- कर्नाटक के मुख्यमंत्री बी एस येडियुरप्पा को अवैध खनन मामले में दोषी पाये जाने संबंधी लोकायुक्त की रिपोर्ट से उत्पन्न स्थिति पर विचार के लिए भारतीय जनता पार्टी संसदीय दल की आज नई दिल्ली में बैठक।
- रिपोर्ट के अनुसार राज्य को अवैध खनन से १६ हजार करोड़ से अधिक का नुकसान।

भाजपा संसदीय बोर्ड की आज नई दिल्ली में बैठक होगी जिसमें कर्नाटक के लोकायुक्त की रिपोर्ट में खनन घोटाले में मुख्यमंत्री येदियुरप्पा को दोषी ठहराने से उत्पन्न स्थिति की समीक्षा की जाएगी। पार्टी संसदीय बोर्ड, श्री येदियुरप्पा के पद पर बने रहने के बारे में फैसला करेगा। यह बैठक आज दिन में पार्टी अध्यक्ष नितिन गडकरी के निवास पर होगी। भाजपा के वरिष्ठ नेताओं ने कल रात नई दिल्ली में श्री येदियुरप्पा के साथ कर्नाटक के लोकायुक्त की रिपोर्ट के परिणामों के बारे में विचार विमर्श किया। इससे पहले कल नई दिल्ली पहुंचने पर श्री युेदियुरप्पा ने पार्टी अध्यक्ष नितिन गडकरी और पार्टी के वरिष्ठ केन्द्रीय नेताओं राजनाथ सिंह और वेंकैया नायडू से मुलाकात की।दिल्ली हवाई अड्डे पर संवादाताओं से बातचीत में श्री येदियुरप्पा ने त्यागपत्र देने से इंकार किया। उन्होंने दावा किया कि पार्टी के राष्ट्रीय नेता और विधायक उनका समर्थन कर रहे हैं इसलिए त्यागपत्र देने का सवाल ही नहीं उठता।
इस्तीफा देने का कोई सवाल ही नहीं है सभी नेता और विधायक हमारे साथ है। हम सब मिल बैठकर इस बारे में विस्तार से बात करेंगे।
मुख्यमंत्री ने कहा कि उन्होंने बंगलौर में अपने मंत्रिमण्डल की बैठक बुलाई है जिसमें लोकायुक्त की रिपोर्ट पर विचार किया जाएगा।
कांगे्रस ने मुख्यमंत्री येदियुरप्पा और लोकायुक्त की रिपोर्ट में दोषी बताये गए सभी मंत्रियों के तुरंत त्यागपत्र की मांग की है।
लोकायुक्त की अंतिम रिपोर्ट में मुख्यमंत्री बी एस येदियुरप्पा को अवैध खनन से लाभ प्राप्त करने के लिए भ्रष्टाचार निरोधक कानून और भारतीय दंड संहिता के अन्य प्रावधानों के तहत दोषी करार दिया गया है। रिपोर्ट सौंपे जाने के बाद संवाददाताओं से बातचीत में लोकायुक्त न्यायमूर्ति संतोष हेगड़े ने बताया कि इस रिपोर्ट की प्रति राज्यपाल को मुख्यमंत्री के खिलाफ अगली कार्रवाई शुरू करने के लिए भेजी गई है। उन्होंने कहा कि राज्य में अवैध खनन के कारण २००६ से २०१० के बीच सरकार को १६ हजार करोड़ रूपये से अधिक का नुकसान हुआ।
इस रिपोर्ट पर कई तरह की अनियमितताओं का वरण किया गया है और इसके समर्थन में दस्तावेज भी मौजूद है। हम इस निष्कर्ष पर पहुंचे है कि वर्ष २००६ से २०१० के बीच १६ हजार ८५ करोड़ का नुकसान हुआ है।
लोकायुक्त की रिपोर्ट में विपक्ष के जिन लोगों का नाम है उनमें पूर्व मुख्यमंत्री एच डी कुमारस्वामी और सांसद अनिल लाड की पत्नी शामिल हैं। पच्चीस हजार पृष्ठों की रिपोर्ट में छह सौ वरिष्ठ अधिकारियों को राज्य में अवैध खनन में मदद करने का दोषी पाया गया है। न्यायमूर्ति हेगड़े ने आशा व्यक्त की कि अवैध खनन की जांच के लिए उच्चतम न्यायालय द्वारा गठित केंद्रीय अधिकार प्राप्त समिति इस रिपोर्ट पर गौर करेगी ।

खान और खनिज विकास विधेयक-२०११ को जल्दी ही मंजूरी के लिए संसद में पेश किया जाएगा। इस विधेयक के पारित होने से खनन के लिए तेजी से मंजूरी मिल सकेगी। हमारे संवाददाता के साथ एक विशेष भेंटवार्ता में खान मंत्री दिनशा पटेल ने कहा कि इस विधेयक के अनुसार कोयला खान कंपनियों को अपने मुनाफे का २६ प्रतिशत और गैर कोयला खान कंपनियों को अपनी रायल्टी के बराबर राशि, परियोजना से प्रभावित लोगों के लिए देनी होगी। उन्होंने कहा कि इस विधेयक में अवैध खनन की समस्या से निपटने की भी व्यवस्था है। खान मंत्री के साथ यह पूरी भेंटवार्ता आज रात पौने दस बजे से एफ एम गोल्ड चैनल पर सुर्खियों से परे कार्यक्रम में सुनी जा सकती है।----
छत्तीसगढ़ सरकार राज्य के नक्सल प्रभावित इलाकों में कार्यरत विशेष पुलिस अधिकारियों को नियमित आधार पर सेवा में शामिल करने के उद्देश्य से एक पुलिस बल गठित करने के लिए जल्द ही अध्यादेश लाएगी। राज्य मंत्रिमंडल ने छत्तीसगढ़ सहायक सशस्त्र पुलिस बल गठित करने के अध्यादेश के मसौदे को कल मंजूरी दे दी। -----
भारत और पाकिस्तान ने आतंकवाद के खतरे से मिलकर लड़ने की प्रतिबद्धता व्यक्त की है। कल नई दिल्ली में दोनों देशों के विदेश मंत्रियों की बैठक के बाद जारी संयुक्त बयान में दोनों पक्षों ने सीमा के आर-पार व्यापार बढ़ाने सहित कश्मीर मसले पर विश्वास कायम करने के लिए अतिरिक्त उपाय करने की घोषणा की। विदेश मंत्री एस एम कृष्णा ने बताया कि बातचीत संतोषजनक रही और दोनों पक्षों ने जम्मू-कश्मीर तथा अन्य मुद्दों पर बातचीत की।हम इस बात पर सहमत हो गये है कि आतंकवाद से निपटने के लिए मिलकर काम करेंगे। आतंकवादी गतिविधियों में लिप्त आतंकियों को खिलाफ कानूनी कार्रवाई के लिए सहयोग बढ़ाने पर सहमत हुए है। हम जम्मू-कश्मीर मुद्दे के शांतिपूर्ण समाधान पर बातचीत जारी रखेंगे।
पाकिस्तान की विदेश मंत्री हिना रब्बानी खार ने कहा कि आपसी सहयोग का एक नया युग शुरू हुआ है और इसमें कोई रुकावट नहीं आएगी।
पाकिस्तान भारत के साथ दोस्ताना, सहयोगपूर्ण और अच्छे पड़ोसी संबंध चाहता है। हम आपसी भरोसा बढ़ाते हुए अधिक राजनीतिक इच्छा शक्ति दिखाते हुए सभी मसलों को शांतिपूर्ण बातचीत के जरीये हल करना चाहते है। हम बातचीत की प्रक्रिया जारी रखेंगे, ताकि एक दूसरे को बेहतर तरीके से समझ सके।

The BJP Parliamentary Board will meet in New Delhi today to discuss the situation arising out of Karnataka Chief Minister BS Yeddyurappa being indicted by the Lokayukata in the mining scam. The Parliamentary Board, which is the party's highest decision making body, will take a decision on Karnataka Chief Minister B.S. Yeddyurappa's continuance in office.
The BJP top brass discussed the implication of the Lokayukta report in Karnataka with Chief Minister Yeddyurappa in New Delhi last night. Mr Yeddyurappa, who arrived in New Delhi yesterday, met party President Nitin Gadkari and senior central party leaders Rajnath Singh and M. Venkaiah Naidu. Mr. Yeddyurappa ruled out his resignation. He claimed that the party's national leaders and MLAs are supporting him.
Karnataka Chief Minister said he has convened a Cabinet meeting in Bangalore where the report will be discussed.
Congress has described the BJP government in Karnataka as the most corrupt. Party spokesman Shakeel Ahmed demanded immediate resignation of Chief Minister Yeddyurappa and ministers indicted by the Lokayukta in the mining scam.
The Lokayukta submitted its final report to the state government yesterday. The report on illegal mining indicts Chief Minister Yeddyurappa and others for benefiting from illegal mining. Lokayukta Santosh Hegde told a press conference that illegal mining in the state, has led to a the loss of more than 16,000 crore rupees to the exchequer between 2006 and 2010.
Illegalities of different types have been enumerated in this report in about 31 chapters supported by documents and we come to the conclusion that the loss caused for the period between 2006 to 2010 is 16,085 crores.

The Mines and Mineral Development Bill 2011 will come up for approval of Parliament soon. The passage of the bill will ensure speedy clearance to extract minerals. In an exclusive interview to our correspondent Mines Minister, Dinsha Patel said that the bill requires Coal Mine companies to share 26 per cent of their profits and the non-coal mining companies to shell out an amount equal to the royalty to people affected by a project. He said the bill also seeks to tackle the problem of illegal mining. It recommends a penalty of up to 25,000 rupees per hectare or two years imprisonment or both for those engaging in illegal mining.

The Chhattisgarh government will soon bring out an ordinance to create a police force to pave the way for the absorption of over 5,000 Special Police Officers engaged in the anti-naxal operations. The state cabinet yesterday approved the draft of the ordinance to constitute the Chhattisgarh Assistant Armed Police Force which will provide a chance for the SPOs to be accommodated. The decision to bring the ordinance comes against the backdrop of the recent Supreme Court judgment restraining the state government from appointing SPOs in the prevailing terms and conditions. The new police force proposed in the ordinance is expected to make room for about 5000 Special Police Officers in the State very soon. These SPOs had recently been deweaponized following the Supreme Court verdict. Briefing newsmen after the cabinet meeting in Raipur yesterday the Chief Minister Dr. Raman Singh said while the creation of the new force will provide economic security to the SPOs. It will also exert about 30 to 40 crore rupees of financial pressure from the state exchequers. In the compliance with the Supreme Court verdict, the State Government finally came up with the scheme that will dispel the cloud of uncertainty which hovered over the SPOs during the last few days. India and Pakistan have announced more confidence building measures, CBM's relating to Kashmir. They include increasing cross LoC trading days and extending travel to include tourism and religious aspects. After the talks between the two foreign ministers, the two sides decided to relax permit conditions for travel by people of Jammu and Kashmir to the other side of the LoC by having a system of six month multiple entry. S M Krishna and Hina Rabbani Khar also decided to convene separate meetings of expert groups on nuclear and conventional CBMs.
A joint statement issued says the two sides agreed to the need for continued discussions in a purposeful and forward looking manner to find a solution to the vexed issue by narrowing divergences and building convergences. Pakistan Foreign Minister said a new era of bilateral cooperation has begun and the two countries have decided to make it an uninterrupted process. Ms. Khar said a new generation of India and Pakistan will see a much different relationship than the one in the last three decades.
In building mutual trust, infusing greater political will in resolving all outstanding issues through peaceful means and continue to work the process of dialogue to deepen our understanding of both each other stated position and each other future aspirations.
The Ministers underlined the need for sustained effort by the two countries to build a relationship of trust and mutually beneficial cooperation. The two leaders agreed that terrorism poses a continuing threat to peace and security and reiterated their firm commitment to eliminate this menace. They also agreed that increase in trade and economic engagement between the two countries will be mutually beneficial as the Commerce Secretaries of the two countries have already decided on a number of important steps to realize the full potential of bilateral trade. The minister expressed satisfaction over the progress in finalization of a revised visa agreement. This agreement will help in liberalizing the visa regime and facilitate people-to-people, business-to-business and sports contacts.
Mr Krishna said that the talks were satisfactory and the two sides discussed Jammu and Kashmir and other issues.
We have also agreed on the need to strengthen cooperation on counter terrorism to bring those responsible for terror crime to justice. And on Jammu and Kashmir, we will continue discussions with a view to finding a peaceful solution by narrowing divergences and building convergences.

President Pratibha Devisingh Patil has said that India will focus on strengthening the economic partnership with Mongolia in various sectors including coal, gold, uranium and steel. Addressing the Indian community at the Mongolian capital Ulaanbaatar last evening, she said new areas will also be explored for a more dynamic role in the core strengths of the Mongolian economy. The President said, the Indian economy has recorded high rates of growth on a sustained basis since the process of economic reforms began. भारतीय जनता पार्टी संसदीय बोर्ड ने फैसला किया है कि कर्नाटक के मुख्यमंत्री बी एस येदियुरप्पा को तत्काल इस्तीफा देने के लिए कहा जाए। आज दिल्ली में भाजपा संसदीय बोर्ड की बैठक के बाद संवाददाताओं से बातचीत में पार्टी प्रवक्ता रविशंकर प्रसाद ने कहा कि सभी वरिष्ठ नेताओं ने सर्वसम्मति से ये फैसला किया है कि कर्नाटक में भाजपा विधायक दल का नेता बदला जाना चाहिए।संसदीय दल ने सर्वानुमति से निर्णय किया है कि कर्नाटक भाजपा विधानमंडल दल के नेता में बदलाव होना चाहिए। अतः संसदीय दल ने येदियुरप्पा को यह सलाह दी है कि वे तुरन्त त्यागपत्र दें। कल श्री अरूण जेटली और श्री राजनाथ सिंह केन्द्रीय पर्यवेक्षक के रूप में बंगलौर जायेंगे , भाजपा विधानमंडल के नये नेता का चुनाव करने के लिए।
कांग्रेस प्रवक्ता राजीव शुक्ला ने इसे देर से उठाया गया कदम बताया।
मेरे विचार से यह बहुत देर से उठाया गया कदम है। सब तरफ से घिरने के बाद अब वो उनके इस्तीफे की मांग कर रहे हैं। असल में वो चाहते ही नहीं हैं कि येदियुरप्पा इस्तीफा दें। वो गम्भीर आरोपों के बाद भी उनका बचाव करना चाह रहे हैं।
इससे पहले भारतीय जनता पार्टी के शीर्ष नेताओं ने कल देर शाम नई दिल्ली में कर्नाटक में लोकायुक्त की रिपोर्ट को लेकर मुख्यमंत्री बी एस येदियुरप्पा के साथ विचार विमर्श किया।
लोकायुक्त न्यायमूर्ति संतोष हेगड़े की अंतिम रिपोर्ट में भ्रष्टाचार निरोधक कानून तथा भारतीय दण्ड संहिता के अन्य प्रावधानों की तरह मुख्यमंत्री बी एस येदियुरप्पा को अवैध खनन के मामले में दोषी ठहराया है। यह रिपोर्ट लोकायुक्त कार्यालय के रजिस्ट्रार कुन्ही नायर मूसा ने कल शाम बंगलौर में मुख्य सचिव एस वी रंगनाथ को सौंपी। न्यायमूर्ति संतोष हेगड़े ने कहा कि मुख्यमंत्री के परिवार द्वारा संचालित ट्रस्ट के खिलाफ पर्याप्त सबूत हैं, जिनसे स्पष्ट होता है कि सरकार द्वारा खान मालिकों को लाभ पहुंचाए जाने के बदले में उन्हें करोड़ों रूपये की राशि दी गई। लोकायुक्त की रिपोर्ट में बेल्लारी के मंत्री जर्नादन रेड्डी, करूणाकर रेड्डी और श्रीरामलू के नाम भी शामिल हैं। न्यायमूर्ति हेगड़े ने कहा कि कर्नाटक में गैरकानूनी खनन में उनके खिलाफ ठोस सबूत पाये गये हैं, हालांकि रेड्डी बंधुओं ने इससे साफ तौर पर इन्कार किया है। रिपोर्ट में राज्य के आवास मंत्री सोमन्ना के परिजनों के नाम भी आए हैं। इसके अलावा रिपोर्ट में पूर्व मुख्यमंत्री एच डी कुमारस्वामी और कांग्रेस सांसद अनिल लाड की पत्नी के नाम भी शामिल हैं। करीब २५ हजार पृष्ठों की इस रिपोर्ट में अवैध खनन में सहायता पहुंचाने के मामले में लगभग छह सौ वरिष्ठ अधिकारियों को दोषी ठहराया गया है। न्यायमूर्ति हेगड़े ने आशा व्यक्त की है कि उच्चतम न्यायालय द्वारा अवैध खनन मामले की जांच के लिए नियुक्त अधिकार प्राप्त केन्द्रीय समिति उनकी रिपोर्ट पर संज्ञान लेगी।
इस बीच, कर्नाटक के कई मंत्री, प्रदेश भाजपा नेता और कार्यकर्ता आज बंगलौर में सुबह से मुख्यमंत्री येदियुरप्पा से उनके सरकारी आवास पर बैठक कर रहे हैं। राज्य के स्वास्थ्य मंत्री श्रीरामलू ने मुख्यमंत्री निवास के बाहर संवाददाताओं को बताया कि वे पार्टी हाईकमान के फैसले का पालन करेंगे। दिल्ली से बंगलौर लौटने के बाद आज सुबह श्री येदियुरप्पा ने कहा कि वे आज दिन में राज्य मंत्रिमण्डल की बैठक बुलाएंगे और इस महीने की ३१ तारीख को फिर नई दिल्ली जाएंगे।
इस बीच, कर्नाटक कांग्रेस ने आज समूचे राज्य में सड़कों पर अवरोध खड़े किये। वे लोकायुक्त की रिपोर्ट में शामिल लोगों के इस्तीफे की मांग कर रहे हैं। प्रदेश कांग्रेस अध्यक्ष जी परमेश्वर ने मुख्यमंत्री से इस्तीफा मांगने के भाजपा संसदीय बोर्ड के फैसले का स्वागत किया है। उन्होंने अवैध खनन के बारे में लोकायुक्त की रिपोर्ट में शामिल मंत्रिमण्डल के अन्य सदस्यों से भी इस्तीफा देने की मांग की।

केन्द्रीय मंत्रिमण्डल ने आज लोकपाल विधेयक के प्रारूप को मंजूरी दे दी। यह विधेयक संसद के मॉनसून सत्र में पेश किया जाएगा। मंत्रिमण्डल की बैठक के बाद सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा कि लोकपाल में एक अध्यक्ष और आठ सदस्य होंगे, जिनमें से आधे न्यायपालिका के होंगे।लोकपाल में एक अध्यक्ष और आठ सदस्य होंगे। अध्यक्ष का पद न्यायपालिका से चुना जायेगा । इस पद के लिए भारत का कार्यरत या सेवानिवृत्त मुख्य न्यायाधीश या फिर उच्चतम न्यायालय का जज ही योग्य होगा।
प्रधानमंत्री लोकपाल विधेयक के दायरे में शामिल नहीं होंगे, लेकिन पूर्व प्रधानमंत्री इसके दायरे में रहेंगे। एक सवाल के जवाब में प्रधानमंत्री कार्यालय में राज्यमंत्री वी नारायण स्वामी ने कहा कि प्रधानमंत्री अपना पद छोड़ने के बाद और सात वर्ष के अंतराल के बाद ही लोकपाल के प्रति जवाबदेह होंगे। विधेयक के बारे में श्रीमती सोनी ने कहा कि यह विधेयक यूपीए की पहली सरकार के दौरान २००५ में पेश किया गया था और सरकार के न्यूनतम साझा कार्यक्रम का हिस्सा है।
श्रीमती सोनी ने बताया कि मंत्रिमण्डल ने असंगठित क्षेत्र के कामगारों के लिए सामाजिक सुरक्षा कोष को भी मंजूरी दे दी है। उन्होंने कहा कि रिक्शा चालकों, बुनकरों और ताड़ी निकालने वाले मजदूरों के असंगठित क्षेत्र के कामगारों के वास्ते एक हजार करोड़ रूपये का प्रावधान किया जाएगा। श्रीमती सोनी ने कहा कि इस कोष से इन मजदूरों के लिए सामाजिक सुरक्षा योजनाएं चलाने में मदद मिलेगी।
यह असंगठित क्षेत्र के मजदूरों को सामाजिक सुरक्षा देगा। इस क्षेत्र के लगभग ४३ करोड़, तीस लाख मजदूरों के पास कोई भी जीवन बीमा, स्वास्थ्य बीमा, या पेंशन जैसी सामाजिक सुरक्षा नहीं है।

खान और खनिज विकास विधेयक-२०११ को जल्दी ही मंजूरी के लिए संसद में पेश किया जाएगा। इस विधेयक के पारित होने से खनन के लिए तेजी से मंजूरी मिल सकेगी। हमारे संवाददाता के साथ विशेष भेंटवार्ता में खान मंत्री दिनशा पटेल ने कहा कि इस विधेयक के अनुसार कोयला खान कंपनियों को अपने मुनाफे का २६ प्रतिशत और गैर कोयला खान कंपनियों को अपनी रायल्टी के बराबर राशि, परियोजना से प्रभावित लोगों के लिए देनी होगी। उन्होंने कहा कि इस विधेयक में अवैध खनन की समस्या से निपटने की भी व्यवस्था है।पॉलिसी जो तय हुई है इस बिल में वो खुद अवैध खनन रोकने के लिए, वहां के लोग ही इसमें कोशिश करेंगे। क्योंकि उनको रॉयल्टी के रूप में पैसा मिलने वाला है और ज्यादातर पैसा मिलेगा, इसकी वजह से उसको भी होगा कि हम जितना अवैध खनन रोकेंगे उतनी रॉयल्टी हमें ज्यादा मिलेगी। और जितनी रॉयल्टी मिलेगी, इतना ही पैसा ज्यादा मिलने की वजह से हमारा एरिया डवेलप होगा, हमारा गांव डवेलप होगा। इसी वजह से यह प्रावधान किया गया है। इसके लिए गांव वाले लोग खुद इसको रोकने की कोशिश करेंगे।
इसके तहत अवैध खनन के दोषियों को २५ हजार रूपये तक जुर्माना या दो वर्ष की कैद या दोनों सजायें देने की व्यवस्था है। एक प्रश्न के उत्तर में श्री पटेल ने कहा कि उनका मंत्रालय देश में अवैध खनन को रोकने के लिए हर संभव कोशिश कर रहा है। खान मंत्री के साथ यह पूरी भेंटवार्ता आज रात पौने दस बजे से एफ एम गोल्ड चैनल पर सुर्खियों से परे कार्यक्रम में सुनी जा सकती है।

केन्द्रीय जल संसाधन मंत्री पवन कुमार बंसल ने नई जल नीति में जल की मांग और उसके प्रबंधन के महत्वपूर्ण मुद्दे को शामिल करने की आवश्यकता पर जोर दिया है। नई दिल्ली में आज सी आई - त्रिवेणी जल संरक्षण संस्थान का उद्घाटन करते हुए श्री बंसल ने कहा कि नई जल नीति में जल के समान वितरण के साथ साथ भौगोलिक विकास के लिए आवश्यक जल की व्यवस्था का भी ध्यान रखा जाना चाहिए। उन्होंने कहा कि जल संरक्षण और उसका समान वितरण मानवीय विकास के अहम् मुद्दे हैं जिसका हल किया जाना जरूरी है क्योंकि यही मुद्दा चिंता का कारण बना हुआ है। उन्होंने लोगों से अपील की कि वे सकुशल जल प्रबंधन को प्राथमिकता दें। श्री बंसल ने कहा कि सरकार ने इस दिशा में पहल की है, लेकिन संबंधित कार्यक्रमों को उचित ढंग से लागू करने की आवश्यकता है ताकि इसके अच्छे परिणाम निकलें।-------
आयकर विभाग ने टू जी स्पैक्ट्रम आवंटन मामले में पूर्व दूरसंचार मंत्री ए राजा तथा अन्य लोगों से पूछताछ की है। विभाग जल्द ही अपनी रिपोर्ट पेश करेगा। केन्द्रीय प्रत्यक्ष कर बोर्ड के अध्यक्ष प्रकाश चन्द्र ने आज नई दिल्ली में बताया कि अदालत से अनुमति मिलने के बाद आयकर अधिकारी टू जी स्पैक्ट्रम मामले में पूछताछ कर रहे हैं। उन्होंने कहा कि पूर्व दूरसंचार मंत्री के अलावा इस मामले में शामिल कुछ अन्य लोगों से भी पूछताछ की गई है। हमारे संवाददाता ने खबर दी है कि दिल्ली की एक अदालत ने आयकर अधिकारियों को ए राजा, स्वान टेलीकॉम के प्रमोटर शाहिद उस्मान बलवा और विनोद गोयन्का तथा रिलायन्स एडीएजी के तीन शीर्ष अधिकारी गौतम दोषी, हरि नायर और सुरेन्द्र पिपारा से पूछताछ की अनुमति दी है। ये सभी फिलहाल न्यायिक हिरासत में हैं।------
मंगोलिया की राजधानी उलानबतोर में भारत - मंगोलिया संयुक्त सूचना प्रौद्योगिकी, शिक्षा और आउट सोर्सिंग केन्द्र की स्थापना के लिए भारत मंगोलिया को दो करोड़ अमरीकी डॉलर का ऋण देगा। इसके अलावा भारत राजीव गांधी आर्ट एंड प्रोडक्शन स्कूल तथा अटल बिहारी वाजपेयी सेंटर ऑफ एक्सीलैंस इन इन्फारमेशन एंड कम्युनिकेशन टैक्नोलॉजी के उत्थान और आधुनिकीकरण के कार्य में भी सहायता देगा। आज उलानबतोर में राष्ट्रपति श्रीमती प्रतिभा देवीसिंह पाटील और मंगोलिया के राष्ट्रपति अलबेगडोर्ज के बीच शिष्टमंडल स्तरीय वार्ता में ये निर्णय लिये गए। सवांददाताओं से बातचीत में पूर्वी मामलों के सचिव संजय सिंह ने कहा कि दोनों ही देशों ने रक्षा सहयोग, रेडियोधर्मी खनिजों और परमाणु ऊर्जा के शांतिपूर्ण इस्तेमाल सहित तीन समझौतों पर हस्ताक्षर किये।हमारे विशेष संवाददाता ने खबर दी है कि दोनों देश यूरेनियम निकालने के बारे में एक संधि पर २००९ में हस्ताक्षर कर चुके हैं।

पंजाब मंत्रिमंडल ने फजि+ल्का और पठानकोट को राज्य के नये जिले बनाने की मंजूरी दे दी है। चण्डीगढ़ में कल उप मुख्यमंत्री सुखबीर सिंह बादल की अध्यक्षता में मंत्रिमंडल की बैठक में इस आशय का फैसला लिया गया। इस फैसले के साथ पंजाब में जिलों की संख्या २० से बढ़कर २२ हो गई है। -----
छत्तीसगढ़ सरकार राज्य के नक्सल प्रभावित इलाकों में कार्यरत विशेष पुलिस अधिकारियों को नियमित आधार पर सेवा में शामिल करने के उद्देश्य से एक पुलिस बल गठित करने के लिए जल्द ही अध्यादेश लाएगी। राज्य मंत्रिमंडल ने छत्तीसगढ़ सहायक सशस्त्र पुलिस बल गठित करने के अध्यादेश के मसौदे को कल मंजूरी दे दी। छत्तीसगढ़ के मुख्यमंत्री रमन सिंह ने बताया कि इसे आज ही राज्यपाल को प्रेषित किया जायेगा।महत्वपूर्ण बैठक में छत्तीसगढ़ सहायक सशस्त्र पुलिस बल अध्यादेश-२०११ के प्रारूप का अनुमोदन सर्वसम्मति से किया गया। और यह अध्यादेश जारी करने में राज्यपाल को आज ही प्रेषित किया जायेगा ताकि इसका अनुमोदन हो। जो एस पी ओ हैं, उनके बारे में सुप्रीमकोर्ट ने जो राज्य सरकार को निर्देश दिये थे वो भी फुलफिल हम करेंगे। उनको बेहतर आने वाले समय में आर्थिक दृष्टि से भी प्रशिक्षण की दृष्टि से भी और दूसरे जो नॉर्मस सुप्रीमकोर्ट ने तय किये थे, सुरक्षा के साथ वो सारे इस अध्यादेश के बाद उन्हें प्राप्त हो जायेगा।
इस बारे में अध्यादेश लाने का निर्णय उच्चतम न्यायालय के हाल के उस निर्णय को ध्यान में रखकर किया गया है, जिसमें मौजूदा शर्तों पर विशेष पुलिस अधिकारियों की नियुक्ति करने से राज्य सरकार को रोक दिया गया था।

महाराष्ट्र विधानसभा में आज मिल मजदूरों को मुम्बई में मकान उपलब्ध कराने के मुद्दे पर तीखी नोकझोंक और हंगामें के कारण सदन की बैठक तीन बार स्थगित करनी पड़ी। महाराष्ट्र विधानसभा में विपक्षी सदस्यों ने मिल मजदूरों को निःशुल्क आवास दिलाने के मुद्दे पर भारी हंगामा किया और सदन की कार्रवाई में बाधा डाली। मुम्बई के सैंकड़ो मिल मजदूर और उनके परिजनों ने आज सुबह विरोध प्रदर्शन किये। इसका नेतृत्व शिवसेना के मुख्य कार्यकारी उद्धव ठाकरे ने किया, जिसमें उनके राजनीतिक प्रतिद्वंदी महाराष्ट्र नवनिर्माण सेना के नेता राज ठाकरे भी शामिल थे। धरना, प्रदर्शन मध्य मुम्बई के भायखला से शुरू होकर दक्षिण मुम्बई के आजाद मैदान तक गया, जहां एक जनसभा हुई। विरोध मार्च के जरिये मिल मजदूर कपड़ा मिलों के अधिग्रहण के बाद बेघर हुए लाखों कामगारों के लिए निःशुल्क आवास की मांग कर रहे हैं। इन मिलों का अधिग्रहण भव्य शॉपिंग मॉल बनाने के लिए किया गया है।------
असम के कुछ जिलों में मस्तिष्क ज्वर से मरने वालों की संख्या बढ़कर एक सौ ४४ हो गई है। राज्य के स्वास्थ्य विभाग ने इस बुखार से अभी केवल ४४ लोगों की मृत्यु की पुष्टि की है। सूत्रों के अनुसार राज्य के करीब १५ जिलों में पिछले सप्ताह के दौरान जापानी बुखार तथा अन्य संक्रामक बीमारियों से छह सौ १४ लोगों के पीड़ित होने की खबर है। जिन जिलों में दिमागी बुखार के मामलों की पुष्टि हुई है उनमें बारपेटा, दारांग, धेमाजी, डिब्रुगढ़, गोलाघाट, जोरहाट, कामरूप, लखीमपुर, मोरीगांव, नलवाड़ी, शिबसागर और तिनसुखिया जिले शामिल हैं। राज्य सरकार ने इस बीमारी की जांच के लिए विभिन्न स्थानों पर नौ जांच केन्द्र स्थापित किये हैं। इसके अलावा डिब्रुगढ़ जिले के लाहोवाल में क्षेत्रीय चिकित्सा अनुसंधान केन्द्र में भी एक अतिरिक्त प्रयोगशाला शुरू की गई है। स्वास्थ्य विभाग ने इन सभी जिलों में विशेष रूप से चाय बागान इलाकों में बड़े पैमाने पर लोगों को जागरूक बनाने के उपाय शुरू किये हैं। विशेष चिकित्सा दल भी पीड़ित लोगों के उपचार के लिए दिन रात काम कर रहे हैं। ------
वरिष्ठ वकील रोहिंटन फली नरिमन को भारत का महाधिवक्ता नियुक्त किया गया है। जाने माने न्यायविद् फाली एस नारिमन के पुत्र रोहिटन नरिमन, गोपाल सुब्रहमण्यम का स्थान लेंगे जिन्होंने हाल ही में त्यागपत्र दे दिया था। सरकारी विज्ञप्ति में बताया गया है कि २७ जुलाई से प्रभावी उनकी नियुक्ति तीन साल के लिए होगी। ------
उत्तराखंड में चट्टानें खिसकने की अलग-अलग घटनाओं में पिछले चौबीस घंटों में पांच लोगों की मौत हो गयी है। हमारे संवाददाता ने बताया है कि चमोली और राज्य के अन्य हिस्सों में भारी वर्षा से सामान्य जनजीवन प्रभावित हुआ है।चमोली, रूद्रप्रयाग, देहरादून और राज्य के कुछ अन्य हिस्सों में हो रही लगातार बारिश से एक बार फिर सामान्य जनजीवन अस्त व्यस्त हो गया है। प्राप्त सूचना के अनुसार गोपेश्वर में बारिश के साथ मलबा आने के कारण कई मकानों को क्षति पहुंची है। उधर गंगोत्री और बद्रीनाथ जाने वाले रास्ते कई जगहों पर बुरी तरह बाधित हैं। इसके अलावा पिथौरागढ़ में बारिश से कई सम्पर्क मार्ग बंद हो गये हैं। चमोली जिले में जोशी मठ के निकट भू-स्खलन के चपेट में आने से सड़क की मरम्मत में लगे सीमा सड़क संगठन के दो मजदूरों की मृत्यु हो गई है। उधर भूस्खलन की अन्य घटनाओं में पौड़ी में एक और पिथौरागढ़ में दो लोगों के मरने की खबर है। राघवेश पांडेय आकाशवाणी समाचार देहरादूनं।

मणिपुर में मारम में हुए भूस्खलन के कारण आज लगातार तीसरे दिन इम्फाल-दीमापुर राष्ट्रीय राजमार्ग संख्या-३९ पर वाहनों की आवाजाही ठप्प है। इस मार्ग से मलबा हटाने के राज्य सरकार के प्रयासों के बावजूद आवागमन बहाल नहीं हो पाया है। इस मार्ग पर आज सवेरे तक ४५० से अधिक वाहन फंसे हुए थे।------

१६ जुलाई को समाप्त सप्ताह में खाद्य पदार्थों की मुद्रास्फीति शून्य दशमलव दो-पांच प्रतिशत की मामूली गिरावट के साथ सात दशमलव तीन-तीन प्रतिशत पर आ गयी है। इससे पहले के सप्ताह में यह सात दशमलव पांच-आठ प्रतिशत थी। पिछले २० महीनों में यह सबसे निचले स्तर पर आयी। मुद्रास्फीति में यह गिरावट दालों की कीमतों में कमी आने से आयी। कुल मिलाकर ज+रूरी चीजें १० दशमलव चार-नौ प्रतिशत महंगी हुई। जबकि गैर-खाद्य वस्तुओं की कीमतों में १६ दशमलव पांच प्रतिशत का इजाफा हुआ। ------
बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही सेन्सेक्स १७७ अंक लुढ़क गया। मुद्रास्फीति पर नियंत्रण के लिए रिजर्व बैंक द्वारा अपनी नीतिगत दरों में और वृद्धि की आशंका के मद्देनज+र बाजार में यह गिरावट आयी है। अब से कुछ देर पहले सेन्सेक्स १६७ अंक की गिरावट के साथ १८ हजार २६३ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४६ अंक गिरकर ५ हजार ५०० पर आ गया।
अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया १२ पैसे कमजोर हुआ। एक डॉलर की कीमत ४४ रूपये २० पैसे बोली गयी।

The BJP Parliamentary Board has decided to ask Karnataka Chief Minister Yeddyurappa to step down immediately. Briefing News persons after the Board meeting in New Delhi today, party Spokesperson Ravishankar Prasad said that all senior leaders of the party have unanimously decided that the leadership of the Karnataka BJP legislature party should be changed.
The parliamentary board unanimously decided, there has to be a change in the leadership of the BJP legislator party in the state of Karnataka. Accordingly. it has advised Shri Yeddyurappa, the present Chief Minister to tender his resignation immediately. Tomorrow Shri Arun Jaitley and Shri Rajnath Singh will go to Bangalore for the election of the new leader of the BJP legislator party.
Meanwhile, in Karnataka, some of the council of ministers and party workers from the State BJP arrived at the official residence of the Chief Minister in Bangalore and were closeted there since morning. Health Minister Sriramulu told media persons outside the Chief Minister's residence today that they will abide by the High Command's decision. Mr. Yeddyurappa said, he will visit New Delhi again on 31 of this month and call a cabinet meeting in the afternoon. On the other hand the Congress started the day with a road block all over the state demanding the resignation of Yeddyurappa and others named in the Lokayukta report. The State Party President G Parameshwar welcomed the decision of the BJP Parliamentary committee to seek Yeddyurappa’s resignation. Earlier, the BJP top brass also discussed the implication of the Lokayukta report in Karnataka with Chief Minister B S Yeddyurappa in New Delhi last night.
The final report of Lokayukta Justice Santosh Hegde on illegal mining indicts Chief Minister B S Yeddyurappa under the Prevention of Corruption Act and other provisions under the Indian Penal Code, for benefiting from illegal mining. The report was submitted to the Chief Secretary S V Ranganath by Karnataka Lokayukta Registrar Kunhi Nair Moosa last evening in Bangalore. Justice Santosh Hegde said, enough evidence is unearthed against the Trust run by the Chief Minister’s family for receiving crores of rupees from mine owners in return for favours from the Government. The report also implicates the Bellary Ministers - Janardhan Reddy, Karunakara Reddy and Sriramulu. Justice Hegde said clear evidence is found of their involvement in mining in Karnataka, a thing which was strongly refuted by the Reddy brothers. The names of family members of Housing Minister Somanna also figure in the report. Those from the Opposition referred in to the report are former Chief Minister H D Kumaraswamy and Congress Member of Parliament, Anil Lad’s wife. The report running into over 25,000 pages has also blamed 600 top officials for aiding illegal mining in the state. Justice Hegde hoped that the Central Empowerment Committee appointed by the Apex Court to probe illegal mining will take cognizance of the report submitted by the Lokayukta to the Government.

The Union Cabinet has approved the Draft Lok Pal Bill to be introduced in Monsoon session of Parliament. Briefing the media, after a meeting of the cabinet, the Information and Broadcasting Minister, Mrs. Ambika Soni said that the Lok Pal will consist of a Chairperson and eight members, half of them will be judicial members. She said that the bill was introduced in 2005 during the UPA-one regime and is part of the Common Minimum Programme.
The Lokpal will consist of a Chairperson and 8 members. The Chairperson would be from the judiciary and only a serving or retired Chief Justice of India or a Judge of the Supreme court would be eligible for being appointed as Chairperson.
Mrs. Soni informed that the Cabinet has also approved Social Security Fund for workers in unorganized sectors. She said, an initial corpus of one thousand crore rupees will be ear-marked for the benefit of workers in the unorganized sectors like rickshaw pullers, weavers and toddy tappers. The Minister said the move will facilitate formulation of social security schemes for these workers.
This fund will support social security schemes for various segments of un-organised workers and most of these workers around almost 4 hundred 33 millions do not have any social security cover in the form of life and disability insurance, health care or even pensions.

The Mines and Mineral Development Bill 2011 will come up for approval of Parliament soon. The passage of the bill will ensure speedy clearance to extract minerals. In an exclusive interview to our correspondent the Mines Minister, Mr. Dinsha Patel said that the bill requires Coal Mine companies to share 26 per cent of their profits and non-coal mining companies to shell out an amount equal to the royalty to people affected by a project. He said the bill also seeks to tackle the problem of illegal mining.
A new MMDR Act 2011 will help in sharing profit from mining with local public for their development. It will also encourage investment in mining sector. It will help in controlling illegal mining.
The bill recommends a penalty of upto 25,000 rupees per hectare or two years imprisonment or both for those engaging in illegal mining. In reply to a question, he said his ministry is doing its best to stop illegal mining in the country. India has extended a 20 Million U.S. Dollar Line of Credit to Mongolia for setting up an India - Mongolia Joint Information Technology, Education and Outsourcing Centre in Ulaanbaatar. Besides, India will also upgrade and modernize the Rajiv Gandhi Art and Production School and the Atal Bihari Vajpayee Centre of Excellence in Information and Communication Technology. These decisions were taken following delegation level talks between the President Mrs.Pratibha Devisingh Patil and her Mongolian Counterpart President Elbegdorj in Ulaanbaatar today. Briefing the media Secretary East Sanjay Singh said, both the countries signed three agreements including Defence cooperation and peaceful use of radioactive minerals and nuclear energy.

The Union Water Resources Minister Pawan Kumar Bansal today called for preparing a new water policy to take on board crucial issues concerning water demand and management. Launching the CI-Triveni water conservation institute New Delhi, Mr. Bansal said the policy should also cover equitable distribution of water and allocation of priority to water for life support and ecology. He emphasised that one of the greatest challenges facing human development is conservation of water and its equitable distribution. The Minister said there are serious concerns on the availability of fresh water in India and appealed to the people for efficient water management. The Income Tax Department has questioned former Telecom Minister A Raja and others in connection with the 2G spectrum allocation case and will soon come out with its report. Chairman of the Central Board of Direct Taxes, Prakash Chandra said in New Delhi today that the officials are inquiring into the 2G spectrum case after obtaining permission from the city court. He added that the officials also questioned several others people involved in the case besides the former telecom Minister. Today is World Hepatitis Day. Several functions are being organised across the globe to raise awareness about the hazardous disease. The Centre has set up many medical camps and workshops across the country to generate more understanding of hepatitis virus. In Delhi, the All India Institute of Medical Sciences, released a report saying that about three crore patients in the country are suffering from the disease. Dr. S K Acharya, head of the Gastrology Department, AIIMS, told reporters that the hospital provides economical treatment of the disease. Emphasizing the need to create mass awareness about the disease, Dr. Acharya also said that proper immunization hygienic handling of food and pure water are the best ways to prevent this disease.

Food inflation declined to a 20 months low of 7.33 per cent for the week ended July 16. The fall in food inflation by 0.25 percent in comparison to the previous week is on the back of cheaper pulses. It had stood at 7.58 per cent in the previous week.
During the week under review, prices of pulses fell by 8 per cent year-on-year. However, prices of other items went up. Onions became more expensive by 22.66 per cent and fruits became 13.90 per cent dearer on an annual basis.
Potatoes became 10.55 per cent costlier, while milk was up 9.96 per cent. Vegetable prices were up 7.59 per cent year-on-year.
Overall, primary articles recorded inflation of 10.49 per cent. However, inflation of non-food articles went up to 16.05 per cent from 15.50 per cent in the previous week.
Furthermore, fibres became more expensive by over 28 per cent and oil seeds were up 13.72 per cent. Minerals became dearer by 23.12 per cent year-on-year.

The Sensex at the Bombay Stock Exchange dropped 177 points, to 18,256 in opening trade, today, amid weak global markets. Later, after falling more than 200 points at one stage, the Sensex recovered partially, but still stood a good 139 points, or 0.8 percent in negative territory, at 18,293, in afternoon deals, a short while ago. The 30-share index has already lost almost 440 points in the last two trading sessions.
Other Asian markets in China, Japan, Singapore, Indonesia, Hong Kong and Taiwan were down by between 0.5 percent and 1.2 percent, today, on US debt worries, and on weaker-than-expected US economic data. In the US, the Dow Jones Industrial Average has dropped 1.6 per cent, overnight. The Bombay stocks Exchange benchmark Sensex lost nearly 177 points in opening trade today. It was trading at 18,250 down by 181 points a short while ago. The National Stock Exchange index Nifty also lost 55 points to trade below the 5,500 points level.
Brokers said continued offloading of stocks by funds and retail investors and fears of further monetary tightening to control inflation dampened the trading sentiment.
In Asia, Hong Kong's Hang Seng Index was down 1.08 per cent, while Japan's Nikkei lost 1.24 per cent in early trade this morning. In the US, the Dow Jones Industrial Average ended 1.59 per cent lower in yesterday's trade.

The United States and Britain undertook a secret campaign in the late 1970s to prevent Pakistan from going nuclear. The newly declassified State Department Cables, released by the National Security Archive say the two countries also unsuccessfully tried to block Pakistan's attempted covert purchasing of gray area technology for its atomic weapons programme. The declassified documents also indicate that the US issued 300 demarches to Nuclear Exporters during 1978-1981 in attempt to halt Pakistani nuclear purchases.
At the same time, both Britain and the US kept India in the dark, even as Indian officials had better intelligence information about Pakistan's nuclear weapons programme.
The National Security Archive said the documents, however, do not mention the name A Q Khan.

Thailand's new parliament will formally open on Monday, paving the way for the selection of the Prime Minister as early as next week. Crown Prince Maha Vajiralongkorn will deliver a ceremonial inauguration speech on behalf of the king in the capital Bangkok. South Korean officials say dozens of people have died following mudslides triggered by the heaviest rain to hit the nation's capital in a century. Soldiers and police were called out today to assist with rescue and clean-up efforts as the rain continued into a third day. Thirteen people were killed and 24 injured yesterday when a landslide crashed into a mountain resort in Chuncheon, located about 100 kilometres east of Seoul. The victims include 10 college students who were staying at the resort while doing volunteer work at a local elementary school. At least 15 others died later when a landslide buried dozens of houses in southern Seoul.

Tripoli has condemned the UK for recognising the rebels as Libya's sole governmental authority after similar moves by France and the US. The Deputy Foreign Minister in Muammar Gaddafi's government, Khaled Kaim, told reporters that the decision was unprecedented and irresponsible. In Afghanistan, French soldiers serving with NATO forces have shot dead three civilians. Police said the victims - a man, a pregnant woman and a child - were travelling in a car yesterday which failed to stop at a checkpoint in northern Kapisa province. The French soldiers then fired into the car, killing the three civilians. The French ambassador has apologised, but President Karzai said no apology could bring back the dead and he called on NATO to protect civilians. France has a total of 4,000 soldiers serving in Afghanistan.

Chinese Railways admitted today that design flaws in railway signal equipment led to the recent fatal high-speed train collision in which 39 people were killed and about 200 injured. At an investigation meeting held by the State Council in Wenzhou, the head of the Shanghai Railway Bureau said the accident happened after signal system was struck by lightning at the Wenzhou South Railway station. He said following this the signal failed to turn the green light to red, resulting in the rear-end collision.

The tiger population in the country has increased by twenty percent. According to the All India Tiger Estimation Report released in New Delhi today, the country had an estimated 1706 tigers in 2010 as against 1411 in 2006. The report highlighted that the states of Uttarkhand, Tamil Nadu, Maharashtra and Karnataka have shown an increase in tiger density. The inclusion of Sunderbans, some portions of the North east and parts of Maharashtra in the report have also contributed to the increase.

In Assam, the encephalitis-related death toll has risen to 144. 44 of them have been confirmed to have died of Japanese Encephalitis. State Health Department sources said 614 people have been affected by the Japanese Encephalitis and other vector-borne diseases in as many as 15 districts of the State during the last few weeks. The districts, which are confirmed to have been affected by the disease include - Barpeta, Darrang, Dhemaji, Dibrugarh, Golaghat, Jorhat, Kamrup, Kamrup (Metro), Lakhimpur, Morigaon, Nagaon, Nalbari, Sibsagar, Sonitpur and Tinsukia. The State Government has set up nine laboratories to diagnose Japanese Encephalitis infection at the four Medical Colleges at Dibrugarh, Jorhat, Guwahati and Silchar besides the District Civil Hospitals at Lakhimpur, Sibsagar, Golaghat and Tezpur Mission Hospital.

The National Maithilisharan Gupta award instituted in the field of literature will be given to well-known writer of Bhopal Ramesh Chandra Shah. Besides, National Tulsi Award for male artists in the field of folk-arts will be given to Rangaswami Vedar of Chennai. The National Iqbal award institued for Urdu literature will be given to Gopichand Narang of New Delhi. The National Devi Ahilya award for folk-arts will be conferred on Kalbelia dancer Suhri Gulabo of Rajasthan. Well-known satirist K.P. Saxena of Lucknow has been selected for the national Sharad Joshi award. The National Kumar Gandharva award in classical music for youth artists will be given to Pt. Sanjeev Abhyankar of Pune. केन्द्रीय मंत्रिमंडल ने लोकपाल विधेयक २०११ के मसौदे को मंजूरी दे दी है। मंत्रिमंडल की बैठक के बाद सूचना और प्रसारण मंत्री अंबिका सोनी ने मीडिया को बताया कि यह विधेयक सोमवार से शुरू होने वाले संसद के मॉनसून सत्र में पेश किया जाएगा। प्रधानमंत्री और उच्च न्यायपालिका लोकपाल के दायरे में नहीं आएंगे लेकिन पूर्व प्रधानमंत्री इसमें शामिल होंगे। लोकपाल के पास भ्रष्ट तरीकों से जमा की गई लोक सेवकों की संपत्ति जब्त करने का अधिकार होगा। श्रीमती सोनी ने कहा कि लोकपाल में एक अध्यक्ष और आठ सदस्य होंगे, जिनमें से आधे न्यायपालिका के होंगे।लोकपाल में एक अध्यक्ष और आठ सदस्य होंगे। अध्यक्ष का पद न्यायपालिका से चुना जायेगा । इस पद के लिए भारत का कार्यरत या सेवानिवृत्त मुख्य न्यायाधीश या फिर उच्चतम न्यायालय का जज ही योग्य होगा।
कानून मंत्री सलमान खुर्शीद ने बताया कि लोकपाल के पास जांच और पूछताछ की अलग-अलग शाखाएं होंगी लेकिन उसे मुकदमा चलाने का अधिकार नहीं होगा। उन्होंने कहा कि विधेयक के प्रारूप मे अन्ना हजारे की टीम द्वारा प्रस्तावित जन लोकपाल विधेयक के कुछ प्रावधानों को भी शामिल किया गया है।
मंत्रिमंडल ने असंगठित क्षेत्र के कामगारों के लिए दस अरब रुपये के अ्रारंभिक आवंटन के साथ राष्ट्रीय सामाजिक सुरक्षा कोष बनाने की भी मंजूरी दे दी है। श्रीमती सोनी ने बताया कि इस कोष से बुनकरों, ताड़ी मजदूरों, रिक्शा चालकों और बीड़ी मज+दूरों जैसे असंगठित श्रमिकों की सामाजिक सुरक्षा योजनाओं को मदद मिलेगी।
यह असंगठित क्षेत्र के मजदूरों को सामाजिक सुरक्षा देगा। इस क्षेत्र के लगभग ४३ करोड़, तीस लाख मजदूरों के पास कोई भी जीवन बीमा, स्वास्थ्य बीमा, या पेंशन जैसी सामाजिक सुरक्षा नहीं है।
केन्द्रीय मंत्रिमंडल ने सर्व-शिक्षा अभियान की कार्यकारी समिति और संचालन परिषद में और मंत्रियों को शामिल किये जाने की मंजूरी दे दी है।

भारतीय जनता पार्टी के संसदीय बोर्ड ने कर्नाटक के मुख्यमंत्री बी एस येदियुरप्पा से तत्काल इस्तीफा देने को कहा। पार्टी प्रवक्ता रविशंकर प्रसाद ने कहा कि पार्टी के सभी वरिष्ठ नेताओं का यही फैसला है कि कर्नाटक में भारतीय जनता पार्टी के विधायक दल को नेता बदला जाना चाहिए।संसदीय दल ने सर्वानुमति से निर्णय किया है कि कर्नाटक भाजपा विधानमंडल दल के नेता में बदलाव होना चाहिए। अतः संसदीय दल ने येदियुरप्पा को यह सलाह दी है कि वे तुरन्त त्यागपत्र दें। कल श्री अरूण जेटली और श्री राजनाथ सिंह केन्द्रीय पर्यवेक्षक के रूप में बंगलौर जायेंगे , भाजपा विधानमंडल के नये नेता का चुनाव करने के लिए।

मेरे विचार से यह बहुत देर से उठाया गया कदम है। सब तरफ से घिरने के बाद अब वो उनके इस्तीफे की मांग कर रहे हैं। असल में वो चाहते ही नहीं हैं कि येदियुरप्पा इस्तीफा दें। वो गम्भीर आरोपों के बाद भी उनका बचाव करना चाह रहे हैं।

अफगानिस्तान के दक्षिणी उरूज+गन प्रांत में आज आत्मघाती हमलावरों ने कई जगहों पर विस्फोट किए जिनमें कम से कम १९ लोग मारे गए और ३७ अन्य घायल हो गए। सरकारी सूत्रों ने बताया कि आत्मघाती हमलावरों ने प्रांत की राजधानी ट्रिनकोट में अनेक सरकारी इमारतों को निशाना बनाया। राष्ट्रीय रेडियो टेलीविजन कार्यालय में भी एक धमाका हुआ। प्रत्यक्षदर्शियों ने कहा कि गवर्नर कार्यालय के पास दो धमाके हुए, उसके बाद अफगान सुरक्षा बलों और आत्मघाती हमलावरों सहित विद्रोहियों के बीच घमासान लड़ाई हुई। बाद में अफगान सुरक्षा बलों की मदद के लिए नाटो सैनिकों को बुलाया गया। तालिबान ने हमले की जिम्मेदारी ली है।उरूजगन प्रांत की राजधानी पर हमला उस वक्त हुआ है जब अफगानिस्तान में सुरक्षा की जिम्मेदारी के हस्तांतरण का पहला चरण पूरा ही हुआ है। इस चरण में नेटो फौज ने सात स्थानों की हिफाजत की जिम्मेदारी अफगान सुरक्षा बलों को सौंपी हालाकि अफगानिस्तान सरकार का कहना है कि उसके सुरक्षाबल अपने देशवासियों की हिफाजत करने में पूरी तरह सक्षम हैं लेकिन एक के बाद एक इस तरह की घटनाओं का होना कुछ सवाल पैदा करता है। इसमें कोई संदेह नहीं की अफगान सुरक्षाबल पूरी तरह सक्षम है और उन्हें विदेशी सेनाओं के साथ काम करने का लम्बा अनुभव है। लेकिन आलोचकों का कहना है कि उनके पास जरूरी साजो-सामान की कमी है। कुछ विशेषज्ञों के अनुसार सुरक्षा जिम्मेदारी की हस्तांतरण की प्रक्रिया समय से पहले शुरू की गई है। और अफगान सुरक्षा बलों को यह जिम्मेदारी उठाने के लिए कुछ और समय दिया जाना चाहिए था। राजेन्द्र उपाध्याय आकाशवाणी समाचार काबुल।

The Union Cabinet today approved the enactment of a new legislation, in the form of Lokpal Bill-2011 to inquire into the allegations of corruption. Briefing the media, after a meeting of the cabinet, the Information and Broadcasting Minister, Mrs. Ambika Soni said the bill will be introduced in Monsoon session of Parliament beginning on Monday. The Prime Minister and the higher judiciary will not come under the purview of the Lokpal Bill but the former Prime Ministers have been brought under its ambit.
The Lokpal will consist of a Chairperson and 8 members. The Chairperson would be from the judiciary and only a serving or retired Chief Justice of India or a Judge of the Supreme court would be eligible for being appointed as Chairperson.
The Lokpal will also have powers to attach the property of corrupt public servants acquired through corrupt means. In reply to a question, Law minister Salman Khursheed said, Lokpal will have separate wings on inquiry and investigation but no power to prosecute. Mr Khursheed said Prosecution has to be done by judiciary. He said that the draft legislation, which has included some of the provisions of the Jan Lokpal Bill proposed by Team Anna Hazare, gives permission to Lokpal to probe any Union Minister or officials of Group A and above without any sanction. Mrs. Soni said that Cabinet also approved the constitution and operation of the National Social Security Fund for unorganised sector workers with an initial allocation of 1,000 crore rupees. An announcement for setting up of this fund was made by the finance minister in his 2010-11 Budget speech. She said, the constitution of the fund will support social security schemes for various segments of unorganised workers like weavers, toddy tappers, rickshaw pullers and beedi workers.

An official release says that the Union Cabinet also approved inclusion of more ministries in the Governing Council and the Executive Committee of Sarva Siksha Abhiyaan (SSA) to ensure better coordination in the implementation of the scheme. Ministries of Tribal Affairs, Rural Development, Minoriy Affairs, Panchayati Raj, Youth Affairs and North-Eastern region are being included in SSA's Governing Council. In another decision, the Cabinet gave its nod for further modification of the revised relief package of assistance for animal husbandry sector in Andaman and Nicobar islands.

The BJP today opposed the cabinet's decision of omission of Prime Minister from the ambit of Lokpal. Briefing reporters in New Delhi, party spokesperson Ravi Shankar Prasad said the BJP does not endorse the cabinet's decision to keep the Prime Minister away from the purview of Lokpal. He added that the party will articulate its view on the issue when the Lokpal Bill will be presented in the Parliament.
The Congress on its part said that BJP should refrain from politicizing the issue. Party spokesman Mr. Shakeel Ahmed alleged that BJP is playing a dubious role on the issue. He added that the opposition party kept silent while the bill was discussed and now it is making a hue and cry on certain aspects of the bill.

The BJP Parliamentary Board today asked Karnataka Chief Minister Yeddyurappa to step down immediately. Party spokesperson Ravishankar Prasad said that all senior leaders of the party have unanimously decided that the leadership of the Karnataka BJP legislature party should be changed.

Accordingly. it has advised Shri Yeddyurappa, the present Chief Minister to tender his resignation immediately. After the Party Parliamentary Board decision to drop Yeddyurappa as Chief Minister of Karnataka, speculation is rife about his successor. Several names are being taken but officially no successor of Yeddyurappa is announced. The Reddy brothers and their close associate Sriramulu who are mine owners and powerful ministers are implicated by Lokayukta. They have said that they will abide by party decision. The first chief minister of the BJP in south India B S Yeddyurappa took reign of the State Government in May 2008. The Congress today charged that, the BJP central leadeship have benefited from the illegal mining scam in Karnataka. Talking to reporters in New Delhi, party spokesperson Shakeel Ahmed said that the resignation of Chief Minister B S Yeddyurappa will not be sufficient to fight corruption.

The Joint Parliamentary Committee, JPC, probing the 2G spectrum allocation scam, today continued questioning former Telecom Secretary A V Gokak who had served during the initial years of the United Front government. He was questioned about the telecom policy being pursued by the then government with regard to cellular operators. The next meeting of the JPC will be held on 2nd and 3rd of next month. The JPC is examining India's telecom pricing policy from 1998 to 2008.

In Afghanistan, suicide bombers attacked several places in Southern Uruzgan province this afternoon killing at least 19 people and injuring 37. Official sources say the suicide bombers simultaneously targeted government buildings in Tirinkot, capital city of the province. A blast also occurred at National Radio Television branch in the province. Afghan police surrounded the area and the clashes continued for about three hours. Later on NATO troops were called in to help the Afghan security forces. Taliban have claimed responsibility for the attack.

India has sought to further deepen and diversify relations with the strategically placed North East Asian nation of Mongolia which is also endowed with rich mineral resources. Speaking at the banquet hosted in her honour by the Mongolian President Elbegdorj in Ulaanbaatar later in the day the President, Mrs Pratibha Devisingh Patil said , her visit will give a strong impetus to the Comprehensive Partnership between India and Mongolia. She said ,since 1990, Mongolia’s transition to market economy and democracy has opened new opportunities for multi-faceted cooperation. Earlier in the day, India extended a 20 Million U.S. Dollar Line of Credit to Mongolia for setting up an India - Mongolia Joint Information Technology, Education and Outsourcing Center in Ulaanbaatar. The decision was taken following delegation level talks between the President Mrs. Pratibha Devisingh Patil and her Mongolian Counterpart President Elbegdorj in Ulaanbaatar. Our correspondent reports that, both the countries signed three agreements including Defence cooperation and peaceful use of radioactive minerals and nuclear energy.

Food inflation fell to a 20-month low of 7.33 per cent for the week ended July 16, on the back of cheaper pulses, even as other items grew more expensive. Food inflation, as measured by the Wholesale Price Index, had stood at 7.58 per cent in the previous week, and at 18.56 per cent in the year-ago period. During the week under review, prices of pulses fell 8 per cent, year-on-year. But fruits vegetable and milk prices rose and inflation of non-food articles also rose to 16.05 per cent from 15.5 in the previous week.

Planning Commission Deputy Chairman Montek Singh Ahluwalia today said the country's economic growth is expected to slow down in the current financial year from 8.5 per cent last year. Talking to reporters in New Delhi, he said the Indian economy is facing global headwinds and it will grow by 8.2 per cent in 2011-12. He, however, said the slowdown in Indian economy is only a temporary phenomenon and it is not going to be permanent. Mr Ahluwalia said that current level of inflation is a concern.

Tracking falling global markets, the Sensex at the Bombay Stock Exchange declined 223 points, or 1.2 percent, to 18,210, today. The Sensex has now lost more than 660 points in the last three trading sessions. The Nifty fell 59 points, or 1.1 percent, to 5,488. Stock markets in Japan, China, South Korea and Singapore dropped between 0.1 percent and 1.5 percent. The rupee closed unchanged, at 44.08 against the dollar.Gold fell 25 rupees, to 23,450 rupees per ten grams in Delhi. Silver dropped 600 rupees to 59,000 rupees per kilo. In Iraq, at least 12 people were killed and 30 others injured in a double bomb blast outside a bank in the city of Tikrit today. Police said a number of soldiers were among the dead. The blasts destroyed several nearby vehicles and caused severe damages to the surrounding buildings. Iraqi security forces have sealed off the scene and the provincial authorities imposed curfew on the city until further notice.

Pakistan today released 14 Indian fishermen who were jailed after they inadvertently strayed into the country's maritime territorial waters. The Indian fishermen were released from the Malir Jail in after spending nearly 15 months behind bars. The 14 were among 274 fishermen who are detained in Pakistani jails for varying periods.

At the Ambedkar Stadium in New Delhi today, the 2014 World Cup football qualifying second leg match between India and the United Arab Emirates ended in a 2-2 draw. The UAE have advanced to the next stage of the tournament, as they had defeated India by three-nil in the first leg encounter at Al-Ain last Saturday. India have now bowed out of the competition.
