मुख्य समाचार :

• पश्चिम बंगाल विधानसभा चुनाव के चौथे चरण में सामान्य और शान्तिपूर्वक मतदान जारी।  अब से कुछ देर पहले तक ६० प्रतिशत से अधिक मतदान की खबर।
• रिजर्व बैंक की वार्षिक ऋण नीति घोषित। अल्पावधि ऋण लेने और देने की दरों में आधा प्रतिशत वृद्धि। वित्तमंत्री ने कहा मुद्रास्फीति रोकने के लिए यह वृद्धि जरूरी। सेन्सेक्स में तीन सौ से अधिक अंकों की गिरावट।
• दिल्ली उच्च न्यायालय की एयरइंडिया के हड़ताली पायलटों और प्रबन्धकों को उनके अड़ियल रवैये के कारण फटकार । न्यायालय ने गतिरोध दूर करने के लिए एक वकील नियुक्त किया।

 पश्चिम बंगाल में विधानसभा चुनाव के चौथे चरण में ६३ सीटों के लिए शांतिपूर्वक तरीके से मतदान जारी है। इस चरण में पूर्वी मेदिनीपुर, हुगली, हावड़ा और बर्दवान जिलों के कुछ हिस्सों में वोट डाले जा रहे हैं। अब से कुछ देर पहले तक ६० प्रतिशत से अधिक वोट पड़ चुके थे।

छिट-पुट घटनाओं को छोड़कर तथा इवीएम मशीन की कुछ गड़बड़ी की शिकायतों के बावजूद चौथे चरण का मतदान राज्य के चार जिलों में शांतिपूर्ण तरीके से चल रहा है। आज जिन ६३ विधानसभाओं के लिए वोट डाले जा रहे हैं, उसमें हावड़ा और - जिले के ३४ में से १० सींटे ऐसी है, जहां हिंदी भाषी लोग चुनाव परिणाम को काफी हद तक प्रभावित कर सकते हैं। हालांकि २००६ के पिछले चुनाव में इन ६३ सीटों में ५४ पर वाम मोर्चा ने जीत दर्ज की थी। पर झिंगोर और नंदी ग्राम में जमीन अधिग्रहण को लेकर ममता बेनर्जी के आंदोलन की वजह से ग्रामीण इलाकों में माकपा की जमीन खिसकी, जिसका उदाहरण २००९ लोकसभा और म्युनिसिपल चुनाव में साफ दिखा। बहरहाल यह परिवर्तन की लहर किस  मकाम तक जाएगी यसा फिर वाममोर्चां द्वारा किए गए सुधार वादी उपायों द्वारा फिर से सत्ता का फिर से प्रत्यावन होगा यह वक्त ही बताएगा। आकाशवाणी सामाचार के लिए शंभूनाथ चौधरी।
 राज्य के मुख्य चुनाव अधिकारी सुनील गुप्ता ने हमारे कोलकाता संवाददाता को बताया कि दो चुनाव अधिकारी और दो मतदान अधिकारी आचार संहिता के उल्लंघन तथा बीमार होने के कारण हटाये गए।

 बिहार में, पंचायत चुनाव के पांचवे चरण में आज ५१ प्रखंडों के ८४२ ग्राम पंचायतों में कड़ी सुरक्षा व्यवस्था के बीच शांतिपूर्वक मतदान जारी है। मतदान शाम पांच बजे तक जारी रहेगा जबकि नक्सल प्रभावित इलाकों में तीन बजे ही समाप्त हो जाएगा। हमारे पटना संवाददाता ने खबर दी है कि राज्य के किसी भाग से किसी अप्रिय घटना की खबर नहीं है। भीषण गर्मी के कारण मतदान का प्रतिशत सामान्य है। अनियमितता के आरोप में अररिया में एक पीठासीन अधिकारी को गिरफ्तार किया गया है। शिवहर जिले से तीन देसी बम बरामद किये गये हैं। एहतियात के तौर पर तीन सौ से अधिक लोगों को हिरासत में लिया गया है। एक जिला परिषद उम्मीदवार और एक मुखिया उम्मीदवार को भी गिरफ्तार किया गया है। गिरफ्तार किये गये लोगो से एक लाख ७० हजार रुपये भी जब्त किये गये हैं।
 अगले चरण का मतदान इस महीने की छह तारीख को होगा।

 मुद्रास्फीति पर काबू पाने के लिए भारतीय रिजर्व बैंक ने आज रेपो दर और  रिवर्स रेपो दर, दोनों में आधा-आधा प्रतिशत की बढ़ोतरी की है। अपनी वार्षिक ऋण नीति की घोषणा करते हुए रिजर्व बैंक ने अपनी रेपो दर बढ़ाकर सात दशमलव दो पाचं प्रतिशत की है और रिवर्स रेपो दर छह दशमलव दो पांच प्रतिशत। रेपो दर वह दर है जिस पर रिजर्व बैंक वाणिज्यिक बैंकों को अल्पवधि के लिए उधार देता है तथा रिवर्स रेपो दर वह दर है जिस पर रिजर्व बैंंक वाणिज्यिक बैंकों से कम समय के लिए उधार लेता है। लेकिन बैंक दर और नकद आरक्षी अनुपात मे कोई परिवर्तन नहंी किया गया है। रिजर्व बैंक ने चालू वित्त वर्ष के लिए सकल घरेलु उत्पाद की वृद्धि दर आठ प्रतिशत रहने का अनुमान व्यक्त किया है जबकि सरकार का अनुमान नौ प्रतिशत है। रिजर्व बैंक ने मार्च २०१२ में मुद्रास्फीति की दर छह प्रतिशत रहने का अनुमान लगाया है।
 रिवर्ज बैंक के गर्वनर डी सुब्बाराव ने कहा है कि मुद्रास्फीति की दर को कम करने को अल्पवधि में विकास दर की कीमत पर भी तरजीह मिलनी चाहिए।
 रिजर्व बैंक ने आम जमाकर्ताओं को राहत देते हुए बचत खाते पर ब्याज दर में आधा प्रतिशत की बढ़ोतरी कर इसे चार प्रतिशत कर दी है। रिजर्व बैंक ने अंतर्राष्ट्रीय बाजार में कच्चे तेल के दाम की तर्ज पर घरेलू पेट्रोलियम उत्पादों की कीमतों में बढ़ोतरी की सिफारिश की है।

 नई बैंक दर पर प्रतिक्रिया व्यक्त करते हुए वित्तमंत्री प्रणब मुखर्जी ने कहा है कि मुद्रास्फीति पर काबू पाने के लिए भारतीय रिजर्व बैंक द्वारा अल्पावधि की ब्याज दरों की गई वृद्धि आवश्यक थी। उन्होंने माना कि मुद्रास्फीति की दर में मामूली गिरावट के बावजूद इसका दबाव अब भी बहुत अधिक है।
   
अंतर्राष्ट्रीय बाजार में उर्जा और खाद्य पदार्थों सहित विभिन्न वस्तुओं की कीमतों में उतार-चढ़ाव को देखते हुए तथा मुद्रास्फीति को रोकने के उद्देश्य यह कदम उठाना आवश्यक समझा गया।

    बम्बई शेयर बाजार में आज गिरावट का रूख है। संवेदी सूचकांक में आज शुरूआती कारोबार में ९७ अंक की गिरावट आई। दोपहर बाद इसमें ३०० से अधिक अंकों की गिरावट आ गई थी। अब से कुछ देर पहले यह ३७८ अंक गिरकर १८ हजार ६१९ पर था। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी ११४ अंक गिरकर ५.हजार ५८७ पर आ गया है।
 अंतरबैंक मुद्रा बाजार में रूपया डॉलर के मुकाबले आठ पैसे कमजोर हुआ। एक डॉलर की कीमत ४४ रूपये ४१ पैसे बोली गई।
 ओसामा बिन लादेन के मारे जाने के बाद एशियाई तेल बाजारों में गिरावट का रूख देखा गया। न्यूयार्क के लाइट स्वीट क्रूड के जून महीने का वायदा भाव ५९ सेंट गिर ११२ डॉलर ९३ सेंट और ब्रेट नार्थ सी क्रूड का भाव ६८ सेंट गिरकर १२४ डॉलर ४४ सेंट पर आ गया।

 नया विदेशी योगदान नियमन कानून इस महीने की पहली तारीख से लागू हो गया है। इस नए अधिनियम के अनुसार कोई भी राजनीतिक दल दान के रूप में विदेशों से धनराशि नहीं प्राप्त कर सकता। गृह मंत्रालय की प्रेस विज्ञप्ति के अनुसार इसके तहत व्यक्तियों और संगठनों द्वारा विदेशों से आर्थिक योगदान और आतिथ्य का भी नियमन होगा।
 संसद में पारित किए गए इस कानून का उद्देश्य व्यक्तियों, संगठनों और कंपनियों द्वारा विदेशी योगदान या विदेश में आतिथ्य को स्वीकार करने और उसके उपयोग के नियमन के कानून को समेकित करना है। आतंरिक सुरक्षा की बदली हुई परिस्थितियों और बड़ी मात्रा में विदेशी धन के देश में आने के कारण इस कानून को बनाना आवश्यक हो गया था। इससे ऐसे तत्वों पर रोक लगाई जा सकेगी जो धर्म के नाम पर देश को बांटने के लिए विदेशी धन का इस्तेमाल करना चाहते हैं। कानून के अनुसार यदि किसी संगठन को दस लाख रूपए से अधिक का धन प्राप्त होता है तो बैंक सरकार को तुरंत इसकी सूचना देगा ताकि यह पता लगाया जा सके कि धन राशि कहां से आई है।
 हमारे संवाददाता ने सरकारी अनुमान रिपोर्ट के हवाले से कहा है कि देश के ४० हजार से अधिक संगठन विदेशी धन प्राप्त कर रहे हैं। इनमें से केवल १८ हजार संगठन ही इस धन की प्राप्ति की सूचना देते हैं और अपने खाते पेश करते हैं।

 दिल्ली उच्च न्यायालय ने आज एयर इंडिया के हड़ताली पायलटों और प्रबंधकों को उनके अड़ियल रवैए के लिए फटकार लगाई तथा गतिरोध दूर करने में मदद के लिए एक वकील को नियुक्त कर दिया। न्यायालय ने पायलटों के खिलाफ अवमानना का मामला शुरू करने के बाद केस की सुनवाई की। न्यायालय ने कल पायलटों को निर्देश दिया था कि वे हड़ताल फौरन खत्म करें और प्रबंधकों से कहा था कि वे उनकी मांगों पर विचार करें। हड़ताली पायलटों का कहना है कि अगर उनकी यूनियन की मान्यता समाप्त करने का फैसला वापस ले लिया जाए और यूनियन के तीन बर्खास्त पदाधिकारियों की सेवाएं बहाल कर दी जाएं तो वे हड़ताल खत्म कर देंगे।
 एयर इंडिया के प्रबंधकों और पायलटों के बीच आज सातवें दिन भी गतिरोध जारी है। सरकार ने स्पष्ट किया है कि बातचीत तभी होगी जब पायलट हड़ताल समाप्त करके काम पर लौट आएं।
 नागरिक उड्डयन मंत्री वायलार रवि ने कहा है कि एयर इंडिया के प्रबंधन के अनुरोध पर अदालत की अवमानना के सिलसिले में न्यायालय द्वारा सुनाए जाने वाले आदेश का सरकार इंतजार करेगी और उसका पालन करेगी।
 इस बीच, विमान यात्रियों की परेशानी जारी है क्योंकि एयर इंडिया के प्रबंधकों ने पर्याप्त वैकल्पिक व्यवस्था नहीं की है और निजी विमान कंपनियां बहुत ज्यादा किराया मांग रही हैं। विमानों के किरायों में बहुत अधिक बढ़ोत्तरी और एयर इंडिया के यात्रियों की परेशानियों को ध्यान में रखते हुए नागरिक उड्डयन महानिदेशालय ने निजी विमान कंपनियों को निर्देश दिया है कि वे किराए बढ़ाकर हड़ताल का फायदा न उठाएं। महानिदेशालय ने निजी विमान कंपनियों को ऐसे कुछ मार्गों पर भी उड़ानें करने की इजाजत भी दी है जिन पर पायलटों की हड़ताल से पहले एयर इंडिया के विमान उड़ान भर रहे थे ताकि उड़ानों के रद्द होने का मुसाफिरों पर असर कम हो सके।

 अरूणाचल प्रदेश में मुख्यमंत्री दोरजी खांडू और चार अन्य व्यक्तियों को ले जा रहे पवन हंस के लापता हेलीकॉप्टर की खोज आज जोरशोर से की जा रही है। इसरो के चित्रों में जिन स्थानों का संकेत मिला है उन तक पहुंचने में बचाव दलों को अब कुछ ही घंटे लगेंगे। सेना, पुलिस और अर्धसैनिक बलों के तीन हजार से अधिक कर्मचारी तथा अनेक स्थानीय ग्रामीण खोजबीन के काम में जुटे हुए हैं, लेकिन खराब मौसम की वजह से उनकी कोशिशों में लगातार बाधा आ रही है। केन्द्रीय मंत्री वी नारायणसामी ईटानगर में मौजूद हैं और स्थिति पर नजर रखे हुए हैं। उन्होंने कल शाम बताया कि केन्द्र सरकार और भूटान सरकार इस लापता हेलीकॉप्टर का पता लगाने के लिए हर संभव प्रयास कर रही हैं। शनिवार सवेरे तवांग से उड़ान भरने के बाद यह हेलीकॉप्टर लापता हो गया था।

 सरकार ने असम में शांति की बहाली के उद्देश्य से यूनाईटेड पीपुल्स डेमोक्रेटिक सोलीडेरिटी - यू पी डी एस के खिलाफ कार्रवाई और छह महीने के लिए रोक दी है। गृह मंत्रालय की विज्ञप्ति के अनुसार कार्रवाई पर रोक इस साल, अक्तूबर तक जारी रहेगी। यू पी डी एस असम के कर्बी - आंगलांग जिले में सक्रिय है और अपनी शिकायतों के समाधान के लिए असम और केन्द्र सरकार के साथ त्रिपक्षीय बातचीत कर रहा है। विज्ञप्ति में कहा गया है कि वार्ता जारी रहेगी।

 केन्द्र ने राज्यों और केन्द्रशासित प्रदेशों से अनुसूचित जातियों और अनुसूचित जनजातियों के खिलाफ अपराधों की रोकथाम के लिए आवश्यक कदम उठाने को कहा है। जनता की मांग पर यह निर्देश जारी किये गये हैं। गृह मंत्रालय के प्रवक्ता के अनुसार केन्द्र ने राज्यों से कानूनों पर अमल और उनके अनुसार कार्रवाई के लिए सभी संबद्ध पक्षों को उपयुक्त निर्देश जारी करने और एक महीने के अन्दर स्थिति पर रिपोर्ट भेजने को भी कहा है।
 हमारे संवाददाता ने सरकारी सूत्रों के हवाले से कहा है कि केन्द्र, राज्यों और केन्द्र शासित प्रदेशों को अनुसूचित जातियों और जनजातियों के खिलाफ अपराधों सहित सभी तरह के अपराधों की रोकथाम के लिए अपराध न्याय व्यवस्था पर अधिक ध्यान देने को कहा है।

 देश के ६८ जलाशयों में इस साल पानी पिछले दस वर्षों के औसत के मुकाबले ८० फीसदी से ज्यादा है और यह कृषि क्षेत्र के लिए एक अच्छी खबर है। सरकारी प्रेस विज्ञप्ति के अनुसार केन्द्रीय जल आयोग कृषि मंत्रालय को जल भंडारण की स्थिति की साप्ताहिक आधार पर सूचना दे रहा है। कृषि मंत्रालय ने फसलों के सिलसिले में मौसम पर निगरानी रखने के लिए एक ग्रुप का गठन किया है ताकि कृषि उत्पादन बढ़ाने के लिए फसल संबंधी समूचित नीतियां बनाई जा सकें। देश में इस साल कृषि क्षेत्र में पांच दशमलव चार फीसदी की रिकॉर्ड वृद्धि दर्ज की गई है। १२वीं पंचवर्षीय योजना के तहत अर्थव्यवस्था के इस महत्वपूर्ण क्षेत्र में चार प्रतिशत की विकास दर प्राप्त करने का लक्ष्य रखा गया है।

 केन्द्र ने २०११-१२ में सात हजार तीन सौ किलोमीटर सड़कें बनाने का लक्ष्य निर्धारित किया है। आज नई दिल्ली में केन्द्रीय सड़क परिवहन और राजमार्ग मंत्री पीसी जोशी ने संवाददाताओं को बताया कि इस सिलसिले में माहवार लक्ष्य निर्धारित किया गया है और यह काम पहली बार हुआ है। उन्होंने कहा कि देश भर में नई सड़कों के निर्माण के लिए ५७ हजार करोड़ रूपए आवंटित किए गए हैं। नक्सल प्रभावित क्षेत्रों में सड़कों के विकास के बारे में चर्चा करते हुए श्री जोशी ने कहा कि सड़कों को एक-दूसरे से जोड़ने के सिलसिले में जानकारी प्राप्त करने के लिए सूचना प्रोद्योगिकी की मदद ली जा रही है। उन्होंने कहा कि इस व्यवस्था से नई दिल्ली में अधिकारियों को स्थानीय समस्याओं के समाधान में मदद मिलेगी।

 झारखंड में बोकारो जिले के झुमरा पहाड़ी के निकट बलथरवा जंगल क्षेत्र में सुरक्षाबलों और माओवादियों के बीच मुठभेड़ जारी है। इस मुठभेड़ में केन्द्रीय रिजर्व पुलिस बल का एक सहायक कमानडेंट घायल हुआ है जिसे निजी अस्पताल में भ्ज्ञर्ती कराया गया है। पुलिस सूत्रों ने हमारे रांची संवाददाता को बताया कि  गुप्त सूचना मिलने पर केन्द्रीय रिजर्व पुलिस बल के दो बटालियन नक्सलियों के गढ़ झुमरा पहाड़ी की ओर जा रहे थे कि माओवादियों ने उन पर गोलीबारी की जिसके फलस्वरूप यह मुठभेड़ शुरू हो गई। विस्तृत ब्यौरे की प्रतीक्षा है।

 पाकिस्तान में अमरीकी सुरक्षा बलों द्वारा अलकायदा प्रमुख ओसामा बिन लादेन के मारे जाने के बाद संभावित खतरों को ध्यान में रखते हुए केन्द्र सरकार ने बड़े पैमाने पर सुरक्षा बरतने के आदेश जारी किए हैं। सरकार ने सभी राज्यों से कहा है कि जिन क्षेत्रों में अमरीकी या यहूदियों के प्रतिष्ठान हैं वहां और उनके आसपास सुरक्षा व्यवस्था बढ़ा दी जाए। गृह मंत्रालय ने मुंबई, चेन्नई, हैदराबाद और कोलकाता के संबद्ध अधिकारियों से कहा है कि वे अमरीकी वाणिज्य दूतावासों के आसपास सुरक्षा की व्यवस्था और पुख्ता करें। राज्यों से यह भी कहा गया है कि जिन क्षेत्रों में अकसर विदेशी पर्यटक पहुंचते हैं वहां निगरानी रखी जाए। विभिन्न शहरों के राजनयिक इलाकों में और उनके आसपास  भी सुरक्षा बढ़ा दी गई है।
 इस बीच, पंजाब, राजस्थान और पश्चिम बंगाल में सीमा सुरक्षा बल को बहुत सतर्क रहने के लिए कहा गया है ताकि किसी भी घुसपैठ पर अंकुश लग सके और आसपास के इलाकों में किसी भी घटना पर नजर रखी जा सके।

 अमरीका ने लादेन के मारे जाने के एक दिन बाद पाकिस्तान में अपने दूतावास और वाणिज्य दूतावासों को आम लोगों के लिए बंद कर दिया है। लादेन के मारे जाने के बाद पाकिस्तानी तालिबान और अलकायदा की बदले की कार्रवाईयों की आशंका को देखते हुए यह कदम उठाया गया है।

 नेपाल सरकार ने कहा है कि पाकिस्तान में अमरीकी कार्रवाई से ओसामा बिन लादेन का मारा जाना वैश्विक आतंकवाद के खिलाफ लड़ाई में एक बड़ी उपलब्धि है। एक वक्तव्य में नेपाल के विदेश मंत्री ने कहा है कि न्यूयॉर्क में हुए जघन्य हमले के साजिशकर्ता ओसामा बिन लादेन को मार गिराने में अमरीकी सुरक्षा बलों की सफलता का उनकी सरकार स्वागत करती है।

 दुनियाभर में पिछले एक वर्ष में सूचना की स्वतंत्रता की रक्षा करते हुए ५० से अधिक पत्रकारों ने अपनी जान गंवा दी। संयुक्त राष्ट्र ने दक्षिण एशिया में प्रेस की स्वतंत्रता से संबंधित जो रिपोर्ट तैयार की है उसमें यह जानकारी दी गई। विश्व प्रेस स्वतंत्रता दिवस के मौके पर आज नई दिल्ली में आयोजित समारोह में यह रिपोर्ट जारी की गई। इस अवसर पर दक्षिण एशियाई प्रेस परिषद के अध्यक्ष श्रीकुमार मुरलीधरन ने प्रसन्नता व्यक्त करते हुए कहा कि दक्षिण एशिया में भारत ऐसा देश है जहां प्रेस की स्वतंत्रता का सबसे अच्छा वातावरण है।
  संयुक्त राष्ट्र ने दुनियाभर में प्रेस के अधिकारों की सुरक्षा के प्रति समर्थन का संकल्प व्यक्त किया है। एक वक्तव्य में संयुक्त राष्ट्र महासचिव बान जी मून ने कहा कि गरीब वर्गों को समाज की मुख्यधारा में लाने में मीडिया महत्वपूर्ण भूमिका अदा करता है। उन्होंने कहा कि दुनिया में प्रेस के अधिकारों के उल्लंघन पर संयुक्त राष्ट्र ध्यान रखे हुए है और उन्हें बनाए रखने के लिए प्रभावशाली कदम उठाएगा।

 जम्मू-कश्मीर में इस वर्ष की श्री अमरनाथजी यात्रा के लिए यात्रियों के पंजीकरण की प्रक्रिया १० मई को शुरू होगी। हमारें संवाददाता ने बताया है कि यह प्रक्रिया बालताल और चंदनवाड़ी दोनों ही मार्गों से यात्रा के लिए एक साथ शुरू की जाएगी।

 राष्ट्रीय कौशल विकास निगम देश में लोगों के कौशल विकास के लिए बुनियादी ढांचा खड़ा करने के सभी प्रभावशाली उपाय कर रहा है। राष्ट्रीय कौशल विकास नीति के तहत सरकार ने विभिन्न क्षेत्रों की बढ़ती हुई मांग पूरी करने के लिए २०२२ तक ५० करोड़ लोगों को प्रशिक्षण देने का लक्ष्य निर्धारित किया है। आज एक गोष्ठी में एनएसडीसी के मुख्य कार्यकारी अधिकारी दिलीप शिनौय ने कहा कि आने वाले वर्षों में रियल इस्टेट, कपड़ा, चमड़ा उद्योग और आतिथ्य जैसे क्षेत्रों में और कुशल व्यक्तियों की जरूरत पड़ेगी। इस सिलसिले में विभिन्न उद्योगों की सहायता से उनका संगठन कौशल विकास का प्रशिक्षण देने के लिए कार्य कर रहा है।

 इस्राइल ने कहा है कि वह डेयरी संबंधी कार्य और कृषि क्षेत्र में भारत की विशेषज्ञता में हिस्सेदारी का बहुत इच्छुक है। नई दिल्ली में आज एक समारोह में इस्राइल की कृषि मंत्री ओरिट नोकेड ने भारतीय कंपनियों को इस्राइल में डेयरी फार्मिंग के क्षेत्र में निवेश करने का निमंत्रण दिया। उन्होंने कहा कि इस्राइल ने अब विकासशील अर्थव्यवस्था और परम्परागत खेतीबाड़ी से ऐसी आधुनिक अर्थव्यवस्था का रूप ले लिया है जो तकनीकी तौर पर संपन्न है। सुश्री ओरिट ने भारतीय उद्योगपतियों से इस्राइल में उपलब्ध अवसरों का लाभ उठाने का भी अनुरोध किया।

 सरकार ने एक राष्ट्रीय स्मारक और पुरातत्व मिशन की स्थापना की है जो देश में असंरक्षित स्मारकों का डाटा बेस तैयार करेगा। इस समय देश में ३३ हजार आठ सौ से अधिक ऐसे स्मारक हैं जो संरक्षित स्मारकों की श्रेणी में नहीं आते लेकिन ऐतिहासिक दृष्टि से महत्वपूर्ण हैं। राजस्थान में असंरक्षित स्मारकों की संख्या सबसे अधिक है। वहां ऐसे पांच हजार २२० स्मारक हैं। दूसरा स्थान पश्चिम बंगाल और तीसरा ओडिशा का है।

 रेलगाड़ियों में २००९-१० की तुलना में २०१०-११ के दौरान बिना टिकट यात्रा करने वालों की संख्या में लगभग १५ प्रतिशत की वृद्धि हुई है।  रेल मंत्रालय के सूत्रों के अनुसार २०१०-११ वित्त वर्ष में  एक करोड़ ४० लाख बिना टिकट यात्रियों को दंडित किया गया जबकि यह संख्या २००९-१० में एक करोड़ बीस लाख थी। २०१०-११ में बिना टिकट यात्रियों से रेलवे को चार अरब चालीस करोड़ रूपये से अधिक धनराशि प्राप्त हुई।

 अलीगढ़ मुस्लिम विश्वविद्यालय के कुलपति प्रोफेसर पी के अब्दुल अजीज ने कहा है कि विश्वविद्यालय के बंद रहने से परीक्षा कार्यक्रम में भारी गड़बड़ी आ जाएगी जिससे छात्रों के कैरियर की संभावना को क्षति पहुंचेगी। उन्होंने कहा कि इसे ध्यान में रखते हुए विश्वविद्यालय को फिर से खोलने के बारे में इस हफ्‌ते घोषणा की जाएगी। उन्होंने यह भी कहा कि हिंसा की घटना को लेकर एक उच्चस्तरीय जांच की जाएगी। छात्रों के दो गुटों के बीच झड़पों के बाद शनिवार को विश्वविद्यालय अनिश्चितकाल के लिए बंद कर दिया गया था। इन झड़पों में १२ छात्र घायल हो गए थे।
 प्रोफेसर अजीज ने कहा कि विभिन्न पाठ्यक्रमों के लिए प्रवेश परीक्षाएं मूल कार्यक्रम के अनुसार होंगी। उन्होंने बताया कि ९८ प्रतिशत छात्रावास कल शाम तक खाली हो गए और यह सारा काम शांतिपूर्वक संपन्न हुआ।

 अमरीकी अंतरिक्ष एजेंसी नासा के इंजीनियरों ने कहा है कि पिछले हफ्‌ते अंतरिक्ष यान इंडेवर को प्रक्षेपित करने की कार्रवाई स्थगित करने की तकनीकी समस्या का पता लगा लिया गया है। इसे हल करने में कई सप्ताह लगेंगे। इसलिए  अंतरिक्ष यान को छोड़ने की अगली तारीख अभी तय नहीं की गई है।

In West Bengal, peaceful voting is on for the fourth phase of Assembly elections in 63 seats covering East Midnapore, Howrah, Hooghly and parts of Burdwan districts. 58 per cent polling has been recorded in the last six and a half hours upto 1:30 p.m. The State Chief Electoral Officer, Mr. Sunil Gupta told our Kolkata Correspondent that two Presiding Officers and two Polling Officers have been removed for violation of Model Code of Conduct and also for illness. 57 Electronic Voting Machines were also replaced from various polling booths due to technical snags. No major untoward incident has so far been reported.

In a bid to check inflation, the Reserve Bank of India today raised the repo rate and the reverse repo rate by 50 basis points, each. Announcing its annual credit policy, the Reserve Bank Governor D.Subbarao said, the Reserve Bank increased its repo rate, or its short-term lending rate to commercial banks to 7.25 per cent, and its reverse repo rate, or short-term borrowing rate from commercial banks, to 6.25 per cent.

But the RBI kept the Bank Rate and the Cash Reserve Ratio unchanged. The RBI also pegged its GDP growth outlook for the current fiscal at 8 per cent, against the government's projection of 9 per cent. The apex bank has pegged the March 2012 inflation at 6 per cent. RBI Governor D. Subbarao said bringing down inflation, even at the cost of some growth in the short-run, should take precedence.

The RBI, however, gave some relief to general depositors by increasing the savings bank rate to 4 per cent, from 3.5 per cent.

The apex bank also made a strong case for increasing domestic petro-product prices, in line with global crude oil prices.

Union Finance Minister Pranab Mukherjee today said that the hike in short term lending rate by the RBI was necessary to contain inflation. Mr Mukherjee conceded that the inflationary pressure is still high though the rate of inflation has come down marginally. Justifying the new credit policy announced today, he said this approach was necessary keeping in view volatility of commodity prices including energy and food prices in the international market.

The Sensex at the Bombay Stock Exchange plunged 328 points or 1.7 percent, to 18,670, in afternoon deals, a short while ago, on heavy selling in banking and other interest-rate-sensitive stocks, after the Reserve Bank today hiked key policy rates sharply to tame inflation. Earlier in the morning, the Sensex had opened 97 points, or 0.5 percent in the red, at 18,901. The benchmark Sensex has already lost over 600 points in the last six trading sessions. Stock markets in China, South Korea, Indonesia, Singapore and Taiwan were down by between 0.1 percent and 1.3 percent.

The Swiss government has said that it has identified assets worth over 416 million US dollars that may belong to Libyan leader Muammar Gaddafi or his entourage. Swiss Foreign Minister Micheline Calmy-Rey revealed the figures yesterday at a diplomatic meeting in the Tunisian capital, Tunis. She also said that Switzerland has linked some 410 million francs in the Alpine country to the former Egyptian President Hosni Mubarak and 60 million francs to Tunisia's deposed autocrat, Zine El Abidine Ben Ali. Switzerland has ordered banks and other financial institutions to freeze possible assets belonging to the three men and prevent the funds from being secretly withdrawn.The Swiss government also said that Tunisia and Egypt have already started legal proceedings to claim the assets.

Delhi High Court today pulled up the striking Pilots and Air India Management for their rigid attitude and appointed a Council to assist in resolving the stand- off. The Court heard the case after initiating the contempt case against the Pilots. Yesterday, the Court had directed the pilots to end their strike immediately and also asked the management to consider their demands. The striking pilots maintained that they will call off their strike if the derecognition of their union is revoked and its three sacked office bearers are reinstated. Meanwhile, the stalemate between the pilots and Air India Management continues with the strike entering the seventh day today. The Government has however made it clear that talks will be held only after the pilots call off their strike and resume duties. Civil Aviation Minister Vayalar Ravi said that government will wait and abide by the court's order in the Contempt of Court proceedings initiated on the plea of the Air India management.

The passengers meanwhile, continue to have a harrowing time with not many alternative arrangements made by the Air India management and the private airlines charging exorbitant rates. Taking note of the sharp increase in air fares and the hassles being faced by the Air India passengers, aviation watchdog, Directorate General of Civil Aviation had directed private airlines not to take advantage of the strike by hiking air fares. It also granted private airlines' permission to operate flights on some of the routes where Air India operated before the pilots' strike, to lessen the impact of flight cancellation on passengers.

In Arunachal Pradesh, the search for the missing chopper of Chief Minister Dorjee Kahndu and four other persons got intense today with rescue teams just a few hours away from the spots indicated by ISRO images. More than three thousand army, police and paramilitary personnel and a large number of local villagers are engaged in the search. However, weather continues to hamper their efforts. Union Minister V Narayanasamy who is camping in Itanagar to monitor the situation said last evening that the Central Government and the Bhutanese government were doing everything possible to trace the missing chopper. The Pawan Hans chopper carrying Dorjee Khandu and four other persons disappeared after taking off from Tawang on Saturday morning.

In Jharkhand, a fierce gun battle is going on between security forces and Naxals at Baltharwa forest areas near Jhumra hills under Bokaro district. In this encounter, one Assistant Commandant of CRPF got injured and he has been admitted to a private hospital. Talking to our Ranchi Correspondent the police sources said that acting on a tip off two battalions of CRPF marched towards the Jhumra hills, a Naxal stronghold, after which they were fired upon by the Naxals resulting in the fierce encounter. Details are awaited.

The Centre has sought a status report from the states and union territories on the action taken for curbing the crime against Scheduled Castes and Scheduled Tribes, (SCs & STs) in a month's time. It has also asked states to issue suitable directions to all concerned for proper implementation and enforcement of law to curb crime against SCs and STs. Our correspondent reports that directions have been given in response to public demand. A Home ministry spokesman said the Central Government attaches highest importance to matters relating to the prevention of crime. The Centre has been advising the States and Union Territories to give more focussed attention to the administration of criminal justice system with an emphasis to control crime including crimes against SCs and STs.

The Centre has set a target of seven thousand three hundred kilometres of roads for 2011-12. Talking to reporters in New Delhi today, Union Road Transport and Highways Minister, Mr. P.C. Joshi said that for the first time, month-wise targets have also been fixed in this regard. He said that 57 thousand crore rupees have been allocated during the current year for achieving the target. Regarding development of roads in Naxal-infested areas, the Minister said that help of information technology is being taken for getting first hand information on the alignment of roads. He said that this mapping system will help the authorities in New Delhi to address the local problems.

The government has decided to extend the suspension of operation against United Peoples Democratic Solidarity, UPDS for a further period of six months for establishing permanent peace in Assam. According to a Home Ministry press release, the suspension of operations will continue till the end of October this year. The UPDS has been operating in the Karbi Anglong district of Assam and is having tripartite talks with Assam government and the Centre to seek the redressal of their grievances. The press release says that the talks are continuing.

The new Foreign Contribution Regulation Act has come into force. Under the new law, no political party can receive foreign funds as donation. According to a Home Ministry press release it will also facilitate regulation of foreign contributions and hospitality by individuals and organisations.

The Act, passed by both houses of Parliament, is aimed at consolidating the law to regulate the acceptance and utilisation of foreign contribution or foreign hospitality by certain individuals, associations and companies. The new Act, came into force from first of this month. It was necessitated in the wake of changed internal security environment and large fund flow. The legislation will prevent powers which want to use foreign funds to divide the country on religious basis. The Act says that in case of any organisation receiving funds over Rs 10 lakh, the bank will immediately inform the government to enable the agencies to track the funds.

Our correspondent quoting government estimates reports that , there are over 40,000 organisations receiving foreign contribution in the country out of which only 18,000 report the inflow of funds and submit their accounts. The banks also have been brought under the ambit of the Act and every bank or authorised person in foreign exchange shall report to such authority prescribed amount of foreign remittance and the source and manner in which the foreign remittance was received.

Centre has issued high security alerts across the country in view of possible threats following the killing of Al-Qaeda Chief Osama Bin Laden by US forces in Pakistan. The government has asked all the States to beef up security in and around the places having American or Jewish installations. The Home Ministry has asked authorities in Mumbai, Chennai, Hyderabad and Kolkata to enhance security around the US Consulates. The States have also been asked to keep vigil on tourist places frequented by foreigners. Security has also been enhanced in and around diplomatic enclaves in various cities.

Meanwhile, the Border Security Force has been put on high alert in Punjab, Rajasthan and West Bengal to check any ingression and keep an eye on incidents happening around.

The US today closed its embassy and consulates in Pakistan to the general public until further notice, a day after American special forces killed al-Qaeda Chief Osama bin Laden in a daring raid near the garrison city of Abbottabad. Embassy spokesman Alberto Rodriguez said that the US Embassy in Islamabad and the Consulates in Peshawar, Lahore and Karachi are closed for routine business to the general public until further notice. Routine business includes matters like the issuance of visas. However, the Embassy and Consulates remain open for other business and for emergency American citizen services.

The move comes amid fears of reprisals by the Pakistani Taliban and al-Qaeda for the killing of bin Laden.

The White House Counter Terrorism Advisor John Brenen has said it was inconceivable that Osama Bin Laden could have remained in Pakistan for so long without a local support network. Besides, eminent lawmakers today also accused Pakistan of playing a double-game with the US on the war against terror. It has raised suspicion that its spy agency, ISI was knowing about Osama bin Laden's presence in the country.

Senator Susan Collins has said that the killing of the Al- Qaeda Chief at a one-million dollar hideout just 120 km away from Islamabad shows that Pakistan remains a critical but an uncertain ally in the fight against terrorism.

Today is the World Press Freedom Day. The theme of this year's event is 21st Century Media: New Frontiers, New Barriers.

Over fifty journalists across the world have laid down their lives in the last one year while protecting the freedom of information. This was revealed in the Press Freedom Report for South Asia prepared by the United Nations, at a function in New Delhi today. Launching the report, the chairman of South Asian Press Council Srikumar Murlidharan hailed that India provides the best atmosphere for press freedom in South Asia. The function was organized to mark World Press Freedom Day.

Meanwhile, the United Nations also pledged its support for safeguarding the rights of press across the globe. In an official statement released, UN secretary General Ban Ki Moon said that media plays a significant role in bringing marginalized sections into the mainstream. He added that UN is keeping a tab on violation of press rights in the world and will take effective measures to reinstate them.

In Bihar, amidst tight security arrangements the fifth phase of Panchayat elections at 842 Gram Panchayats in 51 blocks is progressing peacefully. Polling will continue till 5 in the evening. In the Naxal affected areas, polling will end at 3 pm. AIR Patna correspondent reports that no incident of violence has so far been reported from any parts of the state. Moderate turnout of voters is reported due to the intense heat. In Araria, one presiding officer has been arrested on charges of irregularities in the conduct of elections. Three cane bombs were recovered from Sheohar district of the state. Over three hundred persons have been arrested as a preventive measure. A Zila Parishad candidate and a Mukhia candidate have also been arrested . More than one lakh seventy thousand rupees were seized from the possession of arrested persons.

In some good news for the agriculture sector , this year, the water storage in 68 reservoirs is more than 80 per cent of the average of last ten years. According to an official press release Central Water Commission is providing the Agriculture Ministry information of the weekly storage position. The Agriculture Ministry has set up a crop weather watch group for evolving suitable crop strategies to increase the agriculture production. The country recorded a record 5.4 per cent growth in the agriculture sector this year and the 12th five year plan aims to acheive an aggregate 4 per cent growth in this vital sector of economy.

The rupee depreciated by 8 paise to 44.41 rupee against the dollar in early trade on the Interbank Foreign Exchange today, weighed down by dollar gains against other currencies overseas and a weak trend in the equity market. Forex dealers said the strengthening of the dollar against major currencies overseas and a weak start in the stock market mainly put pressure on the rupee.
