सरकार ने डीजल, मिट्टी के तेल और रसोई गैस के दाम बढ़ाने और पेट्रोलियम पदार्थों पर शुल्क घटाने की घोषणा की है। ये फैसला कल नई दिल्ली में वित्तमंत्री प्रणब मुखर्जी की अध्यक्षता में पैट्रोलियम पद्धार्थों के बारे में अधिकार प्राप्त मंत्रिसमूह की बैठक में लिया गया। बैठक के बाद पैट्रोलियम मंत्री जयपाल रेड्डी ने इस बाबत विस्तृत जानकारी दी।

डीजल के दामों में तीन रुपये बढ़ोतरी की गई है। केरोसिन में दो रुपये और रसोई गैस में ५० रुपये प्रति सिलेंडर की वृद्धि हुई है।
श्री रेड्डी ने बताया कि कच्चे तेल पर पांच प्रतिशत का आयात शुल्क खत्म कर दिया गया है। उन्होंने यह भी बताया कि सभी पैट्रोलियम पदार्थों पर सीमा शुल्क साढ़े सात प्रतिशत से घटा कर ढाई प्रतिशत कर दिया गया है। डीज+ल पर उत्पाद शुल्क चार रूपये साठ पैसे से घटाकर दो रूपये कर दिया गया है। इन उपायों से सरकारी खजाने को इस वित्तीय वर्ष में उनचास हजार करोड़ रूपये का घाटा होगा। उन्होंने कहा कि इस बढ़ोत्तरी के बावजूद सार्वजनिक क्षेत्र की तेल कंपनियों को एक लाख बीस हजार करोड़ का नुकसान होगा। पैट्रोलियम मंत्री ने कहा कि सार्वजनिक क्षेत्र की तेल कंपनियों को नुकसान से उबारने के लिये ऐसा किया जाना जरूरी था। इस फैसले के बाद तेल कंपनियों के घाटे में २१ हजार करोड़ रुपये तक की कमी आएगी। आधी रात से लागू इस बढ़ोतरी के बाद दिल्ली में डीज+ल अब चालीस रुपये पचहत्तर पैसे प्रति लिटर मिल रहा है। जबकि मुम्बई में इसकी कीमत सैंतालीस रुपये छह पैसे प्रति लिटर और कोलकाता में ४३ रुपये ०६ हो गई है। सरकार के नियंत्रण में डीज+ल की कीमत एक साल पहले बढ़ाई गई थी। श्री जयपाल रेड्डी ने कहा कि इस बढ़ोतरी के बाद भी भारत में पैट्रोलियम उत्पादों की कीमतें पड़ोसी देश नेपाल, श्रीलंका और पाकिस्तान के मुकाबले कम हैं।
वित्त मंत्री प्रणव मुखर्जी ने डीजल की कीमतों में बढ़ोतरी को मामूली बताया और आशा व्यक्त की कि राज्य सरकारें उपभोक्ताओं को राहत देने के लिए करों में कमी करेंगी। यूपीए गठबंधन में शामिल तृणमूल कांग्रेस और विपक्षी पार्टियों ने डीज+ल, मिट्टी के तेल और घरेलू गैस की कीमतों में ब+ढ़ोतरी की आलोचना की है। पश्चिम बंगाल की मुख्यमंत्री और तृणमूल कांग्रेस प्रमुख ममता बैनर्जी ने कहा है कि डीज+ल के दाम में बढ़ोतरी से आम जनता पर बोझ बढ़ेगा। भारतीय जनता पार्टी की प्रवक्ता निर्मला सीतारमण ने कहा कि इस बढ़ोतरी से भारत की वृद्धि दर पर भी प्रभाव पड़ेगा। उन्होंने कहा कि उनकी पार्टी आज देशभर में विरोध प्रदर्शन करेगी। मार्क्सवादी कम्यूनिस्ट पार्टी ने कहा है कि वामपंथी कल भी पैट्रोलियम उत्पादों की कीमतों में बढ़ोतरी के विरोध में राष्ट्रव्यापी प्रदर्शन करेंगे। पार्टी नेता सीताराम येचुरी ने कहा कि शुल्कों में की गई कटौती पर्याप्त नहीं है। तमिलनाडु की मुख्यमंत्री और ऑल इंडिया डीएमके प्रमुख जयललिता ने ईंधन की कीमतों में बढ़ोतरी को अस्वीकार्य बताया और तुरंत वापस लेने की मांग की।

भारत ने पाकिस्तान से कहा है कि वह मुंबई आतंकी हमले से जुड़े मुकदमे को संतोषजनक ढंग से निपटाए। मुम्बई आतंकी हमलों के शिकार लोगों को न्याय दिलाने को महत्वपूर्ण बताते हुए विदेश सचिव निरूपमा राव ने संयुक्त संवाददाता सम्मेलन में कहा कि दोनों देशों के बीच संबंधों को सामान्य बनाने के लिए मुम्बई हमले के मुकदमे को संतोषजनक तरीके से निपटाना बेहद जरूरी है।

इस्लामाबाद में विदेश सचिव स्तर की दो दिन की बातचीत खत्म होने पर विदेश सचिव ने कहा कि कश्मीर का जटिल मुद्दा बंदूक और उग्रवादी हिंसा के साये में नहीं सुलझाया जा सकता। शांति और सुलह-सफाई का काम कदम-दर-कदम आगे बढ़ाना होगा। दोनों पक्षों ने इस वार्ता को ठोस और रचनात्मक बताते हुए विश्वास पैदा करने के विभिन्न उपायों पर सहमति व्यक्त की। पाकिस्तान के विदेश सचिव सलमान बशीर ने कहा कि वह आतंकवाद पर भारत की चिंता को समझते हैं और दोनों देशों को इस समस्या से मिलकर निपटना चाहिए। श्रीमती राव ने स्पष्ट किया कि वार्ता का उद्देश्य दोनों देशों के बीच विश्वास बढ़ाना है। दोनों देशों के विदेश मंत्रियों की बैठक अगले महीने नई दिल्ली में होगी।

केन्द्रीय विधि मंत्रालय ने सरकार और समाज के प्रतिनिधियों द्वारा प्रस्तुत लोकपाल विधेयक के मसौदे का एक विस्तृत विवरण तैयार किया है। विधि मंत्री वीरप्पा मोइली ने कल नई दिल्ली में संवाददाताओं से कहा कि इस विवरण में उन सभी बिन्दुओं को शामिल किया गया है जिन पर सरकार सहमत है। श्री मोइली ने बताया कि उन बिन्दुओं को भी इसमें शामिल किया गया है जिन पर सिविल सोसाइटी सहमत है।

कांगे्रस कार्य समिति ने लोकपाल विधेयक पर सरकार के रूख का समर्थन किया है। पार्टी प्रवक्ता जर्नादन द्विवेदी ने नयी दिल्ली में कहा कि कार्यसमिति में इस बात पर सर्वसम्मत राय थी कि सरकार को जनता के उन स्वयंभू नेताओं के आगे नहीं झुकना चाहिए जो लोकतांत्रिक संस्थाओं का सम्मान नहीं करतें। श्री द्विवेदी ने बताया कि अब लोकपाल विधेयक का मसौदा पूरी तरह से तैयार है।

पश्चिम बंगाल सरकार ने कोलकाता के निकट राजारहाट टाउनशिप के लिए एक हजार पांच सौ ८७ एकड़ भूमि का अधिग्रहण रद्द करने का फैसला किया है। मुख्यमंत्री सुश्री ममता बनर्जी ने कोलकाता में कल कहा कि भूमि अधिग्रहण के बारे में तत्कालीन वाममोर्चा सरकार की अधिसूचना वापस ले ली जाएगी। उन्होंने कहा कि पिछली सरकार ने राजारहाट में टाउनशिप के लिये किसानों से उनकी इच्छा के विरुद्ध छह हजार आठ सौ एकड़ ज+मीन जबर्दस्ती अधिगृहित कर ली। राज्य विधानसभा इस महीने सिंगूर भूमि पुनर्वास और विकास विधेयक २०११ पारित कर चुकी है, जिससे सिंगूर में टाटा मोटर परियोजना स्थल से जुड़ी करीब चार सौ एकड़ भूमि किसानों को लौटाने का रास्ता साफ हो गया।

राष्ट्रीय मानवाधिकार आयोग ने डॉक्टर वाई एस सचान की मौत पर उत्तर प्रदेश सरकार को नोटिस जारी कर पूछा है कि न्यायिक हिरासत में मौत के २४ घंटे के भीतर आयोग को सूचित क्यों नहीं किया गया। डॉक्टर सचान की मृत्यु के संबंध में मीडिया की खबरों और एक शिकायत पर संज्ञान लेते हुए आयोग ने उत्तर प्रदेश के मुख्य सचिव, जिला मजिस्ट्रेट और वरिष्ठ पुलिस अधीक्षक को नोटिस जारी किए हैं। ब्यौरा हमारे संवाददाता से-

आयोग ने लखनऊ के जिलाधिकारी और पुलिस प्रमुख से यह भी बताने को कहा है कि पूर्व निर्धारित नियमों के अनुसार न्यायिक अभिरक्षा में मृत्यु की घटना की सूचना २४ घंटे के भीतर आयोग को क्यों नहीं दी गई और मामले की सुनवाई के लिए १४ जुलाई की तारीख निर्धारित की है। उधर, सचान की शव का शुक्रवार शाम अंतिम संस्कार कर दिया गया। उनके परिजनों का कहना है कि वे सीबीआई जांच की मांग को लेकर सर्वोच्च न्यायालय का दरवाजा खटखटाएंगे। उनका आरोप है कि स्वास्थ्य विभाग की गड़बड़ियों और दो मुख्य चिकित्सा अधिकारियों की हत्या में शामिल कुछ बड़े लोगों को बचाने के लिए डॉक्टर सचान की जेल में हत्या की गई है। सुनील शुक्ल, आकाशवाणी समाचार, लखनऊ।

जी-२० देश वैश्विक स्तर पर कृषि की पैदावार बढ़ाने के लिये इस वर्ष सितंबर तक तीन पहल करने तथा प्रमुख फसलों के बारे में सूचनाओं के नियमित आदान-प्रदान पर सहमत हो गए हैं। पेरिस में भारत सहित जी-२० देशों के कृषि मंत्रियों की बैठक में वैश्विक खाद्य सुरक्षा के महत्त्वपूर्ण मुद्दे पर एक कार्य योजना बनाने पर भी सहमति बनी। बैठक में भारत का प्रतिनिधित्व कृषि मंत्री शरद पवार ने किया।

The government has hiked the prices of diesel by three rupees a liter, Kerosene by two rupees a liter and cooking gas by 50 rupees a cylinder. The decision to this effect was taken in the meeting of Empowered Group of Ministers on petroleum products chaired by the Finance Minister Pranab Mukherjee. The details were given by Petroleum Minister Jaipal Reddy after the meeting in New Delhi yesterday. Mr Reddy said the import duty of 5 per cent on crude oil has been eliminated. He said, customs duty on all petroleum products has been reduced from 7.5 percent to 2.5 per cent. The Excise duty on diesel is reduced to 2 rupees from 4 rupees 60 paise a litre. These two measures will cost the government exchequer 49,000 crore rupees this fiscal. Despite the hike he added oil marketing companies will lose 1 lakh 20 thousand crore rupees.

The price of diesel will be increased by rupees three per litre, PDS kerosene by rupees two per litre, domestic LPG by only rupees fifty per cylinder excluding State levies such as VAT. These price revisions will reduce the under recoveries of the OMCs only to the extent of Rs.21 thousand crore.

Mr Reddy said, these measures were essential to address the growing under recoveries of oil marketing companies. Diesel will now sell in Delhi at 40 rupees 75 paise per litre, while it will cost 45 rupees six paise in Mumbai and 43 rupees six paise in Kolkata. The prices of diesel, under government control, were raised a year ago.

Mr. Reddy said even after this hike, Petroleum products in India are cheaper compared to neighbouring countries like Nepal, Sri Lanka and Pakistan.

UPA ally Trinamool Congress and Opposition parties have criticised the government for the hike. West Bengal Chief Minister and Trinamool Congress chief Mamata Banerjee said that it will increase the hardship for common man. BJP spokesperson Nirmala Sitharaman said that the hike will also affect India's growth story.

We feel this is an inhuman step, this government which came with the support or they claim of the common man, today by this increase of 50 rupees on gas cylinder, five rupees on diesel, very clearly has shown that it is no longer caring of the common man.

CPI-M said, Left parties will organise nationwide protests against the price hike in petroleum products.

Tamil Nadu Chief Minister and AIADMK supremo Jayalalithaa described the hike as unacceptable and demanded its immediate rollback.

India has asked Pakistan to bring the 26/11 trial to a satisfactory closure. Describing justice for Mumbai terror attack victims as a critical issue Foreign Secretary Nirupama Rao said at a joint press conference in Islamabad yesterday that satisfactory closure of the Mumbai trial is a must for normalisation of relations between the two counties. She said that the complex issue of Kashmir cannot be resolved under the shadow of gun and extremists violence and peace and reconciliation has to be built step by step. The two sides agreed on various confidence building measures during their two-day talks which were described as substantive and constructive.

We did talk about matters relating to the 26/11 trial and the pending issues relating to it. And we had a good discussion on the matter and I have continued to underline and emphasize India's concern that we must have satisfactory closure because that will enable us to move on with the process of normalization.

Pakistan Foreign Secretary Salman Bashir said, while he understood India's concerns over terror, the two countries should focus on combating the menace jointly.

We hope and expect that the issue of terrorism requires objectivity, requires to be addressed in a collaborative approach and I believe that has been the spirit of the engagement between our respective departments.

Mrs. Rao said that the talks aimed at building greater trust between the two countries. The two sides decided to carry on the dialogue process in a constructive and forward looking manner. The Foreign Ministers of the two countries are meeting in New Delhi next month to take forward the dialogue process.

Congress Working Committee, CWC has backed the government's approach to the Lokpal Bill. Party Spokesperson Janardhan Dwivedi said that the Working Committee held the unanimous view that the Government should not succumb to the pressure exerted by what he described as self proclaimed leaders who do not respect democratic institutions.

The meeting discussed political situation in the country and harmonised the views of party leaders on the Lokpal issue. Briefing on the Lokpal issue, senior party leader and Finance Minister Pranab Mukherjee said that the draft of the bill prepared by the Joint Drafting Committee will be sent to the Cabinet and will also be discussed with political parties.

West Bengal government has decided to cancel the acquisition of 1587 acres of land at Rajarhat township near Kolkatta. Announcing this in Kolkata last night, Chief Minister Mamta Banerjee said, the notification issued by the previous Left Front government for acquiring the land will be withdrawn. She said, the previous government had forcibly acquired over 6800 acres of land from un-willing farmers at Rajarhat for the township.

The National Human Rights Commission, NHRC has issued notice to Uttar Pradesh Government on Dr Y S Sachan's death asking it to explain why it did not intimate the Commission of the death in judicial custody within 24 hours. Taking cognisance of media reports and a complaint regarding death of Sachan, the Commission issued notices to the UP Chief Secretary, District Magistrate and Senior Superintendent of Police in Lucknow. Our correspondent reports that the commission called for magisterial enquiry report, inquest report, CD of post mortem and its report, viscera report and final cause of death within four weeks.

The Commission has also asked the District Magistrate and district police chief of Lucknow to explain as to why the information about the death in judicial custody Commission has asked them to reply that whether his death was a case of suicide or murder. The commission has fixed 14^th of next month for further hearing into the case. Meanwhile the body of Dr. Sachan was consigned to flames yesterday evening. Rain continued to lash several parts of north India keeping the mercury in check, but humid conditions made life difficult for the people. High humidity and above normal temperature in the national capital yesterday left people sweating. The city settled at a maximum temperature of 38.7 degree Celsius. Paddy transplantation which started in mid-June in Punjab and Haryana is going on in full swing. Pre-monsoon rains are beneficial in this sowing season and in early season of the crop. With the early good rain, underground water level is also increasing and hydro power generation is also maximum this year as dam reservoir are full with good quantity of water due to rains in upper region.  सरकार ने डीजल के दाम में तीन रूपये प्रति लीटर, मिट्टी के तेल की कीमत में दो रूपये प्रति लीटर और रसोई गैस की कीमत में पचास रूपये प्रति सिलिंडर वृद्धि की है। कल नई दिल्ली में वित्त मंत्री प्रणव मुखर्जी की अध्यक्षता में पेट्रोलियम उत्पादों सम्बन्धी मंत्रियों के अधिकार प्राप्त समूह की बैठक में यह फैसला किया गया। पेट्रोलियम मंत्री जयपाल रेड्डी ने बैठक के बाद संवाददाताओ को बताया कि ईंधन की कीमतों में यह वृद्धि कम से कम की गई है और इसे टाला नहीं जा सकता था। सरकार ने खनिज तेल पर पांच प्रतिशत सीमा शुल्क समाप्त कर दिया है और सभी पेट्रोलियम उत्पादों पर आयात शुल्क साढ़े सात प्रतिशत से घटाकर ढ़ाई प्रतिशत किया गया है। डीजल पर उत्पाद शुल्क चार रूपये साठ पैसे प्रति लीटर से घटाकर दो रूपये प्रति लीटर किया गया है। शुल्कों में इस कटौती से सरकार को चालू वित्त वर्ष में उनचास हजार करोड़ रूपये का नुकसान होने का अनुमान है।
 भारतीय जनता पार्टी और वाम दलों ने इस मूल्य वृद्धि के खिलाफ आज देशव्यापी विरोध प्रदर्शन किए। भाजपा प्रवक्ता निर्मला सीतारमन ने कहा कि ईंधन की कीमतों में वृद्धि से मुद्रास्फीति पर बहुत असर पड़ेगा। भाजपा कार्यकर्ताओं ने आज दिल्ली में जन्तर-मन्तर पर विरोध प्रदर्शन के बाद गिरफ्‌तारियां दी। पुलिस ने प्रदर्शनकारियों पर काबू पाने के लिए पानी की तेज बौछारें डालीं।
 पश्चिम बंगाल की मुख्यमंत्री और तृणमूल कांग्रेस अध्यक्ष ममता बैनर्जी ने ईंधन की कीमतों में का विरोध किया है और कहा है कि इससे आम आदमी की परेशानियां और बढ़ेंगी। आल इंडिया अन्ना डी एम के ने भी यह मूल्यवृद्धि तुरन्त वापस लेने की मांग की है।

 अमरीकी सीनेट की सशस्त्र सेना समिति ने कहा है कि भारत के साथ हथियारों की बिक्री, सैन्य अभ्यासों और दोनों देशों की सेनाओं के बीच सम्बन्धों को बढ़ावा देना अमरीका के हित में है। समिति ने अमरीकी रक्षा विभाग से एक नवम्बर तक दोनों देशों के बीच रक्षा सम्बन्धों को मजबूत करने के लिए पंचवर्षीय कार्य योजना पर रिपोर्ंट देने को कहा है। अमरीकी कांग्रेस की  इस प्रमुख समिति ने कहा है कि उसका मानना है कि भारत और अमरीका के बीच महत्वपूर्ण वैश्विक साझेदारी से २१वीं सदी में स्वतंत्रता, लोकतंत्र, सुरक्षा, समृद्धि और कानून के शासन को बढ़ावा देने वाली अन्तर्राष्ट्रीय व्यवस्था बनाये रखने में सहायता मिलेगी।

 मुम्बई के सर्वेक्षण और भूमि रिकॉर्ड विभाग ने आदर्श हाऊसिंग सोसायटी  घोटाले की जांच कर रहे आयोग को सूचित किया है कि कुछ ऐतिहासिक नक्शे और महत्वपूर्ण दस्तावेज  विभाग के कार्यालय से गायब हैं। कोलाबा के ब्लॉक छः में स्थित इस हाऊसिंग सोसायटी की चार सर्वेक्षण शीट गायब हैं।

 उत्तर प्रदेश में जेल अधिकारियों ने बुधवार को जेल परिसर में उप मुख्य चिकित्सा अधिकारी डा० वाई एस सचान की रहस्यमय मौत की जांच शुरू कर दी है। लखनऊ के पुलिस उप महानिरीक्षक-जेल, शरद कुलश्रेष्ठ से जेल कर्मचारियों द्वारा नियमों का अनुपालन करने में लापरवाही बरतने की जांच करने को कहा गया है। हमारे संवाददाता ने खबर दी है कि मामले की न्यायिक जांच शुरू हो गई है।

 असम में कृषक मुक्ति संघर्ष समिति के १२ घंटे के बंद की वजह से जनजीवन प्रभावित है। बंद का आह्‌वान कृषक मुक्ति संघर्ष समिति के सचिव और आर टी आई कार्यकर्ता अखिल गोगोई की गिरफ्तारी के विरोध में किया गया है। श्री गोगोई को कल गुवाहाटी में प्रेस कान्फ्रेंस को सम्बोधित करते समय गिरफ्तार कर लिया गया था। हमारे संवाददाता के अनुसार प्रदर्शनकारियों ने ऊपरी असम के कई हिस्सों में मुख्य राष्ट्रीय राजमार्ग रोक रखा हैं।

 अफगानिस्तान में लोगार प्रांत में आज एक कार बम विस्फोट में ३० लोग मारे गए और ४५ अन्य घायल हो गए। हताहतों में अधिकतर आम लोग हैं। मृतकों की संख्या बढ़ने की आशंका है, क्योंकि घायलों में कुछ की हालत गंभीर है। लोगार प्रांतीय परिषद के प्रमुख अब्दुल वली वकील ने मृतकों की संख्या की पुष्टि की है। उन्होंने बताया कि अज+रा जिले में आत्मघाती हमलावर ने एस.यू.वी. वाहन से हमला किया।
 देश के उत्तरी क्षेत्र में कुनदुज प्रांत के खानाबाद जिले में कल साइकिल बम विस्फोट में दस लोग मारे गए थे। यह विस्फोट एक बाजार में हुआ। अधिकारियों के अनुसार पांच महिलाओं और एक पुलिसकर्मी सहित २४ लोग घायल हुए। ये दोनों हमले अमरीकी राष्ट्रपति बराक ओबामा के अफगानिस्तान से आंशिक रूप से सेना हटाने की घोषणा के बाद हुए हैं। अभी तक किसी ने भी हमलों की जिम्मेदारी नहीं ली है।

 सीरिया में राजनीतिक सुधारों की मांग कर रहे प्रदर्शनकारियों पर गोलीबारी में १५ लोगों के मारे जाने की खबर है। सीरिया की सरकारी समाचार एजेंसी सना ने कहा है कि शुक्रवार की नमाज के बाद कई स्थानों पर एकत्र हुए नागरिकों पर सशस्त्र गुटों की गोलीबारी में सात नागरिक और कानून व्यवस्था लागू करने वाले कर्मियों की मौत हो गई। इस बीच, यूरोपीय संघ ने सीरिया के खिलाफ कल प्रतिबंधों को बढ़ाने की घोषणा की। इनमें ईरान की रिवल्यूशनरी गार्ड के तीन कमांडर शामिल हैं। सीरिया ने प्रदर्शनकारियों से निपटने में ईरान की किसी भी भूमिका का खण्डन किया है।

 मध्यप्रदेश के आतंकवाद निरोधी दस्ते ने आज केरल के कोचीन अन्तर्राष्ट्रीय हवाई अड्डे पर प्रतिबंधित सिम्मी के एक नेता सलाऊद्दीन सेनुलाब्द्दीन को गिरफ्तार किया है। दुबई से यहां पहुंचने पर उसे हिरासत में लिया गया। सेनुलाब्द्दीन हैदराबाद का रहने वाला है और मध्यप्रदेश में कई आतंकवादी मामलों में उसका हाथ है।

 दक्षिण पश्चिम मानसून के उत्तर प्रदेश के कुछ हिस्सों, उत्तराखंड और हिमाचल प्रदेश में पहुंचने के लिए परिस्थितियां अनुकूल हैं। मौसम विभाग ने कहा है कि बिहार, पूर्वी और पश्चिमोत्तर उत्तर प्रदेश, दक्षिण पूर्वी राजस्थान, पश्चिमोत्तर मध्य प्रदेश, पंजाब, हरियाणा, आन्ध्र प्रदेश और तमिलनाडु में बादल छाये हुए हैं।

 इस बीच, पंजाब और हरियाणा में अधिकांश स्थानों पर आज भारी वर्षा हुई है, जिससे लोगों को उमस से राहत मिली है। मौसम विभाग ने बताया है कि पंजाब में लुधियाना में सर्वाधिक उनासी मिलीमीटर वर्षा रिकॉर्ड की गई। हरियाणा के अम्बाला में १६ दशमलव सात मिलीमीटर, करनाल में १५ और कुरूक्षेत्र में १२ मिलीमीटर वर्षा दर्ज की गई। हमारे संवाददाता के अनुसार धान की रोपाई के लिए यह वर्षा अच्छी मानी जा रही है।

 पश्चिमी उत्तरप्रदेश के कुछ और इलाकों में मॉनसून की वर्षा हुई है। पिछले ४८ घंटों में बुंदेलखंड क्षेत्र में मॉनसून की अच्छी बारिश हुई है। हमारे संवाददाता ने बताया है कि मौसम विभाग ने अगले चौबीस घंटों में पश्चिम उत्तरप्रदेश के कुछ भागों में वर्षा की संभावना व्यक्त की है।

 असम के चाय उद्योग ने केन्द्र सरकार से छोटे चाय उत्पादकों के लिए प्रस्तावित निदेशालय गुवाहाटी में खोलने का अनुरोध किया है। पूर्वोत्तर चाय एसोसिएशन के प्रतिनिधि ने बताया कि केन्द्रीय वाणिज्य और उद्योग मंत्रालय ने भारतीय चाय बोर्ड के अन्तर्गत छोटे चाय उत्पादकों के लिए अलग निदेशालय खोलने की प्रक्रिया तेज कर दी है।

असम में ७० हजार से ज्यादा लोगों के चाय बागान है, जोकि राज्य के कुल चाय उत्पादनों का २५ फीसदी हिस्सा है। ये किसी भी राज्य की तुलना में सर्वाधिक है। पिछले साल विदेश के लघु चाय उत्पादकों का देश के कुल चाय उत्पादनों में १२ फीसदी भागीदारी दी। चाय विशेषज्ञों  का मानना है कि अलग से निदेशालय बनाने से चाय उत्पादनों में तेजी आएगी। आकाशवाणी समाचार के लिए डिबू्रगढ़ से मानस शर्मा।

 The government has hiked the prices of diesel by three rupees a liter, Kerosene by two rupees a liter and cooking gas by 50 rupees a cylinder. The decision to this effect was taken at the meeting of the Empowered Group of Ministers on petroleum products chaired by the Finance Minister Pranab Mukherjee. Petroleum Minister Jaipal Reddy told reporters after the meeting that the fuel price hike is minimal and unavoidable.The government had also abolished the 5 percent customs duty on crude oil and slashed import duty on all petroleum products to 2.5 percent from 7.5percent. It has cut excise duty on diesel to 2 rupees per litre from 4 rupees 60 paise. Mr Reddy said that the duty cut will cost the government an estimated  49,000 crore rupees this fiscal.

 The BJP and the Left parties today held nationwide protest against the hike. BJP Spokesperson Nirmala Sitharaman said that the increase in fuel prices will have a cascading effect on inflation.

 BJP workers courted arrest in Jantar Mantar in the national capital after staging a protest . The Police had to use water jets to control the demonstrators.

 West Bengal Chief Minister and Trinamool Congress Chief Mamata Banerjee has opposed the hike in fuel prices, saying it will put the common man in great difficulty. The AIADMK has also demanded an immediate rollback of the increase.

 In Bihar, polling is progressing peacefully for by-elections to Purnea assembly seat amid tight security arrangements .The voting will continue till 5 pm. Our Patna correspondent reports that seven candidates including Kiran Keshari of the BJP, Ram Charitra Yadav of the Congress and Amit Sarkar of the CPM are in the fray. The Counting of votes will take place on the 29th of this month. The by-election was necessitated following the murder of BJP MLA Raj Kishore Keshari.

 In Madhya Pradesh,  polling is progressing peacefully for the bye-election of Jabera assembly constituency in Damoh district. Our correspondent reports that more than 32 percent polling was reported till 01.00 pm. 

"Polling remained slow in the early hours but it is now picking up. Two hundred forty polling booths have been set up for the polling. Out of them, 146 booths have been declared sensitive. Elaborate arrangements have been made for free and fair polling. No untoward incident has been reported so far. Polling will conclude at 05 pm. There are in all 19 candidates in the fray including BJP’s Dashrath Singh Lodhi and Tanya Solomon of Congress. More than one lac 77 thousand voters would decide their fate.   The US has said, the Nuclear Suppliers Group's decision to approve a set of new guidelines on sensitive nuclear trade has brought India closer to its integration with global atomic commerce. State Department spokesperson Victoria Nuland said at daily news conference in Washington that the US is pleased with this particular meeting of the Nuclear Suppliers Group. With regard to Indian relationship with the group, she said, some progress has been made in bringing India closer, and that conversation will continue. White House Press Secretary Jay Carney said that this latest step, demonstrates the clear determination of nations to strengthen the international non-proliferation regime and build new frameworks for civil nuclear cooperation.

  The powerful US Senate Armed Services Committee has asserted that it is in the US' interest to support India's rise through military-to-military ties, arms sales and exercises.  It has sought a report from the Pentagon by November 1 on a five-year action plan to strengthen bilateral defence relations. The key Congressional committee said, it believes that a deepening global strategic partnership between the US and India will be critical to the maintenance and expansion of a rules-based international system that promotes freedom, democracy, security, prosperity and the rule of law in the 21st century. In the India section of the committee's latest 343-page report it noted that combined naval exercises, conducted between the United States and India, have become a vital pillar of stability, security and free and open trade, in the Indo-Pacific region and beyond.

  The proposed trilateral dialogue involving India, Japan and the US would begin at the Assistant Secretary level and it would help align policies of the three countries in the Asia-Pacific region. This was disclosed by US Assistant Secretary of State for East Asian and Pacific Affairs, Kurt Campbell while talking to reporters in Washington. Campbell was referring to the recent US-Japan joint statement which announced the launch of the trilateral dialogue. He said, it was needed to align policies of the three countries in the Asia-Pacific region. The joint statement issued at the conclusion of the US- Japan Security Consultative Committee meeting in Washington welcomed India as a strong and enduring Asia-Pacific partner. Responding to a question, Campbell said the US welcomes India's role as a vibrant, strong player in all aspects of Asian Pacific life - economic, commercial, strategic, and the like.

 Reports quoting witnesses and activists from Syria say that 15 people were killed when Syrian security forces opened fire after protesters took to the streets demanding sweeping political reforms in the country. The Syrian official news agency Sana however says that seven civilians and law-enforcement personnel were killed and others were injured at the hands of armed groups that opened fire on gatherings of civilians following the Friday prayers in a number of areas. Meanwhile, the European Union yesterday announced extended sanctions against Syria, including against three commanders of Iran's Revolutionary Guard accused of helping Damascus curb dissent. Syria denies Iran has played any role in tackling the unrest. Four Syrian officials were also targeted, bringing to 34 the number of individuals and entities on the list, which already includes President Assad and his top officials.

  Weather conditions are favourable for the Southwest monsoon to advance over parts of Uttar Pradesh, Uttarakhand and Himachal Pradesh. The Met department says that convective clouds were seen over parts of Bihar, east and northwest Uttar Pradesh, southeast Rajasthan, northwest Madhya pradesh, Punjab, Haryana, Andhra Pradesh and Tamilnadu. The National capital experienced light showers in the morning.

 In Uttar Pradesh, the monsoon is concentrated in some more areas of the western parts of the State. Skies are cloudy at many places  and good rain fall was recorded in the Budelkhand region in last forty eight hours. The Met department forecasts rain and thunder shower in some places of western UP in next twenty four hours. Our Gorakhpur correspondent reports, the weather has become pleasant in the eastern districts after a dry spell of about three days.

 “Four to 10 millimeters of rainfall has occurred in Gorakhpur, Basti, Lucknow and Faizabad divisions during past twenty four hours. The day’s temperature has gone down by two degrees and the people have felt relief from humid heat. The met office has predicted 15 to 45 mm of rainfall in Bundelkhand region of the state during next couple of days as the monsoon is still stranded in the region.  Heavy rain today lashed most places in Punjab and Haryana providing much needed relief to the people from sultry weather. The MeT Department in Chandigarh said, Ludhiana in Punjab was the wettest place receiving a heavy downpour of 79 mm. Patiala was also lashed by heavy showers at 59.4 mm.       

       In Haryana, Ambala received 16.7 mm of rain followed by  Karnal with 15 mm, Kurukshetra 12 mm, Rohtak and Panchkula were among other places to be lashed by rain.

       Chandigarh, the joint capital of the two states, received a heavy downpour 60 mm in the wee hours. Our correspondent reports, the rain is considered beneficial as the paddy transplantation is going on in the two states. 

 In Madhya Pradesh, life is returning to normal in eastern and northern parts, as intensity of rainfall has reduced in these areas. However rainfall has not stopped completely in these areas. The western parts of the state are also experiencing rain. The Met department has said that many places in Gwalior , Chambal, Ujjain , Indore , Bhopal and Hoshangabad divisions would receive rain or thundershowers during the next 24 hours. Meanwhile flood alert was sounded  in over four dozen villages along the bank of Sindh river in Bhind district in view of release of water from Manikheda dam in Shivpuri district. In Ashoknagar district, 16 black bucks died after they stuck in the muddy fields. Moderate to heavy rain affected the normal life in Uttarakhand today. Two casualties have been reported from Uttarkashi following a cloud burst. Our correspondent reports, power supply and communication services have also been affected due to rain at some places.

 As per reports two persons were feared to kill following the cloud burst in Mori sub division of Uttarkashi district. According to District Authorities, a rescue team has been sent to the disaster affected area. Meanwhile following the landslide in Pithoragarh District the first batch of Kailash Mansarover Yatra has to change its return journey route to the base camp at Dharchula from the Gala camp through an alternative route. Director, Met department, Anand Sharma said that monsoon has covered most places of the state during last 24 hours.  In Sikkim, relief and rescue operations are going on in three separate landslide affected areas  in West Sikkim district. Sixteen people have  lost their lives in the landslides triggered by incessant rain on Thursday night. Ten bodies have been recovered so far. Our Gangtok correspondent reports that a difficult terrain and a huge quantity of debris are posing a great problem in recovering the remaining bodies.

 In Assam, normal life is paralyzed across the State following a 12-hour state-wide bandh by the Krishak Mukti Sangram Samity (KMSS) from five this morning. The bandh call has been given in protest against the arrest of KMSS secretary, an RTI activist Akhil Gogoi while he was addressing a press conference at the Guwahati Press Club yesterday afternoon. Services of long distance trains are, however, not affected.

 The tea industry of Assam has urged the Union Government to set up the proposed directorate for small tea growers in Guwahati. Officials of the North East tea association said that the process has been intensified by the Union Commerce ministry to establish a separate directorate for small tea growers under the Tea Board of India.

 Assam represent the highest number of small tea growers of the country ,the headquarter of the proposed office should be located in Guwahati.Assam has over 70 thousand small tea gardens.These small tea growers account for about 25 per cent of the state's total tea output, which is highest in comparison to the other tea produced states.Last year,small tea planters of Assam contribute around 12 percent of the country's total tea production.Tea experts inform that the creation of a separate directorate will boost the tea production, particularly ,for the small tea growers of the country .Manas Pratim Sarma,AIR NEWS,Dibrugarh

 In Uttar Pradesh jail authorities have begun an enquiry into the mysterious death of jailed Deputy Chief Medical Officer Dr. YS Sachan in the jail premises on Wednesday. Lucknow DIG Jails Sharad Kulshreshtha has been asked to probe into the negligence on part of the jail staff in following rules and regulations as per the Jail Manual. Our correspondent reports that a judicial probe into the incident has also begun.

 In Uttar Pradesh a judicial probe into mysterious death of jailed Dr. Sachan has begun. It is being conducted by the Rajesh Upadhyaya CJM Lucknow. He has visited the Lucknow jail and inspected the crime scene. He has sought several details including the staff posted in the jail hospital. Meanwhile a complaint for the lodging of the FIR of murder has been sent to senior police officers by wife of the Dr. Sachan. She has also demanded CBI probe and a request for the same has been sent to chief minister Mayawati. State Congress has organised demonstration and Dharan throughout the state pressing its demand for CBI probe.  In Afghanistan, at least 30 people have been killed and 45 others injured in a suspected suicide car bombing at a hospital in Logar province today.  Most of the casualties were civilians.  The death toll is likely to go up as some of the injured are in a serious condition. The head of Logar's provincial council, Abdul Wali Wakeel, has confirmed the toll.  He said the attack, in Azra district, was carried out by a suicide attacker in an SUV packed with explosives.Ten people were killed yesterday when a bicycle bomb exploded in a bazaar in the northern part of the country.
