नेता प्रफुल्ल कुमार मोहंता और चन्द्रमोहन पाटोवारी के अलावा वाममोर्चा, एआईयूडीएफ और अन्य राजनीतिक दलों के वरिष्ठ नेताओं ने मतदाताओं को अपने पक्ष में करने के प्रयास तेज कर दिए हैं। डिब्रुगढ़ से हमारें संवाददाता ने बताया है कि विभिन्न दलों के नेताओं के साथ-साथ बॉलीवुड स्टार भी प्रचार में लगे हैं। प्रचार कल शाम समाप्त हो रहा है।

 पश्चिम बंगाल विधानसभा चुनाव के लिए चुनाव प्रचार जोरों पर हैं उम्मीदवार घर घर जाने के साथ साथ खुले वाहनों में भी प्रचार कार्य कर रहे हैं। कोलकाता के विभिन्न हिस्सों में जुलूस भी निकाले गए । हमारे संवाददाता सुदीप बैनर्जी ने खबर दी है कि भारतीय जनता पार्टी ने अपने नौ और उम्मीदवारों की सूची जारी की है। इन्हें मिलाकर पार्टी ने विधानसभा की दो सौ ९४ सीटों में से दो सौ नब्बे के लिए अपने उम्मीदवारों की घोषणा कर दी है। उधर, दार्जिलिंग से हमारे संवाददाता ने खबर दी है कि जिले के कई हिस्सों में प्रचार में तेजी आ गई है।

 तमिलनाडु में विधानसभा चुनावों में अब केवल १२ दिन रह गए और चुनाव प्रचार अपने चरम पर पहुंच रहा है। डीएमके अध्यक्ष एम० करूणानिधि और ऑल इंडिया अन्ना डी एम के अध्यक्ष जयललिता सहित शीर्ष राजनीतिक नेता चुनाव प्रचार के दूसरे चरण में नुक्कड़ सभाओं को संबोधित कर रहे हें। हमारे संवाददाता ने बताया है कि मुख्यमंत्री पद के दावेदार दो उम्मीदवार मध्यवर्ती जिलों से चुनाव लड़ रहे हैं जबकि राज्य के कई मंत्री दक्षिणी क्षेत्रों से चुनाव मैदान में हैं। तिरूनेलवेली जिले में सबसे ज्यादा उम्मीदवार हैं।

 मार्क्सवादी कम्युनिस्ट पार्टी के महासचिव प्रकाश करात ने कहा है कि कृषि क्षेत्र में अधिक विदेशी निवेश की केन्द्र सरकार की पहल देश के किसानों के हितों को नुकसान पहुंचाएगी। केरल में त्रिशूर में कुन्नाकुलम में आज सवेरे चुनाव सभा में श्री करात ने आवश्यक वस्तुओं की बढ़ती कीमतों के लिए यूपीए सरकार की नीतियों की आलोचना की। दूसरी ओर तिरूअनन्तपुरम से हमारे संवाददाता ने खबर दी है कि सभी राजनीतिक पार्टियों ने अपना चुनाव अभियान शुरू कर दिया है।

पुद्दुचेरी में, विधानसभा चुनाव वाले बड़े राज्यों से हटकर, राजनीतिक दलों के नेता और प्रत्याशी घर-घर जाकर मतदाताओं को लुभाने में विश्वास रखते हैं। किसी भी निर्वाचन क्षेत्र में ३० हजार से ज्यादा मतदाता नहीं हैं।  पुद्दुचेरी के ३० निर्वाचन क्षेत्र में १८७ उम्मीदवारों के भाग्य का फैसला कुल आठ लाख १० हजार मतदाता करेंगे। वहां १३ अपै्रल को होने वाले चुनाव मे सत्तारूढ़ कांग्रेस ने डीएमके, पीएमके, और वीसीके पार्टी के साथ चुनावी गठबंधन किया है। विपक्षी ऑल इंडिया एनआर कांग्रेस पार्टी  एआईए-डीएमके, सीपीआई और डीएमडीके साथ मिलकर चुनाव लड़ रही है। भारतीय जनता पार्टी और बहुजन समाज पार्टी ने किसी भी दल के साथ तालमेल नहीं किया है।

पुडुचेरी में आज कांग्रेस पार्टी ने विधानसभा चुनाव के लिए अपना  चुनाव घोषणापत्र जारी कियां। घोंषणा पत्र में छात्रों और महिलाओं सहित विभिन्न वर्गों के लोगों को कई तरह के प्रोत्साहन और रियायतें देनें का वायदा किया गया है। इसे जारी करते हुए प्रदेश कांग्रेस अध्यक्ष ए० वी० सुब्रहमण्यम ने कहा कि अगर कांग्रेस पार्टी सत्ता में आई तो वह सभी चार क्षेत्रों का एक समान विकास सुनिश्चित करेगी।

 अंतर्राष्ट्रीय क्रिकेट परिषद-आई सी सी ने आज भारतीय टेलीविजन न्यूज चैनलों पर एक्रेडीशन दिशानिर्देशों के उल्लंघन का आरोप लगाते हुए क्रिकेट विश्वकप के फाइनल की कवरेज करने से रोक दिया । दोनों टीमों के कप्तानों और आईसीसी के अध्यक्ष शरद पवार के मैच पूर्व संवाददाता सम्मेलनो ंमें भाग लेने आए चैनलों के प्रतिनिधियों को वानखेड़े स्टेडियम परिसर से बाहर रहने को कहा गया। कल रात इस मुद्दे को सुलझाने के लिए लंबे समय तक चली बातचीत के बावजूद न्यूज ब्राडकास्टर एसोसिएशन और आईसीसी के बीच मैच के कवरेज की शर्तों पर समझौता नहीं हो सका।

 आई सी सी के अध्यक्ष शरद पवार ने इस फैसले का समर्थन किया है। उन्होंने आज कहा कि वे कल हुई आई सी सी की बैठक में मौजूद नहीं थे, लेकिन आई सी सी ने जो भी फैसला किया है, वह अंतिम है।  श्री पवार ने विश्व कप के कुछ मैच अपने यहां आयोजित करने में आई सी सी को समर्थन देने के लिए श्रीलंका और बंगलादेश क्रिकेट संघों को धन्यवाद दिया। उन्होंने क्रिकेट प्रमियों से अपील की कि वे कड़ी सुरक्षा को देखते हुए कल वानखेड़े स्टेडियम के बाहर अनावश्यक भीड़ न लगायें। श्री पवार ने विश्व कप के दौरान मैच फिक्सिंग की अटकलों को गलत बताया और कहा कि आई सी सी पूरी नज+र रख रही है।

 भारत करीब २८ वर्ष बाद क्रिकेट विश्व कप  चैम्पियन बनने से केवल एक कदम दूर है। कल क्रिकेट विश्व कप के फाइनल में वह श्रीलंका के साथ भिड़ेगा और पहली बार फाइनल में एशिया की दो टीमें आमने सामने होंगी। मुम्बई के वानखेड़े स्टेडियम में दिन रात के इस मैच को देखने के लिए हजारों क्रिकेट प्रेमियों के साथ राष्ट्रपति प्रतिभा देवी सिंह पाटील और श्रीलंका के प्रधानमंत्री महेन्दा राजपक्षे में मौजूद रहेंगे। भारत की टीम लाखों क्रिकेट प्रेमियों की शुभकामनाओं और सेमीफाइनल में अपने चिरप्रतिद्वंद्वी पाकिस्तान पर विजय से उत्सााहित मैदान में उतरेगी । लार्डस्‌ के ऐतिहासिक मैदान में १९८३ में विश्व कप जीतने के बाद भारत एक बार फिर क्रिकेट के इस महासंग्राम को फतह करने के करीब है। भारत और श्रीलंका ने एक एक बार क्रिकेट विश्व कप पर कब्जा किया है।

 हमारी संवाददाता ने खबर दी है कि स्टेडियम और उसके आसपास सुरक्षा के कड़े प्रबंध किये गए हैं। खेल से जुड़े लगभग हर व्यक्ति को उंगलियों के निशानों की जांच सहित पूरी सुरक्षा जांच से गुजरना पड़ रहा है। वानखेड़े स्टेडियम को उड़ान वर्जित क्षेत्र भी घोषित किया गया है।

 कल के फाइनल से पहले दोनों ही टीमों के सामने कुछ खिलाड़ियों की चोटों को लेकर चिंता बनी हुई है। मोहाली में पाकिस्तान के साथ रोमांचकारी सेमीफाइनल में अच्छी गेंदबाजी करने वाले आशीष नेहरा उंगली की चोट के कारण फाइनल में नहीं खेल पायेंगे। इसी तरह श्रीलंका भी मुरलीधरन और ऑल राउंडर एंजलो मैथ्यूस की चोटों को लेकर चिंतित है।  उनके स्थान पर सूरज रणदीव और चमिंडा वास को बुलाया गया है।

 राष्ट्रपति प्रतिभा देवी सिंह पाटील ने आज राष्ट्रपति भवन में कुछ और हस्तियों को पदम अलंकरण प्रदान किए। कुल मिलाकर  आज ६४ व्यक्तियों को पदम विभूषण, पदम भूषण और पदम श्री से सम्मानित किया गया। योजना आयोग के उपाध्यक्ष मोंटेक सिंह आहलुवालिया और विप्रो के अध्यक्ष अज+ीम प्रेम जी के साथ छह अन्य व्यक्ति पदम विभूषण से अलंकृत हुए। पदम भूषण से सम्मानित १६ व्यक्तियों में पूर्व विदेश सचिव श्याम शरण और आई सी आई सी आई की प्रबंध निदेशक चंदा कोचर शामिल हैं। पदम श्री से सम्मानित ४० व्यक्तियों में निशानेबाज गगन नारंग, एथलीट कृष्ण पूनिया, फिल्म अभिनेत्री काजोल और गायिका ऊषा ऊथुप शामिल हैं। इस अवसर पर विभिन्न केबिनेट मंत्री और राजनीतिक हस्तियां मौजूद थी।

 भारत में रोजगार की स्थिति और अवसरों के बारे में किए गए एक अध्ययन के अनुसार इस वर्ष देश में १० लाख ६० हजार नए रोजगार पैदा होने का अनुमान है। एक अध्ययन के अनुसार आठ प्रमुख शहरों में १३ औद्योगिक क्षेत्रों की ६५० कंपनियों की चालू वर्ष में रोजगार मुहैया कराने की योजना है।

 बम्बई शेयर बाजार में आज उतार-चढ़ाव जारी है। शुरूआती कारोबार में आज सेन्सेक्स में ११७ अंक से अधिक की तेज+ी आई। पिछले लगातार आठ सत्रों में इसमें एक हजार छह सौ छ अंकों की वृद्धि हुई थी। अब से कुछ देर पहले सेन्सेक्स --५३--अंक की गिरावट के साथ -१९ हजार-३४१ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी --२०--अंक गिरकर --५--हजार--८१३-पर आ गया। उधर जापान के निक्केई में भी शून्य दशमलव दो-आठ प्रतिशत और हांगकांग के हेंगसेंग में शून्य दशमलव एक-तीन प्रतिशत की बढ़त रही। अमरीका का डाऊ जोंस औद्योगिक सूचकांक शून्य दशमलव दो-पांच प्रतिशत की गिरावट के साथ बंद हुआ।

 यूनियन बैंक ऑफ इंडिया ने अपने ग्राहकों को एटीएम के ज+रिये आय कर जमा कराने की सुविधा दी है। वित्त राज्यमंत्री नमो नारायण मीणा ने आज नई दिल्ली में इस सुविधा का उद्घाटन करते हुए कहा कि केन्द्रीय   प्रत्यक्ष कर बोर्ड आय कर का आसानी से भुगतान करने में मदद करेगा।

 श्रीमति विजयलक्ष्मी के. गुप्ता को नया रक्षा वित्त सचिव नियुक्त किया गया है। उन्होंने  श्रीमती नीता कपूर के सेवानिवृत्त होने पर आज पदभार संभाला। १९७४ बैच की आईडीएएस अधिकारी श्रीमती गुप्ता  महिला एवं बाल विकास मंत्रालय तथा रक्षा मंत्रालय में वित्तीय सलाहकार के रूप में महत्वपूर्ण पदों पर कार्य कर चुकी हैं।

 जापान में भूकम्प और त्सुनामी से त्रस्त फुकुशिमा परमाणु बिजली घर के पास के इलाके से आए मांस में रेड़ियोधर्मिता की मात्रा निर्धारित सीमा से अधिक पाई गई है। परमाणु और औद्योगिक सुरक्षा एजेंसी के अधिकारियों ने बताया है कि इस इलाके के गोमांस की और जांच की जा रही है।

The government has set up a committee to dig out the alleged role of insiders in the issuance of bogus pilot licenses. AIR correspondent quoting sources in the Ministry of Civil Aviation reports a  twelve member committee would probe charges that several insiders had a role in the churning of tampered and fudged pilot licences. Besides submitting its report in six weeks' time, the committee will offer opinions on how well to contain the rut, cleanse the system and correct the faults in the examination process of accreditation of commanders in airlines.

A Joint Secretary in the Civil Aviation ministry would supervise the committee's findings. The committee will also include independent aviation analysts, seniors from the National Informatics Centre,  experts from Air India and specialists from the Indian Air Force.

Earlier, besides going for a complete overhaul of the pilot licencing system,  the DGCA had announced setting up of an independent body of experts that would probe into the functioning of flying schools that included not just the quality aspect but also infrastructure and scanning of records that go into the making of licences for aspiring pilots.  So far, six arrests have been made in the fake license scam, that includes two pilots - IndiGo pilot Parminder Kaur Gulati and Air India's J K Verma.

Prime Minister Dr. Manmohan Singh today said that various ministries are analysing the reports submitted by Shunglu Committee and he is yet to receive their comments. He was speaking to reporters on the sidelines of Padma Award Function in New Delhi. In reply to a question whether he will watch the World Cup Final between India and Srilanka tomorrow. Dr. Singh said he will be watching the match but has to go to Assam. Dr. Singh said, he hopes the Indian team wins the Cricket World Cup.

President Mrs Pratibha Devi Singh Patil today conferred Padma Awards, the country's highest civilian awards to  second batch of lumiaries at Rahtrapati Bhavan. A total of 64 awards were given under the categories of Padma Vibhusan, Padma Bhusan and Padma Shri. Padma Vibhusan Awardees include Deputy Chairman of Planning Commission Montek Singh Ahluwalia  and Wipro Chairman Azim Premji alongwith six others. The Padma Bhusan awards were conferred to sixteen individuals including former foreign secretary  Shyam Saran and Managing Director of  ICICI Chanda Kochar. Forty Padma Shri awardees include shooter Gagan Narang, athlete Krishna Poonia, film actress Kajol and Singer Usha Uthup, among others.

Various cabinet Ministers and political personalities were present on the occasion.

The country's Exports grew by over 31 percent during the period April to February 2010-11 compared to the corresponding period last year. The imports during the same period registered an increase of 18 percent. According to the latest statistics of Commerce Ministry, the total exports for the period April-February 2010 -11 are valued at over 2,08,000 million US Dollars while the imports during the same period are valued at over 3,05,000 million US dollars.

The trade deficit for April - February, 2010-11 is estimated at over 97000 million US dollars which is lower than the deficit of over 1,00,000 million US dollars during the corresponding period last year.

A study on the Indian employment trends and opportunities has revealed that the organised sector in India is set to create about 1.6 million new jobs this year. The study conducted by   the Ma Foi Randstad Employment Trends Survey (METS), indicates that in  nearly 650 companies across 13 industry sectors in eight major cities,  most employers are optimistic about their hiring plans for the current year. According to the study it is expected that Education, Banking, Health, Textile,Leather and other sectors will create more jobs this year. In early 2010, METS predicted the creation of one million jobs for the year and nearly 1.13 million jobs were created during the year, with healthcare sector generating 2.5 lakh jobs, hospitality 1.60 lakh and real estate sector 1.29 lakh jobs.

The Orissa government today approached the Supreme Court challenging the Centre's decision to reject environmental clearance to Vedanta bauxite mining project in Niyamgiri Hills. Challenging the Environment Ministry's order of August 24, 2010, the state government filed an application through Orissa Mining Corporation, contending that the Centre's decision was in violation of the Supreme Court's previous order giving a green signal to the project.  Senior advocate K K Venugopal, appearing for OMC, contended that the order was illegal, arbitrary and in violation of the apex court's direction. A bench headed by Justice P Sathasivam agreed to hear the plea and also suggested that the state government and the mining corporation may file a contempt petition against the Centre if they thought that the Supreme Court's order had been violated. The Centre had on August 24 last year rejected environmental clearance the UK-based Vedanta group's, 1.7 billion USD bauxite mining project proposed in Orissa.

In another case, The Supreme Court today directed the government to file the CBI report on the probe into alleged irregularities by suspended Prasar Bharati CEO B S Lalli in running the public broadcaster. A bench headed by Chief Justice S H Kapadia sought the report within six weeks.  The Apex Court had on February 14 initiated proceedings on a Presidential reference for Lalli's removal and asked the Centre to place evidence of alleged irregularities committed by him.

The government has launched the Black Carbon Research Initiative as part of the National Carbonaceous Aerosols Programmes  to study the impact of  black carbon on global warming. Black Carbon is a suspended particle which is produced from incomplete combustion from biomass burning , cooking with solid fuels and diesel exhaust. According to the Ministry of Environment and Forests, the study will  lead to long-term monitoring of aerosols, monitoring of impact of black carbon on snow, estimating magnitude of black carbon sources and to understand the influence of changes in snow and glacier melt patterns. The initiative is a five year research programme at a cost of 200 crore rupees and is part of India's efforts to build its scientific capacity to better understand climate change and its impacts. The Black Carbon Research Initiative is a multi-institutional programme involving 101 institutions from environment ministry, ministry of earth sciences, ministry of science and technology and department of space.

In Uttar Pradesh, procurement of wheat began today. The government has fixed minimum support price for current Rabi season at 1,120 rupees per quintal. The government has fixed a target of procuring 40 Lakh Metric Tonnes of wheat during the current season. About 4500 purchase centres have been opened by the state agencies to facilitate the procurement. AIR Gorakhpur correspondent reports that the high production of wheat has posed a problem of storage this year. Meanwhile, the state government has ordered to take precautionary measures to avoid fire during the storage of the grains in the fields. Fire tenders have been put on alert throughout the state for any exigency. Temporary fire stations have also been established in rural areas.

In Goa, the state government has decided to continue Konkani and Marathi as Medium of Instruction (MOI) for elementary education in the state, refusing the plea by section of parents to include English as the MOI. State Education Minister Atanasio Monserrate told the Legislative Assembly, that the government has decided to retain the existing system with the medium of instruction in primary standard from first to fourth in mother tongue and upper primary with standard fifth to seventh in English.

In Assam, movement of poll parties began today for the first phase of elections to be held in the State on Monday. According to State Election Office sources, poll officials along with election materials left for their destinations in 69 remote centres covered by dense forests in Haflong Assembly constituency in North Cachar Hills district this morning. Poll officials in other remote areas of Karbi Anglong and riverine areas of the Barak Valley will start from tomorrow.

AIR Correspondent reports that the political fortune of 485 candidates, including 38 women contestants, will be decided in this phase of polling by an electorate comprising eighty five lakh nine thousand eleven voters. Eleven thousand two hundred sixty four polling centres are spread over 13 districts in Upper Assam, Barak Valley and two hill districts.

AIR correspondent says that  with only a day remaining for campaigning for the first phase of elections, most of the parties are busy giving last minute touches to woo the voters.

Election campaigning is at a very low key in the lone Haflong constituency of Dima Hasao hill district of Assam.

AIR correspondent reports, any senior leader from any major party is yet to reach the insurgency riddled hilly terrains.

Dima Hasao has the dubious distinction of being a place where migratory birds come to Jatinga to commit suicide and though given an autonomous status under 6th schedule of the constitution, 1000 crore rupees given by the centre for its development has allegedly been diverted to insurgent activities.The former chief executive member of the Dima Hasao Autonomous Council (DHAC) Mohet Hojai, one of the prime accused and named in an NIA chargesheet, is contesting the elections from Guwahati Central Jail. He was arrested in 2009, for allegedly aiding and abetting a militant group and diverting funds to it. Hojai, who has filed his nomination as a candidate of the Autonomous State Demand Committee ,a registered political party in Assam, is contesting from the Haflong (ST) constituency. Interestingly, while the ASDC has entered into an adjustment with the Asom Gana Parishad in four other seats, both have fielded their candidates for Haflong. BJP candidate Kulendra Daulagupu,Congress candidate Govindrachandra Langthasa and ASDC’s Mohit Hojai are all from Dimasha tribe where as NCP has fielded a Jeme tribe candidate,Ijirangbe Jeme.The total electorate of the constituency are 1,30,188.

In Tamilnadu,  campaigning is reaching a feverish pitch, with only twelve days left for the elections. Top political leaders including DMK President Mr M.Karunanidhi, AIADMK Chief Jayalalitha are on their second leg of electioneering addressing road side meetings, from their specially designed campaign vehicles. AIR correspondent reports that though two Chief ministerial candidates are contesting from central districts, many state ministers are in fray from Constituencies in southern region. The highest number of candidates are Contesting from Tirunelveli district.

More than 700 candidates are contesting assembly elections from Southern districts. The temple town and political hub of southern districts, Madurai is getting into election mood. In most assembly segments in this part of the state, the main battle is between the DMK and AIADMK. However, the Left parties too have some presence Madurai while the BJP has made some inroads into Kanyakumari. The voters, who have been promised freebies by different political parties, seem eager to know the stand of different politicians’ on major issues of this belt. Industrialization of southern districts is one of the key issues in this area. The voters also want a solution of the Periyar Dam and want water level to be increased .

In West Bengal, campaigning is on for the forthcoming Assembly Election in the state.  Candidates are campaigning door to door on foot, and also on open vehicles to woo the voters.  Processions are also being taken out in different parts of Kolkata.  AIR correspondent reports, the BJP has come out with a list of 9 candidates taking the total number of candidates of the party to 290 in the 294 Assembly seats.  Releasing the list of candidates the state BJP President Mr. Rahul Sinha said that 4 seats have been left for BJP's ally, the Gorkha Janmukti Morcha which will contest 3 seats from the hills and one in the Tarai region. 

In Puducherry, unlike in poll bound bigger states, political leaders and candidates rely on door to door campaign, to woo voters, as constituencies are small with a maximum of 30,000 voters. Puducherry has a total electorate of just 8 lakh ten thousand voters. A total of 187 candidates are in the fray in 30 constituencies. The maximum number of 149 is in Puducherry, 25 in Karaikal, 10 in Yanam and three in  Mahe, both enclaves of Puducherry.

Though the union territory mostly follows the Tamil Nadu pattern of alliance, the roles are swapped as the two main Dravidian parties play the role of a minor partner in the front they figure in. The Congress is the dominant party in the union territory. After hard bargaining and with the Congress and NR congress refusing to budge, the DMK and AIADMK have been left only 10 seats to contest. Acknowledging the role of a minor partner, the AIADMK Supremo Ms. Jayalalitha, had declared that Mr Rangaswamy is the chief ministerial candidate during her campaign meeting, taking many by surprise.

The International Cricket Council today barred Indian television news channels from  covering the  World Cup final in Mumbai tomorrow, accusing them of breaching the accreditation guidelines. Representatives of the channels, who had come to attend the pre-match press conferences of the rival captains and ICC President Sharad Pawar were asked to stay out of the Wankhede stadium complex. Despite marathon negotiations to resolve the matter last night, the News Broadcasters' Association (NBA) and the ICC could not reach an agreement on terms of coverage. During the Mohali match, the ICC officials had allowed only those channels who were not in the banned list to enter the stadium while others had to report from outside the venue.

Keeping pace with the  ongoing elaborate preparations for hosting the cricket World Cup final in Mumbai, it's time for the teams to iron out the flaws and follies that might otherwise turn turtle their dream they have reached so close to realizing. To ensure their efforts through the last 42 days of fierce competition don't go waste tomorrow, every player of each side must be reflecting on his weak tricks earlier beside his strength and potential simultaneously.so that they put up their last and the best one final time. Both the countries have earlier won the World Cup once eacn. India in 1983 with Kapil Dev leading the side to subdue the then two time champions West Indies led by Clive Lloyd and Srilanka beating Australia in Lahore in 1996. More than two decades after their incredible World Cup triumph at the historic Lord's, India find themselves on the threshold of probably their biggest cricketing moment as they brace up for a nerve-wrecking battle for supremacy at the renovated Wankhede stadium. Both the teams have some injury concerns ahead of the match. However, this world cup final will be the perfect backdrop for the greatest batsman Sachin Tendulkar and greatest bowler Muttiah Murlitharan of this era to excel one last time before making an exit. Mumbai has been turned into a virtual fortress. The Navy, coast guard and marine wing of the Mumbai police will patrol the sea front.
