पश्चिम बंगाल में दूसरे चरण के विधानसभा चुनाव में भारी मतदान की खबर है। इस दूसरे चरण में तीन जिलों मुर्शीदाबाद, नादिया और वीरभूम की पचास सीटों के लिए लगभग 83 प्रतिशत मतदान हुआ। निर्वाचन उपायुक्त विनोद जुत्शी ने नई दिल्ली में पत्रकारों से कहा कि मतदान शांतिपूर्ण रहा और कहीं से किसी अप्रिय घटना का समाचार नहीं है।
द्वितीय चरण में कुल जो मतदान, जो सूचना मिली है, उसके हिसाब से 83 प्रतिशत मतदान हुआ है। पूरा शांतिपूर्ण रूप से हुआ है। कोई भी अप्रिय घटना का समाचार नहीं मिले हैं। 150 स्थानों से वेब कास्टिंग की कार्रवाई की गई।
राज्य के मुख्य चुनाव अधिकारी सुनील गुप्ता ने कहा कि पुलिस ने मुर्शीदाबााद में कांगे्रस और मार्क्सवादी कम्युनिस्ट कार्यकर्ताओं के बीच हुई मुठभेड़ के बाद तीन व्यक्तियों को गिरफ्‌तार किया जबकि एक पुलिस अधिकारी की बीमारी से उस वक्त मौत हो गई जब मतदान प्रगति पर था। तीन पीठासीन अधिकारियों को अपनी ड्यूटी में लापरवाही बरतने के कारण हटा दिया गया। श्री गुप्ता ने आगे कहा कि तकनीकी खराबी के चलते 91 इलैक्ट्रॉनिक वोटिंग मशीनों को बदलना पड़ा। स्थानीय मुद्दों के लेकर मुर्शीदाबाद जिले में 12 और नादिया में 5 केन्द्रो से मतदान के बहिष्कार की भी खबर है।
आज हुई 50 सीटों पर कांग्रेस तृणमूल और सीपीआईएम के बीच मुकाबले में जहां वाम दलों से मंत्री अनिशु रहमान मैदान में डटे थे। वहीं कांगे्रस की और से सीएलपी नेता अबु हेना ने अपनी किस्मत अजमाई। प्रणब मुखर्जी के बेटे अभिजीत मुखर्जी के प्रचार में उतरे तमाम दिग्गजों से नलहाटी सीट का संघर्ष भी रोचक हो गया है।

उधर, विधानसभा चुनाव के तीसरे चरण में कोलकाता की 75 सीटों के लिए चुनाव प्रचार भी चरम पर है। कोलकाता के दमदम में कांगे्रस और तृणमूल कांगे्रस की संयुक्त रैली को संबोधित करते हुए प्रधानमंत्री डॉक्टर मनमोहन सिंह पश्चिम बंगाल सरकार के हर मोर्चे पर विफल होने का आरोप लगाया और लोगों से परिवर्तन के लिए वोट डालने की अपील की। प्रधानमंत्री ने कहा कि अगर कांगे्रस-तृणमूल गठबंधन सत्ता में आता है तो वो सभी वर्गों को साथ लेकर शांति और विकास के मार्ग पर आगे बढ़ेगा तथा बंगाल की शान बहाल करने का भरसक प्रयास करेगा।
रैली को संबोधित करते हुए वरिष्ठ कांग्रेस नेता और केन्द्रीय वित्त मंत्री प्रणब मुखर्जी ने कहा कि वाम मोर्चा सरकार के कुशासन को लेकर लोग काफी निराश हैं और वे परिवर्तन चाहते हैं। अपने संबोधन में वाममोर्चा सरकार पर पूरी तरह दिवालिएपन का आरोप लगाते हुए रेल मंत्री और तृणमूल कांगे्रस नेता सुश्री ममता बैनर्जी ने नया बंगाल बनाने का वादा किया।

भारत और पाकिस्तान एक ऐसी व्यवस्था पर काम कर रहे हैं जिससे एक-दूसरे की समुद्री सीमा के उल्लंघन के आरोप में गिरफ्‌तार मछुआरों की जल्द रिहाई हो सके। कैदियों के मामले में पाकिस्तान गई भारत की न्यायिक समिति के सदस्यों के दौरे के अंत में इस्लामाबाद में इस बारे में संयुक्त बयान जारी किया गया। प्रस्ताव में उन मछुआरों को बगैर किसी कानूनी कार्रवाई के छोडने की सिफारिश की गई जिन्होंने पहली बार समुद्री सीमा का उल्लंघन किया। तटरक्षकबल और पाकिस्तान की सुरक्षा एजेंसी प्रस्ताव के तौर-तरीकों को अंतिम रूप देगी।
कराची में मालीर जेल और बच्चों की जेल में दो सौ साठ मछुआरे तथा लाहौर और रावलपिंडी की जेलों में दो सौ तीस से भी ज्यादा भारतीय बंद हैं।
संयुक्त बयान में कहा गया है कि न्यायिक समिति की यात्रा के दौरान भारतीय बंदियों और मछुआरों की सूची पाकिस्तान के अधिकारियों को दी गई। समिति ने इस बात की सिफारिश की कि भारतीय बंदियों और मछुआरों की सूची को जल्द ही अंतिम रूप दिया जाए और अगले महीने के दूसरे सप्ताह तक इनकों कानूनी सहायता उपलब्ध कराने की अनुमति दी जाए।

भारत और बंगलादेश ने इसी साल जून महीने से संयुक्त रूप से सीमा पर हाट शुरू करने का फैसला किया है। वाणिज्य और उद्योग मंत्री आनंद शर्मा और बंगलादेश के वाणिज्य उद्योग मंत्री फारुक खान के नेतृत्व में ढाका में प्रतिनिधिमंडल स्तर की बातचीत में यह फैसला लिया गया। बाद में एक संयुक्त पत्रकार सम्मेलन में श्री फारुक खान ने कहा कि भारत बंगलादेश से एक करो+ड़ रेडिमेड कपड़ों के निर्यात पर सहमत हो गया है। इस समय यह संख्या अस्सी लाख है। श्री आनंद शर्मा ने कहा कि भारत ने चटगांव और मांगला बंदरगाह के जरिए व्यापार के तौर तरीकों के बारे में एक मसौदा मुहैया करा दिया है।

राष्ट्रपति प्रतिभा देवी सिंह पाटील की कल से शुरू हो रही मॉरीशस की पांच दिन की यात्रा के दौरान द्विपक्षीय संबंधों और क्षेत्रीय तथा अंतर्राष्ट्रीय मुद्दों पर मुख्य रूप से बातचीत होगी। आज नई दिल्ली में पत्रकारों से बातचीत में विदेश मंत्रालय के पश्चिम मामलों के सचिव विवेक काटजू ने बताया कि दोनों देशों के बीच सर्वोच्च राजनीतिक स्तर की यात्राओं के तहत राष्ट्रपति वहां जा रही हैं। हमारे संवाददाता ने बताया कि राष्ट्रपति के साथ एक उच्चस्तरीय व्यापारिक शिष्टमण्डल भी मॉरीशस जा रहा है।
मॉरीशस की कुल आबादी का 51 प्रतिशत से ज्यादा हिस्सा भारतीय मूल के लोगों का है और यह मॉरीशस का भारत के साथ उसके गहरे लगाव का भी एक बड़ा कारण है। दोनों देशों के बीच इस आत्मीय रिश्ते की झलक कई उच्च स्तरीय यात्राओं में देखी जा सकती है। भारत की प्राथमिकता सूची में सबसे महत्वपूर्ण देशों में एक मॉरीशस के साथ भारत का द्विपक्षीय व्यापार 470 मिलियन अमरीकी डॉलर को पार कर चुका है, वहीं भारत में होने वाले प्रत्यक्ष विदेशी निवेश में मॉरीशत की भागीदारी 40 प्रतिशत से भी ज्यादा है। भारत भी डियागोगारसिया पर मॉरीशस की दावेदारी का समर्थन करता है। राष्ट्रपति की यात्रा का उद्देश्य न सिर्फ वित्तीय कारोबार, व्यापार, वाणिज्य और पर्यटन के क्षेत्र में संबंधों को और मजबूत बनाना है बल्कि दूरसंचार और सूचना प्रौद्योगिकी में भी सहयोग का विस्तार करना है।

झारखंड में अतिक्रमण विरोधी अभियान के खिलाफ नक्सलियों के एक दिवसीय झारखण्ड बंद का मिला-जुला असर रहा। बंद से खनिजों का लदान और लंबी दूरी की बस सेवाएं प्रभावित रहीं।
हमारे संवाददाता ने बताया कि बंद से छोटे कस्बों और ग्रामीण इलाकों में जनजीवन प्रभावित रहा। राज्य सरकार नई पुनर्वास नीति घोषित कर चुकी है जो इस महीने की 28 तारीख से लागू हागी।
झारखंड में सरकारी जमीन तथा मकान पर हुए अतिक्रमण को हटाने को लेकर अब इस राज्य में राजनीति गरमा गई है। हालांकि पिछले करीब डेढ़ महीने से अतिक्रमण विरोधी मुहिम रांची हाईकोर्ट के आदेश और उसके निरीक्षण में चल रहा है। इसी क्रम में आज राज्य में माओवादियों को एक दिवसीय बंद रहा। जिसका असर छोटे शहरों एवं कस्बों में व्यापक रहा। विरोधी दल के नेता भी आज रांची में एक दिवसीय अनशन पर बैठे। रांची में सचिवाल्य एवं केन्द्रीय सरकार के उपक्रम एचईसी में भी बंद का असर दिखाई दिया। बहराल प्रभावित लोग बेसर्बी से राज्य सरकार के राहत कार्य और नई पूनर्वास नीति की आस लगाये बैठे हैं।

सोमालिया के समुद्री इलाके में डकैती एक फलते-फूलते धंधे का रूप लेती जा रही है। नौसेना के सूत्रों ने बताया है कि समुद्री डकैतों के सिंडिकेट ने अब सुनियोजित हमलों के मामले में शेयर भी बेचने शुरू कर दिए हैं। हाल में फिरौती की राशि में जिस तरह से बढ़ोतरी हुई है उससे निवेशक काफी आकर्षित हुए हैं। हमारे संवाददाता ने बताया है कि सोमालिया में बढ़ रही अराजकता का फायदा उठाते हुए डकैतों के सिंडिकेट जहाजरानी उद्योग से भारी फिरौती हासिल कर रहे हैं।
समुद्र के रास्ते व्यापार पर आधारित एक रिपोर्ट के मुताबिक सोमाली जल दत्युओं के आक्रामक रूख के कारण फिरौती की राशि में पिछले 5 वर्षों में करीब 36 गुने रकम की बढ़ौत्तरी हुई है। इस रास्ते व्यापार करने वालें जहाजों को माल दुलाई के खर्च पर तकरीबन दो दशमल चार करोड़ डॉलर ज्यादा खर्च करने पड़ रहे है। क्योंकि अब उन्हें सोमालिया के समुद्री रास्ते से काफी दूर होकर सफर तय करना पड़ रहा है। समुद्री डाकु अपने दलों में दक्ष और अत्याधुनिक हथियारों से लैस लोगों को ले रहे हैं और उन्हें मुहमांगी कीमत भी दे रहे है।

ओड़ीशा में तीन माओवादियों ने जाजपुर शहर में पुलिस के सामने समर्पण कर दिया है। इनमें से एक माओवादी कम उम्र का है। ये माओवादी हत्या, अपहरण और धमकी देकर पैसा वसूलने के आरोपी हैं। जाजपुर जिले के पुलिस अधीक्षक डी एस कुट्टी के अनुसार माओवादियों ने बताया कि विरोधी साथियों द्वारा सताये जाने के कारण वे लम्बे समय से गरीबों के लिए काम नहीं कर पा रहे थे इसलिए उन्होंने समर्पण का फैसला किया।

अमरीका ने कहा है कि लीबिया में पहला मानवरहित हथियारबंद ड्रोन हमला कर दिया गया है। उधर बागियों का कहना है कि सरकार समर्थक सेना ने त्रिपोली के पास अपने मजबूत गढ़+ से घेराबंदी खत्म करना शुरू कर दी है। अमरीका के रक्षा मंत्रालय ने एक बयान में कहा कि आज ये हथियारबंद ड्रोन हमला किया गया लेकिन ये नहीं बताया कि हमला कहां किया गया। ये हमला नाटो के नेतृत्व में लीबिया को उड़ान वर्जित क्षेत्र घोषित करने का एक हिस्सा है। लीबिया में कर्नल गदाफी की सरकार को उखाड फेंकने के लिए बागी लगातार जूझ रहे हैं।
पिछले कई दिनों से भीषण लड़ाई का केन्द्र रहे मिसराता में बागियों ने जीत का दावा किया है और कहा है कि गद्दाफी की सेना वहां से लौटने लगी हैं। कल लीबिया के अधिकारियों ने कहा था कि शहर से सेना हटा ली जाएगी और मिसराता को वहां के लोगों की किस्मत पर छोड़ दिया जाएगा। आज दिन में नाटो सेना ने त्रिपोली में कर्नल गद्दाफी के आवास वाले इलाके में बमबारी की। पत्रकारों ने निशाना बनाए गए ठिकानों की सैनिक अड्डों के रूप में शिनाख्त की है। हमले में किसी के घायल होने की खबर नहीं है।
इस बीच इटली के विदेश मंत्रालय ने कहा है कि लीबिया के अधिकारियों ने त्रिपोली के बंदरगाह पर पिछले एक महीने से रोके गए इटली के समुद्री जहाज को चालक दल के ग्यारह सदस्यों सहित छोड़ दिया है।

सरकार ने अरूणाचल प्रदेश में तवांग में पवन हंस के एक हैलीकॉप्टर की दुर्घटना की जांच के लिए एक समिति बनाई है। इस दुर्घटना में 17 लोगों की मौत हो गई और 6 घायल हो गये थे।
तीन सदस्यों इस कमेटी के अध्यक्ष एयर मार्शल सेवा निवृत पी पी राजकुमार होंगे। समिति तीन महीने में रिपोर्ट देगी। पवनहंस हैलीकॉप्टर लिमिटेड ने हरेक मृतक के परिजनों को एक-एक लाख रूपये और घायलों को पचास-पचास हजार रूपये का मुआवजा देने की घोषणा की है। अंतिम मुआवजा कानून के अनुसार तय किया जायेगा।

जम्मू कश्मीर के दौरे पर चल रहे केन्द्रीय वार्ताकारों के दल ने आज राज्यपाल एन एन वोहरा से जम्मू में मुलाकात की। इस दल में दिलीप पटगांवकर, प्रोफेसर राधा कुमार और एम एम अंसारी शामिल हैं। राज्यपाल के साथ यह उनकी पांचवी मुलाकात थी। करीब दो घंटे की बातचीत में वार्ताकारों ने राज्य के अपने मौजूदा दौरे के दौरान लोगों से मिली रायों पर विचार-विमर्श किया।

लगातार सातवें सत्र में आज सोने और चांदी की कीमतों में उछाल का रूख रहा। प्रति किलो दो हजार रूपये की बढोतरी के साथ चांदी 72 हजार रूपये किलो की नई ऊंचाई पर पहुंच गयी। सोने की कीमतों में भी दो सौ तीस रूपये का उछाल रहा और यह प्रति दस ग्राम बाईस हजार 320 रूपये रहा।
अंतर्राष्ट्रीय बाजारों में भी सोने और चांदी की कीमतें नई ऊंचाईयों पर पहुंची।

In West Bengal, very heavy polling was reported in the second phase of assembly elections today. Nearly 83 per cent polling was recorded in the second phase covering 50 Assembly Constituencies in 3 districts - Murshidabad, Nadia and Birbhum. Briefing reporters in New Delhi, Deputy Election Commissioner Vinod Zutshi said that polling was peaceful and incident free.

State Chief Electoral Officer Sunil Gupta said, police have arrested three persons in Murshidabad after a clash between Congress and CPIM workers. Three Presiding officers were removed due to dereliction of duties.

Large number of people cast their votes till late evening. The state Chief Electoral Officer Mr. Sunil Gupta informed that 78 percent polling was recorded in Murshidabad and Nadia districts while around 76 percent in Birbhum till 5 in the afternoon. According to the state Election department estimate the overall polling percentage may go up to 85 percent. 91 EVMs were replaced at different places for technical snags. Boycott of votes were also reported from 12 polling booths in Murshidabad and 5 in Nadia districts. Police arrested 3 persons from Beldanga and Domkal in Murshidabad district after clash between Congress and CPI(M) supporters. Three presiding officers were also removed from Murshidabad and Nadia districts for violation of model code of conduct. One police officer was died during poll duties at Beldanga in Murshidabad district.

Meanwhile, campaigning is on at feverish pitch for the third phase of assembly elections at 75 seats in Kolkata. Addressing a Congress-Trinamool Congress joint rally at Dumdum in Kolkata, Prime Minister Dr Mnamohan Singh charged the West Bengal Government with failure on all fronts and appealed to the people to vote for change in the ensuing poll. Dr. Singh said, in 34 years of Left Front rule, not only factories were closed but the condition of tea and tourism industries is in bad shape. Referring to the Sachchar Committee report on status of minorities, he said, the condition of Muslims is worse in West Bengal than in States like Andhra Pradesh, Assam, Karnataka and Gujarat. The Prime Minister said, if voted to power, the Congress-Trinamool alliance will take all sections of people along the path of peace and development and will do its best to restore the past glory of Bengal.

Addressing the rally, senior Congress leader and Union Finance Minister Pranab Mukherjee said that there is a sense of frustration among the masses about the misrule of Left Front Government and the people are yearning for change. He said, the culture of political murder, general lawlessness and the backwardness has spread its tentacles in all parts of the state under the Left Front rule. In her address, Railway Minister and Trinamool Congress leader Mamta Banerjee blamed the Left Front Government for total bankruptcy saying that financial health of the state is in a very bad shape. Promising to create a new Bengal, she said if voted to power, her Government will create 10 lakh new jobs besides putting the state back on the path of development.

The Chief Minister Budhadeb Bhatacharya organised a road show in Kolkata today to rally support for the Left Front parties. He charged the opposition parties with putting obstacles in development of the state.

India and Pakistan are working on a mechanism for early release of their fishermen crossing each others the maritime boundary inadvertently. The announcement was made in a joint statement issued in Islamabad at the end of the visit of Indian members of the Judicial Committee on Prisoners to Pakistan. The proposals reportedly include release of the first time offenders at sea itself without any lengthy legal procedures. The Coast Guard and Pakistan Security Agency will work out modalities for this proposal.

The Indian members of the Judicial Committee visited jails in Karachi, Lahore and Rawalpindi where Indian nationals are held. There are a total of 260 Indian fishermen at the Malir Jail and a juvenile detention centre in Karachi and over 230 other at two prisons in Lahore and Rawalpindi. The joint statement said, during the visit, the two sides shared lists of Indian prisoners and fishermen. It was recommended by the Committee to reconcile the figures of the prisoners and fishermen at the earliest and to allow consular access to the rest of the prisoners and fishermen in the second week of next month.

India and Bangladesh have decided to jointly inaugurate the border Haat trade by June this year. This was decided following the delegation level talks held between Indian delegation led by Union Commerce and Industry Minister Anand Sharma and the Bangladesh delegation led by his counterpart Farooq Khan in Dhaka today.

Addressing a joint press conference at the end of the talks, Farooq Khan said that India has agreed to increase export quota for readymade garments from Bangladesh to ten million pieces from the present eight million pieces for this year. Sharma said that India has provided a draft for the modalities of transit trade through Chittagong and Mongla Port. He expressed the hope that the two countries will be able to resolve issues relating to transit trade soon. He also said that India is ready to provide three lakh tonnes of rice and two lakhs tonnes of wheat to Bangladesh.

India and Mauritius will discuss a whole range of bilateral, regional and international issues during President Mrs Pratibha Devisingh Patil's five day state visit to Mauritius, starting tomorrow. Briefing reporters in New Delhi today, Secretary(west), Ministry of External Affairs, Vivek Katju said, the President's visit is part of the process of exchanges at the highest political level between the two countries.

A high level business delegation will be in Mauritius during Mrs Patil's visit . Shippping Minister G K Vasan and three MPs are also accompanying the President. Our correspondent reports, during her stay, Mrs Patil will address the national assembly of Mauritius and unveil a bust of late Prime Minister Indira Gandhi.

India's relations with Mauritius, the paradise Indian ocean island on the earth is all set to get a fillip with President Pratibha Devi Singh Patil's five day state visit. With over 51 per cent of population of people of Indian origin, Mauritius has a special affinity with India. This has been reflected with several high level visits. With most favoured nation status, the bi-lateral trade has already crossed 470 million US dollar. Mauritius contributes a whopping over 40 per cent foreign direct investment flow into India. New Delhi has been a strong votary of Mauritius's claim over the Indian ocean island of Diego Garcia . India has been the destination of Mauritius students and numerous cultural exchanges. India's investments in the paradise island is also huge. The President's visit aims at consolidating the ties in the areas of finance, trade and commerce and tourism besides strengthening the island's telecommunication and IT sector. Though the two countries are geographically miles apart, their heart beat sounds the same.

The United States says it has launched its first unmanned Predator drone strike in Libya, while rebels say pro-government forces appear to be ending a siege on their key stronghold near Tripoli. A U.S. Defense Department statement said the airstrike was carried out today, but it did not say where the strike occurred. The strike is part of a NATO-led effort to impose a no-fly zone over Libya, where rebels are fighting to overthrow the government. The raid came less than two days after U.S. Defense Secretary Robert Gates said that President Barack Obama had approved the use of armed Predator drones in the military mission in Libya.

In Misrata, which has seen some of the fiercest fighting of the conflict, rebels today were claiming victory as forces loyal to Libyan leader Moammar Gadhafi retreated.

In Syria, snipers have shot dead at least three mourners in Douma, a suburb of the Syrian capital, where funerals were underway for 18 protesters killed the previous day. According to a witness and a human rights activist, the gunmen opened fire from roof-tops as a funeral procession made its way to a cemetery, killing at least three mourners and wounding one. Witnesses said, pall bearers abandoned coffins they were carrying and ran for cover when the funeral came under fire. They said tens of thousands of mourners marched in the procession, setting off from a mosque in Douma to the cemetery. The United Nations Secretary-General, Ban Ki-moon, has condemned the Syrian government for the killing of scores of demonstrators yesterday and injuring many today. The UN secretary General Ban ki Moon and several world leaders including US President Barrack have condemned the killing of protestors in Syria. The Syrian government is facing its greatest challenge after deadly demonstrations that took place yesterday. Protesters gathered in at least 20 cities and towns, including in the outskirts of the capital, Damascus pressing for their demands. Protest leaders want sweeping political reforms and an end to ruling Baath party's monopoly on Syrian politics. In order to pacify protestors, Syrian government on 21st April, scrapped more than 50 years old emergency rule, abolished the Supreme State Security Court and restored the right to peaceful protest. Piracy in the Somali waters is fast becoming business. Navysources say, syndicates are selling shares in planned attacks. Recent surge in ransom payments are also helping in attracting investors. Our correspondent reports,piracy syndicates operating in largely ungoverned Somalia, solicit investors who buy shares in the attack missions and gain a corresponding share of ransoms paid by the shipping industry.

According to a maritime business report,the average ransom payment rose 36-fold over five years to 5.4 million dollars last year, compared with 1,50,000 dollars in 2005. The payments are fueling increased raids, adding at least 2.4 billion dollars to transport costs because vessels are being diverted onto longer routes to avoid attacks off east Africa. A group of 60 nations is working to combat the threat, which has been made worse by complex national and international laws and norms that restrict effective prosecution. Pirates are extending the business model to how they pay their crew members based on skills or other assets, such as weapons, that they can bring to the mission. While shipping companies are increasingly adopting proven practices to reduce the risk of a pirate attack, they also may benefit from paying ransoms by avoiding higher insurance rates.This is Manikant Thakur for AIR News.

Three Maoists have surrendered today before the police in Jajpur district of Orissa. The Maoists were accused in several cases of murder, abduction and extortion. One of them is a minor. According to superintendent of police, DS Kuttey, the Maoists said, they were tortured in their Maoist camp by other rebels. He said the Maoists decided to surrender after they realised that the Maoists were no longer working for the poor.

The condition of Sathya Sai Baba continues to remain very critical. According to the Doctors attending on him, his low blood pressure is a cause of great worry. In a medical bulletin issued this evening, Sri Sathya Sai Institute of Higher Medical Sciences and Super Speciality Hospital Director Dr A N Safaya said, Sai Baba continues to be in a very critical condition on the 27th day of his treatment. He said, the Baba is still breathing with ventilator support.
