लोक लेखा समिति की आज हुई बैठक बेनतीजा रही। टूजी स्पेक्ट्रम घोटाले की जांच कर रही इस समिति के अध्यक्ष डॉ. मुरली मनोहर जोशी द्वारा तैयार रिपोर्ट के मसौदे को इक्कीस सदस्यों में से ग्यारह ने नामंजूर कर दिया। समिति को अपनी रिपोर्ट शनिवार को सौंपनी थी। अप्रिय स्थिति बनने की वजह से डाक्टर जोशी बैठक बीच मे ही छोड़कर चले गये। इसके बाद भारतीय जनता पार्टी, जनता दल- यूनाइटेड, बीजू जनता दल और आल इंडिया अन्ना डीएमके पार्टी के सदस्य भी बैठक से चले गये। बाद में डाक्टर जोशी ने संवाददाताओं को बताया कि जब सत्ता प+क्ष के सदस्यों ने उन्हें बोलने नहीं दिया तो उन्होंने बैठक स्थगित कर दी।
बाद में सत्ताधारी गठबंधन के सांसदों ने कांगे्रस के सैफुददीन सोज को समिति का नया अध्यक्ष चुन लिया। श्री सोज ने मत विभाजन का प्रस्ताव पेश किया और मसौदा रिपोर्ट को नामंजूर कर दिया। समाजवादी गठबंधन के सांसदों में कांगे्रस के सात, डीएमके पार्टी के दो और समाजवादी पार्टी तथा बहुजन समाज पार्टी का एक-एक सदस्य है।
श्री सोज ने बाद में बैठक की अध्यक्षता की। बैठक के बाद उन्होंने बताया कि वे इस पूरी कार्रवाई की रिपोर्ट लोकसभा अध्यक्ष को सौंपेंगे।
कांगे्रस प्रवक्ता मनीष तिवारी ने कहा है कि चूंकि इस मुद्दे की जांच के लिए संयुक्त संसदीय समिति बना दी गयी है इसलिये अब लोक लेखा समिति को खत्म कर देना चाहिये। उन्होंने यह रिपोर्ट बाहर से तैयार कराने का आरोप लगाया और कहा कि संयुक्त संसदीय समिति इस मुद्दे की पूरी जांच करेगी।
भारतीय जनता पार्टी के प्रवक्ता रवि शंकर प्रसाद ने आरोप लगाया कि सत्ताधारी गठबंधन, लोक लेखा समिति की छवि खराब करने की कोशिश कर रहा है। उन्होंने कहा कि समिति में सत्ताधारी गठबंधन के सदस्यों को बड़े सरकारी अधिकारियों और उदयोगपतियों से पूछताछ पर तो कोई आपत्ति नहीं है लेकिन जब प्रधानमंत्री कार्यालय और अटार्नी जनरल से पूछताछ की बात हुई तो उन्होंने कार्यवाही में रूकावट डालनी शुरू कर दी।

आज का दिन जो है यह भारतीय पार्लियामेंट के इतिहास में सबसे अफसोस का दिन है शर्म की बात है देखियेगा कि हाउस में जो कुछ भी होता रहा हो लेकिन पार्लियामेंट बड़े आराम से काम करती थी तरीके से ढंग से उचित तौर से काम करती थीं आज उसको तबाह कर दिया गया है और यह बार बार होगा। इसके जिम्मेवार दोनों हैं मुरली मनोहर जोशी साहब और उनकी पार्टी उन्होंने शुरू किया उनके साथ-साथ ये जो कांग्रेस और डीएनके मेम्बरों ने जो रवैया अख्तियार किया वो उतना ही बुरा था।

सरकार ने एयर इंडिया के पायलटों से तब तक बातचीत फिर शुरू करने की संभावना से इंकार किया है जब तक वे हड़ताल समाप्त नहीं करते। नागर विमानन मंत्री व्यालार रवि ने नई दिल्ली में संवाददाताओं को बताया कि एयर इंडिया अपनी उड़ानें जारी रखने के लिए प्रयास कर रही है। उन्होंने बताया कि पचास प्रतिशत घरेलू उड़ानें चलाई जा रही हैं। इससे पहले उन्होंने इस संबंध में प्रधानमंत्री और केबिनेट को जानकारी दी।
हमारे संवाददाता ने सरकारी सूत्रों के हवाले से खबर दी है कि एयर इंडिया अगले पांच दिन तक घरेलू उड़ानों के लिये नई बुकिंग नहीं करेगी। मुख्य श्रम आयुक्त ने पायलटों के संघ और प्रबंधन के साथ बैठक की ,
लेकिन कोई फैसला नहीं हो सका । श्रम मंत्री मल्लिकार्जुन खड़गे ने नई दिल्ली में संवाददाताओं को बताया कि दोनों पक्षों के बीच सुलह के प्रयास जारी हैं। उड़ानें रद्द होने से यात्रियों को काफी परेशानी का सामना करना पड़ रहा है। कुछ यात्रियों ने शिकायत की कि उन्हें उड़ान रद्द करने की सूचना नहीं दी गयी और हवाई अड्डे पर पहुंचने के बाद ही इसका पता चला। दिल्ली उच्च न्यायालय ने आंदोलनकारी पायलटों से कहा है कि वे व्यापक जनहित में हड़ताल खत्म कर दें, लेकिन पायलटों का कहना है कि वे हड़ताल जारी रखेंगे। पायलट समान वेतन, एयर इंडिया के शीर्ष प्रबंधकों को हटाने और कथित कुप्रबंधन की सीबीआई से जांच कराने की मांग कर रहे हैं।

एयर इंडिया के पायलटों की हड़ताल के कारण यात्रियों की सुविधा के लिए रेलवे ने महत्वपूर्ण स्थानों के लिए विशेष रेलगाड़ियां चलाने का फैसला किया है। उत्तर रेलवे की विज्ञप्ति के अनुसार ये गाड़ियां नई दिल्ली रेलवे स्टेशन से कोलकाता और मुम्बई के लिएं आज से चलाई जा रही हैं।

चार देशों की तापी पाइप लाइन परियोजना से संबंधित संचालन समिति की बैठक में गैस बेचने के बारे में अधिकतर मुद्दो ंपर सहमति बन गयी है, लेकिन ईंधन के मूल्य और परिवहन शुल्क के बारे में कोई फैसला नहीं हो सका हैं। नई दिल्ली मे इस बैठक में तुर्कमेनिस्तान ,अफगानिस्तान, पाकिस्तान और भारत के तेलमंत्रियों ने भाग लियां। बैठक के बाद अधिकारियों ने बताया कि गैस बिक्री और खरीद समझौते की शर्तो पर सहमति बन गयी है। आज की बैठक में जिन मुद्दों का समाधान नहीं हो सका, उन पर १३ और १४ मई को काबुल में होने वाली बैठक में फिर विचार किया जायेगा।
यह पाइप लाइन अफगनिस्तान-ईरान सीमा से पाकिस्तान और अफगानिस्तान होती हुई भारत के पंजाब में फाजिल्का पहुंचेगी। हमारे संवाददाता ने खबर दी है कि इस पाइप लाइन का निर्माण अगल्रे वर्ष शुरू होना है।
यह परियोजना मध्य एशिया और दक्षिण एशिया के बीच पारस्परिक लाभ और उन्नति का एक स्थायी उदाहरण है जिसके तहत आपसी क्षेत्रीय सहयोग के लिए लम्बी साझेदारी होगी। एशियाई विकास बैंक परियोजना को सफल बनाने के लिए सबसे ज्यादा फंड उपलब्ध करायेंगा। इस पाइप लाइन का मकसद तुर्कमेनिस्तान से भारत, पाकिस्तान और अफगानिस्तान को गैस की आपूर्ति करना है। योजना के अनुसार ३८ मिलियन स्टैंण्डर्ड क्यूवीक मीटर प्रति भारत को ३० साल तक मिलेगा। भारत में ऊर्जा की बढ़ती हुई मांग को यह परियोजना आने वाले वर्षों में दो अंकों की आर्थिक विकास दर को हासिल करने में सहायक होगी। विनायक दत्त के साथ मैं दीपेन्द्र आकाशवाणी समाचार दिल्ली।

निर्वाचन आयोग ने आज कहा कि वह पश्चिम बंगाल में विधानसभा चुनावों में कालेधन की समस्या के प्रति सज+ग है और दोषियों के खिलाफ सख्त कार्रवाई की जायेगी। मुख्य निर्वाचन आयुक्त एस वाई कुरेशी ने कोलकाता में राज्य के उच्चाधिकारियों के साथ बैठक के बाद मीडिया को बताया कि चुनाव के पहले तीन चरणों में अब तक साढ़े सात करोड़ रुपये बरामद किये जा चुके हैं। उन्होंने कहा कि आयोग इस बात पर मुख्य रूप से ध्यान दे रहा है कि उम्मीदवार और राजनीतिक दल निर्धारित खर्च से ज्यादा धन खर्च न करे, लेकिन काफी भारी मात्रा में धन के लेनदेन के मामलों को केन्द्रीय प्रत्यक्ष कर बोर्ड और वित्तीय खुफिया एजेंसियों को जांच के लिए भेजा जा रहा है। निर्वाचन आयुक्त ने बताया कि पश्चिम मेदनीपुर, बंकुरा और पुरूलिया जैसे नक्सल प्रभावित जिलों में काफी बड़ी संख्या में सुरक्षाबलों को तैनात किया जायेगा। श्री कुरेशी ने बताया कि एक विशेष उपाय के रूप में मतगणना पूरी होने के दस दिन बाद तक भी सुरक्षाबल तैनात रहेंगे।

मार्क्सवादी कम्युनिस्ट पार्टी ने आरोप लगाया है कि दिसम्बर १९९५ में पुरूलिया में हथियार गिराने के मामले में ताजा खुलासे से इस बात की और पुष्टि होती है कि पश्चिम बंगाल में वाम मोर्चे की सरकार को अस्थिर करने के लिए हिंसा का सहारा लेने की यह सुनियोजित साजिश थी। पार्टी पोलित ब्यूरो के बयान में कहा गया है कि केंद्र को स्पष्ट करना चाहिये कि उसने ब्रिटेन की खुफिया एजेंसी द्वारा इस बारे में दी गयी जानकारी पर कार्रवाई क्यों नहीं की। भारतीय कम्युनिस्ट पार्टी ने मांग की है कि यूपीए सरकार इसकी जांच का तत्काल आदेश दे। दोनों दलों ने मामले के प्रमुख आरोपी किम डेवी और सजा पाने वाले पीटर ब्लीच के एक निजी चैनल को दिये इंटरव्यू पर ये बातें कही हैं।

केन्द्रीय मंत्रिमंडल ने फॉस्फेट और पोटाष युक्त उर्वरकों पर सबसिडी में बढोत्तरी को मंजूरी दे दी है। इससे इन उर्वरकों की घरेलू कीमतों में बढ़ोत्तरी नहीं होगी। चालू वित्तवर्ष में इससे एक खरब रुपये का बोझ सरकार पर पड़ेगा। वर्ष २०११-१२ में इसके लिए साढ़े ३३ अरब रुपये का प्रावधान किया गया था। इससे किसानों को सस्ते दामों पर उर्वरक मिल सकेंगे।
आर्थिक मामलों की केबिनेट समिति - सी सी ई ए ने सिक्किम को छोड़कर अन्य पूर्वोत्तर राज्यों में व्यापक मलेरिया नियंत्रण परियोजना के प्रस्ताव को मंजूरी दे दी है। एक सरकारी विज्ञप्ति के अनुसार इस परियोजना पर चार अरब १७ करोड़ रुपये के खर्च का अनुमान है। एक अन्य फैसले में सी सी ई ए ने गंगा नदी को साफ करने की एक परियोजना को मंजूरी दी। इस परियोजना पर ७० अरब रुपये के खर्च का अनुमान है।

सूचना और प्रसारण मंत्री अम्बिका सोनी ने आज बताया कि जल्दी ही तीसरे चरण में देश के २८३ जिलों में आठ सौ से ज्यादा एफ एम रेडियो स्टेशन शुरू किये जायेंगे। आज नई दिल्ली में उन्होंने पत्रकारों को बताया कि सरकार जल्दी ही तीस उपग्रह टी वी चैनलों को मंजूरी देगी। उन्होंने कहा कि दूरदराज के क्षेत्रों में सामुदायिक रेडियो स्टेशन शुरू करने से आम लोगों को विभिन्न सरकारी कार्यक्रमों की सही जानकारी मिलने लगी है।

दक्षिण पूर्व अमरीका में आये तूफानों से कम से कम २०० लोगों की मृत्यु हो चुकी है। अधिकारियो ंने बताया कि सबसे ज्यादा प्रभावित राज्य अलाबामा में १२८ लोगों की मृत्यु हुई है। अलाबामा राज्य के टुस्कालुसा शहर में कल शाम १५ लोगों की मौत हो गयी। टेनेसी, मिसिसिप्पी, जॉर्जिया और वर्जिनिया में काफी तबाही की खबरें हैं।

The Public Accounts Committee meeting today remained inconclusive. Eleven out of 21 members of the Committee rejected the draft report on 2-G scam prepared by the Chairman of the Committee, Dr. Murli Manohar Joshi. The Committee was scheduled to submit its report by Saturday. Dr.M M Joshi left the meeting after unprecedented scenes were witnessed. Nine members of BJP, JD(U), BJD and AIADMK too left the proceedings after departure of MM Joshi. Later Dr. Joshi told reporters that he adjourned the meeting after he was not allowed to speak by the ruling party members. Earlier, Congress MP Saifuddin Soz moved a resolution seeking a vote on the adoption of the draft report. Subsequently ruling coalition MPs elected Congress member Saifuddin Soz as next chairman who put the resolution to vote and rejected the draft. Noted Political Analyst, Inder Malhotra describes the outcome of today's discussion as disappointing.

The government today ruled out any possibility of resuming dialogue with the striking pilots till they call off their strike. Briefing reporters in New Delhi today, Civil Aviation Minister Vyalar Ravi said that Air India is trying to maintain air traffic and fifty percent of the domestic flights are being operated. Earlier in the day, the Minister briefed the Prime Minister and the cabinet over the issue. 60 flights were cancelled on the second day of strike today. Our Correspondent quoting official sources reports, the national carrier will not make any fresh bookings for domestic flights in the next five days to avoid inconvenience to passengers. The Chief Labour Commissioner held discussions with the management and the union but nothing came out from the meetings. The Labour Minister Mallikarjun Kharge told reporters in New Delhi that conciliation proceedings are going on. Spokesperson of Air India, Kanwaljeet Ratan told reporters that despite such situation, the organisation is trying to make alternative arrangement for the passengers.
The Air India Management has de-recognised the Indian Commercial Pilot's Association, ICPA and its offices in various cities were sealed. Flyers at several airports bore the brunt of the strike with some complaining that they were not informed about the status of their flights and some coming to know about the flight cancellations only after reaching airports. Delhi High Court has asked the agitating pilots to call off their strike in larger public interest. But the striking pilots say they will continue their stir.

In order to clear extra rush of passengers due to Air India Pilots' strike, the Ministry of Railways has decided to run special trains on important sectors. A press release said Northern Railways has planned two pairs of special trains for Kolkata and Mumbai today from New Delhi Railway Station.

Four nations involved in Turkmenistan-Afghanistan-
The pipeline will traverse 1,650 km of Afghan and Pakistani territories from the Afghanistan-Iran border before entering India at Fazilka, in the state of Punjab. Our correspondent reports that the construction of the pipeline is due to start in 2012 and be completed and operational by the end of 2015.
The Project would be an enduring example of regional cooperation, bringing together Central Asia and South Asia in a long partnership for mutual benefit and advancement. The Asian Development Bank (ADB) is the Lead Development Partner of the project, which envisages supply of gas from Turkmenistan's oil field in its South to Afghanistan, Pakistan and India. As per the plan, 38 million standard cubic metres per day of gas would be supplied to both India and Pakistan for 30 years while 14 mmscmd would be bought by Afghanistan.With growing demand for energy in India, the operation of the project will help realise the double digit growth in the coming years. The government today hiked subsidy on two important fertilisers -- Di-Ammonium Phosphate and Muriate of Potash to prevent a rise in their domestic prices following a surge in global rates. The additional burden of subsidy is estimated to be about 10,000 crore for the current financial year after the government raised the benchmark price level for fixing subsidy for these nutrients. The Cabinet accorded approval to the proposals.
Similarly Cabinet Committee on Economic Affairs approved the proposal for an intensified Malaria Control project for seven North Eastern states to control the disease . The project will be carried out under the National Vector Borne Disease Control Program with support from Global Funds for Aids at an estimated to cost over 417 crore rupees. In another decision the CCEA cleared the Project for cleaning of River Ganga to be implemented by the National Ganga River Basin Authority. The project is estimated to cost of 7000 crore rupees.

The Election Commission today said that it is alive to the problem of black money flowing into assembly elections in West Bengal and promised to take severe action against the culprits. Briefing the media, after meeting the top state officials in Kolkata, the Chief Election Commissioner Mr. S.Y. Qureshi said that so far over seven and a half crore rupees have been seized in the first three phases of elections. In reply to a question on the alleged unaccounted money detected in Trinamool's account Mr. Qureshi said, explanation has already been sought from the party and RBI was also urged to submit a report in this regard.
