आर्थिक मामलों की मंत्रिमंडलीय समिति-सीसीईए ने आज ऊर्जा के बारे में केयर्न-वेदांत समझौता, मंत्री समूह को भेज दिया है। नई दिल्ली में बैठक के बाद पेट्रोलियम मंत्री एस जयपाल रेड्डी ने कहा कि इस मंत्रिसमूह की अध्यक्षता वित्त मंत्री प्रणब मुखर्जी करेंगे। ब्रिटेन के वेदांत गु्रप ने कल कहा था कि उसे केयर्न इंडिया में ५१ प्रतिशत शेयर प्राप्त करने की सेबी की अनुमति मिल गई है और वह शीघ्र की एक ओपन ऑफर लाएगा।साढ़े छह अरब बैरल के राजस्थान ब्लॉक मे ७० प्रतिशत की हिस्सेदारी वाली केयर्न इंडिया किसी प्रकार की रायल्टी का भुगतान नहीं करती है और रायल्टी को लागत वसूली योग्य बनाने के पक्ष में नहीं है इस ब्लॉक के बाकी के तीस प्रतिशत शेयर ओएनजीसी के पास है।
मंत्रिमंडलीय समिति ने राष्ट्रीय स्वच्छ ऊर्जा निधि के गठन को भी मंजूरी दे दी है। वित्त विधेयक में स्वच्छ ऊर्जा टेक्नोलॉजी के क्षेत्र में उद्यमों और अनुसंधान में निवेश के लिए एक निधि बनाने का प्रावधान किया गया था। इस निधि से धन प्राप्त करने वाली योजना और परियोजनाओ को मंजूरी देने के लिए मंत्रियों का एक समूह गठित किया गया है।

केन्द्रीय मंत्रिमंडल ने आज राष्ट्रीय जल मिशन के व्यापक मिशन दस्तावेज++ को मंजूरी दी, जिसका उद्देश्य पानी बचाना, बर्बादी रोकना और विभिन्न राज्यों में समन्वित जल संसाधनों के विकास और प्रबंध के जरिये पानी का समान वितरण सुनिश्चित करना है। जल-मिशन, आठ राष्ट्रीय मिशनों में से एक है जो राष्ट्रीय जलवायु परिवर्तन कार्ययोजना का एक मुख्य अंग है। ----

सामाजिक कार्यकर्ता अन्ना हजारे का आमरण अनशन जारी है। उनके उददेश्य के प्रति एकजुटता व्यक्त करने के लिए आज बड़ी संख्या मे लोग उनसे मिलने पहुंचे। उन्होने प्रधानमंत्री मनमोहन सिंह को एक पत्र लिखा है और भ्रष्टाचार से निपटने के लिए एक व्यापक कानून बनाने की मांग की है। पत्रकारों से बातचीत में अन्ना हजारे ने कहा कि उन्होंने प्रधानमंत्री से प्रस्तावित कानून को अधिक कारगर बनाने के लिए उसमें संशोधन करने का आग्रह किया है। उन्होंने प्रस्तावित मसौदे में उठाये गये मुद्दों को स्वीकार करने का सुझाव दिया। इससे पूर्व दिन में उन्होंने कांग्रेस पर लोगों को गुमराह करने का आरोप लगाया और कहा कि इसके लिए वह उनके आंदोलन को अनावश्यक बता रही है। उन्होंने इस मुद्दे के राजनीतीकरण के लिए भाजपा की भी आलोचना की।
विधिमंत्री वीरप्पा मोइली ने कहा कि सरकार संसद के अगले सत्र में भ्रष्टाचार विरोधी विधेयक लाना चाहती है। उन्होंने कहा कि प्रधानमंत्री ने भ्रष्टाचार से लड़ने की इच्छा शक्ति दर्शायी है और वे इस संबंध में सभी सुझावों का स्वागत करते हैं।

उच्चतम न्यायालय ने भारतीय जनता पार्टी के दिवंगत नेता कुशाभाऊ ठाकरे के नाम पर बनाए गए न्यास को बहुत कम कीमत पर भूमि आवंटित करने के, मध्यप्रदेश की भाजपा सरकार के फैसले को खारिज कर दिया है। आज सुनाए गए निर्णय में उच्चतम न्यायालय ने न्यास को लगभग ३० एकड़ जमीन देने की राज्य सरकार की अधिसूचना को रद्द कर दिया। इसके न्यासियों में भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी, मुरली मनोहर जोशी और वेंकैया नायडू शामिल हैं। न्यायालय ने सम्बद्ध अधिकारियों को यह निर्देश भी दिया है कि वे सुश्री उमा भारती के नेतृत्व में तत्कालीन मध्यप्रदेश सरकार द्वारा आवंटित भूमि अपने कब्जे में ले लें। भूमि आवंटन के अपने फैसले को उचित बताते हुए मध्यप्रदेश सरकार ने कहा कि राजनीतिक नेताओं के नाम पर बने न्यास को ज+मीन आबंटित करना कतई गलत नहीं है।
राज्य सरकार ने तर्क दिया कि राजनीतिक नेताओं के नाम पर बने सभी न्यासों के लिए समान मानदंड अपनाए जाएं तो केन्द्र सरकार द्वारा किए गए ऐसे सभी आवंटनों पर उच्चतम न्यायालय में जांच-पड़ताल संभव हो सकती है।

निर्चाचन आयोग ने केरल के एक स्कूल के मैदान में प्रधानमंत्री की चुनावी सभा के आयोजन को मंजूरी देने से इंकार कर दिया है। निर्चाचन आयोग के सूत्रों ने बताया कि यह सभा कोट्टयम के एक स्कूल में होनी थी। ----
निर्वाचन आयोग ने असम में बराक घाटी के छह विधानसभा क्षेत्रों के दस मतदान केंद्रों पर पुनर्मतदान के आज आदेश दिए। इन मतदान केंद्रों पर पहले चरण के तहत चार अप्रैल को वोट डाले गए थे। पुनर्मतदान कल सुबह सात बजे से दोपहर बाद तीन बजे तक होगा। हमारे संवाददाता ने बताया है कि आयोग ने चुनावी धांधलियों और इलेक्ट्रॉनिक वोटिंग मशीनों में हुई तकनीकी गड़बड़ियों के बाद इन मतदान केंद्रों पर पुनः मतदान के आदेश दिए हैं। बराक घाटी के छह विधानसभा क्षेत्रों के १० मतदान केन्द्रों पर कल दोबारा वोट डाले जायेंगे। सबसे अधिक पांच मतदान केंद्र सिल्चर विधानसभा क्षेत्र में हैं। करिंगंज दक्षिण, बरखला, अलगापुर, उधरबंद और ढोलाई के एक-एक मतदान केन्द्र पर भी पुनर्मतदान होगा। इन मतदान केन्द्रों पर पहले चरण में ४ अप्रैल को वोट डाले गये थे। इसबीच चुनाव आयोग ने पुनर्मतदान के लिए सुरक्षा के कड़े इंतजाम किये है।

मेघालय में दक्षिणी गारो पर्वतीय जिले में गारो नेशनल लिब्रेशन आर्मी के उग्रवादियों द्वारा किए गए एक हमले में पांच कोयला मजदूर मारे गए और एक घायल हो गया। पुलिस ने बताया कि लगभग सात से नौ सशस्त्र उग्रवादियों ने इन मजदूरों पर अंधाधुंध गोलियां चलाई। ----

मुम्बई शेयर बाजार का सेंसक्स मुनाफावसुली के बीच ७५ अंक गिरकर १९ हजार ६१२ पर बंद हुआ। नेशनल स्टाक एक्सेंच का निफ्टी १८ अंक गिरकर ५ हजार ८९२ हो गया। चांदी दिल्ली में ९०० रूपये के उछाल से ५८ हजार ४०० रूपये प्रति किलो के नये रिकार्ड स्तर पर जा पहुंची। सोने का मूल्य १५० रूपये बढ़कर २१ हजार ३०० रूपये प्रति दस ग्राम हो गया। विदेशी बाजार में सोना एक हजार ४६० डॉलर प्रति ओंस के नये एतिहासिक रिकार्ड स्तर पर पहुंच गया।

आजादी के बाद, इस वर्ष देश में अनाज का सबसे अधिक उत्पादन होने का अनुमान है। आज जारी तीसरे अग्रिम अनुमानों के अनुसार २०१०-११ के फसल वर्ष में लगभग २३ करोड़ ५९ लाख टन अनाज का रिकॉर्ड उत्पादन होने की आशा है। गेहूं का उत्पादन भी आठ करोड़ चालीस लाख टन से अधिक होने का अनुमान है। कृषि मंत्री शरद पवार ने आज नई दिल्ली में ये अनुमान जारी किए। ----

The Cabinet Committee on Economic Affairs, CCEA today referred the Cairn-Vedanta deal on energy to a Group of Ministers, GoM. Petroleum Minister S Jaipal Reddy said after the meeting in New Delhi that the GoM will be headed by Finance Minister Pranab Mukherjee. Yesterday, the UK-based Vedanta Group had said it has received market regulator Sebi's nod to acquire a 51 per cent stake in Cairn India and will launch an open offer soon. Cairn India, which holds 70 per cent stake in the 6.5 billion barrels Rajasthan block, does not pay any royalty and is opposed to making it cost recoverable as it will dent its profits. ONGC holds the remaining 30 per cent stake in the block. The Cabinet committee on Economic Affairs today approved constitution of a National Clean Energy Fund. The guidelines and modalities for approval of projects will be provided money from this fund which has been created in the Public Account of India.

The Union Cabinet has approved the Comprehensive Mission Document of the National Water Mission aimed at conservation of water, minimizing wastage and ensuring its equitable distribution both across and within States through integrated water resources development and management. The Water Mission is one of the 8 National Missions which form the core of the National Action Plan for Climate Change.The cabinet also approved the opening of Consulate General in Perth, which will benefit the growing Indian community in Western Australia. It will cater to some 40,000 to 45,000 Indians there. The move will also provide easier consular access to the populace of Western Australia and Northern Territory.

The Ministry of Civil Aviation has set up an Expert Committee to examine the current system of examination of pilots and engineers with a view to make the examination system secure, credible, efficient and in line with modern and best practices. The Committee will also examine introduction of electronic technology in conduct of examinations and licensing procedure and make recommendations for their improvement. Introduction of effective system of cross-verification of documents for issue of licences by DGCA filed by candidates will also be examined by the Committee.

Social activist Anna Hazare continues his fast unto death. A large number of people visited him today to express their solidarity with the cause. He shot off a letter to Prime Dr Minister Manmohan Singh and demanded a comprehensive law to deal with corruption. Talking to reporters, Anna Hazare said that he urged the Prime Minister to take initiative in order to make the changes in the proposed legislation to make it more effective.
Earlier, in the day he criticised Congress for misleading the people by dubbing his agitation as unnecessary and premature. He also stamped the BJP for politicising the issue.
In a related development, Agriculture Minister Sharad Pawar said, he is willing to step down from all GoMs including the one on the drafting of anti-corruption bill. Mr. Hazare had objected to he being part of the GoM on corruption. The Law Minister Mr. Veerapa Moily said that government is anxious to bring anti-corruption bill in the next session of Parliament.
Information and Broadcasting Minister Ambika Soni said that Anna Hazare should show flexibility and come forward for talks.
HRD Minister Kapil Sibal said that a sub-committee of the GoM held discussions with the some activists of the group but they were adamant that the government should take a decision on the draft submitted by them before 5th of this month.

Union Agriculture Minister Sharad Pawar quits the Group of Ministers on corruption. Earlier, in the day Mr. Pawar said that he is willing to step down from all the GoMs including the one on the drafting of anti-corruption bill. He was responding to media queries in New Delhi regarding social activist Anna Hazare's objection to his being part of the GoM on corruption. AIR Correspondent reports that the government had set up a Group of Ministers in January this year to suggest measures, including legislative and administrative, to tackle corruption. The eight-member group is headed by Finance Minister Pranab Mukherjee and includes Ministers P Chidambaram, Sharad Pawar, A K Antony, M Veerappa Moily, Kapil Sibal, Mamata Banerjee and M K Azhagiri.

The government today set the ball rolling for appointing a new person as Central Vigilance Commissioner, CVC, by writing to all Ministries, Departments and PSUs to suggest names. Secretary in the Department of Personnel and Training Alka Sirohi said that the initiative was taken after the Prime Minister's Office approved the guidelines prepared for appointing CVC following a Supreme Court directive. The move was necessitated after the Supreme Court had last month quashed the appointment of Thomas as CVC since he was facing corruption case.

One person died today at a hospital in Delhi where he was admitted among 200 patients of food poisoning after consuming articles made of contaminated buck wheat. A polce spkesman said that most of the other people admitted in the hospitals have been discharged. A search is under way for 150 migrants missing in the Mediterranean after their boat capsized in rough seas off the Italian isle of Lampedusa. Italian rescue vessels and a helicopter saved 48 refugees from the boat, which had been carrying about 200 people. The boat was found some 70km from Lampedusa. Rescuers have spotted 15 bodies at the scene.
